  Marian-Jean Marinescu, Raportor. - Doamnă președinte, aproximativ 26[nbsp ]000 zboruri pe zi, 600 de milioane pasageri în fiecare an, peste 500[nbsp ]000 de locuri de muncă în companiile aeriene, în aer și la sol, mai puțin de 100[nbsp ]000 de locuri de muncă în controlul de trafic și în administrație, aeroporturi congestionate, rute încă complicate, în special, din cauza controlului de trafic bazat pe granițe naționale, monopol al statelor membre pe controlul de trafic, ultimul rămas în Uniune.

Aceasta este o scurtă prezentare a transportului aerian în Europa.

Când elaborezi o reglementare legislativă, trebuie să ții cont de toți actorii implicați în domeniul respectiv: oameni, companii, administrație.

În cazul de față, beneficiul ar fi o arhitectură a spațiului aerian bazată pe eficiența activității și nu pe granițe și rute de zbor și, bineînțeles, rute de zbor directe. Care ar fi rezultatul? Cel mai important: 15 minute de zbor mai puțin la un zbor mediu de 2 ore. Consecințe: confort pentru pasageri, mai puțin combustibil ars, emisii de dioxid de carbon mai puține, costuri mai mici, prețuri mai mici.

Asta a încercat să realizeze conceptul Single European Sky prin SES[nbsp ]I, SES[nbsp ]II, SESII+ și, bineînțeles, prin SESAR. Implementarea regulamentelor menționate a adus îmbunătățiri activității în domeniu: schema de performanță, organismul de evaluare a performanței, managerul de rețea. Securitatea zborurilor nu a fost afectată, întârzierile s-au diminuat, dar costurile plătite de companiile aeriene și implicit de pasageri nu au scăzut.

Nu există progres în ceea ce privește remodelarea spațiului aerian, nu există niciun FAB operațional, iar progresul în ceea ce privește rutele directe este insuficient. Motivele sunt de natură politică și socială. Administrațiile și sindicatele din statele membre se împotrivesc din motive diferite: privilegii și teama nefondată de a pierde locul de muncă.

Uniunea a investit sume importante în SESAR, viitorul sistem pentru controlul de trafic. Industria a făcut de asemenea investiții în noua tehnologie. Primele rezultate pot fi puse deja în practică. Ar fi păcat ca implementarea să se facă pe actuala arhitectură a spațiului aerian. Ar fi o pierdere nejustificată financiară, considerabilă, bani publici, și nu ar aduce beneficiile scontate pentru pasageri.

Regulamentul SESII+ face propuneri în acest sens. O implementare coordonată de un manager, o distribuție teritorială bazată pe eficiența serviciului prestat, posibilitatea de a reorganiza spațiul aerian, independența managerului de rețea, a organismului de evaluare a performanței și a autorităților de reglementare naționale, eficientizarea furnizării serviciilor suport și o schemă de performanță aprobată de Performance Review Body. Motivul principal invocat de opozanții regulamentului, separarea obligatorie a serviciilor suport, a fost eliminat de votul din Comisia pentru transport. S-a introdus o procedură utilizată deja de prestatorii de servicii: evaluarea mai multor oferte.

Nu văd nimic rău în aceste propuneri. Dimpotrivă, eu văd numai măsuri care ar duce la o activitate eficientă, în beneficiul tuturor, dar mai ales al celor pentru care este livrat acest serviciu, al pasagerilor.

Nu aceeași părere au statele membre, sau mai bine zis administrațiile din statele membre. În toate discuțiile purtate, subiectul nu a fost pasagerul, ci funcționarul și lucrătorii de la sol. Eu cred că un serviciu trebuie modelat pentru beneficiar și, în acest caz, este pasagerul cel care trebuie să beneficieze de siguranță, confort și un preț corect.

Îmi pare extrem de rău ca două președinții rotative, Lituania și Grecia, nu au fost capabile să înceapă discuțiile în Consiliu. Pentru mine, această situație arată că statele membre știu că dacă se discută, se ajunge la un acord. De ce? Pentru că nu există argumente solide, reale împotriva prevederilor SESII+.

  David-Maria Sassoli, relatore. - Signora Presidente, onorevoli colleghi, ringrazio innanzitutto i colleghi shadow per aver collaborato in maniera molto costruttiva nella redazione di questo testo: il regolamento su aeroporti, gestione del traffico aereo e servizi di navigazione aerea e il cielo unico europeo fanno parte, come sapete, di un pacchetto presentato a giugno dalla Commissione europea.

L'obiettivo è quello di migliorare l'efficienza complessiva dell'organizzazione e gestione dello spazio aereo mediante una riforma del settore della fornitura di servizi di navigazione. Il testo sul cielo unico europeo, molto complesso vista la ricaduta che avrà sui vari Stati membri, è molto ampio e affronta le questioni più controverse, in particolare, primo, la scarsa efficienza nella fornitura di servizi di navigazione aerea; secondo, la frammentazione dei sistemi di gestione del traffico aereo.

Il regolamento di cui sono relatore affronta la questione legata alla sicurezza aerea e alle competenze dell'Agenzia europea per la sicurezza. L'obiettivo è stabilire e mantenere un livello elevato e uniforme della sicurezza dell'aviazione civile in Europa. Si tratta di un regolamento per certi versi molto tecnico, ma che affronta anche la questione della governance dell'Agenzia. La prima parte del testo ha per oggetto l'adeguamento alle nuove regole del cielo unico europeo, includendo i servizi di navigazione aerea e la gestione del traffico aereo; la seconda parte, invece, affronta la riforma appunto della governance dell'Agenzia.

Sugli aspetti tecnici del regolamento, dopo aver ascoltato vari interlocutori, Commissione europea, parti interessate, ho riscontrato un consenso unanime sul testo presentato. Il regolamento nelle sue specifiche tecniche si applica a progettazione, produzione, aspetti operativi di prodotti aeronautici, con l'inclusione dei servizi di navigazione aerea e gestione del traffico aereo nonché i certificati dei piloti. Anche qui l'obiettivo è stabilire e mantenere un livello elevato e uniforme di sicurezza.

Diversa è la questione relativa alla governance dell'Agenzia, che viene trattata nella seconda parte del regolamento. La Commissione ha presentato una proposta innovativa, in quanto prevede una riforma dell'Agenzia stessa, anche in virtù di una ridistribuzione di competenze stabilendo infatti che l'EASA si concentri sulla redazione e la supervisione della regolamentazione tecnica e della sicurezza; la Commissione europea sulla regolamentazione economica; Eurocontrol sui compiti operativi.

Questa riforma era evidente fin dall'inizio, vista la volontà della Commissione anche di modificare il nome stesso dell'Agenzia, da Agenzia europea per la sicurezza aerea ad Agenzia europea per l'aviazione, ha mostrato subito di voler scommettere su un'Agenzia sull'esempio della Federal Aviation Administration americana.

La Commissione europea inoltre ha voluto mettere in atto il nuovo accordo interistituzionale del luglio 2012, per cui la Commissione, Parlamento, Consiglio hanno trovato un accordo su un approccio comune sulle agenzie europee, che se pur non vincolante giuridicamente, si basa su un approccio caso per caso e contiene dei progressi su moltissimi aspetti: creazione dell'agenzia, scelta della sede, governance, funzionamento, utilizzazione delle risorse.

L'Agenzia per la sicurezza aerea è una delle più grandi e importanti agenzie della Commissione europea e viste le sue competenze è fondamentale che il Parlamento sia un suo interlocutore ed è per questo che il direttore dell'Agenzia dovrà rendere dichiarazione di fronte alla commissione per i trasporti del Parlamento europeo per informare sulle attività e la programmazione dell'Agenzia.

Il settore dell'aviazione europea è in continua evoluzione – lo sapete – gli obiettivi primari sono quelli dell'efficienza, della sicurezza e in un mondo dove il numero dei voli è naturalmente in continua crescita. Sarà importante capire il ruolo dell'Europa, i paesi europei infatti non reggono più il confronto con i grandi paesi degli altri continenti e solo una gestione sempre più centralizzata permetterà di mantenere alti standard di servizi, capacità competitiva, maggiore sicurezza. I risultati sarebbero immediati, abbattimento dei costi dei biglietti, rafforzamento della sicurezza, riduzione della frammentazione del controllo aereo, diminuzione del consumo dei carburanti e quindi minore inquinamento, minori ritardi degli aerei. È di fondamentale importanza sapere accogliere questa sfida, che tra l'altro potrebbe essere di interesse fondamentale per la nostra economia.

Vorrei concludere, signora Presidente, con una piccola precisazione tecnica, a causa di un errore di comunicazione del segretariato della commissione per i trasporti, non sono stati inseriti nel testo, in voto domani mattina, due emendamenti il 43 e il 44, che erano già stati votati in commissione il 30 gennaio. Poiché non sarà possibile modificare per motivi tecnici il testo presentato in Aula, i due emendamenti saranno inseriti nella lista di voto di domani.

  Viviane Reding, Vice-President of the Commission. - Madam President, the Single European Sky initiative is one of the most important EU projects in the field of air transport. Our air traffic management system is fragmented and plagued by delays. It lacks independent oversight, relies on outdated technology and it is vastly more costly than comparable systems elsewhere.

With the Single European Sky project we have taken the first step towards addressing these issues: creating real oversight, laying the groundwork for modernising technology and, for the first time in the history of air transport, we have halted the rise in costs. You might ask why, if we have already done all those wonderful things, we need a new proposal. The answer is that we are only at the beginning of a long road, and whilst we have made some progress, we are nowhere near our goals.

The SES[nbsp ]II+ initiative is not about a new policy, it is about moving to the next stage in the implementation of those existing policies, and that is why we need this proposal. With SES[nbsp ]II+ we are making the safety and technical oversight authorities truly independent of those they oversee. As remarkable as it may sound, we still have an area where the authorities are part of the organisation they oversee and are sometimes even staffed by the people who have to be overseen. I am sure we can all agree that this is not a recipe for robust safety oversight.

SES[nbsp ]II also clarifies the role of the European Aviation Safety Agency (EASA), the Commission and Eurocontrol by focusing on their respective strengths and avoiding overlaps. We are also pushing for more transparency in how support services are procured. Air traffic services today are still not procured under the normal public procurement rules, which allows unhealthy relationships to flourish.

The proposal gives a new boost to the functional airspace blocks, allowing industry more freedom and more flexibility. The decision-making in the performance scheme is rationalised and made more independent.

As regards Parliamentʼs amendments, I fully understand that in a few countries the idea of independent oversight authorities is a difficult one, but unless the authorities are given real resources and independence, we will never have full implementation of the Single Sky, nor a true assurance of safety. The audits which the EASA conducts have revealed some major deficiencies in oversight which we should rectify before accidents happen.

Similarly, we have some concerns with the amendments deleting the separation of the support service provider. This could make fair and transparent tendering impossible. There is a clear need to ensure that the choice of provider is made on clear and objective criteria and is duly justified.

The Commission welcomes most of the amendments to the EASA basic regulation, which enhance the role of this institution. There are only limited cases where the Commission does not share the point of view of the Committee on Transport and Tourism (TRAN). Regarding delegated acts, the Commission holds that the text should follow the common understanding on delegated acts and not introduce further requirements, even if the Commission has voluntarily taken to including expert groups’ views in its proposals.

Secondly, we would prefer to maintain an end-of-term evaluation of the Executive Director of EASA. This is particularly important when preparing for reappointment.

Let me conclude by thanking Parliament once more for its support. The successful completion of the first reading in Parliament will turn the spotlight on the Council and, hopefully, push Member States to do their part.

  Dominique Riquet, au nom du groupe PPE. – Madame la Présidente, je tiens d'abord à remercier nos deux rapporteurs pour leur travail difficile sur un sujet qui piétine: le ciel unique européen.

Les enjeux et les difficultés sont grands, compte tenu de la grande diversité des acteurs et de la complexité des procédures, de l'importance des enjeux sécuritaires, économiques et environnementaux et, malheureusement, d'intérêts nationaux et catégoriels divergents.

Toutes les prévisions indiquent que le trafic aérien va fortement augmenter au cours des prochaines années. Malheureusement, nous ne sommes absolument pas prêts à faire face à cette évolution, comme cela vient d'être dit.

L'espace aérien reste très fragmenté, ce qui signifie que l'augmentation du trafic se traduira par la congestion de cet espace, avec des coûts en termes d'efficience économique, d'impact sur l'environnement –[nbsp ]notamment les émissions de CO2 et la consommation excessive de carburant[nbsp ]–, de qualité du service pour les passagers, notamment en ce qui concerne la durée des trajets et les coûts et, enfin et surtout sur le plan de la sécurité.

N'oublions pas que la mise en œuvre du ciel unique européen aura aussi un rôle positif pour la croissance, l'emploi et la compétitivité en Europe –[nbsp ]M.[nbsp ]Marinescu a rappelé tout à l'heure l'importance du secteur sur le plan de l'emploi et de l'économie[nbsp ]– et elle stimulera la demande en faveur d'emplois qualifiés.

Nous devons défendre nos compagnies aériennes en difficulté face à la concurrence internationale et défendre les plates-formes européennes, assurer à nos passagers des voyages sûrs, plus courts et plus économiques, et soutenir notre industrie aéronautique, en tête actuellement dans le monde, mais qui doit pouvoir compter sur une meilleure interopérabilité aérienne en Europe, qui encourage le déploiement du système SESAR par les mesures réglementaires incluses dans le projet de ciel unique européen.

Pour conclure, malgré des difficultés réelles mais compte tenu des enjeux, il importe de vaincre les blocages nationaux, la régulation intergouvernementale et d'arriver, enfin, au bénéfice de tous les acteurs, à une véritable intégration du ciel européen.

  Σπύρος Δανέλλης, εξ ονόματος της ομάδας S&D. – Κυρία Πρόεδρε, Κυρία Επίτροπε, λίγο πριν τις ευρωεκλογές και μάλιστα με διευρυνόμενο τον ευρωσκεπτικισμό, καλούμαστε να πείσουμε τους ευρωπαίους πολίτες πως η Ένωση είναι χρήσιμη στους πολίτες της και για τα μικρά και για τα μεγάλα θέματα.

Η ενιαία ευρωπαϊκή αγορά στις αερομεταφορές τα τελευταία 20 χρόνια έχει καταστήσει τις πτήσεις προσιτές σε εκατομμύρια νέους επιβάτες.

Αλλά, η αυξανόμενη κίνηση ασκεί τεράστιες πιέσεις στη διαχείριση της εναέριας κυκλοφορίας. Και όσο κλιμακώνεται η κίνηση, θα έχουμε ολοένα και περισσότερες καθυστερήσεις, λιγότερες και ακριβότερες πτήσεις, αλλά και ερωτηματικά σχετικά με την πτητική ασφάλεια.

Οι υπηρεσίες εναέριας κυκλοφορίας δεν είναι προετοιμασμένες για τον 21ο αιώνα και ο συνδυασμός ασφαλών και φθηνών πτήσεων, χωρίς καθυστερήσεις, έχει δυστυχώς, ημερομηνία λήξης.

Με την πρόφαση της εθνικής κυριαρχίας και της επικουρικότητας, ο έλεγχος της εναέριας κυκλοφορίας παραμένει εξ ολοκλήρου εθνική υπόθεση. Δέσμια στερεοτύπων, ιδεοληψιών, αλλά και συμφερόντων. Για τον επιβάτη και για τις εταιρίες της Ένωσης η σημερινή κατάσταση των 38 διαφορετικών και ασύμβατων συστημάτων αεροναυτιλίας αλλά και των 60 διαφορετικών κέντρων ελέγχου, είναι απαράδεκτα επιζήμια.

Και φυσικά αυτό δεν έχει να κάνει με το εάν ο πάροχος των υπηρεσιών είναι το δημόσιο ή κάποιος ιδιώτης. Οι ΗΠΑ τις παρέχουν δημόσια, όπως κι εμείς, αλλά με 1 πάροχο αντί για 38 και, εν τέλει, με το μισό κόστος.

Ας μη μας διαφεύγει όμως ότι η ανταγωνιστικότητα των ευρωπαϊκών αεροδρομίων έναντι εκείνων της ανατολής δέχεται διαρκώς πίεση. Οι αλλαγές που χρειάζονται είναι οργανωτικές και δεν αφορούν την επάρκεια και την ικανότητα των στελεχών. Αποτελεί επίτευγμα των υπηρεσιών εναέριας κυκλοφορίας το ότι η μεγάλη αύξηση της κίνησης τα τελευταία 20 χρόνια πραγματοποιήθηκε με δεδομένη την ύψιστη εγγύηση ασφάλειας που γνωρίζουμε και βεβαίως απαιτούμε όταν πετάμε στην Ευρώπη.

Αλλά για να κάνουμε το επόμενο βήμα πρέπει να προχωρήσουμε στον εξορθολογισμό, δηλαδή επιτέλους στην υλοποίηση του Ενιαίου Ευρωπαϊκού Ουρανού. Μόνο έτσι θα ελαχιστοποιήσουμε τις διανυόμενες αποστάσεις, με επακόλουθα τη μείωση της διάρκειας των ταξιδιών και της κατανάλωσης καυσίμων. Αυτό θα σημάνει μείωση του περιβαλλοντικού κόστους, αλλά και του οικονομικού κόστους για εταιρείες και για επιβάτες.

Με την έκθεση ενδυναμώνουμε το μηχανισμό επιδόσεων, ώστε τα κράτη μέλη να συμμορφώνονται στους στόχους που τίθενται από την Ευρωπαϊκή Επιτροπή. Ισχυροποιούμε την εθνική εποπτεία. Δημιουργούμε προϋποθέσεις διαφάνειας στην παροχή των υποστηρικτικών υπηρεσιών και φέρνουμε, για πρώτη φορά, τον ανθρώπινο παράγοντα στο κέντρο του Ενιαίου Ουρανού.

Ο Ενιαίος Ευρωπαϊκός Ουρανός είναι ένα στοίχημα ουσίας αλλά και συμβολισμού της Ένωσης. Μπροστά στις κοντόφθαλμες κωλυσιεργίες του Συμβουλίου, το Κοινοβούλιο πρέπει αύριο να στείλει ένα ισχυρό μήνυμα.

Κλείνοντας, θέλω να συγχαρώ και να ευχαριστήσω τους εισηγητές για την πολύ καλή έκθεση και την άψογη συνεργασία που είχαμε.

  Phil Bennion, on behalf of the ALDE Group. – Madam President, I would like to thank the rapporteur and colleagues for their work on this report. I will not say that we need the Single European Sky now, because we needed it yesterday. I am really disappointed over the lack of political will from many of the Member States in making this a reality. However, I am happy to say that the United Kingdom Government has been fully supportive of the Single European Sky. Yes, that is the UK wanting more Europe on this issue, despite some of our Conservatives flirting with a UK exit from the EU.

The fragmentation of European airspace is estimated to cost more than EUR[nbsp ]3 billion a year. It is costing jobs and is unnecessarily increasing our CO2 emissions. We need a more efficient European airspace to relieve congestion around airports and to meet our environmental challenges. A sustainable future for aviation in Europe means that we have to make the right efforts now.

However, I am really disappointed that national politics came to play a role in this proposal, which is supposed to be about European added value. Is there any common sense whatsoever in excluding Gibraltar Airport from this legislation? This legislation is about our skies. It is about making air traffic controllers work better together. Airport traffic controllers at Gibraltar Airport do not work alone; they liaise with their Spanish air traffic controller colleagues in Seville. So why do some colleagues want to impede this cooperation? Why do they want to isolate Gibraltar?

The Liberal Democrats will vote tomorrow against all the amendments excluding Gibraltar from this legislation. Despite our deep commitment to the Single European Sky, we may find ourselves having to abstain on the final vote if Gibraltar – which is part of the European Union, remember – were to be excluded from EU law.

I urge colleagues not to play into the hands of national politics but to support the Commission’s proposal, which was to include Gibraltar Airport in this law. Please vote against Amendment[nbsp ]27.

  Eva Lichtenberger, im Namen der Verts/ALE-Fraktion. – Frau Präsidentin! Im Grunde ist der single sky eine faszinierende Idee, die aber leider gegenüber den Mitgliedstaaten nicht durchsetzbar war. Warum? Sie wurde sozusagen als eine Reißbrettidee empfunden. Manche Mitgliedstaaten hatten das Gefühl, sie dürften ihren nationalen Luftraum auf keinen Fall aufgeben, der gehört ihnen, da darf niemand anderer reinschauen. Das war offensichtlich die Begründung dafür, dass die Umsetzung dieser functional air space blocks relativ träge vor sich gegangen ist bzw. überhaupt nicht in der Form verwirklicht wurde, wie es die Kommission vorgesehen hatte.

Trotzdem gab es Fortschritte. Es gibt heute eine bessere Kooperation, es gibt eine bessere Organisation, die Verspätungen haben sich in weiten Bereichen wirklich schon vermindert, die Routen sind auch verkürzt worden – allerdings durch andere Maßnahmen –, die militärischen Sperrzonen sind etwas weniger und etwas offener geworden.

Die Kommission ist allerdings in Sachen Separation etwas zu weit gegangen. Das hat der Verkehrsausschuss auch abgelehnt. Ich hätte es ganz weggestrichen, weil das eine rein ideologische Frage ist. Die Fragen im Zusammenhang mit der Trennung der Dienstleistungen müssen jeweils auf der Basis des Einzelstaats genau betrachtet werden.

Delegierte Rechtsakte sind für die Kommission eine Obsession geworden. Ich sehe sie sehr oft als Hintertür, um demokratische Kontrolle zu umgehen.

  Jacqueline Foster, on behalf of the ECR Group. – Madam President, a little over 12 months ago my own-initiative report on the implementation of the Single European Sky was overwhelmingly supported by this Parliament. It called on the Commission and the Member States to wake up and smell the coffee, and I therefore welcome the Commission proposal.

Whilst being fully supportive of the aims of Single Sky and of Mr Sassoli’s technical report, we do have a few concerns with the Marinescu report to date. First, we cannot support the merging of existing national aviation and national supervisory authorities into a single entity. It is unnecessary and would create serious legal issues in many Member States such as the UK, where thousands of parliamentary acts during the last 40 years or so would need to be changed for no reason. Second, we are not opposed to the Performance Review Body becoming more independent, but this would need to be carefully considered and would require a full impact assessment.

Finally, we come to Gibraltar, a British overseas territory which, as things stand, would be excluded. Regrettably, some Spanish colleagues have again acted in a most outrageous and provocative manner. The 2006 Córdoba Agreement was signed by all parties, and we are not prepared to stand back and see the integrity of Single Sky, and the benefits it would bring, irrevocably damaged.

The disastrous effects of this childish behaviour risk stalling this complex project, which will create more than 300[nbsp ]000 highly-qualified jobs, maximise traffic flow, reduce ticket prices and – if the Greens are listening – would also save 50 million tonnes of CO2 and reduce fuel burn.

I would ask this House to support our position tomorrow during the vote.

  Jaromír Kohlíček, za skupinu GUE/NGL. – Paní předsedající, Evropská komise tak, jak se blíží konec jejího mandátu, začíná připomínat sbor finišujících závodníků. Řada neuvážených ultraliberálních návrhů způsobuje, že popularita evropských institucí na veřejnosti povážlivě klesá.

Jedním z těchto návrhů je bohužel přepracování jednotného evropského nebe, tzv. SES 2+. Ačkoliv iniciativa „Single Europen Sky I” nebyla vyhodnocena a její výsledky uvidíme teprve v příštím roce, zpravodaj naivně podporuje neuvážené návrhy Evropské komise. Hospodářské potíže leteckých společností v Evropě rozhodně nemají žádnou souvislost s řízením letového provozu. Naopak, neuváženými změnami bez vyhodnocení dosavadních kroků můžeme způsobit nebezpečné kolizní situace. Jednotlivé národní organizace řízení letového provozu již dnes velmi dobře spolupracují a shodují se napříč Evropskou unií na nutnosti odmítnout tento neuvážený navrhovaný krok.

Skupina konfederace Evropské sjednocené levice a Severské zelené levice nemůže tento návrh podpořit.

  Saïd El Khadraoui (S&D). - Mevrouw de Voorzitter, mevrouw de commissaris, collega's, ik zou om te beginnen beide rapporteurs, collega's Sassoli en Marinescu, en ook de betrokken schaduwrapporteurs willen danken voor het uitstekende werk en de constructieve sfeer waarbinnen de debatten en de stemmingen zijn verlopen.

Het doel om te komen tot een eengemaakt Europees luchtruim is natuurlijk een oude droom van dit Parlement en we hebben in het verleden al veel stappen kunnen zetten. Maar het is ook een bittere noodzaak om de efficiëntie van de luchtvaartsector drastisch te verbeteren en dus de bestaande verspilling weg te werken. Dat is goed voor de industrie, waarvan kosten omlaag kunnen. Dat is goed voor de passagiers die met minder vertragingen geconfronteerd kunnen worden en ook met lagere prijzen. En het is vanzelfsprekend ook goed voor het milieu wegens geringere uitstoot van CO2 en het lagere verbruik van brandstof.

De voorstellen die op tafel liggen zijn opnieuw een stap vooruit in de richting die we willen. We verduidelijken de verantwoordelijkheden van de verschillende actoren, stroomlijnen de structuren en maken die transparanter, en stellen de prestatiedoelstellingen scherper. Maar zoals vorige sprekers al hebben gezegd kunnen we de Commissie niet volgen in het idee om de ondersteunende diensten zoals meteorologische en aeronautische diensten verplicht af te splitsen. Dat is immers niet het echte probleem. De tekst van TRAN ter zake is aanvaardbaar, maar we hebben nog voorstellen geformuleerd om nog meer te verduidelijken, en die liggen morgen ter stemming.

Het werk is natuurlijk nog niet af. Veel hangt af van de resultaten op het terrein zelf en de toepassing door de lidstaten. We hebben in het verleden gezien met de Single European Sky en Single European Sky II dat daar vaak het schoentje knelt. Ik zou de Commissie dan ook willen oproepen om vooral te focussen op het oplossen van de praktische problemen die daar nog bij komen kijken. Met name: hoe gaat men de inkomsten verdelen tussen die luchtverkeersleiders? Want als men efficiënter gaat werken, zijn er ook verliezers. En die moeten overtuigd worden om hiermee door te gaan. Hoe kunnen we het personeel gerust stellen en eventueel komen tot een Europees statuut en ook die mensen in de sector een goede toekomst voorspellen?

  Oldřich Vlasák (ECR). - Paní předsedající, paní komisařko, přestože jsem myšlenku efektivnějšího využívání evropského vzdušného prostoru vždy podporoval, u aktuálního návrhu o provádění jednotného evropského nebe vidím hned několik problémů.

Především pochybuji o vhodnosti načasování takového návrhu. Členské státy, ale ani Evropská komise neměly čas vyhodnotit stávající referenční období SES I a SES II, které skončí v roce 2014, a přitom už leží na stole další návrh zavádějící velmi zásadní změny. S takovým postupem nemohu souhlasit především proto, že navrhované změny v podobě zřízení manažera struktury vzdušného prostoru jednoznačně vedou k oslabování pozice členských států v rozhodovacích procedurách nad svým vzdušným prostorem.

Otázce ochrany vzdušného prostoru členských států se Evropská komise v současném návrhu věnuje také nedostatečně. Přestože pozitivním krokem je vyjasnění kompetencí Evropské komise, Evropské agentury pro bezpečnost letectví a organizace Eurocontrol, nemohu tuto zprávu podpořit.

  Patrick Le Hyaric (GUE/NGL). - Madame la Présidente, Madame la Commissaire, je crains que, derrière les beaux mots aux consonances presque poétiques de "ciel unique européen", se cache en fait un dangereux projet visant à libéraliser à outrance et à privatiser les services de surveillance du transport aérien.

Ce projet, au nom des mots que vous employez vous-même ici de concurrence et de compétitivité, est de déstructurer les structures de régulation, de navigation et de surveillance qui ont fait la preuve de leur efficacité, comme la Direction générale de l'aviation civile en France et ses équivalents européens.

Vous appelez cela l'harmonisation, or cela s'appelle le démantèlement, pour ouvrir la porte à un service de contrôle aérien privatisé à bas prix, avec moins de salariés, sous statut précarisé et sous-payés, qui aboutira malheureusement à un abaissement du niveau de sécurité pour les voyageurs.

Au nom de la sécurité de l'aviation aérienne, au nom de la vie des , qui n'a pas de prix, je crois qu'il faut abandonner ce dangereux projet et rediscuter avec les États et les syndicats. Si l'on recherche un abaissement des coûts, recherchons du côté des coûts financiers et des rémunérations des actionnaires. En aucun cas, on ne doit prendre de risque avec la sécurité, avec les vies humaines.

  Julie Girling (ECR). - Madam President, I am here today – and I think I am the only Member in the Chamber who represents Gibraltar – to talk about that issue and that issue only. I make no claims to be an expert on the European Single Sky, but I find myself in the position where, for the second time in as many months, I have to stand here and ask questions about why Members of this House are attempting to discriminate against my constituents in Gibraltar. I do not know Mr de Grandes Pascual, who has put forward Amendments 22, 23, 26 and 27, but I would be delighted to have a conversation with him about why he thinks they are necessary.

It is absolutely imperative that Gibraltar is included in the single aviation market, in line with the Treaties and with the 2006 Córdoba Agreement. For my constituents in Gibraltar, it seems to be just one sorry mess after another: on-going border delays, Spanish incursions into their waters and the votes on air passengers’ rights just a few weeks ago. When will it all end? I would urge all colleagues to vote against Amendments 22, 23, 26 and 27, and in favour of Amendment 144 by my colleague Ms Foster. Vote against discrimination.

  Erik Bánki (PPE). - Az egységes európai égbolt szabályozásának felülvizsgálatát és átdolgozását célzó jogszabálytervezet több fontos kérdést is felvet. Az Európai Bizottság azon megállapításával tökéletesen egyetértek, miszerint a SES jelenlegi keretrendszere átdolgozásra szorul, mivel a mai napig nem működik hatékonyan.

A Bizottság előttünk fekvő javaslata azonban elhibázott, mivel egyértelműen a nagyobb szolgáltatóknak kedvez, és ellehetetleníti a kisebb szolgáltatók, elsősorban az újonnan belépő tagállamok, köztük Magyarországon működő légiirányítók működését.

A légi navigációs szolgáltatásoknak a támogató szolgáltatásoktól történő szétválasztása éppen a SES II Plus koncepció célkitűzésével ellentétes irányban hat. A jelenleg is piaci erőfölénnyel rendelkező nagyszolgáltatók további erősödéséhez, ezáltal a költségek emelkedéséhez vezet. Olyan belépési korlátot hoz létre a piacon, mely hosszú távon korlátozza a versenyt, ami stratégiai, sőt nemzetvédelmi szempontból is kockázatot jelent.

  Andreas Schwab (PPE). - Frau Präsidentin, Frau Vizepräsidentin! Zunächst möchte ich dem Kollegen Marinescu und den Schattenberichterstattern für diese wirklich hervorragende Arbeit am Bericht zum Einheitlichen Europäischen Luftraum danken. Der Einheitliche Europäische Luftraum kann ein wichtiges Beispiel dafür sein, wie es uns gelingen kann, durch den europäischen Mehrwert der Zusammenarbeit am Ende umweltfreundlichere und gleichzeitig auch preisgünstigere Flugverbindungen anbieten zu können. Deswegen sollten wir dieses Projekt, vor allem was die Umsetzung in den Mitgliedstaaten angeht, unbedingt vorantreiben.

Als Anwohner einer Grenzregion mit vielen Flugplätzen in der Umgebung weiß ich sehr wohl, was es an Aufwand bedeutet, wenn Flugzeuge um bestehende Fluginfrastruktureinrichtungen herumfliegen müssen. Deswegen sollten wir noch mehr Kraft darauf investieren, die Vereinheitlichung dieses europäischen Luftraums so zu gestalten, dass wir nicht nur die besten Flugrouten erreichen, sondern auch die beste Koordinierung auf Seiten der Flugsicherung. Leider ist die Flugsicherung nach wie vor eine nationale Angelegenheit, was es nicht ganz einfach macht, die Ziele des europäischen Gesetzgebers zu erreichen. Umso wichtiger ist es, dass das Europäische Parlament dies als Schrittmacher vorantreibt.

  Tonino Picula (S&D). - Gospodine predsjedniče, nastojanja Komisije da se osigura siguran i visoko kvalitetan prometni sustav u Europi svakako vrijedi podržati. U području zračnog prometa posebno se želi poboljšati iskustvo putovanja kroz povećanje sigurnosti i učinkovitosti uz smanjenje troškova i negativnih utjecaja na okolinu.

Neosporno je da integracija europskog zračnog prometa mora pratiti prostornu integraciju Europe. No, za to je potrebno pronaći uravnotežen prijedlog. Smatram da ovaj prijedlog treba temeljito preispitati, posebno zbog izglednih problema s primjenom. Struka i zemlje članice izrazile su značajne kritike. Treba osobito paziti da prioritet sigurnog odvijanja zračnog prometa ne poništi ekonomske učinke. Eventualno provedba ovog propisa dovela bi u pitanje izvršavanje obveza, prije svega manjih država, koje neće moći uskoro osjetiti pozitivni makroekonomski učinak predloženih reformi.

Pozdravljam izmijenjene smjernice Komisije o financiranju zračnih luka, jer su uvažene specifičnosti manjih aerodroma, a ne isključivo njihova ekonomska dobit. Smatram da će slična razmišljanja trebati i u ovom slučaju.

  João Ferreira (GUE/NGL). - Senhor Comissário, sejamos claros, a intenção deste pacote é liberalizar e mercantilizar a gestão do espaço aéreo na Europa, avançar para uma nova área de negócios, conformar a gestão do espaço aéreo aos interesses das grandes companhias de aviação. Tudo é subjugado a este objetivo.

A fragmentação dos prestadores nacionais de serviços de navegação aérea corresponde a desmantelar estas empresas, que hoje funcionam assegurando elevados padrões de qualidade no seu desempenho, corresponde a pôr em causa não apenas essa qualidade como toda a cadeia de segurança, pôr em causa milhares de postos de trabalho, em particular nos países periféricos, pôr em causa a soberania de cada Estado sobre o seu espaço aéreo numa área onde os Tratados não atribuem competências à União: emprego, segurança, sustentabilidade ambiental, eficiência das rotas. É no quadro da propriedade e gestão públicas deste setor que todas estas questões podem e devem ser melhor equacionadas e não no quadro da sua liberalização.

  Silvia-Adriana Ţicău (S&D). - Domnule președinte, subliniez importanța punerii în aplicare a cerului unic european, deoarece acesta va avea un rol pozitiv în reducerea întârzierilor, ar crește siguranța și ar reduce impactul aviației asupra mediului. Realizarea cerului unic european ar ajuta la creșterea economică, ocuparea forței de muncă și competitivitate în Europa, în special prin stimularea cererii de locuri de muncă înalt calificate.

Atrag însă atenția că, în vederea punerii în aplicare a cerului unic european, partenerii sociali trebuie informați și consultați cu privire la toate măsurile care au implicații sociale importante. De asemenea, siguranța transportului aerian trebuie să fie prioritatea maximă.

Din păcate, punerea în aplicare a cerului unic european se confruntă cu întârzieri semnificative, în special în ceea ce privește obiectivele de performanță și punerea în aplicare a blocurilor funcționale aeriene, care trebuiau să fie gata până în decembrie 2012 și a căror funcționalitate ar duce la o mai bună cooperare și la integrarea furnizării de servicii de navigație aeriană.

  Маруся Любчева (S&D). - Г-жо Комисар, въвеждането на единно законодателство, което обединява Единно европейско небе 1 и Единно европейско небе 2, със сигурност е много перспективно, но за да се случи, трябва да бъде намерен онзи момент, в който държавите членки ще бъдат готови да го направят.

Постигнатото до момента е сериозно. Либерализирането и отделянето на управлението на въздушното движение във вида, в който е направено предложението от Комисията, ще доведе до концентриране на тази дейност в ръцете на по-големи компании и това ще промени работещите до момента национални механизми.

Затова страните трябва да положат повече усилия за колабориране. Не трябва да ги обвиняваме за това, че още не са готови да приемат тази прогресивна технология. Не е възможно всичко това да се случи, без да бъде направена оценка на въздействието, включително на социалното въздействие на тази промяна.

Да, ние всички сме за повишаване на конкурентноспособността, за повишаване на сигурността и безопасността, за подобряване на ефективността. Но трябва да защитим и работните места и да създадем по-висока стабилност в национален план.

  Viviane Reding, Vice-President of the Commission. - Mr President, we have heard an interesting discussion today. The Commission understands that some parts of its proposal may be difficult for individual stakeholders, but we need to keep focused on the good of the overall system. Unless we maintain a world-class system, everyone will suffer – be it the workers, the passengers or the economy as a whole.

As regards the independence of the supervisory authorities, we feel that this is the most important aspect of the proposal and are happy to see widespread support for it. We are similarly happy about the support for rationalising the institutional landscape and the regulatory system. On the other hand, the separation of support services remains an important prerequisite for insuring a level playing field when tenders are put out for support services. We regret the considerable watering-down of our proposal.

Regarding the idea of requiring the EASA to accredit national authorities, the Commission considered this an interesting concept. However, it would have far-reaching implications and would need a thorough impact assessment. It is therefore considered premature at this point but could certainly be examined in more detail in the future.

In conclusion, I can say that we welcome Parliament’s positive vote. Now is the time to get moving and to stop the endless preparatory discussions. The European air traffic management system needs this upgrade, and we should not waste time in implementing it.

  Marian-Jean Marinescu, Raportor. - Domnule președinte, vreau să mulțumesc colegilor raportori pentru colaborarea și munca pe care am depus-o împreună și mulțumesc și dlui Sassoli pentru că cele două rapoarte sunt complementare și am avut o colaborare foarte bună.

Aș vrea să spun, în primul rând, Comisiei că, prin eliminarea separării obligatorie a serviciilor suport, nu s-a micșorat impactul acestui raport. Nu puteam să sprijinim această propunere pentru că, din punct de vedere tehnic, cred că era foarte dificil pentru implementare. Apoi, părerea noastră este că reducerea costurilor nu se realizează prin această separare, ci prin rute directe și o nouă arhitectură a spațiului, care vor duce la micșorarea timpului de zbor.

După cum ați văzut în luările de poziție ale colegilor mei, aceeași situație se reflectă: există o reticență a statelor membre, o frică pentru locul de muncă și pentru administrație în general. Independența autorităților naționale, cred eu, aduce un plus pentru securitatea zborului și pentru întreaga eficiență a activității în acest domeniu.

Noi, în România, avem o vorbă: de ce ți-e frică nu scapi. Sunt absolut convins că, până la urmă, cerul unic european se va așeza acolo unde îi este locul, în beneficiul tuturor actorilor din această industrie și mai ales în beneficiul pasagerilor, care sunt beneficiarii acestui serviciu.

  David-Maria Sassoli, relatore. - Signor Presidente, onorevoli colleghi, volevo anch'io complimentarmi con il lavoro dell'on. Marinescu e dire che stiamo parlando di supervisione, stop alla frammentazione, trasferimento di poteri dalle autorità nazionali a un'Agenzia europea, di controllo del Parlamento, di servizi più efficienti, di più sicurezza. Non capisco l'on. Ferreira, come faccia a dire che ci sarà meno sicurezza e tra l'altro invito tutti a leggersi i testi per ritrovare o ritrovarvi la possibilità di andare verso privatizzazioni che in qualche modo noi non abbiamo trattato.

Signora Commissaria, gli atti delegati, lei sa benissimo che c'è una posizione chiara del Parlamento europeo che va oltre le posizioni delle singole commissioni perché il Parlamento vuole esercitare controllo sulle attività della Commissione. Però, noi sappiamo che da domani con il voto su questi due testi avremo insieme molto lavoro da fare, soprattutto nei confronti del Consiglio.

  Ádám Kósa (PPE) , írásban. Marinescu kollegámnak gratulálok a jelentés elkészítéséhez. Hosszú évek óta kiváló munkakapcsolatban vagyunk, ugyanakkor kötelességem elmondani észrevételeimet: a rendelettervezethez tett módosítási javaslatokból egyértelműen kitűnik a Bizottság hatáskörének további erősödése (PRB, EASA, felhatalmazáson alapuló jogi aktusok lehetősége, teljesítménytervek stb.), valamint az ipari partnerségi koncepciók térnyerése, amely Magyarország számára hátrányos helyzetet teremthet.

Ugyanakkor két területen részleges visszalépés történt a Bizottság eredeti javaslataihoz képest. Egyrészt kikerült a szövegből a támogató szolgáltatások kötelező jogi leválasztásának előírása (bár maga a koncepció nem tűnt el), másrészt felpuhultak a légtérhasználók bevonására vonatkozó szabályok, jóváhagyás helyett csak konzultáció van előírva. Összességében a SESII+ jogszabálytervezet elfogadása aggályos helyzetet teremthet, ezért minden képviselőtársamat fokozott óvatosságra intem a jelentés megszavazása során. Elsősorban a hosszú távú érdekeket kell figyelembe venni.

  Janusz Władysław Zemke (S&D), na piśmie. Zgadzam się z głównymi założeniami zaproponowanych zmian, dotyczących Jednolitej Europejskiej Przestrzeni Powietrznej. Chciałbym jednak zgłosić do nich dwa zastrzeżenia wynikające z propozycji znacznego rozszerzenia kompetencji Europejskiej Agencji Bezpieczeństwa Lotniczego. Po pierwsze nie wydaje się trafna zmiana nazwy tej agencji na nazwę „Agencja Lotnicza”. Moim zdaniem z nazwy nie należy usuwać słowa „bezpieczeństwo”, gdyż to właśnie ono definiuje istotę działania Agencji. Należy pamiętać, że wśród różnych urzędów i instytucji europejskich to właśnie ta agencja odpowiada za bezpieczeństwo korzystania z europejskiej przestrzeni powietrznej. Po drugie nie należy aprobować fikcji, że Agencja po dodaniu jej szeregu nowych zadań poradzi sobie etatowo i finansowo w ramach obecnego budżetu, jak się proponuje. Przypisanie Agencji dodatkowego, znacznie poszerzonego katalogu obowiązków, wymaga zapewnienia tej wysoce specjalistycznej jednostce przynajmniej minimum warunków skutecznego działania. Jeżeli tego nie zrobimy, to z pewnością któregoś dnia się to zemści.
