  Peter Jahr (PPE). - Herr Präsident! Der Bestand des Europäischen Aals ist mit unzähligen Problemen konfrontiert: Überfischung, Verlust von wichtigen Lebensräumen, Umweltverschmutzung, Parasiten und Veränderung von Meeresströmungen.

Man muss einfach festhalten: Es gibt hier nicht eine einzige Ursache, sondern viele. Und was die Sache noch schlimmer macht: Diese Ursachen sind auch noch nicht vollständig erforscht. Es geht ja schon damit los, dass man nicht genau bestimmen kann, wie viel Aal man eigentlich hat. Deshalb ist es richtig, mit diesem Bericht der Kommission entsprechende Befugnisse zu geben.

Die Kommission wird daher ermächtigt, delegierte Rechtsakte zu erlassen und auch entsprechende Maßnahmen bei der Preisgestaltung zu ergreifen, damit die Fischereiarten bevorzugt werden, die zur Aalbestandserhöhung oder -erhaltung beitragen. Gleichzeitig wird die Kommission ermächtigt, Durchführungsakte zur Annahme von Aalbewirtschaftungsplänen zu erlassen.

  Bernd Posselt (PPE). - Herr Präsident! Ich habe nur eine Frage. Die erste Abstimmung gestern betraf Alfonsi. Ich hatte eine Stimmerklärung zu Alfonsi angemeldet. Warum ist diese nicht aufgerufen worden?

  Marian Harkin (ALDE). - Mr President, I want to thank the rapporteur for this important report. I have a particular interest in this as I come from a country where eel-fishing has been banned since 2009, and yet it is clear that this has not worked. Only Ireland, along with Norway, has banned eel-fishing. It is not a sensible or realistic management plan. It is like constantly filling a bucket with water that has a large hole in the bottom. We also see that eel escapement in Ireland is at 27 % and many eels of course are lost due to the operation of hydroelectric water stations.

In Ireland we have used a sledge hammer to crack a nut, with no positive outcomes. We have no increase in the eel population and we have many eel fishermen unemployed with no hope of re-opening eel fisheries. Europe needs a proper eel management plan, as outlined in this report, and Ireland needs to be part of it.
