  El Presidente. - El punto siguiente en el orden del día es el debate a partir de la Delaración de la Vicepresidenta de la Comisión y Alta Representante de la Unión para Asuntos Exteriores y Política de Seguridad sobre la situación en Ucrania (2014/2547(RSP)).

  Guy Verhofstadt (ALDE). - Mr President, I would like to make a point of order, because Baroness Ashton is once again absent in this important debate. We have a debate on Ukraine, we have a debate on Syria and we have a debate on Egypt. I, along with a number of colleagues, can no longer accept that, every time, Baroness Ashton has a reason for not being here. I know that she is on the way to Kiev, but perhaps it would be better if she came here first. It does not make any difference whether she gets there in the morning or in the evening. If she thinks that the Ukrainian crisis can be solved in 20 hours, then she is the only one who thinks so. I think it would be possible for her to come here, discuss the strategy to follow in the Ukraine with us, and then go to Kiev. She would be there the same day. Strasbourg is not on the other side of the world. Strasbourg is here in Europe.

  El Presidente. - Señor Verhofstadt, sin entrar a valorar la pertinencia de sus palabras, es evidente que no se trata de una cuestión de observancia del Reglamento.

Señor Verhofstadt, comprenda que, desde la Presidencia, naturalmente yo no haga ningún juicio de valor aunque entiendo que muchos diputados se encuentren incómodos con el hecho de que la Vicepresidenta competente en la materia no comparezca ante la Cámara en un momento como este en el que, efectivamente, lo que diga el Parlamento al respecto me parece muy determinante y, naturalmente, escucharla también es determinante para lo que pueda decir el Parlamento. Desde la Presidencia no hago ningún juicio de valor pero sí entiendo su preocupación, que comparten probablemente un gran número de sus Señorías.

Puesto que la señora Ashton no está presente, la representa el Comisario Füle, quien seguro que lo hará con gran acierto como siempre que toma la palabra en el Parlamento.

  Štefan Füle, Member of the Commission, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. - Mr President, honourable Members, I am happy, as Commissioner responsible for European Neighbourhood Policy, to address you on this issue, and I will come back to that aspect towards the end of my speech, after responding to the views which I have heard expressed and which I respect.

Let me start by thanking Parliament for organising today’s important debate. It shows that the thoughts of all of us here are with the people of Ukraine in these difficult times – and not only our thoughts, for we are working hard and taking concrete action to de-escalate the situation and to support Ukrainian citizens’ enjoyment of their freedoms of speech and peaceful assembly, as well as media freedom.

The Vice-President of the Commission and High Representative of the Union for Foreign Affairs and Security Policy, Baroness Ashton, is in Kiev today. She has met the Ukrainian President and opposition representatives and she has also met, and will be meeting, other stakeholders in efforts to support a political solution to the political crisis and to support Ukraine on its way forward.

When I last addressed the plenary on Ukraine in December, the situation was still largely peaceful, although initial attempts had been made to crack down on pro-European protests. Since then, we have witnessed a serious downward spiral, and lately there have been unacceptable acts of violence and reports of casualties, torture and disappearances.

Like some of you, I have recently been in Kiev. With the dramatic events of recent weeks, it has become acutely clear that what is at stake now is not only respect for the most basic fundamental rights but also the future of Ukraine. Baroness Ashton’s and my visits helped to facilitate dialogue and to avoid worst-case scenarios, including a possible state of emergency. Your presence in Kiev last week reinforced these messages. We need to maintain close coordination of our messages and our actions to help in easing the situation on the ground.

We have coordinated with the Council of Europe and with the Organisation for Security and Cooperation in Europe (OSCE), whose legal expertise has been instrumental in the revocation of the restrictive legislation adopted on 16 January. Unfortunately, with the controversial amnesty law adopted on 29 January and the continued impunity for killings, kidnappings, the torture of peaceful protesters and targeted action against journalists, there remains serious distrust between the two sides.

What is needed is a serious commitment by both sides to finding a negotiated solution to the current political crisis. That is the only way to avoid a vicious cycle of mutual recrimination. The opposition and protesters must dissociate themselves from radical elements. Evacuating the occupied Ministry of Justice on 27 January and the Ministry of Agriculture on 29 January is but one example of a responsible attitude on their side.

The authorities are responsible for respecting and protecting freedom of speech and assembly and media freedom. So far, too little has been done to this end: peaceful protesters continue to be detained, often when injured and, in some cases, straight after leaving hospitals. Kidnappings and torture by unknown perpetrators continue unpunished.

The work of the Investigation Advisory Panel, as proposed by the Council of Europe, has to start immediately as a step towards addressing the current atmosphere of impunity. De-escalation and stabilisation of the situation are now the main priorities. Looking ahead, the focus will be on ensuring lasting stability in the country. A new government, regardless of its composition, will need to enjoy sufficient trust from all sides: discussions on the constitution are of particular importance, and time is of the essence in that respect.

We are ready to support the process with expertise and advice. Conditions for free and fair presidential elections in 2015 will need to be put in place, including in particular with regard to the composition of the Central Electoral Commission and the transposition of the amendments to the law on parliamentary elections into the laws on presidential and local elections.

The European Union stands ready to assist all sides in advancing along such a political track. In a positive scenario, we will be ready to extend our assistance, on the basis of a genuine commitment to political and economic reforms, in cooperation with the International Monetary Fund and other international actors.

These steps are necessary in order for the Ukrainian Government to ensure the country’s sovereignty, stability, modernisation and economic prosperity for the years to come. They are also crucial if Ukraine wishes to keep the doors open for its political association and economic integration with the European Union.

Honourable Members, to conclude: Baroness Ashton and I are working as a team in Ukraine. She is there today, trying to stop the crisis escalating, and I will be returning there next week. Let me also say clearly on her behalf that she will be at the meeting of the Committee on Foreign Affairs next Tuesday to debrief Parliament about the conclusions of the previous day’s Foreign Affairs Council, including on Ukraine. She has also offered to debrief the Conference of Presidents on the Iranian talks, and she will address the plenary in Brussels on 2 April.

February and March will be dominated by the Iranian talks. These concern a key objective for the European Union. Baroness Ashton considers it her duty before the end of her term of office to conclude both the Serbian and Kosovo agreements and the Iranian talks successfully and, with me, to make all possible efforts to resolve the crisis in Ukraine.

  Elmar Brok, im Namen der PPE-Fraktion. – Herr Präsident, Herr Kommissar! Herzlichen Dank dafür, dass die Hohe Beauftragte bereit ist, ihre Arbeit in einen parlamentarischen Prozess mit einzubinden, und dass dies auch im Team geschieht. Wir werden darauf achten und werden sie dabei unterstützen, die von Ihnen genannten Aufgaben zu lösen.

Die Tür nach Europa ist offen, und das muss auch so bleiben für die Ukraine. Wir müssen feststellen, dass, nachdem in Vilnius nicht unterzeichnet worden ist, friedliche Menschen friedlich demonstriert haben und sie furchtbar zusammengeknüppelt und ins Gefängnis gesteckt worden sind. Das war der Auslöser der Krise, nicht die Demonstrationen, sondern die Gewalt gegen friedliche Demonstrationen. Dies ist auch nochmal mit den Gesetzen vom 16. Januar und den Gewaltmaßnahmen von der Regierungsseite, Polizei und zivilen Horden verbunden worden. Wir sollten bei diesen Dingen Ursache und Wirkung nicht verwechseln. Ich bin froh drüber, dass sich die Oppositionsführer stets gegen Gewaltmaßnahmen von der eigenen Seite gewehrt haben und dies auch erfolgreich getan haben. Sie haben das zum Ausdruck gebracht, als die Gebäude abgesichert wurden.

Es ist wichtig, dass die Amnestie jetzt schnell umgesetzt wird für alle politischen Gefangenen, einschließlich Timoschenko. Wir sind dafür, dass die friedlichen Demonstrationen erlaubt sind und die Leute nicht Angst vor der Willkür des Staates haben müssen. Wir sind dafür, dass der Verfassungsprozess beginnt mit der sofortigen Einführung der Verfassung von 2004, unter der Janukowytsch auch gewählt worden ist, und dass auf dieser Grundlage auch schnell Wahlen vorbereitet werden im Sinne des Wahlgesetzes, das weniger Fälschungsmöglichkeiten beinhaltet.

Unter diesen Umständen sollten auch ein solches short package zur finanziellen Hilfe ebenso wie long term measures möglich sein und durchgeführt werden, und dies im Rahmen der Möglichkeiten der Ukraine. Dies bedeutet auch, dass bezüglich der Konditionierung – die dabei unausweichlich ist, weil ja auch ökonomischer Fortschritt sein muss – mit dem IWF geredet werden muss, um das entsprechend zu machen.

Ich bin allerdings der Auffassung, wenn die ukrainische Regierung so fortfährt, wie sie es bisher getan hat, dass wir dann gegen Personen, die sich unmittelbar schuldig gemacht haben, gegen Menschen vorzugehen, sie ins Gefängnis zu bringen, sie zu quälen, oder die an solcher Gesetzgebung mitgewirkt haben, Einreiseverbote zuwege bringen sollten und auch möglicherweise mal in die Bankkonten hineinschauen sollten, ob das alles sauberes Geld ist.

  Hannes Swoboda, on behalf of the S&D Group. – Mr President, Commissioner, in the past weeks we have seen outrageous, shocking examples of violence: death squads are kidnapping and torturing protesters. We categorically reject all violence by the security forces, by the titushki and also by some, few, extremists among the protesters. We call on all sides to refrain from any kind of violence. It is time now to seek compromise at the negotiating table.

Let us be honest: what started as the Orange Revolution unfortunately failed. This uprising must not fail again. Therefore, we have to call for a common way forward. The worst-case scenario in Ukraine would be for the country to split and be plunged into unrest and domestic violence or even civil war. I welcome very much the involvement by the international community and especially the commitment of Baroness Ashton and Commissioner Füle, who work as a team – and must work as a team. Of course, we would like to see the High Representative of the Union for Foreign Affairs and Security Policy more often in this House.

Let us be honest: it would be simplistic to say that Ukraine is in a tug-of-war situation between Russia and the EU. We will not engage in any childish or financial competition, and certainly not in a bidding war, with Russia over Ukraine, which is a sovereign state and has to find its own path.

However, we cannot stand by idle while hundreds of thousands in Kiev are demonstrating, under threat of violence, for democracy, human rights and the rule of law. It is not a European task to liberate Ukraine, but nor is it Russia’s right to colonise Ukraine. Ukraine is a sovereign country: it must decide its path for itself. Yes, we are keeping a European long-term perspective, but let us not make promises we cannot keep. Yes, we need to emphasise that perspective. We have to assist Ukraine to find its way, and therefore we encourage a compromise between the President and the opposition leaders, with the help of the EU, as Mr Klitschko has also recently demanded.

Maybe a technocratic government or a government of national unity and a constitutional review – possibly returning to the 2004 constitution – can bring a solution and can maintain the territorial integrity of the country. It can be good in times of crisis to have a strong president, but I must say that President Yanukovych – with all his powers – has not united the country, but rather has split the country. Therefore, I think it would be wise, if the people want, to change the constitution. On sanctions: yes, sanctions have to stay on the table, but now, for the moment, it is time for discussion and time to find a political solution.

The last point I want to mention is this: some people say ‘let us talk with Russia’. Yes, let us talk with Russia, but Russia must recognise the sovereignty of Ukraine, as we do. Russia must recognise the territorial integrity of the country, as we do. Russia must accept the democratic will of the citizens of Ukraine, as we do. Then we can talk with Russia.

  Guy Verhofstadt, on behalf of the ALDE Group. – Mr President, in the past few weeks we have made enough statements and issued enough press releases about Ukraine, and made enough speeches also in Ukraine but, Commissioner Füle, what I do not see is a credible strategy on Ukraine. I do not see what I would call an action-based strategy capable of really changing things in Ukraine and stopping the violence.

Such a strategy can, however, be put forward and it should contain three elements. The first element, to put it somewhat bluntly, is to load the gun. We have to prepare a number of target sanctions against the regime and against individual members of the regime. I am thinking, for example, of banning individuals from travelling to Europe, restricting their visas and, most importantly, freezing their assets. The last of these, the freezing of assets, is the most crucial. The three sanctions, naturally, must go hand in hand with positive measures towards Ukraine: a visa-free regime for all ordinary Ukrainians, for example. That is the first thing to do.

Are we preparing such sanctions – yes, or no?

Once that is taken care of, you can move to the second part of your strategy: once a sanction gun is loaded, we have to prepare to use it if Mr Yanukovych does not comply immediately with the rules of democracy and reason. In my opinion, that means releasing immediately the imprisoned protestors, organising early elections for a new parliament and a new president, and then restoring the constitution of 2004. Why? Because this will result in a better democratic balance between the parliament and the powers of the president.

Thirdly, we need a new strategy, with a substantial financial assistance package, to support the Ukrainian economy: a strategy capable of countering the negative impact of Russian pressure.

What we need, Commissioner Füle, is not new press releases or new resolutions but a credible strategy that can really help the Ukrainian people to defend their dignity, because what they are defending is not only their dignity – they are also defending our European values and, at the same time, our European Neighbourhood Policy. If they leave the square, then the whole region will simply fall back into a new version of the old USSR.

  Charles Tannock (ECR), blue-card question. – Mr Verhofstadt, you are very articulate and you make a very strong case for sanctions. I do not disagree with what you are saying, but my big question is whether that would include the very wealthy oligarchs who are bankrolling the Party of the Regions of Yanukovych and who have very large assets – for instance in my city, London, or in Vienna, or through registered companies in the European Union, like in Latvia? That is the only way we will really hit the regime hard, by going for their money as well, even if, of course, they are not all necessarily government officials.

  Guy Verhofstadt (ALDE), blue-card answer. – We have to react positively. I think the third sanction I mentioned – the freezing of their assets – is the most important. If you want to really change something, we have to freeze these assets. We do not have to do it now, but we have to prepare it. However, if Yanukovych is not prepared to do what is necessary in terms of holding elections, declaring the new constitution in force and liberating prisoners, then we have to launch these sanctions and declare them applicable.

  Rebecca Harms, im Namen der Verts/ALE-Fraktion. – Herr Präsident, meine Damen und Herren! Im Unterschied zu Herrn Kollegen Verhofstadt bin ich nicht der Meinung, dass wir uns Pressemitteilungen, Besuche, Erklärungen sparen könnten, sondern ich bin heilfroh, dass diese Situation von Ende Dezember/Anfang des Jahres, wo die Europäer sich einen Dreck geschert haben um das, was in der Ukraine los war, wieder überwunden worden ist. Es ist allerdings sehr bedauerlich, dass es erst zu dieser Eskalation und den Gesetzen für den Ausnahmezustand kommen musste, dass es zu Toten und diesen bekannten Folterungen kommen musste, bevor die Europäer wieder richtig an Bord gekommen sind in der Auseinandersetzung um die Ukraine.

In der akuten Situation, so wie ich sie nach meinem vierten Besuch in diesem Winter bewerte, finde ich z. B., jede Stunde, die Catherine Ashton mehr in Kiew ist, jede Stunde, die Kommissar Füle mehr in Kiew ist, um da zu reden – auch mit der Regierung, auch mit der Partei der Regionen – ist besser, weil die Situation derartig unberechenbar ist. Keiner weiß, ob nicht doch plötzlich die Entscheidung kommt, dass das Parlament aufgelöst wird und die berühmten martial laws verkündet werden, das hat Präsident Janukowytsch in der letzte Woche ja offen angedroht.

Und viele Menschen in Kiew denken, dass, nur weil Präsident Putin Ruhe haben will für Sotschi, dieser Zustand des angedrohten Bürgerkriegs sich noch nicht materialisiert hat. Ich habe deshalb sehr darauf gedrängt, dass wir eine permanente Beobachtungsmission schaffen, dass wir mit Abgeordneten des Europäischen Parlaments dauerhaft vor Ort sind, mit allen reden. Das sage ich hier auch nochmal für die ukrainische Öffentlichkeit, für unsere Kollegen in der Rada. Wir reden mit allen, weil wir immer noch nicht glauben können, dass tatsächlich Abgeordnete der Rada, die der Partei der Regionen angehören, mit denen wir über viele Jahre in Kontakt waren, plötzlich für diese Eskalation einzutreten bereit sind.

Diese Mission – unterstützt von nationalen Abgeordneten – halte ich für sehr wichtig, auch damit die Gewalt sich nicht weiter ausbreitet. Was da stattfindet, dass Ärzte nicht mehr in Krankenhäusern arbeiten und Verletzte retten können, weil sie bedroht werden, dass Frischoperierte aus Krankenhäusern entführt werden von unbekannten Kräften, die man manchmal in den Medien dort dem russischen Geheimdienst zuordnet, das sind doch Zustände, die sind unerträglich!

Die Forderung, dass Finanzen vorbereitet werden müssen, dass wir in diese Lücke gehen müssen, die die Russen da jetzt gelassen haben, das unterstütze ich ausdrücklich. Mit dieser großen neuen sozialen Bürgerrechtsbewegung ist ein Ziel für die Veränderung der Ukraine verbunden, das diese Menschen nicht aufgeben werden, das ist viel stärker, als die Europäer das zuerst eingeschätzt haben. Und ich glaube, dass wir gar kein Interesse daran haben können, dass das Land in der nächsten Zeit nicht nur in den Bürgerkrieg und in bürgerkriegsähnliche Verhältnisse rutscht, sondern vorher noch bankrottgeht. Das wäre für die Sicherheit und die Stabilität der Europäischen Union und des gesamten Kontinents eine Katastrophe.

  Marek Henryk Migalski (ECR), pytanie zadane przez podniesienie niebieskiej kartki. – Panie Przewodniczący! Pani poseł, pani słusznie mówiła, że powinniśmy wejść w tę lukę, którą zostawiła Rosja. Powinniśmy wysłać tam naszą misję. Czy nie uważa jednak pani, że zrobiliśmy na początku błędy, bo przecież Euromajdan wybuchł wtedy, kiedy Janukowycz nie zaakceptował umowy stowarzyszeniowej. Czy wina nie leży również po naszej stronie? To znaczy, że nasza oferta, oferta Unii Europejskiej była w stosunku do oferty Putina za słaba, ponieważ Putin miał realną groźbę i realne pieniądze.

  Rebecca Harms (Verts/ALE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Die Euromajdan-Bewegung ist ausgelöst worden durch das Scheitern des Assoziierungsabkommens infolge der Verweigerung von Präsident Janukowytsch. Die Euromajdan-Bewegung ist eine große zivilgesellschaftliche Bewegung in der ganzen Ukraine für Demokratie, gegen Korruption, für Rechtsstaatlichkeit. Gerade weil ich das so gut verstehe – diesen Wunsch, der Korruption ein Ende zu machen –, ist es so wichtig, dass wir nicht nur über Sanktionen reden, sondern dass wir uns vorbereiten auf die Bekämpfung der Geldwäsche und die erfolgreiche Betätigung der Menschen, die im oder rund um das Regime von Janukowytsch arbeiten und die mit gewaschenem Geld und dem Staatsvermögen der Ukrainer in europäischen Ländern beste Geschäfte machen und unmittelbar, nachdem sie Gewalt beschlossen haben gegen die friedliche Euromajdan-Bewegung, zurückgetreten sind, wie Präsident Asarow, aber heute fröhlich ihre Pfründe in Wien genießen. Und das geht so eben nicht.

  Ryszard Antoni Legutko, on behalf of the ECR Group. – Mr President, since the Ukrainian crisis, I think that anyone wondering whether the EU was capable of conducting a viable foreign policy must already know the answer – no, it is not.

First, the EU was humiliated by Russia when the Association Agreement with Ukraine went down the drain. Russia was a much tougher player, had far more efficient instruments and never hesitated to fight for its own imperial interests. The EU had neither good players nor efficient instruments, nor the will to win. When the Ukrainian crisis broke out, the EU continued its slumber. What is happening in Ukraine now will perhaps determine not only the way Ukrainian society will be governed for the next decade or two but also the geo-strategic situation in this part of Europe for many years to come.

So what move does the EU intend to make? Since we now know how relentlessly Russia is fighting to keep Ukraine within her sphere of influence, since we know how many Ukrainians resist this policy, and since we know that the strategy the EU has pursued so far is not working, I would like to learn, Commissioner, what new strategic ideas you and your colleagues have in store. Considering that plan A fizzled out, what is your plan B? That is, if you have a plan B, because from what you say, it does not seem as though you have one.

  Helmut Scholz, im Namen der GUE/NGL-Fraktion. – Herr Präsident, Herr Kommissar! Wir führen eine wirklich entscheidende Debatte. Die Ukraine durchlebt eine tiefe politische, wirtschaftliche, verfassungsrechtliche, soziale Krise, die das Land tief spaltet. Und ob Präsident Janukowytsch und seine ihn stützenden Oligarchen an der Macht bleiben, ist heute eine in der Ukraine vieldiskutierte Frage und auch Gegenstand des uns tief berührenden gesellschaftlichen Konflikts, der immer dahinter steckt, mit allen Auswirkungen, mit den Berichten über Übergriffe, über Gefolterte, über Verschwundene, über das Treiben auch von bewaffneten Banden, den sogenannten Tituschky.

Die Antwort aber auf die Frage hat allein das ukrainische Volk in demokratisch legitimierter Form zu geben. Das ist keine Angelegenheit der Europäischen Union, keine Angelegenheit der Russischen Föderation, keine Angelegenheit der USA.

Herr Füle, Sie haben sich vor kurzem dagegen ausgesprochen, eine Politik des Cordon sanitaire gegenüber Russland zu verfolgen. Ich meine, wir sollten ehrlich sein in der Debatte: Wenn wir hier nicht eine klare Strategie für die weitere Ausgestaltung der Europäischen Nachbarschaftspolitik und der strategischen Partnerschaft zur Russischen Föderation entwickeln, gemeinsam darüber nachdenken, wie man das komplexe, komplizierte, historisch belastete Verhältnis neu ausgestaltet und hier einen Weg in die Zukunft findet, einen Raum schafft für den breiten, notwendigen gesellschaftlichen Dialog der beteiligten und unterschiedlich agierenden, mit Zielen vertretenen Kräften, dann wird es uns nicht gelingen, auch einen konstruktiven Beitrag zur Überwindung der aktuellen komplizierten Situation in der Ukraine zu leisten.

  Zbigniew Ziobro, w imieniu grupy EFD. – Panie Przewodniczący! Solidaryzując się z narodem ukraińskim – i słusznie – w jego drodze do wolnościowych, demokratycznych zmian, w jego drodze ku Europie, jednocześnie brakuje tutaj realnej propozycji, oferty, strategii, która byłaby taką mapą drogową dla Ukrainy, pokazującą jej wyjście z tego klinczu, w jakim się znalazł ten kraj i ten naród. Brakuje konkretnych propozycji gospodarczych – bo wiemy, że tutaj o gospodarkę wszystko się rozbija – i też ta wielka strategia polityczna, która sprowadzała się niestety głównie do propagandowej gry, stwarzająca w narodzie ukraińskim wielkie nadzieje poprawy sytuacji materialnej, szybkiej integracji z Unią Europejską, nie była oparta na twardych postawach i faktach, bo takich naprawdę konkretnych propozycji ze strony Unii Europejskiej nie było, nie ma i nie zanosi się, że będzie.

Dlatego jeśli przedstawiamy jakieś propozycje, musimy chodzić po ziemi i powinniśmy prowadzić politykę, która będzie polityką odpowiedzialną, a nie tylko polityką pobożnych życzeń, która może tylko eskalować emocje na kijowskim Majdanie i doprowadzić do jeszcze większej przemocy. Oczywiście potępiamy – i słusznie – przemoc, zwłaszcza prezydenta Janukowycza, choć musimy też widzieć odpowiedzialność pewnych skrajnych sił na Ukrainie, które po przemoc też chętnie sięgają. Widzimy skrajnie nacjonalistyczne siły, w tym partię Swoboda, które nawiązują do nacjonalistycznych grup w okresie II wojny światowej, które mordowały Polaków, Żydów, Ormian, Słowaków, i to nie jest rzecz dobra, o tym też trzeba pamiętać. Więc popierajmy tę demokratyczną część – większą, wierzę – sił politycznych na Ukrainie i miejmy nadzieję, że przedstawimy poważną strategiczną ofertę, propozycję, mapę drogową.

  Adrian Severin (NI). - Mr President, Ukraine is a battlefield of Euro-Atlantic and Russian strategic interests. It should not become the victim of this confrontation. The security and stability of the European Union are strategically linked to the independence, sovereignty and territorial integrity of Ukraine, as well as to its capacity to provide democratic security in our Eastern Neighbourhood. We should express our determination to use all available means to reject any attempt regarding Ukraine’s partition. Ukraine is not able to solve its present political and geopolitical crisis alone.

The EU contribution is a must. If successful, the European Union would regain its relevance in its Eastern Neighbourhood. To that end, we must condemn all violence, irrespective of the perpetrators, and encourage the formation of a new government of national unity. We must also offer assistance and mediation towards swift constitutional reform leading to a parliamentary or semi-presidential republic, as well as to the appropriate conditions for free and fair elections. Most importantly, subject to appropriate political reforms, the European Union must offer the Ukraine an economic and financial stabilisation package of similar magnitude to that offered by Russia.

It should also help Ukraine to decouple from its old geo-economic and geopolitical ties. To ensure Ukraine’s freedom of choice, we must provide it with a fair chance to choose between Europe and Eurasia. This requires EU readiness to replace or balance Russia in relations with Ukraine. The time is for positive incentives and not for sanctions, which should remain the last recourse only ...

  José Ignacio Salafranca Sánchez-Neyra (PPE). - Señor Presidente, señor Comisario, Señorías, la visita que realizamos la semana pasada a Kiev nos ha permitido tomar la temperatura de la situación, ciertamente elevada, casi explosiva, que contrasta con la temperatura ambiente de casi veinticinco grados bajo cero.

Y tras la dimisión del Gobierno, la derogación de las leyes restrictivas de la libertad y el debate y la aprobación de la ley de amnistía, cuya entrada en vigor quedaba condicionada al desalojo de los edificios oficiales, podemos sacar una conclusión y es que ha habido una ruptura de la confianza entre las partes. Y esa ruptura de la confianza está poniendo en riesgo la hoja de ruta de la reforma constitucional, de unas posibles elecciones anticipadas y de un paquete financiero que debe estar sometido a las condiciones a las que se ha referido el señor Brok.

Ojalá que las gestiones que está haciendo la Alta Representante en Kiev puedan contribuir a restaurar esa confianza. Miro también al Comisario Füle y a los esfuerzos que está desplegando. Y creo que, en este momento, lo más importante es desplegar una actividad de mediación que pueda verificar el cumplimiento de los compromisos lealmente asumidos por las partes.

El objetivo no puede ni debe ser otro que garantizar un cauce pacífico y dialogado, a través del cual el pueblo de Ucrania pueda manifestar democráticamente su opción preferente. Y los términos de esa opción son dos —se ha referido a ellos el señor Verhofstadt—: o bien una vuelta al pasado, una vuelta a los regímenes autocráticos, una vuelta al paraíso soviético, o bien, señor Presidente, una opción por la Unión Europea.

Y esa opción, señor Presidente, no debe ser decidida ni en Moscú ni en Bruselas ni en cualquier otro sitio. Tiene que ser decidida, como he dicho, libre, pacífica y democráticamente por los ciudadanos de Ucrania, que tienen que ser los únicos árbitros de su propio destino.

  Libor Rouček (S&D). - Mr President, Ukraine is a deeply divided country. The only sensible and reasonable solution for overcoming these political, ethnic, linguistic and economic divisions is a dialogue between the President and the administration on one side, and the opposition – the protestors from Maidan Square and civil society – on the other. Without a dialogue and without cooperation, I do not think that there will be a solution to the political crisis.

It is, of course, up to the Ukrainians, because Ukraine is – and we stress this again – a free sovereign country. We do not want any interference from its eastern neighbours, but we have to help. Cathy Ashton is there today and, as the Commissioner has said, he will be there next week. That is why in our resolution we strongly support our presence in Kiev in order to help our neighbours to solve this crisis. What is also needed is a dialogue on financial and economic issues. Without a dialogue, no matter who is in power and who takes over the government, they will have tremendous difficulties. There will be a financial and economic crisis, the Ukrainian economy will collapse and hence there will be more problems, more conflicts, more chaos and – I am afraid – also more violence.

  Johannes Cornelis van Baalen (ALDE). - Mr President, it was a privilege last week to be in a delegation to Ukraine led by our colleague Mr Brok and to be on Maidan Square and meet the young and old people assembled there. They want to live in a decent country. That is the only thing they want. They want to be heard. They were disciplined and there were people speaking Russian and Ukrainian. They were united. So the old divide between East and West, Russian-speaking and Ukrainian-speaking, has become less and less, and we must support those people. It must be made clear to Mr Putin, let him also be addressed by this Chamber, that the principle of ‘near abroad’ does not exist. It is unacceptable. The Ukrainians should decide on their future, which can be either West or East, or it can be both. Let them have good relations with Moscow, good relations with the European Union and the United States. It must be clear that the Ukrainians, when deciding, have to be supported by the US and the EU. We have to work together, because I do not think that Putin will just stop because of a debate in this House. We have, at least, to make sure that the West is one. Let us help the Ukrainians, because they have a great future, they have a European perspective and we should support them.

  Werner Schulz (Verts/ALE). - Herr Präsident, liebe Kollegen! Die olympischen Spiele waren in der Antike eine imperative Zeit des Friedens. Insofern kann man nur hoffen, dass der heutige Herr der Ringe nicht weiteres russisches Öl ins offene ukrainische Feuer gießt.

D. h. wir haben eigentlich nur ein sehr kurzes Zeitfenster für den Durchbruch einer politischen Lösung. Bereits am Freitag trifft sich Präsident Janukowytsch mit Präsident Putin in Sotschi, und ich nehme an, er wird weitere Handlungsanweisungen und Rückendeckung dort bekommen, denn Russland hat ja nicht nur ukrainische Anleihen aufgekauft, sondern Russland hat auch Anleitung gegeben mit den repressiven Gesetzen, wie man Proteste unterdrückt. Seit Wochen trommeln die Kreml-nahen Medien, dass der Spuk auf dem Majdan endlich beendet werden sollte.

D. h., Kommissar Füle und Lady Ashton, ich glaube, Sie haben wirklich nur eine sehr begrenzte und kurze Zeit für Ihre verantwortungsvolle und engagierte Mission, die Sie momentan betreiben, um wirklich eine Lösung zu bekommen. Man sollte die Situation und den Einfluss Russlands in dieser Hinsicht in keiner Weise unterschätzen!

  Charles Tannock (ECR). - Mr President, I believe strongly in Ukraine’s EU aspirations and I have looked on with shock at the country’s recent descent into political chaos. I do not, of course, support violent protests, but the evidence overwhelmingly points to a popular impeachment of the government and intended peaceful activism which cannot be represented by a few rogue ultranationalist thuggish elements. Rather, the shooting and abductions visited on some of the protestors signify, if proven, a serious indictment of the security services, the titushki agents provocateurs and the Yanukovych government controlling them all.

Yanukovych made a grave error in snubbing the EU and rejecting the DCFTA at Vilnius, but he has compounded it since with many others. The solution must now be to call elections quickly so that the people can express their will and the country’s future geo-political orientation. I call on the government to free Yulia Tymoshenko and other jailed activists and remind Ukraine of its international obligations to protect the right to peaceful protest and not to become another Belarus. Otherwise it will face serious sanctions.

  Bastiaan Belder (EFD). - Voorzitter, de Oekraïense volksbeweging de Maidan moet het vandaag niet alleen opnemen tegen wrede repressietechnieken van het regiem van Janoekovitsj. Er woedt evenzeer een regelrechte hetze tegen Oekraïense bewegingen en burgers die 's lands toekomst in toenadering tot Europa zien. Ze heten "nationalisten", "fascisten", zelfs "antisemieten", zelfs in de Westerse pers. En om die valse beschuldigingen kracht bij te zetten, vielen provocateurs recentelijk zelfs orthodoxe joden in Kiev aan. Tot mijn genoegen hoorde ik vanmorgen van ingewijden dat de Maidan zelf de synagoge in Kiev onder haar bescherming heeft genomen. Dat zou de overheid moeten doen!

Intussen is het evident dat een duidelijke meerderheid van de burgers in west- en centraal-Oekraïne voor een samengaan met de EU kiest, en niet slechts uit economische motieven. Ze hechten juist aan de waarden die het huidige Oekraïense regiem met de voeten treedt: vrijheid, rechtsstaat en democratie.

Derhalve belichaamt de Euromaidan een morele dimensie. De gesel van corruptie, clan-politiek en schaamteloze verrijking door de entourage van de president hebben tot een ongekende massamobilisatie geleid. Dat is nog het enige strijdmiddel voor een beter Oekraïne. Deze hoge en zelfs levensgevaarlijke burgerinzet verdient onze volledige Europese steun.

  Andreas Mölzer (NI). - Herr Präsident! Die Zustände in der Ukraine räumen meines Erachtens endgültig mit dem Mythos auf, dass die Aussicht auf einen EU-Beitritt zwangsläufig mit Wohlstand und Frieden bzw. mit dem Anwachsen desselben einhergehen muss. In seiner Amtszeit hat Janukowytsch bekanntlich ungeniert Macht auf das Präsidentenamt verlagert, während er gleichzeitig vorgab, die Ukraine auf pro-europäischen Kurs zu bringen. Natürlich wäre eine baldige Wiedereinsetzung der Verfassung von 2004 und darauffolgende Neuwahlen ein guter Ausweg, solange es dabei nicht zu einer Art Bieterwettbewerb mit Russland kommt und wir nicht übersehen, dass die ukrainischen Oligarchen das Gros der Abgeordneten gewissermaßen in der Tasche haben. Und wir tun gut daran, den Einfluss Putins nicht zu unterschätzen, nachdem dieser die große Nähe der Ukraine zu Russland betont hat und massiv Druck ausgeübt hat. Wahrscheinlich wird ein Sieg der pro-europäischen Opposition gegen Janukowytsch dann als Niederlage Putins interpretiert.

Auf jeden Fall müssen wir verhindern, dass die Ukraine in Chaos und Anarchie versinkt!

  Jacek Saryusz-Wolski (PPE). - Panie Przewodniczący! Sytuacja na Ukrainie grozi dramatycznymi rozstrzygnięciami, takimi jak stan wojenny czy wojna domowa. Nadal możliwe jest pokojowe rozwiązanie, ale konieczny jest dialog obu stron i porozumienie. Potrzebna jest dlatego zmiana nieprzejednanego dotąd stanowiska prezydenta i bezwładu parlamentu. Potrzebny jest prawdziwy, nieudawany dialog i prawdziwa, a nie udawana amnestia. Do tego potrzebna jest mediacja Unii Europejskiej, bo panuje totalny brak zaufania pomiędzy obiema stronami – taka mediacja, jaką czyni dzisiaj Unia Europejska i jej przedstawiciele oraz premier Polski. Potrzebne są realne ustępstwa obozu władzy takie jak: zaprzestanie przemocy i prześladowań, zmiana konstytucji i perspektywa uczciwych wyborów, przywrócenie właściwego ustroju parlamentarnego.

W sytuacji konfliktu musi przemówić rozsądek i odpowiedzialność. Jeśli nie uda się wynegocjować porozumienia, niech przemówi społeczeństwo i demokracja poprzez przyśpieszone wybory. Jeśli pokojowe rozwiązanie się uda, Unia powinna zaoferować pomoc finansową i szerzej otworzyć się na społeczeństwo ukraińskie, młodzież. W tym wszystkim bardzo ważna jest rola Parlamentu Europejskiego. Wnioskujemy w naszej rezolucji o specjalną permanentną misję ad hoc Parlamentu Europejskiego w Kijowie.

  Ana Gomes (S&D). - Mr President, Kiev last week was an eye-opener. The camps seem entrenched, yet Mr Yanukovych had to burst into the Verkhovna Rada and arm-twist his party to get a vote his way, and the opposition leaders do not seem to lead much. Beware of the determined people in the Euromaidan, who say this is an essential fight and that it is about ditching not their Russian heritage but rather the corrupt oligarchic system – by conquering the rule of law, democracy and human rights.

Not just any deal will be sufficient to dismiss the Maidan, and already other cities in the east of the country are breaking free of fear in Euromaidans. A political solution to the crisis is needed, coupled with the release of political prisoners and missing persons. Accountability for the repressors and torturers will require a constitutional framework that ensures checks and balances and the prospect of presidential elections.

Neither Mr Putin nor anyone else is entitled to decide the destiny of the people of Ukraine: they alone can do that. The EU must act towards Ukraine on the basis of its values, principles and laws, and must speak with one voice. We call, in this resolution, for targeted sanctions, the freezing of assets in EU banks and the denial of visas to top Ukrainian officials and their oligarch sponsors who bear responsibility for repression and corruption and for obstructing a peaceful solution.

Time is running out for a negotiated solution to the crisis. After the Winter Olympics in Sochi, a crackdown might easily be orchestrated in reaction to any extremist provocation. EU citizens would then be badly hurt, with the bloodshed and the flow of refugees. Civil war or the division of Ukraine could spell war in Europe – another world war ...

  Mark Demesmaeker (Verts/ALE). - Dames en heren, een regiem dat zijn eigen burgers doodschiet, is het vertrouwen van de bevolking voorgoed kwijt. Maar dat vertrouwen was eigenlijk al lang weg, lang voordat de Maidan begon. De frustraties over de politieke elite zaten al langer heel diep. Ook toen ik in Kiev was nog vóór de rellen begonnen, maakten de leiders van de Maidan mij duidelijk dat het straatprotest vroeg of laat moest leiden tot een politieke oplossing op basis van echt overleg en bereidheid tot compromissen en daarvoor rekenen zij juist op ons.

De enige uitweg is die van echte dialoog. Wij steunen daarom de inspanningen van mevrouw Ashton en van de commissaris om die dialoog op gang te brengen. We hebben geen tijd te verliezen op een moment dat de druk vanuit Moskou zo groot is. Dat is wat wij Oekraïne op korte termijn kunnen bieden. We zijn dat de bevolking verschuldigd, we zijn dat de slachtoffers verschuldigd.

Maar dat houdt wel in dat de oproerpolitie meteen moet worden teruggetrokken, dat gevangen moeten worden vrijgelaten, dat aanvallen op journalisten en demonstranten moeten stoppen, maar ook dat de verantwoordelijken voor dat geweld, voor ontvoeringen, voor folteringen moeten worden gestraft. Ik ben trouwens tegen elke vorm van geweld, ook dat van extremistische bendes.

  Paweł Robert Kowal (ECR). - Panie Przewodniczący! Bardzo dużo uwagi wszyscy poświęcają wewnętrznej sytuacji na Ukrainie – i dobrze. Bardzo dużo słów jest kierowanych do władzy na Ukrainie – i dobrze. Ale strasznie brakuje mi tego, co my mamy zrobić. Nie słyszę tutaj wyraźnego głosu i nie mogę znaleźć tak wyraźnych zdań w naszej deklaracji, nad którą będziemy jutro głosowali, o tym, że Ukraina jest częścią Europy. To pod naszymi flagami, flagami Unii Europejskiej, demonstrują na Majdanie. Dlaczego boicie się to wyraźnie powiedzieć? Dlaczego boicie się wyraźnie powiedzieć, że wiz może nie być już za rok? Powiedzcie to. Dzisiaj na to czekają ludzie na Ukrainie. Stracił ten Parlament i Unia Europejska czas po 2004 r. na analizy tego, co się dzieje wewnątrz Ukrainy, a nie zrobiliśmy tego, co należy do Unii Europejskiej. I tak stracimy czas teraz, kiedy ludzie stoją na ulicy, ponieważ będziemy się zastanawiali, dzielili włos na czworo, jaka ma być konstytucja na Ukrainie. Jutro jest czas odwagi. Czekam na te poprawki. Otwórzcie drzwi Ukraińcom. Tego dzisiaj potrzeba, bo jak nie, to za trzy czy cztery lata Ukraina się nie zmieni i pojedziemy na nowy Majdan.

  Juozas Imbrasas (EFD). - Gerbiamas pirmininke, kolegos, situacija Ukrainoje reikalauja rimto mūsų požiūrio į problemą ir tos problemos tinkamo įvertinimo.

Pirmiausia reikia išdrįsti pasakyti, kad prie įtemptos situacijos šioje valstybėje prisidėjome ir mes, Europos Sąjunga, kuri tinkamai nepadarė visų namų darbų. Taip pat reikia pripažinti, kad ir pati Ukraina tų namų darbų nepadarė taip, kad diskusijos dėl partnerystės būtų pasibaigusios sutarties pasirašymu.

Šiandien nei sankcijos, nei politikų vizitai į Kijevą šios problemos neišspręs. Pripažindami tautų apsisprendimo teisę privalome pasiekti, kad dėl valstybės narystės vienoje ar kitoje Sąjungoje referendume pasisakytų patys Ukrainos žmonės. Tačiau pirmutinis tikslas šiandien yra įtikinti visas konfrontuojančias šalis nutraukti provokacijas ir smurtą, asmenų sulaikymus ir pastatų užėmimus.

Tai turėtų būti nediskutuojama sąlyga, kurios įgyvendinimas suteiktų progą rengtis referendumui ir naujiems rinkimams, kuriuose stebėtojų misiją galėtų atlikti Europos saugumo ir bendradarbiavimo organizacija.

  Gunnar Hökmark (PPE). - Mr President, the efforts of the European Union are not about trying to influence the future of Ukraine; they are about trying to safeguard the Ukrainians having their influence on their future. That is an essential difference and that is why we shall and must react to those who are trying to impose a policy of pressure on that country, as on any other country. What Russia has been trying to do is unacceptable in this Europe of ours. It is unacceptable because it involves political pressure, threats and economic warfare, and we must react. What President Yanukovych has done so far – violating human rights against peaceful demonstrations – is unacceptable. What we are standing up for in Ukraine is nothing other than European values in a European country – Ukraine – as in any other country. It is our duty to do this.

  Knut Fleckenstein (S&D). - Herr Präsident, liebe Kolleginnen und Kollegen! Ich will drei Punkte hinzufügen, die vielleicht die Harmonie etwas stören, obwohl ich mit allem oder mit vielem einverstanden bin, was bisher gesagt worden ist.

Ich bin sehr damit einverstanden, dass man in einer solchen Situation Sanktionen haben muss, dass man sich vorbereiten muss, dass man Sanktionen androhen und dann auch durchführen muss. Nur leider steht das in unserer Entschließung nicht drin. Da steht drin: „take immediately action“. Wir sollten unsere Entschließungen ein bisschen genauer fassen. So, wie wir es heute gesagt haben, ist es besser.

Zweitens: Herr Verhofstadt behauptet, es gebe keine Strategie. Abgesehen davon, dass ich es ein bisschen anders sehe, ist es auch schwierig, eine Strategie zu haben, und zwar insbesondere dann, wenn man gleichzeitig Teil des Spiels ist und Mediator. Insofern wäre es mir lieb gewesen, wenn die OSZE eine größere Rolle gespielt hätte.

Und letzter Punkt: Die permanente Ad-hoc-Mission des Europäischen Parlaments ist meiner Meinung nach nicht notwendig. Wir haben einen guten Kommissar und eine gute Hohe Beauftragte. Deren Arbeit reicht. Da brauchen wir nicht auch noch unsere eigenen Büros dort.

  Jacek Protasiewicz (PPE). - Panie Przewodniczący! Tak, to prawda. Ukraińcy są prawdziwie europejskim narodem, który zasługuje na europejską perspektywę. Dziś musimy zrobić wszystko, aby ci, którzy walczą w Kijowie lub innych miastach Ukrainy o realizację tego europejskiego marzenia, mieli nasze wsparcie. Premier Polski objeżdża stolice unijne, by konsultować wspólne europejskie stanowisko odnośnie do tej sytuacji po odrzuceniu układu stowarzyszeniowego przez prezydenta Janukowycza. Zachęcamy Ukraińców do kompromisu. Zachęcając ich do tego, musimy mieć jednak ofertę pomocy: zarówno finansową dla nowego rządu, jak i polityczną dla całego narodu. Powinniśmy mieć odwagę sformułować tę europejską perspektywę dla Ukrainy w oparciu o art. 49 Traktatu o Unii Europejskiej. Brakuje mi tego zapisu w tej rezolucji. Mówię o tym uczciwie, dlatego wycofałem swój podpis, który pierwotnie był na projekcie PPE.

  Маруся Любчева (S&D). - Г-н Председател, няколко месеца Европейският съюз живее с тревогата за Украйна.

Задълбочаването на кризата за съжаление показа, че печелившите ходове са малко, а те също са рискови.

От една страна отношенията между опозиция и управляващи, от друга – отношенията вътре в групата на опозицията. Не може да се пропусне разделението в страната на регионален и етнически признак.

Намесват се и други външни сили. Проблематично е участието на партия „Свобода“.

Но мисля, че днес има известно, макар и крехко подобрение на нещата след отхвърлянето на законите, насочени срещу протестиращите. Има опити за преговори и ние трябва да работим за продължаване на този диалог като покажем, че защитата на правата на гражданите, свободата на изразяване, неприлагане на насилие са задължителните неща, които трябва да се случат.

Нашата политика трябва да бъде не санкционираща, а мотивираща, но имаме възможност да бъдем много по-ясни, много по-единни в посланията си. Ето сега е време да кажем, ако щете, да имаме план Б.

Ясно е, че изходът от ситуацията в Украйна ще определи общата ситуация в региона за много дълъг период от време и на фона на всичко това нямаме право да превръщаме Русия във враг, а да превръщаме в същото време украинските граждани в заложници на отношения между Европейския съюз и Русия.

Имаме ходове и трябва да подкрепим усилията на г-жа...

  Michael Gahler (PPE). - Herr Präsident! Ich bin sehr dafür, dass wir aufgrund der akuten Finanzkrise für die Ukraine eine Art finanziellen Rettungsschirm aufspannen, der dem Land in diesem Bereich auch kurzfristig hilft.

Aber davon dürfen die Familien Janukowytsch, Kljujew, Asarow, Firtasch und andere nicht profitieren, die sich in den letzten Jahren schamlos am Volksvermögen bereichert haben. Diese Gelder, die im Westen sind, müssen identifiziert und kontrolliert in den Staatshaushalt zurückgeführt werden. Asarow war ja auch gleich nach Ende seines Amtes in Wien, und es ist ganz egal, ob in der Pötzleinsdorfer Straße oder der Singerstraße oder wo sonst er oder seine Familie ihre obszönen Geschäfte betreiben, dort können unsere Behörden prüfen, was sie dort tun und auch welche EU-Bürger in ihren Diensten stehen.

Ein EU-Bürger bedauerlicherweise ist Rob van de Water, den der Vorgänger von Herrn Swoboda als Sonderberater seiner Fraktion für die östliche Nachbarschaftspolitik ausgesucht hat. Die Ukrajinska Prawda berichtet heute, dass offenbar Herr van de Water Vice-Chairman im Supervisory Board der Kljujew-Stiftung ist und seine Frau, die hier im EP gearbeitet hat, in Brüssel die Finanzierung von Lobbygruppen für die Interessen der Partei der Regionen leitet.   Marek Siwiec (S&D). - Panie Przewodniczący! Musimy sobie odpowiedzieć na pytanie, mówiąc te wszystkie słuszne słowa, bo tutaj padają wyłącznie słuszne słowa, dlaczego na Ukrainie nie zadziałała demokracja. Zachęcacie to państwo do wcześniejszych wyborów. Przypomnę, rok temu były wybory parlamentarne, które w sumie uznaliśmy, a za rok mają się odbyć wybory prezydenckie. Spór odbywa się na Majdanie, a nie w Radzie Najwyższej, i trzeba sobie odpowiedzieć na pytanie: dlaczego? W polityce są dwie rzeczy fatalne. Pierwsza rzecz to naiwność. Jeżeli ktoś na tej sali uważa, że sankcje opisane tak albo inaczej będą cudownym sposobem na wyjście z kryzysu, to się myli. Sankcje się pojawiają – sankcje czyli kara – i kończy się rozmowa. Jeżeli chcemy sankcje postawić na stole, to pamiętajmy o tym, że zaraz po uruchomieniu sankcji skończy się rozmowa.

I druga bardzo zła rzecz w polityce to jest hipokryzja. Jeżeli dzisiaj z majestatu Parlamentu Europejskiego przebudzamy się nagle i stwierdzamy, która ukraińska konstytucja jest lepsza, i odkrywamy, że ta z 2004 r. była lepsza. Ona była lepsza, tylko przez tyle lat na ten temat żadnej rozmowy nie było. Chciałbym, żebyśmy mieli trochę dystansu do siebie również i żebyśmy dali przede wszystkim naszym partnerom na Ukrainie, obojętne, czy dzisiaj mrożą się na Majdanie, czy zbroją policję – żebyśmy dali im szansę na tego, żeby wystąpili razem z nami dla szukania konstruktywnego rozwiązania.

  György Schöpflin (PPE). - Mr President, what we have been seeing in Ukraine should certainly be familiar to those with long memories – memories of 1968 – as the demonstrators in Euromaidan in Kiev are doing much the same. They have launched a popular movement against the heirs of Communism, just as in 1968 the youth of that time revolted against their elders because they saw them as tainted by Nazism, fascism and colonialism.

The hard reality is that, decades after the end of Communism, the old party nomenklatura is alive and well and rebranded as democrats, although they really have nothing in common with democracy. So let us not be surprised that Yanukovych in Ukraine, and those like him elsewhere in the former Communist world, have become the targets for those who want what Europe still stands for: democracy, the rule of law and human dignity. Maybe this is the time to act, react and impact.

  Pino Arlacchi (S&D). - Mr President, I believe that in the last few days Ukraine has shown up a need for a deep review of our Eastern partnership project. The major flaw of our Eastern policies is their anti-Russian, Cold War profile. This policy should be redesigned with a view to including a rational approach and not antagonising a country which is not an enemy; because Russia is part of Europe and should be treated accordingly.

Another major blunder is our excessive interference in Ukrainian political affairs. Ukraine is not an EU protectorate; it is a sovereign country with a freely-elected parliament. We should stop telling them what kind of government they should have, what kind of constitution they should adopt and when and how to have a political election.

It is not the European Union’s business to liberate Ukraine and to take sides in its political process. It is ridiculous to ask Russia to stop retaliatory measures against Ukraine yet at the same time threaten EU sanctions if Ukraine does not follow our agenda.

  Krzysztof Lisek (PPE). - Panie Przewodniczący! Ukraińscy obywatele pokazali, że dla wartości europejskich są gotowi poświęcać nawet życie. Dlatego nie możemy być bezczynni, musimy ze wszystkich sił – my, demokratyczne narody Unii Europejskiej, wspólnie ze Stanami Zjednoczonymi – dążyć do dialogu, negocjować, zaoferować swoje mediacje. Ale oczywiście to za mało. Dzisiaj zgadzam się np. z Pawłem Kowalem, który mówi, że jeżeli nie zaoferujemy Ukrainie konkretnych rzeczy, jeżeli nie powiemy, że otworzymy dla Ukrainy nasze granice, jeżeli nie powiemy wreszcie, że kiedyś po spełnieniu kryteriów Ukraina może stać się członkiem Unii Europejskiej, to nie doprowadzimy do kolejnego Majdanu, ale może tam dojść do kolejnego placu Tian’anmen – i temu musimy wszyscy zapobiec.

I wreszcie co do sankcji: z sankcjami jest trochę jak z bombą atomową. Ci, co ją mają dzisiaj, wiedzą, że i tak nie mogą jej użyć, natomiast mamy inne mechanizmy prawne, żeby zapobiec lokowaniu podejrzanych kapitałów oligarchów czy rodzin rządzących za granicą. To są po prostu mechanizmy zapobiegające praniu brudnych pieniędzy. Tych mechanizmów prawnych powinniśmy użyć.

  Eduard Kukan (PPE) - Únia musí byť na Ukrajine stále aktívna a prítomná. Demonštrácie jasne ukázali odhodlanie mnohých Ukrajincov bojovať napriek arogancii vládnej moci. My, čo sme zažili podobné situácie u nás, vieme veľmi dobre, že najväčším povzbudením a podporou vtedy je záujem a podpora demokratickej Európy. Riešenie treba hľadať v dialógu. Podporujem preto všetky kroky, ktoré Únia v tomto smere vykonáva. Odvolanie nezmyselných zákonov nerieši situáciu a podstatu toho, prečo ľudia na Ukrajine demonštrujú. Verím tiež, že nastal čas na slobodné voľby, ale až po prijatí novej ústavy, ktorá musí byť prijatá ešte pred nimi. Inak to asi nemá veľký zmysel. Máme na stole tiež použitie cielených sankcií. Treba to seriózne zvážiť, ale predovšetkým treba ukázať Ukrajincom, že stojíme pri nich. A preto im ponúknuť veci, ktoré im pomôžu, aby sa dostali z tejto krízy. Treba mať jasný plán a dodržať ho.

  El Presidente. - Señor Posselt, no voy a dar la palabra a ningún diputado para formular una pregunta de «tarjeta azul» porque hacerlo significaría que dos o tres diputados no podrían intervenir cuando tenemos una lista muy larga de oradores y acumulamos ya un gran retraso.

No voy a autorizar ninguna pregunta de «tarjeta azul» porque es poder exclusivo del Presidente hacerlo y el Presidente ha decidido que no va a hacerlo para que puedan intervenir los diputados que tienen derecho a ello porque están inscritos en la lista de oradores del turno de intervenciones con arreglo al procedimiento de solicitud incidental de uso de la palabra («catch the eye»).

  Tunne Kelam (PPE). - Mr President, Commissioner, we have to realise that Ukraine is no longer an episode on our eastern borders. The solution to this crisis will also decide the EU’s future and credibility. A long-term EU strategy is clearly needed. It is also a chance to break the long-lasting political limbo as regards our eastern partnership policy. Russia is heavily involved in this crisis and we must support the idea that Russia must first clearly recognise Ukrainian independence and freedom of choice and only then can we have further meaningful cooperation.

What to do next? First, I think it is time to recognise that President Yanukovych has lost almost all credibility. His resignation should be his only positive contribution to a national agreement. We should insist on a return to the 2004 Constitution and ask for early elections but I also support freezing the bank accounts first of all of oligarchs and those responsible for repression. Lastly, we need an EU-US joint kind of Marshall Plan to provide for long-term stability and create conditions for sustainable revival.

  László Tőkés (PPE). - Mértékadó vélemények szerint a hidegháború óta most a legnagyobb a veszélye annak, hogy az ukrán válság miatt kelet és nyugat hagyományos szembenállása kiújuljon. Ukrajna végletes megosztottsága egyben Európa kettéosztottságát hordozza magában, illetve az európai integráció útját keresztezi. A szovjet kommunizmus átkos öröksége az a geopolitikai imperializmus, mely a volt szovjet tagállamokat továbbra is orosz felségterületnek tartja, és ezáltal állja útját Európa újraegyesülésének. Szemben az eloroszosított keleti, déli részekkel, Nyugat-Ukrajna az európai utat választotta. Természetes módon nemcsak az ukránok, hanem az itt élő magyar és román nemzeti közösségek is szabadulni szeretnének az orosz birodalmi érdekszférából. Irántuk való teljes szolidaritással, feltétel nélkül támogatnunk kell az ukrajnai demokratikus rendszerváltozást, az ország európai csatlakozását.

  Vytautas Landsbergis (PPE). - Mr President, what is it that needs to be proposed for Ukraine by the more efficient European bodies, including this House?

An interim government should be established until elections can be held at the earliest possible date, and the first change should be to replace the current Minister for the Interior with a person able to undertake the restructuring and reinstructing of the Berkut special unit to end its hostility towards, and fascist-type hatred of, civilian protesters against the current government.

A list of Berkut senior officers responsible for atrocities such as torture and killings should be in preparation now, in readiness for targeted European sanctions.

Also, if possible, agreements with Moldova and Georgia must be reached during the Sochi games – and not after them when Mr Putin will have his hands free for even greater destruction.

  Laima Liucija Andrikienė (PPE). - Mes ir vėl svarstome padėtį Ukrainoje, nes būti akli ir kurti tam, kas vyksta mūsų kaimyninėje šalyje, mes jau negalime. Nors labai ilgai buvome. Gal ne akli ir kurti, bet nedovanotinai abejingi.

Prireikė Vilniaus aukščiausiojo lygio susitikimo ir Euromaidano, SOS signalų iš Ukrainos, aukų, kad visa Europos Sąjunga ir mes, Europos Parlamentas, visiškai suvoktume ir Rusijos politikos bei tikslų esmę, ir Ukrainos ekonominės padėties sudėtingumą, ir tą aukštą kainą, kurią Rytų europiečiams tenka sumokėti už suartėjimą su Europos Sąjunga, demokratiniu pasauliu.

Šiame kontekste Rusijos ir ES strateginės partnerystės, kuri grindžiama bendromis vertybėmis, lozungas skamba kaip pasityčiojimas. Jei ES ir Rusija siektų strateginės partnerystės, nebūtų prireikę Euromaidano, o Ukrainos motinoms apverkti savo žuvusių vaikų. Ukraina yra Europa, kolegos.

  Davor Ivo Stier (PPE). - Poštovani predsjedniče, dok raspravljamo o Ukrajini ne mogu se ne prisjetiti i događaja u svojoj domovini, kada su ljudi izlazili devedesete godine na ulicu i mahali hrvatskim i europskim zastavama, a onda je došla Miloševićeva agresija i nažalost Europa nije bila sposobna to zaustaviti.

Umjesto strategije poslali su nam sve moguće lordove, koji su pozivali sve strane na dijalog, a u međuvremenu je Milošević nastavljao pripremati ratni stroj. Zato se ja ovdje doista pribojavam toga što će Janukovič i njegova nomenklatura napraviti, što će Putin napraviti nakon olimpijskih igara u Sočiju i jesmo li mi spremni odgovoriti i na tu eventualnu situaciju još izravnije intervencije Rusije u Ukrajini.

Podržavam ono što su kolege prije rekli o pripremi sankcija, podržavam, naravno, sve mjere kojima ćemo danas poslati vrlo jasnu poruku da građane Ukrajine nećemo...

  Ioan Mircea Paşcu (S&D). - Mr President, unattended to properly, the events in the Kiev streets inevitably gained a logic of their own, relatively divorced from the spark which ignited them. However, we should not lose sight of the strategic picture because what is happening in Ukraine now has been possible due to an apparent relaxation in the pursuit of the Europe Whole and Free concept which dominated the 1990s after the end of the Cold War. Both the EU crisis-induced weakness and the US strategic reorientation away from Europe have probably encouraged some to try a roll-back, thus questioning the reunification of the continent. Consequently, the West should reaffirm its determination to continue towards that aim, and the US should remain involved in European politics. After all, the logic of the US being inevitably interested in European affairs has not altered.

  Jaromír Kohlíček (GUE/NGL). - Pane předsedající, říká se, že oranžová revoluce stála 50 milionů dolarů. Při současných nepokojích na Ukrajině již ale nejde o pouhých pár desítek milionů dolarů, ale začíná být nastolován problém územní integrity státu.

Rumunsko v jednom ze svých oficiálních deníků jasně požaduje některé části území jižně od severní moldavsko-rumunské hranice. Pro autora je zřejmě jasné, že Moldávie bude v krátké době součástí Rumunska, a logicky požaduje i území dnešní oděské oblasti a některé části na sever od dnešní moldavsko-rumunské hranice. Maďaři si začínají podle vystoupení politického uskupení Jobbik nárokovat vedle jižní části Podkarpatské Rusi část podkarpatského oblouku mezi slovensko-rumunskou hranicí: asi je jim líto, že nemají žádné medvědy.

Ruská federace má pochopitelně zájem nejen o vlastní významnou černomořskou základnu v Sevastopolu, ale i o důležité podniky obranného průmyslu. Pokud přihlédneme k tomu, že....

  Krisztina Morvai (NI). - Tőkés képviselőtársam felszólalását egészíteném ki azzal, hogy természetesen a kárpátaljai őshonos nemzeti közösségeknek, így a magyaroknak a nemzeti önrendelkezéshez való jogát területi autonómiához, vagy más formához való jogát is kérjük és követeljük.   Jan Kozłowski (PPE). - Panie Przewodniczący! Po raz kolejny na naszych oczach, w kraju bezpośrednio sąsiadującym z Unią Europejską, dochodzi do starć, w których giną ludzie. Na Ukrainie łamane są prawa człowieka, obywatele są prześladowani, więzieni i torturowani za swoje poglądy. Zaczyna utrwalać się przekonanie, że ci, którzy są odpowiedzialni za dramat na Euromajdanie, są bezkarni, ponieważ dysponują niemal nieograniczonymi środkami finansowymi. Uważam, że należy wykorzystać wobec nich już teraz możliwości prawne pozwalające kontrolować ich konta zagraniczne pod kątem legalności pochodzenia środków i zapobiegania praniu pieniędzy. Wydarzenia na Majdanie pokazują też, że Unia Europejska powinna skuteczniej wspierać społeczeństwo obywatelskie w krajach sąsiadujących i ważną rolę ma tu do odegrania powołany dwa lata temu Europejski Fundusz na rzecz Demokracji.

  Boris Zala (S&D) - Dovoľte mi len jednu poznámku. Ja si myslím, že nie je pravda, že Európska komisia, komisár Füle, Catherine Ashtonová nemajú plán. Ja si myslím, že ten, ktorý je na stole, je dobrý a správny plán. Ale to neznamená, že by sme si nemali uvedomiť, že Európska únia je v novej situácii. To, čo sa malo udiať vo Vilniuse, ukázalo istú gravitačnú silu Európskej únie a Rusko na to odpovedalo. Rusko na to odpovedalo spôsobom, ktorý sa veľmi jasne dá charakterizovať ako istá imperiálna odpoveď. Hannes Swoboda správne poznamenal, že Rusko nemá právo kolonizovať Ukrajinu. Nemá právo, pretože Ukrajina je suverénna, samostatná krajina. Rusko sa samozrejme pokúša o sféry vplyvu, na ktoré takisto nemá absolútne žiaden nárok. Je to imperiálna politika a musíme byť pripravení so všetkými prostriedkami, hádam prvý krát, reagovať, že v našom susedstve...

  Tatjana Ždanoka (Verts/ALE). - Mr President, Commissioner Füle just told us that the Ukrainian opposition has to dissociate itself from the radical elements, but whom does he call radical elements? Whether they are radical elements or not, they are part of parliamentary opposition – and whether or not the All-Ukrainian Union ‘Svobodaʼ is a neo-Nazi party, and whether or not this party glorifies those Ukrainians who fought on the side of Nazi Germany during the Second World War.

I was in Maidan two days ago and I saw the portrait of Stepan Bandera in the very centre of the square. I came to Kiev for the roundtable of the international NGO ‘World without Nazismʼ. The participants spoke about rising xenophobia and anti- Semitism in Ukraine. Yes, people whom I met in the Maidan expressed awareness of widespread corruption within the government. I do fully support them but did the corruption appear two months...

  Χαράλαμπος Αγγουράκης (GUE/NGL). - Κύριε Πρόεδρε, ο ουκρανικός λαός είναι σήμερα θύμα μιας ιμπεριαλιστικής επέμβασης εκ μέρους της Ευρωπαϊκής Ένωσης και των ΗΠΑ από τη μια μεριά και της καπιταλιστικής Ρωσίας από την άλλη για ζώνες επιρροής, έλεγχο των αγορών των πηγών και των οδών μεταφοράς ενέργειας.

Η προσπάθεια τμημάτων της άρχουσας τάξης της Ουκρανίας να σύρει τους εργαζόμενους κάτω από ξένες σημαίες, της μίας ή της άλλης καπιταλιστικής ένωσης, για τα συμφέροντά της επιδεινώνει δραματικά όλα τα προβλήματα του ουκρανικού λαού, γιατί και οι δύο πλευρές αυτό που του υπόσχονται είναι άγρια εκμετάλλευση.

Αξιοποιώντας τις άγριες επιθέσεις της αστυνομίας, από τη μία, αλλά και τη δράση δεξιών νεοναζιστικών δυνάμεων στο πλευρό της αντιπολίτευσης, από την άλλη, οι ΗΠΑ, η Ευρωπαϊκή Ένωση και το Ευρωκοινοβούλιο επιδίδονται σε μία άνευ προηγουμένου δημαγωγία με στόχο να πείσουν τον ουκρανικό λαό ότι η ευημερία του βρίσκεται μέσα στις ιμπεριαλιστικές ενώσεις, με τις στρατιές των εκατομμυρίων ανέργων, των εκατοντάδων εκατομμυρίων που ζουν κάτω από το όριο της φτώχειας, των εξαθλιωμένων μεταναστών στην Ευρωπαϊκή Ένωση....

  Franz Obermayr (NI). - Herr Präsident! Die Ukraine befindet sich in einer Umbruchsituation und droht ins politische Chaos abzugleiten. Das Gebot der Stunde heißt jetzt Deeskalation. Auf der einen Seite ist der Einsatz von exzessiver Polizeigewalt gegen Demonstranten zu verurteilen, das steht außer Streit. Auf der anderen Seite haben die jüngsten Ausschreitungen gezeigt, dass die Opposition nicht nur aus friedlichen Freunden des Westens besteht, sondern auch aus gewaltbereiten Unruhestiftern. Man darf auch nicht vergessen, dass der Osten der Ukraine traditionell Russland zugewandt ist.

Es ist für mich äußerst fraglich, ob die EU mit einer einseitigen Einmischung zur Beruhigung der Lage beiträgt. Im Gegenteil, Moskaus alleiniges Feindbild darzustellen, verhärtet sicherlich die Fronten und schlimmstenfalls entsteht hier ein dauerhafter Unruheherd vor den Toren der EU, der die gesamte Region destabilisiert. Ich vermisse daher eine Gesamtstrategie der Union für die ehemaligen Sowjetrepubliken. Da geht es ja nicht nur um die Ukraine. Geld zu schicken, wird alleine sicher nicht ausreichen.

  Marek Henryk Migalski (ECR). - Panie Przewodniczący! Rzeczywiście jest tak, że dzisiaj wszyscy mają pełny worek dobrych rad dla Ukraińców. Przypomnijmy sobie, że przez wiele miesięcy, a nawet lat, Ukraińcy nie mieli tutaj wielu przyjaciół. Kiedy Janukowycz odmawiał poparcia dla umowy stowarzyszeniowej, to korki od szampana wystrzeliły nie tylko w Moskwie, ale również w kilku europejskich stolicach. Ja pamiętam, jak ci, którzy chcieli, żebyśmy dali Ukraińcom jasną europejską perspektywę członkostwa – nie stowarzyszenia, ale członkostwa – jak ci, którzy to proponowali, spotykali się na tej izbie z wielkim oporem, więc jeśli dzisiaj dajemy rady Ukraińcom, to przede wszystkim zobaczmy, co my im zaoferowaliśmy, jak niejasna i niekonkretna była oferta umowy stowarzyszeniowej. Uderzmy się we własne piersi.

  Štefan Füle, Member of the Commission, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. - Mr President, the last intervention in particular allows me to follow this logic in reacting to this very rich debate. I have six points to share with you.

The first point is an assessment. Any good policy is a good policy only if it is based on good assessment and if the lessons learned are taken into account. A reality check only works if you are ready to accept that there are other things that you could do better.

I could offer you my own personal assessment. We have been focusing on benchmarks with Ukraine, but that leaves no time and space for preparing for the implementation of an association agreement. Those eleven benchmarks for Ukraine to deliver on to create the conditions for signing the Association Agreement are also preconditions for the European Union. Many people are saying that Ukraine made tremendous progress in 2013, working on those benchmarks. But working on the conditions to sign the Association Agreement and trying to build a consensus in this House and in the Council did not provide us with enough space to prepare for the implementation of the Association Agreement and particularly the DCFTA. If we had the time, there would be less space for so many misinterpretations of what the Association Agreement is about – or rather what it is not about.

The second point concerns Russia: our Eastern European policy and the consensus there, as well as on the border between Ukraine and Russia and on the borders of our partners and Russia. It was clear that the last summit between the European Union and Russia – and we will have a separate point to discuss this – made a step towards this, but we need dialogue with Russia. Our policy vis-à-vis our neighbours should also be a policy vis-à-vis the neighbours of our neighbours.

The third point is that, if we were serious about reforming that part of Europe, have we also been serious about choosing the most powerful instrument we have for the transformation of reforms? Why did we win the Nobel Peace Prize – for the Association Agreement? No. It was for enlargement and for breaking down the walls. The second point: plan. The only point which could work is the plan which the Ukrainians might come up with through dialogue. No plan in Brussels or Moscow would succeed.

The next point concerns strategy. Our strategy – and we have a strategy – is not centred around sanctions. It is centred around engagement: engagement based on our values and principles. It has three clear stages. The first stage is de-escalation: stopping the spiral of violence and ensuring a minimum of stability and security. There have been a number of points that stakeholders in Ukraine are trying to deliver on. But there is a second stage. The second stage is about the political process. It is about the platform for inclusive political dialogue to tackle the medium and long-term challenges of Ukraine, and there are many. Members have referred to most of them. In that second stage, the Ukrainians will have to address issues such as constitutional change. They would need to address the issue of creating the conditions for free and fair elections, because the record of the previous elections is not good. The Ukrainians have actually gone backwards rather than forwards. I am one who strongly believes that, for free and fair elections to happen in the Ukraine, one has first to create the conditions before calling for an early election.

But there is also a third stage, and that is one that you have debated many times. It is about the Association Agreement. It is about political association, and our programme of reforms for Ukraine strengthen democracy and the rule of law. It is about the blueprint for economic reforms to bring investment and prosperity for Ukraine, but it is also about people-to-people contact. It is about being visa-free. It is not because of us but, unfortunately, because of Ukrainians that we do not see such progress on this particular issue, as we have seen, for example, in our relations with Moldova.

My fourth point concerns results. There are results showing that the strategy is working. We had a revocation of the package of undemocratic laws of 16 January. We had the resignation of the government, which was unable to handle the people’s aspirations in the Maidan – and not only in Kiev but in other Maidans too. It is not perfect, but we have amnesty law. We have an observance by law enforcement agencies and the police of not using excessive force.

The case of Dmytro Bulatov, the leader of AutoMaidan, has clearly shown that, despite those results, there are other issues related to basic human rights that we need to observe – the fact that on Ukrainian terrority we are witnessing the kidnapping and torture of people, and that there are still a number of people unaccounted for, is something which is very difficult to accept, and it needs to stop.

Another point when we are talking about results is that this is a race against time, because the more time it takes for the parties to establish a certain level of confidence and find a way out, the more time there is for extremism and radicalism and those elements which are not under control to grow throughout Ukraine.

That brings me to my fifth point: the bigger picture. The bigger picture concerns the future relationship between the European Union and the European integration project, with its historical record, and another project which is in the making: the Eurasian Union. But it is a relationship which should be not based on the zero-sum game. The European Union’s strength since its inception has always been in finding win-win solutions, even in seemingly hopeless situations. Let us do our best to avoid backtracking from this approach.

That brings me to the sixth and final point: the future. I believe the future needs to be about three things. It needs to be about us delivering on what this new neighbourhood policy has put forward as the main principle: that the relationship we are seeking is not only with the authorities but with the citizens of the country, and we should not fail them. Secondly, we should not only talk about the sovereign decisions of the countries and their right to make sovereign decisions; we also need to help them to establish the conditions whereby they are free to make such decisions.

Finally, if we are all really serious about reform and transformation in this part of Europe, let us be serious in choosing the strongest instrument we have, namely a European perspective.

  Arkadiusz Tomasz Bratkowski (PPE), na piśmie. – Dotychczasowa polityka UE wobec Ukrainy okazała się bezskuteczna. Wielu polskich dyplomatów i polityków, w tym także ja, orędowało na rzecz długofalowej polityki gospodarczego zbliżenia Ukrainy z Zachodem, m.in. poprzez intensyfikację wymiany handlowej, liberalizację polityki wizowej, wspólne projekty infrastrukturalne, czy też wymianę młodzieży i pracowników naukowych. Jednak dialog w strukturach UE jest utrudniony. Parlament Europejski przyjął kilka rezolucji traktujących o sytuacji na Ukrainie, jednak ich realny wpływ na przebieg reform w Kijowie uznałbym za wątpliwy.

W obecnej sytuacji sprzeciwiam się rozwiązaniu siłowemu konfliktu na Ukrainie. Jej obywatele wybrali swoje władze w sposób demokratyczny i suwerenny, a próby nieprzemyślanej ingerencji ze strony UE uznałbym za obłudne wobec dotychczasowego braku zainteresowania polityką zbliżenia w ramach Partnerstwa Wschodniego. W obliczu kryzysu deklaracje polityczne nie wystarczą, potrzeba skutecznej mediacji i dyplomatycznych rozmów, popartych konkretnym planem pomocy gospodarczej w zamian za kontynuację reform ukraińskiego prawodawstwa. Ewentualność wprowadzenia sankcji czy zaostrzenie stanowiska powinny być rozważane jedynie w przypadku braku ewolucji postawy władz ukraińskich, w przeciwnym razie konsekwentnie doprowadziłyby do zaprzestania rozmów i dotknęłyby rzesze niewinnych ludzi.

W mojej ocenie, jako posła do Parlamentu Europejskiego i mieszkańca Lubelszczyzny, zjednoczona Europa powinna dążyć do ratyfikacji umowy stowarzyszeniowej z Ukrainą, która doprowadzi do jej akcesji do UE.

  Filip Kaczmarek (PPE), na piśmie. – Pokojowe rozwiązanie dla Ukrainy jest ważnym celem dla całej Europy. W Polsce eksperci i politycy pewnym głosem proponują, co, kiedy, ale również kto powinien podjąć konkretne działania. Koncepcja pierwsza – trzeba było przyjąć albo trzeba teraz przyjąć Ukrainę do UE. Łatwo powiedzieć: wiśta wio! Zwolennicy członkostwa Ukrainy w UE nie mówią tylko, jak przekonać 28 państw członkowskich, by zgodziły się na to bardzo optymistyczne podejście. Na razie ani Ukraina nie wyraziła woli członkostwa, ani nie ma też zbyt wielu państw UE gotowych na złożenie takiej propozycji. Mam nadzieję, że niedawne spotkania premiera Donalda Tuska z liderami wielu państw europejskich przekonały ich do poważnego rozważenia takiej śmiałej strategii.

Koncepcja druga – stworzyć „plan Marshalla” specjalnie dla Ukrainy. Gdy pytałem propagatorów tej idei, czy Polska nie powinna dać przykładu i zdeklarować sposobu finansowania oraz ile polscy podatnicy mieliby zainwestować w taki ambitny plan, usłyszałem dziwne odpowiedzi. A to, że to niepotrzebna małostkowość, albo że to politycy wspierający rząd powinni się tym zająć. Najbardziej kuriozalne były sugestie, że trzeba przestać wspierać finansowo te kraje strefy euro, które przeżywają kłopoty, i z tych środków pomagać Ukrainie. Mamy zatem przekonać 18 państw członkowskich, że nie mają pomagać sobie, tylko naszemu sąsiadowi. Genialne, prawda? Ratujcie Ukrainę, nie siebie!

  Vojtěch Mynář (S&D), písemně. Krize trvající již třetí měsíc se v posledních týdnech vyhrotila a došlo k politováníhodným úrazům i ztrátám na životech. Snahou všech zúčastněných stran by mělo být zajištění stability a bezpečnosti a co nejrychlejší nalezení mírového východiska. Rusko, stejně jako Evropská unie, musí respektovat suverenitu Ukrajiny i vůli jejích občanů. Adekvátní úlohou EU je především zprostředkovat konstruktivní dialog o politických, finančních i hospodářských otázkách mezi tamní vládou, opozicí i demonstranty. Jediný plán, který může udržitelně fungovat, musí přijít od Ukrajinců samotných, nikoliv z Bruselu nebo z Moskvy. Dle mého názoru by jeho součástí měla být demokratická změna ústavy, předčasné volby a série potřebných středně- i dlouhodobých reforem. Dveře Evropy musí pro Ukrajinu i nadále zůstat otevřené.

Danas se, dakle, na graničnim prostorima EU-a odvijaju jednako važni procesi za daljnji razvoj europske ideje, kao i unutar EU-a. Ukrajina, nažalost, danas ima sve pretpostavke da postane „failed state”. Bit će dovoljno da se unutarnji odnosi nastave zaoštravati i zbog nekog novog sukoba Istoka i Zapada.

Prije 30-tak godina sudbina države koja bi se našla u zoni takvog konflikta nije se rješavala demokratskim sredstvima i dijalogom nego silom. Nadam se da su ta vremena prošla. Nažalost, u pravu su svi koji ističu da je danas Ukrajina opasno i nepredvidivo mjesto. Ne vidim samo podjelu na zapadni i istočni dio, nego i podjelu na one koji imaju i one koji nemaju. Pri tome vlast snosi daleko veću odgovornost nego njeni protivnici.

Posljednji dogadjaji traže naš promišljeni odgovor na pitanje u kojoj mjeri Rusija i EU na tim prostorima mogu biti partneri, a u kojoj ostaju suparnici. Podržavam aktualne napore dužnosnika EU-a da osiguraju mogućnost kako bi ukrajinski protagonisti sami pronašli miroljubivi i održivi izlaz iz duboke krize u kojoj se našla njihova zemlja.

  Franck Proust (PPE), par écrit. Les manifestants ukrainiens subissent une violente oppression provenant du pouvoir. L'Union européenne doit agir pour faire respecter la liberté d'expression. Dans le cadre de la politique européenne de voisinage et du partenariat oriental, l'UE s'est ouverte à une Ukraine dont la politique étrangère et commerciale balançait tantôt vers la Russie tantôt vers l'Europe. Le tournant radical qu'a pris le gouvernement de M. Ianoukovytch en refusant de signer l'accord de négociation UE-Ukraine a fait l'effet d'une bombe. Les Ukrainiens reconnaissent les valeurs européennes et voient en l'UE un partenaire capable d'améliorer leur quotidien. De plus, le partenariat oriental reconnaît l'importance de la coopération avec la société civile. Les citoyens ukrainiens l'ont compris et l'ont mis en pratique en faisant valoir leur droit de contribuer à la politique de leur pays. En tant qu'Européens nous devons agir lorsqu'un peuple voisin, partageant les mêmes valeurs de liberté d'expression et de démocratie, nous lance un appel à l'aide. Les violences contre les manifestants doivent cesser, le processus de révision de la Constitution doit continuer et de nouvelles élections libres et équitables doivent avoir lieu. Si le peuple ukrainien veut plus d'Europe, donnons-leur la possibilité d'obtenir plus d'Europe sans être menacé par un gouvernement récalcitrant.

W kontekście dzisiejszej dyskusji pragnę wyrazić swoje najwyższe zaniepokojenie i potępić akty przemocy, do których doszło w tym państwie w ostatnich miesiącach w konsekwencji decyzji Prezydenta Janukowycza o odroczeniu podpisania umowy stowarzyszeniowej z Unią Europejską w listopadzie 2013 roku. Wzywam ukraińskie władze do pełnego poszanowania praw obywatelskich i podstawowej wolności zgromadzeń i pokojowych protestów. Zdecydowanie potępiam użycie siły wobec pokojowych demonstracji oraz apeluję o uwolnienie osób, które brały w nich udział. Wzywam również do podjęcia natychmiastowego dialogu między rządem a opozycją w celu wypracowania pokojowego rozwiązania bieżącej sytuacji.

W dniu jutrzejszym, będziemy głosować nad rezolucją w sprawie sytuacji na Ukrainie. W obliczu grożącej temu państwu destabilizacji politycznej musimy dziś pokazać prawdziwą solidarność z osobami demonstrującymi poparcie dla europejskiej przyszłości Ukrainy. Musimy wesprzeć naszych sąsiadów w ich działaniach na rzecz osiągnięcia uczciwego i mądrego porozumienia między władzami a stroną opozycji. Apeluję do unijnych instytucji oraz państw członkowskich Unii Europejskiej, aby otworzyły się na społeczeństwo ukraińskie i zintensyfikowały swoje wysiłki w celu wsparcia Ukrainy w jej staraniach na rzecz integracji z Europą. Pamiętajmy, że konflikt i represje są zawsze drogą do katastrofy, a tym, czego nam potrzeba, jest solidarność i wspólny głos Europy upominającej się o silną i niezależną Ukrainę.
