  Dimitrios Kourkoulas, President-in-Office of the Council, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. − Madam President, honourable Members, first of all, let me start by saying that we are very saddened by reports of a ferry accident in which over 200 civilians – many of them women and children – may have lost their lives while fleeing the violence in Malakal, South Sudan. Our thoughts are with the families and friends of the victims.

This tragic incident adds to the human toll that the current conflict has already inflicted on the South Sudanese people. The European Union is particularly preoccupied by the deterioration of the humanitarian situation and reports of large-scale human rights violations. According to the latest estimates, 10 000 people have been killed and more than 400 000 are now internally displaced in South Sudan, while close to 50 000 people have fled the country.

Beyond the extensive suffering of the South Sudanese people, this crisis threatens to affect a much wider region, one that is already prone to instability, conflict and poverty.

What happens in South Sudan is of great importance to the European Union. We remain strongly committed to supporting regional and international efforts to end the violence, and we continue to call for a politically-negotiated solution that will allow South Sudan’s leaders to resolve their differences peacefully and democratically. Together with the international community, the European Union is engaged in preventing the crisis from descending into an ethnically-based civil war and chaos.

We have pledged our firm support to the mediation by IGAD (the Intergovernmental Authority on Development) to achieve an immediate ceasefire and lay the groundwork for a broad-based, sustainable and democratic political solution. In this respect, I would like to commend here the report prepared by Ms De Keyser, adopted in December last year, which highlighted the challenges of the development of state-building in South Sudan.

We commend IGAD’s work in sparing absolutely no effort in mediating between the South Sudanese protagonists, and we encourage all regional efforts to achieve a solution before it is already too late, in order to prevent all-out civil war.

High Representative/Vice-President Ashton has welcomed the opening of South Sudanese peace talks and has appealed for a rapid agreement on a ceasefire and humanitarian access. The use of force will achieve nothing. Recent history teaches us that much. High Representative/Vice-President Ashton has stressed that an immediate ceasefire with effective monitoring must be agreed as quickly as possible in order to spare the people of South Sudan any further suffering. We hope that this can materialise swiftly and that a credible ceasefire can be signed soon, as a recent statement by President Salva Kiir’s spokesperson suggests.

High Representative/Vice-President Ashton has urged the parties to create conditions for an inclusive political dialogue, one that includes the release of all political leaders currently detained in Juba. She has also called on both parties to abstain from public statements that might incite their followers to further violence.

Let me be clear. All those who incite people to violence are effectively delaying the achievement of a ceasefire, obstructing the political process – in particular the mediation efforts of IGAD – and halting a political settlement of the conflict. Those actors should be well aware of the consequences of their actions.

The European Union has engaged in a determined diplomatic effort to help bring an end to the fighting. The EU Special Representative for the Horn of Africa, Alexander Rondos, has been in the region since 25 December, working round the clock to get a peace process underway. He is in constant contact with key actors in South Sudan and the region to support the building of consensus around IGAD’s mediation efforts. The EU has offered to support that process in both political and financial terms. It is important that we all remain united behind IGAD’s work and give this process a chance.

We are extremely concerned by reports of human rights abuses. All parties need to be aware that perpetrators of systematic and targeted abuses of human rights will be held accountable for their actions. The protection of civilians must be respected. We welcome the African Union’s decision to establish a Commission to investigate human rights violations committed starting from 15 December 2013 as well as the root causes and triggering factors that led to violence. The EU urges this Commission to begin its work as soon as possible.

We also support the ongoing strengthening of the United Nations mission in Sudan so that it can fulfil its mandate to protect civilians.

The EU delegation and the office of the Humanitarian Aid and Civil Protection department of the Commission (ECHO) have remained open throughout the crisis, and we have supported Member States in their efforts to evacuate their citizens and coordinated the evacuation of citizens of Member States not represented in Juba.

The EU continues to provide life-saving humanitarian assistance to those in need. As early as 23 December, Commissioner Georgieva announced the availability of EUR 50 million for humanitarian action to cover basic needs with regard to food, healthcare, clean water, sanitation, shelter protection, etc. To date the European Union and its Member States have provided around EUR 170 million in humanitarian assistance in 2013 and 2014.

Let me conclude by reiterating that beyond the many lives that are lost or shattered in this crisis, the situation in South Sudan threatens to spill over and further destabilise the wider region. Such a situation can, and must, be avoided. It is the responsibility of all world leaders to ensure that this does not happen. An immediate commitment to halting hostilities and dialogue is essential and, above all, very urgent.

The cost of abandoning this road is too high a price for the people of South Sudan to pay. Let us not forget that these are people who fought so valiantly for their freedom. It is important that we all remain united behind IGAD’s efforts and give this process a chance.

The European Union stands ready to spare no effort to that end.

  Cristian Dan Preda, în numele grupului PPE. – Doamnă președintă, în sesiunea din decembrie 2013, Parlamentul nostru vota, vă reamintesc, raportul redactat de doamna De Keyser privind eforturile comunității internaționale referitoare la Sudanul de Sud. Din păcate, doar la câteva zile după aceea, confruntările armate între forțele guvernamentale și rebelii raliați fostului vicepreședinte Riek Machar au izbucnit și, de atunci, consecințe dezastruoase în termeni umanitari s-au produs.

În discuțiile din Comisia pentru dezvoltare am abordat de mai multe ori instabilitatea politică din această țară. Trebuie, însă, să mărturisesc că niciodată nu mi-am închipuit că se va ajunge la situația de acuma, în care există inclusiv riscul de a vedea Sudanul de Sud divizat într-un „Nord Sud Sudan” și un „Sud Sud Sudan”.

Numărul, pe de altă parte, al morților, în urma ostilităților care au început, crește de la oră la oră. Avem numeroase încălcări grave ale drepturilor omului și ale dreptului internațional umanitar în ultimele săptămâni și, de aceea, cred că trebuie să salutăm orice semn pozitiv care apare din această regiune. Reprezentantul Consiliului sublinia – și mă raliez lui – faptul că e foarte bună inițiativa Uniunii Africane de a stabili o comisie de anchetă. Pe de altă parte, din punct de vedere politic, atât președintele Salva Kiir, cât și Riek Machar au responsabilitatea de a preveni abuzurile comise la adresa civililor.

E evident pentru mine că nu se poate ieși din situația actuală decât printr-o încetare a ostilităților rapidă și reluarea dialogului politic comprehensiv. Uniunea trebuie să continue să susțină Sudanul de Sud, ca și demararea unui proces autentic de reconciliere națională.

  Véronique De Keyser, au nom du groupe S&D. – Madame la Présidente, c'est avec tristesse que nous avons appris le nombre de victimes et de personnes déplacées au Soudan, ce qui en fait une tragédie. Aujourd'hui, je partage évidemment la souffrance du peuple sud-soudanais, qui aurait mérité mieux.

Je voudrais aussi marquer toute notre reconnaissance à la délégation de l'Union européenne pour la manière dont elle a travaillé là-bas. Je voudrais également souligner que trois des fonctionnaires de la délégation de l'Union européenne sont restés à Djouba et font un travail exemplaire. Je voudrais dire que, en général, l'Union européenne, la communauté internationale et la troïka, à savoir les États-Unis, la Grande-Bretagne et la Norvège, ont été comme des fées autour du berceau de ce prématuré, qu'était le Soudan du Sud au moment où il a déclaré son indépendance, alors qu'aucune des structures, administrations et infrastructures qui font un État n'était encore en place. Donc, deux ans pour faire un État, c'est très peu.

Dans le rapport que nous avons voté en décembre, je pointais déjà l'instabilité de ce jeune État, ses carences, notamment en matière de démocratie et d'éducation, la présence de conflits interethniques, les dissensions dans l'armée faite de milices, etc. Tout cela nous faisait augurer d'un grand risque avec le voisin du Nord mais nous n'avions pas imaginé que ce seraient ces facteurs internes qui allaient déclencher la première grande catastrophe que rencontre ce pays.

Maintenant, il ne faut pas baisser les bras. Deux ans, c'est très peu. Pour le développement de ce pays, nous avons engagé, de 2011 à 2013, 830 millions d'euros et nous avons prévu 1,3 million d'euros jusqu'en 2016. Il faut continuer ces efforts, en plus de l'aide humanitaire.

Aujourd'hui, nous poussons l'IGAD et nous avons raison de le faire. Nous soutenons l'Union africaine et il faut continuer. Mais il faudra repenser, avec l'enquête de l'Union africaine et avec le rapport, les problèmes de fond qui sont des problèmes de gouvernance et de démocratie dans ce pays, où la corruption est galopante. On ne peut pas bâtir un pays avec de telles fragilités sans courir de risques, comme ceux que nous rencontrons aujourd'hui. Mais il faut garder espoir.

  Louis Michel, au nom du groupe ALDE. – Madame la Présidente, Monsieur le Président du Conseil, la crise que connaît le Soudan du Sud a évidemment des origines multiples, cela a déjà été dit: des divisions ethniques, des enjeux économiques – il est évident que l'appât du gain pétrolier n'est pas pour rien dans les troubles –, des rivalités stratégiques et un voisinage difficile.

Il est vrai que l'excellent rapport de Mme De Keyser mettait déjà en évidence les risques, les difficultés, les fragilités de faire émerger rapidement un État. Il est évident que deux ans, comme le dit ma collègue De Keyser, c'est peu. Au-delà des souffrances des sud-soudanais – des centaines de milliers de déplacés et de réfugiés –, la crise qui sévit au Soudan du Sud menace aussi évidemment la stabilité régionale. On peut penser à l'Ouganda, à la République démocratique du Congo, au Soudan lui-même et à la corne de l'Afrique, mise à mal par le conflit qui se déroule aussi en République centrafricaine et dont on est encore loin d'entrevoir une solution.

Le Soudan du Sud est actuellement à la croisée des chemins. Nous devons rappeler au Président Salva Kiir et à son rival, l'ancien vice-président Rieck Machar, que c'est à eux aussi de prévenir l'escalade de la violence et notamment la dérive ethnique qui en découle. Nous saluons l'ouverture des négociations de paix le 6 janvier dernier. Nous appelons à un accord de cessez-le-feu immédiat pour garantir aussi l'accès à l'aide humanitaire. Il faut qu'un dialogue politique inclusif, qui porte notamment sur la libération de tous les prisonniers politiques, soit enclenché.

Je veux aussi féliciter la représentante spéciale et la chef de la mission des Nations Unies pour le Soudan du Sud, Hilde Johnson, qui met tout en œuvre pour que la médiation sous les auspices de l'Autorité intergouvernementale pour le développement (IGAD) conduise au retour à l'ordre constitutionnel.

Monsieur le Président du Conseil, étant donné l'engagement particulièrement important de l'Union européenne au Soudan du Sud, nous pensons qu'il serait judicieux de prévoir une prolongation du mandat du représentant de l'Union européenne pour la corne de l'Afrique, Alexander Rondos, qui s'est rendu – vous l'avez d'ailleurs dit – dans la région et qui a établi des contacts réguliers avec les acteurs clés du Soudan du Sud et de la région. Ne pas le prolonger ou ne pas prévoir cette prolongation serait évidemment le témoignage d'un déficit d'engagement de la part de l'Union européenne, ce que je n'ose pas croire.

Nous insistons, bien entendu, pour que les auteurs des violations des droits de l'homme et de toute exaction à l'égard de la population civile soient poursuivis et jugés. La communauté internationale doit et peut peser de tout son poids pour que les négociations de paix se poursuivent et permettent d'éviter une guerre civile.

  Charles Tannock, on behalf of the ECR Group. – Madam President, it is scarcely believable that, only a month ago, so many of us here stood up to welcome the progress made by South Sudan since independence – a cause which I had championed for many years – and offer our encouragement for further developments and reforms to that young democracy.

In the space of just a few short weeks, South Sudan has been brought to the brink by a combination of bitter political rivalries, anti-government discontent regarding the sharing of the oil revenues and, increasingly – and most worryingly of all – inter-ethnic tensions. Astonishingly, what apparently began as a personal conflict or feud between Salva Kiir and Riek Machar has now claimed the lives of 10 000 people, with over 400 000 people displaced. This week’s tragic ferry accident, in which a further 200 people drowned, demonstrates the desperation of so many South Sudanese citizens and the extreme lengths to which they will go in order to escape from it.

Given that the embryonic nationhood of South Sudan as a state has always been rather fragile, and given the lack of institutions, it remains unclear how much pressure and bloodshed it can withstand without enduring a full-scale collapse and becoming a failed state. Needless to say, the consequences of this would be catastrophic for its people, as well as extremely dangerous and destabilising for the entire region of the Horn of Africa.

Therefore, the European Union, many of whose Member States have worked hard to support South Sudan, must do everything now possible to support the urgent ceasefire talks. To this end, I welcome the work done by the excellent EU Special Representative for the Horn of Africa, Alex Rondos, and his support for IGAD (the Intergovernmental Authority on Development), the African Union and the UN Mission in Sudan. He is doing all he can to help these organisations.

We must also deploy all available tools to support the refugees, both technically and financially, in terms of aid. Certainly, if the talks fail and this develops into an all-out ethnic civil war, the European Union must consider all its options – even possible military support to the AU and IGAD, alongside full-scale humanitarian relief.

I welcome the initiative from the African Union to set up an inquiry into the terrible human rights abuses last December. Last month I discussed one of South Sudan’s key commodities: hope for the future. That must still hold true now, but it depends on the courage and statesmanship of the countries’ leaders. South Sudan cannot endure a bloody civil war again. For the sake of its citizens, we must do all we can now to stop it.

  Sabine Lösing, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin! Wenn man von Europa aus auf gewalttätige Auseinandersetzungen in Afrika schaut, dann werden gebetsmühlenartig ethnische Konflikte als Ursache benannt. Das bedient einmal gängige Stereotype, und es befreit von Verantwortung. Ist der jetzige kriegerische Konflikt aus heiterem Himmel gekommen? Das machen die meinungsbildenden Medien glauben und irgendwie auch die Diskussion hier gerade in diesem Hause. Es spielt dort keine Rolle, dass die wirklichen Gründe in der katastrophalen ökonomischen Situation, in der extremen Armut und ungleichen Verteilung der Ressourcen liegen. Die Auseinandersetzungen im Südsudan sind vielschichtige Machtkämpfe in einem Staat, der nach seiner vom Westen forcierten Sezession nun von der Unterstützung genau dieses Westens abhängig ist. Dass die Hauptakteure unterschiedlichen ethnischen Gruppen angehören, ist nur ein Nebenaspekt.

Der Südsudan ist ein Beispiel dafür, dass Staatsaufbau nach dem Baukastenprinzip externer westlicher Planer höchstens die geostrategischen und ökonomischen Interessen westlicher Staaten im Blick hat, vor Ort militarisiert und auf eigene Vorteile bedachte Eliten stärkt. Die südsudanesische Bevölkerung hingegen lebt – trotz Ölreichtums – in einem der ärmsten Staaten der Welt. Das zu verändern hier Gier zu nennen, finde ich ein bisschen zynisch.

Die Ausweitung des Konflikts in der Region und vielleicht sogar international droht, das Potenzial hat er. Aus diesem Grund fordere ich den sofortigen Stopp aller Waffenlieferungen in den Südsudan und die Region. Der Konflikt ist einzig und allein durch die Behandlung der wahren Ursachen zu lösen.

  Mariya Gabriel (PPE). - Madame la Présidente, la situation au Soudan du Sud est particulièrement inquiétante comme nous le savons tous. C'est un pays déjà fragilisé par des décennies de guerre, mais la crise actuelle pourrait faire vaciller l'ensemble de la région. J'aimerais insister sur les quatre éléments suivants.

Il faut à tout prix éviter la guerre et surtout qu'elle prenne une dimension ethnique plus forte. Rappelons aux deux camps que les femmes et les enfants sud-soudanais sont obligés de fuir le pays quelle que soit leur ethnie. Protéger les civils et répondre à la crise humanitaire est une priorité. Rappelons aussi que protéger les civils est avant tout la mission du gouvernement, avant même de combattre ceux qu'il considère comme rebelles. On ne règle pas des différents personnels ou politiques par les armes, la solution est politique et démocratique.

Troisième élément: sans cessez-le-feu, les négociations entre les deux partis ne pourront mener à rien. L'autorité intergouvernementale pour le développement (IGAD) doit rester ferme sur ce point avec le soutien de l'Union européenne et de la communauté internationale comme médiateurs. Et c'est ici aussi que l'on aimerait entendre davantage l'Union africaine, qui a un rôle à jouer pour éviter une propagation de la crise dans l'est de l'Afrique.

Enfin, il ne faut pas oublier les problèmes de fond: le dialogue politique et interethnique et la protection des civils sont des urgences, mais les infrastructures de base restent aussi à créer. La coopération avec le Soudan se doit d'être transparente, y compris sur la gestion des ressources. Le soutien résolu de la région et de toute la communauté internationale est un aspect à ne pas perdre de vue. Nous devons tout faire pour que le plus jeune pays du monde ne soit pas aussi le plus éphémère.

  Ricardo Cortés Lastra (S&D). - Señora Presidenta, este Parlamento, en nombre de más de tres millones de personas que necesitan ayuda humanitaria, de los más de 200 000 desplazados y de las familias de los ya miles de muertos, hace un llamamiento urgente al Gobierno de Sudán del Sur y a las otras partes del conflicto étnico para que cesen inmediatamente los ataques contra civiles y bienes públicos, entablen un diálogo y pongan en marcha una hoja de ruta hacia la paz.

A la población de Sudán del Sur, tras años de una guerra civil con su hermano país del norte que causó más de dos millones de muertes y con la esperanza puesta en su nueva nación, ya no le basta con simples treguas o declaraciones de alto el fuego.

Su diezmada población paga con sangre y pide a gritos, de manera urgente, la solución de raíz de esta guerra y del grave problema del hambre, y la implantación de un verdadero Estado de Derecho que salvaguarde su seguridad, las infraestructuras y el desarrollo de esta joven nación.

Un camino hacia la paz que, hoy por hoy, requiere la apertura urgente de un corredor humanitario y que, a medio plazo, pasa por el desarme, el fin de la corrupción y la lucha contra la impunidad. La reconciliación pasa por asegurar que los responsables de violaciones graves de los derechos humanos y de crímenes contra la humanidad rindan cuentas a título personal.

El papel de la Unión ha de ser más proactivo y ha de acompañar los esfuerzos que está realizando la Unión Africana para evitar que el conflicto escale hacia una guerra civil. La Unión ha de asegurar su presencia activa en la mesa de negociaciones y seguir trabajando conjuntamente con el Gobierno de Sudán del Sur por una paz duradera.

  Ana Gomes (S&D). - Senhora Presidente, três anos depois da independência, a violência e o sofrimento em larga escala voltaram ao Sudão do Sul, num desastre humanitário ao qual a União Europeia tem de acudir, em coordenação com outros atores internacionais e organizações locais, incluindo religiosas. Todo o esforço diplomático da União Europeia em Adis Abeba no quadro da mediação do IGAD deve procurar o cessar-fogo imediato, a libertação dos prisioneiros políticos em Juba e uma declaração inequívoca por parte dos líderes do Sudão do Sul de que a violência é travada e de que os perpetradores de violações de direitos humanos serão responsabilizados. É que, sem isso, a violência tornar-se-á modo de vida.

A comunidade internacional tem investido milhares de milhões de euros nos últimos anos na construção de capacidades de governação, infraestruturas, prestação de serviços básicos no Sudão do Sul. Precisamos de repensar esta estratégia, já que parece que estamos a favorecer os interesses de elites num governo cada vez mais autoritário, que favorece a corrupção e as respetivas etnias.

A violência étnica está a ser fomentada a partir do topo, está a tornar-se recorrente num país onde o exército é dividido. Por isso temos que implicar a União Africana para que responsabilize os líderes ao mais alto nível e garanta um compromisso para um governo interino até às eleições de 2015, um processo de reconciliação nacional inclusivo, e assegure investigações independentes sobre violações de direitos humanos e uma revisão constitucional abrangente.

Temos que fazer com que o Sudão do Sul acabe o conflito interno e não se preste a ser instrumentalizado pelo regime criminoso de Omar al-Bashir no norte e de outras potências regionais. Nesse sentido apoio as propostas de outros colegas para a renovação do mandato do representante especial da União Europeia, Embaixador Alexander Rondos.

  Davor Ivo Stier (PPE). - Hvala, gospođo predsjednice. Južni Sudan je 15. prosinca prošle godine upao u novu spiralu nasilja, ovoga puta zbog sukoba između vladinih snaga, predsjednika države i pobunjeničkih snaga bivšeg potpredsjednika. Nažalost, ta najnovija afrička država nije uspjela sačuvati unutarnju stabilnost i mir nakon stjecanja nezavisnosti.

Ono što posebno zabrinjava jest činjenica da sukobi u Južnom Sudanu osim političke borbe za vlast imaju i konotaciju međuetničkog sukoba između Dinka i Nuera. Uz tisuću mrtvih u sukobima i oko 200 000 izbjeglica dogodila se nažalost i nova tragedija utapanja oko 200 civila koji su bježali iz Južnog Sudana.

Stoga ovom rezolucijom još jednom pozivamo na prekid sukoba te podržavamo mirovne napore UN-a i Afričke unije i mirovne pregovore koji su započeti 7. siječnja, ali su zatim upali u slijepu ulicu. Pregovori se moraju deblokirati kako bi se pronašlo političko rješenje i zaustavila daljnja stradanja nedužnih ljudi u Južnom Sudanu.

  Elena Băsescu (PPE). - Doamnă președinte, situația din Sudanul de Sud riscă să destabilizeze întreaga regiune. La doi ani și jumătate de la obținerea independenței, se observă fragilitatea instituțiilor țării, care este măcinată de lupte pentru controlul unor câmpuri petroliere.

Mă îngrijorează în primul rând faptul că foarte mulți civili au fost victimele conflictului dintre forțele guvernamentale și cele rebele. Deja vorbim de peste o mie de morți și câteva sute de mii de persoane strămutate în mod forțat, iar, pe măsură ce violențele continuă, numărul victimelor va crește. Din păcate, ajutoarele umanitare nu pot ajunge la toți cei afectați, din lipsa de securitate în zonă.

Primul pas este încetarea luptelor. De aceea, e nevoie de progres în negocierile actuale dintre rebeli și guvernul din Sudanul de Sud.

  Eija-Riitta Korhola (PPE). - Arvoisa puhemies, kun maailman nuorin valtio on joutunut näin syviin vaikeuksiin jo pian itsenäistymisen jälkeen, tilanne heijastuu paljon sen rajoja laajemmalle vaarantaen alueen vakauden. Siksi on ratkaisevaa, että Sudan saa nyt uutta toivoa ja kansainvälisen yhteisön kaiken tuen.

Näen myös joitakin toivon merkkejä: on positiivista, että Igad on ottanut rauhanvälittäjän roolin ja että alueelliset järjestöt ovat ymmärtäneet tärkeän roolinsa rauhanvälittäjinä.

Viime viikonloppuna minulla oli tilaisuus keskustella aiheesta Norjan entisen pääministerin, Oslo Centerin johtajan Kjell Magne Bondevikin kanssa. Kävi selväksi, että Sudanissa on huutava pula demokratiaosaamisesta – alkaen aivan siitä, miten hallitus ja oppositio toimivat ja mihin puolueita tarvitaan. On tietenkin hyvä, että sama järjestö on tehnyt elintärkeää työtä siellä yhtenä monesta muusta.

Sillä aikaa EU:n humanitäärisen avun rooli on keskeinen. Avun antaminen on vaikeaa väkivallan takia, mutta meidän on otettava vastuu maailman suurimpana humanitaarisena toimijana. Sen jälkeen voisimme harkita siviilikriisinhallintamissiota.

  Tarja Cronberg (Verts/ALE). - Madam President, we can and should do much more with regard to this crisis. Urgent help is needed, and Europe should provide it.

We would like to call on the Member States to consider contributing armed forces and police to the UN mission in South Sudan. We also call on the Vice-President/High Representative to coordinate such contributions via the relevant common security and defence policy structures. More specifically, we need to initiate the planning process for follow-up to the European Union Aviation Security Mission (EUAVSEC), with a focus on security sector reform and demobilisation, disarmament and reintegration.

We also call for the High Representative to support, if it is deemed necessary, on-going intergovernmental authority and development negotiations, and to consider mobilising European experts in mediation, dialogue and reconciliation in order to help this process. This is a case where we need better coordination of special envoys and representatives from the EU, the US, Norway and the United Kingdom.

  Marie-Christine Vergiat (GUE/NGL). - Madame la Présidente, la résolution qui nous est soumise ne s'interroge guère sur les raisons qui ont conduit à la situation dramatique qui sévit actuellement au Soudan du Sud. Non, nous ne sommes pas dans un conflit ethnique mais, une fois de plus, dans une instrumentalisation à des fins politiques, pour ne pas dire politiciennes, des différents groupes qui vivent dans ce pays.

La partition du Soudan, si mal gérée, est en grande partie à l'origine de ces tensions. Le président Mayardit a retourné sa veste. Il fait aujourd'hui alliance avec le sinistre Al-Bachir et lui livre son pétrole. Il a trahi ses alliés d'hier, les opposants au dictateur du Nord, et ce au moment même où ceux-ci, largement rassemblés, n'ont jamais autant menacé le régime. Tous ceux qui ont dénoncé cette trahison, militaires ou responsables politiques, et notamment l'ex-vice-président Riek Machar, sont en prison. La violence est inouïe, il y a déjà des milliers de morts et de réfugiés.

Au lieu d'aider les dictateurs ou les régimes corrompus, il faut aider ceux qui veulent œuvrer pour la paix afin d'éviter un scénario à la rwandaise. Oui, tout passe par une solution politique une fois encore et oui, l'Union européenne doit y mettre tout son poids.

  Dimitrios Kourkoulas, President-in-Office of the Council, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. − Mr President, the crisis in South Sudan began less than a month ago. At its root is a political struggle, one that has escalated into indiscriminate violence.

In order to prevent yet another catastrophe in the region, a few issues need to be taken into consideration. Firstly, this crisis will not be solved through more and continued violence. Secondly, IGAD (the Intergovernmental Authority on Development) has moved with considerable speed to place itself at the centre of mediation efforts. This should be both commended and supported. The European Union encourages all regional and international efforts to align with and support IGAD mediation efforts and strongly discourages external intervention that might exacerbate the political and military tensions. Thirdly, hostilities must stop. All violence directed at civilian populations must end, and those responsible for perpetrating human rights abuses must be held accountable. Fourthly, although fighting started less than one month ago, the roots of this conflict are much deeper. A resolution can only come about through a sound and sustained political dialogue between the two sides, one that aims to pave the way for inclusive reconciliation.

Finally, all parties must ensure immediate and unconditional humanitarian access to all those in need: to the tens of thousands of South Sudanese men, women and children who are the real victims of the violence. If the conflict is allowed to continue, the risk of all-out civil war will grow considerably as ethnic tensions rise and more civilians are killed, injured or forced to flee. As the humanitarian situation grows more dire, those who have remained on the sidelines will eventually be pulled into the conflict. No effort must be spared to stop this tragedy. Let us make no mistake: we will all be called to account should we fail.

  Tanja Fajon (S&D), pisno. – Priča smo zastrašujočemu dogajanju, nasilje se stopnjuje, pred očmi se nam odvija humanitarna katastrofa, nasilje dobiva razsežnost državljanske vojne. Po podatkih ZN je umrlo že 10.000 ljudi, več 100.000 je moralo zapustiti svoje domove, zatočišča iščejo tudi zunaj države. Tja se zateka vse več ljudi, tem pa kronično primanjkuje osnovnih živil ter nujnih zdravil. Zaradi onesnaženja in pomanjkanja čiste vode, ljudem grozi nevarnost izbruha nalezljivih bolezni. Ne smemo dopustiti, da se zgodovina ponovi. Ashtonova nam je zagotovila, da EU dela in obljublja finančno pomoč. A to ni dovolj. Potem ko je že kazalo, da bi lahko strani včeraj sklenile premirje, so popoldne te informacije vnovič zanikali. Tomo Križnar nas v pismih iz nubskega gorovja obupano poziva, naj mednarodna skupnost nemudoma zagotovi 'no-fly zone', da se ubijanje ustavi. Dostava pomoči in hrane je zaradi razširjenega konflikta povsem zastala. Nemudoma je potrebno humanitarnim organizacijam omogočiti koridor. Letala zaradi konflikta ne morejo pristati na terenu, zato bi morala mednarodna skupnost razmisliti o pošiljkah iz zraka, v kolikor je to prenevarno pa razmisliti o uporabi dronov v ta namen. Upam, da se bo mednarodna skupnost predramila in da bodo zunanji ministri EU v ponedeljek na zasedanju v Bruslju na podlagi naše resolucije odločno ukrepali.

  Filip Kaczmarek (PPE), na piśmie. – Szanowni Państwo! Sudan Południowy to nie tylko najmłodsze państwo świata, ale również jedno z najbiedniejszych. Wojna to jest coś, do czego mieszkańcy Południa niestety przywykli. Ostatnie dziesięciolecia były bardzo burzliwe. Właściwie większość dorosłych mieszkańców przeżyła dłuższą część swego życia w okresie wojny, a nie pokoju. Jednocześnie obecna wojna domowa jest nie tylko niepotrzebna, ale jest również śmiertelnie niebezpieczna dla obu stron. Wojnę o niepodległość można wygrać. Takiej wojny, jaka się toczy dzisiaj, nie można wygrać. Jeżeli działania militarne nie zostaną szybko przerwane, to przegrają wszyscy. Prezydent Kiir i Riek Machar powinni powstrzymać swe oddziały i przerwać bezsensowny konflikt. Lecz nie wystarczy samo zawieszenie broni. Liderzy Nuerów i Dinków powinni doprowadzić do prawdziwego pojednania między swoimi narodami. Jeżeli to nie nastąpi konflikty będą się nieustannie odradzały, a największymi ich ofiarami będą cywile. Tak się właśnie dzieje teraz. Dzisiaj nawet pomoc humanitarna jest w dużym stopniu zablokowana zee względu na brak bezpieczeństwa. Syn byłego wiceprezydenta Machara ożenił się w ubiegłym roku z Polką. Jednak większość dzieci Nuerów zostanie na zawsze w Południowym Sudanie. Tam będą żyć i pracować. Jeżeli tylko dostaną taką szansę. Odpowiedzialność liderów jest ogromna. Oby sprostali wyzwaniom, które stoją przed nimi.

  Indrek Tarand (Verts/ALE), in writing. The situation in South Sudan is worrying. Hopes were high last year as a new country entered the stage but, alas, oil interests and disagreements got the best of peace prospects. There is little to be surprised over. If Europe regards itself as a beacon of democracy, human rights and other values, at the same time selling warships to countries that bully and invade other smaller countries, then there really are no examples for other countries to aspire to. Ceterum censeo, France has decided to sell a Mistral-class warship to Russia; we believe that it will sincerely regret its action.
