  Przewodniczący. - Kolejnym punktem porządku dnia jest sprawozdanie sporządzone przez Philippe’a De Backera w imieniu Komisji Gospodarczej i Monetarnej w sprawie europejskiego semestru na rzecz koordynacji polityki gospodarczej: wdrożenie priorytetów na rok 2014 (2014/2059(INI)) (A8-0019/2014).

  Philippe De Backer, Rapporteur. - Voorzitter, collega's, laat mij in de eerste plaats mijn collega's schaduwrapporteurs van de Commissie economische en monetaire zaken bedanken voor de goede samenwerking, evenals de rapporteurs van de adviezen van de verschillende andere commissies.

Het is niet altijd gemakkelijk om in dit dossier de ideologische tegenstellingen die er in dit Parlement zijn, te overstijgen, maar toch zijn we erin geslaagd, denk ik, om een heel degelijk verslag te schrijven. Ik denk ook dat het belangrijk is dat dit Parlement zich kan uitspreken over het Europees Semester. Het is een heel belangrijk beleidsinstrument voor de Commissie en voor de Europese instellingen om economische coördinatie tussen de lidstaten mogelijk te maken. Ik roep het gehele Parlement dan ook op om morgen tijdens de stemming dit verslag met een brede meerderheid te ondersteunen.

We weten allemaal dat onze Europese economie de zwaarste crisis heeft doorgemaakt sinds de Tweede Wereldoorlog. Het zeer zwakke economische herstel dat nu optreedt, toont aan dat de crisis nog altijd niet voorbij is en dat we nog bijkomende inspanningen zullen moeten doen. We maken dan ook hier in het Europees Parlement met de Europese instellingen en de lidstaten afspraken om samen uit de crisis te komen. Begrotingsdiscipline, nationale hervormingen, maar ook Europese investeringen moeten het mogelijk maken om opnieuw economische groei te creëren en banen te scheppen. Dat is ook de kernboodschap van mijn verslag. Dat is ook de kernboodschap die ik hier vandaag zal brengen namens de Commissie economische en monetaire zaken. Het werk is niet af.

De crisis heeft aangetoond dat we lang hebben geleefd op kosten van de volgende generaties en dit moet hersteld worden. De crisis heeft ook laten zien dat onze economieën sterk met elkaar verbonden zijn, of we dat nu willen of niet. We kunnen ons daarom niet veroorloven om slechts naar onze eigen achtertuin te blijven kijken, want als we dat doen riskeren we daadwerkelijk een hele generatie jongeren te verliezen.

Lidstaten zullen dus meer ownership moeten tonen over de afspraken die ze maken met de Europese instellingen. Het is politiek gezien niet altijd gemakkelijk om uit te leggen wat er moet gebeuren; de noodzakelijke hervormingen die moeten worden doorgevoerd in de verschillende lidstaten. Maar het Europees Semester maakt duidelijk dat coördinatie nodig is. We moeten optimaal gebruik maken van de Europese fondsen om innovatie, onderzoek, infrastructuurinvesteringen te ondersteunen.

Maar tegelijkertijd moeten de lidstaten ook beseffen dat ownership nodig is om, met dit verslag en met het Europees Semester, economische coördinatie daadwerkelijk mogelijk te maken. Als we dit niet doen, als we gedogen dat bepaalde lidstaten geen rekening houden met Europa ten koste van andere lidstaten, wat is dan de toekomst van het Europees Semester en wat is dan de toekomst van de Europese Unie?

Ik denk ook dat het van belang is om te blijven debatteren in dit Parlement en te vragen om meer democratische controle op het hele proces. Ook op dit punt is mijn verslag bijzonder duidelijk. Het werk is daar ook niet af. We moeten ervoor zorgen dat ook daar het Europees Parlement zijn rol van democratische instelling die democratische controle uitoefent op Europese processen, ten volle kan spelen.

Daarvoor is de gemeenschapsmethode natuurlijk dé aangewezen methode. We moeten er bijvoorbeeld voor zorgen dat democratische controle wordt uitgeoefend op alle programma's die door de Trojka worden voorgesteld.

In mijn verslag wordt ook heel duidelijk opgesomd welke taken nog vóór ons liggen. In de eerste plaats een aantal taken op Europees niveau om ons concurrentievermogen te versterken, om ervoor te zorgen dat de lidstaten, maar ook de Europese Unie in haar geheel concurrerend blijven, nieuwe exportmarkten veroveren en ook ten volle inzetten om de groei die moet komen vanuit de kmo's, de bedrijfswereld en de private markt, te ondersteunen. Ook moeten structurele hervormingen worden doorgevoerd, op de arbeidsmarkt, in het pensioenstelsel, in de sociale zekerheid, niet om de sociale afbraak te organiseren, – dat zeker niet –, maar om onze sociale zekerheid te moderniseren, en ervoor te zorgen dat ook volgende generaties van die sociale zekerheid gebruik kunnen blijven maken.

De conclusie is dan ook heel duidelijk. Alle lidstaten moeten hun verantwoordelijkheid nemen. Slechts tien procent van de Europese aanbevelingen wordt vandaag ook daadwerkelijk in de praktijk omgezet. Het beleid moet beter gecoördineerd worden op economisch vlak om ervoor te zorgen dat we groei en banen kunnen creëren. We moeten er ook voor zorgen dat de koers die Europa heeft gekozen, wordt aangehouden. Die zal op termijn ook resultaat opleveren in termen van groei, banen en werkgelegenheid. Ik denk dat de juiste beleidsmix bestaat uit een combinatie van monetair beleid, fiscaal beleid en structurele hervormingen.

Ik verzoek dit Parlement dan ook mijn verslag morgen met volle overtuiging te ondersteunen. Ik hoop dat we zo een duidelijk signaal kunnen afgeven aan de Raad en de Commissie, om ervoor te zorgen dat het Europees Semester het essentiële beleidsinstrument blijft dat nodig is om nieuwe economische groei te creëren in Europa en de lidstaten.

  Benedetto Della Vedova, Presidente in carica del Consiglio. - Signor presidente, onorevoli deputati, sono lieto di avere l'opportunità di partecipare questa mattina al dibattito sul semestre europeo.

Ho esaminato con attenzione il progetto di risoluzione che costituisce la base di questo dibattito e sono favorevolmente colpito dall'ampia gamma di questioni che vi si affrontano e dall'importanza delle questioni affrontate. Di fatto, il dibattito di stamani va oltre la meccanica del coordinamento economico. Siamo qui per discutere come l'Europa conduce la sua politica economica, la sua politica occupazionale e tutte le altre politiche che contribuiscono all'occupazione e alla crescita.

La risoluzione si incentra sull'attuazione delle priorità per il 2014: l'attuazione è fondamentale; disponiamo già di orientamenti strategici, a livello di Unione europea, le conclusioni del Consiglio europeo e, per ciascuno Stato membro, le raccomandazioni specifiche per paese.

L'attuazione di tali raccomandazioni impone riforme strutturali coraggiose, anche in aree di competenza nazionale, che talvolta sono in contrasto con diritti acquisiti. I benefici tardano a manifestarsi, il che accresce a sua volta la pressione politica. Il Consiglio sta incoraggiando con determinazione gli Stati membri a effettuare tali riforme.

Questo dibattito verte sulle priorità per il 2014, ma dobbiamo riconoscere che il semestre europeo non è un esercizio e non può essere un esercizio nel quale le priorità cambiano radicalmente da un anno all'altro. Alcuni particolari possono cambiare da un anno all'altro, ma le priorità stesse rientrano in un orizzonte temporale più lungo.

È proprio ciò che la presidenza sta facendo quest'autunno. Guardiamo al semestre europeo nel contesto più ampio della strategia Europa 2020 e della sua revisione intermedia. La revisione deve anche rafforzare il legame tra tutti gli obiettivi della strategia Europa 2020 e il semestre europeo.

Ecco perché la Presidenza ha avviato una riflessione politica a livello di Consiglio sulla revisione intermedia della strategia Europa 2020. Abbiamo deciso sin dall'inizio che occorreva coinvolgere in questo esercizio tutti i soggetti interessati, compresi per esempio coloro che si occupano di settori quali agricoltura, cultura e coesione. L'esercizio è tuttora in corso, ma vorrei cogliere quest'opportunità per sottolineare alcuni dei risultati iniziali.

In primo luogo, tutti i dibattiti svoltisi finora hanno confermato l'importanza di mantenere incentrata l'attenzione della strategia Europa 2020 sull'occupazione e la crescita.

Il secondo messaggio riguarda l'ambizione. Nonostante i significativi progressi compiuti, in special modo per quanto riguarda l'energia e l'istruzione, dobbiamo riconoscere che non in tutti i settori siamo ancora sulla buona strada. L'occupazione, in particolare, suscita grave preoccupazione. Ma, sebbene i progressi siano insufficienti, non per questo dobbiamo perseguire obiettivi meno ambiziosi.

Il terzo messaggio riguarda il rafforzamento della governance. Gli indirizzi di politica emanati nel contesto del semestre europeo possono talvolta essere pillole amare. Ma mi fa piacere affermare che nessuno vuole indebolire il semestre. In realtà, dobbiamo piuttosto cercare di snellire il processo e migliorarne i risultati. Dobbiamo anche assicurare l'inclusione nel processo di tutti coloro che devono attuare le riforme. Questo comprende non solo i governi, ma anche i parlamenti e gli altri soggetti interessati, sia a livello nazionale che dell'Unione europea.

Permettetemi di spendere qualche parola sui contributi settoriali a questo dibattito.

Per quanto riguarda la competitività, il Consiglio ha confermato in settembre che il mercato unico e la competitività industriale devono essere saldamente integrati nella strategia Europa 2020. Nel campo della ricerca e dell'innovazione, in particolare, che hanno un ruolo fondamentale nella ripresa economica dell'Europa, la qualità degli investimenti in ricerca e innovazione è altrettanto essenziale del livello di spesa. Dobbiamo fare di più per promuovere uno spazio europeo della ricerca.

Nel settore della politica economica, l'impostazione del Consiglio è fondata su tre pilastri che rappresentano una combinazione di misure che gli Stati membri devono attuare simultaneamente e congiuntamente. Il primo è la riforma strutturale, cui ho già accennato e che è strettamente connesso con il secondo. Il secondo che sono gli investimenti e che rappresentano una priorità fondamentale per la Presidenza italiana, e il terzo è la necessità di consolidare la fiducia, attraverso una politica di bilancio differenziata orientata alla crescita e il rispetto del patto di stabilità e di crescita, facendo al contempo ricorso alla flessibilità insita nelle sue norme. Il Consiglio si compiace dell'annuncio del presidente eletto Juncker di presentare un'iniziativa in materia di investimenti entro i primi tre mesi del suo mandato. Gli investimenti contribuiranno a rilanciare la domanda nel breve periodo, ma concorreranno anche ad aumentare il potenziale di crescita dell'economia nel lungo periodo.

Quanto all'occupazione e agli affari sociali, il Consiglio ha discusso della strategia Europa 2020 la settimana scorsa, e la presidenza italiana ha riunito i capi di Stato a inizio ottobre per trovare soluzioni al problema della disoccupazione, ma questo riguarda l'approfondito dibattito che abbiamo avuto al punto precedente. A questo riguardo, vorrei attirare la vostra attenzione sulla lettera firmata da 22 Stati membri, con il sostegno della Presidenza italiana, nella quale si insiste sulla necessità di una migliore integrazione della parità di genere nella strategia riveduta.

In conclusione signor presidente, onorevoli deputati, ho esposto i principali punti dei nostri lavori finora. I ministri dell'ambiente, della coesione, dell'istruzione, della cultura, dei trasporti, dell'energia e delle telecomunicazioni forniranno anch'essi il loro contributo. Effettueremo poi un lavoro di sintesi, con l'elaborazione di una relazione destinata al Consiglio "Affari generali" di dicembre. Ci auguriamo che questa riflessione politica congiunta possa essere di utilità per la nuova Commissione quando preparerà le sue proposte per la revisione intermedia.Vi ringrazio per l'attenzione.

  Jyrki Katainen, Vice-President of the Commission. - Mr President, let me start by thanking the rapporteur, Mr Philippe De Backer, and all the other Members for their valuable contribution to Parliament’s report on the European Semester. This report is a timely and important contribution to the topical debate on economic governance in the EU. The report touches upon a wide range of issues, many of which are related to Parliament’s expectations of the Commission in the future.

Provided that Parliament confirms the new College tomorrow, the new Commission can be in place at the beginning of November. So we are currently in the middle of transition. I therefore hope you understand that here today I will not be in a position to answer all your questions related to the future actions of the new Commission. However, I can assure you that this does not mean that we are not listening. On the contrary, we have taken into consideration the points you have raised in the report. I can also assure you that this will have the attention of the new Commission.

I fully agree with you that the most pressing challenge ahead of us is to create sustainable growth and generate jobs. The European Semester has been an extremely useful exercise in identifying and coordinating policy responses to the challenges faced by individual Member States and the EU as a whole. The Member States are adjusting to the reinforced coordination process and common rules we built together in the depths of the crisis. The Semester has proven to be fundamental in presenting incentives for significant fiscal and structural reforms in the Member States. These are the very reforms that are essential to exit the crisis stronger and more united.

The market turbulence of last week reminded us of the need to stay the course with reforms, in order to secure the confidence of the markets and, in doing so, unlock our growth potential and open up more job opportunities. This continues to be at the very core of the EU’s agenda going forward. There is clearly room for improvement. The next Commission will review the Europe 2020 Strategy and will present the upcoming annual Growth Survey at the launch of the next European Semester cycle.

In the report there is, quite rightly, a great focus on the importance of implementing and monitoring the recommendations in the European Semester. The recommendations must be concrete. They must not only address fiscal consolidation, but also structural reforms that can create sustainable and socially-balanced growth. Jobs are making the EU market more competitive.

The success of the European Semester depends on implementation. This is why we monitor the implementation of reforms throughout the year and take action in case of insufficient or harmful policy development. It is important to recall that non-compliance with recommendations will not in itself trigger sanctions, but nor is it meant to. This is about policy coordination. Implementation of the country-specific recommendations ultimately relies on national policy-making at the national parliaments. In this regard, I wish to take the opportunity to emphasise three significant findings in the report. First is the importance of putting in place a comprehensive mechanism that promotes the exchange of best practices between all national and EU-level actors responsible for getting more young people into work. In this regard, it is essential to speed up the implementation of programmes such as COSME, Erasmus+ and Horizon 2020, with nearly EUR 80 billion of funding available over seven years.

The second point is to devote more attention to improving the quality of jobs in order to match peoples’ skills with the real needs of the labour market. Finally, I strongly support our fight against tax fraud and tax evasion and to shift the tax burden away from labour towards other forms of taxation that are less detrimental to growth and employment. One such example is environmental taxation.

I see much agreement between the report and the Commission’s own position. I hope this will be highlighted in our constructive and fruitful debate today.

  Nils Torvalds, föredragande av yttrande från budgetutskottet. - Herr talman! En politik är enbart just så effektiv som den implementeras. Det gäller också naturligtvis den ekonomiska planeringsterminen.

Den globala finanskrisen visade på ett tydligt sätt hur västvärlden sedan mitten av 1970-talet först i små steg, senare med fart, har levt över sina tillgångar. Finanskrisen visade också hur EU-ländernas ekonomier sitter ihop. Ett lands ekonomiska bekymmer är alltså inte enbart deras eget bekymmer. Det blir förr eller senare också hela EU:s bekymmer.

Under 50- och 60-talen hade vi ännu en föreställning om att vi kunde, inom de nationella lagstiftningsramarna, övergående lösa tidens utmaningar, men otaliga undersökningar – Wolfgang Streecks, Joseph Stiglitz, Thomas Pikettys undersökningar – visar att den gyllne tiden för länge sedan är förbi, och som ni ser från talarlistan så kommer jag att fortsätta ur ett lite annat perspektiv om en och en halv minut.

  Sergio Gutiérrez Prieto, ponente de opinión de la Comisión de Empleo y Asuntos Sociales. - Señor Presidente, señor comisario, este es el tercer año consecutivo que participo en este debate y es verdad que tenemos buenos informes fruto del consenso, pero ¿saben lo que es realmente triste? Es que hoy podría hacer exactamente la misma intervención que hace un año, que hace dos y que hace tres.

Podría volver a repetirles que el exceso de austeridad nos sigue asfixiando económicamente en la Unión Europea y que sigue provocando los mayores índices de desempleo de nuestra historia.

Podría volver a decirles que la estrategia de devaluación salarial salvaje que estamos aplicando para ganar competitividad nos está haciendo más dependientes de las coyunturas económicas de fuera, pero también nos está empobreciendo dentro.

Podría volver a decirles que, después de la salvajada de dinero público que hemos destinado a rescatar a los bancos, el crédito sigue sin llegar a las empresas y a las familias, y que lo que llega es a tipos muy altos, precisamente porque nunca exigimos contrapartidas económicas de crédito para dar ese dinero.

Podría decirles que algunas reformas estructurales que hemos promovido, aun siendo necesarias —las laborales, las sanitarias, las de pensiones—, han deprimido nuestra demanda interna y han multiplicado la desigualdad entre europeos.

Podría volver a decirles que solo con la política monetaria no salimos de la crisis, que necesitamos ser valientes con la política fiscal, con los estímulos, con las inversiones. Que es una vergüenza que solo destinemos seis mil millones de euros a combatir el desempleo juvenil, pero que mayor vergüenza es que los Estados todavía no los hayan utilizado, y que los que tengan pensado hacerlo solo los utilicen para promover la precariedad.

Podría volver a decirles todo esto. Pero, a las puertas de la tercera recesión de la Unión Europea, a las puertas de los índices de desempleo y de pobreza más altos de toda nuestra historia, solo se me ocurre una pregunta que poder hacerles, señor comisario, señores del Consejo: ¿a qué diablos esperan para cambiar y para rectificar?

  Nils Torvalds, föredragande av yttrande från utskottet för miljö, folkhälsa och livsmedelssäkerhet. - Herr talman! Just på grund av att vi levde över våra resurser har vi tvingats skapa gemensamma regler och verktyg som stabilitets- och tillväxtpakten och Europa 2020-målet.

Men reglerna måste naturligtvis följas för att de ska vara effektiva. De landsvisa rekommendationerna som EU-kommissionen gjorde 2013 visar att medlemsländerna implementerat enbart till 10 procent. Det duger naturligtvis inte.

De ekonomiska prognoserna visar att den ekonomiska krisen ingalunda är över och att vi måste skärpa oss för att klara av våra utmaningar.

Ur ett ENVI-perspektiv, som vi alltså den här gången försöker anta, så handlar det här först och främst om resursanvändning. Vi måste åstadkomma bättre mätverktyg för att se hur vi använder våra ekonomiska och ansträngda resurser och våra ekologiska resurser. [slutet på finska]

  Sergio Gaetano Cofferati, relatore per parere della commissione per il mercato interno e la protezione dei consumatori. - Signor Presidente, signor Commissario, come lei sa e come sa anche l'on. Della Vedova, il mercato interno è uno dei tre pilastri dell'attività economica e sociale di questa somma di organizzazioni e di istituzioni che oggi dà vita all'Unione europea. Abbiamo sottolineato nella relazione, insieme agli altri colleghi, molto questo aspetto perché è importante per il futuro dell'Unione, che si proceda sulla strada della creazione e di uniformità nel produrre bene i servizi anche nelle condizioni che poi riguardano sia le imprese che le persone che lavorano.

Ed è importante – come veniva ricordato – che per creare occupazione e per dare continuità e forza alla crescita il mercato unico abbia elementi di competitività al suo interno assai rilevanti. Bisogna dunque partire e mi preme sottolinearlo dalla ricerca e dall'innovazione. Vorrei dire però che per avere ricerca ed innovazione bisogna avere risorse a disposizione. E' un po' singolare che nelle prossime ore qui si discuterà di un ipotesi di bilancio che taglia le spese per la ricerca e l'innovazione. Forse fermarsi a riflettere è utile.

  Dariusz Rosati, on behalf of the PPE Group. – Mr President, the European Semester is an important component of the system of economic governance in the EU. Its key instruments are country-specific recommendations (CSRs) that aim at ensuring better coordination of economic policies and fostering crucial structural reforms in the Member States. However, the overall effectiveness of CSRs is still limited. Only 10 to 15% of CSRs have been fully implemented by Member States in 2013. As a result, macroeconomic imbalances still persist, progress in implementing badly needed structural reforms is slow and uneven and strong economic growth in Europe is still to come.

In the report, the European Parliament calls on the Member States to undertake more effort to fully implement CSRs. What is at stake is the very credibility of the European Union and its ability to definitively overcome the current crisis. One way to improve the efficiency of the European Semester is to make sure that reasons and causes for unsatisfactory implementation of CSRs are properly analysed and eliminated and that the whole elimination process is more disciplined. Another way is to radically strengthen national ownership of CSRs in individual Member States in order to mobilise sufficient political capital in favour of reforms. More involvement by national parliaments could also help. It would also improve democratic control over the whole exercise.

In the process of preparing this report, a wide range of proposals and amendments have been submitted and discussed. We eventually managed to come up with a draft that represents a reasonable compromise and which reflects most of the key priorities of major political groups. Therefore, I call on all Member States and all Members of the House to vote in favour of the report. We, as the European Parliament, should support the European Commission in its efforts to fully use the framework of the European Semester to improve economic governance in Europe.

  Tibor Szanyi, az S&D képviselőcsoport nevében. – Ez az előttünk fekvő jelentés, legalábbis reményeink szerint, Európa igazi arcát mutatja, már ami a gazdaságpolitikákat illeti. Fontos dolog, hogy végre szembenézzünk ezen a kontinensen azzal, hogy a strukturális reformoknak nevezett folyamat vagy folyamatok, amelyeket az egyes kormányok visznek végbe, bizony sok helyütt elhibázott módon kerültek végrehajtásra, és az eredmény nem feltétlenül a gazdaságpolitikai statisztikákban jelentkező szép számok, hanem sok esetben az elszegényedés és más, lefelé ívelő társadalmi folyamatok. Éppen ezért a szocialisták és demokraták részéről 6 olyan sarkalatos pontot láttunk magunk előtt, amelyek – legalábbis jelen formájában úgy tűnik – a holnapi szavazásig még része lesznek a jelentésnek.

Az egyik a magán- és közberuházások egyenlő fontosságának kiemelése. A másik, és ez egy nagyon fontos dolog, az adóelkerülés vagy adócsalás megakadályozása, hiszen Európának egyik legnagyobb erőforrása lehet az eddig még be nem szedett adó. Hasonlóképpen a férfiak és nők közötti esélyegyenlőség szorgalmas és minden mozzanatban feltüntetendő megjelenése az, ami számunkra kifejezetten fontos, mint ahogy a kiegyensúlyozottabb adórendszer is.

Ami ma nagy vita Európában, de itt is rendet kell teremtenünk, a munkavállalók szabad mozgásának joga. Ezt többen megkérdőjelezik. Mi benne akarjuk tartani. S végezetül pedig az, hogy a Juncker úr által előrevetített 300 millió euró friss pénz legyen. Ha mindezek rendbe lesznek, örömmel támogatjuk a jelentést.

  Sampo Terho, ECR-ryhmän puolesta. – Arvoisa puhemies, mietinnön laatimisprosessin alussa esittelijän talouspoliittisissa ehdotuksissa oli mielestäni hyviä huomioita. De Backer oli tehnyt nähdäkseni oikeansuuntaisia arvioita jäsenvaltioiden taloudellisista ongelmista ja esitti myös hyviä ratkaisuja niihin.

Mietinnön ongelma kuitenkin alusta lähtien on ollut sen federalistinen painotus, joka koskee vallan keskittämistä jäsenvaltioilta EU-instituutioille. Erityisesti maakohtaisista suosituksista on haluttu tehdä entistä sitovampia, jopa rangaistuksen uhalla. Tämä tavallaan oli odotettavissa, sillä jo siitä saakka kun eurooppalaiseen ohjausjaksoon ryhdyttiin, on ollut pelättävissä, että tässäkin kohdin toimitaan kuten EU:n liittovaltiokehityksessä aina. Ensin luodaan löyhempi järjestely, jonka varjolla uusi valtaoikeus hyväksytään ja hyväksytetään jäsenvaltioilla, mutta kun järjestely vakiintuu, tätä valtaoikeutta aletaan kiristää.

Mietinnön federalistisuutta korosti edelleen halu luoda euroalueelle yksi yhteinen edustus kansainvälisissä talouspoliittisissa foorumeissa. Lisäksi haluttiin mietintöön kirjata eräänlainen esihyväksyntä pankkiunionin kolmannesta pilarista, joka sisältäisi yleiseurooppalaisen talletussuojan. Siis sekä EU:n valtaa että yhteisvastuuta halutaan tällä mietinnöllä edistää.

ECR-ryhmän mielestä jäsenvaltioiden talouspoliittista valtaa ei tule kaventaa, vaan EU:n antamien ohjeiden tulee olla luonteeltaan neuvoa-antavia. Siis samantapaisia kuin vaikka OECD:n eri maille jakamat talousohjeet. Talouspolitiikka on nimittäin politiikan kovaa ydintä, eikä ole ajateltavissakaan, että siitä päättäminen siirrettäisiin pois jäsenvaltioiden demokraattisesti valituilta parlamenteilta.

Federalismin osalta mietintö on EU:n keventämistä ja uudistamista toivovalle ECR-ryhmälle mahdoton hyväksyä. Kun neuvotteluprosessin edetessä vielä mietinnön hyvät talouslinjaukset vesittyivät, ei meille jää muuta vaihtoehtoa, kuin äänestää mietintöä vastaan.

  Sylvie Goulard, au nom du groupe ALDE. – Monsieur le Président, Monsieur le Vice-président de la Commission, Monsieur le Président du Conseil, pourquoi sommes-nous là aujourd'hui? Parfois, à la lecture de ce long document – et je remercie les rapporteurs d'avoir fait tout un travail de synthèse –, on a un peu l'impression qu'on y met tout et n'importe quoi. C'est un peu triste, car au moment d'introduire le semestre européen dans le six-pack – j'étais, à l'époque, l'un des rapporteurs, aux côtés d'autres collègues présents aujourd'hui –, nous avions en tête deux objectifs.

Le premier était de faire prendre conscience aux parlements nationaux que nous avions un bien commun: la prospérité européenne, la monnaie unique. C'est quelque chose que les Européens ont en commun et c'est pourtant quelque chose qui est décidé à deux niveaux différents. Les débats qui existent dans des pays comme le mien, comme en Italie en ce moment, ou même en Allemagne sous un autre angle, montrent manifestement que ce sens de l'interdépendance et de learnership – comme on dit en bon français – des règles communes n'est malheureusement pas toujours présent.

Notre deuxième objectif était de faciliter la mise en œuvre des engagements pris par les États pour bénéficier de la meilleure politique économique. Cela a été rappelé par plusieurs auditeurs, dont le commissaire. Je crois qu'il faut que nous ayons conscience de l'enjeu.

Je voudrais donc simplement dire qu'il faut faire attention à ne pas transformer l'exercice accompli ici, dans ce Parlement, en un exercice autocentré où chaque groupe politique essaie de rajouter ce qui lui tient à cœur. L'enjeu véritable est d'inscrire dans les débats nationaux une acceptation aussi large que possible du fait que la monnaie unique est un bien commun, que la prospérité européenne est un bien commun, que le commissaire travaille dans l'intérêt général de l'Europe, qu'il n'est pas un maître d'école qui vient nous donner des leçons et qu'il se contente de faire ce qu'on lui a demandé de faire.

Par conséquent, Monsieur le Commissaire, retournez à Bruxelles en ayant le sentiment que les députés, ici, vous demandent de prendre vos responsabilités – la Présidence italienne, je crois, prend les siennes – pour faire en sorte que les États membres respectent les engagements qu'ils ont pris et que la croissance européenne vienne non pas d'un débat stérile mais d'actes concrets en faveur de notre jeunesse, notamment.

  Sylvie Goulard (ALDE), réponse "carton bleu". – Monsieur le Président, vous me faites beaucoup d'honneur, Madame, en pensant que je vais, toute seule, avoir la solution. Je peux vous donner mon sentiment, rien de plus.

Mon sentiment est que ce parlement a déjà fait beaucoup. Premièrement, il a inclus le semestre européen dans la législation et a donné au dialogue avec les parlements nationaux toute son importance. Deuxièmement, nous avons auditionné, lors de la législature précédente, les membres de la troïka et nous les avons mis sous pression, autant que le droit nous le permettait. Troisièmement, nous avons fait un rapport, qui a permis à des députés de se rendre dans des pays qui relevaient du programme.

Bien évidemment, tout cela n'est pas suffisant. Personnellement – et quoi qu'en dise M. Terho – je crois que, si nous avions une Europe effectivement fédérale, nous pourrions aller beaucoup plus loin. C'est bien parce que l'Europe n'est pas du tout fédérale et parce qu'elle laisse aux États membres – sans que ceux-ci assument toujours leurs responsabilités – une marge de manœuvre considérable, parfois au mépris des règles communes, que nous connaissons aujourd'hui ces difficultés.

Ne caricaturons pas, essayons tous ensemble d'être constructifs. Le compromis ne doit cependant pas nous éloigner de l'idée que nous avons une responsabilité énorme vis-à-vis de la jeunesse européenne.

  Bernd Lucke (ECR), Frage nach dem Verfahren der „blauen Karte“. – Frau Goulard, Sie haben beklagt, dass der Bericht so verwässert worden ist, dass jeder alles hineingepackt hat in einen Bericht, der ursprünglich eigentlich in weiten Teilen klar war und eine deutliche liberale Handschrift getragen hat, der auch Probleme richtig analysiert hat. Jetzt ist davon fast nichts mehr übrig geblieben. Die Lösung der Probleme der Eurozone wird im Wesentlichen in großen Staatsinterventionen gesucht.

Wenn dem so ist, wenn von diesem ursprünglichen Bericht nichts mehr erkennbar ist, was marktwirtschaftlich und was liberal ist, warum stimmt die Liberale Fraktion dann überhaupt noch für diesen Bericht?

Entschuldigung! Denn was wir hier versuchen zu machen, ist wirklich ein Bericht, wo wir die Grundorientierung der Zusammenarbeit der nationalen Ebene und der europäischen Ebene skizzieren. Das geht weit, weit über diese kleinkarierten parteipolitischen Kontroversen hinaus.

  Marisa Matias, em nome do Grupo GUE/NGL. – Senhor Presidente, nós sabemos bem como a política económica da União Europeia foi desastrosa para a União Europeia como um todo, mas em particular para as economias da periferia da zona euro. E com o Semestre Europeu, que faz parte do problema e não da solução, nós agravamos problemas de democracia e da capacidade de os povos dos países poderem decidir sobre as suas políticas orçamentais, mas agravamos também esta política económica que tem sido desastrosa.

Fala-se em consolidação orçamental, fala-se em propostas, mas nunca se toca no essencial. Se se quer uma verdadeira consolidação orçamental, a alternativa é enfrentar o verdadeiro problema que nós temos, que é o desemprego. Ora, fazem-se sugestões relativamente à investigação, ao ambiente, à igualdade de género... Eu não digo que não são importantes, são importantes, mas enquanto não se centrar no verdadeiro problema que é o desemprego, não teremos nenhuma solução.

O desemprego não é apenas um efeito colateral, não é apenas uma consequência, o desemprego é a causa, é a causa principal da insustentabilidade das contas públicas. E o que é que as instituições europeias fazem relativamente a isso? Continuam a insistir na desregulação do mercado de trabalho, enquanto a periferia da União Europeia está mergulhada em desemprego e precariedade.

Mas não é apenas isso. Há também objetivos que nunca são cumpridos. Nenhum dos objetivos apresentados, nem na política económica nem no Semestre Europeu, foram alguma vez atingidos, e o que é que as instituições europeias fazem? Chamam-lhe outro nome, chamam política orçamental amiga do crescimento. Ou seja, uma mudança de slogan para continuar com a mesma política que nos leva à destruição do tecido económico europeu.

Nós não podemos apoiar esta proposta, já nos manifestámos contra, não podemos apoiar uma proposta que continua a afundar cada vez mais os países da periferia e que não traz nenhuma solução que passe por aquilo que é essencial. E volto a dizer: o essencial é o emprego. Querem políticas públicas consistentes, contas públicas consistentes? Centrem-se no emprego.

  Bas Eickhout, on behalf of the Verts/ALE Group. – Mr President, I first would like to thank Mr Philippe De Backer for his collaboration in getting to a consensus report. I do not know whether this is a kiss of death, with a Green thanking a Liberal, and I do not know whether there will then be a kiss of death from him to me again.

But, of course, this is a hugely important discussion in our Group as well and for all the political groups. I mean, it is very clear there is a pro-European majority in this House which is stressing the importance of the Semester and I think that is also clear from the report. This is also a very clear call to the Council and the Member States to take this process more seriously. This is not something that you say ‘yes’ to in Brussels and then go home and say ‘well that was decided over there by strangers’. This is our policy, and if we want to survive together we have to take seriously the economic governance we do together. That is in the report and is very important.

However, at the same time we do know there is a huge political division on the direction of the different structural reforms. And here let me be very clear also to Mr Katainen, who until now agreed with me, but now I would really like to stress that our Group is very, very critical of the way the Commission has performed the structural reforms. It is a one-sided way on austerity, it is a one-sided way where reform is mainly flexibilisation of the labour market, and then assuming that will save all. That is not the case so we need a more balanced approach. Fortunately, of course, we would have liked to see more critical remarks on the current structural reforms being proposed.

However, in the report we see that there is more room for a balanced approach. There is more room for social indicators thanks to the Committee on Employment and Social Affairs also. There is more room for environmental reforms. There is more room for investments, and I think that all together is a good direction indicating that the course of Europe should be changing and therefore in the end, in this consensus, I subscribe to the consensus, but really let us work on it. Otherwise we will lose the support of the people.

  Steven Woolfe (NI). - Mr President, once again I stand here before a committee that is committed to the European Union, to ever closer union, and fails to accept that the European Union has failed and failed dismally. It has failed the youth of Europe, where currently unemployment is at an average of 23.3%. It has failed the youth of Greece, where unemployment for youth is 57.7%. There is an average unemployment across the eurozone of 16.8%.

This is the success of the euro according to friends on the other side of the Chamber. We have GNP and GDP falling year on year; productivity levels lower; the highest suicide rates that nations across Europe have ever known. There is poverty, people living in the streets. This is the Europe that you regard as a dream. This is the Europe that you think is a success.

Well, tell the people who are losing their children by leaving their countries that it is a success. Tell the people who are unemployed that it is a success. There is nothing that this Chamber nor you as MEPs, nor the Commission or the Council can do that will help these people except one thing. That is allowing the European Union to break up, to remove the euro, to make sure that countries can run themselves and control themselves once more. Wake up and recognise the euro is a failure.

  Burkhard Balz (PPE). - Herr Präsident! Wenn wir morgen über die neue Kommission abstimmen, dann wird natürlich damit auch die Forderung nach mehr Verbindlichkeit für das Europäische Semester verbunden sein. Die bisherige Bilanz bei der Umsetzung der länderspezifischen Empfehlungen ist viel zu schwach. Gerade wenn Europa jetzt ein Investitionsprogramm anstoßen möchte, muss eine gestärkte wirtschaftspolitische und haushaltspolitische Konsolidierung dafür die Voraussetzung sein. Wachstum gedeiht nur dann, wenn der Boden bereits bereitet ist.

Der Bericht ist hier sehr deutlich, indem er auf die verschiedenen Wachstumshindernisse hinweist. Demnach wird das Wachstum aktuell vor allen Dingen durch zu viele Versäumnisse bei der Modernisierung von zahlreichen Volkswirtschaften, durch zu wenig Flexibilität auf den Arbeitsmärkten, durch das viel zu niedrige Investitionsniveau, gerade bei privaten Investitionen, und durch den fehlenden Zugang zu Finanzierungsquellen behindert.

Diese Hindernisse – das ist klar – müssen reduziert werden. Dabei sind natürlich vor allen Dingen die Mitgliedstaaten gefragt. Sie müssen hier viel konsequenter tätig werden, damit Reformen nicht nur eine Ankündigung bleiben, sondern am Ende auch umgesetzt werden. Da helfen auch mehr Rufe nach mehr öffentlichen Geldern nichts, die gerne von Kollegen anderer Fraktionen vorgetragen werden. Öffentliche Geldspritzen können die Reformnotwendigkeit weder ersetzen noch verringern. Die öffentlichen Haushalte sind heute deutlich überschuldet, die Beiträge der europäischen Steuerzahler sind weitestgehend ausgereizt.

Deswegen muss der Fokus auf deutlich mehr Privatwirtschaft liegen. Europäische Unternehmen suchen nach Investitionszielen, europäische Banken und Versicherungen brauchen, gerade bei den aktuellen Niedrigzinsen, solide Anlagemöglichkeiten. Sie sollen diese Möglichkeiten wieder mehr in Europa finden, in einem Europa, das auch wettbewerbsfähiger wird und damit das Investitionsklima verbessert. Dabei sind gerade die länderspezifischen Empfehlungen wichtig, die auf die Wettbewerbs- und Innovationsfähigkeit abzielen. Wir werden genau zuhören, wann die Kommission künftig und regelmäßig dann über deren Einhaltung berichten wird.

  Jutta Steinruck (S&D). - Herr Präsident! Für uns Sozialdemokraten ist es wichtig, dass sich unsere Schwerpunkte, die wir in die Stellungnahme des Beschäftigungsausschusses eingearbeitet haben, auch wiederfinden. Wir fordern ein Ende der blinden, unausgewogenen Austeritätspolitik in Europa. Europa muss ehrgeiziger und solidarischer werden. Und Europa braucht endlich Investitionen in die Zukunft. Denn anstatt 20 Millionen Menschen aus der Armut herauszubringen, haben wir jetzt eine Steigerung um 7 Millionen Menschen in der Armut. Auch die Anzahl der Menschen, die von ihrer Arbeit nicht leben können, wächst dramatisch. Prekäre Arbeitsbedingungen sind zur Normalität geworden – das darf nicht sein!

Wir brauchen einen europäischen Stabilitätsmechanismus. Das Grünbuch zu den automatischen Stabilisatoren geht deshalb auch in die richtige Richtung. Das Europäische Semester braucht dringend eine soziale Dimension, und zwar mit der gleichen Verbindlichkeit von EU-Sozial- und Beschäftigungspolitiken wie bei der EU-Wirtschaftspolitik innerhalb des Europäischen Semesters. Die Kommissare haben uns das ja auch in den Anhörungen vielfach zugesagt, dass es da einen verbindlichen Schritt geben wird. Die Sozial- und Beschäftigungsindikatoren sind ein erster guter Schritt. Aber wir brauchen mehr Indikatoren, um die Situation in den Mitgliedstaaten angemessener darzustellen.

Auch mein Appell: Krisen nicht als Ausreden zu gebrauchen, um weniger ehrgeizig zu sein, sondern vielmehr die Ziele der EU-2020-Strategie gerade wegen der Krisen, die wir haben, noch ehrgeiziger umzusetzen.

  Kay Swinburne (ECR). - Mr President, it is disappointing that Member States have a poor uptake of the country-specific recommendations. However, the low uptake of CSRs should not result in measures which, if made binding recommendations, would effectively force Member States to follow a centralised plan for their country’s economic development.

We need to consider whether the fault lies with the Member States for failing to embrace helpful actions or whether the CSRs are less useful than the Commission implies. When you assess the ability of public bodies to forecast, compared to private forecasting for economic data, the Commission does not come out well. Neither does the IMF. They are typically ranked in the bottom quartile, while banks and fund analysts dominate the top.

I, therefore – like many – need convincing that the indicators that the Commission is using are correct and are appropriately tailored to the specifics of each country. The European Semester should remain a plan of mutual respect and not a centralised plan that cannot take into account real economic activity.

  Antanas Guoga (ALDE). - Mr President, I should like to thank Mr De Backer for that comprehensive report. The European Semester is a helpful tool in providing input, international and economic decision-making, and it is a step towards fiscal and economic union, but we have just heard Mr Woolfe’s passionate plea, so the wolf pack is on our heels. We have to note what is going on. These people are ready to rip apart Europe. They are ready to destroy our future for their benefit, for their political short-term gains, so now is the time to unite, to work together to aim for the single market. I think that is our future. I do not think we can throw EUR 300 billion or EUR 400 billion at it and make a big change. It will be a very small dent and it will be gone in a year.

We have to go for reforms. We have to bring Member States here and question them on why they are not implementing the suggestions that we send to them. This is the problem. They are not taking up the suggestions and we need more enforcement on this. I think all the guidelines are pretty good. I am reading the Council recommendations and so on. They are all great, it is smart people who are preparing them, but Member States have to take responsibility and we have to hold them responsible for this implementation and for the reforms. It is the only way forward. So I wish you all the best of luck. You have my support.

  Matt Carthy (GUE/NGL). - Mr President, countries that needed a radical new economic policy have instead been subjected to what has been a disastrous agenda that has resulted in high levels of public debt and unemployment. Those jobs that are being created are, in many cases, low-paid and short-term. In countries like Ireland we have seen the devastating results of a government’s obsession with austerity policy. In my own constituency we have witnessed entire rural communities being left desolate, with no employment opportunities for the young, resulting in mass emigration from those areas. The Irish Government has now created a two-tier and two-speed recovery that has yet to reach those families which actually suffered most throughout the recession, and the European Commission, it appears to me, is cheerleading this approach to achieve any kind of sustainable fiscal adjustment, when the sole priority should be to achieve full employment. The Commission’s policy recommendations and the report before us this week add insult to injury. The failure of austerity policies and the ineffectiveness of the current monitoring policy is obvious to the citizens that we represent, but too many people here today are, I fear, blind to the need for a real stimulus package that would reinvigorate our domestic economies.

  Jean Lambert (Verts/ALE). - Mr President, I think there are a lot of us in this House who consider that the real failure has not necessarily been that of the European Union, but governments’ failure to control financial institutions, and that action on that needs cross-border agreements. We have heard as well in this debate about the effect of the crisis on the future generations. I think that is why, for us, it is also important to integrate not only the social dimension, but also the ecological dimension in our response because otherwise we are not really dealing with the problem in the round.

People have also talked in this debate about ownership. It is not just our Parliament and national parliaments. I think we also need to be looking much more at the engagement of social partners – and indeed civil society – within this process, given that the reforms are supposed to be for the benefit of the people. So is the Commission going to bring forward guidelines for the engagement of civil society in the Semester process?

  Bernard Monot (NI). - Monsieur le Président, avant tout je voudrais rendre hommage à un grand patron français décédé cette nuit, M. Christophe de Margerie, président de Total, et adresser mes condoléances à sa famille.

Concernant le semestre européen, que d'incantations tout au long de ce rapport pour la croissance, l'emploi et les réformes structurelles! Cependant, fallait-il des mois de réflexion sur des critères macroprudentiels pour aboutir à des conclusions aussi banales et courues d'avance? Depuis 2011, le semestre européen a pour vocation d'harmoniser les politiques économiques des pays de l'Union, mais pour quels résultats? Une "eurodivergence" entre l'Allemagne et la plupart des pays de la zone euro, une "eurodivergence" du taux de chômage dans les pays de la zone euro, des taux d'inflation et des taux d'emprunt nominaux qui discréditent votre utopique zone monétaire optimale.

Seule convergence: la croissance, toujours proche de zéro dans la zone euro avant, hélas, la prochaine entrée en récession structurelle d'ici 2015 ou 2016. Pour couronner le tout, onze pays sur vingt-huit sont en procédure de déficit excessif, sans même parler du budget de l'Union européenne.

Quelles solutions nous proposent le PPE et le S&D dans ce document?

Plus d'Europe, bien sûr. Si cela ne marche pas, c'est qu'il n'y a pas assez d'Europe fédéraliste, comme jadis le politburo pour le communisme. Vos recettes sont toujours les mêmes, ultralibérales, mais elles mèneront au même résultat: l'austérité sociale pour les peuples.

C'est donc une évidence: votre instrument de semestre européen ne sert en définitive à rien. Aucune de vos tentatives désespérées de coordination des politiques économiques de l'Union économique et monétaire pour redresser la croissance et l'emploi ne fonctionnera. Pire, la politique d'austérité suicidaire de la troïka nous plongera tous d'ici peu dans une banqueroute généralisée.

  Pablo Zalba Bidegain (PPE). - Señor Presidente, comisario, ministro, Señorías, en primer lugar, me gustaría felicitar al ponente por el gran trabajo que ha hecho para intentar consensuar una postura común.

Estoy de acuerdo con el ponente, con el señor De Backer, en que es preciso impulsar el crecimiento y la creación de empleo. Pero no nos engañemos: no será posible un crecimiento sostenible solo con un plan de Juncker, por muy ambicioso que sea; no será posible conseguir un crecimiento sostenible con una acción contundente del Banco Central Europeo, por muy ambiciosa que esta sea.

Para tener un crecimiento sostenible, necesitamos la acción conjunta de todos los actores implicados: instituciones europeas y Estados miembros; necesitamos reformas: reformas en los Estados miembros y reformas también en Europa.

España es un referente: es uno de los países más ambiciosos en cuanto a reformas se refiere, y es uno de los países que más crecimiento tiene en la eurozona y que más empleo está creando.

Y necesitamos también políticas fiscales expansivas en aquellos países que pueden permitírselo.

Por lo tanto, Señorías, necesitamos la acción conjunta de Europa y de los Estados miembros para consolidar y conseguir un crecimiento sostenible.

  Roberto Gualtieri (S&D). - Signor Presidente, onorevoli colleghi, questa relazione non è stata annacquata, questa relazione riflette ora quello che io posso definire un indirizzo politico della nuova Commissione. Un indirizzo politico che si sta formando, che si sta definendo con il concorso dei diversi gruppi che sostengono la nuova Commissione.

Io vedo quattro elementi chiave in questa risoluzione: il primo, la necessità di avviare al più presto il piano di investimenti di 300 miliardi di euro annunciato da Juncker; il secondo, mette l'accento sull'importanza di utilizzare al meglio la flessibilità già prevista del Patto di stabilità; il terzo, il ruolo delle riforma strutturali per rafforzare la crescita di medio e lungo periodo; il quarto, è l'esigenza di rafforzare la dimensione sociale delle politiche europee. E questi quattro elementi sono strettamente collegati. Gli investimenti pubblici e privati sono un ingrediente imprescindibile per il rapido rilancio dell'economia europea.

Al contempo un utilizzo della flessibilità prevista dalle regole, in presenza di circostanze eccezionali, come ad esempio, la prolungata fase recessiva, l'aspettativa di inflazione bene al di sotto degli obiettivi europei. È funzionale non solo uscire dalla rassegnazione ma anche a incoraggiare e finanziare le riforme. Investimenti e flessibilità possono contribuire a incoraggiare, creare meccanismi per rendere più vincolanti le raccomandazioni e infine la coesione sociale, è anche un fattore di competitività e di crescita. Quindi sta emergendo e questo è il dato politico un largo consenso su una nuova linea di politica economica e c'è da sperare che la Commissione uscente, nella valutazione delle leggi di stabilità nazionali, non voglia ostacolare questo nuovo corso.

  Stanisław Ożóg (ECR). - Panie Przewodniczący! Sprawozdanie w sprawie europejskiego semestru podejmuje ważną debatę dotyczącą obecnej kondycji gospodarek państw Unii Europejskiej i ich potrzeb. Zgadzam się z wieloma podkreślonymi w sprawozdaniu problemami, np. kwestią bezrobocia wśród młodych ludzi czy też energetycznym uzależnieniem niektórych państw Unii Europejskiej, w tym mojej ojczyzny, od Rosji, jednak nie mogę poprzeć wezwania do tak daleko posuniętej synchronizacji polityki gospodarczej, która w perspektywie długoterminowej będzie zagrożeniem dla suwerennych polityk budżetowych państw członkowskich.

Moje obawy budzą także zapisy dotyczące wsparcia wszystkich trzech filarów unii bankowej, której jestem przeciwnikiem, a także wezwanie do jednolitej reprezentacji zewnętrznej strefy euro. Uważam, że powinniśmy pozostawić większą niezależność decyzyjną państwom członkowskim.

  Martina Dlabajová (ALDE). - Pane předsedající, já děkuji především panu kolegovi z ALDE, Philippovi De Backerovi, za velmi kvalitní zprávu a děkuji také kolegům z Výboru pro zaměstnanost, kde jsem jako stínová zpravodajka měla možnost k této zprávě přispět.

Ano, naší prioritou musí být vytváření podmínek pro vznik nových pracovních míst. Potřebujeme jich více, ale ne za každou cenu. Předpokladem nárůstu pracovních míst musí být především zdravá ekonomika. Uměle vytvořená pracovní místa zmizí stejně rychle, jako byla mávnutím kouzelného proutku vytvořena. Čeká nás v této oblasti strategické rozhodnutí na národních úrovních: změna začíná u systému vzdělávání, který reaguje na skutečné potřeby trhu, a končí funkčním propojením mezi školami, univerzitami a podniky. To je naléhavý úkol pro všechny členské státy, které zodpovědně spravují své zdroje a chtějí motivovat mladé lidi k práci.

Zpráva o evropském semestru zahrnuje řadu významných opatření a návrhů. Nevydávejme se cestou snižování nákladů, ale investujme do výzkumu, vzdělávání, inovací a nových technologií. Odstraňme zbytečnou administrativní zátěž pro podnikatele a malé podniky a zjednodušme přechod absolventů škol do pracovního prostředí. Musíme zvýšit konkurenceschopnost a strukturálně reformovat trh práce. Evropský semestr je proto důležitým nástrojem. Já zprávu o evropském semestru podpořím.

  Δημήτριος Παπαδημούλης (GUE/NGL). - Κύριε Πρόεδρε, το ευρωπαϊκό εξάμηνο είναι ένα εργαλείο που προσπαθεί να πετύχει συντονισμό για την υλοποίηση μιας αποτυχημένης πολιτικής, η οποία βαθμολογείται με ορισμένους αριθμούς. Οι επενδύσεις στην ευρωζώνη είναι 15% χαμηλότερες από το 2009. Η ανεργία των νέων είναι 25%, ενώ στη χώρα μου, την Ελλάδα, έχει φτάσει στο 60%. Η ευρωζώνη είναι σε στασιμότητα και απειλείται με ύφεση, επομένως η θεωρία σας κύριε Katainen ότι 'με σκληρή μονόπλευρη λιτότητα θα έρθουν και επενδύσεις' έχει αποτύχει.

Και κύριε Della Vedova κοντεύει να τελειώσει η ιταλική προεδρία, είμαστε τέλη Οκτωβρίου, και τα πολύ ωραία λόγια που μας είπε ο κύριος Renzi εδώ, την 1η Ιουλίου, για μεγάλες αλλαγές, ακόμη τα περιμένουμε. Τι πετύχατε στη σύνοδο κορυφής για την ανεργία στο Μιλάνο; Ένα απόλυτο μηδέν. Κύριε Katainen, αναφέρατε ότι ακόμη δεν μπορείτε να μας πείτε τίποτα για τα περίφημα 300 δισεκατομμύρια ευρώ που μας υποσχέθηκε ο κύριος Juncker, την 1η Ιουλίου εδώ στην ολομέλεια, γιατί ήσαστε καινούργιος. Ήσαστε πάρα πολύ παλιός ως εκπρόσωπος μιας σκληρής νεοφιλελεύθερης λιτότητας. Η πολιτική σας έχει αποτύχει.

  Ernest Urtasun (Verts/ALE). - Señor Presidente, a pesar de algunos elementos de crítica que valoramos en el informe, no podemos apoyarlo, especialmente por apartados como el 5, el 6 y, en particular, el 8, que destaca la importancia de mantener el proceso de reformas estructurales.

Sabemos que detrás de esta expresión podríamos tener elementos de cambio positivos hacia una sociedad más justa, sostenible y equitativa, pero la realidad es precisamente la contraria: «reformas estructurales» es el eufemismo que ha sido utilizado para debilitar los sistemas públicos de pensiones, para dar mayor cuota de mercado a los sistemas privados, mucho menos sostenibles.

Las reformas estructurales en el mercado laboral han supuesto abaratar el despido, dinamitar la negociación colectiva, bajar unos salarios a menudo de miseria y, encima, a cambio, por ejemplo en España, pasar a tener 400 000 ocupados menos que antes del año 2012, y esto puede ser extensible a muchos otros países. El Semestre es hoy la palanca utilizada para forzar la devaluación interior y este Parlamento debería ser contundente en condenar este tipo de procesos.

  Σωτήριος Ζαριανόπουλος (NI). - Κύριε Πρόεδρε, η έκθεση για το ευρωπαϊκό εξάμηνο στηρίζει τα αντιλαϊκά μέτρα μείωσης του λαϊκού εισοδήματος, κατάργησης των εργασιακών και ασφαλιστικών δικαιωμάτων. Ζητάει απαρέγκλιτη εφαρμογή των μνημονίων διαρκείας, τη χρηματοδότηση τραπεζών και μονοπωλιακών ομίλων. Οι λαοί πληρώνουν πανάκριβα την καπιταλιστική κρίση και η αναιμική ανάπτυξη, αν και όποτε έρθει, θα σημαδευτεί από συνέχιση της αντιλαϊκής επίθεσης.

Χαρακτηριστικό παράδειγμα οι απολυμένοι της πολυεθνικής Coca-Cola στην Ελλάδα, που σήμερα βρίσκονται εδώ στο Κοινοβούλιο και οι οποίοι απεργούν πάνω από ένα χρόνο, καθώς η επιχείρηση έκλεισε τα εργοστάσιά της εκεί γιατί βρήκε αλλού φθηνότερα μεροκάματα, αξιοποιώντας την ευρωενωσιακή πολιτική. Τα κόμματα που παρουσιάζουν τη δημοσιονομική χαλάρωση σαν φιλολαϊκή συνταγή κοροϊδεύουν τους εργαζόμενους, είναι τα ίδια φορείς αυτής της αντιλαϊκής επίθεσης. Είναι επιτακτική ανάγκη για την ανάπτυξη τώρα της λαϊκής πάλης για ανάκτηση των απωλειών, ανατροπή της αντιλαϊκής πολιτικής, για κατάργηση της εκμετάλλευσης.

  Fulvio Martusciello (PPE). - Signor Presidente, onorevoli colleghi, innanzitutto volevo ringraziare il Presidente De Backer per il lavoro svolto in commissione ECON. Un lavoro egregio che ha portato alla luce grandi progressi fatti da alcuni Stati e le difficoltà invece di altri ad adeguarsi alle raccomandazioni che pure erano state emesse. Basti guardare un po' le percentuali: il 10% delle raccomandazioni sono state accolte da parte degli Stati, il 45% invece di queste raccomandazioni hanno avuto progressi scarsi o nulli.

A dimostrazione che il tema delle sanzioni, probabilmente nei confronti degli Stati che non accettano le raccomandazioni è un tema che dovrà essere affrontato, perché dietro queste raccomandazioni c'è l'esigenza di far quadrare i conti e di coniugare lo sviluppo con la crescita e soprattutto con la riduzione del deficit.

Non è un caso che gli Stati che non si sono adeguati alle raccomandazioni sono quelli che più hanno un deficit in termini strutturale consolidato; non è un caso che tra questi Stati c'è purtroppo anche l'Italia.

Il Presidente Barroso in questi giorni ha chiesto al governo italiano di ridurre di altro mezzo punto il deficit strutturale. Ci auguriamo che il governo italiano scelga di farlo, perché dietro ad un deficit strutturale c'è una difficoltà e una impossibilità di crescita e di sviluppo.

  Isabelle Thomas (S&D). - Monsieur le Président, je souhaiterais porter à votre attention les points 122 et 123 de cette résolution sur le semestre européen ainsi que le point 7 de l'avis de la commission des budgets, concernant la question des contributions des États membres au budget de l'Union. Ces contributions sont intégrées aux dépenses des États et alourdissent leur déficit public, alors même que nous savons tous ici que 95 % du budget européen est tourné vers l'investissement. Corsetés par une règle absurde qui les empêche de dégager des marges d'investissement, nos États, notre Union plongent dangereusement vers la récession. Le Parlement européen a voté à plusieurs reprises son désaccord en regrettant que la participation des États membres au budget de l'Union soit intégrée au calcul du déficit structurel.

Mesdames et Messieurs, il faut redonner les marges budgétaires à nos gouvernements européens. Exclure les contributions nationales du calcul du déficit public serait une première bouffée d'oxygène. Cela ne nous exonérera pas de retrouver des ressources propres pour faire de notre budget communautaire un instrument autonome, enfin débarrassé des égoïsmes nationaux et destiné à l'investissement pour la croissance et l'emploi.

  Bernd Lucke (ECR). - Herr Präsident! Viele Kolleginnen und Kollegen in diesem Haus erwecken den Eindruck, als sei eine Investitionsschwäche in der Eurozone der Grund für die Wachstumsschwäche der Eurozone. Das ist falsch, meine Damen und Herren! Die Investitionsschwäche ist keine Ursache dieser Wachstumsschwäche, sie ist ein Symptom der Eurokrise. Denn auch die Investitionsschwäche hat einen Grund. Die Investitionsschwäche hat den Grund, dass die Wettbewerbsfähigkeit zahlreicher Staaten der Eurozone nicht gegeben ist. Die mangelnde Wettbewerbsfähigkeit liegt an der problematischen europäischen Währung: an dem Euro.

Man kann einen Bericht zur wettbewerblichen Situation der Eurozone nicht verfassen, ohne nicht zumindest das Problem der gemeinsamen Währung zu erwähnen. Aber genau das tut dieser Bericht von Herrn De Backer. Es wird ausdrücklich vermieden, überhaupt über den Euro zu reden. Und das ist ein Verhalten, das kurzsichtig und dumm ist. Denn es ist das Verhalten eines Kindes, das die Augen verschließt vor einer Gefahr, die es wahrnimmt, weil es glaubt, dass die Gefahr dann nicht existiere.

  Davor Škrlec (Verts/ALE). - Gospodine potpredsjedniče, Europski semestar zamišljen je kao sveobuhvatni okvir koji će rafiniranim kriterijima zajamčiti bolju koordinaciju ekonomskih politika država članica. Stoga je nužno da u prvim evaluacijskim izvješćima semestra za novo financijsko razdoblje jasno ukažemo na slabosti i mogućnosti unaprijeđivanja ovog vizionarskog okvira.

Postavke održivog razvoja bitno je uključiti u ovaj okvir kojemu je cilj sagledavanje uspješnosti europskih ekonomskih politika stoga je i Odbor za okoliš, javno zdravlje i sigurnost hrane izrazio svoje mišljenje o izvješću u tom smjeru.

Prijeko je potrebno u preporuke državama članicama uključiti evaluacije i preporuke čiji je cilj energetska učinkovitost, povećanje udjela obnovljivih izvora energije i smanjenje emisija CO2 do 2020. Komisija na razini svih resora treba prepoznati važnost tih ciljeva kao ključnih za ostvarenje lokalnih radnih mjesta i održivog zelenog rasta.

Energetska sigurnost i održivi razvoj jedini su jamci dugoročnog i uspješnog ekonomskog oporavka država članica Europske unije. U tom svjetlu nužno je u ovu premoćnu ekonomsku raspravu uključiti ministre okoliša, okolišne politike i osvješćivanje važnosti prelaska na cirkularnu ekonomiju kao novu paradigmu upravljanja otpadom i energijom.

Moramo postati učinkovitiji u upravljanju resursima koje imamo i okrenuti se energetskoj povezanosti i neovisnosti kao jamcima uspješnog ekonomskog rasta.

  Marco Zanni (NI). - Signor Presidente, onorevoli colleghi, mi sembra che in questo testo ci sia un po' di confusione: all'inizio, infatti, si prende nota che, secondo la stessa Commissione europea le politiche fino ad ora adottate sono state fallimentari con effetti negativi per la crescita economica e un devastante impatto sociale. Mi sarei aspettato quindi una serie di critiche e la proposta di modifiche sostanziali alle politiche economiche europee; invece si parla ancora e sempre di costruire un'autentica Unione monetaria, di rafforzare la governance economica e di sostenere la Troika.

Credo che i miei colleghi forse non abbiano visto, fingano di non vedere quanto sta accadendo ormai in tutta Europa, con le misure assurde imposte a cittadini già allo stremo. Io non voglio che tutto questo si ripeta! Vanno completamente riviste tutte le politiche economiche e fiscali europee! Via il patto di stabilità e crescita, dove è stata la crescita? Via il six-pack, il two-pack, il fiscal compact prima che sia troppo tardi! Ridiscutiamo tutto su basi di maggior condivisione e solidarietà, altrimenti la disgregazione economica e sociale dell'Europa sarà inevitabile.

  Markus Ferber (PPE). - Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! Natürlich geht es heute vordergründig darum, wie wir mit den länderspezifischen Empfehlungen umgehen. Dazu ist schon so viel gesagt worden, dass ich gar nichts mehr dazu sagen will. Ich will aber ein paar grundsätzliche Bemerkungen machen und bedauere es sehr, dass Herr Lucke uns jetzt verlassen hat.

Der Euro ist nicht das Problem, sondern er ist der Katalysator, der Probleme offenkundig macht, weil der Schleier von zueinander schwankenden Währungen verlorengegangen ist, hinter dem sich viele Mitgliedstaaten lange verstecken konnten, indem sie durch Abwertung versucht haben, künstlich Wettbewerbsfähigkeit dazuzugewinnen. Das ist genau der Erfolg des Euro, dass dieser Schleier den Mitgliedstaaten genommen wurde und dass die Fehler offenkundig wurden.

Zweitens: Ich höre jetzt häufig, dass man mit Geld Probleme lösen könnte. Wir können noch so viel Geld in die Ausbildung junger Menschen stecken, wenn es dann keine Firmen gibt, die diese jungen Menschen beschäftigen. Das heißt, neben der Wettbewerbsfähigkeit geht es auch darum, das Unternehmertum in der Europäischen Union zu stärken, einen starken Mittelstand zu schaffen, der dezentral Wertschöpfungsketten aufbaut, der in der Lage ist, jungen Menschen, aber auch anderen Menschen Arbeit zu geben, der es schafft, in den verschiedenen Regionen der Europäischen Union auch dezentral Arbeitsplätze zur Verfügung zu stellen. Das löst man nicht mit Geld, sondern das löst man mit Randbedingungen. Jugendliche werden nicht beschäftigt, indem man sie mit Geld ausstattet, sondern indem man Unternehmen mit Arbeitsplätzen ausstattet. Das ist unsere gemeinsame Verantwortung, der wir uns zu stellen haben.

  Vilija Blinkevičiūtė (S&D). - Noriu atkreipti dėmesį į vieną didžiulę problemą Europos Sąjungoje – t. y. nuolat augantį skurdą, ypač vaikų skurdą. Net 27 proc. Europos Sąjungos vaikų gyvena skurde ar balansuoja ties skurdo riba. Todėl tiek Komisija, tiek valstybės narės turi imtis neatidėliotinų priemonių dėl vaikų skurdo panaikinimo.

Antra problema, į kurią noriu atkreipti dėmesį, tai moterų skurdas, nes šiuo metu didžiausią mažiausias pajamas gaunančių asmenų dalį sudaro moterys. Todėl raginu tiek Komisiją, tiek valstybes nares numatyti konkrečias rekomendacijas siekiant sumažinti vyrų ir moterų darbo užmokesčio, o tuo pačiu ir pensijų, skirtumą.

Valstybės narės, atsižvelgdamos į Europos Parlamento rekomendacijas, turi užtikrinti, kad žmonėms būtų suteikta reikalinga socialinė apsauga, prieinamumas prie sveikatos ir socialinių paslaugų, taip pat reikėtų didesnio pažeidžiamų grupių įtraukimo į darbo rinką, skurdo darbe mažinimo ir lyčių lygybės skatinimo.

Kolegos, socialinės investicijos yra būtinos siekiant užtikrinti valstybių narių ir visos Europos Sąjungos ateitį.

  Sander Loones (ECR). - Voorzitter, beste collega's. Burgers, belastingbetalers, ondernemers, ze hebben het vandaag lastig in Europa. We zijn dan ook blij dat het verslag de nadruk legt op economische groei, concurrentievermogen, banen en op de noodzaak om armoede met een integrale aanpak aan te pakken. Dat is goed.

Maar de Europese Unie zal voor ons pas echt succesvol zijn wanneer ze dicht bij de burgers staat en wanneer ze dus focust en tussenbeide komt op de gebieden waar ze een echte meerwaarde kan bieden. Een Europa dus dat sterk is waar nodig. En op dat vlak had het verslag misschien iets meer ambitie kunnen tonen.

Fundamenteler wat ons betreft, is de vaststelling dat de belastingdruk in vele lidstaten vandaag al bijzonder hoog is, maar dat dit verslag toch kiest om extra fiscale capaciteit toe te kennen aan de Europese Unie. Wij als partij kiezen niet voor een onverantwoordelijke transferunie, maar voor een unie van verantwoordelijke lidstaten. De tijd, collega's, van begrotingsdwaasheden ligt achter ons. Laat ons dan ook de maatregelen die het concurrentievermogen versterken zoveel mogelijk frontloaden. En dit idee zit ook in dit verslag. Dit verslag biedt hiervoor een goede aanzet. Dat erkennen we ook. Laat ons echter vooral proberen een aantal versnellingen hoger te schakelen en in de praktijk banen te scheppen.

  Gerolf Annemans (NI). - Het spijt me dat ik hier de pret en de glorie van uw Semester-feestje even moet verstoren. Er is overigens een wijze Franse formulering die zegt "Qui veut trop prouver, ne prouve rien". Wie teveel wil bewijzen, bewijst uiteindelijk helemaal niets. Ik betwijfel of u, dames en heren van de Europese meerderheid, voldoende beseft hoe nietszeggend uw document, hoe nietszeggend deze onwaarschijnlijke opeenstapeling van nietszeggende gemeenplaatsen eigenlijk wel is.

Als EU-kritisch lid van het Europees Parlement zou ik echter gelukkig moeten zijn met zoveel vrijblijvende nietszeggendheid, want dit zogenaamde Semester is veel meer dan de coördinatie van economisch beleid en samenwerking. Het is een filosofie, vooral een ode aan jullie filosofie, de filosofie van de verregaande samenpersing, de filosofie van de verstikkende eenmaking, de filosofie van de smakeloze eenheidsworst en dat alles nog eens overgoten met uw filosofie inzake immigratie, terwijl de lidstaten en de Europese volkeren in feite behoefte hebben aan autonomie, vrijheid en zuurstof in plaats van aan dit hier.

  Gunnar Hökmark (PPE). - Mr President, it is quite interesting to see how very many of the Members of this Chamber always want to blame someone other than the Member States for their economic policy and their budget policy. There is no more rapid way to austerity than overspending, and where you have had overspending you have crashed into austerity without any choice. And still the Left here is defending overspending, at the same time as EU critics over there are blaming someone else.

But let us see how things have worked. In the countries where there was overspending, there are big problems; when you turn the policies, with stability and reforms, we see growth coming and new jobs. This is the pattern and in some ways, in that perspective, we do not need any report. We can just take a look at the reality, because in the Member States where you are implementing the rules and where you are reforming we have turned away from the crisis – in the United Kingdom, in Spain, in Portugal – but where you proceed you see it in countries like France. We need to stick to the rules; that is what we have learned from reality. Let us stay with that.

  Pervenche Berès (S&D). - Monsieur le Président, Monsieur le Président en exercice du Conseil, Monsieur le Commissaire, l'Europe et, en particulier, la zone euro doivent faire face à une situation parfaitement exceptionnelle par son ampleur, sa durée, son caractère isolé à l'échelle mondiale, où la reprise se fait toujours attendre. Les indicateurs de base d'une santé économique sont tous au rouge, quelle que soit la stratégie appliquée par les États membres, cher collègue, Monsieur Hökmark. Nous constatons une inflation qui frôle la nullité, une croissance aussi molle que fragile et un chômage toujours aussi important, d'abord chez les plus fragiles.

La réalité, c'est que nous ne pouvons écarter d'un revers de main les observations et les recommandations de tous les experts mais aussi du FMI. Par rapport à cela, l'Europe doit mettre en œuvre cette stratégie des 300 milliards que nous voulons. Mais nous ne pouvons pas le faire simplement comme un réagencement des Fonds structurels ni comme une proposition qui reposerait uniquement sur l'investissement privé ou qui serait totalement diluée dans le temps.

C'est la raison pour laquelle, Monsieur Katainen, nous comptons sur la prochaine Commission pour avoir une vraie mobilisation, une déclinaison sur le terrain afin que ces 300 milliards permettent une réorientation de l'Europe sur la voie de la transition écologique et numérique. Pour cela, il faudra aussi accepter de sortir d'une logique du juste retour et accepter une approche asymétrique qui permette de tenir compte de la réalité de la situation des États membres et de la situation économique à la fois de la zone euro et de l'Union européenne.

  Νότης Μαριάς (ECR). - Κύριε Πρόεδρε, το ευρωπαϊκό εξάμηνο για τον συντονισμό των οικονομικών πολιτικών αποτελεί ένα αντιδημοκρατικό εργαλείο για τον έλεγχο των προϋπολογισμών των κρατών μελών στο πλαίσιο της γερμανικής Ευρώπης. Μάλιστα η Ελλάδα θα παραμείνει σε συνεχή ενισχυμένη εποπτεία μέχρις ότου να εξοφλήσει το 75% του χρέους της προς την Ευρωπαϊκή Ένωση, δηλαδή με τα σημερινά δεδομένα μέχρι το 2050.Η Ελλάδα μπορεί να βγει από την ενισχυμένη εποπτεία μόνο αν διεκδικήσει την εξόφληση των οφειλών της Γερμανίας προς την Ελλάδα, δηλαδή 108 δισεκατομμύρια ευρώ χωρίς τόκους για τις γερμανικές αποζημιώσεις και 54 δισεκατομμύρια ευρώ χωρίς τόκους για το κατοχικό δάνειο, ήτοι 162 δισεκατομμύρια ευρώ χωρίς τόκους.

Γι' αυτό καλούμε για άλλη μια φορά την ελληνική κυβέρνηση να εγγράψει στον κρατικό προϋπολογισμό το σύνολο των οφειλών της Γερμανίας προς την Ελλάδα που είναι και ληξιπρόθεσμες και απαιτητές και έντοκες και ανέρχονται σε 162 δισεκατομμύρια ευρώ. Γιατί η Ελλάδα είναι ο δανειστής και η Γερμανία είναι ο οφειλέτης. Μόνο έτσι θα μπορέσει η Ελλάδα να ανακτήσει την εθνική της κυριαρχία και να πάψει να είναι ένα γερμανικό προτεκτοράτο στο έλεος της τρόικας και των μνημονίων.

  Barbara Kappel (NI). - Herr Präsident, meine Damen und Herren! EZB-Präsident Draghi hat in den vergangenen Monaten immer wieder gesagt, dass sich Europa durch seine Geldpolitik zwar Zeit kaufen kann, die Probleme der Eurozone aber nicht überwunden werden können. Die Probleme der Eurozone können nur durch wirtschaftspolitische Anstrengungen der Mitgliedsländer überwunden werden, nämlich durch wachstumsfreundliche Haushaltskonsolidierung und strukturelle Reformmaßnahmen. Diese Maßnahmen sollen im Rahmen des Europäischen Semesters koordiniert werden. Im Jahreswachstumsbericht für das Europäische Semester 2014 sind insgesamt fünf Prioritäten vorgesehen:

Die schon erwähnte wachstumsfreundliche Haushaltskonsolidierung. Herr Minister Della Vedova hat heute von einer Vertrauenskonsolidierung in diesem Zusammenhang gesprochen. Ich würde sagen, der Budgetplan, den Italien abgegeben hat, wird der Lackmustest dafür sein. Lassen Sie uns schauen. Ich hoffe, Sie schaffen das.

Zweitens, die Wiederherstellung der normalen Kreditvergabe für die Wirtschaft. Das ist in erster Linie Aufgabe der EZB.

Drittens: die Förderung von Wachstum und Wettbewerbsfähigkeit. Wiederum eine Aufgabe in erster Linie für die Mitgliedsländer.

Viertens: die Bekämpfung der Arbeitslosigkeit. Hier wurde heute im ersten Tagesordnungspunkt im Rahmen der Debatte über den Beschäftigungsgipfel in Mailand schon darauf hingewiesen, dass an sich nicht viel passiert. Mein Eindruck ist, dass immer mehr Geld gefordert wird, aber in Wirklichkeit die Maßnahmen ausbleiben.

Fünftens: Die Modernisierung der Verwaltungen.

Wir sehen in Europa, dass die Umsetzung der Maßnahmen nicht funktioniert. Erst 10 % der landesspezifischen Empfehlungen wurden umgesetzt, 45 % kaum oder gar nicht. Ebenso wenig funktioniert die wachstumsfreundliche Haushaltskonsolidierung, die Budgetpläne wurden bekannt gegeben. Ebenso kommt das Wachstum in Europa nicht in Schwung. Die OECD hat die Prognose für 2014 um 0,4 Prozentpunkte auf 0,8 % Wachstum gesenkt. Deshalb mein Appell an die Mitgliedsländer in ihrem eigenen Sinne: Konsolidieren Sie Ihre Haushalte! Setzen Sie die Strukturreformen an! Nur so kann Europa die Krise überwinden.

  Γεώργιος Κύρτσος (PPE). - Κύριε Πρόεδρε, νομίζω ότι η εικόνα δεν είναι τόσο μαύρη όσο την παρουσιάζουν ορισμένοι συνάδελφοι. Τα τελευταία χρόνια έχει γίνει σοβαρή πρόοδος στη βάση της κοινής προσπάθειας, μια χαρακτηριστική επιτυχία είναι η έξοδος της Ιρλανδίας από το μνημόνιο και μάλιστα θα έλεγα με 'άριστα'. Οι πορτογάλοι φίλοι μας κι αυτοί μπόρεσαν να βγουν απ' το μνημόνιο, οι κύπριοι οι φίλοι μας, τα καταφέρνουν καλύτερα από τον προγραμματισμό και εγώ είμαι αισιόδοξος ότι η χώρα μου, η Ελλάδα, θα τα καταφέρει τελικά, αρκεί να γίνει η κυβέρνηση πιο τολμηρή στις μεταρρυθμίσεις, να μπορέσει να μειώσει τους φόρους χρηματοδοτώντας αυτή τη μείωση με αντίστοιχη μείωση των δημοσίων δαπανών, και θα έλεγα και στους φίλους μου της ελληνικής αντιπολίτευσης να γίνουν κι αυτοί περισσότερο υπεύθυνοι, περισσότερο δημιουργικοί.

Πιστεύω ότι ξέρουμε ποια είναι τα γενικά θέματα, χρειαζόμαστε δημοσιονομική πειθαρχία - δεν γίνεται διαφορετικά - χρειαζόμαστε διαρθρωτικές αλλαγές, το έχουμε καταλάβει αυτό, και χρειαζόμαστε και τόνωση της επενδυτικής δραστηριότητας, είτε αυτή η τόνωση έρθει μέσω δημοσίων δαπανών από τις χώρες - βέβαια - που έχουν τα μέσα, ή από τις χώρες που μπορούν να μειώσουν τις τρέχουσες δαπάνες και να προχωρήσουν σε δημόσιες επενδύσεις, και βέβαια χρειαζόμαστε και το σχέδιο Juncker ή ανάλογες πρωτοβουλίες. Επομένως, εγώ, είμαι αισιόδοξος, αρκεί να μπορέσουμε να συνεννοηθούμε μεταξύ μας και να πάμε μπροστά.

  Hugues Bayet (S&D). - Monsieur le Président, je voudrais à mon tour remercier notre collègue Philippe De Backer pour son rapport, sur lequel je peux marquer mon accord sur certains aspects de la proposition qui soulignent prioritairement le besoin d'initiatives ambitieuses basées sur un plan d'investissement pour relancer et soutenir la croissance économique et, avant toute chose, évidemment, la création d'emplois.

Cependant, je pense qu'il manque encore des points importants. Par exemple, aucune demande de précisions n'est adressée à la Commission européenne sur ce fameux plan d'investissement de 300 milliards de M. Juncker et notamment pour savoir si cet argent serait de l'argent frais ou pas et quel serait le partage entre investissements privés et publics et aussi, surtout, quels types d'investissements seraient soutenus.

Le rapport contient également beaucoup de références à la simplification administrative pour les entreprises – c'est une bonne chose – mais il ne mentionne aucun garde-fou à la protection des travailleurs et, notamment, en matière de règles de santé et de sécurité au travail ou d'information et de consultation des travailleurs pour le dialogue social.

Le paragraphe 23 souligne la macroconditionnalité économique de l'accès aux fonds structurels, ce qui revient quand même à punir deux fois ceux qui en ont le plus besoin.

Le rapport évoque aussi la baisse des charges sur le travail, surtout compensée par une taxation verte mais ne dit rien du tout sur la taxation du capital.

Je trouve évidemment que ces points manquent dans ce rapport parce que, pour moi, ce ne sont pas quelques détails qu'il faut changer, comme on l'a dit, mais résolument le cap et la méthode. Je pense que tous nos jeunes chômeurs en ont bien besoin.

  Beatrix von Storch (ECR). - Herr Präsident! Wir reden heute über den Bericht De Backer, das sogenannte Europäische Semester. Morgen Mittag werden wir darüber abstimmen. Gestern um 22.00 Uhr lag dieser Bericht in seiner finalen Fassung noch nicht auf Deutsch und noch nicht auf Französisch vor. Das sind zwei von drei Amtssprachen dieses Hauses. Ich gebe das zu Protokoll.

Ich greife den Namen des Berichts auf. Er heißt: „Das Europäische Semester für die wirtschaftspolitische Koordinierung.“ Koordinierung ist der zentrale Begriff. Koordinieren, zentralisieren, harmonisieren – Sie wollen innerhalb der EU den Wettbewerb abschaffen, damit die EU international wettbewerbsfähiger wird. Das ist Quatsch. Eigentlich stimmt mich da nur die Ziffer 28 des Berichts positiv. In ihr wird festgestellt, dass nur 10 % aller EU-Koordinierungs- und -Harmonisierungsbefehle in den Mitgliedstaaten voll umgesetzt werden. In unserem gemeinsamen Interesse, für eine bessere Zukunft Europas sollten wir langsam diese Realität zur Kenntnis nehmen und neue Wege gehen.

  Marco Valli (NI). - Signor Presidente, onorevoli colleghi, mi fa piacere che ci sia qui, adesso, quello che sarà il futuro Commissario Katainen, quello che sostiene che solo con la stabilità ci sarà la crescita. Io voglio chiedergli in questi cinque anni di politiche di stabilità, dov'è la crescita? I dati sono tutti contro! Anche la Germania adesso sta avendo un calo e andiamo a vedere i dati, i mercati quello che sta venendo fuori.

E allora mi chiedo, come possiamo anche sostenere il fiscal compact dall'anno prossimo, come possono i paesi come la Francia, l'Italia a fare delle politiche in questi termini? Cioè rientrare in questo modo nel debito, si parla di decine di miliardi, si parla di distruzione del welfare! Stiamo parlando di questo in Europa in questo momento. Io, se vogliamo fare qualcosa di veramente utile, invito tutti i miei colleghi qua, a riprendere in considerazione il six-pack, il two-pack e soprattutto telefonare ai capi di Stato per rivedere questa follia che è il fiscal compact, perché rendetevi conto di quello che stiamo portando avanti con questa politica del rigore sostenuta solo da uno Stato, che è la Germania.

  Danuta Maria Hübner (PPE). - Mr President, alongside budgetary macroeconomic measures, structural reforms are at the heart of the European Semester, and the country-specific recommendations help identify the most pressing structural reform needs across Europe. But what we need today is a strong structural reform commitment catalyst and coordination technology that would guide the reforms from the commitment stage to reality. The European Commission enjoys as never before the legitimacy of both Parliament and the Council, and has the capacity and resources to coordinate and scrutinise structural reforms. So, unless the Commission assumes this double role of commitment catalyst and coordination mechanism, the European debate on structural reform will remain empty rhetoric. Markets will punish failure to act. Europe, of course, cannot afford to run such a risk.

  Neena Gill (S&D). - Mr President, for me it is clear. The focus of the EU Semester needs to be shifted if we are to come out of the crisis and create growth. We will not create jobs for millions of unemployed young people by implementing a purely austerity agenda. It is not just me who is saying this: many international institutions and well-known economists have stated that we need to move to smart investments. I welcome the Commission’s investment package but we also need to look at reforms to create jobs and tackle tax evasion, plus macroeconomic imbalances, through the country-specific reports in the future being more regionally oriented.

The text adopted in the Committee on Economic and Monetary Affairs is still difficult to accept because of an unnecessary reference to macroeconomic conditionality introduced into the EU structural funds. How does it help Member States that are suffering because of certain budgetary rules to lose their structural reform? I hope that the final text that we vote on tomorrow will therefore be more balanced, and that this reference will be taken away so that I can fully support it.

  Werner Langen (PPE). - Herr Präsident! Wenn man die Debattenbeiträge hört, dann könnte man den Eindruck gewinnen, Wachstum, Arbeitsplätze, Investitionen entstehen nur, wenn die Staaten oder auch Europa sich weiter verschulden. Es ist doch klar, wenn wir über den Bericht De Backer reden: Ein Warenhauskatalog bringt überhaupt nichts. Der Bericht ist schon ein Warenhauskatalog. Wir müssen doch klarstellen, die Verantwortung für die Haushalts- und Strukturreformen tragen die Mitgliedstaaten und sonst keiner. Die EU muss es koordinieren – das ist vernünftig und richtig. Deshalb geht mein Vorschlag weit über das hinaus, was wir an Europäischem Semester haben. Wir brauchen aus meiner Sicht einen Währungskommissar, der vergleichbare Rechte erhält wie der Wettbewerbskommissar heute. Das wäre der Weg, damit die Staaten sich auch an ihre eigenen unterschriebenen Vorgaben halten.

Die Rezepte – die ich hier gehört habe – gehen alle in die Irre. Herr Lucke sagt, es ist der Euro schuld, nicht die Investitionen. Jeder weiß überhaupt, es liegt nicht an der Geldmenge, es liegt ausschließlich an den Investitionen, am mangelnden Vertrauen in einzelne Staaten, an der Tatsache, dass sie über ihre Verhältnisse gelebt haben. Aus Griechenland haben 14 von 21 griechischen Kollegen hier gesprochen, und nur mein Nachbar hat vernünftige Aussagen dazu gemacht. Als ob wir die Probleme lösen könnten, wenn die Politik vor Ort nicht den richtigen Weg wählt. Deshalb ist das Europäische Semester wichtig, aber wir sollen es nicht überfrachten!

  Siôn Simon (S&D). - Mr President, we do not just need more jobs, we need better jobs. Of course there is a jobs crisis in the EU, but there is also a skills crisis and a quality crisis. What there is not is a flexibility crisis or a price crisis. The sector of the economy with the worst unemployment is precisely the sector with the highest so-called flexibility and the worst conditions – the sector of zero hours contracts, of bogus self-employment and of perpetual part-time temporary agency contracts. So if these mechanisms are – as we are asked to believe – a necessary tool for employers to get people into the labour market and keep people in the labour market, then they do not work. In which case, can I ask the Commission why none of these issues are in the country-specific recommendations?

  Ivana Maletić (PPE). - Poštovani predsjedniče, čestitam izvjestitelju kolegi De Backeru i svim kolegama koji su dali veliki doprinos u pripremi ovog sažetog i sadržajnog izvješća. Puno se aktivnosti i mjera na razini Europske unije poduzima na strani monetarne politike. Za napredak, rast i razvoj trebaju nam snažne aktivnosti i mjere na strani fiskalnih politika. Upravo je to uloga Europskog semestra, kojim se potiču države članice na reforme, jačanje konkurentnosti i kroz to na gospodarski oporavak.

U izvješću se naglašava važnost povezivanja kohezijske politike s provedbom preporuka u sklopu Europskog semestra. Sredstva fondova treba usmjeriti na financiranje reformi koje se preporukama traže. Ulaganja u promjene i razvojne projekte, u istraživanje, inovacije, obrazovanje i stjecanje vještina ključna su za postizanje rasta koji svi želimo, i to se upravo u ovom izvješću naglašava. Zbog toga ga u potpunosti podržavam.

  Olle Ludvigsson (S&D). - Herr talman! För att få fart på tillväxten och jobbskapandet i Europa måste vi bygga en bättre fungerande arbetsmarknad. Det bör bli en allt mer central faktor i planeringsterminen.

Det handlar om att förstärka den aktiva arbetsmarknadspolitiken. Med korta utbildningar och en annan matchning ges arbetslösa möjlighet att ta de lediga jobb som finns.

Det handlar om att förstärka den sociala dialogen. Där parter arbetar nära varandra skapas stabilitet, goda arbetsförhållanden och en förmåga att effektivt lösa problem.

Det handlar också om att garantera likabehandling. För att främja rörligheten måste de som jobbar i andra EU-länder vara säkra på att få slippa dumpade löner och villkor.

Det finns en enorm förbättringspotential på den europeiska arbetsmarknaden. Den måste nu på allvar börja tas tillvara.

  Andreas Schwab (PPE). - Herr Präsident, liebe Kolleginnen und Kollegen! Ich habe dieser Debatte heute Morgen doch relativ lange zugehört. Es ist mir eigentlich nicht ganz klar geworden, was nun eigentlich die Rolle des Europäischen Parlaments in diesem Europäischen Semester sein soll. Denn die Zuständigkeiten, die Punkte, die hier angemahnt wurden, haben alle nicht wirklich etwas mit dem zu tun, was wir als Europäisches Parlament tun können. Deswegen möchte ich dem Kollegen Werner Langen Recht geben und darauf hinweisen, dass wir das Europäische Semester nicht überlasten dürfen und dass wir nicht zu viel kommentieren sollten, sondern uns auf unsere eigenen Aufgaben konzentrieren sollten. Eine dieser Aufgaben – sie ist vorhin einmal kurz angesprochen worden – ist die Umsetzung der länderspezifischen Empfehlungen, insbesondere im Bereich des Europäischen Binnenmarkts, dem nach allen Studien, die uns vorliegen, nach allem, was wir wissen, nach wie vor ein großes Wachstumspotenzial vorausgesagt wird.

Interessanterweise ist es so, dass häufig die Staaten, die auch aus anderen Gründen ökonomisch leiden, leider auch diese Empfehlungen zur besseren Umsetzung der binnenmarktrechtlichen Bedingungen nicht wirklich voll befolgen. Deswegen würde ich mich sehr freuen, liebe Kolleginnen und Kollegen, wenn wir in diesem Hause das Europäische Semester vor allem dazu nutzen könnten, um verstärkt über die Umsetzung der binnenmarktrelevanten Texte zu sprechen und im Einzelfall auch einzelne Länder hier deutlicher zu ermuntern, die Umsetzung dieser Vorgaben effektiver zu gestalten. Davon würden am Ende alle profitieren – die Länder, die in wirtschaftlichen Schwierigkeiten sind, und alle anderen auch, und wir würden zu Wachstum kommen, das keine neuen Schulden braucht.

  Jonás Fernández (S&D). - Señor Presidente, yo no voy a hacer un análisis del tiempo perdido bajo el paradigma ideológico de la austeridad durante los últimos años. Quiero centrarme, sin embargo, en este nuevo discurso que comienza a emerger en Europa —como citaba previamente mi compañero Gualtieri— y que está presente en este informe del Semestre Europeo gracias a las enmiendas de nuestro Grupo.

Por ello, mirando al futuro, pido a la Comisión Europea, a la nueva Comisión Europea donde estará el comisario Katainen, esa europeización de la política económica en la zona del euro, esa unión bancaria, esa unión del mercado de capitales, esa unión fiscal.

Y también creo, como el señor Balz, que es necesario que Europa tenga mayor capacidad para implementar las recomendaciones específicas por países. Y creo que la nueva Comisión tendrá que encauzar las tensiones entre Francia, Italia y Alemania, porque tan complicado es que un país no cumpla las reglas que nos hemos dado como que tenga un superávit por cuenta corriente superior al 7 % o al 8 % del PIB y la Comisión Europea no haga nada.

Por ello, creemos que este Semestre Europeo da el paso de la visión del «patrón euro» que hemos sufrido en los últimos años a una auténtica Unión económica, y creemos que la nueva Comisión tiene que liderarlo con un compromiso nítido.

  Siegfried Mureşan (PPE). - Mr President, as Prime Minister, the Commissioner of course pioneered the Youth Guarantee at national level in his home country – a successful project which has now also been introduced at European level. This will not solve youth unemployment as a whole, but it clearly helps.

There are many good employment and youth unemployment policy ideas at national level which can be applied in other EU Member States as well, not necessarily one-to-one – not all of them – but obviously a country in which youth unemployment is 50% or above might want to implement some of the successful measures from countries in which youth unemployment is 10% or below. Therefore, I propose to establish a European mechanism for the exchange of best practices for job creation and especially for youth unemployment. Parliament’s report on the European Semester also contains my proposal to create such a European mechanism. I look forward to working with you, Commissioner, in your new capacity as Vice-President for Jobs, to transpose this into reality.

The second point I would like to make is linked to labour mobility. We are, of course, working on making transnational European labour mobility a reality in Europe, but labour mobility is also too low within many EU Member States. We often see in the same Member States unemployment levels of below 5% and employers having a hard time filling vacancies, while in other regions in the same country unemployment is above 30%. Therefore, we need also to include this and highlight it in the country-specific recommendations and work together on basically making labour mobility work within Member States too.

  Verónica Lope Fontagné (PPE). - Señor Presidente, señor comisario, hoy podemos observar que, gracias a una mejora en la situación económica —sobre todo en los países que, como el mío, han hecho las reformas estructurales necesarias—, las recomendaciones específicas por país se pueden centrar más en los temas sociales y en lo que es fundamental. Nuestros objetivos pueden ser el crecimiento y la creación de empleo centrados en sectores innovadores como las TIC, el sector verde o la economía digital, y también en la reducción de la pobreza.

Desde la Unión Europea hablamos de cohesión económica, social y territorial, y para poder alcanzarla tenemos que, por un lado, prestar una mayor atención a los grupos más vulnerables y alejados del mercado laboral mediante políticas activas de empleo centradas en mejorar la educación y la empleabilidad y en facilitar el reciclaje y la transición laboral, principalmente a través de la formación dual y el aprendizaje permanente.

Y, por otro lado, hay que realizar inversiones productivas y mejorar las interconexiones con las zonas rurales y áreas con dificultades naturales o demográficas permanentes, ya que, de forma general, suelen presentar unas tasas de desempleo superiores y unos mayores costes para acceder a servicios públicos como la educación y la sanidad. Y por último, quisiera recalcar la importancia de que las pymes recuperen el papel protagonista en la Unión Europea.

  Georgi Pirinski (S&D). - Mr President, it is vitally important that flexibility should be provided in the criteria for excessive deficit targets for public investments, and in investment in educational expenditure. There is absolute agreement not only in part of the House, but throughout the House, that if we want to increase the competitiveness of the European Union economy it is of paramount importance to increase investment in innovation. Therefore, Commissioner, this is a test for the Commission to prove that what is being said concerning flexibility in the rules on the European recommendations and deficit reductions is being turned into actual fact by providing space for such investments.

  Ildikó Gáll-Pelcz (PPE). - Tisztelt elnök úr! Először is általánosságban szeretném rögzíteni, hogy ez a vita a képviselőtársaim részéről sokszor olyan feladatokat próbált róni az európai szemeszterre, amelyek nem hozzá tartoznak. Ezért De Backer úrnak rendkívül nehéz helyzete van, mert egy általános vitának lehettünk a részesei.

Engedjék meg, hogy inkább az európai szemeszterre fókuszáljak, és kiemeljek egy olyan területet, amely valóban fontos, és egyben lehetőséget is jelenthet számunkra. Ilyen a belső piaci pillérnek a megerősítése, a belső piaci pilléren belül számos jogszabály született, azonban elég szövevényesek, nagyon nehéz kiigazodni benne. Fókuszálnunk kellene ezeknek a szabályoknak a helyes betartására, ami a legtöbb tanulmány szerint valójában növekedést is eredményezhetne. Különösen igaz ez a digitális belső piacra, ahol számtalan lehetőségünk lenne.

Ki szeretnék emelni egy másik fontos területet, amelyet több képviselőtársam is érintett, ez az országspecifikus ajánlások köre. Azt gondolom, hogy az országspecifikus ajánlások jelenleg túl általánosak. Sokkal konkrétabbnak kellene lenniük, sokkal inkább országspecifikusnak, ahogy a nevében is benne van. Sajnos ez a jelentés sem tartalmazza azokra az inputokra való utalást, amelyeket meg kellene itt határozni, illetve hiányolom azokat az indikátorokat, amelyek alkalmasak lennének az ajánlások visszamérésére.

Két fontos téma van még, amelyet érintőlegesen meg szeretnék említeni. Az egyik a kkv-szektor finanszírozási kérdése. Jó lett volna a jelentésben részletesebb javaslatot is bemutatni. Örülök, hogy De Backer úr jelentése az adócsalást mint területet, mint fontos területet érintette, és beemelte azt a javaslatot, amit az IMCO véleményében én meg is fogalmaztam. Köszönöm a munkáját, és támogatni fogom szavazatommal ezt a jelentést.

  Othmar Karas (PPE). - Herr Präsident! Nur 10 % der länderspezifischen Empfehlungen wurden zur Gänze umgesetzt, 45 % lediglich zum Teil. Daher ist offensichtlich, dass es einen Handlungsbedarf beim Europäischen Semester gibt. Ich meine, dass die Umsetzung des Europäischen Semesters zur Pflicht werden muss und nicht nur freiwillige Kür bleiben darf. Eine gemeinsame Währung benötigt eine gemeinsame Budgetpolitik. Daher gehört die Koordinierung der Budgetpolitik auf den Boden des Gemeinschaftsrechtes und die Umsetzung zur Pflicht für die Mitgliedstaaten.

  Monika Flašíková Beňová (S&D). - Ak hovoríme o tejto dôležitej téme, ktorou nesporne ekonomický semester je, potom musíme do budúcnosti oveľa výraznejšie spájať tému ekonomického semestra aj so sociálnou politikou. Máme tu mnoho problémov, ktoré sa ukazujú v našich krajinách a ktoré veľmi úzko súvisia či už s našimi sociálnymi systémami, s vysokou mierou nezamestnanosti a s nemožnosťou používania nástrojov na zvyšovanie zamestnanosti, ale aj s fenoménmi, ktoré sa nám doteraz stále nepodarilo odstrániť a ktoré sa týkajú napríklad mzdovej politiky. Zamestnanci v rovnakých podnikoch zarábajú v tých ekonomicky vyspelejších krajinách oveľa lepšie ako povedzme u nás na Slovensku a sú to častokrát veľké podniky, ktoré, musím to tak povedať, využívajú tú lacnejšiu pracovnú silu ešte stále v našich štátoch napriek tomu, že sme už 10 rokov členským štátom Európskej únie. Chcem preto požiadať, aby sme v budúcnosti oveľa viac zohľadňovali aj tieto sociálne aspekty, ktoré sú dôležité pre obyvateľov a podľa ktorých častokrát obyvatelia v našich krajinách hodnotia aj charakter vývoja Európskej únie.

  Εμμανουήλ Γλέζος (GUE/NGL). - Κύριε Πρόεδρε, στις άμεσες προτεραιότητες πρέπει να είναι η παιδεία, η υγεία και η έρευνα. Όποιος θέλει να ενδιαφέρεται πραγματικά για το λαό δεν μπορεί να αποφύγει αυτόν τον κανόνα. Για να βρούμε όμως τη δυνατότητα να αναπτυχθεί ο πρωτογενής τομέας, η αγροτική οικονομία, πρέπει να αντιμετωπίσουμε το θέμα με άξονα, ότι το χρήμα δεν δημιουργεί αξίες από μόνο του, ανταλλάσσει αξίες, αντιπροσωπεύει αξίες, αλλά μόνον οι εργαζόμενοι με την εργασία τους μπορούν να παράξουν αξίες.

Μόνον έτσι αντιμετωπίζονται και οι συνέπειες της κρίσης και ιδιαίτερα η ανεργία. Γι' αυτό απαιτείται κοινωνικοποίηση των μέσων παραγωγής, απαιτείται κοινωνικοποίηση της ιδιοκτησίας του χρήματος. Αλλά, για να γίνουν αυτά θα πρέπει οι ίδιοι οι λαοί να αποφασίζουν για τις τύχες τους. Σε λίγο, είτε το θέλουν είτε όχι, στην Ελλάδα θα έρθει στην εξουσία ο λαός και θα αποτελέσει το παράδειγμα για όλη την Ευρώπη.

They have missed an hour of the most undemocratic thing I have ever seen, where we have heard all this talk: socialist dreams about all the extra spending the EU is going to do; no one allowed to question; no debate in the Chamber; our voices silenced.

Our voices will not be silenced. They will only get louder and louder. I am glad you are all back from the bars or the tofu bar or wherever you have been, because now you can hear what is really going on. The British people do not stand by what is happening here. This is a disgrace, and your economic ideas are of the past – previous centuries. The future for our country lies free of your strange economic delusions; our country lies outside the EU and outside this farce.

  Jyrki Katainen, Vice-President of the Commission. - Mr President, I would like to thank honourable Members very much for a very valuable debate and ideas. I will just take up a few issues which I would like to comment on briefly.

One of the issues which we seem to more or less agree on is the implementation of country-specific recommendations. We can recognise that this has not happened as efficiently as it should have done and there we all must carry our own responsibility. The issues are, of course, in the hands of Member States and governments and national parliaments, but we can also encourage them to do what they had promised to do and what is good for the countries themselves as well as for Europe as a whole.

My second point: Mr Cofferati and Ms Gall-Pelcz mentioned the internal market and the country-specific recommendations concerning the single-market-related issues. We all know that there are also lots of shortages in this field. For instance, in the implementation of the Services Directive there are lots of shortages. This is quite amazing because we – the Parliament, Commission and Council – have already decided on the Services Directive, for instance, and it has not been implemented yet. So we are lacking economic growth because of poor performance in various Member States in this field as well, so we need to pay more attention there in the future.

The third point is about the structural reforms. Mr Eickhout said that the Commission has historically represented structural reforms that are too one-sided and our idea has been just to use structural reforms as a tool to reform austerity policy. Of course, it depends on the country as to what the problems are, but I would just like to raise a few issues and a few examples of non-austerity structural reforms. The first one is tax reform, for instance lowering labour tax and raising environmental tax, or raising dividend tax and at the same time lowering corporate income tax.

Another issue is pension reform, which is necessary in many countries because the population is ageing – municipality reform, labour reform and things like that. So it is not only about austerity, but a change to society so that it is stronger and more sustainable.

The next point is gender equality. Many Members also raised this issue. I am very happy about this because it is a question both of equality and labour supply. So at the same time as we are reforming our societies to be more sustainable, they can be more growth-oriented. Gender equality – the Finnish Labour Party is based on this – is very crucial in this sense.

My final point: Mr Pirinski and Mr Cofferati mentioned the role of research and development. This is one of the issues on which we have to concentrate more during the next European Semester – what we could do in order to strengthen R&D activities in our Member States because this is the way to improve the potential growth of the Member States. There are good examples in various Member States where the universities and small- and medium-sized entrepreneurship have been combined in a very fascinating way and the universities have become a hub of entrepreneurship. So in something like this we could learn from each other, and they could be added to country-specific recommendations.

  Benedetto Della Vedova, Presidente in carica del Consiglio. - Signor Presidente, onorevoli colleghi, solo due battute conclusive, dopo aver ringraziato tutti gli intervenuti e aver riscontrato un dibattito anche qui appassionato, con molte visioni comuni anche se certamente non unanimi. Le settimane e i mesi a venire sono per molti aspetti fondamentali e auspichiamo di poter esaminare presto la prima analisi annuale della crescita che dovrà essere presentata dalla nuova Commissione. Dobbiamo rivedere le disposizioni relative alla governance economica contenute nella revisione del six-pack e two-pack. E dobbiamo concludere la revisione intermedia di Europa 2020 per far sì che la strategia e i suoi strumenti di attuazione restino validi ed efficaci. La cooperazione tra tutte le istituzioni di questi processi sarà essenziale per ottenere risultati positivi.

Mentre ci adoperiamo per queste revisioni a livello europeo, abbiamo ben presente che quello che conta per i cittadini è il risultato a livello nazionale o regionale o locale e la loro necessità di vedere miglioramenti nella vita di tutti i giorni. Noi abbiamo individuato le politiche che possono apportare tali miglioramenti e attuarle è la nostra sfida comune.

  Philippe De Backer, rapporteur. - Mr President, colleagues, thank you for your input during the debate. In the final conclusion I cannot go into all the remarks, but just let me say this: in the end it is very clear that every part of the European institutions, be it Parliament, be it the Commission or be it also the Member States, have to promise and follow through on what they have promised in the past.

Let me begin with the Member States. If you come to Brussels and within the European Semester you agree to implement certain structural reforms to make sure that your deficits are being reduced, that you implement the necessary reforms to modernise your economies, a 10% success rate is not enough. You will have to perform better. Also we, as a Parliament, will have to make sure that the scrutiny we apply through the process of the European Semester is stronger. Also at European level there is still a lot to be done. Mr Katainen has made a good point on completion of the single market, but also completion of the capital market, of the Energy Union and of the digital market will be a high priority for the next Commission.

It is also necessary to say that, with all these structural reforms, we do not have to do them because we are told to by Brussels; we are doing them because our citizens want them, because they understand that modernising our economies, making them more competitive, attracting private and public investment to make our economies grow and to create employment is the essence of the European project. I urge you all tomorrow during the vote to think very deeply about the road that Europe is taking and to support the report that I have presented here today. I hope that we can have full support for this report and that we can continue like this in the future.

  Ádám Kósa (PPE) írásban. Tisztelt képviselőtársaim! Nagyon fontos a belső piaci szabályozás és folyamatok nyomon követése, fejlesztése, valamint az országspecifikus indikátorokkal kapcsolatos vita, amelyben az EP magyar alelnökasszonyának szakmai álláspontját a legmesszebbmenőkig támogatom. Ugyanakkor engedjék meg, hogy a bérek felzárkóztatása és az új munkahelyek teremtése kapcsán kifejtsem: kiegyensúlyozott és megfontolt lépésekre van szükség. Ismeretes, hogy Európa keleti felében nagyon sok új munkahely létesült az EU-s csatlakozás óta, és az is igaz, hogy ezek a biztos munkahelyek részben az alacsonyabb bérek miatt létesültek. A keleti és nyugati tagállamokban lévő bérek közötti „esélyegyenlőség”, kiegyenlítődés ugyanakkor nem képzelhető el a már meglévő, kemény munkával megszerzett és megtartott munkahelyek tömeges és gyors megszűnésével Európa keleti felében. Csak emlékeztetőül: Magyarországon 2002–2010-ben minden egyes évben magasabb volt a bejelentett és nagyarányú csoportos létszámcsökkentés, mint a második Orbán-kormány elmúlt négy évének bármely esztendejében. Erre az eredményre vigyázni kell, és a teljes foglalkoztatás – ami az EU alapszerződésében is deklarált cél – elérésével kell törekedni arra, hogy minél több embernek legyen munkája, és így növekedjen a gazdaság, ezáltal az életszínvonal is.

  Csaba Molnár (S&D), írásban. – Az Európai szemeszter, a gazdasági félév objektív kritériumok alapján, a pillanatnyi kormánytöbbségtől függetlenül ad értékelést a tagállamok gazdaságpolitikájáról. A kormány sikerpropagandájával szemben az őszi bizottsági előrejelzés szerint Magyarország leszakadóban van a régiós versenytársaitól. A növekvő államadósság miatt akár visszaeshetünk a szorosabb uniós költségvetési megfigyelést jelentő túlzottdeficit-eljárásba. A luxusberuházások, az értelmetlen szabadságharc következtében jövőre akár 1700 milliárd forintos megszorítással kell szembenéznünk, amelyet a magyar emberek zsebéből vesz el a Fidesz. Sokatmondó, hogy az önkormányzati választások előtt a jelenlegi kormány ezt nem merte a magyar emberek szemébe mondani. A magyar kormány folytatja a megszorításokat, forrást von ki a felsőoktatásból és az egészségügyből, kilátástalan helyzetbe hozza a szerény jövedelműeket. Minden harmadik magyar fiatal munkanélküli. Az elhibázott gazdaságpolitika következtében mostanra több mint fél millió, többségében fiatal magyar vállal munkát külföldön. A civilek vegzálása és a túlzott mértékű internetadó helyett inkább szükséges lenne az euró azonnali bevezetése, valamint a szegényeket sújtó, a gazdagokat pedig aránytalanul jutalmazó egykulcsos adórendszer megváltoztatása. Hasznos, hogy az Európai Bizottság körmére néz a kormányoknak. Az uniós ellenőrzés biztosíték lehet a magyar állampolgárok számára a Fidesz-kormány felelőtlen gazdaságpolitikájával szemben.

  Ева Паунова (PPE). - Уважаеми господин председател, Специфичните препоръки, които Европейската комисия изготвя в рамките на Европейският семестър през последните години доведоха до много положителни резултати и спомогнаха за по-ускореното преодоляване на кризата и възстановяването на икономическия растеж. За съжаление отслабващият натиск за реформи свързан с това нестабилно подобряване на икономическата ситуация в някои държави-членки води до отказ от провеждането на тежките реформи, необходими за стабилизиране на публичните финанси и по този начин застрашава да заличи постигнатия напредък. Анализът на Комисията показва, че тези препоръки не се отчитат достатъчно на национално ниво и ние трябва да създадем по-силни гаранции за тяхното прилагане, ако искаме да ускорим растежа и да подобрим жизнения стандарт на нашите граждани. Особено внимание следва да се отдели на необходимостта от продължаването на реформите в страните, които отбелязват негативни демографски тенденции, заплашващи устойчивостта на техните здравни и пенсионни системи. При липсата на решителни действия нестабилността в тези системи ще оказва все по-голям натиск за отклоняване от стабилната бюджетна политика и ще възпрепятства икономическия растеж. Единственият отговорен спрямо европейските граждани и бъдещите поколения подход е да тръгнем по пътя на реформите и да спрем да губим ценно време в лутане и политически експерименти.

  Evelyn Regner (S&D) , schriftlich. – Die Zeit des Kaputtsparens muss ein Ende haben. Europa braucht Investitionen, sowohl öffentliche als auch private. Nur so können Wachstum stimuliert und gleichzeitig Beschäftigung und Nachfrage angekurbelt werden. Das muss absolute Priorität haben und in das Europäische Semester einfließen. Der scheidende Kommissionspräsident Barroso sagte, er sehe keine Rezessionsgefahr für den Euroraum – trotz Nullwachstums im 2. Quartal und trüber Aussichten für 2015. Die Investitionen sind in einigen Mitgliedstaaten seit Ausbruch der Krise um 30-40 Prozent zurückgegangen. Ein entscheidender Punkt wird daher sein, nachhaltige Investitionen von den Defizitberechnungen auszunehmen, damit die Staaten wieder auf den Wachstumspfad gelangen und gleichzeitig notwendige Investitionen nicht vernachlässigen.

Der Investitionsplan von Herrn Juncker in Höhe von 300 Milliarden Euro ist ein Hoffnungsschimmer. Natürlich ist es wichtig, dass soziale Indikatoren erstmals im Europäischen Semester berücksichtigt wurden. Es ist jedoch unverständlich, warum die Ziele im Beschäftigungs- und Sozialbereich nicht gleichwertig – nämlich verbindlich – behandelt werden wie die makroökonomischen Vorgaben.

Abschließend noch ein Punkt von großer Bedeutung, der von mir eingebracht wurde: Die Vermögens- und Einkommensungleichheit steigt in den letzten Jahren stark und gefährdet Kaufkraft, Nachfrage und Investitionen in die Realwirtschaft. Deshalb sollen die Mitgliedstaaten Maßnahmen in ihre nationalen Reformprogramme aufnehmen, um diese Ungleichheiten zu verringern.

  Ivan Štefanec (PPE), písomne. – Hlavným cieľom európskeho semestra je udržanie naštartovaného procesu obnovy hospodárstva EÚ a dosiahnutie vyrovnaného rozpočtu. Preto je nevyhnutné, aby koordinácia hospodárskych politík EÚ podliehala demokratickej kontrole Európskym parlamentom. Okrem toho by bola vítaná aj väčšia angažovanosť národných parlamentov v oblasti zlepšovania demokratickej kontroly.

Pre hospodárstvo EÚ je taktiež kľúčové zachovať a podporovať vyváženú a udržateľnú stratégiu pre rast a zamestnanosť. Rád by som zdôraznil dôležitosť správnej implementácie odporúčaní členskými štátmi, ako aj potrebu väčšej transparentnosti rozhodovacieho procesu. Ak sa pozrieme na implementáciu odporúčaní z roku 2013, zistíme, že iba 10-15% odporúčaní v roku 2013 bolo plne implementovaných. Vzhľadom na to, by som chcel upozorniť na potrebu zabezpečenia väčšej disciplíny pri implementácií odporúčaní s cieľom mobilizovať dostatočný politický kapitál v prospech reforiem v členských štátoch. Sú to najmä členské štáty, ktoré by sa mali zasadiť za zvýšenie konkurencieschopnosti, vytváranie rastu a modernizáciu systému sociálneho zabezpečenia a pracovného trhu.

  Theodor Dumitru Stolojan (PPE). - Semestrul european a devenit un instrument eficient al Uniunii Europene și al statelor membre pentru coordonarea politicilor economice. Experiența acumulată în ultimii ani în folosirea acestui instrument începe să îşi arate roadele. Cu toate acestea, consider că trebuie înlăturate două probleme încă vizibile, care afectează eficacitatea Semestrului european. În primul rând, în unele state membre, proiectele programelor naționale de reforme și cele ale programelor de convergenţă sau după caz de stabilitate nu sunt prezentate parlamentelor naţionale, înainte de a fi transmise Comisiei Europene. În al doilea rând, recomandările făcute fiecărui stat membru, de către Comisia Europeană și însușite de Consiliu, nu sunt transpuse în programe și măsuri, la nivel național, astfel încât să se asigure înlăturarea unor probleme semnalate și corectarea unor tendințe.

  Valdemar Tomaševski (ECR) , raštu. Europos ekonominės politikos koordinavimo semestras yra ypatingai svarbus tinkamam Ekonominės Sąjungos veikimui. Tačiau taip pat, verta pabrėžti, turi didelę įtaką socialiniam stabilumui bei kiekvieno ES valstybės narės gyventojo gyvenimui. Šis faktas ypatingai išryškėja Europos Sąjungoje, patyrusioje ekonominę krizę, kuri smarkiai pablogino gyvenimo sąlygas daugeliui Europos piliečių, tarp jų ir Lietuvos gyventojams. Krizė taip pat sukėlė nelygybės ir skurdo lygio padidėjimą, apribojo žmonių prieigą prie geros kokybės viešųjų paslaugų, kurios XXI a. Europoje turėtų būti norma.

Diskusija dėl ES semestro suteikia puikią galimybę skatinti valstybes nares intensyviau veikti tose srityse, kuriose piliečiams gresia socialinė atskirtis. Socialinės atskirties reiškinys kelia nerimą ir vis dažniau pasitaiko tarp jaunų žmonių. Dėl šios priežasties Europos Sąjunga, kaip ir jos valstybės nares, turi pradėti aktyviau spręsti bedarbystės problemą, ypatingai tarp jaunų žmonių, kurie žengia pirmus žingsnius darbo rinkoje. Be to, koordinuota ekonominė politika turi atsižvelgti į visais lygmenimis teikiamą paramą tam, kad būtų sukurta daugiau darbo vietų. Todėl verta apsvarstyti pasiūlymą, kuris skatina Komisiją padidinti dėmesį reformoms, reikalingoms paremti aukštos kokybės viešųjų paslaugų teikimą, ypatingą dėmesį telkiant sveikatos priežiūros sistemoms valstybėse narėse. Tam, kad aptariama strategija būtų veiksminga, ji turi būti paremta investicijomis, orientuotomis į plėtrą, geresniu žmogiškųjų išteklių panaudojimu tam, kad darbo rinkos būtų lankstesnės ir galėtų greičiau reaguoti į ekonomikos pokyčius.
