  Luís Paulo Alves (S&D), por escrito. - Aprovo o presente Relatório, tendo em conta que devido à dimensão essencialmente europeia de módulo ad hoc e ao ónus administrativo gerado pela procura de informações suplementares e variáveis de um ano para outro, o Eurostat deparou-se, no passado, com dificuldades para obter a plena cooperação dos Estados-Membros e dos seus institutos nacionais de estatística para a implementação do módulo. Proponho que se apoie o princípio de ajuda financeira às autoridades públicas nacionais para atividades estatísticas que apresentem um verdadeiro valor acrescentado europeu, como proposto pela Comissão. Saliento ainda que, de resto, o Programa Estatístico Europeu para 2013-2017 já assenta num princípio semelhante de repartição razoável dos encargos financeiros entre o orçamento da União e os orçamentos dos Estados-Membros. O módulo ad hoc do IFT apresenta, com efeito, uma importante dimensão europeia e implica, para as autoridades nacionais de estatística, um volume de trabalho suplementar em relação às suas atividades habituais.

  Mara Bizzotto (EFD), per iscritto. - Non ho inteso sostenere la relazione Zdanoka poiché ritengo che chiedere l'organizzazione di un'indagine per campione sulle forze di lavoro nell'UE, porterà semplicemente ad un aggravio di spese amministrative per gli Stati membri senza ulteriori benefici. I problemi del mercato del lavoro negli Stati membri ed in Italia sono ben noti, è tempo che la Commissione metta in campo misure concrete ed efficaci anziché sprecare tempo e soldi in ulteriori studi ed indagini.

  Biljana Borzan (S&D), napisan. - Istraživanja za potrebe Eurostata su nedavno dopunjena ad hoc modulom o temi koja se mijenja svake godine. Taj modul prije svega služi za prikupljanje informacija o specifičnim europskim političkim inicijativama kao što su europska strategija za zapošljavanje ili Europa 2020.

Činjenica je da ad hoc moduli imaju uglavnom europsku dimenziju i da prikupljanje dodatnih informacija, na temu koja se svake godine mijenja, proizvodi nove administrativne troškove. Glavni je cilj ovog prijedloga da se relevantne odredbe prilagode sustavu delegiranih i izvedbenih akata, te da se uvede pravni temelj za buduće donacije državnim zavodima za statistiku u obliku paušalnih iznosa i bez natječaja za prikupljanje ponuda kako bi se financiranje olakšalo.

Smatram kako svaka kvalitetna inicijativa mora polaziti od kvalitetne evaluacije postojećeg stanja i zato je nužno osigurati nesmetano prikupljanje podataka na europskoj razini.

  Emer Costello (S&D), in writing. - Parliament and the Council have reached a good agreement on the labour force sample survey. The Labour Force Survey is the framework of reference for the collection of statistical information about labour markets. Its ‘core’ modules are chiefly of interest to the Member States whereas the ‘ad hoc’ modules are more relevant to specific EU initiatives, such as those related to the employment targets under the Europe 2020 Strategy. The new regulation will enable the Commission to provide financial support to Member States implementing these modules, thereby encouraging greater participation by the Member States. I would like to see ad hoc modules on the implementation of the European Youth Guarantee. It will also take account of the reforms introduced by the Lisbon Treaty in relation to the delegation of powers to the Commission. As my Group’s shadow rapporteur for this proposal I would like to pay tribute to the rapporteur, Ms[nbsp ]Zdanoka, and the other shadow rapporteurs, for the constructive way in which they approached this dossier.

  William (The Earl of) Dartmouth (EFD), in writing. - Our position is against. The Labour Force Survey (LFS) is the biggest household survey in Europe. The results produced form the backbone of the statistical information system on labour markets in the EU. In particular, the LFS provides the indicators for three of the Europe 2020 headline targets. 1. The regulation is being updated to change references from the old Treaties to the new Treaties. 2. A financial element is being added: ‘the total amount in commitment and payment appropriations (operational appropriations and human resources) is estimated at EUR[nbsp ]15[nbsp ]890 million for the period 2014-2020’.

  Rachida Dati (PPE), par écrit. – Ce texte vise à définir le nouveau règlement relatif à l'organisation d'une enquête par sondage sur les forces de travail dans la Communauté européenne, afin de l'aligner sur le traité sur le fonctionnement de l'Union européenne. Un des objectifs de l'Union européenne est de tendre vers le plein emploi et le progrès social. Un tel texte va nous permettre de disposer de statistiques et de sondages fiables sur la situation des travailleurs salariés et des chômeurs dans le but de lutter plus efficacement contre le chômage, et ce tout en respectant la protection des données et la vie privée.

  Rosa Estaràs Ferragut (PPE), por escrito. - La encuesta de población activa es la encuesta más importante y conocida de Europa. Recolecta datos relativos al empleo, el desempleo y las personas fuera del mercado laboral. El informe pretende alinear las competencias de la Comisión con los artículos 290 y 291 del TFUE relativos a los actos delegados y de ejecución.

  Jill Evans (Verts/ALE), in writing. - I voted in favour of this report. The EU Labour Force Survey is a household survey that provides indicators, including for three of the Europe 2020 headline targets. The reports stresses the need to have comparable, reliable and objective statistics on the situation of employed persons, unemployed persons and persons outside the labour market, while respecting statistical confidentiality, privacy and protection of personal data. It is beneficial for my constituents in Wales if these statistics are correct but also that their personal data is protected.

  Elisabetta Gardini (PPE), per iscritto. - Per raggiungere gli obiettivi ambiziosi della strategia Europa 2020 e per puntare alla piena occupazione e al progresso sociale occorre disporre di fonti di informazione statistica affidabili. Per monitorare i progressi verso il conseguimento degli obiettivi delle politiche dell'Unione occorre disporre di statistiche comparabili, sulla situazione dei lavoratori subordinati, delle persone disoccupate e di quelle che si trovano al di fuori del mercato del lavoro. Ho votato a favore dunque della relazione sull´indagine campione sulle forze di lavoro. Mi auguro tuttavia una politica dei dati che garantisca riservatezza e tutela dei dati personali.

  Petru Constantin Luhan (PPE), în scris. - Am votat în favoarea propunerii de Regulament al Parlamentului European și al Consiliului de modificare a Regulamentului (CE) nr. 577/98 privind organizarea unei anchete prin sondaj asupra forței de muncă din Uniune.

Anchetele prin sondaj privind forța de muncă reprezintă un instrument-cheie pentru strângerea de date statistice referitoare la situația de pe piața locurilor de muncă din Uniunea Europeană, date ce pot fi utilizate în elaborarea politicilor europene. Salut noile prevederi ale regulamentului, mai ales cele privind alinierea la regimul actelor delegate și de executare. Dat fiind rolul important pe care institutele naționale de statistică îl joacă în anchetele de sondaj privind forța de muncă, consider binevenită introducerea unui temei juridic pentru acordarea de subvenții sub formă de sume forfetare și fără apel de proiecte către institutele statistice care funcționează în statele membre.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. – Les avantages (subventions aux instituts statistiques nationaux et volonté d'avoir des données du marché du travail fiables et comparables) ne compensent pas les forts inconvénients d'une telle proposition: l'augmentation du pouvoir de la Commission, instance illégitime, antidémocratique et aveuglément libérale, aura pour conséquence d'imposer des thèmes des modules complémentaires aux instituts statistiques nationaux (Enquête-Emploi de l'Insee en France). Quand on sait le peu d'intérêt qu'ont les instances européennes pour les niches fiscales, la limitation des très hauts salaires ou la lutte contre la précarité, il vaut mieux pour la statistique française garder la souveraineté dans le choix des contenus de ses enquêtes.

Je m'abstiens afin de ne pas bloquer les fonds qui pourraient être dégagés pour le développement des instituts statistiques nationaux mais refuse de voter pour, afin de ne pas se voir imposer le diktat de la Commission jusque dans nos statistiques de l'emploi allant même jusque la taille des échantillons!

  Willy Meyer (GUE/NGL), por escrito. - He votado a favor del presente informe debido a que supone una mejora de la encuesta sobre la población activa de cara a la entrada en vigor del Tratado de Funcionamiento de la Unión Europea. Debido a las disposiciones contenidas en dicho Tratado, los poderes concedidos a la Comisión Europea deben alinearse con los artículos 290 y 291 del Tratado. Este informe adapta dicha operación estadística al nuevo ordenamiento de la Unión, permitiendo que los Estados miembros la desarrollen en sus respectivos territorios y posteriormente envíen los resultados a EUROSTAT para centralizar la información y ofrecer los resultados de todos los Estados miembros. Se trata de un informe técnico que aplica la legalidad vigente y por ello he decidido votar a favor.

  Αντιγόνη Παπαδοπούλου (S&D), γραπτώς. – Η έρευνα εργατικού δυναμικού (ΕΕΔ) αποτελεί το πλαίσιο αναφοράς για τη συλλογή στατιστικών στοιχείων σχετικά με την αγορά εργασίας στην Ευρώπη. Οι δειγματοληπτικές έρευνες αποτελούν σημαντικό μέσο παρακολούθησης και, για να έχουμε πιο ακριβή στοιχεία ερευνών στα κράτη μέλη, οφείλουμε να συμφωνήσουμε σε μια πιο αποτελεσματική και ομοιόμορφη μεθοδολογία για την πραγματοποίηση αυτών των ερευνών, ώστε να ανταποκρινόμαστε άμεσα στις βραχυπρόθεσμες εξελίξεις. Επιβάλλεται επίσης, ως θέμα αρχής, η οικονομική ενίσχυση προς όσες δημόσιες εθνικές αρχές πραγματοποιούν στατιστικές δραστηριότητες με πραγματικά ευρωπαϊκή προστιθέμενη αξία, ούτως ώστε να υπάρχει συνετός καταμερισμός της οικονομικής επιβάρυνσης μεταξύ των προϋπολογισμών της ΕΕ και των κρατών μελών.

  Gilles Pargneaux (S&D), par écrit. – J’ai voté en faveur de ce règlement qui aligne le règlement (CE) n°[nbsp ]577/98 du Conseil relatif à l’organisation d’une enquête par sondage sur les forces de travail dans la Communauté sur le traité sur le fonctionnement de l’UE (pouvoirs délégués et d’exécution de la Commission) et incorpore dans le règlement une disposition sur le financement.

  Tonino Picula (S&D), napisan. - Pozdravljam izmjene ove Uredbe koje se fokusiraju na usklađivanje s novim pravilima Ugovora o funkcioniranju Europske unije i vezani su za reklasifikaciju moći Komisije u vidu specifikacije sadržaja ad hoc modula koji su važan instrument nadzora europskog tržišta rada, ali i niza tehničkih pojašnjavanja poput minimalne veličine uzorka ispitanika.

Budući da je za osmišljavanje boljih i efikasnijih strategija po pitanju suzbijanja nezaposlenosti potrebno imati točne i precizne podatke o trenutnom stanju nezaposlenosti. Stoga je važno da imamo pouzdane i objektivne podatke o stopi zaposlenosti, naravno istovremeno poštujući pravo građana na privatnost, i ne stavljajući nepotrebno velik financijski ili administrativni teret na zemlje članice.

  Dubravka Šuica (PPE), napisan. - Podržavam ovaj prijedlog Uredbe kojim se uvodi pravni temelj za buduće donacije državnim zavodima za statistiku u obliku paušalnih iznosa i bez natječaja za prikupljanje ponuda.

Pokazalo se da prikupljanje dodatnih informacija za ad hoc module proizvodi nove administrativne troškove te se nailazi na poteškoće u dobivanju pune suradnje država članica i njihovih državnih zavoda za statistiku u provedbi modula. Kako bi Eurostat mogao maksimalno iskoristiti podatke koje državna tijela dobavljaju, ta istraživanja se moraju obavljati na dosljedan način u svim državama članicama i treba uložiti vise truda u dobivanje pune suradnje država članica.

  Kay Swinburne (ECR), in writing. - The Labour Force Survey Regulation must be amended before June 2014 in order to replace all pre-Lisbon Treaty references to the delegation of powers to the Commission with the new-post Lisbon rules. It also includes a new provision to enable the Commission to make a direct financial contribution to Member States carrying out ‘ad hoc modules’ of the survey, and to enable that contribution to be made from a lump sum grant. The proposal amends existing legislation with no significant effect on the duties and obligations contained in the original instrument. The outgoing ‘regulatory procedure with scrutiny’ is replaced with the new powers of delegation found in ‘Delegated Acts’ and ‘Implementing Acts’. The new proposals for improving quality and efficiency in labour market statistics and investigations into new data collections and data sharing methods are positive, and I therefore voted in favour of the report.

  Marc Tarabella (S&D), par écrit. – Nous proposons d'appuyer le principe d'un soutien financier à des autorités publiques nationales pour des activités statistiques présentant une véritable valeur ajoutée européenne, comme proposé par la Commission.

Il s'avère que le programme statistique européen 2013-2017 repose d'ailleurs déjà sur un principe similaire de répartition raisonnable de la charge financière entre les budgets de l'Union et des États membres. Le module ad[nbsp ]hoc de l'EFT présente en effet une dimension européenne majeure et implique, pour les autorités nationales de statistique, une charge de travail supplémentaire à leurs activités habituelles

  Silvia-Adriana Ţicău (S&D), în scris. - Am votat pentru Rezoluția referitoare la propunerea de regulament de modificare a Regulamentului 577/98 al Consiliului privind organizarea unei anchete prin sondaj asupra forței de muncă din Comunitate.

Pentru a combate în mod eficient discriminarea în conformitate cu articolul 10 din Tratatul privind funcționarea Uniunii Europene (TFUE), pentru a contribui la asigurarea conformității cu articolul 21 din Carta drepturilor fundamentale a Uniunii Europene și pentru a urmări obiectivul ocupării depline a forței de muncă și al progresului social în conformitate cu articolul 3 din Tratatul privind Uniunea Europeană (TUE), precum și pentru a monitoriza progresele în direcția îndeplinirii obiectivelor politicii Uniunii, cum ar fi obiectivele principale ale Strategiei Europa 2020, este necesar să existe statistici comparabile, fiabile și obiective privind situația lucrătorilor, a șomerilor și a persoanelor din afara pieței muncii, respectând totodată confidențialitatea statistică, viața privată și protecția datelor cu caracter personal.

  Ruža Tomašić (ECR), napisan. - Uredba koja uređuje ankete o tržištu rada mora biti promijenjena do lipnja 2014. kako bi mogla zamijeniti sve predlisabonske reference koje se odnose na prijenos ovlasti Komisije u sklopu novih postlisabonskih pravila. Nova uredba ne sadrži značajne promjene, osim prijedloga nove odredbe koja Komisiji omogućuje da daje direktan financijski doprinos onim državama članicama Unije koje provedu propisane modele anketa. Prijedlog ide u pravcu poboljšanja kvalitete i efikasnosti u statistikama tržišta rada, ne zadirući pri tome u kompetencije država članica Unije te je stoga dobio moju potporu.

  Inês Cristina Zuber (GUE/NGL), por escrito. - O Inquérito às Forças de Trabalho da UE é o inquérito aos agregados familiares na UE. Os resultados que ela produz sobre o emprego, o desemprego e as pessoas fora do mercado de trabalho são importantes para o sistema de informação estatística sobre os mercados de trabalho na União Europeia.

Os institutos nacionais de estatística são responsáveis pela seleção da amostra, pela preparação dos questionários, realização das entrevistas às famílias e encaminhamento dos resultados ao Eurostat, em conformidade com o esquema de codificação comum.

As alterações ao Regulamento (CE) n º 577/98 são de natureza técnica.

Estes estão relacionados com um ajustamento na lista de variáveis do inquérito e com a introdução de módulos ad hoc. Para nós, a alteração mais significativa introduzida refere-se ao artigo sobre a dotação de financiamento, segundo o qual a UE dá apoio financeiro aos institutos nacionais de estatística e às autoridades nacionais para a implementação dos módulos ad hoc. Votámos a favor.
