  Der Präsident. - Als nächster Punkt der Tagesordnung folgt die Aussprache über den Bericht von Frédéric Daerden im Namen des Ausschusses für Beschäftigung und soziale Angelegenheiten über den Vorschlag für einen Beschluss des Europäischen Parlaments und des Rates über die verstärkte Zusammenarbeit zwischen den öffentlichen Arbeitsverwaltungen (ÖAV) (COM(2013)0430[nbsp ]-[nbsp ]C7-0177/2013[nbsp ]-[nbsp ]2013/0202(COD)) (A7-0072/2014).

  Frédéric Daerden, rapporteur. - Monsieur le Président, chers collègues, par l'adoption de cette décision, l'Union fait d'une ancienne plateforme non officielle de services publics de l'emploi un réseau de coopération officiel et opérationnel.

Il est clair que la création d'emploi n'est pas du ressort des services publics de l'emploi mais dépend des politiques d'emploi et de croissance initiées par l'Union et les États membres, politiques rendues plus difficiles par l'austérité actuelle.

Néanmoins, ces services jouent un rôle fondamental dans la lutte contre le chômage et la réalisation des objectifs de la Stratégie[nbsp ]2020 d'augmenter le taux d'emploi à 75[nbsp ]%. Vu la situation en Europe, qui connaît un taux de chômage qui peut atteindre les 25[nbsp ]% dans certains pays et dans certaines régions, toute initiative de coordination renforcée dans le domaine, est à promouvoir.

Ce réseau permettra de mener des initiatives basées sur l'apprentissage comparatif ou benchlearning en vue de comparer et de s'enrichir mutuellement des mises en œuvre des politiques de l'emploi par les uns et les autres, initiatives contribuant à la réduction du chômage pour tous les groupes d'âges, et notamment pour les groupes vulnérables, et à la réduction de la durée du chômage afin de lutter contre le chômage structurel et l'exclusion sociale.

Ce réseau contribuera au renforcement des services publics de l'emploi et aura pour objectif de soutenir tout particulièrement les catégories sociales les plus vulnérables, de promouvoir le travail décent et durable, d'améliorer le fonctionnement du marché du travail dans l'Union et son intégration, de favoriser une mobilité géographique et professionnelle volontaire dans des conditions équitables, afin de répondre à des besoins particuliers du marché du travail.

Le réseau contribuera au recensement des pénuries de compétences et à une meilleure adéquation entre les compétences des demandeurs d'emploi et les besoins des employeurs.

Vous constaterez donc que les missions et objectifs dévolus à ce réseau sont ambitieux avec un rôle d'analyse, d'échange, d'initiative et de suggestion en matière de politique d'emploi.

Pour mener pleinement à bien ces missions, tous les États membres doivent être représentés autour de la table et une bonne coopération avec les autres acteurs du marché de l'emploi doit pouvoir se mettre en place. Ainsi, la présence de tous autour de la table fut un point essentiel de nos discussions.

Quelle interprétation donner aux textes, aux bases légales, sur le caractère obligatoire ou volontaire à ce réseau? Nos discussions n'ont pas permis de trancher entre les interprétations juridiques divergentes du Conseil, d'une part, et de la Commission et du Parlement, d'autre part. La preuve: le Conseil compte joindre à l'accord une déclaration unilatérale précisant son interprétation, à savoir une participation de tous, mais sur base volontaire. Dans ce contexte, la commission "Emploi" du Parlement européen propose de joindre également audit accord, sans le remettre en question, son interprétation, à savoir une participation de tous, sur base obligatoire, seule garante d'une réelle valeur ajoutée à ce réseau formel. Même si, par ce procédé, nous parvenons à adopter un texte sans heurts, je dois souligner que ce n'est pas propice au renforcement de la confiance entre les deux institutions dans le cadre de la codécision.

De bonnes coopérations pour le réseau, vous disais-je: le réseau est encouragé à coopérer, le cas échéant, mais uniquement à son initiative, avec les partenaires sociaux, les ONG, les autorités locales et régionales et les services de l'emploi et autres parties prenantes.

Une coopération également avec les autres institutions de l'Union, via le secrétariat assuré par la Commission et un comité de l'emploi (EMCO) qui dispose d'un statut d'observateur, statut qui n'empêche pas, quand il le faut, des réunions en session restreinte.

Au-delà, nous avons veillé, dans cette décision, qu'il y ait non seulement cette coopération avec tous les acteurs, mais aussi l'implication, dans les activités du réseau, pour les États membres dont les compétences dans le domaine de l'emploi sont gérées à des niveaux institutionnels infranationaux, comme la Belgique, de tous les services publics de l'emploi.

Chers collègues, cet accord est le résultat d'une bonne initiative de la Commission européenne, et d'un engagement solide du Parlement et du Conseil pour aboutir durant cette législature, et ce malgré leurs divergences de vues.

Je profite de l'occasion pour remercier mes collègues rapporteurs ainsi que notre présidente de commission, Pervenche Berès, dont l'expérience et la pugnacité ne sont plus à démontrer, sans oublier le secrétariat de la commission et les divers collaborateurs.

Pour conclure, ce nouvel outil de politique sociale européenne –[nbsp ]ce qui est assez rare pour être souligné[nbsp ]– donnera un nouvel élan à la lutte contre le chômage, notamment le chômage des jeunes, et la lutte contre l'exclusion sociale.

  László Andor, Member of the Commission. - Mr President, first of all I would like to thank the rapporteur, Mr Daerden, and the shadow rapporteurs for their work in finalising the legislative work on the Public Employment Services Decision. Adopting this decision now sends a strong signal that the European Union uses all available tools and networks to fight unemployment. The decision will improve the functioning of public employment services in the EU. It will further strengthen the coordination of employment policies at European level.

Public employment services are at the forefront of action to tackle unemployment and to improve the resilience of the labour market. They have, however, very different levels of performance. During the European Semester 2013, eight Member States received country-specific recommendations on their public employment services, and presumably there will again be such recommendations in the European Semester 2014. Moreover, public employment services are key actors for the implementation of the Council recommendation on establishing a Youth Guarantee. The starting point for delivering the Youth Guarantee to a young person should be their registration with an employment service.

The public employment services network to be established under this decision should carry out concrete initiatives, such as a common evidence-based reference system, combining benchmarking and mutual learning activities, mutual assistance between the network members and the implementation of strategic actions for the modernisation of public employment services. This should help them to raise their performance level and improve services to job seekers. I note that the Council plans to adopt a unilateral statement emphasising the voluntary nature of Member States’ participation in this network, while stating that all Member States will participate.

The Commission has made it clear on various occasions that it does not share this legal interpretation. Therefore, the Commission, at the time of the adoption of the legal text in the Council, will issue a declaration with a view to ensuring full clarity on the interpretation of the legal base. I understand that the House wants to adopt a similar declaration.

While the need for legal clarity is important, what is crucial today is to adopt the decision and make sure it will be implemented. This is what matters to citizens in the European Union. Job seekers and employers alike expect good public services, including high-quality services delivered by the public employment services. Therefore, I call on you, the Members of the European Parliament, to adopt this proposal.

  Heinz K. Becker, im Namen der PPE-Fraktion. – Herr Präsident, Herr Kommissar! Ich möchte eingangs dem Berichterstatter Daerden für die sehr effiziente und konstruktive Zusammenarbeit herzlichen Dank sagen. Mit ihm gemeinsam konnte ich als Chefverhandler der Europäischen Volkspartei das von der Kommission initiierte Netzwerk europäischer Arbeitsmarktverwaltungen erfolgreich realisieren, mitgetragen von unserer Ausschussvorsitzenden Berès in den Trilogverhandlungen von Kommission, Parlament und Rat.

Wir besitzen heute ein weiteres exzellentes Instrument im Kampf gegen die Arbeitslosigkeit und darüber hinaus schon in der Prävention am Arbeitsmarkt. Das ist ein wesentlicher zusätzlicher Schritt. Ich freue mich, mit dem Begriff „Benchlearning jenes Prinzip benannt zu haben, nach dem ganz prinzipiell alle EU-Mitgliedstaaten von anderen lernen können.

Erfolgreiche Modelle wie die Jugendausbildungsgarantie nach österreichischem Vorbild sollen ja bereits verbindlich genützt werden. Ja, und auch wir in Österreich können ohne weiteres von anderen lernen, zum Beispiel von skandinavischen Ländern, die sehr gezielt dafür sorgen, dass ältere Arbeitnehmer voll in Arbeit bleiben und nicht – wie in vielen Fällen geschehen – zu früh hinausgemobbt werden.

Ganz wesentlich für das neue Netzwerk der europäischen Arbeitsmarktverwaltungen sind die qualitativen und quantitativen Kriterien, die diesem unterlegt werden. Sie sind für das nachfolgende „Benchlearning“ essenziell, um nämlich die Erfolge der einzelnen Länder präzise bewerten zu können.

Ergänzend begrüße ich auch, dass die europäische Internetadresse EURES, das Portal mit weit über 100[nbsp ]000 Arbeitsstellen, gestärkt und besser bekanntgemacht werden soll. Ich bin stolz darauf, in dieser EU-Entscheidung einen aktiven und konkreten Beitrag geleistet ...

  Emer Costello, on behalf of the S&D Group. – Mr President, I commend the rapporteur Frédéric Daerden for the work that he has done on this report. The simple reason why we have 26 million people unemployed across Europe, including nearly 100[nbsp ]000 in my own constituency of Dublin, is because there are not enough jobs, and the way to reduce unemployment is for Europe to move its focus from one-sided austerity towards sustainable growth.

At the same time closer cooperation between all Member States’ public employment services does have an important role to play. Europe can help public employment services work well by helping them work together. There is much that we can learn from each other, particularly in the implementation of the Youth Guarantee. A European network of employment services would help us better anticipate and detect emerging labour market problems and to respond more effectively. Such a network would facilitate and encourage cooperation with the social partners, trade unions, NGOs and regional authorities to ensure their support and cooperation in helping people back to work.

It would also facilitate the implementation of employment projects part-financed by the structural and investment funds, particularly the Social Fund. Indeed, in Ireland our public employment service is undergoing a fundamental transformation at present with the roll-out of new Intreo offices, which will ensure for the first time that a person’s first contact with an employment office will be their first day on a pathway back into work.

I look forward to seeing Ireland take part in this new initiative and I would support the proposal that all countries should and must participate in this network.

  Phil Bennion, on behalf of the ALDE Group. – Mr President, this decision recognises the importance of pan-European cooperation in the area of employment, most notably at a time when unemployment has reached record levels in some Member States, and sections of the population are finding themselves stuck outside the labour market. Public employment services are under immense pressure to deal with these issues, many of which are common across the Union. This network will give them a platform to exchange information and share best practice. It will cement and formalise the current informal network and will increase coordination with other stakeholders, such as the Committee on Employment and Social Affairs and Parliament. This will be particularly useful when Member States are implementing EU initiatives such as the Youth Guarantee schemes.

The ‘bench learning’ system will also enhance the efficiency of public employment services by identifying in which areas they are performing well and allowing others to learn from this. The network will support initiatives which aim to facilitate the transition from education to work. I push strongly for reference to be made to young people who are not in education, employment or training (NEETs) to make sure that they can first enter and then remain within the labour market. I am also pleased that the final text makes to reference to skills matching and skills shortages. Identifying skill shortages should be a priority, in order to ensure that we are providing all our citizens, not only our young people, with the skills that they need to fulfil their potential in the labour market.

This network can help us do this across the Union. It will also help us better match job-seekers with vacancies, including vacancies in other Member States, which will decrease unemployment and increase intra-EU mobility. The cooperation that this network facilitates will contribute to the achievement of the Europe 2020 aims for smart, sustainable and inclusive growth. This is an extremely important, positive decision and I would encourage all Members to support it.

  Jean Lambert, on behalf of the Verts/ALE Group. – Mr President, I too would like to thank the rapporteur and others who have worked on this. It is true that when we are looking at issues around unemployment, questions about quality and information coming from the administrations have a really important role in this. This has a real impact on people’s lives.

We should remember that access to high-quality public services is a strong part of the active inclusion agenda, so it is right that we learn from each other’s experience and really benefit from that. I think that the involvement of all Member States is extremely important and, frankly, I find that the arguments that we have been having over this have been totally dispiriting. We have made a turf war out of something which really should be common sense, namely that we do need to be developing the experience and to be giving people a better experience, whether that is dealing – as people have mentioned – with the Youth Guarantee and youth employment or questions about long-term unemployment and also particularly in relation to vulnerable groups.

I think we all believe that cooperation with relevant stakeholders will also add something to this network. That will include not only the regional and local employment offices but also organisations which, for example, represent the unemployed and vulnerable workers. So we hope that we can get over this hiccup at the start and move on to have something that is going to be very constructive.

  Inês Cristina Zuber, em nome do Grupo GUE/NGL. – Senhor Presidente, é evidente que o problema do desemprego é central e avassalador na vida de muitas pessoas e de muitos jovens na União Europeia, mas a resolução do problema tem que passar, sobretudo, pelo investimento nestes países na produção, na tecnologia, na investigação, no seu desenvolvimento, sobretudo em países com altos índices de desemprego. Só desta forma, para além de outras medidas, se poderá levar à criação de postos de trabalho e também, muito importante, ao fim da destruição diária de postos de trabalho.

Não tenhamos a ilusão de que, criando mercados segmentados e enviando a mão-de-obra de uns países para os outros consoante as necessidades do mercado, poderemos promover a coesão social e territorial na União Europeia. Esse esquema, para além de desumano, por obrigar as pessoas a saírem do seu país e de perto das suas gentes, apenas criará mais divergência com grupos de países economicamente desenvolvidos e grupos de países pobres e exportadores de mão-de-obra ou barata, ou qualificada, ou ambas as coisas.

Esperamos ainda assim, para melhorar o texto, que as propostas, que nós apresentámos sobre o envolvimento dos sindicatos nesta rede, sejam aprovadas hoje.

  Sari Essayah (PPE). - Arvoisa puhemies, hyvä komission jäsen, julkisten työvoimapalveluiden yhteistyö ja verkostoituminen ovat tärkeitä erityisesti tässä vaikeassa työllisyystilanteessa. On kuitenkin tärkeää muistaa, että työvoimapalvelut ja työttömyysturva on järjestetty eri tavoin eri maissa, ja ne myös kuuluvat kansalliseen päätäntävaltaan. Siksi mielestäni ainoa mahdollisuus edetä tässä on vapaaehtoisuuden pohjalta, mutta parhaita käytäntöjä vaihtamalla päästään varmastikin jo ihan hyvin eteenpäin.

Kuten komission jäsen täällä mainitsi, eurooppalaisen nuorisotakuun toteuttamisen yhteydessä on kiinnitetty huomiota työvoimapalveluiden sujuvuuteen eri jäsenvaltioissa, ja monissa valtioissa on parantamisen varaa. Työvoimapalveluiden hyvä toiminta on perusedellytys nuorten työllistymisessä, ja haluaisin tässä yhteydessä nostaa esille myös vammaisten ja osatyökykyisten mahdollisuudet työllistyä tämän talouskriisin aikana. Monesti nämä ryhmät nimenomaan erityisesti tarvitsisivat tukea työvoimapalveluilta. Olisinkin halunnut kysyä komission jäseneltä, että millä tavoin erityisesti vammaisten ja osatyökykyisten mahdollisuuksiin työllistyä kiinnitetään huomiota työvoimapalveluissa. Köyhyyden ja sosiaalisen syrjäytymisen torjunnan eurooppalaisen forumin raportin mukaan 6,5 miljoonaa köyhyys- ja syrjäytymisriskissä elävistä ilmoitti jonkintyyppisestä vammasta, joka vaikeuttaa heidän työllistymistään.

  Evelyn Regner (S&D). - Herr Präsident! Zunächst möchte ich mich bei dieser Gelegenheit bei Ihnen, Herr Kommissar, für die Zusammenarbeit mit dem Europäischen Parlament nicht nur jetzt zum Thema, sondern zu so vielen anderen Themen bedanken.

Über 26[nbsp ]Millionen Frauen und Männer sind in der Europäischen Union arbeitslos. Die besondere Katastrophe bei jungen Menschen müssen wir immer wieder hervorheben. Immerhin gibt es Länder, in denen bereits die unvorstellbare Zahl von 50[nbsp ]% Arbeitslosigkeit vorliegt, wenn es um Jugendliche geht. Das ist eine Katastrophe, die wir gar nicht oft genug erwähnen können und müssen. Die Fragen lauten also: Wie können wir diese Massenarbeitslosigkeit bekämpfen? Wie können wir Jobs schaffen? Wie können wir Menschen wieder in Beschäftigung bringen?

Natürlich ist es so, dass es vor allem die großen makroökonomischen Lösungen braucht, die wir als Sozialdemokraten und Sozialdemokratinnen auch immer wieder hervorheben: Abkehr von der schädlichen Austeritätspolitik, Rückkehr zu mehr Investitionen, Jugendgarantie. Aber es ist auch sehr wichtig, bei den kleineren Lösungen anzusetzen. Die verstärkte Kooperation zwischen den öffentlichen Arbeitsvermittlungen ist einer dieser Bausteine. Natürlich wird dies das Problem der Massenarbeitslosigkeit allein nicht beseitigen, aber eine bessere Zusammenarbeit der Arbeitsvermittlungen kann es schon einigen Menschen in Europa ermöglichen und vereinfachen, einen Job zu finden. Und diese Chance hat jeder verdient!

Besonders wichtig ist es wieder einmal, jene einzubeziehen, die sich in dem Bereich besonders gut auskennen, also Arbeitgeber und Gewerkschafter, um nur zwei Beispiele zu nennen, und natürlich die NGO. Und schließlich soll das Ganze auch verbindlich sein.

  Danuta Jazłowiecka (PPE). - Panie Przewodniczący! Inicjatywa Komisji Europejskiej zmierzająca do sformalizowania współpracy publicznych służb zatrudnienia w postaci powołania ich sieci jest jak najbardziej słuszna i warta poparcia. Można wskazać liczne walory takiego rozwiązania, wśród których z pewnością znajduje się stworzenie wygodnej płaszczyzny wymiany doświadczeń i dobrych praktyk. Jest to o tyle istotne, iż państwa członkowskie mają ogromnie zróżnicowane modele publicznych służb zatrudnienia, które w dodatku dysponują odmiennymi narzędziami i funkcjonują w odmiennym otoczeniu prawnym. Zróżnicowanie to jest z pewnością jedną z przyczyn uniemożliwiających zbudowanie w pełni wspólnotowego rynku pracy. Niemniej jednak może ono okazać się ogromnym walorem Unii, pozwalającym metodą prób i błędów przetestować różne modele i formy aktywności służb zatrudnienia. Umożliwi to korzystanie z doświadczeń innych, uczenie się na cudzych błędach i powielanie sprawdzonych rozwiązań. Obecnie jest to utrudnione przede wszystkim ze względu na dobrowolność udziału w istniejących platformach współpracy. Nie ma więc płaszczyzny wymiany doświadczeń, w którą zaangażowane byłyby wszystkie podmioty odpowiedzialne za politykę zatrudnienia.

Decyzja Komisji i Rady pozwoli wyeliminować ten mankament i zacieśnić współpracę wspomnianych służb, umożliwi ona również lepszą koordynację krajowych polityk zatrudnienia w ramach europejskiego semestru. Wszystko to może w dłuższym okresie czasu przełożyć się na zwiększenie spójności w obszarze rynku pracy pomiędzy państwami członkowskimi.

  Sergio Gaetano Cofferati (S&D). - Signor Presidente, onorevoli colleghi, signor Commissario, è noto che nuova occupazione può essere generata soltanto da politiche di crescita e le politiche di crescita si fanno attraverso grandi investimenti pubblici in grado di stimolare gli investimenti privati e di dare competitività ai territori.

È altrettanto evidente però che tutto ciò che serve per rendere più armonioso il mercato del lavoro, per connettere la domanda con l'offerta, per eliminare gli ostacoli esistenti all'ingresso nel mercato del lavoro soprattutto dei più giovani può essere un corollario importante.

Credo dunque che un'ipotesi di cooperazione rafforzata fra i servizi pubblici per l'impiego serva e debba avere esattamente questo scopo e debba essere considerata come un impegno obbligatorio per tutti i soggetti. Bisognerà scrivere in modo tale che sia chiaro a tutti di che cosa si tratta e quali sono i vincoli ai quali ognuno si deve assoggettare. Però questa è una strada giusta che va percorsa con coraggio.

  Brian Crowley (ALDE). - Mr President, when we speak about unemployment and we speak about the solutions, many are the times we forget that employment is created not so much by governments or by state agencies but by other people creating businesses and creating opportunities for those businesses to grow. Many of the blockages to increased employment are at Member State level, and action needs to be taken at those levels to guarantee that not only do we give the skills and resources to people to allow them take up those new jobs but also guarantee that those skills and training live up to a certain standard.

There is an old saying which goes: Give a man a fish, you feed him for a day; teach a man to fish, you feed him for life. That is what is most important now with this whole current crisis, especially with youth unemployment: that we give skills to people to ensure that they have the skills for those new jobs that are coming down along the line. Not just massaging figures by running training courses, jobs bridges or pathways or whatever else, but actual real results for them.

  László Andor, Member of the Commission. - Mr President, once again I thank the rapporteur Mr Daerden for his contribution to reaching an agreement with the Council on the Public Employment Services Decision. Members discussed this proposal today in the context of the very high unemployment level in the European Union. However, today it is the case not only that we are facing a very high level of unemployment, but that the EU is very diverse or even polarised in terms of employment performance. When you drive through countries like Austria or regions like Bavaria, which I did on Sunday, you cannot escape the thought that something is working very well in these places from the point of view of employment, and the public employment services are indeed part of the answer. On the other side, in many countries, especially in the eurozone periphery, there are still enormous problems today. This is not only due to the weaknesses of the public employment services but this is almost always a part of the complexity of problems.

There is certainly no silver bullet to resolve the current employment crisis. We do indeed have to work on better macroeconomic conditions and we have to find solutions to boost investment. However, we also have to work on improving the functioning of labour markets, and that is why working for better-functioning employment services is so crucial. The new network of public employment services will help increase the performance of these services through mutual learning and technical assistance projects.

But the political importance of this network goes much further. Two years ago, in the employment package in response to the recession, we outlined the vision for a European labour market. For many people in the European Union today a job abroad is the only short-term solution to unemployment, and for various reasons, such as a better knowledge of foreign languages or falling transport costs, we have to expect further increases in mobility. We need to help those who want to take advantage of the freedom of movement in the EU.

However, it is wrong to assume that this proposal is just about labour mobility. The implementation of very important commitments like the Youth Guarantee also depends on much better functioning public employment services in several EU Member States. That is why today’s proposal is so important, and that is why I believe this has to be supported.

  Frédéric Daerden, rapporteur. - Monsieur le Président, chers collègues, la nécessité d'une lutte renforcée et coordonnée contre le chômage au niveau européen et d'une mise en œuvre efficace et rapide de la garantie jeunesse est évidente et a été rappelée lors de ce débat.

Je tiens d'ailleurs à remercier les différents intervenants pour leur soutien.

Concernant les amendements déposés pour le vote, je suggère de ne pas les soutenir car l'esprit de ceux-ci est largement intégré dans nos compromis et ils remettraient en cause l'accord.

Or, il est essentiel, comme l'a souligné notre commissaire, que la mesure soit adoptée sous cette législature et qu'ainsi le réseau puisse fonctionner pleinement et rapidement.
