  Zanda Kalniņa-Lukaševica, President-in-Office of the Council. - Mr President, the issue of access to medicines is a very emotional one. Each and every one of us has a story to tell about his or her own experience.

As we all agree, access for patients to medicines that efficiently treat illness is an important issue that must be addressed both at national and EU level. It involves several aspects, namely: availability – meaning that new medicines are developed or existing products are adapted; also accessibility – bringing the products to patients who need them. It is also about affordability – ensuring that patients, healthcare providers and governments can afford the products; and lastly, ensuring quality so that the medicinal products work as intended and are efficient and safe.

In terms of availability of medicines, a lot of emphasis has been put on research and development, especially of innovative medicines. EU pharmaceutical legislation aims at safeguarding public health whilst ensuring timely access of medicines to the market for the benefit of patients.

Over the years, several mechanisms were built into the legislation to facilitate innovation and timely access of patients to innovative medicines. They include a centralised procedure for the authorisation of medicines, support to SMEs (through fee reduction or deferment and administrative assistance), and regulatory data protection incentives.

Additional incentives were introduced by specific legislation in order to promote research and development of paediatrics and orphan medicinal products. These include 10-year market exclusivity for orphan medicines.

The recently-adopted Regulation on Clinical Trials (agreed by the Council and the European Parliament in December 2013 and to be applicable as of May 2016) is expected to foster more clinical research in Europe. It will also promote the development of better medicines by facilitating the authorisation of clinical trials conducted at the same time in several Member States.

A concrete example of a European mechanism to support research into innovative medicines is the Innovative Medicines Initiative, a joint undertaking between the EU and the pharmaceutical industry association EFPIA. It is Europe’s largest public-private initiative aiming to speed up the development of better and safer medicines for patients. This initiative will continue to be co-financed from the Horizon 2020 programme.

Secondly, to tackle the accessibility of medicines – that is, making authorised products available to patients in need – European legislation already provides for mechanisms allowing marketing authorisation of medicinal products on the basis of less comprehensive data in a variety of special circumstances where there is sufficient justification.

Such mechanisms include conditional marketing authorisation and authorisation under exceptional circumstances. It also includes accelerated scientific review, compassionate use programmes, or adaptive licensing.

Despite the fact that the existing system provides innovative, safe and efficient medicines for patients, some challenges still remain, as patients are demanding faster availability of promising new therapies at affordable prices. In order to maximise the potential of existing EU regulatory tools, the Council invited the Member States, in cooperation with the Commission, to discuss how to make even better use of these tools.

Thirdly, the problem of the affordability of medicines for European patients and Member States’ health system budgets has been addressed by the Council on several occasions in recent months.

At the EPSCO Council meeting in June 2014, where the Council adopted conclusions on the economic crisis and health care, the Council recognised the need for cooperation among Member States through, inter alia, sharing information on strategies to effectively manage pharmaceutical and medical device expenditure while ensuring equitable access to effective medicines within sustainable national health care systems. Work should also continue on issues related to affordable pricing, the use of generic medicines, orphan medicines, medical devices and small markets.

At the same Council meeting, a specific problem of the high price for the hepatitis C medicine Sovaldi from the US company Gilead was raised, at the initiative of the French Government. This resulted in exchanges of information between Member States with the objective of pushing down prices.

The problem was further discussed by health ministers at their informal meeting in Milan in September 2014. Ministers agreed that, while the pricing of medicinal products is the exclusive competence of Member States, more systematic and structured exchange of information would be beneficial to ensure greater transparency. They also stressed the need for greater use of HTA (Health Technology Assessment) to ensure the efficiency of new medicines.

Recently, at its December 2014 meeting, the Council adopted conclusions on innovation for the benefit of patients, in which it invited Member States and the Commission to deepen work in several areas, namely to explore opportunities for exchange of information between competent bodies in relation to the ‘life cycle approach’ for innovative medicinal products. The Council also invited them: to implement the Health Technology Assessment (HTA) Strategy adopted recently by the HTA Network; to increase effective sharing of information on prices and expenditures on medicinal products – such a measure should contribute to greater transparency, while respecting the competence of Member States for financing their health systems, including reimbursement of medicinal products; and to increase transparency from all relevant actors – including industry – that could contribute to increased availability and accessibility of innovative products.

The Presidency will work on the implementation of the Council conclusions in the coming months.

The Council also notes with satisfaction the recent creation of the Expert Group on Safe and Timely Access to Medicines for Patients under the auspices of the Pharmaceutical Committee of the Commission, which recently started work.

It is clear that we will have to continue our discussions about how we can ensure the best possible quality of medical treatment to our citizens – old and young, rich and poor – all of our citizens.

  Christos Stylianides, Member of the Commission. - Mr President, I am here today on behalf of Vice-President Jyrki Katainen. In September of last year, here in Parliament, the Commission made a declaration on access to lifesaving medicines. On that occasion the Commission expressed its concern regarding the accessibility of medicines for patients and stressed its commitment to support Member States in addressing this key challenge. Since then we have, of course, had a change of Commission. I can assure you, however, that the new Commission maintains this position and continues to uphold the principle that medicines are a special case, that is to say they are not goods like any others.

In December 2014, Health Ministers adopted a conclusion on innovation for the benefit of patients, calling for action to foster better access to medicines. The Commission comprehensively supports the Member States in this endeavour. Just two weeks ago, a new Commission Expert Group on Safe and Timely Access to Medicine for Patients (STAMP) met for the first time. This expert group will examine ways to use existing regulatory tools under EU pharmaceutical legislation more effectively with the aim of fostering innovation and further facilitating safe and timely access, in order to end the unavailability of innovative medicines for patients with unmet medical needs.

The Commission services for health are coordinating this work together with other relevant Commission services and the European Medicines Agency. In addition, the use of the joint procurement mechanism, developed by the Commission at the Council’s request to counteract cross-border health threats, has been further explored. This mechanism enables Member States to purchase medicines together so as to help secure access to medicines at better conditions and prices. To start with, Member States will be purchasing together pandemic flu vaccines, and they can use the mechanism to purchase a range of other medicines.

Furthermore, a strategy on EU cooperation on health technology assessment was adopted in October of last year. By reducing fragmentation in the evaluation of technologies and by avoiding duplication, health technology assessment promises to speed up access to innovative treatments. The Commission also extends support to Member States to mitigate some of the negative effects on patient access that are associated with the common practice of benchmarking national prices to those in other countries.

The Commission’s public health programme supports research and information tools that aim to provide a better understanding of how pharmaceutical pricing may be applied so as to minimise negative effects on both patient access and health budgets. The first results are expected by the end of this year.

In this context, the Commission services will continue to support the exchange of information among all interested Member States and other relevant EU and national public and private stakeholders, including patients, with the core objective of improving patient access to medicines. Next week Member State public health delegates will meet in Brussels at senior level for further discussion of innovation for the benefit of patients, in the light of the December Council conclusions.

Finally, the Commission recognises and appreciates the activities undertaken by Parliament in this area, such as the recently established Interest Group on Access to Healthcare. Indeed, the Commission fully supports and welcomes Parliament’s commitment to this issue. I am confident that combined action by the Commission, Parliament, the Member States and health stakeholders will collectively make an important and significant contribution to improving access to healthcare for patients across the European Union.

  Jens Gieseke, im Namen der PPE-Fraktion. – Herr Präsident, Vertreter der Kommission, Vertreter des Rates, liebe Kolleginnen und Kollegen! Unsere europäischen Gesundheitssysteme stehen vor großen Herausforderungen. Die Wirtschaftskrise hat dazu geführt, dass mit geringeren Budgets immer größere Aufgaben bewältigt werden müssen. Zu denken ist hierbei an unsere immer älter werdende Bevölkerung, aber natürlich auch an chronische Krankheiten, wie die genannte Hepatitis C-Erkrankung.

Ich komme aus Deutschland. Allein in Deutschland sind 500 000 Menschen infiziert. In Europa sind es fast neun Millionen Menschen, die an dieser Erkrankung leiden. Schwierige wirtschaftliche Bedingungen eines Gesundheitssystems dürfen nicht dazu führen, dass wir diesen Patienten nicht mehr helfen können. Allerdings glaube ich nicht, dass planwirtschaftliche Forderungen – wie eine europäische Preisfestsetzung oder sogar eine Patententeignung – unsere Probleme lösen werden. In einem solchen planwirtschaftlichen System gäbe es keinen Innovationsanreiz für Unternehmer. In einem solchen System wäre die lebensrettende Medizin gegen Hepatitis nie entwickelt worden. In einem solchen System gäbe es keine Arzneimittel, über deren Zugang wir heute diskutieren dürfen.

Bei der heutigen Debatte geht es doch nicht um den Preis einer einzelnen Pille. Es ist ja völlig unstreitig, dass dieser Preis im Einzelfall sehr hoch und für die Krankenkassen und leider auch für die Patienten fast unbezahlbar ist. Es geht aber um eine grundsätzliche Frage: Wie fördern wir Innovation in der Medizin und sichern dann gleichzeitig eine möglichst umfassende Versorgung der Patienten? Wir brauchen hier Transparenz bei den Verhandlungen mit den Unternehmen auf der Ebene der Mitgliedstaaten. Der Weg zu günstigeren Preisen für Patienten und Krankenkassen ist nicht Planwirtschaft, sondern fairer Wettbewerb. Auf der Ebene der Mitgliedstaaten muss dieser faire Wettbewerb transparent und diskriminierungsfrei so organisiert werden, dass möglichst alle Patienten Zugang zu den Medikamenten erhalten. Ich glaube, dass von einem solchen fairen Wettbewerb sowohl die Unternehmen als auch die Patienten profitieren können.

  Matthias Groote, im Namen der S&D-Fraktion. – Herr Präsident! Es geht hier nicht um Planwirtschaft oder darum, dass die Politik irgendwelche Preise festlegen soll. Wenn aber für eine Therapie bis zu 200 000 EUR gezahlt werden müssen – für Pillen –, dann schlägt das dem Fass den Boden aus. Ich bin sehr froh, dass „Ärzte der Welt“ heute Einspruch eingelegt haben beim Europäischen Patentamt, damit wir in Zukunft Generika bekommen. Da geht die Reise hin. Denn hier werden Riesenbevölkerungsgruppen vom Zugang zu einer vernünftigen Versorgung ausgeschlossen.

Es hat noch eine Komponente, nämlich im Entwicklungsbereich. Europa und einige Mitgliedstaaten in Europa sind der Preisindex für andere Länder in der Welt. Wenn wir das wollen, dass dort die Kostenspirale weiter hochgetrieben wird, dann müssen wir uns wohl zurücklehnen und sagen: Das regelt alles der Markt. Ja, das regelt er auch. Wir sehen, in welche Richtung. Darum wird es wichtig sein, dass wir uns überlegen: Wie können wir es hinbekommen, dass die Preise gesenkt werden? Natürlich können wir sie nicht festlegen, sondern – es ist auch schon genannt worden –, dass dies durch HDA und andere Verfahren angegangen wird.

Die EMA – die Europäische Arzneimittel-Agentur – wird dabei eine sehr große Rolle spielen. Da ist meine Frage an die Kommission: Was gedenkt die Kommission, aber auch der Rat, zu tun, damit wir die EMA mit mehr Mitteln dafür ausstatten? Ist dort etwas vorgesehen? Ist dort auch Geld eingeplant für zukünftige Maßnahmen? Denn nur darüber wird es gehen. Wir werden aber am Ende des Tages Geld einsparen, weil wir 28 unterschiedliche Gesundheitssysteme haben, wenn wir dort enger kooperieren, was ja auch beim Rat andiskutiert worden ist – ich will es mal sehr diplomatisch sagen, weil es mir eigentlich gefallen hat, was Sie gesagt haben. Da brauchen wir ein bisschen mehr Schwung, und da würden wir in den Mitgliedstaaten sehr viel Bürokratie abbauen und dafür Sorge tragen, dass der Zugang verbessert wird. Denn jeder hat nur eine Gesundheit, und Gesundheit ist Menschenrecht und darf nicht noch weiter kommerzialisiert werden, bis keiner sie sich mehr leisten kann.

  Diane James (EFDD), blue-card question. – Thank you very much for your comments, sir. I would just like to raise with you the aspect of orphan drugs and the market for those, where the patient pools are often very small, and as a result drug costs have to be very high. Are you now advocating drug cost subsidisation and, if you are, on what scale and in which areas? Just so that patients know!

  Matthias Groote (S&D), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Das beantworte ich gerne. Ich glaube, dass wir Instrumente zur Verfügung haben – genannt worden sind HDA, Gesundheitsfolgenabschätzung, Medizinfolgenabschätzung. Und wenn wir für kleine Bevölkerungsgruppen Medikamente brauchen, dann sollten wir über die Zulassungsverfahren reden, damit sie nicht mehr so lange dauern. Da gibt es Modelle, die Sachen sind in der Schublade. Dafür brauchen wir aber vonseiten der Europäischen Union Geld. Wir könnten die nationalen Gesundheitssysteme an dieser Stelle massiv entlasten. Darum: Mehr Geld für die EMA, sodass die EMA in diese Richtung weiter voranschreiten kann. Wir werden die nationalen Haushalte und die Gesundheitssysteme an dieser Stelle entlasten. Da wird ein Schuh draus. Wir müssen nicht die Preise festsetzen, aber das wäre ein Instrument, bei dem wir die Kompetenz haben.

  Julie Girling, on behalf of the ECR Group. – Mr President, here we have another example of fairy-tale economics. We do not simply conjure money into the Commission to enable Member States to work harder in their health systems to get access to medicine. That money has to come from the Member States: it does not go round and round and multiply magically.

Access to medicines is an economic issue. The pricing and reimbursement of medicines within the EU is a Member State competence under Article 168 of the Treaty on the Functioning of the European Union. This Parliament is not the appropriate forum for this discussion. Each Member State has its own unique healthcare system with varying degrees of state funding for reimbursement. It is the responsibility of the individual Member States to use their bargaining power to keep these costs as low as possible. This is to enable their own health services to work better. Nobody is pretending that that is easy, but each Member State must prioritise funding on the basis of its own national plans, and sometimes tough decisions have to be made. There is no evidence anywhere to suggest that transferring this competence to the EU would produce any improvement at all. Probably exactly the opposite would happen.

These budgets should remain in the hands of Member State governments – governments which are directly elected by their citizens rather than run by officials here in Brussels. We should be debating the economic health of Europe: ensuring thriving economies that can afford the best of health for their citizens.

  José Inácio Faria, em nome do Grupo ALDE. – Senhor Presidente, Senhor Stylianides, Sra. Kalniņa, os Estados-Membros atravessam tempos difíceis no que respeita à sustentabilidade dos seus sistemas nacionais de saúde, e uma parte cada vez mais importante dos orçamentos dedicados à saúde dizem respeito à despesa farmacêutica.

Os Estados têm tentado contrariar esta tendência com medidas de controlo da prescrição médica e com medidas relativas à definição do preço e reembolso. Há, contudo, menos transparência nas medidas de definição de custos e reembolso e há atrasos enormes nos prazos de decisão, não só no que respeita aos medicamentos inovadores como no que respeita aos medicamentos genéricos. Ao mesmo tempo, assistimos a casos gravíssimos como o da hepatite C, em relação à qual muitos doentes são privados de medicamentos que podem salvar a sua vida. Parece haver uma ganância desmesurada das companhias farmacêuticas, que definem preços exorbitantes para os seus medicamentos inovadores, fazendo uma verdadeira sangria nos sistemas de saúde. Estas situações nada têm a ver com a obtenção de um justo retorno face aos investimentos e riscos assumidos durante os processos de investigação e desenvolvimento, frequentemente cofinanciados por fundos públicos. É necessária maior colaboração a nível europeu para conquistar maior poder negocial face à indústria e para assegurar que os doentes têm acesso rápido aos medicamentos. É de vidas humanas que estamos a tratar.

A este respeito, como podemos entender que uma proposta legislativa como a da alteração da diretiva da transparência, que regula as normas para a fixação dos preços dos produtos farmacêuticos para o uso humano, da qual eu sou relator e que visa o encurtamento dos prazos de decisão sobre o custo de reembolso dos medicamentos inovadores e genéricos, esteja bloqueada no Conselho? Como é que é possível que a Comissão, apesar de pressão por parte do Parlamento Europeu, esteja a avaliar a sua retirada do programa de trabalho? É pena que o Sr. Timmermans não esteja aqui, porque eu tinha uma pergunta para lhe fazer. Porque é que ele não responde às cartas que eu lhe envio relativamente a esta matéria, para que pedi a cooperação da Comissão, neste assunto?

Termino, Sr. Presidente, dizendo que, em casos como este, os Europeus precisam de mais Europa, não de menos Europa.

  Marina Albiol Guzmán, en nombre del Grupo GUE/NGL. – Señor Presidente, Sovaldi es el nombre con el que la farmacéutica Gilead comercializa el sofosbuvir. Este medicamento aumenta la probabilidad de curar la hepatitis C hasta el 95 %. Pero, a pesar de que existe este medicamento, en el mundo hay cientos de personas que cada día mueren por esta enfermedad. ¿Y por qué? Pues porque, por ejemplo, en el Estado español un tratamiento de doce semanas con este medicamento cuesta 25 000 euros.

El Gobierno del Partido Popular no subvenciona el Sovaldi a todos los pacientes que lo necesitan. Hay un techo de gasto para el medicamento. Le han puesto precio a la vida de las personas, aunque con los 47 millones de euros de Bárcenas, del Partido Popular, en Suiza, se podrían haber pagado 783 tratamientos. O, por ejemplo, con los 40 000 millones que cada año dejan de ingresarse por evasión fiscal se podrían pagar 666 000 tratamientos.

Y es cierto que nuestros Gobiernos son inhumanos y deciden quién vive y quién muere, y muere quien no tiene dinero para poder pagar este tratamiento cuando no se lo financia la Seguridad Social. Pero hay que apuntar más alto: si un tratamiento de Sovaldi, de este medicamento, tiene este precio absolutamente desorbitado es porque las patentes protegen los beneficios de las farmacéuticas. Las patentes son una condena a muerte para millones de personas en el mundo y aquellos que lo están permitiendo son cómplices de asesinato. Sus leyes permiten que Gilead obtuviera el año pasado 13 300 millones de dólares de beneficio y que hoy hayan muerto en el Estado español, como cada día, doce personas.

  Michèle Rivasi, au nom du groupe Verts/ALE. – Monsieur le Président, en septembre, nous avons eu en plénière – à l'initiative des écologistes – ce même débat. Pourquoi? En raison de ce médicament contre l'hépatite C, le Sovaldi.

Vous parlez de 24 000 euros en Espagne; en France, il vaut 46 000 euros. Quand on sait que plus de 25 000 personnes sont touchées, cela fait plus d'un milliard par an. Si on continue comme ça, on va complètement casser le système de sécurité sociale de tous nos pays européens. Lorsque j'avais posé cette question, la Commission Barroso avait répondu: "La Commission ne peut rien faire". J'ai donc des propositions à vous faire.

Vous avez dit: "On donne de l'argent à l'industrie pharmaceutique, dans le cadre du programme IMI". On a donné 1,6 milliard aux laboratoires pharmaceutiques. D'accord, il faut favoriser la recherche et le développement, mais il faut également garantir l'accessibilité de ces médicaments. Cela veut dire qu'on donne de l'argent public, mais qu'il n'y a pas de brevet. Les laboratoires se font de l'argent en vendant leurs médicaments, mais ce monopole n'existe plus.

Je fais une deuxième proposition à la Commission: vous connaissez l'existence du processus de licence obligatoire que chaque État membre peut utiliser. Je demande à la Commission d'accompagner les États membres pour qu'en cas d'urgence – et il y a urgence, au vu de tous les chiffres donnés – on puisse aider les États à supprimer ce brevet et à l'ouvrir au niveau des génériques.

Dernière proposition: il faut absolument adopter une résolution. On avait demandé une résolution au niveau de tous les groupes politiques. L'accès aux médicaments est une revendication des citoyens européens. Il faut arrêter la course au profit des laboratoires au bénéfice, justement, des patients. Monsieur le Commissaire, nous avons une véritable responsabilité à cet égard.

  Piernicola Pedicini, a nome del gruppo EFDD. – Signor Presidente, onorevoli colleghi, l'accesso ai farmaci è parte del diritto alla salute che è tra i più importanti tra quelli che figurano nella Carta dei diritti fondamentali del cittadino europeo.

Tuttavia, nei paesi a basso e medio reddito, il prezzo dei farmaci può raggiungere fino a 80 volte il prezzo di riferimento internazionale. In questi paesi sussiste una scarsissima disponibilità dei farmaci nel settore pubblico, mentre vi è grande disponibilità nel settore privato, dove i prezzi sono molto più elevati, rendendo quindi i farmaci inaccessibili a enormi fette di popolazione.

Abbiamo quindi un problema di accesso alle medicine, ma abbiamo soprattutto un problema di eccesso di medicine. Mi riferisco all'eccesso di concentrazione della produzione industriale dei farmaci, che è tutta nelle mani di pochissime case farmaceutiche. Più del 90% dei farmaci prodotti in tutto il mondo viene prodotto nei paesi ricchi. Più del 70% dei farmaci viene prodotto in soli cinque paesi nel mondo. Più del 45% dei farmaci viene prodotto da solo dieci case farmaceutiche, dieci multinazionali del farmaco. Queste multinazionali hanno quindi un potere enorme nelle loro mani: il potere di decidere il prezzo dei farmaci; il potere di fissare le regole per i diritti della proprietà intellettuale; il potere di decidere le allocazioni degli investimenti della ricerca scientifica; il potere di favorire le cosiddette innovazioni incrementali e cioè di favorire solo piccoli miglioramenti di prodotti già esistenti.

Con questa logica perversa si continua a introdurre sul mercato medicinali poco innovativi rispetto a quelli già in commercio e questo richiede ingenti investimenti soltanto dal punto di vista del marketing. Il risultato è che si ottengono farmaci sempre più costosi ma sempre meno innovativi e che hanno quindi uno scarso impatto sulla salute dei pazienti. Sto parlando di Cetuximab che, al costo di 80.000 euro per paziente con tumore al polmone, produce un aumento medio di sopravvivenza di un solo mese e mezzo. Sto parlando di Erlotinib che, al costo di 15.000 euro per paziente con tumore al pancreas, produce un aumento medio della sopravvivenza di soltanto dieci giorni.

Noi proponiamo di liberare definitivamente il mercato dei farmaci generici e quello dei farmaci biosimilari, che hanno la stessa efficacia degli originali ma costano molto di meno e sono quindi molto più sostenibili dai sistemi sanitari di tutti quanti gli Stati membri. Inoltre, proponiamo l'istituzione di una grande casa farmaceutica pubblica ed europea, che possa occuparsi della ricerca in tutti quei settori che sono snobbati dalle case farmaceutiche private perché ritenuti poco interessanti dal punto di vista commerciale, come nel caso della resistenza agli antimicrobici oppure nel caso dello sviluppo dei vaccini contro le tragiche pandemie come il virus Ebola.

  Janusz Korwin-Mikke (NI). - Mr President, the nannies ruling the European Union are treating Europeans like small children. I would like to inform Mrs Kalniņa-Lukaševica that we are already grown up, and every European should be allowed to buy in every pharmacy any medicine he wants – whether the government wants it or not – provided the pharmacy wants to sell it to him. If Mrs Kalniņa-Lukaševica maintains that she knows better than me what is good for me, that is not even fascist, it is much worse. It is socialist.

Moreover, I think that the European Union must be destroyed.

  Cristian-Silviu Buşoi (PPE). - Mr President, nowadays the European Union is facing an unprecedented paradox in the healthcare sector. The existence of innovative new drugs, new technologies and developments in medical science that could ensure good outcomes and long-term survival on the one hand, and on the other hand many European citizens not being able to access them, mainly due to high costs.

The issue of access to medicine is not only related to one innovative drug with an unusual high price but also to innovative medicines with reasonable prices, due to bureaucratic reimbursement procedures, lack of implementation of European laws such as the Cross-Border Healthcare Directive, or even due to the blocking of other important European laws such as the Transparency Directive.

Also, to finance the cost of new high-priced medicines, generic and biosimilar medicines, uptake must be used to create headroom for the healthcare budget. A major problem is that making the best use of such developments in the area of healthcare is particularly expensive and difficult, especially for some of the Member States that are relatively small or low-income countries.

European patients, and especially European cancer patients, rely on innovation to access new and better treatments. For many European patients, innovative treatments are the only hope to fight their disease.

EU policy-makers should make sure that regulatory decisions on the value of innovative therapies are based on what matters the most to patients, namely long-term quality survival, and also to ensure access to innovative treatments following a cost-benefit analysis performed at centralised level by the EMA.

We should prioritise at EU and national level more investment in research into innovative therapies and find sustainable solutions for including innovative therapies in national healthcare plans, treatment pathways and funding streams.

  Soledad Cabezón Ruiz (S&D). - Señor Presidente, yo quiero comenzar en positivo y decir que han sido buenas palabras, buenas intenciones lo que he escuchado por parte del Consejo y por parte de la Comisión. Pero hay que pedir más, sobre todo ante el reciente anuncio de la retirada de la Directiva de transparencia en la fijación de precios de los medicamentos.

Este debate nos afecta a todos: hoy es la hepatitis C, mañana serán los antitumorales. Lo padecen los pacientes y pone en jaque los diferentes sistemas sanitarios de nuestros Estados miembros. Mi Grupo ha promovido este debate porque defiende el derecho a la salud como un derecho fundamental que tenemos recogido en los Tratados y no podemos consentir que se mercadee con ello.

Dicho esto, quiero comenzar también diciendo que, a día de hoy, los Estados miembros tienen la obligación de garantizar el acceso a este medicamento y a todas las innovaciones que se den a los diferentes pacientes en sus Estados miembros, al mismo tiempo que tienen la obligación, junto con el Parlamento Europeo, la Comisión y el Consejo, de buscar mecanismos de transparencia en la fijación de los precios, de ver los resultados de la totalidad de los ensayos clínicos y confirmar cuál es el verdadero valor añadido que aportan estos nuevos medicamentos y ver cuál es el porcentaje que corresponde realmente a la investigación dentro de esos precios.

Necesitamos nuevas competencias para la Agencia Europea de Medicamentos y nuevas medidas que permitan una compra coordinada, o medidas como subastas, que ya hoy se ponen en marcha en tierras como la mía, Andalucía.

Quiero también reconocer el papel de las ONG que hoy nos han dado una lección y se han puesto a la delantera de muchos Gobiernos de los Estados miembros; y quiero y pido y reclamo, finalmente, esa necesaria voluntad política, porque creo que competencias tenemos de sobra.

  Bolesław G. Piecha (ECR). - Panie Przewodniczący! Najpierw chciałem wyrazić trochę zdziwienia wypowiedziami pana komisarza i pani przedstawiciel Rady, bo były to piękne słowa, ale niestety z nich nic nie wynikało. Bo nie wynikały z nich żadne sugestie dotyczące dostępu pacjentów do leków. Trudno jest rozmawiać o tym problemie, powiem więcej: wydaje mi się, że to jest mission impossible, jeżeli mówimy o 26 systemach opieki zdrowotnej w Europie. Każdy ten system jest regulowany prawodawstwem krajowym – a co, cena leku ma być jedna i ta sama wszędzie i jeszcze do tego niska? Wydaje mi się, że trudno o tym mówić. Tym niemniej, około 25–30% pacjentów w niektórych krajach europejskich nie ma dostępu do żadnych leków, bo ich nie wykupuje w aptece z prostego powodu – bariery finansowej. Nakłady w Europie są zróżnicowane, więc są takie kraje – być może część kolegów o tym nie wie, dlatego o tym mówię.

Jaki dzisiaj jest problem? Problem jest taki, że jeżeli my mówimy o dostępie do leków, zwłaszcza w kategoriach innowacyjności i generyków, zwłaszcza w kategoriach ceny, a nie mówimy o harmonizacji systemów opieki zdrowotnej, to tak na dobrą sprawę nie mówimy o niczym. Pytanie moje jest dość trudne, bo już tu wysłuchaliśmy różnych opinii: czy Rada, czy Komisja jest w ogóle zdolna do podjęcia wyzwania na miarę Obamacare? Czy można by spróbować zharmonizować systemy opieki zdrowotnej w całej Europie? Jeżeli byłoby to możliwe, to wtedy możemy mówić o dostępności leków, ponieważ koszty leczenia preparatami medycznymi to zaledwie 15–17% całości kosztów opieki zdrowotnej. Więc bez rozstrzygnięcia tej kwestii trudno będzie rozwiązać jakiś problem. Pytanie brzmi: czy Komisja i czy Rada są w stanie podjąć to wyzwanie, przed którym stoją Europejczycy?

  Gesine Meissner (ALDE). - Herr Präsident, Frau Ministerin, Herr Kommissar, meine lieben Kolleginnen und Kollegen! Wir reden heute über ein ganz wichtiges Gut, nämlich die Gesundheit der Menschen und den Zugang zu Arzneimitteln, den wir natürlich für alle Menschen in Europa gleichermaßen gerne haben möchten. Das ist eine Wunschvorstellung und ein Ideal. Aber wir streben ja immer in die Richtung von Idealen. Matthias Groote hat vollkommen Recht: Es ist in gewisser Weise ein Menschenrecht, Zugang zur Medizin zu bekommen.

Jetzt ist es so, dass die Gesundheitspolitik in den verschiedenen Mitgliedstaaten – das wurde schon gesagt – sehr unterschiedlich ist. Die Systeme kann man auch nicht einfach vereinheitlichen. Es ist auch so, dass die Kompetenz bei den Mitgliedstaaten liegt. Ich denke, das ist auch in Ordnung so, dass sie das tut. Nur, wir müssen ja überlegen, wenn wir freie Mobilität für die Menschen in Europa haben, wenn wir inzwischen auch einen Gesundheitstourismus in Europa haben: Wie können wir denn gewährleisten, dass tatsächlich möglichst alle Menschen, oder möglichst viele Menschen, Zugang zu ungefähr ähnlicher Versorgung auch mit innovativen Medikamenten haben? Ich denke, da gibt es verschiedene Dinge, die als Ansatz schon ganz gut sind.

Der Rat hat gesagt, es gibt eine beschleunigte wissenschaftliche Überprüfung – Frau Ministerin, Sie sagten das –bei innovativen Arzneimitteln. Sie haben auch gesagt, Sie wollen für den Lebenszyklus von innovativen Instrumenten einen besseren Austausch haben. Das finde ich gut. Die Kommission hat gesagt, sie hat gerade eine neue Expertengruppe eingerichtet, und sie hat vorgeschlagen, einen gemeinsamen Einkauf der Mitgliedstaaten zu machen. Ob das geht, müssen die Mitgliedstaaten entscheiden.

Ich weiß, dass das – ich komme aus Deutschland – schon zwischen den Bundesländern schwierig sein kann. Bei uns gab es mal die Vogelgrippe. Die Bundesländer haben darüber gestritten, wieviel Vorrat man braucht. Jeder hatte einen anderen Vorrat, und letztlich hatte man viel Geld umsonst ausgegeben. Das wäre mit Sicherheit mit Abstimmung besser gewesen.

Ich halte den Weg für kompliziert. Aber ich könnte mir vorstellen, dass das vielleicht ein gangbarer Weg ist.

Was ich ganz wichtig finde und was hier nicht zur Debatte steht, was ich aber für die Gesundheitsversorgung in Zukunft beim demografischen Wandel für wichtig halte, ist, Einsparpotenziale zu suchen. Ich war vorher Gesundheitspolitikerin in Deutschland. Es gibt viele Möglichkeiten, einzusparen. Viele Sachen werden beispielsweise noch im Krankenhaus stationär gemacht, die auch ambulant gehen können. Ganz viel ist verbesserungswürdig. Und da würde ich mir auch eine Expertengruppe zum Austausch zwischen den Mitgliedstaaten wünschen.

Comment expliquez-vous qu'au niveau de l'Europe, nous soyons incapables de faire, au moins, des achats groupés? Nous avons la possibilité de créer un groupement au niveau des cinq plus grands pays – l'Allemagne, la France, l'Angleterre, etc. – et ce sont ces pays mêmes qui refusent, parce qu'ils veulent garder la souveraineté sur la fixation du prix des médicaments. Or, un des moyens pour faire baisser le prix est de faire des achats groupés. Nous y sommes parvenus pour les vaccins, ne pourrions-nous pas le faire pour les médicaments? Je voulais connaître votre position.

  Gesine Meissner (ALDE), Antwort auf eine Frage nach dem Verfahren der „blauen Karte“. – Dieser Vorschlag ist ja gekommen, in diesem Fall von der Kommission, und ich habe ja eben genau gesagt, ich könnte mir vorstellen, dass er auf Schwierigkeiten stößt, weil es eben auch Souveränität der Mitgliedstaaten gibt. Deswegen habe ich auch geschildert, wie es allein bei den Ländern in Deutschland schon schwierig war bei der Vogelgrippe vor einigen Jahren. Nur, ich glaube, dass wir in diese Richtung kommen müssen, also gar nicht unbedingt Preisabsprachen – das ist nicht die Lösung. Aber eben bessere Kooperation, gerade bei Mitteln für Epidemien, die eben nicht jeden Tag gebraucht werden, dass wir tatsächlich gemeinsam versuchen, eine Vorratswirtschaft zu machen, um dort Gelder einzusparen. Einsparen ist überhaupt für mich das ganz Wichtige. Und das geht in eine gute Richtung.

  Tania González Peñas (GUE/NGL). - Señor Presidente, 2 000 millones de personas carecen de acceso a los medicamentos, bien por su elevado coste, bien porque no existe la medicación adecuada. Esta es la consecuencia de que el desarrollo de medicamentos esté orientado a las prioridades del mercado, y no a las exigencias de la salud pública. En Europa, además, las disparidades de acceso a los medicamentos se agudizan cada vez más entre los distintos Estados y dentro de los propios países.

En España mueren cada día entre diez y doce personas por hepatitis C, y el acceso al medicamento más eficaz en la lucha contra esta enfermedad queda restringido por su precio abusivo. Sin embargo, la compañía que comercializa este medicamento ganó en un año más de lo que costó la compra de la patente. El actual modelo de investigación biomédica acorrala el conocimiento a través de los derechos de propiedad intelectual, oculta los riesgos y coloca el conocimiento generado a través de la financiación de la Unión Europea, del dinero de todos, en manos privadas.

La Unión Europea tiene que asegurar a los ciudadanos los beneficios de las inversiones a través de la mejora de la salud pública, con un cambio en el modelo de investigación, con iniciativas como licencias libres y socialmente responsables, la investigación de fuentes abiertas, el acceso libre a las investigaciones, y asegurar asimismo que los Estados puedan anteponer la protección de la salud a las patentes y a los beneficios de unos pocos. No podemos permitir que solo tenga derecho a vivir quien se lo puede pagar.

  Ernest Maragall (Verts/ALE). - Señor Presidente, deberíamos titular este debate «El caso de la mejor ratio del mundo entre costes y beneficios».

Europa no puede dejar esta cuestión en manos de un enfrentamiento social entre afectados más o menos heroicos y poderes estatales y privados que actúan en contra del interés general. Los Estados miembros están subordinados a la gran industria farmacéutica, que condiciona los mercados y ahoga a los sistemas de seguridad social. Por eso hay que actuar ya. No necesitamos expertos ni informes. Sabemos todo. Podemos tomar decisiones de modo inmediato.

Y hay que hacerlo a corto plazo frente a situaciones de emergencia social, como en el caso de la hepatitis C, y más a fondo para adoptar la reforma legislativa urgente que apodere a Europa, una reforma basada en cuatro conceptos: investigación pública debidamente compensada, transparencia total de procesos y costes asociados, desvinculación de precios y costes de desarrollo, uso extensivo de genéricos.

Este Parlamento debe asumir ya la iniciativa para liderar esa doble estrategia, hoy congelada por el Consejo y la Comisión. Y lo haremos, de entrada, mediante la resolución específica que desarrolle estos puntos y formule el mandato correspondiente.

  Diane James (EFDD). - Mr President, the cost of drugs is increasing, and that is a very simple economic fact. We need to recognise that drug innovation is pivotal to future cure and treatment options – and that comes with cost, of which there are two components: development time and research process. We cannot short circuit that, and we should not even attempt to do so. We have to be realistic. The EU would do well to accept that, historically, interventions have created and exacerbated access eligibility. They have not actually delivered any resolution. Clinical trial interference is a very good example of this.

Additional distortion and disruption from the EU, as colleagues have already mentioned this evening, is not going to help. But let me give Members a list of things that maybe we should be debating this evening. What about parallel imports caused by the eurozone issues? What about stopping penalising UK and European manufacturers of both patent-protected and generic products via the HTA system? What about supporting drug development and innovation in academia and the commercial sectors on a free-market basis? What about preventing access from fraudulent medicines, and what about penalising countries that do not adhere to our patent systems? If we could deal with the inefficiencies of drug waste, drug dumping and patient compliance, we would do an awful lot to help with patient access. ‘Want’, ‘need’ and ‘should have’ for patients can be delivered, but you do not do it by more intervention.

Toutes les études que j'ai consultées font état d'à peine 10 %. Lorsque vous payez 10 euros pour la recherche, la collectivité paie 100 euros. Trouvez-vous cela normal?

Il faut instaurer davantage de transparence sur le rôle de la recherche et développement en ce qui concerne les médicaments qui nous sont vendus.

Any drug company will tell you, whether it is a generic manufacture or coming from the academic sector, that it takes a lot longer, and that they do need the time to actually develop that. If we are going to start penalising companies when they are bringing forward therapeutic innovation, I think we have started off from the wrong position.

  Λάμπρος Φουντούλης (NI). - Κύριε Πρόεδρε, ωραία λόγια ακούστηκαν και θα συνεχίσουν να ακούγονται κατά τη διάρκεια αυτής της συζήτησης. Όμως, δυστυχώς, τα λόγια πολλές φορές δεν συμβαδίζουν με τις πράξεις ούτε αντικατοπτρίζουν την πραγματικότητα, διότι κάποιοι από αυτούς που σήμερα κόπτονται για το καλό των ευρωπαίων πολιτών, είναι οι ίδιοι που καταδίκασαν την πατρίδα μου και τον λαό της σε μια πρωτοφανή για χώρα της Ευρωπαϊκής Ένωσης ανθρωπιστική κρίση.

Είναι οι ίδιοι που με τα οικονομικά μέτρα που επέβαλαν οδήγησαν στη διάλυση του Εθνικού Συστήματος Υγείας: Ασθενείς με σοβαρές χρόνιες παθήσεις, όπως ο καρκίνος, να στέκονται στην σειρά για να πάρουν το φάρμακο για τη χημειοθεραπεία και, εάν το βρουν, πηγαίνουν στο νοσοκομείο για τη θεραπεία τους. Οι συνταξιούχοι είναι αναγκασμένοι να πληρώνουν πολύ μεγάλο ποσοστό συμμετοχής για τα αναγκαία φάρμακα. Το απαγορευτικό κόστος τούς εξαναγκάζει σε εκποίηση της όποιας περιουσίας τους και άλλους στη διακοπή της θεραπείας, με αποτέλεσμα να τίθεται σε κίνδυνο η ίδια η ζωή τους. Ακόμα και όταν προμηθευτούν τα φάρμακα, δεν πρόκειται για αυθεντικά, αλλά για γενόσημα πολύ χειρότερης ποιότητας, προέλευσης συνήθως Κεντρικής Ασίας, στα οποία δεν γίνονται πολλές φορές ούτε οι τυπικοί έλεγχοι.

Καταλαβαίνετε λοιπόν πώς νοιώθει ο μέσος έλληνας ευρωπαίος πολίτης όταν βλέπει εμάς να συζητούμε με τέτοια άνεση εδώ μέσα θέματα όχι απλώς σοβαρά αλλά κυριολεκτικά ζωής και θανάτου, με μοναδικό αποτέλεσμα ένα ακόμα κείμενο-ευχολόγιο.

  Elżbieta Katarzyna Łukacijewska (PPE). - Panie Przewodniczący! Rynek leków i ich dostępność jest jednym z istotnych elementów zdrowia obywateli Unii Europejskiej. W dobie starzejącego się społeczeństwa oraz występowania wielu chorób cywilizacyjnych i przewlekłych sektor farmaceutyczny oraz związane z nim regulacje nabierają ogromnego znaczenia dla zdrowia europejskich obywateli, dla których priorytetem jest zapewnienie dostępu do innowacyjnych, bezpiecznych, skutecznych i racjonalnych cenowo leków. Według wielu szacunków opartych na danych demograficznych zarówno kwota wydatków na leki, jak i ilość leków przyjmowanych przez pacjentów w najbliższych latach będą wzrastać.

Powinniśmy zwrócić szczególną uwagę na działania koncernów farmakologicznych i ich postępowanie na rynkach w państwach Unii Europejskiej. Często ten sam lek mający identyczny skład oferowany jest w różnych cenach w zależności od rynku farmaceutycznego w danym państwie członkowskim – i to jest normalne, ale niestety ta sytuacja powoduje np. hurtowy wykup danego leku w jednym państwie i jego sprzedaż w innym, co skutkuje odebraniem możliwości leczenia pacjentów tym lekiem na rynku lokalnym oraz rzeczywistym zagrożeniem zdrowia i życia pacjentów. Taką sytuację mamy ostatnio w Polsce. Praktyki tego typu powinny zostać bez wątpienia wyeliminowane. Trzeba zwrócić uwagę na systemy dopuszczania leków do rynku i do współfinansowania przez państwa członkowskie, gdyż są one niekiedy niezrozumiałe i wzbudzają wątpliwości.

Powinniśmy zrobić wszystko, aby zapewnić pacjentom równy dostęp do innowacyjnych procedur oraz leków skutecznie ratujących życie i zdrowie. Lepszy dostęp, także cenowy, w połączeniu z odpowiednim poziomem edukacji oraz profilaktyką w zakresie zapobiegania i rozprzestrzeniania się chorób zmniejszy liczbę zachorowań oraz z pewnością będzie skutkował poprawą zdrowia i życia społeczeństwa.

Zgadzam się również tutaj z tymi osobami, które mówiły, że te marzenia, o których mówił pan komisarz, są raczej trudne do spełnienia. Wspólny rynek leków w sytuacji, gdy mamy różne systemy zdrowotne, a także leży to absolutnie w kompetencji państw członkowskich, wydaje się marzeniem, którego oczekują Europejczycy, ale pewnie trudnym do zrealizowania.

  Carlos Zorrinho (S&D). - Senhor Presidente, Senhora Representante da Presidência, Senhor Comissário, também no meu país, Portugal, morreram pessoas pelo facto de o Serviço Nacional de Saúde não ter disponibilidade financeira e o governo não ter tomado as medidas excecionais para garantir que fossem administrados os medicamentos inovadores essenciais, em particular no caso da hepatite C. Houve um alarme social, muitas iniciativas, incluindo este agendamento, e só assim foi possível estabelecer um acordo para os tratamentos mais urgentes.

Estamos, por isso, perante uma falha de mercado, Sr. Comissário. De facto, a vida não tem preço, mas o facto de a vida não ter preço não pode permitir aos fornecedores uma vantagem competitiva injustificada na formação de um preço justo para o acesso aos novos medicamentos. A abolição da pena de morte foi uma grande conquista da modernidade, mas, de uma forma disfarçada, ela está a voltar à União Europeia através de uma guilhotina financeira.

É, por isso, muito importante nós promovermos um processo dinâmico de cooperação que dê força à União para salvaguardar os interesses dos cidadãos. Nós sabemos que a saúde não está comunitarizada, mas a subsidiariedade tem que ser analisada de forma inteligente. Há casos em que a subsidiariedade é exatamente a cooperação ao nível da União. Neste caso não é a política nacional, é a União que faz a força, que defende as pessoas e que garante o equilíbrio.

  Beatriz Becerra Basterrechea (ALDE). - Señor Presidente, señor Stylianides, señora Kalniņa-Lukaševica, la hepatitis C ha puesto a Europa frente al espejo, y lo que nos muestra el espejo es que nuestro modelo de acceso a los medicamentos no funciona.

Nueve millones de ciudadanos europeos, cientos de miles en España, claman por un medicamento que salva sus vidas. Una enfermedad crónica, incurable y mortal ahora tiene cura. Y los Gobiernos están obligados a proporcionársela.

Es competencia de los Estados fijar los precios y financiar la salud pública, pero la Unión Europea tiene el mandato de garantizar la protección de la salud humana.

Por ello pido hoy a la Comisión y al Consejo que elaboren con urgencia un Plan europeo de acceso a los medicamentos que incluya una nueva estructura de la relación con la industria farmacéutica, socio imprescindible para cumplir este mandato; una revisión de la Directiva sobre transparencia en fijación de precios; una revisión profunda del actual modelo de patentes, que disocie los costes de la investigación del precio final de los medicamentos; y una política de compras agregadas que fortalezca la posición negociadora de los Estados en la adquisición de medicamentos clave.

Y no es nada emocional, es un derecho.

  João Ferreira (GUE/NGL). - Senhor Presidente, este podia ser um daqueles debates que aqui se costumam fazer à quinta-feira, sobre os casos de violação dos direitos humanos. Debates em que a maioria deste Parlamento gosta de apontar o dedo a outros países. Pois, neste caso, estamos perante uma chocante violação dos direitos humanos. Desde logo, do artigo 25.° da respetiva Declaração Universal, sobre o acesso à saúde e à assistência médica. Na União Europeia, em pleno século XXI, há governos, como, por exemplo, o governo português, que decidem atribuir um preço à vida humana, e que chegam à conclusão que um medicamento que pode salvar a vida a doentes, por exemplo, com a hepatite C é demasiado caro e que não pode ser, que não vai ser fornecido a esses doentes. E, portanto, esses doentes morrem sem acesso a esses medicamentos que lhes podiam salvar a vida.

Naturalmente que isto não pode ocultar o facto de que, de facto, alguns medicamentos têm hoje preços escandalosos, fixados pelas multinacionais da indústria farmacêutica. As mesmas para as quais a União Europeia encaminha milhões de recursos públicos, por exemplo do Programa-Quadro de Investigação, em lugar de dirigir esses recursos para o desenvolvimento, investigação e desenvolvimento de capacidade de produção de medicamentos no setor público.

É preciso, sim, afrontar de uma vez os interesses das multinacionais. Não podemos contar que quem existe para servir esses interesses o venha fazer, nomeadamente a Comissão Europeia. Mas toda e qualquer iniciativa que sirva para forçar as multinacionais a baixarem o preço destes medicamentos naturalmente que contará com o nosso apoio.

Her står vi over for en situation, hvor markedet åbenlyst er brudt sammen, og det er forargeligt at høre kolleger tale om, at markedet er vigtigere end menneskeliv. Vi står med en industri, som har været så grov i udnyttelsen af et patentsystem, som ikke beskytter menneskeliv. Dette produkt, som bruges til at behandle hepatitis C, koster i produktion 100 EUR. Det koster i behandling 50 000 EUR. Gilead, der producerer det, tjener 2 mia. dollars om måneden!

Vi bliver nødt til at erkende, at vi nu skal lave et fælles system. Der er forskel i de forskellige lande, ja, men vi skal have fuld transparens, så vi kan se, hvad det koster. Vi skal gøre det klart, at op imod 50 % af forsknings- og udviklingsudgifterne kommer fra det offentlige. Først betaler vi til dem, derefter forærer vi det hele væk, og så plyndrer de os bagefter. Vi er nødt til at gøre dette på en anden måde, og jeg er meget tilfreds med, at der er anlagt en moralsk patentsag mod dette produkt, fordi det simpelthen er umoralsk. Det er forkasteligt med et patent, der myrder løs!

  Eleonora Evi (EFDD). - Signor Presidente, onorevoli colleghi, io vorrei ritornare su un tema a cui abbiamo già accennato, quello dei farmaci orfani, quei farmaci che sono destinati alla cura delle malattie rare.

Le aziende farmaceutiche sono di solito restie a sviluppare questi farmaci secondo le normali condizioni di mercato, in quanto chiaramente non vi è un ritorno economico dalla vendita di tali farmaci. Occorre però tener conto di alcuni dati: si stima che esistano dalle 5.000 alle 8.000 malattie rare, che colpiscono circa dal 6 all'8% della popolazione europea, una cifra stimata da 27 a 36 milioni di persone.

Quindi, è vero che abbiamo 28 diversi sistemi sanitari diversi e 28 diversi approcci alla sanità, ma un aspetto accomuna tutti i nostri Stati membri, ovvero la concezione del paziente come cliente, perché è il cliente delle multinazionali farmaceutiche. È quindi essenziale riuscire a cambiare questo paradigma e vorrei rilanciare la proposta e l'idea che ha portato il mio collega Pedicini di una Casa farmaceutica pubblica europea, che possa veramente cambiare completamente il sistema con cui curiamo e ci occupiamo della salute in Europa.

  Σωτήριος Ζαριανόπουλος (NI). - Η βαρβαρότητα της καπιταλιστικής εκμετάλλευσης και της Ευρωπαϊκής Ένωσης αποκαλύπτεται σε όλο της το μέγεθος με τη μετατροπή σε εμπόρευμα ακόμη και της πιο ζωτικής ανθρώπινης ανάγκης για υγεία και φάρμακο. Ο λαός πληρώνει όλο και περισσότερα. Φτωχοί, άνεργοι και ανασφάλιστοι τα στερούνται τελείως, ενώ μια χούφτα φαρμακευτικές εταιρίες λυμαίνονται κρατικούς προϋπολογισμούς, ασφαλιστικά ταμεία, εκατομμύρια ασθενείς, με ληστρικές τιμές.

Η οικονομική κάλυψη από το κράτος και τα ασφαλιστικά ταμεία μειώνεται, η ιδιωτική δαπάνη αυξάνεται, οι εταιρίες θησαυρίζουν και η φαρμακευτική προστασία του λαού μειώνεται. Υγεία και φάρμακο μπαίνουν στη λαιμητόμο των μεταρρυθμίσεων της Ευρωπαϊκής Ένωσης και φορτώνουν το κόστος στον λαό, που επιβάλλεται να παλέψει για έναν αποκλειστικά κρατικό οργανισμό φαρμάκου, σε ένα αποκλειστικά δημόσιο σύστημα υγείας χωρίς επιχειρηματίες, κατάργηση του ΦΠΑ στα φάρμακα, κατάργηση της συμμετοχής των εργαζόμενων στη φαρμακευτική δαπάνη, με ανάληψη ευθύνης αποκλειστικά από το κράτος.

  József Nagy (PPE). - Köszönöm szépen! A gyógyszeripar rendkívül fontos szerepet tölt be az európai lakosok egészségnek védelmében. Kizárólag az elmúlt évben a gyógyszerekre kiadott összeg egy európai lakosra számítva átlagosan 430 eurót tett ki. A pácienseknek ezért hatásos, és nem utolsósorban megbízható gyógyszereket kell biztosítanunk a piacon. A gyógyszergyártókat ösztönöznünk kell, hogy megnövelt mennyiségben, de mérsékelt árakon tegyék elérhetővé a gyógyszereiket. A polgárok így könnyebben juthatnak majd hozzá, valamint jelentős megtakarítás érhető el az egészségügyi költségvetések számára. Keményebb fellépés szükséges a gyógyszerhamisítás visszaszorítása érdekében is.

A gyógyszerekre irányuló innováció lehetővé tette, hogy a betegek néhány évtizeddel ezelőtt elképzelhetetlennek tartott gyógymódokban részesüljenek. Sok betegségre azonban még mindig nem ismerünk megfelelő kezelést, ezért az új gyógyszerek fejlesztése érdekében folyamatos erőfeszítésre van szükség. Elengedhetetlen tehát olyan üzleti környezet kialakítása, mely serkenti a kutatást és támogatja az ágazat versenyképességét. Nem engedhetjük meg azt, hogy a kutatás és fejlesztés elhagyja az Európai Uniót. Köszönöm!

  Nicola Caputo (S&D). - Signor Presidente, onorevoli colleghi, la ricerca medica consente ormai di ottenere progressi nell'effettività della cura di portata talmente rivoluzionaria che essi si riverberano anche sui fattori economici del trattamento sanitario. È bene ed eticamente doveroso che i farmaci costino di meno. L'obiettivo di una sempre maggiore copertura sanitaria universale comporta, infatti, l'adozione delle più moderne tecniche di sperimentazione e produzione del farmaco per rispondere a ineludibili criteri di efficienza ed economicità. Come è noto, tuttavia, la mancanza di tale sostenibilità economica si riflette ormai sulla stessa possibilità di cura a causa del costo proibitivo di alcuni farmaci, come ad esempio il Sofosbuvir per l'epatite che costa addirittura 50.000 euro.

La politica deve indirizzare le proprie scelte verso processi che possano positivamente incidere sull'efficacia della ricerca e sull'economicità del trattamento sanitario. Penso all'innovatività dei processi di ricerca, come il sistema di monitoraggio remoto dei pazienti o anche lo sviluppo dei farmaci molecolari detti biologici o intelligenti.

Ancora auspico che si favorisca lo sviluppo di centri di eccellenza nella ricerca con maggiori sovvenzioni da parte degli Stati membri, al fine di propiziare una maggiore economicità del farmaco e una sempre crescente condivisione di informazioni e conoscenze superando la logica del monopolio della ricerca.

Un'altra strada per coniugare l'innovatività e l'economicità è quella di un'azione politica congiunta e coordinata. È vero che l'iter regolatorio appartiene a ciascun Stato membro, ma la Commissione deve incoraggiare la cooperazione tra gli Stati per mettere un freno alla speculazione dei prezzi.

Potrebbe infine essere sviluppato un metodo di produzione che permetta di produrre farmaci discostandosi dal classico sistema discontinuo detto "batch system" largamente utilizzato oggi. In questa direzione, a mio avviso, devono indirizzarsi le azioni degli Stati membri e la Commissione, per assicurare accessibilità dei farmaci e quindi maggiore equità sociale.

  Κώστας Χρυσόγονος (GUE/NGL). - Η υγεία είναι δημόσιο αγαθό και θεμελιώδες δικαίωμα. Δεν είναι εμπόρευμα. Ωστόσο, τα τελευταία χρόνια είδαμε την υγεία να μπαίνει στο στόχαστρο των δολοφονικών πολιτικών της λιτότητας και τη δημόσια δαπάνη για την υγεία να συρρικνώνεται. Έχουμε σήμερα στην Ευρώπη στρατιές ολόκληρες ανασφάλιστων ή και ασφαλισμένων οι οποίοι αδυνατούν να πληρώσουν τα φάρμακά τους, τόσο επειδή μειώνονται οι δικές τους οικονομικές δυνατότητες όσο και επειδή οι φαρμακοβιομηχανίες απαιτούν ολοένα υψηλότερες τιμές.

Είναι ανάγκη για μια ευρωπαϊκή πολιτική τιμολόγησης των φαρμάκων που θα ενισχύσει την κοινωνική διάσταση της Ένωσης και τη δημόσια υγεία.

Πρέπει να εξασφαλίσουμε την πρόσβαση όλων στα φάρμακα. Να αποσυνδέσουμε την έρευνα και την καινοτομία στον τομέα του φαρμάκου από την τιμή του φαρμάκου στην αγορά. Το τωρινό μοντέλο των ευρεσιτεχνιών και των μονοπωλίων δεν λειτουργεί πλέον.

Η πρόσβαση στα φάρμακα δεν είναι πολυτέλεια· είναι επιτακτική ανάγκη ζωής.

  Jordi Sebastià (Verts/ALE). - Señor Presidente, los pacientes de hepatitis C mueren en el Estado español abandonados por su Gobierno, sin posibilidad de acceder a los tratamientos que les salvarían la vida y que resultan carísimos. Además de la irresponsabilidad del Gobierno español, este caso nos enfrenta a un debate: ¿los pacientes o las patentes? ¿Las multinacionales o las personas?

Presionada por los movimientos civiles, la Organización Mundial del Comercio aprobó en 2001 la Declaración de Doha. Quedó claro que la propiedad intelectual de los medicamentos no debe suponer un obstáculo al acceso de la población mundial a esas medicinas. Las ONG denunciaron pronto que esa Declaración no se cumplía y que millones de personas estaban muriendo cada año por culpa de eso. Ese problema, que solo afectaba a los países empobrecidos, ahora ha llegado a Europa. Eso, Señorías, también es la globalización.

La Comisión Europea tiene culpa de ello. En 2013 presionó a la India para que no exportara medicamentos genéricos. Y también presionó a los Gobiernos de la Unión Europea para que no importasen medicamentos indios, mucho más baratos, incluyendo los que curan la hepatitis C. Hay que elegir. ¿Cuál es la postura de la Comisión y de la gran coalición que la apoya? ¿Los ciudadanos o las multinacionales? Y cuando tomen la decisión, recuerden que miles de personas mueren en Europa por culpa de la hepatitis C, y millones en todo el mundo.

  Joëlle Mélin (NI). - Monsieur le Président, concernant les 28 pays membres, mais aussi de très nombreux pays dotés d'un système de protection sociale, il est légitime de dire que 30 000 à 70 000 euros pour un traitement curatif de l'hépatite C représentent, dans l'absolu, une faible somme en comparaison avec les dépenses induites par une hépatite C chronique et aggravée jusqu'à la greffe, comme cela a été le cas jusqu'à présent.

C'est une faible somme lorsque l'on rend à une nation des hommes et des femmes guéris, qui peuvent reprendre leur place dans leur famille et dans leurs activités professionnelles, et enrichissent ainsi le système de solidarité national. Le seul problème qui persistera sera le détournement possible des traitements dans un trafic de grande envergure, puisque l'infection touche aujourd'hui 185 millions de personnes.

En revanche, le coût de chaque traitement est un problème dans certains pays en développement. Dans ce cas de figure, nous estimons que c'est à chaque État membre d'établir des règles de coopération internationale dans le domaine du transfert de savoir-faire. L'Europe pourrait induire des contraintes sur l'innovation, seule garante de l'accès à la guérison du plus grand nombre.

  Jiří Pospíšil (PPE). - Pane předsedající, vzhledem k pokročilé hodině a debatě mi dovolte několik poznámek k tomuto velmi důležitému tématu. Za prvé bych chtěl říci, že si musíme uvědomit, a také to tu zaznělo, že zdravotnická politika, léková politika je v rukou národních států členských zemích. Je to tak podle mého názoru správně a je na každé zemi, jejím hospodaření, aby se rozhodla v rámci voleb v národních státech, kolik peněz určí na veřejné zdravotní systémy a jaké peníze poskytne na drahé léky. To je velmi důležité. Přesto si myslím, že Evropská unie leccos může udělat. Ne tím, že by kumulovala pravomoc, ale tím, že bude podporovat kooperaci a spolupráci mezi jednotlivými členskými státy, jak to ostatně tady naznačil ve svém vystoupení pan komisař a také zástupce Rady. Tedy spolupráce, podpora, to je to, co by z evropské úrovně mělo přicházet.

Větší podpora výzkumu a inovací, to je téma, které zde také zaznělo. Zde EU může sehrát svojí dosti výraznou roli. Důležitým tématem je také podpora generik a obecně debata o tom, jakou podobu má mít patentová ochrana. Tam musí být garantováno to, že duševní vlastnictví je chráněno, ale generika jsou podle mě dobrou věcí, kde EU může sehrát svojí výraznou roli. A také v rovině oněch již zmiňovaných schvalovacích procedur. Takže téma je důležité, měli bychom se o něm bavit, měli bychom podporovat spolupráci mezi členskými zeměmi, nikoliv přenášet pravomoci.

  Daciana Octavia Sârbu (S&D). - Domnule Președinte, din cauza perioadelor lungi în care medicamentele noi sunt protejate de patente multe tratamente rămân inaccesibile pentru oamenii care au nevoie disperată de ele. După expirarea patentului unui medicament, prețul acestuia poate scădea cu 99 %, o cifră uimitoare care ne sugerează cât de mulți bani câștigă companiile atunci când au monopol asupra unui medicament. An de an, aceste companii realizează profituri uriașe și, în plus, solicită să-și extindă monopolul asupra medicamentelor care ar putea îmbunătăți starea de sănătate a unor oameni, mulți dintre ei lipsiți de posibilități. Acest lucru este profund incorect. Nu vorbim de o problemă a unor state în curs de dezvoltare, ci de o realitate dureroasă din Uniunea Europeană, inclusiv din România, unde prețul medicamentelor este adesea prea mare pentru ca oamenii sau spitalele să și-l permită. Evident, crearea unui medicament nu este un proces necostisitor și, într-adevăr, este necesară o finanțare mai bună a cercetării, dar cetățenii sunt cei care trebuie să beneficieze de rezultatele cercetării medicale. Este nevoie de mai multă transparență în privința costurilor reale ale cercetării. Oricare ar fi acțiunile propuse de Comisie, nu voi susține extinderea patentelor pentru medicamente și, implicit, medicamente cu prețuri ridicate, pe care oamenii nu și le permit.

  Jean-François Jalkh (NI). - Monsieur le Président, je voudrais rappeler deux problématiques majeures relatives à l'accès aux médicaments.

Premièrement, nous nous trouvons face à un véritable complexe médico-industriel au poids économique et politique considérable. Le fait est que la santé représente aujourd'hui un business juteux, au même titre que la production de vêtements ou la guerre. Le patient passe souvent au second plan – les scandales du Mediator ou du Vioxx ne sont que les symptômes d'un système de profit appliqué à la santé. Les conséquences majeures de ce système sont les coûts exorbitants des dépenses de santé.

Deuxième problématique: les dérives d'un égalitarisme qui tend à imposer sans nuance un droit opposable dans tous les domaines: droit au logement, à l'éducation et aux médicaments. Il met à la charge de la collectivité une quantité considérable de médicaments – pas toujours adaptés – pour le plus grand profit d'une industrie pharmaceutique qui pratique l'omerta à outrance. "Qui trop embrasse, mal étreint": il importe de tourner le dos à un système absurde à force d'être rentable et injuste à force d'être égalitariste.

  Anna Záborská (PPE) - Ako lekárka vnímam veľmi citlivo situácie, kedy sa na trhu so zdravotníckymi službami, liekmi, prístrojmi a materiálom nepodarí nájsť rovnováhu. Chápem, že v prípade liekov je dôležité, aby sa vrátili investície do výskumu, klinických skúšok, ako aj ďalšie náklady. Rozumiem aj tomu, prečo je dôležité, aby farmaceutické spoločnosti vytvárali zisk. No stále častejšie sa stretávame s prípadmi zneužívania liekových patentov, v snahe dosahovať maximálny zisk podľa možnosti čo najdlhšie.

Tento parlament sa vždy usiloval o takú harmonizáciu v oblasti zdravotníctva, ktorá by nastolila rovnováhu medzi zdravím človeka a potrebami farmaceutického priemyslu. Španielsky prípad, ale aj celá dnešná rozprava ukazuje, že takáto rovnováha zatiaľ neexistuje. Pripájam sa preto k požiadavke, aby Komisia preskúmala príčiny týchto cenových excesov a navrhla nápravu.

Považujem za dôležité, aby sme otvorili diskusiu o modeloch využívaných pri určovaní cien liekov. Potreba prehodnotiť tieto modely úzko súvisí aj s nepriaznivou demografickou situáciou a súvisiacim tlakom na udržateľnosť financovania zdravotníctva v Európe. Bude to náročná a dlhá diskusia, ale už ju nemôžeme odkladať.

  Inmaculada Rodríguez-Piñero Fernández (S&D). - Señor Presidente, hoy en día, millones de ciudadanos europeos no pueden acceder a los medicamentos que pueden curarles y salvarles la vida. Los afectados por la hepatitis C en España son la cara más visible de este drama, pero también hay millones de afectados por enfermedades raras que sufren en silencio este problema.

Los desorbitados precios que imponen los monopolios de la industria farmacéutica impiden pagar el tratamiento a todos los pacientes que lo necesitan, negándoles el derecho a la salud y rompiendo el principio de equidad. Ello es así básicamente por tres razones: porque hay un sistema de fijación de precios carente de la información y la transparencia necesarias para conocer los costes y la rentabilidad obtenida por las empresas; porque hay una inadecuada regulación y control de la I+D y de las patentes que beneficia a las multinacionales en contra de los enfermos; y porque la Unión Europea —siento decirlo— no ejerce su capacidad de influencia en las negociaciones para bajar los precios de la industria.

Señorías, es necesario cambiar las reglas del juego y, para ello, hace falta una cosa: voluntad política.

La Unión Europea tiene que gestionar más eficientemente la propiedad intelectual, tiene que exigir la transparencia y la información necesarias para conocer los costes de la innovación y recompensarla de una manera justa, y tiene que poner en marcha un mecanismo de compras centralizado.

Miren, nosotros no aceptamos la pena de muerte, pero somos capaces de aceptar ejecuciones en diferido de millones de personas que no pueden pagar un medicamento que necesitan para seguir viviendo. Espero que ninguno de ustedes se encuentre en esa situación y que seamos capaces de resolver cuanto antes este verdadero drama.

  Therese Comodini Cachia (PPE). - Sur President, l-aċċess għall-mediċina huwa fundamentali biex inwettqu d-dritt għall-ogħla standard tas-saħħa. Il-Continuity of supply u l-garanzija li ssib il-mediċina huma prijorità. Il-miżuri li ħadna sa issa mhumiex biżżejjed.

Studju riċenti tal-European Association of Hospital Pharmacists juri li Malta hija l-aktar pajjiż affettwat b'nuqqas ta' mediċini, liema nuqqas anki ġieli jdum ġimgħat. Malta ukoll kienet fost dawk il-pajjiżi li l-aktar taħli ħin biex ifittxu l-mediċina li tkun nieqsa. Għandna nkunu minn ta' quddiem biex nagħmlu l-mediċini aktar aċċessibbli, billi nwasslu għal riduzzjoni fil-prezz, u nnaqqsu l-burokrazija biex mediċini jiġu inklużi fil-formularium.

Għandna nieqfu nagħżlu bejn il-pazjenti meta napprovaw mediċini għal kundizzjoni waħda u mhux għall-oħra. Gvernijiet bħal tiegħi ma jistgħux jibqgħu jagħmlu l-kwotas fuq il-pazjenti li jirċievu l-mediċina b'xejn, għax il-pazjenti ma jimirdux bil-kwota.

L-Unjoni Ewropea, bl-impenn tal-gvernijiet u ta' dawk fis-settur tas-saħħa, tista' ssib is-soluzzjonijiet sabiex kull marid jingħata r-rispett li jixraqlu. Ma ninsewx ukoll lit-tobba u infermiera, li għandhom bżonn jingħataw l-għodda sabiex id-dijanjożi tagħhom tiġi indirizzata tramite l-mediċini li jagħżlu huma għall-pazjent.

  Biljana Borzan (S&D). - Gospodine predsjedniče, s napretkom medicinske znanosti pojavljuju se iznimno skupi, novi lijekovi. Kada se na tržištu pojavi učinkoviti spasonosni lijek, sigurna sam da nema liječnika koji želi birati između zdravlja pacijenta i uštede u zdravstvenom proračunu.

Ukoliko govorimo o cijeni zdravstva, s jedne strane, za neke bolesti poput hepatitisa imamo preskup i nedostupan lijek, a s druge strane društvo iznimno puno koštaju sve hospitalizacije koje će bez izlječenja taj čovjek doživjeti, sva dijagnostika i terapija i svi izostanci s posla. Da ne govorim o tome da ljudski život nema cijenu. Europska unija je građena na jednakosti svojih građana. No, po pitanju pristupa lijekovima ta jednakost ne postoji. Pomak je mogao biti učinjen Direktivom o transparentnosti, no ona je zapela u slijepoj ulici.

Ideja da Europska agencija za lijekove fiksira relativnu vrijednost novih lijekova kao polazište za pregovore nacionalnih vlada s farmaceutskim tvrtkama, nešto je što mogu podržati. Pogotovo, ako se varijabilni dio cijene veže u BDP jer je pregovaračka pozicija malih i siromašnijih zemalja u startu lošija. Agencija već sada odlučuje da li je novi lijek siguran i učinkovit. Apsolutno sam za to da se njene kompetencije prošire i na cijene.

Nema smisla da se Europska unija, koja ujedinjena određuje sigurnost lijeka, raspada na 28 zemalja članica kada se određuje njegova cijena. Po pitanju olakšanja pristupa spasonosnim lijekovima, Unija djelovanjem može uštedjeti poreznim obveznicima novac i spasiti živote.

  Francesc Gambús (PPE). - Señor Presidente, el tema que hoy nos ocupa no es menor. Hablamos de personas, hablamos de salud, hablamos de conocimiento, hablamos de transparencia. Hoy nos enfrentamos a situaciones injustas, en las que ciudadanos y ciudadanas europeos ven restringido su acceso a los medicamentos que necesitan para su supervivencia.

Hace unas semanas, este diputado preguntó a la Comisión precisamente sobre este tema, que preocupa y mucho en Cataluña, en el conjunto del Estado español y en el resto de la Unión. Y precisamente una de las preguntas era si la Comisión piensa impulsar o establecer una posición común entre los Estados miembros para que ningún paciente de la Unión sea discriminado por razón de pertenecer a uno u otro Estado, o vea limitado su acceso a la sanidad pública por su nivel de ingresos.

Porque ahí está la clave: o empoderamos, como decía el colega Maragall, a Europa, o debilitamos hasta el extremo a nuestros ciudadanos y perjudicamos por el camino a nuestros investigadores. Y mientras decimos esto desde el pleno convencimiento, debemos tomar conciencia de que debemos encontrar un equilibrio que garantice a su vez a los laboratorios farmacéuticos la continuidad de la investigación y la protección no abusiva de sus patentes y el acceso universal al tratamiento prescrito en la atención sanitaria.

Sin medicamentos asequibles, no curamos. Si no curamos, fracasamos. Pero sin un retorno económico a los laboratorios, no hay medicamentos nuevos, y sin medicamentos nuevos, no hay medicamentos asequibles. Tenemos que romper este círculo vicioso sin romper el frágil equilibrio en el contenido. Todo ello nos debe hacer preguntarnos qué sociedad queremos legar: preguntarnos, respondernos y trabajar para hacer realidad nuestras propuestas.

  Elisabetta Gardini (PPE). - Signor Presidente, onorevoli colleghi, in Europa siamo testimoni di un paradosso senza precedenti. Per decenni abbiamo chiesto alla ricerca di fornirci gli strumenti per combattere il cancro. Oggi siamo in grado di sconfiggere molti tumori e possiamo cronicizzare diversi tipi di cancro, ma troppi pazienti in tutta Europa non hanno accesso ai nuovi farmaci che garantiscono tali risultati.

L'approccio alla definizione dei prezzi dei farmaci e al rimborso è troppo frammentato. Ogni Stato membro, infatti, deve negoziare un prezzo con le case farmaceutiche e decidere se e come rimborsare il nuovo farmaco, e questo porta differenze inaccettabili per i pazienti europei. Pensiamo che spesso passano fino a dieci anni, se non di più, prima che un farmaco autorizzato dall'EMA sia messo a disposizione e in più il prezzo dei nuovi farmaci varia moltissimo tra un paese e l'altro e non sempre in relazione al costo della vita. Questo non va. La situazione non va, va cambiata. Il prezzo di una nuova medicina deve essere basato su una valutazione equilibrata tra i reali costi di produzione e sviluppo del farmaco e l'impatto sulla salute del paziente e la società. L'EMA deve essere messa in grado di includere un'analisi dei costi-benefici e per questo la Commissione deve includere il lavoro dell'Agenzia di Health technology assessment. Io credo, per tutto quello che ho detto, che si debba andare ben oltre la proposta presentata dalla Commissione. Diciamo che è un buon inizio.

  Daniel Buda (PPE). - Domnule Președinte, dreptul la sănătate constituie un element fundamental al dreptului la viață prevăzut de articolul 3 din Declarația universală a drepturilor omului. Uniunea Europeană și instituțiile responsabile trebuie să fie preocupate permanent ca acest drept să nu rămână un simplu enunț într-un act normativ, ci, dimpotrivă, să constituie o realitate a zilelor noastre. Dreptul la sănătate înseamnă și accesul la medicamente. Discrepanțele majore existente între diversele state sunt absolut inacceptabile. Cetățeni ai Uniunii Europene aflați în diferite state sunt condamnați la moarte de ceea ce înseamnă un preț prea ridicat și inaccesibil al medicamentelor, fapt inacceptabil și inuman. Industria farmaceutică trebuie să înțeleagă că are nevoie de un parteneriat cu cetățeanul european, fără de care, de altfel, nu ar putea exista. Statele membre trebuie să aibă în vedere crearea unui cadru înăuntrul căruia toți cetățenii care plătesc asigurări medicale, dar nu numai, să aibă acces la servicii medicale de calitate, rapide și eficiente. Parlamentul European, Consiliul și Comisia trebuie să fie preocupate în permanență ca legislațiile din statele membre să fie în concordanță cu directivele europene și să prevadă sancțiuni clare în ipoteza încălcării acestora ca o garanție în plus a dreptului la viață și la sănătate. Fără măsuri ferme, care să implice un parteneriat cu industria farmaceutică și cu toți actorii importanți în domeniu vom avea mai departe cetățeni europeni care vor muri cu zile din cauza unui imobilism al instituțiilor.

  Νότης Μαριάς (ECR). - Κύριε Πρόεδρε, τα θέματα που απασχολούν τους φτωχοποιημένους από τη λιτότητα πολίτες του ευρωπαϊκού Νότου σε σχέση με την πρόσβαση στα φάρμακα επικεντρώνονται στις υψηλές τιμές και στην απόφαση της Ευρωπαϊκής Επιτροπής να μετατρέψει το φάρμακο από δημόσιο αγαθό σε εμπόρευμα.

Στην Ελλάδα, λόγω του μνημονίου, χιλιάδες Έλληνες δυσκολεύονται πλέον να προμηθευτούν φάρμακα. Αυτό ισχύει για τους καρκινοπαθείς και άλλους βαθιά πάσχοντες ασθενείς. Γι’ αυτό πλέον δημιουργήθηκαν δεκάδες κοινωνικά φαρμακεία, που προσφέρουν δωρεάν φάρμακα στους ανέργους.

Ταυτόχρονα η βίαιη δημοσιονομική προσαρμογή που επέβαλαν η Τρόικα και το μνημόνιο μείωσαν δραστικά τους προϋπολογισμούς των νοσοκομείων, στα οποία πλέον παρατηρούνται τεράστιες ελλείψεις βασικών φαρμάκων, με αποτέλεσμα να κινδυνεύουν οι ασθενείς.

Επομένως, με ευθύνη και της Επιτροπής, που είναι μέλος της Tρόικας, χιλιάδες έλληνες πολίτες δεν έχουν πρόσβαση στα φάρμακα. Συγχαρητήρια, κύριοι της Επιτροπής!

  Giulia Moi (EFDD). - Signor Presidente, onorevoli colleghi, se è vero che fra i principali cardini dell'Unione europea c'è anche quello di garantire la protezione della salute pubblica, forse fino a oggi a quest'Europa è sfuggito qualcosa.

Mi riferisco allo strapotere delle case farmaceutiche e al monopolio col quale gestiscono, ad esempio, il commercio dei farmaci salvavita, con costi insostenibili per i malati ed enormi profitti per le multinazionali e spesso per i politici corrotti. Per come è stato gestito fino ad oggi, questo sistema sembra abbia garantito soltanto gli interessi di pochi e del loro conto in banca, a discapito dei poveri cittadini che non riescono ad accedere neanche ai farmaci generici. Questo sistema ha mortificato l'impegno di migliaia di ricercatori, spesso mal pagati, che hanno sacrificato la loro vita ad un sogno: che i loro farmaci, quelli da loro scoperti, fossero accessibili a tutti. C'è bisogno di più giustizia sociale in quest'Europa.

  Marek Jurek (ECR). - Panie Przewodniczący! Ochrona zdrowia jest oczywistym wymogiem dobra wspólnego. O to musi się troszczyć każdy rząd, każda instytucja publiczna, ale w warunkach dzisiejszego kryzysu kultury europejskiej czasami bywa wykorzystywana jako pretekst do działań, które z ochroną życia czy zdrowia nie mają nic wspólnego. Tak się dzieje np. w przypadku promocji preparatów, które mają działanie aborcyjne w najwcześniejszym, zarodkowym okresie życia, kiedy uniemożliwiają zagnieżdżenie się zarodka w macicy matki. Miesiąc temu Komisja Europejska wydała decyzję zwalniającą z wymogu recept preparat EllaOne, który może mieć, chociaż wtórnie, właśnie takie działanie. Czekamy na odpowiedź Komisji na interpelację, dlaczego doszło do takiej eskalacji działań lekceważących życie w jego najbardziej wrażliwym, najbardziej delikatnym okresie, a przede wszystkim apelujemy do Komisji o szacunek dla życia najsłabszych, dla tej mniejszości najsłabszej dlatego, że zupełnie milczącej.

  Christos Stylianides, Member of the Commission. - Mr President, I very much appreciate the views expressed here tonight, which I can assure you will be conveyed to the relevant colleagues within the Commission. I can also assure you that the Commission will continue to work hard in support of Member States to improve patient access to medicines across the European Union. As I already explained in my earlier speech, a great deal of preparatory work has already been delivered since the Commission declaration was made here in Strasbourg in September last year.

On Tuesday next week, the working party on public health at senior level will convene in Brussels. That is very important. The Latvian Presidency of the Council has already proposed a discussion document for the Member States, which will serve as the basis for future work, for which I would like to thank it very much. The Commission will, naturally, continue to actively support these and other discussions. This is the situation. Of course, all of us already recognise the difficulties, but let me close by thanking Parliament once again for its interest and its activities in support of our common objective in this important area of access to medicines for patients.

  Zanda Kalniņa-Lukaševica, President-in-Office of the Council. - Mr President, I would like to thank the Members of the European Parliament for their views and suggestions for the future work to be conducted by the Council and the Member States, and I also thank you, Commissioner, for mentioning the Presidency document.

A number of you have raised the issue of pricing and reimbursement of medicinal products. There is a widespread view that more transparency on pricing decisions by Member States for reimbursement proposals, as well as the pricing of medicinal products by the industry, would contribute to lowering prices. While pricing for proposals of reimbursement is an exclusive competence of the Member States, the only way forward is a voluntary exchange of information on Member States’ pricing and reimbursement models, and involvement of the industry.

This was one of the objectives of the Council conclusions on innovation for the benefit of patients, adopted on 1 December 2014. Such information-sharing between the Member States’ competent authorities could take place in the network of competent authorities on pricing and reimbursement established in 2008.

I can assure you that the Presidency will inform the Council about the views expressed during this debate in order to feed them into the ongoing debate in the Council and in other relevant fora on the issue of access to medicines.

El acceso a los medicamentos se debate en el pleno a iniciativa de nuestra delegación ante la demanda social por el tratamiento de la hepatitis C, aunque ya se venía trabajando en él, al tratarse de un problema de primer orden tanto para la sostenibilidad de los sistemas sanitarios como para garantizar la equidad; en definitiva, consideramos que atenta contra el derecho fundamental a la salud. Proponemos acciones en varios frentes, siendo uno de los más importantes la transparencia en la fijación de los precios. Se deben hacer públicos los precios de los medicamentos en los Veintiocho y debe conocerse la totalidad de los resultados de los ensayos clínicos para determinar su verdadero valor añadido, así como el porcentaje que representan los costes de la investigación en el precio de los medicamentos. Para ello se precisa una agencia europea de evaluación de nuevas tecnologías o, al menos, otorgar nuevas competencias a la AEM. Otras medidas serían las compras coordinadas y las subastas, con las que ya hay experiencia en España (Andalucía). No obstante, este trabajo no puede eximir a los Estados miembros de la obligación de garantizar el acceso a los nuevos medicamentos, más allá de promover medidas que velen por la sostenibilidad de los sistemas de salud.

Крайно наложително е, що се отнася до пазара на медицински продукти, в частност на лекарства, да бъде обърнато внимание на факта, че няма ясни и работещии гаранции за достъп на потребителите/пациентите до медицинските изделия. Коментираме въпроса за достъпа до иновативни медикаменти, което е проблем в някои държави членки. Бих желал да подчертая, че в България има проблем не просто с достъпа до иновативни лекарства, а въобще с достъпа до лекарства и медицински препарати. В Европа съществуват структури и неформалния отношения, които изкривяват пазара за сметка на потребителите, резултат от което е, че някои от фармацевтичните компании реализират колосални печалби за сметка на гражданите. Не може в България едно просто лекарство за грип и настинка, произведено в България, да се продава 2 пъти по-скъпо, отколкото същото се продава в Сърбия, Турция или Гърция. В Европа съществува лекарствена мафия, която благоденства за сметка на хората и за сметка на високите публични разходи, които се правят за покупката на лекарства. Наше задължение е да реагираме и да сложим край на този процес, защото е несправедлив. Недопустимо е по този начин да се прави бизнес на гърба на гражданите. Убеден съм, че лекарствени картели и монополи има, въпросът е защо още ги търпим?!

El acceso a los medicamentos es un problema de primer orden que atenta contra la sostenibilidad de los sistemas sanitarios y el derecho fundamental a la salud. El alto coste de los nuevos fármacos para el tratamiento de la hepatitis C —que consiguen curar a la gran mayoría de los enfermos tratados sin efectos secundarios importantes— hace inviable la adquisición individual de los fármacos por la mayoría de las personas que los necesitan, poniendo en evidencia la urgencia de elaborar iniciativas a nivel europeo y nacional para remediarlo. Los socialistas españoles, impulsores de este debate, proponemos acciones en varios frentes, en particular en relación con la transparencia en la fijación de los precios. Por ello, exigimos que se informe sobre los precios de los medicamentos en los Estados miembros, sobre el coste y los resultados de los ensayos clínicos para determinar su verdadero valor añadido, así como sobre el porcentaje que representan los costes de la investigación en el precio. No obstante, este trabajo no puede eximir a los Estados miembros de la obligación de garantizar el acceso a los nuevos medicamentos, más allá de promover medidas que velen por la sostenibilidad de los sistemas de salud.

  Tibor Szanyi (S&D), írásban. A gyógyszerekhez való hozzáférésről szóló európai tanácsi és európai bizottsági nyilatkozattal kapcsolatban fontosnak tartom felhívni a figyelmet, hogy mindenkit megillet a biztonságos gyógyszerhez való hozzáférés joga. Véleményem szerint ez jelenleg is igen nagy probléma számos EU tagállamban, melyekre szeretném felhívni a Bizottság és a Tanács figyelmét. A gyógyszerekhez való hozzáféréssel kapcsolatban három faktort mindenképpen vizsgálni kell: megfizethetőség, hozzáférhetőség és végül az innováció. Az egészségügyi kiadásokat a legtöbb esetben állami finanszírozás fedezi, melyet magánfinanszírozás egészít ki. Az EU-ban átlagosan 76%-kal növekedtek a gyógyszerre fordított állami kiadások 2000 és 2009 között, amely a gazdasági válságot kezelni kívánó megszorító intézkedések miatt most jócskán lecsökkent. E kiadások szükséges mértékét természetesen vizsgálni érdemes. A hozzáférhetőség tagállamonként változó, de látható, hogy egyre több gyógyszer kerül ki az állami támogatások alól, csoportokat zárnak ki a biztosítottak sorából vagy épp gyógyszer hiány alakult ki. Magyarországon ezek a problémák úgy is megnyilvánulnak, hogy idős emberek koldulnak az utcán receptjeikkel a kezükben, hogy megkapják a szükséges gyógyszereiket. Zárásként meg szeretném jegyezni, hogy véleményem szerint a jelenlegi gyógyszeripari innovációs modell nem fenntartható. A gyógyszeripari vállalatok az EU-ban forgalmuk 23%-át költik marketingre, és csupán 17%-ot kutatás-fejlesztésre. Javaslom, hogy ezeket a pontokat is vegye figyelembe az Európai Bizottság!

Europe is confronted with an increasing problem of shortages and unaffordability of medicines; it is not possible anymore to have the same reaction from the Commission indicating the areas of competence of the Member States. It is clear that both unaffordability and shortage impact directly on the outcome of patients’ treatment, endangering the status of public health in the Union.

The Commission needs to act and find the right balance between the protection of medical research and access to medicines. The prices required for some life-saving drugs are absolutely astronomical and the population cannot make use of the discovery if it is out of their reach. The Commission has to come out with immediate proposals to improve safe, affordable and timely access and availability of medicines for patients in the Union.
