  Lívia Járóka (PPE), in writing. - I would like to welcome this report and the achievements of the Committee in raising the programmeʼs budget to EUR[nbsp ]3.5 billion and extending its scope to cover the most deprived people in general. The EUʼs most vulnerable citizens facing serious poverty are often unable to access appropriate quantities and quality of food, and the economic crisis and subsequent rising food prices have also had a serious negative impact on food security. I also welcome the fact that priority will be given to local and regional products, with a view in particular to reducing food waste at every stage of the distribution chain. The Fundʼs effectiveness must be ensured, in particular through monitoring, reporting and evaluation. Hopefully the Fund will promote social cohesion, enhance social inclusion, reduce poverty and contribute to the sustainable eradication of food poverty. However the programme cannot, of course, be viewed as a substitute for EU and national policies aiming to reduce and eliminate poverty, but may make a vital contribution to improving quality of life for those, such as children or the long-term unemployed, who cannot benefit from other programmes and the ESF in particular.
