  Satu Hassi (Verts/ALE). - Mr President, on the order of votes today the list contains the resolution determining criteria when recovered paper ceases to be waste. This is a Rule 88 procedure, which means that a qualified majority is needed for a Parliament decision. I do not therefore think it right that it be placed as the last item on the voting list. It should be placed after the other legislative votes, which means it should be placed after the Groote report on back-loading. I propose that the resolution on the end-of-waste criteria for paper is voted after the Groote report.
