  Eider Gardiazabal Rubial, Ponente. - Señora Presidenta, comisario Dominik y señor Zanetti, ahora estamos ante el último procedimiento presupuestario antes de abrir las negociaciones con el Consejo.

Hoy debatimos aquí y mañana votaremos —espero que por amplia mayoría— el proyecto de presupuesto para 2015, y puedo decir que nuestra posición es absolutamente responsable y coherente con la situación que estamos viviendo.

Llevamos siete años de profunda crisis económica, las políticas de austeridad no han traído más que sufrimiento, y no solamente no estamos saliendo de la crisis, sino que estamos ante una probabilidad alta de tercera recesión y, por lo tanto, es más que evidente que tenemos que cambiar el rumbo de la política económica y, sobre todo, activar la demanda a través del sector público. Y ahí es donde el presupuesto europeo puede jugar un papel importante, porque con tan solo un 1 % del producto interior bruto, el presupuesto europeo activa las inversiones públicas complementando los presupuestos nacionales y, además, impulsa el crecimiento y el empleo.

En estos últimos meses hemos hablado mucho de nuevos planes de inversión, de nuevas estrategias, de centrarnos en prioridades. A mí me gustaría recordar que ya tuvimos una Estrategia de Lisboa que fracasó por falta de voluntad política y que, ahora, aunque a algunos se les haya olvidado, también tenemos la Estrategia Europa 2020, que también fracasará si no ponemos voluntad política y, sobre todo, los fondos necesarios. Y, además, acabamos de aprobar el marco financiero plurianual, que no es más que un cuadro en el que vemos las prioridades políticas y presupuestarias para siete años. Así que no hace falta que inventemos la rueda todos los años, porque de grandes estrategias y de Libros Blancos están los cajones llenos.

Pero aquí tenemos el presupuesto de 2015 y el marco financiero con una serie de potencialidades que debemos explotar al máximo, y eso es lo que hemos hecho en nuestro proyecto de presupuesto, porque proponemos un presupuesto al máximo de sus capacidades para encauzar las economías productivas, para que Europa compita en el mundo en calidad y en conocimiento, y para que volvamos a ser un ejemplo de sociedad del bienestar que cuida de su gente.

Y por eso hemos decidido concentrar nuestros esfuerzos en los programas centrales de la Estrategia Europa 2020 que están destinados a fomentar el crecimiento, la investigación, el empleo y la competitividad; mejoramos el acceso a la financiación de las pequeñas y medianas empresas o ponemos más dinero para las becas Erasmus o para las Marie Curie; también queremos destinar fondos a las infraestructuras energéticas, y tampoco nos hemos olvidado de los agricultores y los pescadores, ni de los daños ocasionados por el veto ruso a nuestros productos.

Hemos diseñado un presupuesto que lucha contra las desigualdades, apoyando a las regiones más desfavorecidas, pero también ayudando a las personas que peor lo están pasando, dentro y fuera de nuestras fronteras, con el Fondo de Ayuda Europea para los Más Necesitados o con las políticas que tienen que ver con el asilo, la migración y la seguridad interior. Y también hemos destinado más dinero a partidas de políticas de vecindad, a la política de cooperación al desarrollo y —por supuesto, imprescindible— a la ayuda humanitaria para poder atender a todas las crisis humanitarias que estamos teniendo en estos momentos, todas a la vez, en un hecho sin precedentes. Y no nos podemos olvidar tampoco de la ayuda a los refugiados y de aumentar el dinero de que dispone la UNRWA para poder seguir ayudando a los refugiados de Palestina.

Todas esas son las prioridades del Parlamento Europeo; muchas prioridades que, como ya he dicho en otras ocasiones, son las mismas que tiene el Consejo Europeo.

El problema es que su presupuesto, sus cifras cuentan una historia muy diferente de las nuestras, porque ustedes tienen prioridades políticas, pero parece que no tienen prioridades presupuestarias, y nosotros no estamos de acuerdo con esa postura, porque no podemos decir que apostamos por la investigación y, a la vez, recortamos el presupuesto.

Porque ustedes, una vez más, tratan el presupuesto europeo como una partida que se recorta a su antojo. Y esto no es solo culpa de la crisis económica y de cómo están las cuentas nacionales, sino que, a veces, también, es falta de una absoluta visión de futuro y de un proyecto compartido. Y esto lo acabamos de ver en el debate de los pagos; se ve con la actitud que tenemos al no importarnos arrastrar una deuda de 26 000 millones de euros que, como se ha dicho, lastra la credibilidad de la Unión Europea y que, además, tiene unos efectos devastadores en la recuperación económica.

Nosotros hemos propuesto medidas extraordinarias y espero que el Consejo esté dispuesto a negociar y a debatir esas medidas extraordinarias y que, juntos, podamos encontrar una solución.

  Monika Hohlmeier, Berichterstatterin. - Frau Präsidentin, liebe Kolleginnen und Kollegen! Zunächst einmal darf ich meiner Kollegin Eider ein herzliches Dankeschön aussprechen, dass sie mit ihren Worten sehr deutlich die Prioritäten angesprochen hat, die das Europäische Parlament setzt. An den Anfang will ich ein wenig meinen Frust stellen, um das so deutlich und so laut zu sagen. Draußen diskutiert man über 300 Milliarden Investitionshilfen, währenddessen wir hier im Europäischen Parlament erleben, dass wir nicht einmal in der Lage sind, Horizon 2020 mit einer Milliarde so auf die Beine zu stellen, dass wir kleinen und mittleren Betrieben nachhaltig bei Innovation und Forschung helfen können, dass wir Innovation und Forschung im europäischen Raum vorantreiben können. Draußen türmen wir Gebäude auf, wo wir noch nicht einmal wissen, wo wir die Kleinrechnungen bezahlen sollen.

Ich muss ganz nüchtern sagen, ein bisschen Konsistenz in der Finanz- und Haushaltspolitik wäre schon etwas sinnvoll. Bevor ich alle möglichen Türme aufbaue, sollte ich vielleicht wenigstens das, was ich an Programmen für die Weiterentwicklung in der Europäischen Union beschlossen habe, endlich einmal sinnvoll umsetzen.

Wir sind derzeit in einem Zustand, in dem wir auf 25 Milliarden Rechnungen sitzen, die wir nicht bezahlen wollen, die der Rat nicht bezahlen will. Wir haben jetzt zum Teil draußen Kontrollen, um im Nachhinein die Kriterien zu verändern, damit aus den Rechnungen ein paar weniger werden. Selbst seriöseste Träger sind inzwischen stinksauer, und in manchen Ländern, die zum Teil auf viel Geld warten, das sie ordnungsgemäß ausgegeben haben, wo die Projektträger Anspruch haben auf die Auszahlung, macht sich inzwischen Misstrauen breit gegen diese Europäische Union, schlicht und einfach deshalb, weil der Rat zwar die Gelder in seinen Ländern mit ausgibt, aber gleichzeitig die Rechnungen, die jetzt an den Kommissar geschickt werden, nicht bezahlen möchte. Ich halte dieses System für völlig unsäglich.

Wenn wir von Wachstum reden, wenn wir von Weiterentwicklung reden, dann möchte ich klipp und klar sagen, dann muss man aber auch konsequent endlich etwas dafür tun und nicht Sonntagsreden halten und auch nicht Riesenprojekte einsetzen, bevor wir in der Lage waren, das Kleingedruckte, das wir selbst uns sozusagen gegeben haben, überhaupt zu erfüllen.

Zudem bin ich auch der Auffassung, dass man, wenn man an das Großgedruckte geht, dann auch überlegen sollte, wird das Geld sinnvoll ausgegeben und bringt es tatsächlich nachhaltig etwas? Horizont 2020 ist ein sehr gut überlegtes Programm mit sehr langen Diskussionen im Vorhinein. Ich bin zutiefst enttäuscht, dass der Rat genau in diesen Bereichen kürzt, gerade im Bereich der humanitären Hilfe und gerade im Bereich der Entwicklungshilfe. Das ist etwas, wofür ich überhaupt kein Verständnis habe.

Nun zum Haushalt des Europäischen Parlaments; der nimmt sich daneben ziemlich harmlos aus. Der Haushalt des Europäischen Parlaments verhält sich völlig normal. Wir konnten unsere Zusammenarbeit mit dem Wirtschafts- und Sozialausschuss vorantreiben und die Zusammenarbeit mit dem Ausschuss der Regionen, aber es gibt bei den anderen Institutionen zwei Sorgenkinder.

Das eine ist der Europäische Gerichtshof, wo wir derzeit auf die Urteile bis zu vier Jahre warten müssen, weil keine adäquate Ausstattung vorhanden ist, um die Urteile entsprechend zeitgerecht zu fällen. Das entwickelt sich immer mehr zum Haushaltsproblem oder zur Haushaltsgefahr, weil Unternehmen vor dem EuGH gegen die Nichturteile klagen, sie aber gleichzeitig Sicherheitseinlagen tätigen müssen, weil sie entsprechend potenziell verurteilt werden können.

Das zweite ist dann der Europäische Auswärtige Dienst, von dem man sich derzeit wünscht, dass er viele Aufgaben erfüllt, gerade in der außenpolitischen Krisenzeit, und im selben Atemzug aber die Mittel, mit denen er dies tun soll, schlicht und einfach nicht ausreichen. Man will ja gar nicht viel, aber es sollte zumindest konsistent sein, und es sollte nicht jede Verhandlung, die die Außenbeauftragte in der Zukunft führt, in YouTube zu hören sein, sondern vielleicht wären die IT-Systeme, die auf dem Stand von 1980 sind, vielleicht doch endlich auf den Stand von 2014 zu bringen, denn ansonsten macht das Ganze keinen Sinn.

  Enrico Zanetti, Presidente in carica del Consiglio. - Signor Presidente, onorevoli deputati, Signor Commissario, lo scorso 16 settembre proprio in quest'Aula abbiamo già avuto una prima occasione di confrontarci sul progetto di bilancio per il 2015, quando ho avuto l'onore di presentarvi la posizione del Consiglio. Perché qui una posizione del Consiglio evidentemente c'è. Prendo atto dei vari emendamenti alla posizione del Consiglio che il Parlamento europeo discute oggi e che intende votare domani.

Tali emendamenti aumentano notevolmente il progetto di bilancio approvato dal Consiglio. A livello globale il divario tra le nostre rispettive posizioni è pari a 1,3 miliardi di euro in impegni e 6,1 miliardi di euro in pagamenti. Inoltre, le modifiche proposte dal Parlamento sono superiori alla stessa proposta della Commissione europea di oltre 700 milioni in impegni e di circa 4 miliardi di euro in pagamenti, andando anche oltre i massimali del quadro finanziario pluriennale. Questo comporta l'attivazione dei contincengy margins sui pagamenti per il 2015, con l'obbligo di recupero negli anni successivi.

Il Consiglio pur comprendendo che il Parlamento europeo voglia sostenere con un bilancio ambizioso le principali politiche di spesa dell'Unione, considera le richieste di aumento degli stanziamenti, sia di impegno che di pagamento, difficilmente sostenibili anche rispetto alle effettive capacità di esecuzione delle spese, cioè legate alla concreta realizzazione dei sottostanti interventi. Pertanto, il Consiglio non condivide l'aumento degli stanziamenti che il Parlamento europeo intende votare, in quanto ritiene tali previsioni non realistiche, rispetto appunto al tema della concreta realizzazione dei sottostanti interventi, e non in linea con l'esigenza di mantenimento di adeguati margini per far fronte a spese impreviste nel corso dell'anno.

Nella sua posizione, del resto, il Consiglio ha lasciato margine di circa due miliardi di euro in stanziamenti di impegno e di pagamento, attivabili qualora la Commissione durante l'esercizio finanziario ne ravvisasse l'esigenza, a fronte sia di circostanze impreviste sia di un'esecuzione più rapida delle spese di bilancio. Tale posizione rappresenta, nell'ottica del Consiglio, un equilibrato compromesso tra le condivise esigenze di sostegno alla crescita e all'occupazione e le altrettanto importanti priorità connesse con la sostenibilità dei conti pubblici cui tutti gli Stati membri sono soggetti e che comportano contenimenti generalizzati di spesa, in particolar modo per quelle di carattere amministrativo.

Proprio a tale riguardo vorrei anche ricordare che l'accordo interistituzionale prevede fra l'altro una riduzione del personale di tutte le istituzioni, gli organi, le agenzie del 5% fino al 2017. Il Consiglio auspica che anche il Parlamento europeo tenga in considerazione tale esigenza, sia per le agenzie che per l'amministrazione del Parlamento stesso.

Sono certo che i lavori in seno al comitato di conciliazione saranno improntati come sempre a uno spirito costruttivo e di reciproca fiducia tra le istituzioni, nell'ottica del raggiungimento di un accordo equilibrato e reciprocamente soddisfacente sul bilancio per il 2015, nell'interesse dell'Unione europea e dei suoi cittadini, senza affatto sottostimare la delicatezza del momento attuale, l'ampio divario fra le posizioni di partenza e quindi la necessità di un impegno assolutamente straordinario da parte di tutti gli attori coinvolti, a cominciare certo dal Consiglio.

  Jacek Dominik, Member of the Commission. - Mr President, the EU budget for 2015 is the second budget under the multiannual financial framework for 2014-2020, which was agreed less than a year ago. We must put all our efforts into making this framework fully operational, fully respecting all the terms of this agreement. We must achieve the political goals set by the Member States and by this Parliament in the agreed legal acts. We must also honour our obligations and pay outstanding bills stemming from past commitments, thus avoiding an unnecessary burden on beneficiaries.

All this has to be achieved within very tight financial circumstances and very tight budgetary ceilings. This is only possible, therefore, if we use all the flexibility that we have. We must maintain the EU as a credible business partner for small and medium-sized enterprises and regional authorities, as a provider of opportunities for students and researchers. Sustainable economic growth, competitiveness, the creation of jobs and the fight against youth unemployment are other urgent priorities of the EU policy and should be reflected in the orientation of EU expenditure for 2015.

We must do this under a clear and agreed framework and provide the necessary predictability and security for our investments and our partners.

All that is reflected in the Commission proposal for the budget 2015.

Last month I expressed before this House the Commission’s concern about the position taken by the Council in its reading of the 2015 Budget. Both the substantial reductions proposed – the commitments of 500 million and the payments of over EUR 2 billion – on the very policies which are at the core of our common objectives are not in line with the political objectives we have set. I therefore welcome the proposal of the Committee on Budgets of the European Parliament which proposes to restore most of the appropriations proposed by the Commission in the draft budget.

I also see that Parliament is proposing a further increase in commitment appropriations to reinforce actions in support of competitiveness for growth and jobs, and for external actions including humanitarian aid. The increase proposed for a total amount of EUR 750 million is within the existing margins under the MFF commitment ceilings. However, even if further reinforcement contributes to increasing investments, we should try and find the right balance with the implementation prospects and the payments availability.

The level of payment appropriations remains the paramount concern that we need to address at this budget conciliation. We must ensure that the legal obligations arising in 2015 are met, and put a stop to the snowball effect of shifting an ever-increasing amount of unpaid bills into future years. Now is the critical moment to achieve this just by approving the amending budget for 2014. It has no additional costs for Member States and recognises the valid needs we have in payments for 2015. We cannot afford to have the EU budget paralysed. We need to bring it under control and we have at this moment a unique opportunity to do so.

In its draft budget, the Commission has proposed using the full amount of payment appropriations under the MFF ceiling for 2015. I thank Parliament for proposing that, for the vast majority of the budget lines, the levels of payments proposed by the Commission should be restored. I understand from Parliament’s position on the draft amending budget and the budget for 2015 that it has taken very seriously the issue of the backlog and that it wishes to solve it as soon as possible.

I fully agree that we must act responsibly and address at this stage the needs that we have in payments.

In its amending letter No 1 to the draft budget of 2015, the Commission proposed redeploying EUR 448 million in payment appropriations for programmes that are expected to face payment shortages in 2015. The redeployment of payment appropriations is possible because of the additional assigned revenue accruing to the European Agricultural Guarantee Fund.

The reinforcement of payment appropriations proposed by the Commissionʼs amending letter No 1 go in the same direction as a number of amendments proposed by Parliament where the needs are most pressing, and in particular with the aim of reducing the backlog of unpaid bills and allowing the proper launching of the new programmes.

This is necessary given the tight budgetary situation and is fully in line with the budgetary rules. Please treat this bold move as a sign of the Commission’s determination to stabilise the situation through redeployment too. We must avoid artificial under-budgeting in future as we are now all aware of the problems that such an approach brings. We can work within the overall budget context but we need to make full use of the elements of flexibility agreed in the Multiannual Financial Framework.

We are discussing the budget for 2015, but it remains clear and absolutely indispensable that the first step must be to stabilise the growing backlog of unpaid bills at the end of the year and the adoption of Draft Amending Budget (DAB) No 3 for 2014 which has been on the table since May. I fully share the Parliament’s sense of urgency to make progress on this proposal.

As you know, favourable developments on the revenue side in 2014 provide an opportunity to find agreement in this direction. Exceptional additional revenue from fines stemming from the enforcement of competition policy means that the additional payment requests for 2014 will be, in total, at no cost for Member States. We should seize such an opportunity to address the shortage of payment appropriations in 2014.

I would conclude by assuring you that the Commission will do its utmost to act as an honest broker to help increase the efficiency of the budget, ensuring the credibility of the EU and gaining control and stabilising the budget. This is in the interests of us all.

  Zigmantas Balčytis, Užsienio reikalų komiteto nuomonės referentas. - Pirmiausia norėčiau padėkoti pranešėjai už jos pastangas siekiant surasti kompromisą su Taryba dėl ateinančių metų biudžeto.

Kaip AFET komiteto pranešėjas negaliu sutikti su Taryba, jog šiuo metu Europai ir visam pasauliui susiduriant su didžiuliais iššūkiais dėl Ebolos viruso, su karinėmis grėsmėmis tarptautinei taikai ir stabilumui, būtų apkarpomas vadinamasis globalios Europos biudžetas. Todėl Tarybos sumažintos lėšos turi būti ne tik atstatytos, bet ir padidintos prioritetinėse srityse, t. y. papildomas finansavimas turi būti skirtas Europos kaimynystės politikai stiprinti, kad Europos Sąjunga galėtų tinkamai vykdyti savo prisiimtus įsipareigojimus tiek rytų, tiek pietų regionų šalyse. Nepakankamas humanitarinės pagalbos finansavimas trukdo sklandžiai įgyvendinti šią politiką bei menkina Europos Sąjungos prestižą ir gebėjimą reaguoti į humanitarines krizes.

Kitų metų biudžete norime matyti tinkamą finansavimą ir Artimųjų Rytų taikos procesui, ir Palestinai, krizių Irake, Sirijoje ir Gazos ruože sureguliavimui.

  Reimer Böge, Verfasser der Stellungnahme des mitberatenden Ausschusses für internationalen Handel. - Herr Präsident, liebe Kolleginnen und Kollegen! In seiner Stellungnahme zum Gesamthaushaltsplan 2015 hat der Handelsausschuss eine Reihe von Kernpunkten genannt, insbesondere die angemessene Mittelausstattung für die Generaldirektion Handel, damit die europäische Handelsagenda effizient und konsequent durchgeführt werden kann, aber vor allen Dingen auch darüber hinaus bestehende Abkommen in ihrer Wirkung besser kontrolliert und bewertet werden können. Das gilt nicht nur für das Jahr 2015, sondern das gilt auch für die kommenden Jahre. Es wird umso notwendiger sein, diesen Punkt zu beachten.

Zweitens: Die Kommission sollte Bürger und die Öffentlichkeit intensiver über ihre Tätigkeiten und die laufenden Verhandlungen informieren.

Drittens unterstützen wir die Aufstockung des Instruments für Makrofinanzhilfe und bedauern Kürzungen beim Nachbarschaftsinstrument. Das entspricht nicht der politischen Notwendigkeit, wie wir sie heute vorfinden. Wir fordern die Kommission auf, die Haushaltslinie zu fairem Handel neu aufzulegen. Wir begrüßen ausdrücklich, dass unser Anliegen, die Mittelausstattung für eine umfassende Kommunikationsstrategie aufzustocken, auch vom Haushaltsausschuss angenommen worden ist. Alles andere wird notwendig sein, damit Kommission, Rat und Parlament eine mittelfristig erfolgreiche Strategie auch im Haushaltsbereich für den Außenhandel auf den Weg bringen können.

  Markus Pieper, Verfasser der Stellungnahme des mitberatenden Haushaltskontrollausschusses. - Herr Präsident! Ja, ich stimme den Klagen der Kollegen zu: viele Milliarden ausstehende Gelder in der Kohäsionspolitik. Wir gefährden einfach die Planungssicherheit der Region. Wenn wir über Geld reden, kann sich die Kritik aber nicht nur gegen den Rat richten. Stichwort: fehlerhafte Ausgaben. Warum dauern Korrekturverfahren fünf Jahre und länger? Warum lässt die Kommission es zu, dass dieselben Staaten immer dieselben Fehler machen? Warum fragen wir nicht konsequent nach dem europäischen Mehrwert? Warum weigert sich die Kommission, mehr Verantwortung zu übernehmen? Warum weigert sich der Rechnungshof, bestimmten Ländern besonders auf den Zahn zu fühlen?

Wer im kleinen Kreis europäischer Institutionen den Schwarzen Peter einfach immer weitergibt, der wird ihn bald selber in der Hand haben. Wir alle sind mehr gefordert, damit der europäische Haushalt wirklich geschützt ist und effektiv genutzt wird.

  Nils Torvalds, föredragande av yttrande från utskottet för ekonomi och valutafrågor. - Herr talman! EU:s budget är ett bra verktyg för att skapa mervärde när EU behöver det. Genom program som Erasmus+, Europeiska ungdomsgarantin och Horisont 2020 kan vi skapa tillväxt och sysselsättning, men det sker inte om vi inte har medel i budgeten.

Det här har resulterat i att EU idag har över 23 miljarder obetalda räkningar. I början av oktober uttryckte ordförande Barroso sin oro inför det italienska ordförandeskapet över att det finns för mycket obetalda räkningar. En vecka senare sammanträder medlemsstaternas ledande politiker och är oroliga över att det inte finns pengar för att betala ungdomsgarantin. Det är vad man kunde kalla politisk schizofreni.

In English that is ‘political schizophrenia’. If you do not give the money and then you ask for more money, then you have probably lost something between your ears.

Det här är inte ansvarsfull budgetering. Det här är inte ansvarsfull politik. Vi ska lyfta upp EU ur den politiska krisen, och då behöver vi lite ryggrad också från rådets sida.

  Maria Arena, rapporteure pour avis de la commission de l'emploi et des affaires sociales. - Monsieur le Président, de manière générale, on peut dire que nous aurions souhaité un budget plus ambitieux pour l'Europe, en particulier lorsqu'il s'agit d'emploi et que nous sommes confrontés à des taux de chômage importants.

Nous avons vu, comme mon collègue vient de le dire, qu'il y avait un arriéré de 23 milliards. Avec un tel arriéré, il est donc difficile pour des opérateurs locaux, régionaux ou nationaux de mener des politiques correctes en matière d'emploi. Nous pouvons donc être satisfaits d'avoir augmenté le montant de cette ligne de 6 milliards, mais malheureusement, ces 6 milliards ne viennent pas compenser les 23 milliards d'arriérés, notamment des arriérés dans les politiques de cohésion.

Nous avons aussi souhaité améliorer la situation de l'innovation sociale, du dialogue social, du Fonds européens d'aide aux plus démunis ou encore du programme Horizon 2020 pour relancer la recherche et le développement. Ce sont à chaque fois des priorités importantes pour lesquelles nous estimons que les moyens mis sur la table ne sont pas suffisants. Par conséquent, il y a là encore un appel important en matière d'emploi.

  Giovanni La Via, relatore per parere della commissione per l'ambiente, la sanità pubblica e la sicurezza alimentare. - Signor Presidente, onorevoli colleghi, negli ultimi anni ci siamo battuti fortemente come Parlamento, per garantire che il bilancio europeo godesse dei fondi necessari per garantire una corretta implementazione di tutte le politiche. Lo abbiamo fatto in modo responsabile, lo faremo anche domani con il voto sulla nostra posizione, sul bilancio per il 2015.

Come presidente della commissione ambiente, ricordo l'importanza dell'attuazione dei nuovi programmi pluriennali che ricadono sotto la nostra responsabilità: il terzo programma d'azione dell'Unione nel settore della sanità; il programma per l'ambiente e l'azione per il clima; il meccanismo di protezione civile dell'Unione. Riteniamo essenziale fornire gli stanziamenti necessari così come proposto dalla Commissione il suo PB, affinché tali nuovi programmi possano realizzare appieno il proprio potenziale. E credo di trovare un equilibrio adeguato tra stanziamenti impegno e di pagamento.

Ricordo inoltre l'importanza di Orizzonte 2020, per i progetti di ricerca nel settore del clima, della salute e dell'ambiente, così come le risorse per la politica agricola comune – che è già danneggiata dagli accordi e dalle restrizioni dalla vicina Russia – non possono che godere del pieno appoggio del bilancio. E chiudo con un auspicio perché i pagamenti avvengano nel modo che è necessario.

  Jerzy Buzek, autor projektu opinii Komisji Przemysłu, Badań Naukowych i Energii. - Panie Przewodniczący! Uzdrowiliśmy już europejską gospodarkę, ale nie mamy jeszcze strategii wyjścia z kryzysu. Grozi nam stagnacja, jeśli nie napędzimy gospodarki, zwłaszcza przez małe i średnie, innowacyjne przedsiębiorstwa, przez reindustrializację, prowadzenie nowoczesnego przemysłu, także przez bezpieczną i możliwie tanią energię. To wszystko możemy osiągnąć dzięki finansowaniu takich programów jak COSME dla małych i średnich firm, jak Horyzont 2020 albo też instrument „Łącząc Europę”, a właśnie w tych działach Rada zaproponowała cięcie powyżej 10%, kilkanaście procent – największe w całym budżecie. Trudno sobie wyobrazić, żebyśmy mogli spełnić oczekiwania zwłaszcza młodych ludzi w Europie, tworzyć atrakcyjne, nowe miejsca pracy bez przywrócenia finansowania takiego, jak proponowała Komisja. To jest minimum. I o to apelujemy.

  Catherine Stihler, rapporteur for the opinion of the Committee on the Internal Market and Consumer Protection. - Mr President, thanks to colleagues from across the political spectrum for their cooperation on the IMCO Committee’s 2015 Budget opinion. I would also like to take this opportunity to thank the Secretariat, and in particular Elena, for her knowledge, advice and guidance when we had just two weeks to timetable this opinion. For the IMCO Committee, the new reality of the digital single market has focused minds and led us to prioritise the links between SMEs and consumer rights as it applies online.

I was delighted to see the Budget Committee support my proposal for a pilot project to support SMEs in fulfilling their obligations to consumers when selling online. The Commissioner-designate for the Digital Single Market, Andrus Ansip, said that trust is critical to citizens choosing to purchase online. We also know that the online environment is critical to SME growth markets, where reaching 500 million EU customers has huge potential. In this House, we need to make the digital single market work for both consumers and SMEs.

  Roberts Zīle, Transporta un tūrisma komitejas atzinuma sagatavotājs. - Priekšsēdētāja kungs! Kopumā Transporta komiteja ir gandarīta par to, ka izdevumu sadaļā „Mobilitāte un transports” finansējums 2015. gadā būs palielināts, salīdzinot ar šo gadu —— 2014. gadu. Tajā pašā laikā Transporta komiteja pauž nožēlu, ka Budžeta komiteja neatbalstīja mūsu priekšlikumus par apropriāciju palielināšanu Eiropas Infrastruktūras savienošanas instrumentam, kas ir ārkārtīgi svarīgs ne tikai transporta jomā, bet arī ģeopolitiski, īpaši Eiropas austrumos.

Taču ir pozitīvi, ka Budžeta komiteja piekrīt tam, ka finansējums jāsaglabā Komisijas piedāvātajā apjomā, un, manuprāt, tā ir laba pozīcija sarunās ar Padomi tieši transporta nozarē.

Es gribētu pieminēt arī dažus mazākus punktus. Kā mēs redzam, kā viens no transporta veidiem attīstās arī velotūrisms un veloceliņi. Līdz ar to mūsu iekšējais priekšlikums —— nepalielinot izdevumus par veloceliņu infrastruktūras attīstību transporta budžeta ietvaros —— mūsuprāt, joprojām ir aktuāls jautājums. Paldies!

  Derek Vaughan, rapporteur for the opinion of the Committee on Regional Development. - Mr President, I hope most Members in the Chamber recognise the importance of EU regional policy and funds. All our regions benefit from EU structural funds. For example, most infrastructure and training schemes in Wales are at least partly funded by the European Union. Therefore, EU regional funds play an important, indeed vital, part in trying to improve economic prosperity right across the EU. I therefore find it difficult to understand any proposal to cut European structural funds.

The Committee on Regional Development was particularly concerned about the EUR 23 billion backlog in payments and the impact this will have on local authorities, businesses, universities and young people. In the UK alone, there is GBP 1.2 billion of backlogs in terms of payments. Therefore, the Committee on Regional Development believes the budget for heading 1b should at least be restored to the draft budget. We call on the Council to accept this as soon as possible and to accept the draft amending budgets which are proposed as well. We call on beneficiaries who are concerned about delays in payments they face to make their views known to Member States, because if they will not listen to us, perhaps they will listen to voters.

  Peter Jahr, Verfasser der Stellungnahme des mitberatenden Landwirtschaftsausschusses. - Herr Präsident! Ich möchte im Rahmen der Haushaltsberatungen auf ein besonderes Problem in der Landwirtschaft hinweisen: Die europäische Agrarwirtschaft befindet sich mitten in einer Absatzkrise. Wir haben einen Preisverfall insbesondere bei Obst und Gemüse sowie bei Milchprodukten zu verzeichnen. Dabei handelt es sich nicht um eine von den Landwirten selbst verursachte Marktstörung, sondern um eine politisch inszenierte Krise. Bedingt durch die russischen Embargoreaktionen verfallen die Erzeugerpreise in der Landwirtschaft.

Unseren Landwirten muss geholfen werden. Beispielsweise brauchen unsere Milchproduzenten in Estland, Litauen, Lettland und Finnland bei einem Milchpreis von 19 Cent pro Liter unsere sofortige Hilfe. Dazu brauchen wir die jährlichen Rückzahlungen in den Agrarhaushalt. Es ist das Geld der Landwirte für die Landwirte. Die Entscheidung der Kommission, uns Landwirten das Geld sozusagen wegzunehmen, ist nicht sachgerecht, nicht zielführend, und ist ganz einfach eine Frechheit, die wir nicht dulden können.

Glauben Sie, dass es dann 2015 tatsächlich Auswirkungen hat und die Gelder in der ersten Säule nicht reichen und somit auch die Landwirte Kürzungen befürchten müssen?

  Peter Jahr (PPE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Herr Präsident, ich bin wirklich der Auffassung, wir haben hier eine Absatzkrise, die die Landwirte nicht selber verursacht haben, sondern die durch die Politik verursacht worden ist. Deshalb wäre es falsch, nur allein den Notstandsfonds zu aktivieren, sondern wir müssen auch die Mittel anzapfen, die quasi an uns zurückfließen. Da ist genug Geld im Fonds, insofern könnte sich die Landwirtschaft aus eigener Kraft helfen. Das müssen wir diskutieren und mit der Kommission debattieren. Ansonsten führt es dazu, dass im nächsten Jahr die Direktzahlungen aller Landwirte gekürzt werden müssen. Das ist unverantwortlich und natürlich auch keine vertrauensbildende Maßnahme für die Landwirte in der Europäischen Union.

  Silvia Costa, relatrice per parere della commissione per la cultura, la gioventù, i mezzi d'informazione e lo sport. - Signor Presidente, onorevoli colleghi, come presidente della commissione cultura e relatore del budget ringrazio la relatrice perché ha condiviso il nostro giudizio sul grave taglio, – che a mio giudizio è davvero inaccettabile e contraddittorio – che ha praticato il Consiglio, di oltre il 3,3% alla rubrica 3 che è quella che prevede alcuni programmi molto popolari come Europa creativa che sostiene la cultura, la creatività e l'industria audiovisiva, ma anche Europa per i cittadini già decurtata del 20% nel settennio, nonché le Borse Marie Curie, che sono una risposta importante ai giovani ricercatori.

Ma sono soprattutto – e questo lo dico in appoggio ad altri colleghi – a rischio i pagamenti relativi al 2014 non ancora onorati dal Consiglio che stanno compromettendo fortemente il programma Erasmus. Non è possibile parlare di Erasmus in campagna elettorale, da parte di tutti anche dai governi, e poi tagliare e non onorare gli impegni presi con i giovani ragazzi che rischiano di rimanere senza borse. Noi risegnaliamo questa come una delle precondizioni per poter andare avanti nella possibilità di sviluppare i programmi. Sappiamo che mancano delle risorse di oltre 200 milioni di euro per Erasmus, ma anche per altri programmi, che sono già stati finanziati dal punto di vista dei paesi membri, mettendo in difficoltà moltissimo i paesi membri perché sarà considerata questa una performance negativa del programma Erasmus.

  Tomáš Zdechovský, navrhovatel Výboru pro občanské svobody, spravedlnost a vnitřní věci. - Pane předsedající, já bych chtěl za oblast bezpečnosti říct, že je třeba si uvědomit, že je možná důležitější než kdykoliv předtím, a to nejen s ohledem na situaci v jižní a ve východní Evropě. Je nutné dále posilovat vnitřní bezpečnost, bojovat s ilegální imigrací nebo propojovat informace v rámci schengenského prostoru. Proto je nutné odmítnout podfinancování této oblasti, a proto absolutně nesouhlasíme s návrhem Rady, který rozpočet značně osekal a chceme ho vrátit na úroveň, kterou navrhla Evropská komise. Navíc bylo nutné navýšení rozpočtů některých agentur, jako jsou Europol, Frontex nebo eu-LISA. Jsou to hlavní programy současné Komise. My nenavrhujeme nic navíc a také se zasazujeme o digitalizaci evropského bezpečnostního prostoru.

  Danuta Maria Hübner, rapporteur for the opinion of the Committee on Constitutional Affairs. - Mr President, the 2015 budget is clearly not ‘business as usual’. The way the multiannual financial framework (MFF) for 2014-2019 was constructed has left us very low ceilings for 2014 and 2015. We have no other choice but to stick to the MFF agreement and use these ceilings fully, in particular with regard to payment appropriations. This is my first comment.

My second point is that amendments to the 2014 budget come at a low cost to Member States. There is no reason not to deliver them, because they are the precondition for stabilising the growing backlog.

My third comment: the European Parliament agreed to lower budgets for 2011, 2012 and 2013 to help Member States with their fiscal consolidation. But now is the last wake-up call to address the postponed challenges and to clear the way towards stabilisation of the entire multiannual financial framework.

Ich möchte der Kommission auch zu dem Entwurf gratulieren, weil natürlich gerade nächstes Jahr das Jahr der Entwicklungspolitik ist und hier ein Schwerpunkt gesetzt werden muss, aber wir auch sehen, dass die Dringlichkeiten und die schnellen Zahlungen von größter Bedeutung sind. Wenn man die Krisenherde betrachtet, die es rund um die Europäische Union gibt, ist es dringend notwendig, hier dementsprechend schnell mit Zahlungen zur Stelle zu sein und nicht nur Verpflichtungen zu schaffen, die dann erst sehr spät eingelöst werden können.

Ich glaube, dass die Nachbarschaftspolitik und die humanitäre Hilfe absolute Priorität haben. Deshalb verstehe ich überhaupt nicht, wieso der Rat in diesem Bereich massiv kürzt, genauso wie in der Kategorie 1, wo es um Forschung insbesondere bei Ebola und verschiedenen anderen Krankheiten geht. Hier brauchen wir dringend diese Forschungsprogramme, und der Zahlungsverzug, der in der Zwischenzeit hier eintritt, ist völlig unverantwortlich. Deshalb glaube ich, dass wir hier harte Verhandlungen führen müssen, um unsere Ziele zu erreichen.

  José Manuel Fernandes, em nome do Grupo PPE. – O Partido Popular defende um orçamento credível, solidário e que contribua para o crescimento e o emprego. Neste sentido, os cortes do Conselho em mais de 500 milhões nas autorizações e 2 100 milhões nos pagamentos são inaceitáveis. Também por isso reforçamos os programas a favor das PME, da juventude, da investigação e inovação, assim como o programa de apoio aos mais desfavorecidos. A solidariedade externa é outra preocupação, como provam os aumentos que propomos na ajuda humanitária, no apoio aos refugiados e na política de vizinhança.

Os tratados, os regulamentos financeiros, a estratégia da União Europeia 2020, o quadro financeiro plurianual 2014-2020 têm de ser respeitados. É um compromisso entre as instituições mas é também um compromisso com os cidadãos e esta estratégia Europa 2020 que guia o quadro financeiro plurianual deve ver os seus objetivos atingidos, deve ver também e ter os meios necessários para que esses mesmos objetivos sejam atingidos. Na verdade, os meios têm de estar à altura da ambição. Exige-se que o quadro financeiro plurianual, os seus programas, fundos e prioridades, entrem rapidamente em execução.

Falar do orçamento da União Europeia é falar de um orçamento que corresponde a cerca de 1% do rendimento nacional bruto, mas um orçamento que é, sobretudo, um orçamento de investimento (94% é para investimento). Tem apenas 6% de despesas para a administração e para o funcionamento das instituições, desmentindo, assim, os populistas que criticam sempre a administração das nossas instituições. E é também um orçamento que tem um elevado valor acrescentado e que, por isso, deve ser utilizado para o crescimento, para o emprego.

Espero que o Conselho não insista em reduzir o orçamento, cumpra os objetivos e ajude ao crescimento e ao emprego.

  Isabelle Thomas, au nom du groupe S&D. – Monsieur le Président, je souhaiterais tout d'abord saluer Mme la rapporteure, Eider Gardiazabal, pour son excellent travail sur le budget 2015. Il permet au Parlement d'avoir une position particulièrement ambitieuse autour d'un accord regroupant l'essentiel de ses groupes politiques. Je veux assurer Mme la rapporteure du soutien du groupe des socialistes et des démocrates, que je représente ce soir. Nous partageons sa détermination à rétablir, dans la réalité du budget, une ambition européenne pour la croissance et l'emploi.

Monsieur le Ministre, nous avions décidé, en novembre dernier, dans cette même enceinte, d'un accord sur sept ans, prévoyant des engagements budgétaires précis et des mécanismes de flexibilité indispensables. Un an après, que nous propose le Conseil?

Il refuse de mobiliser les instruments de flexibilité et il procède à 2 milliards de coupes budgétaires sur des dépenses stratégiques, des dépenses qui portent sur des actions déjà réalisées et qui attendent que l'Union paie ses factures. Oui, nous connaissons la situation difficile des finances publiques des États membres, mais ils ont décidé eux-mêmes de s'appliquer une saignée austéritaire en pleine crise. Depuis des siècles, nous savons qu'appliquer une saignée aggrave l'état de santé du malade. Et que propose le Conseil? Une nouvelle saignée et cette fois dans le budget communautaire.

Pourtant, réunion après réunion, chacun proclame vouloir un plan de relance pour la croissance et l'emploi en Europe, mais comment croire à un plan de relance quand on commence par ne pas payer ce que l'on doit?

Monsieur le Ministre, dites au Conseil que le seul acte de confiance qui relancerait cette étape est celui que vous proposent les députés aujourd'hui: remboursez aux Européens 10 milliards d'euros sur les 32 que vous leur devez.

  Bernd Kölmel, im Namen der ECR-Fraktion. – Herr Präsident! Wir reden über einen EU-Haushalt, der von der Kommission zunächst mit 142 Milliarden Euro entworfen war. Der Rat hat diesen Entwurf um zwei Milliarden Euro gekürzt, und nun schlägt die Mehrheit des Haushaltsausschusses unseres Parlaments eine Erhöhung auf 164,4 Milliarden Euro vor. Das sind immerhin 8 % mehr gegenüber dem ursprünglichen Haushalt 2014 – dies vor einem Hintergrund von hoch- und teilweise überschuldeten Mitgliedstaaten. Diese haben kein Geld, das sie für diese Erhöhungen ausgeben können.

Ein weiterer wichtiger Punkt ist, dass die EU bereits Zahlungsverpflichtungen im Volumen von 222 Milliarden Euro eingegangen ist. Davon sind aktuell 23 Milliarden Euro fällig, die Rechnungen liegen auf dem Tisch. Die EU hat aber kein Geld, diese Rechnungen zu bezahlen. Das ist ein Skandal!

Für eine Lösung des Problems muss auch der Haushalt 2015 entsprechend gestaltet werden. Daher müssen die zulässigen Verpflichtungen solange deutlich unter dem Zahlungshaushalt liegen, bis die Haushaltslücke geschlossen ist. Wer sich dem verweigert, trägt dazu bei, dass die EU vertragsbrüchig wird. Tatsächlich sind in dem jetzt vorliegenden Entwurf allerdings die Verpflichtungsermächtigungen genauso hoch eingeplant wie die Zahlungen. Das bedeutet, diese Rechnung wird auch künftig nicht aufgehen.

Vor diesem Hintergrund lehnen wir – die EKR-Fraktion – diesen Haushaltsentwurf ab, weil er eben nicht zukunftsgerichtet ist, um die bestehende Haushaltslücke, die bestehenden Zahlungsprobleme zu lösen. Darüber hinaus ist es einfach auch unseres Erachtens noch nicht erreicht, dass der Haushalt tatsächlich auf die Zukunftsanforderungen ausgerichtet ist, die insbesondere bedeuten, dass man nachhaltig Wachstum fördern muss, dass man nachhaltig auch Arbeitsplätze fördern muss.

  Kaja Kallas, on behalf of the ALDE Group. – Mr President, during the negotiations on the 2015 budget, my Group strongly supported the need to focus on administration efficiency and selected priorities. Savings cannot happen in one day, as we still need to have functioning EU institutions. That is why a budget increase for the Court of Justice is needed to deliver judgments on time, as delays simply hamper the functioning of the single market.

The same goes for the budget of the External Action Service, as we need to provide further assistance to Ukraine.

As far as other institutions are concerned, any new spending or creation of posts should be more carefully thought through, as new posts create a snowball effect of new spending with a new need for offices and buildings. It is absolutely essential to apply fully the principles of administration efficiency and transparency on spending as this will help reinforce citizensʼ trust in the EU institutions.

  Indrek Tarand, on behalf of the Verts/ALE Group. – Mr President, about forty minutes ago I was forced to quote the Ancient Roman, Cato, and now Mr Zanetti has forced me to quote George Orwell. Because the way that the Council depicts the budget reality would certainly have impressed Big Brother when it comes to propaganda. The Council wants to make us believe that everything is fine; that the Council is enhancing EU competitiveness, thus countering the effects of the crisis and making Europe ready to face further tough globalisation challenges.

In reality, thanks to the Council, universities and research stakeholders will have to wait longer and longer in order to receive their EU funds. Even more SMEs will go bankrupt because EU funds for their projects do not arrive and NGOs will face even tougher bureaucratic hurdles as the Commission will do everything possible to delay its payments as it simply does not have enough money to honour all its contracts – well ʽm.

The result is clear. The EU institutions will become even less credible; maybe some in the Council actually want this. The quality of EU research will go down and our SMEs will become less competitive. This is to say nothing of the victims of natural disasters and civil wars throughout the world. The Council is telling them: do not count on the European Union.

On the other side, Parliament has assumed its responsibilities and I would like to congratulate our rapporteurs for the excellent work they did. They can count on our Group’s support in tomorrow’s vote, except for a few points where we have different views. For example, on the necessity to finance a very cost-intensive fusion energy plant which will only produce results in 2050, if at all. However, I am happy that thanks to the efforts of the Green Group the EU budget will be a little greener by reserving more funds for renewable energy, recycling activities and green entrepreneurial innovations.

  Marco Valli, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, io ho 29 anni e per la prima volta quest'anno ho potuto contribuire a questo lavoro sul budget dell'Unione europea e mi sento di fare un paio di puntualizzazioni, di dare un paio di suggerimenti ai colleghi e a chi è qua ad ascoltarmi. In primo luogo vorrei entrare nel merito dei programmi e vedere le performance dei fondi europei e dei programmi che andiamo a stanziare, perché non è detto che un fondo con un bel nome abbia poi dopo delle performance efficienti, quindi controlliamo bene la spesa dell'Unione.

Poi abbiamo proposto e a malincuore sono stati bocciati, numerosi tagli a quelli che sono gli sprechi e la spesa pubblica appunto improduttiva. Potremmo usare meglio forse i soldi dei contribuenti e mi riferisco, sono proprio necessari 28 milioni l'anno ai partiti e 14 milioni l'anno alle fondazioni politiche? Sono proprio necessari 12 milioni di euro per le comunicazioni di propaganda sull'euro e sull'Europa? Sono necessari i fondi di preadesione per centinaia di milioni quando Juncker ha annunciato che non ci saranno nuovi ingressi durante il suo mandato?

Possiamo trovare un modo di far pervenire le risorse ai cittadini contribuenti europei o volete continuare a gestire malamente queste decine di miliardi provenienti da sacrifici? Sacrifici dei lavoratori, lavoratori che ogni giorno aprono le saracinesche dei loro negozi e pagano contributi per fare appunto progredire la società.

  Ελευθέριος Συναδινός (NI). - Κύριε Πρόεδρε, σήμερα για μια ακόμη φορά μέσα από το πλαίσιο της συζήτησης για το προσχέδιο του προϋπολογισμού του 2015, επιβεβαιώνεται ότι η Ευρωπαϊκή Ένωση με τον τρόπο που έχει οργανωθεί και ασκεί την εξουσία της έχει χάσει τον προσανατολισμό της. Έχει μετατοπίσει το κέντρο βάρους της περισσότερο προς τους αριθμούς και την οικονομική εξουσία παρά προς τους ίδιους τους πολίτες της.

Από τη μια μεριά το Συμβούλιο προσπαθεί να χειραγωγήσει τους ευρωπαίους πολίτες ώστε να διατηρήσει την εξουσία πάνω τους. Τους υπόσχεται ανάπτυξη, χρήματα, θέσεις εργασίας και ένα καλύτερο αύριο, χωρίς να είναι σε θέση να επιχειρηματολογήσει ουσιαστικά από πού θα βρεθούν τα συγκεκριμένα αυτά κονδύλια. Από την άλλη, το Ευρωπαϊκό Κοινοβούλιο με την πολυφωνία του και την βαβυλώνια σύνθεσή του δεν μπορεί να δει ξεκάθαρα τον δρόμο που πρέπει να ακολουθήσει για το καλό των πολιτών της Ενωμένης Ευρώπης. Χάνεται στις διαδικασίες και τους μικροκομματικούς διαξιφισμούς των πολυάριθμων αντιπροσωπευτικών μελών του προς τέρψη των εθνικών τους ψηφοφόρων.

Ποιο είναι το όφελος από αυτόν τον προϋπολογισμό όπως σχεδιάζετε να εφαρμοστεί; Πώς βοηθάτε τις χώρες που έχουν οικονομική κρίση; Μια κρίση τεχνητή που οδηγεί στον έλεγχο των εθνών. Αλλά ξέχασα, εσείς δεν ασχολείστε με ανθρώπους, δεν ασχολείστε με ψυχές, ασχολείστε με αριθμούς επιχειρήσεις και μνημόνια. Δεν ασχολείστε με τους νέους, με τους ανέργους, ασχολείστε με προγράμματα, χρηματοδοτήσεις εταιρειών και εργοδότες. Ασχολείστε δηλαδή με το κεφάλαιο, τις τράπεζες και τα συμφέροντα. Τέτοιους προϋπολογισμούς δεν θέλουμε. Τέτοιες πολιτικές είναι πολιτικές εξαπάτησης, είναι πολιτικές ομίχλης και αποπροσανατολισμού. Τέτοιες πολιτικές θα τις καταδεικνύουμε και θα τις καταψηφίζουμε.

  Jan Olbrycht (PPE). - Panie Przewodniczący! Dyskusje na temat budżetu rocznego zawsze są dyskusjami o kształcie Unii. W gruncie rzeczy zapominamy, że przecież mówimy o bardzo niewielkim wkładzie państw członkowskich do budżetu wspólnego, gdyż państwa członkowskie większość pieniędzy zachowują dla siebie, a dyskutujemy tak, jakby Unia odpowiadała za wszystko, co dzieje się w każdym państwie członkowskim. Staramy się o budżet unijny, który ma mobilizować pewne działania i uruchamiać mechanizmy, a przecież rok 2015 jest drugim rokiem perspektywy finansowej, to jest rok, w którym będą spływały rachunki zgodnie z zasadą n+2 z roku 2013, to jest ostatni rok rozliczenia poprzedniej perspektywy. Możemy się spodziewać nawarstwiania wydatków, w związku z czym, jeśli wiemy o tym, że budżet będzie bardzo trudny i wydatki będą większe, nie możemy wykonywać ruchu takiego, żeby budżet zmniejszać – co oznacza, że jesteśmy dzisiaj w atmosferze zbliżającego się kryzysu budżetowego. Już to kilka razy przerabialiśmy. Parlament jest gotów do zdecydowanych i ostrych działań, jeżeli chodzi o koncyliacje, jesteśmy gotowi twardo bronić naszego stanowiska.

  Jens Geier (S&D). - Herr Präsident, liebe Kolleginnen und Kollegen! Es gibt zwei Lager in diesem Haus. Die einen beklagen sich darüber, dass die EU zu teuer ist, und die anderen – zu denen ich auch gehöre –gehen davon aus, dass die EU Aufgaben zu erfüllen hat. Wir stehen im Haushaltsverfahren immer wieder vor der schwierigen Situation, dass die Mitgliedstaaten auf der einen Seite der EU Aufgaben zuweisen und die EU diese Aufgaben natürlich auch ausführen soll – meistens haben die Mitgliedstaaten sich ja auch etwas dabei gedacht, dass es auf der europäischen Ebene erledigt werden soll –, und anschließend die Mitgliedstaaten sagen: Ja, aber bezahlen tun wir für die Aufgabe nicht.

Jetzt kann man sich als Haushaltskontrolleur – der ich auch bin – sicherlich viele Gedanken darüber machen, wie man die Zahlungen in der Europäischen Union effektiver gestalten kann. Wie kriegen wir unseren Haushalt etwas besser in den Griff? Da müssen wir feststellen, dass genau die Management- und Kontrollsysteme der gleichen Mitgliedstaaten nicht in Ordnung sind und dort oft mit dem europäischen Geld Schindluder getrieben wird. Wir sind also in einer intensiven Diskussion mit dem Rat darüber, wie wir den europäischen Haushalt in den Griff kriegen und wie wir ihn besser steuern. Aber, Herr Zanetti, das kriegen wir nicht mit Kürzungen hin. Und Kollege Kölmel, das kriegen wir wahrscheinlich auch nicht hin, indem wir die Verpflichtungen herunterfahren, denn die sind nicht aus der Luft gegriffen, sondern abgeleitet aus den Aufgaben, die die Europäische Union zu erfüllen hat.

Zu den anderen Institutionen: Wir haben ja eine Situation, in der das Europäische Parlament seinen Haushalt erhöhen muss. Das geht zurück auf zwei Sondereffekte, die mit dem Ende der Legislatur zu tun haben. Zum ersten Mal gehen größere Teile unserer Kolleginnen und Kollegen entsprechend dem Abgeordneten-Statut in die Rente, und das Europäische Parlament hat das Geld dafür zu bezahlen. Das ist ein Sondereffekt, den auch der Rat an der Stelle zur Kenntnis nehmen muss, wenn er sich über den Haushalt der anderen Institutionen unterhält.

  Anders Primdahl Vistisen (ECR). - Hr. formand! Europa har lige været igennem en kæmpe krise, mange europæiske lande har måttet skære ganske drastisk i deres budgetter. Alligevel står vi her i dag og behandler et budgetforslag, hvor et flertal i dette Parlament ønsker at fortsætte forbruget, blive ved med at bruge penge, der ikke er der, fordi vi synes, vi er bedre til at bruge pengene end de nationalstater, der finder dem til os. Det er simpelthen ikke acceptabelt! Derfor vil jeg på vegne af ECR-Gruppen meget gerne appellere til mine kolleger om, at man sammen med Rådet holder det aftalte budgetloft, som forelå fra Rådets side, så vi sammen kan få Europa ud af krisen og videre på en bedre vej. Vejen ud af denne krise er ikke som nu, at man bliver ved med at foreslå penge til flere og flere projekter, der oftest ender i for meget spild og frås. Vejen ud, det er at vi tager skeen i den anden hånd, tager os selv alvorligt som Parlament og påtager os opgaven med at spare på budgettet og ikke bruge mere på os.

  Pablo Echenique (GUE/NGL). - Señor Presidente, la ausencia de democracia y una democracia de cartón piedra son dos cosas muy parecidas. En este gran teatro europeo, hoy somos actores en un drama con final conocido: más austericidio, más desempleo, más miseria.

En el primer acto de la obra, la Comisión Europea propone unos presupuestos raquíticos para 2015: ni cohesión, ni I+D, ni estímulos contra el desempleo, ni fomento de las energías renovables, ni nada. Lo que es grande en las bocas es pequeñito y rácano en las cifras.

En el segundo acto del drama, llega el Consejo, recorta 500 millones más y entonces, en el acto final, sus Señorías de todo el arco parlamentario se muestran muy contestatarias y muy keynesianas, pero solo con la segunda parte. Aceptan las tres cuartas partes del recorte, pero quedan muy bien ante los medios.

Si sus Señorías aprueban estos presupuestos irresponsables, no pueden sorprenderse de que los millones de personas que viven una emergencia económica den la espalda a las instituciones que ya ni les sirven ni les escuchan. Si sus Señorías convierten este Parlamento en un teatro, no se sorprendan después de que la gente convierta los teatros, las calles y las plazas en parlamentos de verdad, en parlamentos llamados a sustituir a este.

  Monika Vana (Verts/ALE). - Herr Präsident! Die designierte Budgetkommissarin Georgieva hat in der Anhörung des Haushaltsausschusses gesagt, das EU-Budget betreffe direkt das Leben der Menschen, und für uns als Europapolitiker und -politikerinnen sei es eine Aufgabe, den Mehrwert des europäischen Budgets zu erklären. Ich möchte diese Aussage unterstützen. Deshalb finde ich es umso fragwürdiger, warum der Rat ein Budget vorlegt, das ausgerechnet bei den für das Leben der Menschen so wichtigen Bereichen wie zum Beispiel Wettbewerbsfähigkeit, Wachstum und Beschäftigung, Soziales und Forschung kürzt, sodass die Europa-2020-Ziele in noch weitere Ferne rücken als sie es jetzt schon sind, warum ausgerechnet im Europäischen Jahr der Entwicklung Gelder für die Entwicklungszusammenarbeit gestrichen werden und auch die humanitäre Hilfe zusammengekürzt wird, warum das Problem der outstandig payments, der Zahlungslücke, immer noch nicht gelöst ist, sodass Fördernehmer und Fördernehmerinnen um ihre zugesagten Zahlungen fürchten müssen und warum immer noch so antiquierte, überholte Förderungen existieren wie für den Stierkampf und für Bauern, die nur dafür Zuschüsse erhalten, dass sie Stiere zum Zwecke des Stierkampfs züchten.

Wir Grüne werden morgen entsprechende Änderungsanträge zur Abstimmung stellen und hoffen, dass viele Kolleginnen und Kollegen in diesem Hause ihre Verantwortung wahrnehmen. Es geht um die Glaubwürdigkeit dieses Hauses und des EU-Budgets.

  Jonathan Arnott (EFDD). - Mr President, the Group standing up for democracy in this Parliament is back. Democracy will not be silenced. I do not intend to give a speech so much as to ask Members a few questions about their consciences and about how they are going to vote, in the light of the payments problem, and the fact that the European Union is currently spending money which it does not have.

We do not need tax payers to pay for cruelty to animals. Will you vote to scrap EU subsidies for bullfighting? At a time of austerity we do not need a self-aggrandising museum. Will you vote to scrap the House of History? Will you vote to scrap the gentleman’s agreement between the Parliament, Council and Commission that keeps costs for all three high?

Will we vote to cut our own salaries and allowances? Will we vote to scrap funding for Europarl TV? I am going to vote in line with the wishes of my constituents, not in line with the wishes of the Euro elite. Will you do the same? Sadly, for many in this place, I think I already know the answer.

  Sophie Montel (NI). - Monsieur le Président, ce budget général de l'Union européenne pour 2015, présenté comme le remède miracle pour relancer et stimuler la croissance, créer des emplois ou encore favoriser la compétitivité et l'investissement dans l'ensemble des vingt-huit États membres, n'est qu'un leurre.

À l'instar des budgets précédents, d'ailleurs, aucune économie réelle ne sera réalisée par l'Union, toute section, toute action, tout programme, tout projet étant jugés évidemment nécessaires, indispensables et hautement prioritaires.

À gauche comme à droite, vous réclamez des dépenses et encore des dépenses qui finiront tôt ou tard par être financées par un impôt européen direct. Exit la rigueur budgétaire, pourtant exigée auprès des États membres. L'Union se pose en autorité supranationale qui n'obéit qu'à ses propres règles, y compris en matière budgétaire.

Pourtant, la situation économique et sociale de la zone euro aurait dû vous faire réfléchir. Croissance atone, récession en vue, explosion du chômage, accélération de la paupérisation, hausse constante des défaillances d'entreprises, délocalisations sans fin, voilà quelques exemples très concrets des résultats de toutes vos politiques européennes.

Vous avez imposé aux peuples, avec la complicité des gouvernements de droite et de gauche, la monnaie unique. En France, le pouvoir d'achat de nos compatriotes a fondu comme neige au soleil, paralysant le moteur de la consommation. Vous avez imposé le dogme ultralibéral et la concurrence libre et non faussée. En France, nos entreprises et nos industries se sont retrouvées pieds et poings liés face à une concurrence totalement déloyale venue des pays à bas coûts de production. Vous avez imposé la directive dite des travailleurs détachés, créant ainsi en toute légalité et avec le plus grand cynisme, en France, un monstrueux dumping social, le moins-disant au regard des coûts entraînant le moins-disant sur le plan social dans des secteurs d'ailleurs directement liés à l'investissement, tels que le BTP, les travaux publics ou encore les transports. Vous appelez de vos vœux à toujours plus d'immigration, alors même que la France compte plus de cinq millions de chômeurs et 8,4 millions de pauvres.

Voilà votre Europe, celle de la soumission aux marchés et aux banques, de l'ultralibéralisme, du chômage, de la désindustrialisation et de la croissance nulle.

  Marian-Jean Marinescu (PPE). - Domnule Președinte, poziția Consiliului față de propunerea de buget 2015 este inacceptabilă. Reducerea creditelor de plată pentru 2015 cu 2,1 miliarde afectează în special fondurile destinate competitivității pentru creșterea economică și ocupării forței de muncă și contravine flagrant angajamentului din partea Consiliului de a depăși criza și de a revigora creșterea economică. Creditele de plată sunt legate de contribuțiile naționale, iar statele membre au în continuare atitudini negative. Pactul de stabilitate și creștere nu se respectă doar prin micșorarea contribuțiilor naționale, dimpotrivă. Acordurile de parteneriat trebuie să asigure convergența maximă între fondurile structurale și de investiții și bugetele naționale, iar strategiile naționale trebuie elaborate rapid pentru a eficientiza utilizarea fondurilor și a genera creștere economică durabilă. Problema recurentă a insuficienței creditelor de plată trebuie rezolvată urgent, volumul restanțelor de plăți din ultimii ani, 23,4 miliarde la sfârșitul anului 2013 numai în cadrul politicii de coeziune, trebuie diminuat drastic. Susțin majorarea cu 4 miliarde a nivelului plăților propuse de Comisie la o serie de linii bugetare, inclusiv la cele dedicate onorării obligațiilor aferente cadrului multianual financiar 2007 - 2013. Concilierea privind bugetul 2015 trebuie să fie condiționată de finalizarea negocierilor privind nevoile de plată suplimentară pentru 2014.

  Daniele Viotti (S&D). - Signor Presidente, onorevoli colleghi, c'è un'espressione italiana che credo il sottosegretario Zanetti conosce sicuramente che dice "buttare il cuore oltre l'ostacolo". È un'espressione che significa mettere passione e coraggio per raggiungere gli obiettivi che si hanno e che ci si dà. L'obiettivo in questo caso, che è un obiettivo condiviso – credo in quest'Aula – è quello di tornare alla crescita. Ci diciamo tutti d'accordo, ormai da tempo, di avere dopo dieci anni di cosiddetta austerity finalmente un'Europa che punta di nuovo alla crescita e punta ad investire sulla ricerca, sullo sviluppo, sull'ambiente, sulla formazione, sul lavoro. Punta a investire sull'Europa. Punta a investire sul proprio futuro.

Ci sono tanti strumenti per raggiungere questo obiettivo. Il piano Juncker, di cui aspettiamo con ansia la proposta. L'ha detto la nostra relatrice: c'è la revisione del quadro finanziario pluriennale e c'è anche il bilancio tra questi strumenti. Anche il bilancio può essere uno degli strumenti, lo crede la Commissione, lo crede questo Parlamento. Il tema è se ci crede anche il Consiglio. Se anche il Consiglio crede che il bilancio possa essere uno strumento per arrivare a una nuova situazione, a una nuova condizione e le condizioni per prendere una nuova direzione ci sono tutte. C'è un nuovo Parlamento, c'è una nuova Commissione che sta per insediarsi, c'è una guida del semestre europeo che è una guida vitale. Il tema è – e quindi la domanda che pongo è – se questa guida ci vuole mettere la passione e il coraggio, perché la crescita, se un obiettivo è condiviso, è perché anche attraverso lo strumento del bilancio che possiamo raggiungere questo obiettivo in cui tutti crediamo.

  Christian Ehler (PPE), Frage nach dem Verfahren der „blauen Karte“. – Ich möchte noch einmal eine Frage im Zusammenhang mit dem Haushalt stellen, der spezifisch Horizon 2020, also das Forschungsprogramm betrifft. Wir gehen mit 8,6 Milliarden EUR payments aus dem alten FP7 jetzt in Horizon. Jetzt folgen noch einmal Kürzungen von 1,1 Milliarden, das heißt, wir sind bei 10 Milliarden payments, die im Moment nicht vorhanden sind, bei einem Programm von knapp 70 Milliarden. Ich möchte die Kommission, aber auch den Rat vor diesem Hintergrund noch einmal fragen: Was bleibt übrig von dem innovativen Europa?

  Richard Ashworth (ECR). - Mr President, I welcome the Juncker proposals to increase spending on jobs and growth, but unless that extra spending is matched by cuts in inefficient programmes and greater strategic prioritisation, then 12 months from now we will be seeing a bigger pile of unpaid bills and ever-increasing rows. It is the Member States who, on the one hand, have the responsibility for spending 80% of the budget and who, on the other hand, restrict the size of the budget. I am not calling for a bigger budget – Council was right to cap revenue – but I am insisting that there is an urgent need for greater budgetary discipline and control. If we do not, our payments problem will only get worse. Furthermore, should the three institutions prove themselves incapable of exercising that control, should the commitments budget prove to be in excess of funding available, or should this budget place the budgetary authority in an unlawful position, is it not time that we came to consider the establishment of an independent office of budgetary responsibility?

  Miguel Viegas (GUE/NGL). - Senhor Presidente, a nossa posição face ao orçamento e face a esta proposta reflete o nosso posicionamento relativamente a esta União Europeia com a sua matriz neoliberal, federalista e militarista.

O orçamento da União Europeia é a expressão concreta de uma linha política orientada para a promoção do desmantelamento dos serviços públicos, a perda dos direitos sociais e laborais e as parcerias público-privadas. Este é o orçamento que dá suporte à austeridade, ao Semestre Europeu e a todas as agências que fiscalizam e condicionam as políticas dos Estados-Membros e castiga os maus alunos. É o orçamento que dá suporte às ingerências cada vez mais agressivas em diversos pontos do globo, que constrói uma Europa Fortaleza, cada vez menos solidária com os seus vizinhos.

Esta farsa, ou esta pseudodisputa entre a Comissão e o Conselho, não nos pode desviar do essencial, que é a condenação das políticas neoliberais desta União Europeia, suportadas por este orçamento.

  Marco Zanni (EFDD). - Signor Presidente, onorevoli colleghi, il Consiglio ha sicuramente sbagliato l'approccio per affrontare il bilancio, proponendo tagli lineari senza entrare nello specifico delle singole voci di bilancio. Il Parlamento però – a mio avviso – ha ripetuto lo stesso errore, ripristinando in blocco le linee andando addirittura oltre in alcuni casi. Dobbiamo quindi evitare di finire in un braccio di ferro estenuante e controproducente per tutti.

Io sono arrivato qua da poco, ma due cose mi sembrano abbastanza chiare: abbiamo risorse scarse e c'è un problema con i pagamenti arretrati. Riduciamo quindi dove è possibile a partire dagli sprechi delle istituzioni europee, Parlamento compreso. Domani vediamo chi voterà tra di noi per ridurre queste inutili spese. Credo che potrebbe essere un piccolo segnale, ma che i cittadini europei apprezzerebbero sicuramente.

Per limitare in futuro il problema dei pagamenti, invece a mio avviso, la soluzione al momento è soltanto una: ridurre gli impegni. E possiamo partire ad esempio dai fondi preadesione alla Turchia, che in ogni caso sicuramente non entrerà a breve nell'Unione europea, oppure possiamo bloccare i finanziamenti al nucleare o cancellare i finanziamenti alle fondazioni politiche. Ci sono diverse opzioni disponibili, serve soltanto la volontà politica per farlo.

  Edouard Ferrand (NI). - Monsieur le Président, il est tard et la plupart des agriculteurs européens sont couchés à cette heure-ci, mais c'est aussi un moment de vérité pour eux.

Sans vouloir trop tarder, je vous dirai simplement que l'agriculture est le parent pauvre du budget. Le budget de l'agriculture pour 2015 est celui de la capitulation. La capitulation devant d'autres nécessités de produire, avec la généralisation des aides découplées. La capitulation devant la baisse du revenu des agriculteurs, français et européens, dont les aides diminuent fortement en raison de ce budget. La capitulation encore – et ce n'est pas fini – devant les grands blocs concurrents, comme les États-Unis qui, par leur nouveau farm bill, reprennent à leur compte la logique de production que vous avez abandonnée. Enfin, la capitulation qui vous conduit aujourd'hui à rogner les objectifs originels de la PAC: assurer notre autosuffisance alimentaire, préserver des revenus décents pour les agriculteurs européens ainsi que garantir la qualité et, notamment, la traçabilité de nos produits.

  Ingeborg Gräßle (PPE). - Herr Präsident, Herr Kommissar, Herr Ratspräsident, liebe Kolleginnen und Kollegen! Es ist schon ein Wahnsinn, was hier für Reden gehalten werden, das muss ich schon sagen. Die Sachkunde ist ja dann doch auch überschaubar. Herr Kollege, wie man bei einem Landwirtschaftsetat von 59 Milliarden von einer Kapitulation sprechen kann, das möchte ich mal wissen.

Ich möchte das Budget 2015 als Budget für Wachstum und Beschäftigung bezeichnen. Deswegen finde ich es bedauerlich, dass aus diesem Budget, in dem wir so viel gegen Jugendarbeitslosigkeit und für die Jugendgarantie tun, niemand diese Mittel in Anspruch nehmen will. Die Arbeitsminister der Mitgliedstaaten haben öffentlichkeitswirksam ein Paket geschnürt mit 6 Milliarden Euro für die sogenannte Jugendbeschäftigungsinitiative, und jetzt sehen wir, dass es bei der Umsetzung der Beschlüsse gewaltig hapert. Der Rat ist in seiner Lesung des Haushaltsentwurfs auch nicht einmal davor zurückgeschreckt, die Zahlungsermächtigungen im Europäischen Sozialfonds – aus dem unter anderem auch die Mittel für die Bekämpfung der Jugendarbeitslosigkeit stammen – zu kürzen. Dabei wäre es dringend notwendig, gerade in dem Bereich die Mittel so zu belassen.

Leider haben die Mitgliedstaaten auch keine Eile bei der Umsetzung der vereinbarten Maßnahmen. Tatsächlich ausgegeben wurden von den 6 Milliarden Euro für die Jugendbeschäftigungsinitiative erst einige Hunderttausend Euro. Bis heute haben sich gerade einmal drei Mitgliedstaaten – Frankreich, Italien und Litauen – operationelle Programme für Jugendbeschäftigung von der Kommission genehmigen lassen. Von dem französischen Programm profitieren wohlgemerkt gerade einmal 10 000 Schulabgänger.

Von daher kann man eigentlich nur sagen: Macht euch dran und liefert, und versprecht nicht nur!

  Paul Tang (S&D). - Voorzitter, ik wil graag één punt maken over de begroting voor 2015. Wat we zien is een jaarlijks conflict tussen de landen en de Europese instellingen. Het is te verleidelijk om ja te zeggen en nee te doen, om verplichtingen aan te gaan en de betalingen achterwege te laten, zeker in zware tijden als deze. Het is een jaarlijks conflict en het is een conflict zonder winnaars. De nadelen zijn groot, het versterkt het beeld van te hoge uitgaven, hoewel feitelijk de uitgaven sinds 2013 omlaag zijn gegaan.

En bovendien, de Europese Commissie bouwt verkapt, bijna stiekem, een schuld op, wat niet zou mogen. Rekeningen blijven liggen, waardoor investeringen in kennis en onderzoek in gevaar komen. Dat is geen versterking van de Europese economie, juist in deze tijd van lage groei en weinig banen. Het is een conflict zonder winnaars.

Daarom ben ik blij als het Europees Parlement duidelijk stelling neemt en de bezuinigingen op rubriek 1A terugdraait. Maar ik ben ook blij met het gebaar, als het Europees Parlement dat maakt, om elke partij te laten komen met de structurele oplossingen voor dit jaarlijkse ingebakken conflict. Ik hoop dat dit gebaar wordt gezien door de Commissie. Ik hoop dat dit gebaar wordt gezien door de lidstaten. Het wordt in ieder geval gezien in Nederland en daar positief opgevat. Laten we ons niet in het jaarlijkse ingebakken conflict gevangenhouden.

  Zbigniew Kuźmiuk (ECR). - Panie Przewodniczący! W tej debacie chciałbym zwrócić uwagę na dwie kwestie. Po pierwsze, na konieczność podjęcia decyzji o podtrzymaniu przez Parlament swego stanowiska w sprawie podwyższenia poziomu płatności do 146 mld euro, a więc o ponad 6 mld więcej niż postanowiła Rada. To podwyższenie środków na płatności i tak jest tylko częściowym rozwiązaniem problemu zaległości w płatnościach, które – jak słyszeliśmy – wynoszą już ponad 30 mld euro, a 10 mld trzeba wręcz zapłacić od ręki.

Po drugie, chciałbym zdecydowanie przestrzec Parlament przed wsparciem decyzji Komisji, która chce finansować w 2015 r. walkę z wirusem Ebola ze środków rezerwy kryzysowej tworzonej w ramach wspólnej polityki rolnej. Decyzja Komisji, aby blisko 450 mln euro, czyli większość tej rezerwy, przeznaczyć na walkę z wirusem, jest nieodpowiedzialna w sytuacji, kiedy mamy pewność, że rosyjskie sankcje na unijną żywność zostaną podtrzymane także w 2015 r. Przecież ze środków uruchamianych w tegorocznym budżecie skorzystało tylko niewielu rolników, a straty ponoszą wszyscy sprzedający na rynku.

  Siegfried Mureşan (PPE). - Domnule Președinte, domnule ministru, domnule comisar, într-o perioadă în care majoritatea statelor membre fac eforturi semnificative pentru a-și stabiliza economiile prin măsuri de consolidare fiscală și reforme structurale, fondurile europene sunt printre puținele surse de investiții stabile predictibile pentru următorii șapte ani. de aceea, cred că bugetul Uniunii Europene trebuie să rămână un buget al investițiilor. Anul trecut, noi, Parlamentul European, am acceptat reducerea pentru prima dată a bugetului multianual al Uniunii Europene, deși, poate mai mult ca oricând, era nevoie de creșterea acestuia, în special în domenii precum cercetarea, inovarea, investițiile în infrastructură, pentru ca Europa să devină mai competitivă, să facă față mai bine competiției globale. Acceptând o reducere a bugetului, noi, Parlamentul, am luat în considerare îngrijorările statelor contributoare nete. La aceste reduceri, însă, se adaugă și neplata datoriilor Uniunii Europene către cei ce au prestat servicii față de Uniunea Europeană și așteaptă, pe bună dreptate, să fie plătiți. Asta reduce perspectivele de creștere economică la nivelul statelor membre. Atitudinea Consiliului este inacceptabilă și nejustificată. Consecințele negative pentru economia reală sunt semnificative. Încălcarea angajamentelor de către Consiliu are efecte negative asupra relansării economice la nivelul Uniunii Europene. Investițiile în infrastructură, cercetare, inovare, reprezintă motorul relansării economice. Un ultim lucru pe care vreau să-l spun este că susțin și eu mobilizarea marjei pentru situații neprevăzute. Cred că este singura soluție prin care putem stabiliza situația actuală.

  Victor Negrescu (S&D). - În primul rând vreau să felicit raportorul pentru un buget european bine construit. Pentru prima dată avem o structură de buget pe care Parlamentul European o propune, ce ține cont de nevoile cetățenilor. Un buget ce acordă o prioritate tinerilor, inovării, IMM-urilor sau politicilor sociale. În acest sens, vreau să salut faptul că acest buget cuprinde un proiect-pilot pe care l-am inițiat, ce prevede identificarea și implementarea unor soluții destinate creșterii accesului la servicii medicale în mediul rural. Prin acest proiect, reușim să arătăm că bugetul european se implică acolo unde cetățenii au nevoie, în domeniul sănătății. De asemenea, reușim să întindem o mână către mediul rural și să arătăm că Uniunea Europeană acționează și la acest nivel. Îmi exprim convingerea că proiectele-pilot și acțiunile pregătitoare inițiate de către parlamentarii europeni sunt mecanisme legislative extrem de utile și care pot crește transparența, dar și permite cetățenilor să fie implicați în construcția bugetară. Acum ne rămâne doar ca statele membre și Consiliul să înțeleagă că avem nevoie de acest buget european, că fără resursele financiare europene proiectele de interes comun de o dimensiune europeană nu ar exista. Avem datoria să arătăm că bugetul european răspunde nevoilor de zi cu zi ale cetățenilor și trebuie să arătăm cum acest buget vine în sprijinul lor.

  Patricija Šulin (PPE). - Predsedujoči, hvala za besedo. Proračunska razprava razgalja dvolično retoriko, ki jo uporabljajo države. Doma izpostavljajo koristi in pomen investicij za kreiranje delovnih mest, nato pa na evropski ravni v Svetu zmanjšujejo investicijske izdatke, ki jih Evropska unija danes potrebuje bolj kot kdajkoli prej.

Še posebej se mi zdi pomembno v proračunu za leto 2015 obdržati dovolj sredstev za raziskave, inovacije in izobraževanje, da bi Evropska unija ostala vodilna na tem področju ter da bi ustvarjala kakovostna delovna mesta in bila konkurenčna v globalni ekonomiji. Rast v Evropski uniji lahko dosežemo le s strukturnimi reformami in zato potrebujemo dobro planirana sredstva.

Svetov predlog ogroža kredibilnost Evropske unije in krši sprejete dogovore. Konec lanskega leta je bil sprejet novi, bistveno nižji večletni finančni okvir za obdobje 2014-2020. Parlament ga je podprl pod pogojem, da države članice zagotovijo, da ne bo več prihajalo do ponavljajočih se izpadov v plačilih, ki Evropski komisiji onemogočajo spoštovanje njenih pravnih in finančnih zavez. Predlagane spremembe Sveta niso v duhu tega dogovora. Pravzaprav že danes vemo, da se bomo ob takšnem predlogu konec drugega leta spet pogovarjali o izpadlih plačilih. Tudi zaradi tega je treba nujno razmisliti o dodatnih prihodkih iz naslova lastnih sredstev, ki so zaenkrat ostali le na ravni glob in zamudnih obresti. Hvala.

  Vladimír Maňka (S&D) - Európska únia má svoju stratégiu, ale na jej plnenie neposkytuje dostatok rozpočtových zdrojov. Za všetko hovorí 26 miliárd eur nezaplatených faktúr. Ohrozujeme tým dôveru celej spoločnej Európy. Vidíme, že rozpočet v budúcnosti nemôže byť závislý od toho, či si Rada splní svoje záväzky alebo nie. Potrebujeme preto vytvoriť inteligentný rozpočet európsky, ktorý Európskej únii poskytne vlastné zdroje na dosiahnutie jej ambícií bez toho, aby sa zvýšila celková daňová záťaž na obyvateľov. Vezmime z vnútroštátnej úrovne všetko, čo dokážeme urobiť na európskej úrovni efektívnejšie. Tam sú úspory a zdroje v intenzívnejšej európskej integrácii. Ak má byť rozpočet Európskej únie pre občanov dôveryhodný, musí byť príkladom v oblasti riadenia, efektívnosti, transparentnosti a kontroly.

  Ivan Štefanec (PPE) - Pri každom rozhodovaní v Európskom parlamente by sme mali mať na pamäti predovšetkým naše ciele, a tými sú prioritne rast a zlepšenie zamestnanosti našich občanov.

Štruktúra rozpočtu vždy takéto ciele veľmi ovplyvňuje. Preto vždy budem presadzovať, aby sme mali menej nákladov na spotrebu, na administratívu, ale viac na podporu malého podnikania, vedy, výskumu, inovatívnych technológií. Takéto návrhy budem vždy podporovať. Aj keď sa tu snažíme o vyrovnaný rozpočet, naše dlhy stále rastú a dokonca roka by mali dosiahnuť až úroveň 30 miliárd eur, preto potrebujeme zlepšiť platobnú disciplínu a predovšetkým dodržiavať pravidlá. Na jednej strane tu hovoríme o platbách do 30 až 60 dní, ale na druhej strane nám dlhy narastajú. Preto si myslím, že potrebujeme zaviesť sankcie za neplatenie aj na úrovni európskych inštitúcií, aby sme zlepšili disciplínu pri platbách a aby sme dodržiavali pravidlá, len vtedy môže európsky rozpočet naozaj fungovať. Často hovoríme o výdavkovej stránke, ale ja považujem ešte za dôležitejšiu príjmovú časť rozpočtu, ktorá môže fungovať len vtedy, keď bude fungovať prostredie pre tvorbu pracovných miest.

Preto by sme mali viac hovoriť o zlepšení konkurencieschopnosti, nižších daniach, odvodoch, lepšom pracovnom práve a podpore vzdelávania, vedy, výskumu. Verím, že na túto tému budeme viac hovoriť a že sa nám bude v tomto dariť.

  Pina Picierno (S&D). - Signor Presidente, onorevoli colleghi, io non posso che rafforzare quanto è stato già espresso dai miei colleghi socialdemocratici, dalla relatrice Eider che ringrazio. Ora attendiamo che il Consiglio faccia la sua parte per continuare a sostenere l'Unione europea, perché in fondo è di questo che si tratta.

E vorrei soffermarmi, Presidente, su due aspetti che ho portato all'attenzione della commissione per i bilanci attraverso alcuni emendamenti. Il primo, è quello di sostenere con forza la lotta alla criminalità organizzata e di sostenere con forza anche una politica comune e vera d'asilo e di accoglienza e di gestione dell'immigrazione. Insomma, Presidente, io credo che noi dovremo confrontarci con i gravi problemi che vivono gli Stati membri e che vivono i cittadini europei.

Il secondo, che mi sta a cuore e che credo sia di grande attualità, è quello di tagliare, in maniera chiara, netta, la spesa inutile, la spesa improduttiva, vorrei dire gli sprechi, Presidente. Cominciando esattamente da noi, cominciando dal nostro lavoro. Io credo che sia arrivato il momento colleghi di scegliere un'unica sede, una singola sede in cui riunirci evitando queste trasferte costosissime, sperando anche che in un futuro non troppo lontano non ci venga più negato il diritto di organizzare il nostro lavoro, riducendo pesantemente i costi e pensando con attenzione ai sacrifici che sono richiesti ai cittadini europei.

  Janusz Lewandowski (PPE). - Panie Przewodniczący! Budżet na rok 2015 to nie może być business as usual. Rzeczywiście propozycja i stanowisko negocjacyjne Parlamentu Europejskiego to nie jest business as usual, to jest ambitna propozycja, która wychodzi ponad przedłożoną propozycję Komisji Europejskiej, a nawet przekracza pułap perspektywy finansowej, który zresztą na rok przyszły jest o 2 miliardy euro niższy niż rzeczywiste wykonanie budżetu roku 2013. Tak zarysowana propozycja, którą prawdopodobnie przegłosujemy jutro, odpowiada dramatycznej sytuacji płatniczej, która została bardzo dokładnie zarysowana na użytek Parlamentu przy obecności prezydencji włoskiej przez pana komisarza Dominika. Ta propozycja odpowiada również konkluzjom Rady, bo Rada nie ustaje w poszukiwaniu środków, którymi można finansować wzrost i miejsca pracy, a rzeczywiście budżet europejski przy tej skali jest częściową odpowiedzią na zagadkę, jak finansować wzrost i miejsca pracy w warunkach konsolidacji fiskalnej, więc odgrywa swoją rolę i jest sposobem lewarowania kapitału prywatnego na szerszą skalę.

Rok 2014 i 2015 to są ciągle rachunki poprzedniej perspektywy finansowej, które zostały przeegzaminowane, są legalne, powinny być zapłacone. Ponad 40% płatności w przyszłorocznym budżecie to są rachunki poprzedniej perspektywy za projekty już dokończone. Więc stawką jest nie tylko ekonomia, stawką jest wiarygodność instytucji Unii Europejskiej.

  Iratxe García Pérez (S&D). - Señor Presidente, la igualdad de género es un principio de la Unión Europea y, por ello, el cumplimiento de este principio tiene que ser también aplicado en el presupuesto comunitario. Es importante señalar que existen unas prioridades, que hemos planteado desde la negociación en la Comisión de Derechos de la Mujer e Igualdad de Género, como son el no permitir el recorte de un solo euro para el Instituto Europeo de la Igualdad de Género, que está llevando a cabo una labor importante.

Además, el mantenimiento de la línea presupuestaria para el programa Daphne de lucha contra la violencia de género es otra cuestión fundamental. Hoy se encuentra integrado en el programa general de «Derechos y ciudadanía», pero es necesario seguir manteniendo ese concepto de programa de lucha contra la violencia de género.

Y no olvidemos las aportaciones que se están haciendo desde el presupuesto comunitario a las organizaciones no gubernamentales y a la sociedad civil que trabajan en este ámbito. Tenemos una responsabilidad importante y el gender mainstreaming debe ser una cuestión fundamental a tener en cuenta.

  Γεώργιος Κύρτσος (PPE). - Κύριε Πρόεδρε, νομίζω ότι η διαχείριση των χρημάτων της Ευρωπαϊκής Ένωσης είναι πολύ καλής ποιότητας και αποτελεσματική, και διαφωνώ με την άποψη των βρετανών ευρωσκεπτικιστών και των βρετανών αντιευρωπαίων, οι οποίοι ειδικεύονται στο να κάνουν κριτική για δήθεν σπατάλες στην Ευρωπαϊκή Ένωση. Τα κριτήρια διαχείρισης στην Ευρωπαϊκή Ένωση είναι πολύ αυστηρότερα, διότι έχουμε όριο στο έλλειμμα του προϋπολογισμού, στην ΟΝΕ, το 3% του Ακαθάριστου Εγχώριου Προϊόντος, ενώ για παράδειγμα στο Ηνωμένο Βασίλειο το αντίστοιχο έλλειμμα είναι της τάξης του 6% του Ακαθάριστου Εγχώριου Προϊόντος. Επομένως αυτοί που θέλουν να δώσουν μαθήματα δημοσιονομικής διαχείρισης πρέπει πρώτα να ρίξουν το δικό τους έλλειμμα και μετά να μας πουν τι ακριβώς πρέπει να κάνουμε.

Θεωρώ πάντως ότι είμαστε κάπως μίζεροι στην αντιμετώπιση του προϋπολογισμού. Πρέπει να στηρίξουμε τις θέσεις του Ευρωπαϊκού Κοινοβουλίου γιατί μεταξύ των άλλων αντιμετωπίζουμε και νέες προκλήσεις. Αν για παράδειγμα καταρρεύσει η Ουκρανία τον χειμώνα, επειδή εμείς έχουμε αδιαφορήσει, θα έχουμε κάνει οικονομία ή θα έχουμε ανοίξει τον δρόμο σε νέες δαπάνες; Και αν, για παράδειγμα, ο Έμπολα ξεφύγει απ' τη Δυτική Αφρική επειδή έχουμε επίσης αδιαφορήσει, και έρθει στην Ευρωπαϊκή Ένωση, τι θα είμαστε οικονομικά κερδισμένοι, οικονομικά χαμένοι, θα συνεδριάσουμε για να το αποφασίσουμε ή θα μιλάμε με τηλεδιάσκεψη;

Εν πάση περιπτώσει, θεωρώ ότι η ιταλική προεδρία έχει ευθύνες, ο κύριος Renzi ήρθε εδώ με ωραίες ιδέες, τουλάχιστον θα έπρεπε να μας βοηθήσει να στηρίξουμε το κύρος του Ευρωπαϊκού Κοινοβουλίου και της Ευρωπαϊκής Ένωσης.

  Bogusław Liberadzki (S&D). - Pani Przewodnicząca! Zdajemy sobie sprawę, że budżet na 2015 r. to budżet zależny od trzech ważnych uwarunkowań. Po pierwsze, od zaległości, które wynoszą już dziesiątki miliardów euro. Po drugie, od płatności, które będą spływać z perspektywy 2007–2013, i co do tego nie miejmy wątpliwości. I wreszcie trzeci, bardzo ważny aspekt: dwa powyższe elementy nie mogą powstrzymać nas od normalnego funkcjonowania i osiągania celów w roku 2015.

Trzy główne obszary, które z naszego punktu widzenia są ważne, to: konkurencyjność dla wzrostu i pracy, spójność ekonomiczna, społeczna i terytorialna oraz globalna Europa. Co jest szczególnie uderzające w projekcie budżetu i stanowisku Rady (stanowisko Komisji jest nam dużo bliższe)? Mianowicie Rada próbuje być względnie hojna w zobowiązaniach, ale to nie jest pora na zobowiązania. Teraz nadeszła pora na płatności i tej kwoty nie możemy zaakceptować, podobnie jak nie możemy zaakceptować stanowiska Rady.

  Tamás Deutsch (PPE). - Tisztelt képviselőtársaim! Először is szeretnék gratulálni az előadóknak, nagy munkát végeztek. 1500 módosító indítványról kellett a Költségvetési Bizottságban dönteni. A döntést megkönnyítette, hogy támogatható kompromisszumokat hoztak létre az előterjesztők.

A Fidesz európai parlamenti képviselői támogatják az asztalunkon fekvő előterjesztést, elsősorban azért, mert először a Néppárt fogadta el az általunk benyújtott módosító javaslatokat, amelyek aztán a korábban említett kompromisszumok részévé váltak. Külön kiemelném, hogy a Tanács eredeti javaslatához képest mintegy 4 milliárd euróval növelné a Parlament a 2015-ös költségvetésben a strukturális alapok programjainak kifizetését. Ezzel szeretnénk biztosítani, hogy 2015-ben ne folytatódjon tovább az a folyamat, amelyről a kifizetetlen számlákat illetően már több képviselőtársam is szólt. Az agrárforrásoknál pedig az Európai Parlament az iskolatej és az iskolai gyümölcsprogramok támogatására szolgáló forrásokat kívánja emelni, valamint az orosz agrárembargó okozta károk enyhítésére mozgósítana többletforrásokat. Ezzel kapcsolatban az Európai Bizottság által előterjesztett 1. számú módosító levelet nem tarjuk kiegészítőnek, ezzel kapcsolatban aggályaink vannak.

  Dariusz Rosati (PPE). - Madam President, the yearly budget is not just about numbers or figures. We are talking about the backbone of the whole European project. This is why Council proposals to cut the EU budget for 2015 raise so much concern in this House.

First, we are faced with a growing deficit of the budget partly due to faster than planned implementation of many EU-financed projects, but also partly because of late payments by Member States. As a result, the Commission still has a lot of invoices unpaid from previous budgets. This is a dangerous situation which destabilises the investment process in Member States and critically undermines the credibility of the European Union. Therefore, I support Parliament’s call for Member States to respect fully their financial obligations with respect to the EU budget.

Second, the proposed reduction of payments appropriations in Heading 1A – Competitiveness for growth and jobs amounts to more than 1.3 billion. This means that almost two-thirds of all payments cuts suggested by the Council will negatively affect innovation, research and small and medium-sized enterprises, areas with the largest potential for growth and jobs. These proposals clearly fly in the face of everything we have said concerning the necessity to restore strong growth in Europe. Hence, I strongly support Parliament’s position not only to restore the Commission’s budget proposals, but also to consider going above the ceiling in this strategically important heading.

  Krzysztof Hetman (PPE). - Pani Przewodnicząca! W moim przekonaniu szczególnie istotnym aspektem budżetu Unii jest zapewnienie niezbędnych środków na spłacenie wcześniej podjętych zobowiązań, zwłaszcza w odniesieniu do polityki spójności i rozwoju obszarów wiejskich. Należy pamiętać, że finansowanie w ramach polityki spójności w sposób istotny wspiera państwa członkowskie i regiony w ich działaniach na rzecz tworzenia nowych miejsc pracy, zwiększania konkurencyjności czy promowania zrównoważonego wzrostu. Jednocześnie nieterminowe spłacanie zobowiązań ukazuje Unię Europejską jako partnera nierzetelnego, niewiarygodnego, na co nie możemy sobie pozwolić. Niestety, na chwilę obecną mamy aż 26 mld euro niespłaconych zobowiązań, z czego 23 mld w samej polityce spójności. W związku z powyższym jestem przekonany, że należy położyć szczególny nacisk na utrzymanie zaproponowanych przez Komisję Europejską limitów płatności, w szczególności w odniesieniu do działów 1b i 2 budżetu Unii.

  Clara Eugenia Aguilera García (S&D). - Señora Presidenta, no quería dejar pasar este debate sobre el informe sobre la Posición del Consejo ante el proyecto de presupuesto para 2015, pero antes quiero felicitar el trabajo de la ponente Gardiazabal, que creo que ha hecho un trabajo magnífico.

Y ahora sí, quiero aprovechar esta oportunidad con el comisario y con el Consejo para decir que lo que se está haciendo con esa maniobra que ha llevado a cabo la Comisión —chapucera, en mi opinión— a través de su nota rectificativa del pasado 15 de octubre es un recorte encubierto de los fondos de la PAC de algo más de 450 millones de euros que se destinarán a otras políticas para paliar algo —en lo que estoy de acuerdo con todos los que han hablado—, que es el desequilibrio presupuestario existente. Pero, ¿por qué lo tiene que pagar el presupuesto de la PAC? ¿Por qué lo tienen que pagar los agricultores de la Unión Europea?

  Marijana Petir (PPE). - Gospodine predsjedniče, ruski embargo, klimatske promjene, rekordna nezaposlenost mladih, neplaćeni računi, prezaduženost, nepostizanje ciljeva u okviru rasta i zapošljavanja, izazovi su na koje proračun za 2015. godinu mora barem dijelom odgovoriti kao bi se ostvarili ciljevi koji su zacrtani do 2020. godine.

Važan segment proračuna zasigurno predstavlja i onaj dio koji se odnosi na zajedničku poljoprivrednu politiku i mene bi veselilo kad bi on bio veći i kad bi se realizirali projekti koji bi osigurali ostanak ljudi na selu i njihov dostojanstven život. Moj je stav da posebnu pažnju treba posvetiti malim obiteljskim poljoprivrednim gospodarstvima koji su proizvođači hrane, čuvari prostora i biološke raznolikosti te pokretači razvoja i jamci života u ruralnim područjima. A to se mora vidjeti i u proračunu.

Poljoprivrednici pogođeni ruskim embargom trebaju naći svoje mjesto u ovom proračunu, ali ne u segmentu zajedničke poljoprivredne politike već u okviru proračunskih rezervi kao što je to i predložio predsjednik Odbora za poljoprivredu i ruralni razvoj.

  Zoltán Balczó (NI). - Ez a jelentés is rámutat az Európai Unió egy nagy ellentmondására, de megoldani nem tudja. A tagállamok önállósága egyre csökken, haladunk egy föderatív állam irányába, ugyanakkor a közös feladatokra szolgáló költségvetés az összjövedelem mindössze 1%-a. Nagyságrenddel kevesebb, mint egy föderatív állam esetében szükséges a közös feladatokra, amely államberendezkedést természetesen elutasítunk. Az aktív befizetők panaszkodnak, hogy több terhet nem tudnak elviselni, ugyanakkor nem veszik figyelembe, hogy hozzájuk, a centrumországokba a perifériaországokból évi 100 milliárd euró áramlik át. A kohéziós összegek csökkennek, az elmúlt ciklusban is nőtt a különbség az egyes régiók között. Ez a költségvetés világosan rámutat arra, hogy a valóság és az uniós retorika között micsoda különbség van.

  Angélique Delahaye (PPE). - Madame la Présidente, Monsieur le Commissaire, Monsieur le représentant du Conseil, chers collègues, nous venons d'apprendre que le Collège des commissaires a adopté une lettre rectificative au projet de budget 2015 dans laquelle l'ensemble des mesures d'urgence prises à la suite de l'embargo russe seraient financées par la réserve de crise. Or, il ne me semble pas que cette réserve de crise devait être utilisée à cette fin.

Nous l'avons répété à plusieurs reprises: il ne s'agit pas d'une crise de marché ou d'une crise sanitaire mais bien d'une crise politique. Si nous acceptons cela, nous allons pénaliser deux fois les agriculteurs: une fois à cause des conséquences de l'embargo russe et une seconde fois à cause de la diminution des aides directes l'année suivante.

D'après les informations qui nous sont parvenues, cette lettre rectificative serait directement discutée en comité de conciliation sans passer par la commission des budgets. C'est un véritable problème car cela empêche tout débat sur le sujet.

Je souhaite que d'autres sources de financement soient mobilisées pour ces mesures. Une des pistes de réflexion ne serait-elle pas l'utilisation de la marge pour imprévus, instrument de dernier recours?

  Nicola Caputo (S&D). - Signora Presidente, onorevoli colleghi, sono parlamentare europeo da pochi mesi e devo dire non posso sottacere perplessità sulle procedure e sulla stessa percezione che discussioni non sempre costruttive contribuiscono ad attribuire al bilancio dell'Unione europea.

Il bilancio dell'Unione europea – il documento politico più importante – continua a essere percepito dai paesi membri come un fardello, come un onere supplementare per i bilanci nazionali e non come effettivamente dovrebbe essere, come un'opportunità per potenziare iniziative di investimenti che presentano un valore aggiunto per l'Europa.

Sarebbe stato auspicabile che in un momento di crisi importante, quale quello che viviamo avessimo discusso di un progetto di bilancio un po' più ambizioso per l'Europa, che avesse previsto per esempio il potenziamento dei programmi che sono al centro della strategia Europa 2020 mirati a promuovere la crescita, la competitività e l'occupazione, come Orizzonte 2020, COSMOS, Erasmus Place, ecc.

Gli investimenti di ricerca e di sviluppo per le imprese e per l'occupazione, specie giovanile, sono necessari direi sono una conditio sine qua non per dare nuova linfa ed un ulteriore spinta al progetto europeo per evitare la disgregazione sociale ed economica.

Un'ultima osservazione infine sull'agricoltura: il settore agricolo sta già pagando una profonda crisi e va sostenuto con forza.

  Michel Dantin (PPE). - Madame la Présidente, Monsieur le Commissaire, Monsieur le représentant du Conseil, face à un monde qui bouge autour de nous, le débat montre bien que nous avons besoin d'une Europe plus solidaire et plus forte. Si la question des ressources propres avait été tranchée dans le budget pour la période, sans doute le débat de ce soir et les positions des uns et des autres seraient-ils plus faciles.

Il faut, semble-t-il, chercher des sources d'économies et des simplifications administratives qui pourraient engendrer des marges supplémentaires.

Enfin, un dernier mot sur cette fameuse lettre rectificative. Après avoir baissé le budget de la PAC et le budget des aides directes, peut-on maintenant faire payer aux agriculteurs – et aux seuls agriculteurs – l'embargo russe et leur demander, l'année prochaine, de payer une quatrième fois en leur imposant une nouvelle baisse des aides directes? Cela est injuste et inacceptable.

  Jacek Dominik, Member of the Commission. - Madam President, I was thinking about what to say now, but I think there is one issue that we have to clarify from the very beginning about this Amending Letter No 1 to the Budget 2015.

It is not true that this letter consists of cuts of any kind to direct payments. The crisis reserve is established by law on an annual basis by simple application of financial discipline. This crisis reserve was created to solve crisis problems in agriculture and that is what is being proposed by the Commission: to apply the crisis reserve to the crisis situation.

However, it does not have a direct impact on the level of direct payments for farmers. As you know, Heading 2 for agriculture is one of the biggest in the EU budget. It consists of almost EUR 45 billion. At the end of every budgetary year, calculations are done to see how much is left in additional revenues after fulfilling all the obligations to the farmers.

When you look at the history of this heading in the past there were savings in every annual budget – savings amounting to at least half a billion euro, sometimes even a billion. This money was usually used to top up any direct payments that were legally eligible. So this will also be the case in 2015.

What the Commission has proposed in the Amending Letter is simply to improve the liquidity of the EU budget due to the scarce resources for payments. The only impact it will have is that some headings will have additional payment appropriations available at the beginning of the year when they are most needed, but it does not create any additional restrictions to Heading 2. This Amending Letter does not change either the level of commitments under Heading 2 or the level of payments available under Heading 2.

So what many of you have indicated – that the Commissionʼs decision immediately reduces direct payments to farmers – is not true. You will see the result by the end of the year. We have produced the same type of Amending Letters every year in the past and it has never created such tensions. The same instruments were applied in every EU budget. The additional revenues that were indicated in Heading 2 were transferred to all other headings on an annual basis because farmers are not able to use more money and resources than they are eligible for.

Heading 2 has the biggest margins of all headings. So we should not really concentrate too much on this situation. I can assure you that the Amending Letter does not create any reductions in direct payments for farmers and it does not have any direct influence on the level of direct payments that the farmers will have received by the end of the year.

If I may make a few comments concerning the budget for 2015 as such.

We have to remember that the EU annual budget is just an implementation of commitments taken previously in the MFF; so if someone is arguing about why we spend money, we spend money because that was what was promised by Member States. The Commission is simply asking, or first indicating in its draft budget, how much money we need for a particular year – taking into account the commitments that were made by Member States and taking into account the fact that 90% of the EU budget is spent in the Member States by the Member States – and not the Commission, as we have to remember.

It is not the Commission that is trying to find new ways of spending money. Ninety per cent of the budget is decided by Member States. They have the projects to be financed and decided domestically. They launch the projects, they spend the money and they send the bills to the Commission to be refunded. So the Commission’s role is only to collect this information and then present to both arms of the budgetary authority how much money we need to fulfil their obligations or to refund money they have spent.

So this whole process of discussion now as to whether we should cut more or less is actually about whether we should fulfil our obligations or not, whether we want to pay our bills back or not. That is the whole debate we are having here now.

  Enrico Zanetti, Presidente in carica del Consiglio. - Signora Presidente, onorevoli deputati, Signor Commissario, io ho ascoltato tutti gli interventi, ne ho sentiti molti che si preoccupavano dell'aspetto legato alla quantità delle risorse. Ne ho sentiti, però meno, che si preoccupavano invece dell'aspetto della qualità e, nell'utilizzo delle stesse, dell'impatto che le risorse hanno concretamente rispetto ai programmi di spesa; sono assolutamente d'accordo con il Commissario Dominik rispetto al fatto che una grandissima parte, la parte assolutamente prevalente di questo bilancio poi viene spesa attraverso gli Stati membri negli Stati membri, ma proprio per questo le domande circa la necessità di fare efficienza il più possibile sono domande che il Consiglio si pone.

E credo che anche il Parlamento dovrebbe inserirle maggiormente all'interno del suo dibattito, assieme alla parte più squisitamente quantitativa. Sono assolutamente convinto, come più volte è stato detto, che questa procedura di bilancio non deve essere trattata, as usual, come al solito; ne sono convinto, ma questo è vero non soltanto per quanto riguarda il Consiglio, è vero appunto anche per quanto riguarda il Parlamento. E mi permetto di non credere che una proposta da parte del Parlamento, ossia di andare ad aumentare significativamente gli impegni e i pagamenti anche rispetto alla Commissione, vada nella direzione di un approccio innovativo, mi sembra se mai proprio un approccio più vicino as usual, al massimo la differenza sta nella quantità ancora una volta piuttosto che nella qualità.

Ovviamente quando dico questo sono perfettamente consapevole che anche il Consiglio sta partecipando a sua volta con un'eccessiva flemma, con un'eccessiva lentezza rispetto alle posizioni dei bilanci rettificativi 2014 a rendere meno semplice la composizione in questa sua fase iniziale, fermo restando che poi appunto in sede di conciliazione giustamente – e qui l'approccio che ha proposto il Parlamento non può che essere condiviso – andremo a trattare tutte le partite insieme in un quadro complessivo.

Quello che comunque ha fatto il Consiglio nella sua proposta – anche laddove appunto ha proposto delle riduzioni rispetto alla proposta della Commissione – non è certo stato quello di procedere per tagli lineari, al contrario si è fatta un'operazione molto attenta che partiva tra l'altro da un presupposto fondamentale e che mi sembra estremamente condiviso da tutte le istituzioni e cioè il problema dei pagamenti arretrati. Motivo per cui nelle logiche di richiesta di riduzioni rispetto alla proposta della Commissione, ci siamo concentrati di più sulla voce 1A–Crescita piuttosto che sulla voce 1B–Coesione.

Il motivo è stato proprio quello, al centro la palla sul problema dei pagamenti, problema che riguarda prevalentemente, principalmente, in modo assai più ampio la voce 1B ed ecco quindi che in quest'ottica di massimizzazione dell'efficienza finanziaria del bilancio, i tagli sono stati proposti sui pagamenti prevalentemente sulla voce 1A in quanto composta da molti piani di investimento, molti programmi di investimento, che in questo primo biennio determineranno minori insorgenze di bisogno di pagamento, certo di impegno ma minori di pagamento, rispetto a quanto già abbiamo di pregresso sulla voce 1B. E nel fare questo, ancora una volta però siamo stati attenti a differenziare questi programmi, tant'è vero che ad esempio - a differenza di quello che ho avuto modo di ascoltare in alcuni interventi – tant'è vero che ad esempio per voci come piani come Erasmus plus e come COSME non c'è alcuna traccia di proposta di riduzioni da parte del Consiglio rispetto alla proposta della Commissione, perché proprio lì viceversa abbiamo ravvisato da subito un'esigenza maggiore anche di disponibilità di risorse finanziarie.

Chiudo comunque ribadendo la convinzione che tanto la tardività di assunzione di una posizione da parte del Consiglio sui bilanci rettificativi 2014 quanto un approccio quantitativamente – come abbiamo detto a nostro avviso – non sostenibile sul bilancio 2015 da parte del Parlamento potranno appunto trovare in sede di conciliazione quella valutazione complessiva che qui viene richiesta, che noi condividiamo e che siamo convinti ci porterà alla fine a trovare appunto una soluzione, anche per quest'anno nella consapevolezza da parte di tutti che è senz'altro un anno in cui le cose sono un po' più difficili del solito e ci vuole un impegno quindi straordinario.

  Eider Gardiazabal Rubial, ponente. - Señora Presidenta, quería empezar mi última intervención agradeciendo a la mayoría de los grupos políticos de esta Cámara el apoyo a la propuesta que como Parlamento Europeo presentamos hoy aquí y que mañana votaremos, y muy especialmente dar las gracias, evidentemente, a todos los ponentes alternativos de los grupos políticos que han colaborado de manera muy activa en conseguir que esta propuesta vaya a ser una propuesta muy mayoritaria del Parlamento Europeo.

El señor Zanetti en su primera intervención decía que nuestra propuesta era muy difícilmente defendible, y la verdad es que durante el debate que hemos tenido esta tarde, en el que habrán intervenido alrededor de sesenta diputados y diputadas, creo que ha habido dos o tres que han criticado la propuesta del Parlamento y el resto le han dado razones de sobra al Consejo para poder apoyar nuestra posición.

Decía también que era una propuesta poco realista, y es evidente que esto es una cuestión de posiciones pero, a nosotros, lo que nos parece poco realista es que con 26 000 millones de facturas impagadas encima de la mesa, el Consejo todavía recorte la propuesta de la Comisión en 2 000 millones. Nosotros hemos puesto todas las herramientas encima de la mesa; por eso pedimos ese incremento de 6 000 millones de euros en pagos, porque es el máximo que nos permiten las leyes, porque nuestro objetivo en esta negociación para el año 2015 no es solucionar — porque no tenemos suficiente margen de maniobra para solucionarlo—, pero al menos sí paliar esta crisis de facturas impagadas que tenemos sobre la mesa y que llevamos arrastrando desde 2010.

Es evidente que entre la posición del Consejo y la del Parlamento Europeo hay bastantes diferencias, pero también es verdad que mañana, como decía al principio, empiezan esos veintiún días que tenemos de conciliación en los que nos podemos ver mañana, tarde y noche, si eso va a significar que el Parlamento y el Consejo podemos llegar a un acuerdo. Y estamos totalmente abiertos a esa negociación. Pero también quiero advertir al Consejo de una cosa: si el Consejo quiere negociar y está dispuesto a moverse de su posición inicial, el Parlamento le va a responder rápidamente, pero si el Consejo va a acudir a esas negociaciones como en los anteriores años en que su posición era la posición inicial y la final, desde luego ahí no nos va a encontrar.

  Monika Hohlmeier, Berichterstatterin. - Frau Präsidentin, liebe Kolleginnen und Kollegen! Ich grüße noch einmal die Ratspräsidentschaft und den Herrn Kommissar. Ich möchte mich der Kollegin Eider anschließen und ihr und allen Mitberichterstattern auch ganz herzlich für die gute Zusammenarbeit danken. Ich möchte aber auch dahingehend eine ziemlich deutliche – ich hätte beinahe gesagt: Ansage an den Rat machen, dass einige Aussagen einfach nicht richtig sind. Dieses Parlament tritt nicht nur für einfach mehr Geld ein, sondern dieses Parlament tritt dafür ein, dass wir den sieben-jährigen Finanzrahmen, den wir gerade eben beschlossen haben, vielleicht auch beginnen und die Programme entsprechend starten sollten, dass Kürzungen im Besonderen in Innovation und Forschung nicht die klügsten sind und dass Kürzungen bei der humanitären Hilfe in der derzeitigen Phase unter Umständen auch nicht gerade unbedingt dem Optimalmaß an Klugheit entsprechen.

Dann möchte ich auch sehr deutlich sagen, dass das Europäische Parlament dem Rat schon lange ein Angebot hinsichtlich der Agenturen gemacht hat. Wir haben angeboten, dass wir bereit wären, aus unserer Sicht auch Schwerpunkte der Veränderungen in den Agenturen gemeinsam mit dem Rat zu diskutieren, die 5 % Minus einzuhalten, aber das Personal so umzuschichten und Aufgaben zu verändern, dass die Agenturen ihren Aufgaben nachkommen können. Diejenigen, die darüber gar nicht reden wollen, das ist leider offen gestanden der Rat, weil hier offensichtlich irgendwo keine Einigkeit besteht. Man darf dem Parlament keine Dinge vorwerfen, die das Parlament nicht zu verantworten hat. Und wenn es keine linearen Kürzungen sein sollen, die gemacht worden sind, dann verstehe ich offen gestanden die abatement rate beim Europäischen Gerichtshof nicht. Denn wenn man weiß, dass der Gerichtshof sein Personal zu 99,5 % nutzt, dann hat wohl eine lineare Kürzung über alle sämtlichen anderen Institutionen bei der abatement rate gerade beim EuGH und beim Europäischen Auswärtigen Dienst, angesichts deren Lage keinen sonderlichen Sinn.

Wir sind hier nicht diejenigen, die generell viel fordern, aber wir fordern einfach die Einhaltung dessen, was wir eigentlich einmal vor ein paar Monaten miteinander vereinbart haben. Und wir wollen Wachstum und Innovation fördern. Das ist das, was unser Hauptziel ist. Vielleicht könnten wir es gemeinsam vertreten.

  Norbert Erdős (PPE) , írásban. Az uniós költségvetés tárgyalásánál a fejlesztés és a munkahelyteremtés motorját jelentő kohéziós és mezőgazdasági támogatásokat szükséges elsősorban növelni. Aki ezeket a forrásokat csökkenteni akarja, az a válságból történő kilábalást akadályozza. Ezért felkérem az Európai Parlament tagjait, hogy támogassák a Költségvetési Bizottság javaslatát. A Mezőgazdasági és Vidékfejlesztési Bizottság egységes. Nem engedjük, hogy a jövő évi vidékfejlesztési források, a termelői szervezeteknek járó támogatások, valamint a méhészeti és borászati támogatások akár egy fillérrel is csökkenjenek. Szintén nem tűrjük el, hogy az orosz mezőgazdasági embargó miatti kártalanítást a mezőgazdasági válságalapból valósítsák meg. A múlt héten elfogadott bizottsági módosító levél értelmében ezt a 344 millió eurót mégis a válságalapból finanszíroznák. Ez a közvetlen kifizetések csökkenéséhez vezetne valamennyi tagállamban. A válságalap helyett a címzett bevételekből kellene finanszírozni a segítségnyújtást. Óriási siker, hogy Deutsch Tamással közösen benyújtott módosításaink bekerültek a Parlament javaslatába. Így 7 millió euróval többet nyújtanánk az iskolagyümölcs-, míg 4 millió euróval többet az iskolatejprogramokra. Ez a lépés a tej- és zöldség-gyümölcs-ágazataink segítésén túl gyermekeink egészségét és jólétét szolgálja, melynek elérése az egyik fő célkitűzésünk.

  Michela Giuffrida (S&D), per iscritto. – L'approvazione del bilancio da parte del Parlamento europeo pone le basi affinché venga rispristinato il bilancio rettificativo proposto dalla Commissione. Questo si tradurrà in un negoziato duro con il Consiglio che altrimenti propone tagli drastici su temi per noi prioritari, sulle rubriche: Competitività per crescita e lavoro, coesione sociale e territoriale, crescita sostenibile e risorse naturali, sicurezza e cittadinanza. Mi auguro che i progressi raggiunti dal Parlamento in termini di ripartizione delle spese e priorità corrispondano ad un passo indietro da parte del Consiglio affinché si addivenga ad un vero compromesso. Tengo a sottolineare che oltre le voci appena elencate abbiamo la possibilità di occuparci in maniera più specifica di conseguire risparmi sul lungo periodo affrontando la questione della necessità di creare una tabella di marcia per la creazione di una sede unica del Parlamento europeo, di sostenere l'industria dello zucchero che rischia contraccolpi a causa dell'eliminazione delle quote, e infine del benessere degli animali supportando l'emendamento 12 che evita che gli stanziamenti a titolo della PAC possano essere usati per finanziare corride.

  Theresa Griffin (S&D), in writing. – European projects deliver benefits for all EU citizens. Often these projects are more effective than 28 separate projects spread across the Union. They deliver added value for people, communities and industry. Together with my Labour colleagues we voted for the EU to do more of what it is good at - delivering jobs and growth across Europe. These European projects include the North West Evergreen Fund in Manchester which has received GBP 19 million in European Regional Development Fund (ERDF) funding to date and the Chrysalis Fund operating across Merseyside which has so far invested GBP 30 million of ERDF. We also voted for the EU to meet its external commitments. The EU acts on our behalf in a number of external areas: whether this is supporting peace projects in Gaza or Northern Ireland, helping to combat Ebola in Africa or working with pro-democracy groups in Ukraine, the EU acts to help deliver peace and security right across the globe. These are areas where we are able to work together to achieve more than the sum of our parts, where the EU makes a real difference and I am proud that Labour MEPs stood together and supported the EU in these areas.

  Georg Mayer (NI), schriftlich. – Da wir heute über den Haushalt reden, möchte ich auch auf den zweiten, versteckten Verwaltungsapparat zu sprechen kommen: Durch das Auslagern von Zuständigkeiten auf Agenturen, hat die Kommission ihren Haushalt verschönert. Diese Budgettrickserei veranlasst die Kommission fälschlicherweise sogar Einsparungen im Budget anzugeben, obwohl dieses unter Einberechnung der EU-Agenturen-Budgets sogar um bis zu 20% überschritten wäre. Diese Agenturen belasten den Haushalt der Europäischen Union in den nächsten Jahren weiter, da ein Wachstumstrend ersichtlich ist. Die Anzahl der Agenturen hat sich seit 2000 fast vervierfacht und die Anzahl der Mitarbeiter ist um 4000% gestiegen. Jedoch könnte man es der Vizepräsidentin Lunacek gleichtun und meinen, dass weitere Ausgaben iHv 1.7 Mrd € dem europäischen Steuerzahler zumutbar sind. Ich kann jedoch in der Arbeit der Vielzahl der Agenturen keinen Mehrwert für die Bürger Europas erblicken, die eine weitere Belastung rechtfertigen würde. Ohne feststellbaren Mehrwert sind solche Agenturen augenblicklich zu schließen. Zum einen sind viele dieser Agenturen bedeutungslos, da ihr Aufgabenbereich bereits von anderen europäischen Institutionen geregelt wird, oder sich ihre Tätigkeit auf Bereiche bezieht, in der die Europäische Union keine ausschließliche Zuständigkeit besitzt. Jedoch sind auch Überschneidungen im Aufgabenbereich zwischen den Agenturen sichtbar. Dieser Umstand rechtfertigt eine Schließung bzw. Fusionierung einzelner Agenturen.

  Henna Virkkunen (PPE), kirjallinen. – Kun poliitikot käyttävät julkista rahaa, tulee siinä aina pyrkiä suurimpaan mahdolliseen tehokkuuteen ja kansalaisten saavuttamaan hyötyyn. Kahden istuntopaikan aiheuttamat vuosittaiset ylimääräiset kustannukset on arvioitu 180 miljoonaksi euroksi. Euroopan parlamentin jäsenet ja henkilökunta ovat laajasti tukeneet siirtymistä yhden istuntopaikan järjestelmään. Taloudellisten kustannusten lisäksi yksi istuntopaikka vähentäisi myös EU-parlamentin hiilijalanjälkeä, kun kuukausittainen, tuhansia virkamiehiä, edustajia ja lehdistöä koskeva matkustaminen voitaisiin päättää. Olemme siirtymässä yhä enemmän sähköiseen maailmaan, jossa palvelut ja tieto ovat kaikkien saatavilla. Euroopan parlamentti on tehnyt paljon kehittääkseen tiedotustaan. Istunnon seuraaminen onnistuu omalta päätelaitteelta, mistä tahansa. Toistaiseksi kyse on jäsenmaiden päätösvaltaan kuuluvasta asiasta. Kannustan parlamentin poliittisia ryhmiä hakemaan ratkaisua yhteen istuntopaikkaan siirtymiseksi yhdessä jäsenmaiden kanssa.
