  Vítor Manuel da Silva Caldeira, President of the European Court of Auditors. - Madam President, honourable Members, Vice-President Georgieva, it is an honour to present the Court’s annual report on the 2013 financial year to this plenary session of the European Parliament. This is an important moment of change for Europe. A new European Commission is facing many important challenges. One of those challenges is to improve the management of the European Union budget.

At the start of this new spending period, the Court’s annual report says that the European Union’s financial management is not yet good enough overall. The European Union financial managers are responsible not only for spending the money; they must also ensure that expenditure complies with the rules and gets results. As regards spending the European Union budget, over EUR 148 billion worth of payments were made from the European Union budget in 2013. The Court concludes that those transactions were properly accounted for in 2013, which means that we have now signed off a clean audit opinion on the reliability of the accounts every year since 2007.

But despite the high level of payments, which were almost 99% of the maximum available for the year, outstanding financial obligations rose by a further EUR 9 billion up to EUR 322 billion during 2013.

This is a sign of the growing pressure on European Union cash-flows. The Commission should prepare appropriate cash-flow forecasts to anticipate potential funding shortages for European Union programmes. At the same time, it should also take care to ensure that funding from the European Union budget reflects real cash-flow needs. For example, less than half of the European Union funds paid into financial engineering instruments since 2007 had actually reached financial beneficiaries by the end of 2013.

The European Union budget gets spent but too many payments are still not in compliance with the rules. The estimated error rates for payments has been significantly above the ‘materiality threshold’ of 2% for all the years the Court has audited the European Union accounts. In 2013 the Court estimates that the overall error rate is 4.7% compared to 4.8% in 2012. All areas of expenditure were affected by a material level of error. The only exception was the EUR 10.6 billion the European Union spent on its own administration.

The Court estimates that the error rate is higher in shared management by the Commission and Member States than in other areas mostly directed by the Commission. Furthermore, although corrective action by the Commission and national authorities helps to keep the overall rate down, significantly more could have been done to prevent errors in the first place.

For example, the Court’s error rate in rural development could, in principle, have been reduced from 6.7% to 2.0%, if national authorities had used all the information they had at their disposal before submitting claims to the Commission for reimbursement. The main sources of error that national authorities should watch out for are ineligible claims, serious breaches of public procurement, and incorrect declarations of agricultural areas.

In the Court’s view, the Commission and Member States authorities should concentrate more on preventing such errors that arise for these reasons not least because they put at risk the efficiency and effectiveness of the European Union’s spending. During the 2007-2013 programming period, the managers of the European funds focused primarily on spending the money available, secondly on complying with the rules, and only then – and to a limited extent – did they focus on achieving results. This needs to change.

Our annual report provides many examples, drawn from among the 19 special reports the Court adopted in 2013, to show how better focus on results could enhance performance. In this context, the Court welcomes Commission initiatives to move from a culture of spending towards a culture of performance.

In the Court’s view, that culture of performance will require first a genuine commitment at European Union and national level to getting the best results possible with limited resources; second, that suitable targets for the results to be achieved as well as reliable information on progress towards achieving them are set; and third, and most important, there needs to be the right incentives to reward good performance and to sanction poor performance. Up to now the European Union financial managers have primarily been under pressure to spend the money or risk losing it.

And lastly, it will also be essential to make the overall results achieved with the European Union money more visible. In particular, the European Commission should improve the coverage given in its annual evaluation report to the European added value of the European Union budget and to progress made towards achieving the Europe 2020 targets.

European Union financial management improvement is not choosing between spending the money, complying with the rules, and getting results. It is about managing to do all three at once and making the European Union budget more manageable by clear rules, clear objectives and simple arrangements for spending the money.

As I hope the Court’s 2013 annual report shows, our institution is fully committed to assisting this Parliament and the other three quarters to achieve valuable results for the European citizens.

  Kristalina Georgieva, Vice-President of the Commission. - Madam President, I would like to start by reiterating in this plenary our appreciation for the comprehensive report the Court has presented and for its constructive recommendations.

The Court identified an error rate for 2013 of most likely 4.7%. This is still quite a way away from the 2% materiality threshold that we are aspiring for, but it is a notch lower than last year, where it was 4.8%, and most importantly, what we see is that the previous years’ trend of the rate increasing has been stopped, during a year of a record high EUR 148 billion of Commission-supported implemented programmes. I truly hope that we are seeing the result of efforts that my colleagues in the Commission have been putting in over the last few years, taking advantage of the recommendations of the Court. But if I am to say what to me is the most important message, it is that we must persevere, we must continue this work.

Secondly, we are very comforted by the fact that we can reassure our citizens and our staff that the accounts are free from material mis-statements. This is the seventh year in a row, and this is, I believe, a very positive outcome of the work we have been doing, that the error rate on what we manage in the Commission is below the 2% threshold, and that commitments in all areas of expenditure receive a positive opinion.

As in the past, the Court leads us to focus on areas of shared management – cohesion policy and agriculture in particular – and as in the past we are reminded in the report that there is a factor that is obviously impacting errors, namely very complicated rules in public procurement, in state aid, in eligibility. This presents a risk that the Court directs us to address.

We are mindful that we have to intensify efforts with Member States; that this is where the biggest bang for the buck will come if we want to achieve better results in future years. And we also want to remind honourable Members that we have a particular problem still to address, and it is the multiannual nature of our programmes versus the annual nature of the Court’s reports; that very often we face a situation where corrections are made in future years, but are not captured in the year the report is presented. Just to illustrate this difference between the annual error rate and the residual error rate: over the last five years the amount of financial corrections was on average 2.2% of all payments. In other words, this would have reduced the error rate.

But I do not want to defend where we are, because what is most important is to look forward, and looking forward I want to make two substantive points. One is that for the 2014-2020 programing period we have introduced new rules around three main principles: simplification, simplified cost options to reduce administrative burden and, as the Court highlights, to reduce risks of errors; ownership, to foster responsibility in shared management among national authorities – and also we want to promote political ownership at the highest national level; and incentives: net financial correction is a very strong incentive for proper control systems, and this is where we want to be for the next programming period.

My second substantive point is to very much embrace the recommendation of the Court to focus on performance and to build and nurture a genuine culture of performance. This would be at the centre of my attention; this would be at the centre of my actions. I intend to work very closely with my colleagues in the Commission, with Member States and all other financial actors in this direction.

I also would like to assure Parliament that we are taking very seriously and taking to heart the recommendation you have made to us to set up an interinstitutional working group on performance. Virtually in the next few weeks we will pursue the setting up of this group. We have no time to waste! Our citizens expect us to demonstrate that we take good care of the money they give us to serve their interests. From me, President Caldeira, a very firm commitment for a partnership with the Court, walking on two legs – compliance and performance – to achieve results.

  Ingeborg Gräßle, im Namen der PPE-Fraktion. – Frau Präsidentin, Herr Rechnungshofpräsident, Frau Kommissarin, liebe Kolleginnen, liebe Kollegen! Die bestürzendste Feststellung des Rechnungshofs – neben anderen in diesem dicken Bericht – finde ich, was Sie gesagt haben, dass nämlich Ergebnisse – was erreichen wir mit dem Geld – dass diese Ergebnisse erst an dritter Stelle stehen, dass Geldausgeben das Wichtigste ist, und, Frau Kommissarin, wenn Sie es schaffen, dagegen anzugehen, dann sind Sie meine Heldin! Aber ich fürchte, dass es gerade so weitergeht wie bisher, denn das andere habe ich jetzt schon zehnmal gehört, dass nämlich auch mit dem nächsten MFR dann alles anders wird.

Warum wissen wir nicht, was wir mit dem europäischen Geld erreicht haben, welche Ergebnisse wir haben? Jugendarbeitslosigkeit: Was haben wir erreicht bei der Bekämpfung? Roma, Integration: Was haben wir erreicht? Stattdessen schlagen wir uns – weil wir so wenig über Ergebnisse reden können – mit Fehlerraten herum Das ist aber auch wichtig, weil es uns zeigt, wie Verwaltung arbeitet. Und da habe ich viele Fragen:

Warum unterscheidet sich die Fehlerquote des Rechnungshofs in den Regionalfonds so signifikant von der der Generaldirektion Regionalpolitik: 2,8 % und 6,9 %? Oder in der ländlichen Entwicklung: Hier sagt der Rechnungshof 6,7 %, die Generaldirektion Agrar 5,19 %. Liegt das etwa daran, dass die Generaldirektionen die Fonds vorauseilend vor Kritik schützen? Haben wir es da mit einem inhärenten Interessenkonflikt zu tun? Da haben Sie richtig etwas zu schaffen, Frau Kommissarin!

Und ich habe auch noch ein paar andere Fragen. Finanzinstrumente: Warum erreichen nur 47 % der Mittel die Endbegünstigten? Und dann der Zustand der Betrugsbekämpfung: Das ist schon bedauerlich, wenn dieses Amt seinen ersten Arbeitsauftrag in der Bekämpfung der Aufsicht sieht statt in den Ergebnissen. Und das ist bald auch Ihr Problem, denn da läuft die Schonfrist auch ab.

Ich möchte den dritten Punkt noch ansprechen, nämlich falsche Angaben der Behörden in den Mitgliedstaaten. Wir sehen in den jährlichen Tätigkeitsberichten der Generaldirektoren umfangreiche Korrekturen durch die Kommission, und deswegen stellt sich doch die Frage, ob wir – wie in der Eurozone auch – Sanktionen brauchen für falsches Reporting, für falsche Berichterstattung der Mitgliedstaaten.

  Inés Ayala Sender, en nombre del Grupo S&D. – Señora Presidenta, bienvenida, señora Georgieva, a esta nueva tarea. Y muchas gracias, señor Caldeira, por los esfuerzos del Tribunal de Cuentas, por los nuevos análisis, por los nuevos proyectos y por las nuevas propuestas, sabias y valientes.

Tenemos, pues, una nueva Comisión. Estamos ante un nuevo Parlamento y un nuevo periodo presupuestario. Y con la misma crisis desde hace siete años, que viene a ser ya como una plaga bíblica, y perseverando. Por lo tanto, tenemos también nuevos retos:

Un presupuesto cada vez más limitado, con problemas de pago. Lo nunca visto.

Un programa, una promesa de programa del señor Juncker: 300 000 millones para inversiones, pero con unas fórmulas de ingeniería financiera difíciles y complejas, de las que el propio Tribunal de Cuentas nos advierte y que habrá que vigilar, señora Georgieva.

Y, por otro lado, el control de los instrumentos bancarios, que cada vez se hace también más difícil y sobre lo que habrá que trabajar conjuntamente con las autoridades económicas de la Unión.

Y alarmas nuevas en los ingresos y los recursos propios. El Tribunal de Cuentas nos indica de nuevo que hay problemas de credibilidad, de configuración del PIB de los Estados miembros. Alimentamos un presupuesto cada vez más deficitario y unas aduanas cada vez peor controladas, con lo cual esos recursos propios también son deficitarios. Por lo tanto, tenemos grandes preocupaciones, no solo por lo que respecta a los gastos, sino esencialmente también a los ingresos.

De todos modos, le agradezco al señor Caldeira, al Tribunal de Cuentas, que nos haya indicado lo que nos hemos gastado en presupuesto europeo para 2013: 290 euros por habitante y por año. Y, de esos 290 euros por persona y año que el presupuesto de la Unión ha gastado, solamente hay error material —solamente, a pesar de que ningún euro es susceptible de error— en 13,6 euros por persona y por año. Puede parecer poco, pero aun ese poco es suficiente para que el trabajo de seguir ahondando y profundizando en el control sea fundamental.

De todos modos, le agradezco una vez más que el Tribunal de Cuentas trabaje también con las tendencias y las magnitudes. Como se ha dicho aquí, en los 45 000 millones de euros de la política agrícola común se está reduciendo el error en un 0,2 % y, en cambio, en el desarrollo rural, siendo una magnitud más pequeña, tenemos una tasa de error mayor: casi el doble, un 6,7 %, aunque se reduce un poco. Es decir, son magnitudes y tendencias distintas.

De ahí que estemos a favor y sigamos al Tribunal de Cuentas en su recomendación de ir más hacia una cultura de resultados, pero con incentivos, en vez de hacia una cultura de mirar solamente un gasto cada vez más limitado y cada vez con sanciones más fuertes que no incentivan, sino que generan mayor zozobra a los ciudadanos y a la administración.

  Ryszard Czarnecki, w imieniu grupy ECR. – Pani Przewodnicząca! Szanowni Państwo! Podziękowania dla pana prezesa Caldeiry, dla pana Lazarou, który jest z nami obecny. Cieszę się, że po raz pierwszy nie na przesłuchaniu Komisji Kontroli Budżetowej, ale na forum Parlamentu Europejskiego jest pani wiceprzewodnicząca Georgiewa – gratulujemy tej funkcji. Chciałem powiedzieć, że w najnowszym numerze amerykańskiego tygodnika „Newsweek” jest taka ciekawa mapa, która pokazuje, jakie są główne problemy poszczególnych kontynentów. Jeśli chodzi o Europę, to na drugim miejscu jest kwestia bezrobocia wśród młodzieży, a na to idą bardzo duże środki z Unii Europejskiej. Powiem szczerze, że nie jestem pewien, czy te środki są dobrze wykorzystywane. Mam wrażenie, że wręcz przeciwnie.

Proszę Państwa, trzeba powiedzieć wprost – i to sprawozdanie o tym mówi, i dobrze – że zarządzanie finansami Unii Europejskiej wciąż nie jest dobre, że jest niezbędna poprawa wydatkowania tych środków. Kwota należności rośnie i będzie dalej rosła. To są w tej chwili 322 miliardy euro, a ponieważ w budżecie na rok 2014 przewidziano zaciągnięcie zobowiązań na kwotę przewyższającą płatności, to oczywiście ten dług będzie dalej rósł. Nie ma jakiejś istotnej poprawy, jeśli chodzi o kwestię poziomu błędu w płatnościach. To było trochę poniżej 5% i dalej tak jest. Zwracam uwagę, że dwa najbardziej narażone na błędy obszary wydatkowania to polityka regionalna i rozwój obszarów wiejskich. To jest o tyle istotne, że z tego właśnie korzystają w dużym stopniu kraje biedniejsze – kraje nowej Unii. I to oczywiście stwarza pewne zagrożenie na przyszłość. Jeszcze raz dziękuję Trybunałowi Obrachunkowemu za pracę w tej kwestii.

  Ali Nedzhmi, on behalf of the ALDE Group. – Madam President, first of all I would like to congratulate the European Court of Auditors for its readable Annual Report that delivers important insights for our attention. In this respect we should have in mind that the EU budget should have a robust and consistent system for assessment of Member State GNIs. Correct information in this area is indispensable because the GNI-based own resources form approximately 70% of the EU budget.

From that point of view, for me it is strange that the European Court of Auditors has found such a big amount of discrepancies in the work done by the Commission concerning not only its verification strategy, but also the verification process and the whole process of reporting.

The Commission in its reply does not agree with most of the European Court of Auditors’ findings. Without going into details of the report, it seems to me that both entities have a completely different approach towards almost everything from a methodological, macroeconomic and managerial point of view.

In this respect I have some doubts. Firstly, after having the negative assessment of the work of the GNI Committee, which includes representatives from the Member States and is chaired by Eurostat, may we rely on the statistical information regularly delivered from these institutions? Secondly, while there are several well-known international organisations that distribute macroeconomic information for the countries in the world, for example, the IMF, World Bank and Eurostat, may we expect to have a sufficient level of similarity comparing the data from all these sources?

Despite the abovementioned doubts in the situation, there is something positive. The Commission recognises the importance of the recommendations and agrees to follow them.

Additionally, the execution of the European Union budget and the auditing should focus on results and on whether the set objectives are achieved and, in this way, the budget can be improved only if Member States coordinate their activities with local and regional authorities at the very beginning of the preparation of the programmes and procedures. The identification of best practice projects at European level also could be helpful.

  Bart Staes, namens de Verts/ALE-Fractie. – De feiten liggen pijnlijk duidelijk voor ons. Ze zijn opgesomd door de meeste collega's. Maar het kernprobleem is dat 80 % van de middelen besteed wordt in gedeeld beheer met de lidstaten en dat daar zware problemen zijn. De lidstaten nemen hun verantwoordelijkheid niet. De heer da Silva Caldeira heeft dat duidelijk gezegd. In de meeste gevallen weten de lidstaten dat er fouten begaan worden maar treden zij niet op. Hij heeft zelf het foutenpercentage in de sectoren plattelandsontwikkeling, milieu, visserij en gezondheid opgenoemd: 6,7 %. Mits optreden van de lidstaten had dit kunnen dalen tot 2 %.

Ik voeg toe: regionaal beleid, energie, vervoer, nu 6,9 %. Treden de lidstaten op, dan komen wij op 3,9 %. Werkgelegenheid en sociale zaken, nu 3,1 %. Mét optreden van de lidstaten 1,8 %. Het is duidelijk dat de lidstaten moeten optreden, dat er een actieplan moet komen, geleid door de Commissie, door mevrouw Georgieva. En het sluitstuk daarvan moet een nationale verklaring door de ministers van Financiën zijn. In federale lidstaten moet dat maar een compilatie van verklaringen van de ministers van Financiën van de deelstaten zijn, maar daarin moet duidelijk staan: als minister van Financiën heb ik mijn werk gedaan, heb ik ervoor gezorgd dat er voldoende controle was. Wij zijn opgetreden waar het moest. En als dat dan niet gebeurt, dan is die minister politiek verantwoordelijk.

  Marco Valli, a nome del gruppo EFDD. – Signora Presidente, onorevoli colleghi, mi vorrei soffermare sulle osservazioni della Corte dei conti riguardo alle performance dei finanziamenti strutturali. Visto che sono nuovo, vorrei capire. Qual è il valore aggiunto dato dall'Unione europea negli anni passati? A quanto pare, la Commissione dà delle linee guida generali e poi gli attori statali definiscono i progetti. Dalla relazione si evince purtroppo come gli Stati membri non siano in grado di garantire risultati sui finanziamenti, perché il loro primo interesse è quello di: uno, spendere i soldi per non perderli; due, cercare di rispettare le norme; tre, solo in ultima istanza, e non sempre, valutarne l'impatto e i risultati attesi.

Stanziare tutti questi miliardi derivanti dai sacrifici di chi lavora e paga le tasse per ottenere poi pochi risultati, in un periodo di crisi e di ingiustizia fiscale come questo, porta giustamente il contribuente a pensare che questa istituzione europea sia inutile e aggiungo dannosa, perché crea un passaggio in più sul denaro che a questo punto potrebbe essere gestito direttamente dagli Stati membri. Ora mi chiedo: come avete potuto sul tema far finta di non vedere negli anni? Sembra quasi che proprio negli anni, più che far politica per i cittadini europei, in Europa abbia prevalso l'interesse a spartirsi la torta, con accordi politici tra i partiti, con l'unico fine di coprirsi l'un l'altro.

  Harald Vilimsky (NI). - Frau Präsidentin! Ich frage mich schon, warum hier manchen nicht die Schamesröte im Gesicht steht, wenn ich mir etwa auf der einen Seite den Herrn Juncker vor Augen führe, der in seinem Land ein Steuerparadies geschaffen hat, wo auf der anderen Seite die Bevölkerungen Europas in eine Ausfallshaftung treten müssen, das mitfinanzieren müssen, was Ihr Kommissionspräsident Juncker in seinem Land gemacht hat. Auf der anderen Seite debattieren wir hier über sieben Milliarden Euro, die der Rechnungshof dankenswerter Weise aufgedeckt hat, wo 4 % der vergebenen Mittel der Europäischen Union nicht rechtmäßig, nicht ordnungsgemäß vergeben wurden. Und ich frage mich: Wer nimmt wo die Verantwortung wahr? Sind es die hier fehlenden Personen draußen in der Abgeordnetenbar, die die Verantwortung für diese sieben Milliarden Euro übernehmen? Oder wer ist sonst bereit, dafür Verantwortung zu übernehmen? 120 Millionen Menschen – das ist fast ein Viertel der Europäischen Union – sind von Armut bedroht. Und es ist nicht möglich, hier mit Mitteln der Europäischen Union, des Steuerzahlers, so umzugehen. Die Schlussfolgerung daraus ist es, die Förderungen wieder auf nationale Ebene zurückzugeben, denn niemand anders als die Länder selbst hat das richtige Wissen, wie Gelder zu verwenden sind und wie sie zu kontrollieren sind.

  Petri Sarvamaa (PPE). - Madam President, first of all let me thank the European Court of Auditors and congratulate them. The annual report for the fiscal year 2013 sheds more light on the subject and creates more discussion than ever.

According to the ECA, the overall error rate was 4.7% and, if the corrective measures which have already been implemented are taken into account, it was 6.3%. This is totally unacceptable. But I am afraid that what is actually more important is the quality, not the numbers. To give just one example of the reliability of the information the Member States are giving the Commission, the error rate in structural policy is – according to the Commission – just 2.8%. But, hang on, no, take a closer look – like the Court of Auditors did – and it is a whopping 6.9%.

So one of the valuable observations in this report is that, in most cases, the national authorities in the Member States did have sufficient information to begin with. We have to fix this. The trail of auditing has to exist all the way down to programme level. For this to happen, we need full transparency of the information already available and simplification of the rules. With these we can concentrate – and we need to concentrate – on what Commissioner Georgieva said when the ECA annual report was presented to our committee ...

  Bogusław Liberadzki (S&D). - Madam President, this will be the first budgetary discharge procedure seen by more than half of the new Members and also by a new Parliament. We also have, I may say, a brand new Commission. So we must use the opportunity to deliver clear messages.

We have to close the learning cycle, which some Court members are now discussing, to get the continuous improvement we all simply need. This is all about serious work and application, not about grabbing headlines. Error-free or clean expenditure is not an end in itself, it is very important but not nearly enough. EU money can be used entirely correctly according to the rules but it has to be well directed towards a clear objective – to deliver the growth and employment goals which are so important today.

Commissioner Georgieva and the rest of the new Commission must have the tools they need to measure the social impact and other results of EU programmes. Member States and regional authorities are our partners in this, and have to ensure that every cent of European funding is well targeted. Please remember: invest these means but do not spend these means.

We need a debate on what constitutes good performance in different areas of allocation, therefore the interinstitutional working group on performance must involve players from the Commission and from Parliament, covering all key policy areas so we can quickly develop and implement a genuinely reliable concept of performance in the new funding programmes.

  Anders Primdahl Vistisen (ECR). - Fru formand! Det er desværre efterhånden ingen nyhed længere, at EU’s Revisionsret ikke kan godkende regnskabet. Der er simpelthen for mange fejl og mangler i det til, at man kan overholde det 2 %-threshold, der er nødvendig, for at budgettet kan godkendes. Da det ikke er nogen nyhed vil jeg kaste mig over to andre emner, der er lige så alvorlige. For det første får vi ikke nogen rigtig EU-merværdi ud af det, der bliver brugt penge på i Unionen. Det er et stort problem, at Unionen har et kæmpe budget, men at det ikke på nogen måder sikres, at de penge, der bruges, ikke lige så godt kunne være brugt i nationalstaterne. For det andet har vi fra EU’s side faktisk lovet langt flere penge væk, end vi ved, vi har i budgettet i de kommende år. De to ting tilsammen udgør en kæmpe bombe under EU’s budget, og hvis vi ikke begynder at tage det alvorligt her i huset, så går vi en meget svær økonomisk fremtid i møde. Jeg håber, at mine kolleger er ansvarlige, og det er det budskab, der skal komme fra mig i dag.

  Jonathan Arnott (EFDD). - Madam President, sixty seconds is insufficient to do justice to this report. About EUR 7 billion mismanaged and thrown down the drain. We have got multinationals claiming small-business relief, farms claiming buildings as grazing land, and employees paid five times the going rate for jobs. The mismanagement and fraud indicates a system rotten to the core. Every failure by a Member State is also a failure of the system itself, and even in projects administered by the Commission, there is still a 3.7% error rate.

Last year, the Commission simply ignored 21% of the auditors’ recommendations. Only 79% were implemented in full or even in part. If a private business ignored auditors’ instructions, they would end up in jail, just like they would if they submitted error- riddled accounts for 19 years in a row.

  Louis Aliot (NI). - Madame la Présidente, je remercie la Cour des comptes pour la clarté de ce rapport.

La gestion financière de l'Union européenne ne s'est toujours pas révélée satisfaisante. L'Union dépense son budget avec comme préoccupation principale de dépenser pour dépenser, sans se soucier de certaines conséquences et de certains résultats liés à ces dépenses.

Nous relevons aussi les dépenses effectuées en violation des règles, appelées pudiquement par la Cour "erreurs", qui relèvent bien souvent de fraudes en bonne et due forme, notamment en matière de marchés publics. Cela pose clairement le problème de la corruption sur certains projets à l'échelle européenne.

Ajoutons à cela des engagements financiers restant encore à liquider de l'ordre de 322 milliards d'euros, et vous comprendrez pourquoi de moins en moins de citoyens croient en ce système. Cette situation est d'autant plus choquante que la Commission se permet des remontrances aux États souverains sur des principes qu'elle est incapable d'appliquer elle-même.

  Tamás Deutsch (PPE). - Tisztelt számvevőszéki elnök úr, kedves Georgieva biztos asszony, kedves kollégák! Én elsőként szeretnék köszönetet mondani az Európa Számvevőszéknek az asztalunkra tett jelentésért. Több kollégámmal vitatkoznék. Ez egy tisztességes és az Európai Parlament munkáját lehetővé tevő előterjesztés. Másodsorban szeretném újra emlékezetünkbe idézni azt a két legfontosabb adatot, amelyet Caldeira elnök úr volt kedves megismételni: a 2013-as esztendőben az Európai Unió költségvetésének a keretében 148 milliárd eurót költöttünk el. Ennek az összegnek mintegy 4,7%-a nem felelt meg a szabályoknak, tehát a hiba kategóriájába tartozó költés ez mintegy 7 milliárd euró. Ennek kapcsán természetesen nagyon-nagyon sok feladatunk van, hogy a most induló mentesítési eljárásban ennek az okait megvizsgáljuk, ugyanakkor van egy nagyon-nagyon komoly probléma, amiről rendkívül keveset beszélünk. Ez pedig nem más, mintsem hogy ennek az összegnek a hibásan elköltött 7 milliárd eurónak közel a négyszeresét, a 25-30 milliárd eurós összeget közelíti meg az a pénz, amit az Európai Bizottság nem fizet ki szabályosan végrehajtott kohéziós fejlesztésekre. Ez pedig azt jelenti, hogy így teljesen megalapozatlanná válik az Európai Unió költségvetése.

  Derek Vaughan (S&D). - Madam President, I would like to thank the President of the Court of Auditors. I am sure that most colleagues in the room would welcome the fact that the Court has once again said that revenue and commitments were legal and regular. However, of course, a lot still needs to be done on payments. A 4.7% error rate is far too high. But I would emphasise – unlike other colleagues – that we are talking about errors and not fraud.

We also know that most of the errors take place at Member State level. This is borne out by the figures which show that the percentage of errors in shared management projects is much higher than the directly managed programmes. So we do need to do much more work with Member States, particularly those Member States who, year on year, are problematic.

I would welcome any ideas the new Commissioner has on this. How can we help Member States to reduce their error rate? Like others, I also wanted to comment on the issue of performance …

  Richard Ashworth (ECR). - Madam President, I found the negative statement of assurance continues to depress, but I took enormous encouragement from the positive approach taken by both the auditors and the Commissioner. Quite rightly they both said this is a new beginning, and quite rightly they expressed renewed determination to address longstanding problems.

Specifically, they both referred to the need for culture change. I agree. But can I suggest that the start point for that culture change ought to be in this House. We are the directly elected representatives of the people. We are the House which determines the expenditure budget for taxpayers’ money. And yet for all the interest we show in the envelope of the budget, we have no powers to monitor the outcome of the budget. We have no powers to scrutinise Commission expenditure, and we have no mechanism to measure and evaluate value for money. Only when we can adopt those powers can we change that culture and thereby get on the road towards a positive statement of assurance.

  Isabella Adinolfi (EFDD). - Signora Presidente, onorevoli colleghi, ringrazio il presidente della Corte dei conti per la presentazione. Dalla relazione annuale mi salta agli occhi il tasso di errore che, dal 2009 ad oggi, è in costante crescita, dimostrando un problema sistematico per un valore totale di 30 miliardi di euro.

Trovo inammissibile che ci siano errori così rilevanti anche nel settore amministrativo europeo. Pensioni, stipendi, indennità e spese concernenti gli immobili non dovrebbero essere soggette ad alcun errore. In un momento storico di crisi economica, in cui si chiede austerità ai cittadini europei, abbiamo il dovere di controllare attentamente ogni singola spesa, ogni appalto, e ridurre il più possibile la costruzione di nuovi edifici europei.

Auspichiamo quindi, con il mio gruppo, che il nuovo Presidente Juncker, che è tanto attento all'elusione e all'ottimizzazione fiscale del Lussemburgo, sia altrettanto attento alle raccomandazioni della Corte dei conti.

  Gianluca Buonanno (NI). - Signora Presidente, onorevoli colleghi, iniziando il mio intervento volevo salutare una settantina di sindaci della Regione Piemonte, che sono qui accompagnati dal mio collega Cirio. I sindaci sono il punto di inizio di una democrazia, di un'istituzione, e sono sempre in trincea quando ci sono i guai. Quindi grazie ai sindaci che sono qua, che rappresentano il meglio delle istituzioni italiane.

Nel mio piccolo intervento, visto che ho solo un minuto, volevo sottolineare che nella mia precedente esperienza di deputato sono stato all'antimafia, in Italia, e avevo avuto la possibilità di incontrare il Procuratore antimafia Pietro Grasso, che adesso è diventato Presidente del Senato. Ci aveva raccontato che la mafia non è più, come si poteva pensare nel film "Il padrino", solo in Sicilia piuttosto che in altre zone a sud dell'Italia, ma va dove ci sono i soldi, dove ci sono i grandi interessi. Allora mi viene in mente, sentendo i 7 miliardi della relazione della Corte di conti, che la mafia è anche qua, che la mafia sta in Lussemburgo, che la mafia allora è partecipe di tutto lo schifo che fa in Europa, perché dove c'è lo schifo c'è la mafia. Quindi la mia proporzione è: Europa fa schifo uguale…

  Claudia Schmidt (PPE). - Herr Präsident! Der Haushaltsbericht 2013 konfrontiert uns mit einer Fehlerquote von 4,7 %, einer Zahl, die sich ohne die durchgeführten Finanzkorrekturen sogar auf 6,3 % belaufen hätte. Und obwohl die wahrscheinliche Fehlerquote im Vergleich zum Vorjahr um 0,1 % gesunken ist, stehen nichtsdestotrotz 6,3 % in erster Linie falsch ausgegebener Haushaltsmittel im Raum. Als Hauptschwachstelle des Europäischen Entwicklungsfonds nannte der Rechnungshof erneut die Kontrollsysteme, die im Zuge der Prüfung der Ordnungsmäßigkeit der Vorgänge analysiert wurden.

Die Mängel bezüglich der Ex-ante-Kontrollen sind besorgniserregend, da diese dazu dienen sollten, vorschriftswidrige Zahlungen im Vorhinein zu verhindern, aufzudecken oder zu berichtigen. Die aktuelle Finanzlage muss ich nicht darlegen; wir wissen alle, dass es so nicht weitergehen kann. Es ist Zeit, Zeichen zu setzen und die Kontrollmechanismen, die uns zur Verfügung stehen, einzusetzen und zu stärken.

Dieser Jahresbericht ist der zwanzigste seiner Art, und es ist ein bedauerlicher, wenn nicht erschreckender Umstand, dass die Mitgliedstaaten und die Kommission die Haushaltsmittel nach zwanzig Jahren Kontrolle, Überprüfung und Unterstützung des Europäischen Rechnungshofes noch immer nicht ordnungsgemäß und ohne signifikante Fehlerquote ausgeben können. Hier muss man aktiv werden, denn wir geben europäisches Steuergeld aus, und nichts schadet uns mehr als die illegitime Verwendung dieser Mittel. So sorgsam, wie man sein privates Geld handhabt, möchte man schließlich auch die Haushaltsmittel der Europäischen Union verwendet wissen!

  Jens Geier (S&D). - Frau Präsidentin, meine sehr verehrten Damen und Herren, liebe Kolleginnen und Kollegen! Ich schließe mich dem allgemeinen Dank an den Rechnungshof für diesen Bericht an. Wir haben gesehen, dass die Fehlerrate bei der Durchführung des EU-Haushalts in diesem Jahr leicht gesunken ist, verglichen mit 4,8 % im Vorlauf. Aber ist denn wirklich das Vorläuferjahr die einzige Referenzgröße, die wir da in Betracht ziehen müssen? Ich glaube, nein. Jeder, der sich mit den Fördermitteln der Europäischen Union auskennt, weiß, dass sich die Ausgabenkurven im Laufe einer Programmperiode unterschiedlich entwickeln. Das heißt, am Anfang gibt es weniger Zahlungen, und je mehr Projekte von den Mitgliedstaaten genehmigt werden, umso mehr nehmen die Zahlungen zu. Es lohnt sich also, einmal einen Blick darauf zu werfen, wo wir eigentlich vor sieben Jahren gestanden sind, am selben Punkt der Förderperiode 2000-2006. Wenn man das tut, stellt man fest, dass damals die Fehlerrate immerhin bei 7,3 % gelegen hat. Mit anderen Worten: Die Fehlerrate ist heute, am Ende der Förderperiode 2007–2014 um 2,6 Prozentpunkte oder mehr als ein Drittel geringer, als das vor sieben Jahren der Fall war. Ich finde, das ist ein politischer Erfolg.

Was kann darüber hinaus getan werden, um die Fehlerrate weiter zu senken? Hier liegt der Schlüssel bei den Mitgliedstaaten. Ich zitiere aus dem Bericht des Rechnungshofs, weil es offensichtlich für einige Kollegen mal nötig ist, wirklich das Originaldokument zu Ohren zu bekommen: „Bei einer erheblichen Zahl von fehlerbehafteten Vorgängen verfügten die Behörden in den Mitgliedstaaten über ausreichende Informationen, um den Fehler aufzudecken und zu berichtigen.“ Wir hätten die Fehlerrate in der ländlichen Entwicklung auf 2 % senken können.

  Richard Sulík (ECR). - Európsky dvor audítorov opäť raz našiel chyby za miliardy. Už dvadsiaty rok po sebe sa zase raz konštatuje, že sú chyby, a zase sa nič nezmení. Pritom ide len o chyby, ktoré sa týkajú výdavkov robených v rozpore s pravidlami. Vôbec sa nezisťuje, že koľko výdavkov bolo nezmyselných. Európsky dvor audítorov konštatuje, že na prvom mieste je minúť peniaze, na druhom, aby to bolo s nejakými administratívnymi pravidlami, a až potom sa rieši, či to vôbec má zmysel. Toto je celé pomýlené. Toto nie je myšlienka, na ktorej stojí Európa – brať peniaze od daňovníkov a rozdávať ich späť. Tu nie je predsa zmysel ten, aby sa politici hrali na Ježiška – brali ľuďom peniaze a nejakým iným ich dávali. Výdavky treba skresať. Spoločná poľnohospodárska politika je prežitok z minulého storočia. Treba ju zrušiť. To je hneď 50 miliárd. Takisto eurofondy. Tie prinášajú len zlo do tých krajín.

  Tomáš Zdechovský (PPE). - Paní předsedající, rád bych se vyjádřil k této výroční zprávě Evropského účetního dvora. Je to smutná skutečnost, kterou tady musíme zmínit, ale z výroční zprávy jasně vyplývá, že Evropská komise trpí syndromem špatného finančního managementu, a k tomuto problému se nutně musíme postavit čelem a v novém období zapracovat na vyléčení tohoto neduhu.

Já zde vidím jeden hlavní problém, a to především v nedostatečně stanovených prioritách. Při utrácení evropského rozpočtu jde v první řadě o utrácení všech dostupných zdrojů a zdá se, že to, zda se tato utrácení odehrávají v souladu s danými pravidly, není v centru pozornosti. Už vůbec se nehledí na to, zda projekty, které jsou z rozpočtu financovány, dosáhnou stanovených cílů či nikoliv či zda mají nějakou přidanou hodnotu. Vysoká chybovost, nízká míra efektivní interní kontroly, nedostatek integrity a nekonzistentnost jsou hlavními příznaky nemocného finančního řízení. Členské státy ale také nesou vinu za tento stav, neposkytují pravdivá data a některé z nich tak díky laxnímu přístupu a některé záměrně k novým chybám přispívají.

  Caterina Chinnici (S&D). - Signora Presidente, onorevoli colleghi, signora Commissario Georgieva, grazie Presidente da Silva Caldeira per l'approfondita relazione, nella quale però, anche oggi, ha ricordato come ormai da tempo la Corte sollevi sempre gli stessi problemi, tra cui l'alto tasso di errore nei pagamenti, che nel 2013 è arrivato al 4,7%, e questo soprattutto nei settori in cui la responsabilità della spesa dei fondi UE è affidata ai paesi membri. Rimane quindi assolutamente indispensabile approfondire tutte le cause di un così alto tasso di errore, anche per capire perché i correttivi finanziari non hanno funzionato in modo adeguato ed eventualmente per razionalizzare i meccanismi di spesa nei modi suggeriti dalla stessa Corte.

A preoccuparmi maggiormente, però, sono altri due aspetti: l'efficacia della spesa e il divario fra impegni e pagamenti effettuati, che ha portato ad accumulare passività che avranno serie ripercussioni sui pagamenti futuri nel quadro dei programmi europei pluriennali. Su questi due aspetti, Commissario Georgieva, ritengo necessario che la Commissione europea intervenga in modo rapido ed incisivo, facendone una priorità del suo lavoro dei prossimi mesi.

  Wim van de Camp (PPE). - Ik dank de voorzitter van de Europese Rekenkamer en de commissaris voor haar woorden. Het zal u niet verbazen dat ik mij aansluit bij de kritische toon van mevrouw Gräβle. Gaat er de komende jaren nu echt iets veranderen?

Dat is toch wel de centrale vraag.

Een foutenpercentage dat daalt van 4,8 naar 4,7 %, met alle respect, dat is naar de Europese burger toe te weinig. Daar kunnen wij, om het even populair te zeggen, niet mee thuiskomen. Zeven miljard euro hebben wij verloren en ik sluit mij zeker niet aan bij collega's die zeggen dat dat geld naar de maffia is gegaan, maar met dit geld zouden wij wel de helft van de achterstand op de Duitse infrastructuur kunnen verbeteren.

Mijn vraag aan de commissaris is dan ook: wat gaan wij de komende jaren doen, met name naar de lidstaten? Want de lidstaten spelen hier een veel grotere rol dan wij denken. Ik vraag opnieuw uw aandacht - wij hebben het gedaan bij de hoorzittingen - voor de nationale managementverklaring. De lidstaten hebben bij het uitgeven van het Europese geld een grotere verantwoordelijkheid dan wij hier in Brussel denken.

Tot slot, Voorzitter, de vraag over de simplificatie. Zowel bij aanvragen als afrekenen kan het simpeler.

Deswegen habe ich mich zu Wort gemeldet, weil ich glaube, dass Sie einen Irrtum begangen haben. Sie haben behauptet, sieben Milliarden Euro wären weg. Ich lese Ihnen mal vor, was der Hof dazu sagt. Der Hof sagt: „Die vom Hof geschätzte Fehlerquote ist kein Maß für Betrug, Ineffizienz oder Verschwendung. Sie ist eine Schätzung der Mittel, die nicht hätten ausgezahlt werden dürfen.“ Würden Sie vor diesem Hintergrund Ihre Aussage, dass sieben Milliarden Euro verschwunden sind, freundlicherweise zurücknehmen?

  Lucy Anderson (S&D). - Madam President, I thank the auditors for this report, and the vital and often insufficiently appreciated work that they do. Frankly, this Chamber should be significantly fuller than it actually is.

Whilst I agree with my group colleagues on this report that a performance approach on control is important, I think we must not forget the key issue of absorption. It is still very important in terms of use of funds. In the UK we are below the EU average for a proper absorption of funds, and this is important. In reality, in overall terms, this means, for example, that youth guarantee money, flood help, supporting redundant workers, all of these things in reality could be made much better use of, as well as the funds that are specifically looked at and addressed by this report.

And in answer to the colleague over there, it is absolutely not true that EU money is a waste. It is good value for money. If you look at the UK public accounts there are major qualifications …

  Νότης Μαριάς (ECR). - Κυρία Πρόεδρε, η υποκρισία περισσεύει στην Ευρωπαϊκή Επιτροπή. Μια Ευρωπαϊκή Επιτροπή που ως μέλος της τρόικας κουνά το δάχτυλο στην Ελλάδα και στις χώρες του ευρωπαϊκού νότου και απαιτεί μια βίαιη δημοσιονομική προσαρμογή και απολύσεις δημοσίων υπαλλήλων με τη δικαιολογία ότι δήθεν είναι ανεπαρκείς, ενώ η ίδια η Επιτροπή δεν μπορεί να βάλει τάξη στα του οίκου της και να ελέγξει τους ίδιους τους υπαλλήλους της για περιπτώσεις ανεπαρκούς δημοσιονομικής διαχείρισης που ρητά αναγράφονται στην έκθεση του Ελεγκτικού Συνεδρίου:

Ποιος αναλαμβάνει την ευθύνη για τα 7 δισεκατομμύρια ευρώ που πληρώθηκαν αχρεωστήτως; Τι θα πείτε κύριοι της Επιτροπής στα εκατομμύρια των ανέργων του ευρωπαϊκού νότου για τα σκάνδαλα που περιγράφονται στην έκθεση, για τη διαφθορά στην ανάθεση έργων, για την κατασπατάληση πόρων, για την κακοδιοίκηση, για το πώς θα πιάσουν τόπο οι δαπάνες; Δεν είναι λοιπόν δικαιολογημένη και ικανοποιητική η δημοσιονομική διαχείριση εκ μέρους της Επιτροπής, είχαμε παραβιάσεις κανόνων και πληθώρα σφαλμάτων.

  Igor Šoltes (Verts/ALE). - Seveda tudi jaz pozdravljam poročilo Evropskega računskega sodišča in zdi se mi izjemno pomembno, da ta institucija vsako leto pregleduje pravilnost in smotrnost porabe evropskih sredstev.

Bi pa opozoril na nekaj: upravljanje proračuna EU bi lahko bilo seveda mnogo boljše, kot je. To ugotavlja tudi Računsko sodišče. Predvsem pa moramo poskrbeti, da bo proračun lažje upravljati, če bo cilji jasnejši in pravila enostavnejša.

In to se mi zdi, da je eden od bistvenih napotkov za nadaljnje delo tudi Komisije. Dobro bi bilo tudi pregledati tista pravila, ki so prezapletena in ki ne omogočajo tudi smotrne porabe javnih sredstev in postanejo prej ovira kot pa spodbuda, ker nikoli nobena pravila ne bodo mogla preprečiti slabih namenov, da se jih krši in obide, mnoga pravila pa lahko preprečijo dober namen njihovega spoštovanja, zato predlagam tudi…

  Bill Etheridge (EFDD). - Madam President, I sit on the Committee on Regional Development; we have gone through some of the discrepancies that show up and I accept that many of them are actually not anything sinister or malicious, they are genuine mistakes that get made.

I think it is important is that we find a way for the system to allow for a more clear way of understanding, where people cannot get so confused. I actually believe that a vast majority of the discrepancies are done in good faith, but it is still taxpayers’ money, and if we have a system where people do not really understand what they are doing, there is a possibility that fraud could come through, and on a grand scale.

While money is tight for all of us around Europe and every country is desperate to ensure the cash is used properly, I think there needs to be some work done to make sure that whatever money does go through this place is used properly and there are no errors or mistakes in the process.

Ön a felszólalásában szó szerint azt mondta, hogy a polgárok elvárják tőlünk, mármint az Európai Bizottságtól, hogy demonstráljuk azt, hogy vigyázunk a pénzükre. Mi az Ön személyes véleménye arról, biztos asszony, hogy hogy hihetik el ezt a polgárok akkor, amikor az Önök bizottságát és az Európai Bizottságot olyan ember vezeti Juncker úr személyében, akiről gyakorlatilag bebizonyosodott, elismerte, hogy titkos megállapodásokat kötött pénzügyminiszterként saját országában, Luxemburgban külföldi multicégekkel arról, hogy gyakorlatilag semmilyen adót nem kell fizetniük ott Luxemburgban, ezzel tengernyi pénzt vett ki a saját honfitársainak a zsebéből, és rendkívül rossz versenypozícióba szorította a saját kis-és középvállalkozóit? Kecskére a káposztát? Ilyen emberre bízzák az emberek, a polgárok a pénzüket? Ön személyesen nem gondolja azt, hogy le kellene mondania? És egy szakmai kérdés. hogyha annyira minden rendben volt ezzel a dologgal, ahogy Juncker úr állította...(az elnök félbeszakítja a felszólalót)

  Nicola Caputo (S&D). - Signora Presidente, onorevoli colleghi, nella sua relazione annuale sull'esercizio 2013 la Corte dei conti europea avverte che il sistema del bilancio è eccessivamente incentrato sull'aspetto quantitativo della spesa. La Corte rileva che nel periodo 2007-2013 la priorità è stata data esclusivamente alla quantità della spesa, in secondo luogo alla conformità alla normativa e solo in ultima analisi e in misura limitata a risultati e impatto. Sinceramente, un errore stimato della spesa di circa 4,7% è troppo. Devo dire però che quanto assicurato dalla Commissaria Georgieva mi soddisfa. Ha detto bene: non c'è tempo da perdere. Bisogna dunque perfezionare i meccanismi di spesa e prestare molta attenzione alla qualità della stessa, passando come si dice alla cultura della performance.

Ho molto apprezzato anche il riferimento alla sburocratizzazione e alla trasparenza che poi sono l'altra faccia della medaglia. Non c'è tempo da perdere, ma non bisogna perdersi in proclami. Auspico che la Commissione accolga veramente le raccomandazioni della Corte dei conti e passi alle vie di fatto, inaugurando una nuova stagione nella gestione dei fondi europei.

  Franz Obermayr (NI). - Frau Präsidentin! Alle Jahre wieder – so wie Weihnachten – liegt der Rechnungshofbericht vor. Besten Dank an dieser Stelle den engagierten Mitarbeitern, die uns viel gutes Material besorgen! Allerdings ist es für mich erschütternd – und ich verfolge diese Berichte und die Diskussion bereits seit fünf Jahren –, dass die Vorschläge des Rechnungshofes konsequent ignoriert werden. Und sie haben sehr gute Vorschläge, zum Beispiel den praktischen Nutzen der investierten Gelder zu überprüfen und nicht nur formelle Kriterien. Wir sollen uns nicht selber belügen, weil die Berichtsformen ja nicht aussagekräftig sind, die tatsächliche Zielerreichung keine Priorität hat. Wir fördern Dinge, die anderen Verpflichtungen nicht entsprechen: Umweltschutz, Tierschutz sind hier angeführt, cross-compliance-Probleme.

In diesem Zusammenhang, meine Damen und Herren, erinnert mich die Union an einen dicken, schwerfälligen Öltanker, der sich mit voller Fahrt dahinbewegt, der aber nicht in der Lage ist, rasch seinen Kurs zu korrigieren. Und was noch erschütternder ist: Auf der Kommandobrücke steht ein Kapitän, der diesen Kurs auch nicht ändern will!

  Kristalina Georgieva, Vice-President of the Commission. - Madam President, I want to start by expressing my appreciation for the comments that have been made. There were very clear messages from the rapporteur – the three points that we heard – and also from many who have expressed their desire to see better financial management for the sake of delivering to our people.

Let me make three points: One: what exactly is an error rate? This is what it is: errors. Some of this may be mismanagement of funds, some of it may be misrecording, and a small percentage – to be exact 0.2% – is actually money stolen. Of course, 0.2% is 0.2% too much, but we must not confuse the errors that are genuine clerical errors with mismanagement and, even worse, fraud. We have to be clear in our minds what we are talking about, because if we do not define the problem accurately, we will not be able to solve it.

My second point is: what are we doing about it? For the majority of errors that are exactly that – errors – we are relentlessly investing with Member States in the training of people who deal with European money. We find this to be a task that deserves even more attention, because if we have people who understand and apply the rules, then the error rate goes down – and we have plenty of evidence that well implemented training programmes lead to a reduction of error rates – then people leave and the error rate jumps up, so this human factor is very important.

We are also providing strong incentives in the new programming period: positive incentives – 6% of the money set aside to reward good performance; and negative incentives – more severe clawing-back of funds when there is inappropriate management of EU money.

We are doing a lot, and we are keen to do more in simplification of rules. We now have eligibility rules harmonised across different areas, but I can tell you that yesterday I met with my fellow Commissioners who are colleagues in spending areas, to discuss how we can take this forward because it is really important, as the Court told us.

My third point is: Do we take this report seriously? Yes. And the Court told us in Special Report No 19/2013 that the Commission adequately follows up the Court’s recommendations and that the Court’s review of a sample of recommendations showed that these, being implemented by the Commission, have improved financial management. We too intend to take this report very seriously, especially in this shift we need to make from a strictly compliance-based culture to combining efforts in compliance with very strong emphasis on performance. I will be here next year and the year after, and I hope that we will have results to report. More than hope; I pledge there will be results to report.

  Vítor Manuel da Silva Caldeira, président de la Cour des comptes. - Madame la Présidente, Mesdames et Messieurs les députés, j'aimerais d'abord vous remercier pour les propos bienveillants que vous avez adressés à la Cour des comptes pour son travail. Je crois que tous ceux qui ont œuvré à ces rapports vous en remercient.

I would like to address some of the points that were raised in this debate, not because the Court was directly asked to answer, but because I think we need to have a clear idea what needs to be done.

In our report we state clearly that we need to change this culture of using the funds because they are available and because otherwise we risk losing them, not having the possibility to use them. We need to make the systems work more effectively. We have shown in our report that the Member States have information to prevent those claiming reimbursement of funds from the European Union funds from making those claims. That is the primary concern. If you want the Member States’ authorities and the European Commission to do their job fully, they need to increase this preventive action.

Of course errors may occur, it is human, but when they occur they have to be corrected. In our report we show the likely impact of the corrective action taken both by the European Commission and the Member States. At the end in some areas, even this year, in some operations we have looked at, it was possible to bring down the level of the error very close to the materiality threshold. We do not need to change the rules again; the rules have been changed for this new financial framework.

We need now to implement them. We called for a change in the rules; the rules have been changed, so now is the moment for action. The Member States and the European Commission had to take clear action here, by simplifying the rules, by stating clear objectives, by devising and designing programmes for investment that are results-oriented; looking for real impacts on the life of European citizens, but indeed having the right incentives: those that are performing better should have the right incentive for that.

Madame la Présidente, j'aimerais conclure en répétant que cette importance nouvelle donnée à une gestion tournée vers des résultats nettement visibles pour les citoyens doit être la clef de voûte pour l'avenir.

Cette clef de voûte est tournée vers une économie prospère, créatrice d'emplois et protectrice de l'environnement. Je crois que tous, y compris dans cet hémicycle, nous sommes tournés dans cette direction. La Cour estime qu'il revient à la Commission et aux États membres de mettre l'accent sur cette culture de recherche de résultats lorsqu'ils sont amenés à dépenser l'argent de l'Union européenne.

  Zigmantas Balčytis (S&D), raštu. Norėčiau atkreipti dėmesį į Audito Rūmų subalansuotai parengtą 2013 m. metinę ataskaitą, kurioje aiškiai išdėstomos problemos, su kuriomis susiduriama valstybėse narėse skirstant ES lėšas, bei pateikiamos rekomendacijos kaip užtikrinti geresnį šių lėšų panaudojimą. Sveikinu Audito Rūmus su jų principinga pozicija, kuria siekiama gerinti ES skiriamų lėšų apskaitą bei mažinti mokėjimų klaidų lygį, kuris išlieka labai aukštas: net 4,7 %. Pagrindine problema ir toliau išlieka tai, kad valstybės narės teikia netikslią ir nepilną informaciją apie ES lėšų panaudojimą. Naujuoju finansavimo laikotarpiu valstybės turi būti įpareigotos teikti geresnės kokybės informaciją tiek apie ES lėšų panaudojimo kontrolę, tiek apie pasiektus rezultatus. Kalbant apie Europos Komisiją, nepriimtina, kad ji jau eilę metų ignoruoja Audito Rūmų jai teikiamas rekomendacijas. Net apie 20 % visų rekomendacijų yra visiškai neįgyvendinamos. Komisija turėtų atidžiau kontroliuoti ES lėšas bei užtikrinti geresnį ES finansinių taisyklių taikymą.

Le rapport de la cour des comptes sur le budget 2013 de l'Union Européenne fait état de près de sept milliards d'euros dépensés "par erreur' (6,97 milliards exactement), qui correspondent tout de même à 4,7 % du budget total. Les "erreurs" sont particulièrement importantes en matière de développement rural (6,7 %) et de politique régionale (6,9 %). La Cour cite même quelques exemples "d'erreurs à tort" alors que, bien souvent, il s'agit de fraudes réelles. Ainsi, une PME slovène était subventionnée alors qu'elle était la filiale de grands groupes automobiles. Mieux encore, dans plusieurs pays, des terres, qui ont été subventionnées à titre de prairies permanentes, ont été recouvertes en partie ou totalement... de bois. Au moment même où l'Union européenne exige des États membres, soumis au traité budgétaire, la maîtrise de leurs dépenses publiques, elle ne s'applique pourtant pas à elle-même les principes de bonne gestion qu'elle prône. Face à ce constat accablant, je ne serais que plus vigilante sur l'utilisation des fonds publics européens dont le gaspillage est un affront pour les milliers de contribuables soumis à l'austérité et aux politiques ultralibérales. Il est plus que temps d'exiger de cette Europe technocratique une transparence exemplaire de la gestion des deniers publics.

  Vilija Blinkevičiūtė (S&D), raštu. – Dėkoju Europos Audito Rūmų pirmininkui už pristatytą 2013 metų ataskaitą. Šioje Audito Rūmų ataskaitoje įvertinta, kad per šį laikotarpį Europos globalizacijos fondas (EGF) veikė labai veiksmingai ir suteikė galimybių atleistiems darbuotojams kuo greičiau sugrįžti į darbo rinką. Audito Rūmai taip pat padarė išvadą, kad tais atvejais, kai fondas buvo naudojamas bendrai finansuoti paslaugas, kurių paprastai nebuvo valstybėse narėse, pavyzdžiui, atleistų darbuotojų mokymus, buvo suteikta didžiulė pagalba mūsų žmonėms. Dėl šios ataskaitos pasisakiusi Komisija pažymi, kad Europos globalizacijos fondo suteiktą paramą reikėtų vertinti kaip tarpusavyje susijusių priemonių, kurios kaip visuma padeda sėkmingai atlikti finansuojamas operacijas, rinkinio finansavimą. Iš tiesų Europos globalizacijos fondas remia darbuotojus, teikdamas įvairią pagalbą, įskaitant išmokas, kuriomis užtikrinama, kad aktyvumo skatinimo priemonių taikymo laikotarpiu darbuotojams pakaktų pajamų ir kartu jie galėtų pasinaudoti įvairiomis finansuojamomis priemonėmis, pavyzdžiui, mokymo programomis. Lietuva ne vieną kartą sėkmingai yra pasinaudojusi Europos globalizacijos fondo teikiama parama, pavyzdžiui, Alytaus „Tekstilė“, AB „Snaigė“, finansinė pagalba taip pat buvo skirta atleistiems darbuotojams iš pastatų statybos, baldų gamybos ir drabužių siuvimo veiklos krypčių. Kartu su valstybės skiriamomis lėšomis, šio fondo parama jiems padeda keisti kvalifikaciją, kurti verslą ar susirasti naują darbą.

Le rapport de la Cour des comptes de l’Union souligne, dans son volet « Politique régionale », que sur 180 opérations contrôlées, près de 102 étaient entachées d'irrégularités, soit près de 57 % du total des opérations contrôlées. À ce titre, les manquements aux règles des marchés publics expliquent plus de 30 % de taux d’erreur estimé par la Cour. Ces chiffres traduisent l’échec de la politique de cohésion qui, loin de favoriser la convergence des économies des États membres, finance des projets trop souvent surdimensionnés, que les autorités de certification ne contrôlent pas efficacement. En effet, beaucoup d’États membres bénéficient d’une enveloppe financière inadaptée à leur capacité administrative d’absorption des fonds européens. À ce titre, la Cour a remarqué que cette tension s’accroissait à l’approche de la fin de la période d’admissibilité. Les fonds non consommés sont débloqués pour le remboursement de coûts irrecevables ou pour le financement de projets trop coûteux ou peu susceptibles de produire les résultats escomptés. Ce rapport de la Cour nous enseigne qu’une refonte complète de la politique régionale doit être menée dans l’intérêt principal des États membres contributeurs.

  Mireille D'Ornano (NI), par écrit. – Le rapport annuel de la Cour des comptes européenne relatif à l’exercice 2013 démontre qu’une fois de plus, l’Union européenne et ses institutions fonctionnent en totale déconnexion de la réalité. Cette gigantesque machine administrative et technocratique est dirigée en toute irresponsabilité. Il apparait clairement que les dépenses de l’Union ne sont soumises que trop modestement à des logiques de performance et d’efficacité. Sans objectif clair, il s’agit d’une dépense de crédits pour dépenser les crédits. Une absurdité si illustrative de l’Union européenne. Plus grave encore, le volet des dépenses présente près de 7 milliards d’euro d’erreurs, notamment du fait du manque de rigueur dans la distribution des fonds européens. Cela équivaut au tiers de la contribution de la France au budget communautaire. Et cela apparaît d’autant plus choquant que l’Union européenne accumule près de 30 milliards d’euro de factures impayées. Il y a enfin peu d’espoir que le système se réforme, les recommandations de la Cour parvenant rarement aux oreilles des dirigeants européens, mais rappelons que cette technocratie folle vit sur le dos des peuples.

  Hans-Olaf Henkel (ECR), schriftlich. – Der Bericht des EU-Rechnungshofes enthüllt einen veritablen Skandal. Selbst die sonst sehr zurückhaltende Frankfurter Allgemeine Zeitung meinte, dass hier "in erheblichem Umfang geschlampt oder getrickst" wurde. Wenn ausgerechnet die EU, die sich gegenüber anderen Ländern, Wirtschaftsunternehmen und lokalen Behörden als ultimative moralische Instanz aufspielt, 7,4 Milliarden Euro nicht ordnungsgemäß verwendet, dann müsste doch wenigsten das Europäische Parlament einschreiten. 20 Mal in Folge verweigert der Rechnungshof der EU und den Mitgliedsstaaten das Testat, und es geschieht.......nichts! Man stelle sich mal vor, was los wäre, wenn einem Unternehmen mit einem Jahresumsatz von 148,5 Milliarden Euro das Testat des Wirtschaftsprüfers zwei Mal hintereinander verweigert wurde! Der gesamte Aufsichtsrat samt Vorstand würde von den Aktionären in die Wüste geschickt. Wer, wenn nicht wir Parlamentarier sind hier die Hauptversammlung! Und was tun wir? Nichts! Wobei ich als Deutscher und in Berlin Wohnhafter besonders betroffen bin: Als Beispiel für einen besonders schwerwiegenden Verstoß wurden Vergabeentscheidungen an einem deutschen Flughafen genannt. Raten Sie mal an welchem!

  Philippe Loiseau (NI), par écrit. La Cour des comptes note que c'est la complexité du système que vous avez créée qui pose problème, davantage que la fraude. Je suis bien placé pour en témoigner. En tant qu'agriculteur, je suis inondé par les exigences réglementaires de l'Union européenne, responsable de cet accroissement de contrôles (semences certifiées, contrôle en plein champ d'épandage pesticide, local phytosanitaire, nouvelles normes de matériel, directives sur les nitrates et phytosanitaires, superficies des parcelles, etc.), que même les Chambres d'agriculture départementales ont du mal à effectuer. Les technocrates déconnectés de la réalité du terrain ont créé une agriculture totalement administrée. Je demande donc à la Commission européenne de mettre fin à la surrèglementation dans le secteur agricole.

  Vladimír Maňka (S&D), písomne Financie členských štátov a spoločný rozpočet sú pod tlakom. O to viac je dôležité, aby sme starostlivo hospodárili, ale aj lepšie odhadovali dlhodobé požiadavky na financovanie.

Odhadovaná chybovosť od roku 2007 poklesla. Stále je vysoko nad prahom významnosti.

Členské štáty mohli zabrániť mnohým neoprávneným čerpaniam.

Na druhej strane z vlastnej skúsenosti ako bývalý župan mám príklady, keď pri realizácii projektu trvalo viac ako rok, kým kontrolné orgány úplne jasný prípad uznali ako oprávnený náklad. Takéto prípady svojou byrokraciou prispeli k celkovej neefektívnosti.

Dve posolstvá su veľmi dôležité:

1, Chybovosť ešte neznamená podvod, ani plytvanie.

2, Na druhej strane Správa Dvora audítorov je výbornou pomôckou pre Komisiu a členské štáty, ako znížiť chyby.

V novom programovacom období sa nemôžeme zamerať na čerpanie financií za každú cenu pod heslom „ak ich nepoužiješ, tak ich stratíš“. Musíme sa sústrediť na projekty

s najväčšou pridanou hodnotou.

  Sophie Montel (NI), par écrit. La Cour des comptes a réalisé un travail de contrôle précis et d’une grande valeur. Elle nous livre ainsi un document complet et documenté sur la gestion du budget 2013 de l’Union européenne, qui vient conforter une nouvelle fois notre analyse sur certaines dérives budgétaires constatées. L’Union européenne suit en effet inlassablement la même ligne directrice en matière financière et budgétaire: dépenser toujours plus sans se soucier des recettes réelles dont elle dispose… Une logique insensée qui, lorsqu’elle est appliquée par des particuliers, les mène inexorablement au surendettement… La Cour des comptes révèle également dans son rapport annuel, des cas graves de violation des règles, qu’elle qualifie d’ailleurs pudiquement «d’erreurs», mais qui s’apparentent à des fraudes et notamment dans les marchés publics… Si de moins en moins de citoyens ont confiance dans cette Europe, il y a des raisons évidentes et la Cour des comptes nous en liste ici quelques-unes.

Enfin, on retiendra qu’en matière budgétaire, l’Union européenne impose aux États membres une rigueur et des règles strictes qu’elle s’avère bien incapable de s’appliquer à elle-même!

  Janusz Zemke (S&D), na piśmie. Z uznaniem odnoszę się do sprawozdania Europejskiego Trybunału Obrachunkowego za 2013 rok. Potwierdza ono, że Trybunał jest instytucją kompetentną i niezależną, która – podobnie jak Najwyższa Izba Kontroli w Polsce – bada rzetelność i celowość wydatków budżetowych. Ze sprawozdania wynika, że wydatki z budżetu UE w 2013 roku wyniosły 148,5 miliarda euro. Daje to w przeliczeniu na jednego obywatela UE roczną kwotę 290 euro. Budżet unijny został przede wszystkim wydany na politykę regionalną, transport i energię (30,4%) oraz wsparcie rolnictwa i rynku (30,2%).

Warto zwrócić uwagę na fakt, że nadal występują niepokojące zjawiska dotyczące budżetu unijnego. Dwa z nich są najpoważniejsze. Po pierwsze, w budżecie UE nie ma wystarczających środków na sfinansowanie wszystkich wydatków, gdyż kwota niezrealizowanych faktur sięgnęła już 24 miliardów euro. Podważa to wiarygodność Unii i komplikuje sytuację finansową wielu wykonawców. W tej sytuacji państwa unijne powinny znacznie szybciej zwiększać swoje wpłaty do budżetu unijnego, dokonując korekt in plus. Drugim problemem jest wykorzystywanie środków unijnych niezgodnie z przepisami, co pokazują wykryte nadużycia. Badania Trybunału wskazują, że nieprawidłowości te w 2013 roku wynosiły 4,7% wszystkich wydatków. Trybunał słusznie zwraca uwagę na te negatywne zjawiska. Rzecz w tym, by Komisja Europejska i poszczególne państwa traktowały zalecenia Trybunału Obrachunkowego z najwyższą powagą.
