  Rui Tavares, Autor. − Praticamente todo o mundo conseguiu erradicar a poliomielite. Os únicos três países onde ela ainda é endémica são o Paquistão, o Afeganistão e a Nigéria. Ora, no Paquistão, a epidemia continua a alastrar e a insegurança gerada pelo grupos a que geralmente se chama talibãs obrigou as agências da ONU e outras organizações internacionais a suspenderem as atividades relacionadas com a poliomielite em todo o país. As autoridades paquistanesas interromperam também as vacinações em algumas das regiões mais afetadas no Paquistão.

Infelizmente, a maioria das vítimas dos ataques contra o pessoal médico são mulheres, mulheres corajosas, não só por trabalharam num país em que, infelizmente, isso ainda lhes pode ser fatal, mas também por dedicarem as suas vidas à saúde infantil e pública no seu país. Ontem mesmo, 24 000 mesquitas no país condenaram os recentes assassinatos publicando decretos religiosos a favor das campanhas de vacinação e cito: nem a tradição nem o Islão permitem ou apoiam tais ações, estas mulheres não fizeram nada de errado, são mártires do Islão porque prestaram um serviço à Humanidade e aos muçulmanos, não há razão nenhuma para a campanha de imunização contra a poliomielite ser criticada. Estas declarações demonstram que a religião não pode ser desculpa para este tipo de ataques criminosos. Também não pode ser desculpa o facto, que no entanto não pode ser minimizado, de a CIA ter utilizado como pretexto, como cobertura para as suas ações, uma campanha contra a poliomielite nos seus esforços de reunir as informações que levaram à execução de Osama Bin Laden. É uma tática que teve consequências funestas, que não pode ser branqueada, que também não pode servir de justificação para os ataques dos talibãs.

A União Europeia deve apoiar, financeiramente e com recursos humanos, uma campanha de informação sólida para que as autoridades paquistanesas...

  Charles Tannock, author. − Mr President, the case of medical workers being brutally murdered in Pakistan simply for trying to protect children from a crippling disease – polio – exposes the moral bankruptcy at the heart of the Taliban. In their quest to subjugate women and spread lies about vaccinations making Muslim children infertile, they have not only further poisoned the political outlook in Pakistan, but potentially put a generation of children at risk of disease for the sake of their vicious and distorted dogma.

Anything that appears to threaten their power or their distorted world view must, in their eyes, be eliminated. As usual, it is the poorest and most vulnerable members of society who suffer the consequences. Pakistan is one of the very few countries in which polio remains endemic. If children in Europe no longer need to endure this dreadful illness, Pakistani children should not have to either.

We must therefore do all we can in the European Union to assist Pakistani civil society in its worthy aims and to prevent the wretched Taliban claiming any more lives in their pursuit of a toxic doctrine.

  Lidia Joanna Geringer de Oedenberg, autorka. − W Pakistanie w ostatnim czasie gwałtownie wzrosło zagrożenie życia przedstawicieli organizacji humanitarnych. W grudniu ubiegłego roku na obszarach plemiennych w północno-zachodniej części kraju zginęło dziewięciu pracowników służby zdrowia odpowiedzialnych za organizację krajowej kampanii szczepień przeciwko polio. Miesiąc później siedmiu innych wolontariuszy zostało zastrzelonych przez grupę uzbrojonych islamistów. Sprawcami ataków są islamskie organizacjami militarne, uznające pracowników instytucji humanitarnych za szpiegów Zachodu, próbujących odebrać im władzę w regionie. Wydarzenia te potwierdzają po raz kolejny powszechną opinię o tym, że Pakistan to jedno z najtrudniejszych i najbardziej niebezpiecznych miejsc na świecie dla niosących pomoc humanitarną. Co gorsza, ataki te uderzają w najsłabszych, czyli dzieci, blokując w praktyce proces szczepień przeciwko polio, prowadzony w różnych częściach kraju.

Należy zdecydowanie potępić wszelkie akty przemocy wymierzone w bezbronnych ludzi, których misją jest niesienie pomocy mieszkańcom Pakistanu! Jest to jeden z trzech krajów świata, gdzie polio występuje endemicznie. Zatem dla dobra własnego narodu władze tego kraju muszą niezwłocznie podjąć niezbędne kroki w celu zapewnienia bezpieczeństwa pracownikom służb medycznych, by pomoc potrzebującym mogła być kontynuowana bez konieczności narażania ich życia.

  Thomas Mann, Verfasser. − Herr Präsident! Pakistan ist neben Nigeria und Afghanistan einer der letzten Staaten, in denen das tödliche Poliovirus stark verbreitet ist. In einem gemeinsamen Kraftakt waren Unicef, WHO, nationale Behörden und freiwillige Helfer monatelang aktiv, um in Großstädten, aber auch in Provinzen die Gefahr einzudämmen. Diese lebensrettenden Gesundheitsmaßnahmen aber werden bekämpft von extremistischen Gruppierungen. Sie verbreiten Lügen von angeblicher Spionage, von Sterilisation von Frauen oder von der Verwendung von Giftstoffen. Damit schüren sie Misstrauen bei der Bevölkerung und erschweren humanitäre Hilfe, gerade für Menschen in Armutsregionen.

Wir verurteilen auf das Schärfste Angriffe und Mordanschläge auf diese Impfteams. Da die Sicherheit der nationalen und internationalen Organisationen extrem gefährdet ist, mussten die Arbeiten ausgesetzt werden – ein herber Rückschlag im Kampf gegen Kinderlähmung. Wir begrüßen das Handeln der pakistanischen Behörden: Informationskampagnen, die ausgeweitet werden müssen, Aufklärungsgespräche mit Stammesführern und den Polizeischutz für die noch verbliebenen Impfteams.

  Phil Bennion, author. − Mr President, first of all I would like to express my condolences to the families of the medical aid workers who were killed in these recent attacks in Pakistan. On behalf of the Liberals and Democrats, I strongly condemn these attacks. These medical aid workers were involved in a polio-eradication campaign to immunise 33 million children in Pakistan.

This is really important because, as other speakers have mentioned, there are only three countries in the world where polio is still endemic and this is a major contribution to eradicating polio worldwide. Now these attacks are very worrying not only because they have become more prevalent – and they have – but also because they particularly target girls (I am thinking of Malala Yousufzai in this respect), women and aid workers.

It is also because they reflect this false link being made by the militants between aid workers and the ruling power and the military and the forces of the West. What we are seeing here is propaganda being put out by the Taliban and their allies that the aid workers are spies and they are attempting to sterilise Muslim children. This is absolutely terrible and we really need to correct this view.

In this respect I call on the vibrant media and civil society that we see in Pakistan, along with the government of Pakistan, to step up their efforts in communicating about the independence of the medical aid workers. They need a humanitarian space in which to operate, so we really need to counter these rumours and certainly welcome the recent efforts of the Government of Pakistan to ensure their safety during the medical campaigns. We have seen some progress in this respect and it needs to be continued.

I also strongly hope that a formal invitation letter for European election observers will be sent as soon as possible in order for the European Union to send electoral observation support, because a free and fair election, which is just round the corner – we only have a few weeks now before Parliament dissolves – is crucial for the stability and security of Pakistan and the region as a whole. Stability and security in the general sense are vital if we are going to help stop these attacks. So in that respect we do need security and we do need stability.

  Marie-Christine Vergiat, auteure. − Monsieur le Président, au Pakistan, la lutte contre la polio est un combat dangereux. Ce pays fait partie des trois derniers au monde, avec le Nigeria et l'Afghanistan, où la maladie continue de sévir de façon endémique.

Après une dégradation de la situation entre 2007 et 2011, des progrès notables ont été réalisés en 2012, puisque le nombre de malades a régressé de deux tiers. Le gouvernement s'est engagé dans la lutte mais il se heurte à de fortes résistances, notamment religieuses. Les vaccins sont accusés de tous les maux et l'assassinat de ceux et de celles qui luttent contre ce fléau est insupportable. La majorité d'entre eux sont des femmes, et ce n'est pas un hasard. Ils doivent être protégés. Nous ne pouvons que saluer leur courage et soutenir les ONG qui œuvrent dans ce domaine par tous les moyens, y compris en contribuant au développement de campagnes d'éducation à la santé.

  Elena Băsescu, în numele grupului PPE. – Atacurile asupra personalului medical din Pakistan pun în pericol eforturile organizaţiilor internaţionale de a oferi ajutor persoanelor aflate în dificultate.

În 1990, existau peste 20 000 de cazuri de poliomielită în Pakistan. Însă, datorită eforturilor Organizaţiei Mondiale a Sănătăţii, în ultimii ani au fost raportate în medie sub 100 de cazuri. Totuşi, vaccinarea copiilor din Pakistan trebuie să continue, deoarece ţara riscă să devină singurul loc din lume în care acest virus încă există.

Autorităţile ar trebui să asigure securitatea personalului medical, indiferent de zona în care acţionează. De asemenea, va fi nevoie de sprijin pentru îmbunătăţirea calităţii campaniei de vaccinare, creşterea acoperirii imunizării, precum şi abordarea constrângerilor sociale şi culturale.

  Mitro Repo, S&D-ryhmän puolesta. – Arvoisa puhemies, terveystyöntekijöiden surmat Pakistanissa järkyttävät. Kansainvälinen polionvastainen kampanja ei saa vaarantua Pakistanissa, jossa tuo sairaus on vielä endeeminen. Talibania lähellä olevien ääriryhmien toiminta asettaa lapset alttiiksi vaaralliselle taudille ja elinikäiselle vammautumiselle, ja näin lapsilta riistetään oikeus terveydenhuoltoon.

WHO:n, UNICEFin sekä paikallisten avustus- ja terveystyöntekijöiden, etenkin naisten, turvallisuus tulee varmistaa. Maassa on syytä aloittaa laaja vuoropuhelu yhteisöjohtajien ja kansalaisten kanssa, jotta luottamusta rokotuskampanjoihin voidaan vahvistaa ja samalla naisten asemaa aktiivisina yhteiskunnan jäseninä tulee parantaa.

Onkin myönteistä, että Pakistan ja sen kansalaisyhteiskunta ovat tuominneet hyökkäykset ja ryhtyneet asiassa toimiin. Raakoihin surmiin syyllistyneet tulee tuoda oikeuden eteen.

För exakt 60 år sedan hade vi den sista stora polioepidemin i mitt hemland Sverige. 3 000 personer fick paralytisk polio, som alltså leder till förlamningar i olika grad. 1977 hade vi det sista registrerade poliofallet i mitt land. En vaccinationskampanj var framgångsrik. Det är extremt tragiskt om en hel generation barn i den här delen av världen, Pakistan – men det kommer även att sprida sig om vi inte får bukt med polio – ska drabbas av denna typ av förlamning som vi förknippar med historien i våra egna länder.

Det är viktigt att alla förstår att hjälparbetare som vill hjälpa barn med vaccinationsprogram är just det. Jag kan kalla mig själv fundamentalist: jag är fundamentalist mot polio. Den typen av fundamentalism är av godo. Problemet är att det också är kopplat till fattigdom.

En vanlig smittväg för polio är avföring och dålig toaletthygien. Men det är kopplat till fattigdom också. Först och främst behövs vaccineringsprogram, men det behövs också en mer rättvis fördelning av det välstånd som skapas i Pakistan. Detta är nyckeln till att bekämpa inte bara polio i Pakistan utan även fattigdomen. I båda fallen har vi en stor insats att göra.

  Ryszard Czarnecki, w imieniu grupy ECR. – Kwestia tego, co ostatnio stało się w Pakistanie, nie jest sprawą jednostkową. Międzynarodowe media informowały o takich przypadkach już wcześniej i oczywiście możemy mówić o zbrodni islamistów, ale też nie bądźmy hipokrytami, nie bądźmy obłudni – musimy też jednak wskazywać na pewną bezczynność władz Pakistanu w tej sprawie. Nie są one w stanie zagwarantować bezpieczeństwa tym ludziom, którzy walczą z polio i różnego rodzaju chorobami w tym kraju. I wydaje mi się, że nie powinniśmy ograniczać naszego horyzontu myślowego wyłącznie do zbrodniczych islamistów. To fakt. Chciałem też powiedzieć, że to kolejna sytuacja w Pakistanie w ostatnim czasie, gdzie w sposób ewidentny widać, że władze tego kraju nie są w stanie reagować na to, co się dzieje na ich terenie.

I na koniec prośba do Pani Komisarz. Może jednak Pani Komisarz wróciłaby następnym pociągiem i dopuściła do głosu te osoby, które w procedurze pytań z sali chcą mówić o sprawach ludzi w Pakistanie? Pani pociąg może nie ucieknie, a myślę, że sprawy Pakistanu i ludzi, którzy tam są, są tak ważne, tak istotne, aby...

  Jaroslav Paška, za skupinu EFD. – Úvodom chcem vysloviť svoju úctu lekárom a zdravotníckemu personálu, ktorí sa podujali na zabezpečenie očkovania detí proti obrne v tak nebezpečnom prostredí, akými sú Talibanom ovládané územia Pakistanu.

Myslím si, že nám je všetkým jasné, že pakistanská vláda nemá dostatočnú kontrolu nad celým územím svojej krajiny a že sa napriek tomu musíme usilovať vytvoriť podmienky na to, aby očkovanie proti detskej obrne mohlo čo najskôr pokračovať. Nerobím si zbytočné ilúzie o tom, žeby bojovníci Talibanu boli prístupní našim rozumným argumentom o nevyhnutnosti poskytovania zdravotnej starostlivosti deťom aj v oblastiach, ktoré Taliban ovláda. Rovnako si nerobím ilúzie o tom, žeby pakistanská vláda bola schopná zabezpečiť zdravotníckemu personálu dostatočnú ochranu, najmä ak sú Talibanci presvedčení o tom, že vakcína spôsobuje sterilitu ich detí a zdravotnícky personál pracuje pre spravodajské služby. Uvedomujem si však významnú autoritu islamských duchovných, ktorí by mohli uplatniť svoj nemalý vplyv v islamskom svete na ochranu zdravia islamských detí a eliminovať xenofóbne predsudky talibanských bojovníkov.

Mali by sme, myslím si, nájsť vhodnú cestu k duchovným autoritám islamského sveta, uznávanými aj talibanskými bojovníkmi a usilovať sa o ich angažovanosť pre vyriešenie tohto problému. V záujme ochrany zdravia malých detí by sme mali pokúsiť využiť aj túto cestu pre obnovenie očkovania.

  Jiří Maštálka, za skupinu GUE/NGL. – Pane předsedající, považuji projednávání tématu odsuzujícího útoky na lékařské pracovníky, a to nejen v Pákistánu, za nejvýše potřebné.

Dovolte mi, abych vyjádřil především soustrast blízkým a pozůstalým.

Jsem lékař, a proto vím, jak je těžké zachránit lidský život. Hluboce se skláním před kolegy, kteří ve válečných podmínkách nasazují vlastní život pro záchranu jiných. Měl jsem možnost se na krátkou dobu zúčastnit práce polní nemocnice v Iráku v Basře, kde jsme se s kolegy dostali pod přímou palbu.

Odsuzuji válku a agresi. I proto považuji útoky na zdravotnické a humanitární pracovníky za jeden z nejhorších zločinů, ať se ho dopustí kdokoliv. Následná nařčení ze špionáže těchto pracovníků jsou jen hanebnou zástěrkou pro zločiny proti lidskosti.

Vyzývám Komisi, aby uplatnila všechny dostupné, nejen diplomatické, mechanismy pro ochranu zdravotnických a humanitárních pracovníků, ať působí kdekoliv.

  Franz Obermayr (NI). - Herr Präsident! Die Skepsis von Menschen gegenüber Impfungen ist so alt wie Impfungen selbst. Aber diese Skepsis zu nützen, um zu Gewalt und Mord an medizinischem Personal aufzurufen oder solches zu begehen, ist ein perfider, feiger Akt. Die Gerüchte, dass auch die CIA, getarnt durch medizinische Teams, verdeckte paramilitärische Operationen durchführte, schüren die Ressentiments und sind vielleicht auch gar Ursache der Gewalt. Falls dieser Verdacht wahr ist, müsste an dieser Stelle auch deutlich der CIA gerügt werden. Es war absehbar, dass dadurch das Vertrauen der pakistanischen Bevölkerung in die Helfer der NGOs schweren Schaden erleiden würde.

Was auch immer die feindliche Stimmung und die Gewalt gegen die medizinischen Helfer ist, der jetzige Zustand ist eine Schande, zum einen, weil das uneigennützige Engagement und der Mut vieler NGO-Helfer mit Gewalt und Mord belohnt wurde und so die Rekrutierung von Freiwilligen dadurch natürlich erschwert wird, zum anderen wurde in Pakistan nun der Kampf gegen Polio weitgehend suspendiert, und auf der Strecke bleibt wieder einmal die Humanität. Wir erwarten daher von der pakistanischen Regierung, dass sie unzweifelhaft alles unternimmt, um einerseits die Sicherheit der Hilfsorganisationen zu gewährleisten, und sich andererseits darum kümmert, dass die vorgegebenen Standards der Weltgesundheitsorganisation der eigenen Bevölkerung nicht vorenthalten werden.

  Petri Sarvamaa (PPE). - Mr President, considering that Pakistan is one of the very last countries in the world in which polio is still endemic and, considering that Pakistan herself has declared polio a national emergency, one cannot but wonder at the lacklustre effort Pakistan has shown here, both in speeding up the vaccination campaign or in putting down the disgusting campaign by different Taliban factions to kill medical aid workers who are risking their lives to help Pakistani children.

Pakistan spends less than 0.3% of its federal budget on healthcare. This does not reflect a serious effort to eradicate polio in that country. When it comes to rooting out the Taliban so that they cannot go on terrorising the people of Pakistan, and still completely understanding the difficult situation that the Pakistani Government is in here, I really think that we should more strongly urge the state of Pakistan to end this nightmare.

  Krzysztof Lisek (PPE). - Panie Przewodniczący! Pani Komisarz! Potępiamy wszelkiego rodzaju ataki na ludzi niosących pomoc humanitarną, ale szczególnie istotne jest to, że w tym przypadku mamy do czynienia z atakami na ludzi niosących pomoc medyczną, i to w szczególności w sytuacji, gdy dotyczy to tak groźnej choroby jak polio. Choroby grożącej epidemią w Pakistanie i w szczególności w sytuacji, kiedy ta akcja, w którą zaangażowanych jest kilka tysięcy osób, dotyczy szczepień dzieci, milionów dzieci, które można by ochronić. Jakie z tego wnioski? Oczywiście trzeba wezwać władze Pakistanu do tego, aby ukarano winnych, i trzeba wezwać do tego, aby zapewnić ochronę – możliwie najlepszą – tym, którzy zajmują się pomocą medyczną. Ale jest to wezwanie (to drugie) zarówno do Pakistanu, jak i do nas, jako Unii Europejskiej, o to, aby może część środków przeznaczonych na pomoc dla Pakistanu przekazać na działalność edukacyjną, oświatową, aby wytłumaczyć społeczeństwu Pakistanu, że szczepienia nie są groźne, nie grożą sterylizacją, nie są skierowane przeciwko ich religii. To coś, co powinniśmy przemyśleć.

  Peter Šťastný (PPE). - Výhovorka Talibanu, že v minulosti došlo k získavaniu tajných informácií zdravotníkmi pre médiá, je neakceptovateľná. Vražedné útoky sú motivované fámami, že vakcíny proti detskej obrne sú západným sprisahaním s cieľom sterilizovať moslimov. Dobrovoľníci a najmä ženy, ktorí pokračujú vo svojej činnosti, si zaslúžia náš obdiv. Neutralita humanitárnej práce by mala byť zachovaná vo všetkých krajinách sveta. Vyzývam, aby bol očkovací program obnovený, keďže Pakistan je jedným z posledných troch štátov sveta, kde je toto ochorenie endemické. EEAS, WHO a médiá musia pokračovať v podpore tohto programu. Demokratické a transparentné voľby tiež pomôžu pri riešení situácie.

  Vasilica Viorica Dăncilă (S&D). - Uniunea Europeană sprijină eforturile autorităţilor din ţările terţe privind respectarea drepturilor femeilor şi este îngrijorată de ameninţările lansate de grupuri extremiste la adresa femeilor şi tinerilor din Pakistan, care activează în diverse organizaţii neguvernamentale, dar şi de securitatea personalului medical internaţional activ în această ţară.

Sperăm, totodată, că autorităţile pakistaneze vor lua toate măsurile necesare pentru a asigura securitatea reprezentanţilor organizaţiilor umanitare, mai ales a celor care participă la continuarea planului naţional pentru eradicarea poliomielitei, lansat în 2012, pentru că, numai aşa, se va evita o creştere a numărului de infecţii, mai ales în rândul copiilor.

Consider, totodată, că este benefică organizarea unor campanii de conştientizare a populaţiei, cu precădere în mediul rural, privind rolul esenţial, independent, umanitar, pe care îl are personalul medical în acordarea de asistenţă populaţiei, mai ales când este vorba de dezvoltarea accesului la servicii de sănătate preventive de bază.

  Zbigniew Ziobro (EFD). - Gdyby wymowa tych faktów nie opierała się na prawdziwych dokumentach, trudno byłoby uwierzyć, że tak straszne, okrutne działania wymierzone są w przedstawicieli służby zdrowia, ludzi, którzy niosą pomoc i ratunek dzieciom. Wiemy o tym, że polio to straszna choroba. Wiemy, że powoduje straszne cierpienia tych, którzy niestety padną jej ofiarą. I jeśli szczepienia przeciwko polio są przedmiotem represji, która doprowadza do skrajnych form przemocy – mordowania, zabijania lekarzy czy pielęgniarek – to jest to rzecz niezwykle straszna i pokazuje, do czego może doprowadzić ekstremizm, fanatyzm i do czego niestety może doprowadzić zdemoralizowana grupa ludzi, którzy pod hasłami odwołującymi się do religii, do islamu, są gotowi mordować innych, są gotowi mordować lekarzy. Dlatego w tej sprawie musimy stanowczo protestować. W tej sprawie musimy być bardzo stanowczy, a ludzi, którzy się tego dopuszczają musimy napiętnować.

  Anneli Jäätteenmäki (ALDE). - Arvoisa puhemies, tämäkin keskustelu osoittaa, miten Euroopan parlamentti ja koko EU huolestuneena seuraa ja yksiselitteisesti tuomitsee sen, että terveyshuollon avustustyöntekijöitä on murhattu Pakistanissa ja heitä suojelleita poliiseja on myös uhkailtu ja heitä kohtaan on hyökätty.

On valitettavaa, että näiden hyökkäysten seurauksena WHO on joutunut turvallisuussyistä lopettamaan poliokampanjat, ja myös Pakistanin hallitus on joutunut keskeyttämään rokotuskampanjat. Tästä kärsivät lapset ja maan kansalaiset. Tässäkin asiassa toivoisin, että EU tekee sen mitä voi. Potępiając krwawe i bezsensowne ataki talibów na pracowników akcji humanitarnej w Pakistanie, musimy podkreślać, że ofiarami są nie tylko te dziesiątki pracowników pomocy medycznej, ale przede wszystkim setki tysięcy, jeśli nie miliony, dzieci, którym uniemożliwia to bądź utrudnia dostęp do pomocy medycznej i szczepień przeciw polio. Bardzo ważne jest, abyśmy zachęcali władze Pakistanu do wprowadzenia kampanii informacyjnej na temat szczepień przeciw polio, do której mogliby być włączeni lokalni liderzy, w celu podniesienia poziomu zaufania społeczeństwa pakistańskiego do całego programu szczepień.

Dostrzegamy oczywiście starania pakistańskich władz dotyczące podnoszenia bezpieczeństwa pracowników medycznych w najbardziej niebezpiecznych regionach, ale nie możemy odstąpić od domagania się od tych władz, by doprowadziły do postawienia przed wymiarem sprawiedliwości winnych tych zamachów. Wpłynie to także na podniesienie skuteczności działań akcji humanitarnych w tym kraju.

  Tadeusz Cymański (EFD). - Panie Przewodniczący! Czy rząd Pakistanu to dobry adres? Dlatego że największym nieszczęściem nie jest działanie ludzi złych, ale milczenie i bierność ludzi dobrych i tych podmiotów, które powinny działać na rzecz bezpieczeństwa. Sprawa, o której mówimy nie jest epizodem. To kolejny – i boimy się, że nie ostatni – przykład zamachu, szczególnie odrażającego i barbarzyńskiego, bo atakowanie bezbronnych dzieci i kobiet jest rzeczą straszną, ale atakowanie ludzi niosących im pomoc, niosących pomoc medyczną, w historii cywilizacji było szczególnie potępiane. I dlatego Parlament Europejski musi ten głos skierować przede wszystkim do rządu pakistańskiego, który nie tylko w tej sprawie, ale wielu innych, budzi poważne obawy opinii międzynarodowej, czy panuje nad sytuacją. Jest to – dodam na końcu – państwo, które dysponuje bronią nuklearną, a demokracja i standardy w takim państwie powinny być nam szczególnie bliskie i szczególnie dla nas ważne.

  Seán Kelly (PPE). - Mr President, thank you for giving me the privilege of finishing the debate. I must just say that, of all the issues we have debated here in Parliament, this is the one that I find most difficult to comprehend. Here we have a country – one of three in the world – suffering from the infectious disease of polio, a vaccine that has been proven to eliminate it around the world and workers for reputable NGOs being shot, wounded and killed as they go about the course of their work. It makes absolutely no sense.

I think that what is needed is an information campaign or a conference of some sort where the authorities, both political and religious, the warlords and tribal leaders are brought into a room, shown the history of polio, how it was eliminated in other countries and ask them whether they want this to happen in their country or do they not. If they say ‘no’, suspend the vaccination. Let us not put genuine people at risk any longer until a bit of commonsense prevails.

  Connie Hedegaard, Member of the Commission. − Mr President, just for the record, I would say to Mr Czarnecki that neither I nor my private office have asked for any debate here to be shortened because of my logistics. I have a plane to catch four hours from now. But I see that Mr Czarnecki has left the Chamber so I will not go deeper into that.

The recent tragic spate of killings of aid workers in Pakistan is a reminder of the alarming rise in violent extremism in parts of Pakistan, particularly the North-West. The focus for terrorist attacks has been religious minorities and female workers, people promoting education and health, and schools, especially girls’ schools. The European Commission will express its sincere condolences to the families of the victims.

Pakistan faces enormous security challenges in its frontier areas with Afghanistan, as well as the need to re-establish civil authority following insurgencies in the tribal areas. Although no group has claimed responsibility for the killings of the aid workers, it is suspected that the Pakistani Taliban or allied extremist groups are behind the attacks.

It is expected that violence will increase with the upcoming elections in the country. Aid workers are at the forefront of working with the most vulnerable in society, as we have heard today, and their situation is of particular concern. Extra security and precautions will be needed to protect them. In addition, aid work has been hampered by suspicions of links with intelligence agencies, following the use of a vaccination campaign to help locate Osama bin Laden.

Foreign staff of aid agencies in Pakistan report increased restrictions on their work. Nevertheless, large numbers of Pakistanis continue to rely on the help of aid workers in providing them with education, health and nutrition, following displacement owing to conflict and floods.

It is in the interests of the European Union as well as the stability of the wider region to do as much as possible to support the vast majority of Pakistanis who reject extremist violence and want to see more progress, prosperity and democracy in their region. Following the adoption of the EU-Pakistan Engagement Plan, it is expected that EU activities in support of security and counter-terrorism in Pakistan will be reinforced. Regular dialogues on counter-terrorism are scheduled. Law enforcement and strengthening the criminal justice system, including more effective prosecutions in terrorist trials, as well as countering violent extremism, are expected to be part of the dialogue. The EU is already supporting projects intended to improve access to justice and law enforcement in Pakistan.

The EU applauds the courage of health and humanitarian workers in Pakistan. The work to eradicate polio in the country is essential if the global goal is to be achieved. We strongly condemn recent attacks against polio workers, and would welcome all measures by the government of Pakistan to ensure the safety of aid and humanitarian workers.

The EU encourages the government of Pakistan to take steps to enhance acceptance by the local community of the vaccination programmes by providing comprehensive information on polio and vaccination.

  Bogusław Sonik (PPE), na piśmie. Jestem głęboko zaniepokojony ostatnimi zabójstwami pracowników pomocy medycznej z organizacji pozarządowych oraz lekarzy pakistańskiej służby zdrowia, w tym kobiet. Pracownicy tych służb zajmowali się programem szczepień pakistańskich dzieci przeciwko polio. Zabójstwa, które miały miejsce, zmusiły Światową Organizację Zdrowia i UNICEF do zawieszenia ich kampanii szczepień w trosce o bezpieczeństwo swoich pracowników na terenie Pakistanu. Odmówienie tych szczepień jest pozbawieniem tych dzieci dostępu do podstawowych zabiegów medycznych ratujących życie i wystawia je na zagrożenie niepełnosprawnością do końca życia w przypadku zachorowania.

Zamachy na kobietach zasługują na szczególne potępienie, gdyż są publiczną demonstracją podejścia, iż kobieta nie ma prawa pracować poza domem. Łącząc się w bólu z rodzinami ofiar tych zamachów, wzywam rząd Pakistanu, by postawił przed wymiarem sprawiedliwości osoby odpowiedzialne za te zbrodnie. Wyrażam również podziw dla całej społeczności medycznej, która pomimo ryzyka nadal pracuje w Pakistanie i niesie pomoc obywatelom Pakistanu, a w szczególności dzieciom.
