  James Carver (EFDD). - Mr President, I am a long-time supporter of recognition for another Islamic country, and that is Somaliland. On 3 September this year I wrote to the Commission – Written Question E-006540/2014. On 4 October the Commission replied.

  James Carver (EFDD). - Mr President, this is an important issue. I put the written question with regard to another Muslim Islamic country, Somaliland.

(Whistles from the floor)

Listen! The Commission replied on 4 October 2014 and the answer was that the European Union does not have the competency to recognise states: only individual Member States do, as indeed Sweden has. So Mr President, I ask you, as President of this Parliament, to rule on inadmissibility.

  Manfred Weber, im Namen der PPE-Fraktion. Herr Präsident, liebe Kolleginnen und Kollegen! Weil wir alle die Bedeutung dieses Themas spüren, möchte ich mich bei allen Kollegen, die mitgearbeitet haben, für den parteiübergreifenden Ansatz bedanken. Wir haben als Parlament heute eine wichtige Entscheidung getroffen. Erstens: Wir wollen die Zwei-Staaten-Lösung. Wir wollen ein demokratisches, friedliches Israel, das von allen Palästinensern anerkannt wird. Und wir wollen ein unabhängiges Palästina, das auch von Israel und von Europa anerkannt wird.

Und wir haben als Zweites heute zum Ausdruck gebracht, dass diese Anerkennung von Palästina das Ende des Prozesses ist. Das heißt, es gibt keine sofortige und keine unkonditionierte Anerkennung, sondern am Ende des Verfahrens, von Verhandlungen kommt es zu diesem Schritt. Das ist ein großer und vernünftiger Erfolg, den wir heute zustande gebracht haben. Ich bedanke mich ausdrücklich dafür.

Signor Presidente, anch'io penso che questo sia un giorno storico e che tutto il Parlamento abbia fatto una votazione importante ai fini dell'apertura di un negoziato libero, dai condizionamenti degli estremisti e dei fondamentalisti. Il mio gruppo ha lavorato tantissimo, con pazienza, con equilibrio e con passione. ma voglio dire che questa è la vittoria non di un gruppo politico, non di una parte, ma di tutto il Parlamento europeo, perché questa è la vittoria della pace.

Auch ich möchte zum Ausdruck bringen, dass meine Fraktion über Wochen und Monate hinweg für diese Abstimmung gearbeitet hat, dass wir uns entschieden haben, im Interesse eines starken Votums für die Anerkennung des Staates Palästina hier diesem Antrag die Zustimmung zu geben, obwohl wir große Bauchschmerzen damit haben, dass diese Anerkennung des Staates Palästina mit einer Vorbedingung verknüpft worden ist. Das halten wir für problematisch. Das halten wir nicht für gut. Wir sind der Meinung, die Anerkennung des Staates Palästina ist die Voraussetzung für Friedenverhandlungen und nicht umgekehrt!

  Guy Verhofstadt, on behalf of the ALDE Group. Mr President, first of all I want to thank those who have cooperated in bringing forward this resolution, which saw a big majority of more than 500. I think now is not the time to start giving individual interpretations about this resolution. What is important is that this Parliament has finally taken a position. It gives a clear signal to the outside world that Europe is back in this important matter. Secondly, the most important thing about this resolution is that it gives a clear mandate to Ms Mogherini to go forward with matters.

  Rebecca Harms, im Namen der Verts/ALE-Fraktion. Herr Präsident, sehr geehrte Kolleginnen und Kollegen! Ich will das auch für meine Fraktion sagen: Das war ein sehr ernsthafter und sehr spannender Abstimmungsprozess, bis wir gestern dem Kompromiss zugestimmt haben. Wenn man das erreichen will als Europäisches Parlament, das in der ganzen Frageeigentlich nur symbolisch etwas zu sagen hat, wenn man erreichen will, was Guy Verhofstadt gesagt hat, dass Europa mit Frau Mogherini in diesen wichtigen Verhandlungsprozess stark zurückkehrt, dann hilft jetzt keine Rückkehr in eine alte ideologische Konfrontation. Herr Weber, ich glaube, wir sollten untereinander noch einmal über Ihren Redebeitrag reden, damit wir das Parlament in den nächsten Wochen und Monaten geschlossen hinter Frau Mogherini halten. Ich danke für die Abstimmung.

  Nigel Farage, on behalf of the EFDD Group. Mr President, it is irrelevant what any of us think about the Palestinian-Israeli issue. That is not the point. You call yourselves a parliament. If you are a parliament, then presumably you believe in rules and the rule of law.

My colleague, Mr Carver, who was shouted down by the same anti-democratic voices we are hearing now – and who was, with respect, Mr President, totally ignored by you – did, just a few weeks ago, write to the Commission about the recognition or otherwise of British Somaliland. He was told that the Commission does not have the ability, the power or the right to recognise new Member States. Therefore, the request that was made to you – that this motion was inadmissible – simply has to be true. I am asking you now: will you rule on this? Can we please strike out this vote? We cannot tell Ms Mogherini to press ahead, because the Commission – by its own admission – does not have the power.

  Syed Kamall, on behalf of the ECR Group. Mr President, my group, like many groups, had an internal debate on this issue. There were many who felt, whatever their personal feelings about the recognition of Palestine or otherwise, that it was actually for Member States and not this European Parliament to recognise the state of Palestine. But we have now voted and we have to be clear that, if we are to achieve a longstanding sustainable peace, all parties to this conflict have to play their role. Fatah have to tackle their corruption, Hamas have to renounce their terrorism, and the Israelis and the Netanyahu government – to be quite clear – have to rein back the settler movement and respect the 1967 borders. Then we can truly move towards a sustainable peace between the two states.
