Pavel Telička (ALDE). - Mr President, I have an oral amendment of a minor nature to make, on behalf of the ALDE Group and supported by four political groups. While appreciating the work by my colleagues and also the initiative taken by Mr Pieper, I would like to draw your attention to paragraph 11, where today, as it stands, we would express to Parliament that the proposal should not be adopted by the Commission unless accompanied by a positive opinion.
I do not think that we can impose on the Commission a statement which would in fact give the independent Impact Assessment Board the possibility to assess what is positive and what is negative. So my proposal would be to leave the text as it is, namely ‘reiterates the view’, and then we would continue ‘that proposals should not be adopted by the Commission unless accompanied by an opinion cleared by the Impact Assessment Board’.
