10.1. Laos: o caso de Sombath Somphone

  President. − The next item is the debate on six motions for resolutions on Laos: the case of Sombath Somphone⁽¹⁾.

  Raül Romeva i Rueda, author. − Mr President, on 15 December 2012 Sombath Somphone became the victim of an enforced disappearance, according to automatic camera footage, just after being stopped by police officers in Thadeua checkpoint in the Sisattanak district of Vientiane.

Sombath Somphone is widely appreciated and well known for his extensive work in the fields of sustainable and fair development and access to land. As part of the Lao national organising committee, he was one of the partners in the organisation in Vientiane of the ninth Asia-Europe People’s Forum. During this forum farmers invited by him brought to the attention of participants the situation of Lao farmers being deprived of their land for the building of mega-projects, some of them cofinanced by international financial institutions, some of them European.

Many of us are deeply concerned about the whereabouts and safety of Sombath Somphone. The length and the lack of transparency of the investigation is also a major problem. Thus we urge the Lao authorities to inform Sombath Somphone’s family about the progress of the investigations and call on the government to ensure that all steps are being taken to locate, rescue and return him safely to his family as soon as possible.

I appeal to the Government of Laos and the other ASEAN member states to underline publicly the legality and the legitimacy of the work for sustainable development and social justice in order to counter intimidation efforts and the forced disappearances of activists. Finally, Laos must ratify the International Convention for the Protection of All Persons from Enforced Disappearance.

  Mitro Repo, laatija. − Arvoisa puhemies, parlamentti esittää syystäkin syvän huolensa laosilaisen Sombath Somphonen tahdonvastaisesta katoamisesta. Olemassa olevien tietojen valossa Laosin poliisilla on asian kanssa tekemistä, ja se on hidastellut asian selvittämisessä. Laosin viranomaisten on ryhdyttävä kaikkiin tarvittaviin toimenpiteisiin mielivaltaisten kiinniottojen ja salaisten pidätysten lopettamiseksi.

Tahdonvastaiset katoamiset ovat kaikkein perustavanlaatuisimpia ihmisoikeuksien ja henkilön perusvapauksien loukkauksia. Ne vaikuttavat syvästi myös uhrin perheeseen sekä koko asuinyhteisöön. Huolestuttavia ovat etenkin viranomaisten suorittamat ihmisoikeuksien loukkaukset. Niitä ei tule sallia. Ne hidastavat koko yhteiskunnan kehitystä ja aiheuttavat pelkoa.

Euroopan ulkosuhdehallinnon sekä komission on otettava Somphonen tapaus esille Laosin valtion kanssa. Laosia tulee kannustaa ratifioimaan kansainvälinen yleissopimus kaikkien henkilöiden suojelemiseksi tahdonvastaisilta katoamisilta. Vastaavanlaiset tapaukset on saatava loppumaan. Laosin valtiolla on velvollisuus turvata ja taata kansalaisilleen sananvapauden harjoittaminen. Somphonen kaltaisia ihmisoikeuksia puolustavia kansalaisia tulisi päinvastoin tukea, ei sortaa, kun he yrittävät parantaa Laosin yhteiskuntaa.

  Laima Liucija Andrikienė, author. − Mr President, Sombath Somphone, a prominent figure in social development in youth education, disappeared on 15 December 2012 in Vientiane. The government of Laos confirmed the incident as recorded on the security cameras and we are concerned that Sombath Somphone may be subjected to enforced disappearance, possibly related to his work.

We express our deep concern about his safety and wellbeing. We call on the Lao authorities to undertake prompt, transparent and thorough investigations in accordance with their obligations under international human rights law, and of course we call on the EU High Representative to closely monitor these. Finally we recommend that the authorities of Laos should make enforced disappearance a criminal offence.

  Phil Bennion, author. − Mr President, the circumstances of Mr Somphone’s disappearance are really striking in that he disappeared in front of a police post and under the gaze of security cameras. My Group, the Liberals and Democrats, share their fears – fears that are shared by the United Nations and many international human rights organisations – that Sombath Somphone’s disappearance is an enforced disappearance and almost certainly related to his work.

We are deeply concerned by the lack of progress and information regarding investigations by the Lao authorities into the facts of his disappearance. It is absolutely crucial that the Lao authorities take all necessary steps to end the practice of arbitrary arrests and secret detention. It is also urgent that they make enforced disappearance a criminal offence.

Enforced disappearances are not only a problem in Laos; we have had a number of cases come to us which have been the subject of urgencies across many countries. They are a clear violation of basic human rights and fundamental freedoms, the core values of the European Union.

  Marek Henryk Migalski, autor. − Panie Przewodniczący! Pani Komisarz! To jest tak, że Sombath Somphone nie jest nawet politykiem. Jego zniknięcie nie jest wynikiem jego działalności politycznej, bo to moglibyśmy zrozumieć – chociaż nie zaakceptować – gdyby w ten sposób traktowano oponenta politycznego. To działacz społeczny, wobec tego jego działalność tym bardziej powinna być wspierana przez wszystkie grupy polityczne i przez wszystkich tutaj zgromadzonych. Rozumiem to jako specjalne zobowiązanie, dlatego że wspieranie społeczeństwa obywatelskiego jest naszym zadaniem. Gratulujemy Laosowi świetnych wyników gospodarczych, bo jest to rzeczywiście świetnie rozwijająca się gospodarka w tamtym regionie, ale Laos musi pamiętać o tym, że częścią współpracy międzynarodowej jest również przestrzeganie praw człowieka i trafne znajdywanie tych, którzy są odpowiedzialni za tego typu zniknięcia. Mam nadzieję, że wszystko zakończy się dobrze i że władze Laosu będą to miały na względzie.

  Marie-Christine Vergiat, auteure. − Monsieur le Président, Sombath Somphone a disparu effectivement depuis le 15 décembre. Sa famille, ses proches, de grandes ONG nous ont fait part de leurs inquiétudes. En effet, des vidéos ont révélé que les forces de police pouvaient être impliquées dans son enlèvement. Les autorités laotiennes ont laissé entendre que cet enlèvement pourrait être lié à un conflit personnel. Si elles veulent être prises au sérieux, elles ne peuvent se contenter de déclarations laconiques. Elles doivent mener une enquête sérieuse sur cette disparition qui implique, de près ou de loin, les forces de police.

Les institutions européennes doivent faire pression en ce sens. La déclaration de Mme Ashton n'est pas suffisante. Le langage diplomatique a des limites. L'ombre de l'OMC semble planer sur ce type de réaction car les négociations en ce domaine vont bon train. Une fois encore, l'économique semble primer les droits de l'homme.

M. Somphone est un militant exemplaire. Il a été l'un des principaux acteurs du forum des peuples d'Asie et d'Europe en octobre dernier. Il se bat contre la confiscation des terres des paysans au bénéfice de mégaprojets financés par les institutions internationales et des entreprises, y compris européennes. Il dérange beaucoup de monde. Nous ne devons pas le laisser tomber. Tout doit être fait pour qu'il puisse être rendu aux siens.

  Bernd Posselt, im Namen der PPE-Fraktion. – Herr Präsident! Herr Somphone ist eine der ganz großen Persönlichkeiten eines Landes, das einmal das friedlichste Land Asiens war, bis es dann im Bürgerkrieg zerfallen ist in drei Flügel mit drei Prinzen an der Spitze: einem kommunistischen, einem antikommunistischen und einem neutralistischen. Seitdem ist es durch Krieg, Korruption und Diktatur immer tiefer in die Krise hineingekommen, und heute haben wir es mit postkommunistischen oder spätkommunistischen Strukturen zu tun, hinter denen internationaler Raubtierkapitalismus steckt – also eine sehr unappetitliche Mischung und sehr viel Kriminalität.

Deshalb ist es dringend notwendig, dass dieser Fall aufgeklärt wird. Denn das Land Laos braucht Persönlichkeiten wie Herrn Somphone, um zu gesunden, um wieder zur Demokratie zu werden, um wieder zum Frieden zu finden. Deshalb ist der Einsatz für Herrn Somphone nicht nur ein einzelner Menschenrechtsfall, sondern dringend notwendig für die Zukunft von Laos. Wir werden uns intensiv mit diesem Fall beschäftigen.

  Ryszard Czarnecki, w imieniu grupy ECR. – Panie Przewodniczący! Pani Komisarz! Sytuacja Laosu trochę przypomina sytuację w Chinach, o czym nie mówimy, ponieważ w Unii Europejskiej istnieją double standards, podwójne standardy. Bardziej groźnym okiem patrzymy na Laos, bo to mały kraj, z którym nie można pohandlować, za to pewną taryfę ulgową stosujemy wobec Chin, bo to wielki partner handlowy dla wielu ważnych krajów Unii Europejskiej.

Sytuacja jest podobna, ponieważ i Chiny, i Laos dynamicznie mkną do przodu, gdy chodzi o kwestie gospodarcze, a gdy chodzi o prawa człowieka – z tym jest znacznie gorzej. Nie zgadzam się z moim szacownym przedmówcą, panem posłem Markiem Migalskim, który mówił, że można by zrozumieć zniknięcie polityka, chociaż nie można tego zaakceptować. Myślę, że znikanie polityków w różnych częściach świata też jest rzeczą fatalną, nie do zrozumienia. Ale w przypadku pana Somphone'a trzeba bardzo mocno podkreślić, że nasz stosunek do władz Laosu powinien być widziany przez pryzmat stosunku władz Laosu do tego człowieka.

  Helmut Scholz, on behalf of the GUE/NGL Group. – Mr President, I want to stress very clearly that the disappearance of Sombath Somphone is a most worrying example of the practice of arbitrary arrest by elements of the police. The world is watching this case very closely.

I urge the Government of Laos to do its utmost to find and release Sombath Somphone. I call on High Representative Lady Ashton to make it absolutely clear that the outcome of this case will be a benchmark for the rule of law in Laos and that it will be crucial for the judgment on whether or not Laos qualifies for an enhancement in our relations, including trade relations. I welcome the fact that our colleagues from the ASEAN parliaments have already undertaken a fact-finding mission to Laos and I call on the ASEAN Human Rights Commission to set up immediately a committee to investigate the events surrounding the enforced disappearance of Sombath Somphone.

Finally, we will be watching closely in future because Laos has to understand that we will make the rule of law and respect for human rights, as well as environmental and labour standards, a precondition for further relations between us and them.

  Marek Henryk Migalski (ECR), pytanie zadane przez podniesienie niebieskiej kartki skierowane do Ryszarda Czarneckiego. – Chciałbym tylko dopytać, bo zostałem wywołany do tablicy, czy pan Czarnecki zrozumiał do końca to, co powiedziałem? To znaczy, że potrafię coś zrozumieć, chociaż tego nie akceptuję. Dlatego potrafię zrozumieć złe rzeczy, które dzieją się na świecie, np. znikanie polityków, ale absolutnie ich nie akceptuję. Czy do Pana Posła dotarła ta informacja w całej swojej głębokości?

  Ryszard Czarnecki (ECR), odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki. – Odpowiadając panu posłowi Migalskiemu, chciałbym powiedzieć, że ta informacja do mnie dotarła. Doskonale zrozumiałem jego wypowiedź i głęboko, fundamentalnie się z nią nie zgadzam. Stwierdzenie przez posła do Parlamentu Europejskiego – a więc instytucji, która stoi na straży praw człowieka, nie tylko w Europie, nie tylko w Unii, ale na całym świecie – że rozumiemy to, że polityk znika, chociaż tego nie akceptujemy, ale nie możemy zrozumieć, że znika działacz społeczny, jest czymś bardzo niebezpiecznym, wręcz zachęcającym – wbrew intencjom pana posła, którego znam – władze różnych krajów do tego, żeby politycy tam znikali, ale żeby, broń Boże, nie ruszali działaczy społecznych.

  Cristian Dan Preda (PPE). - Aş vrea, în primul rând, să salut rezoluţia concisă şi clară pe care o discutăm astăzi; e rar să avem un asemenea text cu aceste calităţi. Textul se referă la o ţară care încearcă să transforme specia de comunism rural, pentru care a fost cunoscută, într-o specie de comunism comercial şi este vorba, cum au spus şi colegii mei, despre îngrijorarea pe care o avem cu toţii în legătură cu dispariţia lui Sombath Somphone, un apărător al dreptului la pământ al agricultorilor. Semnalez, de altfel, faptul că, doar cu câteva zile înainte de dispariţia lui, Anne Sophie Gindroz, care apăra aceeaşi cauză, a fost expulzată din Laos.

Aş vrea să cer autorităţilor de la Vientiane, aşa cum au făcut-o şi colegii mei, o investigaţie transparentă în privinţa dispariţiei lui Sombath Somphone şi aş vrea, la sfârşit, să remarc faptul că, dincolo de intervenţiile din partea Naţiunilor Unite şi Statelor Unite, a existat o intervenţie a deputaţilor ASEAN, pe care vreau să o salut.

  Monica Luisa Macovei (PPE). - Mr President, for too long the disappearance of human rights activists has plagued developing countries, and Sombath Somphone is no exception. We must take a more active role in investigating Mr Somphone’s abduction and make his case a priority in the 22nd Session of the United Nations Human Rights Council. More pressure needs to be placed on the Laotian authorities to aid his safe return. Given the video footage, the government response has so far been unacceptable. We all know the horrible prison conditions and corruption of the authoritarian states, and it is our responsibility as stewards of democracy and human rights to ensure Sombath Somphone is immediately returned to his family.

  Peter Šťastný (PPE). - Všetci odsudzujeme nečinnosť vlády Laosu v prípade zmiznutia uznávaného a oceneného Sombatha Somphonea, aktivistu v oblasti komunitného rozvoja a podpory vzdelávania v otázkach udržateľného rozvoja a občianskej participácie. Od jeho zmiznutia dňa 15. decembra 2012 krajina aj napriek tlaku medzinárodného spoločenstva neposkytla jasné informácie z vyšetrovania na objasnenie týchto udalostí. Je nevyhnutné vytvárať tlak na stransparetnenie jeho vyšetrovania, žiadať od vlády podniknutie okamžitých a dôsledných krokov pri vyšetrovaní v súlade s ich záväzkami vyplývajúcimi z medzinárodných dohovorov a zabezpečenie okamžitého a bezpečného návratu k jeho rodine.

  Anneli Jäätteenmäki (ALDE). - Arvoisa puhemies, ihmisoikeussieppaukset ovat lisääntyneet maailmalla viime vuosina. Minusta EU:n ulkosuhdehallinnon ja EU:n olisi syytä miettiä, mitä EU:n jäsenvaltiot voisivat tehdä yhdessä.

Tällä hetkellä ei ole riittävää yhteistyötä, ja minusta tämä olisi sellainen EU:n ulkosuhdehallinnon uusi avaus, jossa olisi todella tarvetta lisääntyvälle yhteistyölle eli olisi mietittävä, mitä voitaisiin tehdä. Kun tällaisia sieppauksia tapahtuu, olisi selvitettävä, miten EU voisi olla siinä mukana ja auttaa, koska moni pieni yksittäinen valtio voi olla aika hankalassa asemassa. Maalla ei ehkä ole lähetystöä kyseisessä maassa, eli jo yhteydenotto ja alueiden ja kyseisen maan poliitikkojen ja varsinkin niiden tahojen tunteminen, jotka ovat sieppausten takana, on todella hankalaa. Tässä asiassa tarvitaan enemmän yhteistyötä.

W ostatnim czasie mamy do czynienia z kolejnym przypadkiem, gdzie władze polityczne danego kraju rozprawiają się w bezwzględny sposób z osobami, które ośmielają się samodzielnie myśleć. Potwierdzeniem tej tezy jest smutny przypadek zaginięcia w Laosie wielkiego miejscowego społecznika Sombatha Somphone’a.

Warto też zadać sobie pytanie, kim był ten człowiek, że okazał się tak niewygodny. Otóż nie był on ani politykiem, ani żadnym działaczem opozycyjnym – wszystko, co robił, robił dla ludzi, ubogich mieszkańców laoskich wsi. Przez długie lata wspierał rozwój obszarów wiejskich przez promocję ekologicznego rolnictwa i miejscowych rzemiosł, kształcił młodych liderów, aby tak jak on zajęli się pracą u podstaw. I nagle tak po prostu zniknął na ulicy. Właściwie nie wiemy nic do końca, bo docierają do nas tylko strzępki informacji. Świadkowie mówią o zatrzymaniu przez miejscową policję, która się wypiera, ale znając polityczną sytuację Laosu, z dużym prawdopodobieństwem można stwierdzić, że to władze pociągają tam za wszystkie sznurki.

To dobrze, że Parlament Europejski zajmuje się losem ludzi pokrzywdzonych i prześladowanych za swoje poglądy, dlatego za jego pośrednictwem zwracam się do najwyższych władz Laosu, w tym prezydenta tego kraju, o podjęcie zdecydowanych działań i wyjaśnienie tej bulwersującej sprawy.

Rozpoczęła i zakończyła Pani swoje wystąpienie tym, że oskarżyła Pani o to zniknięcie rząd Laosu. A my rozmawiamy tu o tym, że wzywamy rząd Laosu do jak najszybszego rozwiązania tego problemu i odnalezienia tego dzielnego człowieka. Na jakiej podstawie, bo to może być interesujące dla nas wszystkich, twierdzi Pani tak autorytatywnie w początkowej i końcowej fazie swojego wystąpienia, że za tym zniknięciem stoi rząd Laosu?

  Jolanta Emilia Hibner (PPE). odpowiedź na pytanie zadane przez podniesienie niebieskiej kartki – W Laosie sytuacja tylko pozornie jest taka wyważona i proludzka. Są sytuacje, w których ludzie giną tam bez wieści. To jest tylko jeden z przypadków, kiedy człowiek, który tak naprawdę nie był żadnym politykiem i nikomu nie wadził, zginął tylko dlatego, że był niewygodny dla władz, szczególnie władz z tego regionu, w którym działał. Wiadomości te można znaleźć w internecie.

  Charles Tannock (ECR). - Mr President, the mysterious disappearance of Sombath Somphone, who is a well-known critic and dissident in Laos, is a deep tragedy indeed and, from the video footage, it is widely suspected that the security service or the police may be involved, but proof of course is lacking.

Laos was once a beautiful and peaceful monarchy and now it is a one-party authoritarian Communist state so I welcome Lady Ashton’s statement on behalf of the EU. The Vientiane government must now be put on notice that the international community is aware of this tragic case and will keep the pressure up until his whereabouts are known and he is released.

  Zbigniew Ziobro (EFD). - Panie Przewodniczący! Zawsze z niepokojem i ze smutkiem przyjmujemy wiadomość o tym, że w warunkach działań kryminalnych ktoś zostaje uprowadzony bądź porwany. Ale w sytuacji, kiedy dochodzi do porwania, uprowadzenia i w konsekwencji zniknięcia człowieka, który jest zaangażowany w działalność społeczną, który jest cenionym działaczem praw człowieka, nie wystarczy smutek, nie wystarczy ubolewanie, lecz konieczna jest energiczna i zdecydowana reakcja społeczności międzynarodowej. Stąd z satysfakcją przyjmuję fakt, że rozmawiamy dziś o tym w Parlamencie Europejskim, co samo w sobie powoduje już określony nacisk oraz ma swój wydźwięk i wymowę. Ale to nie wystarczy. Musimy wywierać presję na władze Laosu, aby zechciały przestrzegać podstawowych praw człowieka i w trybie właściwego praworządnego postępowania wyjaśniły los tego szanowanego powszechnie na świecie działacza i cenionego w swoim środowisku człowieka. Mamy nadzieję, że tak się stanie.

  Elena Băsescu (PPE). - Drepturile omului continuă să fie încălcate în Laos, iar dispariţia forţată a lui Sombath Somphone este cea mai recentă dovadă a acestui fapt. Prin activitatea sa, el a pus bazele unui model de dezvoltare rurală capabil să asigure securitatea aprovizionării cu alimente într-o ţară foarte săracă.

În Laos, peste trei sferturi din populaţie locuieşte în zona rurală, iar majoritatea îşi asigură traiul din activităţi agricole. De aceea, activitatea lui în combaterea foametei în rândul populaţiei de la sate este cu atât mai importantă. Cred că autorităţile ar trebui să identifice cât mai repede condiţiile în care a avut loc dispariţia acestui om şi să asigure urgent punerea lui în libertate.

De asemenea, este foarte important ca Laosul să ratifice Convenţia internaţională pentru protecţia persoanelor împotriva dispariţiilor forţate.

  Tadeusz Cymański (EFD). - Panie Przewodniczący! Nie twierdzimy, że przyczyną zniknięcia było działanie władzy w tym kraju, ale okoliczności i warunki, jakie tam panują, zwłaszcza w zakresie praw i wolności, niestety tego typu tezę i myślenie narzucają. Kładzie się to po prostu ogromnym cieniem na działalności całego państwa. I dlatego interwencja i działania Parlamentu Europejskiego mają na celu jego uwiarygodnienie. To właśnie w interesie władz Laosu jest wyjaśnienie tej sprawy, właśnie po to, żeby ten zarzut, to myślenie, okazały się tylko hipotezą, a nie brutalną rzeczywistością.

Brakuje nam skuteczności. Środki, które zostały przewidziane przez Parlament Europejski dla służb zewnętrznych, mają służyć nie tylko reprezentacji i ważnym interesom gospodarczym, ale również, a może przede wszystkim – właśnie dlatego, że mamy taką misję – wolności i prawom człowieka.

  Seán Kelly (PPE). - Mr President, like many speakers, I too am concerned about the disappearance of Sombath Somphone, particularly the way the car was stopped by the traffic police and then driven away by civilians on 15 December, which is almost two months ago. While the government in Laos has denied any involvement, I think it is reasonable to state that we think they could do more at least to find him and return him to his family.

The disappearance of Mr Somphone unfortunately is not a one-off, as Mr Posselt pointed out. It is symptomatic of what unfortunately happens in many countries where dissenters are invariably arrested, tortured and sometimes killed. So we are certainly right to highlight the case of Mr Somphone here. He is renowned around the world for his work in trying to reduce poverty and to get fair land rights for small farmers: hardly criminal offences. The Lao authorities could certainly help with the situation by declaring that the disappearance of people of this nature should be a criminal offence.

  Franz Obermayr (NI). - Herr Präsident! In Laos werden große Landflächen an chinesische und vietnamesische Firmen verpachtet, ohne dass die Bevölkerung gefragt oder angemessen entschädigt wird. Umso lukrativer sind diese Pachtverträge für die kommunistischen Machthaber. Das Thema Landrechte stand im Mittelpunkt eines Symposiums, das eben von Sombath Somphone mitorganisiert wurde. Und nun ist der 60-Jährige verschwunden, und die Überwachungsvideos zeigen eindeutig, dass Somphone von der Polizei abgeführt wurde.

Diplomaten mögen zwar eine zaghafte politische Öffnung in diesem kommunistischen Staat sehen, doch dieses Beispiel zeigt eindeutig: Es handelt sich nach wie vor um eine Diktatur – was übrigens die EU in Millionenhöhe unterstützt. Solche krassen Verletzungen elementarer Rechte der laotischen Bevölkerung – wie die Zerstörung der Lebensgrundlage durch Landraub, Unterdrückung der Meinungsfreiheit – müssen bei den nächsten bilateralen Verhandlungen zwischen der Union und Laos eindeutig auf die Tagesordnung, und das hart, mit Nachdruck.

  Krzysztof Lisek (PPE). - Panie Przewodniczący! Mamy do czynienia z dwoma aspektami tej sprawy. Pierwszy to oczywiście dramat osobisty działacza praw człowieka Sombatha Somphone'a, jego rodziny i bliskich. Wzywamy wysoką przedstawiciel do monitorowania tej sprawy i oczywiście interweniowania u władz laotańskich, tak aby śledztwo, dochodzenie w tej sprawie było przeprowadzone jak najszybciej i jak najskuteczniej i aby Sombath Somphone (laureat nagrody nazywanej „azjatycką nagrodą Nobla”) mógł wrócić do domu i prowadzić dalej swoją działalność.

A drugi aspekt to oczywiście kwestia natury ogólnej. Komunistyczny reżim Laosu nadal nie toleruje przeciwników politycznych, nie toleruje tych, którzy mówią o prawach człowieka, i nie przestrzega podstawowych praw człowieka, wolności prasy, mediów, wolności religii, wolności zgromadzeń, wolności nauki czy praw mniejszości. O tym też powinniśmy głośno mówić. I bardzo dobrze – bardzo się z tego cieszę – że jako Parlament Europejski zajmujemy się tą sprawą.

  Connie Hedegaard, Member of the Commission. − Mr President, the Commission welcomes the adoption by Parliament of a resolution concerning Sombath Somphone. His situation is of great concern and has been since his disappearance in December last year. Mr Somphone is a man of national and also international standing. He is, as we have just heard, the recipient of the Ramon Magsaysay Award, often referred to as the Asian Nobel Prize. He also played a key role in organising the Asia-Europe People’s Forum in the context of the 9th ASEM meeting in November 2012.

We share the concerns expressed in your resolution and will continue to work through all possible channels for his safe return. We will do this by continuous interaction with the Lao authorities, strongly calling for the investigation to be stepped up. We are also in close contact with the many equally concerned countries in Asia. High Representative / Vice-President Ashton issued a statement on 21 December expressing deep concern and urging the authorities to investigate this case. We have followed up with a démarche, most recently in the context of the local human rights dialogue with Laos, in Vientiane on 4 February.

Following a recent visit, MPs from ASEAN countries have also expressed their deep concern at the disappointing results of the investigation so far. With every day that passes, our concern grows. Strong international mobilisation for Mr Somphone is crucial, including at UN level.

We call on the Lao authorities to involve Mr Somphone’s family in the proceedings and to accelerate the investigation.

We salute and join this Parliament resolution in favour of Mr Somphone, along with the strong message of support and the call for his safe return to his family.

To Ms Jäätteenmäki, who referred to the need for better cooperation, as far as I am informed, our office on the spot is really reaching out to the other EU Member States. Furthermore, the démarche that I just mentioned was actually supported by the US, Japan, Switzerland and Singapore. There is therefore a high level of awareness that it is important to cooperate and have the same concerted message between our own Member States.

In conclusion, the EU will continue to work with Laos, supporting its political, social and economic development and integration into the international community, but we very much hope to see Mr Somphone safe and free very soon.
