  Marianne Thyssen, Member of the Commission. Mr President, people with disabilities must be enabled to participate fully and equally in society and the economy. I am entirely committed to achieving this objective.

The Commission’s work programme for 2015 stands as testimony to our pledge to put equal opportunities for people with disabilities at the heart of the Union’s policies and legislation, in full observance of the United Nations Convention on the Rights of Persons with Disabilities. This Commission has a clear agenda for creating jobs and growth for all, promoting fairness and creating a society where discrimination has no place and where no one is left behind.

European law offers protection against discrimination in employment on the grounds of disability, age, sexual orientation and religious belief. The Commission is keeping a careful eye on national developments, including in any new legislation or national case law. I am prepared to use all means at my disposal to ensure correct application of the law in all Member States. Moreover, the Commission hopes the Council will soon adopt our proposal for a horizontal Equal Treatment Directive, a proposal put forward in 2008, which extends this protection beyond the field of employment. Its adoption is a priority for the Commission and we will seek to convince national governments to give up their current resistance in the Council.

Europe still has a long way to go to achieve equal opportunities for persons with disabilities. Significant gaps persist, notably in employment and education. It is simply not acceptable that the employment rate for workers with a disability is 24% lower than that for others. Of course we should do more together – not only the Parliament, the Council and the Commission, but also the social partners and other stakeholders – to fight discrimination and make the labour market more open to the most vulnerable people in society. We must offer them appropriate ongoing support to remain economically active.

The European Social Fund invests in measures to promote equal opportunities and to combat discrimination. European law underpins this and requires employers to adapt workplaces and working arrangements to ensure they facilitate inclusion and diversity. Improving access to employment on the open labour market is certainly one way to enable full and equal participation, but empowering people with disabilities to enjoy their rights fully also means that persons with disabilities should not live in institutions.

The current regulatory framework for structural and investment funds has been reinforced, as you know, in order to promote the shift from institutional to community-based care. Member States are asked to demonstrate the existence of the administrative capacity for the implementation of the United Nations Convention on the Rights of Persons with Disabilities, and a thematic ex-ante conditionality requires that national strategies for reducing poverty, aiming at active inclusion, include measures to support the shift to community-based services. Only those actions which help to establish the conditions for independent living, in line with the United Nations Convention, should be supported.

This exchange with you today is taking place at a particularly timely moment. Last summer, the European Union submitted a report to the United Nations on how we are implementing the United Nations Convention. It highlights several positive developments, such as the new requirement on Member States to prove their capacity to implement the Convention as a precondition for accessing European structural and investment funding. We are now engaged in a dialogue with the United Nations on our implementation of the Convention. In September, the United Nations will provide their assessment of the Union’s progress. The Commission will take this evaluation into account in our mid-term review of the European Disability Strategy, assessing whether it is fit for purpose and seeing what urgent issues remain to be tackled at European level.

Implementing the Convention is a shared task, shared by all European institutions. I welcome the European Parliament’s commitment and the proactive role it plays in promoting the rights of persons with disabilities. This commitment has been renewed recently by the decision to re-establish a Disability Intergroup and to create a Cross-Sectoral Task Force.

Making the United Nations Convention a reality is also a task shared between the European Union and the Member States. We must work in tandem, reinforcing and complementing each other’s efforts in a coordinated way. The Commission will continue to promote exchange and dialogue with all those concerned by the implementation of this Convention, including Member States, European institutions and organisations of persons with disabilities. This Commission believes in a European Union where no person is left behind, irrespective of his or her abilities, and where discrimination is not tolerated. You can count on my personal commitment to help build such a Europe.

  Ádám Kósa, a PPE képviselőcsoport nevében. Abban az egyedülálló történelmi helyzetben vagyunk, hogy az ENSZ az Európai Uniót vizsgálja, hogy megfelelően hajtja-e végre az ENSZ fogyatékossággal élő személyek jogairól szóló egyezményét. Az Európai Bizottság tavaly júniusban küldte meg a jelentését az ENSZ illetékes bizottságának, amelyet idén áprilisban vizsgáltak meg, és ennek alapján 45 újabb kérdést fogalmaztak meg. Ez az úgynevezett „list of issues”. Erre az Európai Bizottságnak hivatalosan kell majd választ adnia.

Határozott álláspontom, hogy az Európai Parlamentnek, mint az Európai Unió egyetlen demokratikusan megválasztott intézményének, az Európai Parlamentnek, mint az ENSZ egyezmény végrehajtását ellenőrző EU Framework egyetlen olyan tagjának, ami megfelel a párizsi előírásoknak, az Európai Parlamentnek nem lehet elmulasztani azt a lehetőséget, hogy saját maga is küldjön választ az ENSZ-bizottság számára.

Először is sürgetni szeretném azt a három tagállamot, aki még nem ratifikálta az ENSZ egyezményt, hogy mielőbb tegye ezt meg. Ezek az országok: Hollandia, Finnország és Írország. A Bizottságot pedig sürgetem, hogy mielőbb... (bocsánat, tolmácshiba...) tehát akik már ratifikálták az ENSZ-egyezményt, azokat pedig sürgetem arra, hogy minél gyorsabban hajtsák végre az ENSZ-egyezményben foglaltakat, beleértve az Európai Uniót is.

Végül pedig az Európai Bizottságot sürgetem, hogy az ENSZ-szel folytatott konstruktív párbeszédbe hivatalosan is vonja be az Európai Parlamentet, és végre alkossa meg a régóta várt európai akadálymentesítési jogszabálycsomagot.

  Vilija Blinkevičiūtė, S&D frakcijos vardu. Jungtinių Tautų konvencija dėl neįgaliųjų teisių yra pirmoji konvencija, prie kurios prisijungė Europos Sąjunga, kaip bendra organizacija. Tai rodo, kokią svarbą ES teikia neįgaliųjų teisių užtikrinimui. Todėl Komisija, kaip sutarčių sergėtoja, privalo gerbti šį ES politinį įsipareigojimą ir daryti viską, kad tokie svarbūs teisės aktai kaip Antidiskriminacinė direktyva arba Prieinamumo aktas būtų pateikti ir priimti. To laukia 80 milijonų Europos Sąjungos piliečių.

Kitas svarbus šiandienos klausimas yra Jungtinių Tautų neįgaliųjų konvencijos įgyvendinimo priežiūra. Europos Sąjunga, kaip konvencijos šalis, susiduria su vidine institucine problema. Europos Parlamentas, tiesiogiai mūsų žmonių išrinkta institucija, nėra tinkamai ir oficialiai įtraukta į ataskaitų rengimą ir konvencijos įgyvendinimo stebėseną. Taip, Komisija pagal Konvencijos 33 straipsnį yra įvardinta kaip pagrindinė institucija, paskirta atsakyti į Neįgaliųjų komiteto klausimų sąrašą. Tačiau tas pats 33 Konvencijos straipsnis nurodo, kad Parlamentas yra labai svarbi Europos Sąjungos struktūros dalis, kuriai patikėta skatinti, saugoti ir kontroliuoti Neįgaliųjų teisių apsaugos konvencijos įgyvendinimą. Žmonių tiesiogiai išrinkta institucija jokiu būdu negali būti nušalinta nuo teisės aktų įgyvendinimo stebėsenos, tai tikrai neatitinka demokratijos principų.

Visgi, savo institucinėse kovose mes negalime pamiršti dėl ko kovojame. Parlamento Peticijų komitete gaunamos peticijos, kuriomis neįgalieji praneša, kad susidūrė su diskriminacija dėl savo negalios ieškodami darbo, dirbdami savarankiškai, naudodamiesi viešosiomis ir švietimo paslaugomis, mums nuolat primena, kad to mes dar nepadarėme.

Pone Komisare, labai atsakingai Jūsų prašau, kad Europos Parlamentas būtų įtrauktas rengiant atsakymus Jungtinių Tautų komitetui dėl šios konvencijos įgyvendinimo.

  Helga Stevens, namens de ECR-Fractie. Ik wil graag de commissaris danken voor haar aanwezigheid vanavond, ook voor haar voortdurend engagement om de rechten van personen met een beperking te bevorderen. Ik ben ook dankbaar voor de vele inspanningen die de Commissie ter zake al geleverd heeft, maar er is nog veel werk aan de winkel.

Ik wil de Commissie aanmoedigen om in te zetten op de volledige uitvoering van het VN-verdrag. Het spreekt voor zich dat het Parlement bij dit proces betrokken moet worden en ook voor meer geraadpleegd moet worden. Dat is dus niet alleen bij het formuleren van de zogenaamde list of issues, maar ook wat betreft de verslaggeving, de monitoring en de uitvoering ervan. Wij vertrouwen er dan ook op dat de Commissie alle framework-leden van de EU zal uitnodigen om in augustus formeel deel te nemen aan de constructieve dialoog met het CRPD-comité te Genève. Ik wil ook graag de collega's bedanken die over de partijgrenzen heen de handen in elkaar hebben geslagen om de rechten van personen met een beperking toch hoger op de agenda te zetten.

Vorige week organiseerden wij een publieke hoorzitting met onder meer het EU-mensenrechtenagentschap en de Europese ombudsman en de boodschap was daar heel erg duidelijk. Dit VN-verdrag is een uiterst belangrijk document voor personen met een beperking. Het legt bovendien ook een wettelijke verplichting op aan de ondertekenaars, waaronder de EU. Uit de hoorzitting bleek ook dat er samenwerking moet komen tussen alle betrokken niveaus. Een coherente aanpak is dan ook de enige manier om ervoor te zorgen dat ook personen met een beperking ten volle kunnen genieten van de vrijheid van verkeer van personen, wat toch een fundamenteel recht is voor alle EU-burgers.

De invoering van bijvoorbeeld een Europese toegankelijkheidsverordening zou een grote stap vooruit kunnen betekenen. Immers, personen met een beperking in Europa ervaren nog te veel hindernissen wanneer ze gebruik willen maken van goederen of van diensten. Een eengemaakte Europese markt is voor hen nog geen feit. Personen met een beperking moeten, net zoals u en ik, kunnen deelnemen aan onze samenleving en daarom is de uitvoering van het VN-Verdrag zo cruciaal, zo belangrijk. Ik reken op u allen om de mooie woorden van het verslag om te zetten in daden.

  Marian Harkin, on behalf of the ALDE Group. Mr President, the EU has ratified the UN Convention on the Rights of Persons with Disabilities and that brings with it significant responsibilities for all EU institutions, as indeed for all the Member States that have ratified it. In this context, I would agree with my colleague Adám Kósa, and strongly ask my own country, Ireland, to ratify this Convention. Yes, I know there are legal difficulties, but we have to get on with it. People with disabilities need to be able to assert their rights today – not next year or the year after.

The resolution this evening expresses the views of Parliament, but because of time constraints I have the opportunity to mention only one or two issues. First of all, we are calling on the Commission to present an ambitious proposal for a European accessibility act, and I am pleased to hear what the Commissioner has to say about that. But we are also strongly calling on the Council to speed up its work on the Directive on the accessibility of public sector bodies’ websites for persons with disabilities, and also on the Commission to explain in full how, in both current and future legislation, we can ensure that persons with disabilities will be guaranteed equal access and equal opportunities.

Finally, I am asking for support for our amendment which urges Member States to work towards the adoption of the EU Anti-Discrimination Directive, because it seeks to protect persons with disabilities against discrimination in social protection, healthcare, rehabilitation, education and access to the supply of goods and services such as housing, transport and insurance. If we could make progress here, that would be a major step forward.

  Κωνσταντίνα Κούνεβα, εξ ονόματος της ομάδας GUE/NGL. Η Επιτροπή - ως μέλος της τρόικα - φέρει τεράστια ευθύνη για την επιδείνωση της ζωής των αναπήρων στην Ελλάδα: εισηγήθηκε περικοπές που τσάκισαν βασικά δικαιώματα των αναπήρων. Υπάρχουν πολλοί άνθρωποι που δεν έχουν πλέον πρόσβαση στο σύστημα υγείας, άλλοι αποκλείστηκαν από την αγορά εργασίας. Η ανεργία στα άτομα με αναπηρία φτάνει στην Ελλάδα ακόμα και το ενενήντα τοις εκατό και, εδώ και ένα χρόνο, ιδρύματα που φιλοξενούν παιδιά με βαριές αναπηρίες απειλούνται με κλείσιμο γιατί δεν υπάρχουν χρήματα για να πληρωθεί το προσωπικό τους.

Τι σημαίνει λοιπόν η πραγματική εφαρμογή της Σύμβασης του ΟΗΕ, πέντε χρόνια μετά την υιοθέτηση της; Σημαίνει, ανάμεσα στα άλλα, ότι η Επιτροπή, το Συμβούλιο και κάθε κράτος μέλος που εισηγείται προγράμματα λιτότητας δεν μπορεί να αγνοεί την επίπτωσή τους στους ανάπηρους πολίτες. Οι ανάπηροι δεν χρειάζονται ευχές και συμπάθεια αλλά πολιτικές που αναπληρώνουν την ελευθερία που τους στέρησε η φύση ή η κακή τύχη. Αν προσφέρουμε στους ανθρώπους με αναπηρία έστω και το ένα εκατοστό από την υποστήριξη που παρέχουν τα θεσμικά όργανα της Ευρωπαϊκής Ένωσης στις τράπεζες και τις πολιτικές, τότε θα έχουμε κάνει ένα βήμα για να βελτιωθεί η ποιότητα της ζωής τους.

Γι' αυτόν τον λόγο, χρειαζόμαστε ένα μηχανισμό που να καταγράφει τις αναπηρίες και να παρακολουθεί με ποιον τρόπο εφαρμόζεται η σύμβαση του ΟΗΕ σε κάθε χώρα διότι αν δεν βάλουμε δεσμευτικούς κανόνες συμμόρφωσης του κάθε κράτους και του κάθε ευρωπαϊκού οργάνου της Ευρωπαϊκής Ένωσης στη σύμβαση αυτή, ούτε τους ανάπηρους σεβόμαστε αλλά ούτε και τον εαυτό μας.

  Ulrike Lunacek, on behalf of the Verts/ALE Group. Mr President, as rapporteur in this House for the Equality Directive, I also very strongly support the resolution we now have on the table. I hope that the request from this Parliament for the Commission to involve us in properly answering the questions that have been put to us by the United Nations receives strong support, not just from my side but from the House as a whole.

Let me tell you, as rapporteur for the Equality Directive, which includes access to goods and services and many other things for people with disabilities, that I very much appreciate the Commission having made it a priority. We just need to move on and get it done.

We see that people with disabilities still face restrictions when it comes to their rights to cast their vote and to be elected, especially as parliamentarians, and we should take a strong interest in getting movement on that front. We see that people with disabilities do not have the same access to goods and services as, for example, people discriminated against on grounds of race. The latter can go to the courts; people with disabilities are not allowed to.

We therefore need to get the Equality Directive moving, and I very much hope that I will have strong support for the amendment we have tabled to include this request in the resolution before us. As I have already said, we have to step up inclusion policies for people with disabilities. That is why I am asking the Commission to involve Parliament in answering the questions the United Nations has put to us.

  Eleonora Evi, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, anch'io sono soddisfatta della presenza di una proposta di risoluzione comune con cui si esprime questo Parlamento, dove sono state giustamente evidenziate una serie di criticità, tra cui quella relativa all'integrazione delle persone con disabilità nel mondo del lavoro e quella relativa allo sblocco della direttiva antidiscriminazione.

Tuttavia, come membro della commissione per le petizioni, desidero dare voce ad un problema di cui poco si discute: la situazione dei family caregivers, ovvero coloro che si occupano a tempo pieno di un familiare non autosufficiente. Alcuni paesi europei hanno inquadrato giuridicamente questa figura, attribuendole quindi i giusti diritti e doveri. Vi sono purtroppo però altri paesi, tra i quali il mio, l'Italia, in cui i family caregivers sono lasciati completamente soli nelle loro attività quotidiane di cura del familiare.

Ritengo non accettabile che quello che risulta essere a tutti gli effetti un lavoro gravemente usurante non riceva le dovute tutele previdenziali, sanitarie e assicurative, soprattutto se il modello a cui vogliamo tendere è quello della cura della persona con disabilità in ambiente familiare piuttosto che in istituti di ricovero. Auspichiamo, quindi, che i paesi che ancora non hanno riconosciuto la figura del family caregiver possano rimediare al più presto, considerando l'importanza di un approccio realmente olistico al tema della disabilità.

  Marek Plura (PPE). Szanowny Panie Przewodniczący! Szanowna Pani Komisarz! Bardzo cieszę się i dziękuję, że mimo tak późnej pory ta debata ma miejsce i odbywa się w tak poważnym tonie. Jednocześnie gratuluję i dziękuję kolegom i koleżankom z intergrupy ds. niepełnosprawności, że udało się do tej debaty dzisiaj doprowadzić. Uważam, że kluczową sprawą dla wdrożenia założeń Konwencji o prawach osób niepełnosprawnych w Unii Europejskiej jest umożliwienie deklarowania orzeczenia o niepełnosprawności przez osoby, których ono dotyczy, w całej Europie w sposób równorzędny. Oczywiście nie możemy sobie dziś wyobrazić tego, aby orzecznictwo odnoszące się do niepełnosprawności było jednolite w Europie, ale już dziś dysponujemy i to od wielu lat dobrym pomysłem, który umożliwia uznanie tych orzeczeń przez kraje członkowskie. Jest nim europejska karta do spraw osób niepełnosprawnych – europejska karta niepełnosprawności. Umożliwi ona korzystanie z praw obywatelskich przez tych obywateli Unii Europejskiej, których niepełnosprawność dotyczy. Korzystając z obecności Pani Komisarz, chciałbym zapytać, czy zdaniem Komisji to rozwiązanie będzie ważnym krokiem na rzecz wprowadzenia w życie założeń Konwencji o prawach osób niepełnosprawnych i czy Komisja przewiduje jego możliwie szybkie wdrożenie w życie?

  Soledad Cabezón Ruiz (S&D). Señor Presidente, Señorías, los temas de igualdad de género y discapacidad necesitan, entre otras muchas cosas, una mayor visibilidad. Me gustaría que para próximas intervenciones y próximos debates al respecto no cerrásemos ninguna sesión del Parlamento Europeo.

Celebro, por supuesto, que se revise la Convención de las Naciones Unidas sobre los Derechos de las Personas con Discapacidad y que se haga hincapié, muy especialmente, en la necesidad de avanzar en las tasas de empleo y en la accesibilidad. Pero no menos importante es trabajar de forma transversal en todas las políticas de la Unión Europea, y para eso se hace imprescindible el desbloqueo de la directiva antidiscriminación. En ese sentido, mi Grupo ha presentado una enmienda que ha sido apoyada por todos los grupos de esta Cámara, a excepción del Grupo Popular, al que pido que mañana vote en conciencia y haga posible que traslademos ese mensaje a la Comisión para que se desbloquee definitivamente esta necesaria directiva antidiscriminación.

Por otro lado, también nos hemos hecho eco de una reivindicación que viene haciéndonos el Foro Europeo de la Discapacidad. Es una reivindicación muy llamativa y que se produce en muchos Estados miembros, y se refiere a la necesidad de eliminar aquellas restricciones que se hacen al artículo 12 de la Convención, en concreto al derecho al voto y a ser elegido, con una interpretación muy restrictiva de la capacidad legal. Por lo tanto, espero que también este Parlamento apoye mañana esa iniciativa, que se la traslademos a la Comisión para que también la haga suya, y que alcancemos esa necesaria ciudadanía plena de todas las personas con discapacidad.

Por último, quiero pedir, como aquí ya se ha hecho, una mayor participación del Parlamento Europeo en temas de discapacidad, porque eso implicaría una acción transversal en todas las políticas que se traigan a este hemiciclo y, por lo tanto, una mayor participación y sensibilidad respecto de este tema.

Ani päť rokov po pristúpení Európskej únie k dohovoru nemajú osoby so zdravotným postihnutím zabezpečený slobodný pohyb, stretávajú sa s rôznymi fyzickými a sociálnymi bariérami, ako aj s predsudkami, ktoré pretrvávajú. Tieto bariéry je dôležité odbúrať nielen preto, aby sa mohli slobodne pohybovať, študovať alebo vycestovať za prácou, ale aby tiež mohli, keď je to nevyhnutné, bezproblémovo využiť zdravotnú starostlivosť aj v inom členskom štáte. Túto šatku, ktorú mám na sebe, som dnes dostala od slovenských muskulárnych distrofikov. Vidíte, ako aj ľudia, ktorí majú zdravotné postihnutie, dokážu robiť skvelé veci. Nenechajme týchto ľudí na okraji spoločnosti. Nikto z nás si nevybral, či sa narodí zdravý alebo so zdravotným postihnutím, či počas života nepríde o zrak, o sluch, alebo nezostane na vozíku. Preto je dôležité, aby sme nebúrali bariéry len na papieri, ale aj v skutočnosti.

  Martina Anderson (GUE/NGL). Mr President, people with disabilities campaigned for this convention, so they need to be included in monitoring and implementation.

This resolution calls for the Commission formally to consult all relevant bodies, including Parliament, in its response to the Convention Committee. Now, more than ever, this inclusive approach is vital. The economic crisis and cuts to services have caused deterioration in the rights and independence of people with disabilities. Organisations caring for people with a learning disability, such as Destined, in Derry, are carrying out hugely valuable work in difficult circumstances. In Carlow and Kilkenny only 27% of people with a disability are at work, and people with disabilities are much more likely to live in poverty.

The situation is worsening due to Irish enforced austerity and British Tory cuts. Proper implementation of this convention can bring about a dramatic improvement in the lives of millions, and that is why we need to get this process right.

  Sofia Ribeiro (PPE). Senhor Presidente, Senhora Comissária, a integração de pessoas com deficiência no mercado de trabalho constitui um dos maiores desafios que se colocam às políticas sociais e laborais, num contexto em que a taxa de empregabilidade destas pessoas é 20% inferior à das restantes.

Para além de termos a obrigação ética e social de garantir a aplicação da Convenção da ONU, com o intuito de remover as discriminações e barreiras que obstam ao exercício dos seus direitos em igualdade de circunstâncias com os demais, temos de desenvolver mecanismos diferenciados nas mais diversas áreas. É por isso que insto a Comissão Europeia a realizar uma adaptação em todos os seus regulamentos, plataformas e instrumentos que permita consagrar a equidade no tratamento destas pessoas. Deve ser dada uma atenção especial à educação, sendo urgente desenvolver em todos os Estados—Membros programas de intervenção precoce e dotá-los de meios humanos, materiais e financeiros dignos, que possam levar a um efetivo desenvolvimento de competências e à minimização das limitações existentes, garantindo a todas as crianças com deficiência uma educação inclusiva, antes ainda do ensino pré-escolar, assente num currículo adequado às suas capacidades de aprendizagem.

Mas, numa altura em que temos o maior programa de investigação e inovação, é importante que se verifique um reforço na divulgação das suas oportunidades e que se aposte nas áreas da ciência e tecnologia aplicadas à deficiência. Os portadores de deficiência europeus não podem continuar a ter de recorrer a centros de excelência externos à União Europeia. A mera diferenciação de condições é hoje insuficiente. O nosso objetivo tem que ser, essencialmente, o de garantirmos a este grupo de pessoas o pleno usufruto dos direitos humanos numa sociedade inclusiva, bem como a proteção e a assistência necessárias quer aos próprios, quer às suas famílias, com vista a um pleno e equitativo exercício dos direitos das pessoas com deficiência.

  Jutta Steinruck (S&D). Herr Präsident! Wenn wir über Menschen mit Behinderungen sprechen, dann sprechen wir über Menschen mit unterschiedlichen Begabungen und Bedürfnissen. Zu lange hat man nur auf ihre Defizite geschaut und sie nicht wirklich in politische Überlegungen und Entscheidungen einbezogen. Und wir sind tatsächlich von echter Inklusion noch weit entfernt. Fest steht: Die Armutsquote von Menschen mit Behinderungen ist weit über dem Durchschnitt, nur jeder Zweite geht einer Beschäftigung nach, und nur jeder dritte junge Mensch mit Behinderung geht in die Schule.

Vor gut einem Monat haben wir in Brüssel über die Einführung von Beschäftigungsquoten diskutiert. Es ist kein Geheimnis: Ein selbstbestimmtes Leben und gesellschaftliche Teilhabe lassen sich vor allem über die Integration in den Arbeitsmarkt ermöglichen. In Deutschland beschäftigen mehr als 111 000 Unternehmen behinderte Menschen, und das ist ein erster Erfolg. Diese Unternehmen haben verstanden, dass hier beide Seiten profitieren können. So setzt man im Softwarebereich z. B. sehr erfolgreich Menschen ein, die autistisch sind, denn ihre analytischen Begabungen werden hier gebraucht und gefördert.

Die Mitgliedstaaten müssen viel mehr in die Pflicht genommen werden, Inklusion in allen gesellschaftlichen Bereichen voranzutreiben. Ich bitte die Kommission, und ich erwarte von ihr, dass sie endlich einen verbindlichen Vorschlag vorlegt, wie Menschen mit Behinderungen und Beeinträchtigungen durch gute Regelungen in allen sie betreffenden Gesetzgebungsverfahren mit einbezogen werden, damit sie wirklich mitten im Leben ankommen.

  Dieter-Lebrecht Koch (PPE). Herr Präsident! Es ist nun über vier Jahre her, dass die Europäische Union das Übereinkommen der Vereinten Nationen über die Rechte von Menschen mit Behinderungen ratifiziert hat. Mit der Ratifizierung ist die Europäische Union eine eigenständige Vertragspartei des ersten jemals geschlossenen völkerrechtlichen Vertrags, der die Menschenrechte zum Gegenstand hat, geworden.

Es soll gewährleisten, dass Menschen mit Behinderung bei der Ausübung ihrer Rechte gleich behandelt werden und nicht länger als Kranke, sondern vielmehr als gleichberechtigte Menschen. Dafür ist es dringend notwendig, dass zu dem Bewusstsein für die Notwendigkeit zum Handeln auch geeignete Strukturen geschaffen und noch immer bestehende Barrieren abgebaut werden. In unserer Gesellschaft muss Platz sein für alle Menschen, und ganz besonders auch für die 80 Millionen Menschen, die in der EU mit einer Behinderung leben. Es muss sichergestellt sein, dass sie wie all die anderen Menschen auch Zugang zu und das Recht auf allgemeine und berufliche Bildung, angemessene Gesundheitsversorgung, Beschäftigung, sozialen Schutz, Gleichstellung und Teilhabe und Zugang zu Bauwerken, Verkehrsmitteln und Informationen haben sowie das Recht darauf, ein selbstbestimmtes Leben in der Gesellschaft zu führen.

Die jetzige Überprüfung der EU-Strategie durch die UNO ist ein wichtiger Moment, der uns auch gestattet, die derzeitigen Regelungen, Maßnahmen und Verfahren bekanntzumachen, zu bewerten und zu überarbeiten. Die ersten Schritte sind gemacht. Lassen Sie uns gemeinsam auch die nächsten Schritte gehen!

  Soraya Post (S&D). Herr talman! Det är en milstolpe i arbetet för de mänskliga rättigheterna att EU har anslutit sig till denna konvention om rättigheter för personer med funktionsnedsättning.

Det är också väldigt viktigt att parlamentet tar en aktiv del i översynen av konventionens implementering. Därför är också den resolution som vi ska rösta om i morgon av väldigt stor betydelse.

EU har så klart väldigt mycket kvar att göra för att se till att personer med funktionsnedsättning kan leva ett liv på samma villkor som andra människor inom EU. Att rådet inte har lyckats ta fram en ståndpunkt om det diskrimineringsdirektiv som kommissionen lade fram 2008 undanhåller i praktiken ett skydd mot diskriminering av människor med funktionsnedsättning och andra personer i utsatta situationer.

Jag vill framhålla två saker när det gäller genomförandet av konventionen i EU. Det första är att vi måste se personer med funktionsnedsättning som individer med olika bakgrund, kultur, kön, trosuppfattning och etnisk tillhörighet. Därför är det oerhört viktigt att vi är uppmärksamma på att personer med funktionsnedsättning också kan utsättas för andra former av diskriminering.

Vi måste också se att människor med funktionsnedsättning har olika behov för att kunna leva ett aktivt och oberoende liv i vårt samhälle. Det är inte rimligt att en funktionsnedsättning ska begränsa en människa i sådant som andra tar för självklart, t.ex. var man väljer att bo, vilken utbildning man vill ha, var man vill arbeta, vad man vill göra på fritiden, vilka varor och tjänster man vill nyttja. Här kan EU spela en viktig roll genom att ta fram riktlinjer. Utgångspunkten måste dock alltid vara att hindret finns i omgivningen och inte hos människan.

  Jiří Pospíšil (PPE). Vážená paní komisařko, já jsem se zájmem vyslechl vaše vystoupení a velmi kvituji, že téma zdravotně postižených je důležitým tématem. Řekl bych téměř klíčovým tématem vaší agenty a také agendy Evropské komise.

Dovolte mi několik poznámek k debatě, která už zde probíhala. Nejprve bych se chtěl připojit k těm kolegům, kteří zde říkají, že je velmi smutné, že stále tři členské státy Evropské unie tuto úmluvu neratifikovaly. Chci vás tedy vyzvat, je-li možné na diplomatickém poli ze strany Komise učinit něco pro to, aby se tyto tři státy připojily k mezinárodní úmluvě, abyste tak prosím učinila.

Druhou věcí, kterou chci zdůraznit a která se mně líbila ve vašem vystoupení, je to, že téma plného začlenění zdravotně postižených osob není pouze o jejich zaměstnání a vzdělávání, byť jsou to zcela klíčové agendy a v této věci je třeba učinit velký kus práce, ale patří tam i jiné věci, jako například úvaha o návrhu směrnice o přístupnosti internetových stránek veřejných subjektů. Toto velmi kvituji. Kdysi jsem býval členem české vlády, měl jsem na starosti přístup občanů k veřejné správě, k justitici a vím, jak je pro zdravotně postižené velmi obtížné komunikovat s úřady, komunikovat s justicí. Kdyby se podařilo, aby alespoň v oblasti informací měli k tomuto přístup a měli přístup k informacím veřejných subjektů poskytovaných v alternativních formátech, pak se domnívám, že by to byl velký kus práce. Takže podporuji a děkuji.

Az egyezmény ratifikálása egy minőségi előrelépés volt az uniós érdekérvényesítésben, viszont a továbbiakban egy erőteljesebb fellépésre van szükség a fogyatékkal élő személyek jogainak a megvédésére. Mit tehetünk? Tagállamokat figyelmeztetjük, emlékeztetjük arra, hogy a fogyatékosságot az emberi jogok fényében kell vizsgálni. Másodszor: a fogyatékosokra úgy kell tekinteni, mint a társadalom hasznos, önrendelkező és a többiekkel egyenrangú állampolgárokra. Harmadszor pedig: az eddigi intézkedések hatékonyságát nem csak a hatóságoknak kell felülvizsgálnia, hanem be kell vonni a civil társadalmat, mindazokat, akik harcolnak a fogyatékkal élők jogaiért.

Az EU-nak továbbra is hangsúlyoznia kell a fogyatékkal élő személyek inkluzív oktatását az elszegényedés kockázatának megelőzése érdekében, valamint a társadalmi szerepvállalás bátorítását. És természetesen további emberi jogi egyezményekhez való csatlakozás is szükséges. Így mindenki egyenjogú állampolgárként élhet az Európai Unióban.

  Michela Giuffrida (S&D). Signor Presidente, onorevoli colleghi, la Convenzione delle Nazioni Unite sui diritti delle persone con disabilità ha segnato un punto di partenza, è stata uno spartiacque per l'approccio della politica e delle istituzioni ai problemi dei disabili. Influenzando i processi decisionali e ponendo la questione della disabilità al centro dell'agenda politica nazionale ed europea ha dato il via ad una sorta di effetto domino. Gli Stati membri e le istituzioni dell'UE hanno modificato sensibilmente le loro politiche e attuato delle riforme, per cui i diritti dei disabili sono inclusi ormai in ogni settore. Giustamente non si parla più di trasporti, turismo, occupazione, istruzione, infrastrutture e partecipazione alla vita pubblica senza dedicare misure specifiche all'accessibilità per i disabili.

Però resta ancora molto da fare. Permangono ancora delle differenze sostanziali di trattamento tra Stati membri e bisognerebbe iniziare creando degli standard minimi a cui tutti gli Stati dovrebbero iniziare ad adeguarsi. Per esempio in Europa i disabili sono 80 milioni ed è giusto che abbiano tutti lo stesso trattamento, le stesse opportunità e gli stessi diritti, ovunque.

  Κώστας Χρυσόγονος ( GUE/NGL). Στην Ευρωπαϊκή Ένωση η απόσταση λόγων και πράξεων είναι χαώδης. Ακούσαμε σήμερα μεγάλα λόγια από την Επιτροπή για την πρόθεσή της να προωθήσει την προστασία ατόμων με αναπηρίες. Στην πραγματικότητα, οι πολιτικές λιτότητας που υπηρετεί η Επιτροπή και επιβάλλει με θρησκευτικό φανατισμό, ιδίως στις μνημονιακές χώρες, πλήττουν βάναυσα τα ΑμεΑ.

Ενδεικτικά στην Ελλάδα, τα ΑμεΑ βίωσαν δραστικές περικοπές μισθών και συντάξεων, δυσβάστακτες αυξήσεις φόρων και δραματική υποβάθμιση των δημόσιων υπηρεσιών υγείας και πρόνοιας. Πολλές δεκάδες χιλιάδες άτομα υφίστανται πολύμηνες καθυστερήσεις εξέτασης στα Κέντρα πιστοποίησης αναπηρίας, που προκαλούν πρόβλημα επιβίωσης σε όσους ζουν αποκλειστικά με προνοιακές παροχές.

Από τον πίνακα μη αναστρέψιμων παθήσεων λείπουν ανίατες ασθένειες, όπως διαβήτης, αιμορροφιλία, οροθετική.

Ο νέος κανονισμός εκτίμησης βαθμού αναπηρίας μειώνει προνοιακά βοηθήματα στο μισό. Το ανώτατο όριο συνταγογράφησης επιβαρύνει τους χρονίως πάσχοντες με δυσβάσταχτες ίδιες δαπάνες. Οι καρκινοπαθείς επωμίζονται τεράστιο κόστος συμμετοχής σε φάρμακα και εξετάσεις, ενώ η κατάστασή τους επιδεινώνεται από εξοντωτικές λίστες αναμονής για θεραπεία.

Σας ενδιαφέρει μόνο το χρήμα και όχι οι άνθρωποι.

Κύριε Πρόεδρε, η ανθρώπινη αξιοπρέπεια πρέπει να είναι σεβαστή και να προστατεύεται σύμφωνα με το άρθρο 26 του Χάρτη των Θεμελιωδών Δικαιωμάτων και, σύμφωνα με το άρθρο αυτό, η Ένωση και τα κράτη μέλη της οφείλουν να σέβονται τα δικαιώματα των ανθρώπων με αναπηρία και πρέπει να λαμβάνουν μέτρα που θα διασφαλίζουν τη συμμετοχή των ατόμων αυτών στην αγορά εργασίας και στην κοινωνική ζωή.

Στην Ευρώπη, 80 εκατομμύρια άνθρωποι αντιμετωπίζουν κάποιας μορφής αναπηρία, ενώ στην Ελλάδα, τα άτομα με αναπηρία ανέρχονται στο 10% του πληθυσμού. Τα άτομα με αναπηρία βρέθηκαν στο στόχαστρο της τρόικας που μείωσε τις αναπηρικές συντάξεις.

Έτσι, τα μνημόνια και η λιτότητα οδηγούν τα άτομα με αναπηρία στον κοινωνικό αποκλεισμό και, ταυτόχρονα, η έλλειψη προσωπικού στα ιδρύματα περίθαλψης αναπήρων εντείνουν την ήδη δύσκολη κοινωνική τους κατάσταση. Ελπίζω η νέα ελληνική κυβέρνηση άμεσα να αποκαταστήσει αυτές τις αδικίες τις οποίες επέβαλε η τρόικα.

Πρέπει λοιπόν επιτέλους, να σταματήσει η λιτότητα στην Ευρώπη και η βίαιη δημοσιονομική προσαρμογή γιατί βλάπτουν σοβαρά τις ευάλωτες κοινωνικές ομάδες και κυρίως τους αναπήρους.

Senhor Presidente, a transparência da prestação de contas, também derivada das obrigações da assinatura da Convenção sobre os Direitos das Pessoas com Deficiência, no funcionamento das próprias instituições europeias, é de facto imprescindível. E é necessário que, ao contrário do que existe hoje, essa informação seja acessível para todos e clara. Mas não basta! Ser coerente com esta Convenção seria, por exemplo, não incentivar e apoiar cortes nos sistemas públicos de educação que afetam as pessoas com deficiência. No meu país, Portugal, no quadro da política da troica e da pós—troica, que são uma e a mesma coisa, foram brutalmente diminuídos os números de professores de educação especial e em muitas escolas não existe um único professor.

Existem alunos que por falta de apoios na escola são aconselhados a ficar em casa, encontrando-se os pais completamente desesperados e sem nenhuma solução. São crianças e jovens a quem foi retirado o direito à educação. Será que isto tem alguma coisa a ver com a Convenção que aqui tanto, ao menos ao nível das palavras, se defende?

  Marianne Thyssen, Lid van de Commissie Ik heb goed geluisterd naar al uw opmerkingen. Ik stel vast dat u terecht heel ambitieus bent en ik kan u zeggen dat u in de Commissie een partner vindt. Ik wil u nogmaals verzekeren dat wij met deze Commissie voluit willen gaan voor een inclusief Europa zonder barrières en zonder discriminatie. Daarom zullen wij verder blijven werken aan het uitvoeren van de verplichtingen die ook wij aangegaan zijn door toe te treden tot het VN-Verdrag.

Ik wil hierbij de oproep herhalen aan de landen die nog barrières zien bij de ratificatie van de toetreding tot het verdrag, om hiertoe over te gaan en die barrières weg te werken. Wij zullen ons blijven inspannen om de lidstaten ervan te overtuigen in de Raad de barrières weg te nemen ten einde uiteindelijk het voorstel goed te keuren dat een algemene antidiscriminatieregeling bevat.

Ik zou ertoe willen oproepen om de dialoog met de Verenigde Naties aan te grijpen als een welkome kans. Een kans, omdat deze dialoog ons in staat stelt de acties van de voorbije jaren aan een kritische doorlichting te onderwerpen, maar ook omdat het voor ons hier nu een aanleiding is om van gedachten te wisselen over de behaalde resultaten en de input die komt en nog zal komen van het Europees Parlement, van de vertegenwoordigers van de mensen met een beperking en van het maatschappelijk middenveld. Dit zijn allemaal zaken die nuttig zijn om de prioriteiten, ook van onze strategie inzake handicaps, scherper te stellen.

Ik wil nog eens heel nadrukkelijk het initiatief van het Parlement begroeten om via de hoorzitting van 12 mei, via dit debat en via de resolutie waarover u - vermoed ik - morgen stemt, voor een waardevolle input te zorgen, ook voor de dialoog met de Verenigde Naties zelf. Ik kan u verzekeren dat ik mijn dienst gevraagd heb om bij de voorbereiding van de antwoorden aan de Verenigde Naties in nauw contact te blijven met het Parlement en met de andere leden van het Europees framework.

Beste parlementsleden, u heeft het zelf al gezegd, er zijn vandaag ongeveer 80 miljoen mensen met een beperking. Ook door de vergrijzing van de bevolking is die tendens eerder stijgend. Daarom is het van des te groter belang én voor onze maatschappij én voor onze economie dat dagelijkse producten en ook diensten, bijvoorbeeld onze transportsystemen en de informatie- en communicatietechnologieën, toegankelijk zijn voor iedereen. Daarom werken wij volop verder aan een Europese toegankelijkheidsakte. Sommigen van u hebben erop aangedrongen om daarmee voort te gaan. Ik interpreteer die oproep als uw steun voor het werk waarmee wij bezig zijn.

De crisis is inderdaad hard aangekomen, zeker bij kwetsbare groepen. Sommigen onder u hebben ook daarop gewezen. Ik wil u er toch nog op wijzen dat wij pas het Europese semester afgerond hebben, dat wil zeggen dat de Commissie de landenspecifieke aanbevelingen heeft voorgesteld, die de Raad nog moet goedkeuren. Via dat semester, gesteund door onze fondsen, zetten wij de lidstaten aan tot het moderniseren van hun socialeverzekeringsstelsels. Wij willen dat de Europese Unie bestaat uit inclusieve en activerende welvaartsstaten die de mensen in staat stellen om deel te nemen aan de arbeidsmarkt en aan de maatschappij. Dat is een lijn die wij ook hebben aangehouden in ons voorstel inzake de tewerkstellingsrichtsnoeren.

U heeft er terecht op gewezen dat er op alle beleidsterreinen aandacht moet zijn voor mensen met een beperking. Dat is zeker het geval voor de terreinen die onder mijn bevoegdheid vallen: de bestrijding van werkloosheid, de mobiliteit van personen en de opbouw van vaardigheden. Ook die moeten vanuit het perspectief van mensen met een beperking benaderd worden. Dat zullen wij dan ook doen. Ik kijk op dit vlak uit naar het verder samenwerken met de parlementaire organen die onlangs zijn opgericht, de task force en ook de interfractiewerkgroep voor mensen met een beperking.

U mag er tot slot op rekenen dat ik u zal blijven informeren over de uitkomst van de dialoog met de Verenigde Naties. Ik kijk uit naar toekomstige gedachtewisselingen, ook over de strategie inzake handicaps, en ik dank u eens te meer voor dit nuttige debat, ook omdat dit de kwestie opnieuw bovenaan de agenda geplaatst heeft.

  Hugues Bayet (S&D), par écrit. Le Parlement a abordé la question – humainement essentielle – de l'intégration et des droits des personnes handicapées. Parmi les Européens, 80 millions sont porteurs d'un handicap. Malheureusement, eux aussi ont été durement touchés par la crise et des politiques d'austérité.

En matière d'emploi, d'accessibilité ou d'enseignement par exemple, il reste beaucoup d'efforts à accomplir pour accélérer leur intégration. La Commission a développé sa stratégie 2010-2020 pour l'intégration des personnes handicapées en la basant notamment sur l'emploi et l'éducation. Mais l'austérité en a sensiblement atténué les effets. L'Union européenne a entre-temps adhéré à la Convention des Nations Unies sur les droits des personnes handicapées. Elle doit aujourd'hui en appliquer les principes.

Elle doit renforcer son action en faveur de l'emploi, de la formation, de l'insertion sociale ou de l'enseignement pour les personnes handicapées en y consacrant les budgets nécessaires. Mais la Commission doit aussi présenter au plus vite une proposition législative favorisant leur accessibilité aux biens et services dans l'Union. De même, il est primordial que le Conseil des ministres européens lève son blocage sur la directive anti-discrimination transversale. Enfin, il faut consulter tout au long de ces travaux les associations représentatives tel le Forum européen des personnes handicapées.

  Miriam Dalli (S&D), in writing. There are 80 million persons who live with a so called ‘disability’ within the European Union. We ignorantly and sometimes even arrogantly label them ‘disabled’, disempower and ultimately disrespect them simply because we do not understand what it means to live with different abilities than the ones that we were born with. Persons with different abilities deserve the same treatment and opportunities as anyone else. In an age where it is more than evident that everyone can contribute to our societies in some way, we must truly recognize our duty to change our current policies. Ensuring basic rights are adhered to, and assisting persons with disabilities in the field of access to employment can ensure an independent living module to all those who seek it. This, combined with a move from institutionalisation to community—based care, a good educational basis for children with disabilities – both physical and intellectual – based on the concept of ‘different abilities’ rather than ‘disabilities’ can help us fight the social stigma that persons with a disability still face in this day and age. These measures need to be implemented and monitored as we must ensure that Member States are living up to their obligations.

  Norbert Erdős (PPE), írásban. Kérem minden kedves képviselőtársamat, hogy támogassa a fogyatékossággal élő személyek jogairól szóló ENSZ-egyezmény alkalmazásáról szóló parlamenti álásfoglalást. Egyértelmű és elsöprő erejű jelzést kell küldenünk fogyatékos embertársaink számára arról, hogy mindent megteszünk az őket megillető jogok gyakorlati érvényesüléséért. Kiemelten fontosnak tartom, hogy az EU teljes körű és hiteles beszámolót tudjon adni az ENSZ Fogyatékosságügyi Bizottságának arról, hogyan ülteti át a hétköznapokba az ENSZ fogyatékossággal élő személyek jogairól szóló egyezményét. Határozott felszólítást kell küldenünk azon tagállamoknak, amelyek még nem ültették át a belső jogukba a fogyatékossággal élő személyek jogairól szóló ENSZ-egyezményt. Továbbá sürgetem a Bizottságot, hogy az ENSZ-szel folytatott konstruktív párbeszédbe hivatalosan is vonja be a Parlamentet és az EU-keret tagjait, és alkossa meg a régen várt európai akadálymentesítési jogszabályt.

  Rosa Estaràs Ferragut (PPE), por escrito. En la UE, alrededor del 8 % de las personas de 16 años o más declaran una discapacidad severa y alrededor del 18 %, una discapacidad moderada. La UE y la mayoría de los Estados miembros han firmado la Convención, y muchos de los Estados miembros la han ratificado en sus legislaciones nacionales. La Convención establece un sistema internacional de vigilancia mediante la designación de organismos gubernamentales encargados de cuestiones relativas a su aplicación, y establece asimismo que la sociedad civil estará integrada y participará en el proceso de seguimiento. Como consecuencia de ello se creó la Unidad de Discapacidad de la UE, que elaboró un informe sobre la aplicación de la Convención, en relación con el cual Naciones Unidas presentó una «lista de cuestiones» a la que ahora la Comisión debe responder. Como una de las encargadas del Parlamento Europeo para la aplicación y el seguimiento de la Convención, he creído necesaria y urgente una Resolución que pone de manifiesto la necesidad de coordinación entre las distintas instituciones europeas, la necesidad de adoptar la Ley Europea de Accesibilidad y el apoyo del Parlamento a la Comisión en la elaboración de la respuesta, y en la que el Parlamento expresa también cierto malestar por que la Comisión no se haya apoyado más en él para la elaboración del informe.

W krajach Unii żyje ok. 80 mln osób niepełnosprawnych, a co szósty Europejczyk ma ograniczoną sprawność. Zgodnie z europejską strategią w tej sprawie z 2010 r., Europa ma się stać kontynentem bez barier do 2020 r. Uchwalona w Polsce w 1997 r. Karta osób niepełnosprawnych wskazuje najważniejsze obszary, w których niezbędne są intensywne działania, aby osoby niepełnosprawne nie czuły się dyskryminowane. W tzw. „czarnej księdze” przedstawiono m.in. bariery architektoniczne, techniczne w miejscach edukacji i pracy oraz bariery komunikacyjne. W ostatnich miesiącach Koleje Polskie uregulowały prawnie pomoc dla osób niepełnosprawnych przy wsiadaniu i wysiadaniu z pociągu. Niepokoi jednak brak zabezpieczenia finansowego dla opiekunów osób niepełnosprawnych, co dotyczy najczęściej kobiet, które rezygnują z pracy zawodowej, by opiekować się osobą niepełnosprawną. Obecnie zaś niestety próbuje się jeszcze bardziej obniżyć dotychczasowe niskie świadczenia na ten cel. Pozytywnie oceniany program JUNIOR, dotyczący aktywizacji zawodowej absolwentów niepełnosprawnych, umożliwia im odbywanie staży pracowniczych, a następnie zatrudnienie. Nowością stało się tłumaczenie tekstu informacyjnego przygotowanego przez UNESCO, w wersji przyjaznej dzieciom, pod nazwą „Masz prawo”.

Konwencja ONZ o prawach osób niepełnosprawnych, sporządzona w Nowym Jorku 13 grudnia 2006 r., to pierwszy międzynarodowy akt prawny, który w sposób kompleksowy odnosi się do praw osób z niepełnosprawnością. Jego istotą jest popieranie, ochrona i zapewnienie pełnego i równego korzystania ze wszystkich praw człowieka i podstawowych wolności przez wszystkie osoby niepełnosprawne oraz popieranie poszanowania ich przyrodzonej godności. Mimo bowiem coraz powszechniej prowadzonych w wielu krajach UE działań edukacyjnych i organizacyjnych ciągle istnieje wiele barier, które uniemożliwiają realizację podstawowych dążeń, jak możliwość pełnego uczestniczenia w życiu obywatelskim i społecznym. Dlatego należy wprowadzić obowiązek usuwania wszelkich przeszkód, które utrudniają osobom niepełnosprawnym pełny i skuteczny udział w życiu społecznym, na zasadzie równości z innymi osobami. Należy też monitorować realizację takich regulacji, a także upowszechniać przyjęte zapisy w świadomości wszystkich obywateli.

  Jarosław Wałęsa (PPE), in writing. It is estimated that around 80 million people in the European Union have a disability. It should be one of our top priorities as Members of the European Parliament to ensure that the equal rights, dignity, equal treatment and full participation of persons with disabilities in society is a fact and not a mere wish.

As members of the Committee on Petitions, we receive plenty of cases dealing with discrimination on the grounds of disability in access to employment, self-employment, public services and education. According to the EU Agency for Fundamental Rights, discrimination and barriers while exercising their rights are part of everyday life for persons with disabilities.

It is essential to underline that this is not a homogeneous group and therefore the policies and actions should reflect the various needs of women, children or people who need more intense support. Furthermore, I am hopeful that the Commission is going to take this matter deeply into consideration and will come up with an ambitious proposal for a European accessibility act, ensuring the full involvement of persons with disabilities throughout the legislative cycle while having regard to the proper level of accessibility to goods and services for all European citizens.
