  La Présidente. - L'ordre du jour appelle le débat sur la déclaration de la Commission sur la stratégie de l'UE pour les personnes sans-abri (2013/2994(RSP)).

  László Andor, Member of the Commission. − Madam President, honourable Members, the European Commission shares the view, expressed by several groups, that homelessness represents one of the worst forms of poverty and social exclusion and has devastating consequences for the people themselves and for society as a whole.

In recent years poverty in Europe has risen, mainly in the more peripheral countries and regions, reaching unprecedented levels among those who are more vulnerable, such as the homeless. The rise of poverty has also affected wider layers of society: young people, migrants and families with children.

While planning and implementing policies confronting homelessness remains a matter of primarily national competence, the Commission fully supports the efforts of the Member States in this domain. The EU respects and promotes the right to social and housing assistance under the Charter of Fundamental Rights to combat social exclusion and poverty.

The Social Investment Package presented by the Commission in February 2013 calls on the Member States to eradicate homelessness in a sustainable way by targeting the very different causes of homelessness; implementing comprehensive, preventive, housing-led homelessness policies; and revising their practices on eviction.

The package and its dedicated Staff Working Document provide guidance on core elements of homelessness strategies and good practices to foster efficient policy-making in the Member States. We will further disseminate this guidance in the forthcoming period by means of a brochure, among other things.

Strategies to tackle homelessness should not be limited to the provision of crisis interventions through shelter-based approaches. To address street homelessness, shelters are an immediate, but only a transitory, solution. Studies show that shelter-based approaches are costly, and they do not lead to getting homeless people out of their situation in a sustainable manner. Instead, Member States should pursue long-term, housing-led approaches, in other words they should make a serious effort rapidly to re-house homeless people and prevent the loss of permanent housing. We also need better coordination between housing policy actors and housing providers and more engagement with private sector actors to boost the amount of affordable housing available, for example by establishing social rental agencies.

The Commission is also very attentive to the interactions between state aid rules and housing policies. In the context of active inclusion strategies, specific attention is, moreover, being paid to accompanying measures ensuring access to good-quality social and health services.

The Social Investment Package calls upon the Member States to spend European Structural and Investment Funds in a more strategic way. These funds are available to improve housing outcomes, and housing remains a funding priority for the 2014-2020 financial framework. The European Regional Development Fund may, for instance, finance integrated housing interventions and energy-efficient housing renovations. The European Social Fund can complement such integrated investments and can fund enhanced access to quality social services. Through the PROGRESS programme, the Commission finances innovative social projects such as Housing First Europe, which has delivered evidence that homelessness can be successfully addressed through the re-housing of long-term homeless people.

For the period 2014-2020, EUR 3.5 billion has been allocated to the recently- adopted Fund for European Aid to the Most Deprived to provide non-financial assistance to the most deprived people and explicitly address the food deprivation of homeless people, combined with activities aimed at their social inclusion.

We are also aware that we need better-quality, comparable data on housing, and that we should deepen our knowledge of homelessness and of its multiple root causes through EU-wide analysis. To this end, the Commission launched a pilot project on the right to housing, which will look into the link between housing evictions and homelessness. In the same vein, this year we will start developing, together with the OECD, a comprehensive database on social policies for housing. We also cooperate with the Dublin Foundation to monitor how housing quality influences social outcomes.

The Commission encourages and supports exchanges on inclusive housing policies through the Social Open Method of Coordination and by organising thematic events. For instance, last November, we set up a workshop on integrated strategies for re-housing homeless people in the framework of the Annual Convention of the European Platform against Poverty and Social Exclusion. The Commission is committed to working with experienced partners at European, national, regional and local level to support the Member States in preparing and further developing such national strategies.

Finally, I would underline that the effectiveness of homelessness-related provisions can also be addressed in the Commission’s monitoring exercise within the framework of the European Semester. Member States are therefore encouraged to report on their homelessness strategies in their National Reform Programmes. In this connection, the Commission has the opportunity to assess and, if necessary, to make proposals for a Country-Specific Recommendation.

  Csaba Őry, a PPE képviselőcsoport nevében. – Az Európai Néppárt nevében üdvözlöm ezt a közös vitát és a közös határozati javaslat tervezetét is. Fontosnak tartom magam is leszögezni, hogy a hajléktalanság sajnos nem csak néhány országot, hanem valamennyi európai tagállamot érintő probléma – még akkor is, ha a súlyosságának a mértéke némileg eltérő. Egyetértünk abban biztos úrral, hogy a hajléktalanság a szegénység egyik legszélsőségesebb, legextrémebb formája, és sajnos az is megfelel a tényeknek, hogy az elmúlt években szinte minden országban nőtt a mértéke. Nyilvánvaló, hogy többoldalú politikai válaszra van szükség, hisz összetett jelenségről van szó. Fontos ugyanakkor megjegyezni azt is, hogy az elsődleges felelőssége a hajléktalanság megszüntetésében a tagállamoknak van.

Ugyanakkor a jelenlegi uniós keret ambiciózusabb, szorosabb koordinációt és együttműködést igényel. Számos európai intézmény, az EPSCO, a Tanács, a Régiók Bizottsága, az Európai Gazdasági és Szociális Bizottság, mi is, az Európai Parlamentben szólítottuk már fel az Európai Bizottságot, hogy hozzon létre egy hajléktalansági stratégiát. Én örömmel hallottam biztos úr szavait a monitorozásról, javaslatok bekéréséről. Örömmel hallottam, hogy tervezik, hogy az országspecifikus ajánlásokban is szerepeljenek a hajléktalanságra irányuló javaslatok. Ugyanakkor azt gondolom, hogy ez nem elég. A Bizottságnak egy stratégiát kellene kidolgozni az együttműködés, a szorosabban koordinált programok érdekében.

Azt gondoljuk, hogy jó lenne, ha létrehozna egy szakértői bizottságot, és jó lenne, ha valóban előrelépés történne az összehasonlítható közös elemzéseket és a programok összehasonlíthatóságát lehetővé tevő adatok begyűjtésének, kezelésének és elemzésének terén.

  Pervenche Berès, au nom du groupe S&D. – Madame la Présidente, Monsieur le Commissaire, nous nous réjouissons de ce débat ce matin même s'il nous conduit à débattre d'une situation qui n'est pas acceptable car la situation des sans-abri, aujourd'hui en Europe, est totalement contraire aux objectifs que vous nous avez proposé de fixer avec la stratégie Europe 2020.

Aujourd'hui, nous avons besoin d'aller plus loin. Nous avons besoin de cette stratégie pour le sans-abrisme. Bien sûr, il y a le paquet sur l'investissement social mais il n'est pas assez spécifique. C'est la raison pour laquelle votre Parlement a obtenu, que dans le règlement sur le Fonds social européen, vous soyez invités à nous donner des indicateurs dans l'utilisation du Fonds social européen.

À travers la législation sur le Fonds social européen, la nécessité pour les États membres de fournir des indicateurs permettant d'avoir une vue d'ensemble sur le sans-abrisme permettra de mieux identifier cette réalité et donc de la combattre, éventuellement grâce à l'investissement social, mais aussi, surtout et d'abord peut-être, avec une vraie stratégie contre le sans-abrisme.

Dans cet esprit, nous nous inquiétons de rumeurs qui circulent, selon lesquelles la question de la plate-forme de la lutte contre la pauvreté et l'exclusion sociale pourrait être remise en cause par cette Commission finissante dans la perspective d'une révision de cette même stratégie Europe 2020. Cela n'est pas acceptable ni sur le fond ni sur la forme.

Enfin, je veux alerter sur deux points. D'abord, sur le développement de la criminalisation des sans-abri. C'est un phénomène spécifique qu'il faut, là aussi, regarder de près. Puis, le développement, dans l'urbanisme, de pratiques destinées à éloigner les sans-abri et donc à leur imposer une double peine qui est tout à fait contraire, là aussi, à ce que doit être un modèle social européen rénové.

  Niccolò Rinaldi, a nome del gruppo ALDE. – Signora Presidente, onorevoli colleghi, signor Commissario Andor, non capisco che cosa abbia aspettato finora la Commissione per presentare questa strategia e oggi vorremmo uscire di qua – io credo – con un calendario, con un impegno, con un'idea un po' più precisa.

C'è stata una richiesta del Parlamento europeo nel 2011, ci sono state richieste da parte del Comitato delle regioni e del Comitato economico e sociale, c'è stata un'iniziativa nel marzo dell'anno scorso da parte della Presidenza irlandese: il consenso politico c'è tutto, c'è anche la base giuridica, e non c'è nulla nella nostra risoluzione che infranga il principio di sussidiarietà. Ma soprattutto c'è un problema: perché i cittadini e gli abitanti dell'Unione europea che sono sulla strada sono sempre di più e sono probabilmente quelli più difficili da raggiungere per i nostri strumenti di democrazia partecipata.

Gli Stati membri hanno la principale responsabilità, ma abbiamo una grande cacofonia tra di essi: abbiamo quelli che fanno un'assistenza per tutti, quelli che fanno un'assistenza soltanto per i cittadini dell'Unione europea, quelli che aiutano soltanto quelli del proprio paese; abbiamo Stati membri che discriminano, se non criminalizzano, le persone che vivono per la strada; altri dove abbiamo dei comportamenti molto diversi regione per regione. C'è sicuramente un lavoro da fare da parte della Commissione europea. L'abbiamo già sentito: i fondi europei sono disponibili, le buone pratiche ci sono, delle buone notizie, delle cose che possiamo diffondere.

C'è poi la questione della mappatura del problema: ma è possibile che nell'Unione europea, dove Eurostat ci fornisce statistiche su qualsiasi cosa, non abbiamo ancora un'idea precisa dei contorni di questo problema, né abbiamo criteri di definizione che possano essere comuni? Per questo, signor Commissario, credo che dobbiate approntare velocemente questa strategia. Se riusciamo a dare un segnale e a cominciare un lavoro nei confronti di questi cittadini dell'Unione europea, che sono quelli più lontani dalle Istituzioni europee, credo che faremo un buon passo anche per riguadagnare la fiducia nell'ambito della crisi del rapporto tra i cittadini e le Istituzioni europee.

  Karima Delli, au nom du groupe Verts/ALE. – Madame la Présidente, mes chers collègues, le Parlement va une nouvelle fois adopter une résolution en faveur d'une stratégie pour les sans-abri. Cela fait trois ans que le Parlement est mobilisé à travers l'adoption d'une question écrite, d'une résolution, de conférences de consensus avec des ministres du logement, qui sont prêts. Nous n'avons pas cessé de relancer la Commission depuis lors. À aucun moment celle-ci n'a pris la peine de justifier son silence. Qu'est-ce que vous attendez? Votre silence est coupable. La situation empire tous les jours. Je dois rappeler que les sans-abris sont là toute l'année, pas seulement en hiver. La Commission doit sortir de sa tour d'ivoire.

J'amène un autre sujet: les vagues d'expulsion explosent. C'est le cas en Espagne, où la loi hypothécaire continue de violer le droit européen au détriment des ménages qui n'ont plus les moyens de renégocier leur crédit, si bien qu'on compte plus de 500 000 expulsions illégales. C'est le cas aussi en Grèce, où le moratoire sur les saisies immobilières prend fin sous la pression de la troïka et donc de la Commission. Le tout pour renflouer les banques.

L'humain avant tout! C'est au nom de ce principe – que je tiens à rappeler à mes collègues – qu'il va falloir voter en faveur de l'amendement dénonçant la criminalisation des sans-abri, qui sévit notamment en Hongrie. Pourchassés par la police, les sans-abri sont victimes de lourdes amendes. Être pauvre n'est pas un crime. Et je le rappelle à mes collègues du PPE qui préfèreraient voir cette résolution tomber plutôt qu'ouvrir les yeux sur ce drame, qui nie toute dignité humaine. C'est un chantage qui est infâme dans ce Parlement.

Si la Commission Barroso n'est pas capable de mettre en place une stratégie européenne en faveur des sans-abri avant les élections, alors je le dis clairement, j'invite les citoyens européens à en prendre acte dans les urnes pour remettre la solidarité au cœur des politiques publiques.

  Ruža Tomašić, u ime kluba ECR. – Gospođo predsjedavajuća, beskućništvo predstavlja udar na ljudsko dostojanstvo i kao masovnoj pojavi nije mu mjesto u Europi 21. stoljeća. No, trendovi pokazuju kako se ne krećemo u željenom smjeru i kako je porast beskućništva u ovom trenutku europska realnost. Stoga podržavam donošenje strategije o suzbijanju beskućništva, ali držim kako je jako važno da ista bude temeljita i sveobuhvatna. Naime, porast beskućništva u zemljama Europske unije posljedica je brojnih društvenih problema, prije svega radi se o posljedici gospodarske krize na koju nismo pronašli adekvatan odgovor.

Navest ću samo pritom hrvatski primjer: desetak obitelji dnevno ostaje bez imovine, većinom nekretnina u kojima žive, jer su predmet ovršnog postupka. Hrvatska je u posljednjih nekoliko godina usvojila vrlo snažan i učinkovit zakonodavni okvir prisilne naplate dugovanja od prezaduženih građana, ali je u njega propustila ugraditi i socijalnu komponentu. Posljedica svrstavanja države isključivo na stranu vjerovnika u ovakvim slučajevima, bez sagledavanja šire društvene slike, je rastući broj hrvatskih obitelji koje su ostale bez krova nad glavom i tako postale opterećenje za socijalni sustav. Država, kao utjerivač dugova, na kraju opterećuje samu sebe dok osigurava bezuvjetnu naplatu privatnih vjerovnika, što je svojevrsni paradoks. Ne treba u ovim slučajevima zanemariti osobnu odgovornost onih koji su se našli u financijskim problemima, ali držim kako i banke moraju konačno prihvatiti poslovni rizik kao nešto najnormalnije na slobodnom tržištu.

Socijalni sustavi nekih drugih članica nalaze se pod velikim pritiskom zbog rastućeg broja useljenika, što je sasvim drugačija vrsta problema od ovoga hrvatskog. Baš zato, smatram da ova strategija mora biti sveobuhvatna i nuditi široku plejadu rješenja za rastući problem beskućništva u Europskoj uniji.

  Inês Cristina Zuber, em nome do Grupo GUE/NGL. – Senhora Presidente, hoje sabemos que o número dos sem-abrigo em toda a União Europeia é um número subestimado, porque, para além de não se contabilizar verdadeiramente as pessoas que vivem na rua, também não se contabiliza aquelas que, não vivendo na rua, foram despejadas das suas casas, em consequência das medidas de austeridade e por não terem capacidade económica de pagar as rendas e prestações que pagavam anteriormente. Essas pessoas, embora de forma diferente, também não têm o direito à habitação e também só conseguem estar numa casa por causa da solidariedade das suas famílias e da solidariedade social da sua comunidade. É importante não esquecer isto.

Mas não se pode falar dos sem-abrigo sem falar da questão completamente fulcral de que os países devem garantir o direito à habitação – que está reconhecido, aliás, na Declaração Universal dos Direitos do Homem. Não é possível falar numa estratégia verdadeira e séria dos sem-abrigo sem falar em combater o desemprego, em promover o desenvolvimento económico, em acabar com a deterioração dos direitos sociais e com os cortes no nível dos salários, das pensões e dos apoios sociais. Se não falarmos disto, é uma brincadeira estarmos a falar de uma estratégia verdadeira para combater a existência dos sem-abrigo. E não é possível, do nosso ponto de vista, incluir qualquer tipo de possibilidade do Semestre Europeu, porque são essas as políticas que cortam salários e que fazem com que o número de sem-abrigo esteja a aumentar. Falar disso é uma contradição.

  Derek Roland Clark, on behalf of the EFD Group. – Madam President, homelessness and hopelessness lead to criminality in all too many cases, or at least to a social entrapment in which generation after generation is trapped in poverty. It threatens to become the scourge of the age. There are many causes, but one of the keys is surely employment, and one of the answers to that is surely education.

I regret to say that my own government is guilty of neglect. In 1945 they introduced a scheme whereby those with academic ability could attend grammar schools, which had previously been the province of the wealthy. That offered a better way out, breaking the circle. It was the greatest social mobility scheme ever. It even benefited me, but later governments abolished it.

We need an education system in Europe which caters for all abilities. We need academic schools, technical schools, commercial schools, sports academies, drama schools, universities and colleges of further education. We need industrialists to take on apprentices and send them to university at their expense, and we need those industrialists to invest in the poorer countries of Europe to help raise their standard.

I do not believe in the mass migration of people across Europe promoted by this EU. We need settled communities, not footloose ones; we need people trained in a range of skills and for them, for the most part, to remain in their homelands to develop prosperity there, raising their standard of living and banishing homelessness through their own efforts. Finally, Madam President, allow me to point out that I come from country which was recently and disgracefully described by this Commissioner as a nasty country, and my final comment is: I do not wish to see poor countries in Europe.

  Franz Obermayr (NI). - Frau Präsidentin! Ja, es ist traurig, wenn Menschen in einer der reichsten Regionen der Welt auf der Straße leben müssen, damit verbunden natürlich soziale Ausgrenzung, Krankheit und Arbeitslosigkeit. Die Bekämpfung der Obdachlosigkeit liegt grundsätzlich in der Kompetenz der Mitgliedstaaten, und dort sollte auch die Union ansetzen.

Der Kampf erweist sich auch bei uns in Österreich als immer schwieriger, nicht zuletzt durch die steigende Armutszuwanderung aus Südosteuropa. In meiner Heimatstadt Linz steht die Caritas-Wärmestube vor einer riesigen Herausforderung: Hunderte Neuzugänge aus Südosteuropa, ja ganze Großfamilien, ganze Clans sind dort zu betreuen. Erstens reicht der Platz nicht aus, zweitens hielten sich die sogenannten Bedürftigen nicht an die Hausregeln, behandelten die Mitarbeiter respektlos, aggressiv, und letztlich wurden sogar Mitarbeiter physisch attackiert. Auch das sind Folgen einer bedingungslosen Freizügigkeit, und das ist auch ein weiterer Schritt zu einer europäischen Sozialunion, die man ja angeblich nicht plant.

  Verónica Lope Fontagné (PPE). - Señora Presidenta, señor Comisario, hoy debatimos y estoy segura de que aprobaremos una resolución sobre la estrategia europea para los sin techo, porque es necesario que contemos cuanto antes con esta estrategia.

Nuestra Unión Europea, a pesar de los problemas que atraviesa en estos últimos años, sigue siendo uno de los lugares del mundo donde existe mejor protección social. Pero a pesar de este hecho, el «sinhogarismo» sigue aumentando y ha cambiado el perfil de las personas que lo sufren. Citando a Cáritas, se ha pasado de mendigo y vagabundo a transeúnte, de transeúnte a indigente, de indigente a sin techo y de sin techo a sin hogar.

La crisis ha acelerado este proceso y las ayudas y medidas que promuevan las autoridades locales, regionales y europeas tienen que adaptarse a estas nuevas circunstancias.

No existe una sola causa que aboque a las personas a vivir en la calle o en albergues, pero todas ellas tienen algo en común: que no pueden reinsertarse solas, necesitan ayuda. Pero la solución no puede ser la misma para una persona que lleva años en la calle, con una profunda desestructuración, que para otra que acaba de perder su trabajo, su casa, su vida, pero que mantiene el recuerdo de hábitos normalizados.

La Unión Europea debe coordinar y ayudar a los Estados miembros a acometer el primer paso para erradicar el «sinhogarismo». Y esta es la prevención: hay que adaptar los recursos tradicionales a la realidad actual y hay que conjugar el acceso prioritario a la vivienda con otras políticas sociales y un acompañamiento dirigido a lograr el mejor grado de autonomía personal.

En los últimos años se han logrado importantes avances en la lucha contra la pobreza y la exclusión social, pero no es suficiente y es necesario que los Estados puedan disponer cuanto antes del Fondo de Ayuda Europea a los Más Necesitados, que es una herramienta necesaria para aliviar la situación de las personas sin hogar y que, a pesar de no contar con recursos suficientes, servirá, junto con el Fondo Social Europeo, a ayudar a todos los Estados.

  Emer Costello (S&D). - Madam President, you are welcome here today, Commissioner, to discuss this important issue. As has been said, homelessness is the manifestation of one of the worst forms of extreme material deprivation and poverty. We know that the crisis has led to an increase in the levels of people experiencing poverty, and particularly homelessness. As rapporteur for the FEAD Programme (the Fund for European aid to the most deprived), I have had an insight into homelessness in many EU countries. I want to commend the organisations which are delivering services. Particularly in my own constituency of Dublin, I know that the problem is reaching crisis levels, which is why I welcome the fact that just this week my colleagues on Dublin City Council rejected proposed cuts in the homeless budget and instead voted through an increase.

Commissioner, it is estimated that we have about four million homeless people in Europe. At the same time, we have no strategy; we have no data collection; we have no programme for the exchange of practice; and, indeed, we really have no programme to plot a common course to end the scourge of homelessness. The lack of a common statistical basis became very much apparent to me during the discussions on the FEAD Programme, and indeed the Commission’s rejection of being able to adopt the European Typology of Homelessness and housing exclusion (ETHOS) as a way of data collection and statistical analysis into the future.

Commissioner, it is a pity that the Commission has been so reluctant to address the whole issue of developing a homeless strategy, particularly when many Member States have been looking for one. We have already had a resolution. We want to know what type of plans you have to follow through on the social investment package. We will, as you say, have a real and meaningful housing-led approach to solving the scourge of homelessness, which is one of the worst forms of poverty and deprivation in the EU.

  Phil Bennion (ALDE). - Madam President, it is extremely difficult to get decent statistics on the number of people who are homeless across the European Union. Yes, city councils do street-counts of those who are sleeping rough, but it is a wider problem. We have people who are simply living on friends’ sofas or with relatives, as well as people who are in temporary accommodation that is inappropriate. What we do know, however, is that the number has increased as a result of the economic crisis. As Mr Clark said, the problem is very strongly related to unemployment, and losing one’s job can mean losing one’s home. Being homeless renders it practically impossible for these people to participate in everyday life, either by entering or re-entering the labour market, or by having a proper family life.

This resolution recognises the fact that dealing with homelessness is up to the Member States. As it stands at the moment, it does not violate the subsidiarity principle. However, I strongly oppose several amendments which do not respect subsidiarity, particularly in the area of tenancy law.

Homelessness is a local issue, but we can bring together the experiences of all 28 Member States to work to combat it. We should ensure, for instance, that EU funds, such as the European Social Fund, can be used for programmes in this area. In my constituency, a number of local authorities use these funds very well in support services for the homeless. We would also be well-advised to do some research work on the link between free movement and homelessness, and we should work together to gather data on this and the other facts relating to this issue.

  Tarja Cronberg (Verts/ALE). - Madam President, honourable Members, the austerity focus of the economic crisis has resulted not only in massive unemployment but also in massive homelessness. The problems are related, but as long as there is no solution to the unemployment problem, we have to focus on homelessness as a separate issue. A strategy is needed. Many Member States have identified this as a priority, while in some it is a new concern.

A coordinated approach is necessary, and the EU has a responsibility to focus on this problem and to provide advice and strategy. There is a need for emergency help but also – and above all – for housing policies that provide a more permanent solution to homelessness.

  Janusz Wojciechowski (ECR). - Pani Przewodnicząca! Pani Tomašić słusznie zauważyła, że bezdomność obraża godność ludzi i to nie tylko tych, którzy są sami bezdomni, ale całego społeczeństwa. To jest absolutnie nie do zaakceptowania w Europie XXI w. Dlatego potrzebna jest strategia, popieram ją. To prawda, że późno się do tego zabieramy, ale lepiej późno niż wcale. Potrzebne są jednak, przy zachowaniu suwerenności państw członkowskich w tej sprawie, pewne minimalne oczekiwania, standardy na poziomie europejskim. Potrzebne są również pomocowe fundusze w tej sprawie, bo nie zawsze państwa członkowskie są sobie w stanie poradzić z tym trudnym problemem.

Takim ważnym problemem są eksmisje na bruk. Otóż nie powinno do nich dochodzić. Państwa członkowskie powinny dążyć do tego, żeby nikt na mocy orzeczeń sądowych czy administracyjnych nie był wyrzucany ze swoich mieszkań pod most, bo to obraża rzeczywiście godność człowieka.

  Jaroslav Paška (EFD) - Zhoršená hospodárska situácia v Európe a zvyšujúci sa príliv migrantov zvýraznili problémy bezdomovstva vo viacerých členských štátoch Únie. Prežívať v zimných mesiacoch na ulici bez možnosti prespať v suchej a teplej posteli je náročné aj pre zdravého a otrlého chlapa. O to horšie je to, keď sa v takejto situácii ocitnú matky s deťmi.

Sociálny systém preto musí byť pripravený operatívne zaregistrovať takéto prípady a v rámci svojich možností postihnutým osobám poskytnúť nevyhnutnú pomoc. Aj keď naše súčasné mechanizmy poskytovania pomoci ľuďom v hmotnej núdzi už dlhší čas poskytujú pomoc aj bezdomovcom, nie sú dnes schopné pohotovo zareagovať na prudký nárast týchto prípadov.

Preto je potrebné, myslím si, rýchlo preskúmať možnosti zvýšenia účinnosti našich mechanizmov tak, aby boli schopné aj v tomto období efektívnejšie poskytovať týmto prípadom efektívnu pomoc.

  Regina Bastos (PPE). - Senhora Presidente, Colegas, Senhor Comissário, o problema dos sem-abrigo na Europa é um problema social grave. É inquietante esta forma de pobreza e exclusão social, que nos deve interpelar e levar a agir. Uma ação que tem que ser urgente e eficaz. A estratégia da União para os sem-abrigo tem que chegar a todos os que precisam de ver assegurado o direito à habitação, o direito a uma vida digna, com os direitos fundamentais que lhe estão associados: educação, emprego, proteção social, e à vida em família. Este é um problema com contornos muito diversos, que requer uma ação preventiva e de intervenção rápida.

Na maioria dos Estados-Membros tem-se verificado um aumento dos níveis da pobreza e do número de pessoas sem-abrigo, o que contraria um dos objetivos da Estratégia 2020. Uma estratégia europeia é precisa para permitir uma ação reforçada e ajudar os Estados-Membros a dar uma resposta tão eficaz quanto possível a este fenómeno muito grave. Só uma ação conjunta dos Estados-Membros e da União permitirá reduzir o número de pessoas sem-abrigo, e até mesmo erradicar este fenómeno, para que ninguém tenha de permanecer na rua por falta de alternativas.

  Frédéric Daerden (S&D). - Madame la Présidente, Monsieur le Commissaire, une stratégie européenne pour lutter contre le sans-abrisme était déjà urgente il y a trois ans, comme l'indiquait mon rapport sur la lutte contre la pauvreté. Elle l'est encore plus aujourd'hui car la crise a forcément aggravé le phénomène.

Ce phénomène a de multiples facettes. Bien sûr, un aspect important est l'offre de logements ainsi que leur accessibilité. Mais certains accidents de la vie déclencheurs du sans-abrisme, autres que le déficit de logements, doivent aussi être pris en considération: le chômage et la perte de revenu et donc la nécessité de réinvestir en Europe pour relancer la croissance; la maladie, souvent à l'origine de la crise professionnelle, d'où l'importance du maintien des dépenses de protection sociale, qui sont sources d'économies sur le long terme; la crise familiale ou personnelle à résoudre par des politiques d'inclusion sociale fortes.

Il était nécessaire que le Fonds social européen et le Fonds européen d'aide aux plus démunis soient réorientés vers cette priorité de l'inclusion mais leurs moyens financiers restent malheureusement trop réduits.

Tout en soutenant pleinement les recommandations de notre résolution sur le logement, j'insiste pour que les politiques d'inclusion sociale, de protection sociale et de relance de l'emploi soient renforcées à tous les niveaux de pouvoir en Europe. Du plus local, que je connais bien en tant que bourgmestre, jusqu'au niveau européen, avec la politique de cohésion, en passant par le niveau national, où l'austérité doit cesser.

Le pire pour un sans-abri, c'est de se sentir abandonné par la société et les autorités publiques. Pour éviter cela, la relance de l'emploi, la protection sociale et l'inclusion sociale, sont les trois axes majeurs.

  Sylvie Goulard (ALDE). - Madame la Présidente, Monsieur le Commissaire, je voulais vous dire à quel point vous trouverez du soutien dans cette maison, même si l'hémicycle n'est pas particulièrement fourni, pour la question sur laquelle j'aurai tendance à dire: "Vous vous êtes risqué" parce qu'on vit dans une interprétation de l'Union européenne en ce moment qui, très souvent, sous couvert de subsidiarité, conduit les autorités à ne pas prendre leurs responsabilités.

La question des sans-abri entre dans le cadre de la stratégie Europe 2020. Il est évident que nous ne pouvons pas avoir une politique inclusive si nous laissons, au sens strict, des gens "à la rue" et, comme cela a été dit par un collègue, il y a ceux qui sont à la rue, il y a tous ceux qui trouvent des solutions de fortune tout en étant parfois d'ailleurs des travailleurs, il y a des enfants qui vont à l'école en habitant dans des caravanes. Je crois que, pour la première puissance commerciale du monde, ce n'est pas très digne.

En tant que présidente de l'intergroupe de lutte contre la pauvreté, dans ce Parlement, je voulais vraiment vous encourager. Ne vous laissez pas décourager par tous ceux qui vont vous parler de subsidiarité. Cette question est une question de droits fondamentaux, et les droits fondamentaux sont une des questions que l'Union européenne doit traiter. C'est inscrit dans notre charte et si nous ne la traitons pas, nous aurons un jour des problèmes pour nous regarder dans la glace.

  Sari Essayah (PPE). - Arvoisa puhemies, hyvä komission jäsen, asunnottomuus on talouskriisin runtelemassa Euroopassa yksi kipeimpiä haasteita, ja siihen liittyy usein moniulotteisia sosiaali- ja terveysongelmia.

Asunnottomuutta ei voida määritellä täysin yksiselitteisesti. Se on ilmiö, joka saa eri aikoina ja eri maissa hyvinkin toisistaan poikkeavia sisältöjä. Tämä tekee asunnottomuuden ja asunnottomien lukumäärän vertailukelpoisen arvioinnin vaikeaksi.

Kuten monet kollegat ovat täällä todenneet, niin viimeksi vuonna 2011 keskustelimme tästä aiheesta ja parlamentti pyysi strategiaa, jossa tilannetta voitaisiin paremmin kartoittaa. Kuulun niihin, joiden mielestä sosiaalipolitiikassa toimivalta ja vastuu on oltava jäsenvaltioilla, mutta totta kai me tarvitsemme yhteistä koordinaatiota ja parhaiden käytäntöjen vaihtamista.

Onneksi monissa jäsenvaltioissa on tehty kansallisia asunnottomuusstrategioita, jotka toimivat. Kotimaassani Suomessa pitkäaikaisasunnottomuuden vähentämisohjelman lähtökohtana on ollut soveltaa asunto ensin -periaatetta. Sen mukaan asumisen järjestäminen ja elämänpuitteiden kohentuminen vähentää esimerkiksi päihde- ja sairaalapalveluiden käyttöä ja herättää monissa, esimerkiksi päihdeongelmaisissa, motivaation kuntoutukseen. Kun on katto pään päällä, niin haluaa pistää elämää monella tavalla kuntoon.

Uudessa mallissa keskitytään aiempaa huomattavasti enemmän asunnottomuuden ennaltaehkäisyyn ja pysyvään vähentämiseen pikemminkin kuin väliaikaisten asuntoloiden tai tilapäisen majoituksen kehittämiseen. On myös ymmärretty, että olemassa olevassa asuntokannassa tapahtuva tukiasuminen tulee yhteiskunnan kannalta huomattavasti edullisemmaksi kuin asunnottomuuden seurausten hoitaminen sairaaloissa, päihdelaitoksissa tai vankiloissa.

  Kinga Göncz (S&D). - Örülünk a biztos úr által elmondott bizottsági szándékoknak, bár némiképp valóban azt gondoljuk, hogy későn van a ciklus végén, de talán lesznek további lépések. A hajléktalanság a szociális kirekesztés legkegyetlenebb formája, amely súlyosan sérti az emberi méltóságot is. Tudjuk, hogy a gazdasági krízis következtében nőtt a szegénység, a hajléktalanság, de nincsenek pontos adataink. Említette biztos úr, hogy készülnek egy felméréssel. Nagyon fontos lenne tudni a hajléktalanság pontos mértékét. És kérnénk az Alapjogi Ügynökséget is, hogy vizsgálja meg az extrém szegénység és hajléktalanság emberi jogi következményeit.

Noha a hajléktalanság tagállami kompetencia, garantálnunk kell, hogy a közös európai értékeink alapján keresnek a kormányok és a helyei önkormányzatok megoldásokat. Ma többször szóba került a hajléktalanság kriminalizálása, ami elfogadhatatlan, és európai szintű beavatkozást igényel. Az európai uniós források, a Regionális Fejlesztési Alap, a Szociális Alap hozzájárulhat a helyzet javításához. Ezért kérjük a Bizottságot, hogy a partnerségi megállapodásoknál vegyék ezt figyelembe.

  Jorgo Chatzimarkakis (ALDE). - Κυρία Πρόεδρε, μιλάμε σήμερα για πολιτική υπέρ των αστέγων στην Ευρώπη και αποτελεί θετική κίνηση να υπάρξουν μέτρα και σε χώρες που έχουν πληγεί από την κρίση όπως η Ελλάδα, που το φαινόμενο των αστέγων παρουσιάζει αύξηση.

Θέλω όμως να σταθούμε με προσοχή σε έναν κίνδυνο που υφίσταται για τα επόμενα χρόνια. Αυτή την περίοδο έχει διασφαλιστεί, μόνο για έναν χρόνο, η πρώτη κατοικία στην Ελλάδα. Δεν θα χάσουν, δηλαδή, τα σπίτια τους όσοι έχουν δάνεια που δεν μπορούν να τα ξεπληρώσουν. Ωστόσο, από το 2015 υπάρχει ο κίνδυνος, εάν δεν υπάρξει νέα εξασφάλιση για τους ανθρώπους αυτούς, να έχουμε χιλιάδες ιδιοκτήτες που θα χάσουν τα σπίτια τους και θα μείνουν, ουσιαστικά, άστεγοι. Ακριβώς αυτή την χρονιά που επιθυμούσαμε, σύμφωνα με την στρατηγική μας, να μην έχουμε καθόλου άστεγους πλέον στην Ευρώπη.

Ich möchte Ihnen auch bei dieser Gelegenheit, lieber László Andor, noch einmal gratulieren zu Ihrer Haltung, die Sie eingenommen haben im Bereich soziale Rechte und Mobilität in Europa, insbesondere in der Debatte in Deutschland.

  Zdravka Bušić (PPE). - Gospođo predsjedavajuća, potpuno sam svjesna ekonomske krize koja je pogodila ne samo europsko, nego i svjetsko gospodarstvo. Iako smo još uvijek taoci te krize, ne bismo smjeli smanjivati ili ukidati programe čiji su ciljevi iskorjenjivanje siromaštva. Mnoge zemlje članice Europske unije provode mjere štednje, ali bismo morali voditi računa da te mjere ne idu na uštrb osnovnim socijalnim potrebama.

Siromaštvo je trenutno jedno od gorućih problema ne samo Europe, nego i čitavog svijeta. Iako su nam dostupne brojne znanstvene studije koje temeljito istražuju uzroke i posljedice siromaštva, svaka dodatna rasprava, kao i ova naša danas je poticajna i dobrodošla, jer moramo se stalno podsjećati da su uzroci siromaštva duboko ukorijenjeni u svim našim društvima i da su jako slojeviti.

Jedan od najekstremnijih oblika siromaštva je beskućništvo i prisutno je u svim državama članicama. Iako rješavanje problema beskućništva spada definitivno u nadležnosti država članica, Europska unija također mora imati jasnu strategiju u rješavanju tog problema. Institucije Europske unije, a pogotovo Komisija, trebale bi poticati jasne politike koje bi doprinijele rješavanju ovog problema.

Iznimno je potrebna suradnja svih institucija na svim razinama, kako onih europskih, tako i nacionalnih, regionalnih i lokalnih. Umreženost svih aktera značajno bi doprinijela kvalitetnijoj implementaciji politika usmjerenih na suzbijanje beskućništva i ukidanje svih oblika siromaštva. Na državama članicama leži odgovornost osmišljavanja preventivnih mjera pomoći, ne samo za one koji imaju najbolji uvid u beskućništvo. Samo aktivno provođenje jasne politike može polučiti rezultate u borbi protiv ovog sveprisutnog socijalnog problema. Iskreno se nadam da ćemo uspjeti na tom putu.

  Evelyn Regner (S&D). - Frau Präsidentin, sehr geehrter Herr Kommissar! Wohnen ist ein absolutes Grundbedürfnis. Natürlich sind es die Mitgliedstaaten, die auf nationaler Ebene zuständig sind – vor allem die regionalen Behörden, die Kommunen –, aber es ist gut und richtig, dass die Kommission sich jetzt mit einer Strategie an dieser Diskussion nicht nur beteiligt, sondern aktiv einbringt.

Ich möchte drei Überlegungen einbringen, die mir besonders wichtig sind. Zunächst einmal: Die Kriminalisierung, die Bestrafung von Wohnungslosen, die in so manchen Mitgliedstaaten jetzt verstärkt zu beobachten ist, ist absolut aufs Schärfste zu verurteilen.

Weiters: Allen Menschen, die auf der Straße leben, soll adäquater, leistbarer und nachhaltiger Wohnraum zur Verfügung gestellt werden. Die Kommission könnte sich bei der Vorgangsweise, bei der Abstimmung durchaus auch an der Jugendgarantie orientieren.

Das Dritte ist das Thema Vorbeugen, Prävention. Das Allerwichtigste ist es zu schauen, dass es gar nicht so weit kommt, dass Menschen wohnungslos werden. Daher brauchen wir Betreuungseinrichtungen für diejenigen, die ihrer Wohnung verlustig werden, für die besonders Schwachen in unserer Gesellschaft.

  Bogusław Sonik (PPE). - Pani Przewodnicząca! Doświadczenie bezdomności jest doświadczeniem traumatycznym, zarówno psychicznie, jak i fizycznie, a przecież jednym z podstawowych warunków godnej egzystencji człowieka jest dach nad głową. W rezolucji nacisk został położony na prewencję. Moim zdaniem powinna być ona głównym celem działania krajów członkowskich. Po pierwsze, ponieważ nie powinniśmy dopuścić do tego, by ludzie musieli w ogóle doświadczać tej traumy. Lepiej podjąć wszelkie środki mające na celu niedopuszczenie do tej sytuacji, niż podejmować działania, kiedy ludzie znajdują się już w trudnej sytuacji. Lepiej zapobiegać niż leczyć.

Po drugie, to w tym obszarze kraje członkowskie mają realne pole do działania. Szereg działań może zostać podjętych przez rządy krajów w celu poprawy tej sytuacji: lepsza polityka mieszkaniowa, ekonomiczna, emigracyjna, również praca z osobami, które są w grupie potencjalnego ryzyka i które już były kiedyś dotknięte bezdomnością. Wiele stowarzyszeń, fundacji i organizacji pozarządowych pracuje z osobami bezdomnymi i pomaga im w przetrwaniu zimy lub znalezieniu tymczasowego lokum w noclegowni. Te organizacje, które działają w całej Europie, są bardzo potrzebne i ich praca jest ważna, jednak ich środki finansowe, jak i pole działania są często ograniczone. One same nie mogą wziąć na siebie całej odpowiedzialności za rozwiązanie tego kompleksowego problemu. Potrzebne są zdecydowane kroki podjęte przez kraje członkowskie oraz przede wszystkim wola polityczna na rzecz utworzenia prawdziwej strategii europejskiej, o czym tutaj dzisiaj wielokrotnie była mowa.

Wiele pomysłów zaproponowanych w tej rezolucji powinno zabrzmieć jako ważny głos Parlamentu w tej sprawie. Podkreślam w szczególności znaczenie punktów dotyczących zapobieganiu zjawisku bezdomności i chciałbym, aby rządy państw w Europie podjęły stosowne działania w celu dalszej współpracy na tym polu.

  Eider Gardiazábal Rubial (S&D). - Señora Presidenta, señor Comisario Andor, el consenso que existe en todos los niveles ―y en esta Cámara se está viendo durante el debate― sobre la necesidad de una estrategia para las personas sin hogar hace de verdad incomprensible la actitud de la Comisión Europea al respecto y sus reticencias a ponerla en marcha.

El número de personas, de familias enteras que están en la calle cada vez es mayor y, por eso, no podemos mirar para otro lado. Esta es una ocasión para demostrar que la solidaridad europea es una realidad y no un montón de palabras vacías de contenido; que lo que de verdad nos importa son las personas y sus problemas.

La crisis económica y su desastrosa gestión han tenido un impacto demoledor en muchas sociedades europeas; la privación de un techo es una de las más crueles formas de exclusión social ―y en España estamos viviendo ese drama con los miles de familias desahuciadas―.

Por eso, no podemos perder ni un minuto más, señor Comisario, y tenemos que poner en marcha esta estrategia: ya, por favor, háganlo.

  Κωνσταντίνος Πουπάκης (PPE). - Κυρία Πρόεδρε, κύριε Επίτροπε, στην Ευρώπη του 2014, η έλλειψη στέγης δυστυχώς τείνει να εξελιχθεί σε μάστιγα. Ενώ λοιπόν η καταπολέμηση του φαινομένου των αστέγων προβάλλει ως βασική προτεραιότητα της Ένωσης, οι αριθμοί των αστέγων ωστόσο πολλαπλασιάζονται στα κράτη μέλη και ειδικότερα στις χώρες που βρίσκονται υπό καθεστώς μνημονίων, όπως η πατρίδα μου. Όταν μάλιστα μιλούμε για αστέγους, μιλούμε για "νεοαστέγους", ανθρώπους δηλαδή ενός διαφορετικού προφίλ, οικογενειάρχες που καταδικάζονται ξαφνικά στην εξαθλίωση διότι τα επακόλουθα μιας κρίσης, όπως είναι η ακραία λιτότητα, η ανεργία με ιστορικά υψηλά ποσοστά, η ραγδαία μείωση μισθών με παράλληλη αύξηση κόστους ενέργειας, οικιακών εξόδων και η υπερφορολόγηση, διαμορφώνουν μια ζοφερή πραγματικότητα που ενέχει τον κίνδυνο απώλειας στέγης για εκατοντάδες χιλιάδες συμπολίτες μας, υπό την απειλή κατασχέσεων και πλειστηριασμών, εφόσον αδυνατούν να εκπληρώσουν τις υποχρεώσεις τους, είτε λόγω δανεισμού τους, υπό άλλες παλαιότερες συνθήκες, είτε προς τις κρατικές υπηρεσίες.

Σύμφωνα με πρόσφατη έρευνα, κύριε Επίτροπε, υπολογίζεται ότι για κάθε 1 ευρώ που διατίθεται για την πρόληψη του φαινομένου των αστέγων εξοικονομούνται 2,2 ευρώ δημοσίων δαπανών που προκύπτουν από τις επιπτώσεις του προβλήματος. Σε αυτό το πλαίσιο και δεδομένου ότι η ολιγωρία έχει κοινωνικό, οικονομικό και κυρίως ανθρωπιστικό κόστος, απαιτούνται άμεσες δράσεις και αποφασιστικές λύσεις και επιθυμώ συνεπώς να κάνω έκκληση ώστε, αφενός να υπάρξει ειδική μέριμνα για την προάσπιση ευάλωτων συμπολιτών μας έναντι κατασχέσεων και εξώσεων·και, αφετέρου να διευκολυνθεί η Ελλάδα, η μόνη χώρα που δε διαθέτει δίκτυο κοινωνικών κατοικιών, ώστε να αξιοποιήσει τα ευρωπαϊκά κονδύλια προς αυτή την κατεύθυνση, γεγονός που θα επιφέρει σημαντικά οφέλη για τους ευάλωτους πολίτες πάνω από όλα, αλλά και για την κοινωνία και την πραγματική οικονομία γενικότερα.

  Anna Záborská (PPE) - Podporím rezolúciu, aj keď mám pochybnosti o zmysle mnohých odporúčaní z predloženého návrhu uznesenia. Podľa mňa nie je možné vypracovať spoločnú stratégiu pre oblasť bezdomovstva pre všetky členské štáty Únie. Rovnako, ako nie je možné zaviesť jednotnú minimálnu mzdu, jednotné dôchodky, či jednotný systém sociálneho zabezpečenia.

Dôvod je stále ten istý: obrovské rozdiely medzi členskými štátmi vo výkone ich ekonomík, v produktivite práce, tradíciách spravovania štátu, či rôzna úroveň rodinných vzťahov a solidarity medzi generáciami. Súhlasím však s tým, že kompetenciu na riešenie situácie bezdomovcov majú práve a len členské štáty. Európska legislatíva by sa otázkou, opakujem legislatíva, by sa otázkou bezdomovstva nemala zaoberať, pretože výsledkom môže byť len séria nivelizujúcich štatistík a nezmyselných odporúčaní, a to bezdomovcom nepomôže.

  Mairead McGuinness (PPE). - Madam President, homelessness is extremely visible. I walk past a homeless person in Brussels every time I walk along the Place du Luxembourg, so it is not as if we do not see this problem. But it is complex. I think that some of the issues have been mentioned here in relation to evictions, which are new to the stage to some extent, but there are many other issues which cause homelessness, such as domestic violence, poverty, unemployment and mental health issues.

We have a lot of information from the European Federation of National Organisations Working with the Homeless dealing with this. The research is saying to us very clearly that a housing-led approach is a better solution to the problem than anything else. However, it requires all the stakeholders to accept that, and it also needs to be implemented. This is happening in some cases: for example, in Ireland we are beginning to talk about a new-build programme. But housing must be in the right locations. We might have properties available but in the wrong locations. But I am glad we are having this debate.

  Silvia Costa (S&D). - Signor Presidente, onorevoli colleghi, signor Commissario, la crescente condizione di senza fissa dimora è una sfida morale e politica per l'Unione europea che attiene ai diritti umani fondamentali e al conseguimento reale della lotta contro la povertà e l'esclusione sociale, che costituisce uno dei quattro obiettivi strategici del Fondo sociale e uno degli undici dei Fondi strutturali.

Dalla prima risoluzione del Parlamento del 2011 ad oggi, tuttavia, è emersa con forza, anche fra le associazioni oltre che fra le istituzioni che si occupano dei senza dimora, la necessità di una strategia europea mirata, sulla base di un'elaborazione che è confluita nella conferenza Housing First di Lisbona nel dicembre 2013. C'è bisogno perciò di dati, di linee guida, di un nuovo approccio integrato, poiché gli homeless, che non sono solo individui ma anche famiglie, stanno diventando un fatto strutturale, e occorre andare oltre le soluzioni emergenziali, anche adottando la nuova politica dell'housing-led, come suggerito dal progetto europeo Diesis.

  Nikola Vuljanić (GUE/NGL). - Gospođo predsjedavajuća, beskućnici nisu beskućnici vlastitom odlukom. Isto tako beskućnici nisu siromašni jer su beskućnici. Oni su beskućnici jer su siromašni. To su neuspješni: oni koji su izgubili posao, perspektivu, budućnost, a to nisu željeli. To je poniženje koje je ovaj sustav, koji iz nekog meni nepoznatog razloga nazivamo neoliberalnim, nametnuo. Dok mi ovdje raspravljamo, ljudi i dalje ostaju bez krova nad glavom, a jedina strategija koja može pomoći je strategija iskorijenjivanja siromaštva.

Europska unija siromašnih građana nema razloga postojati, kao što ni država siromašnih građana nema razloga postojati. Nitko na ovom kontinentu tisućljetne kulture i burne povijesti ne smije biti gladan, bez krova nad glavom, bez obrazovanja, zdravstvene zaštite i bez sigurne starosti. To danas nije slučaj i to treba postati prvi i najvažniji cilj postojanja Europske unije i njenih institucija.

  Andrew Henry William Brons (NI). - Madam President, the cause of homelessness, which is unmentionable by the silent conspiracy of liberal consensus, is immigration and asylum. Every person or family entering a country adds to the demand for housing by one. If there are homeless among the indigenous population, a house provided for a new arrival is a house denied to an existing resident. The decision-takers – MEPs, MPs, local councillors – are not among the homeless. Indeed, most of them cannot count any homeless among their circle of acquaintances. To them, the homeless are just statistics and not real people.

Decision-takers feel terribly generous for granting a home to a newcomer, but funnily enough they do not feel mean for denying one to an existing resident. We heard this morning from UKIP that it was opposed to mass immigration. However, its leader said recently ‘we want immigration, we welcome immigration’. In 2010, he said that the UK needed 250 000 every year.

  Danuta Jazłowiecka (PPE). - Pani Przewodnicząca! Kryzys ekonomiczny sprawił, że bezdomność stała się dramatyczną rzeczywistością w niemal wszystkich państwach członkowskich i najbrutalniejszą formą wykluczenia społecznego, powodującą konsekwencje zarówno wobec osób bezpośrednio nią dotkniętych, jak i w wymiarze ogólnospołecznym.

Komisja i Parlament od lat próbują wykorzystać dostępne instrumenty w walce z bezdomnością, w tym przede wszystkim możliwości, jakie dają fundusze europejskie. Na lata 2014–2020 jest to 3,5 mld euro. Jest to wciąż zbyt mało, by rozprawić się z problemem, ale nie jest do zaakceptowania fakt, że podejmowane działania nie przynoszą oczekiwanych rezultatów. Praktycznie nie jest już możliwe wyeliminowanie do 2015 r. ulicznej bezdomności, co zakładała przyjęta trzy lata temu strategia. Co więcej nie jestem pewna, czy realne jest nawet osiągnięcie celów strategii „Europa 2020”.

Państwa członkowskie w niewielkim stopniu potrafią wykorzystać szansę, jaka dają im unijne pieniądze. Europejska federacja organizacji pracujących na rzecz ludzi bezdomnych wskazuje, że zaproponowane w 2013 r. przez Komisję ogólne propozycje wykorzystania środków europejskich do walki z bezdomnością...

  Sandra Petrović Jakovina (S&D). - Gospođo predsjedavajuća, prema procjenama nevladinih organizacija u Europskoj uniji je gotovo tri milijuna beskućnika, a preko 80 milijuna ljudi živi u siromaštvu. Mi u grupi smo se uvijek zalagali i uvijek ćemo se zalagati za zaštitu najranjivijih skupina našeg društva. Suočavajući se s raznim izazovima, ponajviše socijalnim i ekonomskim, uz ovoliki broj potpuno obespravljenih sugrađana, vidimo da u nekim stvarima očito kardinalno griješimo. Pogreške u našim i socijalnim politikama država članica dovode do situacija u kojima ljudi ostaju bez svega. To nije ničiji osobni izbor. Smatram da mi kao predstavnici svih građana Europske unije moramo poslužiti kao snažan štit i pronaći takvo rješenje suočavanja s ovolikim problemom da ga za nekoliko godina više uopće ne moramo nazivati problemom.

U svojem pitanju Europskoj komisiji, osvrnula sam se na problem kriminalizacije beskućništva i od povjerenice Reding dobila obećanje kako će se sredstva za promicanje socijalne uključenosti i borbu protiv siromaštva povećati.

  Paul Murphy (GUE/NGL). - Madam President, the crisis of homelessness is a graphic illustration of the fact that Europe is moving rapidly in the wrong direction in terms of the conditions of the people. On any given night, up to half a million people are homeless, and that figure is on the rise: in France it is up 50 % since 2001; in Portugal and Spain, up 30 % since the start of the crisis; in Greece, up; in Ireland, homelessness in Dublin is said by some estimates to have trebled over the past year.

There are multiple reasons for homelessness, no question about that, but let us name one fundamental underlying cause: it is the austerity proposed and supported by the Commission and governments all across Europe, resulting in declining income, in evictions (as in Spain), and in the dismantling of social support. Saying that the right to a home is a real right means saying that it takes priority over the rights of the bankers and the landlords to profiteer: it means investing in shelters, in homes and in forms of social support.

  Jacek Protasiewicz (PPE). - Pani Przewodnicząca! Jeszcze w poprzedniej kadencji byłem jednym z inicjatorów deklaracji pisemnej przyjętej przez tę Izbę na temat konieczności wypracowania strategii przeciwdziałania bezdomności. Cieszę się zatem, że dziś o tej strategii debatujemy. Mamy świadomość, że problem bezdomności nie jest prosty do rozwiązania, ale jako politycy nie możemy powiedzieć, że jesteśmy bezradni i nie mamy w tej sprawie nic do zaproponowania. Dlatego wzywam Komisję Europejską do większego zaangażowania w koordynację i wymianę dobrych praktyk stosowanych w poszczególnych krajach członkowskich Unii Europejskiej. Z poziomu Brukseli nie będziemy skuteczni, jeśli nie będziemy wspierać najlepszych rozwiązań i ich upowszechniać, rozwiązań stosowanych przez poszczególne rządy państw członkowskich czy też na poziomie lokalnym, a zwłaszcza, jeśli nie będziemy wspierać organizacji pozarządowych, które mają ogromne doświadczenie i sukcesy w tej działalności. Mamy instrument, który temu może służyć, jest to Europejski Fundusz Społeczny – wykorzystajmy go.

  Karin Kadenbach (S&D). - Frau Präsidentin, Herr Kommissar! Wie die Probleme zu bekämpfen sind, haben wir heute vielfach aufgezählt. Ich möchte aber auch auf einen Punkt heute noch den Fokus richten, nämlich auf den Zugang zum Gesundheitssystem. Wir wissen, dass mit Obdachlosigkeit sehr häufig auch Krankheit verbunden ist, und oft wissen wir nicht, was die Ursache war: Ist die Obdachlosigkeit die Ursache der Krankheit oder die Krankheit die Ursache der Obdachlosigkeit? Unsere europäischen Systeme machen es Menschen, die obdachlos sind, heute häufig schwer, diese Gesundheitsversorgung in Anspruch zu nehmen, sei es, weil sie den Versicherungsschutz verloren haben, sei es, weil sie große Schwellenängste haben, ein Krankenhaus, eine Arztpraxis zu betreten, sei es wegen des nicht immer sehr warmen Entgegenkommens in jenen medizinischen Einrichtungen, wo Obdachlose oft als Geruchsbelästigung, als Belästigung generell gesehen werden. Das heißt, wir brauchen in dieser Strategie ganz dringend auch Überlegungen, wie das Gesundheitssystem zu den Obdachlosen kommt, wenn die Obdachlosen nicht ins Gesundheitssystem kommen.

  Andreas Mölzer (NI). - Frau Präsidentin! Schlafen auf dem Pflaster oder auf einer Parkbank, kein Strom, kein Wasser, keine Heizung – das Leben als Obdachloser ist zweifellos hart! Und viele finden auch nie wieder aus diesem Leben heraus, denn ohne Bankkonto ist es bekanntlich schwierig, Arbeit und Wohnung zu finden. Es sind aber nicht nur Drogenabhängige, Alkoholiker und Bettler, die kein Dach über dem Kopf haben. In London beispielsweise können selbst Leute mit gutem Uniabschluss und Job und ohne familiäre Probleme sich die Wohnung nicht mehr leisten. Steigen doch die Mietpreise achtmal so schnell wie die Gehälter. Das sind eben die Dimensionen der working poor, die wir in Europa haben.

Wir haben natürlich massiv das Problem der Armutsmigration. Da ziehen Roma aus Ungarn, Rumänien und der Slowakei innerhalb der EU umher und überlasten die sozialen Systeme. Die EU müsste sich also um die Bewältigung der Wirtschaftskrise und um die Bekämpfung der Massenarbeitslosigkeit kümmern. Arbeit muss sich lohnen, und ein Bankkonto sollte jedem zur Verfügung stehen, damit er auch wieder einen Weg aus der Obdachlosigkeit finden kann.

  Patrizia Toia (S&D). - Signora Presidente, onorevoli colleghi, l'obiettivo del nostro incontro, di questa discussione è molto ambizioso, signor Commissario, direi quasi pomposo: la strategia. Ma una strategia per essere vera deve tradursi in interventi, in realizzazioni, in cose concrete e non può essere una specie di scaricabarile tra le nostre buone idee, le nostre indicazioni e la responsabilità degli Stati membri e degli enti locali. Quindi, credo che sia opportuno fare qualcosa di più, come chiedevano molti colleghi del mio gruppo e di tutti i gruppi.

Il fenomeno degli homeless è qualcosa di molto specifico: è cambiato nel tempo, non è l'endemica povertà. Quindi noi, se vogliamo intervenire, sappiamo su quali leve dobbiamo agire, perché è peggiorato con la carenza di alloggi, con la perdita dei posti di lavoro, con le separazioni: quindi richiede interventi molto specifici, che si possono fare. E ha un'altra caratteristica su cui si può lavorare: si tratta di persone che sono in grado di avere un riscatto, di ritrovare autonomia, autosufficienza se aiutate. Certo, se lasciate sole diventerà un fenomeno endemico.

Quindi chiediamo che si proceda e che si proceda con molta forza, e troverà, signor Commissario, in questo Parlamento un unanime consenso.

  László Andor, Member of the Commission. − Madam President, honourable Members, thank you very much for this very constructive discussion. I believe it provides a lot of support for the Commission at this time when we are approaching the mid-term review of the Europe 2020 strategy. This is the main strategic framework for the European Union – not only for the Commission – to achieve smart, sustainable and inclusive goals and, within that context, to fight all forms of poverty, including homelessness.

Together with the Member States, we are committed to making a visible reduction in poverty in the European Union. We are ensuring, in the meantime, that the new Multiannual Financial Framework emerges in a form which can support these objectives. I am very grateful for the support of Parliament, because, as you know, quite a few Member States oppose having a robust EU budget, the establishment of the Financial Instrument to support the most deprived, and some also a minimum share for the Social Fund. Obviously, without these key elements – without a robust budget – we would have a much smaller chance in this fight.

We also came forward last year with a Social Investment Package, which provides a framework for the Member States to improve the effectiveness of the social policies. Under this new framework, the Commission has been playing a more robust coordinating role than before. When this was adopted, this House strongly welcomed the fact that it exceeded some expectations. For example, it establishes the knowledge bank to bring together the best practices and share those among the Member States. In that context, we have already received strategies from countries like Denmark and the Czech Republic, which follow the spirit and the guidance of this Social Investment Package in the area of tackling homelessness. We can use this, and this will be the first Semester in the cycles of the European Semester on Economic Governance in which we can take advantage of the Social Investment Package, including what it says on homelessness.

We have also called on the Member States to implement not just the Europe 2020 strategy but also the 1998 active inclusion strategy. On this basis, a lot of progress would already need to be seen in the area of homelessness for implementation in the Member States to work. Why, then, are we not seeing progress? Why, in terms of poverty, are we seeing movement in the opposite direction rather than progress? It is not because the Member States do not want to work with the Commission to improve the effectiveness of social policy and tackle homelessness; it is because of the eurozone crisis, as you very well know.

I am glad that I heard, from quite a few Members of this House, references to the importance of tackling the eurozone crisis and connecting the macroeconomic agenda with social outcomes. However, the Commission has already put forward a communication on the social dimension of the EMU. This is another concrete step to ensure that economic governance better reflects the social outcomes. Poverty and inequality have been integrated into a new scoreboard which will allow for a better focus in the European Semester. But if we do not improve our response to the crisis and respond in a more systematic, more robust way in order to get out of this eurozone crisis, we will face very serious limitations and there will be very little hope that social conditions will improve quickly.

Banking regulation – as several speakers also pointed out – is important, but it is not possible to include, in any kind of strategy document at the level of the Member States or the EU, everything which has an impact or a bearing on, or is of relevance to, social outcomes, including homelessness. It is also very important to ensure that macroeconomic policies and financial sector regulations become aware and take greater account of the social dimension.


Resources, financial resources and implementation capacity are key. We have to announce the goals and outline the way forward at the level where the resources and the implementation capacities exist. I believe the EU funds – which, as you know well, are implemented in shared management for the next period, 2014 to 2020 – allow the Member States to allocate financial resources in a more targeted manner, with a view to ending homelessness. The Commission has prepared guidelines on how these funds – in particular the European Social Fund – support homeless people, social inclusion and employability in various ways, such as through support services, training centres and socio-economic programmes. These programmes are of benefit to individuals, as well as to the Community.

Practically every specific action that has been mentioned in this discussion is already being implemented by the Commission, which has already encouraged the Member States to take these steps in order to tackle homelessness. As regards the specific UK dimension of this discussion, let me just say that the British experience in the area of tackling homelessness is one that we have been promoting; indeed, the housing-first strategy, especially as it was implemented under former Mayor Ken Livingstone, made a lot of progress in the UK towards eliminating or very significantly reducing homelessness, and this has been very explicitly mentioned in our documents.

I therefore very much regret the fact that Mr Clark has been very inaccurately informed about what I was saying in the British media about the country – I definitely never said that the UK is a nasty country. These are not my words. Unfortunately, some newspapers reported this in an inaccurate way and in the wrong context. It is also untrue that the Commission would be, so to speak, promoting mass migration. The Commission wants to ensure that freedom of movement is respected in the European Union in all countries, and this was a subject of the debate yesterday. I think it created much clarity in a sometimes confused debate.

We in the Commission would be very happy to continue working with the Members of this House; we would like to see more Members of the European Parliament in our meetings, like at the People Experiencing Poverty Conference. I know that MEPs sometimes face time shortages, but we have a number of conferences, including the Convention on the Platform against Poverty and a forthcoming conference on social innovation, where related issues will be discussed. We work with the NGOs; we fund a large number of NGOs which are proactive in this area, and we remain committed to this cause. We have been funding very innovative approaches, for example cooperation between railway companies to tackle homelessness. If there is a need for information on this, then of course we are ready to provide it. We are strongly committed to maintaining the anti-poverty dimension of the Europe 2020 strategy, which was mentioned by Ms Berès.

  Edite Estrela (S&D), por escrito. – O fenómeno dos sem abrigo é uma violação da dignidade e dos direitos humanos. A situação é alarmante. O número dos sem abrigo está a aumentar em 15 Estados-Membros da UE. Portugal, Espanha, Grécia e Itália são os países mais atingidos e a principal causa apontada é o desemprego. Já por diversas vezes o PE instou a CE a apresentar, em cooperação com as principais partes interessadas, uma estratégia europeia para os sem abrigo. Defendemos que essa estratégia deverá ser implementada até ao final de 2015, seguindo, aliás, as linhas da Resolução do Parlamento, de 14 de setembro de 2011. Sabemos, no entanto, que pôr termo ao fenómeno dos sem-abrigo é, sobretudo, uma responsabilidade dos Estados-Membros. Neste sentido, o Conselho não pode continuar a encolher os ombros e deverá debater e aprovar uma estratégia europeia para resolver o problema. É também urgente pôr termo a qualquer forma de criminalização das pessoas sem abrigo que, por diversas vezes, leva à marginalização de comunidades inteiras. A Comissão e o Conselho devem fazer mais e melhor e pressionar politicamente os Estados-Membros que não resolvem o problema e recorrem a sanções.

  Joanna Senyszyn (S&D), na piśmie. – Bezdomność to problem globalny, który dotyczy wszystkich państw UE. Kryzys ekonomiczny zwiększył liczbę bezdomnych m.in. w Danii, Grecji, Hiszpanii, Francji, Polsce, Wielkiej Brytanii. W latach 2011-2013 w Polsce liczba osób bezdomnych wzrosła o 19%. Zwalczanie bezdomności wymaga współpracy decydentów politycznych, przedstawicieli społeczeństwa obywatelskiego, ekspertów i samych bezdomnych. Do końca 2015 r. ma być opracowana europejska strategia na rzecz przeciwdziałania bezdomności. Powinna przede wszystkim kłaść nacisk na działania zapobiegawcze, które są siedmiokrotnie niższe niż likwidacja skutków bezdomności, oraz na wspieranie rozwoju i utrzymanie skutecznych, krajowych i regionalnych strategii na rzecz walki z bezdomnością.

W Polsce jednym z głównych powodów bezdomności jest brak wystarczającej liczby tanich mieszkań komunalnych. Według doświadczeń Finlandii, stabilność mieszkaniowa jest kluczowa w walce z bezdomnością. W dłuższej perspektywie finlandzki system „Najpierw dom” jest mniej kosztowny niż alternatywne metody doraźnego zwalczania bezdomności (utrzymywanie schronisk i noclegowni, opieka medyczna oraz zapobieganie tzw. kryminalizacji bezdomności). Najbardziej niepokojący jest wzrost liczby bezdomnych dzieci. W Polsce żyje około 31 tys. bezdomnych, z czego 1,5 tys. to dzieci. Najczęściej są to ofiary przemocy w rodzinie. Apeluję do państw członkowskich o szczególne zajęcie się tym problemem, aby szybko zapobiegać dziedziczeniu bezdomności.

  Nuno Teixeira (PPE), por escrito. – Todos os seres humanos nascem livres, com a mesma dignidade e direitos, sendo da responsabilidade dos Estados-Membros garanti-los e promove-los. Esta é, infelizmente, uma tendência que tem vindo a aumentar nos últimos anos na União Europeia e que é representativa de uma das formas mais extremas de pobreza e miséria. É uma realidade que, devido à recente crise económica e financeira, se tem feito sentir em vários Estados-Membros e que atingiu um nível nunca antes visto. É necessário que se proceda o quanto antes à criação de uma estratégia europeia para os sem-abrigo, em que a Comissão deve emitir recomendações específicas para cada Estado-Membro e estes devem ser encorajados a incluir medidas preventivas nos seus Programas de Reforma Nacional. Urge que se faça uma recolha de uma amostra qualitativa na matéria, de modo a poder ser construído um instrumento mais eficaz. De salientar o facto de que os novos regulamentos do Fundo Social Europeu já preveem uma série de indicadores para monitorizar os novos instrumentos criados para combater o problema das pessoas afetadas por exclusão habitacional.
