Hannu Takkula (ALDE). - Mr President, in my capacity as rapporteur on the Europe for Citizens Programme 2014-2020, I wish to reaffirm Parliamentʼs conviction that this Regulation pursues also the objective linked to culture and history and enshrined in Article 167 of the TFEU.
Therefore, a dual legal base entailing the ordinary legislative procedure should have been applied to this dossier.
The only reason Parliament gave up its positions on the dual legal basis, and hence its claim to codecision, and accepted the consent procedure in accordance with the Commission proposal based on Article 352, was its desire to avoid complete procedural deadlock and the consequent delay in the entry into force of the programme.
I also wish to draw attention to Parliamentʼs determination not to allow such a situation to arise again. I suggest that this statement be annexed to the legislative resolution.
