  Joaquín Almunia, Vice-President of the Commission. - Mr President, on behalf of the Commission, I wish to recall the reasons for strengthening our trade relations with Vietnam, a country of 90[nbsp ]million people and the third largest country of ASEAN. Sixty per cent of its dynamic population are under 50 years old and Vietnam is a development success story. Political and economic reforms launched in 1986 have transformed Vietnam from one of the poorest countries in the world to a lower-middle income country within a quarter of a century.

Vietnam’s openness has led to growth at an average rate of just below 6% between 2008 and 2012. Last year, for the first time, Vietnam surpassed Indonesia in terms of total trade value exchanges with the EU and has thus become the EU’s fourth most important trading partner in the ASEAN nations behind Singapore, Malaysia and Thailand.

For the EU, by 2015, 90% of future economic growth will be generated outside Europe – a very large part of it in the Asia-Pacific region. Asia contains some of the fastest growing economies in the world. So for us, the EU, it is only logical that we increase our engagement with Asian economies such as Vietnam. It is part of our own drive to use international trade and investment to boost growth at home. It is part of our recovery strategy. They are a stepping stone for our ultimate goal of achieving an agreement with the whole region.

Beyond tariffs, the agreement with Vietnam will cover services and investment disciplines on state-owned enterprises, public procurement, sustainable development and the regulatory framework. As in previous negotiations, which have already been finalised, there will be a clear link between the trade provisions and the political provisions of the Association Agreement. The Agreement will allow Vietnam to build on the reforms it made when it joined the WTO on issues such as transparency and public consultation, all of which will make the system more effective and in tune with real economic needs.

Vietnam is also moving ahead with a wide range of new agreements, through broader ASEAN negotiations and through their trans-Pacific partnerships. Commissioner De Gucht went to Hanoi on 17 March, where he met with the Trade Minister of Vietnam. They took stock of negotiations and agreed on a way forward. The Commission hopes to swiftly advance and conclude these negotiations, ideally before the end of this tenure – by the end of October this year – so that business in Europe and Vietnam can reap the benefits as soon as possible and stimulate growth in both economies.

I want to thank the European Parliament for this resolution, which is sending a clear and consistent message to our counterparts regarding these negotiations.

  Daniel Caspary, im Namen der PPE-Fraktion. – Herr Präsident, geschätzte Kolleginnen und Kollegen! Wie wichtig die Teilnahme am internationalen Handel ist, wenn es darum geht, Wachstum und Beschäftigung zu schaffen, sieht man vor allem in der ASEAN-Region.

Die Länder haben sich in den letzten Jahrzehnten für den internationalen Handel geöffnet. Sie nehmen an der Globalisierung teil, und dies ist mit eine der Ursachen, warum die wirtschaftliche Entwicklung in dieser Region so stark läuft.

Diese Verhandlungen laufen jetzt schon seit einigen Jahren. In das Verhandlungsmandat ist damals schon die Stellungnahme des Europäischen Parlaments sehr intensiv eingebracht worden. Wir wollen heute mit unserer Entschließung noch einmal darlegen, dass wir auf der Strecke bis zum Abschluss der Verhandlungen Prioritäten haben, die wir unbedingt von der Europäischen Kommission beachtet haben wollen. Wir wollen mit der heutigen Debatte auch noch einmal der Öffentlichkeit darlegen, dass diese Verhandlungen – wie übrigens alle Außenhandelsverhandlungen der letzten Jahre – auch für die Öffentlichkeit äußerst transparent geführt werden.

Was mir inhaltlich am Herzen liegt: Wir sollten auf der einen Seite sicherstellen, dass wir Vietnam kurz- und mittelfristig in dem einen Punkt entgegenkommen – es ist im Moment noch ein sich sehr stark entwickelndes Land. Aber wir sollten auf der anderen Seite bitte wirklich sicherstellen, dass alle diese Ausnahmen, dass im Zweifel Übergangsfristen irgendwann auch auslaufen. Ich denke, es ist uns im Parlament allen ein wichtiges Anliegen, dass mögliche Asymmetrien, die in einem solchen Abkommen am Ende festgelegt werden, irgendwann auch ein Ende haben und wir nicht auf Dauer – im Zweifel Jahrzehnte – asymmetrische Regelungen in diesem Abkommen haben.

Das Zweite: Vietnam ist nach wie vor ein Land, in dem die Rechtstaatlichkeit bei weitem nicht so entwickelt ist wie bei uns in der Europäischen Union. Ich glaube, dass unser Abkommen mit Vietnam ein sehr gutes Beispiel für Abkommen ist, in denen wir gerade auch Investitionsschutz brauchen. Wir müssen sicherstellen, dass Investoren aus der Europäischen Union in Vietnam auch davor geschützt sind, dass eben das Rechtssystem nicht so entwickelt ist, wie wir das aus Europa, aus unseren freiheitlichen Demokratien kennen.

Außerdem müssen wir Investoren überhaupt einen Anreiz geben, auch weiterhin in dieses Land zu gehen, weil sie wissen, dass sie, wenn in einem Zweifel die Regierung willkürliche Entscheidungen trifft und die Gerichte leider aufgrund vielleicht politischer Einflussnahmen nicht unabhängig entscheiden können, dann einen Schutzschirm im Rahmen des damit verbundenen Investitionsschutzabkommens haben. Ich wäre sehr, sehr dankbar, wenn sich alle Kolleginnen und Kollegen heute bei der Abstimmung auch entsprechend verhalten könnten.

Ich möchte ausdrücklich der Kommission danken, dass wir in den Verhandlungen so weit sind. Wir haben ja das ambitionierte Ziel gehabt, diese Verhandlungen in diesem Jahr zu Ende zu führen. Ich wäre dankbar, wenn die Europäische Kommission wirklich auch in den nächsten Wochen und Monaten dranbleibt. Ich bin sehr dankbar, dass auch aus der ASEAN-Delegation, deren Vorsitzender Werner Langen ist, diese Verhandlungen intensiv begleitet wurden. Von daher würde ich mich freuen, wenn wir möglichst zu Beginn der nächsten Wahlperiode einen Abschluss dieses Abkommens erzielen könnten.

  Bernd Lange, im Namen der S&D-Fraktion. – Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Ja, auch wir sind der festen Überzeugung, dass Handel nachhaltige Entwicklung stärkt, und insofern unterstützen wir auch die Verhandlungen mit Vietnam, einem Land, das durch Handel sicherlich für die Menschen Wohlstand generieren kann.

Und insofern: Ja, wir finden auch die sieben Verhandlungsrunden sehr vielversprechend. Allerdings müssen wir auch sagen, Wohlstand und Nachhaltigkeit können nur gesichert werden, wenn wir faire Bedingungen garantieren, und da liegen mir drei Bereiche besonders am Herzen.

Zum Einen geht es um die Frage des Tierschutzes und der Respektierung von internationalen Tierschutznormen, wie CITES, dass es eben keinen illegalen Handel mit seltenen Arten gibt. Zum Zweiten geht es um die Beteiligung der Zivilgesellschaft an dem Prozess, und zum Dritten geht es natürlich um die Frage, wie wir sicherstellen, dass fundamentale Arbeitnehmerrechte, fundamentale Umweltstandards und Sozialstandards sichergestellt werden, insbesondere in dem Handeln der Unternehmen in Vietnam. Eine stärkere Verbindlichkeit der Nachhaltigkeit muss also gewährleistet sein.

  Niccolò Rinaldi, a nome del gruppo ALDE. – Signor Presidente, onorevoli colleghi, ritroviamo qui le criticità tipiche di un accordo di libero scambio e, come in altri negoziati, alcuni aspetti devono essere messi in chiaro.

Anzitutto, la questione dei servizi e degli appalti pubblici. Vorrei che l'accordo non fosse a detrimento dell'accesso ai medicinali generici per la popolazione del Vietnam; inoltre chiediamo espressamente alla Commissione che l'accordo non contenga nessuna regola del ristorno – duty draw back – e per contro vi sia una chiara regola delle origini.

Ma il problema più grande che abbiamo con il Vietnam – bisogna dirlo chiaramente –è che si tratta di una dittatura, una dittatura bella e buona, con mancanza di libertà di espressione, minoranze oppresse, la Chiesa buddista in difficoltà, la popolazione cristiana delle montagne perseguitata, un partito unico che lascia pochi spazi all'espressione di una società civile, blogger ad esempio che sono perseguitati.

Si tratta, in definitiva, di un negoziato più difficile di altri. Chiediamo pertanto alla Commissione come intende affrontare la questione di una clausola dei diritti dell'uomo che sia esigente e prevedere meccanismi di valutazione – ed eventualmente di sospensione dell'accordo – laddove le nostre richieste di garanzia dei diritti dell'uomo non siano rispettate.

L'apertura dei nostri reciproci mercati non deve essere un fine di per sé, teso all'incremento degli scambi commerciali, ma un elemento di reale progresso per il Vietnam. Sotto questo profilo, si tratta di un accordo molto specifico e più delicato rispetto ad altri, quali quello con l'India, la Malesia o un'altra dittatura come Singapore. Da questo punto di vista, credo il prossimo Parlamento sarà più esigente del nostro.

  Jan Zahradil, on behalf of the ECR Group. – Mr President, I had the honour to serve as a standing rapporteur for this FTA in the Committee on International Trade (INTA). This was a great honour for me for two reasons. One, of course, is tangible: Vietnam is a very prosperous and hopeful emerging market and trading partner for the European Union. The second reason is more symbolic. Only a few people know that the Vietnamese community in my country, the Czech Republic, is, in relative numbers, the largest Vietnamese community of all the 28 Member States. So this was another reason I was glad to take on that task.

As rapporteur, I was pleased to see that these negotiations are progressing well and that common ground has already been found between both parties on several chapters. I also hope that mutual and beneficial agreement will be reached by the end of this year. In the International Trade Committee we have adopted a balanced resolution which aims to contribute to the success of these negotiations.

We have clarified a few priorities with respect to these negotiations, and I would like to stress some of them. We want to see that all provisions negotiated in this FTA are fully WTO-compatible and that substantial market access is achieved with the full elimination of most tariff and non-tariff barriers. We would also like to see that both parties respect each other’s right to regulate, including on the provision of public services, that fair competition rules are agreed to maintain a level playing field between foreign and domestic service providers – and especially state-owned enterprises, that strong provisions are agreed on transparency and dispute settlement to enhance legal predictability and certainty, that both parties are committed to the enforcement of intellectual property rights and sanitary and phytosanitary safety, and – last but not least – that both parties would promote respect for, compliance with, and enforcement of international standards in the area of human rights, labour rights and environmental agreements.

I would like to thank the Commission for the work done and to thank all my colleagues and shadow rapporteurs for their very constructive cooperation. I hope that this will be adopted unanimously in plenary.

  Paul Murphy, on behalf of the GUE/NGL Group. – Mr President, essentially this resolution is a free ride for European big business and an attempt to push through the speedy conclusion of a free trade agreement with Vietnam. Of course we have the obligatory nods towards human rights, access to medicine, animal welfare and the promotion of corporate social responsibility, here and there, but in essence it is a road[nbsp ]map for so-called mutual market opening, further liberalisation and privatisation ‘for fair conditions of competition to be guaranteed between Vietnamese and European undertakings’.

It calls for an investor-to-state dispute settlement mechanism, giving corporations the right to sue the government if it interferes with their insatiable greed for profit. It is under such a mechanism that the US oil company Occidental Petroleum sued the state of Ecuador and was awarded USD 2.3 billion for the termination of an oil production site in the Amazon.

It is not corporations in Vietnam that need their rights strengthened, but rather it is workers. Vietnam has not ratified ILO Convention 87 on Freedom of Association, and forced and child labour are reported to be widespread.

  Bastiaan Belder, namens de EFD-Fractie. – De resolutie waarover wij vanmiddag zullen stemmen stelt dat de Europese Unie en Vietnam kunnen bogen op een goed ontwikkelde bilaterale dialoog over de mensenrechten en dat de mensenrechten moeten worden beschouwd als essentieel onderdeel van het Europees handelsbeleid.

Juist daarom wil ik uw aandacht vragen voor de schrijnende positie van christenen in Vietnam. Collega Rinaldi sprak er al over en daar ben ik hem ook dankbaar voor. Onlangs bracht de NGO Open Doors haar jaarlijkse ranglijst christenvervolging uit. Vietnam stond vorig jaar op de 21e plaats en dit jaar op de 18e plaats op deze somber stemmende lijst. Christenen worden dwarsgezeten door een veelheid aan regels. Zo presenteerden de autoriteiten van de provincie Bắc Ninh afgelopen november zogenaamde bepalingen betreffende een aantal specifieke punten op het beheer van religieuze activiteiten op het grondgebied van Bắc Ninh. Volgens dit wetsontwerp moeten religieuze instellingen toestemming vragen voor elke activiteit die zij ondernemen, van het organiseren van diensten tot het repareren van gebouwen, en dat terwijl op nationaal niveau reeds een verstikkende hoeveelheid regels bestaat.

In Đà Nẵng vinden continue raids plaats om katholieken te verdrijven uit hun huizen. Op 27 maart jongstleden werd daar een wijk afgesloten door politie, leger en de veiligheidsdiensten. Mensen werden verdreven en hun huizen door bulldozers met de grond gelijk gemaakt.

Mijnheer de Voorzitter, ik vraag de onderhandelaars van de Commissie om dit gebrek aan geloofsvrijheid - let wel Vietnam kent een religieuze politieke politie - dringend aan de orde te stellen bij hun Vietnamese gesprekspartners, zodat de mensenrechtenclausule geen dode letter is, maar daadwerkelijk onderdeel uitmaakt van het Europees handelsbeleid.

  Franck Proust (PPE). - Monsieur le Président, Monsieur le Commissaire, ces dernières années ont été marquées par l'arrivée fracassante de l'Asie en tant qu'acteur incontournable dans l'économie mondiale.

Alors que les marchés occidentaux sont en crise et tentent difficilement de se redresser, les pays asiatiques enregistrent des taux de croissance allant de 5 à 6[nbsp ]% et parfois même à deux chiffres.

Face à cela, l'Union européenne ne peut rester indifférente. Nous parlions, il y a quelque temps, de pays émergents; ce sont désormais à des économies fortes, de véritables partenaires auxquels nous avons affaire.

Par naïveté et, parfois même, par arrogance, nous avons sous-estimé ces puissances. Il est temps désormais de corriger nos erreurs.

Le Viêt Nam enregistre en 2013 un taux de croissance de plus de 5[nbsp ]%, ce qui est considérable. Nous ne pouvons pas laisser l'occasion d'entretenir des relations privilégiées avec un pays qui connaît une telle croissance économique.

Nous avons déjà entamé six cycles de négociation avec le Viêt Nam en vue d'un accord de libre-échange. Les négociations se déroulent de manière à satisfaire les deux parties.

En tant qu'Européens, nous nous devons de préserver les intérêts de nos entreprises et de nos secteurs les plus sensibles, tout en adoptant une optique d'ouverture des marchés. Nous devons veiller à ce que cet accord profite avant tout à l'Union européenne. Le Viêt Nam importe principalement des produits européens de haute technologie et, par cela, reconnaît l'importance mondiale de l'Union en matière de technologie innovante.

Disons-le sans détour: le savoir-faire technologique est le seul avantage concurrentiel de l'Europe sur le reste du monde. J'en suis convaincu et c'est grâce à ce savoir-faire technologique que nous redresserons l'économie européenne.

L'Europe ne peut se permettre de rater le train asiatique. Encourageons ces partenariats économiques avec l'Asie et, ensemble, œuvrons pour une Europe plus compétitive internationalement.

  David Martin (S&D). - Mr President, I welcome this trade negotiation, but have to say that, unlike my colleague, I believe it must be about more than just simply opening up markets. Firstly, we have to make sure that any agreement promotes fair growth in Vietnam. In particular, we have to deal with the issue of land grabbing, which is already a significant problem in Vietnam, and we would not want any free trade agreement to encourage further land grabbing by European or other companies.

Secondly, like other colleagues, I insist that in any such agreement we have a robust development and human rights chapter. For my group, this will be a red line and we will insist on it. On animal welfare, we think it is important that we include animal welfare in any agreement with Vietnam. The situation of animals then spills over into the phytosanitary situation. The situation of animals in Vietnam is appalling. We already have the Korean agreement as a template for this. So if we can do it with Korea, we can do it with Vietnam.

Finally, I believe that an agreement with Vietnam, important as it is, is only a precursor for a regional agreement, and our aim should be to have an ASEAN agreement as soon as possible.

  Adam Bielan (ECR). - Panie Przewodniczący! Wielostronny system wolnego handlu odzwierciedla potrzebę otwartości wymiany handlowej na zasadach rynkowych. Korzystają na tym obywatele. Wietnam to obecnie prężnie rozwijająca się gospodarka, jeden z filarów Stowarzyszenia ASEAN. Osiąga wzrost na poziomie ośmiu procent PKB. Dlatego liczę na zamknięcie negocjacji handlowych przed końcem roku, co przełoży się na rozszerzenie współpracy z tym partnerem.

W umowie należy położyć nacisk na promowanie wolnej i sprawiedliwej konkurencji. W zakresie administracyjnym konieczna jest likwidacja taryf celnych oraz pozataryfowych barier ograniczających swobodę wymiany towarów.

Trzeba przy tym pamiętać, że kraj ten dopuszcza się działań uznawanych za pogwałcenie praw człowieka. Pogłębienie współpracy z Brukselą musi zatem przełożyć się na znaczącą poprawę sytuacji w tym zakresie.

  Werner Langen (PPE). - Herr Präsident! Ich möchte Herrn Almunia Recht geben: Vietnam ist eine wirtschaftliche Erfolgsstory, und der Vorschlag des Kollegen Martin, lieber ein Abkommen mit allen zehn ASEAN-Staaten zu machen, ist wirklichkeitsfremd, denn die wirtschaftlichen und politischen Unterschiede sind zu groß, um im Augenblick auf ein gemeinsames Abkommen zu hoffen.

Ich glaube, der Weg ist richtig, mit fünf Staaten Freihandelsabkommen zu vereinbaren, mit sieben der insgesamt zehn Staaten Partnerschafts- und Kooperationsabkommen zu schließen. Die Fragen sind im Bericht des Kollegen Zahradil alle enthalten, da gibt es nichts zu ergänzen. Ich glaube, wirtschaftliche Freiheit und gute wirtschaftliche Beziehungen müssen einhergehen mit politischer Freiheit, mit Meinungsfreiheit und Religionsfreiheit. Das wissen die Partner in Vietnam.

Ich habe mich bei unserem letzten Besuch im Herbst 2013 mit allen Verhandlungspartnern intensiv darüber unterhalten. Mich hat eigentlich verwundert, mit welcher Mutlosigkeit die kommunistische Einheitspartei Reformen bisher abgelehnt hat. Sie hat eine breite Basis in diesem Land, das ja eine besondere Geschichte hat, und ich habe mich gewundert, dass der letzte Parteikongress diese Öffnung nicht ermöglicht hat.

Vietnam hat 35 Millionen Internetzugänge, und trotzdem werden Blogger, wenn sie etwas gegen das Regime sagen, sofort inhaftiert oder vom Netz abgeschaltet. Das lässt sich nicht auf Dauer miteinander vereinbaren. Deshalb, glaube ich, ist es richtig, dass das Parlament die Kommission zu umfassenden Verhandlungen drängt. Ich begrüße es, wenn das in diesem Jahr noch zu Ende geht – auf jeden Fall.

Aber die nächste Stufe, wie wir in vielen Freihandelsabkommen sehen, muss ebenfalls beschleunigt werden. Das ist die Ratifizierung durch die 28[nbsp ]Mitgliedstaaten. Es nützt nichts, wenn wir hier schnell arbeiten und die Mitgliedstaaten die Ratifizierung verzögern. In diesem Sinne freue mich über die Verhandlungen und wünsche der Kommission viel Erfolg.

  Maria Badia i Cutchet (S&D). - Señor Presidente, señor Comisario, desde el inicio de la negociación de este Acuerdo de Libre Comercio entre la Unión Europea y Vietnam, en enero de 2012, se han producido pasos importantes para su definición y conclusión. Realmente celebro los avances que ha hecho Vietnam en el respeto de los derechos humanos y laborales, y espero que este Acuerdo represente un paso decisivo en la ampliación de estos derechos.

Quiero hacer hincapié en la importancia de incluir un capítulo sobre desarrollo sostenible, con cláusulas vinculantes, en la medida en que esto representa una piedra angular de la política comercial europea.

También quiero poner de manifiesto que los respectivos intereses y las líneas rojas de ambas partes no deberían suponer un obstáculo insuperable para que las negociaciones lleguen a buen puerto, porque este Acuerdo representará, sin duda alguna, una gran oportunidad para ambas partes en ámbitos como flujos comerciales e inversión extranjera directa. además, evidentemente, revertirá en el fortalecimiento de las relaciones estratégicas entre la Unión Europea y la región ASEAN y, espero, en la celebración de próximos acuerdos.

  Joaquín Almunia, Vice-President of the Commission. - Mr President, thank you very much to all the Members of the Parliament who have spoken in this discussion. Most of the interventions coincided with the Commission position that this free trade agreement should, if possible, be concluded this year and that this agreement would be positive for many reasons and for both sides.

Let me share some of the comments and concerns raised. First of all, the question of human rights, because it is extremely important that our economic and trade partners protect human rights. We are addressing human rights in our institutional dialogue under the EU-Vietnam Partnership and Cooperation Agreement and we will be extremely careful in monitoring protection of human rights and the situation of human rights which may be at risk in this country.

Regarding labour rights: labour issues are covered in the trade and sustainable development chapter of the Free Trade Agreement in the present state of this text which is being negotiated and our negotiators have been able to agree on robust language on matters related to the ILO. Good progress was also made on provisions dedicated to upholding levels of labour protection.

Another element which has been raised is animal protection. Vietnam has agreed to include these issues in the text. Vietnam prefers to cover the provisions in the trade and sustainable development chapter, but we keep pushing through our negotiators to have it in the chapter on sanitary and phytosanitary measures.

So thanks for all your contributions, thanks for your comments, and I hope that in the first months of the next Parliament we will be able – or the Commission will be able – to inform you about the successful conclusion of these negotiations.
