  President. − The next item is the joint debate on:

– the report by Ana Gomes, on behalf of the Committee on Foreign Affairs, on maritime dimension of the common security and defence policy (2012/2318(INI)) (A7-0220/2013), and

  Μαριέττα Γιαννάκου, Εισηγήτρια. − Κύριε Πρόεδρε, οφείλουμε να ξεκινήσουμε τη συζήτηση με μια ξεκάθαρη παραδοχή. Η Ευρωπαϊκή Ένωση στον τομέα της ανάπτυξης καθαρά στρατιωτικών ικανοτήτων δεν μπορεί σήμερα να ανταποκριθεί στο επίπεδο των φιλοδοξιών που η ίδια έχει θέσει, δηλαδή να λειτουργήσει ως αξιόπιστος πάροχος διεθνούς ασφαλείας. Η έκθεση αυτή έρχεται ακριβώς όχι μόνο να επισημάνει τα σημερινά προβλήματα αλλά και να προτείνει λύσεις.

Κύριε Πρόεδρε, δεν πρόκειται να κάνω εκτενή παρουσίαση της έκθεσης. Θα σταθώ μόνο σε τρία σημαντικά σημεία: πρώτον, η αποδεδειγμένη αδυναμία της Ένωσης στον τομέα του σχεδιασμού και της πραγματοποίησης στρατιωτικών επιχειρήσεων λόγω της έλλειψης ενός μονίμου επιχειρησιακού στρατηγείου. Ενώ τα οφέλη από τη δημιουργία ενός μονίμου στρατηγείου, ενδεχομένως μέσω διαρθρωμένης συνεργασίας, έχουν κατ’ επανάληψη επισημανθεί εδώ στο Κοινοβούλιο, δεν έχει υπάρξει καμιά ανταπόκριση από πλευράς Συμβουλίου.

Δεύτερον, στο καθαρά επιχειρησιακό σκέλος, οι δυνάμεις ταχείας αντίδρασης (EU battlegroups) αποτελούν ίσως το χαρακτηριστικότερο παράδειγμα των δομικών δυσκολιών που αντιμετωπίζει η Ένωση για την αποτελεσματική αντιμετώπιση των διεθνών κρίσεων. Είναι ιδιαίτερα λυπηρό το γεγονός ότι έως σήμερα δεν έχει αναπτυχθεί κανένα από τα υφιστάμενα EU battlegroups, αν και θα μπορούσαν να αποτελέσουν δύναμη πρώτης εισόδου σε αρκετές περιπτώσεις. Δύο είναι τα προβλήματα και είναι ήδη γνωστά: η χρηματοδότηση και η διαδικασία λήψεως αποφάσεων για την ενεργοποίησή τους.

Υπάρχουν λύσεις που θα μπορούσαν να εφαρμοσθούν. Οι δαπάνες που δεν συνδέονται με στρατιωτικές επιχειρήσεις, δαπάνες προετοιμασίας και ετοιμότητας των μαχίμων ομάδων, θα μπορούσαν να καταλογισθούν απευθείας στον προϋπολογισμό της Ένωσης. Για αυτό το λόγο θα πρέπει να επισπευσθεί η άμεση σύσταση και χρηματοδότηση του ταμείου εκκίνησης για τις προκαταρκτικές ενέργειες των στρατιωτικών επιχειρήσεων.

Όσον αφορά στις διαδικασίες λήψεως αποφάσεων θα πρέπει επιτέλους να εφαρμοσθούν απλουστευμένες διαδικασίες. Η ανάπτυξη μάχιμων ομάδων σε περιορισμένες χρονικές περιόδους - υπό τον όρο βεβαίως ότι πληρούνται ορισμένες σαφώς καθορισμένες προϋποθέσεις - μπορεί να προχωρήσει αν τα κράτη μέλη δείξουν πολιτική βούληση.

Τρίτον, η Ένωση οφείλει να επενδύσει σημαντικά στην ανάπτυξη δομών και ικανοτήτων, καθώς παρουσιάζει καίριες ελλείψεις και αδυναμίες σε αυτόν τον τομέα. Το σημερινό οικονομικό αδιέξοδο και οι συνεχείς περικοπές στους αμυντικούς προϋπολογισμούς καθιστούν τη συνεκμετάλλευση και τον επιμερισμό ικανοτήτων (pooling and sharing) μια ιστορική αναγκαιότητα. Για την επίτευξη αυτού του στόχου καθοριστική θα είναι η συμβολή του Ευρωπαϊκού Οργανισμού Ασφάλειας και για αυτό ο ρόλος και το έργο του θα πρέπει να ενισχυθεί.

Υπάρχουν ήδη σημαντικά παραδείγματα που αποδεικνύουν τα μεγάλα περιθώρια επίτευξης συνεργειών και οικονομιών κλίμακος. Οφείλουμε να τα εκμεταλλευτούμε. Η κοινή ιδιοκτησία, παραδείγματος χάριν, ακριβών ικανοτήτων που θα μπορούσαν να χρησιμοποιηθούν για μη στρατιωτικές χρήσεις είναι μια επιλογή που πρέπει να προωθήσουμε με όλες μας τις δυνάμεις.

Κύριε Πρόεδρε, οι στρατιωτικές δομές της Ένωσης αποτελούν μόνο ένα τμήμα της αμυντικής πολιτικής της Ένωσης. Το Συμβούλιο του Δεκεμβρίου το οποίο θα είναι αφιερωμένο στην άμυνα οφείλει να είναι κάτι παραπάνω από μια απλή συνδιάσκεψη διαχειριστικού χαρακτήρα με επιμέρους διορθώσεις τεχνικής φύσεως και της κοινής πολιτικής ασφάλειας και άμυνας. Το Συμβούλιο πρέπει να έχει στο επίκεντρό του την χάραξη ενός γενικού πλαισίου πάνω στο οποίο θα διαμορφωθεί μια ολοκληρωμένη στρατηγική άμυνας για την Ευρώπη στα επόμενα χρόνια.

Η στρατηγική αυτή δεν περιλαμβάνει μόνο το σκέλος της επιχειρησιακής ετοιμότητας. Περιλαμβάνει την προώθηση μιας ολοκληρωμένης βιώσιμης, ανταγωνιστικής, ευρωπαϊκής, τεχνολογικής και βιομηχανικής βάσης για την άμυνα με τη συμμετοχή των εθνικών αμυντικών βιομηχανιών ανάλογα με τις δυνατότητές τους, τη σωστή και χωρίς εμπόδια λειτουργία της εσωτερικής αγοράς στον τομέα των εξοπλισμών, την έρευνα, τις τεχνολογίες άμυνας.

Σε μια εποχή κοσμογονικών αλλαγών, η Ευρώπη θα κληθεί να αναλάβει το μερίδιο ευθύνης της στη διεθνή ασφάλεια και τη διαχείριση κρίσεων. Αυτό δεν είναι απλά θέμα επιλογής, κύριε Πρόεδρε, αλλά μια de facto προοπτική που θα κληθούμε πολύ σύντομα, θέλοντας και μη, να αντιμετωπίσουμε.

  Ana Gomes, relatora. − Queria começar por agradecer todas as contribuições de colegas que enriqueceram o relatório que me coube redigir sobre a dimensão marítima da política comum de segurança e defesa.

A visão do Parlamento Europeu para a elaboração de uma estratégia europeia de segurança marítima - que deverá ser aprovada pelo Conselho em dezembro - é ainda mais essencial em tempos de crise económica e financeira na União, colocando a tónica no imperativo da racionalização e da articulação dos meios e capacidades nacionais e europeus, civis e militares para garantir a segurança marítima nas costas da União Europeia, na sua vizinhança e globalmente.

A segurança marítima é vital para o funcionamento democrático, para o respeito da lei e o respeito dos nossos cidadãos e para o progresso económico na União. Depende da fluidez dos fluxos marítimos globais. 90% do comércio externo da União e 40% do nosso comércio interno é transportado por mar.

Este relatório procura, assim, identificar os elementos que restringem atualmente a capacidade de os Estados-Membros e a União agirem de forma coordenada na defesa da segurança e dos interesses da Europa nos oceanos. Diante de ameaças como o crime organizado, o tráfico de seres humanos, armas ou droga, o terrorismo, a pirataria, os riscos ambientais e ecológicos e também no sentido de travar o desaproveitamento das extraordinárias oportunidades económicas, das extraordinárias riquezas económicas que o mar nos oferece.

Avançamos aqui propostas concretas para que a União ultrapasse as atuais falhas e insuficiências e construa uma política marítima verdadeiramente estratégica que, respeitando o direito internacional e em particular a Convenção das Nações Unidas sobre o direito do Mar, integre as vertentes da defesa e da segurança promovendo a sinergia de recursos e capacidades civis e militares da União e dos Estados-Membros incluindo o desenvolvimento da base industrial e tecnológica necessária, que crie emprego e implique inovação e criatividade.

O desenvolvimento da dimensão marítima da política comum de segurança e defesa é essencial para o posicionamento da União como um ator global fornecedor de segurança. É crucial para o cumprimento das suas obrigações internacionais e para fazer face aos riscos e ameaças à segurança dos cidadãos e do continente europeu. Esses desafios ultrapassam tantas vezes as nossas costas, a nossa vizinhança mais próxima.

Olhemos, por exemplo, para os que resultam da identificação dos fluxos marítimos que vão intensificar, por exemplo, o trânsito entre o Oceano Atlântico e o Pacífico com o alargamento do Canal do Panamá previsto para o próximo ano?

Há tremendas oportunidades económicas, sem dúvida, mas há também tremendos desafios e ameaças. E o fenómeno da pirataria, que desencadeou o envio da operação Atalanta para o largo das costas da Somália, a primeira missão naval da União Europeia ao abrigo justamente da política comum de segurança e defesa? Demonstra a necessidade de desenvolvimento destas capacidades navais e do seu posicionamento para além das nossas costas. Aliás, a pirataria, que antes estava na Somália ou no Índico, hoje está no Oceano Atlântico, no Golfo da Guiné, a par do tráfico de seres humanos, drogas e armas. Temos redes terroristas que têm por alvo, como sabemos, aí atuando, o próprio continente europeu.

Por isso os nossos Estados têm que entender que neste tempo de crise os motes pool and share ou smart defence no quadro da NATO têm de ter uma tradução prática e isto também respeita às capacidades marítimas. Têm que se apoiar na Agência Europeia de Defesa para fazer as economias que são necessárias para investir nos equipamentos de que precisamos absolutamente para ter uma política integrada marítima com o aproveitamento das nossas capacidades civis e militares.

Só desta maneira é que serviremos de facto os cidadãos europeus e o papel que a Europa deve ter no mundo como fornecedor global de segurança também nos oceanos.

  Linas Antanas Linkevičius, President-in-Office of the Council. − Mr President, it is a great pleasure to be here with you today to discuss the Gomes and Giannakou reports, on behalf of the Vice-President/High Representative Catherine Ashton.

Both reports provide concrete guidance on how to strengthen our security within and outside the EU’s borders, and I very much welcome the energy and effort behind these comprehensive documents. The EU needs to be a reliable security provider, and continuous efforts need to be invested in building the capacity and the will of the 28 to act as a Union, as this is undoubtedly our greatest potential and strength.

Concerning the Gomes report, following the Council of 26 April 2010 asking ‘to undertake work with a view to preparing options for the possible elaboration of a security strategy for the global maritime domain’, work is well under way on developing such a document. A dedicated Interservice Coordination Group, under the political guidance of Vice-President/High Representative Ashton and Commissioner Damanaki, has drafted a proposal for a European Union maritime security strategy, and internal coordination is ongoing. Member States have been involved in this process, both through consultations and their active contributions as presidencies of the Council or sharing written contributions.

Analysis and recommendations contained in the Gomes report add great value to the future strategy which, at this stage of drafting, addresses many of the key considerations expressed in the report. Coordination, cooperation and synergy amongst all European Union stakeholders is the main ‘fil rouge’ in the structure of the shaping-up document. The global maritime domain must be open, to allow for free trade and transport; it must be safe for shipping, economic activity and recreation; and it must allow the biodiversity of fish stocks and ecological integrity to be safeguarded. It must be secure, to prevent the seas and oceans from becoming areas for international disputes or safe havens for terrorism or organised maritime crime.

All regional areas and the global network of maritime trade routes are of critical importance. The Gulf of Aden and the Western Indian Ocean are an important area for cooperation, due to the presence there of international actors protecting vulnerable shipping and fighting piracy. The EU’s presence, through the European Union Naval Force’s Operation Atalanta, fosters cooperation with international partners at sea. The leadership of Atalanta in fighting the scourge of piracy off the coast of Somalia has contributed to a drastic reduction in the number of attacks. This year there have been no successful hijackings as yet. This is a good result. Our comprehensive efforts in this region are showing their effect. You may be aware that the EU has been asked to chair the Contact Group on Piracy off the Coast of Somalia in 2014. This is a clear sign of the growing recognition of the EU’s role in this domain.

Concerning the Giannakou report, I very much welcome this report as a significant contribution to the ongoing discussion on the EU’s military capabilities. The Vice-President/High Representative has a similar view on much of the analysis, especially as we may see ourselves at a strategic crossroads.

Let me outline our vision as we move towards the European Council in December. The European Union must be able to act decisively as a security provider – in partnership where possible but autonomously where necessary – in its neighbourhood, including through direct action. Strategic autonomy must materialise first in the EU’s neighbourhood. To this end, the EU needs to be able to plan and decide on deploying capable assets rapidly, if required to do so. In addition, the ability to engage with partners will be essential. There is one essential theme: a comprehensive approach. We cannot achieve our political aims by using one military or civilian security instrument alone. This has been proved time and again, most recently in various operations in Iraq, Afghanistan and Libya.

The Giannakou report highlights the need for enhanced planning and conduct capability. The External Action Service review presented by the Vice-President/High Representative is looking closely at CSDP structures. We have also recently revised the planning process for CSDP, incorporating the comprehensive approach from the very start of planning, and we have formalised fast track options to allow a very swift response if required. The EU battle groups will have a role here, and we are currently working closely with Member States to invigorate this invaluable asset.

The political requirement to act will also involve other partners and actors, not least NATO, the United Nations and the US. Vice-President/High Representative Ashton and the Secretary General of NATO routinely meet and discuss areas of common interest, and our shared objective is to further enhance EU-NATO relations. There are well-developed staff-to-staff contacts on capabilities and operations. Both NATO and the UN acknowledge that strengthening European capabilities is also to their advantage.

We need the capability to act. There are shortfalls in capabilities, and the financial crisis does not help to mitigate them: this is obvious. There are also areas of significant over-capacity. The European Defence Agency, the External Action Service structures and the Member States are addressing this.

Finally, on the industrial aspects of security and defence, there is a clear interlinkage between investment and technological research, the development of common programmes, leading to the delivery of common capabilities at affordable cost, and the ability of the EU – through its Member States – to act decisively when required.

Your reports are very timely. They are feeding the debate in which we engaged when security and defence were put squarely on the agenda of the December European Council. We will keep asking for your support in the months following the December meeting and especially beyond, because by then we will have turned our proposals into reality.

  Arnaud Danjean, au nom du groupe PPE. – Monsieur le Président, Monsieur le Ministre, permettez-moi d'abord de féliciter nos deux rapporteures, Mme Gomes et Mme Giannakou, pour ces deux rapports qui épinglent des lacunes bien connues de l'Union européenne sur le plan à la fois stratégique et capacitaire, mais qui, surtout, mettent en avant un certain nombre de propositions réalistes sur des dossiers que nous espérons voir pris en compte et voir progresser lors du Conseil "Défense", en décembre.

Sur l'aspect maritime – je crois que c'est une évidence pour tous ici –, nous avons des intérêts communs. Nous avons aussi des acquis, encore modestes mais tout à fait efficaces. Je pense, en particulier, à l'opération anti-piraterie Atalante, qui pourrait parfaitement être reproduite dans d'autres parties du globe où nous avons des intérêts communs et où nous devons faire face à des menaces communes.

Sur le plan capacitaire, le rapport Giannakou contient beaucoup de propositions de bon sens. Je veux rassurer mes amis britanniques, que je sens toujours un peu sarcastiques sur ce sujet. Nous n'en sommes pas à mettre toutes nos capacités sous un drapeau européen, nous en sommes à identifier d'abord les capacités qui nous manquent et celles qui peuvent faire l'objet d'acquisitions communes. Aucun pays européen ne peut se prévaloir de disposer aujourd'hui de tous ces moyens. Nous devons donc travailler en commun, c'est une évidence.

Enfin, permettez-moi d'insister sur un dernier point: celui du financement des opérations. Un certain nombre de pays voudraient participer aux opérations mais n'en ont pas les moyens financiers, alors que d'autres participent à toutes les opérations et paient par conséquent un tribut beaucoup plus lourd. Il faudrait un système un peu plus juste pour mutualiser ces coûts.

  Μαρία-Ελένη Κοππά, εξ ονόματος της ομάδας S&D. – Κύριε Πρόεδρε, θέλω και εγώ να συγχαρώ και τις δύο εισηγήτριες για τις επίκαιρες και ουσιαστικές εκθέσεις τους. Είναι αλήθεια ότι χρειαζόμαστε στα ζητήματα αυτά μια μακροπρόθεσμη ευρωπαϊκή στρατηγική η οποία θα προωθεί τις ευρωπαϊκές αξίες και αρχές με σεβασμό στο διεθνές δίκαιο. Και αυτό είναι βασική προϋπόθεση για την ασφάλεια και ευημερία των ευρωπαίων πολιτών.

Η έκθεση της κυρίας Γιαννάκου πολύ σωστά επισημαίνει την έλλειψη ικανότητας της Ένωσης να αντιμετωπίζει έγκαιρα και αποτελεσματικά διεθνείς κρίσεις. Η Ένωση έχει βάσει των Συνθηκών την υποχρέωση για τη διατήρηση της ειρήνης, την πρόληψη των συγκρούσεων και την ενίσχυση της διεθνούς ασφάλειας. Η δέσμευση αυτή πρέπει να έχει τα μέσα για να υλοποιηθεί. Για αυτό ακριβώς, το επιχειρησιακό πλαίσιο έχει πολύ μεγάλη σημασία. Και σε αυτό το πλαίσιο στηρίζουμε απόλυτα τις προτάσεις της εισηγήτριας.

Ως εισηγήτρια του Κοινοβουλίου φέτος για την κοινή πολιτική ασφάλειας και άμυνας, θα ήθελα να τονίσω σε σχέση με την έκθεση της Ana Gomes τη σημασία της ελευθερίας στη ναυσιπλοΐα και των ανοικτών θαλάσσιων διαδρόμων, ώστε να διασφαλίζονται οι εμπορικές ροές και να διαφυλάττονται παγκόσμια κοινόχρηστα αγαθά. Έχουμε ανάγκη λοιπόν από μια ολοκληρωμένη προσέγγιση. Αυτή περιλαμβάνει πολιτικά, διπλωματικά, κοινωνικά, οικονομικά και στρατιωτικά μέσα. Σε αυτό το πλαίσιο η Ύπατη Εκπρόσωπος οφείλει να επεξεργασθεί μια ευρωπαϊκή στρατηγική θαλάσσιας ασφάλειας και να προσδιορίσει το πλαίσιο εφαρμογής της. Ταυτόχρονα, η ανάπτυξη ενός κοινού περιβάλλοντος ανταλλαγής πληροφοριών είναι απαραίτητη για την αποτελεσματική θαλάσσια επιτήρηση και τον εντοπισμό και την αντιμετώπιση θαλασσίων προκλήσεων.

Το ζήτημα έχει λάβει πάρα πολύ μεγάλες διαστάσεις με την επέκταση του φαινομένου της πειρατείας και του μεγάλου κινδύνου που αυτή συνιστά μεταξύ άλλων και για την ενεργειακή ασφάλεια της Ευρώπης. Και η Ευρώπη έχει να δώσει έναν μεγάλο αγώνα στο μέτωπο αυτό. Ιδιαίτερα επιτυχημένο παράδειγμα νομίζω είναι η επιχείρηση ‘ΑΤΑΛΑΝΤΑ’. Αυτή συνετέλεσε στη μείωση του αριθμού των πειρατικών επιθέσεων στον δυτικό Ινδικό Ωκεανό και αποτελεί την πρώτη ναυτική αποστολή στην ιστορία της κοινής πολιτικής άμυνας και ασφάλειας. Πρέπει λοιπόν να αποτελέσει τη βάση για την ανάπτυξη της θαλάσσιας διάστασής της. Οι θαλάσσιες απειλές δεν περιορίζονται βέβαια στην πειρατεία. Η αύξηση των θαλασσίων τρομοκρατικών δραστηριοτήτων, το λαθρεμπόριο, η παράνομη μετανάστευση, η διακίνηση ναρκωτικών και όπλων είναι απειλές που κανένα κράτος μέλος δεν μπορεί να αντιμετωπίσει μόνο του.

Τέλος, θέλω να υπογραμμίσω ότι τα θαλάσσια σύνορα των κρατών μελών αποτελούν και εξωτερικά σύνορα της Ένωσης. Αυτό έχει ιδιαίτερη σημασία μετά την πρόσφατη ανακάλυψη κοιτασμάτων υδρογονανθράκων στην Ανατολική Μεσόγειο. Επομένως, η οριοθέτηση των αποκλειστικών οικονομικών ζωνών των κρατών μελών και των τρίτων χωρών είναι επιβεβλημένη. Και αυτό πρέπει να γίνει σύμφωνα με τη Σύμβαση UNCLOS, την οποία έχουν προσυπογράψει τόσο τα κράτη μέλη όσο και η ίδια η Ένωση.

  Norica Nicolai, în numele grupului ALDE. – Şi eu mă alătur celor care le felicită pe cele două doamne, doamna Gomes şi doamna Giannakou pentru două rapoarte ambiţioase şi mai ales, pentru ambiţia susţinută de amendamentele colegilor noştri care toţi converg spre acelaşi tip de abordare.

Fără îndoială, este vorba în cele două rapoarte de nevoia reală de reformă la nivelul politic european pentru apărare comună, dar despre acest lucru vorbim încă de 10 ani. Sigur, avem un acquis de succes în domeniul maritim: Atalanta poate fi considerat, şi este, un exemplu de succes, însă trebuie să vedem şi ceea ce ne desparte şi ceea ce constituie insuccesul politicii noastre de apărare comună. Avem grupuri militare care nu funcţionează, duplicăm proiecte, costurile sunt ridicate, din ce în ce mai mult la nivelul statelor membre capacitatea de apărare prin bugete este redusă, toate acestea pentru că acolo, de fapt, este decizia, și nu la nivelul Parlamentului. Și asta ne face să fim rezervaţi în a vorbi de succesul unei politici de apărare comună.

Aşa cum doamna Giannakou bine spunea, Uniunea Europeană mai mult reacţionează decât acţionează şi cred că alături de cei care vor „mai multă Europă“ ar fi momentul să acţionăm şi să facem o presiune acolo unde contează: în parlamentele naţionale, în statele membre, pentru ca politica de apărare comună să devină o realitate. Cred că putem folosi aceste două rapoarte în dialog cu parlamentele naţionale şi putem sensibiliza înainte de Consiliul din decembrie, care poate aduce un plus de coerenţă politicii de apărare comună.

Stimaţi colegi, sigur, dincolo de orgoliile naţionale, cred că ar trebui să existe sau este momentul să existe şi un orgoliu european. Nu este foarte important câte steaguri sau ce steaguri vor fi la bordul navelor noastre de acţiune, este foarte important ca să existe acţiune, ea să fie eficientă şi coerentă, pentru că din punctul meu de vedere coeziunea europeană înseamnă şi o politică de coeziune în materie de securitate. Dacă vrem Europa, aici va trebui să ajungem şi cred că această criză ne determină, ne împinge să facem lucrul acesta cât mai repede. Sigur, riscurile sunt pretutindeni, vulnerabilităţile noastre sunt binecunoscute, dar continuăm să le ignorăm, privilegiind un tip de abordare a politicii de securitate de nivel naţional, uneori naţionalist, ceea ce nu avantajează Uniunea Europeană nici în credibilitate, şi nici în vizibilitate externă. Dacă vrem să fim un real partener în asigurarea securităţii globale, atunci va trebui obligatoriu să reacţionăm împreună.

  Reinhard Bütikofer, on behalf of the Verts/ALE Group. – Mr President, I want to thank Ms Giannakou for her report, even though we have severe differences. I do not agree with you, Ms Giannakou, on your proposal that we should use the EU budget to finance all kinds of defence projects, including buying drones together. But what really upsets me is the Gomes report. From my point of view this is a report from fantasyland.

This report earnestly proposes that the EU should seek global naval power protection from the Arctic to the Antarctic. It earnestly proposes that we should build up a capability of deterrents in the Black Sea region, combined with the ability to mobilise EU naval assets.

Which EU is she talking about? The strong maritime dimension of CSDP should put the EU in a position of acting internationally as an effective international arbiter. What EU is she talking about? I think Ms Gomes is suffering from a severe bout of imperial nostalgia.

If we adopt this report, we will be making ourselves a laughing stock in international security circles. This, colleagues, I think we should not do. Please, vote this down. It is ridiculous.

  Geoffrey Van Orden, on behalf of the ECR Group. – Mr President, well today we have heard quite modest speeches from both Commission President Barroso on his State of the Union and from Baroness Ashton. A change from the ambitious rhetoric of a year ago and I would like to think that the penny is beginning to drop; a realisation that there is neither the political appetite nor the resources for some sort of European Federation strutting the world’s stage stressed in khaki and navy blue.

Yet the two reports on CSDP that we are now considering repeat the old grandiose mantras of EU military headquarters, EU battle groups, 60 000 man deployments, indeed EU armed forces with Admiral Gomes’ dream of great EU-flagged armadas roaming the oceans from the Pacific to the Arctic. Now the only problem is that no one wants to pay for any of this and few want to take on the tough military challenges, and in any case, and most importantly, it is all being done already: at NATO.

Everything which is suggested – operational headquarters, pooling and sharing, coordinated defence planning, support for defence R&D, improved ISR assets, development of UAVs, strategic lift, air-to-air refuelling, tackling piracy – is all being done already, and the most brilliant idea, the one that would create yet another category of ins and outs among European allies, is for the more ambitious federalists to create their own little army through permanent structured cooperation.

I have a simple question for the Council and the Commission. Why does the EU not try to get its act together and concentrate its crisis management efforts on civil and humanitarian contributions, instead of trying to play soldiers. This would complement NATO and might actually be useful. How refreshing it would be for the EU at its so-called Defence Council in December to announce that it will forthwith put its energies into civil action and encourage EU Member States to play a full military role in NATO.

Vous savez que les pays membres de l'OTAN ne sont pas tous membres de l'Union européenne. Vous savez très bien aussi que le processus de décision à l'OTAN pour une intervention, c'est l'unanimité.

Dans l'hypothèse où l'Union européenne s'en remettrait complètement à l'OTAN sur le plan militaire, avec quelle force réagirions-nous le jour où un pays non européen, non membre de l'Union européenne, bloquerait une opération qui serait importante pour la sécurité de l'Union?

  Geoffrey Van Orden (ECR), blue-card answer. – Well I think you have raised some very interesting points.

I am not suggesting for a moment that the EU be subordinated to NATO, but I also do not agree that the EU should have autonomy in terms of defence matters. I think the NATO alliance is our primary defence alliance, it should have first bite at the cherry. One of the great strengths of NATO is that a crisis can be discussed around the table, not only with European allies but with the United States and Canada as well. That is one of its great strengths. NATO should decide whether or not it is going to address a crisis.

I see no reason whatsoever why in NATO structures we should not have a decision that ‘OK, this is something where our European allies within NATO should take the lead’; they have the full support of other members of the alliance, but they should take the lead.

What I object to is this duplication of structures and capacity and capability, and this whole fiction that is invented as if somehow or other the EU is just doing stuff on its own and the rest of the world does not exist. That is cloud-cuckoo land.

  Sabine Lösing, im Namen der GUE/NGL-Fraktion. – Herr Präsident! Welche Region auch immer, welches außenpolitische Problem auch immer: Die Antwort auf vieles ist mehr Militär, mehr Ausrüstung, mehr Einsätze und bitte schön das alles gemeinsam.

Der Bericht von Frau Giannakou liest sich wie die Wunschliste der Rüstungsindustrie. Es ist eine Zusammenfassung aller erdenklichen finanziellen und institutionellen Möglichkeiten, um aus der immer beschworenen Friedensunion einen militärischen Riesen zu machen. Eine wirkliche Zivilmacht braucht keinen riesigen Militärapparat.

Rüstungsforschung, Förderung des militärisch-industriellen Komplexes, zwingende Verpflichtungen unter der Beistandsklausel, zivil-militärische Kooperation, Einführung eines EU-Militärhaushalts, Start-up-Fonds, gemeinsame Anschaffung von Drohnen und, und, und ...

Der Bericht von Frau Gomes zu den maritimen Aspekten der GSVP folgt der gleichen Philosophie. Von Ursachenbekämpfung kann keine Rede sein. Ihre Antwort ist immer öfter Gewalt und Militär zur Interessendurchsetzung und zur Absicherung. Frau Gomes betont in ihrem Bericht, dass die globalen maritimen Angelegenheiten reguliert werden müssten, damit es keinen Ausbeutungskampf um Ressourcen und die Vernichtung der ökologischen Grundlage gibt, da dies zu internationalen Konflikten und Militarisierung führen könnte.

Aber Frau Gomes, genau dieses Szenario ist doch bereits Realität. Und die EU ist Mitauslöser und Profiteur. Es ist doch vor allem auch der europäische Appetit auf Fisch und unser Giftmüll, die Atalanta ins Leben gerufen haben. Da etwas zu ändern, das wäre ein sinnvoller erster Schritt zu mehr Sicherheit.

  Νικόλαος Σαλαβράκος, εξ ονόματος της ομάδας EFD. – Κύριε Πρόεδρε, θεωρώ ότι οι εκθέσεις των δύο εισηγητριών, της κυρίας Γιαννάκου και της κυρίας Gomes, κινούνται σε επίπεδο εναρμονισμένο με τις προβλέψεις των Συνθηκών και επομένως - τυπικά - και συζητούνται και ψηφίζονται. Συγχαίρω τις κυρίες για τις πολύ καλές εκθέσεις τους.

Λαμβάνοντας υπόψη ότι τα θαλάσσια σύνορα των κρατών μελών αποτελούν τα εξωτερικά σύνορα της Ευρωπαϊκής Ένωσης και ιδιαίτερα σε μία περίοδο έντονων αναταράξεων στη Μέση Ανατολή και στη Βόρεια Αφρική, είναι απαραίτητο η Ευρωπαϊκή Ένωση να διατηρήσει υψηλό πολιτικό φρόνημα ώστε να εξασφαλιστούν ο έλεγχος, η σταθερότητα και η ασφάλεια των ευρωπαϊκών παράκτιων και χωρικών υδάτων.

Γνώμονας για τη διευθέτηση των διαφορών που αφορούν θαλάσσιες περιοχές πρέπει πάντα να είναι το διεθνές δίκαιο και η Σύμβαση του ΟΗΕ για το δίκαιο της θάλασσας (UNCLOS). Από τα 21 κράτη που βρέχονται από τη Μεσόγειο, μόνο 3 δεν έχουν υπογράψει ούτε επικυρώσει τη Σύμβαση του ΟΗΕ για το δίκαιο της θάλασσας, ένα εκ των οποίων είναι η Τουρκία.

Έχει πλέον γίνει κοινή πρακτική της τουρκικής εξωτερικής πολιτικής η παραβίαση χερσαίων και θαλάσσιων συνόρων κρατών μελών της Ευρωπαϊκής Ένωσης, όπως επίσης και οι απειλές σε περίπτωση άσκησης των έννομων δικαιωμάτων τους που απορρέουν από το διεθνές δίκαιο. Καθώς τα κράτη μέλη της Ευρωπαϊκής Ένωσης απειλούνται από τρίτες χώρες κατά την προσπάθειά τους της καθ’ όλα νόμιμης αξιοποίησης του ενδογενούς θαλασσίου πλούτου τους, η διαμόρφωση και εφαρμογή μιας ευρωπαϊκής στρατηγικής θαλάσσιας ασφάλειας είναι περισσότερο από ποτέ απαραίτητη προκειμένου να διασφαλιστούν τα ευρωπαϊκά συμφέροντα.

  Laurence J.A.J. Stassen (NI). - Europa kampt met de diepste crisis van de naoorlogse geschiedenis. Maar de Europese Unie droomt intussen verder over een EU-leger.

De EU kun je nog geen waterpistool toevertrouwen. Lady Ashton of Barroso aan het hoofd van een EU-leger, ik moet er niet aan denken. Het opzetten van een eigen hoofdkwartier gaat bakken met geld kosten, uiteraard allemaal betaald uit de EU-begroting, dus nóg meer geld naar Brussel.

Wij hebben al een veiligheidsorganisatie, die zit even verderop in Brussel en die heet: de NAVO. De NAVO heeft decennia met groot succes vrede en veiligheid gewaarborgd in Europa. Wij hebben geen behoefte aan nóg een geldverslindend project van de EU, omdat het zo graag superstaat wil zijn met een eigen leger.

De Nederlandse krijgsmacht blijft volledig in nationale handen en waar wij samenwerken, doen wij dat bilateraal en in NAVO-verband. Een EU-leger: dat nooit!

  Michael Gahler (PPE). - Herr Präsident! Ich möchte Marietta Giannakou und Ana Gomes für ihre Berichte danken.

Ich konzentriere mich hier auf den Bericht Giannakou. Er stellt dar, wo wir im Hinblick auf unsere militärischen Strukturen stehen und wo wir Defizite haben. Wir können oft nicht ausreichend schnell und effektiv auf Krisen reagieren.

Wer außenpolitisch eine Rolle spielen will, der muss die gesamte außenpolitische Toolbox zur Verfügung haben. Wir können nur dann soft power sein, wenn wir auch hard power sein können. Dafür müssen wir unsere bestehenden Strukturen anpassen – angesichts von Krisen, die näherkommen, wo die USA uns auffordern, uns selbst in unserer Nachbarschaft zu kümmern, und wo jeder Verteidigungsminister unkoordiniert spart.

Ich möchte wirklich noch einmal die Frage stellen: Was ist denn, wenn wir in Europa – meinetwegen irgendwo auf dem Balkan, ich nenne kein Land – eine akute Krise hätten und wir davon abhingen, dass die NATO eingreift – auch nur die europäischen Partner –, und dann zum Beispiel die Türkei ein Veto einlegen würde. Dann sind wir blockiert, wenn es im NATO-Rahmen ist, und das kann man nicht wegdiskutieren. Deswegen bin ich der Auffassung, wir brauchen autonome Kapazitäten und Fähigkeiten.

Der Gipfel im Dezember ist hierfür außerordentlich wichtig. Er muss genutzt werden, unter anderem zu einer defence review, einem stock taking, um zu wissen, was wir haben und was wir noch brauchen. Wenn wir unsere Defizite im Rahmen der Kapazitäten und Fähigkeiten überwinden wollen, sollten wir auch bestehende Einrichtungen stärken. Ich denke hier insbesondere an die Europäische Verteidigungsagentur, die ja im EU-Vertrag Aufgaben zugewiesen bekommen hat und die auch endlich mit den notwendigen Mitteln ausgestattet werden muss.

Diese Agentur hat ein großes Potenzial, die Aktivitäten mit den Mitgliedstaaten zu koordinieren – im Bereich Beschaffung, bei der Harmonisierung der operationellen Notwendigkeiten, bei multilateralen Projekten, beim pooling und sharing und bei der Stärkung der europäischen verteidigungstechnologischen und industriellen Basis.

  Tonino Picula (S&D). - Netko je dobro rekao da se samo površnom analitčaru može činiti da briga zbog morskih putova u doba interneta zvuči kao anakronizam. Globalni sustav trgovanja još uvijek ovisi o prijenosu ogromnih količina hrane i energije dakle najvažnijih po svijetu brodom. Trenutno postoje najmanje tri uska grla ; jedno je Adenski zaljev gdje se velika multinacionalna flota suočava sa somalskim gusarima, drugo je Hormuški tjesnac kroz koji mora proći najveći dio zaljevske nafte, a može se lako blokirati u slučaju lokalnog ili regionalnog sukoba, i treći je Molučki tjesnac kroz koji mora proći veliki dio kineske nafte uvezene s Bliskog istoka. Kao zastupnik pomorski orijentirane zemlje, sa 7 većih pomorskih luka za koje je nesmetan i siguran pomorski promet od ključnog značaja, podržavam integrirani pristup pomorskoj sigurnosti kako bi se efikasno nosili sa rastućim izazovima. Hrvatska je zainteresirana za projekte koji imaju pomorski karakter zbog duljine svoje plave granice i kao vanjske granice EU. U tom kontekstu želio bih spomenuti primjer Jadransko-jonske inicijative, koja počiva na ideji kako se međunarodne krize djelotvornije mogu rješavati suradnjom, a ne konfliktima. Razgovori i dogovori su ključevi uklanjanja postojećih i sprečavanja novih sukoba. Pored toga, Hrvatska i druge pomorske zemlje promiču takav duh razumijevanja i praksu suradnje u okviru drugih multilateralnih organizacija na Mediteranu poput Unije za Mediteran, Alpe-Jadran i Parlamentarne skupštine Mediterana. Važnost morske sigurnosti u sklopu europskih inicijativa Hrvatska je prepoznala i prije formalnog članstva u Uniji, sudjelujući u misiji EU-Nafor koja je u izvještaju istaknuta kao pozitivan primjer i putokaz za buduće djelovanje kako bi se dodatno integrirana pomorska dimenzija zajedničke sigurnosne i obrambene politike i ostvarila. Neki komentatori smatraju da je zajednička sigurnosna i obrambena politika a pogotovo njena pomorska dimenzija danas puno više preventivna nego obrambena, ostajući vječito u izgradnji i uvijek nedovršena. Označena je kao najslabija točka u procesu europske integracije. Vjerojatno su kritičari u pravu, ali ovakvi izvještaji potiču nas na korak dalje u pravom smjeru. Hvala

  Anneli Jäätteenmäki (ALDE). - Arvoisa puhemies, kiitän kollegaani Giannakoua monipuolisesta mietinnöstä, pari huomiota kuitenkin. Tässä mietinnössä, joka edustaa siis tässä vaiheessa turvallisuus- ja puolustuspolitiikan alivaliokunnan kantaa, esitetään huoli siitä, että kansallisia puolustusbudjetteja on leikattu, ja leikkauksia pidetään rajuina ja koordinoimattomina. On kuitenkin syytä huomioida, että EU-maiden yhteenlaskettu puolustusbudjetti on toiseksi suurin koko maailmassa, suurempi kuin Kiinan ja Venäjän puolustusbudjetit yhteensä.

Sen sijaan, että kannamme huolta näistä leikkauksista, minun mielestäni kannattaisi entistä enemmän kiinnittää huomiota ja peräänkuuluttaa parempaa yhteistyötä jäsenvaltioiden välillä. Tällä rahalla, jota käytetään, on mahdollisuus saada enemmän, jos se käytetään koordinoidusti ja yhteistyö pelaa. Voimavaroja voidaan yhdistää puolustussuunnittelussa ja muuallakin. Yhteisellä suunnittelulla voidaan saada aikaan euromääräisiä säästöjä, joista sitten hyötyvät myös kansalliset puolustusjärjestelmät ja sitä kautta veronmaksajat. Enkä tarkoita tällä yhteistä puolustusta, mutta yhteistyötä voidaan silti harjoittaa. Rohkaisevana esimerkkinä voidaan pitää tätä pooling and sharing -järjestelmää, mutta se ei ole kuitenkaan tätä sotilaallisen suorituskyvyn kehittämistä ja sellaista jakamista, jota tarkoitan, ja siihen pitäisi satsata.

  Tarja Cronberg (Verts/ALE). - Mr President, I will concentrate my comments on the military structures report.

As the previous speaker noted, the report points to capability gaps in European defence and puts the blame on the defence cuts made recently by Member States. I do not think that the current capability gaps in European defence are because of recent defence budget cuts. Defence planning and procurement is a long process and, unfortunately, many wrong decisions were made as long as five or 10 years ago. Because of duplication, fragmentation, poor transparency and corruption, a lot of taxpayers’ money has been wasted. For example, we still have more than 20 procurement projects in Europe aimed at procuring the same kind of armoured vehicles.

As opposed to working together, Member States have differing national standards, and so the end result differs. In the near future, we are going to procure 10 different kinds of helicopter. The economic crisis is really bringing this to the fore. The result is that European defence capabilities are only of limited use. We therefore reject the idea that solving the capability gaps means pouring in money from the EU budget: that is a strategic mistake. In our view, more money would only support the continuation of a system that does not work. It would also mean taking money from civilian programmes.

In our view, the report promotes the development of, and investment in, the European drones programme. In paragraphs 34 and 35 the report promotes joint EU ownership of drones. This means not only that we should use EU budget money for research into, and the development of, drones, but also that we should then buy these drones as an EU capability. The report mentions more projects to be financed by the EU budget, such as the defence college, defence agency and the satellite centre. This is a wrong approach: it would be much more logical to pool and share resources, giving us more security for less money.

  Mirosław Piotrowski (ECR). - Panie Przewodniczący! Pomimo ogromnych wydatków w dobie kryzysu na wspólną politykę bezpieczeństwa i obrony, polityka ta nie funkcjonuje. Już w punkcie pierwszym przedłożonego dziś sprawozdania w sprawie struktur wojskowych Unii odnotowujemy „z coraz większym zaniepokojeniem niedostateczną zdolność Unii do reagowania na kryzysy międzynarodowe skutecznie i w odpowiednim czasie”. W punkcie trzecim ubolewamy „że niedawne operacjami w Libii i Mali ukazały brak postępu na drodze do prawdziwie wspólnej polityki bezpieczeństwa i obrony”. Tendencję tę potwierdza także niejednolita reakcja w sprawie Syrii. Podczas gdy Anglia i Niemcy opowiedziały się przeciwko zbrojnej interwencji w Syrii, to Francja zadeklarowała udział w misji wojskowej. Jasno widać, że zbudowany projekt wspólnej polityki bezpieczeństwa i obrony jest wyłącznie papierowy i nie potrzeba pojazdów pancernych, żeby go rozjechać.

  Ewald Stadler (NI). - Herr Präsident! Der Bericht Giannakou will also nach einer Wirtschaftsunion, einer Währungsunion, einer Sozialunion, einer Haftungsunion und einer Bankenunion jetzt auch noch eine Militärunion. Österreich verdankt seine Souveränität dem Staatsvertrag von Wien von 1955. Dort ist explizit jeder Beitritt zu einem Militärbündnis ausdrücklich ausgeschlossen. Daraufhin wurde das Neutralitätsgesetz beschlossen, das ebenfalls jeden Beitritt zu und jede Beteiligung an einem Militärbündnis ausdrücklich ausschließt. Im Jahr 1994 hat man der österreichischen Bevölkerung versprochen, dass man keinem Militärbündnis beitritt, wenn man der Europäischen Union beitritt.

Und nun wollen wir eine Militärunion. Das ist ungeheuerlich! Ich werde mir morgen das Abstimmungsverhalten der österreichischen Abgeordneten ganz genau anschauen. Denn das, was hier verlangt wird, auch von einer Militärunion, ist unvereinbar mit dem Staatsvertrag von Wien, der Rechtsgrundlage für die österreichische Souveränität und Unabhängigkeit ist. Militarisierung und Aufrüstung ist unvereinbar mit dem Staatsvertrag von Wien und mit dem Neutralitätsgesetz! Die Finanzierung derartiger Strukturen ist unvereinbar mit dem österreichischen Neutralitätsgesetz und mit dem Staatsvertrag von Wien. Und auch der Einsatz bei Gefechtsverbänden der Europäischen Union ist genauso unvereinbar wie die hier geforderte Zusammenarbeit! Das ist für österreichische Abgeordnete nicht akzeptabel!

  Krzysztof Lisek (PPE). - Panie Przewodniczący! Powstało wiele dokumentów o europejskiej polityce bezpieczeństwa i obrony, choć z drugiej strony jeden z ekspertów ośrodka analitycznego w Brukseli powiedział: „tak wiele słów i tak wiele dokumentów o niczym”. Rzeczywiście jest kłopot z europejską polityką bezpieczeństwa i obrony, ale wynika on, moim zdaniem, z tego, że jesteśmy nie na końcu drogi, tylko na jej początku. Sojusz Północnoatlantycki jest strukturą sprawdzoną, istniejącą wiele, wiele lat. Europejska polityka bezpieczeństwa i obrony to dzisiaj de facto pomysł, zamysł nieposiadający struktur, nieposiadający przecież armii, która stałaby za tymi wszystkimi dokumentami, które stworzyliśmy.

Sprawozdania autorstwa pani Gomes i Giannakou, nad którymi będziemy głosować, to wyraz opinii większości grup politycznych. Zostały one poparte w komisji przez większość grup politycznych i dają obraz tego, jak w opinii większości grup politycznych ta wspólna polityka bezpieczeństwa i obrony powinna wyglądać. Zgadzam się z posłem Van Ordenem, i oczywiście podobnie jak koledzy Danjean i Gahler, i pewnie wszyscy członkowie naszej podkomisji SEDE, jestem za tym, że należy rzeczywiście unikać duplikacji. Zapraszam pana Van Ordena do przeczytania naszego dokumentu, dokumentu PPE, który ogłosiliśmy kilka dni temu, gdzie piszemy bardzo wyraźnie o tym, że chcemy za wszelką cenę unikać duplikacji między strukturami Unii i NATO i jesteśmy za jak najdalej idącą współpracą tych struktur.

  Ioan Mircea Paşcu (S&D). - Mr President, I would like to start by saying that I cannot share either the praise of Mr Bütikofer for the report of Ms Gomes or the optimism of Mr Van Orden with respect to European defence.

I will now talk about what I prepared about the report by Ms Giannakou. I will start by saying that a true arc of crisis has enveloped Europe from south and east, once again bringing defence to our attention – except that, instead of increasing our defensive effort, we have already reduced it considerably.

In comparison with the 1929-1933 world crisis, when defence spending and re-arming proved to be an efficient way of getting us out of that crisis (with the cost of throwing us all into the most destructive world war six years later), today we respond by slashing our defence budgets. True, even if today we do not envisage a new world war, the consequences of our current reductions might jeopardise our future all the same, because Europe would be less and less capable of defending itself in the face of new and old challenges coming closer and closer to our borders.

The report by Ms Giannakou has taken onboard all the major suggestions advanced by our group, a fact for which I hereby thank the rapporteur, Ms Giannakou, who approached her collaboration with the shadow rapporteurs in a very businesslike manner.

Among the important proposals advanced by the rapporteur are the request for a significant increase in the shared costs for rapid reaction operations; the invitation to the Council to revisit and streamline the decision-making procedures to make the EU’s rapid reaction a reality; the creation of a fully-fledged EU operational headquarters within the European External Action Service, possibly through permanent structural cooperation; and the evaluation of the possibility that costs not related to the military operations per se be charged to the EU budget.

In conclusion, we appreciate very much both the report and its proposals and the work done in preparing it, for which Ms Giannakou deserves to be congratulated and consider that, by adopting it tomorrow, Parliament would significantly contribute to the December Rio Council devoted to defence and security.

  Andreas Mölzer (NI). - Herr Präsident! Die Europäische Union hat bekanntlich jede Menge Probleme zu bewältigen, und mit jeder Erweiterung kommen neue dazu. Eine Konzentration auf die europäische Sicherheitspolitik ist meines Erachtens also nur in dem Ausmaß sinnvoll, in dem diese Problemfelder bekämpft bzw. beseitigt werden – etwa durch die Beseitigung von Doppelstrukturen oder durch die Schaffung einheitlicher Standards für militärische Güter. Solange die NATO am Gängelband der Vereinigten Staaten hängt, solange ist es meines Erachtens gefährlich, davon zu träumen, die EU solle sich zu einem europäischen Pfeiler der NATO entwickeln.

Wenn die USA von Europa mehr Eigen-Engagement in der Sicherheitspolitik fordern, dann fordern sie bekanntlich stets blinden Gehorsam zur Unterstützung des US-amerikanischen Supermachtinteresses. Die kontinuierlichen Verstöße der US-Amerikaner gegen Menschen- und Völkerrecht – alles natürlich immer im Namen der Terrorbekämpfung und der Demokratisierung – sollten wir nicht länger kritiklos hinnehmen. Es ist meines Erachtens höchste Zeit, dass sich die EU außen- und sicherheitspolitisch emanzipiert. Und der Vertrag von Lissabon, den ich ansonsten nicht zu loben pflege, bietet dazu die Grundlagen – auch unter Wahrung der österreichischen Neutralität, wie ich glaube.

  Francisco José Millán Mon (PPE). - Señor Presidente, en la Unión Europea de hoy es prioritario mejorar la unión económica al nivel que exige la unión monetaria, pero no podemos descuidar la dimensión de seguridad y defensa. Habrá retos, crisis y conflictos en regiones cercanas a la Unión que requerirán previsiblemente la actuación de la Unión Europea en esa dimensión de seguridad y defensa. Tenemos que ser conscientes, además, de que los Estados Unidos no quieren seguir siendo el policía mundial. Ahí están la doctrina del leading from behind o el giro hacia Asia del Presidente Obama. Además, hay países de importancia creciente en el plano económico y político del mundo que no quieren asumir mayores responsabilidades en el mantenimiento del orden global, y hay áreas en las que la OTAN bien no querrá o no podrá actuar.

Por consiguiente, para mí es necesario que la Unión busque una política creíble y eficaz en materia de defensa, dotándose progresivamente de las capacidades necesarias. En ello insisten los informes Giannakou y Gomes. Este último trata de la dimensión marítima de una Unión Europea ribereña de tantos mares y cuyo potente comercio utiliza todas las rutas marítimas mundiales. El informe apoya también una amplia cooperación transatlántica en una línea similar a la que yo mismo formulé en un informe aprobado el pasado junio.

Señorías, yo espero que el Consejo Europeo de diciembre avance en materia de seguridad y defensa, pero sé que es difícil. Esto requiere voluntad política, liderazgo, apertura de miras y medios financieros, y, por cierto, en este sentido, creo que la financiación para I+D prevista en el Horizonte 2020 debería alcanzar también a la industria europea de defensa.

  Luis Yáñez-Barnuevo García (S&D). - Señor Presidente, el hecho de ser ya uno de los últimos oradores o, por lo menos, de intervenir muy avanzado el debate y que veintitantos colegas hayan intervenido con anterioridad me ahorra tener que desarrollar mis argumentos.

Quisiera apoyar lo que han dicho las dos ponentes —cuyos informes respaldo—, la señora Giannakou y la señora Gomes, a las que felicito. Pero lo dicho también por el Presidente de la Subcomisión de Seguridad y Defensa, señor Danjean, o por la señora Koppa, portavoz socialista en esa comisión, hace muy breve esta intervención.

Solamente quiero decir que pido excusas al señor Van Orden por si le han podido molestar mis palabras, porque luego he visto que es de los pocos que ha participado o, mejor dicho, que ha permanecido en todo el debate, de principio a fin. Aunque discrepemos, la verdad es que coincidimos en la preocupación por los intereses comunes de Europa en temas de seguridad y defensa.

  Cristian Dan Preda (PPE). - Dacă îi întrebăm pe cetățenii europeni ce cred, o majoritate consideră că e nevoie de o politică de apărare şi securitate comună. Pe de altă parte, aşa cum se ştie, Tratatele ne arată că Uniunea trebuie să depună eforturi pentru realizarea progresivă a unui cadru comun pentru politica de apărare. Cu toate acestea, istoria recentă, şi mă gândesc aici la intervenţia din Libia, la intervenţia din Mali, ne arată că suntem departe de realizarea unei veritabile politici de securitate şi apărare comune. Sigur, Uniunea dispune de capacități insuficiente de reacție la crizele internaționale, bugetele naționale de apărare sunt şi ele în continuă scădere. Nu este de ignorat, de bună seamă, nici impactul crizei financiare asupra sectorului apărării.

Ce putem face în aceste condiţii? Cred că problemele bugetare pot fi contracarate printr-o mai bună coordonare. Cred că se pot pune în comun şi partaja capabilitățile. Cred că, prin dezvoltarea unei piețe europene a echipamentelor de apărare, se pot găsi noi modalități de finanțare la nivel european. Adevărul este că principalul obstacol în calea unei politici de securitate şi apărare comune este voința politică a liderilor naționali. De aceea, încurajăm Consiliul European de Apărare din decembrie 2013 să promoveze cooperarea între statele membre, inclusiv, dacă nu se poate altfel, între o parte din statele membre. Întrunirea acestui consiliu este deja un semnal important – să sperăm că şi rezultatele vor fi pe măsură.

  Boris Zala (S&D). - Mr President, I warmly welcome the report by Ana Gomes, but the paradox is that the EU possesses all the right tools to meet modern-day security challenges. It still has the second largest military spending in the world and it has a technologically advanced and innovative defence sector, yet we are still unable to translate these opportunities into a workable and coherent security policy.

The technological, military and economic logic of a more integrated EU defence policy is inescapable but the problem is exclusively political. As long as Member States continue to cling to a traditional concept of sovereignty in security matters, the EU will continue to be a second-tier actor. I hope that the December summit will mark the beginning of a paradigm shift.

  Davor Ivo Stier (PPE). - Hvala gospodine predsjedniče i evo odmah na početku bih želio čestitati izvjestiteljicama na pripremi ovih izvješća, tu se zapravo traži tijesna suradnja između EU i NATO-a i to je dobro jer NATO ostaje jedan temeljni okvir za sigurnost mnogih naših država članica. S druge strane se traži i veća integracija unutar EU, to je važno za sve članice a pogotovo za one manje i srednje veličine. Evo ja ću spomenuti kako je prije par godina hrvatska i slovenska vlada su krenule u raspravu o integraciji svojih zrakoplovnih snaga kako bi mogli vršiti nadzor svojih zračnih prostora u Sloveniji, u Hrvatskoj ali onda i u Bosni i Hercegovini ili u susjednoj regiji. Zbog političke kratkovidnosti to nije prosperiralo. A što je rezultat: Slovenija nema tih zrakoplovnih snaga sada, a Hrvatska troši novac u održavanju starih neperspektivnih ruskih aviona umjesto da se investira u izgradnju europske obrambene industrije. Isto mislim i za brodogradnju, i ovdje pozdravljam što se u rezoluciji potiče i europsko financiranje vojne brodogradnje. To je izuzetno bitno ne samo zbog izgradnje europskih obrambenih kapaciteta, nego zbog šireg koncepta sigurnosti, sigurnosti naših građana da će moći naći i nova radna mjesta a to je pogotovo važno u zemljama koje imaju tradiciju brodogradnje, a danas visoku stopu nezaposlenosti.   Othmar Karas (PPE). - Herr Präsident, meine Damen und Herren! Letzte Woche haben sich die Vertreter des Europäischen Parlaments und der nationalen Parlamente in Vilnius getroffen, um über die gemeinsame Verteidigungs- und Sicherheitspolitik zu reden.

Ich hoffe, dass das, was jetzt hier stattfindet, auch in jedem nationalen Parlament stattfindet, um das europäische Bewusstsein, das nationale Bewusstsein für die Notwendigkeit einer gemeinsamen Verteidigungs- und Sicherheitspolitik zu stärken.

Wir können das nicht alleine. Wir haben in allen Mitgliedstaaten der Europäischen Union die gleichen Probleme: zu wenig Personal, zu wenig Geld, zu wenig Effizienz und daher zu wenig Glaubwürdigkeit. Und aus diesem Grund kann ja nur die Antwort sein – auch aus diesem Grund –, dass wir unsere Kräfte bündeln, um unsere Aufgaben erfüllen zu können. Und wenn heute der Kommissionspräsident das Ziel der politischen Union in seiner State-of-the-Union-Rede wiederum deutlich proklamiert, dann müssen wir sagen, wir können keine glaubwürdige politische Union werden, ohne vorher eine Verteidigungs-, Sicherheits- und außenpolitische Union zu sein.

Und daher fordern wir, dass die European Defence Agency alle Einsparungs- und Effizienzsteigerungsmaßnahmen der nationalen Heere koordiniert. Daher fordern wir, dass wir ein gemeinsames europäisches Beschaffungswesen erhalten. Und daher fordern wir, dass in der nächsten Kommission ein eigener Kommissar für die Verteidigungsunion zuständig wird, die auch unsere internationalen Einsätze koordiniert.

  Andrej Plenković (PPE). - Hvala lijepa gospodine predsjedavajući, prije svega čestitam izvjestiteljicama, i posebno ću se osvrnuti na izvješće gospođe Giannakou koja govori o aspektima vojne suradnju u okviru EU, svjestan sam da je upravo ovo područje sigurnosne i obrambene politike doživjelo najveći progres u proteklih 15-ak godina u okviru svih politika EU i jačanje vojnog aspekta potcrtava upravo onaj aspekt i to da EU nije samo meka snaga ili soft power. U tom smislu inicijative koje je gospođa Giannakou predložila o uspostavi stalnog operativnog zapovjedništva o osnaženju stalne strukturirane suradnje između država članica upućuju na daljnji trend jačanja obrambene suradnje i vjerujem da će dio njenih prijedloga biti i sadržajem rasprava koje očekujemo o evropskoj sigurnosnoj i obrambenoj politici na Europskom vijeću u prosincu ove godine. Također potcrtao bih cjeloviti pristup svih aspekata vanjskog djelovanja EU i diplomatskog, političkog, pravnog, policijskog, razvojnog, gospodarskog i vojnog jer je u tom segmentu EU jedinstveni međunarodni akter i to je ono što trebamo njegovati i stalno usavršavati. I na kraju smatram da suradnja sa Sjevernoatlantskim savezom mora biti potpuna i dijeljenje informacija bez dupliciranja zajednički rad mogu ojačati našu vjerodostojnost na međunarodnoj sceni jer različite aktivnosti na raznim operacijama u proteklih nekoliko godina ukazale su i na određene nedostatke.   Eija-Riitta Korhola (PPE). - Arvoisa puhemies, mielestäni edustaja Gahler sanoi sen hyvin: me voimme olla soft power – mikä me tietenkin haluamme olla – jos meillä on periaatteessa kapasiteettia olla hard power. Tämä on realistinen lähtökohta, ja tässä valossa tarkastelen mietinnön merellistä ulottuvuutta. Meidän on käytettävä kaikkia poliittisia, diplomaattisia ja sosiaalis-taloudellisia keinoja tukeaksemme puolustuspolitiikkaamme merillä. Meret on säilytettävä avoimina ja päätökset niistä on tehtävä multilateraalisin keinoin.

Olen jonkin verran huolissani Kiinan linjauksista meripolitiikassa. Vallan kasvun tulisi tuoda vastuuta myös pienempiä naapurimaita kohtaan. Jos Kiina vain haalii lisää alueita ympäriltään, tyytymättömyys kasvaa laajemmalla Aasian ja Tyynenmeren alueella. Myös EU:n turvallisuus vaarantuu. Toivoisinkin, että voisimme pian keskustella Etelä-Kiinan meren tilanteesta tässä valossa.

  Janusz Władysław Zemke (S&D). - Panie Przewodniczący! Chciałbym zwrócić uwagę na fakt, że nie da się prowadzić skutecznej wspólnej polityki bezpieczeństwa i obrony, jeżeli nie przezwyciężymy dwóch ograniczeń. Ograniczenie pierwsze wynika z faktu, że Unia Europejska nie dysponuje ciągle jedną sprawną kwaterą główną operacji. Kwatera ta powinna być stałym elementem Europejskiej Służby Działań Zewnętrznych. Unia ma szereg instytucji i rozwiązań o cząstkowym charakterze – trzeba te instytucje zintegrować. Wreszcie problem drugi polega na tym, że dalej utrzymujemy fikcję wspólnych grup bojowych. Żadna z takich grup nie została do tej pory w żadnej sytuacji wykorzystana. Wydaje mi się, że trzeba by się zdecydować na znacznie mniejszą liczbę takich grup, ale o takim charakterze, żeby mogły one być wykorzystywane do szybkiego działania.

  Gesine Meissner (ALDE). - Herr Präsident, meine Damen und Herren! Ich finde es sehr wichtig, dass wir heute über das Thema „Maritime Sicherheit“ sprechen, und ich möchte mich da vor allen Dingen auf den Bericht von Frau Gomes fokussieren. Frau Gomes, Sie haben nicht ganz richtig gesagt, die integrierte Meerespolitik der EU habe sich bis jetzt darum gar nicht gekümmert. Ich halte das nicht für richtig, denn bei der integrierten Meerespolitik – ich war 2010 Berichterstatterin – haben wir von vornherein auch gesagt, dass Sicherheitsaspekte im maritimen Bereich von Bedeutung sind, nicht nur was Umweltschutz und illegale Aktivitäten angeht, sondern ganz generell.

Und wir haben seitens des Europäischen Parlaments schon wiederholt gesagt, eine europäische Küstenwache muss in Erwägung gezogen werden. Pirateriebekämpfung war in den letzten drei Jahren schon mehrfach hier Thema – vom Transportausschuss angeregt, zuletzt auch gemeinsam ausschussübergreifend in einer Entschließung. Und da stehen wir vor neuen Herausforderungen: Die bewaffneten Begleitteams haben abschreckende Wirkung am Horn von Afrika gehabt, wo auch übrigens Entwicklungspolitik gefordert ist, etwas zu tun als EU. Jetzt in Westafrika sind ganz andere Dimensionen da, weil dort eben die Staaten besser aufgestellt sind und bewaffnete Begleitteams an Schiffen nicht erlaubt sind.

Kurz und gut: Es ist gut, dass jetzt in der Kommission eine europäische maritime Sicherheitsstrategie in Arbeit ist – es wurde angesprochen –, und ich denke, wir sollten seitens des Europäischen Parlaments diese auch wirklich erfolgreich begleiten!

  Andrew Henry William Brons (NI). - Mr President, we are used to the EU using the crisis as a pretext for greater integration of Member States’ economies: it is now being used as a pretext for pooling defence industries and capabilities. Apparently, surrender of the ability to take independent action is a panacea for all ills.

Sovereign states that lose their own capabilities and defence industries cease to be sovereign. Supranational bodies that gain a capacity to wage war without the express consent of member countries become, by stealth, sovereign states. But of course that is the idea.

The report seems to look back at previous involvement in conflicts with a degree of nostalgia and bemoans the fact that the EU does not have a clear common security and defence policy. It refers with approval to the 2008 European Council meeting at which the objective was set to be capable of deploying a force of 60 000 in 60 days. I am afraid I cannot be sanguine about the possibility of a trigger-happy EU deploying an army of that size.

Alliances such as the EU mutual defence clause have the potential for transforming a localised conflict into a world war. If we doubt it, think of 1914.

  Linas Antanas Linkevičius, President-in-Office of the Council. − Mr President, just a few closing remarks on the reports.

We all agree that maritime security matters, and hand-in-hand with the Commission and Member States we are working hard on a comprehensive strategy for this. Much has been done already. Much has been achieved, the most important being the changes in mindsets, and managed initiatives are ongoing on external dimensions. The Horn of Africa provides viable proof that we can progress only when we seek comprehensiveness and synergies based on sound and prudent strategies. This is why we work on the European Union maritime security strategy and this is very important.

It is also important to streamline efforts and mitigate duplications. This is about capabilities, but in a much broader sense than just military means. Understanding that is also important. We need your support for this work. Therefore I am particularly grateful for the report presented by Ana Gomes whom I thank again for the quality of the work and the value that it brings. Your considerations will foster our work and will raise public awareness. It is also very important on the complexities, on the critical issues at sea.

In the same vein, I welcome and appreciate once again Ms Giannakou’s work on the EU’s military structures and the possible way ahead. Military aspects of CSDP, and defence in general, form a major part of our daily activities. Our quest for comprehensiveness will not achieve the desired results if we underestimate this powerful – although often revered as a last resort – crisis management tool.

Security and defence go hand in hand and they both rely not just on adequate strategies but also on credible capabilities. The current economic and financial environment does not favour Member States’ efforts in the defence domain. We all know about that. Therefore I also believe that we will be much more efficient if we develop further collaborative opportunities in order to preserve and enhance the required defence capabilities.

There were a lot of comments about interaction with NATO. Let me also add that NATO and the EU are doing this in transparency, trying to avoid duplications and to promote comprehensiveness and complementarity. This is not an easy task. It is also dependent on our political will and on taking a rational approach, and what we do in the EU will also help NATO. It will not compete. Simply we will interact when appropriate. It is important that we all know this.

Just one word on finances because comments were also made on this – and very appropriate comments – because this is probably really the main challenge facilitating CSDP action. With regard to civilian CSDP missions, work is ongoing to improve the financial framework, inter alia by looking into the applicability and flexibility of various EU instruments, such as the Instrument for Stability, the European Development Fund or follow-up action under Article 28 of the Treaty. We achieved considerable progress already throughout last year by establishing a permanent CSDP Warehouse and Shared Services Centre and in the use of ISF.

On the military side we are also looking into the funding of battle groups. Extending current categories of costs eligible for common funding could be considered for this, either during an operation, during a standby period or for training of the EU battle groups concerned.

So indeed there is a lot on our agenda and once again, let me thank you very much for your valuable contributions to this.

  Μαριέττα Γιαννάκου, Εισηγήτρια. − Κύριε Πρόεδρε, θέλω να ευχαριστήσω τον υπουργό καθώς και τους συναδέλφους που τοποθετήθηκαν θετικά σε σχέση με τη δική μου έκθεση αλλά και την έκθεση της κυρίας Gomes. Θα ήθελα να συμπληρώσω ότι δεν είναι δυνατόν να ισχυριζόμαστε ότι αδυνατούμε να πράξουμε κάτι λόγω των μειωμένων προϋπολογισμών όταν, πολλές φορές, γίνονται από τα κράτη μέλη οι ίδιες ενέργειες με πολύ μικρότερο αποτέλεσμα.

Κατ’ αρχήν, τι σημαίνει όταν οι Ηνωμένες Πολιτείες παράγουν τανκς σε μία γραμμή και η Ευρώπη παράγει σε δεκαέξι γραμμές; Δεύτερον, ουδείς εμποδίζει - και αυτό πρέπει να γίνεται - το NATO να συνδέεται με τη λειτουργία της Ευρωπαϊκής Ένωσης και να υπάρχει μόνιμη, διαρθρωμένη συνεργασία κατά κάποιο τρόπο μεταξύ Γενικού Γραμματέα του NATO και της Υπάτης Εκπροσώπου, στην προκειμένη περίπτωση.

Άλλωστε, κύριε Πρόεδρε, όλες οι δομές οι οποίες υπάρχουν στην ουσία ανήκουν στο εθνικό επίπεδο και στη δικαιοδοσία του εθνικού επιπέδου. Δεν πρόκειται να τις πάρει κανείς από το εθνικό επίπεδο. Επομένως, γιατί να μην μεγιστοποιήσουμε τα αποτελέσματα, γιατί να μην είμαστε σωστότεροι, γιατί να μην προστατεύσουμε τα θαλάσσια σύνορά μας, όπου εκεί ανακύπτουν και ζητήματα που έχουν σχέση με την εμπορία προσώπων, με το λαθρεμπόριο ναρκωτικών, με την πειρατεία και με άλλες απειλές προς την Ευρωπαϊκή Ένωση;

Εγώ πιστεύω ότι με τα ίδια χρήματα, ή και λιγότερα, μπορούμε, με μία ουσιαστική συνεργασία μεταξύ μας και έχοντας κάνει ένα σωστό ποιοτικό βήμα προς τα εμπρός, και να κατανείμουμε ρόλους - ουδείς μας εμποδίζει να προχωρήσουμε στα ζητήματα διαρθρωμένης συνεργασίας όσοι θέλουμε - και, ταυτόχρονα, να υπάρξουμε αποτελεσματικοί, μαζί με την αντιμετώπιση αυτών των απειλών, και στην αντιμετώπιση συνδυασμού απειλών με ανθρωπιστικές κρίσεις που παρατηρούνται στον τρίτο κόσμο και όπου υπάρχει μεγάλη ανάγκη παρέμβασης της Ευρώπης.

Κύριε Πρόεδρε, η Ευρώπη προσφέρει πολλά και στον τρίτο κόσμο. Γιατί δεν είναι τόσο ελκυστική στον τρίτο κόσμο; Γιατί δεν συντονίζεται σωστότερα; Δεν μπορούμε να το κάνουμε αυτό; Φυσικά μπορούμε. Ορισμένοι φοβούνται ότι αυτό θα σημάνει και την πολιτική εξέλιξη, και τη μεγαλύτερη ολοκλήρωση της Ένωσης ή την ομοσπονδιοποίηση. Και λοιπόν; Δεν μας χρειάζεται μια ευρωπαϊκή διακυβέρνηση στο μέλλον, κύριε Πρόεδρε; Εγώ πιστεύω πως ναι!

  Ana Gomes, rapporteur. − Mr President, I would like to take the opportunity to congratulate my colleague, Ms Giannakou, on her report. Her philosophy and her approach to the matters dealt with there very much coincide with those of my own report – which has been adopted by the Committee on Foreign Affairs and on which we will vote tomorrow – on the maritime dimension of the CSDP. The thinking is similar, as are the concerns: with the resources needed for pooling and sharing these capabilities and the need to plan for the future. These things are essential, as it is essential to actually understand the major threats and challenges.

I also want to thank my colleagues for all their contributions. I very much agree with what Mr Danjean said about financing for the CSDP and all the effort in terms of equipment and the capabilities that will have to be acquired. I strongly share – and this is in the report – Ms Meissner’s view about the need for a European coastguard. I very much welcome the kind words by the Presidency, highlighting the contribution of this report.

I also welcome most of the criticisms because they stem from a point of view which is anti-CSDP and against a Europe for defence and security. I believe that this Europe for defence and security is essential, not just for European citizens but actually for the world. I see, and I believe in, Europe as a global provider of security and of respect for international law. Obviously, everything advocated in our reports must be conducted with due regard for international law and, in the case of the maritime dimension, for the UN Convention on the Law of the Sea.

I take issue with one of the criticisms by my colleague Mr Bütikofer – who is no longer here – who accused me of imperial nostalgia. I am sorry that he does not know this, but I fought against colonialism in the old days of the dictatorship and the colonial time, and I do not accept this kind of criticism. I hope he does not have to eat his words if, one of these days, a cruise ship of vacationing German citizens is the target of a terrorist attack somewhere in the middle of the ocean, maybe in an area under the control of my country which, despite being the third country of the EU as a maritime economic zone and the tenth in the world, does not actually have the capability to deal with a major terrorist attack if it occurs in our waters. That is exactly why we need Europe.   Elnök. − A vitát lezárom. A szavazásra 2013. szeptember 12-én, csütörtökön kerül sor.

A vitát hallgatva nem érzékelem azt, hogy teljes egyhangúság lenne a teremben. Dehát ez nem, baj. Nagyon komoly témáról volt szó, ezért engedjenek meg egy kicsit könnyedebb hangvételt. Mint elnök nagyon örülök, hogy a vízipisztoly csak szóban került elő, és fontosnak tartom, hogy megtanultuk, hogy az internet nem alkalmas az élelmiszerek transzportjára.
