  Claudette Abela Baldacchino (S&D), in writing. - Amongst other matters, this dossier was about technical adjustments to the Financial Regulation No[nbsp ]966/2012 to take into account the outcome of negotiations on issues such as: the Multiannual Financial Framework for the years 2014-2020, the Connecting Europe Facility Regulation No[nbsp ]1316/2013, and the Common Provisions Regulation No[nbsp ]1303/2013 covering European Structural and Investment Funds (in particular in relation to the setting-up of a performance reserve and the SME initiative).

  Luís Paulo Alves (S&D), por escrito. - Aprovo o presente Relatório e apoio a atualização da proposta da Comissão relativa à revisão do Regulamento Financeiro, com vista a introduzir as alterações necessárias em virtude do resultado das negociações no novo QFP. Esta iniciativa vai ao encontro d a declaração conjunta realizada no âmbito da revisão trianual do Regulamento Financeiro adotado em 2012.Lamento, no entanto, que, apesar do forte apelo do Parlamento, as negociações não tenham conseguido alcançar um acordo relativo à integração do FED no orçamento, por ocasião das negociações sobre o QFP 2014-2020. Registo que a Comissão, tendo nomeadamente em vista reforçar o controlo democrático da política de desenvolvimento, tenciona propor a orçamentação do FED a partir de 2021, como mencionado explicitamente no Acordo Interinstitucional de 2 de dezembro de 2013 sobre a disciplina orçamental, a cooperação em matéria orçamental e a boa gestão financeira.

  Sophie Auconie (PPE), par écrit. – J'ai voté en faveur de ce texte qui tient compte de l'issue des négociations sur le cadre pluriannuel financier (CFP) pour la période 2014-2020. Il concerne la réserve et l'aide d'urgence pour les projets financés dans le cadre du mécanisme pour l'interconnexion en Europe (MIE).

  Mara Bizzotto (EFD), per iscritto. - La relazione Gräßle è condivisibile ed equilibrata, ho quindi inteso sostenerla col mio voto.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. – Ce rapport modifie plusieurs règlements financiers européens pour les adapter au nouveau cadre financier pluriannuel 2014-2020. Ayant combattu ce budget d’austérité, je m’oppose également à sa mise en application. Il s’agit en l’occurrence d’adapter les modalités de financement du mécanisme pour l’interconnexion en Europe (le MIE qui finance les investissements dans les réseaux) et de fonds pour les PME. Des instruments qui privilégient les partenariats public privé au détriment de l’intérêt général et de l’efficacité budgétaire. Au détour de ce rapport il est aussi proposé d’adopter un règlement financier type des partenariats public privé financés sur des fonds européens.

Je m’oppose absolument à cette privatisation de l’investissement public au détriment de l’intérêt écologique et social à long terme. Je vote donc contre ces règlements financiers.

  Roberta Metsola (PPE), in writing. - This report lays the foundations for a concrete set of financial rules for the general budget of the Union, whilst permitting room for flexibility for funding for the Emergency Aid and Performance Reserve and for instruments designed to provide finance for SMEs. I therefore voted in favour.

Visų pirma, reglamento persvarstymas yra būtinas tam, kad būtų įtraukti pakeitimai, susiję su derybų dėl 2014–2020[nbsp ]m. daugiametės finansinės programos rezultatais.

Manau, kad persvarstant Finansinį reglamentą reikėtų įtraukti specialias nuostatas dėl veiklos rezervo sukūrimo ir MVĮ iniciatyvos. Be to, labai svarbu, kad naujojoje finansinėje sistemoje būtų padaryti supaprastinimai. Visų pirma, bendrosioms įmonėms turi būti sudarytos sąlygos lengviau pasinaudoti supaprastintomis finansinėmis taisyklėmis. Atsižvelgiant į jų pobūdį bei esamą statusą, joms turėtų būti toliau taikomas atskiras biudžeto įvykdymo patvirtinimas.

  Gilles Pargneaux (S&D), par écrit. – J’ai voté en faveur de ce règlement qui modifie le règlement (UE, Euratom) n°[nbsp ]966/2012 relatif aux règles financières applicables au budget général de l’Union (ou règlement financier – RF). Ces modifications permettront d’inclure les règles de report relatives à la réserve pour les aides d’urgence et aux projets financés dans le cadre du mécanisme pour l’interconnexion en Europe.

  Maria do Céu Patrão Neves (PPE), por escrito. - No âmbito das negociações sobre o Regulamento Financeiro, concluídas no final de 2012, o Parlamento Europeu, o Conselho e a Comissão acordaram em rever o referido regulamento, a fim de ter em conta o resultado das negociações sobre o Quadro Financeiro Plurianual para o período de 2014-2020. Votei favoravelmente a proposta da Comissão relativa à revisão do Regulamento Financeiro, com vista a introduzir as alterações necessárias em virtude do resultado das negociações no novo QFP, de acordo com a declaração conjunta realizada no âmbito da revisão trianual do Regulamento Financeiro adotado em 2012. Acompanho a relatora quando refere que lamenta que, apesar do forte apelo do PE, não tenha sido alcançado qualquer acordo no contexto do QFP 2014-2020 no que diz respeito ao tratamento dado aos fundos provenientes dos acordos sobre a luta contra o tráfico ilegal de produtos do tabaco.

  Dubravka Šuica (PPE), napisan. - Podržavam prijedlog Uredbe Europskog parlamenta i Vijeća o izmjeni Uredbe (EU, Euratom) br.966/2012 o financijskim pravilima koja se primjenjuju na opći proračun Unije kako bi se uključila pravila o prijenosu za pričuvu za pomoć u nuždi i za projekte koji se financiraju u okviru Instrumenata za povezivanje Europe. Izmjena Uredbe je potrebna kako bi se omogućilo da se odobrena sredstva koja su stavljena u pričuvu, a nisu iskorištena u tekućoj godini, prenesu u sljedeću godinu.

Većina projekata koji se financiraju u okviru Instrumenta za povezivanje Europe će imati složene postupke ugovaranja pa su moguće i odgode u dovršavanju tih projekata što bi značilo gubitak godišnjih odobrenih sredstava za preuzimanje obveza te ugrožavanje održivosti tih projekata. Stoga se treba omogućiti da se odobrena sredstva za preuzimanje obveza koja se ne iskoriste do kraja financijske godine za projekte koji se financiraju u okviru Instrumenta za povezivanje Europe automatski prenesu na sljedeću financijsku godinu.

  Kay Swinburne (ECR), in writing. - In the framework of the last negotiations on the Financial Regulation, the European Parliament, the Council and the Commission agreed to revise the Financial Regulation in order to take into account the outcome of the negotiations on the multiannual financial framework (MFF) for the years 2014-2020. Accordingly, the Commission presented a legislative proposal adjusting some provisions of the Financial Regulation following the political agreement on – and subsequent adoption of – the MFF and CEF Regulations. This report constituted the mandate for Parliament’s negotiators. COREPER adopted its own negotiating mandate on 26[nbsp ]February. On 20 March, an agreement was reached in trialogue, with a compromise text agreed on both sides in relation to the CEF carry-overs. COREPER endorsed that agreement on 27th March. I broadly support the trilogue agreement, and therefore voted in favour of the report.

  Marc Tarabella (S&D), par écrit. – J'appuie le texte, mais déplore cependant qu'en dépit de la demande pressante du Parlement, les négociations n'aient pu déboucher sur un accord sur la budgétisation du FED dans le CFP 2014-2020. Elle prend cependant acte que "la Commission a l'intention de proposer la budgétisation du FED à partir de 2021, en vue notamment de renforcer le contrôle démocratique de la politique de développement", comme le mentionne explicitement l'accord interinstitutionnel du 2 décembre 2013 sur la discipline budgétaire, la coopération en matière budgétaire et la bonne gestion financière.

  Silvia-Adriana Ţicău (S&D), în scris. - Am votat pentru raportul referitor la propunerea de regulament de modificare a Regulamentului (UE, Euratom) nr. 966/2012 privind normele financiare aplicabile bugetului general al Uniunii și de abrogare a Regulamentului (CE, Euratom) nr. 1605/2002. În propunerea Comisiei se modifică articolul 13 din Regulamentul financiar în vederea includerii regulilor de reportare în cazul rezervei pentru ajutoare de urgență și al proiectelor finanțate în cadrul MCE, în conformitate cu articolul 9 alineatul (2) din Regulamentul privind CFM în ceea ce privește rezerva pentru ajutoare de urgență și cu expunerea de motive din cadrul propunerii de regulament al Consiliului de stabilire a cadrului financiar multianual pentru perioada 2014-2010 în ceea ce privește MCE.

Întrucât propunerea Comisiei a fost introdusă înainte de adoptarea Regulamentului privind dispozițiile comune, aceasta nu putea să prevadă anumite ajustări necesare în lumina textului acordului politic final. Este așadar oportună includerea în Regulamentul financiar a unor dispoziții specifice privind instituirea unei rezerve de performanță și privind inițiativa pentru IMM-uri în actuala revizuire a Regulamentului financiar, impusă de noul CFM.

Prin prezentul raport se aprobă și o declarație comună specifică ce a fost convenită în cadrul negocierilor privind regulamentul delegat al Comisiei referitor la Regulamentul financiar-tip pentru organismele de parteneriat public-privat (PPP).

  Ruža Tomašić (ECR), napisan. - U pogledu specifične naravi i trenutačnog statusa zajedničkih poduzeća te da bi se osigurao kontinuitet sa 7. okvirnim programom, zajednička poduzeća trebaju i dalje podlijegati zasebnoj razrješnici koju, na prijedlog Vijeća, daje Europski parlament. Stoga sam podržala prijedlog da se specifična odstupanja od članka 209. Financijske uredbe uvedu u osnivačke akte zajedničkih poduzeća koja se utemeljuju u sklopu programa Obzor 2020. Ta odstupanja odnosit će se na zasebnu razrješnicu te će uključivati sve potrebne dodatne prilagodbe.

  Angelika Werthmann (NI), in writing. - I voted in favour of the report as it represents a set of rules established during trilogues and negotiations between the European Institutions (Parliament, the Commission and the Council) with regard to the Financial Regulation. In our opinion this needed a couple of amendments in order to make the ‘carry-overʼ rules more efficient and relevant to the new financing programmes and proposals (new MFF programming). In adopting this report the Financial Regulation will be amended in accordance with the outcome of the last negotiations and adapted to the new Multiannual Financial Framework and financing programmes proposed (and adopted) by the Commission and Parliament.
