Alexander Graf Lambsdorff (ALDE). - Frau Präsidentin! Ich verstoße nur ungern gegen das zweite Gebot. Aber die Wege des Herrn sind manchmal unergründlich. Vor dieser Abstimmung zum Bericht Estrela gehen hier gefälschte oder zumindest manipulative Abstimmungsempfehlungen durch die Reihen. Ich würde alle Kollegen, mit denen man respektvoll unterschiedlicher Auffassung sein kann, doch bitten, von solchen Praktiken Abstand zu nehmen. Es ist der Würde des Hauses nicht angemessen, absenderlose Fehlinformationen hier unter den Abgeordneten zu verteilen. Das ist ein sehr kontroverser Bericht, das wissen wir, aber ich würde darum bitten, auch damit der Huissier-Dienst hier nicht für politische Zwecke missbraucht wird. Herzlichen Dank.

Ashley Fox (ECR). - Madam President, on behalf of the ECR Group I would like you to exercise your discretion under Rule 162 and refer this matter back to Committee. There are 71 requests for splits and separate votes, as well as an alternative motion for resolution. There is clearly no agreement on this report, and I would say that, as there is no majority position, it is right that this goes back to Committee.

Bruno Gollnisch (NI). - Madame le Président, ma motion d'ordre se fonde sur l'article 159 de notre règlement. Une demande de renvoi en commission a été faite. Vous avez objecté la décision du Président de cette assemblée pour que cette motion de renvoi en commission ne soit pas discutée. Mais la décision du Président de cette assemblée ne peut pas prévaloir contre le texte parfaitement clair du règlement. À partir du moment où cette motion vous a été soumise, il fallait la soumettre à la discussion et ensuite la mettre au vote. Ce qui s'ensuit,et qui viole ce règlement, est parfaitement illégal.

Elmar Brok (PPE). - Frau Präsidentin! Ich hätte gegen den Antrag der Rücküberweisung gestimmt. Aber jede Fraktion hat das Recht, einen Antrag zu stellen, und über den muss abgestimmt werden. Ich finde, sonst ist das nicht in Ordnung, wir müssen auch mit dem Minderheitenrecht dieses Hauses ordentlich umgehen.

Ashley Fox (ECR). - Madam President, I think it might calm tempers here if I did make a request to have a vote to refer it back to committee. But you are correct: I did ask for the President to exercise his discretion under Rule 162. I do not criticise your ruling.
President. − The request has to be on behalf of a political group. Who is in favour of the proposal by Mr Fox? We will have short speeches from the political groups on the request by Mr Fox, one in favour and one against. Who wishes to speak in favour of Mr Fox’s request?
Martin Callanan (ECR). - Madam President, your original ruling was correct. After that Ashley Fox did, on behalf of our Group, request that it be referred back. Can I suggest that you just take a vote on that? Do not ask for speeches, just take a vote on the referral back, and then presumably that will help to satisfy those who feel very strongly about this issue.

Hannes Swoboda (S&D). - Madam President, this issue is clear, and Mr Fox confirmed your ruling. We have already voted on Amendment 1 and, according to the ruling, a referral back to committee has to be requested before the vote. We have already started voting, so have to continue with the votes.

Mikael Gustafsson (GUE/NGL). - Fru talman! Jag måste bara säga att det är en otrolig märklig situation vi nu har genomgått här.
Som ordförande för Jämställdhetsutskottet blir jag väldigt upprörd över att höra att det inte finns en majoritet i utskottet. Det är klart att det finns en majoritet, annars skulle detta betänkande inte vara i den här kammaren. Att bara skjuta upp det här beslutet är bara att göra allt man kan för att inte vi ska fatta beslut.
Jag har ordet! (I have the floor!) Det är väldigt märkligt. Det kommer inte att betyda någonting i slutresultatet, för vi kommer fortfarande att ha samma majoritet i utskottet. Vad vill ni att vi ska göra i utskottet? Vi har samma majoritet i utskottet nu som vi har imorgon, som vi hade igår.

Edite Estrela, relatora. − Senhora Presidente, eu esperava que o discurso que acabámos há pouco de ouvir tão inspirador, tão inteligente, de tanta sensibilidade, pudesse servir de exemplo para alguns colegas tão intolerantes em relação à opinião dos outros.
Lamento a decisão que este Parlamento acabou de tomar. Este assunto é um assunto que já foi debatido neste mandato e foi aprovado várias vezes por este Parlamento.
Na comissão FEMM houve … A intolerância está à vista mas não é por gritarem mais alto que têm razão. Há pouco, a nossa convidada não precisou de gritar para se fazer ouvir, falou baixo, foi ouvida, foi aplaudida, os senhores falam muito alto mas não têm razão.
Nós vamos, na comissão FEMM, de acordo com a decisão que foi tomada, analisar o assunto, mas recordo que foi aprovado por 17 votos a favor, 7 contra e 7 abstenções. É preciso respeitar as votações que são feitas nas comissões parlamentares especializadas. E não é desrespeitando o mandato que nós temos que somos respeitados pelos nossos cidadãos. Senhora Presidente, este Parlamento hoje deu aqui uma prova de que muitas vezes não merecemos a confiança dos nossos eleitores.
