  Δημήτριος Κούρκουλας, Ασκών την Προεδρία του Συμβουλίου. − Κύριε Πρόεδρε και αξιότιμα μέλη, εκ μέρους του Συμβουλίου, χαιρετίζω αυτήν την ευκαιρία να συζητήσουμε την Έκθεση Προόδου για την Ισλανδία και ειδικότερα να προβούμε μαζί σε ανασκόπηση των ενταξιακών διαπραγματεύσεων της Ισλανδίας.

Γνωρίζω την ισχυρή υποστήριξη την οποία παραδοσιακά το Κοινοβούλιο παρέχει στη διεύρυνση και εκτιμώ ιδιαιτέρως την ενεργό δέσμευση και την εποικοδομητική συνεισφορά των μελών του, ειδικότερα στην ενταξιακή διαδικασία της Ισλανδίας.

Αναφερόμενος μάλιστα στην Ισλανδία, θα ήθελα να υπογραμμίσω ιδιαίτερα ορισμένα σημεία τα οποία επίσης περιλαμβάνει το ψήφισμά σας. Στις 17 Δεκεμβρίου 2013 το Συμβούλιο αναφέρθηκε στο προωθημένο στάδιο των ενταξιακών διαπραγματεύσεων της Ισλανδίας και σημείωσε την απόφαση της ισλανδικής Κυβέρνησης να αναστείλει τις συνομιλίες.

Το Συμβούλιο, εξάλλου, υπογράμμισε την άποψή του ότι η ένταξη της Ισλανδίας είναι ζήτημα αμοιβαίου οφέλους. Βεβαίως, είμαστε έτοιμοι να συνεχίσουμε την ενταξιακή διαδικασία βάσει όσων προβλέπονται στο Διαπραγματευτικό Πλαίσιο, εφόσον η Ισλανδία αποφασίσει να ξεκινήσει εκ νέου τις διαπραγματεύσεις.

Μολονότι η ισλανδική Κυβέρνηση αποφάσισε να αναστείλει τις διαπραγματεύσεις, θεωρώ ότι θα ήταν χρήσιμο να υπενθυμίσουμε την πρόοδο που έχει ήδη επιτευχθεί μέχρι στιγμής. Έχουμε σχεδόν ολοκληρώσει τη διαδικασία αντιπαραβολής, έχουμε ήδη χειρισθεί το σύνολο των εκθέσεων αντιπαραβολής με την εξαίρεση της «Αλιείας» ενώ, ως προς τις διαπραγματεύσεις αυτές καθαυτές, έχουν ανοίξει 27 από τα 35 συνολικά κεφάλαια και έχουν προσωρινά κλείσει 11 εξ αυτών.

Εκτιμώ ότι τα ανωτέρω τονίζουν και υπενθυμίζουν την προωθημένη θέση της Ισλανδίας ως υποψήφιας χώρας, ωστόσο οι διαπραγματεύσεις σε ορισμένα ευαίσθητα κεφάλαια, κυρίως εκείνα της «Αλιείας» και της «Γεωργίας», δεν έχουν ξεκινήσει.

Επίσης, οι συνομιλίες για το κεφάλαιο «Περιβάλλον», το οποίο άνοιξε το Δεκέμβριο του 2012, εξ αρχής δεν φαίνονταν και πολύ εύκολες. Παρά την αξιόλογη πρόοδο, είναι σαφές ότι σημαντικός όγκος εργασίας εναπομένει ακόμη, εάν ξεκινήσουν εκ νέου οι διαπραγματεύσεις.

Η απόφαση της ισλανδικής Κυβέρνησης να αναστείλει τις διαπραγματεύσεις έχει βεβαίως άμεσες επιπτώσεις στο έργο του Συμβουλίου. Το περασμένο έτος δεν διεξήχθησαν συνομιλίες, ενώ φαίνεται ότι ίσως να μην επανεκκινήσουν και κατά τη διάρκεια της Προεδρίας μας.

Κύριε Πρόεδρε και αξιότιμα Μέλη, συμπερασματικά, ήθελα να τονίσω ότι εναπόκειται βεβαίως στην Ισλανδία να αποφασίσει η ίδια για το είδος της σχέσης που επιθυμεί να έχει με την Ευρωπαϊκή Ένωση. Συνεχίζουμε να πιστεύουμε ότι με καλή βούληση και πολιτική αποφασιστικότητα θα μπορούσαμε να επιτύχουμε ικανοποιητικά αποτελέσματα στις διαπραγματεύσεις, εφόσον η Ισλανδία αποφασίσει να συνεχίσει. Στο ενδιάμεσο, θα συνεχίσουμε να εργαζόμαστε στενά με την Ισλανδία σε μία ευρεία σειρά θεμάτων αμοιβαίου ενδιαφέροντος.

Θα ήθελα να κλείσω επαινώντας το έργο αυτού του Κοινοβουλίου και συγκεκριμένα του εισηγητή σας, Christian Dan Preda, του οποίου η συνεχής δέσμευση και υποστήριξη έχουν συνεισφέρει σημαντικά στις προσπάθειες να προωθηθεί η ενταξιακή διαδικασία της Ισλανδίας.

Μπορώ να σας διαβεβαιώσω ότι έχουμε συγκρατήσει τα διάφορα σημεία της έκθεσης και αναμένω να ακούσω τις απόψεις σας επί της εκθέσεως αυτής. Ευχαριστώ για την προσοχή σας.

  Štefan Füle, Member of the Commission. − Mr President, honourable Members, it is a pleasure for me to contribute to your debate on the 2012 progress report on Iceland and the post-election perspectives.

Let me first of all congratulate the rapporteur, Mr Preda, for his high quality report, which is to the point and well balanced. It also delivers an important message to Iceland, which cannot be repeated often enough: the European Union remains fully committed to continuing and completing the accession negotiation process if Iceland wishes to do so.

The Commission acknowledges the Icelandic Government’s decision to put the accession negotiations on hold. That message was communicated by me, as well as by Presidents Barroso and van Rompuy, in meetings with the Icelandic Foreign Minister and Prime Minister last summer.

In October, as part of its 2013 enlargement package, the Commission produced a short factual report on Iceland. This was not a standard ‘progress report’ like those of previous years. It summarised levels of alignment with the acquis in Iceland, chapter-by-chapter, without providing any forward-looking recommendations.

In the report, as well as in the overall strategy paper, the Commission concluded that Iceland had reached an advanced stage of the accession negotiations – with, as has been said, 27 chapters opened and 11 provisionally closed – when they were put on hold. We noted that Iceland remained and still remains an important partner for the European Union, in particular in the light of its membership of the European Economic Area and its participation in the Schengen area.

We have taken note of the fact that the Icelandic Government has commissioned a study on the state of play of the accession negotiations and developments in the European Union, which will be presented to the Icelandic Parliament for discussion early this year.

Allow me to conclude with two remarks regarding the accession-related funds which Iceland has been receiving through the Instrument for Pre-Accession Assistance (IPA). Firstly, following careful assessment and in line with sound financial management, we concluded that all ongoing IPA projects should be discontinued. It is not possible to justify using European Union taxpayers’ funds, the purpose of which is to support pre-accession, when the Icelandic Government itself has called a halt to the process. Additionally, the Commission will not sign any new commitments under our current IPA I instrument. Secondly, with regard to the new Instrument for Pre-Accession Assistance (IPA II), which covers the years 2014-2020, the Commission, in agreement with the Icelandic Government, has suspended preparatory work for Iceland under this framework.

  Cristian Dan Preda, în numele grupului PPE. – Domnule președinte, aș vrea să încep prin a-i mulțumi, la rândul meu, domnului Füle pentru colaborarea pe care am avut-o în acești ani, de când sunt raportor al Parlamentului pentru Islanda.

Reamintesc faptul că Islanda a depus cererea de aderare la Uniune imediat după ce acest Parlament și-a început mandatul actual și iată, acuma, către sfârșitul mandatului (mai sunt câteva luni), suntem în situația în care negocierile sunt stopate, asta în condițiile în care, de-a lungul negocierilor, parcursul a fost foarte bun iar, aici, în Parlament, am subliniat-o de fiecare dată.

Cu alte cuvinte, nu avem de-a face cu o țară care să fi pus probleme, ci cu o țară care, înainte de campania electorală de anul trecut, a decis să încetinească negocierile pentru ca, imediat după alegerile din aprilie, noul guvern să decidă să le oprească.

Acum, întrebarea care e pusă în legătură cu Uniunea în Islanda este: „ce e această Uniune, cum a evoluat ea în ultimii ani și, pe de altă parte, ce se întâmplă cu Islanda, din perspectiva acestei evoluții?”. Sunt comandate, de altfel, două studii care vor fi apoi discutate în parlament și, pe de altă parte, se discută despre oportunitatea unui referendum și despre data unui referendum. Există două tabere. Unii care ar vrea să facă un referendum, pentru ca negocierile de aderare să continue, pentru că există o majoritate a cetățenilor care dorește să continue aceste negocieri. Există o altă majoritate, care dorește altceva, și anume să susțină un guvern care nu își propune un referendum decât pentru aderare, cerând islandezilor să spună da sau nu.

Aici suntem și, probabil, pentru multă vreme nu vom mai auzi nimic de la Reykjavik pe această temă.

  Göran Färm, för S&D-gruppen. – Herr talman! Jag vill först tacka föredraganden Preda för ett gott samarbete. Utskottet har arbetat under ovanliga förutsättningar och jag är därför glad att slutresultatet ändå har blivit väl avvägt. Att ett land fryser sina medlemskapsförhandlingar och upplöser sin förhandlingsorganisation är något helt unikt.

Jag beklagar den nya konservativa isländska regeringens åtgärder, men anser ändå att vi måste respektera deras agerande. Vi kan inte pressa på så hårt att vi riskerar att förhandlingarna avslutas helt och hållet. Här är det också viktigt att resolutionen understryker att EU inte slår igen dörren, utan att vi är beredda att fullfölja förhandlingarna, vilket för övrigt borde gå lättare nu när EU har fått en reformerad fiskeripolitik.

Partierna i den isländska högerregeringen har visat sitt ointresse för EU-medlemskap, men de vill låta det isländska folket i folkomröstning avgöra om man ska fortsätta förhandla. Såhär långt har de dock inte verkställt den idén, möjligen därför att opinionsmätningarna nu visar att en majoritet av islänningarna vill fortsätta förhandla.

Att läget behöver diskuteras står helt klart, men om det ska ske genom en folkomröstning eller en parlamentarisk debatt är förstås upp till Island att avgöra. Jag skulle dock vilja påpeka att det alltid finns en risk – en risk för att en folkomröstning om att fortsätta förhandlingarna snarare blir en strid om ja eller nej till EU.

En debatt om detta ska hållas i Alltinget tillsammans med en utvärdering av förhandlingarna. Förhandlingarna har enligt vår mening fungerat väl. Island uppfyller Köpenhamnskriterierna utan problem, och att få en ny medlemsstat med en välfungerande demokratisk tradition, moderna institutioner och ett starkt civilsamhälle vore välkommet. I resolutionen poängterar vi att utvärderingen bör göras snabbt, så att vi kan få besked om hur Island vill gå vidare.

and the accession negotiations with Iceland, which have been outlined very clearly by previous speakers, opened in July 2010. Since then, a lot of work has been done, with 27 chapters opened and ten finalised.

However, the events of last year have taken over following the elections in Iceland, with the Icelandic Government adopting a new approach.

The University of Iceland is currently preparing an assessment of the status of the accession negotiations and developments within the EU, and I hope this study will be available for members of the Joint Parliamentary Committee when their meeting takes place in Iceland on the 24 or 25 March.

In the meantime, I believe that it is vitally important that the European Parliament should continue to have a strong relationship with the Althingi (the Icelandic Parliament) by way of the Joint Parliamentary Committee. Despite the fact that the accession negotiations are now on hold, relations between Iceland and the EU remain strong, as has been outlined.

Finally, let me say that it would be remiss of me not to refer to the disagreement between the coastal states over the joint management of the mackerel stock. Let me once more in this House call on all sides to endeavour to reach an agreement on this long-running, unnecessary dispute.

  Indrek Tarand, on behalf of the Verts/ALE Group. – Madam President, I would like to make three points as a contribution to this discussion.

First, there is a certain irony in the fact that we have postponed the simple vote on this issue three times; hence we will decide today, in 2014, on the progress report for the year 2012, although it would be appropriate to decide something about last year – 2013 – particularly because 2013 saw a major change in our ‘business as usual’. Icelanders voted for a new government, whose Foreign Minister, Gunnar Bragi Sveinsson, has stated that Iceland’s task force and negotiation teams have been dissolved and that there will be no further summits.

This brings me to my second point: if the Icelanders are not negotiating, why should we go on pretending that we are negotiating? We have a Joint Parliamentary Committee, and there is still one meeting scheduled for this Parliament. We will go to Iceland to see all the Icelanders, and it will be a nice, cosy moment. They are nice people and they have taken on board the acquis communautaire.

I am sorry, but the fact is that they are not negotiating. In my opinion, such a situation is unbearable. Either the Icelandic Government keeps its promise to call a referendum on the continuation of accession talks, or it finalises the talks and puts the result to a plebiscite. In my humble opinion, the latter would be the better option, but I certainly do not want to prescribe solutions for an independent democratic country. If the current status quo continues, however, I will strongly advise the leaders of the European Parliament to reconsider the necessity for the very existence of the Joint Parliamentary Committee. In a more liberal vein, I can wait for the new Parliament to take that decision.

To come to my third point: it has been a privilege to work with this very special and promising accession country, and I am sincerely grateful to all the colleagues involved, here in the Chamber and in Iceland.

The people in Iceland have expressed hesitation about the EU, and that tells us something not only about them but equally about ourselves. What has the European Union become for even a small country with excellent democratic credentials – albeit with currency controls – to not want to join the European Union? Should we not look in the mirror and figure out whether we like what we see?

Last but not least, I know that Iceland, and particularly its President, are very enthusiastic about promises and plans labelled ‘made in China’. My friendly advice to them would be to think a bit further. Is it right to ignore your family when you meet an interesting business partner? I would stick to family.

  Helmut Scholz, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin, Herr Kommissar! Ich möchte Kollegen Preda ausdrücklich für seine langjährige umsichtige Arbeit an dem Thema danken. Wir werden in diesem Haus wohl keinen weiteren Fortschrittsbericht mehr zu Island besprechen – in dieser Wahlperiode nicht und nach Lage der Dinge auf lange Sicht nicht mehr. Seit Langem lehnen stabile gesellschaftliche Mehrheiten auf Island einen Beitritt zur EU ab.

Wenn wir nach den Ursachen der diesbezüglichen Richtungsänderung der isländischen Regierung fragen, kann man der Kommission kaum einen Vorwurf machen. Sie handelte auf Wunsch, in eingefahrenen Prozessen und nach klarer Rechtslage. Dennoch gibt es einen Punkt, den auch die Kommission reflektieren sollte: Mehr als 60 Jahre lang hat Island sich auf bewährten Wegen entwickelt. Gestützt auf nur wenige Einwohner, nur wenige an die Kreisläufe der Natur gebundene Wirtschaftszweige und ohne eine eigene Armee lebte man stabil, geschützt und war verlässlich und verfügte über eine hohe Reputation.

Die Rahmenbedingungen dieses Entwicklungsmodells jedoch ändern sich. Die Schutzmacht ist abgezogen, die tauende Arktis bringt neue Herausforderungen, Chancen, interessierte Partner, aber eben auch Begehrlichkeiten. Das enthemmte Agieren auch der eigenen Wirtschaftselite ist gesellschaftlich gescheitert. Island steht also vor einer Selbstüberprüfung und geht diese nach meiner Kenntnis auch an. Genau in diesem Moment trifft Island beim Ausloten einer möglichen Entwicklungsoption auf eine Europäische Union in technokratischen Abläufen und mit starren Regeln sowie zugleich mit dynamischen und schwer kalkulierbaren Mechanismen der Krisenbewältigung. Für die isländischen Bürgerinnen und Bürger stellt sich die Frage: Verliert man nicht mehr in der EU als außerhalb, wo man zumindest den Spielraum der Selbstbestimmung hat?

Ich kann die isländische Antwort verstehen, weil die EU nicht flexibel genug und nicht an den Erfahrungen anderer im eigenen Entwicklungsinteresse interessiert ist.

  Francisco José Millán Mon (PPE). - Señora Presidenta, agradezco, en primer lugar, su trabajo al ponente, el señor Preda.

Al comienzo del nuevo año 2014 volvemos a hablar en este hemiciclo, con el caso de Islandia, de la política de ampliación ―para mí, uno de los aspectos más positivos y fecundos de la trayectoria de la Unión Europea, e incluyo ahí la gran ampliación efectuada en este siglo, por la que de quince hemos pasado a veintiocho Estados miembros―.

Islandia también está incluida en este proceso por medio de unas negociaciones que empezaron, creo, en julio de 2010. Y es a las autoridades islandesas y al pueblo islandés ―si se convoca un referéndum― a los que les corresponderá decidir sobre la adhesión.

Efectivamente, la Unión Europea no ha sido la que ha decidido parar el proceso, que en estos años había avanzado significativamente ―el Comisario nos recordaba el cierre provisional de once capítulos―.

La Unión Europea, yo creo que sigue acogiendo positivamente la entrada de Islandia, un país europeo, de gran tradición democrática, que cumple los criterios de Copenhague y forma parte del Espacio Económico Europeo y de la zona Schengen. Además, la adhesión de Islandia reforzaría la proyección septentrional de la Unión y su adhesión contribuiría también ―y esto es muy importante para mi país, España, y para la comunidad autónoma a la que pertenezco, Galicia― al fortalecimiento del sector de la pesca en la Unión Europea, que sabemos que en Islandia ocupa un lugar muy importante.

Ahora bien, ni la Unión Europea ni el Parlamento Europeo pueden suplantar la decisión histórica que corresponde a Islandia de unirse al gran proyecto común de la Unión Europea, y esto implica, desde luego, la incorporación plena de los principios y del acervo comunitario. Pero, en todo caso, es a Islandia a la que corresponde decidir.

  Elena Băsescu (PPE). - Doamnă președinte, doresc să îl felicit și eu pe colegul meu, domnul Cristi Preda, pentru un raport foarte concis și echilibrat.

De asemenea, aș dori să mă alătur celor care regretă decizia Guvernului de suspendare a negocierilor de aderare. Consider că soluția aleasă nu este cea mai bună iar, în opinia mea, ar fi fost de preferat să se organizeze un referendum abia după încheierea negocierilor.

Totodată, mi-aș dori să existe o campanie de informare serioasă înaintea consultării populare. Cetățenii islandezi trebuie să cunoască foarte bine toate avantajele pe care le aduce statutul de membru al Uniunii Europene, mai ales că ei se bucură deja de o parte dintre ele. De aceea, Comisia Europeană ar trebui să se implice activ în informarea opiniei publice.

Sper ca, totuși, Islanda să continue drumul către Uniune pentru că, până la urmă, împărtășește valori comune cu statele membre.

Nu în ultimul rând, susțin și eu decizia Comisiei Europene de a nu mai acorda fonduri de preaderare țării, în contextul în care discuțiile privind integrarea europeană sunt blocate de către autoritățile naționale. Poate, astfel, Guvernul va realiza importanța fondurilor europene pentru creșterea economică și, astfel, va fi mult mai deschis să reia negocierile.

  Andrej Plenković (PPE). - Poštovani ministre Kurkulas, povjereniče Füle, poštovani izvjestitelju Preda, čestitam Vam na trudu u podnošenju ovog izvješća. Mi smo uvijek govorili da je Hrvatska imala specifičan proces proširenja. Slučaj Islanda dokazuje da je ovaj možda još specifičniji, s obzirom da je dugi niz godina dio europskog ekonomskog prostora, da je dugi niz godina dio schengenskog sustava, da je gospodarski razvijen, da je naslonjen acquisem kroz dugi niz godina na članstvo u Europskoj uniji. Riječ je, jasno, o promjeni političke garniture na Islandu, promjeni okolnosti zbog gospodarske krize, koje su dovele novu vladu u situaciju da iznese ideju o referendumu koji bi bio održan prije nego što se pregovori nastave. Mislim da je politika i Vijeća i Komisije i Parlamenta u ovom slučaju jedina ispravna. Pričekajmo kako će se situacija tamo razviti. Korektno je da nema IPA fondova za zemlju koja ni sama ne želi u ovom trenutku biti članica. Kao prijateljskoj zemlji, kada budu poželjeli doći, Hrvatska će ih podržati.

  Eija-Riitta Korhola (PPE). - Arvoisa puhemies, on harmittavaa, että Pohjoismaa Islanti, joka oli jo päässyt pitkälle matkallaan kohti EU-jäsenyyttä, on nyt tippunut kelkasta sisäpoliittisten aaltoliikkeiden takia.

On tietysti helpottava tieto, että viimeaikaisten mielipidetutkimusten mukaan suuri osa islantilaisista haluaa maansa yhä liittyvän EU:hun. Islannin tempoilu EU-jäsenyyden suhteen antaa myös väärän signaalin muiden hakijavaltioiden kansalaisille. Islannin jäsenhakemus ja Kroatian liittyminen unioniin antoivat aikanaan uutta virtaa EU:n integraatiolle ja osoittivat, että talouskriisistä huolimatta jäsenyys on yhä houkutteleva.

Islannin tapaus osoittaa, että maan hallituspuolueelta puuttuu pitkäjänteinen usko EU-projektiin. Meidän on siis katsottava myös itse peiliin. Islannin jäsenyydestä olisi hyötyä unionille, se on tervetullut. Toivon, että kansanäänestys asiasta järjestetään mahdollisimman pian, ettei kumpikaan osapuoli joudu olemaan tietämättömyyden limbossa, joka tuhlaa resursseja ja syö molempien uskottavuutta.

  Davor Ivo Stier (PPE). - Hvala, gospođo predsjednice. Pozdravljam poruke koje je uputio povjerenik Füle, kao i izvješće koje je pripremio kolega Preda. To izvješće zapravo šalje jednu vrlo jasnu poruku, a to je da je Europska unija spremna nastaviti s pristupnim pregovorima ukoliko Island također to bude želio. I to je zapravo prava poruka, poruka koju možda neki kolege u ovome domu koji se protive europskoj ideji neće razumjeti jer gledaju i dalje Europsku uniju kao neku impoziciju velikih sila protiv malih.

Ovo je upravo dokaz da je Europska unija i u nju se ulazi dobrovoljno, da ako jedna zemlja ne želi nastaviti pregovore da tako može i odlučiti. I upravo na tome smatram da se mora nastaviti upravo s tom porukom. Nema nikakvog smisla prisiljavati ovu situaciju, već poštovati volju islandskih demokratskih institucija.

  Tonino Picula (S&D). - Poštovana gospođo predsjednice, danas obilježavamo međunarodni dan priznanja Hrvatske, kada nas je priznalo svih 12 članica tadašnje Europske zajednice. To iznosim u kontekstu ove rasprave stoga jer je Island bio prva zemlja koja je priznala Hrvatsku gotovo mjesec dana ranije i na tome im zahvaljujemo. Riječ je, dakle, o zemlji odlučnih ljudi.

Uz izvješće o napretku Islanda želim izraziti žaljenje što su pregovori s Europskom unijom stavljeni na čekanje. To je nepovoljno za Uniju i njezinu sjevernu dimenziju, nepovoljno za kredibilitet proširenja i jedinstva među članicama. Odlukom Islanda o odgađanju pregovora do daljnjega Europska unija izgubila je mogućnost da ova mala zemlja unese neka svoja velika iskustva u rad Zajednice. Posebno bih istaknuo iskustvo s održivim ribarstvom jer je Island prva zemlja svijeta koja je dostigla ideal održivog ribarstva, jedan od prioriteta u narednim višegodišnjim programima Europske unije. Island ima pravo na svoju odluku, a razloge za nju razumijem. Međutim, vjerujem kako će Island i Europska unija prepoznati obostranu korist od pristupanja, odnosno proširenja, i uskoro nastaviti prekinuti proces.

  Štefan Füle, Member of the Commission. − Madam President, I would like to thank the honourable Members for their comments. The message on Iceland which I would like to leave you with today is one of openness. We should remain open to the Icelandic government, and the people of Iceland, should they decide to resume the accession negotiations. This is, of course, a decision for Iceland – and Iceland alone – to make. If there is at some point a decision to continue down the path towards membership of the European Union, we should be ready to help them on that journey.

We will, of course, follow the on-going debate in Iceland about European Union membership, including the upcoming presentation of the government’s assessment of the accession negotiations to the Icelandic Parliament. It was the Icelandic government which decided to put the accession negotiations on hold, and the ball is in their court as regards the next steps in this process. The Commission, for its part, is willing and able to complete the accession negotiations and remains confident that we can reach an outcome that is beneficial and positive for all sides. But with or without accession, our relations and cooperation will remain strong.

  Δημήτριος Κούρκουλας, Ασκών την Προεδρία του Συμβουλίου. − Κυρία Πρόεδρε, το Συμβούλιο και η Προεδρία εξακολουθούν να πιστεύουν ότι η διεύρυνση αποτελεί μία από τις πιο πετυχημένες πολιτικές της Ευρωπαϊκής Ένωσης και για αυτό, κατά τη διάρκεια της Προεδρίας μας, προσβλέπουμε στη συνέχιση της στενής συνεργασίας με το Ευρωπαϊκό Κοινοβούλιο σε αυτόν τον τομέα.

Σε ό,τι αφορά την Ισλανδία βεβαίως, εφόσον η κυβέρνηση της χώρας αποφάσισε να σταματήσει τις διαπραγματεύσεις δεν μπορεί να επιτευχθεί πρόοδος, εκτός και αν υπάρξει κάποια αλλαγή της στάσης από πλευράς Ισλανδίας, κάτι που εναπόκειται αποκλειστικά στην Ισλανδία.

Θα ήθελα όμως να επισημάνω ότι συνεργαζόμαστε με την χώρα αυτή σε μεγάλο αριθμό θεμάτων, μεταξύ των οποίων και στο πλαίσιο της συμμετοχής της στον Ευρωπαϊκό Οικονομικό Χώρο και στο Σένγκεν. Η συνεργασία αυτή ασφαλώς θα συνεχιστεί δεδομένου ότι έχουμε κοινά συμφέροντα σε πάρα πολλά θέματα.

  Zuzana Brzobohatá (S&D), písemně. – Nová vláda Islandu v srpnu 2013 pozastavila vyjednávání o přistoupení Islandu k Evropské unii. Zpravodaj v usnesení zdůrazňuje, že Island je stále považován za vhodného kandidáta pro EU a že Evropská unie zůstane ochotná k pokračování vyjednávacího procesu. Dále podtrhuje nutnost brzkého referenda na Islandu, které vyhlásila vláda s tím, že referendum bude podmínkou pokračování procesu vyjednávání. Pro referendum ještě není stanovené datum. Mrzí mne, že vyjednávání bylo pozastaveno. Rovněž se domnívám, že Island je zemí s dlouhou demokratickou tradicí a že to bylo rozhodnutí, které bychom měli akceptovat. Nicméně jsem optimistická, že avizované referendum proběhne ve prospěch vstupu Islandu do EU a že jednání bude pokračovat. Podle mého názoru je důležitější, aby referendum bylo dobře připravené, než aby se konalo narychlo a bez přípravy. Jsem samozřejmě pro vstup Islandu do Evropské unie, nicméně si myslím, že rozhodnutí státu v demokratickém prostředí EU musíme respektovat a dát Islandu čas na další kroky, který potřebuje pro svá rozhodnutí.
