  Presidente. - L'ordine del giorno reca la relazione di Toine Manders, a nome della commissione per il mercato interno e la protezione dei consumatori, sulla proposta di regolamento del Parlamento europeo e del Consiglio recante norme per la semplificazione del trasferimento all'interno del mercato unico dei veicoli a motore immatricolati in un altro Stato membro (COM(2012)0164 - C7-0092/2012 - 2012/0082(COD)) (A7-0278/2013).

  Toine Manders, Rapporteur. - In 2010 heeft de Commissie een verslag gepubliceerd over burgerschap met de titel “Dismantling the obstacles to EU citizen rights”. De Commissie heeft destijds geconstateerd dat een van de belangrijkste obstakels voor burgers in Europa is: de registratie van voertuigen uit een ander land in het land waar zij wonen.

Deze burgers hebben mij gekozen, maar ook de collega's en zelfs de ministers uit de Raad. Het voorstel van de Commissie om de formaliteiten en de voorwaarden te vereenvoudigen is met enthousiasme ontvangen, tenminste in onze Commissie IMCO. In samenspraak met de collega's en de schaduwrapporteurs hebben we nu een goed voorstel van de Commissie interne markt en consumentenbescherming en ik noem drie belangrijke onderdelen die voor verbetering en versimpeling van het dossier hebben gezorgd.

Op de eerste plaats de wederzijdse erkenning van technische keuringen in de lidstaten. Als er eenmaal een technische keuring is afgegeven, dan kun je die gebruiken in de lidstaat waar je bent, totdat die afloopt. Ten tweede komt er een nationaal contactpunt dat per lidstaat informatie geeft aan de burgers die hun auto willen overschrijven of aan bedrijven die een auto willen registreren.Ten derde worden de nationale databanken die de gegevens hebben van de houders van auto's, gekoppeld waardoor er een soort Europese databank komt. Zo kan gemakkelijker worden gecontroleerd wie de houder is en of deze voldoet aan alle eisen betreffende de registratie van een auto en het bezit ervan. Dit systeem wordt Eucaris genoemd. Vervolgens hebben wij als schaduwrapporteurs besloten dat het een verordening moest blijven, zoals de Commissie had voorgesteld maar wat de Raad niet wilde.

In de overwegingen vragen wij de Commissie om bij de evaluatie te onderzoeken of het mogelijk is om een chip in te brengen in de nummerplaat en in de auto, om beter te kunnen controleren of de houder voldoet aan alle eisen. In Nederland bijvoorbeeld - en Nederland is een heel klein land - rijden naar schatting 300.000 auto's rond die onverzekerd zijn omdat zij nummerplaatfraude plegen. Het zal uw kind maar zijn dat wordt aangereden door een auto die onverzekerd is. Maar door het vrije verkeer van personen zien wij ook heel veel auto's van andere nationaliteiten kriskras door Europa rijden en als er in Nederland al 300.000 auto's zijn die onverzekerd rondrijden, dan is de kans heel groot dat dat in andere landen ook gebeurt en dan is het goed dat er controle komt. Die controle zou kunnen met een chip en wij vragen de Commissie om dat te onderzoeken.

Voorts vragen wij in een onderzoek om te bekijken of het mogelijk is om aan professionele houders van auto's een uniforme nummerplaatkleur te geven, waardoor met name in de grensstreken duidelijk is te zien of het al dan niet een professionele houder betreft. Wij denken dan aan garagebedrijven en dealers.

Per saldo ligt hier een uitgebalanceerd voorstel voor, waarmee wij uit de voeten kunnen en dat zeer geschikt is voor de burgers om het naar hun mening grootste obstakel weg te nemen.

De Raad - en hij lijkt het wel met opzet te doen - heeft in januari gezegd dat hij niet verder wil onderhandelen en vraagt een extra impact assessment. Ik ben hier zeer boos over en ik vind dat het van weinig respect getuigt dat de Raad opnieuw bij de behandeling van dit verslag wegloopt.

Ik had minister Venizelos willen vragen om nu antwoord te geven op de brief met vragen van de voorzitter van onze Commissie IMCO, maar hij loopt weg, ik denk uit angst om deze te beantwoorden en dat betreur ik ten zeerste.

In mijn tweede spreektijd zal ik verder ingaan op een aantal andere zaken. Ik dank u vriendelijk en hoor graag wat de collega's te melden hebben.

  Antonio Tajani, Vicepresidente della Commissione. - Signora Presidente, onorevoli deputati, il testo che il Parlamento è in procinto di approvare credo sia uno dei più attesi dai cittadini e rappresenti un messaggio importante anche alla vigilia del voto per il rinnovo di questo Parlamento.

Eliminiamo un fardello burocratico che grava su chi decide di acquistare, nell'ambito del mercato interno, un'auto in un altro paese dell'Unione per poi riportarla nel suo paese di origine. Questa operazione, che sembra semplicissima, nell'ambito del mercato interno e nell'era della mobilità, spesso si trasforma invece in una specie di calvario per il cittadino che è costretto a svolgere innumerevoli pratiche burocratiche. E ciò è tanto più dimostrato dal fatto che i cittadini asseriscono che quello della registrazione dei veicoli a motore è uno dei venti principali problemi in relazione al mercato unico.

Stiamo quindi risolvendo un problema che sta a cuore ai cittadini europei, dai quali continuiamo a ricevere lettere, messaggi e mail in cui essi si lamentano del fatto che le immatricolazioni dei veicoli a motore sono troppo complicate.

Quando entrerà in vigore, questa proposta permetterà ai cittadini che trascorrono parte dell'anno in un altro paese dell'Unione, recandovisi con la propria auto, di non registrare di nuovo quest'ultima nel paese in cui si trovano. I cittadini che acquistano un'auto usata in un altro paese non dovranno affrontare controlli tecnici aggiuntivi e problemi amministrativi. Chi lavora in un altro paese dell'Unione e utilizza un'auto registrata dal proprio datore di lavoro non dovrà più registrarla nel proprio paese d'origine.

Anche le società di autonoleggio saranno in grado di trasferire le auto in un altro paese dell'Unione durante i periodi di alta stagione senza dover eseguire nuovamente la registrazione e questo permetterà di abbassare il prezzo del noleggio delle auto. I compiti delle autorità di registrazione saranno agevolati in quanto le informazioni saranno scambiate fra i diversi paesi attraverso un sistema elettronico, rendendo molto più facile riregistrare le automobili regolari, più difficile riregistrare i veicoli rubati. Purtroppo esiste un traffico enorme di auto rubate che vengono poi reimmatricolate.

Abbiamo anche stimato che la proposta porterà ad una sostanziale semplificazione amministrativa, con un risparmio di circa un miliardo e mezzo di euro l'anno per le imprese, i cittadini e le autorità di registrazione.

Signor Presidente, permettetemi di ringraziare il Parlamento, e in particolare l'onorevole Manders, per il lavoro svolto, tutti i relatori ombra e per lo sforzo dedicato a far approvare questa proposta prima della fine di questa legislatura.

Come al solito, il Parlamento è stato un prezioso alleato della Commissione. Tuttavia, non posso non esprimere il mio rammarico rispetto al fatto che il Consiglio non sia stato pronto ad adottare questa importante proposta in prima lettura, nonostante gli sforzi e la flessibilità dimostrata proprio da questo Parlamento. A volte abbiamo l'impressione che le autorità degli Stati membri siano sempre pronte a criticare l'Europa e la Commissione, a chiederci di fare di più per ridurre gli oneri burocratici e semplificare la vita dei cittadini, poi quando bisogna passare dalle parole ai fatti e magari rinunciare ai proventi derivanti da doppi controlli, allora la situazione cambia e la fretta sparisce e la lotta contro la burocrazia si trasforma in una difesa del fardello burocratico.

Vi assicuro comunque che la Commissione farà tutto il possibile per cercare di ottenere l'adozione della proposta nel corso di quest'anno.

  Othmar Karas, im Namen der PPE-Fraktion. – Frau Präsidentin, meine Damen und Herren! Wir haben es schon gehört: Eine der zentralsten Forderungen der Bürgerinnen und Bürger Europas und der Unternehmen im Binnenmarkt ist die Vereinfachung der Kfz-Ummeldung. Die Menschen wollen, dass die administrativen Hindernisse und mühsamen, langwierigen Behördenläufe beseitigt werden. Wir wissen, wie zeitraubend und frustrierend es sein kann, nach einem Umzug in anderes Land ein Auto dort anzumelden.

Wir wollen daher für Vereinfachungen sorgen, indem wir sicherstellen, dass die Mitgliedstaaten ihre technischen Untersuchungen für die Ummeldungen gegenseitig anerkennen. Stichwort: Pickerl-Überprüfung. Zweitens, dass eine Frist von drei Monaten für die erneute Zulassung eines Fahrzeuges überall einheitlich festgelegt wird. Drittens, dass Fahrzeugeigentümern die Online-Zulassung ihrer Fahrzeuge erlaubt wird und dass die Gründe, die für eine Verweigerung der Zulassung sprechen, klar und taxativ aufgezählt sind, wie zum Beispiel das Nichtvorhandensein einer Haftpflichtversicherung.

Wir haben mit dem Rat in einer sehr guten Form die sechs entscheidenden Kernelemente positiv abgeschlossen. Die Ummeldung eines Gebrauchtwagens wird nach diesen Verhandlungen künftig transparenter, leichter und schneller möglich sein. Leider gab es bis zur Stunde in zwei Bereichen noch keine wirklichen Fortschritte, weil es Bedenken des Rates gibt. Auf der einen Seite bei der Form des Rechtsakts – Verordnung versus Richtlinie, und zweitens, weil der Rat negative Auswirkungen auf die Steuereinnahmen befürchtet. Aus diesem Grund hat der Rat ein impact assessment über die konkreten Auswirkungen auf die Besteuerungen angefordert. Dies kann aber frühestens im Sommer fertiggestellt werden, so dass wir die Trilogverhandlungen leider auf Eis legen mussten. Uns tut das leid. Wir hätten das gerne raschest abgeschlossen. Trotzdem wollen wir die Verhandlungserfolge festschreiben durch eine Abstimmung, weil es um spürbare Erleichterungen bei der grenzüberschreitenden Verbringung von Kfz geht.

Wir fordern den Rat auf, im Herbst, nach dem impact assessment, rasch mit uns eine Erleichterung für die Bürger und Unternehmen im Binnenmarkt zu beschließen.

  Catherine Stihler, on behalf of the S&D Group. – Madam President, I would like to thank the rapporteur and shadows. The purpose of this report is to reduce red tape by making it easier, quicker and cheaper for people and companies to re-register their vehicles when moving across EU borders. This is one of top ten complaints by EU citizens when moving to another Member State: re-registering vehicles is complex, difficult, burdensome and costly.

The changes in this report have the potential to make it simpler for citizens and make our roads safer. These are positive measures which we should be focusing on and fighting for. Sadly, instead, some Members on the right of this House have chosen to deliberately distort this technical file for their own ends. Let me be very clear: UK number plates will not be axed by the EU; there will be no compulsory EU number plate and yes, people in Scotland will still be able to put the saltire on their number plates if they choose.

I hope that in the future, in the next Parliament, we will see a speedy resolution and it is a pity that the Council walked out of this Chamber when we were starting to discuss this. That was a real pity.

  Phil Bennion, on behalf of the ALDE Group. – Madam President, the complexity of re-registration of cars when one moves abroad is certainly a concern for European Union citizens and I have actually received letters myself from constituents who have struggled with this issue in the past. The European Union is not just about the big issues of fighting climate change, fighting crime, boosting the economy, but we also have to work together to get a better deal for our citizens on things like solving problems such as difficulties in re-registering cars.

I agree with the Commissioner that this is also a blockage to the single market. However, we have seen, as Ms[nbsp ]Stihler has just said, people to the right of the House, particularly in the United Kingdom – and I do absolve Mr[nbsp ]Harbour from this accusation entirely – running scared of UKIP and jumping on a story in the Daily Mail and Daily Express which said that there was an EU plot to axe UK number plates.

To my horror, I heard this story myself repeated on national radio – on the most popular stations on national radio – on Friday morning over breakfast and I thought what is going on here? I had a look at what was going on and I found that actually there was an innocuous amendment suggesting that sometime in the future we might look at some of these ideas: thinking out loud almost, looking for ways of addressing the problem.

The Liberal Democrats believe that a common EU number plate is completely unnecessary, but that is not the point: the story in the British press was completely wrong and I hope the British press will recognise that. The scaremongering of some of Malcolm’s colleagues – not Malcolm, I do impress on you – over a vague suggestion shows that their real struggle is to have a clear message on Europe.

  Malcolm Harbour, on behalf of the ECR Group. – Madam President, as chairman of the committee and also since this will be the last speech that I will make in the Chamber this evening, I will perhaps keep a fairly dignified silence on some of the stories in the British paper, though I thank Mr Bennion and Ms Stihler for covering those issues.

I just want to make some broader points about the way that the Council has handled this whole affair, because this seems to me to be something that we should learn from. On 14 February, I wrote to Mr Papastravou, the Greek Ambassador, saying that the issues that the Council now wants an impact assessment on – which are issues about tax losses in countries which sustain very high registration taxes for vehicles – were there when we started looking at this proposal 18 months ago. My committee, characteristically, under the enlightened, energetic and sometimes slightly exotic leadership of my good friend Toine Manders, has done this very thoroughly. We have had public hearings and we have engaged the Commission, but the issues that the Council wants to tackle, with its impact assessment, were there 18 months ago. Frankly, the inability of the Council of the European Union to take any strategic view whatsoever on legislation before it comes to this House is absolutely incredible.

One thing we should learn from this – and I am sure the Commissioner will support me – is that we have to reform the Council of the European Union as a better and stronger partner for us in codecision. Otherwise we are not going to make any serious progress. That is the big lesson that I learned from this proposal and I share it with you from my perspective of having been chairman of the Committee on the Internal Market and Consumer Protection for five years.

I just want to conclude by thanking the Commission for taking up the interests of citizens. We asked for the top 20 complaints of citizens in accessing their rights under the single market, and the bureaucratic inefficiencies in car transferring regulations were among those at the top of the list. The Commission has acted on it. Why should the Member States be deliberately frustrating this? Why should they be so inefficient about it? But actually – and I say this finally to my friend Toine Manders – a focused proposal, without some of his more exotic ideas about RFID and number plates, would actually have helped us. I do not blame him for that but, he has seen the consequences of it in the Daily Express newspaper.

Madam President, thank you very much for indulging me slightly, since it was my last opportunity, but I want to say to my colleagues here tonight that it has been a great pleasure working with them. I reflect that, when I first spoke late into the night in this Chamber, it was with your distinguished predecessor Erkki Liikanen, who always used to complain that on these single market matters the only people there were the Commissioners, the Members and the ushers and that we were normally outnumbered by the ushers.

  Ildikó Gáll-Pelcz (PPE). - Tisztelt Elnök Asszony, tisztelt Képviselőtársaim! Igen, évente több mint 3 millió gépjárművet regisztráltatnak át az egyik tagállamból a másik tagországba. Ez egy egyszerű regisztrációs nyilvántartás is lehetne, valójában azonban nem ez történik. Nagyon hosszadalmas folyamat, 5 hét, 400 euró a költsége körülbelül, és most arról beszélünk ma este, hogy ez egy állampolgári érdek lenne, és szeretnénk megoldani ezt a valós igényt, és közben nem sikerül egy teljesen egyszerű rendeletet vagy irányelvet létrehozni, ami csupán az egyszerűsítést szolgálja. Természetesen ennek a folyamatnak is vannak tanulságai, mint képviselőtársaim elmondták már, sőt, a Tanács hozzáállásának is van tanulsága, azonban lényeges, hogy mégis történt valamiféle előrelépés, és ez a fogyasztóknak, az állampolgároknak az érdekét is szolgálja.

Én fontosnak tartom természetesen az adókérdéseknek a megvitatását is, bár kétségtelen, mint ahogy Harbour elnök úr elmondta, hogy lehetett volna időben megtenni ezt a lépést, és a hatástanulmány-vizsgálatot, de nyilvánvaló, hogy az egyes tagállamok talán rövidlátóan, talán lényegre törően adózási kérdéseket is látnak a kérdés mögött. Én is látok adózási kérdést, ami kifejezetten az adócsalásra, adóelkerülésre is irányulhat, hiszen lehetősége lenne egyeseknek nem megfelelő regiszterek mellett, hogy éppen kijátsszák az adót. Van is erre sajnos utalás a jelentésben, a tartózkodási hely és a használati hely közötti ellentmondás. Fel kell oldani, mert úgy gondolom, erre ez lehetőséget ad.

Fontos, hogy nőtt az áttekinthetőség, vagy nőhet az áttekinthetőség, lopott autóknak a regisztrálása nem történhet meg, és azt is gondolom, hogy lesz egyéb előnye is, hiszen az autókölcsönzőknek a díja is csökkenhet, és ezáltal például majd a turistáknak a bérleti díjában is lehet itt csökkentésről beszélnünk. Összességében nagyon lényegre törő ez a jelentés, és fontos lenne, hogy mielőbb ezt teljesülésbe tudjuk vinni, ha már most nem sikerült, legalább az ősz folyamán.

  Josef Weidenholzer (S&D). - Frau Präsidentin! Im Durchschnitt besitzt jeder zweite Europäer ein Kraftfahrzeug, und es sollte eigentlich innerhalb eines Binnenmarktes möglich sein, das auch in einen anderen Mitgliedstaat mitzunehmen.

Ein Auto in einem Land ab- und in einem anderen Land wieder anzumelden, ist oft mit vielen Mühen und hohen Kosten verbunden und kann zu einem richtigen Hindernisparcours werden. Alleine in die Beschaffung und Vorlage von zusätzlichen Dokumenten muss oft viel Zeit investiert werden. Es ist sehr wichtig, dass endlich Regelungen gefunden werden, die mobilitätsbereiten Menschen entgegenkommen. Es geht darum, dass man kürzere Fristen hat, dass man die Formalitäten vereinfacht, dass man eine Entbürokratisierung vornimmt. Das Alles haben wir hier sehr schön zustandegebracht.

Ich meine aber, man sollte die Thematik nicht damit verkomplizieren, dass man wieder RFID-tags einführt, weil dadurch schließlich auch die Erstellung von Bewegungsprofilen möglich wäre und im Zusammenhang mit den jüngsten Datenskandalen daher bei solchen Fragen ganz besondere Vorsicht geboten ist.

  Marian Harkin (ALDE). - Madam President, I am disappointed that we are not completing this dossier tomorrow because, as many speakers have already said, this is a direct response to one of the top ten concerns of EU citizens – i.e. the issue of the difficulties arising out of car registration when they are moving from one Member State to another.

Indeed, the whole area of the implementation of vehicle registration tax legislation is also an issue for many Irish citizens, especially those who live along the border with Northern Ireland. Also, while this dossier does not deal with the specific issue of cars being loaned from one person to another, I recently did receive a letter from the EU Commission which clarified that if a vehicle is registered, for example, in Northern Ireland and is loaned to a person living in the Republic, then it is perfectly legal for that person to drive it, and yet we have so many examples of where cars are seized and people are fined. This is totally illegal and must not continue.

This current proposal clarifies the formalities of moving motor vehicles from one Member State to another, and will greatly simplify those procedures. We have had many cases at the Court of Justice where citizens have had to go to the Court to assert their rights – for example in the use of trade plates. This is crazy and it makes legitimate business very difficult to conduct in a cross-border context.

When we finally reach agreement on this dossier, and I believe we can, I think we will solve many of those problems in regard to trade plates and vehicle registration.

  Antonio Tajani, Vicepresidente della Commissione. - Signora Presidente, desidero ringraziare i deputati che hanno partecipato al dibattito rendendo possibile il raggiungimento di questo accordo.

Vorrei però ringraziare in modo particolare l'onorevole Harbour, che lascia questo Parlamento per sua decisione. Per lui si è trattato dell'ultimo intervento come deputato, per me dell'ultimo come Commissario durante questa legislatura. Spero di tornare in questo Parlamento come deputato perché ritengo che coloro che hanno avuto la carica di Commissario debbano sottoporsi al giudizio dei cittadini, così come devono fare coloro che aspirano a divenire Commissari.

Tengo a salutare l'onorevole Harbour riconoscendogli una grande capacità: è stato un leale protagonista di tante battaglie politiche, di tanti dibattiti, ha guidato molto bene la commissione, una fra le più importanti di questo Parlamento, quella che si dedica proprio allo sviluppo del mercato interno, ho avuto la possibilità di collaborare con lui, di essere d'accordo e di confrontarmi, a volte abbiamo avuto anche duri confronti, ma sempre in un rapporto di amicizia profonda – mi riferisco, ad esempio, alla vicenda del "made in" e dell'articolo 7 di stamani.

Credo però che, senza l'onorevole Harbour, questo Parlamento sarà un po' più debole perché la sua presenza lo ha sempre qualificato, arricchendo tutti i nostri dibattiti. Desideravo proprio rendergliene merito perché credo che persone come lui debbano avere il riconoscimento di tutti i parlamentari e tutti i politici anche se non concordano con le sue scelte politiche, perché si tratta certamente di una personalità di prim'ordine dell'Europa politica.

Ringrazio dunque l'onorevole Harbour per tutto il lavoro svolto insieme a me quando eravamo entrambi deputati. Successivamente io sono diventato Commissario e lui presidente di una così importante commissione. Grazie, grazie di cuore caro amico, per quello che hai fatto. Buona fortuna, ti auguro i migliori successi nella tua madrepatria.

Grazie di cuore, grazie a tutti quanti voi, grazie signora Presidente. Lo ribadisco: conto di tornare qui sedendo su altri banchi, non quelli della Commissione, per dimostrare ancora una volta quanto sono attaccato a questa Assemblea, cosa che credo di aver dimostrato anche in questi anni di lavoro da Commissario.

Senza uno stretto rapporto fra Parlamento e Commissione è difficile legiferare all'interno dell'Unione europea, anzi un'Europa sempre più democratica dovrà vedere rinsaldarsi ogni giorno di più il legame tra esecutivo e Parlamento.

  Toine Manders, Rapporteur. - Ik wil ook commissaris Tajani bedanken voor de prettige samenwerking, want wij hebben een aantal zaken bereikt. Helaas, hier nu niet met dit dossier, maar dat ligt niet aan de Commissie, noch aan het Parlement. De Raad echter schittert door afwezigheid en naarmate ik er meer over nadenk begin ik steeds bozer te worden over de wijze waarop de Raad dit dossier eigenlijk met gebrek aan respect heeft behandeld. Want volgens mij zijn ook de ministers in de lidstaten gekozen door diezelfde burgers die zich benadeeld voelen door de moeilijkheid van de inschrijving.

Ik heb hier een brief met 300 handtekeningen alleen uit België van mensen die zeggen: wij willen dat het sneller en beter kan. De Belgische politie maakt gewoon misbruik van de onduidelijkheid en slingert mensen op de bon. Dat kan eigenlijk niet.

Het is goed dat het herbevestigd is dat het een verordening blijft, want wij willen alle burgers in alle lidstaten op gelijke wijze behandelen. Het is een schande dat de Raad voorstelt om dit in een richtlijn te gieten, want wij willen juist de burgers allemaal op dezelfde manier behandelen. Als je dit in een richtlijn giet die moet worden omgezet, dan krijgen wij problemen met een verschillende omzetting per lidstaat. Dat zorgt voor onduidelijkheid en verwarring.

Malcolm Harbour heeft mij net ‘soms een beetje exotisch’ genoemd, maar ik ben van mening dat als je niet innovatief durft te denken, je nooit verandering teweeg zult brengen in onze maatschappij. Je moet innovatief durven denken, met nieuwe ideeën out of the box komen, en ik ben inderdaad iemand die dat ontzettend leuk vind. Dus ik blijf dat doen en ik hoop hier ook na dit debat na de verkiezingen terug te komen.

Maar ik wil nog een opmerking maken en dan ga ik afsluiten, over het misleidende artikel in de Engelse pers. Als je vijf weken voor de verkiezingen een artikel op deze manier in de pers zet, wat alle Engelse collega's enorm heeft opgewonden en zorgen gebaard, dan is dat een beperking van de vrijheid van meningsuiting van dit Parlement. Dat is een beperking van de werkwijze waarop politici moeten kunnen opereren. En ik verafschuw het dat dat in Engeland gebeurt. Dat wilde ik even zeggen.

Nogmaals, ik ben zeer verbolgen dat de Raad is vertrokken en nu mijn slotwoord. Ik wil u, want het is het laatste debat voor mij in dit mandaat en ik hoop terug te komen, danken, Commissie, Raad, iedereen, voor de prettige samenwerking, maar tot slot wil ik Malcolm Harbour bedanken, want wij zijn al vijftien jaar samen in dezelfde Commissie IMCO. Wij discussiëren heel vaak over bepaalde onderwerpen, omdat wij van mening verschillen, maar uiteindelijk komen wij altijd tot een compromis. Want Malcolm Harbour is een gentleman en ik probeer dat als Dutchman ook te zijn, maar soms lukt dat niet. Ik wil Malcolm danken voor de voortreffelijke manier waarop hij de commissie leidt, voor de vriendschappelijke manier waarop wij al die jaren met elkaar om zijn gegaan, dus bij deze, Malcolm, chapeau.
