  Johannes Hahn, Member of the Commission. − Madam President, the Commission takes note of Parliament’s interest in this initiative to negotiate a plurilateral Trade in Services Agreement. As is rightly pointed out in your draft motion for a resolution, services are the backbone of the European economy, representing roughly 70% of EU GDP, and are creating the majority of new jobs. The EU is the biggest exporter of trade in services in the world.

The group of countries potentially participating in these negotiations represents more than half of our exports and of our imports of commercial services. Opening markets to trade in services can therefore bring us important economic benefits.

Our objective is to negotiate an agreement that is not only ambitious and firmly anchored in the current World Trade Organization rules on trade in services, known as the GATS (General Agreement on Trade in Services), but that also, and most importantly, can be brought back to the GATS at a later stage. We do not want to negotiate a ‘super free trade agreement’ between the potential members. We want to avoid creating a competitor to the GATS and endangering the primacy of the WTO system.

The Commission therefore appreciates the fact that the resolution is very supportive of the Commission line: that, in order to allow for later ‘docking’ into the GATS, it is necessary to incorporate GATS core articles and concepts in the newly negotiated agreement. This is of the utmost importance, and including that element in the resolution sends a strong signal to our trading partners.

The resolution is balanced in listing the services sectors in which the EU has offensive and defensive interests. We are encouraged to approach these negotiations in an ambitious manner, tailoring the objectives to the plurilateral context in which they are taking place.

Having said that, I would like to reassure you on some important issues that are addressed in the draft resolution.

Firstly, the Commission is fully committed to defending European sensitivities on so-called services of general interest. Let me once again make clear that liberalisation does not necessarily mean privatisation. These negotiations will not result in any requirement to privatise services such as water distribution. In this context it is surprising that concerns have been expressed about waste management falling within the scope of the negotiations. Waste management is an environmental service, and typically an EU offensive interest, as is also pointed out in your resolution. If markets are made more open, our companies will be able more easily to export the state-of-the-art know-how that can help third countries improve their environmental conditions.

Secondly, I also note that the draft resolution recommends not entering into trade liberalisation commitments in relation to audiovisual services and cultural services. In the context of these negotiations, the Commission will not negotiate EU market access commitments on audiovisual services. However, to exclude cultural services altogether would imply excluding, for example, services by news agencies, which are an EU offensive interest.

Thirdly, the Commission is also aware that a cautious approach is necessary with regard to the temporary movement of natural persons for business purposes (the so-called Mode 4). Conditions for granting visas are not part of the WTO services rulebook and will not therefore be part of these negotiations. Discussions in this regard will be limited to issues of due process in administrative procedures and transparency.

Negotiations on a plurilateral Trade in Services Agreement represent a great opportunity for the European Union. I hope that Parliament can support us further once the negotiations begin. Commissioner De Gucht and DG Trade will keep you fully informed on the state of play.

  María Auxiliadora Correa Zamora, en nombre del Grupo PPE. – Señora Presidenta, como ha manifestado hace un momento el señor Comisario, el comercio de servicios sin duda representa un sector clave de nuestras economías y del comercio del siglo XXI.

Este acuerdo plurilateral nos permitirá poder avanzar en el comercio de servicios entre la Unión Europea y los veintiún socios comerciales, tras el estancamiento de la ronda de Doha en diciembre de 2011. La resolución que será votada mañana por este Parlamento pide la promoción de una ambiciosa agenda de intereses ofensivos, por parte de la Unión Europea, en numerosos sectores. Sectores como el financiero, de comercio electrónico, de turismo y de construcción, entre otros.

Dicho acuerdo —como también ha manifestado el Comisario— deberá ser amplio y completo, y, a su vez, compatible con el Acuerdo General sobre el Comercio de Servicios de la Organización Mundial del Comercio. Esto último, con un doble propósito: facilitar la participación de nuevos miembros, que podrán incorporarse posteriormente, así como permitir la posible multilateralización del acuerdo en un estadio posterior. Esta puerta abierta a la multilateralización deberá ser un incentivo para la implicación, y en un futuro su adhesión al acuerdo, de economías emergentes como Brasil, China o la India.

La deriva proteccionista a la que asistimos, como consecuencia de la crisis económica mundial, hace necesarias nuevas iniciativas bilaterales o, como en este caso, plurilaterales, que ayuden a combatir todas aquellas medidas que restrinjan el comercio de servicios.

Por último, si bien el plazo de dos años para su conclusión parece demasiado ambicioso, creo que hay suficiente voluntad política, sobre todo teniendo en cuenta la grave situación económica y los beneficios que este acuerdo aportará a todas las partes.

  Vital Moreira, em nome do Grupo S&D. – Senhora Presidente, Senhor Comissário, os serviços devem estar na vanguarda da nossa agência de comércio externo, pois são a espinha dorsal das economias do comércio do século XXI. Os ganhos decorrentes de uma maior liberalização do comércio e de serviços podem ser de facto muito significativos para a União Europeia. Neste sentido, o Grupo S&D apoia as negociações para um acordo sobre o comércio e serviços entre as partes interessadas que seja possível multilateralizar numa fase posterior.

A União é o maior exportador de serviços a nível mundial e a sua participação deve começar no início desta iniciativa e é, por isso, obviamente relevante. Face ao impasse da Ronda de Doha, o objetivo é negociar um acordo ambicioso que atualiza regras e que seja inteiramente compatível com o acordo geral sobre o comércio e serviços da OMC, o GATT.

Esta resolução do Parlamento é uma contribuição importante para o processo negocial. Não obstante o mandato de negociação ter sido adotado pelo Conselho em março, a resolução apela à promoção dos interesses ofensivos da União, por exemplo, em matéria de serviços às empresas, serviços de tecnologias de informação e comunicação, comércio eletrónico, turismo e construção, mas também à defesa das sensibilidades europeias em relação aos serviços públicos e aos serviços de interesse geral, aos serviços audiovisuais e culturais e ao Modo 4, ou seja, circulação de pessoas.

A União Europeia deve fomentar a coerência entre o acordo e o sistema multilateral, bem como envidar esforços para alargar o âmbito dos participantes neste acordo ou a sua adesão posterior, nomeadamente os BRIC. O acordo bem negociado em matéria de serviços pode ser não somente um contributo extremamente positivo para a economia da União, de que a economia tanto carece, mas também para o sistema comercial multilateral. Ao tomar esta resolução, o Parlamento Europeu dá mais uma vez mostras de um sério e responsável alinhamento na política comercial da União.

  Niccolò Rinaldi, a nome del gruppo ALDE. – Signora Presidente, onorevoli colleghi, signor Commissario, questo è un accordo importante che apre prospettive di grande interesse.

I servizi sono ormai una componente fondamentale del mercato, anzi forse rappresentano quella con maggiore possibilità di crescita, ma anche quella che ha eventuali impatti più significativi nella vita quotidiana delle nostre società. Per questa ragione, come liberal-democratici, abbiamo molta cautela rispetto ad alcuni settori di vitale importanza, soprattutto per i paesi in via di sviluppo, ma anche per i paesi in cui la cultura imprenditoriale a volte più non avere una sufficiente trasparenza, o almeno alcuni suoi settori, o addirittura in cui si possono verificare infiltrazioni di interessi illeciti.

Perciò abbiamo presentato un nostro emendamento – e sosteniamo anche un emendamento della sinistra unitaria – sui servizi pubblici di interesse generale che chiarisce il non obbligo a privatizzare o a liberalizzare propri servizi anche qualora siano monopoli, monopoli esistenti, pubblici o privati che siano.

E anche se uno Stato dovesse decidere di aprire questi servizi a fornitori stranieri, spetta sempre allo stesso il diritto di regolamentare e di assicurare quegli standard di qualità, di sicurezza nell'approvvigionamento di altri legittimi obiettivi di politica pubblica. Dunque, è bene aprire il mercato del servizio, massimo sostegno al negoziato della Commissione, ma ciò deve infatti accadere nel rispetto della possibilità di accesso universale e di qualità per l'insieme della società, tanto in Europa quanto nei paesi terzi.

Appoggiamo anche la richiesta di ottenere piena informazione sullo stato di avanzamento dei negoziati, respingiamo invece la ventina di emendamenti della sinistra unitaria che contraddicono lo spirito di una politica commerciale europea per i negoziati multilaterali.

Ancora una volta ci vuole coraggio, bisogna procedere nei negoziati con determinazione, ma avere anche l'intelligenza di verificare le specificità dei vari interessi sempre avendo in mente l'interesse collettivo.

  Franziska Keller, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Die Europäische Union verabschiedet sich immer mehr vom Multilateralismus. Das sehen wir bei TTIP und den ganzen anderen bilateralen Abkommen, und eben auch bei TISA, dem plurilateralen Abkommen zum Handel von Dienstleistungen, das bereits in zwei Runden verhandelt wurde.

Die ersten Verhandlungsgespräche zwischen der EU und weiteren 21 Ländern gab es schon im März, bevor auch nur ein Mandat des Rates vorlag. Die Kommission hat zudem keine Folgenabschätzung vorgelegt, wozu sie verpflichtet ist, und keine Konsultation durchgeführt, wozu sie auch verpflichtet ist. Mit dem Zeitplan der Kommission war es dem Parlament unmöglich, eine Stellungnahme im Vorfeld der Mandatsentscheidung zu beschließen. Ich frage mich, was das heißt in Bezug auf den Stellenwert, den die Kommission dem Parlament zumisst.

Die Kommission will zusammen mit 21 Ländern den Handel mit Dienstleistungen liberalisieren, obwohl weltweit der Großteil der Staaten nicht mitmacht. Unverständlich ist, warum TISA überhaupt verhandelt wird. Denn die Staaten, die das tun, haben untereinander schon so viele bilaterale Abkommen oder verhandeln sie gerade, dass TISA ihnen kaum Vorteile bringt. Es geht ihnen also gar nicht in erster Linie darum, den Handel untereinander zu verbessern. Sie wollen vielmehr andere dazu bringen, beizutreten. Aber das wird nicht passieren.

Wir wollen dieses Abkommen nicht! Wir finden, dass nichts außerhalb der WTO verhandelt werden sollte. Anderen Staaten dürfen solche Abkommen nicht aufgezwungen werden. Unserer Meinung nach ist TISA nicht mit der WTO vereinbar, und wir würden uns wünschen, dass die Kommission mal genauer erklärt, wie sie TISA WTO-kompatibel machen will.

  Helmut Scholz, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin, Herr Kommissar! Wir debattieren über ein Verhandlungsmandat, das vom Rat bereits erteilt wurde. Das ist für das Europäische Parlament nicht akzeptabel! Ich erwarte von der Kommission eine Erklärung, dass sie es in Zukunft vermeiden wird, Beschlüsse über wichtige Verhandlungsmandate im Schnellverfahren herbeizuführen und dem Europäischen Parlament das Recht zu nehmen, die Maßstäbe zu definieren, von denen wir am Ende des Verfahrens unsere Zustimmung abhängig machen werden.

Gerade mit TISA geht es um ein wichtiges Abkommen mit weitreichenden Auswirkungen auf den Alltag der Bürgerinnen und Bürger. Dienstleistungen sind innerhalb der Europäischen Union seit langem ein sensibles Thema. Insbesondere Dienstleistungen in so wichtigen Bereichen wie Wasser, Bildung oder Gesundheit wollen unsere Bürgerinnern und Bürger nicht der Privatisierung überlassen. Aber auch bei von Privatunternehmen erbrachten Dienstleistungen ist es wichtig, dass der Verbraucherschutz gewährleistet bleibt. Haftpflichtversicherungen müssen vorhanden sein, Verträge müssen in der Sprache des Kunden verfasst werden. Wir haben diese Themen im Rahmen der Dienstleistungsrichtlinie intensiv diskutiert, auch hier im Haus mehrmals, und meine Fraktion kann nicht akzeptieren, dass Befürworter der völligen Liberalisierung des Dienstleistungssektors immer wieder neue Hintertürchen oder Abkommen suchen, um sich gegen den Willen der europäischen Bevölkerung dennoch sensible Versorgungsbereiche einzuverleiben! Die Kommission sollte endlich zur Kenntnis nehmen, dass weder die Regierungen der Mitgliedstaaten noch das Europäische Parlament in Gänze diesen Weg beschreiten wollen!

Meine Fraktion hat eine Reihe von Änderungsanträgen gestellt, in denen wir die Sorgen der Bürgerinnen und Bürger aufgreifen und für Klarstellung und ein Mandat sorgen wollen. Ich kann Sie nur auffordern, diese berechtigten Bedenken nicht zu ignorieren. Der dafür wichtigste Schritt ist größtmögliche Transparenz in der Verhandlungsführung. Deshalb, Herr Kommissar, informieren Sie die eigene Bevölkerung!

  Johannes Hahn, Member of the Commission. − Madam President, I thank you for the support given to these negotiations on a plurilateral agreement on services. An open market in the service sector can offer significant opportunities to our exporters, who are in many areas amongst the most competitive. We should therefore not fear competition, either here in the European Union or in third countries. This does not mean that the Commission will negotiate without taking due account of our sensitivities. These negotiations will not require the privatisation or deregulation of any services and the Commission attaches great importance to this.

In these times of slow economic recovery, the opportunities that more open services markets can offer cannot be underestimated. Again, thank you for your support.
