  Presidente. - L'ordine del giorno reca la discussione sulle dichiarazioni del Consiglio e della Commissione sulla Conferenza 2014 delle Nazioni Unite sui cambiamenti climatici - COP 20, Lima, Perú (1 - 12 dicembre 2014) (2014/2777(RSP)) .

Prima di dare la parola al Consiglio, voglio informare tutti coloro che interverranno che sarò costretto a far rispettare rigidamente i tempi assegnati e non potrò autorizzare domande "cartellino blu" perché alle 12.00 c'è la consegna del premio Sacharov. Quindi, essendoci moltissimi oratori, è prevista un'ora e mezza di dibattito e devo assolutamente far rispettare i tempi. Chiedo a tutti quanti voi, al Consiglio e alla Commissione di rispettare i tempi previsti.

  Sandro Gozi, Presidente in carica del Consiglio. - Signor Presidente, onorevoli deputati, vi sono molto grato per questa opportunità che mi viene data di affrontare le questioni chiave che abbiamo davanti a noi, in vista della Conferenza di Lima che si terrà la prossima settimana, conferenza alla quale, come avviene da anni ovviamente, alcuni rappresentanti del Parlamento europeo parteciperanno nella delegazione dell'Unione europea. Quello di Lima, lo sapete colleghi, è l'ultimo appuntamento importante di quest'anno prima della Conferenza di Parigi, alla quale noi vogliamo e puntiamo ad avere un accordo globale per il clima nel periodo successivo al 2020.

Per cominciare vorrei ricordarvi i motivi per i quali questi impegni sono così importanti. Sappiamo tutti che al fine di scongiurare il cambiamento climatico che avanza e le sue devastanti conseguenze, l'innalzamento della temperatura mondiale deve restare al di sotto dei 2 gradi centigradi rispetto ai livelli preindustriali. Per realizzare questo obiettivo occorre ridurre le emissioni globali entro il 2050 dal 40 al 70% rispetto al 2010. Occorre che le stesse emissioni raggiungano livelli vicini allo zero o inferiori nel 2100. Per dotarci di uno strumento adatto al periodo successivo al 2020 abbiamo convenuto a Durban di elaborare un nuovo strumento giuridico nell'ambito dell'esistente convenzione delle Nazioni Unite.

Ora vorrei ricordare qui i compiti più importanti che dovremo realizzare alla Conferenza di Lima, per far sì che questa sia un successo e soprattutto per ben preparare la Conferenza globale di Parigi il prossimo anno: individuare ovviamente gli elementi principali su cui possiamo trovare un accordo in vista del 2015; concordare i requisiti essenziali circa le informazioni iniziali, il processo di comunicazione di queste e i successivi esami ed analisi dei vari contributi previsti stabiliti a livello nazionale; affrontare adeguatamente la questione delle nostre ambizioni in materia di mitigazione per il 2020. Innanzitutto a Lima dobbiamo convenire gli elementi essenziali dell'accordo 2015, dicevo: mitigazione (che include anche il ciclo degli impegni), adattamento, utilizzo dei mercati, finanziamento, tecnologie, sviluppo di capacità e trasparenza. In tal modo saremo in grado di presentare, entro maggio del prossimo anno, un progetto completo di testo di negoziato per avviare i negoziati sul vero e proprio accordo, con largo anticipo rispetto alla Conferenza di Parigi.

Il secondo punto è quello relativo ai contributi previsti stabiliti a livello nazionale, i cosiddetti INDC. L'accordo del 2015 dovrebbe prevedere impegni di mitigazione giuridicamente vincolanti per tutte le parti. Varieranno tuttavia il livello di ambizione e il tipo di impegno. Gli INDC dovrebbero pertanto consentire a ciascuna parte di scegliere il proprio tipo di contributo e di definire il proprio livello di ambizione in funzione delle rispettive situazioni e capacità nazionali. La possibilità di operare scelte diverse implica che le parti dovranno fornire informazioni sufficienti affinché i loro impegni siano compresi e analizzati per verificarne la conformità con l'obiettivo dei 2 gradi centigradi.

La Conferenza di Lima deve pertanto fornire orientamenti alle parti sulle informazioni iniziali che devono accompagnare gli INDC e sul processo volto a esaminare e analizzare tali dati il prossimo anno. Come sapete, l'accordo sul quadro di politica climatica ed energetica Orizzonte 2030, raggiunto dal Consiglio europeo nel mese scorso, è molto significativo. Era una grande priorità del nostro Semestre: volevamo assolutamente raggiungere un accordo importante e ambizioso in materia di lotta contro il cambiamento climatico come Unione europea, volevamo confermare il ruolo svolto dall'Unione europea nei negoziati internazionali sul clima. Ci siamo prefissati l'obiettivo di ridurre le nostre emissioni del 40% nel 2030 rispetto al 1990, in linea con l'obiettivo di più lungo periodo di ridurre le emissioni dell'80-95% entro il 2050. Forse ci siamo resi conto e forse l'opinione pubblica europea si è resa conto dell'importanza di questo accordo solo qualche giorno dopo, quando invece molta maggiore attenzione mediatica è stata data alla decisione e all'annuncio di Cina e Stati Uniti, quando hanno annunciato i loro INDC. Senza conoscerne tutti i dettagli valutarli correttamente risulta piuttosto difficile, ma l'annuncio stesso in questa fase iniziale e a poche settimane dall'annuncio dell'Unione europea rappresenta per noi di per sé uno sviluppo molto positivo in vista della Conferenza di Parigi. I due principali produttori di emissioni hanno inviato un chiaro segnale della loro volontà di impegnarsi e di giungere a un accordo a Parigi.

In terzo luogo – e concludo, Presidente – la Conferenza di Lima dovrebbe inviare un chiaro segnale, muovendo dallo slancio impresso dal Vertice sul clima indetto dal Segretario generale delle Nazioni Unite a settembre, al fine di intensificare le azioni in settori che presentano un elevato potenziale di mitigazione con conseguenze positive in termini di sviluppo, crescita e innovazione.

  Miguel Arias Cañete, Member of the Commission. - Mr President, let me first thank you for the draft resolution on the Lima Conference and for your work and support for international climate negotiations. Lima will be a milestone. Progress in Lima will be crucial to success in Paris at COP 21, where we will adopt an internationally legally-binding agreement applicable to all Parties.

In that context Lima must deliver three key outcomes. Firstly, we should have a good understanding of the elements of a draft negotiating text of the 2015 agreement. Secondly, we need to agree on the requirements for the way in which all Parties are to present, early next year, their Intended Nationally Determined Contributions (INDCs) to the new agreement. These contributions will express each Party’s intended emission reduction effort, and they must be transparent, quantifiable and comparable. Lima should also provide for an international process to consider and analyse the adequacy and ambition of INDCs before Paris. That process should aim to ensure that finalised emissions reductions commitments in the 2015 agreement are collectively sufficient to keep global average temperature increase below 2oC, and individually fair. And thirdly, we need to make progress on enhancing mitigation ambition also before 2020, so we remain on track to achieve the ‘below 2o C’ objective, which is crucial given that the 2015 agreement will not enter into force until 2020.

The Commission has been very active in driving European Union action to make Lima a success. My predecessor, Connie Hedegaard, has done a tremendous job reaching out to our key strategic partners through visits – to the United States, China and India – and through her engagement in plurilateral forums such as the Major Economies Forum or the Cartagena Dialogue of progressive countries. I am personally committed to furthering and strengthening these dialogues and alliances. The European Union has also actively engaged in climate-related outreach through the EEAS and the Member States’ embassies, and through putting climate on the agenda of summits and forums such as the G20. In the next thirteen months these efforts will continue and grow in importance.

On 24 October the European Council agreed on the 2030 targets of 40% greenhouse gas reductions. This puts the European Union ahead of the curve and means we will be in a position to come forward with our INDC by the first quarter of 2015. However, the European Union only accounts for 10% of global emissions today. At least all the major and emerging economies must also come forward by the first quarter of 2015. The United States and China announcement earlier this month should show that the European Union call is being answered by key players and hopefully will incite others to follow suit.

There is also an urgent need to step up global ambition to cut greenhouse gas emissions before 2020 – to address the gap between current emission pledges and the reductions needed to keep global warming below 2oC. We need to promote strengthened collective efforts in the UNFCCC and other relevant forums such as the Montreal Protocol, the International Maritime Organisation and the International Civil Aviation Organisation. The European Union is on track to achieve emission reductions well beyond the current 20% target. We have also confirmed our conditional pledge to move to a 30% reduction, provided that other major emitting countries commit to comparable reduction targets. I look forward to working with my fellow Commissioners, including Vice-President Mogherini and Vice-President Šefčovič, to ensure climate change is a top priority for all our external dialogue in the coming important months.

This brings me to the issue of climate finance. The Members of this House attach great importance to the question of scaling up climate finance to the USD 100 billion goal. I do too. Let me underline that the European Union and the Member States have taken numerous initiatives to that end. Finance to developing countries from the European Union budget and the European Development Fund has steadily increased, achieving EUR 900 million in 2013. This adds to the EUR 8.7 billion of climate finance provided by the Member States in 2013, which brings the total climate finance contribution by the European Union and its Member States to EUR 9.6 billion in 2013.

Looking to the future, the multiannual financial framework, together with the European Development Fund, will provide EUR 14 billion to support climate-relevant actions in developing countries in the period 2014 to 2020. This represents a significant effort from the European Union. In relation to the Green Climate Fund, the EU Member States are major contributors. They have pledged over USD 3.8 billion to this Fund, around 40% of the total pledges so far.

Finally, let me underline the important role the European Parliament plays as we move towards Paris. In Lima I intend to make sure that the delegation of the European Parliament is fully informed on the progress of the negotiations. Speaking with one voice as the European Union also means that Parliament’s support for an ambitious agreement is crucial. I would like to thank you again for your interest in this question and look forward to a lively debate.

  Karl-Heinz Florenz, im Namen der PPE-Fraktion. – Herr Präsident, Herr Kommissar! Ich freue mich, dass wir heute das erste Mal hier parlamentarisch die Gelegenheit haben, uns auszutauschen. Ich bin schon viele Jahre dabei, ich war 1992 das erste Mal mit in Rio. Seitdem habe ich viele düstere Klimakonferenzen miterlebt. Jetzt bin ich allerdings relativ hoffnungsfroh, dass wir auf einer guten Strecke sind hin zu Paris. Das hat nicht nur damit zu tun, dass die Europäische Union ein gutes Ergebnis vorgestellt hat, sondern das hat auch damit zu tun, dass die Amerikaner und die Chinesen beim Ban Ki-moon-Gipfel in New York eine Trendwende angekündigt haben. Sie haben sie noch nicht vollzogen, das wissen wir. Aber eine solche Stimmung haben wir noch nie erlebt. Ich denke an Kopenhagen, das war das Düsterste, was uns je begegnet ist. Ich glaube, wir haben gute Chancen, hoffnungsvoll zu sein. Das liegt auch unter anderem daran, dass die moderate und nachhaltig wirtschaftende Industrie längst auf dem Pfad ist, auch in diese Richtung zu arbeiten. Das hilft, und wir wissen auch, dass die amerikanische Industrie längst verstanden hat, dass bei CO2-armer Wirtschaftsweise durchaus Geld zu verdienen ist.

Aber, meine Damen und Herren, in den nächsten Monaten kommt die Stunde der Wahrheit. Einfach nach Lima zu fahren und zu sagen, wir reduzieren um 40 %, das reicht nicht. Sondern alle unsere Mitgliedstaaten müssen demnächst verbindliche Zahlen auf den Tisch legen, insbesondere die Ewiggestrigen müssen begreifen: Jetzt muss eine Zahl auf den Tisch – das hat der Kommissar gerade erwähnt –, damit wir diese Zahl dann auch in Europa verifizieren können. Am Ende müssen wir das 2-Grad-Ziel erreichen, wenn wir da nicht hinkommen, nützen die Zahlen gar nichts. Es werden also nach Lima schwierige Verhandlungen werden. Aber eben das ist die Voraussetzung, dass wir in Paris ein gutes Ergebnis bekommen werden. Wir sind hoffnungsvoll, Herr Präsident, weil wir ein gutes Ergebnis vorgelegt haben.

  Enrique Guerrero Salom, en nombre del Grupo S&D. – Señor Presidente, señor Comisario, Kioto fue una gran decisión para garantizar que el futuro de la humanidad está en riesgo por el cambio climático.

Pero los efectos que deberían haberse obtenido con la aplicación plena del Protocolo de Kioto se han visto frenados por dos decisiones equivocadas, por dos enfoques erróneos: el de los países desarrollados, que han creído que para salir de la crisis había que abandonar las políticas de sostenibilidad y la lucha contra el cambio climático, y el de los países que salían del subdesarrollo, porque han creído que no es compatible el crecimiento con el respeto medioambiental.

Sin embargo, durante este tiempo las evidencias del cambio climático han seguido creciendo. Las crisis son cada vez más frecuentes. Lima debe ser el paso previo para retomar la gran ambición de Kioto, y París debe ser la consolidación de esa ambición. Hay signos positivos. La Unión Europea ha asumido compromisos. Es verdad que el Parlamento quería más. Más que la Comisión y la Comisión más que el Consejo. Pero hemos asumido compromisos. Lo están haciendo China y los Estados Unidos. Y lo está haciendo el G77.

Es el momento de que estos compromisos sean objetivos precisos, acciones concretas, financiación nueva, apoyo y solidaridad a los países en desarrollo. Lima debe ser el lugar para preparar la recuperación de una gran ambición que, en cierta medida, se ha perdido por el camino.

  Ian Duncan, on behalf of the ECR Group. – Mr President, cosmologist Carl Sagan said it is far better to grasp the universe as it really is than to persist in delusion, however satisfying and reassuring. 26 years later, climatologist James Hansen put it more bluntly: it is time to stop waffling. As a planet we have made slow and halting progress since we first began to appreciate our challenge. If I may, in an aside, say, as we approach the Lima gathering: it is a particularly unfortunate moment to dispense with the services of the European Union’s Chief Scientific Adviser. Right now more than ever, we need science at the heart of the decisions we take. The Scottish Professor Anne Glover has served well in this capacity, and I had every hope that her successor would do the same. I therefore call for Mr Juncker to reverse this decision and reverse it now.


The gathering in Lima will present a number of challenges, notably the question of burden-sharing. I am pleased to note that the UK will contribute GBP 720 million pounds to the Green Climate Fund. This is important. Equally important will be the funds contributed by others. It is this particular fund which will help us ensure that we meet the targets to ensure that the two-degree reduction is made.

Equally important, as we head towards the Paris COP meeting, will be the setting of clear and ambitious national contributions to the reduction of greenhouse gas emissions. The headline agreement by EU leaders of a binding target to reduce headline emissions by 40% from 1990 levels is important, as is the statement by the British Prime Minister that this must represent a floor, not a ceiling. For much of the last decade we have been at the forefront of efforts to decarbonise the globe, and it has been a lonely place. With the recent climate change commitments of the US and China, we are no longer alone. Now is the time to find a truly global solution to a truly global problem. As we say in Scotland, it is now time to grasp the thistle.

  Gerben-Jan Gerbrandy, namens de ALDE-Fractie. – Laat ik positief beginnen: Europa gaat de doelstellingen voor 2020 halen, maar wel in een wereld waar elke dag weer meer CO2 wordt uitgestoten dan de dag daarvoor. En ook het jaar 2014 zal weer een record aan CO2-uitstoot opleveren. Nog nooit was de CO2-concentratie zo hoog als nu.

Het bewijs van klimaatverandering zien wij bijna elke dag. Het eerste decennium van deze eeuw zagen wij drie keer zoveel natuurrampen als enkele jaren daarvoor. Dat leidt er in ieder geval wel toe dat het gevoel van urgentie eindelijk lijkt toe te nemen. Ik juich dan ook het besluit van China en de Verenigde Staten toe om gezamenlijk de aanpak van klimaatverandering op te pakken. Hoewel de reactie op Capitol Hill natuurlijk het ergste doet geloven.

Laten wij de Chinese belofte niet onderschatten. Twintig procent zero emission-energie in 2030 betekent een extra 800 tot 1000 gigawatt aan capaciteit en dat is bijna de gehele huidige elektriciteitsproductie in de Verenigde Staten. Dus laten wij niet zeggen dat wij in Europa veel doen en de rest van de wereld niet. Er lijkt inderdaad weer momentum terug te komen.

Maar wij moeten oppassen, want de bottom-up benadering waarvoor wij sinds het échec van Kopenhagen hebben gekozen, is absoluut geen garantie voor succes. De intended nationally determined contributions - het klinkt allemaal prachtig - mogen natuurlijk geen vrijblijvende intenties worden. En het is dan ook de taak van mijnheer Arias Cañete om daar hard voor te strijden. Laten wij naast het Lima-Parijs-traject ook heel eerlijk blijven: zelfs bij het meest rooskleurig Lima-Parijs-scenario zullen wij onvoldoende doen en zullen wij niet onder die limiet van twee graden blijven.

Mijn vraag aan de Commissie is dan ook: heeft u ook een meersporenbeleid naast dit VN-beleid? Moeten wij niet vooral ook investeringen in vervuilende brandstoffen zoveel mogelijk ontmoedigen, bijvoorbeeld via een heel goed functionerende fuel quality directive? Ook daar heb ik graag een reactie van de Commissie op.

  Merja Kyllönen, GUE/NGL-ryhmän puolesta. – Arvoisa puhemies, aina kun puhumme ilmastoneuvotteluista, tunnelma vaihtelee toivosta lohduttomuuteen. Globaalin ilmastokriisin pitää olla prioriteettimme täällä parlamentissa, mutta selvästi me pelkäämme. Me pelkäämme sitä markkinakapitalismin logiikkaa, joka siirtää tuotannon aina sinne, missä se on halvinta ja sääntely on kaikkein vähäisintä.

En ole ainoa, joka on alkanut ajatella, että ilmastokriisissä ei ole kyse lainkaan hiilestä tai hiilidioksidista vaan puhtaasta markkinakapitalismista. Taistellaksemme ilmastomuutosta vastaan meidän pitäisi päästä irti markkinatalouden kilpajuoksusta kohti tuhoa.

Tiedämme mitä pitää tehdä, mutta otamme vain hyvin pieniä edistysaskeleita.

Pelkät ”signaalit” eivät riitä Liman kokouksesta, me tarvitsemme kunnon megaloikan kunnianhimon tasossa sekä vilpitöntä sitoutumista ympäristömme puolesta. Toivon todella, että komissio ja EU:n koko delegaatio toimivat mahdollisimman rakentavasti ja eteenpäin vievästi Limassa, sillä sitova, globaali ilmastosopimus Pariisissa ensi vuonna on välttämättömyys koko maailmalle.

Uskottavuutemme riippuu omien toimiemme kunnianhimosta. Liikenneasioiden koordinaattorina kutsun kaikki liikennekollegani rakentamaan yhdessä EU:lle kunnianhimoista toimintasuunnitelmaa, jolla teemme myös Euroopan liikennejärjestelmästä aidosti energiapihin ja kestävän. Kestävällä kasvulla, terveellä politiikalla me voimme turvata sekä ympäristön että luoda kaivattuja uusia työpaikkoja koko Eurooppaan.

  Bas Eickhout, on behalf of the Verts/ALE Group. – Mr President, I would like to welcome Mr Cañete to the plenary for his first address to the plenary, on the very important climate conference in Lima.

I think we can see now that the world is starting to move. We are now looking at the US and China which are doing things, and I think we have to welcome that. We have to see that this is a good step towards Paris.

But there are, of course, questions as to what Europe is doing. We have always claimed that we are leading the world. I think that tone has become very irritating for the rest of the world, because if you really look at what the EU is doing, it is not that impressive.

I think just one clear question – and I think it is important Mr Cañete address it – is: Europe – what is Europe going to do with its coal-fired power plants until 2030? We know that in the US they are going to handle them, in China they are going to handle them, but the Council conclusions still give a feeling that Europe might give subsidies to coal-fired power plants until 2030. It would be very important, Mr Cañete, for you to make it very clear here that when we are talking about funds for the modernisation of our energy system, we are not talking about subsidies for coal-fired power plants at all. I think you have to clarify that very clearly. And if we make a link to the investment plan – because everyone is making the point that this is very important – unfortunately there are not so many Commissioners left any more, while we were discussing an investment plan.

I think there is one important issue here: if you want to have clarity for investors, you also need to have clear policies, and one of the clearest policies you can provide investors with is a binding energy-efficiency target. That would really make it clear to investors what to do. I think that there, too, you can also provide investors with some clarity that the Commission will indeed come forward with those proposals.

A final remark to the Council: regarding the funds, the Green Climate Fund. Is the Council able, for next year, to really make sure that, on time, Europe as a whole can provide money for that Climate Fund in a new additional way that is transparent and also predictable, so that the developing countries really know that the Council of the European Union is serious about climate change and helping developing countries in that?

Ne tik Europos Sąjunga, bet ir likęs pasaulis turi pradėti rimtai vertinti pasaulinį atšilimą, o ne laikyti į smėlį įkišęs galvą. Klimato kaitos keliami pavojai yra labai rimti ir sukelia neigiamas pasekmes ilgalaikiam ekonomikos augimui bei kelia realų pavojų žmonijos egzistavimui. Vien tik Europos Sąjungos pastangų šioje srityje neužtenka, ir iškilo pavojus, kad po 2020 m. gali būti peržengta saugaus klimato riba. Todėl būtina susitarti dėl pasaulinių veiksmų prieš klimato šiltėjimą pasibaigus Kioto protokolo galiojimui. Anglies dioksido mažinimu grindžiama vystymosi strategija yra visiškai suderinama su ekonomikos augimu. Visos šalys turi atlikti savo namų darbus ir įgyvendinti numatytus tikslus. Turi būti parengti veiksmų planai, numatantys konkrečius valstybių įsipareigojimus ir užtikrinančius nacionalinio lygmens veiksmų aiškumą ir skaidrumą. Siekdami plačių užmojų klimato kaitos politikos pasauliniu lygiu, mes turime veikti visi kartu ir skatinti bendrus, visų pirma, valstybių, verslo, finansinių institucijų, pramonės, visuomenės veiksmus bei visi kartu ieškoti visų galimų finansavimo šaltinių, nes tai yra ypatingai svarbu.

  Zoltán Balczó (NI). - Elnök úr! Köszönöm a szót. Az elkövetkezendő konferenciáknak az alapvető tétje: sikerül-e az Egyesült Államokat és Kínát, a két legnagyobb szennyezőt valódi kötelezettségvállalásra és teljesítésre rábírni. Ha csak a hangulat lesz jobb, azzal semmire nem megyünk.

Az Unió élen jár a szén-dioxid-kibocsátás csökkentése terén. Példát mutat, ez helyes. De olyan, un. ambiciózus célokat is megfogalmaz, amelyek valójában irreálisak, és eredményre nem vezetnek. Az éghajlatváltozás globális probléma. Ez azt jelenti, hogy helyi szinten nem oldható meg. Az Európai Unió a kibocsátás 10–12%-áért felel, és ez 2030-ra 4–5%-ra csökken. Tehát valójában csak globális szinten lehet ezen a téren előre haladni. Tudomásul kell venni, hogy a tagállamok kötelezettségvállalása egyben azt is jelenti, hogy az energiamixüket ők határozzák meg.

Például vannak olyan országok, amelyek az atomenergiát mint tiszta energiát helyezik előtérbe. Természetesen jó lenne a zöld, megújuló energiák nagyobb térnyerése, de nem hunyhatunk szemet a költségek felett. Igen, mi, akik azt mondjuk, hogy az európai lakosság érdekeit képviseljük, soha nem beszélünk itt az energiaszegénység kérdéséről, hogy Európában nagyon sok családnak az energiaköltség egy hatalmas tétel, úgyhogy nem lehet ebből a kérdéskörből a költségeket kivenni.   Giovanni La Via (PPE). - Signor Presidente, onorevoli colleghi, signor Commissario, signor Sottosegretario, a Lima saremo posti dinanzi ad un'importante sfida politica e cioè di convincere tutte le parti coinvolte della necessità di investire in una politica climatica ambiziosa, al fine di salvaguardare l'ambiente e creare allo stesso tempo lavoro incentivando lo sviluppo delle tecnologie sostenibili. L'obiettivo generale che ci prefiggiamo prevede il rafforzamento dell'impegno dell'intera comunità internazionale a favore dello sviluppo sostenibile, perché sarà, credo, il vero elemento attraverso il quale potremo costruire una crescita sostenibile.

Sono stati realizzati notevoli progressi verso il raggiungimento degli obiettivi dell'Unione europea concernenti la riduzione delle emissioni di gas a effetto serra, le energie rinnovabili e l'efficienza energetica, e lo stesso deve avvenire a livello internazionale. In tal senso, il recente piano annunciato dagli Stati Uniti e dalla Cina rappresenta un passo importante nella giusta direzione, ma rimane solo un inizio in vista del raggiungimento di obiettivi ben più ambiziosi.

Come ha ricordato ieri Papa Francesco, durante il suo intervento, abbiamo il dovere se non l'obbligo di custodire il pianeta per le future generazioni e come Europa abbiamo intenzione di giocare un ruolo fondamentale nel prossimo negoziato per cercare di arrivare a un accordo veramente ambizioso a Parigi nel 2015.

Vorrei poi sottolineare l'importanza dei finanziamenti in tale settore, e ricordo l'impegno assunto dall'Unione europea e dai suoi Stati membri di incrementare progressivamente la mobilitazione dei finanziamenti per il clima indispensabili per investire nella ricerca e nello sviluppo sostenibile.

Per chiudere, chiedo – così come ha annunciato il Commissario nel suo intervento, ma lo chiedo anche alla Presidenza del Consiglio – di far sì che durante i negoziati a Lima la delegazione del Parlamento europeo possa partecipare quotidianamente agli aggiornamenti sul negoziato in modo tale da poter contribuire con il proprio lavoro in quella sede a raggiungere obiettivi ancora più ambiziosi.

  Kathleen Van Brempt (S&D). - Welkom, commissaris, in uw eerste debat, dat een debat voor de komende jaren en uiteraard voor de komende weken zal worden. Het ziet er naar uit - als wij kijken naar de berekeningen van de afgelopen eeuwen - dat 2014 het warmste jaar gaat worden wereldwijd. En dat is misschien een anecdote voor sommigen, maar toch een belangrijk gegeven naast de wetenschappelijke feiten die wij kennen: de klimaatverandering is bezig, de gevolgen stapelen zich nu al op.

In dat licht wordt de twintigste klimaatconferentie in Lima belangrijk. Ik wil optimistisch zijn. Optimisme is een morele plicht, ook voor dit belangrijke thema. Internationaal gebeuren er dingen, het VS/China-akkoord, in de slotconclusies van de G20 staat een paragraaf, dus er vinden ook op wereldvlak initiatieven plaats. Dat moet ons energie geven om ook zelf onze verantwoordelijkheid blijvend op ons te nemen.

Ik was niet erg tevreden over de conclusies van de Raad, ik vond ze te weinig ambitieus. Wij kunnen dat in het Parlement rechtzetten, wij hebben in het begin van dit jaar belangrijke engagementen goedgekeurd in dit Parlement. Ik herhaal ze nog eens: 40% uitstoot voor de broeikasgassen, 40% voor energie-efficiëntie, 30% voor hernieuwbare energie. Laten wij dat straks bij de stemming bevestigen en met dat sterk engagement naar Lima trekken om dan vervolgens in Parijs een goed akkoord te sluiten.

  Jadwiga Wiśniewska (ECR). - Panie Przewodniczący! Strategia klimatyczna Unii Europejskiej oparta jest na kilku bardzo wątpliwych założeniach. Po pierwsze, opiera się na założeniu, że w świecie naukowym istnieje konsensus, co do kierunku zmian klimatycznych i wpływu działalności człowieka na nie. Innymi słowy, opinie wyrażone w raportach międzynarodowego panelu ds. zmian klimatycznych mają być jedynymi obecnymi w debacie naukowej, co jest oczywistą nieprawdą. Odmienne opinie są po prostu przemilczane. Konsensus kończy się na stwierdzeniu, że klimat się zmienia, tak jak zmieniał się zawsze. Ale nawet gdyby założyć, że opinie panelu są słuszne, drugie wątpliwe założenie, to przekonanie, że inni globalni gracze zgodzą się na znaczące ustępstwa dotyczące ich polityk gospodarczych. Trzecie wątpliwe założenie dotyczy roli Unii Europejskiej. Możemy dawać innym przykład troski o środowisko i klimat, ale najwyraźniej nikt nie zamierza zmieniać z tego powodu swojej polityki, a wraz z kurczącym się udziałem Unii w globalnych emisjach, znaczenie jednostronnych działań stale maleje. Natomiast wzrasta groźba utraty konkurencyjności. Przypomnę raz jeszcze, że do 2030 r. będziemy odpowiadać za 4% globalnych emisji. Sami zatem nic nie zdziałamy, jednocześnie głęboko zagrozimy planom przywrócenia znaczącej roli naszego przemysłu, czego tak bardzo potrzebujemy.

  Fredrick Federley (ALDE). - Herr talman! På något sätt känns det som att under finanskrisen så har Europa tappat tilltron till det vi faktiskt har att göra framför oss. Det är som om att man tror att vi kan dölja de framtida kostnaderna för klimatförändringarna. Det är som att man tror att det inte innebär kostnader att inte vidta klimatåtgärder.

Vi vet att de kostnader som vi i dag betalar i liv – av att människor dör för tidigt av föroreningar – är kostnader som företag slipper betala därför att man lägger det på samhället. Det är våra sjukhus och våra samhällen som betalar dessa kostnader i stället. Vi vet likväl att det kommer att kosta oss otroligt mycket den dagen som markvärden kommer att förstöras för att havsytan höjs. Vi vet att det kommer att kosta mycket i flyktingströmmar och i mänskligt lidande den dagen vi drivs från våra kustområden för att vi måste flytta längre inåt land.

Europa har alla möjligheter att vara en drivande kraft i detta. USA och Kina presenterar äntligen konkreta siffror. Samtidigt är de på tok för låga. Jag kan se i talarlistan här att den ena efter den andra snart kommer att säga att det inte går att bekämpa klimatproblematiken utan att driva företagen ut ur Europa. Detta är inte sant. Vi kan se från ett svenskt perspektiv att vi under 20 års tid haft en växande tillväxt samtidigt som vi har haft minskande klimatutsläpp. Men för att klara detta måste man våga tro på framtiden, på tekniken, på utvecklingen och sätta tydliga mål under Paris. Men det måste tas ett stort steg redan nu för att vi ska komma någon vart.

  Kateřina Konečná (GUE/NGL). - Konference v Limě by skutečně měla uvolnit cestu pro globální dohodu o klimatu v Paříži 2015 s cílem udržet globální oteplování pod hranicí 2°C.

Při vytváření globální dohody bychom se však neměli jen otrocky soustředit na snižování konkrétních čísel při snižování emisí CO2, ale věnovat pozornost investicím do budoucích technologií, které umožní snižovat emise a zároveň budou cenově dostupné.

Nemůžeme dopustit, aby se boj s klimatickými změnami přeměnil v boj o pracovní místa v krachujícím průmyslu. Rozvoj technologií příznivých změnám klimatu je důležitý i z pohledu rozvojového světa. Je třeba, aby vyspělý svět pomohl třetímu světu transferem technologií v jejich úsilí o snížení emisí CO2.

Chci apelovat na náš zdravý rozum. Ideologicky zaslepený pohled v debatě o klimatických změnách totiž často zastiňuje ekonomicky nejpřijatelnější cesty k opravdovému snížení emisí CO2.

  Piernicola Pedicini (EFDD). - Signor Presidente, onorevoli colleghi, dalla data della prima COP di Berlino, passando per Kyoto e fino ad oggi, sono trascorsi 20 anni di continui estenuanti negoziati sul clima. Messi insieme, l'Unione europea, la Cina e gli Stati Uniti sono responsabili però del 50% delle emissioni globali. Eppure, il Presidente americano e il Presidente cinese soltanto oggi hanno dichiarato il loro intento a voler fermare la crescita delle emissioni entro il 2030. Chissà poi quando si decideranno a dichiarare anche l'intento a ridurre le emissioni.

Noi dell'Unione europea però non facciamo di meglio. Ci ostiniamo a tirare fuori dal cilindro sempre nuove percentuali: il 40% delle emissioni, il 27% delle rinnovabili, il 30% dell'efficienza energetica, ecc.; poi però continuiamo a estrarre petrolio e a bruciare carbone su tutto il territorio. Noi dobbiamo capire che per combattere davvero il cambiamento climatico ci vuole soltanto il 100% del cambiamento di mentalità.

  Franz Obermayr (NI). - Herr Präsident! Wir Europäer haben natürlich auch unseren Beitrag zur Bekämpfung des weltweiten Klimawandels zu leisten. Aber unser Vorgehen muss auch global abgestimmt sein. Vor allem, was die Verteilung der Kosten dieses Handels angeht, muss eine weltweit faire Verteilung der Lasten stattfinden. Laut einer Untersuchung der Johannes-Kepler-Universität in Linz in Österreich bedroht die Reduktion der CO2-Emissionen um weitere 40 % bis 2030 allein in Österreich circa 61 000 Arbeitsplätze. Dabei hat die Industrie in vielen europäischen Mitgliedstaten über den Emissionshandel ihren Beitrag zum Kampf gegen den Klimawandel bereits geleistet. Was aber ist mit den restlichen Industrienationen außerhalb der EU? Die USA haben sich aus dem Kyoto- Abkommen mehr oder weniger entfernt, die Türkei hat ihre Emissionen in den letzten 20 Jahren um 115 % erhöht.

Es ist zwar schön, Ankündigungen von China und den USA zu hören – allein, gemessen wird man an den Fakten, an den tatsächlichen Taten, und da bin ich sehr skeptisch. Deswegen müssen wir auch den Druck auf unsere Wirtschaftspartner erhöhen. Wir sollten aufhören, die heimische Industrie ständig durch neue Vorgaben ihrer Konkurrenzfähigkeit zu berauben.

  Françoise Grossetête (PPE). - Monsieur le Président, Monsieur le Commissaire, il faut considérer que cette conférence de Lima sera une conférence tremplin puisqu'elle doit préparer la grande conférence de Paris en 2015, au cours de laquelle il va bien falloir obtenir un accord contraignant qui soit largement soutenu par nos partenaires internationaux.

Par conséquent, à Lima, il va falloir travailler à un résultat pour la planète, et non pas uniquement pour l'Union européenne, parce que l'Union européenne représente seulement 10 % des émissions de CO2. Cela nous oblige à aborder de manière globale le problème du climat. En même temps, on ne peut pas rester à attendre les bras croisés que les autres pays agissent pour avancer.

L'Union européenne doit être au cœur des négociations pour porter un message clair. Elle doit affirmer l'intérêt que chacun a à s'engager, sans attendre, dans la réduction des émissions de CO2. Les pays en développement qui craignent que la réduction des émissions les pénalise dans leur croissance y ont intérêt car ils seront les premiers à subir les conséquences du changement climatique. Nous devons donc être particulièrement attentifs à leurs inquiétudes. Les pays développés y ont également intérêt parce que la réduction des émissions de CO2 peut se faire en innovant davantage et en créant des emplois.

Il y a des signaux encourageants, même si la prudence doit être de mise. Au niveau international, on le voit avec l'accord entre la Chine et les États-Unis, mais nous ne devons pas avoir un simple catalogue de bonnes intentions.

Je fais donc confiance à notre commissaire, M. Arias Cañete, pour porter ce message et promouvoir l'esprit de dialogue avec lequel l'Union européenne doit se rendre à Lima.

Je terminerai en citant un écrivain anglais, Samuel Johnson, qui disait: "Ce n'est pas la force mais la persévérance qui fait les grandes œuvres". J'espère que c'est ce que nous obtiendrons à Lima.

  Jo Leinen (S&D). - Herr Präsident, Herr Ratspräsident Gozi, Herr Kommissar Cañete! Ich habe mehrere Fragen. Beim Klimaschutz gibt es keine G20, es gibt auch keine G8, es scheint da eine G2 zu geben: USA und China. In Kopenhagen haben beide blockiert. Jetzt für Paris gibt es eine Öffnung, aber wir wissen, dass das bei Weitem nicht reicht, um das 2-Grad-Celsius-Ziel zu erreichen. Meine Frage: Welche Koalitionen will die EU in Lima und in Paris schmieden, damit wir nicht am Katzentisch stehen, sondern ein Akteur der ersten Reihe sind und wirklich ein ambitioniertes Ergebnis erreichen?

Zweitens: Die Finanzierung des Klimaschutzes. Es ist schön, dass wir 10 Milliarden Euro zusammen haben. Wir haben aber 100 Milliarden Euro pro Jahr zugesagt. Darüber muss es ein neues Konzept, neue Ideen geben. Hat die Kommission, hat der Rat neue Ideen, wie wir von 10 auf 100 Milliarden kommen?

Drittens: Ich höre, dass man für Paris eine „Paris Alliance“ diskutiert, also keinen rechtlich verbindlichen Vertrag oder ein rechtlich verbindliches Instrument, sondern einen global deal, wo jeder etwas auf den Tisch legt. Halten wir nach wie vor als EU an einem Rechtsinstrument fest, was auch Verpflichtungen bringt?

Viertens: Wir haben mit dem Ban Ki-moon-Gipfel gelernt, dass es andere Akteure gibt, vor allen Dingen die Städte, die Kommunen, aber auch die fortschrittliche Industrie. Was ist die Strategie der EU, diese Akteure einzubeziehen?

Ich glaube letztendlich, dass Lima und Paris Testfälle für die europäische Diplomatie sind, nicht an der Seite, sondern im Zentrum zu stehen.

  Jørn Dohrmann (ECR). - Hr. formand! Efter denne beslutning vil EU have en ledende rolle på konferencen i Lima til december og med hensyn til at nå frem til en global aftale omkring klimaændringer i Paris næste år. Jeg glæder mig over den nylige aftale på Det Europæiske Råds møde i oktober om 2030-klima- og energipolitikken. Men for at EU skal være troværdig, skal vi være fair. Gennemførelse af disse mål er nøglen. Medlemsstaterne i EU skal bidrage på samme og retfærdige måde. Hvis EU ønsker at være førende i verden på bekæmpelse af klimaforandringer, er det nødvendigt med en retfærdig byrdefordeling blandt medlemslandene.

Vi er også nødt til at øge investeringerne i forskning og udvikling, fordi EU’s udgifter på dette område er for lave i forhold til de lande, vi skal konkurrere med i fremtiden. For at aftalen skal være effektiv, skal den også accepteres af alle lande, herunder også af Kina og de nye industrilande. Hvis det ikke sker, risikerer EU at miste sin vækst, sin velfærd i fremtiden, og den vækstpakke, som Juncker har fremlagt i dag, vil så være spildt.

  Josu Juaristi Abaunz (GUE/NGL). - Señor Presidente, necesitamos desarrollar un modelo económico ecológicamente sostenible, lo cual, en mi opinión, supone sentar las bases para una transición real y creíble hacia un modelo económico ecológico, como medio, por supuesto, para lograr un progreso real inclusivo para todas las personas, y desde luego no hablo solo del ámbito europeo.

Cuando hablamos de la lucha contra el cambio climático, hablamos de transformar el actual modelo; hablamos de justicia social, económica y ambiental, es decir, de un modelo alternativo muy distinto al actual, un modelo que debe integrar, a su vez, políticas de movilidad y energía con planificación pública, políticas de ordenación territorial, de consumo y procesos productivos, de gestión de residuos, un nuevo modelo de fiscalidad sobre bases ambientales. Hablamos, en fin, de transformar de raíz el ciclo económico.

Como ha apuntado Merja Kyllönen, necesitamos un plan de acción integral y pasos más ambiciosos.

  Roger Helmer (EFDD). - Mr President, the reason we need a EUR 300 billion investment package in the EU is because private sector investment is too low. The key reason for that is the eye-watering energy prices in Europe, which are a huge disincentive to investment. These high energy prices, Mr President, are not an act of God or of world markets; they are the direct results of policy decisions which we have taken here in this House. Our green policies are forcing energy-intensive business out of Europe altogether, taking their jobs and their investment with them. Often they go to jurisdictions with lower environmental standards, so arguably we could be increasing global emissions at the same time.

Our objectives in Lima will make matters worse. We are proposing a USD 10 billion fund to assist developing countries on climate issues, but my constituents in the UK are already facing eye-watering energy prices, plant closures and job losses for your green policies. They will be appalled that we are asking them to sacrifice even more on the altar of climate alarmism.

  Janusz Korwin-Mikke (NI). - Mr President, if one wants to combat climate change, then I propose fighting global warming in spring and global cooling in the autumn. That makes just as much sense. Global warming is a cyclical process, only its cycle is longer. By the way, the Earth needs more carbon dioxide and more warmth for plants to grow and make the Earth greener.

Is combating global warming nonsense? No, because the real aim of its proponents is to stop economic growth. You should read about the zero-growth theory. They believe in it and they are achieving their goal. The development of Europe is zero. When Europe is liberated from the occupation of the European Union, I hope that those people will be unmasked, persecuted and duly sentenced. Moreover, I think that, if Europe is to survive, the European Union must be destroyed.

  Elisabetta Gardini (PPE). - Signor Presidente, onorevoli colleghi, noi qui abbiamo la consapevolezza, tutti credo, che dobbiamo raggiungere un accordo globale vincolante, come ha ricordato la collega Grossetête, perché altrimenti nemmeno il clima avrà dei benefici, avremo soltanto dei costi. È stato già ricordato che produciamo circa il 10% ad oggi della CO2, non globale, però, del pianeta, perché il 10% della CO2 è prodotta dall'attività umana, che sappiamo che è già una quota molto piccola rispetto a tutta l'emissione naturale del pianeta di CO2.

Per cui se anche l'Europa azzerasse o arrivasse vicino all'azzeramento della CO2, come sogna il Sottosegretario Gozi, noi non raggiungeremmo nessun vantaggio per l'ambiente, perché otterremmo soltanto una delocalizzazione delle nostre produzioni che andrebbero a produrre da un'altra parte emettendo ancora di più di quanto emettono producendo in Europa. Quindi dobbiamo avere la consapevolezza che andiamo a dei negoziati molto molto duri, come ha ricordato il collega Florenz, perché plaudiamo a quanto fanno USA e Cina, ma sono obiettivi molto piccoli rispetto agli obiettivi che ci siamo dati noi.

Abbiamo parlato questa mattina di crescita, lavoro e investimenti, abbiamo l'obiettivo della reindustrializzazione al 20% dell'Europa al 2020, ma il costo pagato dalle nostre industrie tradizionali è un costo salato e continueremo così: l'alluminio, il settore cartario, cementiero, ceramico... Parliamo dell'acciaio, abbiamo visto la questione di Terni in questi giorni. Bene, noi questi costi li potremo sostenere solo all'interno di un accordo globale vincolante, in modo che ci siano situazioni eque per tutti.

  Matthias Groote (S&D). - Herr Präsident! Alle Jahre wieder im November diskutieren wir hier über die COP-Resolution und auch über die anstehende COP-Konferenz. Ich stelle fest, auch alle Jahre wieder: Der Geist ist willig, aber am Ende des Tages ist das Fleisch schwach. Denn wenn es um konkrete Maßnahmen geht, drückt sich das Parlament manchmal, aber auch die Kommission. Ich möchte das nochmal an einem Beispiel festmachen: Intern können wir in Europa sicherlich Einiges auf den Weg bringen. Das Parlament hat es gemacht, in Prozentzahlen: 40 % CO2-Reduktion im Jahr 2030, 40 % Effizienzsteigerung und dann das 30 %-Ziel bei den erneuerbaren Energien. Aber dass wir mit unserer Gesetzgebung – und da meine ich die Fuel Quality Directive – dafür Sorge tragen, dass letztendlich die schmutzigste Form von Sprit nach Europa kommt, nämlich Teersande – in Alberta wird eine ganze Provinz umgepflügt –, da sollten wir nochmal darüber nachdenken, ob das der richtige Weg ist.

Und darum: Der Lackmustest kommt nächste Woche im Umweltausschuss, indem wir über einen Einspruch abstimmen, dass wir die Fuel Quality Directive in der Form nicht annehmen, das Ganze stoppen, damit Herr Cañete und die Kommission nochmal Zeit haben, darüber nachzudenken, ob das der richtige Weg ist, und das Ganze noch einmal zu überarbeiten.

  Marcus Pretzell (ECR). - Herr Präsident, meine Damen und Herren! In der Europäischen Union sind wir verantwortlich für rund 10 % des globalen CO2-Ausstoßes. 40 % davon sollen jetzt eingespart werden, das heißt also ungefähr 4 % des globalen CO2-Ausstosses. Darüber können wir hier in der Europäischen Union befinden.

Wir haben mehrfach versucht, uns mit den großen CO2-Emittenten zu einigen, mit den USA, China, Russland und auch Indien. Kyoto war letztlich das Papier nicht wert, auf dem es verfasst worden ist, und in Kopenhagen hat sich die Europäische Union wirklich vorführen lassen, wie es selten passiert ist.

Wir haben in Deutschland derweil ein schönes Beispiel dafür, wie CO2-Klimapolitik eben nicht funktionieren kann: den überstürzten Ausstieg aus der Atomenergie. Gleichzeitig machen wir weiter bei Braunkohle und Steinkohle, Windenergie mit zweifelhafter Klimabilanz und schließlich einem Emissionshandel, der sich als völlig überflüssig erwiesen hat. Sagen Sie den Menschen doch, wer diese Energiewende bezahlen muss, dass sie es sind, die Bürger, mit ihren Arbeitsplätzen und letztlich mit den Energiepreisen!

  Teresa Rodriguez-Rubio (GUE/NGL). - Señor Presidente, la Unión Europea se presenta como líder en la Cumbre sobre el cambio climático, pero la realidad empieza a no ser tan exacta. Por ejemplo, en España ha habido un aumento de emisiones del 5,2 % para el sector de la generación eléctrica, incluso durante la crisis, según datos del Instituto Nacional de Estadística.

Seguimos teniendo una economía adicta al petróleo y al carbón. Seguimos, desde la Unión Europea, apoyando a las eléctricas, que utilizan las fuentes de energía más caras y contaminantes —como el carbón y el gas— encareciendo la factura de la luz mientras aumenta la pobreza energética. Fuera de la foto están las emisiones importadas por el comercio internacional, incluyendo el fracasado sistema europeo de comercio de emisiones, las compras de aire caliente, etc.

Si tomamos a la Unión Europea en su conjunto, la huella de carbono aumenta un 25 % al incluir las importaciones. El reparto de cuotas de emisión es escandaloso. Los que más contaminan se han «forrado» a costa del comercio de emisiones y su uso se ha convertido en una fuente de superávit para las propias empresas. ¿No será hora de empezar a pensar que las soluciones pasan por leyes vinculantes y no tanto por dinero, dinero y dinero?

  Eleonora Evi (EFDD). - Signor Presidente, onorevoli colleghi, la prossima settimana inizierà la tappa fondamentale in vista della COP-21 di Parigi, sulla quale si ripongono aspettative simili a quelle che si avevano nel 2009 alla vigilia della COP-15 di Copenaghen. A quell'incontro l'Unione europea si presentò con un pacchetto legislativo unilaterale e impegnativo, sperando che ciò potesse stimolare gli altri paesi a siglare impegni concreti. Nonostante ciò però i risultati furono assai deludenti.

Oggi l'Unione europea non ha nuovi modelli di riferimento da presentare alla comunità internazionale, ma ciò non significa che non si possa fare ancora qualcosa di più e di più concreto. Crediamo ad esempio che si potrebbero concordare obiettivi vincolanti per il risparmio e l'efficienza energetica, due settori che consentono la migliore ottimizzazione degli investimenti. L'energia risparmiata è quella che costa meno. Gli investimenti si ripagano nel giro di tre-quattro anni e con il coinvolgimento delle energy service companies si potrebbe innescare un meccanismo virtuoso. In questo caso la finanza interviene a monte degli investimenti e si ripaga solo se la riduzione dei consumi è effettiva, a differenza del fallimentare mercato dell'ETS dove gli unici vantaggi li traggono gli speculatori finanziari. Quali iniziative intende intraprendere la Commissione per colmare questo evidente e ingiustificato vuoto normativo?

  Gilles Lebreton (NI). - Monsieur le Président, l'Union européenne déploie des efforts méritoires pour lutter contre le changement climatique. Elle applique le protocole de Kyoto et l'amendement de Doha. Aujourd'hui, elle se fixe l'objectif de réduire ses émissions de gaz à effet de serre de 40 % d'ici 2030 et de 80 % d'ici 2050.

Sans nul doute, elle essaiera de persuader le monde, lors de la conférence de Lima en décembre prochain, de respecter l'objectif fixé par l'accord de Durban, à savoir l'adoption, fin 2015 à Paris, d'un traité contraignant pour contenir le réchauffement climatique à deux degrés maximum d'ici la fin du siècle.

L'échec est hélas prévisible car la Chine et les États-Unis, qui sont les deux plus gros pollueurs, ne veulent pas faire d'efforts. J'en veux pour preuve que ces deux pays viennent de passer, le 12 novembre, un accord par lequel ils enterrent le processus de Durban. J'en tire deux conclusions. Premièrement, l'Union européenne a échoué dans ce domaine comme dans d'autres. Deuxièmement, les États européens doivent se préparer à faire face aux conséquences de cet échec, que le GIEC annonce dans son rapport de mars 2014: l'insécurité alimentaire, la pénurie d'eau, des déplacements massifs de population et des risques de conflits.

  Krišjānis Kariņš (PPE). - Priekšsēdētāja kungs, kolēģi! Mums ir faktiski ļoti liels izaicinājums. No vienas puses, ne tikai Eiropā, bet visā pasaulē mums ir jāsamazina CO2 izmeši, lai cīnītos pret globālo sasilšanu, no otras puses, mums ir svarīgi īpaši Eiropā saglabāt darba vietas un veicināt ekonomikas attīstību.

Un faktiski ir divi veidi, kā varētu šos CO2 izmešus samazināt, kam būs dažāda ietekme tieši uz mūsu tautsaimniecību. Pirmais veids ir Eiropā aizvien stingrāk, mūsu pašu savienībā, prasīt industrijai samazināt CO2 izmešus, kā rezultātā daļa industrijas būs ieinteresēta pārvākties ārpus ES uz tādām valstīm kā, piemēram, Ķīna, kur nav šo CO2 izmešu kvotu griestu, un varētu teikt, ka Eiropā samazinātos CO2 izmeši, bet pasaules globālajā mērogā tas nenotiktu, jo tie izmeši turpinātos Ķīnā varbūt pat vēl vairāk, jo tur nav ierobežojumu. Otrais veids, kā darīt to pašu, ir panākt Limas konferencē, ka tā tomēr ir starptautiska vienošanās — CO2 izmešus samazināt ne tikai Eiropā, bet arī pārējā pasaulē un Ķīnā. Tādā veidā industrijai nebūs vajadzības vai spējas bēgt no Eiropas, lai turpinātu piesārņot gaisu no citurienes, darba vietas paliktu Eiropā, investētu modernajās tehnoloģijās. Vārdu sakot, vajag starptautisko vienošanos, lai industrija nepamet Eiropas Savienību.

  Seb Dance (S&D). - Mr President, slowly but surely we are seeing a consensus emerging in the world that human activity is responsible for climate change, in spite of some of the oddball conspiracy theories we have heard this morning. If the EU is to demonstrate what it does at its most effective, which is working together with cross-linkages and having different countries work together for their common interest, then it must do all it can do combine different areas of policy. That includes when we work on air quality, linking that to climate policy and linking development policy very clearly to climate policy as well.


We know that the effects of climate change will have a disproportionate effect on developing countries, because their infrastructures are far less able to cope with its effects. Therefore, I welcome the money that the Commission has announced that it will be supporting at Lima. We must have a deal in Paris that provides support for developing countries for sustainable growth so that new areas of economic growth are not dependent on mechanisms that degrade the environment.

  Julie Girling (ECR). - Mr President, sometimes it feels a little bit like ‘Groundhog Day’ when we stand in this Chamber. When we are talking about these COP resolutions, one comes after another with monotonous regularity, but I really do believe that we have reached a key stage here in our pursuit of a new global deal to arrest climate change. With the recent European Council conclusions on the 2030 package, the EU is now in a strong position to push for a truly international and binding agreement. I would like to say: let us concentrate on achieving that end, particularly agreeing the draft elements of our text, and agreeing the steps to strengthen the UN climate regime covering rules, mechanisms, reporting and implementation. The time has come for detail, for getting that detail right, and for Europe to lead the way forward. It is not the time for grandstanding about whether we do or do not believe – it really does not matter; we are at the stage where we are moving forward. Let us not squabble, let us do it together, and let us make sure that Europe’s voice counts.

  Olaf Stuger (NI). - Volgende week gaan er weer 15.000 ambtenaren, politici en milieuliefhebbers naar Lima. Businessclass vliegend en tienduizenden tonnen CO2 achterlatend. En waarom? Om een concepttekst in elkaar te zetten. Voorzitter, dat kan ook per email. En dan kost het in ieder geval geen 60 miljoen van de belastingbetaler.

Want er is goed nieuws te melden! Wij kunnen melden dat de Noordpool aangroeide. Nu is NASA vorige maand gekomen met het feit dat de Zuidpool de afgelopen veertig jaar 17000 km2 per jaar is gegroeid. Het gekke met goed nieuws is - als mijn kinderen goed nieuws brengen van school, goede cijfers, dan ben ik blij, dan zijn de leerkrachten blij en zijn mijn kinderen blij! Als er goed nieuws is over de economie, dan zijn de economen blij, de producenten en de consumenten. Maar als er goed nieuws is over het milieu, dan hoor ik de milieuliefhebbers niet. Het lijkt wel of zij alleen maar gebaat zijn bij slecht nieuws, want slecht nieuws brengt geld op.

De top in Lima vindt plaats onder het slechtste gesternte wat je je kunt voorstellen. Obama kan niets meer met de Republikeinse meerderheid, China en Rusland, daar weten wij voldoende van, de EU is verdeeld en heeft zelfs de klimaatwetenschapper Glover aan de kant gezet omdat zij niet mee wilde gaan in de klimaathysterie.

In Lima zal de enige wijziging van de temperatuur plaatsvinden door de verhitte taferelen in de plaatselijke bordelen en het chambreren van duizenden flessen luxe wijn, die direct weggeklokt worden door de mensen die het zo met ons milieu op hebben. Ik roep op tot het boycotten van deze klimaattop; het geld dat hieraan wordt uitgegeven dient direct te worden teruggestort aan de landen waar het vandaan komt.

  Jerzy Buzek (PPE). - Mr President, I am very glad to see the Commissioner in the place where he is sitting now, but it is a pity, Mr Commissioner, that you cannot sit together with us. I am quite sure that we have the same approach, because we spent some time in this Parliament together.

It is a global threat, this means that we should have a global answer. That is why we have been ringing the alarm bells for global climate action since 1992. The ringing is getting louder and louder, and we know that in Paris 2015 it will probably be the last chance. And it is in Lima that we should finalise the preliminary deal.

First, and most important: intended nationally-determined contributions – to present our assessment phase, a road map to Paris, a bottom-up approach. Secondly: how to make the best use of the Green Climate Fund and other funds and how to strengthen them. And thirdly: the sharing of new energy technologies. Very important, all three of them.

We cannot, as the European Union, be the lone runner; we would endanger our industries, our SMEs, our energy sector and we would deprive ourselves of an important exit strategy from the crisis. This would be reckless and irresponsible. If we fail to reach a global deal, we may have to consider the principles of our own European deal. This is what is at stake in Lima and Paris, and this is why we must make the best of these conferences, and we ask you for close cooperation, Mr Commissioner, between our delegation – I am a member of our delegation to Lima – and yourself, the European Commission representative.

  Massimo Paolucci (S&D). - Signor Presidente, onorevoli colleghi, per troppo tempo abbiamo sottovalutato la gravità dei cambiamenti climatici. Cosa deve ancora succedere per aprire gli occhi? Le vediamo le inondazioni, le siccità, i morti. Contiamo le centinaia di milioni di danni. Certo, non dipende solo dall'Europa. Certo, c'è un problema che riguarda la produzione industriale. Ma se l'Europa si ferma, se l'Europa è meno ambiziosa, sarà più difficile costruire prima a Lima e poi a Parigi un accordo largo.

E allora, cari colleghi, adesso non possiamo fermarci, adesso non possiamo fare passi indietro. La commissione Ambiente ha votato una risoluzione a larghissima maggioranza, ampia, precisa. È importante che questa risoluzione venga approvata da questo Parlamento. Ci sono impegni precisi e concreti e si affronta anche il tema dei finanziamenti impegnando i soldi che ricaviamo con il mercato della CO2.

  Pilar Ayuso (PPE). - Señor Presidente, señor Comisario, en la Unión Europea hemos hecho innumerables esfuerzos en la lucha contra el cambio climático, tanto en las conferencias de las partes como en nuestras políticas internas. Y eso que solo somos responsables del 11 % de las emisiones.

Vamos camino de cumplir con el compromiso de reducir en un 20 % las emisiones en 2020 y eso gracias a la investigación, a las nuevas tecnologías, al fomento de las energías renovables, a los nuevos estándares de emisiones de los coches y a la sustitución de las energías por energías menos contaminantes.

Tenemos el mejor aval para ir a una nueva negociación internacional en que la Unión Europea no solo debe hacer ofertas a sus socios, sino que debe plantear exigencias. Porque el cumplimiento de nuestro objetivo en 2020 tiene un coste que está siendo asumido por las familias y por las empresas.

Necesitamos un acuerdo internacional para unificar las condiciones ambientales en que se desarrollan la actividad industrial, la agricultura, la generación de energía y el transporte en todo el mundo. Los ciudadanos y las empresas europeas no pueden seguir soportando el coste de una lucha contra el cambio climático.

La Comisión y los Estados miembros deben utilizar todos los resortes para lograr un acuerdo equilibrado para el próximo año, en que todo el mundo se comprometa por igual a la lucha contra el cambio climático, como se está comprometiendo la Unión Europea.

  Gilles Pargneaux (S&D). - Monsieur le Président, Monsieur le Commissaire, tout d'abord, je vous adresse mes félicitations, Monsieur Cañete, pour votre victoire, la victoire de l'Europe, à l'occasion de la réunion de Paris du 20 novembre dernier réunissant les parties au Protocole de Montréal relatif à des substances qui appauvrissent la couche d'ozone.

Il s'agit bien d'une victoire car ce sont les propositions, vos propositions, celles de l'Union européenne, qui ont été validées pour lutter contre les hydrofluorocarbones et les hydrochlorocarbones dont l'incidence sur la destruction de la couche d'ozone et, donc, sur le dérèglement et le réchauffement climatiques est, il faut le savoir, vingt-trois mille fois supérieure à celle du CO2.

Une question à ce propos, Monsieur Cañete: comment ces propositions seront-elles concrètement mises en œuvre dans les prochaines semaines, notamment à l'occasion de Lima? Le deuxième point, qui a également été abordé à la Conférence de Berlin le 20 novembre, porte sur le Fonds vert pour le climat: là encore, il nous faut des précisions sur la façon dont la Conférence de Lima définira les modalités d'attribution dudit Fonds.

  Elisabeth Köstinger (PPE). - Herr Präsident, sehr geehrte Kolleginnen und Kollegen! Ich möchte mich den Vorrednern anschließen und noch einmal darauf aufmerksam machen, dass sich die Europäische Union bei den Klimagesprächen ihre Vorreiterrolle im internationalen Klimaschutz unbedingt sichern und diese auch verteidigen muss. Bei all diesen wichtigen Herausforderungen, die nach wie vor dringend bewältigt werden müssen, haben wir in den letzten Jahren doch auch einiges zustande gebracht. Wir haben die europäischen Emissionen, die im Rahmen des Kyoto-Protokolls vereinbart sind, um 19 % senken können, wobei aber trotzdem das Bruttoinlandsprodukt um über 45 % gestiegen ist. Die Intensität unserer Treibhausgasemissionen ist um fast die Hälfte zurückgegangen, und die Pro-Kopf-Emissionen sind um 25 % gesunken. Wir können also die Herausforderung, die globale Erwärmung mit vereinten Kräften auf unter 2 Grad zu halten, auch wirklich annehmen. Jetzt, wo die Anzeichen wirklich bestätigt werden, dass China und die USA endlich ihre Blockadehaltung aufgeben, sehen wir auch, dass unser Weg in den vergangenen Jahren der richtige war. Unser Engagement für die CO2-Senkung, die Förderung erneuerbarer Energien und die Steigerung der Energieeffizienz hat Früchte getragen. Lima ist nun die letzte Etappe auf dem Weg nach Paris und damit auch die letzte Gelegenheit, andere davon zu überzeugen, dass es noch nicht zu spät ist. Sorgen wir dafür, dass Kopenhagen sich nicht in Paris wiederholt und dass ein gemeinsames internationales Abkommen zum Klimaschutz wirklich auch Realität wird.

  Jytte Guteland (S&D). - Herr talman! Herr kommissionär! Jag önskar att de som drabbades hårdast av klimatförändringarna också hade de största megafonerna och de bästa möjligheterna att påverka politiken. Tyvärr ser det inte ut så. Många gånger är de mest utsatta också de som saknar makten. Det lägger ett stort ansvar på oss politiker.

Jag och min grupp kommer att försvara Europaparlamentets ställningstagande att ha tre ambitiösa och bindande mål för förnybar energi, minskade klimatutsläpp och energieffektivisering. EPP-gruppen i parlamentet vill i stället stryka dessa mål. Det tycker jag är allvarligt. Det är en svag politik för Europas miljö, för världen och för jobben, som inte tar ansvar för de mest utsatta i världen.

Mötet i Lima är viktigt för klimatet. Paris får inte bli ett nytt Köpenhamn. USA:s och Kinas senaste initiativ är viktiga. Nu är det dags att EU också tar ledarskapet.

  Ivo Belet (PPE). - Het investeringsplan van de Commissie Juncker waarover wij het hier vanmorgen gehad hebben kan perfect samengaan met wat wij hier allemaal bepleiten, zoals energie-efficiëntie, hernieuwbare energie en ook de beperkingen van schadelijke emissies. Wij moeten daarvoor op korte termijn twee dingen doen: ten eerste, en dat is heel actueel, de hervorming van ons emissiehandelssysteem.

De eerste stap daartoe - commissaris, u bent het met ons eens - is de invoering van een marktstabiliteit reformmechanisme. Daarmee kunnen wij verhinderen dat de carbon prijs verder in elkaar stort en dat het hele ETS-systeem inderdaad in elkaar klapt. Wij rekenen op brede steun in dit huis om dit de komende weken en maanden te realiseren en uiteraard ook bij de Raad rekenen wij op steun hiervoor.

Ten tweede hebben wij nood aan een toekomstgerichte, slimme strategie voor onze energie-intensievee industrie. Investeringen in energiezuinigheid en ook investering in lage emissies moeten wij belonen door incentives te geven. Met zo'n evenwichtig pakket, zowel de ETS-hervorming als de positieve maatregelen voor de energie-intensieve industrie, kunnen wij onze industriële ambities veiligstellen en hooghouden en tegelijk met een ambitieus klimaatpakket naar de cruciale tops in Lima en in Parijs gaan.

  Iratxe García Pérez (S&D). - Señor Presidente, no es la lucha contra el cambio climático la que cae sobre las espaldas de los ciudadanos en sus costes. Es el cambio de políticas de algunos Gobiernos, como es el caso de España, que ha dejado de apostar por las energías renovables y eso ha supuesto un golpe para aquellas familias que habían invertido en ello.

Pero vamos a hablar de la Conferencia de Lima. La enmienda 9 del Partido Popular Europeo rompe con una ambición tradicional de este Parlamento. Es un paso atrás que nos quieren imponer, eliminando los objetivos vinculantes en eficiencia y en renovables. Es una señal de lo que nos espera esta legislatura. Es un guiño a determinados intereses que cuentan con el apoyo de algunos países. Y a mí me gustaría saber si esta es también la posición de la Comisión Europea.

Hoy quieren ustedes que renunciemos a reclamar objetivos vinculantes. Dicen en su enmienda que lo que ocurre es que hay diferentes puntos de vista sobre el papel que debemos jugar. No nos confundan. Este Parlamento siempre ha tenido una vocación de lucha contra el cambio climático y no podemos dar un paso atrás.

  Dubravka Šuica (PPE). - Gospodine predsjedniče, u Kyotu smo se odlučili oko ciljeva kad smo shvatili da smo svi ugroženi, ne samo ljudska vrsta nego i sva ostala živa bića. Ali od Kyota preko Kopenhagena, Durbana, Dohe, Lime i Pariza zaista smo mislili da smo puno učinili, međutim, definitivno treba jedan globalni dogovor. Ovo je ključni trenutak. Vi znate da je Parlament htio više od Komisije, da je Komisija htjela više od Vijeća i da je konačno u listopadu Vijeće usvojilo obvezujuće ciljeve i ovu rezoluciju.

Obzirom da Europska unija sudjeluje samo s 10 do 11% emisija, a Amerika i Kina sa 50%, to nas ne treba obeshrabriti da bismo bili predvodnici u ovoj borbi protiv klimatskih promjena. Međutim, trebamo se zapitati gdje je Rusija, gdje je Indija. Dobro je da su se Amerika i Kina uključile, međutim, njihovi su ciljevi koliko mogu zaključiti vrlo skromni.

No sve nas to skupa ne treba obeshrabriti. Gdje su zemlje u razvoju? Moramo im pomoći. Čuli smo od povjerenika Cañetea da je uloženo 9,6 milijardi eura u ovaj fond. U svakom su slučaju obvezujući ciljevi za nas važni, mi ih se moramo pridržavati. Hoćemo biti kompatibilni s programom gospodina Junckera koji ga je jutros izložio. Moramo voditi istovremeno računa o rastu i razvoju i za nas ostaje obvezujući cilj 2 stupnja Celsiusa smanjenja. Isto je tako obvezujući cilj do 2030. 30% smanjenja emisija, a do 2050. 50%.

Za kraj se moram poslužiti onom indijanskom, mi smo ovu zemlju posudili od naših potomaka i moramo o tome voditi računa.

  Jeppe Kofod (S&D). - Hr. formand! ”Jeg elsker deadlines! Jeg er helt vild med den susende lyd, de laver, når de flyver forbi mig!”. Sådan sagde den engelske forfatter Douglas Adams. Jeg kommer altid i tanker om citatet, når jeg tænker på klimakampen.

Vi har sat os selv en række deadlines. Vi har et 2 °C-mål. Vi har en udvandet 2030-klimapakke. Vi har tilsyneladende låst os fast på, at der først skal ske noget til topmødet i Paris næste år. Kort sagt: Med det nuværende ambitionsniveau så kan vi godt begynde at forberede os på, at lyden af 2 °C-målet suser forbi os.

Kære Kommission, handl nu! Tag til Lima med et løfte om handlinger, konkrete handlinger, og ambitioner. Lov, at EU får styr på vores forsyningsnet, så vi kan transportere vedvarende energi på kryds og tværs af EU. Lov, at Junckers investeringsplan bliver målrettet grønne investeringer, og lov, at vi ikke bare får en energiunion, men at vi får en grøn energiunion.

  Peter Liese (PPE). - Herr Präsident, Herr Kommissar, liebe Kolleginnen und Kollegen! In einem Bericht für das Pentagon wurde der Klimawandel als eine Gefahr für die nationale Sicherheit der USA bezeichnet. Ich denke, das sind deutliche Worte, und das Pentagon ist nun wirklich keine grüne Institution. Das zeigt die Größe der Herausforderung. Deswegen glaube ich, dass es gut ist, dass – zumindest bei den CO2-Reduktionszielen – der Europäische Rat ein sehr ambitioniertes Ziel vorgelegt hat.

Angela Merkel hat in der Regierungserklärung vor dem Deutschen Bundestag am 16. Oktober gesagt: Im Rahmen der Verhandlungen über das globale Abkommen müssen wir bereit sein, über die von der Kommission vorgeschlagenen 40 % hinauszugehen. Ich halte es für eine sehr erfreuliche Entwicklung, dass der Europäische Rat dieser Position zugestimmt hat. Persönlich bin ich nicht so ganz damit zufrieden, was der Gipfel hinsichtlich erneuerbarer Energien und Energieeffizienz beschlossen hat. Aber für die internationalen Verhandlungen ist nun mal dieses 40 %-Ziel entscheidend.

Die Vorrednerin von der sozialistischen Fraktion möchte ich darauf hinweisen, dass wir über die Frage verbindlicher Ziele für Energieeffizienz und erneuerbare Energien heute hier nicht streiten sollten. Ich bin der Meinung, dass das Parlament da etwas Kluges beschlossen hat, aber das gehört nicht nach Lima. Das sind unsere internen Diskussionen, die wir gut vorbereiten müssen und wozu sich dieses Parlament natürlich irgendwann auch äußern wird. Aber ich glaube nicht, dass das in diese Entschließung gehört. Deswegen unterstützen wir an der Stelle diesen Änderungsantrag nicht. Das heißt nicht, dass wir gegen verbindliche Ziele sind.

  Renata Briano (S&D). - Signor Presidente, onorevoli colleghi, l'obiettivo di Lima è un accordo globale per ridurre le emissioni di inquinanti e prevenire pericolose interferenze di questi cambiamenti. Non ci sono più dubbi sugli effetti disastrosi dei cambiamenti climatici e l'Europa deve presentarsi a questo appuntamento senza esitazioni e come attore protagonista. Non è più tempo di pensare, come ho sentito da molti, alle politiche ambientali come a un freno allo sviluppo: ne sono anzi un motore. Ma occorre ripensare al modello di crescita fino ad ora perseguito, un new deal che ha infatti un grande potenziale, anche per la creazione di nuova occupazione nel settore della ricerca, dell'innovazione, nelle fonti rinnovabili, nell'efficienza energetica, nella qualità dell'aria e nell'adattamento ai cambiamenti climatici.

Mi permetto di ricordare che le alluvioni che hanno colpito l'Europa negli ultimi anni sono già un effetto di questi cambiamenti e pongono la necessità di lavorare per la prevenzione, riducendo da un lato le emissioni e il riscaldamento globale e dall'altro investendo in opere ed azioni di riduzione del rischio, creando fra l'altro nuovi posti di lavoro qualificato per farci risparmiare risorse.

  Pervenche Berès (S&D). - Monsieur le Président, Monsieur le Commissaire, sur le chemin de Paris et de Lima, trois bonnes nouvelles sont devant nous.

D'abord, l'accord conclu au Conseil européen, qui comporte un objectif contraignant et deux objectifs facultatifs, doit être salué. Ensuite, l'accord entre la Chine et les États-Unis doit être salué comme une décision commune de réduire leurs émissions. Enfin, la réunion sur la capitalisation du Fonds vert doit aussi être saluée.

Pour autant, comme Européens, il me semble que nous ne pouvons pas en rester là et que, même en allant à Lima, il nous faut, ici, continuer à nous mobiliser sur la base des positions du Parlement européen en faveur d'un triple objectif contraignant qui ajouterait aux objectifs acceptés par le Conseil européen ceux de l'efficacité énergétique et des énergies renouvelables.   Miroslav Poche (S&D). - Jednou z dosavadních nejvýznamnějších zásluh Evropské unie je výrazné snížení uhlíkové intenzity evropského hospodářství. Vítám proto závazky členských států přijaté Radou v říjnu, které mají za cíl snížit emise členských zemí o 40 % do roku 2030.

Stejně ambiciózní však musíme být i na globální úrovni.

Naším hlavním cílem musí být, aby průměrná globální teplota nestoupla o více než 2°C. V Paříži proto musíme dosáhnout dohody, která zajistí, že jej naplníme. Toho nedosáhneme bez součinnosti se Spojenými státy, s Čínou a dalšími velkými producenty skleníkových plynů. Proto vítám nedávná prohlášení představitelů obou těchto zemí v oblasti boje proti klimatickým změnám. Není možné, aby emise produkované Čínou rostly dalších patnáct let.

Musíme bojovat nejen proti klimatickým změnám samotným, ale i proti demagogii a propagandě odpůrců těchto změn. Náš boj nelze vnímat prizmatem vynucených nákladů. Společně investujeme do nové ekonomiky, systému, který vytváří nová pracovní místa a podporuje udržitelný rozvoj.

  Linda McAvan (S&D). - Mr President, I want to talk about the development aspects of climate change. Commissioner and Mr Gozi, I have a question for you, which is that we all know that climate change is already a problem for developing countries – I am very pleased we had the meeting in Berlin last week where we made progress on climate finance – and we have all talked about COP 2021 this morning, but before we get to Paris – between now and Lima and Paris – we have got the SDG meeting at the UN General Assembly next September, and climate and sustainability will be a big part of that agenda as well.

Yesterday we adopted Mr Stier’s excellent report here in this Parliament about the SDG and the post-2015 process. I want to know how you in the Commission are working together on the SDGs because – as you know, Commissioner – these two processes are going to be linked at the United Nations. The SDGs are also going to be universal. They are not just going to be like the old MDGs applying to developing countries; they are going to apply to us as well. So how are you working inside the new Commission to link those things together? I wonder, too, how the Council is dealing with this. What process has it set in place to make sure the two things make sense, are linked together and really deliver something on climate change?

  Yannick Jadot (Verts/ALE). - Monsieur le Président, Monsieur le Commissaire, aujourd'hui, partout en Europe et dans le monde, des citoyens ont pris conscience de la réalité du dérèglement climatique. Des entreprises ont adopté des stratégies d'investissements pro-climat. Des villes, des municipalités et des régions se sont engagées dans des plans sur le climat. Nous avons donc une société qui avance et qui est prête ainsi qu'une économie pro-climat qui est déjà en fonctionnement.

Maintenant, Monsieur le Commissaire, c'est donc à vous de prendre des initiatives. La Commission a le pouvoir d'initiative pour purger le marché du carbone, pour mettre fin aux subventions des énergies fossiles et pour renforcer les objectifs d'efficacité énergétique et des énergies renouvelables. C'est comme cela que nous serons moins dépendants de la Russie, que nous créerons des PME sur tous les territoires pour répondre au discours de M. Juncker, et c'est comme cela que nous créerons des emplois.

Faisons la démonstration que nous vivrons mieux dans une société qui lutte contre le dérèglement climatique.

  Miguel Arias Cañete, Member of the Commission. - Mr President, thank you very much for this debate. I was happy to hear support from different sides of the hemicycle for a strong European Union negotiating position in Lima and Paris. To be an effective negotiating partner, we need three things.

First, we need to show leadership through our domestic policies. With the 2013 framework adopted, the European Union is in an excellent position not only to be a strong international voice but also to address the European climate and energy challenges. I have listened with great attention to all your concerns in this regard. Second, we need to deliver on our previous commitments. We will continue scaling up climate finance, as we have done so far, and I hope we will also be able to adopt the Doha Amendment to the Kyoto Protocol shortly.

I have been asked a very specific question about the Green Climate Fund (GCF) by Mr Eickhout. As you know, clearly the European Union does not have a seat on the board of the GCF due to the position of Russia and the United States at the time of its establishment. It will not therefore be possible to contribute to it from the European Union budget for accountability reasons, because European Union spending from the European Union budget cannot be undertaken if the European Union is not involved in decisions made by the Green Climate Fund.

However, the Commission is ready to explore co-financing projects with the GCF at country level, for example via the European Union regional investment facilities, with which we currently already blend grants in the European Union budget and loans from the Development Bank.

Finally, to be an effective negotiating partner, we have to be united. The European Union is a strong unit that speaks with one voice. Only in this way can we continue to strengthen our existing alliance and to build bridges, with the perseverance Mrs Grossetête claims and without changing strategies. This is not the time to change a global strategy that we have lived with for many years. We are aiming for a globally-binding agreement, and we cannot change that strategy. It takes time. It is difficult. The United Nations procedures are slow, but we must proceed with the aim of having a binding agreement in Paris.

You can count on my engagement, both in Lima and also next year, to work on all these three elements. My hope and ambition is that, by the time we have a similar debate next year, the outline of the future agreement will be clear. It must be an agreement that keeps us on track for the below 2° C target and that is applicable to all. It is something we owe to future generations.

Delivering the 2015 Agreement in Paris needs commitment from all countries in order to effectively combat dangerous climate change. However, Paris will not be the end of the process, because implementation, monitoring and review will always be needed beyond Paris to verify that the international ambition of all countries will be delivered to the levels required by science. If need be, a regional intervention action will have to be identified.

  Sandro Gozi, Presidente in carica del Consiglio. - Signor Presidente, onorevoli deputati, io mi sento molto incoraggiato dagli esiti di questo dibattito. Lo avete detto: il mondo comincia a muoversi; deve farlo con perseveranza più che con forza, come diceva l'onorevole Grossetête.

Jo Leinen ha fatto riferimento a un punto molto importante. È vero, siamo lontani da Copenaghen, dobbiamo rimanere lontani da Copenaghen anche quando passeremo da Lima, che è veramente lontana da Copenaghen, a Parigi, che è un po' più vicina, ma solo geograficamente. Dobbiamo certamente mantenere alto il livello delle nostre ambizioni. Per questo in vari avete sottolineato l'importanza dell'annuncio di Stati Uniti e Cina: sono responsabili del 43% delle emissioni globali e hanno annunciato congiuntamente per la prima volta un impegno molto prima del vertice di Parigi. È evidente che abbiamo bisogno di maggiori informazioni per valutare gli impegni e anche per prepararci alle giuste coalizioni e alle giuste alleanze per fare di Parigi un successo.

La collega McAvan chiedeva quanto noi terremo conto del lavoro che si fa per i paesi in via di sviluppo. Io ricordo – l'avevo detto nella mia introduzione – che i contributi previsti e stabiliti a livello nazionale, i cosiddetti INDC, dovranno consentire a ciascuna parte di scegliere il proprio tipo di contributo e di definire il proprio livello di ambizione in funzione appunto delle rispettive situazioni e capacità nazionali.

Certo, lo avete detto, a Lima dobbiamo ottenere un risultato non solo per l'Unione europea, ma un risultato per tutto il pianeta, e come in precedenti occasioni noi terremo in conto al massimo il vostro sostegno e soprattutto anche il lavoro di sensibilizzazione che, come in passato, avete fatto e potrete fare nei confronti dei nostri partner a livello mondiale. È un elemento essenziale del ruolo guida che l'Unione europea ha svolto in passato e anche il vostro contributo è stato e sarà, ne sono sicuro, anche a Lima e in vista di Parigi, estremamente apprezzato.

Noi vogliamo lavorare strettamente con voi nella preparazione immediata della Conferenza di Lima, e anche durante la Conferenza di Lima voi farete parte delle delegazioni dell'Unione europea. È essenziale ottenere a Lima i migliori risultati possibili in vista della decisiva Conferenza di Parigi del prossimo anno. Una Conferenza di Parigi che, nelle speranze del Consiglio, dovrà riprendere, Presidente, lo spirito e le ambizioni di Kyoto.

  Jonathan Arnott (EFDD), in writing. – If only the most alarmist climate predictions are taken into account, then action will be taken on short-term measures without a proper consideration of the future. This is, I believe, what is happening at present. But imagine that we developed renewables technology to a point where it became economically competitive first. People would not be in fuel poverty today, and when such technology becomes viable the advantages will see it taken up worldwide. Short-term targets lead to the development of the wrong forms of energy. Wind energy may well hit a target, but wind is intermittent and unpredictable and requires significant conventional backup. Investment in research now, and implementation when that research yields benefits, would benefit both the economy and the environment.

  Catherine Bearder (ALDE), in writing. – I welcome this resolution and am delighted that Parliament is sending a delegation to the Lima COP and is putting in so much effort, together with the Commission, to ensure that a truly global legally-binding agreement is achieved in Paris at the end of 2015. It is imperative to limit global temperature rise to below 2°C, the impact of climate change is real, not only on humans but also on the planetʼs fragile biodiversity. Just last year the south of the UK was severely affected by flooding, costing the country an estimated GBP 1 billion. Today the UK Environment Agency estimates that one sixth of houses in England are at risk of flooding. But right across the world, not only in the UK, many nations are struggling to cope with the effects of climate change. This is why I welcome the fact that this resolution reiterates the EUʼs and Member Statesʼ commitment to funding the UN Green Climate Fund by 2020. Such a fund will help developing countries adapt to and mitigate the effects of climate change. Finally I would like to wish Parliamentʼs delegation all the best at the COP in Lima and truly hope that significant international progress can be achieved.

  Birgit Collin-Langen (PPE), schriftlich. Der Kampf gegen den Klimawandel ist ein Thema, das mir besonders am Herzen liegt. Seit 2000 hat Europa seine CO2-Emissionen um fast 10 % gesenkt, aber die globalen Emissionen haben im gleichen Zeitraum um 36 % zugenommen. Daher ist es besonders wichtig, dass unsere Verhandlungsführer sich bei der Anfang Dezember stattfindenden UN-Klimakonferenz in Lima für eine Fortführung der weltweiten Bemühungen zum Klimaschutz einsetzen. Ich hoffe, dass in Lima ein Verhandlungstext mit neuen verbindlichen Klimaschutzzielen für die Zeit nach 2020 erarbeitet werden kann, der dann bei der Klimakonferenz in Paris im Dezember 2015 beschlossen wird. Im Gegensatz zum Kyoto-Protokoll, das nur die Industrieländer verpflichtet, soll das neue Abkommen auf alle Länder Anwendung finden.

  Miriam Dalli (S&D), in writing. – Greenhouse gas (GHG) emissions are a global problem but let us be honest: developed nations caused the majority of global warming by fuelling our industrial development over the centuries. It is now our role to take the lead in reversing this process. I am very proud that the EU has set the prevention of dangerous climate change as a strategic priority. In the past five years, the EU has been working hard to transform Europe into a highly energy-efficient low carbon economy, while encouraging other nations and regions to do likewise. And now, we are starting to ʽsee some light at the end of the tunnelʼ. Just 10 days ago, US and Chinese leaders unveiled new pledges on GHG emissions. In addition, a week ago 30 nations pledged USD 9.3 billion for the Green Climate Fund in order to help developing nations cut emissions and prepare for climate change. These latest moves send very powerful signals and give a strong boost to our efforts to secure a global deal on reducing emissions after 2020. Therefore, let us set ambitious EU goals for the negotiations in Lima and aim for a strong agreement in a well-framed framework, with maximum transparency.

Conformément à ma position en commission pour l'environnement, la santé publique et la sécurité alimentaire, j'ai voté contre la proposition de résolution qui se révèle être construite sur des idées vagues et des objectifs imprécis, certaines politiques étant projetées sur des échéances trop lointaines pour être réalistes. De plus, le texte ouvre la voie à des dispositions juridiquement contraignantes pour des États et propose des dégagements de masses financières importantes sans définir avec précision les objectifs et les moyens de contrôle de cette dépense. Il n'est donc pas acceptable de soutenir de telles entreprises par ailleurs fondées sur des travaux idéologiquement marqués. Enfin, ce projet de résolution présente des aberrations qui relèvent de la planification communiste où il est supposé que des objectifs atteints sont synonymes d’objectifs peu ambitieux. Ces politiques sont des fuites en avant qui n’ont plus de contact avec la réalité.

  Eugen Freund (S&D), schriftlich. – Die katastrophalen Resultate des Klimawandels – Wetterextreme, steigende Meeresspiegel und die wachsende Zahl an Umweltflüchtlingen – sind nicht mehr zu leugnen. Dies unterstreicht, wie notwendig eine ambitionierte und nachhaltige Strategie im Kampf gegen die Erderwärmung ist. Die im Dezember stattfindende Klimakonferenz soll es den 194 Mitgliedstaaten der UN-Klimarahmenkonvention ermöglichen, nächstes Jahr in Paris ein internationales verbindliches Abkommen im Kampf gegen den Klimawandel zu verabschieden. Die Europäische Union muss hierbei als Vorreiter in Sachen Klimaschutz mit geeinter Stimme auftreten.

Die von den USA und China angekündigte Trendwende zeigt, dass eine verstärkte Zusammenarbeit sowohl mit Industrieländern als auch mit den Schwellen- und Entwicklungsländern angestrebt wird. Folglich ist es unabdingbar, dass die Mitgliedstaaten der EU ehrgeizige nationale Strategien vorlegen, die ihre Bereitschaft und ihren Willen widerspiegeln, dem Klimawandel Einhalt zu gebieten. Nur durch eine koordinierte Vorgangsweise können wir die Erderwärmung in den Griff bekommen. Im Rahmen der 20. Klimakonferenz der Vereinten Nationen in Lima müssen die ersten wegweisenden Schritte für die 21. Klimakonferenz der Vereinten Nationen 2015 in Paris gesetzt werden. Dadurch schafft man die notwendige Basis für ein ehrgeiziges Abkommen im Kampf gegen den Klimawandel.

  Enrico Gasbarra (S&D), per iscritto. – Il Parlamento europeo si appresta a inviare un messaggio autorevole ed ambizioso in vista della Conferenza delle Nazioni Unite di Lima. Non è più il tempo di accordi di compromesso: il nuovo quadro che prepareremo a Lima e che scaturirà nella COP21 di Parigi 2015 deve puntare a target importanti, fino a una riduzione del 50% delle emissioni entro il 2050. La nostra delegazione a Lima porterà avanti una posizione che naturalmente sarà molto attenta all'impatto che la riduzione delle emissioni avrà sulla competitività dei settori manifatturieri, industriali e chimici europei. In questo quadro, è cruciale arrivare ad un accordo comune che comprenda tutte le aree produttive del mondo, inclusi i paesi in via di sviluppo. Sarà allora davvero decisivo il contributo che l'Europa può dare a questi paesi in materia di trasferimento di tecnologie e rafforzamento delle capacità di riduzione, anche attraverso un incremento delle dotazioni del Fondo verde delle Nazioni Unite per il clima: quest'ultimo, infatti, è il miglior investimento che i paesi europei possono fare per promuovere la transizione energetica ed una condizione competitiva più equa a livello globale.

  Adam Gierek (S&D), na piśmie. – Mogę się zgodzić ze stwierdzeniami zawartymi w rezolucji, że zmiany klimatyczne wymagają pilnej reakcji. Pytanie tylko jakiej? Nie zgadzam się bowiem z tym, że to głównie działalność człowieka powoduje ocieplenie klimatu oraz że bez ograniczenia emisji gazów cieplarnianych do końca wieku temperatura wzrośnie o 5oC. Jest to stwierdzenie gołosłowne, oparte na wierze, że hipoteza IPCC została udowodniona. Nie można, przyjmując takie nieudowodnione twierdzenie, symulować przyszłych skutków klimatycznych poprzez ekstrapolację. To niesłychanie prymitywne, nienaukowe uproszczenie.

Jaka powinna być reakcja międzynarodowa na ocieplenie klimatu? Po pierwsze trzeba szybko i jednoznacznie stwierdzić, czy przyczyny tych zmian są naturalne czy też antropogeniczne. Po drugie, jeśli okaże się, że są to przyczyny antropogeniczne, to należy określić, czy chodzi o gazy cieplarniane czy o pyły, czy też o wycinanie lasów lub inne czynniki. Po trzecie więcej uwagi należy poświęcić skutkom ocieplenia klimatu – różnym dla różnych krajów, gdyż nadmierna koncentracja gospodarek na ograniczeniu emisji CO2 jest niezwykle kosztowna i może opóźnić lub wręcz uniemożliwić równie kosztowną, niezwykle pilną potrzebę adaptacji krajów do zmian klimatu. Po czwarte potrzebna jest szeroka dyskusja o zmianach klimatu, ich przyczynach i lokalnych oraz globalnych skutkach, a tego nie gwarantuje IPCC i wiara w nieomylność tego niestety quasi-naukowego gremium.

  Maria Grapini (S&D), în scris. – Schimbările climatice afectează lumea, nu numai Europa. Ca deputat ales, am responsabilitatea să prezint punctul de vedere al cetățenilor pe care îi reprezint. Și cetățenii mi se pare că au fost scoși din programul pe care l-ați prezentat, domnule comisar.

Unii cetățeni nu percep corect schimbările climatice, iar alții (cei mai mulți) spun că nu se face nimic coerent pentru îmbunătățirea situației. De ce? Pentru că ei văd cum se cheltuiesc banii cu efecte minime, ei văd cum se mută emisiile dintr-o țară în alta prin plimbarea deșeurilor, a autoturismelor vechi, a tehnologiilor vechi dintr-o țară în alta. Ei văd cum guvernele acceptă tăierea pădurilor.

Azi am auzit de mai multe ori „trebuie”, dar nu am auzit „CUM”! Iată de ce eu cred că atât Comisia Europeană, cât și Consiliul trebuie să prezinte proiecte integrate în și între țările din UE, dar și între UE și restul lumii. Cred că este nevoie de o mai bună reglementare obligatorie, nu voluntară, pentru că tot ce se face rău într-o țară afectează restul lumii. Consiliul și Comisia au obligația să găsească soluții care să aducă rezultate concrete pentru ca „schimbarea climatică” să nu rămână doar un slogan.

  Gyürk András (PPE), írásban. 2009-ben az Európai Unió egyoldalúan vállalta az üvegházhatású gázok 20%-os csökkentését 2020-ra, az 1990-es szinthez képest. A 2014. október 23–24-i Európai Tanács legalább 40%-os EU-n belüli kibocsátáscsökkentésre kötelezte magát 2030-ig 1990-hez képest. Az Amerikai Egyesült Államok és Kína 2014. novemberi bejelentése után először látok reményt arra, hogy tényleges nemzetközi összefogás keretében a klímaváltozás ellen hatásosan fel tudjuk venni a harcot. Habár a partnereink által vállalt céldátumok messze vannak (2025, illetve 2030), és teljesítményük csak évek múltán mérhető, de az esély megvan, hogy az Európai Unió nem hiába vállalt úttörő szerepet a kezdeményezésben. Ez persze nem azt jelenti, hogy a versenyképességi hátrányt is be tudja Európa hozni. Ezen vállalásoktól függetlenül, várhatóan az Egyesült Államokban az energia ára még évtizedekig jóval az európai átlag alatt marad. Kínában döntően más versenyelőnnyel kell számolnunk, ott a humán erőforrás ára sokkal kedvezőbb. Bízom abban, hogy a TTIP tárgyalások eredményeképpen Európa vezető szerepe a zöld technológiákban a jelenleginél még jobban érvényesülni tud, és az európai befektetők jelentős sikereket tudnak az amerikai piacon elérni.

  György Hölvényi (PPE), írásban. – Tisztelt Elnök Úr! Tisztelt Képviselőtársaim! Az Európai Bizottság adatai szerint az Európai Unió a globális üvegházhatásúgáz-kibocsátás 11%-áért felel és jó úton halad saját csökkentési vállalásainak teljesítése felé. Jeles bizonyítványával és a közelmúltban szentesített 2030-as klíma- és energiapolitikai keret célszámaival Európa tehát ismét magabiztosan ülhet tárgyalóasztalhoz az ENSZ decemberi klímakonferenciáján. De vajon lesznek-e más jó tanulók is Limában vagy az EU ismét egyedül marad a nemzetközi közösségben?

A klímaváltozás elleni küzdelem a jövőben csak akkor lehet eredményes, ha a 2015-ös párizsi konferencia előtt más fejlett országok és a jelenleg még fejlődő nagy kibocsátók is az EU-hoz mérhető ambiciózus vállalásokat tesznek. Az új nemzetközi egyezménynek pedig a fejlett és fejlődő országokra egyaránt alkalmazhatónak, ösztönzőnek, igazságosnak és jogilag kötelező erejűnek kell lennie. A globálisan jelentkező kibocsátás-csökkentési deficit problémáját ugyanis az Unió egyedül nem tudja megoldani.

Ráadásul buzgó céljai elérése közben sem sanyargathatja saját iparát a végtelenségig. Hátra kell néznünk egy pillanatra és be kell várnunk a többieket. Az Egyesült Államok és Kína történelmi bejelentése nyomán remélhetőleg hamarosan látótávolságon belülre kerülnek majd Európa követői is.

  Sirpa Pietikäinen (PPE), kirjallinen. Haitalliset päästöt ilmastossa kasvavat kumulatiivisesti. Jotta ilmaston lämpeneminen pysyy alle kahdessa asteessa kuluvan vuosisadan aikana, tarvitaan pikaisia toimenpiteitä kasvihuonekaasujen vähentämisessä. Mitä pidemmälle venytämme päätöstä päästöjen merkittävästä vähentämisestä, sitä kalliimmaksi kahden asteen alla pysytteleminen tulee.

Parlamentin linja kansainvälisiin ilmastoneuvotteluihin on hyvä ja kunnianhimoinen. Tämän viikon linjauksen mukaan tarvitaan kansainvälisesti sitovat päästötavoitteet, joilla tavoitellaan maailman hiilidioksidipäästöjen ja fossiilisten polttoaineiden käytön viemistä nollatasolle vuoteen 2050 mennessä.

Maailman valtiot ovat seuraavan kerran neuvottelupöydän ääressä joulukuussa Limassa ja ensi vuonna Pariisissa. Euroopan unioni on sitoutunut vähentämään kasvihuonekaasujaan 40 prosentilla vuoteen 2030 mennessä. Ilmastotalkoihin tarvitaan myös suurimmat saastuttajat – Kiina ja Yhdysvallat tuottavat 45 prosenttia maailman kasvihuonepäästöistä. Lupaavaa ensi vuoden neuvottelujen onnistumisen kannalta on se, että nämä maat ovat sitoutuneet vähentämään omia päästöjään. Poliittisesti nämä sitoumukset ovat merkittäviä mutta ilmastonmuutoksen hillitsemisen kannalta riittämättömiä.

  Pavel Poc (S&D), písemný. Změna klimatu je realitou dnešního světa. Po dvaceti letech a po dvaceti klimatických konferencích se dostáváme do stádia, kdy se rozhodne, jak to s naší planetou dopadne. Pátá hodnotící zpráva IPCC hovoří v tomto směru zcela jasně: naše planeta by se mohla do roku 2100 ohřát až o 4,8 °C. Komu se to na první pohled nejeví jako problém, vřele doporučuji přečíst si zprávu Světové banky nazvanou „Snižte teplotu: proč nelze dopustit svět s teplotou o 4 °C vyšší“. Takové oteplení jednoduše nesmíme dopustit. Mezinárodní společenství si toho samozřejmě je vědomo a už dávno se dohodlo na tom, že globální teplota nesmí stoupnout o více než 2 °C, aby se zabránilo potenciálním nejhorším dopadům na biosféru, dostupnost a dodávky potravin a vody, na zdraví, obživu a hospodářský rozvoj na celém světě. A není se čemu divit. Studie Pentagonu z října 2014 uvádí, že změna klimatu představuje aktuální hrozbu pro národní bezpečnost se zvýšeným rizikem terorismu, ohrožení dodávek potravin a nárůstu infekčních onemocnění mezi obyvateli. Pokud nebudou na konferenci v Limě vytvořeny nezbytné podmínky pro úspěšné přijetí závazné celosvětové dohody v oblasti klimatu v roce 2015 v Paříži, stanou se výše zmíněné katastrofální scénáře naší budoucností.

Consider că, dacă se acționează acum, costurile de producție a alimentelor și cele aferente protejării mediului înconjurător pentru economia globală, europeană și cea națională vor putea fi mai reduse în viitor. Toate statele lumii trebuie să adopte măsuri corespunzătoare pentru a stabili planuri regionale și macroregionale coordonate la nivel global, capabile nu doar de a reacționa la schimbările climatice, ci mai mult, de a preveni efectele acestora, în vederea protejării societății în care trăim și a cetățenilor acesteia.

Fiecare lună, fiecare an care trece fără a fi luat decizii ferme în ceea ce privește riscurile legate de schimbările climei înseamnă a nu ne gândi la condițiile noastre de viață, dar, mai mult, înseamnă a nu ne păsa de planeta pe care o lăsăm copiilor noștri. Invitația făcută tuturor actorilor (guvernelor, organizațiilor internaționale, organizațiilor neguvernamentale și operatorilor de la nivelul subnațional) trebuie să aibă un răspuns, iar răspunsul nu poate fi decât o mai bună cooperare internațională concretă împotriva schimbărilor climatice. Nu trebuie să uităm că securitatea și siguranța alimentelor, în special pentru persoanele vulnerabile, este afectată de efectele schimbărilor climatice.
