  Emer Costello, rapporteur. − Mr President, as rapporteur, I would just ask you to allow me a brief technical remark concerning the vote on the Fund for European Aid to the Most Deprived. Members wishing to support the position which was adopted by an overwhelming majority in the Committee on Employment and Social Affairs should vote against Amendment 71, Amendment 72 and the second part of Amendment 73.

  Pervenche Berès (S&D). - Monsieur le Président, je voudrais sur cette base connaître l'avis de la Commission.

  Olli Rehn, Vice-President of the Commission. − Mr President, the Commission always answers when asked. We take note of your vote on the amendments and we do indeed appreciate Parliament’s report on the creation of a Fund for European Aid to the Most Deprived. Yesterday Commissioner László Andor outlined the Commission’s position on the main elements of Parliament’s report, both on political and technical grounds. Now that you have a position, the Commission agrees that we now need to start discussions with the Council and we need to conclude them swiftly so that the fund can be operational on 1 January 2014.

  Pervenche Berès (S&D). - Monsieur le Président, je remercie la Commission pour son état d'esprit favorable au vote très important qui vient d'intervenir, ici, au Parlement européen, dont nous nous réjouissons, et qui constitue une bonne base pour ouvrir les négociations avec le Conseil.

En conséquence, je vous demande de reporter le vote final sur la proposition législative pour permettre l'ouverture des négociations, que nous espérons les plus conclusives possible.
