  El Presidente. - El punto siguiente en el orden del día es el debate a partir de la Declaración de la Vicepresidenta de la Comisión y Alta Representante de la Unión para Asuntos Exteriores y Política de Seguridad sobre la presión de Rusia sobre los países de la Asociación Oriental y, en particular, la desestabilización de Ucrania oriental (2014/2699(RSP)).

  Štefan Füle, Member of the Commission, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. - Mr President, honourable Members, it was mid-December when we discussed the outcome of the Vilnius summit and the massive support for reform, modernisation and a chance to live by European values shown by Ukrainian citizens in the streets and squares of Kiev and other Ukrainian cities. We then concluded that in our Eastern Partnership we respect and defend the rights and freedoms of each individual, and we must defend the right of every nation to make its own choices.

A couple of months ago, we reiterated that Russia – the neighbour of our neighbour – can only gain from Ukraine’s success and it therefore has a chance to become a part of the joint efforts to bring stability and prosperity back to Ukraine. Yet, the latest developments in Ukraine show that the notion of Europe, whole and free, based on shared commitments to human rights and freedoms, democracy and the rule of law, as well as the freedom and sovereignty of all the European states, their right to choose their own destiny and their freedom of association, is being challenged in an extremely serious and dangerous way.

The coordinated and professional actions by the armed groups, including those penetrating into Ukrainian territory from abroad, in Eastern Ukraine, resemble the Crimea scenario. The European Union has appealed to the Russian Federation to call back its troops from the Ukrainian border and cease any further actions aimed at destabilising Ukraine. Any threat or use of force – be it military force or economic coercion – against Ukraine or any other countries is not acceptable and must be stopped.

It is in our common interest to avoid violence and bloodshed on the European continent which could spiral out of control. It is in our common interest to jointly work towards the establishment of a common area of prosperity, stability and democracy on the European continent. Yet, such an area can only be established on the basis of the Helsinki OSCE Principles and in line with international law. Developments in the upcoming days will demonstrate the choice of Russia. But they may also require unequivocal choices on our side.

Our responses to the crisis in Ukraine-Russia relations, as well as our efforts to bring stability, security and prosperity back to Ukraine, are comprehensive. Firstly, on diplomatic efforts: quadrilateral talks on Ukraine that are taking place tomorrow have been the European Union’s preferred framework and come at our initiative as well. The European Union has been firm in insisting that any solution on Ukraine must be peaceful, must involve Ukraine and must be based on full respect for Ukraine’s sovereignty and territorial integrity, including the right of Ukraine to decide on its own constitution and political future.

The High Representative and Vice-President, Catherine Ashton, has been very closely engaged, leading these efforts on the European Union side. She will meet the Foreign Ministers of the United States, the Russian Federation and Ukraine in Geneva tomorrow, in an attempt to de-escalate the crisis and to engage Russia in a forward-looking process. Given the complex situation in Ukraine, it is a considerable success that these international talks are taking place.

The EU has also strongly supported the establishment of an OSCE Special Monitoring Commission. It is doing very valuable work on the ground in the Eastern regions. The European Union has provided and will continue providing actual substantial assistance to the mission, to ensure that it can carry out its mandate in the best way possible. Furthermore, at the last Foreign Affairs Council, an important step was also taken towards a possible CSDP mission.

Secondly, the European Union has taken a firm and united stance after the illegal annexation of Crimea by Russia, including sanctions against individuals responsible for undermining the territorial integrity of Ukraine. Condemning the actions undertaken by armed individuals in cities of Eastern Ukraine, the European Union has decided to further expand the list of those subject to asset freezes and visa bans. These measures can gradually be enlarged to a broad range of economic areas, should Russia continue to destabilise Ukraine.

Thirdly, the European Union has not recognised the illegal annexation of Crimea and is working to establish the practical parameters of this non-recognition policy. Fourthly, the EU is firmly committed to providing strong political and financial backing to Ukraine. On 21 March, we signed the political chapters of the Association Agreement and we have just adopted a set of unilateral trade measures that will open the European Union’s door to exports from Ukraine. We remain committed to concluding the signature procedure of the remaining chapters of the Association Agreement as soon as possible after the 25 May presidential elections.

At the end of March I was in Kiev with Commissioner Lewandowski and several Directors-General of the Commission to agree on a joint plan. We have moved fast on this, and last week the European Commission created a Support Group which will help Ukraine to implement this plan – a so-called European agenda for reform – which lists the political and economic reforms we agreed with Ukraine, based on their needs. Clear progress has been made already on the financial front: the Foreign Affairs Council adopted on Monday a decision on a EUR 1 billion macro-financial assistance programme.

Another issue of critical importance is energy security. The letter by President Putin to 18 Member States and five partner countries illustrates well just how important this issue is. The European Union will respond jointly to the letter, in order to agree on consultations with Russia and Ukraine, with a view to ensuring security of supply and transit.

Allow me to emphasise: our relations with Russia on energy are those of mutual interdependence. The European Union is the largest market for Russian gas and oil. Furthermore, in reaction to recent developments, the European Commission will, as requested by the European Council, conduct an in-depth study of EU energy security and will present a comprehensive plan for the reduction of European Union energy dependence. We are committed to facilitating an agreement between the Slovak and Ukrainian gas operators on reverse flow. Moreover, the Ukrainian Government is aware of the need to reform the energy sector in line with the Energy Community commitments, and displays determination to commence these reforms.

While Ukraine is naturally at the centre of our attention, we are likewise following the situation very closely in Moldova and Georgia. Political developments in both countries need to be watched carefully as we prepare for the signature and implementation of Association Agreements including the Deep and Comprehensive Free Trade Areas (DCFTAs), and given the existing external vulnerabilities. We are increasing our political engagement, including with high level visits by Presidents van Rompuy and Barroso. The European Commission has also invited the Ukrainian, Moldovan and Georgian Governments to Brussels in May.

We should note the unprecedented speed with which the procedures bringing the Association Agreements with Moldova and Georgia have been completed. The time has been cut by more than two thirds, enabling us to sign the Agreements already in June. Moreover, visa liberalisation with Moldova will take effect in only a couple of days, on 28 April. This is a key achievement, bringing clear benefits to the entire population. In parallel, we encourage Georgia and the Republic of Moldova to continue implementing reforms as part of their commitment to further strengthen their political association and economic integration with the European Union.

  José Ignacio Salafranca Sánchez-Neyra, en nombre del Grupo PPE. – Señor Presidente, señor Comisario, Señorías, efectivamente en el este de Ucrania estamos asistiendo a una premeditada operación de desestabilización de tintes separatistas con arreglo a un guion preestablecido que ya hemos visto en Crimea: unas milicias de autodefensa, sedicentemente civiles, perfectamente equipadas, pertrechadas y armadas, sin insignias ni distintivos.

Y frente a esta escalada, estamos viendo toda una serie de declaraciones y de reuniones en la comunidad internacional: del Presidente de los Estados Unidos, del Secretario General de las Naciones Unidas, del Consejo de Ministros de Asuntos Exteriores de la Unión Europea, de la Alta Representante, del Comisario responsable ―y, mañana, la Resolución que aprobará este Parlamento―.

Y la pregunta, señor Comisario, que venía planteándome el lunes, cuando venía a Estrasburgo en el avión, es ¿qué quedará de Ucrania cuando se celebren las elecciones presidenciales del 25 de mayo?

Hemos suspendido las negociaciones sobre el Acuerdo de Asociación con Rusia, hemos suspendido nuestra participación en el G8 y hemos aplicado, señor Comisario, sanciones económicas a treinta y tres personas, que han sido ampliadas por el Consejo de Ministros la semana pasada.

Por otra parte, hemos firmado el capítulo político del Acuerdo de Asociación con Ucrania, acelerado la aplicación de las medidas comerciales y movilizado un paquete de 11[nbsp ]000 millones de euros; sin embargo, la escalada separatista, que se ha llevado por delante el Acta de las Naciones Unidas, el Acta de Helsinki y el Protocolo de Budapest, continúa.

Y tiene usted razón, señor Comisario: hay que parar este proceso; pero no lo vamos a parar con paraguas.

Tenemos que aislar a los que políticamente están favoreciendo esta desestabilización, pasar a la segunda fase de las sanciones económicas y constatar que el poder blando de la Unión Europea no ha sido suficiente, señor Comisario, para defender la soberanía y la integridad territorial de Ucrania.

Esperemos, señor Presidente, que la reunión cuatripartita de mañana pueda poner fin a esta situación y estabilizar a Ucrania, que es vital para los intereses de la Unión Europea.

  Libor Rouček, on behalf of the S&D Group. – Mr President, a few moments ago we commemorated the outbreak of the First World War. We discussed the lessons of both world wars in the 20th Century. Now we have had almost seventy years of peace. That peace is based on respect for human rights, civil rights, civil freedoms, democracy and the rule of law, both internally and externally.

The Ukrainians decided to join our European values. This is what the young people demonstrated for on Maidan, and that is the will of the population. I think that we should – and will – support those values.

Ukrainian society should have the right to decide which way it wants to go. That society should have the right to engage in dialogue – meaningful dialogue where all sections of Ukrainian society are involved – both in the west of the country, and of course, the Russian speakers in the east. However, as we saw in Crimea and we are seeing again in the east of Ukraine, its big eastern neighbour is not happy with those developments. The annexation of Crimea took place against all principles of international law, against the United Nations Charter, against the Final Act of the Helsinki Accords of 1975 and also against the principles of the Budapest Memorandum of 1994.

We are now seeing a similar type of scenario in the east, and we are very concerned because this is not only a matter for Ukraine or for relations between Ukraine and Russia, but it is also a concern for all Europeans, for the peaceful order we established on the continent after 1945.

Our group strongly condemns this behaviour. Tomorrow, there will be chance in Geneva to discuss all those issues and look for ways to solve these issues by dialogue, diplomacy or political means and that is the way we prefer. So we wish for progress tomorrow and if progress is not made we have a resolution here where further steps are described.

  Johannes Cornelis van Baalen, on behalf of the ALDE Group. – Mr President, I think that the facts are quite clear. We are now seeing in the east of Ukraine a repetition of what happened in Crimea. Putin said that there were no Russian troops in Crimea. There were Russian troops in Crimea. They invaded Crimea and annexed it. It was a tragi-comedy and now it is happening again in the east of Ukraine. There are no Russian troops whatsoever. Russia is constructive, looking for a dialogue, wanting to protect Russian-speaking minorities and wanting a federal Ukraine.

Let us look at the facts. Russia is repeating a strategy which started in Georgia, Moldova and Transnistria. In Crimea it is starting all over again. It is now time to act. First, in the long term, we have to invest in NATO, in our common defence – the European Member States of NATO, the United States and Canada – because whoever wants peace has to be prepared. NATO is our key focus. We have to have a European energy community, because the best approach is to tell Mr Putin to keep his oil and gas. With oil it is less difficult than with gas. We have to prepare for further sanctions which will hit the Russian economy and Putin’s clique, and we have to be united. We have to act and not just talk. The resolution we will be adopting will be the start of action.

  Rebecca Harms, im Namen der Verts/ALE-Fraktion. – Herr Präsident, sehr geehrte Kollegen! Es ist jetzt nicht mehr die Zeit, im Konjunktiv über Sanktionen zu reden. Es ist ein großes Problem für die Ukraine geworden, dass die Europäische Union, auf die sich so viele Hoffnungen gerichtet hatten, in ihrer Unterstützung der Bürgerbewegung nicht so konsequent gewesen ist, wie diese das eigentlich verdient hat, auch gemessen an den Reden, die in diesem Haus gehalten worden sind.

Für morgen in Genf kommt es darauf an, nicht im Konjunktiv zu reden, sondern ganz klar zu machen, was wir wollen. Wir wollen, dass am 25.[nbsp ]Mai nicht nur in der Europäischen Union gewählt wird, sondern es soll auch in der Ukraine – so wie das die Mehrheit des gewählten ukrainischen Parlaments mit den Stimmen der Fraktion von Wiktor Janukowytsch beschlossen hat – frei und neu gewählt werden, wer der Präsident der Ukraine ist. Es wäre für uns eine ganz schlimme Schmach, wenn diese Wahl nicht stattfinden könnte. Genau darauf zielt diese auftrumpfende russische Regierung mit ihrer Strategie ab, zuerst auf der Krim und jetzt, so wie das beobachtet wird, ganz offensichtlich auch im Osten der Ukraine.

Über Sanktionen darf nicht länger nur geredet werden, sondern diese Wirtschaftssanktionen müssen vorbereitet werden. Es muss aufhören, dass wir suggerieren, dass wir uns aus dieser Abhängigkeit nicht befreien könnten, denn es gibt dazu Alternativen.

Es muss auch immer wieder gegen die Propaganda aus Moskau gesagt werden, dass in der Ukraine keine nationalistische oder von Faschisten gesteuerte Bewegung die Macht übernommen hat. Es ist unsere Aufgabe, immer wieder zu betonen, dass in der Ukraine die Bürger angetreten sind, um einen Rechtsstaat zu verwirklichen, um die Gültigkeit des Rechts wiederzuerlangen, um für die Ukrainer ein gelingendes Leben möglich zu machen. Das sind die europäischen Werte, für die einen ganzen Winter lang und eigentlich schon über die Jahre davor gestritten worden ist.

Dass es sich heute im Osten der Ukraine für viele Bürger so anfühlt, als könnte man sich auf die Unterstützung dafür von Seiten der Europäischen Union nicht verlassen, ist eine wirkliche Katastrophe. Denn mir ist in den letzten Tagen auch in einzelnen Gesprächen klar geworden: Für den Einzelnen in der Ukraine, im Osten, in dieser Konfliktsituation sich jetzt zu entscheiden zwischen einer gefühlt sehr großen Macht, die aus Moskau kommt, und dem Wankelmut der Europäer hinter einer unerfahrenen und tief verunsicherten neuen Regierung in Kiew, das ist sehr schwer, und diese Entscheidung haben wir den Leuten nicht leichter gemacht.

  Charles Tannock, on behalf of the ECR Group. – Mr President, each time we debate Ukraine the situation is worse than before. We are witnessing now the second phase in President Putin’s aggressive plan to partition or swallow up the whole of Ukraine based on a pack of lies. Putin is a clever operator, and he knows how to stage the attacks in eastern Ukraine with the right balance of special forces and home-grown activism. It is an insult to our intelligence to hear from Foreign Minister Lavrov that Russia plays no part in this.

The revanchist insurrection currently being witnessed in the Donbas region is unprecedented. It seems to have sprung up virtually overnight, when all students of politics regarding sub-state nationalism know full well that genuine movements need many years of development, in the face of profound state oppression, to take root. There is no state oppression in eastern Ukraine whatsoever. The people are free to speak whatever language they choose and to live their lives as they see fit. To assert that the eastern Ukrainians are facing systematic human rights violations is nothing less than an insult to those countless minorities around the world whose rights are genuinely under attack. Besides, a perceived lack of language/cultural rights cannot under any circumstances justify foreign invasion and – as in the case of Crimea – outright illegal annexation. The appropriate forum to resolve these differences is via elections, representation and negotiations, not a paramilitary barricade.

Putin believes that he can get away with it, but the West must not allow a democratic potential future EU Member State to be carved up or destroyed under our very noses. We must continue diplomacy, of course, with the Kremlin, but the EU economic sanctions regime must now, at the same time, be intensified to Iran-style levels and Ukraine should be given the means militarily to defend itself. Too many people in Europe remember only too well what happens when tyrannies wilfully disregard the sovereignty of free states and the wishes of their peoples. The past of the previous century must not be repeated on our continent.

  Helmut Scholz, im Namen der GUE/NGL-Fraktion. – Herr Präsident, Herr Kommissar! Ohne eine eigenständige Analyse und Reflexion wird eine gemeinsame EU-Außenpolitik in diesem Konflikt nie aus den ritualisierten Interpretationen und Schuldzuweisungen herauskommen. Ja, Herr Tannock, Sie haben Recht: Wir reden immer wieder über eine weitere Zuspitzung. Deshalb muss Politik zugeben, wenn sie Fehler gemacht hat.

Ich halte die getroffene Linie der EU-Außenpolitik hinsichtlich der Entwicklung in der Ukraine für konsequent, aber für falsch. Sie verweigert sich wesentlichen Elementen der Genesis der Zuspitzung um die Ukraine: die langjährigen Verbindungen zwischen EU-Kommission und ukrainischen Oligarchen, zum Beispiel Herrn Pintschuk, deren Macht der Majdan gerade gebrochen sehen wollte, die reichlich sprudelnden US-Geldquellen für das Agieren schillernder Figuren wie Olek Rybatschuk oder die gesellschaftlichen Gefahren, die sich durch die Macht und das Handeln von Swoboda und dem Rechten Sektor sowie den angelaufenen politischen Säuberungen der neuen Herrschenden ergeben.

Wir müssen anerkennen, dass es sich um sich vollziehende Veränderungen im ukrainischen Protest handelt, bei dem es immer stärker um sozialökonomische Fragen geht, der selbst nicht mehr von der zu Recht aufbegehrenden studentischen Mittelschicht in der Hoffnung auf demokratische Verhältnisse, sondern von der Sorge der Arbeitenden in der Region um ihre Zukunft getragen wird. Dieser Protest hat begonnen, sich selbst zu organisieren, und die EU und die USA werden wie Putin einen Teufel tun, sich mit diesem Protest zu verbünden.

  Adrian Severin (NI). - Mr President, first we have to make up our minds: do we want war or do we want peace? If we want war we must prepare for war; if we want peace we must prepare for war too.

Secondly, a war could be fought with economic weapons. If we choose to use those weapons we must calculate in advance their precise effectiveness, making sure that they will not backfire. So far the therapy of gradual and personalised sanctions has been unconvincing.

Thirdly, if we cannot beat them let us join them. In other words, let us negotiate. The true problem is not Ukraine but the lack of multilateral strategic dialogue on a global scale. Global order could only be consensual. We do not like Russiaʼs views on it but we cannot achieve it without Russia.

Fourthly, since the Peace of Westphalia every major war in Europe has ended with a peace conference and a peace treaty. This was the case in 1815, 1856, 1878, 1920 and 1946. The Cold War ended without a peace treaty. We assumed that everything was clear and settled. This was not the case; now is the time to do it. Tomorrow’s Geneva meeting could be a first step in that direction.

Fifthly, it is obvious that international law and the international institutions do not function. We might deplore it but we would do better to negotiate new covenants adapted to the post-bipolar realities. The Helsinki Act might have died in Crimea but it was mortally wounded in Kosovo.

Lastly, if we want to be successful we must stop approaching international relations from an ideological perspective whilst consolidating and deepening EU integration. If we want peace, stability, security and freedom within our borders as well as in our neighbourhood, if we want Russia to respect our standards, then we need a true power in Europe, be it a soft power, but a power nevertheless.

  Elmar Brok (PPE). - Herr Präsident, Herr Kommissar, Kolleginnen und Kollegen! Es gibt – wie die OSZE und der Europarat uns berichten – keine Diskriminierung der russischsprachigen Minderheit in der Ukraine. Es gibt eine klare Mehrheit, auch in der Ostukraine, für die Einheit und die territoriale Integrität der Ukraine. Deswegen gibt es auch keinen Grund – obwohl selbst dies nicht ausreichen würde – für den russischen Einmarsch dort.

Die Aufständischen dort sind russisch geführt, einheitlich trainiert, einheitlich ausgerüstet, da gibt es gar keinen Zweifel. Wir müssen sehen, dass die Truppen an der Grenze ein zusätzliches Druckpotenzial aufbauen und eine Destabilisierung durch eine russisch geführte Minderheit durchsetzen, um die freie Wahl der Ukrainer am 25.[nbsp ]Mai zu verhindern. Deswegen müssen wir alles für die Stabilisierung der Ukraine tun.

Ich bin froh darüber, dass das Finanzpaket verabschiedet wird. Ich bin froh darüber, dass man mit den internationalen Finanzinstitutionen vorankommt. Ich meine, dass die OSZE-Missionen ausgeweitet werden müssten. Die EU und das Europäische Parlament müssen Beobachter dorthin schicken, insbesondere Wahlbeobachter in großer Zahl, auch für die nationalen Parlamente, um auf diese Art und Weise einen Beitrag zu leisten.

Wir müssen sagen, dass die Ukraine ein Recht auf territoriale Integrität und auf Selbstverteidigung hat. Ich finde es unmöglich, dass Putin sagt: „Ich gehe dort rein mit von mir geführten Leuten“, und die Ukraine hat kein Recht, sich zu wehren, sondern das wird dann als Alibi genommen, selbst militärisch einzumarschieren. Dies ist nicht zu akzeptieren. Die Ukraine hat ein Recht, über ihre eigene Verfassung zu entscheiden, niemand anders. Wenn sie das föderal gestalten wollen, dann sollen sie das tun! Ich finde, dafür gibt es auch viele Ansätze, aber es muss so erfolgen, dass es nicht die Einheit des Staates gefährdet und nicht ein Ansatz für Separatismus ist. Das muss inzwischen klar sein. Und wenn wir kein Militär einsetzen und helfen – das ist kein NATO-Fall –, dann muss es klar sein, dass wir alle friedlichen Mittel einsetzen, um dem ukrainischen Volk zu helfen. Das bedeutet insbesondere Sanktionen.

Wenn Genf scheitert, sollten wir sagen, dass Russland das multilaterale Völkerrecht zerstört, das uns seit vielen Jahrzehnten Frieden geschaffen hat. Helsinki und all das wird zerstört. Deswegen geht das weit über die Ukraine hinaus. Es geht um den künftigen Frieden in ganz Europa. Das muss klar sein, und dem müssen wir uns widersetzen.

W Polsce odbiła się dużym echem Pana wypowiedź na temat tego, że nie powinny być rozlokowane wojska NATO na wschodniej granicy sojuszu, że to jest niezgodne z jakimiś porozumieniami z Rosją. Czy nie uważa Pan, że w obecnej sytuacji byłby to jeden ze sposobów odstraszania Rosji od kolejnych fal agresji? jaka jest Pańska opinia dzisiaj na ten temat?

  Elmar Brok (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Ich bin der Auffassung, dass die Ukraine kein NATO-Fall ist. Auf jeden Angriff auf die Grenzen der NATO-Staaten – etwa auf die Baltischen Staaten oder Polen – müssen wir vorbereitet sein, und ich bin der Auffassung und habe dies mehrmals gesagt, dass in dieser Situation die NATO als Teil unserer kollektiven Sicherheit zunehmend wieder eine große Rolle spielen wird.

So wie wir auch als Europäisches Parlament bei dem Treffen mit den nationalen Parlamenten durchgesetzt haben, dass alle Gebiete der Europäischen Union dasselbe Maß an Sicherheit haben müssen und dass wir keinen Unterschied machen dürfen. Polen und die Balkanstaaten und die Baltischen Staaten müssen dasselbe Maß an Sicherheit genießen wie Deutschland oder Frankreich. Dies muss ganz klar sein in unserem inneren Verhältnis, dass wir uns aufeinander verlassen können.

  Knut Fleckenstein (S&D). - Herr Präsident, liebe Kolleginnen und Kollegen! Ich stimme dem meisten zu, was ich bisher gehört habe, insbesondere inhaltlich dem, was Elmar Brok gesagt hat.

Wir erwarten von unseren russischen Partnern, wenn man Sie denn überhaupt noch so nennen kann, dass die derzeit fragile Lage der Ukraine nicht verstärkt wird, und das heißt, dass sie allen Rufen nach einer Schutzmachtfunktion eine klare Absage erteilen. Wir erwarten im Gegenteil, dass Russland zurückkommt und einen aktiven Beitrag zur politischen und wirtschaftlichen Stabilisierung der Ukraine leistet.

Wir begrüßen das morgige Treffen in Genf, an dem Vertreter der Ukraine, Russlands, der EU und der USA teilnehmen werden. Lange haben wir genau dies gefordert. Der Kommissar hat darauf hingewiesen. Deshalb – auch wenn es Ihnen nicht schmecken mag – bin ich davon überzeugt, dass dies heute kein geeigneter Zeitpunkt ist, um morgen eine derartige Entschließung zu verabschieden.

Dass wir darüber diskutieren: einverstanden. Dass Frau Ashton weiß, was sie unserer Meinung nach zu tun hat, wird ihr sicherlich ausgerichtet – sie nimmt ja nicht häufig teil an diesen Debatten hier –: ist auch in Ordnung.

Aber dass wir sowohl von der Wortwahl her als auch von einzelnen Punkten her eine solche Entschließung verabschieden, ist meiner Meinung nach nicht produktiv. Deshalb werden einige Freunde von mir und ich uns morgen an der Abstimmung nicht beteiligen.

  Annemie Neyts-Uyttebroeck (ALDE). - Ik ben het ook eens met wat de meeste voorgaande sprekers gezegd hebben, met uitzondering van wat de heer Fleckenstein daarnet verklaard heeft, die dit niet het juiste moment vindt om een resolutie te bespreken en daarover te stemmen. Persoonlijk vind ik dat de resolutie veel te lang is en ik vind het jammer dat de collega's er niet aan hebben kunnen weerstaan om weer eens de hele waslijst van opmerkingen over de situatie in de tekst op te nemen, maar het is belangrijk dat wij ons uiten en het is vooral belangrijk dat wij onze absolute veroordeling van de houding van Rusland duidelijk maken.

In dit verband wil ik alle lidstaten oproepen om alle contracten in verband met leveringen van wapens en militair materieel op zijn minst uit te stellen en op te schorten. Ik zou ook alle economische middens uit de lidstaten willen oproepen om aan Rusland duidelijk te maken dat er geen sprake kan zijn van business as usual en dus ook niet van economische missies naar Moskou, alsof er niets aan de hand is.

Kiedyś ktoś tak może opisze ten moment. Jesteśmy w tym momencie, kiedy zaczyna się wojna na wschodzie Ukrainy i dlatego musimy teraz reagować. Nasze dotychczasowe reakcje są warte tyle, że dzisiaj dostaliśmy kolejne pismo od ambasadora Rosji, który mówi żebyśmy sobie schowali te nasze rezolucje. Nasze reakcje były dotychczas spóźnione, grozi nam to, że zostaną storpedowane wybory prezydenckie na Ukrainie. Nasze reakcje mimo wysiłków takich ludzi jak Štefan FüleFüleFüle są jak reakcje tłustego, zadowolonego z siebie żubra. Dzisiaj Europa jest takim tłustym żubrem, którego trudno poruszyć do działania. I dlatego zdecydowałem się na bardzo ostry cytat z jednego z najlepszych polskich współczesnych pisarzy, tak proszę Państwa, my jako politycy na ostatniej sesji, tutaj w Strasburgu, nie mamy pisać kolejnej ogólnej rezolucji i zawierać kompromisów, ale mamy ugryźć tego żubra w dupę, żeby zaczął działać, bo jak wrócimy tutaj po wakacjach wybrani, albo nie, może być już za późno.

  Nikola Vuljanić (GUE/NGL). - Gospodine predsjedniče, povod za današnju raspravu je eskalacija krize u istočnoj Ukrajini. Ne treba mnogo mašte da se shvati o čemu se tu radi. Vidjeli smo to devedesetih godina u politici Slobodana Miloševića, a i prije, tridesetih godina u Europi.

Svi smo znali kako će Rusi reagirati na Krimu. No, Anschluss Krima se dogodio, i bili smo samo zgroženi promatrači. Ne možemo si isto priuštiti u istočnoj Ukrajini. Odgovor nije u podupiranju desnog centra, jer Rusija organizira tamo neki ruski sektor. Odgovor nije u divizijama, nego u diplomaciji i onome što Europska unija može ponuditi, ekonomsku pomoć i korištenje novca kojim raspolažemo da se pomogne demokraciji i Ukrajini. Odgovor nije u progonu komunista na Zapadu niti desničara na Istoku. Konačno, Rusija nije komunistička zemlja definitivno.

Odgovor je u sankcijama diktatoru koje nešto znače. To košta, ali vrijedi. Ne smijemo si priuštiti da pomoć Ukrajini bude ucjena, nego moramo spriječiti daljnju propast društva. Inače će ruski pritisci dati željeni učinak.

Prieš keletą mėnesių mes neatsakėme į klausimą, ar galime sau leisti prarasti Ukrainą. Dabar mes nerandame atsakymo į klausimą, ar galime sustabdyti karą Europoje. Per pastaruosius penkerius metus mes daug kartų diskutavome apie šalutinius dalykus, pavyzdžiui, kuriam mieste turėtų būti Europos Sąjungos būstinė, ar trečiosios lyties išradimą. Savo energijas skyrę šiems dalykams pasirodėme kaip politikai, nesugebantys išspręsti ne tik didėjančios socialinės atskirties, jaunimo nedarbo problemų, bet, svarbiausia, apginti nuo karo vienos tautos ir visos Europos. Ponia pirmininke, šiandien dar tas metas kai Europos Sąjunga, veikdama kaip tautų Europa, kalbėdama vienu balsu ir sutardama dėl realių sprendimų, dar gali sustabdyti prasidedančią beprotybę. Tai retorinis klausimas, bet aš privalau paklausti, o jeigu mes rytoj posedžiautumėme Kijeve, tai būtų pakankamai konkretus žingsnis ir svarus argumentas išvengti artėjančios nelaimės.

  Andrew Henry William Brons (NI). - Mr President, we are hearing the 1914 language of self-righteous indignation to imply that one side is completely in the right and the others completely in the wrong. We might not like Mr Yanukovych – and there is much about him I do not like, if it is true – but his removal as President did not fall within the categories in Article 108 of the Constitution of Ukraine, and the procedure for impeachment in Article 111 was not followed.

The civil disturbances in Ukraine were orchestrated from the EU when Yanukovych rejected the EU trade agreement. This was just as much interference in Ukraine, and with less justification, than anything that Russia has done. The taped conversation of Victoria Nuland and Geoffrey Pyatt about who should lead Ukraine was evidence of blatant US interference. It is all very well to call a referendum held by the Crimean Autonomous Republic illegal, but this was no more illegal than the removal of Mr[nbsp ]Yanukovych.

Crimea had traditionally been part of Russia since the 18th Century, until 1954 when it was handed over by Mr Khrushchev, a Soviet leader of Ukrainian descent. The recent referendum was hurried and insufficiently debated, but the result was hardly ambiguous. Large powers, like Russia and the United States, have what they see as legitimate spheres of interest. The United States was not going to allow Soviet missiles in Cuba in 1962. Russia was not prepared to accept with equanimity a member of the EU and NATO within its traditional borders.

Die Ukraine ist doch eher abgewehrt worden von der Europäischen Union, man hat sie doch nicht hereingezwungen. Das ist doch absolut nicht wahr. Sondern die Ukraine hat in letzter Minute einen Schwenk gemacht und dann ist das ukrainische Volk auf die Straße gegangen. Sie erzählen doch das absolute Gegenteil der Wirklichkeit.

To jest przełomowy moment, przełomowy moment dla Partnerstwa Wschodniego, które Rosja próbuje zablokować, oraz przełomowy moment dla bezpieczeństwa europejskiego. Potrzebne są zdecydowane działania Unii Europejskiej. Rosja dokonuje inwazji na Ukrainę na raty, stosuje taktykę salami. Musimy ją powstrzymać! Potrzebne są natychmiastowe sankcje unijne trzeciego stopnia. Sankcje takie, jakie stosowaliśmy wobec Iranu, – blokada ekonomiczna i finansowa. Ukraina ma prawo do samoobrony w oparciu o artykuł 51 Karty Narodów Zjednoczonych włącznie z użyciem sił militarnych. Unia powinna natychmiast wysłać, tak jak do Gruzji, europejską misję monitorującą, która by pojechała do Ukrainy wschodniej oraz na granicę z Rosją. Stawką jest nie tylko Ukraina, stawką jest bezpieczeństwo europejskie.

Dramat polega na tym, że my jesteśmy na ostatniej sesji w Strasburgu, za miesiąc mamy wybory i nie wiemy do jakiej rzeczywistości przyjedzie nowy Parlament. Rosja prowadzi politykę taką, aby Ukrainę doprowadzić do stanu państwa upadłego. Chce sprawić, by chaos stał się rzeczywistością, chce aby przemoc była na ulicach, chce aby działania terrorystyczne były rzeczywistością miast i miasteczek tego kraju. Najgorsze jest to, że większość Ukraińców chce unilateralnego państwa, chce jednej Ukrainy, a to państwo nie potrafi się bronić, nie ma wojska, nie ma tego, co normalnie zawsze stoi za prawem - systemu, który potrafi to prawo egzekwować. Są tacy w gronie zwycięzców, którzy chcieliby zastąpić stary system korupcji nowym, własnym systemem. Państwo działa nieporadnie i to jest główna troska, bo przyszłość tego, co się wydarzy na Ukrainie nie dzieje się w Brukseli, nie dzieje się tylko w Moskwie, dzieje się przede wszystkim w Kijowie i w tej sprawie zasługują na nasze poparcie.

Tak jak powiedziałem, stawką jest przyszłość Ukrainy, ale stawką jest też przyszłość Unii Europejskiej. Stare powiedzenie mówi „co cię nie zabije to cię wzmocni”, albo wyjdziemy z tej konfrontacji z Federacją Rosyjską silniejsi, bardziej zintegrowani i wprowadzimy więcej polityk do naszego dnia codziennego, albo będziemy podzieleni, tak jak chciałby Putin, który pisze 18 listów w sprawie polityki energetycznej, lekceważąc to, że jest jeden adres w Brukseli, gdzie można by ten sam list wysłać. Dobrze, że dostanie odpowiedź z jednego miejsca.

  Gerben-Jan Gerbrandy (ALDE). - Het associatieverdrag met Oekraïne had het begin moeten worden van een nieuwe toekomst voor Oekraïne en nu, een half jaar verder, is de Krim ingelijfd door Putin en dreigt een burgeroorlog in het oosten van het land. Putin is er alles aan gelegen om de geplande verkiezingen in mei te verstoren. Hoever hij zal gaan weten wij nog niet, maar zelf onrust veroorzaken en blijven voeden en vervolgens de Verenigde Naties vragen om in te grijpen, dat is triest. Instabiliteit, dat is de benzine van het Russische politieke model. Hoe treurig.

Morgen in Genève zal de angel uit het conflict gehaald moeten worden, maar als ook daar geen vooruitgang wordt geboekt moet Europa zwaardere sancties tegen Rusland klaar hebben. Noch Rusland noch Europa zijn gebaat bij het uiteenvallen van Oekraïne. Oekraïne moet geen muur zijn tussen oost en west, maar een brug. Stabiliteit is in ons aller belang. De druk op Rusland moet omhoog door middel van strengere sancties en vooral om de oplossing dichterbij te brengen waar deze gevonden moet worden, aan de onderhandelingstafel.

Es domāju, ka pilsoņi Eiropas Savienības austrumos un Centrāleiropā atceras impērisko varu neatkarīgi no tā, kā tā ir saukusies —— Padomju Savienība vai Krievijas Impērija. Un šie pilsoņi —— Eiropas Savienības pilsoņi —— vēlas redzēt skaidru rīcību no Eiropas politiķiem, nevis vēl vienu rezolūciju, kuru Krievijas vēstnieks mums atsūtīs uz Briseli atpakaļ, kā to izdarīja ar pagājušā mēneša rezolūciju.

Mēs, protams, varam saukt par separātistiem Krievijas armijas speciālo uzdevumu vienības kareivjus un virsniekus. Mēs, protams, varam šausmināties par Krievijas spiedienu uz Austrumu partnerības valstīm. Tajā pašā laikā, ja Ukrainu kā lielāko Austrumu partnerības valsti un kā lielāko Padomju Savienības bijušo valsti Krievija pazemos un iznīcinās, tad visām pārējām Austrumu partnerības valstīm nav īsti vairs nozīmes sekot Eiropas Savienības ceļam. Un, ja 17. aprīlī mūsu sarunas būs vājas un ar vāji sagatavotām pozīcijām, tai skaitā sankcijām pret Krieviju un ļoti nopietnām sankcijām, tad mēs piedzīvosim kaunu, kolēģi!

  Willy Meyer (GUE/NGL). - Señor Presidente, señor Füle, la desestabilización de Ucrania es el resultado de un golpe de Estado. Un golpe de Estado violento, con paramilitares armados, fascistas. Esto es lo que ha desestabilizado Ucrania.

Una desestabilización organizada entre el Gobierno norteamericano y la Unión Europea, que han financiado, apoyado, sostenido, jaleado ese golpe de Estado. Y no valen dobles lenguajes. La violencia es violencia. La que está sucediendo ahora en el oeste y la que sucedió en el este. Es violencia. Y, por lo tanto, la primacía de la ley es lo que debe ser la guía de los gobiernos. Y lo que se hizo allí fue un golpe de Estado. Insisto, un golpe de Estado violento. Yanukóvich no tiene ninguna simpatía por mi parte, ninguna. Pero era el Jefe del Estado, votado por los ucranianos. Y son los ucranianos los que tienen que resolver su destino.

  Charles Tannock (ECR), blue-card question. – Mr[nbsp ]Meyer insists on calling it a coup d’état orchestrated by the West, the United States and the European Union, which is the biggest load of nonsense I have ever heard. Would he not accept that it was the Ukrainian Parliament or Rada which voted to dismiss Yanukovych in a bill of impeachment? He did not show up; he abandoned his post and fled to Russia. Surely that is a legitimate dismissal of a President who now stands accused of murdering his own citizens?

Ese es su modelo, no el mío. Yo creo en la democracia; creo en la legalidad constitucional.

  Hans-Gert Pöttering (PPE). - Herr Präsident, liebe Kolleginnen und Kollegen! Die Aggression Russlands gegen die Ukraine zeigt, dass der Frieden in Europa gefährdet bleibt. Das russische Vorgehen ist zutiefst unglaubwürdig. Auf der Krim und in der Ost-Ukraine wird angeblich das Selbstbestimmungsrecht von Russen verteidigt; den Völkern des Kaukasus – so den Tschetschenen – wird ein vergleichbares Recht jedoch verweigert. Forderungen danach werden mit militärischer Gewalt, mit Bomben, Tod und Zerstörung beantwortet.

Das sollte den Bürgerinnen und Bürgern in der Europäischen Union Anlass sein, sich auf ihre eigene Werteordnung zu besinnen. Seit seiner ersten Wahl im Jahre 1979 gehöre ich dem Europäischen Parlament an und werde es nach 35 Jahren mit der Wahl am 25. Mai verlassen.

1979 war Europa geteilt – der westliche Teil frei und demokratisch, die Mitte und der Osten Europas unterdrückt vom Kommunismus. Für mich bleibt es das Wunder meiner Generation, dass mein eigenes Land, die Bundesrepublik Deutschland, in Freiheit geeint ist und dass Estland, Lettland und Litauen, Polen, Tschechien, die Slowakei, Ungarn, Slowenien, Bulgarien, Rumänien und Kroatien zur EU gehören – einer Wertegemeinschaft, die sich gründet auf die Würde des Menschen, die Menschenrechte, Freiheit und Demokratie, das Recht und den Frieden.

„Wir sind zu unserem Glück vereint “, so heißt es in der Berliner Erklärung vom 25.[nbsp ]März 2007. In der Europäischen Union hat das Recht die Macht, und nicht die Macht – wie gegenwärtig in Russland – diktiert das Recht.

Wenn unsere Werte gefährdet sind – von innen oder von außen –, müssen wir sie solidarisch verteidigen.

1979 hatte das Europäische Parlament keinerlei Gesetzgebungsbefugnisse; heute ist es weitestgehend gleichberechtigter Gesetzgeber mit dem Ministerrat. Das Europäische Parlament ist heute einflussreich und ein entscheidender Akteur, es ist Ausdruck der parlamentarischen Demokratie in der Europäischen Union.

Wir haben allen Anlass, mit Zuversicht in die Zukunft zu schauen. Aber alles Menschliche bleibt gefährdet. Auch die Europäische Union steht vor großen Herausforderungen – nach innen und nach außen. Jede Generation muss sich diesen Herausforderungen gegenüber neu bewähren. Mein Wunsch, meine Mahnung ist: Arbeiten wir weiter an der Einigung unseres europäischen Kontinents! Sie ist die große Chance, dass wir auch in der Zukunft unsere Werte und Interessen solidarisch verteidigen können.

Dies war meine letzte Rede im Europäischen Parlament. Ich danke allen Kolleginnen und Kollegen für wunderbare 35 Jahre.

  Tonino Picula (S&D). - Gospodine predsjedniče, čestitam kolegi Pötteringu. Potpuno je jasno da je rusko vodstvo već prešlo ukrajinske granice i de jure i de facto. Ne samo zbog nedavne aneksije Krima nego zbog neprikrivenog logističkog i propagandnog sponzoriranja aktualnih nereda na istoku zemlje.

Događaji u Ukrajini koji slijede otkrit će koja je vizija relevantnija. Više puta ponavljana Putinova o makar djelomičnoj obnovi ruske moći iz prošlosti ili naša o Europskoj uniji kao budućoj zajedničkoj kući svih Europljana koji to žele.

Međutim, neodlučnost ili podijeljenost država članica zbog različitih interesa lako može Europsku uniju dovesti u opasnost da izgubi sposobnost ozbiljnijeg utjecaja na događaje. Danas u Ukrajinskoj krizi, a već sutra negdje drugdje na području bremenitom postsovjetskim žarištima. Jasno je da pritisak na takozvane GUAM zemlje ne popušta pa posljednji događaji traže naš promišljen odgovor na pitanje u kojoj mjeri Rusija i Europska Unija na istim prostorima danas mogu biti partneri a u kojoj ostaju suparnici.

Ali usporedo s vojno političkim neizvjesnostima vode se i neizvjesni pregovori Kijeva sa međunarodnim financijskim institucijama i tu se mora pronaći način kako trajnije uravnotežiti gospodarske sigurnosne i društvene prilike u Ukrajini, a time i zaštititi i demokratsku perspektivu zemlje jer bez obzira na rezultat sučeljavanja sa ruskim interesima borba sa frustracijama i strahovima stanovništva postsovjetskih industrijskih gradova na istoku Ukrajine je daleko teži zadatak za novu vlast u Kijevu, a ona u tome ne smije ostati usamljena a mi promatrači.

  Alexander Graf Lambsdorff (ALDE). - Herr Präsident! Wir müssen zwei Dinge tun. Wir müssen auf der einen Seite europäische Entschlossenheit zeigen, und wir müssen auf der anderen Seite den Dialog mit Russland fortsetzen.

Europäische Entschlossenheit setzt voraus, dass wir Dinge regeln, mit denen wir unsere Souveränität stärken. Studien, lieber Herr Füle, Studien gibt es genug. Wir brauchen Flüssiggasterminals für Nordwesteuropa. Wir müssen die Fließrichtung unserer Pipelines auch von West nach Ost strukturieren. Wir müssen heimische Energieträger fördern, damit wir uns unabhängig machen können von russischer Energie, wenn wir das dann wollen, und wir brauchen einen großen europäischen Energiemarkt. Also es gibt genug Dinge, die wir tun können, um uns souverän zu machen.

Was aber genauso nötig ist – und Hans-Gert Pöttering hat das gerade erwähnt: In den dunkelsten Zeiten des Kalten Krieges, hat es einen Dialog mit Moskau gegeben. Ich möchte deswegen nicht, dass wir alle Drähte nach Moskau kappen, ich freue mich darüber, dass es morgen zu dem Treffen in Genf kommt. Ich erwarte, dass es dort zu Gesprächen kommt. Ob es Lösungen gibt, weiß ich nicht. Wenn Sanktionen verhängt werden müssen, dann ist das so. Reden muss man mit Moskau auf jeden Fall. Denn eines ist klar: Frieden in Europa wird es niemals ohne oder gar gegen Russland geben, sondern immer nur mit Russland.

  Adam Bielan (ECR). - Panie Przewodniczący! Aneksja Krymu stanowi pogwałcenie prawa międzynarodowego oraz licznych umów, których stroną jest Rosja. Po zajęciu Abchazji i Południowej Osetii to kolejny przykład zaborczej polityki kremlowskich władz, wyraźnie dążących do restauracji imperium sowieckiego. Sytuacja na granicy ukraińsko-rosyjskiej pozostaje wciąż napięta, a incydenty w Doniecku, Ługańsku czy Charkowie napawają niepokojem. Prezydent Putin bezpardonowo ingeruje w wewnętrzne sprawy Ukrainy.

Nie możemy akceptować polityki realizowanej pod lufami karabinów. Działania Moskwy wymagają zdecydowanego sprzeciwu oraz spójnego i skoordynowanego podejścia państw członkowskich i społeczności międzynarodowej. Powstrzymanie coraz bardziej prawdopodobnej rosyjskiej inwazji na Ukrainę jest działaniem kluczowym również dla bezpieczeństwa państw Unii. Liczę na aktywność europejskiej dyplomacji. Ogromne znacznie ma również współpraca w ramach Sojuszu Północnoatlantyckiego.

  Arnaud Danjean (PPE). - Monsieur le Président, ce n'est malheureusement pas la dernière fois, sans doute, que nous aurons à débattre de l'Ukraine dans ce parlement. En tout cas, pour cette législature c'est la dernière fois.

Malheureusement, Moscou a allumé, en Ukraine, sur un baril de poudre, une mèche à combustion lente. Une combustion lente parce que c'est une entreprise méthodique de déstabilisation en profondeur d'un État libre et souverain. Cela a commencé par des pressions politiques, au moment où l'Ukraine voulait se rapprocher de l'Union européenne, cela a continué avec le déploiement de troupes, cela a continué avec l'annexion de la Crimée, cela continue aujourd'hui avec la déstabilisation de l'Est de l'Ukraine.

La responsabilité de Moscou est sans ambigüité, et elle est d'autant plus écrasante qu'elle repose sur la violation flagrante de principes de souveraineté, d'intégrité territoriale et, plus grave encore, sur la garantie de sécurité qui avait été donnée à Budapest, en 1994, par la Russie! La Russie contrevient à la parole donnée! Ceci est extrêmement grave pour la sécurité et l'équilibre du continent européen, et nous devons dénoncer sans ambigüité ces agissements.

Les réponses apportées apparaissent évidemment bien timides et faibles par rapport à l'ampleur du rapport de force qui nous est imposé par Moscou, mais je crois que l'Union européenne choisit le ton juste par les sanctions, qui doivent être renforcées immédiatement, mais aussi par la voie diplomatique, et les discussions qui auront lieu à Genève demain sont extrêmement importantes. L'Europe doit rester l'interlocuteur, ou l'acteur, privilégié pour agir diplomatiquement, dès lors qu'il n'y a pas de solution militaire à cette crise.

  Ioan Mircea Paşcu (S&D). - Mr President, the domino effect, appeasement and the doctrine of protecting nationals in foreign countries all played a crucial role in the outbreak of the last two world wars. Alas, they are all present today in the crisis created by Russia’s military actions against Ukraine and its increasing pressures on the Eastern Partnership countries. The stakes are very high. This is not just another crisis which will fade away like the one in Georgia in 2008.

The current European order – based on the Helsinki Final Act, the Conventional Armed Forces in Europe (CFE) Treaty signed in Paris – the EU’s credibility and Article 5 of the Washington Treaty on which NATO rests will all be called into question if what is happening in Ukraine does not get the right answer. If we let ourselves be lured by the siren song of the executioner playing victim, by the appeals to stand tall to the warmongering Americans or by the Fata Morgana of endless riches provided by lucrative contracts, or let ourselves be scared by the accompanying threats, then we stand to lose much more than money.

Those contracts, our energy dependence and the Iranian and Syrian dossiers are now simply instruments through which Russia hopes to get our acquiescence to its military actions, destabilisation and pressure on the Eastern Partnership Countries. Moldova and Georgia, along with Ukraine, deserve full support to resist those pressures and provocations in order to continue and accelerate the reform process they engaged in on entering the Eastern Partnership, thus getting rapidly more substance to their European perspective.

  Adina-Ioana Vălean (ALDE). - Mr President, for a month now we have been busy putting big words in public statements to show our concern for the people of Ukraine, our condemnation of Moscow’s actions or our indignation at Russia’s Soviet-style behaviour. Resolution after resolution we have shouted out loud our worries when Russia bluntly goes about annexing bits and pieces of Ukraine.

At the same time, President Schulz is talking about EU-Russia common interests. Well, not all of us are willing to sell our souls for Russian gas. It might be easy for some to talk that way – the ones who did not feel the destructive might of Soviet Russia – but it is insulting to all those people from Romania, Poland or East Germany who died fighting for freedom and democracy, and these are the values the Ukrainian people are fighting for today. We should not repeat the same mistakes with Moldova. We cannot end up debating resolutions when it is too late. We must give them a European membership perspective and sign the Association Agreement as soon as possible.

  Marian-Jean Marinescu (PPE). - Domnule Președinte, ce se întâmplă în Ucraina este inacceptabil. Un stat suveran este agresat din exterior, iar din interior pierde, împotriva tuturor regulilor internaționale, teritorii. Federația Rusă profită de situația economică și de dorința legitimă a Uniunii Europene de a nu exista conflicte armate și acționează fără ezitare în afara oricăror reguli și tratate internaționale.

Nu putem să acceptăm anexarea Crimeei. Declarațiile care spun că este un fapt împlinit nu ajută la rezolvarea situației din zonă. Lipsa de reacție a dus la extinderea procedeului în Harcov și Dombas și poate ajunge până la Transnistria. Moldova a dat dovadă de multă voință, a rezistat presiunilor și a făcut pași importanți în parcursul său european. Nu putem accepta ca Moldova să fie supusă fără voința ei unei pierderi de teritoriu.

Uniunea trebuie să sprijine Ucraina. Este nevoie de poziții și măsuri ferme. Sancțiunile aplicate până acum nu au avut efectele așteptate. Sunt necesare sancțiuni economice care să conteze. Gazul este necesar beneficiarului, dar și producătorul are nevoie să vândă. Sancțiunile economice pot crea probleme pe termen scurt pentru statele membre, dar ele sunt absolut necesare dacă dorim să evităm pe termen lung consecințe mult mai grave. Federația Rusă trebuie oprită din aceste acțiuni îndreptate împotriva unui stat suveran și care pun în pericol pacea întregii Europe.

  Маруся Любчева (S&D). - Уважаеми колеги, трудно се говори в пленарна зала за Украйна в момент, когато страната е застрашена от гражданска война в резултат от сложните взаимоотношения между редица вътрешни и външни фактори. Политически и икономически комбинации не дадоха шанс на гражданите на Украйна сами да избират. Изборът им беше анулиран от различни видове натиск.

Това, от което се страхувахме най-много днес, е факт. В Украйна се стреля, гражданите са разделени, помирението не се задава с предстоящите избори. Ала не констатации са нужни в момента. Европейският съюз трябва да бъде гарант за връщането на мира и посредник между Украйна и Русия, отправяйки ясни послания за спад на напрежението към двете страни. Не трябва да се подкрепя използването на военна сила. Напрежението е налице, но за съжаление нито една от страните не търси умерен подход.

Русия, НАТО, Украйна, Европейският съюз – всички трябва да дадат своя дан за мирното решение на проблема. Принципът на действието и противодействието няма място в политиката на ЕС. При създадената ситуация – за която очевидно Европейският съюз не беше подготвен – единството на Украйна и нейното европейско бъдеще минава, без значение дали ни харесва или не, през преговори с Русия.

Hat es denn in der Ukraine Spannungen zwischen den Menschen gegeben, bevor Janukowytsch und anschließend Russland dort ihre Politik gemacht haben? Mir ist das nicht bekannt. Warum reden Sie von einer Verkettung von inneren und äußeren Umständen. In der Ukraine, insbesondere im Osten, haben die Menschen eigentlich gut miteinander gelebt. Woraus ist also Ihre Begründung hergeleitet, dass Sie innere Umstände sehen?

Mówimy o kolejnej – 13 rezolucji w sprawie Ukrainy w Parlamencie Europejskim, ale ta rezolucja w sprawie Ukrainy to jest również świadectwo o nas, członkach Unii Europejskiej. Przed chwilą mówiliśmy - nigdy więcej wojny, wspominając 100-lecie wybuchu I wojny światowej, a na Ukrainie widzimy w przekazach, że na ulicach Kramatorska jeżdżą czołgi, które mają zatkniętą flagę Rosji. To otwarty konflikt, mający charakter wojny pełzającej, prowadzący do rozbioru de facto Ukrainy. Komisarz Füle stwierdził, że kwestionuje się pojęcie wolnej Europy i to jest nie do zaakceptowania, wszyscy się z tym zgadzamy. Ukraina bowiem ma prawo do obrony swojej ojczyzny, ale również ma prawo, do obrony swojej niepodległości. My natomiast budujmy wspólny front wszystkich członków Unii Europejskiej. Nasze solidarne decyzje np. bez eksportu broni, która nawet jest zamówiona, bez próby obchodzenia embarga wprowadzonego przez Rosję na eksport do Rosji choćby nawet produktów żywnościowych, to decyzje, które pokazują, czy jesteśmy skuteczni, czy nie. Nie tylko wprowadzone restrykcje, to są decyzje które również rozstrzygają o tym, jaka będzie nasza przyszłość. Zdajmy sobie sprawę, że ma to doprowadzić m. in. do zaprzestania przygotowywania wyborów prezydenckich na Ukrainie. Ale kryzys na Ukrainie to próba dla Unii, albo wyjdziemy wzmocnieni, albo podzieleni, słabi. Dobrze, że płynie gaz ziemny z Niemiec, przez Polskę do Ukrainy, ale to jest jeden z pierwszych kroków pokazujących, że jesteśmy w stanie podjąć takie decyzje.

  Илияна Малинова Йотова (S&D). - Кризата в Украйна навлезе в още по-опасна фаза, която изправя страната пред гражданска война с всички последици за международната сигурност. Очакванията утре от Женева са много големи: да се излезе от спиралата на един непрекъснато ескалиращ конфликт, да се намери взаимноприемливо решение, да се създадат предпоставки за демократични избори по пътя на диалога и дипломацията.

Днешната дискусия дава мандат на всички нас за това. Но отива ли Европейският съюз с ясни и категорични отговори на много важни въпроси? Поставям три от тях. Говорим за икономически санкции. Имаме ли изчисленията какво ще означават те за държавите членки? Имаме ли гаранции, че солидарно ще поемем последствията от тях? Ясно е, че ще се задълбочат ефектите от кризата, особено в Източна Европа. Припомням, че само за две седмици през 2009 година, България загуби 250 милиона евро по време на газовата криза.

Втори въпрос: Южен поток. В предложението за резолюция се призовава към спиране на проекта. Имаме ли и тук цифрите кой ще пострада повече? Дали Русия или страните, които чакат енергийна сигурност от неговото построяване, като България, Унгария, Словения, Гърция и Италия? Г-н Фюле говори за нов план за енергийна сигурност, но този план го чакаме пет години.

И не на последно място, правителството в Украйна днес не гарантира достатъчно правата на малцинствата. Имаме своите страхове за близо тристахилядното българско население в Украйна ...

  Ria Oomen-Ruijten (PPE). - De Russische agressie tegen Oekraïne is onacceptabel. Het flagrante schenden van de grenzen die internationaal toch gegarandeerd waren en het destabiliseren van soevereine staten kan niet langer getolereerd worden. Het Krimscenario heeft inderdaad nu ook effect in het oosten van Oekraïne.

Ons geduld is op en wij moeten sancties nemen die echt pijn doen. Naast die sancties en naast het spreken met één stem in Europa, zullen wij ook nog een aantal andere dingen moeten doen. Wij zullen heel snel - 28 april is nu aangekondigd - het associatieverdrag met Moldavië en Georgië moeten tekenen. Wij zullen ook onze strategische coördinatie met de Verenigde Staten en met de NAVO moeten versterken. Wij zullen ook heel snel onze energiebehoefte moeten verminderen. Onze energieafhankelijkheid mag niet meer bij Rusland liggen. Wij moeten ook het oostelijk partnerschap versterken en dat niet, zoals wij altijd gedaan hebben, alleen met woorden, maar nu ook met daden en middelen.

Wat ook belangrijk is, is dat wij Polen, maar ook de Baltische staten helpen en ook hen militair versterken. De burgers in Oekraïne hebben er recht op om te kiezen wat hun eigen toekomst is.

  Richard Howitt (S&D). - Mr President, Mr Putin says that Ukraine may be on the verge of civil war, but the question only he can answer is whether it will be, not civil war, but war. Indeed in three ways the Russian President shows the same ‘maskirovkaʼ – masking of insignia – as his own soldiers.

If rebels had seized police stations, security services and government buildings in Chechnya, I wonder if he would have been so quick to defend their right to be there and call it a peaceful protest. If he is worried about minorities, how will he defend the rights of Tatars in Crimea, especially as the report of the UN High Commissioner for Human Rights yesterday said that there are no widespread or systematic attacks against the ethnic Russian community in Ukraine? If he is so keen to cut off arms supplies to what he calls a region of conflict, why does he not do the same to Syria?

With others, I wish success to the four-way talks due tomorrow. Europe must signal a clear readiness for third-phase sanctions. And I say that the best way to defend Ukraine’s territorial integrity, if it is to be given a chance, is to support successful and peaceful elections across a united country.

  Francisco José Millán Mon (PPE). - Señor Presidente, la situación en Ucrania es gravísima. Asistimos a la segunda parte de una crisis desencadenada por Rusia, con la anexión ilegal de Crimea. Me gustaría que la reunión de mañana en Ginebra trajera consigo una solución política que haga posible un diálogo entre Moscú y Kiev en busca de fórmulas respetuosas con el Derecho internacional y con la soberanía e integridad territorial de Ucrania.

Si dicha solución no es posible, si continúan los movimientos por parte de Rusia para desestabilizar Ucrania, impedir las elecciones del 25 de mayo y, quizá también, para abrir la vía para apropiarse de su parte oriental, será necesaria una reacción de la Unión Europea, a través de más y mayores sanciones.

La Unión tendrá que hacer un esfuerzo de unidad, pero no puede quedarse indiferente ante lo que ocurre en Ucrania, un país vecino cuyo pecado ha sido simplemente acercarse a nosotros.

Lamentablemente, si Rusia persiste en su actitud totalmente contraria al Derecho internacional y a las reglas de conducta propias del siglo XXI, nuestras relaciones con ese país inevitablemente tendrán que sufrir un importante deterioro y estarán marcadas por una profunda desconfianza que —pensábamos— era cosa del pasado.

  Monica Luisa Macovei (PPE). - Domnule, Președinte, în calitate de președintă a Comitetului de cooperare cu Republica Moldova aș vrea, în primul rând, să mă refer la Republica Moldova și să spun că singura modalitate de a proteja Republica Moldova de agresiunea sovietică și de agresiunea organizată și planificată de Putin este să aducem Moldova cât mai aproape de Uniunea Europeană, să aducem Moldova în Uniunea Europeană. Trebuie să putem găsi un mecanism special de integrare, un mecanism special prin care să integrăm Republica Moldova - discutăm probabil aici și de Georgia și Ucraina - deci un mecanism special pentru a o integra în Uniunea Europeană cu tot felul de condiționalități ca să-și continue reformele pe care trebuie să le ducă până la capăt. Dar, suntem într-un moment de criză politică și răspunsul trebuie să fie un răspuns de criză și singurul mod, repet, de a proteja Republica Moldova, este de a o aduce în Uniunea Europeană.

În Republica Moldova, Rusia a procedat exact la fel ca și în Georgia, încearcă să rupă bucăți din teritoriu, dau exemplu referendumului ilegal din februarie 2014 din Găgăuzia, la fel și în Transnistria, unde iarăși se încearcă astăzi aprofundarea ruperii Transnistriei din Republica Moldova. Și acum aș vrea să readuc aminte pentru toată lumea ce spunea Putin în 2011, și anume că cea mai mare catastrofă geopolitică a secolului XX a fost dispariția Uniunii Sovietice și că Rusia este Uniunea Sovietică. Deci astăzi vorbim de Uniunea Sovietică și de Putin - ofițer KGB care încearcă să refacă Uniunea Sovietică prin sânge, teroare, genocid.

  Boris Zala (S&D) - Je tu konsenzus v sále: Rusko uskutočňuje imperiálnu a agresívnu politiku. Tú je potrebné zastaviť priamymi a striktnými sankciami, rýchlou a radikálnou zmenou energetickej politiky, ale, kolegovia, Európska únia, uvedomme si to, sa stala aj gravitačnou silou, ktorá priťahuje krajiny Balkánu, východnej Európy, európskeho Kaukazu.

Ruský imperializmus ukazuje, že Východné partnerstvo musí byť zabezpečené a garantované aj silou Európskej únie. Európska únia je povinná zabezpečiť členom Východného partnerstva aj bezpečnosť. To si vyžaduje rýchlu premenu Európskej únie zo soft power na skutočnú silu schopnú ochraňovať bezpečnosť a záujmy aj nečlenských štátov NATO, ktoré majú záujem sa vydať na európsku cestu a priblížiť sa k Európskej únii, prípadne stať sa členom Európskej únie. Toto si musíme všetci uvedomiť.

  Cristian Dan Preda (PPE). - Domnule președinte, am intrat pe site-ul Comisiei înainte de a veni în sala de plen și, la ora la care noi facem această dezbatere, Rusia figurează acolo ca partener strategic. Una din ariile de cooperare în cadrul parteneriatului pentru modernizare, cum se numește, foarte pretențios, această relație, se numește libertate, securitate și justiție. Vă întreb, domnule comisar Füle, vă întreb, stimați colegi, ce legătură are Putin cu libertatea, cu securitatea și cu justiția? Parteneriatul cu Rusia trebuie abandonat. Dacă nu vrem să rămânem, pentru generațiile viitoare, niște cerșetori de gaze, trebuie să inițiem o politică de fermitate, bazată pe sancțiuni și pe delimitarea de Putin. Nu o cooperare cu Putin ne poate salva.

Mai este o chestiune: următoarea victimă este Moldova, mai precis, partea estică a Republicii Moldova, Transnistria. Mai este timp să acționăm. Am propus ca, în textul rezoluției pe care o vom vota, să solicităm ca Uniunea să devină parte a negocierii și nu să fie simplu observator, ca în acest moment. Înțeleg că, sub presiunea grupului socialist, s-a ales formula călduță, în care se menține formatul 5[nbsp ]+[nbsp ]2, cel care, de 20 de ani încoace, n-a făcut decât să dea curaj Rusiei pentru a menține trupele, pentru a nu muta un soldat de pe teritoriul Moldovei. Dacă vrem din nou să ne trezim în fața unui fapt împlinit, menținem această poziție a fricii și nu a fermității.

  Pino Arlacchi (S&D). - Signor Presidente, la situazione in Ucraina sta peggiorando e l'Unione europea dovrebbe ammettere le sue responsabilità in merito. Vari colleghi hanno affermato che la Russia sta destabilizzando l'Ucraina, ma questi colleghi dimenticano che siamo stati noi a iniziare questo processo.

Sin dai primi giorni della crisi, assieme agli Stati Uniti, abbiamo interferito pesantemente nel paese, incoraggiando azioni violente e mettendo una parte dell'Ucraina contro l'altra. Non avremmo dovuto usare l'Ucraina come mezzo di contrapposizione alla Russia per conto di terzi. Avremmo dovuto impegnarci per costruire un partenariato strategico con entrambe, basato sulla fiducia e sulla cooperazione.

Dobbiamo ora preservare a tutti i costi quello spiraglio di dialogo con la Russia, che è alla base dell'incontro di domani a Ginevra. Per questo ritengo che un'altra risoluzione infiammatoria e arrogante di questo Parlamento contro la Russia sia dannosa per gli interessi a lungo termine dell'Europa.

Kiedy Rosja w 2008[nbsp ]r. zaatakowała Gruzję i zaanektowała de facto dwa regiony gruzińskie, Unia Europejska zareagowała: powstrzymała wojnę. Ale bardzo szybko zapomnieliśmy o tym i przeszliśmy do porządku dziennego nad tym, co się dzieje w tych okupowanych przez Rosję regionach. Rosja używa wszystkich dostępnych metod, aby wpływać na sytuację w Europie: blokuje eksport gruzińskiej wody czy wina, wina z Mołdawii, blokuje teraz eksport polskiego czy litewskiego mięsa, jabłek itd.

Kiedy wejdziemy na stronę internetową rosyjskiego ministerstwa spraw zagranicznych, to możemy bardzo łatwo znaleźć zapis, który istnieje od wielu lat i istnieje tam nadal, że Rosja gwarantuje sobie prawo do używania surowców energetycznych jako narzędzia w polityce międzynarodowej. Powinniśmy przestać być naiwni, to są cele Rosji. Celem jest odbudowanie imperium i zachowanie wpływów w tej części Europy. Ale dzisiaj Rosja idzie dalej: anektuje Krym, wpływa na sytuację na wschodzie Ukrainy i powinniśmy jasno i mocno odpowiedzieć: z taką Rosją jako Unia Europejska, jako świat demokratyczny nie będziemy współpracować.   Anna Ibrisagic (PPE). - Herr talman! Jag är flykting från kriget i Bosnien. Det motiverade mig att engagera mig politiskt. Jag trodde dock aldrig att mitt sista tal här i plenum skulle komma att handla om ockupation. Att vi i[nbsp ]dag, 100 år efter första världskriget, diskuterar Rysslands ockupation av ett europeiskt land är mycket oroande. Jag trodde att Europa hade lärt sig sin historieläxa av krigen på Balkan, men uppenbarligen är det inte så.

Varje gång vi glömmer vår historieläxa blir vi brutalt väckta och tvingade att försvara våra värderingar. Det som händer på Krim och som håller på att hända i östra Ukraina är inte ett resultat av Rysslands nya hållning gentemot Ukraina. Det handlar om Rysslands nya roll i Europa. Krim var bara ett test för att bedöma Europas beredskap att svara på ett adekvat sätt. Vi har inte visat tillräcklig beslutsamhet och enighet, och det uppfattades av Putin som ett klartecken att kunna fortsätta. Dessvärre tror jag inte att det slutar med Ukraina.

Det enda som vi hittills har lyckats ta fram är resolutioner och ekonomiska sanktioner. Om situationen i östra Ukraina fortsätter att förvärras kommer vi att veta att ekonomiska sanktioner inte fungerade. Det är absolut nödvändigt att skicka signaler till Ryssland att vi inte tolererar det som händer och att vi inte kommer att tolerera liknande steg i fortsättningen.

  Tunne Kelam (PPE). - Mr President, the EU’s reaction to Russia’s military revanchism is lagging at least two stages behind Putinʼs moves. Hesitations and divisions in the EU are bound to encourage the aggressor. Let us recall that Ukrainians did not hesitate to demonstrate their will to join Europe, defying all risks and sacrifices. Are they now being victimised for that?

First any steps to stop aggression should cause the aggressor real pain. The Iran-style sanctions should be applied now: Oleg Orlov has said that the number of those on a blacklist should start at 300 at least. Second, all arms trade with Russia should be stopped immediately. The infamous Mistral bargain is still pending and the French Government should make it clear now that these attack warships will never be delivered to Russia. Third, Putin’s invasion of Ukraine was preceded by his corrupt regime exporting corruption to Europe for years. There are so many shady, pragmatic, selfish interests and deals which are betraying and undermining the EU’s solidarity, common values and ability to act decisively.

The way we finally react to Russia’s aggression will decide our own future: how we stick to the original values of the European Union.

  Jacek Protasiewicz (PPE). - Panie Przewodniczący! Panie Komisarzu! Jesteśmy dziś skoncentrowani na Ukrainie, i słusznie. Docierają stamtąd coraz bardziej niepokojące informacje, chociażby te, że w niektórych miastach na wschodzie pojawiły się czołgi z rosyjskimi flagami. Mam nadzieję, że to nie są regularne rosyjskie wojska, ale nawet jeśli są to tzw. rebelianci, to sytuacja jest skrajnie groźna i wymaga natychmiastowej reakcji międzynarodowej. Dobrze zatem, że mamy tę debatę. Dobrze również, że przyjmiemy rezolucję. I bardzo dobrze, że w tekście rezolucji odniesiemy się nie tylko do Ukrainy, ale również do innych krajów Partnerstwa Wschodniego, bo prezydent Putin traktuje cały ten obszar jako swoją wyłączną strefę wpływów. Rosyjskie wojska w Naddniestrzu, referendum w Gagauzji, systematyczne przesuwanie granic Abchazji i Południowej Osetii kosztem Gruzji czy gospodarczy szantaż wobec Armenii – oto przykłady precyzyjnie zaplanowanej i konsekwentnie realizowanej strategii Kremla. Jako wiceprzewodniczący Parlamentu Europejskiego odpowiedzialny za relacje z parlamentami krajów Partnerstwa Wschodniego chcę oświadczyć, że tamte narody chcą normalnie żyć, samodzielnie podejmować decyzje o swoich sojuszach politycznych i relacjach gospodarczych i bardzo liczą na nasze wsparcie i na naszą realną pomoc. Nie możemy ich zawieść! Niech ta debata będzie przesłaniem dla kolejnej kadencji Parlamentu. Nie możemy ich zawieść i zostawić samych sobie!

  Vytautas Landsbergis (PPE). - Mr President, this is my last speech in the House as well. The belle époque of European democracy, free will and unity building comes to an end. The epoch of bloody confrontation is reopened in the Near East. Let us listen, we Europeans, to what the Kremlin is saying by its action: ‘go away, Union, with your childish values, since you lack the will and wisdom to defend them’.

The main, if not the only, remaining value and virtue now is military muscle and force. The only international law still valid and observed by non-European and anti-European Russia is force majeure.

A clear signal came some time ago, when the ruler of Russia went to the national TV forum to answer call-in questions. He was asked one by a little boy: ‘Mr President, among my classmates there are two boys constantly fighting. Which one of them is guilty for that?’ The President answered him then, but also you, ladies and gentlemen: ‘The one who was beaten is guilty’.

Did you listen? No. That sentence, worthy of the entire ‘Mein Kampf’, was never debated. Maybe it is better understood now. Ukraine was beaten, first in Crimea, thus Ukraine is guilty. Tomorrow, if there is a big war in our east, some of you will blame Ukraine. But we in Europe will be beaten as well. We supported the Europe-aspiring Ukraine; we annoyed the monster of reborn Russian fascism; thus we are guilty and should be struck down as well.

Why did we behave so provocatively, damning the Eastern Neighbourhood, not asking the Grand Master? This is my last speech, with some seconds left. I call on you, my former colleagues, as many will continue to serve here, not to repeat Russian formulas in conformity with evil, in a manner approaching slavery. The European democracies and their Union must awake and seek their moral rebirth.

  Paweł Zalewski (PPE). - Panie Przewodniczący! Rozmawiamy o dalekiej Ukrainie z komfortowej perspektywy Strasburga. Ta komfortowa perspektywa niestety wykrzywia rzeczywisty obraz sytuacji. Unia traktuje agresję na Ukrainę jako kwestię ważną, lecz niegrożącą bezpośrednio Europie. Niestety to wygodne stanowisko jest błędne. Ostatecznym celem Rosji nie jest wschód Ukrainy czy nawet cała Ukraina, jest nią dezintegracja Unii Europejskiej. List prezydenta Putina do poszczególnych przywódców Unii w sprawie dostaw gazu pokazuje, jak wykorzystuje on agresję na Ukrainę do dzielenia Unii. Na Wschodzie zaatakowana jest nie tylko Ukraina, ale także reszta Europy. Im wcześniej zdamy sobie z tego sprawę i adekwatnie przeciwstawimy się Rosji, tym mniej strat poniesiemy. Niech żyje solidarność walczących o wolność! Niech żyje solidarność Unii Europejskiej z Ukrainą!

  Elisabeth Jeggle (PPE). - Herr Präsident, sehr geehrte Kolleginnen und Kollegen! Die aktuelle Destabilisierung der Ukraine muss von uns entschlossen und mit vereinten Kräften beendet werden. Die EU muss sich für die Versöhnung zwischen den verschiedenen Gruppierungen innerhalb des Landes einsetzen, um die Ukraine zu stärken. Internationale Prinzipien sind absolut zu respektieren, auch von Russland.

Aber die EU und Russland stehen in gegenseitiger Abhängigkeit. Ein kritischer, aber konstruktiver Dialog mit Präsident Putin ist auch ein Teil der Lösung. Die Menschen in der Ukraine sollen ihren eigenen Weg selbst gehen dürfen. Das verdient unsere Unterstützung.

Wir haben eine Verantwortung für eine gesellschaftlich und wirtschaftlich stabile Ukraine. Dies geht nicht ohne finanzielle Unterstützung einerseits und ernsthafte politische Gespräche andererseits. Stabilität in der Region ist ein Grundpfeiler einer erfolgversprechenden Zukunftsperspektive. Hier dürfen wir die Republik Moldau, den Südkaukasus, unsere Östliche Partnerschaft nicht vergessen!

Nach 15 Jahren hier im Parlament, Herr Präsident, liebe Kolleginnen und Kollegen, bedanke ich mich und verabschiede mich!

  Zbigniew Ziobro (EFD). - Panie Przewodniczący! Złamanie przez Putina prawa międzynarodowego, naruszenie integralności Ukrainy, przekroczenie granic ukraińskich zasługuje na zdecydowaną reakcję wspólnoty międzynarodowej. Jest to oczywisty występek, który powinien spotkać się z reakcją bardzo zdecydowaną. Niestety nie widać takiej reakcji, poza słowami i pozorami. Można znaleźć przyczynę tego stanu rzeczy w bardzo dużym uzależnieniu gospodarek poszczególnych krajów Unii Europejskiej od rosyjskiego gazu, w zależności od surowców energetycznych sprowadzanych z Rosji. Jest to proces, który niestety postępuje. Unia, zamiast wprowadzać realne sankcje wobec Putina za akt agresji, jakiego się dopuścił, tak naprawdę na ostatnim szczycie w Brukseli dała mu kolejny prezent, zaostrzając bowiem zasady polityki klimatycznej, nieuchronnie uzależnia w jeszcze większym stopniu europejskie gospodarki od rosyjskiego gazu. Jest to oczywiste dla wszystkich. Miliardy euro będą płynąć do Rosji i będą wykorzystywane przez Putina na rzecz prowadzenia imperialnej polityki agresji wobec innych państw sąsiednich. To, co Putin dziś robi, jest zapowiedzią tego, co dopiero będzie. Zrewidujmy naszą politykę w zakresie energetyki! Dziś gaz jest bronią. Ta broń strategicznie i konsekwentnie jest wykorzystywana przez Rosję Putina. Musimy to dostrzec, musimy wyciągnąć z tego wnioski, musimy przestać uzależniać gospodarkę Unii Europejskiej od rosyjskiego gazu. Dlatego świat Zachodu wygrał z imperium sowieckim zimną wojnę, bo wtedy Zachód, wtedy EWG nie była uzależniona od rosyjskiego gazu. Wtedy stać nas było nie tylko na odważne gesty, słowa, ale też i działania. Dziś jest strach przed tym, że Putin zamknie kroplówkę z gazem przeznaczoną dla gospodarki europejskiej i skończy się to katastrofą dla gospodarki Niemiec i innych krajów Unii Europejskiej. Musimy mieć odwagę popatrzeć strategicznie na sytuację, jaka jest w tej chwili na Ukrainie. Zdecydujmy się na konkretne działania!

  Андрей Ковачев (PPE). - Тъжният факт е, че сегашната администрация в Москва не приема подадената ръка на Европейския съюз за стратегическо партньорство. Партньорство в името на един по-сигурен свят, в името на борбата с тероризма, взаимноизгодното икономическо сътрудничество и т.н .

Това, което обаче виждаме, е желанието на Русия да възстанови своето влияние в постсъветското пространство с новата си визия на „Евразийски икономически съюз“. Дали осъзнават в Москва, че тази визия не може да бъде реализирана със сила? Европейският съюз е доброволен съюз. Русия смята, че може чрез политически и икономически натиск, и най-лошото – чрез сила, да реализира своите идеи. Интеграционните идеи трябва да привличат, а не да отблъскват.

Нека да си зададат въпроса в Москва защо младите поколения искат да емигрират в посока Запад и няма емиграционна вълна към Москва. Когато си отговорят на този въпрос, ще разберат, че няма как да убедят хората без да ги привлекат със свобода, демокрация, зачитане на личния избор и свободата на волята на всички, независимо от тяхната етническа, религиозна или друга принадлежност.

И накрая, уважаеми колеги, нека да не се заблуждаваме: не само страни от Източното партньорство са подложени на натиск, а и страни – членки на ЕС, като България. В България този натиск намира плодородна почва в сегашните управляващи – бивши комунисти, и техния председател – г-н Станишев, който увеличава зависимостта на Европейския съюз и България чрез незачитането на законодателството на ЕС по „Южен поток“ от Русия.

  Victor Boştinaru (S&D). - Domnule Președinte, am să răspund la întrebarea „Ce ar trebui făcut?” sugerând următoarele:

1. utilizarea sancțiunilor economice împotriva agresorului fără ezitare;

2. redefinirea, ca prioritate majoră a viitoarei Comisii Europene și a viitorului Parlament, a unei autentice strategii energetice, în numele tuturor celor 28 de state membre;

3. redefinirea politicii comune de securitate și apărare și consolidarea relației transatlantice pentru a răspunde la provocarea imperialistă de la Moscova.

  Ruža Tomašić (ECR). - Gospodine predsjedniče, (ne čuje se) u Ukrajini s vremenom intenzivirala. Tako smo u ovom domu sve češće razgovarali o ruskoj agresiji na tu zemlju. Postepeno smo počeli izražavati zabrinutosti za ostale zemlje regije jer ne možemo znati gdje završavaju Putinove ambicije. No iako smo zaista puno govorili o Ukrajini, na terenu smo malo toga napravili kako bismo doista pomogli toj državi. Scenarij viđen pri raspadu bivše Jugoslavije koji se pred našim očima ponovno odigrava na europskom tlu, a reakcija Europe je ista kao prije skoro 25 godina, mlaka, troma i podrivena partikularnim interesima.

Poštovane kolegice i kolege, Parlament sutra prestaje zasjedati i prostora za priču više nema. Slijede izbori i mjeseci slaganja političke slagalice u Europskoj uniji, a Ukrajina ne može toliko dugo čekati. Stoga ovim putem još jednom pozivam na oštrije sankcije Rusiji i odlučnije akcije Europske unije u zaštiti suvereniteta i teritorijalnog integriteta Ukrajine.

  Mark Demesmaeker (Verts/ALE). - De verantwoordelijkheid van Rusland in wat gebeurt in Oost-Oekraïne is onmiskenbaar. Geüniformeerde, zwaar bewapende mannen zonder insignes, zij worden in de volksmond "groene mannetjes" genoemd. En die groene mannetjes komen niet van de planeet Mars. Wij weten waar zij vandaan komen.

Rusland opereert hier in een gevaarlijke grijze zone met een risico op een spiraal van geweld. Rusland kan dat doen omdat het weet dat de Europese Unie aan slagkracht mist. Wij moeten koste wat kost de toestand doen de-escaleren. In de eerste plaats via een dialoog, waarin wij voor één keer ook eens heel duidelijk moeten zijn.

Oekraïne is echter ook een land dat divers is, met verschillende talen, bevolkingsgroepen en regio's. Ik heb het al eerder gezegd: meer beleid op maat, meer bevoegdheden voor de regio's. Het kan voor Kiev een nieuwe weg en een compromis zijn. Maar hervormingen, hoe nodig zij ook zijn, kunnen nooit worden afgedwongen via geweld en zeker niet via een buitenlandse interventie.

  Krisztina Morvai (NI). - Stefan Füle biztos úrhoz lenne három kérdésem. Az első: Ön azt mondta Ukrajnával kapcsolatban, hogy azért kell ennyire harcolnunk, úgymond Ukrajnáért, mert minden népnek, minden nemzetnek joga van döntést hozni a saját jövőjéről. A Krím félszigeten döntöttek a jövőjükről. Erre a döntésre Ön azt mondja, hogy illegális. Hogyan lehetséges?

Második kérdés: a Kárpátalján élő magyarok és ruszinok is szeretnének az önrendelkezési jogukkal élni és dönteni saját jövőjükről, esetleges autonómiáról, vagy a Magyarországhoz történő visszacsatolásról. Mi a véleménye? Gondolom, értelemszerűen ők is dönthetnek róla, ugye?

Harmadik kérdésem: ugye nem lehetséges, hogy az Önök szótárában önrendelkezés csak akkor illet meg egy népet vagy nemzetet, ha az Önök birodalmi érdekeit kívánja szolgálni?

  Štefan Füle, Member of the Commission, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. - Mr President, I always wish for this audience. We have never been striving to create new dividing lines in Europe. Quite on the contrary: our offer to work with our eastern partners and Russia – which is our neighbour, but also a neighbour of our neighbours – towards establishing a common area of prosperity, stability and democracy on our continent still stands.

We have used numerous opportunities to dispel a zero-sum logic and clarify to Russia that the Association Agreements for the eastern European partners will not harm Russian economic interests. Quite on the contrary: Russian business will gain. Yet at the moment we are facing the most serious crisis in Europe since the end of World War II. We are witnessing economic coercion, threats and covert action to instigate protest and instability, which are meant not only to dissuade the Ukranian people from taking up new opportunities but also to dissuade us from defending their freedom of choice, and to convince us to drop our policies, values and principles and accept the logic of the sphere of influence. But this would equate to ignoring the lessons of the last century in this continent.

I believe it is time to show an even stronger, more determined and resolute commitment to the Eastern Partnership. The people of Ukraine, its independence and sovereignty should not become victims of geopolitical zero-sum games. We will always support – and stand by – those who are subject to undue pressures. The main principle of the Eastern Partnership is that we engage on the basis of common values: respect for and the promotion of human rights and freedoms, democracy and the rule of law.

Reflecting on your debate, let me mention the two issues I am concerned about. The first is Russian propaganda. It is more aggressive than at the time of the Cold War and also more dangerous, because it is no longer restrained by the Iron Curtain of the Cold War, nor by its effects and implications. We need more objective information – like something you mentioned yourself: the very recent report by the Office of the High Commissioner for Human Rights at the United Nations, underlining the fact that the misinformation, propaganda and incitement to hatred must urgently be countered. We also need to be strong and clear, on the basis of our values and principles, and resolute in defending them.

Talking of principles brings me to the second point. It has been mentioned in our debate that the Cold War did not end with a peace treaty. I agree that it did not. It ended in a much more appropriate way. It has freed and empowered those behind the Iron Curtain to make a free choice about their future. It has reunited Europe in an unprecedented way, creating the conditions for peace, stability and prosperity throughout the whole continent.

Our eastern European partners have had a rocky past. They deserve a different future. No one should doubt the importance of our eastern European partners for the European Union.

  President. - Dear colleagues, four Members have mentioned that they have made their last speeches here and that they will be leaving Parliament. I am the fifth. I am in the same position and this is my last appearance here. I thank you very much for your cooperation.

As regards Ukraine, I would like to say that, when in 1956 the Russian army appeared in Hungary and again during the intervention in Prague, they did not say that they are unknown and they are not the Red Army. So it means that the situation now, exactly as the Commissioner said, is even worse, because they are now lying as regards their military aggression in a foreign territory.

  Sandra Kalniete (PPE), rakstiski. – Krievija ir ķērusies pie Ukrainas destabilizācijas plāna otrā etapa. Pēc tā paša scenārija kā Krimā, līdz zobiem bruņoti "zaļie cilvēciņi" iekārtojas Austrumukrainas pilsētās un apgabalos. Kamēr tiek plosīta Ukraina, tikmēr Eiropas līderi nodarbojas ar skaistvārdību. Eiropa nespēj vienoties un ieviest pret Krieviju ieroču embargo vai ekonomiskās sankcijas. Jau kuru reizi ar sarūgtinājumu ir jāpārliecinās, ka vēstures mācības tiek ļoti ātri aizmirstas. Ukrainas krīze ir parādījusi, ka ES maigā vara ir pārāk maiga. Mums ir jārada spēja aizstāvēt mūsu vērtības un mūsu sadarbības partnerus pret drošības apdraudējumiem. Lielākā daļa ES dalībvalstu ir NATO, kas dod reālu pamatu, lai starp abām organizācijām veidotu visciešāko sadarbību. Tad nākotnē mēs vairs nebūsim tik nevarīgi. Otrs neatliekams uzdevums ir Eiropas enerģētiskā neatkarība no Krievijas gāzes piegādēm. Tas mūs un mūsu sadarbības partnerus pasargās no ekonomiskas šantāžas politisku mērķu vārdā, un mūsu līderiem būs vieglāk rīkoties. Kā parāda aptaujas, tad vairākums Krievijas iedzīvotāju atbalsta šo agresiju, kas apstiprina dezinformācijas un nacionālistiskas propagandas graujošo spēku. Tas ir ļoti bīstami, jo tieši agresīvs nacionālisms bija tā ideoloģija, kura noveda pie diviem pasaules kariem. Tāpēc ES būtu nekavējoties jārada TV kanāls krievu valodā, kas palīdzētu Krievijas iedzīvotājiem saprast Kremļa politikas bīstamību. Karā uzvarētāju nav!

  Algirdas Saudargas (PPE), raštu. – Europos Sąjunga turi suvokti, jog nuo vasario mėnesio pabaigos dalis Europos gyvena jau visiškai kitokioje tarptautinių santykių epochoje. Pamirškite tarptautinės teisės principų galiojimą, pamirškite ir įtraukimo politiką. Visa tai nebeveikia. Negalvokime, kad agresorius pasisotins ir aprims. Tai, kas dabar vyksta Ukrainoje – kova tarp skirtingų vertybinių ir politinių sistemų, tarp demokratijos ir autoritarizmo. Vienintelis veiksmingas ES atsakas į šiuos procesus – europietiškų politinių ir ekonominių taisyklių plėtra. ES turi aiškiai suvokti, jog galimybę ištrūkti iš šio uždaro rato Rytų Europos valstybės gaus tik tada, kai Europos Sąjunga atvers šioms šalims narystės ES perspektyvą. 2004 metų plėtra parodė, jog tai yra efektyviausia ES turima demokratijos ir europietiškų vertybių sklaidos priemonė. Todėl Rytų partnerystės politikoje numatytas asociacijos procesas turi virsti ES integracijos procesu. Atėjo laikas aiškiai pasakyti, jog į šalių partnerių vidines reformas ir jų raidos kryptį ES atsakys „atvirų durų“ politika. Rytų partnerystės politika turi tapti tarpine stotele link visavertės narystės Europos Sąjungoje.

  Alyn Smith (Verts/ALE), in writing. – The situation in Ukraine is already a grave crisis, and there are no easy answers, nor should we in the EU seek to take sides. Our values are clear: democracy, rule of law and human rights and respect for diversity. It is clear that all sides in Ukraine have fallen short of late, but that should not compromise our values nor our need to act to defend them when war threatens our closest borders. It is quite clear that Russia has broken international law in annexing Crimea, and Russian-inspired unrest is destabilising the rest of an already unstable country. This can only degrade further unless the international community acts. While sanctions are a welcome start, these must be escalated to give the Geneva talks an added urgency.
