  Filip Kaczmarek, sprawozdawca. − Pani Przewodnicząca! Chciałbym podziękować wszystkim posłom, doradcom, organizacjom i instytucjom, które zaangażowały się w pracę nad moim sprawozdaniem. Muszę powiedzieć, że zainteresowanie tym tematem było bardzo duże. Wprawdzie nie popierałem wielu poprawek zgłoszonych do projektu sprawozdania podczas prac Komisji Rozwoju, ale cieszę się, że temat przyszłych celów rozwojowych budził, budzi i będzie jeszcze budził tak dużo uwagi i zaangażowania.

Realizacja milenijnych celów rozwoju określonych w roku 2000 przyniosła wiele sukcesów w krajach o średnim dochodzie i w krajach rozwijających się. Niemniej ciągle mamy jeszcze 2 lata na pełniejszą realizację tych celów, które nie zostały jeszcze osiągnięte. Debata o przyszłych celach, które będą obowiązywały po roku 2015 jest potrzebna i ważna, ale nie powinna jednocześnie zmniejszać naszej determinacji w realizacji aktualnych jeszcze celów.

W przypadku celów rozwojowych Unia Europejska jest tylko jednym z elementów znacznie szerszego partnerstwa. Dlatego ważne jest, aby udało się wypracować i przyjąć wspólne i skuteczne oraz ambitne stanowisko Unii Europejskiej w sprawie zasad i celów, które powinny być częścią ram rozwoju po roku 2015. Dziękuję Komisji Europejskiej, a w szczególności panu komisarzowi Piebalgsowi, za to, że rzeczywiście ciężko pracuje nad wypracowaniem takiego wspólnego stanowiska i za jego aktywność w panelu wysokiego szczebla ONZ, który oczywiście będzie miał jeszcze więcej do powiedzenia w tej sprawie niż my. Nasze europejskie stanowisko będzie wymowniejsze, jeżeli państwa członkowskie w pełni wywiążą się ze swoich wcześniejszych zobowiązań w zakresie oficjalnej pomocy rozwojowej. Może to nie jest dobry moment, ale przypomnę, że do dzisiaj tylko 4 państwa członkowskie spełniły swoje wcześniejsze obietnice.

W sprawozdaniu uznajemy, że powinny istnieć jednolite, kompleksowe i zintegrowane ramy zawierające jasne punkty odniesienia, obejmujące kluczowe kwestie związane ze zrównoważonym rozwojem. Te ramy powinny też być uniwersalne i globalne, a także muszą promować dobrobyt, prawa człowieka i dobrostan dla wszystkich oraz określać bezpośrednie i aktywne zaangażowanie krajów rozwijających się w ich tworzenie i wdrażanie, ale również rolę krajów bogatych.

Warto też mocno podkreślić potrzebę zachowania spójności pomiędzy polityką w zakresie handlu, rolnictwa, rybołówstwa (dzisiaj rano o tym rozmawialiśmy, o EPA) a strategiami politycznymi w zakresie rozwoju. Ewentualne deficyty w spójności polityk europejskich będą zawsze utrudniały osiągnięcie celów rozwojowych. Kolejnym istotnym zagadnieniem jest potrzeba przeformułowania globalnego partnerstwa na rzecz rozwoju. Ten cel jest jednym z najsłabiej zrealizowanych celów aktualnej agendy rozwojowej. Zmienione i wzmocnione globalne partnerstwo na rzecz rozwoju będzie miało kluczowe znaczenie dla wdrożenia agendy po roku 2015 i zapewnienia efektywnych mechanizmów odpowiedzialności na wszystkich szczeblach. Globalne cele po roku 2015 powinny też obejmować to, co będzie kontynuacją milenijnych celów rozwojowych i celów w zakresie zrównoważonego rozwoju. Uważam, że budowanie dwóch równoległych zbiorów, tzn. celów rozwojowych i celów zrównoważonego rozwoju, w wymiarze globalnym byłoby błędem. W Parlamencie zgadzamy się, że eliminacja ubóstwa, która jest głównym i traktatowym celem unijnej współpracy na rzecz rozwoju, oraz osiągnięcie zrównoważonego rozwoju społecznego i środowiskowego powinny stać się obowiązkowymi priorytetami globalnej agendy.

Cele, które przyjmiemy, i ich skuteczna realizacja wymagają poszanowania zasad demokratycznych rządów i praw człowieka, jawności i odpowiedzialności instytucji i podmiotów na wszystkich szczeblach, silnego społeczeństwa obywatelskiego systematycznie biorącego udział w procesie demokratycznym. Jestem też przekonany, że bez dobrego zarządzania nie uda się nam zrealizować naszego podstawowego celu, czyli trwale wyeliminować ubóstwa, a te pozytywne przykłady, które znamy ze świata, najczęściej miały miejsce w krajach, które wyróżniały się dobrym zarządzaniem. Więc to, że ten aspekt jest i będzie podkreślany, jest moim zdaniem bardzo istotne.

  Andris Piebalgs, Member of the Commission. − Madam President, honourable Members, I warmly welcome the Kaczmarek report. It provides a very valuable and timely contribution to the ongoing international debate on the post-2015 framework.

Designing a global framework for a post-2015 development agenda presents us with a huge challenge. Equally, however, it presents us with a huge opportunity. It is increasingly clear – and it is my personal conviction – that efforts to end poverty must go hand in hand with global and national action on sustainability. Global problems like climate change threaten to destroy any gains made in fighting poverty, with the poorest countries hardest hit again. So a post-2015 framework must embody both poverty eradication and sustainable development.

The Commission’s communication ‘A decent life for all’, which was adopted in February 2013, proposes such a single integrated framework. It presents a vision for an EU position on the post-2015 framework that brings together the strands of poverty, sustainability, equity and security. The Development Council endorsed this vision in its conclusions on 28 May 2013. Environment Ministers will do likewise next week before the conclusions are formally adopted in the General Affairs Council on 25 June. I am happy to see important areas of convergence between this report, the Commission communication and the Council conclusions.

Firstly, the report and resolution state that the final result should be – and I quote – ‘one development agenda’, avoiding duplication of efforts and resources. We consider that the framework should have five key building blocks or elements: basic human development, drivers for inclusive and sustainable growth, sustainable natural resource management, good governance, and peace and security. I am pleased to see that these elements also form the backbone of the report.

Secondly, I fully share Mr Kaczmarek’s view that we must first strive to finish the unfinished business of the millennium development goals (MDGs). We must accelerate progress so that as many of them as possible, in as many countries as possible, are met by 2015. This must be our most immediate priority and the Agenda for Change is helping the EU contribute to this.

Thirdly, we must indeed go beyond the classic MDGs. They have raised awareness and increased action against poverty since their inception in 2000. But they do not fully address the root causes of poverty. There are important gaps to fill, particularly when it comes to equality, quality of life, human rights and good governance, peace and security, and inclusive and sustainable growth.

Fourthly, the post-2015 framework should be defined by, and should apply to, all players – local, national, regional and international public authorities, civil society and the private sector. The active role of Parliament will be very important in this participatory process. I look forward to continuing our dialogue over the coming months as the post-2015 framework continues to be shaped.

Fifthly, financing will be important. Like this House, I regularly repeat that the EU must maintain and meet its commitments to 0.7%, and I believe the European Council meeting in June will again confirm this goal for 2015. However, given the decreasing share of overseas development aid in relation to overall financing for development, I share your views on the need to mobilise resources, in particular domestic resources and innovative financing mechanisms. We are currently trying to develop such mechanisms so that EU aid can be leveraged and have greater impact.

We will also continue to emphasise policy coherence for development, to make sure that key policies such as trade, climate, health, education and agriculture contribute to achieving the development objectives of a post-2015 agenda.

Before concluding, just a few words about the UN High Level Panel on post-2015: this was a first attempt to seek a truly global compromise because representatives of the panel came from different parts of the world both the North and the South, and from various parts of the South. So what, in a nutshell, could be achieved, at least in theory, in these negotiations between states? It is very clear that extreme poverty could be addressed in one generation: that is very clear and that should be the goal. However, it has also been very clearly stated, particularly by representatives of the poorest countries, that equality and equity are crucial and that sustainability should be addressed. So the framework cannot focus solely on issues around extreme poverty: that will not be sufficient to guarantee people a decent life.

In this respect I was pleased to see that UN Secretary General Ban Ki-moon uses international conferences to promote this type of vision, as he did at the Tokyo International Conference on African Development (TICAD), involving Japan and the African countries, where he made presentations and helped to distribute the report in a way which promoted this view.

There will be a process. One of the key elements will be a special event on the MDGs in New York in September, and it is very important that we should move in the right direction and that there should be overall agreement on an ambitious framework. There are also open working groups, created under Rio+20, so it is a complicated process, but I would call on this House to be very active and to preserve European unity because if Europe is divided – and we are already 27 or 28 countries – then an international agreement cannot be achieved. Only with strong European unity can we support agreement on a post-2015 development agenda.

I believe this report is a good stepping stone in terms of preserving European unity, bringing the Member States together, with Parliament, on the same path with the same ambition to achieve what will be a very important agreement on a post-2015 development agenda.

  Gay Mitchell, on behalf of the PPE Group. – Madam President, I would like to thank our colleague Filip Kaczmarek for the work he has done on this report, and the Commissioner for his sentiments which I support.

I think we need to take stock, and we need to tell people the good news about development aid. If we do not do that, particularly in times of austerity, we are not going to carry people with us for the next phase.

So I think we should reflect the World Bank’s current prediction that two out of three developing countries will meet the Millennium Development Goals. Poverty has already been cut by half, thanks to governments, global agencies, NGOs, the private sector and communities working together. This year in Zambia, for example, overseas development aid accounts for only 3.5% of the budget. The figure 10 years ago exceeded 30%.

The point is that we need to tell people about the progress that has been made. More specific examples of EU success in development are that since 2004 the EU has helped 32 million people gain access to improved water supply and 9 million to gain access to sanitation facilities. The number of children dying every day is 23 000, but it used to be 36 000. Those 13 000 children are living because of intervention by the international community. We need to remind people of this, but we can also get the figures down further.

Two last things. Firstly, let us hear more about the coordination of aid. The Commission itself took the lead on this and I salute it for doing so. We need to achieve greater coordination between the Union’s institutions and the Member States. Secondly, disaster risk reduction. For every euro we spend, we will save four. Think of the lives that are being lost, think of the damage that is done. Disaster risk reduction is moving up the agenda and I am delighted to see that. Please push it harder because, at a time when we are trying to explain to people that we have difficulty with resources, here is a way to use resources that will give us a better return. So let us focus on coordination and disaster risk reduction.

Well done, Commissioner, for the work you have done to date. We have made a lot of progress. Much more needs to be done, but let us build on the progress that has been made. My appreciation to our colleague Mr Kaczmarek for a very good report.

  Michael Cashman, on behalf of the S&D Group. – Madam President, I would like to congratulate Filip Kaczmarek for his excellent work and the momentum that he has generated for this report. I would also like to thank the Commissioner for his leadership on this issue and for its ambitious communication.

The hard work will now be with the Council, and it is important that we have a single voice from the EU when it comes to issues such as the MDGs, not 27 separate voices plus one – a single voice from the EU institutions. Many of the stories coming out of Africa, Asia and Latin America today are of progress and success. The MDGs are a part of this success, and that needs to be stressed, repeated and communicated.

The MDG framework was adopted in a very different time, in the late 1990s when the world was very different. Most people lived in rural areas and in poor countries. Climate change was a far-off concern and far from being a mainstream political issue as it is today. There was more optimism about economic growth and what it could deliver. This is not the case anymore. We need to learn the right lessons from the past and have the right analysis for the future if we want the MDGs to be both politically acceptable and decisive in reducing poverty.

There must be shared responsibility and universal application of the future framework. It should apply to all countries. We need to make sure that we, in our developed countries, meet the targets and goals, for example, on transparency, good governance, and fighting corruption and the tax evasion that we see being practised by multinationals. There should be a limited number of goals with different targets for each country.

Health MDGs are lagging behind but they must remain a priority, and we must include sexual and reproductive health rights, which are a distinct component of health, and indeed at its root. I am sorry that sections of the PPE and the ECR Groups still fail to see this and that they will vote against the whole report should the text include these rights, thus dismissing the great work done by Filip Kaczmarek. I know the Commission is under attack for its work on this issue, but it has the support of the European Parliament and EU citizens.

Finally, we need fully to integrate the equality dimension – equality between countries and also within countries. Let us forget the tyranny of averages that is undermining the success of the MDGs. This means equality of revenue, including between women and men, and also equality of access to health, education, social protection and other social services, and human rights equality – including equality irrespective of sexual orientation, and fully respecting women’s rights.

Sicer je pa moje vprašanje, kako bi vi z izobraževanjem rešili del sveta revščine? Kako bi to izobraževanje in znanje pripeljali bliže ljudem?

  Michael Cashman (S&D), blue-card answer. – I hope I understood the question correctly. Through education on rights, about what people can do with their bodies, what they can achieve working on the land, information about empowerment of the individual. This comes from working with NGOs, but it comes a lot from working on project-based issues.

I have seen this myself in southern Africa where we, the EU, bring added value into small communities that then ripple out into much larger urban communities. The challenge is here, but central to me on this issue is the recognition that everyone has the right to use their own body and to have access to goods, health and services.

That is the way that the individual can reach and achieve their unique potential. Education and information: then you know what rights you have and what access you have to enable those rights.

I hope I have answered your question.

  Gay Mitchell (PPE), blue-card question. – Since my name has been mentioned, can I say first of all by way of question, Mr Cashman, are you aware that I have supported gay-partnership legislation, votes for prisoners and sexual and reproductive health?

Why do you not take off the blinkers and say that sexual reproductive health and rights include the right to terminate perfectly healthy unborn children, simply because they are females, simply because they are women? I have yet to hear you, Michael, condemn gendercide. Do not be talking about elements within the EPP, why are there not elements within the Socialist Party that condemn this?

That is true. Don’t be pointing the finger. Look at yourself Michael, show some tolerance and respect.

  Nirj Deva (ECR), blue-card question. – I was not going to get involved in this but since Mr Cashman mentioned this here I want to teasingly ask Mr Cashman a philosophical question: when did Mr Cashman choose to be Mr Cashman? Or when did Mr Cashman’s parents choose to have Mr Cashman as a child? If Mr Cashman can tell me that he chose to be born to his parents and his parents can tell me that they chose him as their child, then I will argue about the right to choose. But if there is no choice as to who and where we are born, to whom and when, how can we then say that we have a right to choose to abort a child?

  Michael Cashman (S&D), blue-card answer. – Madam President, I will take longer than one minute because there are two questions. First of all, Mr Mitchell has misled this House. He says that he has never heard me condemn gendercide. I ask you to go back to the debate in the last committee where it will be minuted that I condemn gendercide. I condemn abortion on the basis of sex selection. No-one should ever terminate a child because of its gender. But those on the other side of the House should not use gendercide as an excuse to deny women the right as to what they should do with their bodies, the right to sex education, the right to contraception and, where necessary, a right to choose an abortion.

Yes, you have beliefs – and I respect your beliefs, religious or otherwise – but you never have the right to impose them on another individual when by imposing them you diminish their human rights and civil liberties by comparison to your own. I need no lectures, and let my record be repeated to you, Mr Mitchell, when you go back to the committee and look at the debate that we had on gendercide. We were unanimous. You have misled this House.

  Gay Mitchell (PPE). - Madam President, I have not misled this House. I said that I have not heard Mr Cashman; I have no recollection of hearing Mr Cashman. But what I do hear from Mr Cashman, day in day out, is bigotry and intolerance. He does not accept the right of other people to have a view. He supports the right of perfectly viable children to be destroyed because it is politically correct and because there are votes in it. Do not give me a moral lecture. Take off the blinkers! I am one of the people who supported a lot of this so-called liberal agenda.....

  Charles Goerens, au nom du groupe ALDE. – Madame la Présidente, merci de me donner la parole dans ce brouhaha général.

En ce qui concerne les objectifs du Millénaire pour le développement, deux lectures sont possibles. La première, plus optimiste, met l'accent sur la réduction de moitié de l'extrême pauvreté. C'est un résultat atteint, il faut s'en féliciter. Il faut aussi saluer la réduction de la mortalité infantile, un objectif longtemps réclamé qui a finalement été partiellement réalisé. Enfin, saluons aussi le fait que les jeunes ont un meilleur accès à l'éducation.

La deuxième lecture est plus réaliste et plus désabusante. C'est la lecture des occasions ratées. C'est la lecture des responsabilités non assumées et je voudrais m'attarder un peu sur ces dernières. Il y a d'abord lieu de citer, à titre d'exemple, tous les pays en voie de développement, eux-mêmes, qui n'ont pas fait tout ce qu'ils auraient pu faire pour améliorer la situation. Ce n'est pas à nous de les développer, c'est à eux de se développer eux-mêmes et, dans la mesure où ils ont besoin d'assistance, c'est à nous de leur venir en aide avec notre expérience et notre expertise.

Il y a un deuxième groupe de pays qui doit aussi faire son examen de conscience, c'est le groupe des pays à revenus intermédiaires. En ce qui concerne ces pays, rappelons que 70 % des pauvres vivent dans les pays à revenus intermédiaires et dans la mesure où ces pays arrivent à dégager des richesses supplémentaires et considérables, ils devraient aussi s'interroger sur la manière d'investir cet argent dans la lutte contre la pauvreté. Dans la mesure où ils ne le font pas ou ne sont pas en mesure de le faire, c'est à eux d'assumer cette responsabilité.

C'est la raison pour laquelle nous avons été nombreux à appuyer la Commission dans sa volonté de différencier entre les bénéficiaires, et ceux qui génèrent suffisamment de ressources devraient faire leur examen de conscience.

Troisièmement, l'Union européenne elle-même, qui est loin d'atteindre l'objectif de 0,7 %. Il est parfois plus facile d'avoir une audience auprès du Saint-Père que d'arriver à amener un pays à venir s'expliquer devant la commission du développement sur les raisons pour lesquelles il ne répond pas à l'objectif auquel il a souscrit en 2005, dans le cadre du consensus européen de développement.

Une demande à M. Piebalgs: quand vous irez à New York, ne soyez pas modeste, parce que l'Europe reste malgré tout le meilleur acteur en la matière. Vous avez tout pour briller sur la scène internationale. Basez-vous sur les résultats qui, de mon point de vue, sont insuffisants, mais qui sont tout de même de loin meilleurs que ceux dont sont capables les autres.

  Keith Taylor, on behalf of the Verts/ALE Group. – Madam President, the existing MDG framework has helped to galvanise development efforts and guide global and national priorities. Not all the targets have been met, but we have heard some significant targets have been met and that NGOs have found it very useful to have MDGs so that they can encourage their Member State governments to achieve better results. The current MDGs do not, however, sufficiently address the root causes of poverty, such as inequalities within and among countries, as well as issues such as social exclusion, biodiversity and governance.

We need a new approach post-2015 that embraces global governance, with a strong focus on policy coherence for development and the provision of global public goods. By that I mean understanding that global public goods will include international trade, environmental and financial architecture within the context of global governance.

It is also important to have a human rights approach, and I am in agreement with most of what the report says. We need a more holistic approach reflecting the outcome of the Rio+20 Conference on sustainable development, and we need to develop the concept of development effectiveness: a combination of development aid, assistance for the provision of global goods and adaptation of governance structure.

It is important that the global goals and targets are tailored and adapted to national and regional contexts. In conclusion, is important to say, with regard to recipient countries, that I am very pleased to see the Commissioner is saying we should stick to the 7% GNI target for overseas development aid.

  Nirj Deva, on behalf of the ECR Group. – Madam President, while congratulating the Commissioner, particularly, on the successes of the Millennium Development Goals, which was a grand attempt in 2000 by Kofi Annan and others to create a platform for poverty elimination, we must also not pat ourselves too hard on the back because we will probably fall flat on our faces.

One of the reasons why we have succeeded in achieving the MDGs is because of growth – growth in the developing countries themselves. These, on average, have grown by 6 % a year, with every 1 % increase in GDP per head equivalent to a 1.7 % reduction in poverty. If we can encourage growth and wealth creation in our developing country partners, we will automatically eliminate poverty. It is a lack of growth that creates poverty. Do we have to look further than the European Union itself? A lack of growth has created 27 million people without work.

So if we can change the way we approach our development poverty elimination programmes to create the conditions for economic growth in our developing country partners, we will succeed in creating that unique combination of self-sustainable growth and poverty elimination. It is a very important aspect of the future that we have to look to. China, for example, has removed almost 630 million people from the poverty trap. Two-thirds of the world’s poverty reduction has happened in middle income developing countries. They will now have a more structured way to look at where these people are, how we can reach out to them and how we can encourage growth in those sectors.

  Roger Helmer, on behalf of the EFD Group. – Madam President, the goals of the Millennium Development project are of course praiseworthy and few would disagree with them. However I fear that too often, in this House, we have an excited focus on new action and perhaps pay too little attention to the results of what we have already attempted to do. It has well been said that we do not need to teach the grass to grow, we just need to get the rocks off the lawn. Too often, the rocks on the lawn are rocks that we have put there.

In that context I would like to point to the vital role of energy and electricity in taking people out of absolute poverty. Poor people need electric light so that children can study in the evening; poor people need refrigeration so that they can store food and store vaccines; poor people need electric cooking so they can be freed of the scourge of wood smoke in poor homes.

We have heard Commissioner Peibalgs speak of sustainability, but unfortunately when we use the word ‘sustainable’ in this House we actually mean ‘unsustainable’. Any efforts we make to deny access to cheap electricity fuelled by fossil fuels in the Third World will do huge damage. I am tired to death of hearing the proposition that poor people are most vulnerable to climate change: nonsense! Poor people are most vulnerable to our policies designed to mitigate climate change; they will suffer if we do not make sure they have cheap and plentiful energy.

  Inês Cristina Zuber, em nome do Grupo GUE/NGL. – Senhora Presidente, as ambições de financiamento para os Objetivos do Milénio foram, e são, manifestamente insuficientes. 0,7 % do rendimento nacional bruto é uma gota de água, se pensarmos nos investimentos que são feitos em armamento, em guerras de ocupação que destroem países ou em injeções de financiamento no sistema bancário. Aliás, investimentos esses que contribuem totalmente para aumentar a pobreza.

Basta ver o que resultou dos escombros de intervenções militares da União Europeia em países como a Líbia, o Afeganistão ou o Iraque. Para não falar já da assinatura de acordos de livre comércio em que a União Europeia está tão empenhada como na Colômbia, no Peru ou nos países do MERCOSUR, que têm efeitos completamente devastadores na economia dos países que aqui parece tão preocupada em ajudar.

É preciso olhar para exemplos dos países que têm evoluído no cumprimento dos Objetivos do Milénio. Exemplos de países, por exemplo, como a Venezuela ou Cuba. Já em 2005 Cuba tinha atingido os objetivos de educação, igualdade de género, mortalidade infantil, e estava muito próximo de atingir outros objetivos do Milénio. E porquê? Porque o modelo social do país, oposto ao nosso modelo ideológico na União Europeia, investe fortemente numa rede de bens e serviços sociais gratuitos. E não sou eu que o digo, são as Nações Unidas.

Se a União Europeia está tão empenhada em contribuir para os Objetivos do Milénio, uma sugestão: eliminar toda a sua vertente militarista e securitária e transferir esses recursos para contribuir para a consecução dos Objetivos do Milénio. Parecer-me-ia uma ideia excelente.

  Lucas Hartong (NI). - Vandaag bespreken wij de millenniumdoelstellingen voor ontwikkelingssamenwerking na 2015. Alsof Europa geen belangrijker zaken te bespreken heeft te midden van deze enorme economische crisis die wij nu meemaken! Een crisis die er met name dankzij het wanbeleid van deze EU is gekomen, maar dat terzijde.

Ik pleit hier voor de strijd tegen de gedwongen uithuwelijking van meisjes, de genderkloof in het onderwijs, het geweld en discriminatie tegen vrouwen en meisjes in het algemeen en de preventie van seksueel geweld in het bijzonder. Op zich een prima zaak, maar ik mis het benoemen van de hoofdveroorzaker van al deze problematiek, namelijk de islam.

De genoemde problematiek komt bijna uitsluitend voor in door de islam gedomineerde landen, maar het mag hier in het Parlement kennelijk niet benoemd worden. Een verbijsterende politieke correctheid, die levensgevaarlijk is, met name voor de vrouwen en meisjes die men juist beweert te willen beschermen. Zolang dit Parlement de oorzaak niet wil benoemen, kan er ook geen oplossing komen.

Over alle onzin die verder wordt uitgekraamd over klimaat, milieu en duurzaamheid kan ik kort zijn. Waanzin! Geen cent meer aan besteden!

De wijsheid, het verstand en de waarheid waren bij het schrijven van dit verslag overduidelijk afwezig. Nogmaals: levensgevaarlijk! En de PVV-Fractie zal dan ook nadrukkelijk tegen dit verslag stemmen.

  Daniel Caspary (PPE). - Frau Präsidentin! Ich möchte dem Berichterstatter für seinen Bericht außerordentlich danken. Er geht auf sehr viele Themen ein und gibt uns auch viele Hausaufgaben für die Zukunft mit.

Was ich aber auch herausstellen möchte: Wir stellen unser Licht zu oft unter den Scheffel. Die Situation in den Entwicklungsländern ist immer noch katastrophal schlecht. Die Situation wird ja auch im Bericht genannt. Wir sollten auch immer wieder hervorheben, dass es in den letzten Jahren schon gelungen ist, gemeinsam als Europäische Union, aber auch gemeinsam mit unseren Partnern in der Welt die Situation für die Menschen in vielen Ländern auf dieser Welt dramatisch zu verbessern. Wenn eben die Millenniums-Entwicklungsziele in fast zwei Dritteln der betroffenen Länder erreicht werden, wenn es uns gelungen ist, Armut in großem Maßstab zu bekämpfen, dann glaube ich schon, dass wir dann auch einen Moment des Innehaltens nutzen können, um uns Gedanken darüber zu machen, dass auch wir ein Teil dieses Erfolgs sind.

Aber was mich umtreibt, ist, dass wir immer noch riesige Unterschiede in der Entwicklung der Länder sehen. So gibt es Länder, die in den letzten zehn, fünfzehn, zwanzig Jahren eine enorme Entwicklung hingelegt haben. Wenn ich mir anschaue, wie die Lebenswirklichkeit zum Beispiel in vielen asiatischen Ländern vor zehn, fünfzehn Jahren aussah – was ist dort in den letzten zehn, fünfzehn Jahren aufgebaut worden, bei allen Problemen, die es in diesen Ländern immer noch gibt! Wenn ich mir auf der anderen Seite den afrikanischen Kontinent anschaue, so hat man ja wirklich immer noch den Eindruck, dass dieser Kontinent in weiten Teilen von der wirtschaftlichen Entwicklung, von der Globalisierung, vom Aufschwung abgeschnitten ist. Da wird auch deutlich, dass wir alles daran setzen müssen, das Thema Handelsbeziehungen mit diesen Ländern weiter zu intensivieren. Zu diesem Thema haben wir ja auch im Anschluss noch eine Debatte.

Ich würde mich freuen, wenn wir übernächste Woche in Genf die WTO-Konferenz zur Frage Aid for Trade auch als Europäische Union nutzen könnten, um uns Gedanken zu machen, wie wir diese Länder bei ihrer weiteren Entwicklung unterstützen können. Von daher nochmals herzlichen Dank an den Berichterstatter. Ich würde mich freuen, wenn wir auf diesem Weg gemeinsam weiter vorangehen könnten.

  Ricardo Cortés Lastra (S&D). - Señora Presidenta, quiero felicitar a mis compañeros de comisión, especialmente al señor Kaczmarek, por el excelente informe que votaremos esta tarde. El mensaje que lanzamos hoy desde este Parlamento a la Comisión, a los Estados miembros y al mundo es contundente: no hemos fracasado. Es cierto que no llegaremos a cumplir muchos de los compromisos en el año y medio que nos queda, pero millones de personas que se han sobrepuesto a la enfermedad, millones de personas que acceden a las escuelas o que ya no pasan hambre saben que el compromiso ha tenido sus frutos. Pero, como siempre, podemos hacer más y mejor.

Los debates que se están manteniendo hoy en día a nivel internacional sobre el futuro de la cooperación, enmarcados en la crisis, pueden afectar a la forma en que luchamos contra la pobreza, y a la cooperación: a cómo la hemos diseñado y a lo que queremos hacer en ella en el futuro.

Un futuro, el de la cooperación al desarrollo, que pasa por hacer el proceso más universal y más participativo, especialmente con los países adelantados; por mantener el 0,7; por una agenda que incluya erradicar la desigualdad, el hambre, imponer la sostenibilidad y asegurar el acceso al agua limpia y a la salud, incluida la sexual y reproductiva, así como la educación a la que aún no tienen acceso millones de personas.

Lo que tenemos por delante es un reto y una responsabilidad enorme, y de nuevo la Unión Europea debe demostrar su liderazgo en este proceso, incluida su responsabilidad de no valorar a los países de renta media exclusivamente por su crecimiento, sino también por otros indicadores como la vulnerabilidad y la desigualdad, recordando que el 70 % de los pobres vive en esos países.

  Eva Joly (Verts/ALE). - Madame la Présidente, Monsieur le Commissaire, chers collègues, ne nous leurrons pas. Si quelques progrès ont effectivement été faits depuis les engagements de 2000, la réalisation des huit objectifs du Millénaire d'ici 2015 est aujourd'hui, au mieux, une triste utopie, au pire, du pur cynisme: coupes budgétaires drastiques, engagements des pays donateurs non tenus.

À la nécessité de s'accorder sur de nouveaux objectifs s'ajoute désormais celle de réfléchir à comment faire plus, ou plutôt mieux, avec toujours moins. Cela passe d'abord par la cohérence des politiques pour le développement qui doit figurer au cœur de ce cadre de développement pour la période au-delà de 2015.

Il ne s'agit plus de mener des politiques extérieures qui ne nuisent pas mais, bel et bien, d'engager des politiques commerciales, financières et agricoles qui contribuent à l'éradication de la pauvreté. Les États doivent formellement s'y engager. Pas de développement sans développement durable. Utiliser de manière durable les ressources naturelles et l'énergie est indispensable à la réalisation d'un monde débarrassé du problème de la faim et de la pauvreté.

Les conclusions de la conférence de Rio+20 devront donc être largement reflétées dans les prochains OMD. C'est ce message ambitieux, volontaire et uni que l'Union européenne se doit de porter en septembre prochain à l'ONU.

  Ryszard Czarnecki (ECR). - Pani Przewodnicząca! Gratulacje dla sprawozdawcy! Ale też proszę o rozsądek w tej debacie! Jeżeli ja słyszę na tej sali paręnaście minut temu głos mojej koleżanki europosłanki, która mówi: dajcie na cele rozwojowe, a nie na zbrojenia, to mam wrażenie, że jestem w jakimś matriksie, jakimś świecie wirtualnym, bo poważny polityk powinien szanować swoich wyborców i mówić rzeczy poważne, realistyczne, a nie poruszać się w świecie całkowicie wirtualnym.

Mam wrażenie, niestety, że część naszych wyborców potraktuje tę debatę jako temat zastępczy, bo dzisiaj ludzi, którzy są bezrobotni w Unii Europejskiej lub którym grozi bezrobocie, interesuje przede wszystkim kwestia kryzysu i tego, jak wpływa na ich życie. A jeżeli mówimy o kwestiach pomocy rozwojowej, to pamiętajmy, że czasem te państwa, którym pomagamy, tę pomoc bardzo źle realizują, te środki po prostu marnotrawią lub są one przedmiotem korupcji.

  Jaroslav Paška (EFD). - Organizácia Spojených národov má na splnenie svojich miléniových cieľov ešte jeden a pol roka. Napriek tomu môžeme konštatovať, že pri plnení týchto cieľov sa už dosiahol významný pokrok, a to najmä v oblasti znižovania extrémnej chudoby, ale aj v oblasti zníženia úmrtnosti detí a matiek.

Nový program rozvojových cieľov po roku 2015 musí reagovať na zmeny globálnych podmienok v oblasti demografického vývoja, ekonomických pohybov či klimatických zmien. Základnou líniou nového miléniového rámca by, podľa mňa, malo byť odstránenie chudoby a dosiahnutie trvalo udržateľného rozvoja, ktorého súčasťou musia byť aj dobre fungujúce mechanizmy ochrany zdravia a podpory vzdelávania.

Základným predpokladom na dosiahnutie týchto cieľov musí byť vytvorenie mierového a pokojného prostredia, ktoré poskytne elementárny základ pre dobrú transparentnú demokratickú správu verejných vecí. Len pri vytvorení dobrých mechanizmov verejného spravovania spoločnosti môžeme dosiahnuť podmienky na výraznejšie využitie domácich zdrojov rozvojových krajín pri financovaní týchto cieľov, a to najmä efektívnym potláčaním korupcie a zvýšením legálnych príjmov z daní. Objem nezákonných finančných tokov, ktoré oberajú rozvojové krajiny o budúcnosť, je obrovský a pri jeho legálnom využití by mnohé rozvojové krajiny neboli odkázané na pomoc zvonka.

  Horst Schnellhardt (PPE). - Frau Präsidentin, Herr Kommissar, meine Damen und Herren! Ich möchte dem Berichterstatter für seine Arbeit danken. Es ist ein Bericht, mit dem wir wirklich zur UNO gehen und dort mit einer Stimme sprechen können. Wir haben auch mit dem Bisherigen sehr viel erreicht. Ich möchte drei Punkte nennen: Reduzierung der äußersten Armut um die Hälfte, der Zugang zu Trinkwasser wurde verbessert und der Rückgang der in Slums lebenden Bevölkerung wurde auch erreicht. Das sind Ergebnisse, auf die wir stolz sein können. Aber immer noch leben eine Milliarde Menschen mit einem Dollar pro Tag.

Was ich besonders kritisieren möchte, ist, dass die regionale Ungleichheit bei der Erreichung der Ziele doch sehr stark ist. Das muss auch der Ansatzpunkt sein, dass wir regional genau diese zurückgebliebenen Gebiete weiter fördern und entwickeln. Das ist sehr wichtig! Die Grundlage dafür ist gute Regierungsführung. Ich habe das immer wieder erlebt – auch bei meinem Bericht über die Energieversorgung –, wie dann plötzlich versucht wird, genau diesen Passus abzuschwächen, mit dem Argument, dass das gar nicht so wichtig sei. Nein, da müssen wir als Europäer immer darauf hinweisen, nur dann geht es. Ich kenne viele Beispiele in Afrika, wo hervorragende regionale Projekte geschaffen wurden, die aber dann plötzlich zerfallen, herumstehen, nicht genutzt werden, weil das eben nicht möglich ist. Ich halte das für sehr wichtig!

Ein Punkt noch, bei dem ich den Bericht etwas kritisieren muss. Darin steht, dass die wesentlichen Ziele der Vollbeschäftigung durch Regulierung erreicht werden sollen, durch ein Rahmenwerk zur Regulierung der Privatwirtschaft. Arbeitsplätze entstehen aber durch Freiheit des Unternehmers und nicht durch staatliche Regulierung! Das können wir überall an Beispielen sehen und deswegen sollten wir hier besonders darauf achten, dass wir andere Prioritäten setzen.

  Alf Svensson (PPE). - Fru talman! Låt mig allra först tacka vår kollega, Filip Kaczmarek, för ett utmärkt betänkande.

Det råder ingen tvekan om att millennieutvecklingsmålen har varit av mycket stor betydelse för utvecklingen i världen de senaste tolv åren. Målen har mobiliserat, enat och inspirerat både biståndstagare och utvecklingsländer – och det gav resultat. Det är verkligen uppmuntrande att nu kunna mäta framgångarna på flera områden.

Jag tycker att det som sades tidigare här är väldigt viktigt, nämligen att dessa framgångar förs ut. Det går fortfarande omkring väldigt många människor som föreställer sig att denna typ av satsningar inte gör någon nytta och att fattigdomen nästan är konstant i världen. Så är det ju inte! Det glädjebudskapet bör, i den mån vi mäktar, trumfas ut. Hela 600 miljoner människor har tagit sig ur fattigdom under de senaste tolv åren. 600 miljoner!

Ett rekordstort antal barn börjar också grundskolan, och nu är det lika många flickor och pojkar som börjar grundskolan. Mödra- och barnadödligheten har minskat. Riktade investeringar har gjorts för att bekämpa det som man kan kalla folksjukdomar, såsom hiv, malaria och aids, och därmed har miljontals människor räddats.

Vi ska inte underskatta värdet av dessa specifikt formulerade millennieutvecklingsmål som en sporre och en möjlighet för att mäta utvecklingen. Jag tror att de har varit och är av mycket stort värde fortsättningsvis också.

När vi nu blickar framåt är det viktigt att vi inte låter diskussionerna stanna vid vagt uttryckta önskemål eller generella inriktningar för framtidens utvecklingsarbete, utan att vi återigen satsar på att formulera tydliga målbilder för vad vi gemensamt vill och kan åstadkomma. I New York kommer Kaczmareks betänkande att vara till god gagn.

  Thijs Berman (S&D). - Madam President, the most important message of this excellent report by Filip Kaczmarek is that trade and the market alone will not bring an end to poverty. Some would like to try to revive this liberal utopia in the developing world, although it found its Waterloo in the financial crisis here. Of course we have to facilitate trade – fair trade, sustainable trade. We have to ensure access for all to loans, savings, micro-finance and more, that will allow people to improve their livelihoods. Financial inclusion is a condition for inclusive growth.

We can end poverty by 2030, but not without accountable governments addressing the needs of the poorest and most vulnerable in their countries: of minorities, women and farmers. If the poorest are not heard in their capitals, only the elites will enjoy an unstable wellbeing and that is what makes the human rights-based approach of the EU so crucially important. Development is not a technocratic problem – some fertiliser here, some market there – it is about assisting people in changing their societies if they so wish, step by step, reaching a gradual enlargement of freedoms.

  Santiago Fisas Ayxela (PPE). - Señora Presidenta, señor Comisario, este año las Naciones Unidas revisarán los Objetivos de Desarrollo del Milenio y sus resultados, y empezarán a estudiar la nueva cooperación para después de 2015.

Cuando en el año 2000 se aprobó la Declaración del Milenio no habríamos imaginado que el paisaje iba a cambiar tanto: en estos momentos es muy difícil que muchos países mantengan su nivel de cooperación al desarrollo debido a la crisis que están atravesando. Por eso, debemos plantear nuevas formas de ayuda al desarrollo con objetivos claros, coherentes e integrados.

La erradicación de la pobreza debe ser la máxima prioridad. Es fundamental que la agenda para después de 2015 se centre en favorecer la calidad de vida de las poblaciones más desfavorecidas, atendiendo especialmente al acceso al agua potable, la nutrición, la salud y la educación.

Es necesario también apoyar la iniciativa privada, pues debemos ayudar a los países en desarrollo a progresar por sí mismos –iniciativas como los microcréditos son muy útiles para fomentar el desarrollo local, y también el apoyo a las PYME, que son, además, el motor principal del crecimiento económico.

Por último, quisiera recordar que hoy, más que nunca, es indispensable llevar a cabo un control exhaustivo de la ayuda para asegurarnos de que los fondos que destinamos a la cooperación se gestionan adecuadamente y maximizar así su impacto.

No quisiera terminar sin felicitar al señor Kaczmarek por su excelente informe.

  Emer Costello (S&D). - Madam President, I would also like to add my support to Mr Cashman for his excellent report. There is no doubt that the MDGs have been a success at political level. They have mobilised political activity and indeed public opinion.

Progress has been made, but people around the world continue to suffer from poverty and hunger. There are still 1.3 billion people living in extreme poverty. 165 million children suffer stunted growth due to malnutrition. The global goal must be the eradication of poverty. There is no doubt that sustainable development is inextricably linked with this. I think the Irish Presidency has made some progress, particularly in the May conclusions. I recall what the Commissioner said about a single voice for the EU and an integrated framework that is underpinned by human rights addressing issues of hunger, nutrition and climate change.

Importantly though, the post-2015 framework must include sexual and reproductive health rights. A thousand women still die needlessly in childbirth every day. It is critical to ensure that, when we come to agree on the commitments and the framework that will replace the MDG, sexual and reproductive rights are at the top of the agenda.

  Patrizia Toia (S&D). - Signora Presidente, onorevoli colleghi, l'Unione europea è il maggior contributore delle politiche di sviluppo e deve essere più protagonista con una sola voce, si è detto. Per questo occorre fare un coordinamento forte delle politiche nazionali perché oggi gli Stati azzerano i bilanci, ma vogliono mantenere le loro aree di influenza autonome anche commerciali e così non va.

Alcuni punti importanti che voglio sottolineare: il primo, Signor Commissario, occorre da parte dell'Europa far nascere quadri giuridici internazionali per garantire alcune transazioni fondamentali. Noi lottiamo per la lotta al cibo, la lotta all'acqua, l'energia, ma se non facciamo un quadro di regole trasparenti e chiare ed eque contro l'accaparramento delle terre lotteremo invano.

Occorre coinvolgere la società civile è stato detto, quella non statale locale, e decidiamo con loro cosa fare e non chiusi nelle nostre stanze per progetti duraturi. Sulle donne, sono importanti i loro diritti e tra questi io auspico che entri nei nostri documenti anche il diritto alla maternità sicura, assistita, serena, e penso che le donne debbano essere anche protagoniste dei progetti. Investiamo sulle donne, su progetti realizzati da cooperative di donne, perché con le donne si può fare il cambiamento.

  Pino Arlacchi (S&D). - Madam President, if we look back over the 13 years of the Millennium Development Goals the picture is really encouraging. In fact, the most important target, halving the world’s absolute poverty, was achieved in 2008. We are now two years from 2015, and other important targets such as universal primary education are very close to being met.

The next ambitious target, for the coming 15 years, is the total eradication of absolute poverty. This target is shared by big multilateral bodies like the United Nations and even the International Monetary Fund. Poverty eradication is the fulfilment of one of the oldest dreams of humankind, and it will be very important that the EU has decided to put all its weight, as the major provider of international aid, behind the effort to achieve this new goal.

  Miroslav Mikolášik (PPE). - Odstránenie chudoby, to je šľachetný úmysel a odráža vysokú úroveň západného sveta. Pri čítaní textu predkladanej správy ma ale premkol taký pocit spolupatričnosti s celým ľudstvom. Zároveň sa ale pýtam, prečo neponúkame teda naše hodnoty? Chceme byť veľkodušní, chceme sa venovať akejsi filantropii, lenže to nestačí.

Vieme, že žijeme vo svete krízy, a dnešná kríza je v prvom rade kríza morálnych hodnôt. Treba nazvať veci pravým menom. Potrat je morálny delikt, to sa učia predsa poslucháči práva na všetkých právnických fakultách. A ešte aj dnes z neho robíme liek na všetky problémy spoločnosti? Rezolútne odmietam, aby Európsky parlament vkladal svoje sily a prostriedky do nelogického presadzovania potratov a zdraviu škodlivých antikoncepcií, a povyšuje to na takzvané zvyšovanie životných podmienok. Hovorme o hodnote človeka, ochraňujme ľudské práva a ľudský život. Svetu chýba ľudskosť a tá má byť hlavným miléniovým cieľom.

  George Sabin Cutaş (S&D). - Obiectivele de dezvoltare ale mileniului au fost elaborate în spiritul solidarităţii, pentru a răspunde nevoilor statelor cel mai puţin dezvoltate, confruntate cu o sărăcie extremă, cu o rată a mortalităţii infantile îngrijorătoare, dar şi cu precaritatea resurselor naturale. Până în prezent, au fost îndeplinite trei obiective esenţiale: reducerea la jumătate a procentului populaţiei trăind într-o sărăcie severă, îmbunătăţirea accesului populaţiei la apa potabilă, precum şi scăderea, de la 39% la 33%, a ratei populaţiei urbane care trăieşte în locuinţe precare.

Cu toate acestea, angajamentele statelor dezvoltate de a contribui la reducerea decalajelor trebuie dublate de o reală voinţă politică la nivel global. Eradicarea sărăciei, precum şi dezvoltarea durabilă trebuie să se situeze în topul priorităţilor agendei pentru dezvoltarea post 2015, iar în acelaşi timp trebuie să evităm stabilirea unui nou set de ţinte, fără a identifica şi metodele concrete de realizare a acestora, precum şi sursele de finanţare.

  Gesine Meissner (ALDE). - Frau Präsidentin! Wir sind bei den Millenium-Entwicklungszielen schon recht weit gekommen. Das zeigt auch dieser Bericht von Herrn Kaczmarek, dem ich auch noch einmal ganz herzlich danken möchte. Wir haben aber auch noch viel vor uns. Zum einen bei der besseren Behandlung und Armutsbewältigung für Frauen und Mädchen, denn die sind nicht nur in Europa, sondern auch in den Entwicklungsländern diejenigen, die es am meisten trifft. Doch auch etwas anderes müssen wir unbedingt beachten: Wir müssen kohärent in unserer Politik sein. Wir haben gerade bei der Entwicklungspolitik wirklich sehr gute und sehr hehre Ziele. Wenn es um die Umsetzung von konkreten Dingen geht, sind wir aber teilweise nicht entsprechend konsequent.

Ich möchte als Beispiel Fischereiabkommen anführen, mit denen ich im Entwicklungsausschuss und auch im Fischereiausschuss zu tun hatte. Mauretanien ist ein sehr armes Land, und wir hatten dort einen guten Vorschlag von der Kommission, ein Abkommen zu machen, das den Mauretaniern mehr Möglichkeiten gab, selber die Fische zu fischen, die sie bei sich haben. Es war tatsächlich so, im Entwicklungsausschuss war da Einverständnis. Im Fischereiausschuss waren da nationale Interessen wieder im Vordergrund. Wenn wir so weitermachen, dann werden wir unsere Ziele nicht so schnell erreichen, wie wir es vielleicht gerne möchten.

  Ana Miranda (Verts/ALE). - Senhora Presidente, podemos seguir suportando no mundo que a metade da povoação mundial viva na indignidade da pobreza? Podemos seguir suportando que morrem crianças por fome? Podemos seguir suportando a falha de acesso educativo, de igualdade do direito de saúde, à água, aos alimentos? Podemos seguir suportando mortes pela SIDA sem poder aceder aos medicamentos? Está também na nossa consciência europeia ter uma agenda global, a agenda dos Objetivos do Milénio, desafios em matéria de paz, ambiente, direitos humanos, igualdade de género e democracia, deixando de lado a hipocrisia que trasladamos nos acordos comerciais europeus. Este relatório é uma chamada à indiferença, porque os Objetivos do Milénio só são assumíveis se os países ricos se comprometem a repartir melhor a riqueza do mundo com justiça social. Porque é imoral que as duas terceiras partes dos países em desenvolvimento gastem mais pagando a dívida externa que os serviços básicos. É imoral que os países europeus na excusa da crise reduzam contribuições aos Objetivos do Milénio mientras investem em armamentos e ficam preocupados com o saneamento do sistema financeiro.

  Anna Záborská (PPE). - Podporujem takmer všetky body predloženej správy a gratulujem kolegovi Kaczmarkovi. O to viac ma mrzí, že v časti nazvanej Zdravie, výživa, vzdelávanie a sociálna ochrana je taká veľká pozornosť venovaná požiadavke na liberalizáciu potratov.

V samotnej Únii neexistuje konsenzus o miere ochrany nenarodeného ľudského života. EÚ nemá žiadnu kompetenciu, ktorá by umožňovala formulovať politiky zahŕňajúce ľubovoľný postoj k ukončeniu tehotenstva. Napriek tomu sa EÚ stala vo svete smutne známa tým, že cez rozvojovú pomoc presadzuje jednostranný postoj, ktorý znižuje hodnotu ľudského života a v konečnom dôsledku spochybňuje samotný zmysel rozvojovej pomoci. Výsledkom je pokles vplyvu Európy vo svete. Chcem vás preto požiadať, aby ste v hlasovaní zamietli tie časti textu, ktoré sa týkajú takzvaných reprodukčných práv a potratov.

  Patrice Tirolien (S&D). - Madame la Présidente, nous savons depuis l'année dernière que l'objectif de réduire de moitié l'extrême pauvreté dans le monde a été atteint. C'est une très bonne chose alors que se profile la fin de l'initiative des OMD. Et si tous les objectifs que nous nous étions fixés en 2000 sont loin d'être atteints, les bonnes nouvelles sont suffisamment rares actuellement pour que l'on ne s'en félicite pas aujourd'hui.

Certains chiffres doivent néanmoins nous inciter à la prudence et à la persévérance, puisque 20 % de la population mondiale actuelle vit toujours dans une situation de dénuement extrême. Le nouveau cadre international pour la période au-delà de 2015 devra donc maintenir l'éradication totale de la pauvreté comme objectif premier et ce à l'échelle de toute la planète. Ce nouvel agenda devra également s'attaquer aux nouveaux défis apparus ces quinze dernières années, la lutte contre les inégalités et la durabilité devant ainsi être au cœur de nos préoccupations d'ici à 2030.

  Jan Kozłowski (PPE). - Pani Przewodnicząca! Na wstępie chciałbym pogratulować panu posłowi Kaczmarkowi świetnego sprawozdania.

Zbliżamy się do granicznej daty 2015 roku, do której miały zostać osiągnięte milenijne cele rozwoju. Cieszę się, że część celów, jak chociażby ograniczenie o połowę skrajnego ubóstwa, udało się zrealizować. Oczywiście bezsporne jest, że wiele innych wymaga jeszcze dalszych intensywnych działań, które nie będą mogły być zrealizowane bez zapewnienia odpowiedniego poziomu dofinansowania. Nie mogę jednak zgodzić się z propozycją zawartą w poprawce złożonej na dzisiejszą sesję, dotyczącą zamiany na wiążącą legislację zobowiązania do przeznaczenia 0,7% dochodu narodowego brutto na cele pomocy rozwojowej. Uważam, że takie rozwiązanie, szczególnie w czasach kryzysu, mogłoby zarówno w poważny sposób zagrozić stabilności budżetowej państw członkowskich, jak i negatywnie wpłynąć na realizację innych niezmiernie ważnych polityk Unii Europejskiej.

  Sergio Gaetano Cofferati (S&D). - Signora Presidente, signor Commissario, onorevoli colleghi, questo che stiamo discutendo è un importante punto di passaggio sulla strada della sollecitazione allo sviluppo. Però per il futuro, per gli atti di incremento del testo che verrà votato oggi, bisogna secondo me evitare di cadere in alcune forzature ideologiche. Non basta creare ricchezza per combattere la povertà, la povertà si combatte se c'è ricchezza, ma solo se ci sono meccanismi ridistributivi equi, diversamente e paradossalmente si possono aumentare addirittura le differenze.

Poi la ricchezza va creata tenendo conto del rispetto dell'ambiente e dei diritti universali delle persone, non a qualunque costo e prescindendo dalle condizioni di chi ha un ruolo attivo nel fare tutto questo. Per questo motivo, credo che dovremo insieme lavorare, per individuare un sistema di premi e di sanzioni: gli obiettivi importanti vanno stimolati, quando si realizzano devono essere premiati, ma quando c'è una deviazione dalla linea di condotta virtuosa servono anche delle sanzioni. So che è molto difficile, ma è un terreno sul quale il Parlamento e la Commissione si dovranno misurare.

  Andris Piebalgs, Member of the Commission. − Madam President, this has been a very interesting debate. I would like to divide it into two parts, because there have been a lot of issues relating to development cooperation. Filip Kaczmarek’s report is about how we would like to see the world for ourselves, our children and our grandchildren.

This is a report based on universality. It is not just about the eradication of poverty somewhere; it is actually about ensuring each human life has decent prospects. That is a huge goal and a huge ambition, but we also know that we cannot live if we do not support the poorest and most vulnerable. We need to build a society that is just. The whole framework is universal. It is not only about sub-Saharan Africa; it is about Latvia as well.

Second is the sustainability element. Sustainability, in its most limited form, is always seen as environmental sustainability, but there is also social sustainability. This involves questions of human rights, media freedom and inequality: to what extent society can allow wealth to go to the richest while the poorest live with what is left over. That is also an issue of sustainability. The report addresses environmental, social and also economic sustainability, because there are limits to that. I believe the debate will continue, but this report is on the right track.

Concerning EU development policy, yes, it will make an impact, and I am very grateful to Charles Goerens, Alf Svensson, Gay Mitchell, and to others who have influenced us, for the important achievements made in terms of MDGs. That has given us courage: if there is a focus, and we know what we would like to achieve, a global community, through national states, can achieve a lot.

This definitely requires the national authorities also to be concerned, which is why we have peer review. Pressure from civil society could enable this to be achieved in each and every society, in each and every country. I will give just one example, because some speakers have said that the road will not be easy and sometimes you have to face all kinds of additional challenges.

I recently received an invitation commemorating an event which happened 25 years ago. This was the ‘Baltic Way’, when the people of the Baltic States demonstrated for their freedom. Now it seems that the Baltic States in this Parliament have been here forever, and yet their accession occurred so recently in historical terms. They have been huge supporters of the EU. There have been good days and bad days in terms of that support; there have been mistakes, there have been corruption cases, but at the end of the day the countries, because of support and their own will – which was very important – achieved change.

We should have trust in our partner countries when they deserve that trust. There are mistakes, there are dishonest people in the world who sometimes compromise the support we give, but it should not discourage us from supporting people and countries where they need our support.

The report has ambitious aims in terms of development policy. I welcome this. It is not the first report on the post-2015 development framework but it is an initial report, a starting point. It will be a process, because at the end of the day we need a bold and practical framework in place in order to move forward globally.

  Filip Kaczmarek, sprawozdawca. − Pani Przewodnicząca! Panie Komisarzu! Dziękuję za tę bardzo ciekawą debatę i chciałem Państwa zapewnić, że bardzo wiele z postulatów, które tutaj zostały postawione, jest również elementem debaty na poziomie ONZ, w tej chwili na panelu wysokiego szczebla. 30 maja zostały przyjęte tzw. obrazowe cele przez ten panel. Wymienię je, bo one odpowiadają na to zapotrzebowanie, które było widać tutaj na sali: eliminacja ubóstwa, osiągnięcie równości płci, zapewnienie jakościowej edukacji, zapewnienie zdrowego życia, bezpieczeństwo żywnościowe i dobre odżywianie, zapewnienie zrównoważonej energii, tworzenie miejsc pracy, wzrost dla wszystkich, zrównoważone gospodarowanie zasobami i surowcami, dobre zarządzanie i efektywne instytucje, stabilne i pokojowe społeczności, globalne i długoterminowe finansowanie.

Proszę Państwa! To pokazuje, że to, nad czym pracuje ONZ jest kompatybilne z naszymi debatami. Wydaje mi się, że to jest bardzo ważne i nastraja optymistycznie, że uda się globalne porozumienie osiągnąć. I chciałem też powiedzieć, że na tym spotkaniu we wrześniu w Nowym Jorku również będzie uczestniczyła delegacja Komisji Rozwoju i mam nadzieję, że będziemy mogli nasze stanowisko przekazywać już na szczeblu międzynarodowym.

  Vilija Blinkevičiūtė (S&D), raštu. – Pirmiausia noriu pasakyti, kad džiaugiuosi, jog galime teigiamai įvertinti užsibrėžtų Tūkstantmečio vystymosi tikslų įgyvendinimą – tai, kad Pasaulyje pasiektas tikslas iki 2015 m. perpus sumažinti ypač didelį skurdą, ženkliai pagerinta prieiga prie geriamojo vandens šaltinių, padidintas vaikų, lankančių mokyklą, skaičius, bei matoma pažanga mažinant vaikų ir gimdyvių mirtingumą. Žvelgiant į būsimą vystymosi tikslų programą po 2015 m. pritariu tam, kad joje būtų akcentuojama visuomenės sveikatos palaikymo svarba ir deramo darbo galimybių užtikrinimas. Visapusiškas, našus užimtumas ir deramas darbas turėtų būti nustatytas kaip pagrindinis darbotvarkės po 2015 m. tikslas. Taip pat turime remti tikslą besivystančiose šalyse įgyvendinti gerai parengtas nacionalines minimalios socialinės apsaugos sistemas, nes tai yra itin svarbi atraminė priemonė kovojant su skurdu bei didinant visuomenės atsparumą skurdui. Į programą turime įtraukti tvaraus vystymosi tikslą, kitaip tariant, rūpinimąsi pažeidžiamomis grupėmis – moterimis, vaikais, pagyvenusiais žmonėmis ir neįgaliaisiais – bei šalinti struktūrines skurdo priežastis. Nes socialinė nelygybė trukdo ekonominiam vystymuisi, didina nusikalstamumo lygį bei skatina konfliktus visuomenėje. Taip pat pritariu tam, kad, rengiant Pasaulio vystymosi po 2015 m. programą ir ją įgyvendinant, būtų siekiama užtikrinti demokratinio valdymo ir pagarbos žmogaus teisėms principo laikymąsi, ir tam, kad būsimoje programoje aiškiai atsispindėtų demokratinio valdymo įsipareigojimas, kurio būtų laikomasi.

  Ádám Kósa (PPE), írásban. – Üdvözlöm Kaczmarek úr jelentését, ami kiemelt fontosságú a millenniumi fejlesztési célokkal kapcsolatos uniós politikák további sorsát illetően. A jelentés nagyon helyesen kitér több helyen is a fogyatékossággal élőkre.

Nem tisztem egyes társadalmi csoportokat előtérbe helyezni, de úgy gondolom, a fogyatékossággal élő emberek az MDG által megcélzott országokban több okból kifolyólag halmozottan hátrányos helyzetben vannak, gondoljunk akár a fogyatékossággal élő gyermekekre, vagy a fogyatékossággal élő nőkre.

Éppen ezért magam is támogatom, hogy a jelentésben foglaltak szerint 2015 után összpontosítsanak azokra a területekre, ahol kitörési lehetőség van, így a gyermekmunka megszüntetése, az oktatás és a hátrányos megkülönböztetés területén. Továbbá javasolom, hogy 2015 után már vegyék figyelembe az időközben megszületett és az EU által ratifikált fogyatékos személyek jogairól szóló ENSZ-egyezmény rendelkezéseit is.

  Sławomir Nitras (PPE), na piśmie. Wraz z biegiem czasu należy wyciągnąć wnioski z realizowanego od 2000 roku projektu milenijnych celów rozwoju. Cele określone 13 lat temu mają zostać zrealizowane do 2015 roku. Już teraz mamy tego pierwsze efekty: ograniczono o połowę liczbę ludzi żyjących w skrajnym ubóstwie, a także zmniejszono o połowę odsetek ludzi niemających dostępu do ulepszonych źródeł wody pitnej. W przypadku celów rozwojowych Unia Europejska jest tylko jednym z elementów znacznie szerszego partnerstwa. Dlatego ważne jest, aby udało się wypracować i przyjąć wspólne i skuteczne stanowisko Unii Europejskiej w sprawie zasad i celów, które powinny być częścią ram rozwoju po roku 2015. Ważne jest to, aby skupić się na sektorach mających rzeczywisty wpływ na niedożywienie, takich jak zdrowie, edukacja, woda, warunki sanitarne i rolnictwo. Poseł Kaczmarek rzeczowo ujął zagadnienia, które należało zawrzeć w raporcie. Zgadzam się z nim, że bez dobrego zarządzania nie uda się nam zrealizować naszego podstawowego celu, czyli trwale wyeliminować ubóstwa. Dlatego też poseł Kaczmarek może liczyć na moje wsparcie podczas głosowania.
