  Adam Bielan, autor. - Panie Przewodniczący! Niedawne przypadki skazywania na śmierć chrześcijan uznanych za winnych obrazy proroka Mahometa oraz islamu wydają się nieprawdopodobne, wręcz niewyobrażalne. Oskarżona para chrześcijan miała rzekomo wysyłać bluźniercze sms-y do jednego z imamów. W marcu skazany na śmierć również za bluźnierstwo został Sawan Masih, chrześcijański działacz społeczny. Niezwykle bulwersujące są regularne akty przemocy wobec mniejszości chrześcijańskiej, jak podpalanie domów i świątyń oraz inne akty terroru, na które rządzący przymykają oczy. Podejmowane są one nierzadko bez żadnej przyczyny. To wysoce porażające, że w dzisiejszym świecie, w dobie integracji i wszechobecnej wielokulturowości dochodzi do podobnych przypadków. Z przykrością należy stwierdzić, że dotyczy to niestety niemal wyłącznie krajów islamskich, a w samym Pakistanie nie jest to sytuacja wyjątkowa.

Według opublikowanego przez organizację OPEN DOORS Światowego Indeksu Prześladowań w ubiegłym roku dramatycznie nasiliły się dyskryminacje chrześcijan w Pakistanie. W efekcie kraj przesunął się z 14. na 8. pozycję w tym, jakże ponurym, rankingu. Punktem kulminacyjnym był samobójczy zamach terrorystyczny w kościele w Peszawarze, do jakiego doszło we wrześniu. W jego rezultacie śmierć poniosło 89 osób.

Zwracam się do władz w Pakistanie o powstrzymanie tych haniebnych czynów, rewizję prawa o bluźnierstwach, a nade wszystko zapewnienie trwałego bezpieczeństwa wszystkim obywatelom kraju. Stosowanie nieproporcjonalnych sankcji nie mieści się w kanonach praw człowieka, a nadużywanie tak surowych przepisów pozostaje w wyraźnej sprzeczności z zasadami dobrego prawa.

  Mitro Repo, laatija. - Arvoisa puhemies, Pakistanissa on ollut voimassa laki jumalanpilkasta jo lähes kolmekymmentä vuotta. Viime kuukausien aikana Pakistanissa on annettu lukuisia kuolemantuomioita jumalanpilkkalain nojalla. Useat tapaukset ovat poliittisesti motivoituneita, alueellisia välienselvittelyjä, jotka syrjivät erityisesti Pakistanin uskonnollisia vähemmistöjä. Muun muassa YK on vaatinut jumalanpilkkalain kumoamista tai vähintäänkin sen väärinkäytön estämistä.

Sananvapaus on keskeinen ihmisoikeus. Sen rajoittamista tulisi tehdä vain äärimmäisen poikkeuksellisissa oloissa, kuten tilanteissa, joissa yllytetään vihaan ja uskonnolliseen tai rodulliseen syrjintään. Valtio ei saa määräillä kansalaistensa ajattelua eikä kulkea ääriuskonnollisten toimijoiden talutushihnassa. Valitettavasti uskontojen halventamisesta on muodostunut uusi maailmanpoliittinen jännite.

Pakistanin on kunnioitettava tiedonvälityksen moniarvoisuutta. Kansalaisilla on oikeus vastaanottaa ja välittää tietoa ja mielipiteitä eri lähteistä ja kommunikoida mielipiteensä toinen toisilleen. Keskusteleva yhteiskunta on rikkaus ja avain moniarvoisuudelle.

  Eija-Riitta Korhola, laatija. - Arvoisa puhemies, olen vuosia tehnyt ihmisoikeustyötä ja yksi havaintoni on, että ihmisoikeuksien ongelmamaissa sorto perustuu usein rikoslain laajennettuun eli venytettyyn tulkintaan. Sellaiset laajennetut tulkinnat ovat ikään kuin ihmisoikeuksien musta aukko. Eri maissa tuo musta aukko on erilainen. Pakistanissa se on jumalanpilkkalaki.

Päätöslauselmassamme yhtenä esimerkkinä tuomme esiin kristityn avioparin, jolle langetettiin kuolemantuomio kaksi viikkoa sitten. Heitä syytetään profeetta Muhammedia pilkkaavan tekstiviestin lähettämisestä. Tuomitut kiistävät syytteen ja sanovat, että kännykkä oli varastettu heiltä ennen viestien lähettämistä. Tapaus on tyypillinen. Olen itse tavannut Pakistanissa lukuisia saman kohtalon kärsineitä, joita kuolema tai vankila odottaa. Syy saattaa olla kaikkea muuta kuin jumalanpilkkaan liittyvä. Se voi olla kateus tai halu raivata bisneskilpailija pois tieltä.

Ystäväni vähemmistöministeri Shahbaz Bhatti oli yksi niistä, joka omisti elämänsä jumalanpilkkalain muutokselle. Hän halusi nimenomaan rajoittaa tämän lain mielivaltaista eli laajennettua tulkintaa siten, että vain valtio voisi nostaa jumalanpilkkasyytteen yksilöä vastaan, ei toinen ihminen. Bhatti murhattiin autoonsa taistelun vuoksi. Samoin murhattiin kuvernööri Salman Taseer ja moni muu.

  Marietje Schaake, author. - Mr President, the use of blasphemy laws in Pakistan is disturbing and not in line with what we believe are universal human rights. Minorities and apostates specifically suffer from the application of these laws and the very high sentences that go along with them. Blasphemy laws hinder free expression to such an extent that the country has been requested by the UN Human Rights Mechanisms to repeal them. Additionally, hundreds of so-called honour killings were reported in 2013 alone.

We cannot consider the human rights abuses in a vacuum. The EU has recently granted GSP+ status to Pakistan, subject to the implementation of human rights conventions. So we call on the Pakistani Government to turn the de facto moratorium on the death penalty into a real abolition of the death penalty, to speed up the reform of madrasas and end hate speech in the name of religion. We call on them to stop censorship, specifically of the Internet, and to revise the anti-terrorism, as well as the draft NGO, legislation.

  Alda Sousa, Autora. - Senhor Presidente, é sabido que a guerra e décadas de violência no Afeganistão trouxeram uma grande instabilidade a toda a região, e o Paquistão não escapou a essa instabilidade. A perseguição das várias minorias religiosas é recorrente, eu diria várias, não são apenas as cristãs, como aqui foi feito passar há pouco. Há perseguições que são feitas por grupos fundamentalistas ou por multidões em fúria. É verdade que se assiste a assassinatos extrajudiciais. Mas não são só. Muitos cidadãos agnósticos ou ateus são também perseguidos. Vários jornalistas têm sido assassinados e o mesmo tem acontecido a sindicalistas.

Neste contexto, as mulheres são ainda mais vulneráveis. A questão da religião tem sido muitas vezes usada para objetivos políticos. A pena de morte continua a estar em vigor e várias organizações de direitos humanos estimam em cerca de 8 mil as pessoas que estão no corredor da morte. É o próprio Estado que se mostra incapaz de garantir os direitos das minorias e que acaba por promover a violência.

É evidente que é imperioso pressionar o Governo do Paquistão para tomar medidas que garantam a liberdade de religião ou de não religião, a liberdade de expressão, que acabem com a censura na Internet.

Mas nós também somos daqueles e daquelas que acreditamos na força e na importância das forças que estão no terreno, dos homens e das mulheres que já agora, neste momento, estão a lutar por esses direitos e pela alteração da situação.

  Tarja Cronberg, author. - Mr President, the sectarian violence continues in Pakistan. We strongly condemn all acts of violence against religious communities, as well as all kinds of discrimination and intolerance on the grounds of religion and belief.

The Government of Pakistan needs to intervene to protect victims of religiously motivated mob violence. It needs to ban public hate speeches and encourage all Pakistanis to work together to promote and ensure tolerance and mutual understanding. We urge the Pakistani authorities to prosecute those responsible for incitement and false accusations of blasphemy. The government should stop censorship of the Internet and revise the draft anti-terrorism legislation, as well as its draft NGO legislation.

  Bernd Posselt, im Namen der PPE-Fraktion. – Herr Präsident! Pakistan hat eine schwierige Geschichte. Schon sein Name ist einfach nur eine Buchstabenfolge, die künstlich ist. So künstlich ist der ganze Staat, entstanden aus der Teilung Britisch-Indiens in einen muslimischen Teil mit einer großen Hindu-Minderheit und einen Hindu-Teil mit einer großen muslimischen Minderheit. Ganze Völkerschaften wurden umgesiedelt und neu zusammengesetzt. Das hat bis heute massive Auswirkungen. Dennoch können wir es nicht hinnehmen, dass hier einfach in gewaltsamer Weise agiert wird, nicht nur zwischen Hindus und Moslems, nicht nur zwischen den verschiedenen Konfessionen des Islam, sondern speziell auch gegenüber den Christen dort.

Liebe Kolleginnen und Kollegen! Ich sage es ganz klar: Natürlich setzen wir uns für die Religionsfreiheit aller ein. Aber wer, wenn nicht wir Europäer, soll die natürliche Schutzmacht der Christen sein? Das ist unsere zentrale Aufgabe, und dieser zentralen Aufgabe müssen wir auch gegenüber unserem wichtigen Partner Pakistan gerecht werden.

  Morten Messerschmidt, for EFD-Gruppen. – Hr. formand! Selvfølgelig er det vigtigt, hvad der foregår i Pakistan, og selvfølgelig er det foruroligende at se de krænkelser, som flere kollegaer har nævnt her. Men det er jo desværre ikke nyt! Og spørgsmålet er: Hvad kan vi i Europa-Parlamentet overhovedet gøre ved den sag? Er det ikke noget, der retteligt hører til i Ministerrådet? Vi er ikke et parlament for de folkevalgte regeringer - vi er parlament for en Kommission, som i de seneste fem år har vist sig fuldstændig impotent til at håndtere de mange kriser, der er rundt omkring i verden, senest Ukraine, men sandelig også længere væk herfra! Det bedste vi kan gøre i forhold til Pakistan, det er da at opfordre de nationale regeringer til at tage affære i stedet for fortsat at have en blind tro på, at en fuldstændig uduelig kommissær kommer til at løse de problemer, vi oplever ude i Pakistan! Nej, jeg besinder mig på det nationale demokrati, på de repræsentative regeringer og på det ansvar, som netop hører til i nationalstaten, derfor burde dette være et anliggende for vores 28 medlemslande, langt snarere end at vi står her og taler for en tom sal!

  Bernd Posselt (PPE), Frage nach dem Verfahren der „blauen Karte“ an Morten Messerschmidt. – Herr Präsident! Ich möchte nur den Kollegen Messerschmidt fragen, warum er dieses wichtige Thema benutzt, um Angriffe gegen die Europäische Union zu richten.

Die vom Europaparlament gewählte Kommission macht doch mindestens so gute Arbeit wie die von den nationalen Parlamenten gewählten nationalen Regierungen, sie hat nur mehr Gewicht, weil sie die ganze EU vertritt und nicht nur einen Einzelstaat.

  Morten Messerschmidt (EFD), Blåt-kort-svar til Bernd Posselt. – At sammenligne vore nationale regeringer med det, som Catherine Ashton har foretaget i de sidste fem år, må være den groveste fornærmelse, man overhovedet kan rette mod en national regering, al den stund at der er bred enighed på tværs af alle partierne om, at netop EEAS i de år, den har fungeret, IKKE har fungeret. De må da vide, at de nationale regeringer har fungeret og har leveret resultater på stribe – ikke bare i fem år, men i århundreder, hvorimod siden vi har fået en EU-udenrigstjeneste, så har det kun været kaos og svindel med penge, og jeg ved ikke hvad! De burde sætte Dem ind i sagerne, inden De kritiserede den regering, der faktisk har større legitimitet, end både De og Catherine Ashton har.

  Elisabeth Jeggle (PPE). - Herr Präsident, Herr Kommissar, verehrte Kolleginnen und Kollegen! Die aktuellen Ereignisse und Gerichtsurteile in Pakistan bezüglich Blasphemie verurteilen wir scharf. Der Schutz von Minderheiten, insbesondere religiöser Minderheiten, ist eine der wichtigsten Leitlinien unserer EU-Außenpolitik. Verstärkt sind Christen weltweit immer wieder Ziel von Diskriminierungen, Anfeindungen und Bedrohungen. Hier muss sich die EU entschlossen einsetzen! Jegliche Form von Extremismus lehnen wir ab.

Vor allem ein so wichtiges Land wie Pakistan, das sich auch selbst als einflussreiche Regionalmacht versteht, muss bei der Achtung der Menschenrechte und der Rechtsstaatlichkeit Vorbild sein. Gerade auch im Hinblick auf die Situation in Afghanistan kommt Pakistan eine sehr große Verantwortung zu. Nur wenn gemeinsam Radikalismus bekämpft wird und die Bürgerfreiheiten sowie Pluralismus gestärkt werden, wird sich Pakistan stabilisieren können. Von einem versöhnten Pakistan wird die gesamte Region langfristig profitieren. Eine versöhnte Großregion Mittelasien könnte strahlendes Vorbild sein und muss unser politisches Ziel werden.

Das war meine letzte Rede nach 15[nbsp ]Jahren im Europäischen Parlament. Ich danke allen Kolleginnen und Kollegen für eine gute Zusammenarbeit. Bleiben Sie stark in den Menschenrechten!

  Zita Gurmai (S&D). - Mr President, the recent cases of persecution on the grounds of blasphemy for belonging to a religious minority are highly disturbing. Despite the measures taken by the Pakistani Government in 2008, the day-to-day situation of religious minorities remains extremely precarious. The cases mentioned in the resolution demonstrate serious breaches of freedom of thought, conscience and religion. Moreover, the situation of women and girls facing forced marriage and honour killing is unacceptable.

I therefore strongly agree with the content of this resolution. The Pakistani Government needs to seriously increase its efforts through two main challenges: firstly a change in the legislation backed by a strong political will to ensure not only prevention of crimes directed at religious minorities but also prosecution of the perpetrators of those crimes.

Secondly, and especially when it comes to the situation of women, significant improvements need to be made in the field of education, starting with religious schools. Otherwise whole generations of women and girls are going to be sacrificed.

  Jolanta Emilia Hibner (PPE). - Panie Przewodniczący! Spotykamy się dzisiaj z takim krajem, który wprowadził niesamowite prawo, prawo śmierci za bluźnierstwa wobec proroka Mahometa. To się nigdzie nie zdarza, nie ma takiego drugiego miejsca na świecie, w którym w sytuacji, gdy np. np. sąsiad na sąsiada doniesie, albo zezna w sądzie kłamstwo, można było doprowadzić do śmierci drugiego człowieka. Tutaj łamie się podstawowe prawa człowieka i my powinniśmy wszyscy powiedzieć głośno - nie. My takiego prawa nie znamy, my takiego prawa nie tolerujemy. W tej chwili Pakistan stosuje restrykcje w stosunku do wszystkich mniejszości religijnych. Tutaj są narażeni chrześcijanie, nie mogą oni praktykować swojej wiary. My musimy powiedzieć, że takie postępowanie w XXI wieku jest niedopuszczalne. Głośne „nie” dla Pakistanu.

  Joaquín Almunia, Vice-President of the Commission. - Mr President, the vulnerable situation of all minorities in Pakistan is at the forefront of the human rights concerns raised by the EU with the Government of Pakistan. We have repeatedly expressed our concern at the climate of intolerance and violence, the attacks on Christians and other minorities including Shias, Ahmadis, Hindus and Hazaras and the potential for abuse of the blasphemy laws, to which many of you make reference. The issue is raised in the EU’s human rights dialogue with Pakistan and, most recently, during High Representative Catherine Ashton’s dialogue with Pakistan’s Foreign Affairs Advisor Sartaj Aziz in March. The visit to Pakistan in the coming months by Mr Lambrinidis, the EU Special Representative on Human Rights, will again be an opportunity to reinforce this.

A major contributory factor to the problem of persecution in Pakistan has been the alarming rise in violent extremism in parts of the country. The focus for terrorist attacks has been religious minorities, as many of you have said, but also female workers, as Ms Gurmai said; people promoting education and health and schools, especially girls’ schools.

It remains the case that the fundamental causes that make violent abuse and intolerance possible must be tackled. The lack of adequate state education and serious economic problems mean that unemployed young people are open to manipulation by unscrupulous politicians or religious leaders. Short of resolving these issues, efforts by the authorities to combat intolerance and violence will continue to be challenged by radical groups, which target religious minorities as part of their agenda.

It is in the interest of Europe, as well as the stability of the wider region, to do as much as possible to support the vast majority of Pakistanis who reject sectarianism and extremist violence and want to see more progress, prosperity and democracy in their country. It is our view that it is essential to engage with Pakistan, both through dialogue and through practical engagement. We are preparing to support a major project addressing discrimination on the basis of faith in Pakistan. It will focus on improving attitudes through the media, education, culture and public offices. It will also seek ways to tackle discrimination and attacks on the basis of faith, including by legislative review, legal aid and specific mechanisms to deal with attacks. Moreover, the EU is supporting projects to improve access to justice for vulnerable groups in Pakistan; to improve law enforcement and build capacity in federal and provincial institutions to increase awareness of human rights. Support for education continues to be a focus of EU assistance to Pakistan, including an understanding and tolerance of other religions.

We believe that human rights monitoring resulting from the inclusion of Pakistan in the Generalised System of Preferences, which is contingent on the effective implementation of core international conventions, provides good leverage to ensure steady progress in the protection of respect for human rights. We will continue to raise the issue of freedom of religion and belief, the importance of freedom of expression and the responsibility of Pakistan to protect all its citizens, including Christian and other minorities, and the rights of women and children. To do so, we need to be united, Mr Messerschmidt – the Commission, Council and Parliament – and all European citizens that believe in human rights and democracy.

Ich habe auch einen anderen Kollegen nicht berücksichtigt. Ich bedaure sehr. Wir können auch an diesem letzten Tag nicht ewig weitermachen. Im Übrigen berücksichtige ich auch, wann die Kolleginnen und Kollegen zur jeweiligen Debatte eintreffen.
