Der Präsident. − Als nächster Punkt der Tagesordnung folgt die Aussprache über die Erklärungen des Rates und der Kommission zu dem Tätigkeitsprogramm des litauischen Ratsvorsitzes (2012/2800(RSP)).

Mr President, this opportunity to address you brings me particular pride and happiness. On one level, I am here to present to you the priorities of the Lithuanian Presidency over the next six months. But for me, and for all Lithuanians, this moment carries much more resonance and symbolism. For it was here in the European Parliament, more than two decades ago, that Lithuania’s cry for freedom was first heard and with your ringing endorsement transmitted to the world. It was here that we started our journey from regained statehood to full-blown membership of the European Union, a journey that we completed in scarcely a decade.
Today, Lithuania returns to Parliament proud of the path it has taken, confident of its European choice and ready to put all its efforts into building a European consensus for a better, stronger, more united future together. Then, as now, this Parliament has played a vital role in representing all the different interests of our diverse societies. More than that, throughout its history, Parliament has been the body which, through open and honest dialogue, has represented our shared European values.
Twenty-three years ago, those values of peace, democracy and prosperity seemed a distant dream for all Lithuanians. Now, they are our reality. And it is our duty to make them a reality for every European citizen: north and south, east and west.
I would like to pay tribute to the outgoing Irish Presidency. They have been exceptional colleagues, a joy to work with, and can be proud of their considerable achievements in office. That said, I do not mind admitting that in embarking on our first Presidency of the Council, I should have preferred not to be starting from where in Europe we find ourselves now. We are reaching the end of the legislative cycle before next year’s European elections. That means for all of us, and in particular for the current trio of successive Council Presidencies, an exceptionally heavy workload to share with you.
People look to Parliament and the Council to take decisions that create jobs and keep Europe’s economies on a steady path of growth. After suffering five years of economic hardship, people are justifiably impatient for results. Which leaves us with a lot of decisions to take in a short period of time. This is not a matter of closing legislative files. It is about opening up opportunities for our citizens.
Only by ensuring Europe’s financial resilience, improving its competitiveness and boosting growth can we create jobs and restore public trust in the European project. I firmly believe that this is within our grasp if we all work together, if we all share responsibility and all take timely action. Member States and European institutions alike. Delaying key decisions further is not mere postponement. It is failure – the failure of leadership to offer solutions – that risks undermining the very essence of our project. The Council and Parliament exist to show the way forward. That is why we were nominated, elected, empowered by our people.
I say this to you as the leader of a country who knows all too well the heavy price paid for making hard choices, but also one who understands the advantages that come from taking these difficult decisions when they need to be taken. The resolve shared by people right across my country now makes Lithuania’s economy the fastest growing in Europe. I also speak as the representative of a country that draws its strength from unity.
Europe has invested heavily in developing its common market. It is both the widest and the deepest area of free movement for goods, services and people anywhere in the world. Europeans are mostly free to go wherever they want within the European Union to live or to work. Exercising this right, over 15 million Europeans have moved across borders – to study, to take up employment, to enrich their own and all our lives.
Despite the economic crisis, Europe still enjoys a higher GDP than any other region in the world. More than on any other continent, Europe’s economy is still powered by small and medium-sized enterprises. We are still a leading trading power, accounting for about 20% of total world trade. Europe continues to be the biggest investor and the destination of choice for foreign investment from outside. And the EU and its Member States account for half of all global aid. Europeans are responding to the needs of others. Our people are delivering. Now it is our turn to deliver to them.
Over the coming six months, by all means let us discuss and share our concerns. But let us also deliver. It is only real outcomes that will demonstrate our commitment to the causes of democracy, peace and prosperity – the fundamentals of the Treaty on European Union. That is why the Lithuanian Presidency is inviting all Member States and institutions to focus on building a credible, growing and open Europe.
That is the framework for our priorities. We need a credible Europe. Because credibility is essential for a stable economy and this task falls equally on the Presidency, on Parliament, on the Commission and on all Member States. Credibility is about finding the political will to take responsible decisions and then to implement them. Credibility means also proving our democratic legitimacy through actions in the interests of all our citizens. Credibility means also taking the necessary decisions now, not postponing them. Even unpopular decisions. Credibility is about finding the way to work together – including through closer coordination of our economic and budgetary policies.
Parliament and the Council have already reached agreement on the single supervisory mechanism. We adopted the two-pack and the six-pack. In March last year, 25 Member States signed up to the Fiscal Compact, pledging themselves to strict limits on structural budget deficits and to a gradual reduction of debt levels.
The time has come to implement all those commitments and decisions. The Council, Parliament and the Commission must now work hand in hand to get on with building a true economic and monetary union. And we need to achieve a functional banking union also. That is why the Lithuanian Presidency will put effort into making as much progress as possible in negotiations on the single resolution mechanism, ensuring that both the euro and non-euro area Member States are able to contribute and benefit from effective economic governance.
So growing Europe is an overwhelming task for everybody.
Restoring credibility to the EU is a first step towards improving the general health of the European economy. Although we have already made significant progress, much still remains to be done. But to regain the trust of our people we need to deliver sustainable growth. Only with growth-oriented policies can we tackle unacceptably high levels of unemployment, especially among young people.
Each unemployed man or woman, young or old, holds within them a story. A story of struggle and of unfulfilled dreams. That is why the Lithuanian Presidency will spare no effort in facing up to the urgent and, in an ever more present way, dangerous issue of unemployment. We shall place a relentless focus on creating jobs. Invoking the Youth Guarantee scheme, we shall strive to find new ways to create conditions which boost employment opportunities for young people in particular.
The key to unlocking growth and jobs is our common services market. We have made significant progress since adoption of the Services Directive, but quite a few barriers still persist. To this end, the Lithuanian Presidency will try to work on the legislative initiatives that are intended to create the right framework for cross-border workers. Growth must be not only job-rich, but also environmentally friendly. And vice versa.
Our climate policies should be based on a careful assessment of their impact on the competitiveness of our industries. Why? The Lithuanian Presidency will lead the EU’s preparations for the annual UN Climate Change Conference this year, which should allow us to make progress towards reaching a new global agreement by 2015. Serious commitment by all countries at global level is essential to ensure that competitiveness and environment policies supplement and do not contradict each other.
A better-functioning internal market will generate stronger growth. Since its creation, the internal market has been the EU’s greatest economic success. It has created millions of jobs. It has fostered more competition, at more affordable prices. Just as an example, let us take energy. According to the Commission, if the European Union becomes a fully integrated market, it could save as much as EUR 35 billion a year in electricity alone by 2015, in comparison with 2012.
Today, our citizens and businesses pay far too much for their energy. That makes our economy less competitive and leaves consumers with less purchasing power. The lack of an internal market in energy opens up an energy security vacuum. Which is why Parliament, the Council and the Commission recently agreed on rapid action to address these energy challenges. We agreed that the internal energy market must be completed by 2014 and that no European Union Member State should still be isolated from European gas and electricity networks by 2015. This commitment must remain the cornerstone of our energy agenda.
So the Lithuanian Presidency will work to speed up all efforts in this area. We shall closely monitor proper implementation of previously agreed measures and legal frameworks, including the Third Energy Package in particular. But it is also Lithuania’s firm conviction that more funds need to be directed towards creating a modern energy infrastructure across the European Union. So we shall devote special attention to the task of agreeing a European-wide list of projects of common interest this autumn which can benefit from the Connecting Europe Facility.
We shall also work to develop the external dimension of the European Union’s energy policy, an essential element for completion of the internal energy market. So long as the internal market in energy, services and the digital economy remains incomplete, Europe’s citizens will have reason to question the value of the Union. That is why the Lithuanian Presidency will devote efforts to completing the Single Market Act I and advancing the Single Market Act II initiatives. The digital market and the implementation of the Services Directive will also be a great priority for us.
Reducing the cost of rolling out the infrastructure for broadband and e-identification could transform the way businesses operate across the EU. So we shall advance the e-procurement and e-invoicing initiatives. These are key to more efficient public administration and improved competition across the single market. Of course, a digital economy will always elude us if we cannot deliver cyber security. It is high time we stopped having to catch up with this challenge and instead got ahead of it.
With their wisdom and long experience, the honourable Members will doubtless be saying to themselves that the priorities I have outlined so far risk taking longer than six months to be fulfilled, but I make no apologies for soaring ambitions. Those ambitions are founded, in part, on the belief that, before next May’s European elections, we have a shared interest in demonstrating to the voters of Europe how much has been achieved during your current mandate.
After political agreement on the MFF – and I hope you will support it in the vote after my speech today – we can move forward together to adopt all the budget-related legislative proposals before us by the end of this year. I hardly need to remind you that these include multiannual programmes like the Youth Guarantee scheme, Horizon 2020, and cohesion spending – all essential programmes for investment, growth and jobs. This is the burden of responsibility that all of us – Member State governments and institutions – share together. Let us not fail the people of Europe.
It gives me great pleasure today also to welcome our enlargement and efforts for an open Europe, to congratulate the new 28th Member State of Croatia. The people of Croatia should take pride in their successful efforts to achieve membership. The conditions of membership are, by design, challenging. Those who overcome the challenges are those who see the European Union as open and are ready both to give and to receive. Europe has always been at its best when it has been an open Europe. A Europe that has unfailingly fought for peace, democracy and human rights. A Europe which, after 50 years of conflict and division, has successfully reunited the continent.
These efforts were recognised by the award of the Nobel Peace Prize – an award which inspires us to promote the same values beyond the European Union’s current borders. It is because an Open Europe is a core principle of our Union that the Lithuanian Presidency will strive to achieve free trade arrangements with European trade partners. Our attention will focus on FTA negotiations with Japan, our Mediterranean neighbours and the United States. At the same time, we shall seek closer integration between the European Union and its Eastern Partners. Those partners who have made their European choice must know that they too are welcome, when they are ready, to join our family.
I am keen that November’s Summit in Vilnius should be seen as a summit of opportunity for both the European Union and its eastern neighbours. I earnestly hope that the Vilnius Summit can mark substantial progress in achieving the mutually desired aim of political association and economic integration between the European Union and its eastern neighbours. In this, as in other respects, the Lithuanian Presidency will want to work closely with all the European Union institutions, and of course this Parliament in particular.
In our inevitable preoccupation with the economic challenges that face us, we risk forgetting the fundamentals of what the European Union is about. Our Union is about values. It serves, first and foremost, to make people’s lives better. This is the European Year of Citizens, underlining our responsibility to show our people that the European Union is credible, that the European Union can grow and that it remains open to others in the years to come.
It is our shared duty to lead by example. To spare no effort in putting in place solutions which create the conditions for people to be able to exercise their liberties and fulfil their potential.
I take this opportunity to appeal to the distinguished Members of the European Parliament for their help in steering the ambitious agenda of the Lithuanian Presidency safely to harbour, because the key to the success of our common endeavour is close and efficient cooperation between our respective institutions. European citizens are impatient for results like never before, while the outlook remains stormy. But Lithuania is well prepared for the challenge, to chart a way through. And with your help, we can reach our destination successfully together. Let us get on with the job together from today. Thank you very much for your attention. Er ist ein immer noch junger Mann, dem ich im Namen des gesamten Hauses von Herzen gratuliere. Es ist unser früherer Präsident Jerzy Buzek, der heute seinen Geburtstag feiert. Herzlichen Glückwunsch!

José Manuel Barroso, President of the European Commission. − Mr President, before starting my speech let me very spontaneously add my congratulations to the congratulations you have expressed to my good friend Jerzy Buzek. Congratulations!
Let me congratulate Lithuania, and President Grybauskaitė personally, on taking up for the first time the rotating Presidency of the Council. I know from having worked with President Grybauskaitė for five years – not six months, but five years – in the Commission, how strongly committed she is to the European project and this was recognised by the Charlemagne Prize which was rightly awarded to her this year.
It is also the first time that a Baltic country assumes this responsibility. I would like to take this opportunity to pay tribute to Lithuania and the other Baltic states which, from the very beginning, have linked their regained independence and freedom to the European project. The Lithuanian Presidency takes over at a moment when all our focus must be on delivery. It is the last full presidency of the Council before the European elections, so working closely with Parliament will be vital in order to finalise a number of important files.
There is no time to waste, and there is a lot of work on the table. Following the political agreement on the multiannual financial framework, there will be a number of related sectoral proposals which are now in the pipeline. This is essential to be able to apply the new programmes as of the beginning of 2014.
We count too on the Lithuanian Presidency’s support in overseeing the national part of the 2013 European Semester, including the first implementation of the two-pack – we will be reviewing national budget plans from October – and in moving forward the work on deepening Economic and Monetary Union. The Commission will come with legal proposals on ex-ante policy coordination and on the Competitiveness and Convergence Instrument, on which I hope we can make progress soon but that will require a lot of management. Up until now, there has been broad support for the general principles but a reluctance to really engage with the specifics. We will also present a proposal for a single resolution mechanism next week already, for adoption before the end of this mandate.
Some areas of work for the next six months are the result of recent momentum and we should not lose this momentum. On taxation, following the May Council and also the G8, there is room to make further progress, for example on savings taxation and the fight against tax fraud or on the new proposal on administrative cooperation. We need to agree on concrete commitments and timelines regarding tax havens and aggressive tax planning, as proposed by the Commission.
We support the fact that the Lithuanian Presidency has made completion of the internal energy market by 2014 one of its first priorities. I know, President Grybauskaitė, your personal commitment to this file and how important is the work that we have been pursuing to do everything we can to avoid the Baltic countries being seen as an energy island in the European Union. I think it is important to note that the Commission will report on developments in this field, the internal energy market, already in early 2014. So your focus comes at the right time.
As we discussed yesterday, all means at European level are now mobilised against youth unemployment. The implementation of the Youth Guarantee schemes and the adoption of the Youth Employment Initiative will need to be carried through. Progress on the Compact for Growth and Jobs and correct implementation of the country-specific recommendations under the European Semester will be crucial to getting Europe back on track for growth. At European level, finalisation of the remaining proposals under the Single Market Act I and convincing progress on the Single Market Act II will be key. The Commission will also propose legislation to complete the single market in telecoms.
In this context, let me highlight another element of the Commission’s thinking that will help make sure that promoting structural reform and pursuing fiscal consolidation are mutually reinforcing. We need to promote margins for investment for growth, in full respect of the Stability and Growth Pact.
So, following its commitments in the blueprint for a deep and genuine Economic and Monetary Union as well as in the two-pack, the Commission has explored further ways within the preventive arm of the Stability and Growth Pact to accommodate non-recurrent public investment programmes with a proven impact on the sustainability of public finances made by the Member States in the assessment of their stability and convergence programmes.
I want to announce today that, when assessing the national budgets for 2014 and the budgetary outcomes for 2013 we will – again, in full respect of the Stability and Growth Pact – consider allowing temporary deviations from the structural deficit path towards the medium-term objectives set in the country-specific recommendations, on a case-by-case basis. Such a deviation must be linked to national expenditure on projects co-funded by the European Union under structural and cohesion policy, trans-European networks or the Connecting Europe Facility, with a positive, direct and verifiable long-term budgetary effect. Vice-President Olli Rehn is writing today to his colleagues, the finance ministers, and to this Parliament to explain our approach in detail, as agreed in the two-pack agreement.
The general motto of the Lithuanian Presidency is ‘credible, growing and open’. I believe moving forward on the proposals I have just mentioned will be indispensable to reaffirming our credibility and to regaining the economic initiative, to getting us back on the path to growth as we should be by the end of the year.
Other elements of the Lithuanian Presidency will testify to the European Union’s commitment to openness, to our ambition to reach out to our neighbours and to play a leading role in global politics. The Eastern Partnership in particular will remain high on Europe’s agenda, and the Eastern Partnership Summit in November is the right moment to show how important this relationship is and how we can deepen it further.
Like President Grybauskaitė, I strongly believe that we have a responsibility to do whatever is necessary to bring these countries, which are part of Europe, closer to the European Union. Provided these countries are carrying out the necessary political and economic reforms, we should offer them closer economic integration and political association. I hope the Vilnius Summit will confirm this very important strategic orientation.
We are therefore committed to making progress and where possible to concluding ongoing negotiations for Association Agreements, including deep and comprehensive free trade areas and steps towards visa facilitation and liberalisation with the region. Lithuania’s geographical location and history give it a privileged position to strengthen these bonds, and I look forward to cooperating with you on this.
In the area of justice and home affairs, we welcome Lithuania’s keen interest and engagement in strengthening the EU’s external borders management, visa policy, legal migration and internal security. We are confident that negotiations on the Smart Borders package adopted by the Commission last February will be pursued with vigour under this Presidency. Progress on the adoption of the new Data Protection Regulation is also crucial, to strengthen the level of protection of fundamental rights in this area and to ensure in the whole European Union a strong level of harmonisation and implementation in the Member States. The actuality of these days reminds us more than ever of the need for progress in these discussions.
In the area of health protection, the Commission has welcomed progress made by the Council on the proposal to modify the Tobacco Directive. The Lithuanian Presidency should now work in close cooperation with Parliament in order to be able to achieve an agreement as soon as possible.
On climate action, the Commission will come with a proposal on the 2030 framework for energy and climate policies before the end of the year.
To prepare for the period beyond 2020, work starts right now. Strong and committed European political parties are needed for European democracy. As I mentioned in my State of the Union speech last year, we need a reinforced statute for European political parties in the run-up to the European elections next year. We came close to concluding this file under the Irish Presidency. I would therefore urge the Lithuanian Presidency to treat this file as a priority and I hope we can conclude a deal on this too.
We have a responsibility and an opportunity to make the next six months a period of progress and delivery. The Lithuanian Presidency will be crucial in completing the preparatory work to allow all MFF programmes to start on 1 January 2014. We have important pending and forthcoming legislation to conclude in time for the next elections. I am confident that we will manage this if we work together in a truly constructive and pro-European spirit. I know it will be in this spirit of results – concrete results for our citizens – that we will work with you and I wish all success to the Lithuanian Presidency, all success to our common European project.
Joseph Daul, au nom du groupe PPE. – Monsieur le Président, cher Martin Schulz, Madame la Présidente, chère Dalia Grybauskaitė, Monsieur le Président, cher José Manuel Barroso, chers collègues, quand le traité de Lisbonne est entré en vigueur, de nombreux commentaires ont estimé que le rôle des présidences tournantes allait être atténué. Je n'ai jamais partagé ce point de vue. Chaque présidence comporte un agenda et des perspectives et apporte son lot de dossiers. Chaque présidence adopte un style propre, qui permet de faire avancer des dossiers qui étaient parfois bloqués. Ce fut le cas avec la Présidence irlandaise, qui a conclu les négociations sur la réforme de la PAC et obtenu un accord sur le CFP, et la Présidence lituanienne ne dérogera pas à la règle et affiche ses priorités.
Et vous avez raison, Madame la Présidente, la politique énergétique de l'Europe n'en est qu'un exemple. C'est un sujet qui est très sensible, notamment parce que nous avons encore des îlots énergétiques en Europe, et si nos entreprises paient des factures d'énergie trois à cinq fois plus élevées qu'aux États-Unis, c'est en partie à cause de ces îlots.
Dans les années 80, nous avons compris que, pour achever le marché unique, il fallait investir dans les infrastructures de transport, afin que les biens des personnes et les services puissent se déplacer librement et efficacement. Aujourd'hui, nous sommes confrontés à un défi similaire, celui de l'énergie, et il faut améliorer le réseau énergétique européen. Mais cela ne se fera pas sans une dimension européenne, en raison des investissements à rassembler: 200 milliards d'euros pour le gaz, l'électricité et l'énergie renouvelable d'ici 2020 – 200 milliards qui pourront générer la création de 400 000 emplois, soit 0,42 % de croissance supplémentaire. Seule l'Europe peut fournir cette garantie de la sécurité du cadre juridique à long terme et de la mobilisation des fonds nécessaires.
Madame la Présidente, nous espérons que votre Présidence sera une étape décisive dans la création d'une véritable communauté européenne de l'énergie. Nous avons la responsabilité de le faire, et vous en avez le courage et, je pense, aussi la capacité. Parce que sans un approvisionnement stable en énergie avec des coûts maîtrisés, nos entreprises, nos concitoyens, seront toujours pénalisés. Il s'agit là d'un frein à la relance économique.
Chers collègues, une présidence, ce ne sont pas seulement des grands projets. C'est aussi la mise en œuvre, l'accompagnement de décisions qui ont déjà été prises. Et comme je vous l'ai dit quand nous nous sommes vus, le diable se trouve dans les détails. Donc, maintenant, il faudra le traquer, le diable dans les détails, notamment dans le contexte de la mise en place de tout ce qui est CFP et politique agricole commune. Il y a vraiment un travail de titan à accomplir.
Pour que ces deux grandes réformes soient un succès, il faut respecter tous les éléments de la négociation, et il faut les mettre en œuvre. Il en va de même s'agissant de nos décisions d'apporter plus de transparence et d'assurer une meilleure gouvernance de notre économie. La liste ne s'arrête pas là.
Vous savez – je vous l'ai dit aussi –, votre Présidence démarre effectivement le 1er juillet, mais vous ne pourrez commencer à travailler sérieusement qu'à partir du mois de septembre et, le 15 décembre, c'est déjà la veille de Noël. Mais on compte sur vous, Madame, et je sais que votre volonté ne manque pas. Donc, vous disposez d'un temps très restreint, et je sais que vous êtes déjà au travail depuis longtemps.
Le fait est aussi que la liste est interminable – je crois que c'est José Manuel qui l'a dit – avec le pacte pour la croissance et l'emploi, comportant le two-pack et le six-pack, qui a été adopté l'année dernière. On passe trop vite sur ces deux décisions. Il faut maintenant, là aussi, travailler très sérieusement. Il y a aussi le programme Europe 2020, sur papier. C'est un moteur de croissance, mais ce moteur ne peut fonctionner que s'il est mis en route, et vos priorités pour une Europe de plus en plus crédible et ouverte, nous les partageons, Madame la Présidente. L'acte I et II pour le marché unique s'inscrivent dans cet objectif. Il y a urgence à faire avancer ce dossier. Votre Présidence, je l'espère, y parviendra.
On l'a dit hier, lors du débat sur les conclusions du dernier Conseil: il est également nécessaire d'avancer sur l'union bancaire. Les progrès à cet égard sont trop lents. Et, pour la première fois, la Lituanie prend les rennes de l'Union européenne. Votre histoire, votre vision, votre position, seront des outils précieux pour mener à bien les défis qui s'ouvrent à tous.
En tant que groupe politique de ce Parlement, nous serons à vos côtés, en partenaire actif et vigilant, et je voudrais ajouter aussi, comme tu l'as dit, avec, effectivement, les pays de l'Est, dont on ne parle pratiquement pas aujourd'hui. Je crois que c'est très important en termes de stabilité, quand on voit ce qui se passe actuellement dans ces pays. Donc, votre rencontre à Vilnius sera très importante.
Madame la Présidente, je forme tous mes vœux de succès pour la Lituanie et pour l'Europe. Vous avez un avantage: vous n'avez pas besoin d'apprendre comment travaille le Président de la Commission, vous le connaissez à tous points de vue. Donc, votre efficacité sera bonne pour votre Présidence.
Hannes Swoboda, on behalf of the S&D Group. – Mr President, I would like to welcome the President-in-Office of the Council back into the Chamber, but the circumstances are not easier; they are becoming more difficult.
President-in-Office, the recent data on youth unemployment shows that it is still rising; it was much lower when you left this House. We have a political crisis in several countries connected, of course, with the economic policies which we refer to as ‘extreme austerity’. In Greece, for example, we still await the reopening of public radio and television stations; in Portugal ministers are resigning because of the situation and the lack of support from citizens. The citizens no longer understand what Europe is doing in these countries.
The more or less politically motivated Summit today in Berlin will not change very much the dissatisfaction of many people, especially young people.
Now you are proud, and you can be proud of the success in Lithuania and in all other Baltic countries on overcoming the crisis. However, unemployment is still high and we know that the Baltic countries, including Lithuania, exported some of their unemployment to other countries. Nevertheless I expect you and I would ask you to be helpful in overcoming this North-South divide we very often have.
You have to show a good example in efficient administration and in the readiness for innovation in the digital economy you mentioned. I am not saying that we did it better than you, but it is a learning process – a mutual learning and understanding process – between the North and the South, and of course between East and West.
I would like to take this occasion to emphasise the importance of the Vilnius Summit; I hope, also from this side of the House, that we see this as being geo-political and not primarily as party political, because it will be very important to bring countries like Georgia and Ukraine away from the hands of Mr Putin who is ready with one hand to give something and with the other to take something. We only have to give, but we should be ready and willing to make the Summit in Vilnius a real success.
Nevertheless, the social dimension for us in the Socialist Group is very important. I know there was some argument when the Committee on Employment and Social Affairs visited you to discuss the social dimension. However, it is not only us Socialists who are involved; the IMF is not a real Socialist organisation.
Recent studies show that fiscal consolidation has typically led to a significant and persistent increase in inequality, declines in wage income and in the wage share of income, and increases in long-term unemployment. Fiscal consolidation which is unduly hasty poses a risk to recovery and therefore countries with the scope to do so should opt for a slower pace of consolidation combined with policies to support growth.
I am not against fiscal consolidation – not at all – but we have to have an economy and we have to have an EMU which combines fiscal consolidation, growth and investment with the social dimension.
I wish you success in the Presidency, but for us the success of the Presidency is connected with defending the social dimension. If people see the reality and see that their social needs are also met – and not only economic needs and money going to the banks and if people see support given to citizens, only then can we speak of success. Otherwise we will have more and more crises.

Cecilia Wikström, för ALDE-gruppen. – Herr talman! Jag vill börja med att på ALDE-gruppen vägnar hälsa er, fru president, välkommen tillbaka till detta parlament och lyckönska och välkomna Litauens första ordförandeskap. Vi ser mycket fram emot detta. Precis som presidenten sa i ett anförande tidigare: EU är främst en union som baseras på gemensamma värden och värderingar om alla människors lika värde – principen om icke-diskriminering.
Som de grundande fäderna en gång sa: EU har inte tillkommit för att säkra nationers rättigheter utan för att säkerställa varje människas grundläggande rättigheter. Därför är det sorgligt för oss som liberaler att konstatera att Litauens parlament överväger att instifta lagar som diskriminerar människor som tillhör homo-, bi- och transsexuella minoriteter. En symbol för detta är naturligtvis den omdiskuterade prideparaden i Vilnius. Jag vädjar till er att nu komma till rätta med detta och snarast tillåta Baltic Pride att hållas på den huvudgata i Vilnius där alla andra viktiga parader och demonstrationer har ägt rum.
Jag vill också komma till en del andra viktiga saker vid sidan av dessa grundläggande mänskliga rättigheter. Det är också viktigt att vi uppnår resultat vad gäller viktiga förslag – som också handlar om värden och värderingar – när det gäller vår union och den arbetskraftsinvandring som vi behöver. Vi kommer att behöva miljoner människor inom loppet av 20 till 30 år framåt, just när det gäller arbetskraftsinvandring.
Jag är nu föredragande för det nya direktivet om studenter och forskare från tredjeländer. Det har varit svårt för kommissionen att få gehör för de direktiv som tidigare har kommit, men nu är det viktigt att vi inser att vi gör allt vi kan för ta upp konkurrensen om att få människor till EU. Det handlar om studenter, forskare och experter – vi kommer att behöva dem.
Jag hoppas att rådet under ert ledarskap kan få mandat för att inleda förhandlingar under denna mandatperiod, så att vi kommer framåt när det gäller denna viktiga ödesfråga för vår union.
Under ert ordförandeskap har vi nu ett utmärkt tillfälle att förenkla vardagen och stärka konkurrensen för både företag och innovatörer. Det kommer att krävas ett stort engagemang från parlamentet och ministerrådet. Jag kan försäkra er att vi i detta parlament är inriktade på att arbeta intensivt, målmedvetet och öppet för att få viktiga reformer på plats.
Jill Evans, on behalf of the Verts/ALE Group. – Mr President, it is a great pleasure to see a small independent nation taking the Presidency. I represent Wales, a small nation which is not an EU Member State, and we are often told that we are too small to be independent but you have clearly proved that is not the case.
Your priorities include more democracy and transparency, something that the Verts/ALE Group has consistently worked for. You have talked about the need for a credible, growing and open Europe and this will be crucial in the months ahead. We know that people are disillusioned, and we have to prove that the EU is essential to maintain peace and to enable us to tackle the economic, social and climate crises. We have to ensure that all people of all nations in the EU see their role in building a more democratic Europe, especially in this Year of the Citizen.
As you say, tackling youth unemployment is critical. The Youth Guarantee could make a real practical difference if it is delivered in all Member States, which is why we are looking to your Presidency to monitor progress and to ensure that Member States keep to their commitment on this, linked to the Youth Employment Initiative. The two things go hand in hand of course and are linked, too, to the support we have to give to small businesses to help their recovery. We must create jobs and that means investing in the economy, including in cooperative ventures and employee ownership which can actually prevent job losses.
On the Vilnius Summit and signing the association agreement with Ukraine, the problems with selective justice must be resolved beforehand. On energy policy we have set energy efficiency targets and we should give priority to achieving them as one of the easiest ways to help achieve energy independence. There are many challenges to be faced, and I wish you success with your Presidency.
Valdemar Tomaševski, ECR frakcijos vardu. – Man didelė garbė kalbėti vienos iš penkių didžiausių Europos Parlamente frakcijų vardu. Lietuvos pirmininkavimas prasideda sunkiu metu. Sąjunga išgyvena gilią ekonominę krizę, didelį nedarbą bei vertybių krizę. Štai keletas reikalų, į kuriuos norėčiau atkreipti dėmesį.
Lygių galimybių Europa – tai vienas iš pagrindinių Sąjungos šūkių. Bet ar šiandien mes galime kalbėti apie lygias galimybes, kai naujų Sąjungos šalių ūkininkai gauna žymiai mažesnes išmokas nei jų kolegos iš Vakarų Europos? Ilgametis pereinamasis laikotarpis jau praeityje, o naujojoje biudžetinėje perspektyvoje ir toliau išlieka nesąžiningos išmokos žemės ūkiui. Tad apie kokias lygias galimybes mes kalbame? Tikiuosi, kad Jūs, ponia Prezidente, atkreipsite ypatingą dėmesį į tai, kad G. Orwello posakis „lygūs ir lygesni“ nebūtų taikomas.
Europos solidarumas. Jo ypač reikia kalbant apie energetinį saugumą. Bet ar galima kalbėti apie Europos solidarumą, kai viena iš valstybių narių stato Nord Stream vamzdyną, nepaisant Vidurio ir Rytų Europos šalių protestų? Akivaizdu, kad Sąjungos balsas turi būti vieningas, nes tik tokiu būdu galėsime užtikrinti valstybių narių energetinį saugumą. Yra dar vienas svarbus susijęs su energetika klausimas. Turiu omenyje statybą atominės elektrinės Baltarusijoje – tiesioginėje Sąjungos kaimynystėje, 40 kilometrų nuo Lietuvos sostinės. Fukušimos pavyzdys turėtų priversti mus susimąstyti. Tikiuosi, kad bus užkirstas kelias šios netinkamos investicijos Sąjungos gyventojams keliamam pavojui.
„Susivieniję įvairovėje“ – tai Sąjungos devizas. Europos Sąjunga skatina kultūros ir kalbų įvairovę. Deja, netgi šiandien, XXI amžiuje, Sąjungoje yra šalys, kurios nesilaiko šios taisyklės ir negerbia autochtoninių mažumų teisių. Danija arba Suomija gali būti geras pavyzdys sprendžiant šiuos klausimus. Tikiuosi, kad ponia Prezidentė įgyvendins šias normas.
Europa, norėdama išbristi iš vertybių krizės, turėtų grįžti prie ištakų, turėtų grįžti prie steigiamųjų minčių ir idėjų, apie kurias tiek daug kalbėjo Robertas Schumannas, Europa turėtų kurti savo tapatybę, remdamasi universaliomis krikščioniškomis vertybėmis.
Taip, kaip ir mano kolegos iš EKR frakcijos, esu įsitikinęs, kad Europa privalo išlikti „Tėvynių Europa“. Tai leis mums išsaugoti savo tapatybę ir kultūrinę įvairovę.
Ekonominio augimo Europa, lygių galimybių Europa, vertybių Europa, Europos solidarumas – tai idėjos, kurios turėtų nulemti Lietuvos pirmininkavimo kryptis.
Gabriele Zimmer, im Namen der GUE/NGL-Fraktion. – Herr Präsident! Frau Präsidentin, selbstverständlich begrüße ich, dass mit Ihrer Präsidentschaft ein weiteres osteuropäisches Land für ein halbes Jahr die Moderation hier in der Europäischen Union übernimmt und versucht, sich den wichtigen Themen zu stellen, und es ist ja heute sowohl von Ihnen als auch von den Kollegen, die bisher hier für das Parlament gesprochen haben, eine ganze Reihe aufgelistet worden.
Ich werde es mal ganz konkret machen: Die Presse hat Ihnen den Titel „Eiserne Lady“ verpasst, unter anderem auch dafür, dass Sie massiv Haushaltskürzungen durchgeführt haben; insbesondere öffentliche Ausgaben sind in Litauen gekürzt worden. Ich möchte deshalb schon gerne von Ihnen wissen, wie Sie die Präsidentschaft angehen wollen. Wird das eine eiserne Präsidentschaft, jetzt in dieser Zeit, angesichts der notwendigen Aufgaben, die zu lösen sind, und angesichts der unterschiedlichen Erfahrungen, die wir mit den zurückliegenden Präsidentschaften gemacht haben? Wir hatten vor einem Jahr eine Präsidentschaft, bei der das Motto galt, ein ehrlicher Makler zwischen den Institutionen sein zu wollen, zwischen dem Europäischen Parlament, dem Rat und der Kommission. Wir haben jetzt gerade erst eine Präsidentschaft zu Ende gehen sehen, bei der es in erster Linie um Ergebnisse ging. Sie selbst haben auch an verschiedenen Stellen erklärt, es geht Ihnen um commitment und um Ergebnisse/results.
Wird das praktisch dann auch ein solcher Stil in der Verhandlungsführung zum Beispiel mit uns als Europäischem Parlament? Sie wissen, dass Sie konkret auch mit den Folgen der Austeritätspolitik, die bisher massiv von der Europäischen Union betrieben worden ist, konfrontiert sind. Wird es hier von Ihrer Seite den Versuch geben, auf die tatsächlichen Ergebnisse der Austeritätspolitik einzugehen und auch ein Umdenken im Rat mit zu ermöglichen? Wie werden Sie sich der Aufgabe stellen, an der bisher die Union, und vor allem der Rat, gescheitert sind, eine tatsächliche soziale Dimension der Bankenunion, die ja vorgesehen ist, auch durchzusetzen?
Wie gehen Sie – gerade mit dem Hintergrund als ehemalige Kommissarin für Finanzen, die sich im Haushalt der Europäischen Union auskennt – eigentlich insgesamt mit der Fragestellung um, dass wir es jetzt mit einem MFR zu tun haben, der im September als Verordnung ins Parlament kommen wird und von dem wir annehmen, hoffen, dass noch Nachbesserungen ermöglicht werden? Wie stehen Sie denn zu der unity des MFR, zu der Frage, dass ganze Komplexe außerhalb des MFR sind, die dann gar nicht abgedeckt sind? Wie bewerten Sie denn die erreichte Flexibilität, wenn gleichzeitig nicht hundertprozentig klar ist, was mit den Defiziten aus dem Jahre 2013 geschieht? Wenn die in den nächsten MFR verschoben werden, was wird denn dann tatsächlich bezahlt? Wo kommen die Gelder her? Wo sind sie?
Wie bewerten Sie die Vorbereitung bzw. das Stattfinden des Gipfels zur Jugendarbeitslosigkeit in Berlin, der aus meiner Sicht – und diese Sicht teile ich mit nicht wenigen Kollegen – von Kanzlerin Merkel vor allem als Wahlkampfthema genutzt wird, und wo ich schon erwarte, dass gesagt wird, ja, wir unterstützen, dass in den ersten zwei Jahren ein front-loading passiert und dass 6 Milliarden Euro bereitgestellt werden, 8 Milliarden innerhalb der sieben Jahre. Was passiert denn, wenn die Wahlen vorbei sind? Dann lässt Frau Merkel das Thema wieder fallen, weil es sie dann nicht mehr interessiert. Werden Sie in dieser Zeit jetzt das Thema Jugendarbeitslosigkeit wirklich auf Ihre Fahnen schreiben? Und werden Sie auch sagen: Das ist Aufgabe der Präsidentschaft. Wir haben das zu tun und nicht jemand der mitten im Wahlkampf steht.
Wie nutzen Sie die Zeit? Und vielleicht noch eine Bemerkung: Sie haben vorhin von Menschenrechten und Demokratie gesprochen. Wir haben gestern Herrn Orbán gehört. Ich finde, das war ein peinlicher Auftritt von ihm. Wie werden Sie darauf Einfluss nehmen? Wir haben die Diskussion um die NSA, den Abhörskandal der USA, mit politischen Weiterungen. Mitgliedstaaten verweigern jetzt schon Staatspräsidenten die Überflugrechte, nur weil sie gerade aus Moskau kommen und ihnen unterstellt wird, sie hätten Snowden an Bord. Ich finde, das ist ein Skandal! Was werden Sie tun? Werden Sie die Verhandlungen mit den USA aufnehmen? Was wird in den nächsten Monaten passieren? Ich denke, das ist ein Skandal, das ist ein Problem, da erwarten wir ganz konkrete Antworten! Das kann nicht hingenommen werden!
Rolandas Paksas, EFD frakcijos vardu. – Aš džiaugiuosi ir didžiuojuosi, kad 3 mln. mano valstybės piliečių per pusmetį galės parodyti savo šalį, kultūrą, tradicijas. Tikiu, kad Lietuvos politikai, ministrai, diplomatai sugebės rasti žodžius ir sprendimus, bendram darbui sujungsiančius Europos valstybių vadovus ir tų valstybių piliečius. Pirmininkavimas Europos Sąjungos Tarybai – ne tik garbė, bet ir didžiulė atsakomybė, ypač šiandien, kai Europos Sąjunga išgyvena ne pačius geriausius laikus. Ekonomikoje ir politikoje būtini nauji ryžtingi sprendimai, lanksti susitarimus pasiekianti diplomatija. Aš nežinau, ar ne per ilgai mes tik kalbame apie bendrus Europos interesus. Tačiau esu tikras, kad kiekviena Bendrijos narė pernelyg ilgai žiūrėjo tik savo interesų energetikoje, prekyboje ar politikoje. Pernelyg ilgai ir kruopščiai stengiamasi unifikuoti daugelį dalykų, nuošalyje paliekant esminius ir svarbiausius, politines ir pilietines valstybių teises, kultūrą bei istoriją. Europos valstybes vienija būtent šie dalykai. Tikiuosi, kad Lietuvos pirmininkavimas bus tas karaliaus Mindaugo žygdarbio vertas, Europą vienijantis procesas. Todėl, ponia Prezidente, aš sveikinu Jus Strasbūro salėje. Manau, ko jau ko, o pasiūlymų Jūs čia išgirsite labai daug ir visokių. Norėčiau Jus tik pasveikinti, palinkėti sėkmės, tvirtybės, ištvermės, pasidžiaugti teisingai pasirinktais prioritetais ir labai norėčiau palinkėti, kad jau po pusmečio Europos Sąjungoje Lietuvos būtų daugiau. Bruno Gollnisch (NI). - Monsieur le Président, Madame la Présidente du Conseil, nous sommes heureux de vous voir, même si cette présidence tournante fait – contrairement à ce qu'a dit mon collègue Daul –, évidemment double emploi avec la présidence fixe de M. Van Rompuy, dont on se demande encore un peu toujours à quoi il sert. Mais, enfin...
J'ai lu avec attention, Madame la Présidente, votre programme et je peux dire que rien n'y manque. Rien n'y manque de la rhétorique européenne habituelle: le développement durable, le réchauffement climatique, l'Europe citoyenne, la poursuite de l'élargissement avec la Turquie, les visas d'entrée plus faciles pour les pays au sud de la Méditerranée – dont il faut bien dire que, pour le moment, ils ne sont pas encore très nombreux à venir en Lituanie, mais attendons un peu, cela va venir – et puis des traités de libre-échange avec pratiquement le monde entier.
J'ai entendu M. Swoboda, qui a été très applaudi quand il a demandé le maintien du niveau social de l'Europe. Le problème, mes chers collègues, c'est que c'est parfaitement incompatible avec la conclusion de traités de libre-échange avec le monde entier et, notamment, avec des pays dont les salariés sont payés dix fois, vingt fois, trente fois moins que dans les nôtres.
Alors, j'ai même entendu, et j'ai lu dans votre programme, aussi, beaucoup d'invocations aux droits de l'homme, à la non-discrimination, même de la part de Mme Wikström, qui a signé un rapport demandant la levée de l'immunité de Marine Le Pen, alors que nous avons maintenu l'immunité de collègues, ici, poursuivis pour des délits de droit commun – concussion, participation à des actes criminels, hébergement de terroristes. Et ce Parlement donne des leçons de non-discrimination à tout le monde. Mais il a une occasion de se racheter: donner, par exemple, l'asile à Edward Snowden et à Julian Assange. Nous verrons si c'est vraiment une Europe soucieuse des droits de l'homme.

Cecilia Wikström (ALDE), blue-card question. – Mr President, since I was mentioned in Mr Gollnisch’s speech, I would like to take the floor to say that it is up to the French legal authorities to examine Marine Le Pen’s case. It is not up to us in this House. As the rapporteur for the report on the request for waiver of immunity, I have examined whether there is a link between her acting as a Member of the European Parliament and her alleged hate speech in Lyon. There is no such link.
Secondly, Mr Gollnisch, there is no fumus persecutionis in this case. Thirdly, there is very clear case law from the European Court of Justice on this issue. Mr Gollnisch, I would kindly ask you to refrain from laughing. It is a serious matter to uphold the dignity of this European Parliament.
Bruno Gollnisch (NI), réponse "carton bleu". – Madame Wikström, il n'y a pas de lien, dites-vous, entre le discours politique de Mme Le Pen et sa qualité de députée européenne. Y avait-il un lien entre la fraude fiscale dont M. Brok était accusé et sa qualité de député européen? Entre l'hébergement de terroristes dont M. Cohn-Bendit était accusé et sa qualité de député européen? Entre la dilapidation des fonds publics dont notre collègue napolitain était accusé et sa qualité de député européen? Mais vous, majorité du Parlement, vous avez cependant protégé leur immunité parlementaire!
Vytautas Landsbergis (PPE). - Mr President, let us go back to the issue. Many people ask: in what ways can Lithuania contribute now that it is entering into the Presidency of the EU, even if the job will be sometimes similar to that of a mere moderator? Well, a level of consistency and devotion should be aimed at in striving for the utmost possible, even if many see that as something well-nigh impossible. Lithuania has been capable of playing such a role in the past.
It seems to me that the two principal points to concentrate on – in addition to the budget and internal Union credibility – could be these:
First, to retain and clarify the sovereignty of the EU in external policies towards ‘third countries’, as these include some that are friendly and cooperative, but also unfriendly and hegemonic ones. What was observed during the last decade, and was encountered with different levels of sobriety and strength, was Moscow’s overt policy of achieving energy hegemony over single Member States and eventually the entire Union. But first there was a tendency to ignore our Union as a political entity and split its community line into many bilateral traps. The Union must face up to that challenge by being a really consolidated and sovereign party of global dialogue.
It so happened that Lithuania became a forerunner of the Union’s policy of unbundling energy markets, turning them away from the temptations to dictate and demand obedience and towards fairness and cooperation. The breach is achieved: let us move forward. Lithuania will not surrender as long as the Union does not. As we still have some special immunities to the Soviet propaganda weapon, we may appear useful also today, if there is a wish for such Lithuanian expertise.
The second point would be our understanding of the vital importance of the Union’s openness, together with its historic mission of enlarging the European and world space of democracy and peace. Tyrants will always dream of bringing you, dear and weak democracies, to your knees, just to say: ‘Comrades, your game is over, that was our sporting sense of partnership’.
To this we bring our brotherly solidarity based on a common destiny, with Eastern neighbours striving for a Europe of peace, to meet them with an extended hand. But also there is our own continued sense of being a civilisation of shared human values – not those neo–Darwinist, consumerist or cannibalistic ones – but how to live by assisting each other, not by annihilating others or pushing them aside.
Lithuania, I believe, will urge the Union to keep the doors open for Eastern neighbours interested in building democracy, and to disagree strongly with continued attempts to redraw the European political map by force.
Vilija Blinkevičiūtė (S&D). - Gerbiama Lietuvos Respublikos Prezidente, dėkoju Jums už pirmininkavimo programos pristatymą, sveikinu Jus ir linkiu kuo geriausios sėkmės pirmininkaujant.
Iš tikrųjų pirmininkavimas Tarybai yra labai didelis iššūkis ir atsakomybė mažai valstybei, kuri tik devynerius metus yra ES šeimoje, ypač kai pirmininkaujame pirmą kartą. Tačiau neabejoju, jog su šiuo garbingu uždaviniu mano gimtoji Lietuva sėkmingai susitvarkys. Mes turime pakankamai drąsos kelti ambicingus tikslus ir sugebėjimų juos įgyvendinti. Tai įrodėme dar 1990 metais, kai išsikovojome nepriklausomybę ir pakankamai per trumpą laiką sukūrėme Europos vertybėmis pagrįstą ir sparčiai besivystančią valstybę.
Šiuo metu Europa yra sudėtingoje situacijoje, todėl, be jokios abejonės, finansinis stabilumas, energetinis saugumas, ekonomikos augimas, darbo vietų kūrimas, konkurencingumo didinimas yra lemiamos sąlygos žmonių socialinei gerovei didinti. Ne mažiau svarbios yra ir socialinės politikos priemonės, kurios įgalintų sumažinti skurdo ir socialinės atskirties grėsmes. Ir nors pusmetis yra santykinai trumpas laikotarpis, tačiau per jį įmanoma daug ką padaryti. Svarbiausia, kad rezultatus realiai pajustų visi ES piliečiai. Ir ypatingai svarbu per šį pusmetį bendromis pastangomis priimti sprendimus, kurie įgalintų sumažinti nedarbą, ypač jaunimo. Ir Lietuva šiai sričiai privalo skirti ypatingą dėmesį. Tiek ES, tiek nacionaliniu lygiu kuo skubiau turime įgyvendinti „Jaunimo garantijų“ iniciatyvą.
Lietuvai tenka pirmininkauti per vieną atsakingiausių laikotarpių, kai Europa, pasiekusi lemiamą tašką po ką tik išgyventų ekonominių audrų, turi pasirinkti kelią, vedantį stabilesnės ir geresnės ateities link. Be to, Lietuvai, besibaigiant Europos Parlamento ir Komisijos mandatams, reikės surasti kompromisus, siekiant užtikrinti sklandų teisėkūros sprendimų priėmimą, konstruktyviai bendradarbiaujant su Europos Parlamentu, Europos Komisija bei Trejeto partnerėmis.
Linkiu Jums, gerbiama Prezidente, geriausios sėkmės, stiprybės ir visai Lietuvai taip pat, ir gerų rezultatų!

Šiandien galbūt vyksta tektoninis lūžis Lietuvos istorijoje todėl, kad pirmoji postkomunistinė valstybė, pirmininkaujanti Europos Sąjungos Tarybai, reiškia, kad Lietuva atsisveikina visiems laikams su postkomunistinės valstybės etikete, palieka šią kategoriją ir tampa neabejotinai patikima, ilgaamže europietiška valstybe. Kitas didžiulis lūžis yra tas, kad Lietuva pirmą kartą pasakos Europai ne apie save, o mėgins dalyvauti didžiuosiuose siužetuose, kurie yra tapę Europos kovos už demokratiją ir žmogaus teises tema visame pasaulyje. Tie siužetai – tai Tibeto laisvė, tai politiniai kaliniai visame pasaulyje, tai Michailas Chodarkovskis, tai Sergejus Magnickis. Lietuva savo politinio jautrumo dėka, buvusi valstybė, metusi iššūkį buvusiai Sovietų imperijai, geriau už bet ką kitą supras, kaip šiandien mūsų pasaulyje vis dar po moderniojo pasaulio vertybių ir modernios ekonomikos kaukėmis slepiasi tironija, despotizmas ir noras pavergti visuomenes bei individus mūsų kaimynystėje, pačioje Europoje. Galiausiai yra labai svarbu nekartoti istorijos klaidų ir nepalikti Europoje niekieno žemės, pilkųjų zonų, kurias užpildytų despotiški režimai ir neapykantos ideologijos. Štai kodėl Lietuvos prioritetai dirbant Rytų partnerystės programoje ir mėginimas suprasti, kas vyksta Ukrainoje, Moldovoje ir kitose partnerystės šalyse, reiškia, kad Europa turi unikalų šansą išgirsti balsą daug supratusios, daug patyrusios valstybės, kuri kovoja už Europą, sykiu kovodama už visas demokratinės ateities trokštančias tautas.
Hélène Flautre (Verts/ALE). - Monsieur le Président, Madame la Présidente, votre Présidence de l'Union européenne commence avec, en toile de fond, le scandale et le choc immense que constitue le programme d'espionnage massif des Européens.
Edward Snowden n'a toujours pas trouvé d'asile en Europe et, qui plus est, l'avion d'Evo Morales suspecté de le transporter a été forcé d'atterrir à Vienne.
Je vous demande, vraiment, Madame la Présidente, ce que vous allez faire pour qu'enfin, il soit mis un terme, en Europe, à cette complaisance et à cette complicité des États membres avec des programmes sécuritaires et de lutte contre le terrorisme, mis en place par les États-Unis, sur le sol européen, au mépris des droits fondamentaux et de nos standards.
Et je sais, Madame la Présidente, que vous connaissez bien cette affaire. Vous la connaissez bien parce que votre pays a reconnu, à travers deux enquêtes, avoir accueilli des centres de rétention à la demande de la CIA, dans les années 2000, après 2001. En tant que Présidente, vous aurez l'occasion d'évaluer, ici, dans ce Parlement, le rapport que nous avons adopté il y a bientôt un an sur ce sujet, qui demande au Conseil de reconnaître la participation des États membres dans la mise en place du programme illégal de la CIA et qui réclame des enquêtes indépendantes et publiques. Votre pays, d'ailleurs, a pris un engagement à cet égard et vous-même, madame la Présidente, vous vous êtes engagée, dans votre pays, à rouvrir les enquêtes s'il y avait des éléments nouveaux. Des éléments nouveaux, il y en a. Ils sont dans ce rapport. Des éléments nouveaux, il y en aura, et peut-être même sous votre Présidence, Madame la Présidente.
Il est donc temps, enfin, que l'Europe se fasse respecter sur ses standards en matière de droits de l'homme dans le cadre de la lutte contre le terrorisme et pour la sécurité.
Paweł Robert Kowal (ECR). - Pani Prezydent! Pani kolega mówił, że ten czas prezydencji litewskiej to jest czas, w którym Litwa może pokazać swoją kulturę, swoje zwyczaje, a ja myślę, że sytuacja dzisiaj w Europie jest taka, że Pani musi pokazać polityczny ząb. Trzeba w kilku sprawach zaproponować coś świeżego, coś nowego, co pochodzi z naszej części Europy. Liczę, że otrzyma Pani w tych sprawach wsparcie polskiej dyplomacji i polskich polityków.
Po pierwsze, to szczyt Partnerstwa Wschodniego. Będzie konieczna wielka aktywność, także Pani osobista, w ostatniej fazie przygotowania tego Partnerstwa. I zwracam uwagę na sprawę absolutnie zasadniczą, czyli kwestię wiz: zróbmy więcej niż można w sprawie tego, by nasi sąsiedzi ze Wschodu – i my to bardzo dobrze rozumiemy – mogli przyjeżdżać do Europy bez problemu.
I druga kwestia, która dotyczy Polski i Litwy w takim samym stopniu: wyjeżdżają nam młodzi ludzie, wyjeżdżają, szukając pracy na Zachodzie. Dzisiaj pojawiają się nowe pieniądze na walkę z bezrobociem młodych, tu jest potrzebny Pani nowy program i odważna propozycja. To musi być propozycja, która faktycznie powoduje, że młodzi ludzie zostaną na Litwie i w Polsce, że będą tam chcieli zakładać firmy. Jest potrzebna tutaj Pani odwaga polityczna i propozycja dla całej Europy i ja tego będę oczekiwał od prezydencji litewskiej – poważnych politycznych propozycji.
I jest potrzebne jeszcze to, co jest między nami, i co czuję się w obowiązku tutaj powiedzieć: niech Pani wykorzysta ten czas i dobre relacje z polską dyplomacją, i mocne wsparcie wielu polskich polityków, żeby uczynić krok, by te sprawy, które nas różnią a dotyczą mniejszości, też po tej prezydencji wyglądały lepiej. Nie na forum europejskim, ale między nami, żeby wyglądały lepiej. To też jest dla Pani dobra ku temu okazja, a my będziemy wspierali bardzo silnie litewską prezydencję. Osobiście obiecuję sobie po niej bardzo, bardzo dużo.
Τάκης Χατζηγεωργίου (GUE/NGL). - Κύριε Πρόεδρε, θέλουμε κι εμείς να συγχαρούμε με τη σειρά μας την Λιθουανική Προεδρία. Θέλω μόνο να της πω το εξής: Ίσως είστε η δέκατη Προεδρία από την εποχή που άρχισε η κρίση. Και όχι τόσο εσείς, οι Προεδρίες εννοώ, αλλά η Επιτροπή, που είναι ουσιαστικά αυτός που αποφασίζει, δεν έχει βρει λύση στο μεγάλο πρόβλημα της ανεργίας, κυρίως στους νέους, μέσα στην Ευρώπη. Οι άνεργοι νέοι στην Ευρώπη σήμερα αριθμούν μερικές δεκάδες εκατομμύρια, και η Επιτροπή, που ουσιαστικά αποφασίζει -επαναλαμβάνω-, δεν βρήκε λύσεις που να δίδουν απάντηση στο πρόβλημα· γιατί ο νέος που χάνει τη δουλειά του, δεν χάνει απλώς τον μισθό του· χάνει την αξιοπρέπειά του.
Εάν έχετε κάτι να κάμετε εσείς σαν Λιθουανική Προεδρία, είναι να βρείτε ποιους συμφέρει το γεγονός ότι δεν δίδονται περισσότερα δισεκατομμύρια στο να λυθεί το πρόβλημα της ανεργίας, την ώρα που σπαταλούνται τόσα δισεκατομμύρια σε τόσες πολλές υπερβολές. Να βρείτε ποιοι κερδίζουν, για να τους το πείτε κατάμουτρα!
Θέλω να πω και μια φράση για τη διεύρυνση. Η διεύρυνση δεν μπορεί να προχωρήσει, δεν μπορεί να προχωρήσει η Τουρκία, χωρίς να επιλυθεί το Κυπριακό Πρόβλημα. Ανοιχτά κεφάλαια υπάρχουν μόνον εφόσον η Τουρκία αποφασίσει να στρέψει την προσοχή της στην επίλυση του Κυπριακού.
Frank Vanhecke (EFD). - Ik heb vernomen dat het Litouwse voorzitterschap verklaart dat het eigenlijk met de onderhandelingen met kandidaat-lidstaat Turkije business as usual moet zijn, dat die onderhandelingen voor toetreding van Turkije als lidstaat gewoon doorgaan.
Ik vraag mij toch af waar wij in godsnaam mee bezig zijn. Men stopt een paar maanden met praten na de gebeurtenissen in Turkije en dan doet men gewoon verder alsof er niets gebeurd is. Maar iedereen heeft inmiddels live op tv kunnen zien hoe dat islamitische regime omgaat met andersdenkenden. De Europese burgers die wij toch geacht worden te vertegenwoordigen, begrijpen er niets meer van. Die begrijpen niet hoe dat niet-Europese islamitische land nog steeds in de running blijft om lid te worden van de Europese club, waar zij níet toe behoren, niet geschiedkundig, niet godsdienstig, niet politiek, niet cultureel, niet economisch.
Ik geef u een tip. Als men echt het democratisch deficit in Europa wil verkleinen, moet men eindelijk beginnen met de Europese publieke opinie ernstig te nemen, met te luisteren naar de mening van de Europese burgers.
Maar in plaats van dat te doen, stel ik vast dat ook het Litouws voorzitterschap het lef, de onbeschaamdheid heeft, om politici die dit ongenoegen, deze ongerustheid van de burgers vertolken, te omschrijven als "populist, homophobic en xenophobic". Dat heeft de Litouwse Eerste Minister recentelijk gedaan. Dat is eigenlijk een schande. Men moet luisteren naar de burgers. Men moet luisteren naar de politici die de bekommernissen van die burgers vertolken en men heeft niet het recht om die politici uit te schelden, want men scheldt dan meteen ook de publieke opinie en de burgers van Europa uit.
Francisco Sosa Wagner (NI). - Señor Presidente, en primer lugar quiero saludar al Gobierno de Lituania y desearle los mejores éxitos en la Presidencia de la Unión. No es fácil el momento en que nuestros amigos lituanos afrontan esta responsabilidad, porque los asuntos graves se agolpan en nuestras agendas, pero son precisamente las fechas del calendario las que imponen cerrar el mayor número de asuntos posible.
En ese sentido yo apuntaría temas como el del impulso de las redes europeas de telecomunicaciones, el avance en la creación del mercado interior de la energía y las infraestructuras energéticas, para evitar las islas aún existentes en el seno de la Unión Europea y que Lituania precisamente conoce muy bien; la reforma en profundidad del mercado de los derechos de emisión, como instrumento de la protección ambiental y también como vector de un modelo industrial innovador y progresista, acabando así con la anómala situación en la que este mercado se encuentra; en fin, aclarar si las reglas por las que se ha de regir la fracturación hidráulica, por un lado, y la planificación del desarrollo de las energías renovables, por otro, las han de fijar los Estados o la Unión Europea.
Trabajo, por tanto, no va a faltar a la Presidencia lituana, pero estoy seguro de que se afronta con el mejor ánimo, pues es el que se pone siempre en estas ocasiones de estreno.
Herbert Reul (PPE). - Herr Präsident, Frau Präsidentin! Mich stört zunehmend, dass in diese Debatten Sachen hineingetragen werden, die gar nichts mit der Debatte zu tun haben. Was Herr Gollnisch hier vorgetragen hat, hat mit dem Thema gar nichts zu tun. Aber auch innenpolitische Themen aus Litauen, finde ich, gehören nicht hier in die Debatte, sondern hier geht es um die Frage, wie die nächsten sechs Monate in der europäischen Politik gestaltet werden.
Da will ich Ihnen sagen, dass ich mir von dieser Präsidentschaft eine Menge verspreche, weil das eine Präsidentschaft eines kleinen, neuen Lands ist, das mit Schwung rangeht, eines Lands, das bewiesen hat, dass man aus eigener Kraft auch Schwierigkeiten bewältigen kann, das schnell aus wirtschaftlichen Krisen herausgekommen ist, das Finanz- und Wirtschaftskrisen überwindet und nach vorne geht, und von dem man ein Stückchen auch lernen kann. Das ist eben ein Land, das anderen nichts vorsagt, sondern vormacht, wie es gehen kann.
In der Frage, wie man mit dem Wachstum in Europa weiterkommt, kommt es auf ganz konkrete Projekte und Maßnahmen an. Wenn heute in Berlin viele zusammensitzen, um zu überlegen, wie man das mit konkreten Maßnahmen machen kann, dann bin ich im Gegensatz zu dem einen oder anderen Kollegen der Auffassung, dass das klug und vernünftig ist. Das bringt doch mehr als immer nur die Forderung nach mehr Geld oder andere Forderungen. Wie kann man ganz konkret Initiativen in den Mitgliedstaaten unterstützen und fördern? Wie kann man Aktivitäten, die da sind, um Jugendliche in Arbeit zu bringen, ganz konkret koordinieren? Wie kann man das Geld, das ja da ist, auch einsetzen? Es nützt doch nichts, immer nur neue Summen zu fordern, sondern es muss einmal gehandelt werden, es muss etwas passieren, es muss etwas geschehen, es muss umgesetzt werden! Da verspreche ich mir von dieser Konferenz viel, und da verspreche ich mir sehr viel von dieser litauischen Präsidentschaft.
Ich bin Ihnen sehr dankbar, Frau Präsidentin, dass Sie auch sehr deutlich die Energiepolitik angesprochen haben, und zwar eben nicht nach diesem Grundsatz „Und noch ein Ziel und noch ein Ziel“, sondern unter dem Gesichtspunkt: Wie kriegen wir das eigentlich hin mit dem Binnenmarkt? Was tun wir eigentlich, um Netze auszubauen, um Verbindungen zu schaffen? Wie sieht das eigentlich aus mit dem dritten Binnenmarktpaket? Beschlossen wurde es – ist es eigentlich umgesetzt in anderen Ländern? Kontrolliert das eigentlich jemand? Schauen wir da einmal drauf! Immer neue Gesetze zu beschließen, reicht nicht aus! Es geht ums Umsetzen, ums Realisieren. Die Netze müssen gebaut werden, damit Versorgungssicherheit entsteht.

Enrique Guerrero Salom (S&D). - Señor Presidente, señora Presidenta, enhorabuena con motivo de la primera vez que puede presidir la Unión. Usted ha señalado que es etapa final de un periodo, pero en la etapa final se suelen concentrar los problemas más relevantes. La Presidencia tiene muchas prioridades, pero yo me voy a centrar exclusivamente en lo que se refiere al empleo. Cada mes que venimos al Parlamento Europeo oímos que la situación económica va mejorando, pero cada mes constatamos que el porcentaje de parados en la Unión Europea va creciendo. Ayer supimos que el último dato era un dato histórico, el mayor en la historia de la Unión.
Este problema afecta fundamentalmente a los jóvenes. Afecta también a los mayores de cincuenta años, pero, en lo que se refiere a los jóvenes, daña los proyectos vitales de una parte de esa juventud europea. Daña también su integración social. Lituania lo sabe, porque una parte de su juventud está saliendo del país. Y daña también la legitimidad de la Unión Europea, que, en el futuro, depende de estos jóvenes. Por tanto, todos los esfuerzos que podamos realizar por mejorar el empleo de los jóvenes debemos hacerlos considerándolo como la prioridad fundamental.
Acabamos de dar un paso hacia el acuerdo sobre las perspectivas financieras. No hay que despreciar la cantidad que se ha puesto a disposición para mejorar el empleo juvenil y tenemos que reconocer que se ha avanzado en relación con la propuesta inicial al respecto, pero la dimensión del problema es tan grande que requiere que busquemos en todas partes para conseguir más recursos de los que, inicialmente, tendrán las perspectivas financieras.
En segundo lugar, hay acciones y reacciones por parte de los Gobiernos nacionales. Hoy mismo se reúnen en Berlín los ministros de empleo. Bienvenida sea esta reunión, pero nosotros queremos políticas europeas, queremos políticas comunitarias. Por eso, le pido que la Presidencia, en colaboración con la Comisión, impulse la dimensión europea y la dimensión comunitaria de la respuesta al desempleo juvenil.
Mañana vamos a votar el programa de trabajo de la Comisión para lo que queda de legislatura. Habrá ahí una serie de puntos. Espero que la Comisión sea sensible a estas propuestas y espero que el Consejo las apoye decididamente de aquí al final de su mandato.
Charles Goerens (ALDE). - Monsieur le Président, Madame la Présidente, vous le rappelez dès vos propos introductifs, le maître-mot de votre Présidence, c'est la crédibilité: préserver la crédibilité là où elle est menacée, la rétablir là où nous l'avons perdue. Votre biographie vous prédestine à relever ce défi. Vous mentionnez, à cet égard, la politique budgétaire, les politiques de l'emploi, le niveau des dettes, et j'en passe.
J'aimerais vous inviter, Madame la Présidente, à vous employer, avec le même degré d'engagement, à une construction européenne plus démocratique et moins intergouvernementale. Le Parlement européen vous saurait gré de vous activer à fond sur ce chantier: d'abord, en menant à bien les négociations sur les actes délégués, où il y va du droit du Parlement européen de peser dans la définition des priorités politiques relevant d'un acte législatif; ensuite, en nous faisant part de vos visions sur la future constellation institutionnelle de l'Union européenne. À l'approche des élections, cet éclairage pourrait être salutaire.
Ulrike Lunacek (Verts/ALE). - Mr President, I would like to welcome the President of Lithuania and President of the new EU Presidency, also as one of the few female Heads of State that we have in Europe and worldwide.
Madam President, in your programme you talk about a citizens’ Europe, and rightly so. You talk about focusing on strengthening the protection of fundamental rights, raising public awareness of shared EU values. Now, Lithuanians fought for freedom of assembly, as so many other states did, to get away from the Soviet Empire, but now in your city, in Vilnius, the mayor has banned Pride, the march for lesbians, gays, bisexual and transgender people which is going to take place on 27 July which I am also taking part in.
Non-discrimination on grounds of sexual orientation is enshrined in the Treaties and it is one of the fundamental rights of citizens, so I really do hope that you will go ahead and really put pressure as the President of Lithuania, as the Presidency of this European Union, to make sure that LGBT people will be able to walk freely and unthreatened in the middle of your home town. That will also set a good example for the Vilnius Summit to the countries of the Eastern Partnership.
Vicky Ford (ECR). - Madam President, you will be the last full chairman of the European Council before the next European elections. Europe is still in crisis and many people see the EU as out of touch and expensive. Madam President, you do not have an easy job, but I would ask you just three things.
Firstly, embrace reforms. The single market is meant to be a free market, not a protectionist one. We need growth, so why do our policies on energy, the environment and employment make us less competitive, not more? Secondly, please respect individual countries. One-size solutions do not work. When we say it is time to stop ever-closer union, it is because we think decisions need to be taken closer to the people they affect. Thirdly, please trust the people. Next year’s European election in the UK will be the first step towards a referendum. As someone who believes in freedom, I believe it is also right to give people a choice.
Jean-Pierre Audy (PPE). - Monsieur le Président, Madame la Présidente de la République, Monsieur le Vice-président de la Commission, avec l'Irlande, après l'Irlande et avant la Grèce, vous allez présider le Conseil. Au nom de la délégation française des députés européens du groupe PPE, je vous remercie de votre engagement.
Je ferai trois remarques. Sur le cadre financier pluriannuel – et j'espère que, tout à l'heure, nous allons voter une résolution –, vous aurez à faire le rédactionnel législatif. Je vous demande de bien prendre en considération la respiration politique de cette Assemblée pour que n'ayons pas d'incident de vote sur le texte précis, qu'il s'agisse de la flexibilité, de la clause de révision politique des ressources propres, etc.
Vous avez parlé du partenariat oriental, vous n'avez pas parlé de la Russie. Je me demande, Madame la Présidente, si vous n'auriez pas un rôle à jouer dans le rapprochement entre l'Union européenne et la Russie? Dans le cadre du trio de Présidences, il y a un volet très important sur la Russie. Bien sûr, ce n'est pas vous qui allez présider le Conseil "Affaires étrangères". Néanmoins, nous avons cinq États membres qui ont des frontières avec la Russie; nous avons beaucoup soutenu l'adhésion de la Russie à l'OMC; c'est un partenaire important pour l'énergie, pour ITER. Alors, je me demande si vous ne pourriez pas jouer un rôle au moment où la Russie préside le G 20 et où se tient le sommet de Saint-Pétersbourg, les 5 et 6 septembre. Je propose, d'ailleurs, Monsieur le Président – je réitère cette idée –, que nous invitions le Président Poutine à intervenir devant notre Assemblée, comme nous pourrions, également, inviter le Président Obama, compte tenu de toutes ces histoires d'espionnage.
Une dernière observation, Madame la présidente de la République, sur les relations que nous avons avec les chefs d'État et de gouvernement. J'ignore à qui, au sein de votre gouvernement, vous allez confier la Présidence du Conseil "Affaires générales", mais je vous serais très reconnaissant de bien vouloir venir souvent dans notre Assemblée et, notamment, en vue de la préparation des Conseils européens. C'est normalement un ministre qui vient, mais si pouviez nous accorder la faveur de débattre avec notre Parlement pour la préparation des Conseils européens, je crois que tous les parlementaires seraient touchés de cette attention, également, en votre qualité de membre du Conseil européen.
Libor Rouček (S&D). - Mr President, I would like to address the President-in-Office and say: ‘Welcome and let me congratulate you and your country on the achievements of your country since independence, and also what you are achieving now.’ As we have already mentioned, your country is growing economically and unemployment is going down – which is quite rare in the current economic environment.
I want to talk about one of your priorities, and that is the Eastern Partnership. Your country borders countries such as Belarus, Ukraine and other eastern neighbours. Your county, your administration, has the expertise and the knowledge of the region. Particularly in this priority area, we all wish that you succeed because it is in our interest that we move forward with the economic integration of our neighbourhood and that we move forward with the political associations with those countries which wish that.
You will have the full support of the S&D Group. We are working hard in those countries to remove some of the last hurdles we have before the Vilnius Summit so that we can sign the association partnership with Ukraine and we can initiate the same agreement with countries such as Moldova, Georgia or Armenia. We also hope that we will make progress on a country which sometimes we consider very difficult, and that is Belarus.
Chris Davies (ALDE). - Mr President, we heard from President Barroso that the key objective was delivery, so I am asking the Lithuanian Presidency to deliver on one specific objective. We are now close to completing the work of reforming the common fisheries policy, but one key element of that is the requirement that every fishery should have a long-term management plan prepared for it. There is a dispute between the Council and Parliament over the interpretation of the Treaty and how such plans should be prepared. The Council has agreed that an interinstitutional task force should be proposed to settle this dispute, but nothing has yet happened to take this forward.
So I am asking the President-in-Office to take this up with the President of Parliament, to set up this interinstitutional task force and let us move forward. Let us identify the issues, let us negotiate a way forward and let us complete this work before the end of the Lithuanian Presidency. That way, Madam President, you can ensure that a key element of this delivery can be accomplished and we can ensure that there is a better future for Europe’s fish stocks and for its fishermen.
Satu Hassi (Verts/ALE). - Arvoisa puhemies, hyvät kollegat, puheenjohtajuus on pienelle maalle iso urakka, mutta myös hieno mahdollisuus. Liettua on Itämeren rantamaa, kuten myös oma maani. Me puhumme tässä salissa aivan liian harvoin siitä, että Itämeri, joka on melkein EU:n sisämeri, on yksi maailman saastuneimmista meristä. Sen suurin ongelma on typen ja fosforin aiheuttama rehevöityminen.
Viime vuonna tutkijat löysivät massiivisen fosforivuodon Itämeren rannalta, Venäjältä Kingiseppistä, lannoitetehtaan jätevuoresta. Se saatiin halvalla tukittua. Tänä vuonna on löytynyt kaksi vastaavaa vuotoepäilyä Puolasta myös lannoitetehtaiden jätekasoista, GZNF Fosfory ja Zakady Chemiczne.
Toivon, että Liettua puheenjohtajavaltiona toimii päättäväisesti näiden ja muidenkin Itämertamme saastuttavien vuotojen lopettamiseksi. Toivotan onnea, menestystä ja kaikkea hyvää Liettuan puheenjohtajuudelle, jota odotan innostuneena.
Mirosław Piotrowski (ECR). - Pani Prezydent! Panie Przewodniczący! Traktat lizboński zredukował znaczenie prezydencji do wymiarów niemalże symbolicznych. W trakcie prezydencji w Radzie Unii Europejskiej uwaga opinii publicznej skupia się także na problemach kraju, który tę prezydencję sprawuje. Od wielu lat władze litewskie dyskryminują zamieszkałych na terenie Litwy Polaków, którzy określani są jako mniejszość narodowa, pomimo że są oni rdzennymi mieszkańcami tych terenów. Ze szczególną niechęcią traktowani są przez kolejne litewskie rządy. Polacy pozbawieni są praw, które gwarantuje prawodawstwo unijne, np. prawa do posługiwania się językiem ojczystym w urzędach (nakładane są za to kary), zapisywania nazwisk w oryginalnej pisowni, podobnie jak nazw ulic i miejscowości po polsku. Zamyka się także kolejne polskie szkoły. Walcząc z polskością, rząd litewski dopuszcza nawet do bezczeszczenia zabytkowych nagrobków na polskich cmentarzach. Sądzę, że Litwa, która na cele swojej prezydencji przekazuje 62 miliony euro, powinna chociaż jeden milion przeznaczyć na renowację polskich nagrobków, co byłoby symbolicznym sygnałem powrotu do europejskich standardów i uwiarygodnieniem innych działań tego państwa w Radzie Unii Europejskiej.
Edit Herczog (S&D). - Elnök úr, tisztelt elnök asszony! Önök az első balti ország, aki elnökséget ad. Önök azok, akik ma az Európai Unió sikertörténetei, miközben 25 éve még a Szovjetunió része voltak. Arra kérem Önöket, hogy az Európai Tanácsban világosítsák fel a magyar kormányfőt a különbségről.
Ami az elnökséget illeti, sok munka vár Önökre. Kérjük, hogy a féktelen, sokszor parttalan vitákat váltsák cselekedetekre. A fiatalok nem csak a munkanélküliség kezelésére várnak, hanem arra is, hogy a törvényhozás segítse a digitális korszak kiterjedését, hogy az internet mindenki számára elérhető legyen, ezért arra kérem Önöket, hogy a digitális agendát, a szélessávú és az energiahálózatokhoz történő beruházásokat tekintsék prioritásoknak.
A Recovery Program tapasztalatai alapján mondhatjuk, hogy a források mellett az engedélyeztetés felgyorsítása, hatékonyabbá tétele, az akadályok lebontása nagyon fontos. És végül, mint az Euronest tagja üdvözlöm és várakozással tekintek a keleti partnerség csúcsra. Az európai demokratikus értékeket muszáj a világ szélesebb körében, a keleti tagállamokban is terjeszteni, és a gazdasági kapcsolatokat kihasználni. Elnök asszony! Önnek és szociáldemokrata kormányának kívánok nagyon sok sikert a következő félévben. Várjuk az eredményeiket!
Graham Watson (ALDE). - Mr President, I would like address the President-in-Office of the Council and say that this is a great day. Your country is the first former Soviet republic to preside our Union. Your Presidency programme is promising, including in the area of rights, but I urge you, as the country which has set the best example to bring together the Baltic States, to deal with official attitudes to ethnic Russians.
I could cite several cases of concern, but I will limit myself to the case of Viktor Uspaskich, whose bravura in the ballot has brought consequences catalogued in the WikiLeaks cables. I do not contest the accusations against Mr Uspaskich, but I fear that the role of your judiciary requires examination. I suggest, President-in-Office, with respect, that if that is my perception then it is your problem. I hope Lithuania will satisfy us that due process is paramount.
Tatjana Ždanoka (Verts/ALE). - Es gribu Grybauskaitė kundzi apsveikt, un, protams, Lietuvu, ar stāšanos ļoti svarīgajā prezidentūras amatā.
Šis pusgads Eiropai būs ļoti atbildīgs. Eiropas Savienība beidzot ir sapratusi, ka mums ir problēmas ar iekšējo demokrātiju. Līdz šim mēs tikai mācījām pārējo pasauli, kā rīkoties. Mēs šodien balsosim par rekomendācijām Ungārijai ievērot mazākumtiesības, bet problēmas pastāv arī ar vairākumtiesībām.
Mūsu portfelī ir rezolūcija par manas valsts — Latvijas — stāšanos eurozonā, un vairākums Latvijas pilsoņu esot pret to. Mazākumtiesības mums ir pārkāptas jau sen, jau 20 gadus, mākslīgi radot nepilsoņus, kuriem ir liegtas vēlēšanu tiesības. Bet vairākuma tiesību liegšana — tas ir kaut kas jauns. Un Latvijas finanšu ministrs, kas viesojas šobrīd Eiropas Parlamentā, izteicās aizvakar tā: „Pat ja Latvijā tiks sarīkots referendums par euro ieviešanu, tam būs tikai konsultatīvs raksturs un Latvijas virzību uz eurozonu tas nemainīs.” Vai tā ir demokrātija?

Where does that information come from? If the only source is local nationalists of Polish origin in Lithuania, it is not reliable. I should also like to ask Sir Graham Watson about his remarks concerning Viktor Uspaskich.

Graham Watson (ALDE), blue-card answer to Vytautas Landsbergis. – Mr Landsbergis, I am not sure if I have understood your question, but I believe that you will be well acquainted with the case of Mr Uspaskich, and you will be well acquainted also with the revelations that came out in the WikiLeaks cables and in a book written by a former President of the country.
My point is this: much progress has been made in the very difficult area of dealing with people who are ethnic Russians, particularly if those people are successful in society, but I hope we can see further progress so that everybody will be convinced that everybody in society in the former Soviet republics is treated equally by officialdom.
Jacek Protasiewicz (PPE). - Panie Przewodniczący! Pani Prezydent! Pozwólcie, Drodzy Koledzy, że jako wiceprzewodniczący Parlamentu, który odpowiada za współpracę z krajami Partnerstwa Wschodniego, skupię się właśnie na tym priorytecie litewskiej prezydencji.
Zgadzam się z opinią, że szczyt Partnerstwa w Wilnie ma szansę być wydarzeniem historycznym. Parafowanie umów stowarzyszeniowych z Mołdawią, z Gruzją, wierzę, że również z Armenią, a zwłaszcza podpisanie takiej umowy oraz porozumienia o wolnym handlu z Ukrainą to będzie nie tylko spektakularny sukces prezydencji i zwieńczenie wielu lat żmudnych działań dyplomacji europejskiej, ale to będzie prawdziwy geopolityczny zwrot, kładący, mam nadzieję, fundament pod bezpieczniejszą, bardziej demokratyczną, po prostu lepszą przyszłość naszej części Europy.
Świadomość wagi tego wydarzenia nie może jednak przesłaniać nam problemów, zwłaszcza z praworządnością i poszanowaniem praw człowieka, jakie wciąż istnieją w krajach aspirujących do politycznego stowarzyszenia z Unią Europejską. Chcę z tego miejsca wyraźnie oświadczyć: nie można myśleć o europejskiej perspektywie, trzymając pod kluczem więźniów sumienia lub oponentów politycznych. W tej sytuacji oczekujemy, jeszcze przed szczytem w Wilnie, że nie będzie na Białorusi więźniów politycznych. Liczymy również, że zmieni się rozwój sytuacji politycznej w Gruzji, gdzie kolejni politycy opozycji trafiają do więzienia, mimo że – jak na przykład były premier Merabiszwili – nie uchylali się od kontaktów z wymiarem sprawiedliwości. I wreszcie mamy nadzieję na gest, humanitarny gest, prezydenta Ukrainy w sprawie swojej niedawnej rywalki w wyborach prezydenckich, pani Julii Tymoszenko.
I na końcu, Pani Prezydent, życzę Pani również, aby prezydencja litewska przyniosła realne postępy w negocjacjach nad ułatwieniami wizowymi dla obywateli krajów naszego Wschodniego Sąsiedztwa. My znamy ich dobrze, Litwini, Polacy, wiemy, że są to ludzie, którzy zasługują na swobodny wjazd do Unii Europejskiej. Będzie z tego pożytek.
I dołączam do słów mojego kolegi Pawła Kowala: niech ta prezydencja będzie również przełomem w relacjach bilateralnych polsko-litewskich. Tego z całego serca Pani życzę!
András Gyürk (PPE). - Elnök asszony, tisztelt képviselőtársim! Hallottuk, a litván elnökség egyik célkitűzése az Európai Unió hitelességének megerősítése. A hitelességre az uniós energiapolitika terén különösen nagy szükség van, hiszen az állampolgárok egyenlőre keveset érzékelnek a közös energiapolitika nyújtotta előnyökből. Az új tagállamok energiapiacait például továbbra is a hiányos infrastruktúrák és az uniós átlagnál magasabb energiaárak jellemzik. A balti államok helyzete – egyébként például Magyarországhoz hasonlóan – még az átlagosnál is kiszolgáltatottabb, hiszen egyetlen energiaexportőrtől függenek az infrastrukturális összeköttetések hiányából adódóan. Az egységes piac létrejöttéhez most nem további uniós szintű jogszabályokra van szükség, hiszen a második és a harmadik energiacsomag megfelelő alapot teremt a közös energiapiac megteremtéséhez. Amire most szükség van az az, hogy a tagállamok átültessék a gyakorlatba az általuk is jóváhagyott uniós szabályokat. Ha úgy tetszik tehát, a Tanácson a sor. Az uniós energiapolitika szempontjából különösen örvendetes, hogy Litvánia veszi át az elnökségi stafétabotot. A litvánok tudják, hogy a közös energiapolitika nem csak alacsonyabb árakat jelent, hanem a függetlenség záloga is. Ezért biztos vagyok abban, hogy az elnökség mindent meg fog tenni annak érdekében, hogy a tagállamok mihamarább megvalósítsák az egységes energiapiacot és jobban összehangolják energia-külpolitikájukat is.
Tisztelt képviselőtársaim! Európa energiaellátásának biztonsága csak az egységes piac és az összehangolt uniós fellépés révén szavatolható. Az Unió kiszolgáltatottságának csökkentése érdekében azonban még további erőfeszítésekre van szükség, amihez sok sikert kívánok a litván elnökségnek és személyesen elnök asszonynak is.
Patrizia Toia (S&D). - Signor Presidente, onorevoli colleghi, buongiorno signora Presidente e buon lavoro per questa prima Presidenza europea del Suo paese.
Voglio richiamare solo due punti: il primo è la complessa finalizzazione dei più di 70 dossier legislativi che accompagnano il quadro finanziario. Comunque siano le cifre e il negoziato, rimangono aperti punti importanti che possono caratterizzare in senso qualitativo il nostro lavoro, il lavoro dell'Unione europea del futuro e quindi noi contiamo sul lavoro della Sua Presidenza per un'intelligente e lungimirante intesa con le posizioni del Parlamento che sono maturate in questi mesi.
L'altro punto riguarda la crescita e la ripresa dell'economia. Noi siamo sostenitori – l'ha detto l'onorevole Swoboda – di un consolidamento fiscale che concili la crescita con l'occupazione. Questo significa che la nostra economia deve riprendere slancio e noi dobbiamo rafforzare il mondo produttivo delle imprese e del lavoro sostenendo il manifatturiero. Abbiamo lasciato troppo ai margini della nostra visione di futuro europeo l'industria con la sua innovazione e il suo capitale umano; oggi dobbiamo rimediare e la politica industriale dovrà avere più centralità.
Sta già avvenendo che in alcuni paesi si richiamino le aziende a ritornare in Europa, quelle aziende che sono andate fuori. Il vostro lavoro caratterizzerà il futuro Consiglio europeo del febbraio prossimo ma si elaborerà in questi mesi per prepararlo proprio sulla politica industriale.
L'ultimo accenno lo faccio sulla parola che Lei ha usato, dei tre aggettivi per la sua azione: un'Europa credibile – mi piace, lo trovo appropriato; credibilità vuol dire serietà, ma vuol dire soprattutto coerenza tra parole e atti, tra sogni, visioni e scelte concrete. Questa della coerenza è purtroppo una qualità di cui l'Europa spesso difetta, contiamo dunque sulla Sua Presidenza per il recupero di questa credibilità che vuole dire fiducia.
Sophia in 't Veld (ALDE). - Mr President, first I would like to congratulate the President-in-office of the Council on the first Lithuanian Presidency. With great delight, I heard her address issues such as European values, the Year of the European Citizen, and say that she wanted people to be able to access their liberties and release their potential. She said that she wanted Lithuania to lead by example.
I would very much encourage the Lithuanian Presidency to start leading by example by lifting the ban on the Pride march in the centre of Vilnius. When I go to Vilnius at the end of this month, I want to see Vilnius celebrating diversity. I want to see a city which is celebrating openness and tolerance, which is an image of a city that is very colourful and embraces everybody.
I think you will agree with me, Madam President-in-Office, that homophobia is not the answer to these uncertain times. Homophobia does not create jobs and is certainly not very good city marketing. This afternoon there will be another court ruling and I hope it is favourable. I hope to see you in Vilnius on 27 July and celebrate diversity in Europe.
IN THE CHAIR: LÁSZLÓ SURJÁN Vice-President
Tunne Kelam (PPE). - Mr President, it is significant that on the first day of the Lithuanian Presidency, Croatia joins the European family and also that, at the end of the Presidency, Latvia is to become a member of the eurozone. I think this is a message that the EU enlargement is, and continues to be, a success story for all participants.
The Lithuanian example in reforming its economy, as is the case with other Baltic States, is encouraging for the EU. Balancing the budget and conducting reforms can be combined with growth. The result is the fastest growing economies in Europe. However, structural reforms are dragging their feet in many states and we need a determined leadership to complete them.
One of the most pressing tasks for the Lithuanian Presidency is connecting Europe. In modern terms, the Baltic States and Finland are still very much cut off from Europe. Our infrastructures, dating back to Soviet times, connect us to Moscow rather than to the heart of Europe. Hopefully I am mistaken, but I did not find among the Lithuanian priorities the Rail Baltica project, which has received support from the Commission. I hope that we will not be content with only having the planned Railway Safety Directive. We first need to build a modern railway connecting Finland, the Baltic States and Poland to Berlin and Brussels. I also ask for your kind help in solving the problem of creating a joint venture among the three Baltic States to start managing the Rail Baltica project in practice.
The Eastern neighbourhood is especially pertinent to Lithuania. The successful Vilnius summit will be crucial for both our neighbouring countries as well as for the EU. As you said, Eastern partners must know that they are welcome. I wish our Lithuanian friends the success that they rightly deserve.
Glenis Willmott (S&D). - Mr President, as the rapporteur, I feel I must raise the clinical trials regulation with the Lithuanian Presidency.
All stakeholders agree that this regulation is desperately needed. The number of clinical trials carried out in the EU dropped by 25% between 2007 and 2011. That is really bad news for skilled jobs in medical research and bad news for patients who want better medicines. Pharmaceutical companies are going elsewhere to trial new drugs. We have to make clinical trials simpler to conduct by reducing bureaucracy and facilitate cross-border research, which is vital for rare diseases, whilst keeping patient safety and good medicine at the heart of the legislation.
An extremely important part of that is to increase transparency. We must know trial results, whether they are positive, negative or inconclusive. I have negotiated a balanced Parliament position that will make trials more affordable, efficient and transparent and Europe a more attractive place for pharmaceutical companies, non-commercial sponsors and patients to take part in clinical trials. The report was adopted unanimously and all political groups supported my mandate to open negotiations with the Council.
But we are up against the clock to agree this regulation in this Parliament. We need to finish negotiations by December. This is really too important for us to lose. I know it is a priority for the Lithuanian Presidency. What I really want is assurances from you that negotiations will be concluded under your Presidency.

Dubravka Šuica (PPE). - Poštovane kolegice i kolege, poštovani predsjedavajući, gospođo predsjednice, ovo je izuzetna čast za mene: prvi put govorim u Europskom parlamentu i prvi put govorim na 24. jeziku Europske unije, hrvatskom jeziku. Potpuno se veselim i drago mi je da se litavsko predsjedanje poklopilo s ulaskom Hrvatske u Europsku uniju, znači s 1. srpnjem. Želim se posebno zahvaliti gospođi predsjednici koja je prije dva dana bila u Zagrebu i održala dirljivi govor u povodu našeg pristupanja Europskoj uniji. Još jedanput, hvala Vam na onako lijepom govoru. Mi, Hrvati, potpuno razumijemo način na koji je Litva uspjela postići svoju slobodu i postati dio Europske unije jer smo mi također prošli težak, ali možda duži put.
Zašto smo svi mi ovdje zajedno? Znamo da nam je osnovni cilj čuvati demokraciju, vladavinu prava, mir, stabilnost, ali i graditi zajedno prosperitet ili blagostanje. Kako ćemo to napraviti? Čuli smo od Vas, gospođo predsjednice, tijekom Vašeg uvodnog izlaganja više toga, i neću imati vremena sve to ponavljati, ali ostavljam sebi kao jedan važan zadatak ovdje spomenuti garanciju za mlade. Smatram da treba produbiti taj projekt jer je nezaposlenost tema koja najviše trenutno tišti zemlje, posebno one koje dolaze s istočne strane Europske unije.
Trenutak je posebno težak, kad dobivate predsjedanje, vrlo je težak trenutak s obzirom na gospodarsku krizu, s obzirom na predizborni kalendar, ali ja vjerujem da ćete uspjeti i želim Vam se zahvaliti još jedanput i Vašim rječnikom rečeno, želim Vam uspjeh u kormilarenju ovim velikim brodom.
Mojca Kleva Kekuš (S&D). - Boj proti davčnim goljufijam in davčnim oazam se je v zadnjih mesecih končno iz političnih obljub prelevil v konkretna dejanja.
Komisija je konec lanskega leta pripravila seznam ukrepov o tem, kako se lotevati davčnih goljufij in davčnih oaz. In tu, v Evropskem parlamentu, smo ta seznam dopolnili in dodali še eno posebno poglavje, ki se dotika samo davčnih oaz.
Irsko predsedstvo se je res veliko ukvarjalo s temi temami in s temi vprašanji, zato me zanima, kako gleda litvansko predsedstvo na ta vprašanja in če namerava nadaljevati boj na teh vprašanjih. Namreč, v Parlamentu imamo... mislim, države članice so se na zadnjem Svetu že dogovorile, da bodo... k implementaciji direktive o prihrankih in glede hitrega reakcijskega mehanizma pri goljufijah z DDV-jem.

Lambert van Nistelrooij (PPE). - Mr President, 2014 is an important year to initiate the flow of funds that we created in the MFF, and to make investments a reality. For the European structural and investment funds, we have a big budget of EUR 325 billion available until 2020, and at the same time we see that a maximum core of 26.5 million people are unemployed. The core point is: if there are more people at work we can do it in a smarter and greener way.
We have to negotiate with the Council, with you President-in-Office, to get agreement on three other issues. Firstly, the market of conditionality: Parliament is against the possibility of putting money from the regions aside during the period. Secondly, the performance reserve: there is also a proposal to put EUR 30 billion aside during the next seven years and maybe we can only spend it after 2020. Thirdly, the border regions: they are the real victims from a financial perspective.
Taken together we have to negotiate on these important points. I have a lot of trust in your Presidency. You did a great job in your own country, and so let us get down to work and create jobs.
Wojciech Michał Olejniczak (S&D). - Panie Przewodniczący! Szanowna Pani Prezydent! Bardzo cieszy mnie fakt, że kolejne państwo Europy Środkowo-Wschodniej będzie teraz przewodniczyć Unii Europejskiej. Liczę, że pozwoli to Europie ponownie zwrócić uwagę na sytuację i wyzwania nowych państw członkowskich.
A łączy nas wiele. W pełni popieram dążenie Litwy, ale też i Polski i innych państw Europy Środkowo-Wschodniej do pełnego np. wyrównania poziomu dopłat bezpośrednich dla rolników. Teraz, gdy osiągnęliśmy już porozumienie w sprawie kształtu WPR na kolejne lata, prezydencję czekają zadania związane z finalizacją rozporządzeń, a nas wszystkich – również tutaj w Parlamencie Europejskim – wyzwanie polegające na zakomunikowaniu we właściwy sposób opinii publicznej, jak będą funkcjonować odpowiednie mechanizmy wsparcia produkcji oraz rozwoju obszarów wiejskich.
Cieszy mnie również podjęcie przez prezydencję tematyki transeuropejskich sieci energetycznych i transportowych. Strategicznie położona Litwa zdaje się znakomicie rozumieć, jak ważne dla integracji europejskiej jest łączenie kontynentu poprzez nowe korytarze transportowe oraz ujednolicanie rynku przesyłu energii.
Żałuję, że w toku uzgadniania Wieloletnich Ram Finansowych nie udało się wyasygnować większej liczby środków na instrument „Łącząc Europę”. Tym niemniej wyrażam nadzieję, że również i prezydencja dołoży swoich starań, by te skromniejsze środki zostały właściwie wydane.
Laima Liucija Andrikienė (PPE). - Džiaugiuosi sulaukusi šios dienos Europos Parlamente ir sveikinu ilgai lauktą istorinį Lietuvos pirmininkavimą Europos Sąjungos Tarybai. Prioritetai, veiksmų programa, kurių įgyvendinimui Lietuva skirs didžiausią dėmesį, yra ambicingi, daug žadantys, bet įgyvendinami. Kaip jau minėjo Prezidentė D. Grybauskaitė, Lietuvos pirmininkavimo tikslai, patikima, auganti, atvira Europa yra kaip tik tai, ko šiuo metu labiausia reikia skausmingą finansų ir ekonominę krizę, dažnai ir lyderystės stoką išgyvenusiai Europos Sąjungai. Kalbėdami apie patikimą Europą, pirmiausia turime galvoje geresnį ekonominį valdymą, tvarką mokesčių sistemoje, kovą su finansiniais nusikaltimais. Auganti Europa – tai dėmesys mūsų skaitmeninei darbotvarkei, moksliniams tyrimams ir inovacijoms, taip pat efektyviai veikiančiai vieningai rinkai, energijos rinkai Europos Sąjungos viduje. Ir pagaliau atvira Europa – tai Europos Sąjungos plėtros darbotvarkė, saugi Europos kaimynystė ir užsienio prekyba, kurios tikslas – ūkio augimas. Kolegos, ypatingai svarbu, kad Lietuvos pirmininkavimo metu turime proga Europos Sąjungos santykius su rytų kaimynėmis Ukraina, Moldova, Gruzija ir Armėnija pakylėti į kokybiškai aukštesnį lygį, kokybiškai naują lygį, tokį, kad integracijos procesai taptų negrįžtamais, o šių valstybių europinė perspektyva, narystės perspektyva taptų realesnė. Negaliu nepaminėti Baltijos jūros strategijos, kuri taip pat yra Lietuvos prioritetų sąraše. Baltijos Jūra – Europos Sąjungos vidaus jūra, aplink ją gyvena aštuonios Europos Sąjungos valstybės narės. Baltijos jūra – ne tik mūsų meilė, bet ir mūsų atsakomybė. Tikiuosi, kad Lietuvos pirmininkavimo metu šalia kitų svarbiausių klausimų rasime laiko ir jėgų ir šiai strategijai.
Pervenche Berès (S&D). - Monsieur le Président, Madame la Présidente, vous accédez à la Présidence de l'Union européenne dans une Union qui est en crise et, dans ce contexte, vous avez entendu l'ensemble de mes collègues égrener leurs demandes et leurs attentes.
Nous savons bien que vous ne résoudrez pas tous les problèmes, mais permettez-moi simplement d'attirer votre attention sur une dimension de votre responsabilité, à savoir celle de prendre en compte la dimension sociale de l'Union européenne, de l'Union économique et monétaire. Car, sinon, ce sont les peuples d'Europe qui se retourneront contre l'Union européenne, ce projet auquel la Croatie vient d'adhérer et qui nous tient tant à cœur, tant nous savons que c'est la solution que nous attendons, mais par rapport à laquelle nous devons remobiliser nos citoyens.
Vous n'y parviendrez pas si nous n'engageons pas, sur les sujets essentiels, sous votre responsabilité, des négociations fructueuses. Je pense d'abord à la négociation de la directive sur le détachement des travailleurs. Ce sera une négociation difficile, mais vous devez savoir que, pour beaucoup de nos concitoyens, cette directive est le symbole du dumping social dont ils ne veulent pas et qui les fait se dresser contre l'Union européenne.
Puis, après les élections allemandes, vous devrez engager la discussion sur une véritable Union économique et monétaire. Alors, il vous faudra, là aussi, tenir compte de la dimension sociale, sinon nous n'y parviendrons pas.
Je vous souhaite bon courage, et nous vous attendons au rendez-vous dans les négociations.

Jerzy Buzek (PPE). - Panie Przewodniczący! Witam Panią Prezydent w Parlamencie Europejskim po dłuższej przerwie.
Madam President-in-Office, let me emphasise once again, as my colleagues have already done, the crucial importance of the Eastern Partnership and the Vilnius Summit, and of the comprehensive and deep free trade agreement with Ukraine and all the progress which could be made with Georgia and Moldova.
But the energy issue could be an even more important sign in a long-term perspective of your Presidency.
Two points are of crucial importance – I encourage myself to give you advice as I am the rapporteur for the internal energy market in this Parliament. The first point: implementation of all existing legislation by all the Member States. This is the responsibility of the Council as well.
Second, the selection of the most important cross-border connections projects for spending money from the Connecting Europe Facility. Stop energy islands in the European Union. Let us build a true European energy community.
Zigmantas Balčytis (S&D). - Taip pat noriu pasveikinti Lietuvos valstybę, Jus asmeniškai su šita išskirtine data. Mano kolega, vienas iš mano kolegų, ir čia šiandien Parlamente buvo išsakyta visa eilė pasiūlymų, klausimų, nusiskundimų. Ir tai tik tai nedidelė dalis problemų, su kuriomis Lietuva susidurs pirmininkavimo metu. Kai kurios šios problemos atėjo dėl laikmečio pasikeitimo objektyviai. Kai kurios jos atėjo tiesiog dėl politinės valios ir kaip kai kurių galbūt neteisingų sprendimų išdava. Aš kalbu apie mokesčių sritį, kalbu apie bankinį sektorių, kalbu apie ekonominę valdyseną ir, aišku, apie energetikos sritį. Ir aš manau, kad norint Europai ir visoms valstybėms eiti pažangos keliu, mes ateityje turėsime pakeisti šituos sprendimus. Todėl linkiu politinės valios, atsakomybės, ir aš tikiuosi, kad Lietuva bus ta valstybė, kuri tai padarys.
Andrew Henry William Brons (NI). - Mr President, this Presidency will be even more inspired by the EU and less by the presiding country because unusually the key player will be the President rather than the Prime Minister. Why? Because the President is a former commissioner with an EU mindset. There will be more of the same: single market, banking union, neo-liberal global free trade, talk about growth and unemployment without considering the conditions for the first or the causes of the second.
The Eastern Partnership is of particular interest. We are told that the politically inspired prosecution of Yulia Tymoshenko has affected relations with Ukraine. I look forward to the politically inspired prosecution of Marine Le Pen affecting relations with France.
The most important players in the EU project are invited to Bilderberg conferences. I wonder whether the Lithuanian President was invited this year. If not, why not? I think we should be told.
Radvilė Morkūnaitė-Mikulėnienė (PPE). - Gerbiama Prezidente, tikrai malonu matyti Jus ir visą Lietuvos komandą šiandien Europos Parlamente ir turėti šią diskusiją. Kaip ir iki pirmininkavimo kartu dirbome, taip, tikiuosi, dirbsime ir toliau visi kartu dėl sėkmingo pirmininkavimo.
Norėčiau atkreipti dėmesį į Baltijos jūros strategiją, šiandien ji buvo paminėta. Tai svarbus dalykas, kuris startavo 2009 metais kaip pilotinis makroregioninės strategijos projektas ir tapo sektinu pavyzdžiu, kadangi šiandien Parlamente turime ir Juodosios Jūros strategiją, ir Alpių, ir Dunojaus strategijas. Tai yra reikšmingas instrumentas Baltijos jūros šalims efektyviai įveikti bendrus iššūkius kalbant apie vandens kokybės gerinimą, ekonominį augimą, transporto politiką, todėl labai svarbu tęsti geresnio koordinavimo darbą. Ir labai laukiame Europos Komisijos vertinimo, lygiai taip, kaip laukiame Tarybos išvados, ir tiesiog tikiuosi, kad Lietuvos pirmininkavimo metu mes tikrai šitą klausimą pakelsime į dar aukštesnį politinį lygmenį.
Csaba Sándor Tabajdi (S&D). - Tisztelt elnök asszony, kedves kollégák! Mint a frakciómban a visegrádi együttműködés, mai néven a Duna-Balti Együttműködés kezdeményezője, nagy szeretettel köszöntöm a litván elnökséget, és bízom abban, hogy ugyanolyan eredményes lesz, amilyen Grybauskaite elnök asszony volt biztos korában, amikor harcolt az új tagállamok egyenjogúságáért. Szükség is van erre a kohéziós politika keretében, mivel a makrogazdasági feltételrendszer nagyon káros az új tagállamok számára. Szeretném felhívni a közös agrárpolitika keretében fordítsanak figyelmet a kisparaszti gazdaságok támogatási rendszere szabályaink a kidolgozására. Végül szeretnék gratulálni a jelenlegi szociáldemokrata kormánynak, hogy benne van a lengyel kisebbségi párt. Remélem, hogy ez javítja a lengyel kisebbség helyzetét Litvániában és segíti az európai kisebbségvédelmi rendszert.

Maroš Šefčovič, Vice-President of the Commission. − Mr President, the debate has clearly shown that there are high expectations for the Lithuanian Presidency. The President-in-Office said this morning that the citizens of Europe are delivering and that now it is our turn to deliver as well. Madam President, you are absolutely right.
There are already some positive signs that recovery is returning to Europe. We have managed to restore the trust in our common currency, the euro, but the longest crisis since the Second World War is still with us. Fiscal consolidation is painful and unemployment is still very high. To restore growth and work on sustainable jobs is our common top priority.
Therefore we in the Commission are highly appreciative of the Lithuanian Presidency’s impressive programme. Completion of the MFF programming and sectoral programmes will open the way to EUR 1 trillion investment in the EU budget being placed at the service of Europe. The adoption of Single Market Act I, progress on Single Market Act II, as well as, hopefully, adoption of the single resolution mechanism which the Commission will propose next week, are all key measures which can help Europe to return to the path of growth.
Under the Lithuanian Presidency we will have the first collective assessment of the draft national budgets under the toolbox procedures. As the President of the Commission announced this morning, the Commission is prepared to support investments under structural and cohesion policy, trans-European networks and the Connecting Europe Facility through additional flexibility when assessing structural deficits.
Next year we will have the European elections. Parliament became a true co-legislator during this legislative period and this should be reflected on the European political scene as well. We must give European political parties European legal statutes and create conditions for truly European-wide political debate.
I am therefore very thankful, Madam President-in-Office, that your Deputy Minister for Foreign Affairs Vytas Leškevičius was ready to work on this proposal from day one. Yesterday we had our first very promising informal meeting, which makes me confident that we can complete the work on this proposal in October.
Madam President-in-Office, the Commission knows how important the Eastern Partnership summit is for you. We are ready to work very closely on this and other priorities with you. As a Commissioner and as a President you have been very well known for delivering results. I am absolutely convinced that your Presidency will show the same energy and efficiency. I would just like to wish you good luck and much success.
President. − Madam President-in-Office, when I remember your time in the Commission I have a kind of nostalgia for the long conciliation meetings. I congratulate you and your country on the Presidency. You now have the floor to close the debate.
Grybauskaitė, Dalia, President-in-Office of the Council. − Mr President, I would like to thank everyone for the debate. I tried to listen to everybody and of course we will, as much as we can, take all recommendations and wishes into account, including critical remarks. However, this can only be done if we all, the Council, Parliament and the Commission, work very closely together.
I would like to comment on a few questions that have been repeated in the Chamber. I know that you are now going to vote on the MFF and the response from Council is that Draft Amending Budgets No 1 and No 2 will be delivered to you as promised. On 9 July Coreper will respond on Draft Amending Budget No 1 and then by the autumn we will give you our promise on the second tranche. The Council’s work on this will make it happen and this I hope will help you to vote for the MFF.
On the other questions, I take everything into account. I would like to thank the Chamber and to say that we are facing a period of responsibility and delivery for all of us. Let us rise to the challenge. I would like to thank you in advance for your future cooperation.

Danuta Jazłowiecka (PPE), na piśmie. – Analizując priorytety litewskiej prezydencji, można dostrzec, jak ambitne zadanie postawił przed sobą ten kraj. Przyświecające najbliższemu półroczu hasło „wiarygodnej, rozwijającej się i otwartej Europy” w lapidarny sposób oddaje największe wyzwania, przed którymi stoi Unia. Wszystkie one w większym lub mniejszym stopniu koncentrują się wokół zagadnień ekonomicznych. Dlatego też podstawowym problemem stojącym przez litewską prezydencją jest narastający kryzys gospodarczy i związane z nim ogromne bezrobocie szczególnie wśród młodych ludzi. My, mieszkańcy Europy Środkowej, wiemy bardzo dobrze, jak szkodliwe i degenerujące jest długotrwałe pozostawanie bez pracy. Ale wiemy również, że możliwe jest przezwyciężenie tego problemu. Dlatego też szczególnie tutaj liczę na aktywność litewskiego rządu. Wydaje się, że ukierunkowanie się przez ten rząd na wykorzystanie potencjału jednolitego rynku jest słuszną decyzją. 500 milionowy rynek wewnętrzny to jest nasz ogromny atut, którego jednak nie potrafimy w pełni wykorzystać. Jeżeli tylko uda się litewskiej prezydencji doprowadzić do zniesienia barier na jednolitym rynku, to będzie można uznać to przewodnictwo za udane.
Drugą kwestią, na której moim zdaniem powinna skupić się litewska prezydencja, jest podpisanie umowy z Ukrainą o ustanowieniu pogłębionej i kompleksowej strefy wolnego handlu. Wydaje się, że to porozumienie może stać się pobudzającym impulsem dla europejskiej gospodarki i w dłuższym okresie czasu przynieść korzyści obydwu stronom.
Karin Kadenbach (S&D), schriftlich. – Sehr geehrte Frau Ratspräsidentin - ich freue mich über Ihr ambitioniertes Programm für die litauische Ratspräsidentschaft. Weil heute auch die Wahl des/ der Bürgerbeauftragten auf der Tagesordnung des Parlaments steht, möchte ich Ihre Aufmerksamkeit auf eine Thematik lenken, die vom Ombudsman schon 2005 aufgegriffen wurde und die viele KollegInnen im Parlament, aber auch zahlreiche BürgerInnen schon seit Jahren irritiert. In Zeiten enger Budgets ist es natürlich verständlich, dass der Ruf nach zusätzlichen Finanzhilfen laut wird. Lässt es sich aber mit dem Anspruch an die Unabhängigkeit und die Objektivität der europäischen Institutionen vereinbaren, wenn sich die Ratspräsidentschaft von Banken, Ölproduzenten, Vertretern der Automobil- oder Nahrungsmittelindustrie sponsern lässt? Sind Sie fest davon überzeugt, dass es die Entscheidungsfindung nicht beeinflusst, wenn Sie monatelang unentgeltlich in den Genuss bestimmter Produkte oder Dienstleistungen kommen? Ist es in Ihrem Sinn, dass sich die europäische Idee in Zukunft über Sponsoring finanziert und so am Gängelband finanzstarker Unternehmen oder Organisationen hängt? Sind Sie nicht der Auffassung, dass eine ausreichende Eigenmittelausstattung und eine transparente öffentliche Finanzierung der beste Garant für eine unabhängige Meinungsfindung sind?
Jarosław Kalinowski (PPE), na piśmie. – Panie Przewodniczący, Szanowna Pani Prezydent! Pragnę wyrazić uznanie i pełne poparcie dla priorytetów rozpoczynającej się prezydencji Litwy w UE. Życzę sukcesów, tak w obszarze Partnerstwa Wschodniego, jak i w sprawie Wspólnej Polityki Energetycznej. Bezpieczny dostęp do możliwie taniej energii to klucz do przyszłości i konkurencyjności gospodarki oraz nowe miejsca pracy w UE. Korzystając z okazji, pragnę też wyrazić słowa ubolewania i potępienia z powodu przypadku wandalizmu – zamalowania litewskich napisów na tablicach informacyjnych w Gminie Puńsk, gdzie zamieszkuje mniejszość litewska w Polsce. Tego typu przypadki godzące w prawo mniejszości do własnej tożsamości, w tym do ojczystego języka, powinny być potępione i karane w całej UE. W kontekście tej sprawy mam pytanie do Pani Prezydent: czy powinno się karać przedstawicieli mniejszości polskiej na Litwie za umieszczanie na tablicach informacyjnych obok napisów w języku państwowym (litewskim) napisów w języku mniejszości i kiedy wreszcie na Litwie zostanie uchwalona ustawa o mniejszościach, będąca standardem w krajach UE?
Lena Kolarska-Bobińska (PPE). - President, Madam President, I heard with great pleasure that one of your official priorities of the Lithuanian Presidency is to furthering the better coordination in the external dimension of EU energy policy. As was underlined at the European Council in May, the external dimension of energy policy must be reviewed and expanded and strengthen. We must especially ensure a level playing-field vis-à-vis third country energy producers and our energy contracts. No Member State should be held hostage to the political whims of an external supplier. The Lithuanian presidency will be building on the work started during the Polish Presidency. Now is the time to make this policy a reality. In order to be part of this debate, I hope that the Presidency can ensure that the Parliament, led by its ITRE committee, that it will be consulted in this work. This is especially important in light of the next European Council meeting dedicated to energy in December and any possible reform of the treaties in 2014 and beyond. Once again, I congratulate you on making energy one of your priorities. We look forward to helping in any way we can. Thank you.
Alexander Mirsky (S&D), in writing. – I wish Lithuania productive and successful work while holding the presidency. It will be difficult, since Europe still has some problems with fundamental rights, for example the problem of non-citizens in Latvia. We hope that Lithuania, which is one of Latvia’s neighbours, will help us pay more attention to this problem. Another problem is that Latvia is introducing the euro on 1 January 2014. I do not think that Latvia is ready yet, for the following reasons: first, the question of joining the euro area should be addressed via a national referendum, since it is the Latvian people who will pay for all the negative consequences; second, the economic crisis in Latvia has not been overcome as yet – it has just become a debt crisis – so it will not be at the expense of its reserves that the government will fulfil the strict criteria of the agreement, but at the population’s expense; third, the increase in prices and inflation from 8 % to 15 %, such as Spain and Italy have experienced, will fall on the shoulders of ordinary people; fourth, introducing the euro so rapidly will lead to business enlargement and create the conditions for financial intervention by major international companies which will negatively affect Latvia’s half-dead economy.
Ivari Padar (S&D), kirjalikult. – Leedu on esimene Nõukogude Liidu taustaga liikmesriik, kes saab Euroopa Liidu eesistujaks. Kindlasti on see suur väljakutse. Sõltumata sellest, et Iirimaa eesistumisega on saavutatud põhimõttelised kokkulepped mitmeaastase finantsperspektiivi osas, jääb teile hulgaliselt jätkutööd. Eraldi märgiksin siin ära ka riikidevahelised Euroopa Liidu sisesed transpordiühendused ja nende edasiarendamise – näiteks Rail Baltic. Soovin Leedule palju edu nende väljakutsetega toime tulekuks.
Czesław Adam Siekierski (PPE), na piśmie. – Litwa, tak jak Polska 1 lipca 2011 roku, staje na czele Unii Europejskiej i podobnie jak Polsce przychodzi jej zmierzyć się z tym ważnym zadaniem po raz pierwszy, przejmując unijną prezydencję od Irlandii. Litwini nie byli osamotnieni w przygotowaniach do piastowania tej ważnej funkcji. Pomoc zaoferowały im m.in. Słowenia, Czechy, Cypr i oczywiście Polska, radząc i dzieląc się doświadczeniami. Litwa przybrała model prezydencji prowadzonej ze Stałego Przedstawicielstwa w Brukseli. Hasłem litewskiej prezydencji jest „wiarygodna, rozwijająca się i otwarta Europa”.
Priorytetowymi celami Litwy na czas prezydencji w Unii Europejskiej jest przede wszystkim temat Partnerstwa Wschodniego, wzmocnienie pozycji i aktywizacja państw regionu Morza Bałtyckiego, wzmocnienie granic zewnętrznych Unii Europejskiej, a także zapewnienie bezpieczeństwa energetycznego. Polityka energetyczna i bezpieczeństwo energetyczne dla Litwy – kraju najbardziej uzależnionego energetycznie w Unii Europejskiej – jest celem nadrzędnym. W najbliższych miesiącach prezydencja skupi się na tworzeniu wspólnego rynku energii.
Dla państw Europy Środkowo-Wschodniej, bezwzględnie ważną datą będzie 28 listopada. Na ten dzień planowany jest szczyt Partnerstwa Wschodniego. Litwini czynią starania, by na szczycie pojawił się przedstawiciel władz Białorusi, co da nadzieję na przeprowadzenie wspólnego dialogu w sprawie zwolnienia więźniów politycznych i demokratyzacji procesów politycznych w tym kraju.
Γεώργιος Τούσσας (GUE/NGL), γραπτώς. – Το πρόγραμμα της λιθουανικής Προεδρίας του Συμβουλίου της ΕΕ σηματοδοτεί ένταση της αντιλαϊκής πολιτικής της ΕΕ και των αστικών κυβερνήσεων σε όλες τις πλευρές της ζωής της εργατικής τάξης και των λαϊκών στρωμάτων, με σκοπό τη μεγιστοποίηση της κερδοφορίας των μονοπωλίων. Νέες μειώσεις σε μισθούς και συντάξεις, χτύπημα των Συλλογικών Συμβάσεων, καταβαράθρωση των δημόσιων συστημάτων κοινωνικής ασφάλισης, υγείας, πρόνοιας και εκπαίδευσης, ακόμη μεγαλύτερη αύξηση της ανεργίας, εξάπλωση της φτώχειας και της εξαθλίωσης. Από την άλλη, θα προωθηθεί η Ευρωπαϊκή Τραπεζική Ένωση, για την ελεγχόμενη καταστροφή και τη μεγαλύτερη συγκέντρωση και συγκεντροποίηση του χρηματιστικού κεφαλαίου, την εμβάθυνση όλων των αντιδραστικών χαρακτηριστικών της ΟΝΕ, την εφαρμογή "μνημονίων" σε όλα τα κράτη μέλη με την "ενισχυμένη οικονομική διακυβέρνηση" και το "ευρωπαϊκό εξάμηνο". Με άφθονο ζεστό χρήμα από τη λεηλασία των λαϊκών εισοδημάτων θα χρηματοδοτηθούν οι μονοπωλιακοί όμιλοι για επενδύσεις σε τομείς γρήγορης και μεγάλης κερδοφορίας, όπως οι "πράσινες τεχνολογίες" , η ενέργεια, οι μεταφορές, οι δραστηριότητες σε όλο το φάσμα των οικονομικών κλάδων που σχετίζονται με τη ναυτιλία και τη θάλασσα. Επενδύσεις πάνω στα ερείπια των εργατικών δικαιωμάτων, με κατεδαφισμένη την τιμή της εργατικής δύναμης. Με ακόμη μεγαλύτερη επιθετικότητα θα συνεχιστεί η ιμπεριαλιστική πολιτική της ΕΕ, με επίκεντρο τα ανοιχτά μέτωπα στη Ν. Μεσόγειο, την Μ. Ανατολή, τη Β. Αφρική.
