  Ευάγγελος Βενιζέλος, Ασκών την Προεδρία του Συμβουλίου. - Κυρία Πρόεδρε, παρότι η περιοδική Προεδρία του Συμβουλίου δεν μετέχει στις συναντήσεις κορυφής που πραγματοποιεί η Ευρωπαϊκή Ένωση με τη Ρωσία ή άλλα τρίτα κράτη, έχουμε με χαρά αναλάβει το καθήκον να σας ενημερώσουμε για το τι συνέβη στη Σύνοδο Κορυφής Ευρωπαϊκής Ένωσης-Ρωσίας την προηγούμενη εβδομάδα. Η Σύνοδος αυτή έδωσε σε μια κρίσιμη χρονική συγκυρία, προφανώς λόγω της ουκρανικής κρίσης, την ευκαιρία να συζητηθούν ανοιχτά θεμελιώδη ζητήματα των σχέσεων της Ευρώπης με τη Ρωσία. Είναι αναγκαίο να μεταδώσουμε το ισχυρό μήνυμα ότι οι πρόσφατες κρίσιμες εξελίξεις πρέπει να αντιμετωπιστούν έτσι ώστε να τεθεί η εταιρική σχέση μας σε ορθή τροχιά. Αυτό αφορά στη διαφορετική προσέγγισή μας ως προς την Ανατολική Εταιρική Σχέση και την Ουκρανία, αλλά και σε ορισμένα εμπορικής φύσεως ζητήματα, που αποτελούν σημεία τριβής, σημεία που θα μπορούσαν εύκολα να επιλυθούν. Οι δεσμεύσεις που έχουν αναληφθεί στο πλαίσιο του ΠΟΕ αλλά και αυτές που αφορούν στα ανθρώπινα δικαιώματα και τις θεμελιώδεις ελευθερίες πρέπει να γίνονται σεβαστές. Από την άποψη αυτή ήταν πολύ χρήσιμος και ο διάλογος που είχαμε στο Συμβούλιο Υπουργών με τον κ. Λαβρόφ αλλά και ο διάλογος που είχαμε στην τελευταία σύνοδο του Συμβουλίου Εξωτερικών Υποθέσεων, μόνοι μας οι υπουργοί των κρατών μελών γύρω από τις σχέσεις μας με τη Ρωσία.

Στη Σύνοδο πραγματοποιήθηκε ένας ειλικρινής και ανοικτός διάλογος για αυτά τα θέματα. Χαιρετίζουμε ιδιαίτερα την ετοιμότητα της Ρωσικής Ομοσπονδίας να μετάσχει σε μία τέτοια συζήτηση. Πιστεύουμε ότι η Ρωσία αντιλαμβάνεται τόσο τις προκλήσεις που οι εξελίξεις αυτές ενέχουν για τις σχέσεις μας όσο και το ότι η ίδια έχει ένα ισχυρό συμφέρον να διατηρήσει αυτή τη συνεργασία με την Ευρωπαϊκή Ένωση σε όσο γίνεται πιο εποικοδομητικό πλαίσιο.

Γνωρίζω πως ο Επίτροπος κ. Füle, ο οποίος έχει καταβάλει πολύ σημαντικές προσπάθειες για την Ανατολική Εταιρική Σχέση, θα έχει περισσότερα να πει για αυτά τα θέματα και για τα αποτελέσματα των συνομιλιών.

Επιτρέψτε μου να υπογραμμίσω ότι και για τις δύο πλευρές είναι σαφής ο βαθμός αληλλεξάρτησής τους. Η ΕΕ αποτελεί τον μεγαλύτερο, με απόσταση, εμπορικό εταίρο της Ρωσίας, καλύπτοντας το 45% του συνολικού ρωσικού εξαγωγικού εμπορίου, και η Ρωσία είναι ο τρίτος σημαντικότερος εμπορικός εταίρος της ΕΕ, μετά τις ΗΠΑ και την Κίνα.

Η ασφάλεια στη κοινή μας ήπειρο και ευρύτερα, μπορεί να επιτευχθεί μόνο εάν η Ρωσία και η ΕΕ συνεργασθούν στενά. Λαμβάνοντας αυτό υπόψη, είναι σημαντικό να σημειώσουμε ότι η συνεργασία μεταξύ ΕΕ και Ρωσίας σε θέματα εξωτερικής πολιτικής αξιολογήθηκε θετικά κατά τη διάρκεια της Συνόδου Κορυφής. Και οι δύο πλευρές εκτίμησαν την καλή συνεργασία τους στο ζήτημα του πυρηνικού προγράμματος του Ιράν, και η Ρωσία συνεχάρη την ΥΑ/ΑΕ κ. Catherine Ashton για την προσωπική της συμβολή στην επιτυχή έκβαση των συνομιλιών Ε3+3, προκειμένου δε να επιτευχθεί πλέον μία μόνιμη λύση με το Ιράν, παραμένει πάντα ζωτικής σημασίας η συνέχιση αυτής της πολύ καλής συνεργασίας ΕΕ-Ρωσίας.

Όσον αφορά στη Συρία, συνεργαζόμαστε πλέον πολύ καλύτερα με τη Ρωσία, ιδιαίτερα στο πλαίσιο της Διάσκεψης "Γενεύη ΙΙ". Η ΕΕ έδωσε έμφαση στην ανάγκη της παροχής ανθρωπιστικής βοήθειας στους Σύρους πολίτες, κι αυτό ήταν ένα βασικό σημείο των παρεμβάσεών μας στο Μοντρέ, των παρεμβάσεων που έκανε και η κ. Ashton και όλοι οι Υπουργοί Εξωτερικών κρατών μελών που έτυχε να κληθούμε και να μετάσχουμε με πρωτοβουλία του Γενικού Γραμματέα του ΟΗΕ στη συνάντηση αυτή.

Προφανώς η κατάσταση στην Ουκρανία διαδραμάτισε σημαντικό ρόλο στη Σύνοδο Κορυφής, αλλά δεν ήταν το μόνο θέμα. Η Ρωσία πρότεινε εκ νέου τριμερείς συνομιλίες για την Ουκρανία, αλλά η ΕΕ δεν δέχθηκε αυτή την πρόταση, διότι οι διμερείς σχέσεις είναι διμερείς.

Αποτελεί σημαντική εξέλιξη η συμφωνία για την έναρξη διμερών διαβουλεύσεων εμπειρογνωμόνων για την Ανατολική Εταιρική Σχέση και τις Συμφωνίες Ελεύθερου Εμπορίου [DCFTAs] καθώς και τις πιθανές τους συνέπειες για τη ρωσική οικονομία. Ελπίζουμε πως σε αυτές τις συναντήσεις θα πραγματοποιηθεί εποικοδομητικός διάλογος μεταξύ ΕΕ και Ρωσίας κατά το προσεχές διάστημα, ένας διάλογος που θα βελτιώσει τη συνεργασία και την κατανόηση, ενόψει και της επόμενης Συνόδου στις 3 Ιουνίου στο Σότσι.

Άλλη μία σημαντική εξέλιξη είναι η έγκριση κοινής δήλωσης για την συνεργασία στον τομέα της αντιμετώπισης της τρομοκρατίας. Σε αυτήν επαναλάβαμε και οι δυο πλευρές τη δέσμευσή μας να συνεργαστούμε για την αντιμετώπιση της τρομοκρατικής απειλής, βασισμένοι στον σεβασμό του κράτους δικαίου και των ανθρωπίνων δικαιωμάτων.

Κυρίες και κύριοι βουλευτές, με δεδομένα τα πρόσφατα γεγονότα, η Σύνοδος Κορυφής δεν αναμενόταν να είναι ιδιαίτερα εύκολη. Ωστόσο είχαμε τη δυνατότητα να μιλήσουμε ως Ευρωπαϊκή Ένωση με ειλικρίνεια και θεωρώ πως αυτή η ειλικρίνεια υπήρξε και από την άλλη πλευρά, κάναμε συνεπώς μία καλή αρχή για να επαναφέρουμε τη σχέση μας στην ορθή τροχιά. Υπάρχουν πολλά ζητήματα τα οποία μπορούμε να αντιμετωπίσουμε μόνο μέσω της στενής συνεργασίας. Έτσι, τόσο η ΕΕ όσο και η Ρωσία έχουμε ένα ισχυρό συμφέρον να εργαστούμε μαζί. Αυτό ασφαλώς και δεν μας αποτρέπει από το να εκφραζόμαστε ανοικτά, όταν αυτό απαιτείται. Θεωρώ ότι καταφέραμε να επιτύχουμε και τα δύο κατά τη διάρκεια της Συνόδου Κορυφής της προηγούμενης εβδομάδας.

  Štefan Füle, Member of the Commission. - Madam President, honourable Members, thank you for this opportunity to debrief the House on the 32nd European Union-Russia Summit, which took place on 28 January in Brussels. This summit was a defining moment in European Union-Russia relations. President Van Rompuy and President Barroso had been very clear that this could not be a ‘business-as-usual’ meeting. Instead, they wished to focus on a frank discussion on the meaning and direction of this Strategic Partnership.

The summit thus consisted of a restricted meeting among principals, a lunch in a slightly enlarged format – which included High Representative and Vice-President Ashton and Foreign Minister Lavrov – and a press conference. There were three fundamental points that the European Union made very clear during these frank and open talks.

First, Russian pressure on our eastern partners is unacceptable. Our common neighbours must be free to decide for themselves which political and economic associations they wish to conclude. The European Union made it very clear that it expects Russia to respect our partners’ choices and not to interfere with the signing of association agreements/DCFTAs with Georgia and the Republic of Moldova this year.

Secondly, following Russia’s accession to the WTO in August 2012, Russia has not lived up to its commitments. We are concerned about an increasing number of trade protectionist measures which hurt European Union businesses. In fact, Russia is now a global leader in this area: together with its customs union, Russia has been responsible for a full third of all protectionist measures introduced in 2013, and for a fifth of all such measures currently in place.

Thirdly, there are too many other commitments Russia is not honouring, including in the area of human rights. In order to benefit from – and indeed develop – our Strategic Partnership, we need to build more trust, and this can only be done on the basis of honouring commitments. Russia was ready to engage in a frank and constructive discussion on these points. Russia also raised its concerns and interests, in particular on energy.

President Putin stated that Russia had no problem in principle with the Eastern Partnership, but he raised a number of economic concerns, which in all fairness are disputable. It was agreed to hold bilateral consultations on a technical level to address a number of questions the Russian side has with regard to what they see as potentially negative consequences of the association agreements/DCFTAs for the Russian economy.

The summit also agreed to continue informal consultations on the possibilities for a new agreement between the European Union and Russia. We hope to be able to re-launch the negotiations at the next summit in June, if there is enough substance for a meaningful agreement. Ukraine, Syria and Iran were also discussed. A joint statement on counter-terrorism cooperation was adopted.

  Elmar Brok, im Namen der PPE-Fraktion. – Frau Präsidentin, Herr Ratspräsident, Herr Kommissar! Lassen Sie mich einen Satz am Anfang sagen: Solange die Mitgliedstaaten der Europäischen Union in der Russlandpolitik nicht mit einer Stimme sprechen, d. h. es keine wirkliche gemeinsame Russlandpolitik gibt, werden wir in diesem Spiel stets der Verlierer sein! Das sehen wir auch im Zusammenhang mit der Ukraine und anderen Fragen. Ich glaube, dass das Wettrennen mancher europäischer Staaten nach Moskau, weil sie meinen, in der Energiepolitik ihr eigenes Geschäft machen zu können und vieles andere mehr, nicht zum Nutzen gemeinsamer Stärke ist.

Gleichzeitig möchte ich feststellen, dass die Beziehungen zu Russland positiv sein sollten. Letztlich haben wir gemeinsame Interessen. Auch Russland hat gemeinsame Interessen. Ich glaube, nur wenn Russland eine vernünftige örtliche wirtschaftliche Entwicklung hat und nicht nur vom Verkauf von commodities abhängt, hat Russland eine langfristige Entwicklungsmöglichkeit. Und dies zustande zu bringen, geht, glaube ich, nur in der Kooperation mit der Europäischen Union. Diese gemeinsamen Interessen, die auch strategischer Art sein können, sollten gesehen werden.

Aber das bedeutet auch, dass Russland – wenn wir diese strategische Partnerschaft voranbringen wollen, ein neues Partnerschaftsabkommen haben wollen – sehen muss, dass man sich in der Nachbarschaft anständig verhält. Es muss klar sein, dass near abroad nicht mehr gilt, dass Staaten, die unabhängig sind, unabhängig sind in ihren Entscheidungen, dass der Weg, wohin sie gehen, in diesen Ländern entschieden wird, und nicht in Brüssel, Berlin, London oder Moskau. Ich glaube, auch das muss klar sein, und deswegen darf man nicht wie in dem Fall der Ukraine oder mit Druck auf Moldawien, mit Transnistrien oder in den anderen Fällen – in Armenien haben wir einen ähnlichen Fall –, Druck ausüben, der nicht den Regeln entspricht und rein machtpolitischer Art ist und nicht zu einer vernünftigen Nachbarschaft gehört.

Ich meine, dass Russland auch wissen muss, dass es notwendig ist, souveräne Staaten anzuerkennen und selbst nicht diskriminierend zu achten, Menschenrechte zu achten, politische Opposition vollständig zu ermöglichen. Ich glaube, dann hätten wir eine wunderbare Zusammenarbeit, aber davon sind wir weit weg. Ich hoffe, dass Sotschi nicht nur eine Atempause sein könnte, sondern wir nach Sotschi in dieser vernünftigen Art und Weise arbeiten, um auf die Art und Weise Europa und Russland gemeinsam voranzubringen!

  Libor Rouček, on behalf of the S&D Group. – Madam President, it has already been said that we have common interests with Russia. We are neighbours; Russia is on the Security Council. As the situation in Syria, in Afghanistan and in Iran, the nuclear issue, show, there is a need for cooperation. That is also the reason why we strive for a strategic partnership and for a vision of building a common economic space. As has already been said, we tried for years and years to bring Russia into the WTO. Now, after a year of membership, we can see that Russia is not living up to the commitments. When we look at our common neighbourhood, again we see unacceptable pressure on our common neighbours. It is right that all those issues were pointed out at the summit. Yes, we want cooperation with Russia, we want to be strategic partners, we want to move forward towards a comprehensive and ambitious new EU-Russia agreement, but it has to be done on a basis of mutual trust. First of all, Russia has to stick to its commitments and stick to the agreements it signed. Then, from there, we can move forward. Yes, the situation is not easy; the situation is difficult. We should be firm, but at the same time we should not lose sight of the vision and goal we have of a strategic partnership with Russia.

  Kristiina Ojuland, on behalf of the ALDE Group. – Madam President, Commissioners, I could be very brief and just say this in two words, but relations between the European Union and Russia do not look good. Unfortunately, over the past decade our relations have lost a significant part of their potential. Instead of the expected progress and closer economic and political ties, we have witnessed the exact opposite: the continuing deterioration of human nights, the unacceptable and undemocratic pressure on our eastern partners and the rough infringement of WTO trade rules all illustrate how Russia has consistently and systematically disrupted the improvement of the situation.

This state of our relations was also the reason why the format of the EU-Russia Summit was modified, so that instead of a two-day working session with dinner, the meeting was held behind closed doors and only lasted for a couple of hours. This House has consistently drawn attention to the issues which need to be addressed and solved, and we hope that the Commission and Council representatives stuck to the same coherent line.

We must not be tricked into believing that the sudden array of presidential pardons before the Sochi Olympic Games will change the lack of the rule of law or improve the human rights conditions in Russia. Nor should we believe that Russia has no intentions to interfere in the conflict in Ukraine. We must be very pragmatic and listen to the people of Ukraine, Georgia and Moldova, who are all very much afraid that anything can happen there after the Olympic Games in these regions. We have to sign as soon as possible the association agreements with Georgia and Moldova, and hopefully soon with Ukraine too.

  Werner Schulz, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin, Herr Kommissar, liebe Kollegen! Gemessen an der Kürze und Prägnanz des EU-Russland-Gipfels ist unsere Entschließung unverhältnismäßig lang und enthält viele Punkte, die wir auch an anderer Stelle schon ausführlich erörtert haben. Das ist vielleicht beispielhaft dafür, wie wir seit langer Zeit auf der Stelle treten. Möglicherweise brauchen wir auch keine zwei EU-Russland-Gipfel im Jahr. Wenn wir uns so wenig zu sagen haben, würde sicher auch einer reichen. Wir bräuchten eine strategische Partnerschaft, aber wir haben keine.

Das einzig Positive, das ich an diesem Gipfel erkennen kann, ist, dass Präsident Putin die Verhandlungen über ein neues Kooperations- und Partnerschaftsabkommen angeboten hat. Insofern haben wir die letzten Jahre unter Präsident Medwedew offenbar Nullrunden gedreht. Präsident Putin möchte eine Freihandelszone von Lissabon bis Wladiwostok. Es wäre die spannende Frage zu klären, warum er sich dann einer Freihandelszone von Lissabon bis Kiew/Donezk verschließt und diese blockiert.

  Marek Henryk Migalski, w imieniu grupy ECR. – Pani Przewodnicząca! Rzeczywiście jest tak, że szczyt zamiast dwóch dni trwał trzy godziny, co pokazuje stan relacji między Unią Europejską a Rosją i to, w jakim dołku znalazły się te relacje – i to jest zła informacja. My mamy stałe pola konfliktu z Rosją – to jest Syria, to jest Ukraina, to są prawa człowieka, o czym Państwo mówili. Ta rezolucja, nad którą dzisiaj debatujemy, nie uwzględnia tych rzeczy, a przynajmniej nie w dostatecznym stopniu. Jestem zadowolony z tego, że znalazło się tam kilka rzeczy: że znalazło się potępienie traktowania państw Partnerstwa Wschodniego jako tradycyjnej rosyjskiej strefy wpływów – i to jest dobra informacja. Dobrą informacją jest również wezwanie Rosji do otwarcia archiwów. To jest zwłaszcza istotne dla państw, które kiedyś były pod okupacją radziecką, to jest takie przywrócenie sprawiedliwości tym narodom.

Istotne jest również wezwanie, żeby nie używać energii do walki politycznej, a wiem, że Rosja ma tendencję do tego, żeby używać tej właśnie dziedziny swojej gospodarki do wywierania wpływu politycznego. I wreszcie to, co w tej rezolucji wydaje nam się interesujące, to jest ten sprzeciw wobec tego, jak Rosja traktuje sankcje gospodarcze.

Natomiast zabrakło tu przede wszystkim tego, o czym mówił pan komisarz, ale ja odnajduję w tym pewien problem: powołanie rosyjsko-unijnych grup roboczych, które mają nadzorować relacje unijne z państwami Partnerstwa Wschodniego. To jest znalezienie jakiegoś dodatkowego arbitra, którego sensowność trudno zrozumieć. Widzę, że pan komisarz kiwa głową, nie zgadzając się. Będę ciekaw odpowiedzi na to pytanie. Druga rzecz – że nie znalazły się informacje dotyczące Soczi i tego, co związane jest z Soczi, czyli bojkotu politycznego, tego, żeby nie pozwolić Putinowi wykorzystywać tej wspaniałej imprezy do propagandy swojego reżimu.

  Helmut Scholz, im Namen der GUE/NGL-Fraktion. – Frau Präsidentin, Herr Ratspräsident, Herr Kommissar! Kommissionspräsident Barroso hat auf dem Gipfel mit den Worten Dostojewskis gegenseitiges Vertrauen eingefordert. Das ist gut so, er sollte sich aber zugleich selbstkritisch eingestehen, dass die Logik, nach der zurzeit die politischen Beziehungen zwischen der EU und Russland gestaltet werden, die eines Zahn um Zahn ist. Anfänglich nur im Inhalt, jetzt offensichtlich auch im Format. Das jüngste Gipfeltreffen war von der Dauer eines Zwischenstopps zwischen zwei Flügen. Man hat miteinander geredet, ja, aber was vielmehr beunruhigt, ist, was man auf dem Gipfel offensichtlich alles nicht besprochen hat. Kein Wort zu den vielen offenen wirklichen Fragen. Kein Wort insbesondere zu der begonnenen Spirale des erneuten Aufbaus gegenseitiger Bedrohungspotenziale aus Schutzschilden und Raketen.

Der Gipfel war wie ein Koffer ohne Griff, also ein Koffer, den man nirgendwohin tragen kann, lautete im Nachgang ein Kommentar der BBC. Genau das ist das Problem: Den Außenministern der EU und ihren Kollegen in der Kommission sind offensichtlich die Ideen zur Gestaltung des Gemeinsamen ausgegangen und der Sinn – wie Herr Brok heute richtig sagte – für beiderseitige Interessen und einen ebensolchen Vorteil abhandengekommen.

Um bei Dostojewski zu bleiben: In „Die Brüder Karamasowschreibt er, dass ein Realist an Wunder nicht glaube, sofern er nicht gläubig ist: „Wunder“ müssen also geschaffen werden. Ich kann Rat und Kommission nur auffordern, bis zum nächsten Gipfel einen konkreten Fahrplan mit entsprechenden Vorhaben vorzulegen.

  Ewald Stadler (NI). - Frau Präsidentin! Dieser Gipfel hat doch eines gezeigt, und das zeigte sich auch schon in den vergangenen Wochen und Monaten. Die Politik der Europäischen Union gegen Russland ist kolossal gescheitert. Sie haben versucht, die Ukraine gegen Russland auszuspielen, es ist danebengegangen. Wir haben Armenien am langen Zügel geführt, haben ihnen alle möglichen Versprechungen gemacht, nur nichts Konkretes, es ist danebengegangen. Heute sind sie Mitglied der Handelsunion. Wir haben heute die armenischen Parlamentarier hier gehabt. Wir haben sie gefragt, dieselben Fragen, die hier diskutiert werden: Welcher Druck wurde ausgeübt? Die haben gesagt, es ist überhaupt kein Druck ausgeübt worden. Es wurden uns konkrete Angebote gemacht! Die Europäische Union hat uns nie ein konkretes Angebot gemacht. Die haben uns Handfestes auf den Tisch gelegt – innerhalb einer halben Stunde. Die Europäische Union hat das in Jahren nicht zustande gebracht. Und das gleiche Problem besteht in der Ukraine.

Das heißt, wenn Sie schon immer eine starke Europäische Union beschwören, warum zeigen Sie dann hier die starke Europäische Union nicht? Warum machen Sie aus einem Fall Tymoschenko eine Staatskrise? Sodass am Schluss die Führung in der Ukraine schlicht und einfach zum Ergebnis kommen musste: Worüber verhandeln wir eigentlich mit dieser Union, wenn wir vor der Staatspleite stehen und nicht in der Lage sind, das nächste Budget zu finanzieren? Dann gehen wir doch dorthin, wo wir das Geld bekommen. Und Russland hat die 15 Milliarden innerhalb von Stunden auf den Tisch gelegt. Sehen Sie, das ist der Unterschied! Daher ist die Europäische Union bei dieser Politik des dauernden Ausspielens von Ländern gegen Russland gescheitert. Wir müssen daher auf eine neue Basis mit Russland kommen und in Russland endlich den Partner sehen und nicht den Gegner!

  Alexander Graf Lambsdorff (ALDE), Frage nach dem Verfahren der „blauen Karte“. – Kollege Stadler, ich bin mit den Positionen Ihrer Partei eigentlich vertraut, und sie gefallen mir überhaupt nicht. Die österreichische Rechte ist mir bisher nicht dadurch aufgefallen, dass sie europäisches Steuergeld einfach so nach Osteuropa tragen möchte, ohne dass daran Bedingungen geknüpft wären. Dass jetzt der Ukraine eine Mitgliedschaft in Aussicht gestellt wird, ist auch etwas, was ich von Ihnen bisher nicht gehört habe. Ist es das, was Ihnen vorschwebt?

  Ewald Stadler (NI), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Herr Kollege Lambsdorff, ich war auf Ihre Frage gefasst. Ich zitiere Sie selbst. Sie selbst haben von dem kolossalen Scheitern der EU-Politik gegenüber Russland gesprochen. Ich teile Ihre Auffassung. Nur, wenn ich von vornherein eh weiß, dass niemand bereit ist, das Geld auf den Tisch des Hauses zu legen, warum versuche ich dann, ganze Länder gegen Russland auszuspielen und aufzuhetzen? Warum werfe ich den Russen vor, sie würden sich in Ländern einmischen, während gleichzeitig Mitglieder dieses Hauses und noch prominentere Politiker auf dem Majdan-Platz versuchen, dort die Mengen aufzuhetzen? Wenn ich eh schon weiß, dass ich es nicht leisten kann, dann mache ich das eben nicht, was man derzeit gegen Russland macht. Daher ist es vernünftiger, zu sehen, was man leisten kann, und dann zu versuchen, in Russland den Partner zu suchen und nicht den Gegner!

  Ria Oomen-Ruijten (PPE). - Voorzitter, het is hier al door een paar mensen gezegd: de EU-Rusland-top nam vorige week drie uur in beslag. Dat geeft in feite precies aan hoe koud de relatie tussen de EU en Rusland is. We hebben in een resolutie die we gisteren zijn overeengekomen, een aardig aantal aanbevelingen gedaan die niet alleen voor de Europese politiek beter zijn - als we met één stem willen gaan spreken naar Rusland -, maar die ook goed zijn voor Rusland om op te volgen.

Voorzitter, ik begrijp dat de relatie slecht is. Tegen de achtergrond van de gebeurtenissen in de Oekraïne, de onenigheid over de handelsrestricties, de discussie over de mensenrechten en met name ook de Spelen in Sotsji, de homorechten, etcetera.

Het gaat niet goed. Ik moet ook vaststellen dat we na zes jaar onderhandelen nog steeds geen nieuw partnerschapsakkoord hebben. En de top heeft me niet hoopvol gestemd.

Maar tegelijkertijd is het zo dat Rusland als buur één van de belangrijkste partners is en ook moet zijn voor de Unie. Niet alleen voor de EU, maar ook voor de hele regio, voor ons nabuurschapsbeleid. Want het is goed voor hen, maar het is ook goed voor ons en voor onze buren. Om dat te bereiken zal er heel veel meer moeten gebeuren. En het is mij te simpel wat meneer Stadler zegt over dat wij ook de beurs moeten trekken. Ik vraag me af of hij zelf bereid zou zijn om dat tegenover zijn kiezers te verdedigen.

Wat wij moeten doen is in een open dialoog - en dan eens echt een keer ervoor gaan zitten - de problemen met elkaar uitspreken en kijken hoe je met elkaar tot een oplossing kunt komen.

  Knut Fleckenstein (S&D). - Frau Präsidentin! Strategische Partnerschaft definiert sich aus gemeinsamen Zielen und gemeinsamer Verantwortung. Und in den Stunden der Not, in den drei Stunden der Not, die es bei diesem Gipfel gab, hat sich herausgestellt, wie notwendig es ist, dass beide Seite miteinander über diese Ziele reden, sie suchen, wenn sie sie nicht mehr finden, aber auch über die gemeinsame Verantwortung reden.

Das war mir ein bisschen wenig, gebe ich zu, aber auf der anderen Seite ist deutlich geworden, durch unseren gemeinsamen Kooperationsvertrag könnten wir wieder etwas in Gang bringen, wenn der gute Wille da ist. Über die gemeinsamen Gespräche zu unserer Nachbarschaftspolitik könnten wir Aufklärung leisten, dort wo sie wirklich oder scheinbar nicht ausgereicht hat. Und ein gemeinsames Projekt ist der Kampf gegen den Terrorismus allemal. Leider haben wir nicht über Visafreiheit gesprochen. Das ist nach wie vor keine großzügige Geste für mich, sondern etwas, wovon beide Seiten etwas haben.

Übermorgen beginnen die Spiele in Sotschi. Ich freue mich darüber, dass mehrere Hunderttausend junge Leute sich dort treffen und hoffentlich miteinander eine gute Zeit haben werden. Und wenn sie von unserer Seite dort rüber reisen, können wir ihnen doch nur zurufen: Redet mit den jungen Menschen in Russland. Erzählt ihnen, wie es bei uns ist! Sprecht mit denen, die in den NGOs arbeiten, und sprecht mit denen, ob sie schwul, lesbisch oder heterosexuell sind! Macht sie stark auch durch Gespräche! Und wenn sie das machen, haben sie wahrscheinlich mehr erreicht, als wir es mit dieser 120. Entschließung morgen tun werden.

  Alexander Graf Lambsdorff (ALDE). - Frau Präsidentin! Im Russischen ist der Ausdruck für Regierung „prawitelstwo“. Aber umgangssprachlich benutzt niemand dieses Wort, die Regierung wird schlicht und ergreifend als „wlast“ bezeichnet, als die Macht. Das ist das Verständnis russischer Macht und Machtausübung auch in dem Raum zwischen der Russischen Föderation und der Europäischen Union. Es geht um Macht.

Dieser Gipfel war kein Gipfel, das war ein Abstieg vom Gipfel. Es müsste auch endlich ein Abstieg von der Rhetorik her sein, dass wir nicht länger von einer strategischen Partnerschaft mit Russland reden, von der keine Rede sein kann. Russland tritt uns als strategischer Wettbewerber gegenüber. So einfach ist das. Dass es hier und da punktuelle Kooperation gibt – Energielieferungen, Antiterrorismus – gar keine Frage. Aber wie Kollege Fleckenstein gesagt hat: Wo sind die gemeinsamen Werte, wo sind die gemeinsamen Ziele, die man für eine strategische Partnerschaft braucht? Die gibt es ganz sicher nicht.

Das Vorgehen der Russen in Sachen Ukraine zeigt das ganz deutlich. Das bedeutet, wir müssen einfach nüchtern an diese Frage herangehen, wir müssen nüchtern mit den Russen reden. Wir müssen nüchtern den Status quo so gestalten. Wir können der Ukraine jetzt keine Mitgliedschaft anbieten. Wir müssen nüchtern eine friedliche Koexistenz organisieren, einen Status quo erhalten, von dem alle etwas haben.

Wir brauchen Partnerschaft in der Außenpolitik, wir brauchen eine Förderung der Menschenrechte in der Innenpolitik, wir brauchen wirtschaftliche Kooperation. Diese Ziele können irgendwann einmal eine strategische Partnerschaft ausmachen, aber heute sind wir garantiert noch nicht an diesem Punkt.

Russland ist im Kern eine Status-quo-Macht, die alle Konflikte – Transnistrien, Abchasien usw. – am Laufen halten will. Jetzt hat es mit der Ukraine einen weiteren Konflikt gegeben. Wir wollen euroatlantische Integration. Das funktioniert nicht. Wir können das nur durch nüchternen Dialog und eine ganz klare Sicht der Dinge auflösen.

W przedłożonej przez naszą Grupę Europejskich Konserwatystów i Reformatorów rezolucji dotyczącej niedawnego szczytu Unia-Rosja w punkcie 1. odnotowujemy, że szczyt ten został zredukowany, co symbolizuje obecne wyzwanie we współpracy Unia-Rosja. Szczyt istotnie był bardzo krótki i chłodny ze względu na zablokowanie przez Rosję przystąpienia Ukrainy do Partnerstwa Wschodniego. Unia próbuje przejść do kontrofensywy, ale cały czas w natarciu widzimy prezydenta Rosji. Zaraz po szczycie Rosja zapowiedziała wstrzymanie importu wieprzowiny z całej Unii Europejskiej. Chciałbym zapytać Pana Komisarza i Panią Wysoką Komisarz Ashton, jak zamierza zareagować cała Unia Europejska? Do tej pory bowiem wykazywała się biernością, której skutkiem są obecne wydarzenia na Ukrainie.

  Gunnar Hökmark (PPE). - Madam President, first of all, Russia needs to open up its archives, including in relation to Raoul Wallenberg, because that also means opening up an important part of European history.

Secondly, Russia will never be able to play its full role in Europe, and as a European partner, unless it acts as a partner, instead of threatening its neighbours. This will mean limiting its own opportunities to act in Europe but also deriving benefit from the dependence we have. Dependence must not be seen as something negative: it is an opportunity in relation to trade, the free flow of knowledge, management knowledge, and all those things that come under the heading of cooperation.

In order to achieve anything, we must be very firm: Russia needs to accept its neighbours’ sovereignty. It needs to accept its citizens’ right to freedom and democracy, and it needs to accept that, in order to be a partner, it has to act as a partner.

I think that Russia must accept all the rules of the World Trade Organisation and must also be open-minded regarding its energy policy. So long as Russia uses its energy policy as a means to influence other countries and other nations, and to undermine democracy in those nations, it will not derive the full benefit of the resources that it has, or the full benefit of the resources we have in Europe. Russia must respect fundamental rules regarding the economy and stop boycotting, or imposing sanctions on, other countries.

Ja też popieram bojkot polityczny Soczi, natomiast zaskoczyło mnie to, czym Pan to argumentuje. Dzisiaj rano, kiedy moja grupa polityczna krytykowała jedną z pań przewodniczących za to, jak prowadzi obrady, Pan podniósł absurdalny argument, że krytykujemy ją dlatego, że jest kobietą. Dzisiaj mówi Pan tylko o prawach homoseksualistów i lesbijek. Czy jest Pan w stanie mówić o czymś innym oprócz spraw seksu i uznać, że są inne sprawy równie ważne?

  Janusz Wojciechowski (ECR). - Pani Przewodnicząca! W stosunkach Unia Europejska-Rosja nie możemy zapominać o tym, co stało się 10 kwietnia 2010 r. w Smoleńsku. W katastrofie lotniczej zginął tam prezydent Polski Lech Kaczyński i 95 innych osób, wśród nich wielu ważnych funkcjonariuszy państwa polskiego. Przyczyny katastrofy, mimo upływu prawie czterech lat, nie zostały wyjaśnione. Trwa śledztwo. Władze rosyjskie, mimo wielokrotnych prób i apeli strony polskiej, odmawiają oddania Polsce stanowiących jej własność czarnych skrzynek z zapisami lotu oraz wraku samolotu, a są to kluczowe dowody dla wyjaśnienia przyczyn katastrofy. Trudno pojąć, z jakich powodów władze Rosji przetrzymują czarne skrzynki i wrak, choć miały prawie cztery lata na gruntowne ich zbadanie.

Uważam, że Unia Europejska powinna stanowczo zażądać, by wrak samolotu i czarne skrzynki zostały niezwłocznie zwrócone Polsce przez władze rosyjskie jako polska własność, a przede wszystkim jako kluczowe dowody dla wyjaśnienia tragedii smoleńskiej, której przyczyny i okoliczności nadal osnute są tajemnicą.

  Μαριέττα Γιαννάκου (PPE). - Κυρία Πρόεδρε, είναι βέβαιο ότι οι σχέσεις της Ευρωπαϊκής Ένωσης με τη Ρωσία δεν βαίνουν καλώς. Και δεν φαίνεται κάτι τέτοιο μόνο από την τρίωρη συνάντηση, η οποία ήταν ελάχιστη. Όλοι γνωρίζουμε τα προβλήματα που υπάρχουν στον τομέα των ανθρωπίνων και ατομικών δικαιωμάτων αλλά και στην πρόσφατη ιστορία, καθώς και τη θεωρία που φαίνεται να ισχύει, σύμφωνα με την οποία «αν δεν είστε μαζί μου είστε εναντίον μου». Ας ασχοληθούμε όμως με την Ευρώπη. Νομίζω ότι περιμένουμε περισσότερα από τη δική μας πλευρά. Έχει μεγαλύτερη διάρκεια η ιστορία της δημοκρατίας μας και είναι πιο σίγουρος ο τρόπος με τον οποίο συνεργαζόμαστε εμείς. Από την άλλη πλευρά υπάρχουν φόβοι, και στη Ρωσία και στις άλλες χώρες. Πρέπει να προσπαθήσουμε περισσότερο. Αν θεωρούμε αποδεκτό το γεγονός να συνεργάζονται οι Ηνωμένες Πολιτείες, ως γενικός εκπρόσωπος της Δύσης, με τη Ρωσία ή να κάνουν το ίδιο μεγάλες χώρες της Ευρώπης, όπως είναι η Γερμανία, τότε για ποια πολιτική Ευρωπαϊκής Ένωσης μιλούμε; Αν θέλουμε πολιτική Ευρωπαϊκής Ένωσης που θα μετράει στη Ρωσία και θα υποχρεώνει τη Ρωσία να την λαμβάνει υπόψη της, τότε αυτή πρέπει να είναι η πολιτική της Ένωσης και όχι η πολιτική των κρατών μελών.

  Csaba Sándor Tabajdi (S&D). - Tisztelt Képviselőtársaim! Kampány van Európában, de jó lenne elkerülni, hogy elveszítsük a realitásérzékünket. Jó lenne, ha reálisan látnánk az Európai Unió valós mozgásterét. Értelmetlen lenne egy új hidegháborút kezdeni Oroszországgal. Minden kritikával egyetértek, ami itt elhangzott. De az EU jövőjét nem lehet Oroszországgal szemben alakítani. Nem hagyhatjuk figyelmen kívül a geopolitikai realitásokat. A reális, fenntartható és kölcsönösen előnyös stratégiai kapcsolatnak, amit Lambsdorff úr is, meg Brok úr is nagyon helytelenül itt elvitatott, nincs alternatívája. Ukrajna esetében – a sok szöveg helyett, ami itt van – végre le kellene ülni az Unió vezetőinek Oroszországgal, az ukrán kormány és az ellenzéki pártok bevonásával, mert amíg mi itt beszélgetünk, szétesik egy 60 milliós ország az Európai Unió közelében – és ez a mi igazi felelősségünk!

  Francisco José Millán Mon (PPE). - Señora Presidenta, me alegro de que se haya celebrado la Cumbre UE-Rusia. Pese a las discrepancias, la Unión Europea no puede ignorar a un vecino tan relevante con el que tiene una relación económica, comercial y energética tan estrecha, si bien no exenta de problemas. Rusia es, además, un relevante actor global.

Un resultado de la Cumbre es la puesta en marcha de un grupo de trabajo sobre los acuerdos de asociación que propone la Unión Europea en el marco de la Asocación Oriental y la unión aduanera que promueve Rusia. Pero hablar sobre estos países vecinos no puede ser un diálogo sobre anacrónicas esferas de influencia. Se trata, en primer lugar, de respetar la soberanía de esos países. No podemos crear nuevas divisiones en el continente.

Espero, por otra parte, que en los próximos meses se produzca algún avance en la negociación del nuevo Acuerdo de Asociación bilateral, si bien, al menos, la Cumbre ha servido para reforzar nuestra cooperación en materia antiterrorista.

Señorías, a largo plazo la relación de la Unión Europea con Rusia debiera ser una auténtica relación de asociación. En el mundo global, multipolar y de ascenso de los países asiáticos Rusia debiera encontrar amplios terrenos de cooperación con la Unión Europea y también con los socios transatlánticos basándose en valores y objetivos comunes, pero me temo que estamos todavía muy lejos de ese futuro que debiera ser una razón para unirnos.

  Jacek Saryusz-Wolski (PPE). - Madam President, the European Union and Russia found themselves on a collision course when Russia suddenly questioned the Eastern Partnership programme of the Union, which added to already heavily self-conflicting bilateral issues. Russia cannot act against the EU, against EU values and, at the same time, take advantage of its strategic partnership status. The question has to be raised as to whether it is still a strategic partnership, because there are no common values, nor common goals.

The summit was a kind of dialogue of the deaf. Russian summits have been held under the shadow of the unacceptable and shameful pressure exerted by Russia on Ukraine to deter it from entering into an association with the European Union. The last months have shown that Russia has a clear negative stance on the Eastern Partnership and on Ukraine’s European choice. Russia must refrain from interfering in the internal affairs of sovereign Ukraine and applying political and economic coercion, in breach of the Helsinki Final Act and in breach of the 1994 Budapest Memorandum concerning Ukraine’s security and the denuclearisation of Ukraine. We should work towards such a solution, because if we do not, the spirit of the Sochi games – which should be peace, dialogue and reconciliation – could be spoiled.

  Sławomir Nitras (PPE). - Pani Przewodnicząca! Trudno ocenić pozytywnie efekt ostatniego szczytu Unia-Rosja. Nie można pozbyć się poczucia fasadowości ram współpracy zwanej strategiczną. Zdecydowanie nie podzielam zdania przewodniczącego Barroso, który był łaskaw stwierdzić, że relacje Unia-Rosja rozwijają się w spektakularnym tempie.

Moje głębokie zdumienie budzi abstrakcyjność tego szczytu. Nie dotknął on żadnych realnych problemów, których przecież nie brakuje: dwustronne umowy w sprawie budowy gazociągu South Stream, tworzenie agresywnej unii celnej, niezgodnie z zasadami WTO, ograniczanie dostępności do gazociągu Opal, jawnie łamiąc prawo europejskie, nakładanie dodatkowych opłat administracyjnych na europejskie ciężarówki. Najnowszy przykład to kolejne embargo, tym razem na import wieprzowiny z Unii. Zresztą kolejne w nie tak długim czasie. Przypomnę tylko, że w ciągu ostatniego pół roku Rosja zastosowała zakaz importu żywych krów, świń, słodyczy i produktów mlecznych. Protekcjonistyczne manewry Rosji rozpatrywać należy raczej w kategoriach wojny handlowej, a nie budowania przyjaznych stosunków.

Nie brakuje nam instrumentów odziaływania na Rosję. Natomiast mam wrażenie, że trochę brakuje nam odwagi w ich stosowaniu. Charakterystyczne, że podczas szczytu bez reakcji pozostawiono nawet wypowiedź prezydenta Putina, że Rosja nie może zaakceptować zaangażowania Unii na Ukrainie, ponieważ sama nie wysyłała swoich przedstawicieli na wiece polityczne w pogrążonej w kryzysie Grecji i na Cyprze. Uważam, że najwyższy czas na zadanie sobie pytania, czym ma być w przyszłości strategiczne partnerstwo Unia-Rosja, a nie kontynuowanie gry pozorów.

  Надежда Нейнски (PPE). - Г-жо Председател, уважаеми дами и г-да, уважаеми г-н Комисар, срещата на върха между Европейския съюз и Русия изпрати едно важно послание, а именно, че нашите взаимоотношения и интереси, както каза и Председателят на Европейската комисия Барозу, са твърде важни, за да не обръщаме внимание на нашите различия, а тези различия най-общо се свеждат до необходимостта от зачитане на принципа на върховенството на закона и фундаменталните човешки свободи.

Стратегическото партньорство между Европейския съюз и Русия трябва да изключи манталитета на блоковото мислене и трябва да зачита правото на партньорите да бъдат свободни да избират пътя си.

За България, като страна членка на Европейския съюз, е от ключово значение прилагането на Общата европейска енергийна политика, която ще отнеме възможността Русия да упражнява икономически и политически натиск посредством енергийните проекти.

В тази Обща европейска енергийна политика България вижда важен инструмент за гарантиране на националните си интереси и същевременно възможност за освобождаването на двустранните ѝ отношения с Русия от исторически наслоявания.

  Davor Ivo Stier (PPE). - Gospođo predsjednice, odnosi s Rusijom doista su uvijek bili, i tako će i ostati, ključni za sigurnost Europe. Sama činjenica da je Europska unija prvi trgovinski partner Rusije, da je Rusija naš treći trgovinski partner, ukazuje na to, kao što ukazuju i druga područja, na primjer borba protiv terorizma, ili kao što je bio slučaj u jugoistočnoj Europi, gdje su po prvi puta i ruske postrojbe i postrojbe naših oružanih snaga iz Europe u okrilju NATO-a zajedno radile. Međutim, ponašanje Moskve u slučaju Ukrajine isto tako je pokazalo da je Rusija spremna svoju poziciju jačati na štetu europskih interesa, ali prvenstveno na štetu suverenosti jedne države kao što je Ukrajina da sama može odlučiti kojim će putem ići. I zato rješenje jest u jednoj zajedničkoj europskoj politici, a ne da se dijelimo u odnosima prema Moskvi.

  Tunne Kelam (PPE). - Madam President, I would like to remind you of what Elmar Brok has stated, which is that as long as Member States fail to take a common approach we will not have a successful Russia policy. Ukrainian developments have caused us to see that Kremlin leaders view the EU as a strategic rival, an opponent and a serious threat to any post-Soviet regime of authoritarian leaders, corruption and lawlessness. Hence Russia’s strategic goal has been to weaken and split the EU, practically denying its basic values.

Sadly, EU and Russian relations are not currently based on shared values. To solve the Ukrainian crisis in a positive way, the EU should first apply conditionality in relations with Russia. We cannot be satisfied with giving strong messages. The least one can do is to activate the Magnitsky List, which would freeze the visas and assets of those responsible for repression and corruption. The European Parliament has supported this, and it is vital for the Council to follow suit urgently.

  Eduard Kukan (PPE) - Zajtra začína olympiáda v Soči – dobrý to moment hovoriť dnes o bilaterálnych vzťahoch a situácii v Rusku. Nemôžeme ukrývať to, že naše vzťahy s Ruskom sú minimálne naštrbené. Odzrkadľujú správanie sa Ruska vo vnútri krajiny a takisto vo svojom okolí. Ľahkovážny vzťah režimu k ľudským a menšinovým právam je odsúdeniahodný. Vonkajší tlak Moskvy na štáty vo svojom okolí a susedstve je neprijateľný a pripomína niečo ako novodobý kolonializmus, ako to už dnes povedali viacerí rečníci.

Výstupy minulotýždňového samitu neboli ničím prekvapivé. Sme síce strategickí partneri, ale máme odlišné názory na mnohé zásadné veci. Medzi ne patrí dodržiavanie ľudských práv, ako aj situácia na Ukrajine.

Naša pozornosť a reakcie na dianie v Rusku by nemali byť odvrátené zimnými olympijskými hrami. Naopak, toto je práve správny okamih, v ktorom na udalosti v Rusku musíme aktívnejšie upozorňovať.

  Paul Rübig (PPE). - Frau Präsidentin, sehr geehrter Herr Ratspräsident! Es ist Zeit, die Stärken der Europäischen Union auszuspielen. Die bestehen ganz einfach darin, miteinander zu reden. Es geht darum, miteinander zu verhandeln und eine Win-win-Situation herzustellen. Das ist gerade in Bezug auf Russland heute ganz besonders notwendig. Wir haben gesehen, dass wir international mit Sanktionen eigentlich nicht sehr viel ausrichten, da das in erster Linie immer die arme Bevölkerung trifft, sondern dass gute wirtschaftliche, politische und sportliche Beziehungen immer für beide Seiten von Nutzen sind.

Deshalb bin ich auch der Meinung, dass die Beziehungen zu Russland und Iran für uns von besonderer Bedeutung sind und Sanktionen eigentlich ein Regime stärken, das es auf Konfrontation anlegt. Wir Europäer sollten eigentlich mit positivem Beispiel vorangehen und nicht Sanktionen, sondern das Reden in den Mittelpunkt stellen.

  Katarína Neveďalová (S&D) - Myslím si, že dnes, ako to počúvam, nikto z nás nespochybňuje, že potrebujeme naozaj partnerstvo s Ruskou federáciou a také partnerstvo, ktoré naozaj bude založené na vzájomnej dôvere.

Ja nespochybňujem fakt, že možno ruská strana nie vždy dodržiava všetky podmienky, ktoré sme si stanovili spoločne. Ale nie je to tak trošku aj z našej strany chyba, ktorú my sami robíme takou našou aroganciou a presvedčením o tom, že my to robíme správne? Jednoducho my s Ruskou federáciou musíme spolupracovať.

Ja som bola v Moskve práve deň po ukončení samitu, ktorý bol taký krátky, a môžem vám povedať, že každý z nás má naozaj ten svoj pohľad na to, čo sa stalo. Také naše z môjho pohľadu detinské ukončenie tohto samitu trošku predčasne bolo veľmi úsmevne vnímané z ruskej strany. Síce sa nám skončila studená vojna vo svete, ale mám občas taký pocit, že nám prichádza doba ľadová a tieto naše vzťahy sa nám stále viac a viac ochladzujú.

Takže naozaj je potrebné niečo robiť. Možno na margo olympiády v Soči, ktorú tu často kolegovia dnes spomínajú, si myslím, že je to o športe a nie o politike. A naozaj je to o tom obetovaní ľudí, ktorí roky drú na to, aby sa na olympiáde mohli zúčastniť. A to, že my teraz povieme, že sa nezúčastníme a budeme bojkotovať túto olympiádu, ničomu nepomáha a naozaj je to zneváženie tohto úsilia ľudí, ktorí naozaj na sebe makali, aby mohli prezentovať svoju krajinu.

  Tarja Cronberg (Verts/ALE). - Madam President, a Europe without divisions calls for both Russia and the EU, but strategic partnership has, in a way, become strategic patience. While the relationship is not working on a state level, we should not forget civil society. I know the problems with civil society in Russia, but if we want to work for a stable strategic partnership in the future, then we have to work with the young people – with the citizens – of Russia and actually activate all kinds of youth exchanges and student exchanges in order to build for this partnership in the future. The EU has the instruments for this.

  Struan Stevenson (ECR). - Madam President, President Vladimir Putin appeared on global television this morning cuddling a leopard cub, trying to portray the image of himself as some sort of animal lover. Meanwhile, on the streets of Sochi, thousands of stray dogs are being shot this week. He knows that. The blood of these helpless animals will stain the snows of the Winter Olympics. He is not only presiding over the abuse of human rights, he is presiding over the abuse of animal rights, and if he wants further integration and further cooperation with the EU he should recognise that in the Lisbon Treaty we hold animal rights very dear indeed.

  Paul Murphy (GUE/NGL). - Madam President, no matter how spectacular the ceremonies or how memorable the events, the Winter Olympic Games in Sochi will be remembered as being built on discrimination, on exploitation and on homophobia.

The comment by Putin that lesbian, gay, bisexual and transgender (LGBT) people attending could feel comfortable as long as they leave the children alone are a testament to the climate of hate that exists: to an environment where promoting homosexuality is a criminal offence and where criminal gangs can kidnap and violently assault LGBT people with impunity. That goes together with the brutal exploitation of tens of thousands of migrant workers by thugs who fail to pay wages, confiscate passports and have forced people to work up to 12 hours a day, with only one day off a month. It also goes together with the forced evictions of families to make way for the Olympic infrastructure.

For millions around the world, the image of Tommie Smith and John Carlos raising a defiant Black Power salute at the 1968 Games is iconic. It is the duty of activists around the world to make sure that any similar acts of defiance are known worldwide.

  Adrian Severin (NI). - Madam President, the EU policy towards Russia is rather schizophrenic. The EU deliberately ignores its strategic contest with Russia, and is willing to avoid confrontation, but refuses to recognise Russia’s specific political traditions. The EU admits that Russia is a strategic partner on whom European security depends, but constantly worsens its relations with Russia by criticising its geopolitical identity.

The EU feels that Russia has strong competitive advantages, but does not mobilise its resources to balance them. The EU should not negotiate with Russia as to the fate of third countries, delimit spheres of influence or promote bloc policies. Nevertheless, the EU and Russia should harmonise their policies while showing respect for their respective interests and the freedom of their common neighbours.

The policies of the EU must be defined in accordance not only with its values but also with its strategic interest and with balance of power realities. Moral values alone will never succeed. A European perspective alone will never prevail. We will win only if values and material power are associated: if we put our money where our mouth is. Power is something that Russia will understand and respect.

  Štefan Füle, Member of the Commission. - Madam President, I was just thinking how it would look if I attempted to operationalise what I have just heard. However, I will begin by addressing two important points that the honourable Members have raised. The first concerns the working group on which the leaders agreed during the summit, creating a bilateral group to look at the effects of association agreements/deep and comprehensive free trade agreements (DCFTAs) on Russian economic and trade interests.

Let me make a couple of points. Firstly, this is definitely not a case of talking to the Russians over the heads of our partners – about them, without them. It is not about that. This is a general discussion; it is not a discussion about a specific association with a specific partner country. What we intend to discuss are the Russian concerns that have been expressed, which I can summarise briefly.

The first is that, as a result of an association agreement/DCFTA, EU products would flood the markets of a partner country and that the partner country, having a free trade agreement with Russia and the Customs Union, would start to flood the market of the Russian Federation and the Customs Union. The second concern referred to by the Russian representatives is a scenario in which, allegedly, we would use our partner’s market to re-export EU products to the Russian market and that of the Customs Union. Our expert will be ready to tackle and explain these issues in the context of bilateral relationships. Let me also make it absolutely clear that we have informed our partners about the summit and we will keep them informed about the general consultations.

Concerning European Union pork exports to Russia, let me also make it clear that we took action to talk to Russian veterinarians and called for an urgent meeting this week. You might have seen the statement by my colleague, Health Commissioner Borg, last Friday.

The irony is that the African swine fever originated in non-EU territory. It developed in Belarus before spreading to Lithuania. We took measures to locate the disease precisely in certain regions of Lithuania. We applied so-called regionalisation in accordance with the respective WTO sanitary and phytosanitary (SPS) rules. However, Russia took a decision to ban pork not only from that region but also from the whole European Union. This is clearly disproportionate, with huge consequences for our industry: pork accounts for 25% of our total export volume. If no solution is found, then we will call for WTO consultation.

It remains to be seen what lessons Russia will draw now, both from events in Ukraine and from the European Union’s clear stance expressed at this summit. We insist that cooperation should be built on the principle of respect for everyone’s sovereign decisions, and for democratic societies and open economies. Russia has a strong interest in cooperation with the European Union. Russia needs European Union investment and technology, and the European Union remains interested in supporting Russia’s modernisation. We have a strong interest in a modern, successful, and democratic Russia.

Both our European Union-Russia Partnership for Modernisation, and the Eastern Partnership can make important contributions in this regard. The summit discussed our joint vision for a Common Economic Space from Lisbon to Vladivostok. The European Union made it clear that it would be premature to start negotiations on this now. What we need first is a new agreement between the EU and Russia, better compliance with WTO rules and other important commitments, and constructive cooperation in our common neighbourhood. Only on this basis will the European Union be ready to go further and develop a strong and deep partnership with Russia. This should be a partnership based on mutual trust and on respect for bilateral and international commitments.

  Ευάγγελος Βενιζέλος, Ασκών την Προεδρία του Συμβουλίου. - Κύριε Πρόεδρε, άκουσα με προσοχή τις πολύ σημαντικές παρεμβάσεις των αξιότιμων μελών του Ευρωπαϊκού Κοινοβουλίου και πρέπει να τονίσω ότι σέβομαι και σεβόμαστε ως Προεδρία απολύτως όλες τις ευαισθησίες, ευαισθησίες εθνικές, ιστορικές, γεωγραφικές, αλλά και ευαισθησίες ιδεολογικές.

Ήταν πολύ εποικοδομητική και επιβοηθητική η συζήτηση μετά την εμπειρία της πρόσφατης Συνόδου Κορυφής, την οποία σας περιγράψαμε και ο Επίτροπος, ο κ. Füle, και εγώ. Συμφωνούμε ως Προεδρία με όλους εκείνους που θεωρούν ότι ως Ευρωπαϊκή Ένωση έχουμε μόνο μία επιλογή, τη διαμόρφωση εποικοδομητικών σχέσεων με τη Ρωσία. Η Ρωσία δεν είναι ούτε εύκολος, ούτε απλός εταίρος, αλλά είναι αναγκαίος και κρίσιμος εταίρος.

Νέες διαχωριστικές γραμμές και νέες σφαίρες επιρροής στην Ευρώπη πρέπει οπωσδήποτε να αποφευχθούν. Θα ήμασταν απολύτως ανιστόρητοι αν αφήναμε να εξελιχθούν τα πράγματα προς διλημματικές ή διχαστικές καταστάσεις. Αυτό θα ήταν αντίθετο προς τα συμφέροντα και της Ευρώπης και της Ρωσίας. Η βελτίωση των σχέσεων Ευρώπης - Ρωσίας θα αποβεί πολλαπλά επωφελής.

Δεν είναι μόνο το εμπόριο και οι επενδύσεις· αυτές είναι σίγουρα θεμελιώδεις σχέσεις, οι οποίες επηρεάζουν και τις πολιτικές μας κατευθύνσεις. Συνεπώς τα εμπόδια στις εμπορικές συναλλαγές πρέπει να καταργηθούν. Πρέπει να αυξηθεί –ούτως ή άλλως αυξάνεται– το διμερές εμπόριο. Υπάρχει μια θετική προοπτική. Υπάρχει προοπτική αμοιβαίων επενδύσεων. Πρέπει όλα αυτά να τα αξιοποιήσουμε, εφόσον το μεγάλο ευρωπαϊκό πρόταγμα είναι η ανάπτυξη και η δημιουργία θέσεων απασχόλησης.

Υπάρχουν όμως και τα πολιτικά ζητήματα. Δεν μπορούμε να κάνουμε μια συζήτηση για τη Σύνοδο Κορυφής και για την εταιρική σχέση Ευρωπαϊκής Ένωσης - Ρωσίας και να ξεχνάμε τα όσα έχουμε πει σε προηγούμενες συζητήσεις, ακόμα και σήμερα, στην Ολομέλεια του Ευρωπαϊκού Κοινοβουλίου, για το πόσο κρίσιμη και αναγκαία είναι η συνεργασία Ευρωπαϊκής Ένωσης και Ρωσίας για την εξέλιξη στη Συρία, για την εξέλιξη στο Ιράν και την επίτευξη μιας οριστικής συμφωνίας για τον έλεγχο του πυρηνικού προγράμματος. Είναι προφανές ότι όταν ασχολούμαστε με την εταιρική σχέση Ευρωπαϊκής Ένωσης - Ρωσίας συνυπολογίζουμε το πώς εξελίσσεται η σχέση Ηνωμένων Πολιτειών της Αμερικής και Ρωσίας. Όταν συζητούμε για τη σχέση Ευρωπαϊκής Ένωσης - Ρωσίας, σίγουρα συνυπολογίζουμε το πώς εξελίσσεται η σχέση ΝΑΤΟ - Ρωσίας και το Συμβούλιο ΝΑΤΟ - Ρωσίας.

Για να αξιοποιήσω μια παρατήρηση που έκανε η κ. Γιαννάκου προηγουμένως: πράγματι πρέπει να βρούμε ποια είναι η υπεραξία της ευρωπαϊκής πολιτικής σε σχέση με τη Ρωσία. Προσωπικά μιλώντας, έχω πολύ συχνά την εντύπωση ότι η πολιτική της Ευρωπαϊκής Ένωσης σε σχέση με τη Ρωσία είναι πολλές φορές μικρότερη από το άθροισμα των πολιτικών σχέσεων που έχουν τα επιμέρους κράτη μέλη διμερώς με τη Ρωσία. Χρειαζόμαστε μια ευρωπαϊκή υπεραξία, κάτι παραπάνω από το άθροισμα των διμερών σχέσεων με τη Ρωσία, και αυτό φαίνεται καθαρά σε πολλούς τομείς· νομίζω το πιο χαρακτηριστικό παράδειγμα είναι ο τομέας της ενέργειας. Είχαμε την ευκαιρία στην Επιτροπή Εξωτερικών Υποθέσεων, στην AFET, να συζητήσουμε πιο αναλυτικά για το ζήτημα αυτό. Έχουμε μπροστά μας ορισμένα εργαλεία που πρέπει να αξιοποιήσουμε: Πέρα από την εντατικοποίηση των εμπορικών συναλλαγών είναι η σύναψη μιας πιο φιλόδοξης ολοκληρωμένης νέας συμφωνίας. Υπάρχει πάντα το ζήτημα της διευκόλυνσης των θεωρήσεων εισόδου, κάτι που αφορά ιδιαίτερα τους τουριστικούς προορισμούς στην Ευρώπη, και τελικά την απελευθέρωση των θεωρήσεων μόλις οι συνθήκες το επιτρέψουν. Πρέπει να πετύχουμε πρόοδο στα θέματα αυτά, έχοντας φυσικά πάντα υπόψη μας το στρατηγικό πλαίσιο των σχέσεών μας. Πρέπει να αφιερώσουμε πολλές ώρες συζήτησης και στο Συμβούλιο και στο Κοινοβούλιο για το στρατηγικό πλαίσιο και τις ισορροπίες και πιστεύω ότι η συζήτηση αυτή ήδη έχει βοηθήσει πάρα πολύ στο να καταγραφούν εξαιρετικά χρήσιμες απόψεις που σημείωσα για να μεταφέρω στο Συμβούλιο, το οποίο θα συζητήσει πολύ σύντομα ξανά για τις σχέσεις Ευρωπαϊκής Ένωσης - Ρωσίας.

  Krzysztof Lisek (PPE), na piśmie. Polityka Rosji wobec krajów Partnerstwa Wschodniego jest absolutnie niedopuszczalna. Musimy ostro zaprotestować przeciwko rosyjskiemu okupowaniu terenów Osetii Południowej i Abchazji. Nie zgadzamy się na przesuwanie granic i budowanie infrastruktury granicznej oraz, pod pretekstem igrzysk olimpijskich w Soczi, dzielenie Abchazji na różne strefy bezpieczeństwa. Powinniśmy bronić stanowiska, że regiony Osetii Południowej i Abchazji są integralną częścią Gruzji, a Rosja łamie normy prawa międzynarodowego oraz porozumienie z 2008 roku. Trudno wyobrazić sobie partnerstwo UE-Rosja, jeśli Kreml nie zaprzestanie wywierania politycznej i gospodarczej presji i traktowania krajów byłego ZSRR jako swojej strefy wpływów.

  Cristian Dan Preda (PPE), în scris. – Violența de pe străzile Kievului e în mare parte opera lui Putin. La summitul UE-Rusia de săptămâna trecută, liderul de la Kremlin a făcut o comparație între manifestațiile din Ucraina și cele din Grecia. Diferența pe care liderii europeni ar fi trebuit să o sublinieze este că în UE protestele de stradă sunt libere, iar manifestanții nu sunt agresați cu bestialitate de poliție.

Degeaba liderii europeni repetă că apropierea de UE a vecinilor noștri din Parteneriatul estic nu exclude bunele relații cu Rusia. Moscova nu e de acord și a avut grijă să transmită mesajul prin presiuni diplomatice, embargouri și alte forme de șantaj economic (precum mărirea prețului energiei exportate). Iată de ce Armenia și Ucraina au renunțat la acordurile de asociere! Probabil că, după terminarea Jocurilor Olimpice de la Soci, acest gen de presiune va fi întețită în ceea ce privește Moldova și Georgia. Presiunile separatiste la care asistăm în Transnistria sau în Găgăuzia sunt și ele opera Rusiei, strategia adoptată fiind cea din Georgia, care a culminat cu războiul din 2008. Dacă vrem să ne sprijinim vecinii estici, trebuie să vorbim cu o singură voce cu Rusia și să nu ne sfiim să-i spunem: stop!
