  Brian Hayes (PPE). Mr President, thank you for the opportunity of explaining my support for the Semester. I think it is crucially important if we are to really deal with the problems of poverty and inequality in Europe that we create a pro-jobs, enterprising Europe where countries are encouraged to create jobs and where the right environment is there. That is the best way to tackle poverty. The case in Ireland recently where in excess of 90 000 net new jobs have been created over a three-year period is an example of how the restructuring of our economy has helped to create more jobs, reducing unemployment from 15% to 10%. This year alone in Ireland in excess of 40 000 net new jobs will be created. So here is an example of a country that can restructure itself based on the recommendations that were there within the Semester and create real job opportunities for people.

Finally, can I say this. Another reason why I voted in favour of the Semester is that we need the same set of rules for every country within the eurozone and for every country within the European Union. We cannot have one rule for big countries and another rule for small countries. That is why it is important that we stick to these rules...

  Neena Gill (S&D). Mr President, I too supported this report because it makes a strong call for the European Union to shift its policies towards growth-led policies which focus on creation of quality jobs. It also highlights a number of key points such as the need to have refocusing of policies to achieve the 2020 targets, the fight against inequality, the need to move away from jobless growth, combating youth unemployment, giving SMEs adequate tools to operate voluntary mobility, and shifting taxation from labour to capital.

This report mentions introduction of a minimum income scheme throughout the EU and stresses that the employment and social considerations in the European Semester should be put on a par with macroeconomic ones. I believe that the employment and social aspects of the European Semester and Annual Growth Survey are fundamental in order to put Europe back on its track.

  Bronis Ropė (Verts/ALE). Pritariu pranešimui, nes pirmiausia jame pabrėžiama žaliosios ekonomikos nauda ir ekologinės pertvarkos būtinybė, nes būtent žaliosios ekonomikos plėtra gali padėti mums efektyviau naudoti išteklius ir užtikrinti tvarią plėtrą bei iki 2020 m. sukurti 5 mln. darbo vietų. Antra, pranešime raginama mažinti minimalaus darbo užmokesčio skirtumus skirtingose šalyse bei surengti konferenciją Europos minimalaus darbo užmokesčio sistemos klausimais. Minimalaus atlyginimo suvienodinimas leistų padėti spręsti konkurencijos, emigracijos problemas. Trečia, tekstas ragina valstybes nares užtikrinti, kad asmenys, kurie dirba savarankiškai, galėtų naudotis pagrindinėmis teisėmis ir pakankama socialine apsauga. Šios nuostatos įgyvendinimas padėtų žmonėms derinti darbą ir šeimos gyvenimą, leistų į darbo rinką įsilieti tėvystės ar motinystės atostogose esantiems žmonėms ir neprarasti kvalifikacijos.

  Morten Messerschmidt (ECR). Hr. formand! Det lyder jo vældigt godt, at man vil skabe beskæftigelse og inkludere sociale aspekter i sin politik. Men helt grundlæggende indeholder denne betænkning en stribe områder, hvor medlemslandene skal overdrage ny suverænitet, bl.a. – og vil jeg sige, mest alvorligt – hvad angår lønpolitikken. Det er direkte formuleret. Man skal have det, der kaldes European Framework for mindstelønninger. Det tror jeg ikke, der er ret mange, der ønsker. F.eks. i Danmark har vi en model, hvor det er arbejdsmarkedets parter og arbejdstager og arbejdsgiver, som forhandler løn. Det er ikke noget, vi har brug for lovgivning om, og da slet ikke lovgivning fra EU. Må jeg ikke godt bede om, at institutionerne her holder fingrene langt, langt væk på dette område! Derfor stemte jeg nej til denne betænkning.
