  Tarja Cronberg, author. − Mr President, Iraq is becoming an increasingly violent place. Five thousand civilians have been killed and up to 10 000 injured since the beginning of 2013. These are only the figures we can be sure about, but the problem is much greater because the entire administrative system is on the brink of becoming dysfunctional.

Iraq has suffered greatly as a result of the war in Syria; social and economic welfare in Iraq is dismal. This protracted systemic instability produces more violence between and within sectarian camps. We strongly condemn this situation and believe that it generates instability in the wider region as well.

We call on the Government of Iraq to conduct a swift and full independent international investigation of all acts of violence, including the attack on Camp Ashraf on 1 September 2013. We call urgently on political, religious and civilian leaders and on the security services to start to work together to ensure that all Iraqi citizens feel equally protected. In particular, we call on Iraqi religious leaders to start a dialogue between Sunni and Shia clerics as a necessary tool for the establishment of social peace and stability in the country.

The recent talks between Iran and the USA are an opportunity for Iraq too. Iraq could act as a bridge, since it has strong ties with both. This could help to stabilise the region.

  Struan Stevenson, author. − Mr President, as Ms Cronberg has just said, we are witnessing Iraq spiralling back towards civil war. When the Americans left Iraq, they said they were leaving behind a functioning democracy. What they have left behind is in fact a basket case.

We see increasing violence and increasing discrimination against minorities, harassment against the Christians, the Shabaks, the Turkmen. We have seen recently the appalling massacre in Camp Ashraf, people with their hands handcuffed behind their back, shot brutally in the back of the head, executed. The wounded, when they were taken to the clinic, executed there. Seven hostages, including six women, kidnapped and there is no question at all that this was done by the Iraqi forces under the instructions of Prime Minister Nouri al-Maliki. We know, as Catherine Ashton has said, and UNHCR has said, these hostages are being held by Maliki in Baghdad. They must be released now or he must face the consequences.

  Corina Creţu, Autor. − (ininteligibil)... şi eu profunda îngrijorare faţă de deteriorarea situaţiei din Irak. Am participat cu toţii şi am văzut care a fost, după căderea regimului Hussein, speranţa şi aşteptarea faţă de un nou Irak; de aceea constatăm cu atâta tristeţe această prăbuşire în spirala violenţei şi a absenţei legii.

E cel mai sângeros an în Irak din 2008 încoace. Au murit aproape 5 000 de oameni de la începutul anului, din care aproape 1 000 numai în luna septembrie. Iar acest grad alarmant de violenţă e amplificat de abuzurile împotriva deţinuţilor politici, a jurnaliştilor, a femeilor şi a minorităţilor. Bineînţeles că instabilitatea Irakului afectează întreaga regiune.

De aceea, solicităm autorităţilor irakiene să pună capăt impunităţii şi încălcărilor brutale ale legilor şi convenţiilor internaţionale la care această ţară este parte. Condamnăm cu fermitate atacurile teroriste şi escaladarea violenţei sectare, care ameninţă stabilitatea şi integritatea Irakului. De asemenea, solicităm abrogarea prevederilor din Codul Penal care favorizează discriminarea femeilor.

E foarte serios ce se întâmplă în Irak. Pe 1 septembrie 2013, forţele de securitate irakiene au atacat dizidenţii iranieni din tabăra Ashraf, au omorât 52 de persoane şi au răpit alte 7 persoane, dintre care 6 sunt femei. Ostaticii sunt sechestraţi într-un loc neidentificat în Irak şi riscă să fie deportaţi în Iran. Ostaticii sunt persoane protejate în temeiul Convenţiei de la Geneva. Repatrierea forţată a acestor oameni în Iran, unde vor fi persecutaţi din cauza rezistenţei lor faţă de regimul politic din Iran, este o gravă încălcare a dreptului internaţional. Tabăra Hurriya, unde au fost transferaţi cu forţa ultimii 42 de refugiaţi de la Ashraf şi în care se refugiază mai mult de 3 400 de dizidenţi iranieni, este ţinta atacurilor susţinătorilor regimului iranian, cel mai sângeros fiind cel din 9 februarie 2013.

O anchetă independentă, făcută de organisme internaţionale, care să investigheze atacurile teroriste, este obligatorie.

  Marie-Christine Vergiat, auteure. − Monsieur le Président, en ce dixième anniversaire de l'invasion américaine en Iraq, les ONG recensent au moins 6 000 morts depuis le début de l'année.

Rappelons le niveau de violence de la guerre civile des années 2005-2008 et le conflit syrien voisin qui ne fait qu'aggraver les choses. Les attentats sont quasi quotidiens: plus de 1 000 morts en juillet, 800 en août, 1 000 en septembre, déjà 229 depuis le début du mois d'octobre. Chaque jour, la liste s'allonge: des attentats à l'aveugle contre des marchés, des cafés, des mosquées, des stades de football, contre des funérailles, contre de malheureux pèlerins chiites; l'attentat du 29 septembre à Erbil, capitale de la région kurde, peut faire craindre l'ouverture d'un nouveau front. Les opposants iraquiens du camp d'Achraf sont des victimes collatérales, en quelque sorte, des Américains, qui ont abandonné le camp sachant qu'ils les livraient aux Iraquiens, et la communauté internationale est responsable de n'en avoir accueilli qu'une poignée.

Qu'est-ce que tout cela révèle? C'est que le seul résultat de l'intervention américaine a été la déstabilisation totale du pays. Le système politique qu'ils ont tenté de mettre en place est un échec, il n'a fait qu'aggraver les tensions religieuses en Iraq comme en Syrie. Ce sont des solutions politiques qu'il faut travailler avec l'ensemble des forces en présence.

  Petri Sarvamaa, on behalf of the PPE Group. – Mr President, with 5 000 civilians killed and 10 000 injured since the beginning of this year the plight of the people of Iraq is unbearable. While the faith of all Iraqis is of equal importance, and we have to call for different parties inside Iraq to find a peaceful solution, there is a single case of violence that stands out. It stands out because in this case the Iraqi government was clearly responsible for the safety of refugees in Camp Ashraf – people who had a status, a badge on their chests: a badge saying that they were United Nations protected refugees.

I am of course talking about the horrible slaughter of 52 unarmed Iranian refugees inside the camp on 1 September. This resolution is absolutely right in strongly condemning this attack. The Iraqi government cannot bring back those lives, but what it now has to do is to immediately and unconditionally release the seven hostages and allow an international investigation, and we as the European Union must bring pressure to bear in order for this to happen.

  Göran Färm, för S&D-gruppen. – Herr talman! Kolleger! Låt mig först uttrycka mitt deltagande med alla anhöriga till dem som har drabbats i senaste tidens sekteristiska våld i Irak – cirka tusen döda bara i september, inklusive den förödande attacken på iranska flyktingar i Camp Ashraf. Detta måste fördömas.

Samtidigt måste vi bidra till att finna en väg framåt. Jag välkomnar därför EU:s utrikesrepresentant Catherine Ashtons uttalande om behovet av försoning. EU måste fortsätta stötta Iraks ekonomiska och sociala utveckling liksom de mänskliga rättigheterna och därmed förutsättningarna för fred, inte minst genom vårt partnerskaps- och samarbetsavtal.

Spänningarna mellan olika grupper måste minska och vanliga medborgare skyddas från våld. Det är en mänsklig rättighet att få känna sig trygg i sin vardag. Därför måste de samtal som nu förs mellan olika religiösa grupper och politiska ledare i Irak fortsätta och fördjupas. Samtalen är nödvändiga, både för att lösa den akuta krisen och för att förhindra en utveckling mot inbördeskrig, men inte minst för att främja försoning, stabilitet och varaktig fred.

  Paul Murphy, on behalf of the GUE/NGL Group. – Mr President, four days ago in Baghdad, 51 people were killed and 107 others were wounded in a suicide attack that targeted Shi’ite pilgrims. That is the devastating reality of Iraq today: a country of escalating violence where, according to the UN, 800 people were killed in August alone. We have also seen what can only be described as a brutal massacre at Camp Ashraf with 52 unarmed people killed and seven taken hostage by Iraqi forces.

The responsibility for these attacks lies not just with the various sectarian murder gangs, but also with those who cheer-led and actually implemented the war and occupation of Iraq. They had no qualms about imposing a puppet regime to continue the repression and inequality, and they had no qualms about promoting sectarian division, from imposing a parliament along ethnic lines to arming sectarian death squads.

Imperialism and capitalism have demonstrated that they are fundamentally incapable of resolving the problems of sectarian violence. What is needed is a powerful united movement of the Iraqi working class which can undermine the sectarian forces and use the massive wealth in Iraq to build a socialist society free from poverty and division.

  Sari Essayah (PPE). - Mr President, our resolution covers a lot of cruel incidents in Iraq but the worst of all is the attack on Camp Ashraf of 1 September in which 52 innocent, unarmed Iranian refugees were executed. Women were targeted in particular. Only one woman survived: the rest were killed or kidnapped by Iraqi forces.

It is hard to understand why this has been kept so quiet. Why has the international community not forced Iraq to release the seven refugees who were kidnapped in the course of the attack? They risk being tortured and deported to Iran. This is the result of failures by the UN and USA, which had guaranteed the safety and security of these people. I hope that the new UN envoy in Iraq has learned from this terrible tragedy. We must ensure that Iraq is held accountable for this crime against humanity.

  Jolanta Emilia Hibner (PPE). - Panie Przewodniczący! W ostatnim okresie w Iraku niemal codziennie dochodzi do różnego rodzaju aktów przemocy. Nie ma dnia bez informacji o strzelaninach, zamachach bombowych, samochodach-pułapkach, atakach samobójczych i porwaniach. Liczby rannych i zabitych podawane są już w dziesiątkach tysiącach ofiar – większość to przypadkowe ofiary. Cierpią bez wyjątku wszyscy: tak dorośli, jak i dzieci. Zagrożenie dotyka również dziennikarzy i obserwatorów. To, z czym mamy do czynienia w Iraku, jest terroryzmem w najgorszej postaci, który od długiego czasu paraliżuje życie codzienne ludności cywilnej. Warto zatem zaapelować do władz Iraku i wszystkich stron tego konfliktu o powstrzymanie przemocy i rozpoczęcie rozmów pokojowych. Społeczność międzynarodowa nie może milczeć, ograniczając się tylko do suchych apeli.

  Jaromír Kohlíček (GUE/NGL). - Vážený pane předsedající, situace v Iráku je řadu let po přepadení země koalicí „ochotných“ stále velmi nestabilní. Na severu Turecko bezohledně masakruje Kurdy, o kterých se domnívá, že překračují hranice a chtějí nezávislý Kurdistán, Syřané jsou denně v ohrožení života, Sunnité a Šíité se prostřednictvím nevládních milicí brání a útočí. Hranice státu jsou zcela nechráněné.

Nejhorší je situace v uprchlických táborech Ašraf a Liberty. Zde nedávno komando ozbrojenců vyvraždilo polovinu bezbranné posádky Ašrafu a odvleklo sedm lidí, zajatých rukojmích. Jak dlouho budeme těmto porušováním lidských práv přihlížet?

Mimochodem, pan Posselt zřejmě zpíval Horst Wessel Lied, to se sem ale nehodí.

  Jacek Olgierd Kurski (EFD). - Panie Przewodniczący! Nie dane mi było mówić w procedurze pytań z sali na temat prześladowań chrześcijan, najbardziej licznej dzisiaj na świecie grupy niewinnie mordowanych ludzi. Niezależnie od tego, o jakim kraju mówimy, o jakim rodzaju prześladowania zawsze mam to samo uczucie bezsilności wobec skali terroru, jaki dotyka niewinne ofiary. W samym Iraku we wrześniu doszło do wielu ataków: w dniu 3 września 60 ofiar zginęło w dzielnicach Bagdadu, w dniu 15 września – 40 osób poniosło śmierć w wybuchach w całym Iraku, w dniu 21 września zamordowano 60 osób podczas pogrzebu w dzielnicy As-Saura, w dniu 30 września – 54 ofiary zginęły w wybuchach samochodów, w których podłożono bomby. A wszystko, co my możemy, to rezolucja, w której zdecydowanie potępiamy, wyrażamy głębokie zaniepokojenie, wzywamy rząd, zachęcamy do dialogu. Nic więcej nie możemy zrobić. Czasem mam wrażenie, że najodpowiedniejsza byłaby tutaj modlitwa: „Panie, przyjmij do siebie i świeć nad duszą wszystkich niewinnych ofiar na całym świecie, które dzisiaj tutaj wspominaliśmy”.

  Franz Obermayr (NI). - Herr Präsident, liebe Kolleginnen und Kollegen! Ehrlich: Hören wir eigentlich noch bei Nachrichten über Anschläge in Irak richtig zu? Oder sind sie für uns schon so alltäglich geworden wie der Wetterbericht? Das ist ja das Erschütternde, nämlich ihre Normalität. Erst monatliche und jährliche Betrachtungen machen uns das ganze Ausmaß voll bewusst: beinahe 1 000 Opfer im September, circa 5 000 im Jahr 2013 bisher.

Wir wären in diesem Haus gut beraten, aus den Ursachen der Gewalt Lehren zu ziehen, statt banale Verurteilungen zu produzieren. Unbedachte Militäreingriffe, wo auch immer, können Regionen so nachhaltig destabilisieren, dass ein vollkommenes Chaos ausbricht. Der Entschluss zu einem militärischen Engagement muss mit deutlich mehr Bedacht zu den möglichen Auswirkungen getroffen werden. Damit meine ich nicht nur den Ölpreis.

Lassen Sie uns für die Zukunft diese Lehre ziehen, denn weitere sogenannte US-Siege gegen Schurkenstaaten können wir uns wirklich nicht mehr leisten!

  Laima Liucija Andrikienė (PPE). - Mr President, a long list of recent attacks and acts of terrorism are mentioned in our draft resolution. Thousands of civilians have been killed and thousands injured. The stance and position of the Government of Iraq and the regional governments are of great importance. Today we are calling on these governments to condemn the attacks and to facilitate a full and swift independent international investigation into the recent attacks in order to bring those responsible to justice.

We also strongly condemn the attack on Camp Ashraf on 1 September, which left 52 Iranian refugees dead, and the abduction of seven residents, including six women, who are believed to be being held in Baghdad. We call for their immediate and unconditional release.

  Jaroslav Paška (EFD). - Irak je jednou z viacerých krajín sveta, ktoré nám dokazujú, že násilné zvrhnutie aj keď nedokonalého, ale aspoň politicky stabilného režimu môže viesť k úplnému rozvratu spoločnosti a nekontrolovaným násilnostiam medzi etnickými a náboženskými skupinami. Skutočnosť, že od začiatku roku bolo v krajine zabitých takmer 5000 civilistov, z toho len v septembri takmer tisíc, potvrdzuje, že v krajine vládne anarchia, neznášanlivosť a bezprávie. Časť zodpovednosti za túto situáciu padá aj na nás, pretože viaceré členské štáty Únie sa na ozbrojenej likvidácii predchádzajúceho irackého režimu podieľali. Preto je našou povinnosťou pokračovať v politickej a ekonomickej pomoci určenej obyvateľom tejto krajiny a vyvíjať tlak na predstaviteľov miestnej administratívy, ako aj reprezentantov miestnych etnických a náboženských skupín, aby tlmili svoje vášne a usilovali sa riešiť svoje spory a konflikty pokojnejšie bez násilia na obyvateľoch krajiny.

  Ryszard Czarnecki (ECR). - Mr President, what is happening in Iraq today is unacceptable. We see a clear, growing influence of the Iranian regime in Iraq which, unfortunately, has turned that country into a dictatorship that may be no better than before. The brutal attack on Camp Ashraf last month is a clear example of this. 52 defenceless, unarmed refugees with protected person status were executed one by one by the Iraqi troops who were supposed to protect them. We in this Parliament have been warning about this for many years and, unfortunately, no one took our calls seriously.

Today’s resolution strongly condemns Iraq’s role in this massacre and calls for the immediate release of the seven hostages who were abducted by Iraqi forces during the attack. We know that they are being held in Baghdad. If they are not released, we should definitely consider punishment and could start by cutting European aid to Iraq.

  Michel Barnier, membre de la Commission. − Monsieur le Président, je remercie les auteurs de ce débat, Mme Cronberg, Mme Creţu, Mme Macovei, Mme Vergiat et M. Stevenson; à nouveau, je voudrais, au nom de Catherine Ashton, me joindre à vous, Mesdames et Messieurs les députés, pour partager l'inquiétude croissante que vous avez exprimée et que nous ressentons devant la montée de la violence en Iraq.

Ce pays avait entamé une difficile transition vers la démocratie que nous espérions, que nous espérons toujours, irréversible, et il convient de tout faire pour qu'elle le reste, malgré les défis majeurs auxquels fait face ce pays.

La récente spirale de violence pèse dangereusement sur la stabilité et l'avenir de ce pays qui est dans une position névralgique et cruciale pour l'équilibre de toute cette région. Les chiffres, malheureusement, parlent d'eux-mêmes et vous avez été très nombreux à les citer, avec des niveaux comparables aux années noires de 2006 à 2008. Près de 1 000 morts en septembre, près de 6 000 morts depuis le début de l'année, dont une écrasante majorité de civils dans un déchaînement de violence inouïe visant indistinctement des pèlerins, des passants, des participants à des fêtes religieuses ou à des funérailles. Bagdad est l'épicentre de cette violence, les chiites semblent d'ailleurs être dernièrement devenus, si je puis dire, des cibles privilégiées.

Le plus préoccupant, Mesdames et Messieurs les députés, est que cette violence s'inscrit dans un contexte d'instrumentalisation croissante des divisons religieuses et parfois ethniques, y compris par la classe politique elle-même, ce qui participe du même coup à un enracinement de ces divisions dans la population. On voit bien que des organisations terroristes comme Al-Qaïda ou l'État islamique en Iraq, dont l'objectif majeur reste de déstabiliser le pays, vont sortir renforcées de ce climat d'instabilité dans un contexte régional troublé dont l'Iraq est également et globalement la victime.

L'Union européenne, par la voix de Catherine Ashton, condamne cette spirale de violence intolérable. Elle a pu exprimer ses inquiétudes pour la stabilité du pays en appelant tous les leaders politiques et religieux iraquiens à faire preuve de responsabilité, à dépasser les divisions religieuses et à engager les pays dans une véritable réconciliation nationale permettant une lutte plus efficace contre le cancer du terrorisme.

La haute représentante a inscrit l'Iraq à l'ordre du jour du Conseil, à plusieurs reprises et plus récemment en avril, pour s'assurer de l'engagement des États membres sur cette question et réfléchir à la meilleure manière dont l'Union européenne peut s'impliquer davantage dans ce pays.

En juin de cette année, elle s'est rendue en Iraq, elle y a rencontré les leaders des différents groupements et a encouragé les efforts en faveur de la réconciliation et d'un véritable dialogue national, comme je viens de le dire.

Mesdames et Messieurs les députés, l'Iraq est sans doute un des pays sur lesquels Catherine Ashton a été la plus active et a fait le plus de déclarations pour rappeler que la violence ne peut pas être oubliée ou banalisée, et que les autorités politiques et religieuses ont la responsabilité d'entreprendre des efforts réels pour promouvoir la paix et la stabilité.

Je veux également rappeler la condamnation sans équivoque, par Madame Ashton, de l'attaque du camp d'Achraf le 1er septembre, que M. Kelly et plusieurs d'entre vous ont évoquée durant ce débat. Je tiens aussi à rappeler la demande faite aux autorités iraquiennes d'enquêter sans délai, objectivement, sur les responsabilités réelles dans cette attaque.

Plus que jamais, il est urgent d'assurer une solution durable à cette question avec le transfert des quelque 3 000 personnes regroupées maintenant au camp de Houria.

Quant à la question des sept otages que certains d'entre vous ont évoquée et à la lettre de Catherine Ashton à un parlementaire que mentionne la résolution, Catherine Ashton avait effectivement été informée à l'époque qu'après l'attaque, sept résidents manquaient à l'appel et semblaient avoir été enlevés. Des rumeurs avaient circulé les jours suivants sur leur détention en Iraq et le risque de leur transfert en Iran. Les informations n'étaient ni claires ni prouvées, mais elles semblaient vraisemblables. La haute représentante en avait donc fait mention, y compris dans ses contacts avec les autorités iraquiennes. Depuis cette époque, il n'y a jamais eu ni confirmation officielle de ces informations, niées d'ailleurs par les autorités iraquiennes, ni clarification sur l'identité et le sort des otages présumés.

Voilà ce que je peux dire sur ce point en son nom, et globalement au terme de ce débat, Monsieur le Président, nous saluons la résolution du Parlement comme une contribution utile au soutien que l'Union européenne peut et doit apporter pour aider l'Iraq à sortir de cette impasse. Il serait absolument dramatique de s'habituer à cette violence et aussi de la banaliser.
