  Eleonora Forenza (GUE/NGL). - Signor Presidente, onorevoli colleghi, penso che questa sia una giornata davvero importante per questo Parlamento e ci auguriamo che possa essere un momento anche di svolta radicale per la resistenza e per il popolo palestinese, per il riconoscimento dello Stato di Palestina, per il processo di pace, per la sicurezza e per la giustizia per entrambi i popoli.

135 Stati hanno già riconosciuto lo Stato di Palestina. Invito tutti i colleghi e le colleghe deputati a recarsi in quei territori, dove potranno constatare con i loro occhi la distruzione che ha provocato la guerra che ha portato lo Stato di Israele anche negli ultimi mesi. I palestinesi hanno sempre chiesto un ruolo di mediazione dell'Unione europea, un ruolo diverso da quello degli Stati Uniti. Mi auguro che questa risoluzione sia un passo in quella direzione. Davvero, mi auguro che questo sia un momento importante perché questo Parlamento e perché l'Unione europea nel suo complesso operi davvero per la pace e la sicurezza per entrambi i popoli.

  Martina Anderson (GUE/NGL). - Mr President, I voted in favour of the joint resolution as a principled step in the right direction. Recognition of the Palestinian State, its people and its borders is a long overdue international obligation and a positive step towards peace. Member States like Ireland must now formally recognise and must protect the space of the Palestinian State within the 1967 borders, with East Jerusalem as its capital.

Palestinian recognition is established in UN resolutions and was voted on in Leinster House in Dublin last week. The Palestinian people’s right to self-determination has been enshrined in international resolutions for 66 years. Sinn Féin calls on all parties to refrain from any actions which may undermine the viability and the prospects of the two-state solution. Therefore, settlements must end, the apartheid wall must be dismantled and attacks on holy sites – along with the demolition of Palestinian property – must stop immediately.

  Matt Carthy (GUE/NGL). - Mr President, along with my colleagues, I supported the resolution in relation to Palestinian statehood. I believe that it is a very welcome first step by this Parliament, but I believe that this Parliament and Europe and our Member States need to do much more in relation to supporting the Palestinian people and ensuring that the Palestinian State is not only recognised but is in fact a viable and operational state.

Only last summer we saw unprecedented, illegal and absolutely outrageous attacks by Israel on the people of Gaza. We have a responsibility as people elected by Member States across the continent of Europe to ensure that those attacks do not happen again, and to ensure that we stand up as communities and nations to Israel, because its ongoing disregard for international law is unacceptable. I believe that today we have taken a first step, but it is only a very small step and lots more remains to be done.

  Jordi Sebastià (Verts/ALE). - Señor Presidente, esta no es nuestra Resolución. Esta no es una Resolución perfecta. Echamos de menos, por ejemplo, una condena clara a las violaciones constantes de la legalidad internacional por parte de Israel.

Sin embargo, la hemos votado. Hemos votado a favor de ella y, además, con cierta ilusión, con bastante ilusión, por el consenso que ha generado. Y, sobre todo, porque sin fisuras ni condiciones reconoce la voluntad de este Parlamento —la voluntad, por tanto, de la ciudadanía europea— de apoyar la construcción de un Estado palestino. Reconoce la necesidad y el derecho del pueblo palestino, que vive secularmente en sus territorios, de crear un Estado moderno, un Estado homologable e internacionalmente reconocido, para asegurar así el bienestar, la justicia social y el futuro de su población.

Y además, implica de nuevo a Europa en la primera línea internacional. Implica a Europa en este proceso de paz, en el que hace tiempo que no se nos escuchaba, y ya era hora de que volviéramos a él.

  Michaela Šojdrová (PPE). - Pane předsedající, děkuji za udělení slova. Chtěla bych se vyjádřit, proč jsem nepodpořila rezoluci, která se týká procesu uznání palestinského státu. Uznání palestinského státu považuji za možné a žádoucí pouze jako výsledek oboustranné dohody. Tedy společné dohody Izraele a Palestiny a jako výsledek mírového procesu.

Usnesení, které bylo schváleno, není takto jednoznačné a může být proto vykládáno různě a tedy i zneužito. To považuji za riziko zejména v době, kdy v Izraeli probíhá volební kampaň. Proto jsem z těchto důvodů toto usnesení nemohla podpořit.

  Branislav Škripek (ECR). - Mr President, we voted on the recognition of the Palestinian State. Although I think that the two-state solution might be one of the solutions, I had to vote against this resolution for the following reasons: first of all, supporting this resolution is a violation of the Oslo II Accord of 1995, Article 16.7, stressing that both sides will do nothing to change the status of the Palestinian Authorities pending the outcome of the permanent status negotiations. Even the EU signed this agreement as a witness, so it seems we can question this signature now.

Furthermore, the recognition of the Palestinian State with its current government might seem to be a de facto recognition of the terrorist organisation Hamas, which is officially in government at the moment even though today I received an intriguing press release stating that the EU General Court is removing Hamas from the list of terrorist organisations on procedural grounds. This is intriguing after 13 years.

Besides this, although I do recognise the rights of the Palestinians, recognition today will be an extra barrier to the peace negotiations. The statement calls it ‘in principle recognition’, but everyone will see it as a full recognition. For both Israel and Palestine, this would be a step back.

  Igor Šoltes (Verts/ALE). - Evropska unija je skozi zgodovino že večkrat izrazila podporo mirni rešitvi spora med Palestino in Izraelom in se trudila najti najboljšo solucijo, ki bi ustavila praktično vsakodnevno nasilje. In to pravzaprav že kar zadnjih nekaj desetletij.

Evropski parlament je že leta 2012 v sprejeti resoluciji poudaril, da je miren in nenasilen način sprejemanja sporazuma in dialoga med Palestino in Izraelom edini možen in smiseln način, ki omogoča dolgotrajno rešitev spora.

In seveda danes slišimo tudi razloge, ki govorijo v prid ali v neprid priznanju Palestine kot samostojne države, vendar če bi bilo priznanje Palestine ovira za mir, bi bil ta že davno sklenjen.

Zato seveda podpiram to resolucijo in Palestino kot samostojno državo, ker to se mi zdi v 21. stoletju edini smiseln in moder način in korak naprej za mirno rešitev spora.

  Marian Harkin (ALDE). - Mr President, I am really pleased that today the European Parliament voted by a huge majority – with only 88 voting against – to recognise the State of Palestine. I am also pleased to see a reference in today’s resolution to votes in the Irish Parliament. So at last we have a common view from this Parliament that respects many of the sensitivities involved around the issue. When you see leaders from the EPP, the Socialists, the ECR, the Liberals, the Greens, largely in agreement – yes, there are some issues about timing – but they are largely in agreement, that is a step forward.

Yes, we know our vote today is symbolic but it clearly states the opinion of Parliament in favour of recognition of a Palestinian State and a two-state solution on the basis of the 1967 borders. There is real urgency about the current situation, and the continuing expansion of Israeli settlements. The Israelis need security, and the Palestinians need their own borders – their own state. I hope that today’s resolution will play some small role in delivering peace to that region.

  Tonino Picula (S&D). - Gospodine predsjedniče, zajedničku rezoluciju Europskog parlamenta o principijelnom priznanju palestinske državnosti doživljavam kao početak ili nastavak jednog povijesno važnog procesa, a ne kao njegovo zaustavljanje ili relativiziranje. Rezolucija predstavlja dobrodošao kompromis između glavnih političkih skupina koje dijele isti cilj, ali se razlikuju u postupku kako ga ostvariti. Ona konačno otvara prostor za angažiraniji nastup europske diplomacije u dijelu svijeta koji je ove godine bio osobito razaran starim sukobima i novim brutalnostima.

Buduću, neovisnu Palestinu ne vidim kao novi faktor nastanka dugotrajnog sukoba, nego kao novu mogućnost za djelotvornijom potragom, za trajnijim mirovnim riješenjem. Citirao bih jednog izraelskog političara koji je nedavno rekao kako se Izrael ne treba iscrpljivati čekanjem idealnog partnera s palestinske strane da sklopi trajan mirovni sporazum. S druge strane, naša rezolucija podiže očekivanja od palestinskih predstavnika da odgovorno iskoriste povjerenje Europskog parlamenta i doprinesu ostvarenju koncepta dvije države koje odustajući od nasilja i terorizma surađuju u miru.

  Lynn Boylan (GUE/NGL). - Mr President, I am proud today that I voted in favour of this resolution. It is a step in the right direction for Palestinian statehood, and although it is well overdue, resolutions such as this one are part of a growing movement across Europe to support a Palestinian State. This month the Dáil in Ireland added its voice to this growing movement by agreeing to the adoption of a Sinn Féin motion which called on the government to respect Palestinians’ right to self-determination and to recognise the state of Palestine. With Israeli actions such as the recent devastating war in Gaza and the aggressive expansion of illegal settlements in the West Bank having serious impacts on the progression of talks, it is essential that the international community underlines its support for Palestinian statehood. This resolution should send out a strong signal that Palestinian statehood is essential to progress a meaningful peace process.

  Tibor Szanyi (S&D). - Bár kétségtelen nagyon nagy arányban fogadta el ezt a határozatot az Európai Parlament, azért illő dolog, hogyha esetleg azok sorából is szót kaphatok, akik tartózkodtunk ennél a szavazásnál. Ennek a tartózkodásnak az oka az volt, hogy jelezni szerettem volna a fenntartásaimat ennek a határozatnak az egyes tartalmi elemei, de leginkább az időzítése és a várható nemzetközi hatása kapcsán. Bár legyen azoknak igazuk, akik azt gondolják, hogy ez a határozat előrelépés a béke tekintetében, én azért leginkább azt tartom fontosnak, hogy az Európai Unió az eddiginél sokkal határozottabb, érdemi szerepet vállaljon a közel-keleti békefolyamat előremozdításában, a felek tárgyalásai nyomán létrejövő két állam megoldást eredményező tartós békerendezés kimunkálásában. Ennek érdekében minden támogatást megérdemel Mogherini főképviselő törekvése az egységes és célirányos európai álláspont kialakításához, amihez persze időre és érdemi együttműködésre van szükség az Európai Parlament, az európai intézmények és a tagállamok részéről. A palesztin állam egyoldalú, a politikai feltételek hiányában történő tagállami elismerésének szorgalmazása a jelen helyzetben inkább hátráltatja véleményem szerint ezt a fontos célt, szem elől tévesztve, hogy az elismerés a békerendezés eredménye, nem pedig eszköze kell hogy legyen.

  Karima Delli (Verts/ALE). - Monsieur le Président, chers collègues, ne soyons pas ingrats envers nous-mêmes. Beaucoup, ici, ont tenté d'empêcher ce vote depuis un mois, eurosceptiques comme conservateurs. Ils auraient préféré que le Parlement européen reste sur la touche et voie le train de l'histoire passer encore une fois. Eh bien, non!

L'Europe est, pour une fois, à sa juste place en faveur de la paix et elle l'écrit noir sur blanc. Bien sûr, cette résolution comporte des lacunes: elle ne condamne pas, par exemple, la colonisation israélienne, qui est pourtant un des obstacles majeurs à la paix et à la solution à deux États que nous prônons dans le texte. J'espère que le Conseil de sécurité des Nations unies, qui doit statuer bientôt sur une motion demandant la fin des colonies d'ici 2016, aura, lui, le courage de dire "stop".

Néanmoins, nous pouvons être fiers de joindre nos voix à celles des autres parlements nationaux, dans l'Union européenne, qui ont eux aussi réclamé la reconnaissance de l'État palestinien ces dernières semaines.

Aujourd'hui, nos amis palestiniens et nos amis israéliens savent que, en ces moments-là, nous nous tenons à leurs côtés. Souhaitons que le vent d'espoir venu d'Europe les aide à constituer l'État de Palestine qu'ils réclament depuis longtemps.

  Nathan Gill (EFDD). - Mr President, UKIP advocates the two-state solution. Personally speaking, I believe that recognition of Palestine would make it easier for the international community to bring the two-state solution into being. I am confident that, one day, Palestine will be recognised, but what we were asked to vote on today called on the Commission to act, and I have no faith in the Commission.

Just look at what EU interference has done in Ukraine, in Libya and in the former Yugoslavia. EU imperialism is a destructive and destabilising force in the world and I cannot and will not encourage it. Let us be in no doubt: recognising states is itself an act of statehood. My colleague, James Carver, put a question to the Commission on the recognition of Somaliland, and in reply the Commission confirmed that the EU does not have the competence to recognise states. For this reason I cannot countenance any request that the EU act as if it were a state.

  Tomáš Zdechovský (PPE). - Dopředu jsem avizoval, že tuto rezoluci nepodpořím, protože její text v současné podobě nic neřeší a dnešní rozhodnutí Evropského parlamentu považuji za velmi chybné. S ohledem na to, co jsem již dříve řekl, si myslím, že opět tady zaznívají antisemitské a antiizraelské názory. Myslím si, že tato rezoluce nepomůže ke klidu na palestinsko-izraelském území.

  Mark Demesmaeker (ECR). - Mijn partij NVA heeft deze resolutie gesteund. Voor ons staan twee zaken voorop als het gaat over de discussie rond Palestina als staat, een discussie die té complex is om alleen in zwart-wittermen te voeren: wederzijds respect, dat onderhandelingen mogelijk maakt, en veiligheid. De weg naar een Palestijnse staat is daarom die van de politiek en de diplomatie. Volgens het zelfbeschikkingsrecht van volkeren steunen wij de erkenning van Palestina als staat en de tweestatenoplossing in principe, wanneer dit parallel loopt met vredesonderhandelingen tussen Israël en de Palestijnse autoriteiten, met internationale ondersteuning, zodat erkenning mogelijk wordt op het meest geschikte ogenblik. Dat ogenblik moet worden gekozen op basis van onder andere volgende elementen: de evolutie van het overleg, het bestaan van een volwaardige Palestijnse regering met gezag over het hele Palestijnse grondgebied, en de grenzen van het grondgebied van de staat Palestina van 1967. Enkel zo creëren we een duurzame oplossing voor het conflict in het Midden-Oosten.

  Marijana Petir (PPE) - Gospodine predsjedniče, glasovala sam za ovu rezoluciju jer odražava moje stajalište, kao i stajalište europskih pučana o uspostavi dviju država do čega treba doći kroz mirovne pregovore.

Naime, državnost zahtijeva legalno i uređeno funkcioniranje koje isključuje podršku organizacijama koje se mogu nazvati terorističkima ili koje se vode principima bilo kojeg oblika fundamentalizma uključujući i vjerskog.

Ponašanje Hamasa, njihovo odupiranje pronalasku nenasilnih riješenja i podrška napadima na izraelski teritorij te korištenje vlastitog naroda kao živog štita najveća su prepreka nastavku mirovnih pregovora. Prekid oružanih napada od strane palestinskih vlasti te nastavak mirovnih pregovora preduvjet su stoga za priznavanje palestinske države. Također, obje strane moraju dopustiti humanitarnim organizacijama da sukladno Ženevskoj konvenciji neometano isporučuju humanitarnu pomoć stanovnicima Palestine.

Ovom prilikom još jednom pozivam suprotstavljene strane da nastave mirovne pregovore i pronađu rješenja koja će Izraelu osigurati i omogućiti sigurnost, a Palestini državnost te riješenja koja će osigurati trajni mir na tom prostoru.

  Jan Zahradil (ECR). - Pane předsedající, dnešní hlasování Evropského parlamentu o Palestině je zcela nepochybně chyba. Je to chyba ze dvou důvodů.

Zaprvé, Evropský parlament opět strká nos do něčeho, do čeho mu nic není. Bohužel je to tak, že Evropský parlament nemá žádné pravomoci, ani Evropská komise nemá žádné pravomoci k uznávání jednotlivých států. Je to tak citlivá a delikátní záležitost, že my všichni víme, že pozice jednotlivých členských států Evropské unie se liší a jestliže se Evropský parlament necitlivě snaží to zažehlit do nějaké jedné šablony, pak tím dělá chybu a zbytečně toto citlivé téma exponuje.

A za druhé, obávám se, že to dnešní hlasování může povzbudit i radikální elementy na palestinské straně. Jestliže dnes Evropský soudní dvůr vyňal, byť třeba dočasně, Hamás ze seznamu teroristických organizací, pak v kombinaci s naším dnešním hlasováním to může působit jako podpora těch sil, které my podporovat nechceme a neměli bychom – tedy těch, které se neštítí násilí a terorismu. A proto je to podle mého názoru velká chyba.

  Janice Atkinson (EFDD). - Mr President, I support a two-state solution, as does my party. However, how can this House vote to recognise statehood for one country, namely Palestine, when it has admitted that it does not have the jurisdiction to do so? My voters sent me here to stop you inflicting damage on my country, yet you are extending your damage beyond our borders when you have no right to do so at all.

  Jill Seymour (EFDD). - Mr President, I will not apologise for being repetitive but my colleagues Jim Carver and Nigel Farage request a point of order on why an e-mail of authority from the EU stated that they had no power, ability or right to recognise a Member State, yet today this was not the case. It seems that the right hand does not know what the left hand is doing. Does this mean that anything written by the EU has no substance? I believe so.

  Diane James (EFDD). - Mr President, recognition of Palestinian statehood was a very emotive subject here today. The intent may have been laudable but the process wholly deficient and hence my abstention. I could not endorse a motion for which the European Union has no agreed competence and thus no authority. EU interference could yet again undermine, not support, genuine attempts to resolve conflict in this area and if anything could heighten tensions. Symbolic pretence and retrospective justification for this motion is unacceptable, as is misleading citizens and raising the hopes of Palestinians totally and wholly reprehensible. Abstention on this basis was my chosen option and I stand by it.

  David Coburn (EFDD). - Mr President, I voted against the Palestinian state as recognising a Palestinian state is not within the competence of this Parliament.

On 3 October the Commission wrote to my UKIP colleague, James Carver MEP, to explain that the EU cannot recognise Somaliland, or any other state, and that this was the privilege of the nation states of the European Union. Therefore this so-called recognition of Palestine is illegal and the Commission has admitted it in writing. Mr President, you should have ruled against it but you did not.

Recognition of Palestine, or otherwise, should be left to nation states and the United Nations. No one in Great Britain voted for a European state; we voted only for a trading bloc. This House has got well above itself. If Pontius Pilate could not solve the problem in the Middle East with the threat of the galleys and crucifixion, how does this pathetic parliament think it can do better? It would be best left trying to sort out the deficit and the collapsing euro and not bothering with things it has no ability to deal with.

  Presidente. - Onorevole, io le rispondo per quanto riguarda le questioni di mia competenza. Io ho letto il teso della risoluzione. Era molto chiaro perché non vi era nessun riconoscimento effettivo, perché trattavasi di un sostegno al riconoscimento. Quindi un documento politico senza alcun effetto legislativo. Era una dichiarazione politica.

  Fabio Massimo Castaldo (EFDD). - Signor Presidente, onorevoli colleghi, dopo 67 anni di dolore, morte e sofferenza uno dei conflitti più lunghi e sanguinosi che la storia ricordi è ancora una ferita lancinante nel cuore del Medio Oriente. Come Movimento Cinque stelle siamo consci che questa risoluzione è ben lungi dall'essere il coronamento del processo di pace che tutti agognamo. Ma è comunque un passo importante in direzione della giustizia. Sono contento della larga maggioranza espresso da questo Parlamento.

Abbiamo finalmente chiarito la distinzione tra il riconoscimento, che spetta appunto agli Stati membri – ma che deve essere un riconoscimento armonioso non una cacofonia di voci, bensì un coro da parte dei nostri Stati e questo sarà il lavoro dell'alto rappresentante Mogherini – e tra il processo di pace che invece spetta a Israele e Palestina, dove noi siamo Mediatori.

Ma senza un vero impegno dell'UE nella costruzione di uno Stato palestinese che possa garantire la sicurezza nella regione, per entrambi gli Stati, amministrare secondo lo stato di diritto e riconciliare le differenti fazioni e a realizzare una giustizia sociale, tale riconoscimento sarà solo una foglia di fico per lavare la nostra coscienza e la nostra cecità negli ultimi decenni. I soldi non bastano.

Pertanto dobbiamo fare quanto in nostro potere per evitare che prevalgano gli opposti estremismi in Israele e Palestina. Abbiamo molto lavoro da fare davanti a noi nei prossimi anni. Non dimentichiamocene.

  Lars Adaktusson (PPE), skriftlig. — Idag röstade Europaparlamentet om en gemensam resolution gällande ett erkännande av Palestina som stat. Jag röstade emot resolutionen och stödde istället EPP:s resolutionsförslag som var betydligt mer balanserat än den gemensamma text som antogs av en majoritet av ledamöterna.   Isabella Adinolfi (EFDD), per iscritto. — Il Parlamento europeo ha approvato una risoluzione, che può essere definita storica, circa il riconoscimento dello Stato palestinese e che arriva all'indomani della decisione della Corte di Giustizia di annullare la decisione del Consiglio di inserire Hamas nella black list delle organizzazioni considerate terroristiche.

Con questa risoluzione il Parlamento europeo riconosce per la prima volta lo Stato della Palestina sulla base dei confini stabiliti nel 1967 e dichiara il proprio supporto alla soluzione di due Stati con Gerusalemme capitale di entrambi, esortando al contempo alla ripresa dei negoziati di pace.

Si tratta di una posizione storica che potrebbe rappresentare un primo passo verso una soluzione stabile della spinosa ed irrisolta questione palestinese. Per tali motivi, ho convintamente espresso il mio voto a favore della risoluzione. Adesso tuttavia la palla passa ai singoli Stati membri, che devono adoperarsi per rendere effettivo tale atto. Noi il nostro compito, in qualità di deputati europei, lo abbiamo compiuto: ora spetta al governo del nostro Paese agire in coerenza con quanto approvato dai deputati qui a Strasburgo.

  Clara Eugenia Aguilera García (S&D), por escrito. — El reconocimiento del Estado palestino es un paso necesario, aunque no suficiente, para lograr la paz entre Israel y Palestina. Considero que la única manera de resolver este conflicto es a través de la solución de dos Estados basada en las fronteras de 1967, con Jerusalén como capital de ambos Estados. De esta manera, el Estado de Israel podría vivir en paz y seguridad junto a un Estado palestino independiente, democrático y viable.

Doy mi apoyo a esta propuesta de Resolución como una solución de compromiso y por el alto valor que tiene tanto el amplio consenso alcanzado entre todos los grupos de este Parlamento como el importante mensaje que lanzamos con ella.

Quiero expresar mi firme apoyo al reconocimiento de un Estado de Palestina, ya que el derecho de los palestinos a tener su propio Estado es incuestionable como lo es el derecho de Israel a existir dentro de unas fronteras seguras. Asimismo, valoro el liderazgo de la Alta Representante Federica Mogherini en este proceso, pues creo que la UE debe desempeñar un papel más eficaz y genuino en el proceso de paz, y considero necesario que los Estados miembros de la UE estén unidos en su apoyo a este proceso legítimo.

El reconocimiento del Estado de Palestina, su gente, sus fronteras y el final de la ocupación es una obligación internacional y un paso importante hacia la paz. Los Estados miembros deben ahora reconocer formalmente, y por tanto proteger, el espacio del Estado de Palestina en las fronteras de 1967 con Jerusalén Este como su capital. El derecho del pueblo palestino a la autodeterminación ha sido reconocido internacionalmente desde hace 66 años. Llamamos a todas las partes a no llevar a cabo ninguna acción que pudiera dinamitar la viabilidad de la solución de los dos Estados. Por lo tanto, los asentamientos deben acabar, el apartheid debe acabarse y el ataque a los lugares sagrados y la demolición de las propiedades palestinas deben cesar inmediatamente.

  Eric Andrieu (S&D), par écrit. – Après l'adoption par de nombreux parlements nationaux de motions portant sur la reconnaissance de l'État palestinien ces dernières semaines, je me félicite que le Parlement européen ait élaboré et voté à son tour une résolution pour la reconnaissance de l'État de Palestine. C'est un acte de justice et de paix en vue de progresser vers un règlement définitif de ce conflit. L'impasse politique actuelle renforce chaque jour les éléments les plus radicaux et les discours de haine au détriment des populations civiles innocentes. Le statu quo est intenable et dangereux. Cet engagement constitue aussi un appel à la relance des négociations et au déblocage du processus de paix. Il s'inscrit dans la volonté collective de concourir à l'effort international de paix au Proche-Orient pour mettre un terme au cycle infernal de la violence. Les socialistes ont toujours soutenu cette volonté de réconciliation entre les peuples israélien et palestinien, fondée, conformément aux résolutions des Nations unies, sur l'existence de deux États souverains et démocratiques vivant côte à côte en paix et en sécurité, sur la base des lignes de 1967, avec Jérusalem pour capitale des deux États.

  Pascal Arimont (PPE), schriftlich. — Das mit großer Mehrheit abgegebene Ja zur prinzipiellen Anerkennung der Eigenstaatlichkeit Palästinas beruht auf der Grundlage der Zwei-Staaten-Lösung mit den Grenzen von 1967 und Jerusalem als Hauptstadt. Dabei ist unabdingbar, dass dieser Schritt mit der Wiederaufnahme von Friedensgesprächen einhergeht.

Ich begrüße diese Anerkennung, weil sie nicht nur ein wichtiges Zeichen in der Selbstbestimmung der Palästinenser darstellt, sondern auch beide Staaten dazu auffordert, die Friedensverhandlungen wieder aufzunehmen. Äußerst erfreulich ist auch die Initiative „Parlamentarier für den Frieden“, welche zum Ziel hat, uns Europaabgeordnete mit Kollegen aus Israel und Palästina zusammenzubringen, um eine Agenda für den Frieden ins Leben zu rufen.

  Margrete Auken (Verts/ALE), skriftlig. — Resolutionen er ensidig ved fx kun at nævne israelske dødsfald og ikke palæstinensiske civile, dræbt af IDF!!. Den redegør ikke for sikkerheden for en fremtidig palæstinensisk stat og har ikke noget tidsperspektiv for anerkendelsen.

Resolutionen er dog vigtig at støtte, fordi vi for første gang adskiller fredsforhandlinger og anerkendelse af en palæstinensisk stat. Det er vigtigt, at et samlet Europa-Parlamentet giver sin støtte til to-statsløsningen og tydeligt inden for 67-grænsen med Jerusalem som hovedstad. Europa-Parlamentet giver her støtte til det momentum, vi har, hvor flere og flere medlemsstaters parlamenter opfordrer deres regeringer til anerkendelse, og Palæstina indleverer sin ansøgning til FN. Selv om jeg gerne så en tydeligere resolution, er det lige nu vigtigt at vise medlemsstaterne, at et meget bredt flertal i Europa-Parlamentet bakker op om en betingelsesløs anerkendelse af Palæstina.

Considero que la única manera de resolver este conflicto es a través de la solución de dos Estados basada en las fronteras de 1967, con Jerusalén como capital de ambos Estados. De esta manera, el Estado de Israel podría vivir en paz y seguridad junto a un Estado palestino independiente, democrático y viable.

Doy mi apoyo a esta propuesta de Resolución como una solución de compromiso y por el alto valor que tiene tanto el amplio consenso alcanzado entre todos los grupos de este Parlamento como el importante mensaje que lanzamos con ella.

Quiero expresar mi firme apoyo al reconocimiento de un Estado de Palestina, ya que el derecho de los palestinos a tener su propio Estado es incuestionable como lo es el derecho de Israel a existir dentro de unas fronteras seguras. Asimismo, valoro el liderazgo de la Alta Representante Federica Mogherini en este proceso, pues creo que la UE debe desempeñar un papel más eficaz y genuino en el proceso de paz, y considero necesario que los Estados miembros de la UE estén unidos en su apoyo a este proceso legítimo.

  Beatriz Becerra Basterrechea (ALDE), por escrito. — Lo que el Parlamento Europeo ha votado y aprobado hoy NO es el reconocimiento de Palestina como Estado.

Lo que ha aprobado hoy la Eurocámara por abrumadora mayoría es la realización de un gesto expreso y valioso de reconocimiento de la solución de dos Estados y la reactivación del proceso de paz. Un proceso del que forman parte inexcusable el mutuo reconocimiento y la coexistencia segura y pacífica de ambos estados.

El Parlamento Europeo se erige así en supervisor exigente del cumplimiento de ese proceso y reclama a la Comisión una posición única que ha encomendado a la señora Mogherini. La exigencia de comportamiento democrático y respeto a los derechos humanos es doble: por un lado, a Israel, única democracia sólida de Oriente Próximo, socio comercial y estratégico de la UE; y, por otro, a Palestina, que aún debe acreditarse y actuar como Estado, dotarse de un gobierno único, instaurar prácticas democráticas e instituciones solventes y condenar el terrorismo.

Sí. Con todas sus deficiencias, se trata de un gesto valioso. Por ello, a pesar de la vaguedad y las infinitas posibilidades de interpretación que propicia un texto ambiguo y complaciente, yo he votado a favor.

  Izaskun Bilbao Barandica (ALDE), por escrito. — He votado a favor de la Resolución porque incluye el reconocimiento del Estado palestino y la solución de dos Estados sobre las fronteras de 1967, con Jerusalén como capital de ambos: un Estado de Israel seguro y un Estado Palestino independiente, democrático, contiguo y viable, viviendo uno al lado del otro en paz y seguridad, sobre la base del derecho a la autodeterminación y el pleno respeto del Derecho internacional. Condenando todos los actos de terrorismo y violencia.

Y porque para ello defiende la necesidad del desarrollo de las negociaciones de paz. Y consolidar así la autoridad del gobierno palestino consensuado pidiendo a todas las facciones palestinas, incluida Hamás, que pongan fin a las divisiones internas.

En la Resolución se reitera que los asentamientos israelíes son ilegales de acuerdo con el Derecho internacional y creo, de acuerdo con la Resolución, que la UE debe convertirse en un facilitador del proceso de paz en Oriente Medio y por ello pedimos a la Sra. Mogherini que facilite la consecución de una posición común en la Unión para este fin.

La alta representante necesita un respaldo importante del Parlamento para que Europa juegue el papel que tanto necesitamos.

Recognition of the Palestinian State, its people and its borders, and the end of the occupation is a long-overdue international obligation and a positive step towards peace. Member States must now formally recognise and thus protect the space of the Palestinian State on the 1967 borders with East Jerusalem as the capital.

Palestinian recognition is established in UN resolutions and a number of national parliaments of EU Member States have called on their respective governments to recognise this. The Palestinian people’s right to self-determination has been enshrined in international resolutions for 66 years. The EPP Group welcomes the fact that the European Parliament supported a resolution today on the recognition of Palestinian statehood and the two-state solution, but ‘hand in hand’ with the development of the peace talks. ‘With this vote, the European Parliament clearly rejected an unconditional recognition separated from the peace negotiations’, pointed out the EPP Group co-negotiator of the resolution and Chairman of Foreign Affairs, Elmar Brok MEP.

‘The EPP Group believes, as does the majority of the European Parliament, that early negotiations are necessary to make a secure Israel and a viable and democratic Palestinian State possible on the basis of the 1967 borders and under international law. Both sides must refrain from any actions that could jeopardise that goal. The European Parliament has rightly demanded that all Palestinian factions, including Hamas, recognise the existence of the State of Israel in accordance with the 1993 declaration of the Palestinian Liberation Organisation (PLO). The EPP Group supports the position of the European Parliament against Israeli settlement policy’, Brok explained.

The EPP Group also welcomes the fact that the resolution rejects any form of violence and terrorism from all sides and warns against a potential religious dimension in the conflict. For EPP Group MEPs, the only sustainable solution to the Israeli-Palestinian conflict will be the one achieved by peaceful and non-violent means.

‘We are gravely concerned at the growing tension and increasing violence in the region, and we urge all parties to refrain from any action that would worsen the situation. The resolution voted today does not ask for an unconditional recognition of Palestine. On the contrary, the text insists upon the need to continue and advance the peace talks. Ultimately, the only true recognition of Palestine as state can be brought about by negotiations between the parties, in the framework of a comprehensive peace process that addresses all outstanding issues’, explained the EPP Group co-negotiator of the resolution and EPP Group spokesperson on Foreign Affairs, Cristian Preda MEP.

Ritengo che la realizzazione del principio "due Stati per due popoli" e il reciproco riconoscimento tra Palestina e Israele siano due condizioni assolutamente fondamentali per far sì che il popolo palestinese e quello di Israele possano finalmente raggiungere una convivenza pacifica e una condizione di sicurezza per i popoli e per gli Stati che si trovano vicini all'area di crisi.

Ho votato quindi a favore di questa risoluzione perché ritegno che il riconoscimento dello Stato palestinese da parte del Parlamento europeo rappresenti un segnale importantissimo che, in seguito al riconoscimento già avvenuto da parte di alcuni Stati membri (Svezia, Spagna, Regno Unito e Irlanda), può incidere in maniera significativa sul processo di pace in Medio Oriente.

Il voto di oggi conferisce un mandato netto all'Alto rappresentante Mogherini per porre in essere tutte le iniziative diplomatiche possibili affinché si possa aggiungere in "tempi brevissimi" all'effettivo riconoscimento dello Stato della Palestina.

  James Carver (EFDD), in writing. — In my written question (E-006540/2014) that I submitted to the European Commission on 3/9/2014, I questioned the Commissions’ view on recognition for Somaliland. On 4/10/2014 the Commission replied stating:

‘The EU does not have the competency to recognise states, only individual member states do.’

In its capacity as an EU institution, the European Parliament does not, therefore, have the ability to deal with the question of recognition of any state. I believe that this resolution is inadmissible and, accordingly, I voted against it.

However, I wish to clarify that I support a lasting and viable two-state solution for Israel and Palestine, but this must be built on trust and non-violence. Accordingly, until Hamas revokes its call for the destruction of the Israeli State, I cannot support recognition for Palestine.

  Lorenzo Cesa (PPE), per iscritto. — Ho votato sì alla risoluzione comune di cui sono tra i cofirmatari del gruppo PPE, perché sono fermamente convinto che questo atto possa dare un maggiore impulso alla ripresa dei colloqui di pace diretti tra Israele e OLP, da troppo tempo in fase di stallo. Ma il mio voto non è incondizionato: l'OLP si era impegnata nel 1993 a riconoscere lo Stato di Israele ed è necessario che tutte le diverse fazioni palestinesi, incluso Hamas, accettino gli impegni assunti dall'OLP e pongano fine alle loro divisioni interne.

Israele deve essere riconosciuto e i due Stati potranno coesistere solo in condizioni di pace e sicurezza, sulla base del diritto all'autodeterminazione e nel pieno rispetto del diritto internazionale. È per questo che i negoziati di pace devono riprendere e la Palestina deve porre fine agli atti di violenza contro Israele.

Solo così il Parlamento europeo sostiene, in linea di principio, la soluzione dei due Stati con Gerusalemme capitale di entrambi gli Stati, tenendo presente che il riconoscimento dello Stato di Palestina è di competenza degli Stati, mentre l'Unione europea deve essere un facilitatore del processo di pace.

Tout d'abord, je tiens à souligner que je suis favorable à l'idée de deux États, la Palestine et Israël. Je ne peux cependant reconnaître le Hamas, groupe terroriste islamiste, comme interlocuteur légitime. Par ailleurs, avec cette résolution, l'Union Européenne montre son incohérence en soutenant, d'une part, la souveraineté palestinienne et en niant, de l'autre, la souveraineté des peuples européens. Je ne pouvais donc voter en faveur de cette nouvelle volonté d'ingérence de la part d'une organisation prête à traiter avec des terroristes mais refusant de laisser libre la parole des citoyens de ses propres États membres.

Io ho deciso di astenermi perché il modo in cui questo titolo è stato declinato mi sembra inopportuno: le condizioni indicate nel testo sono assolutamente irraggiungibili allo stato attuale, e, per quanto questo testo non abbia ambizioni legislative, non hanno senso nemmeno in un mero documento politico. Inoltre, come ha giustamente sottolineato un collega di un altro gruppo politico prima del voto, l'UE non ha il potere di riconoscere gli Stati.

On 3 October the EU Commission wrote to my UKIP colleague James Carver MEP to explain that the EU cannot recognise Somaliland or any other State and that this was the privilege of the various individual nation States. Therefore this so called recognition of Palestine is ultra vires and illegitimate. The President of the Parliament should have ruled against this motion as the Commission has admitted in writing that it was ultra vires. Recognition of Palestine or otherwise should be left to Nation States and the United Nations. If Pontus Pilate could not solve the Middle Eastern situation with threats of crucifixion and galleys how can this pathetic eunuch of a Parliament, which made such a mess of the Ukraine crisis, ever hope to solve this situation? The EU should sort out the catastrophic euro crisis it has created rather than try to destroy other nations.

O PE reitera que não há solução que não passe pela coexistência de dois Estados, cuja segurança seja mutuamente respeitada, com as fronteiras existentes até 1967 e com Jerusalém como capital de ambos os Estados.

Creio fundamental também combater os que fazem leituras radicais da sua religião e justificam a legitimidade de matar em nome de Deus. Haverá poucas coisas mais desprezíveis do que invocar Deus para exercer a violência, disseminar o terror e ceifar vidas humanas.

  Therese Comodini Cachia (PPE), in writing. — The EU must play a central role, together with other stakeholders, to bring about a peaceful resolution of the dispute that has tormented the lives of Palestinians and Israelis for generations. The little respect that this conflict has shown to human life is unacceptable.

The two-state solution can start to provide Israelis and Palestinians with a life of peace in which children and families can thrive without fear of each other. Yet this solution requires the backing of the international community, of the EU as well as of its Member States: a commitment of seeking to bring both Israelis and Palestinians back to the negotiating table.

The coexistence of two states, Palestine and Israel, will provide each with security as well as peaceful statehood. Both must believe in their aspirations and want to attain them through peaceful negotiations rather than through occupation, settlement construction and injuring civilians.

Towards the end of attaining statehood, the EU must support Palestine in establishing and strengthening its institutions.

El reconocimiento del Estado de Palestina, su gente, sus fronteras y el final de la ocupación es una obligación internacional y un paso importante hacia la paz. Los Estados miembros deben ahora reconocer formalmente, y por tanto proteger, el espacio del Estado de Palestina en las fronteras de 1967 con Jerusalén Este como su capital. El derecho del pueblo palestino a la autodeterminación ha sido reconocido internacionalmente desde hace 66 años. Llamamos a todas las partes a no llevar a cabo ninguna acción que pudiera dinamitar la viabilidad de la solución de los dos Estados. Por lo tanto, los asentamientos deben acabar, el apartheid debe acabarse y el ataque a los lugares sagrados y la demolición de las propiedades palestinas deben cesar inmediatamente.

Az állásfoglalás tartalmát illetően a két állam-modell híve vagyok, ahogy azt már az Unió többször is megerősítette. Az EU az 1967-es határokon alapuló megoldást támogatja, amely szerint egy biztonságos Izrael Állam és egy független, demokratikus, területileg összefüggő és életképes Palesztin Állam békében és biztonságban él egymás mellett, az önrendelkezéshez való jog és a nemzetközi jog teljes körű tiszteletben tartása alapján.

Támogatom az izraeliek és a palesztinok közötti közvetlen béketárgyalások újbóli megindítását, amelyhez elengedhetetlen a bizalomra épülő környezet kialakítása, amely eléréséhez mindkét félnek komoly lépéseket kell tenni.

Azonban meggyőződésem, hogy az EP állásfoglalása nem a legjobb időben született, mert az nem korrekt a közeledő izraeli választásokkal szemben. Úgy vélem, bármely ilyen típusú állásfoglalást csakis olyankor szerencsés elfogadni, amikor a két fél egyike sincs kampánynyomás alatt, mert ezáltal negatívan befolyásolhatja, torzíthatja a békepártiak igyekezetét és törekvéseit.

  Marielle de Sarnez (ALDE), par écrit. – Le Parlement européen s'est exprimé à une très large majorité, 498 voix en faveur de la résolution sur la reconnaissance de l'État palestinien, contre 88. C'est un signal fort en faveur de la solution des deux États et en faveur de la paix. Et c'est la première fois dans son histoire que le Parlement européen exprime une position équilibrée vis à vis des deux parties. Après les évènements dramatiques vécus ces derniers mois par les Israéliens et les Palestiniens, avec l'accroissement des tensions et la montée inexorable de la violence dans cette région du monde, nous avons voulu que cette reconnaissance soit indissociable de la nécessité de reprendre urgemment les pourparlers de paix. Comme le souligne avec force la résolution, il est indispensable que les dirigeants politiques de tous bords œuvrent ensemble pour apaiser la situation, car seuls des moyens non violents et le respect des droits de l'homme permettront de parvenir à une solution durable et à une paix juste entre les deux peuples. La résolution encourage l'Europe à prendre toute sa part dans le processus de paix et à devenir un acteur et médiateur incontournable. Il n'est que temps!

  Gérard Deprez (ALDE), par écrit. — Je suis très heureux d'être cosignataire de cette résolution, d'autant plus qu'elle a fait l'objet d'un consensus entre les principaux groupes politiques du Parlement européen. Je suis de ceux qui estiment qu'il était temps, après 60 ans d'un conflit qui a causé tant de souffrances de part et d'autre, que chacun mette de côté ses a priori et que le Parlement adopte enfin une position claire. Je suis convaincu que la reconnaissance de l'État Palestinien est un pas nécessaire à la résolution de ce conflit, en établissant une égalité d'État à État entre la Palestine et Israël. Le Parlement européen, par l'adoption de cette résolution, a apporté tout son appui politique à Federica Mogherini, haute représentante de l'Union pour les affaires étrangères, afin que l'Union européenne puisse enfin jouer un rôle actif et déterminant dans la résolution de ce conflit.

Je tiens aussi à souligner le courage de 800 citoyens israéliens qui ont adressé un courrier à l'ensemble des députés du Parlement européen dans lequel ils condamnent fermement l'occupation et les colonies, et demandent de voter en faveur de la reconnaissance d'un État palestinien dans les frontières de juin 1967. Cette démarche m'a profondément touché et m'a déterminé à soutenir leur courageuse initiative.

  Diane Dodds (NI), in writing. — I believe it is truly regrettable that this debate on Palestinian statehood has even reached this Chamber.

It is my view that a Palestinian state can only derive from direct bilateral negotiations between Israel and Palestinian representatives.

This is the position upheld by numerous international agreements, including the Oslo Accords and several UN resolutions – and it is why all unilateral efforts to gain this recognition external to substantive negotiations must be roundly condemned.

Today’s vote also ignores the biggest obstacle to a Palestinian state – terrorism, which has at its core the aim of destroying Israel. Hamas do not accept a two-state solution and their acts of terror must stop before any talks start. This is a position that my party has stood up for in Northern Ireland in times past and it is equally right to do so in this situation.

L’Union européenne ne peut par ailleurs s’arroger le droit de décider de la souveraineté d’un autre État. Enfin, les frontières actuelles des territoires palestiniens ne sont pas satisfaisantes pour l’intérêt des Palestiniens et sont toujours discutées. Condivido inoltre l'impegno all'avvio di un'iniziativa dal titolo "Parlamentari per la pace", volta a riunire parlamentari europei, israeliani e palestinesi di vari partiti per contribuire a far progredire un'agenda di pace e integrare gli sforzi diplomatici dell'Unione europea.

  José Manuel Fernandes (PPE), por escrito. - Há mais de meio século, a consecução de uma paz justa e duradoura entre Israelitas e Palestinianos tem constituído motivo de grande preocupação para a comunidade internacional, incluindo a União Europeia. Registe-se que a Assembleia-Geral da Nações Unidas decidiu, em 29 de novembro de 2012, conceder à Palestina o estatuto de Estado observador não membro da ONU. Note-se que o reconhecimento do Estado da Palestina é da competência dos Estados-Membros. Tal não implica que não se possam emitir resoluções políticas sobre a matéria. Por isso, apoio o reconhecimento do Estado palestiniano e a solução da coexistência de dois Estados, acreditando que ambas as vertentes devem caminhar a par do aprofundamento das negociações de paz, a qual deverá progredir. A solução da coexistência de dois Estados, deverá ser feita com base nas fronteiras de 1967 e Jerusalém como capital de ambos, ou seja, um Estado de Israel seguro e um Estado da Palestina independente, democrático, territorialmente contínuo e viável, vivendo lado a lado em paz e segurança, o que implica o reconhecimento do direito à autodeterminação e a plena observância do direito internacional.

  João Ferreira (GUE/NGL), por escrito. — Votámos favoravelmente esta resolução. Apesar das suas insuficiências e limitações, constitui um sinal mínimo no sentido de reconhecer o direito inalienável do povo palestiniano ao seu Estado.

Não podemos deixar de assinalar alguns aspetos negativos da resolução, nomeadamente:

- A insistência na segurança apenas aplicada ao estado de Israel (como se a Palestina não precisasse de segurança), procurando criar a ideia de que as fronteiras do Estado da Palestina são desenhadas em função desse objetivo;

- A distinção entre terrorismo e violência e a condenação de todo o protesto violento, negando dessa forma o direito à insurreição e à resistência dos palestinianos face à ocupação israelita;

- A ausência de referência às resoluções das Nações Unidas (181, 194, 248, 332) ou à retirada dos territórios ocupados, o que, para além de outros objetivos, constitui uma forma de marginalizar a ONU neste processo;

- Insta-se a uma posição comum da UE o que, no atual contexto, quando há países que, como a Suécia, já reconheceram a Palestina, significa uma tentativa de limitar o poder soberano dos Estados-Membros de decidirem sobre o reconhecimento, e um travão aos países que queiram reconhecer o Estado da Palestina.

  Raffaele Fitto (PPE), per iscritto. - Ho votato contro la risoluzione per il riconoscimento dello Stato palestinese, che considero un grave errore politico per due ragioni. In primo luogo, perché ci si ostina a mettere sullo stesso piano una democrazia come lo Stato di Israele e realtà chiaramente non democratiche, che ancora manifestano, nella migliore delle ipotesi, comportamenti equivoci, ambigui e non chiari rispetto al riconoscimento del diritto di Israele a esistere e a vivere nella sicurezza dei suoi cittadini. In secondo luogo, considero ipocrite e ormai francamente inaccettabili formulazioni linguistiche quali "tutti gli atti di terrorismo e violenza...", "entrambe le parti", eccetera. Si finge di non vedere che c'è una distinzione netta, che non consente opache equiparazioni: da una parte ci sono atti terroristici e dall'altra c'è l'esercizio del diritto all'autodifesa da parte di un paese democratico, l'unico nell'area che scelga liberamente governo e parlamento. Sarebbe dovere di tutti i democratici, nell'Occidente, difendere Israele senza ipocrisie e sottintesi. Da questa difesa, e quindi dalla tutela dei valori della libertà e della democrazia, passa pure la speranza dell'affermazione dei diritti umani anche delle donne e degli uomini palestinesi.

  Monika Flašíková Beňová (S&D), písomne — Opakované útoky na občanov štátu Izrael zo strany Hamasu a ďalších militantných skupín a neustála eskalácia násilia, ako aj fakt, že akákoľvek Palestínska vláda získava svoju legitimitu tým, že jej Hamas a Fatah musia vyjadriť svoju podporu nevyvoláva dostatočné záruky na uznanie existencie štátu. Je nespochybniteľné, že tento región nutne potrebuje riešenie situácie a Palestínčanom Európska únia opakovane uznala právo na sebaurčenie. Potrebovali by sme však oveľa viac času pre objektívne zhodnotenie a rozhodnutie o uznaní nového Palestínskeho štátu.

  Ashley Fox (ECR), in writing. — I voted against the recognition of Palestine. I do not believe that recognition at this time would benefit the peace process and would in fact hinder the negotiations for a genuine two-state solution.

I am committed to the eventual recognition of a Palestinian state at a time more helpful to the peace process, as a two-state solution brought through negotiated agreement as the only way for Palestinian aspirations of statehood to be met on the ground.

Additionally, this is a matter for national parliaments and not the European Parliament. The principle of subsidiarity should be applied to the recognition of new states as the EU has no competency in this area.

  Francesc Gambús (PPE), por escrito. — He votado a favor de la propuesta de Resolución motivado por la esperanza de que este gesto político ayude a desencallar el proceso de paz entre el Estado de Israel y la Autoridad Palestina. La aceptación por parte de las Naciones Unidas de Palestina como observador junto con el reconocimiento por parte de algunos Estados miembros de la UE son pasos encaminados a conseguir la reanudación del proceso de paz en Oriente Próximo. Nunca debe de ser percibido como una decisión acordada en contra de Israel, Estado por el que siento un gran respeto. Tras tantos años de conflicto en Oriente Próximo, la única solución posible es la coexistencia pacífica y negociada de dos Estados, Israel y Palestina. Este reconocimiento debe ser consecuencia de un proceso de negociación entre las partes que garantice la paz y la seguridad para ambas. Estoy convencido de que la coexistencia pacífica entre Israel y Palestina es posible, pero este fin solo se logrará si se da una oportunidad a la negociación y al diálogo. El pasado no puede marcar el presente y el futuro si se quiere alcanzar una paz perdurable.

  Iratxe García Pérez (S&D), por escrito. — El reconocimiento del Estado palestino es un paso necesario, aunque no suficiente, para lograr la paz entre Israel y Palestina. Considero que la única manera de resolver este conflicto es a través de la solución de dos Estados basada en las fronteras de 1967, con Jerusalén como capital de ambos Estados. De esta manera, el Estado de Israel podría vivir en paz y seguridad junto a un Estado palestino independiente, democrático y viable.

Doy mi apoyo a esta propuesta de Resolución como una solución de compromiso y por el alto valor que tiene tanto el amplio consenso alcanzado entre todos los grupos de este Parlamento como el importante mensaje que lanzamos con ella.

Quiero expresar mi firme apoyo al reconocimiento de un Estado de Palestina, ya que el derecho de los palestinos a tener su propio Estado es incuestionable como lo es el derecho de Israel a existir dentro de unas fronteras seguras. Asimismo, valoro el liderazgo de la Alta Representante Federica Mogherini en este proceso, pues creo que la UE debe desempeñar un papel más eficaz y genuino en el proceso de paz, y considero necesario que los Estados miembros de la UE estén unidos en su apoyo a este proceso legítimo.

  Eider Gardiazabal Rubial (S&D), por escrito. — He apoyado esta propuesta de Resolución porque estoy a favor del reconocimiento del Estado de Palestina y la solución de dos Estados sobre la base de las fronteras de 1967 (con Jerusalén como capital de ambos Estados, con un Estado de Israel seguro y un Estado de Palestina independiente, democrático, contiguo y viable), viviendo uno al lado del otro en paz y seguridad, sobre la base del derecho a la autodeterminación y el pleno respeto al Derecho internacional y, tal y como hemos apuntado en el PE, considero que este proceso debería ir de la mano del desarrollo de las negociaciones de paz, que tienen que avanzar.

Para ello, apruebo la iniciativa «Parlamentarios por la Paz» con el fin de reunir a eurodiputados con miembros de los Parlamentos israelí y palestino para apoyar el proceso de paz en Oriente Próximo.

Y por supuesto, en esta Resolución también condenamos todos los actos de terrorismo y violencia. Por todo ello he votado a favor.

  Elisabetta Gardini (PPE), per iscritto. — Il Parlamento di Strasburgo ha approvato ad ampia maggioranza una risoluzione sottoscritta da diversi gruppi che sostiene, in linea di principio, il riconoscimento dello Stato della Palestina sulla base dei confini del 1967, appoggia la soluzione a due Stati con Gerusalemme e invita a riprendere i colloqui di pace.

Pur riconoscendo in tal senso il lavoro fatto dal PPE per mitigare le posizioni della sinistra europea, per la delegazione di Forza Italia permangono rispetto al testo di questa risoluzione ancora delle ambiguità e troppe tracce della versione originaria, a cominciare dal titolo. Per questo motivo, proprio per marcare politicamente il nostro dissenso, abbiamo scelto di non votare.

Only nations can do this, as the EU Commission made clear in writing to my colleague James Carver when he asked them about recognising Somaliland. If the EU Parliament accepts the rule of law, and abides by it and its own rules, then it would not even be allowing the vote in the first place.

I support the two-state solution, and recognising Palestine, while not requiring Hamas to lay down its arms or the recognition of the right for Israel to exist is a mistake. I cannot allow the EU to act as a nation state, when it is not, and will not support this. The UK as a sovereign nation should recognise Palestine as and when it sees fit.

No entanto, recusei coassiná-la em nome do meu grupo político por considerar que a solução de compromisso e refletida no primeiro parágrafo desta resolução conjunta fica aquém do que entendo que deveria ser a posição do PE instando todos os Estados-Membros da União Europeia a reconhecer o Estado da Palestina. Afirmar que o Parlamento Europeu concorda com o princípio da autodeterminação da Palestina nada tem de novo, é uma posição afirmada inúmeras vezes por este Parlamento em todas as resoluções em que apelou à coexistência entre os dois Estados, o Estado de Israel e o Estado da Palestina. Está em crescendo o movimento para o reconhecimento universal do Estado da Palestina. Além dos Palestinianos, Israel precisa existencialmente do estabelecimento de um Estado independente, democrático e seguro na sua vizinhança.

  Tania González Peñas (GUE/NGL), por escrito. - Hemos votado a favor de esta propuesta de Resolución porque consideramos un avance que una mayoría del Parlamento Europeo se posicione a favor de una reivindicación básica como es la creación y reconocimiento internacional de un Estado palestino con capital en Jerusalén. Con ello no se hace más que reafirmar lo que ya piden las NN.UU. en su Resolución 181 de 1947, paradójicamente la única que Israel cumple parcialmente, en lo que respecta a la partición de Palestina.

Consideramos además que el reconocimiento del Estado palestino debe ser solo un paso en el proceso para lograr una paz justa que, atendiendo a las demandas de la propia sociedad civil, deberá incluir el fin de la ocupación (en cumplimiento de la Resolución 242 de 1967 de las NN.UU.), el derecho al retorno de los refugiados (Resolución 194 de 1948) y un Estado que garantice la plena igualdad de todos sus ciudadanos y ciudadanas.

Pensamos además que, para hacer cumplir el contenido de la Resolución, la UE debería valerse de mecanismos de presión, como mínimo la suspensión del acuerdo bilateral UE-Israel, en cumplimiento de su artículo 2, ante la flagrante violación de los derechos humanos que supone la continuidad del bloqueo de la Franja de Gaza.

I am committed to a negotiated two-state solution, with Israel safe, secure and recognised within its borders, living peacefully alongside a democratic and viable Palestinian state.

I voted for recognition as I hope it will provide vital impetus to those who support peace on both sides of the conflict, and provide a message of hope that too many years of conflict can finally be ended; recognition is not an alternative to peace talks but could be a vital push to advancing them. I believe Palestinian recognition can help strengthen moderate voices among the Palestinians who want to pursue the path of politics, not the path of violence. I also welcome greater cooperation between the EU and Israel through trade as well as scientific and cultural exchanges. I believe now is the time to deepen, not weaken, our economic and cultural ties across the region. I welcome this vote and look forward to the EU helping to bring peace to the Middle East.

C'est pourquoi je me suis abstenue, mercredi matin, de voter la résolution sur la reconnaissance de l'État Palestinien. Il ne doit pas avoir reconnaissance immédiate de l'État Palestinien sans qu'un processus mutuel de paix pleinement assumé ne soit engagé par les deux parties. La situation actuelle est trop grave, les actes de violence trop nombreux et le risque de confusion trop réel. Les conditions n'étant pas réunies, j'ai refusé un soutien explicite à ce texte instrumentalisé par la gauche.

Il s'agit d'un acte symbolique fort de la part de notre Assemblée, d'autant plus marquant qu'il a recueilli les suffrages des deux tiers des parlementaires. Les pourparlers de paix entre Israël et la Palestine sont aujourd'hui dans une impasse. Pour faire la paix, il faut considérer l'autre comme un interlocuteur légitime. Ce n'est pas le cas aujourd'hui. Pour faire évoluer cette situation, les interventions de la communauté internationale sont indispensables. L'Union européenne a un rôle à jouer dans ce processus. L'Union a maintes fois affirmé son soutien à la solution des deux États, sur la base des frontières de 1967, avec Jérusalem pour capitale à la fois de l'État d'Israël et d'un État de Palestine indépendant, vivant côte à côte dans la paix et la sécurité. L'existence d'un État palestinien ne peut être conditionnée à la paix mais doit au contraire être considérée comme l'une des façons de parvenir à la paix. Nous, socialistes et démocrates du Parlement européen, avons toujours travaillé dans cette perspective. J'espère que d'autres initiatives similaires seront prises dans des parlements nationaux en Europe. J'espère enfin que ce mouvement contribuera à amener les autorités israéliennes à reconsidérer la question de la souveraineté du peuple palestinien.

Considero que la única manera de resolver este conflicto es a través de la solución de dos Estados basada en las fronteras de 1967, con Jerusalén como capital de ambos Estados. De esta manera, el Estado de Israel podría vivir en paz y seguridad junto a un Estado palestino independiente, democrático y viable.

Doy mi apoyo a esta propuesta de Resolución como una solución de compromiso y por el alto valor que tiene tanto el amplio consenso alcanzado entre todos los grupos de este Parlamento como el importante mensaje que lanzamos con ella.

Quiero expresar mi firme apoyo al reconocimiento de un Estado de Palestina, ya que el derecho de los palestinos a tener su propio Estado es incuestionable como lo es el derecho de Israel a existir dentro de unas fronteras seguras. Asimismo, valoro el liderazgo de la Alta Representante Federica Mogherini en este proceso, pues creo que la UE debe desempeñar un papel más eficaz y genuino en el proceso de paz, y considero necesario que los Estados miembros de la UE estén unidos en su apoyo a este proceso legítimo.

Recognition of the Palestinian State, its people and its borders, and the end of the occupation, is a long-overdue international obligation and a positive step towards peace.

Member States must now formally recognise and thus protect the space of the Palestinian State on the 1967 borders, with East Jerusalem as the capital.

Palestinian Recognition is established in UN resolutions and a number of national parliaments of EU Member States have called on their respective governments to recognise. The Palestinian People's right to self-determination has been enshrined in international resolutions for 66 years.

We call on all parties to refrain from any action which may undermine the viability and the prospects of the two-state solution. Therefore, settlements must end, the apartheid wall must be dismantled, and attacks on holy sites – along with the demolition of Palestinian property – must stop immediately.

De Partij voor de Dieren wijst elke vorm van geweld af. Daden die in strijd zijn met het internationaal recht kunnen niet onbestraft blijven en hieraan moeten economische en politieke gevolgen worden gegeven.   Hans-Olaf Henkel (ECR), schriftlich. — Ich habe gegen die Anerkennung Palästinas gestimmt. Dabei ging es mir überhaupt nicht darum, ob Palästina anerkannt werden soll oder nicht. Natürlich gibt es gute Gründe dafür, genauso wie es gute Gründe dagegen gibt. Das Existenzrecht Israels durch Palästina als Vorbedingung anzuerkennen, ist genauso richtig, wie es richtig ist, Palästina als Staat anzuerkennen. Ich habe nur deshalb gegen diesen Vorschlag gestimmt, weil weder die EU und schon gar nicht das Europäische Parlament ein Recht hat, Länder anzuerkennen, genauso wenig wie diese europäischen Institutionen das Recht haben, eine solche Anerkennung zu verweigern. Dieses Recht haben nur Länder. Wenn Schweden sich für eine Anerkennung ausspricht, ist das die Sache Schwedens. Wenn Deutschland das nicht tut, ist das eine Angelegenheit Deutschlands. Das Votum des Europäischen Parlaments ist eine unzulässige Anmaßung, so auch viele andere Anmaßungen. Die EU ist kein Staat. Ich bin strikt dagegen, dass sich die „Vereinigte Staaten von Europa“ durch die Hintertür konstituieren. Deshalb mein Nein.

  Ivan Jakovčić (ALDE), napisan. — Glasovao sam za rezoluciju o priznanju palestinske državnosti jer je rezolucija vrlo izbalansirana i daje mogućnost stvaranja područja mira na desetljećima nemirnom bliskoistočnom području. Postojanje suverenih država Izraela i Palestine na temelju međusobnog priznanja i dobrih međudržavnih odnosa temelj je mira na Bliskom istoku. Bilo mi je važno da su se tijekom zadnjih mjeseci javili mnogi podržavatelji ove rezolucije koji su ugledne osobe u Izraelu, te da se održala rasprava unutar ALDE grupe i u Europskom parlamentu. Dodatni motiv bila mi je želja da Europska unija bude snažnije prisutna u tom dugogodišnjem konfliktu u političkom i sigurnosnom smislu. Smatram da je to direktan interes Europske unije.

Ce texte apportait une réponse équilibrée à cette question en rappelant son soutien à la solution à deux États, sur la base des frontières de 1967, avec Jérusalem pour capitale des deux entités, à savoir l'État d'Israël dont la sécurité est assurée et un État de Palestine indépendant, démocratique, d'un seul tenant et viable, vivant côte à côte dans la paix et la sécurité, en vertu du droit à l'autodétermination et dans le strict respect du droit international. La résolution soutien donc le principe de reconnaissance de l'État palestinien tout en appelant à l'arrêt des divisions entre Palestiniens et en rappelant le caractère illégal des implantations israéliennes.

Je me félicite de l'adoption de cette résolution.

El reconocimiento del Estado de Palestina, de su pueblo y sus fronteras, y el fin de la ocupación, de los asentamientos, del apartheid y de los ataques contra el futuro del pueblo palestino es una obligación internacional y un paso positivo hacia la paz.

Es obligación ahora de los Estados miembros de la UE, en cumplimiento de lo expresado por el Parlamento Europeo y por las resoluciones internacionales, reconocer formalmente el Estado palestino.

Il n'est pas concevable de reconnaître unilatéralement et de manière inconditionnelle l'État Palestinien. La solution à deux États doit être l'aboutissement du processus de paix, pas le préalable. Par conséquent, l'Union européenne doit renforcer son rôle au Moyen-Orient et peser pour relancer les pourparlers de paix afin de garantir la sécurité d'Israël et de rendre possible un État palestinien démocratique et viable sur la base des frontières de 1967 avec Jérusalem comme capitale des deux États.

Member States must formally recognise and thus protect the Space of the Palestinian State on the 1967 borders with East Jerusalem as the capital. However, the resolution fails to fully recognise the Palestinian people’s right to self-determination and demonstrate the responsibilities of the Israeli State for the continuation of the war and the humanitarian crisis in Palestine.   Tunne Kelam (PPE), in writing. — I decided to abstain in the vote on the resolution concerning Palestinian statehood. I welcome the fact that the EP has clearly rejected unconditional recognition of Palestinian statehood and expresses cautious support for the two-state solution. Whereas I agree that violence in the region needs to stop, I would like to make reminder that Israel lives under constant threat from almost all its neighbours, which are using the Palestine argument to question the very existence and legitimacy of Israel. I do not find it possible to recognise Palestine until we see also unconditional recognition of Israel by its neighbouring Muslim countries. Whereas I fully respect the rulings by the European Court of Justice, I also regret the decision to remove Hamas from the EU terrorist list, apparently on procedural grounds. I would like these procedural grounds to be made public as soon as possible, so that such rulings would not be possible in the future. I call on the EU to appeal against this ruling. The very activities of Hamas, which continues to be a foreign-financed militant group that voices plans to destroy Israel and has sent thousands of rockets to hit Israeli civilians, is a major obstacle to recognition of the Palestinian state in its present condition.

This is truly a historic moment, not only for the Palestinians, who have suffered immensely for over 50 years, but for the whole of Europe. A strong message from all parties across Europe has shown its solidarity with those suffering in the Middle East and has demonstrated its will to get more actively involved in the peace process. We need to use this momentum to urge remaining EU countries to follow suit and particularly to support efforts in the UN to place a time limit on a final solution which is already long overdue, giving Palestine its rightful official recognition.

  Kateřina Konečná (GUE/NGL), písemně. - Hlasovala jsem ve prospěch společného usnesení o uznání palestinského státu, protože ho principiálně považuji za první krok správným směrem. Uznání palestinského státu, jeho lidu a jeho hranic je již dlouhou dobu důležitým mezinárodním závazkem a nezbytným krokem směrem k míru. Toto uznání je taktéž založeno na řadě rezolucí OSN. Je třeba připomenout, že i množství národních parlamentů členských zemí EU již vyzvalo své vlády k oficiálnímu uznání Palestiny. Členské státy tedy nyní musí formálně uznat a chránit prostor palestinského státu, a to na základě hranic z roku 1967, s Východním Jeruzalém jako hlavním městem tohoto státu. Proto také vyzývám všechny strany, aby se zdržely jakéhokoli jednání, které by mohlo narušit životaschopnost a vyhlídky řešení tohoto vleklého problému. Spory musí skončit, každodennímu krveprolití a ztrátám na lidských životech musí být okamžitě zamezeno, stěna musí být demontována a útoky na svatá místa spolu s demolicí palestinského majetku je nutné bezpodmínečně zastavit.

Per impulso forte del Parlamento europeo, oggi ci siamo espressi a favore del riconoscimento dello Stato palestinese e della soluzione a due Stati, nella speranza di dare impulso a un nuovo ordine mondiale basato sulla pace. Con questa risoluzione non abbiamo proclamato la vittoria di una parte, ma un'assunzione di responsabilità. È la vittoria della speranza perché la pace sia presto realtà. Con questo voto crediamo che l'Europa, su questa base, giochi ora tutte le sue carte e la sua influenza per l'apertura di un negoziato libero dalle ipoteche di estremisti e fondamentalisti che hanno reso impossibile per decenni fare passi in avanti nella processo di pace tra Israele e Palestina. Vogliamo che il sogno sia realtà, il sogno così descritto da questa risoluzione da noi approvata: due Stati, Gerusalemme come capitale di entrambi gli Stati, con uno Stato di Israele sicuro e uno Stato di Palestina indipendente, democratico, territorialmente contiguo e capace di esistenza autonomia, che vivano fianco a fianco in condizioni di pace e sicurezza, sulla base del diritto all'autodeterminazione e del pieno rispetto del diritto internazionale.

  Constance Le Grip (PPE), par écrit. — Je tiens à expliquer les raisons pour lesquelles je me suis abstenue sur cette résolution. Après les votes de l’Assemblée nationale française et du Sénat, mais aussi de plusieurs autres Parlements en Europe ces dernières semaines, le Parlement européen a lui aussi souhaité se prononcer. Mais la résolution soumise au vote est sensiblement différente de celles votées au sein du Parlement français. En effet, il ne s’agit pas de reconnaître de manière unilatérale un État palestinien. C’est une résolution commune, fruit de laborieuses négociations, une résolution entre groupes politiques qui procède d’une double démarche: la reconnaissance d'un État palestinien, mais également la garantie de la sécurité et de la stabilité de l’État d’Israël. Elle appelle également à une reprise urgente des pourparlers en faveur du processus de paix. Cependant, bien que la résolution précise que la reconnaissance d'un État palestinien ne serait possible qu'avec l’émergence d’une solution négociée avec Israël, le titre du rapport, "reconnaissance d'un État palestinien", et certains paragraphes ne me satisfont pas totalement, et j’ai donc choisi de m’abstenir. Je tiens, à cet égard, à rappeler que ni mon groupe politique le PPE, ni l’UMP ne sont en faveur de la reconnaissance unilatérale d’un État palestinien.

C'est une prérogative des États. Ce vote est donc une nouvelle atteinte à la souveraineté des États membres de l'Union.

Sur le fond du problème, j'indique que je suis favorable à la création d'un État palestinien, à condition que la sécurité d'Israël soit garantie.

El reconocimiento del Estado de Palestina, su gente, sus fronteras y el final de la ocupación es una obligación internacional y un paso importante hacia la paz. Los Estados miembros deben ahora reconocer formalmente, y por tanto proteger, el espacio del Estado de Palestina en las fronteras de 1967 con Jerusalén Este como su capital. El derecho del pueblo palestino a la autodeterminación ha sido reconocido internacionalmente desde hace 66 años. Llamamos a todas las partes a no llevar a cabo ninguna acción que pudiera dinamitar la viabilidad de la solución de los dos Estados. Por lo tanto, los asentamientos deben acabar, el apartheid debe acabarse y el ataque a los lugares sagrados y la demolición de las propiedades palestinas deben cesar inmediatamente.

  Bernd Lucke (ECR), schriftlich. — Ich habe gegen die Entschließung gestimmt, obwohl ich mit dem zentralen Punkt 1 zustimme (prinzipielle Anerkennung Palästinas als Staat, die im Zuge von Fortschritten bei Friedensverhandlungen erfolgen soll). Jedoch sollte Friedenslösung nicht auf der Basis der Grenzen von 1967 erfolgen. Diese Grenzen sind die zufälligen Waffenstillstandslinien von 1948; sie sind seit langer Zeit Makulatur, weil israelische Siedlungen bedeutenden Ausmaßes jenseits dieser Grenzen entstanden sind. Ob die Siedlungstätigkeit auf Territorium, das kein Staat je für sich beanspruchte, völkerrechtswidrig war, kann ich nicht beurteilen, dass sie politisch unklug war, scheint mir offensichtlich. Dennoch müssen Realitäten anerkannt werden, und deshalb sollte eine Friedenslösung nicht verengt werden auf Regelungen, bei denen Zehntausende von israelischen Bürgern heimatlos werden. Es scheint mir auch problematisch zu sein, zwingend eine Zwei-Staaten-Lösung mit Jerusalem als Hauptstadt beider Staaten zu fordern. Dem stehen Sicherheitsbedenken entgegen, die sich einerseits auf das Wohl der jüdischen Bevölkerung West-Jerusalems, andererseits auf die Verwundbarkeit der Regierungsinstitutionen beider Seiten beziehen. Angemessene Sicherheit wäre selbst nach einer Friedensregelung vermutlich nur durch vollständige Teilung der Stadt mit Mauer und Stacheldraht zu gewährleisten. Dem kann ich als ehemaliger Berliner wenig abgewinnen. Die EU sollte keine Vorgaben über die endgültige Friedensregelung machen, sondern deren Aushandlung den Konfliktparteien überlassen.

  Ivana Maletić (PPE), napisan. — Izraelsko-palestinski sukob je centralni sukob na Bliskom istoku. S obzirom na početak sukoba 1948. i činjenicu da nikad nije prestao, smatra se jednim od najtežih sukoba današnjice. Na području Palestine i Izraela izostaju politička perspektiva i procesi te je nastavak mirovnih pregovora prioritet.

Podržavam rezoluciju jer poziva na mir i nastavak mirovnih pregovora koji bi trebali rezultirati i priznanjem palestinske države u granicama iz 1967. (tzv. zelena linija) s glavnim gradom Jeruzalemom, kao zajedničkim glavnim gradom dviju država.

Svjesni smo da je stvaranje takve države jamac trajnog, pravednog i održivog mira te rješavanja sukoba koji desetljećima generira nestabilnost u tom dijelu svijeta. Međutim, to ne znači da se država treba priznati bez ikakvih obaveza od strane Palestinaca i njihove samouprave. Država nije samo pravo, nego je i velika obveza i odgovornost. Trebamo biti sigurni u to da će Palestinci voditi svoju državu u željenom smjeru i održavati mir te da će Palestinci i Izraelci sjesti za stol, priznati jedni druge i dogovoriti se oko svih temeljnih pitanja sukoba.

  Светослав Христов Малинов (PPE), в писмена форма. — Днес с 498 гласа „за” беше приета резолюция на Европейския парламент относно признаването на палестинската държавност. По този така важен казус гласуваният текст трябва да бъде разглеждан като начална точка в процеса на прекратяване на турбулентните отношения между Израел и Палестина, а не като финална фаза на преговори, продължили повече от 60 години, последна стъпка от които би било признаването на държавата Палестина. Най-важните условия, които трябва да бъдат удовлетворени, са затоплянето на отношенията между двете държави, развитието на по-динамични мирни преговори между тях и взаимното им признаване.

Мой ангажимент като представител на България в ЕП е да работя за отстояването на ясна и стабилна парламентарна позиция. Ето защо, моето решение и това на моята парламентарна група е обусловено от безпокойството във връзка с нарастващото напрежение и зачестилите прояви на насилие в региона. С декларацията си, наред с другото, ЕП решава да даде ход на сближаващата инициатива “Парламентаристи за мир”, която да обедини членове на Европейския, Израелския и Палестинския парламент и да има способстваща роля за прилагането на програма за мир и допълване на дипломатическите усилия на ЕС. Силно вярвам, че с помощта на двете страни можем да вземем правилните решения и да приложим навременни действия, без да прибързваме с крайния резултат.

O reconhecimento do Estado Palestiniano, do seu povo e das suas fronteiras, assim como o fim da ocupação, é uma obrigação da comunidade internacional tendo em vista a paz na região. Os Estados-Membros devem agora reconhecer formalmente o Estado Palestiniano, com base nas fronteiras de 1967 e com Jerusalém Este como capital. O direito à autodeterminação do povo palestiniano consta já de inúmeras resoluções internacionais desde há 66 anos. Pedimos às partes envolvidas que tomem ações no sentido de viabilizar a solução dos dois Estados, pondo fim à ocupação e aos muros ilegais.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. — Enfin, l'Union européenne propose une résolution ferme sur la reconnaissance de l'État palestinien, 67 ans après le plan de partage de l'ONU. Cette résolution reconnaît l'État palestinien, dans les frontières de 1967 et avec Jérusalem pour capitale des deux États. Ce sera un point d'appui important pour les représentants du peuple palestinien, notamment dans leurs saisines des instances internationales, pour contraindre Israël à respecter les droits nationaux du peuple palestinien.

Je regrette néanmoins qu'il ne soit pas fait mention du blocus de Gaza, ni de l'oppression des Palestiniens par l'armée israélienne. Il ne s'agit pas là-bas d'un conflit entre deux parties égales, mais d'une lutte entre un peuple colonisé et un État colon. Cependant, cette résolution constituera un outil de combat supplémentaire dans les mains des représentants du peuple palestinien qui l'approuvent. Je vote POUR.

Esperemos que esta iniciativa do PE ajude a encontrar uma solução que seja aceite por ambas as partes.

Só será possível alcançar um acordo definitivo e duradouro quando for encontrada uma solução devidamente negociada entre as partes e que permita que ambos os povos possam viver em harmonia, desenvolvimento e paz.

É necessário um esforço da Autoridade Palestiniana no sentido de negociar essas soluções com o Estado israelita até se chegar à solução da coexistência de dois Estados, com base nas fronteiras de 1967 e Jerusalém como capital de ambos, ou seja, um Estado de Israel seguro e um Estado da Palestina independente, democrático, territorialmente contíguo e viável, vivendo lado a lado em paz e segurança. Apelo ao reatamento das conversações diretas de paz entre Israel e a Autoridade Palestiniana. Daí o meu voto favorável.

Je reconnais pleinement l'État palestinien, car je suis convaincu que seule la solution de deux États indépendants et le respect de la souveraineté et de l'intégrité territoriale de la Palestine comme celui d'Israël permettront d'instaurer la paix durable et la prospérité régionale. Il est temps que l'Union, restée trop longtemps au second plan, prenne ses responsabilités et fasse preuve de volonté politique. Cette résolution juste et nécessaire, faisant suite aux annonces du gouvernement suédois et de la Chambre des Communes du Royaume-Uni, était une étape essentielle dans le processus de pourparlers de paix entre les deux États. Depuis plus de 50 ans, la recherche d'une paix pérenne entre la Palestine et Israël, devenue aujourd'hui vitale, est une préoccupation centrale de l'Union Européenne, garante de l'État de droit, de la démocratie et de la paix entre les nations. La situation actuelle est devenue critique et hautement inquiétante, cette résolution condamne ainsi fermement les actes de violence, perpétrés des deux côtés, mettant en danger la vie et la sécurité des populations. Il devient urgent d'instaurer un climat d'apaisement afin d'engager et de soutenir les efforts de paix et de négociation, aujourd'hui extrêmement ralentis voire suspendus. Je soutiens fièrement les actions diplomatiques qui seront engagées entre l'Union Européenne, Israël et la Palestine, contribuant à plus large échelle au processus de paix au Proche-Orient.

Questa decisione adottata dal Parlamento europeo, pur non avendo valore legale, assume un forte significato politico perché evidenzia la volontà dell'Unione europea di giocare un ruolo da protagonista nel processo di pace in Medio Oriente.

In un momento tanto delicato come questo, l'UE è nella posizione per poter dare un contributo fondamentale all'avanzamento del processo di pace, perseguendo la soluzione dei due Stati sulla base dei confini stabiliti nel 1967 e garantendo sia la sicurezza nello Stato di Israele sia l'esistenza di uno Stato palestinese indipendente e democratico.

  József Nagy (PPE), írásban. — Az én országom 1988-ban elismerte Palesztinát. Ennek szellemében is üdvözlöm az Európai Parlament állásfoglalását.

Rendkívül fontosnak tartom, hogy a Közel-Kelet helyzetét ma ne a problémák szőnyeg alá söprésével, a kínos kérdések elodázásával próbáljuk megoldani, hanem egy világos, az ott élő népek számára elfogadható utat mutassunk, s a békés rendezéshez segítő kezet nyújtsunk. Mindezt az 1967-es határegyezség és a nemzetközi jog égisze alatt. Igen, Palesztina államiságát el kell ismernünk, de ennek az elismerésnek feltétele a békefolyamatokban való aktív s eredményre törekvő részvétel.

A megbékélés nem egy pillanatnyi döntés kérdése, hanem egy folyamat, amin mindkét félnek dolgozni kell, s melyben a nemzetközi közösség komoly segítséget nyújthat. Elég volt a vérontásból, a rengeteg áldozatból. Mindkét oldal túl sokat veszített már az évtizedek folyamán. Hiszem, hogy az önálló demokratikus államiság segítségére lesz Palesztinának a békefolyamatokban való felelős részvételre.

  James Nicholson (ECR), in writing. — I am of the view that the way forward in this conflict is a two-state solution – with an independent, prosperous Palestinian state neighbouring a peaceful and secure Israel. I therefore am happy to support anything which would further that end. Unfortunately, this motion does not do that.

A two-state solution can only come about after direct negotiations between the Israelis and the Palestinians whereby, at the very least, Israel’s right to exist and live in peace is explicitly recognised.

To put things into context, the current Palestinian ‘Unity’ government includes Hamas. This summer alone, Hamas launched 4 000 missiles into Israel, all aimed at civilian targets.

That is why this motion was flawed. Hamas are a terrorist organisation – and are recognised as such by the EU. If the Parliament wishes to recognise Palestinian statehood unilaterally, they are effectively calling a proscribed organisation a legitimate authority in the Palestinian territories, while terror attacks upon Israelis are still taking place.

Real progress will be made by getting the relevant parties back to the table. If we are actually serious about a two-state solution and a viable Palestinian state, we need to push for direct negotiation, not unilateral recognition.

I já jsem ho podpořil, i když představuje riziko značné desinterpretace toho, co Parlament schválil. Považuji za potřebné, aby usnesení bylo interpretováno pouze v rozsahu, který odpovídá jeho znění.   Maite Pagazaurtundúa Ruiz (ALDE), por escrito. — El Parlamento Europeo ha votado y aprobado por abrumadora mayoría la realización de un gesto expreso y valioso de reconocimiento de la solución de dos Estados: Israel y Palestina. Y el deseo de que sirvan para la reactivación del proceso de paz. Son inexcusables el mutuo reconocimiento y la coexistencia segura y pacífica de ambos. El Parlamento Europeo desea colaborar en el cumplimiento de ese proceso y reclama a la Comisión una posición europea común que pueda gestionar la comisaria Mogherini. La exigencia europea de comportamiento democrático y respeto a los derechos humanos es doble: por un lado, a Israel y por otro, a Palestina, que debe instaurar prácticas democráticas e instituciones solventes y condenar el terrorismo. El texto contiene ambigüedades, pero busca ayudar a remover una situación empantanada. Con voluntarismo la he votado.

  Pier Antonio Panzeri (S&D), per iscritto. - Sono d'accordo con quanti ritengono che riconoscere lo Stato della Palestina sia decisivo per avviare un processo di pace equilibrato e per evitare che eventuali ulteriori sviluppi conflittuali nell'area possano dar luogo ad una gestione arbitraria e non regolamentata dal diritto internazionale. È indubbio che l'irrisolta questione palestinese, per la sua pluridecennale staticità e per la particolare odiosità degli eventi conflittuali da essa derivati, rappresenti un punto di palese debolezza per la credibilità sull'efficacia dei mezzi della teoria giuridica internazionale, nonché per il prestigio dell'azione dei politici e dei diplomatici che, soprattutto dal giudizio dell'opinione pubblica, riceve l'energia necessaria per trasformare le proprie virtuose intuizioni in azioni concrete e operative.

Ho quindi espresso il mio voto favorevole alla risoluzione sul riconoscimento dello Stato di Palestina in quanto ritengo la soluzione a due Stati indipendenti e confinanti con capitale comune Gerusalemme l'unica percorribile per raggiungere e consolidare la pacifica convivenza nell'area. Mi associo quindi senza riserve alla risoluzione del Parlamento europeo, nella speranza che questa dia un segnale che possa essere concretamente raccolto da tutti i suoi Stati Membri.

  Κωνσταντίνος Παπαδάκης (NI), γραπτώς. — Η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ ψήφισε με σοβαρές επιφυλάξεις το ψήφισμα που αναφέρεται στην "επί της αρχής αναγνώριση του παλαιστινιακού κράτους". Το ψήφισμα αφήνει απ’ έξω τα αιτήματα του παλαιστινιακού λαού ενάντια στην ισραηλινή κατοχή παλαιστινιακών εδαφών και δεν ανταποκρίνεται στα δίκαια του παλαιστινιακού λαού.

Στο ψήφισμα επίσης καλλιεργείται η λογική των ίσων αποστάσεων, ενώ περιορίζεται το δικαίωμα της πάλης του παλαιστινιακού λαού με όλες τις μορφές. Ταυτόχρονα εξωραΐζεται η ΕΕ και σπέρνονται αυταπάτες για τον ρόλο της.

Το ΚΚΕ εκφράζει την αμέριστη στήριξή του στον αγώνα του παλαιστινιακού λαού και στη συνέχιση της πάλης του απαιτώντας:

-Τη δημιουργία ανεξάρτητου, βιώσιμου, κυρίαρχου παλαιστινιακού κράτους, στα σύνορα του 1967 με πρωτεύουσα την Ανατολική Ιερουσαλήμ, δίπλα στο Ισραήλ, την απελευθέρωση του παλαιστινιακού λαού από την κατοχή του Ισραήλ.

-Την αναγνώριση του παλαιστινιακού κράτους, ως κράτους μέλους του ΟΗΕ· την αναγνώρισή του από την ελληνική βουλή και την ελληνική κυβέρνηση.

-Το σταμάτημα των εποικισμών και την αποχώρηση όλων των εποίκων.

-Το γκρέμισμα του απαράδεκτου τείχους στην Ιερουσαλήμ.

-Την επιστροφή όλων των παλαιστίνιων προσφύγων στις εστίες τους, με βάση τις σχετικές αποφάσεις του ΟΗΕ.

-Την άρση κάθε αποκλεισμού των Παλαιστινίων στη Δυτική Όχθη και στη Λωρίδα της Γάζας.

-Την άμεση απελευθέρωση όλων των Παλαιστινίων και άλλων πολιτικών κρατουμένων από τις ισραηλινές φυλακές.

J'ai été à l'origine de cette proposition de résolution par le groupe S&D et je pense que le compromis trouvé est un pas en avant dans la recherche de la paix entre un État israélien en paix et en sécurité et un futur État de Palestine souverain. La pression diplomatique a son importance et le Parlement européen est ici directement dans son rôle.

  Andrej Plenković (PPE), napisan. — Zabrinjavajuće stanje na Bliskom istoku ne prestaje biti tema naših rasprava uslijed povećanja tenzija i nasilja u regiji te porasta broja terorističkih napada. Čestitam svim pregovaračima koji su konstruktivno iznjedrili kompromisni tekst zajedničke rezolucije političkih skupina o kojoj je EP glasao danas, a koju sam supotpisao.

Ključna je načelna politička poruka koja ide u susret sigurnosti Izraela i aspiracijama Palestine za njenu državnost. Sukladno stavovima Europske pučke stranke, suglasan sam s koncepcijom o dvije države koje bi se bazirale na granicama iz 1967. godine s Jeruzalemom kao glavnim gradom, a koje bi živjele u miru i sigurnosti jedna pored druge. Pritom je ključna poruka EP-a da se do priznanja Palestine, kao subjekta međunarodnog prava, može doći kroz napredak mirovnih napora i pregovore dviju strana.

Jedini način ostvarivanja ove ideje je dogovor između strana u sukobu, ponajprije Izraela i Palestine koji se moraju odlučiti za suživot i na dugoročni dogovor. Bitna je poruka rezolucije da i Hamas treba slijediti stav Fataha (tj. obvezu PLO-a iz 1993.) o priznanju države Izrael. Glavni cilj EU-a mora biti rješenje sukoba koje bi pridonijelo sigurnosti Izraela i osiguralo nezavisnu, demokratsku i održivu Palestinu te pridonijelo uspostavi mira u regiji Bliskog istoka.

Zwar ringen sich einzelne Vertreter der hier anzutreffenden Einheitsfront noch zu einzelnen Lippenbekenntnissen durch, ihre Handlungen zeigen jedoch gleichermaßen deren Leere. Für uns als Alternative für Deutschland steht die Existenz Israels nicht zur Diskussion. Deshalb lehnen wir es ab, mit Hamas und Fatah als Vertreter eines palästinensischen Staates zu verhandeln, solange sie die Vernichtung Israels propagieren. Bevor wir Palästina anerkennen, muss Palästina Israel anerkennen!

  Christine Revault D'Allonnes Bonnefoy (S&D), par écrit. — Grâce à l'engagement des socialistes européens à l'origine de cette initiative, le Parlement européen a adopté à une très large majorité une résolution en faveur de la reconnaissance de l'État palestinien. Même si le texte aurait pu être plus ambitieux dans sa formulation, ce vote marque un tournant pour l'Union européenne qui n'a cessé, tout au long de son histoire, d'œuvrer pour une solution à deux États. Le Parlement européen a ainsi fait le choix de joindre sa voix à celle des autres parlements nationaux qui ont adopté des résolutions en faveur de la reconnaissance de l'État palestinien. Avec ce vote, les députés européens envoient un signal fort aux capitales européennes et à la Commission pour reconnaitre le droit des Palestiniens à disposer d'un État. Ils adressent aussi un message aux autorités palestiniennes et israéliennes pour rétablir le dialogue et relancer les négociations pour la paix. Cette résolution constitue un premier pas qui alimente le souffle d'espérance en Europe pour la reconnaissance. Elle accompagne également les efforts de la haute représentante aux affaires extérieures de l'Union, Federica Mogherini, pour que l'Union européenne redevienne un acteur moteur du processus de Paix au Moyen Orient.

  Frédérique Ries (ALDE), par écrit. — Je suis bien évidemment en faveur de la solution à 2 États, et donc d'un État palestinien. Résolument. Mais pas de cette façon. Une reconnaissance de "principe", allant de pair avec les négociations de paix, un texte tellement ambigu qu'il a pu être signé par les conservateurs et…les communistes! À force de multiplier les conditionnels, les conditions sine qua non ne sont pas exprimées. Le Parlement européen n'a pas à soutenir une reconnaissance unilatérale et inconditionnelle, qui gèlera immanquablement toute capacité des Palestiniens à faire ensuite des compromis. Pas cette reconnaissance non plus, aujourd'hui, d'un État qui n'en n'est pas un et dont l'une des entités est un mouvement terroriste. Comment justifier d'accorder ce statut à ceux-là même qui continuent de jurer la destruction d'Israël? Sans parler des frontières de 1967 qui ne sont plus en phase avec la réalité du terrain, une réalité intégrée par les négociateurs. Le tout est de savoir où l'on met le curseur et à quel prix. La reconnaissance de l'État palestinien ne doit pas être "symbolique", mais utile à la paix. C'est dans cet esprit que je me suis abstenue.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. — El reconocimiento del Estado palestino es un paso necesario, aunque no suficiente, para lograr la paz entre Israel y Palestina. Considero que la única manera de resolver este conflicto, es a través de la solución de dos Estados basada en las fronteras de 1967, con Jerusalén como capital de ambos Estados. De esta manera, el Estado de Israel podría vivir en paz y seguridad junto a un Estado palestino independiente, democrático y viable.

Doy mi apoyo a esta propuesta de Resolución como una solución de compromiso y por el alto valor que tienen tanto el amplio consenso alcanzado entre todos los grupos de este Parlamento como el importante mensaje que lanzamos con ella.

Quiero expresar mi firme apoyo al reconocimiento de un Estado palestino, por considerar que el derecho de los palestinos a tener su propio Estado es incuestionable como lo es el derecho de Israel a existir dentro de unas fronteras seguras. Asimismo, valoro el liderazgo de la Alta Representante Federica Mogherini en este proceso, pues creo que la UE debe desempeñar un papel más eficaz y genuino en el proceso de paz, y considero necesario que los Estados miembros de la UE estén unidos en su apoyo a este proceso legítimo.

  Teresa Rodriguez-Rubio (GUE/NGL), por escrito. - Hemos votado a favor de esta propuesta de Resolución porque consideramos un avance que una mayoría del Parlamento Europeo se posicione a favor de una reivindicación básica como es la creación y reconocimiento internacional de un Estado palestino con capital en Jerusalén. Con ello no se hace más que reafirmar lo que ya piden las NN.UU. en su Resolución 181 de 1947, paradójicamente la única que Israel cumple parcialmente, en lo que respecta a la partición de Palestina.

Consideramos además que el reconocimiento del Estado palestino debe ser solo un paso en el proceso para lograr una paz justa que, atendiendo a las demandas de la propia sociedad civil, deberá incluir el fin de la ocupación (en cumplimiento de la Resolución 242 de 1967 de las NN.UU.), el derecho al retorno de los refugiados (Resolución 194 de 1948) y un Estado que garantice la plena igualdad de todos sus ciudadanos y ciudadanas.

Pensamos además que, para hacer cumplir el contenido de la Resolución, la UE debería valerse de mecanismos de presión, como mínimo la suspensión del acuerdo bilateral UE-Israel, en cumplimiento de su artículo 2, ante la flagrante violación de los derechos humanos que supone la continuidad del bloqueo de la Franja de Gaza.

  Claude Rolin (PPE), par écrit. — J'ai cosigné la résolution en faveur de la reconnaissance de l'État palestinien car il est indispensable de relancer les négociations, de même qu'il est inimaginable de parvenir un jour à un règlement durable du conflit du Proche-Orient sans que l'État démocratique et souverain de Palestine ne soit reconnu comme l'est celui d'Israël. Cette résolution poursuit le mouvement né au sein des parlements de différents États membres en faveur d'une relance du processus de paix. Cette région du monde a besoin de frontières claires pour que les populations locales puissent demain y vivre en paix et en sécurité. Une telle reconnaissance par le Parlement européen se veut un signal politique et diplomatique fort en direction de la communauté internationale et, singulièrement, à destination des autorités israéliennes et palestiniennes. Il est grand temps que le dialogue reprenne en faveur d'une solution négociée. Par mon soutien à cette résolution, je m'insurge contre la montée de violence dans la région et plaide pour que cessent les implantations dans les territoires palestiniens, illégales au regard du droit international. La Palestine doit être reconnue sur base des frontières de 1967, avec Jérusalem pour capitale de deux États, vivant côte à côte, et dans une reconnaissance mutuelle.

  Fernando Ruas (PPE), por escrito. — Relembrando que a União Europeia tem reiterado por diversas vezes o princípio de uma solução com dois Estados, Israel e Palestina, vivendo lado a lado em paz e em segurança, apelando às partes para resolverem todas as questões pertinentes através de negociações que deverão imediatamente ser retomadas, votei favoravelmente esta Resolução, pois concordo com o reconhecimento do Estado palestiniano num quadro mais alargado de reconhecimento do Estado de Israel por parte da Palestina e do mundo árabe em geral.

No meu ponto de vista, deveremos centrar-nos no retomar das negociações, realçando que a União Europeia e este Parlamento em particular deverão assumir um papel central nas futuras negociações entre as duas partes, no fim imediato da violência, no regresso às fronteiras de 1967 como base negocial para as inevitáveis trocas de terras que ocorrerão posteriormente e no fim imediato da expansão dos colonatos.

Termino, sublinhando que considero que o caminho a seguir deverá ser aquele apontado por esta Resolução e igualmente pela Resolução aprovada recentemente pelo parlamento português, no sentido do reconhecimento da Palestina por cada um dos Estados-Membros ser efetuado em coordenação com a União Europeia e na plena observância dos princípios estabelecidos pelo direito internacional.

  Tokia Saïfi (PPE), par écrit. — Le Parlement européen a adopté à une large majorité (498 voix pour, 88 contre et 111 abstentions) la résolution commune sur la reconnaissance de l’État palestinien.

Ayant soutenu et cosigné ce texte, je demande que l’Union européenne prenne ses responsabilités et devienne enfin un véritable acteur au Proche-Orient. La résolution insiste également pour que Federica Mogherini, vice-présidente de la Commission et haute représentante de l’Union pour les affaires étrangères, mette tout en œuvre pour faciliter une position commune de l’Union sur ce dossier.

Enfin, notons également que la résolution demande la création d’une initiative "Parlementaires pour la paix", dont l’objectif est de rapprocher les parlementaires européens, israéliens et palestiniens. Cette démarche permettrait de faire progresser les discussions sur la situation au Proche-Orient.

El reconocimiento del Estado de Palestina, su gente, sus fronteras y el final de la ocupación es una obligación internacional y un paso importante hacia la paz. Los Estados miembros deben ahora reconocer formalmente, y por tanto proteger, el espacio del Estado de Palestina en las fronteras de 1967 con Jerusalén Este como su capital. El derecho del pueblo palestino a la autodeterminación ha sido reconocido internacionalmente desde hace 66 años. Llamamos a todas las partes a no llevar a cabo ninguna acción que pudiera dinamitar la viabilidad de la solución de los dos Estados. Por lo tanto, los asentamientos deben acabar, el apartheid debe acabarse y el ataque a los lugares sagrados y la demolición de las propiedades palestinas deben cesar inmediatamente.

  Davor Škrlec (Verts/ALE), napisan. — Podržao sam priznanje Palestine jer se iskreno nadam i očekujem kako će međunarodno priznanje Palestine od strane Europske unije konačno pokrenuti uspješni mirovni proces. Također, nadam se kako će isti ohrabriti sve sudionike, uključujući organizacije civilnog društva u Izraelu, na pokretanje samostalnih bilateralnih pregovora koji bi imali za cilj mirno rješenje sukoba.

Svi narodi na području Bliskog istoka prisutni su već tisućljećima te su živjeli u miru sve do vanjskih utjecaja koji su sprječavali mir i suživot. Dosadašnje mirovne inicijative nisu urodile uspostavom trajnog mira zato što nisu imale ravnopravne sudionike u razgovorima za stolom. EU je uložila puno financijskih sredstava u izgradnju infrastrukture u Palestini kako bi se normalizacijom civilnog života unaprijedili pokušaji uspostave trajnog mira pregovorima i oslabio utjecaj terorističkih skupina. Nažalost, napadi Izraela često su usmjereni upravo na sustavno uništavanje izgrađene infrastrukture te na taj način poništavaju napore Europske unije.

Palestinska strana ima obvezu spriječiti militantne skupine u djelovanju protiv Izraela, a obje strane su dužne poštivati međunarodna humanitarna i ljudska prava. Smatram kako ljudima koji tamo žive trebamo prepustiti odluku o vlastitoj sudbini, bez „dobronamjernih“ posrednika, ali uz pomoć međunarodne zajednice predvođene s EU-om kako bi što brže uspostavili normalan i kvalitetan život u trajnom miru.

  Dubravka Šuica (PPE), napisan. — Danas sam podržala Rezoluciju o priznanju palestinskog državljanstva i rješenju spora među dvjema državama što mora ići zajedno s razvojem mirovnih pregovora. Ovim glasom Europski parlament je jasno odbio bezuvjetno priznanje odvojeno od mirovnih pregovora.

Pozdravljam Rezoluciju koja odbija svaki oblik terorizma i nasilja sa svih strana i upozorava na potencijalne religijske dimenzije konflikta. Jedino i održivo rješenje za izraelsko-palestinski sukob bit će ono koje će se ostvariti putem nenasilnih metoda. Tekst inzistira na potrebi za nastavkom mirovnih pregovora, konačno pravo priznanje Palestine kao države može biti iznjedreno jedino pregovorima između strana u okviru sveukupnog mirovnog procesa koji rješava sporne stavke.

Dakle, glasovala sam za Rezoluciju, ali jasno je da će pravo priznanje uslijediti tek nakon što se dvije strane u dijalogu usuglase.

Recognition of the Palestinian State, its people and its borders and the end of the occupation is a long-overdue international obligation and a positive step towards peace. Member States must now formally recognise and thus protect the Space of the Palestinian State on the 1967 borders with East Jerusalem as the capital.

Palestinian recognition is established in UN resolutions and a number of national parliaments of EU Member States have called on their respective governments to recognise it.

The Palestinian People’s right to self-determination has been enshrined in international resolutions for 66 years. We call on all parties to refrain from any action which may undermine the viability and the prospects of the two-state solution. Therefore, settlements must end, the apartheid wall must be dismantled and attacks on holy sites, along with the demolition of Palestinian property, must stop immediately.

Cette reconnaissance par le Parlement européen se veut être un symbole fort! La résolution votée ce midi démontre qu'un large consensus se dégage en Europe sur le fait que la reconnaissance de l'État Palestinien est une contribution nécessaire à la paix et à la sécurité. Il s'agit également d'un signal envoyé aux États membres pour qu'ils reconnaissent l'État Palestinien de manière immédiate et sans ambiguïté. Enfin, la Belgique doit reconnaître sans condition l'État Palestinien comme elle le fit notamment en 2012, aux Nations Unies.

  Pavel Telička (ALDE), in writing. — As regards the resolution on Palestine statehood and the related voting I have abstained. While I can only appreciate the enormous effort of negotiating colleague MEPs of a number of political groups to arrive at a consensual resolution, I regret to state that the resulting wording provides for a number of interpretations of some of the provisions. The second main reason for which I could not vote in favour is the fact that there is no concrete provision expressing the expectation of recognition of Israel as a sovereign state. I firmly believe that the High Representative for CFSP should now come with concrete inputs into a possible EU common approach. Once this happens, I expect a thorough debate in the EP plenary.

Podobná neuvážená ingerence do mírového procesu navíc může přinést jen více škody než užitku.   Ramon Tremosa i Balcells (ALDE), in writing. - I have abstained from the ‘Recognition of Palestine statehood’ resolution as I don't believe it is useful or appropriate to do this now, nor will it contribute to peace talks. I am in favour of a two-state solution as a medium- and long-term solution, but before that, Hamas leaders and organisation should recognise the right of Israel to exist in its borders. Moreover, they should recognise the right of Israel to its security. You cannot ask Israel to recognise the Palestinian State without asking the same of its Palestinian counterpart.

I feel the message of this resolution will be taken, of course, as a victory in the Arab world and will make Palestinians believe they do not have to negotiate with Israel, but just need to seek international recognitions through several parliaments’ vote. Furthermore, only one month ago, High Representative Mogherini came to debate the issue in this house. She said she would come back with a roadmap towards peace. We haven't seen anything yet, so why this rush now?

  Geoffrey Van Orden (ECR), in writing. - I wish to see a negotiated two-state outcome to the Middle East Peace Process, resulting in a secure, universally recognised and essentially Jewish State of Israel, alongside a sovereign, viable, democratic, terrorist-free Palestinian State. I therefore voted against the joint resolution, which fails to identify the continued sources of terrorism in the Palestinian territories and fails to address the fundamental problem: the non-existence of a government whose writ runs throughout the Palestinian territories, including Gaza.

The resolution seeks to enhance the role of the EU, ignoring the fact that the EU has little to show for 10 years of involvement, when the Quartet has not met for over a year, and the EU does not use its financial leverage to bring about an end to terrorism and a fresh start to negotiations. Contrary to its own admonitions, the resolution itself is an ‘incitement and provocation’. In any case, the EU does not have the right to confer recognition; this is the prerogative of our national governments.

  Marie-Christine Vergiat (GUE/NGL), par écrit. — En adoptant à une très large majorité une résolution exprimant son soutien à la reconnaissance de l'État palestinien ce 17 décembre, le Parlement européen a sans doute émis un vote historique.

Ce sont les états membres qui ont compétence en la matière et non l'UE, mais c'est néanmoins un vote plus que symbolique en faveur de la paix.

135 pays, soit 70 % des États membres de l'ONU, ont déjà procédé à cette reconnaissance tant attendue par le peuple palestinien. Seuls 8 États de l'UE ont fait de même, récemment la Suède ou plusieurs Parlements nationaux dont le français, le britannique et l'espagnol.

C'est tout à l'honneur du PE que d'aller dans ce sens face à un conflit qui a trop duré et pour lequel la "communauté internationale" a de lourdes responsabilités. L'UE est incitée à agir en utilisant tous les moyens pour faire pression sur l'État d'Israël.

Cette résolution aurait dû être moins conditionnelle. La paix ne peut se construire qu'entre deux partenaires juridiquement égaux.

Les droits des Palestiniens tels qu'ils figurent dans les résolutions de l'ONU depuis tant d'années doivent être reconnus. La résolution du PE rappelle les grands principes en ce domaine.

C'est avec beaucoup de fierté que j'ai voté pour cette résolution.

Esta resolução constitui um sinal mínimo no sentido de reconhecer o direito inalienável do povo palestiniano ao seu Estado. Achamos, todavia, que a insistência na segurança apenas aplicada ao Estado de Israel (como se a Palestina não precisasse de segurança) procura criar a ideia de que as fronteiras do Estado da Palestina são desenhadas em função desse objetivo. Registamos a distinção entre terrorismo e violência e a condenação de todo o protesto violento, negando dessa forma o direito à insurreição e à resistência dos palestinianos face à ocupação israelita. Finalmente registamos a ausência de referência às resoluções das Nações Unidas (181, 194, 248, 332) ou à retirada dos territórios ocupados, o que, para além de outros objetivos, constitui uma forma de marginalizar a ONU neste processo.

  Harald Vilimsky (NI), schriftlich. — Da die diese Frage nicht im Kompetenzfeld der EU liegt und sich meines Erachtens zuerst die Frage stellt, ob die gegenseitige Akzeptanz zwischen dem Staat Israel und den Palästinensern eine palästinensische Eigenstaatlichkeit überhaupt zulässt – was nach den Ereignissen der letzten Jahre und jüngsten Ereignisse nicht festzustellen ist –, ist somit auch diese Frage zurzeit hinfällig. Zudem finde ich es sehr fragwürdig, Organisationen wie Hamas durch diese Anerkennung auch noch in ihrer Vorgehensweise zu bestätigen, indem man sie u. a. von der Liste terroristischer Organisationen streicht.

  Glenis Willmott (S&D), in writing. — Labour MEPs led the negotiations for this resolution expressing support, in principle, for the recognition of a Palestinian state. The resolution also makes clear that supporting the recognition of Palestinian statehood should go hand in hand with the development of peace talks, which should be advanced. Although we wanted the resolution to go further, I am pleased to see it pass by such a large majority. This vote should be seen as a step forward for the two-state solution, sending a message of European support for Palestinian statehood in the anticipated UN debate, and giving a new impetus to peace talks.

  Anna Záborská (PPE), písomne — Európska únia nemá právomoc uznávať existenciu štátov. Táto právomoc prináleží výlučne členským štátom EÚ. Potvrdila to aj Európska komisia. Z tohto dôvodu som sa odmietla zúčastniť na hlasovaní o návrhu uznesenia týkajúceho sa štátnej suverenity Palestíny. Európsky parlament tým, že prijal toto uznesenie, urobil politické gesto, ktoré je v lepšom prípade zbytočné a v horšom prípade kontraproduktívne. Celkom iste však nijako nepomáha pri hľadaní mierového riešenia sporov medzi Arabmi a štátom Izrael.

  Σωτήριος Ζαριανόπουλος (NI), γραπτώς. — Η Ευρωκοινοβουλευτική Ομάδα του ΚΚΕ ψήφισε με σοβαρές επιφυλάξεις το ψήφισμα που αναφέρεται στην "επί της αρχής αναγνώριση του παλαιστινιακού κράτους". Το ψήφισμα αφήνει απ’ έξω τα αιτήματα του παλαιστινιακού λαού ενάντια στην ισραηλινή κατοχή παλαιστινιακών εδαφών και δεν ανταποκρίνεται στα δίκαια του παλαιστινιακού λαού.

Στο ψήφισμα επίσης καλλιεργείται η λογική των ίσων αποστάσεων, ενώ περιορίζεται το δικαίωμα της πάλης του παλαιστινιακού λαού με όλες τις μορφές. Ταυτόχρονα εξωραΐζεται η ΕΕ και σπέρνονται αυταπάτες για τον ρόλο της.

Το ΚΚΕ εκφράζει την αμέριστη στήριξή του στον αγώνα του παλαιστινιακού λαού και στη συνέχιση της πάλης του απαιτώντας:

-Τη δημιουργία ανεξάρτητου, βιώσιμου, κυρίαρχου παλαιστινιακού κράτους, στα σύνορα του 1967 με πρωτεύουσα την Ανατολική Ιερουσαλήμ, δίπλα στο Ισραήλ, την απελευθέρωση του παλαιστινιακού λαού από την κατοχή του Ισραήλ.

-Την αναγνώριση του παλαιστινιακού κράτους, ως κράτους μέλους του ΟΗΕ· την αναγνώρισή του από την ελληνική βουλή και την ελληνική κυβέρνηση.

-Το σταμάτημα των εποικισμών και την αποχώρηση όλων των εποίκων.

-Το γκρέμισμα του απαράδεκτου τείχους στην Ιερουσαλήμ.

-Την επιστροφή όλων των παλαιστίνιων προσφύγων στις εστίες τους, με βάση τις σχετικές αποφάσεις του ΟΗΕ.

-Την άρση κάθε αποκλεισμού των Παλαιστινίων στη Δυτική Όχθη και στη Λωρίδα της Γάζας.

-Την άμεση απελευθέρωση όλων των Παλαιστινίων και άλλων πολιτικών κρατουμένων από τις ισραηλινές φυλακές.

  Inês Cristina Zuber (GUE/NGL), por escrito. — Votámos favoravelmente esta resolução por considerarmos que, apesar de estar eivada da visão mil vezes difundida pelo sionismo, constitui um sinal mínimo no sentido de reconhecer o direito inalienável do povo palestiniano ao seu Estado. No entanto, não podemos deixar de assinalar alguns aspetos negativos, nomeadamente:

- a insistência na segurança apenas aplicada ao estado de Israel (como se a Palestina não precisasse de segurança), procurando criar a ideia de que as fronteiras do estado da Palestina são desenhadas em função desse objetivo;

- a distinção entre terrorismo e violência e a condenação de todo o protesto violento, negando dessa forma o direito à insurreição e à resistência dos palestinianos face à ocupação israelita;

- a ausência de referência às resoluções da ONU (181, 194, 248, 332) ou à retirada dos territórios ocupados, o que, para além de outros objetivos, constitui uma forma de marginalizar a ONU neste processo;

- insta-se a uma posição comum da UE o que, no atual contexto, quando há países que, como a Suécia, já reconheceram a Palestina, significa uma tentativa de limitar o poder soberano dos Estados Membros de decidirem sobre o reconhecimento, e um travão aos países que queiram reconhecer o Estado da Palestina.

  Marco Zullo (EFDD), per iscritto. - Da troppo tempo il conflitto israelo-palestinese insanguina il Medio Oriente e costituisce una dolorosa ferita per il mondo intero. Più volte l'Unione europea si è dichiarata a favore di una soluzione a due Stati, che garantisca sicurezza e stabilità ad Israele e indipendenza e democrazia al popolo palestinese. Per raggiungere questo obiettivo è necessario creare le condizioni per una ripresa dei colloqui di pace diretti tra le due parti, rinnegando l'utilizzo di qualsiasi mezzo violento.

Per tali ragioni ho votato a favore di questa risoluzione, in cui si esprime ferma condanna agli atti di guerra e terrorismo perpetrati da entrambe le parti ed il monito a far sì che un conflitto politico non si trasformi in un conflitto religioso, con il risultato di allargarlo ad altri soggetti. Una coesistenza basata sul mutuo riconoscimento è l'unica soluzione che può garantire pace e stabilità nella regione, nonché la base per sedare il clima di tensione che serpeggia in tutta la regione.

Apprezzo in particolare l'invito all'alto rappresentante affinché si impegni ad elaborare una posizione comune: è il momento che l'UE parli con una voce sola, dimostrando di avere davvero l'intenzione di impegnarsi, piuttosto che lasciare spazio ai particolarismi delle diplomazie nazionali.
