  Zanda Kalniņa-Lukaševica, President-in-Office of the Council. Madam President, I would like to thank Parliament for giving me the opportunity to address you on the important issue of EU-Turkey relations.

Let me begin by emphasising that Turkey is very significant partner for the EU. Its dynamic economy provides a valuable contribution to the prosperity of the European continent. I would like to underline, in this regard, the important regional role of Turkey and its active involvement in its wider neighbourhood. The European Union has repeatedly re-affirmed the importance it attaches to our relations.

Two days ago the EU-Turkey Association Council held its 53rd meeting in Brussels. It was a valuable meeting for relations between the EU and Turkey, despite diverging positions on certain issues. I want to start today with positive developments in our relations.

There have been a number of important positive signals in our relations over the last year. First, we welcome the dialogue and cooperation on foreign policy issues, in particular, active counterterrorism dialogue between the EU and Turkey and exchange of best practices on the prevention of radicalisation and recruitment to terrorism. The attacks in Paris, Belgium and Denmark prove how important such steps are. We should develop closer cooperation against ISIL/Da’esh and its funding networks, and enhance our efforts to stem the flow of foreign fighters.

Secondly, we acknowledge the important regional role Turkey plays. Here I would like to praise the considerable efforts made by Turkey in hosting around two million refugees fleeing the violence in Syria and Iraq. The EU will continue to support Turkey so it can deal effectively with the increasing flow of refugees, including through financial assistance.

Thirdly, we have seen the ratification of the EU readmission agreement and the ongoing dialogue on visa liberalisation. In this regard, we expect a full and effective implementation of the agreement by Turkey in respect of all EU Member States. This applies equally to the visa roadmap.

Now let me turn to the accession negotiations with Turkey. Further progress in the accession negotiations requires political will and courage and is in the interests of us all. In this context, we welcome the strong commitment to EU accession displayed by the Turkish Government in its EU strategy and look forward to its concrete follow-up. Progress under Chapter 17 on economic and monetary policy would in due course further support economic dialogue between Turkey and the EU and encourage alignment with the aquis.

Mentioning Chapter 17 brings me to reiterate that active and credible accession negotiations, which respect the EU’s commitments and establish conditionality, will enable our relations to achieve their full potential. In line with the negotiating framework, the EU continues to encourage Turkey to develop its foreign policy, in coordination with the EU, and to progressively align with the EUʼs common foreign and security policy.

I would also like to remind you that Turkey needs to commit itself fully to good neighbourly relations and to the peaceful settlement of disputes, in line with the negotiating framework and previous European Council conclusions. I would recall that on 24 October 2014 the European Council expressed serious concern about the tension in the eastern Mediterranean. It urged Turkey to respect the sovereignty of Cyprus over its territorial sea and the sovereign rights of Cyprus in its exclusive economic zone.

Under those circumstances, the European Council considers it more important than ever to ensure a positive climate so that negotiations for a comprehensive Cyprus settlement can resume. Turkey’s commitment and contribution in concrete terms to such a comprehensive settlement is crucial and we certainly welcome the resumption of talks, which took place on 15 May 2015.

The opening of further negotiation chapters continues to deepen our fulfilment of the requirements of the negotiating framework and accession partnership. Turkey’s full and non-discriminatory implementation of the additional protocol to the Association Agreement in respect of all Member States could also provide a significant boost to the negotiation process.

Let me reiterate that the EU is determined to continue to help Turkey in its reform efforts with a view to advancing the negotiations as soon as the respective conditions are met. The pace of negotiations can be accelerated by Turkey advancing in the fulfilment of benchmarks, by meeting the requirements of the negotiation framework and by respecting its contractual obligations towards the EU.

This brings me to my next point, which concerns domestic developments in Turkey. The EU extends its strongest political support to the renewed efforts for a peaceful settlement of the Kurdish issue. We encourage further engagement by all parties to move the process forward.

Concerning the ongoing reforms, we welcome the continued implementation of reforms adopted in previous years and, in particular, measures announced in the democratisation package. We are, however, concerned about undue interference by the executive in the judiciary, frequent changes to key legislation without the due consultation of stakeholders, and restrictions on access to information.

The Council, in its conclusions of December 2014, addressed the issue of the rule of law and respect for human rights – including the rights of women, children and persons belonging to minorities – freedom of religion and property rights. Freedoms and reforms should also enhance the implementation of all the judgments of the European Court of Human Rights.

Last year we also expressed regret at the continued response by the Government to the alleged cases of corruption. These actions have cast serious doubts over the independence and impartiality of the judiciary and demonstrated an increasing intolerance of political opposition, public protest and critical media. The police raids and the detention of a number of journalists and media representatives in Turkey in December 2014, on which this House also issued a resolution expressing its concerns, call into question respect for media freedom, which is a core principle of democracy.

Let me underline that legislation on the right of association and the right of assembly should be brought into line with European standards. In this regard, we emphasise the important role of the constitutional court and we note positively the growing engagement of civil society in Turkey. It should be further supported and encouraged as a legitimate stakeholder. We consider that stepping up cooperation with the EU and strengthening common activities in the area of the rule of law and fundamental rights will bring Turkey closer to the EU and speed up work on possible future discussions in these key areas.

To conclude, we firmly believe that the EU should remain the anchor of political and economic reforms in Turkey and we continue to encourage work on the implementation of reforms.

Finally, I would like to thank the rapporteur, Mrs Kati Piri, for the tremendous work she has put into the resolution. The number of amendments is impressive and testifies to the great importance Parliament attaches to the EU’s relations with Turkey. Thank you all for a well-balanced and comprehensive end product.

  Christos Stylianides, Member of the Commission. Madam President, I am here today to deliver the following statement on behalf of Commissioner Hahn, who is responsible for neighbourhood policy but unfortunately could not be here today due to the Riga Summit.

First, I would like to thank the rapporteur on Turkey, Mrs Kati Piri, for delivering a high-quality report and for her endless efforts in procuring compromises. The report is balanced and addresses the key elements of EU—Turkey relations both in terms of achievements and challenges.

In order to tackle the serious global and regional challenges that we share, we need to engage Turkey even more. The human tragedies in the Mediterranean, the threat posed by terrorist groups, the severe conflicts in our neighbourhood, the economy and climate change are all issues we cannot effectively face alone.

Concerning migration and border management: as you know from the European Council meeting in April, there is more generally a pressing need to reinforce our cooperation with Turkey on managing these issues, including the fight against the smuggling of migrants. At a working dinner last Sunday, Frederica Mogherini, Johannes Hahn and Turkey’s ministers Çavuşoğlu and Bozkir agreed to work together to prepare a plan on reinforced cooperation. This also underlines the high level of importance we attach to the visa liberalisation dialogue.

The situation in Syria and Iraq has called for the reinforcement of our cooperation on foreign policy issues and counter-terrorism. Turkey has made remarkable efforts to host about 2 million Syrian and Iraqi refugees and deserves our full support in coping with this immense burden.

Turning to the Cyprus issue, the Commission believes that the time has come for all involved to embrace the current opportunity to solve the problem. The Commission stands firmly behind the UN envoy Espen Eide in his efforts to get the communities in Cyprus to successfully continue the settlement talks. The Commission strongly encourages all the relevant stakeholders, including Turkey, to contribute to a positive climate.

Turkey has marked a renewed commitment to the accession process, notably through a new EU strategy and corresponding action plans. It is in the interest of both the EU and Turkey that the EU remains the anchor for Turkey’s political and economic reforms. We are, in particular, determined to fully tap into the huge potential of our economic relations.

The Commission is also actively working towards developing a high-level economic dialogue and making progress towards the opening of Chapter 17 on economic and monetary policy, for which technical preparations are underway. Last week, Commissioner Malmstrom and the Turkish Minister for the Economy, Zeybekçi, building on important preparatory work, have endorsed the process of enhancing and deepening EU-Turkey trade relations and of upgrading the customs union agreement to improve its structure and function.

The Commission will now be launching internal procedures, including a comprehensive impact assessment, in order to seek negotiating directives from the Council. The Commission intends to keep the relevant committees of this Parliament regularly informed on this important process.

Regarding energy security: in March, Vice President Maroš Šefčovič launched a high-level energy dialogue and attended the start of works on the TANAP Trans-Anatolian Gas Pipeline which, once completed, will contribute to Europe’s energy security.

Regarding developments in Turkey, we share most of the views and concerns raised in your report on the rule of law and the protection of fundamental rights and freedoms. These are key areas where Turkey needs to prove its commitment to the accession process. We hope to see Turkey re—engage in reforms, in line with European standards and values, and actively consult all stakeholders. Providing a clear roadmap for reforms and defining the opening benchmarks for Chapters 23 and 24 will be in the interest of both Turkey and the EU.

The Commission is ready to help, including through pre-accession assistance. Our assistance is to be based on sector reform strategies and will be result-oriented with the aim of increasing its impact and visibility.

To conclude, the Commission has high expectations for our cooperation with Turkey. After the election, I hope to see the new government and parliament re-energise the EU agenda in Turkey. It will also be an excellent opportunity for Members of the European Parliament to engage with their Turkish counterparts in a constructive manner on both positive achievements and challenges.

  Kati Piri, on behalf of the S&D Group. Madam President, my thanks to the Council and Commission for their contributions to this debate. The EU and Turkey are important strategic partners and it is in the interests of both to have close and effective cooperation. We encourage Turkey to accelerate the pace of negotiations by clearly committing itself to respecting democratic values and principles. Parliament continues to support the EU accession process of Turkey as the cornerstone of our relations. However, in the report which will be voted on tomorrow we asked the Commission to reassess the way in which the negotiations with Turkey have been conducted so far, and how things can be further improved and intensified.

At a time when we ourselves are having intensive discussions in the EU – and indeed this morning in this Chamber – about how adequate protection can be given to refugees, we commend and praise all the efforts made by the Turkish Government in hosting more refugees than any other country in the world today. If we want to make sure that those in need of protection can find a safe haven in the region, we need to step up our efforts actively to assist Turkey in providing adequate shelter, healthcare and education for refugees and their children.

Another area in which we strongly support and encourage efforts by the Turkish Government and all other stakeholders is the drive to achieve a comprehensive and sustainable conclusion to the peace process with the Kurdish community. But there is also clear concern in this Parliament about certain developments in Turkey. These are issues at the core of the negotiation process, such as the independence of the judiciary, freedom of expression and the freedom of the press. The pressure put on media outlets and journalists, which often results in the intimidation, dismissal or even arrest of journalists and widespread self-censorship, is of great concern to all of us.

The recently adopted security package is, in our view, very wide in scope and bypasses the judiciary. Most investigations into the events that occurred in Gezi Park in May and June 2013 are still pending, and too little progress has been made in identifying the alleged perpetrators.

We believe that the EU should remain a benchmark for reforms in the country. That means that we do not want to shut the door to Turkey, but we are calling for more dialogue and intensified engagement. The European Parliament report provides several proposals in areas where we believe it is of mutual benefit to increase cooperation. These are foreign and security policy, anti-terrorism, energy security and also, of course, specifically, the field of fundamental rights. Delivering the official opening benchmarks and a subsequent opening of Chapters 23 and 24, which has just been referred to by the Commission representative here, is the best way to promote truly effective reforms. We are ready to support Turkey in developing solid democratic institutions and effective legislation based on respect for human rights, the rule of law and defence of the interests of all sectors of Turkish society.

Finally, Parliament also reiterates its strong support for the reunification of Cyprus on the basis of a fair, comprehensive and viable settlement for both communities there. We very much welcome the fact that the leaders of both communities have officially resumed negotiations under the auspices of the UN, and we believe that there is a unique window of opportunity now for a shared solution to the benefit of all Cypriots. We expect that Turkey and all relevant stakeholders will play a positive and constructive role in this delicate process.

Let me mention here my gratitude and my thanks to all the shadow rapporteurs on the Turkey report, because if this had not been a joint exercise it would have been very difficult for me to stand here. I am happy that we have a united position on this here in Parliament.

  Renate Sommer, im Namen der PPE-Fraktion. Frau Präsidentin! Zunächst einmal gestatten Sie mir, dass ich mich ausdrücklich bei der Parlamentsberichterstatterin Kati Piri bedanke: Wir haben ja über viele Wochen und Monate miteinander verhandelt. Gleichzeitig möchte ich den Berichterstattern der übrigen Fraktionen danken. Das waren schwierige Gespräche, die wir hatten, und wir sind zu sehr guten Einigungen gekommen – und jeder in diesem Haus weiß, wie schwierig das beim Thema Türkei ist. Also das muss man wirklich schätzen und anerkennen.

Und etwas ganz Besonderes muss man auch anerkennen. Wir befinden uns in diesem Jahr in einem Jubiläumsjahr. Im Oktober jährt sich zum zehnten Mal die Aufnahme der Beitrittsverhandlungen mit der Türkei. Aber genau mit Beginn dieser Verhandlungen erlahmte der Reformwille in diesem Land, und jetzt gibt es – im Gegenteil – seit Jahren fast nur noch Rückschritte. Die Türkei entfernt sich Schritt für Schritt weiter von der Europäischen Union.

Es geht hier nicht nur darum, dass dieses Land nach wie vor in keinem einzigen Punkt die Kopenhagener Vor-Beitrittskriterien erfüllt. Es geht um massive Eingriffe in die Grundrechte und Grundfreiheiten, und natürlich thematisieren wir das in unserer Entschließung. Demokratische Prinzipien und Rechtsstaatlichkeit derart mit Füßen zu treten, ist ungeheuerlich für ein Land, das seit mehr als fünfzehn Jahren Beitrittskandidat ist. Auch die Politik gegenüber der Republik Zypern hat sich nicht verändert. Da muss ich gar nicht drauf eingehen, das werden noch genug andere Kollegen tun. Dramatische Entwicklungen, wir hoffen auf Besserung.

Und in dieser Situation muss ich wirklich sagen, ich halte es für falsch, die Öffnung neuer Verhandlungskapitel zu fordern. Denn das würde ja auch noch die AK-Partei im momentan laufenden Wahlkampf unterstützen. Sie würden es als Belohnung für ihre antidemokratische Politik verkaufen.

Ich meine viel eher, dass wir eine Neubewertung des Verhandlungsprozesses brauchen. Darüber sollte die Kommission und sollte der Ministerrat genauso nachdenken, wie wir es in unseren Gesprächen im Vorfeld dieser Entschließung gemacht haben. Ja, die Türkei ist wichtig für uns – als vertrauensvoller Nachbar, als Handelspartner mit Blick auf die Versorgungssicherheit für Energie und natürlich auf die Bekämpfung des Terrors. Und ja, die Türkei leistet so viel für die Flüchtlinge, die sie aufgenommen hat, dafür verdient sie unsere Anerkennung und Unterstützung. Und gestatten Sie mir noch einen letzten Satz: Aber nein, die Türkei hat sich leider nicht weiter an die grundlegenden Werte der Europäischen Union angenähert – das Gegenteil ist der Fall. Und das ist eine traurige Situation. Wir müssen das als Europäisches Parlament deutlich sagen, das ist unsere Aufgabe.

  Geoffrey Van Orden, on behalf of the ECR Group. Madam President, it is some 50 years, I think, since Turkey first put forward its application to join the European Community. I must say I welcome the Commissioner’s undertaking to re-energise the relationship with Turkey but, in spite of lip service to Turkish accession, there is a fundamental dishonesty about whether or not Turkey will ever join the sort of EU that we have today. I have to say that many – not just in my own country but across Europe – would like to see a fundamentally different sort of European Union: a less tightly knit community of sovereign nations, with overlapping circles of engagement, an end to ever closer union, and a primary focus on making a success of the single market. I would suggest that this is the sort of European Union that would be far more hospitable to Turkey.

The resolution reflects the ambivalence on the European Union side, recognising on the one hand the importance of Turkey’s position as a strategic partner, and particularly its significance in economic and energy relations, while on the other hand there is so much about Turkey itself which is subject to criticism. We cannot go on offering insults and expecting progress in return.

Energy cooperation is a crucial issue. We should oppose the Turkish Stream project, which would bring Russian gas across the Black Sea to Turkey, and work towards the opening of Chapter 15 in order to encourage Turkey to continue to engage with the European Union instead. May I ask the Commission what other specific barriers there are to opening the energy chapter with Turkey?

For many, the continued division of Cyprus is a useful obstacle to progress in relations with Turkey, and if the EU really wanted to do something useful it would devote much political effort to helping to resolve the Cyprus issue. Such a resolution would even be helpful in boosting economic and political confidence in Greece, may I add.

Instead, the European Union continues to make lame, one-sided demands about, for example, the additional protocol, or fails to fulfil its own promises with regard to Northern Cyprus. The new president of Northern Cyprus, Mr Akıncı, has shown a great willingness to reach an accommodation. What more will the EU do to help?

We need to make sure that Turkey continues to play its vital role as a strong ally in NATO and a partner of the European Union: part of the alliance confronting terrorism and instability in the Middle East and across the Black Sea, with a prosperous economy and anchored firmly in the democratic family of nations. We need to do more to help Turkey in this direction.

  Alexander Graf Lambsdorff, im Namen der ALDE-Fraktion. Frau Präsidentin! Vor zehn Jahren wurden die Beitrittsverhandlungen mit der Türkei aufgenommen. Auf Empfehlung der Kommission wurde das vom Rat beschlossen. Diese Entscheidung war schon damals zutiefst unehrlich und deswegen unklug. Es gibt eine ganze Reihe von Ländern, die nicht im entferntesten daran denken, die Türkei jemals in die Europäische Union hineinzulassen. Das wissen unsere Freunde in Ankara, das wissen unsere Freunde in Istanbul, das wissen unsere Freunde in der Türkei.

Wenn der Rat hier heute Mittag erklärt, die Europäische Union sei nach wie vor der Anker der politischen Reformen in der Türkei, dann frage ich mich: Auf welchem Planeten leben Sie eigentlich? Die Türkei reformiert sich so, wie sie das selber möchte, in die Richtung, in die sie gehen möchte, in die Richtung, in die die demokratisch gewählte Regierung das Land führen möchte. Leider ist das eine Richtung, die mit dem ersten Kopenhagener Kriterium, dem politischen Kriterium, wenig zu tun hat. Wir haben es von Ihnen selber, Frau Ratspräsidenten, gehört. Die Pressefreiheit ist in eklatanter Gefahr, die Unabhängigkeit der Justiz ist nicht gewährleistet, die Versammlungsfreiheit ist nicht gewährleistet – das sind essentielle Kriterien für die Aufnahme eines Landes in die Europäische Union.

Aber genau deswegen fragen wir nach einer Neubewertung dieses gesamten Prozesses, und zwar einer konstruktiven Neubewertung. Niemand in diesem Haus bestreitet, dass die Türkei ein wichtiger strategischer Verbündeter der Europäischen Union sein muss. Es gibt so viel Gutes, das wir miteinander tun könnten – in der Energiepolitik, bei den Kontakten von Mensch zu Mensch, in der Visa-Erleichterung. Es gibt so viel – Forschung, Universitäten, Kultur. Doch alles wird überlagert durch einen Beitrittsprozess, der zu einer Vergiftung der Beziehungen geführt hat, weil er so zutiefst unehrlich ist. Und deswegen, glaube ich, ist es wirklich entscheidend, diese Neubewertung gemeinsam konstruktiv vorzunehmen, damit die Europäische Union und die Türkei auch im hundertsten Jahr des Bestehens der Republik Türkei 2023 noch immer Partner und Freunde sind und dieser Prozess nicht dazu geführt hat, dass wir uns voneinander abwenden.

  Τάκης Χατζηγεωργίου, εξ ονόματος της ομάδας GUE/NGL. Αγαπητοί συνάδελφοι, η έκθεση, για μας που συζητάμε, έχει αρκετά θετικά στοιχεία, δυστυχώς όμως και κάποια αρνητικά. Θα πω στη συνέχεια γι αυτά. Προσωπικά, θα σταθώ κυρίως στη νέα προσπάθεια επίλυσης του Κυπριακού, θέμα που απασχολεί έντονα και την παρούσα έκθεση επειδή υπάρχουν πραγματικές δυνατότητες επίλυσης.

Θεωρώ ότι η Ευρωπαϊκή Ένωση δια των εκπροσώπων της πρέπει να παρακολουθήσει στενά αυτή τη νέα διαδικασία. Καλώ, ως εκ τούτου, τον Πρόεδρο του Ευρωπαϊκού Κοινοβουλίου, τους εκπροσώπους της Επιτροπής και, όλως ιδιαιτέρως, τον κύριο Γιούνγκερ, να είναι παρόντες στις διαπραγματεύσεις, προκειμένου να διασφαλίζεται πως οι προτάσεις που κατατίθενται συνάδουν με το κοινοτικό κεκτημένο και πως η τελική λύση θα διατρέχεται από τις βασικές αρχές και αξίες της Ευρωπαϊκής Ένωσης.

Αν λοιπόν οι δύο ηγέτες – χαιρετίζω εδώ την ανάδειξη του Μουσταφά Ακιντζί στην ηγεσία των Τουρκοκυπρίων – καταλήξουν σε συμφωνία για την εσωτερική πτυχή του Κυπριακού, τότε θα πρέπει να αυξηθεί η πίεση στην Τουρκία για θέματα που, κυρίως, αφορούν την ίδια και που είναι οι εγγυήσεις και ο στρατός. Κράτος μέλος δεν έχει ανάγκη εγγυήσεων και επεμβατικών δικαιωμάτων· ο δε στρατός με τη λύση πρέπει να αποσύρεται άμεσα.

Η έκθεση έχει θετικές αναφορές όσον αφορά την Κύπρο, το κουρδικό, τα ανθρώπινα δικαιώματα στην Τουρκία. Δεν συμφωνούμε όμως με το άνοιγμα των υπό αναφορά κεφαλαίων. Ευχαριστώ την κύρια Piri για τον υψηλό πολιτικό πολιτισμό που επέδειξε κατά την διάρκεια όλων των συζητήσεων των εκπροσώπων των πολιτικών ομάδων μαζί της.

Η λύση θα εκπέμψει λαμπρό μήνυμα τόσο εντός της Ευρωπαϊκής Ένωσης όσο και εκτός. Και αυτό το μήνυμα νομίζω πως το έχει ανάγκη η γηραιά Ήπειρος.

  Bodil Ceballos, för Verts/ALE-gruppen. Fru talman! Jag vill börja med att tacka föredraganden som har haft ett oerhört tålamod när hon har försökt få igenom de kompromisser som alla grupper skulle stå bakom, särskilt med tanke på hur uppfattningarna spretar mellan olika grupper, och det spretar också mellan olika länder. Själv kommer jag från Sverige, där det finns ett mycket starkt politiskt stöd för ett turkiskt medlemskap. Därför känns det mycket märkligt att vissa grupper här inte kunde acceptera formuleringar som handlar om anslutning, utan att vi måste hamna på formuleringar om förhandlingar istället. Jag och min grupp, den gröna gruppen, hade önskat att vi hade fortsatt att tala om anslutning och inte bara om förhandlingar.

Även om vi är för en anslutning till unionen, känner vi också att det är vårt ansvar att kritisera när utvecklingen går i fel riktning. Det gör den ju uppenbarligen sedan några år tillbaka när det gäller till exempel mediefriheten och möjligheten för oppositionen att agera fritt.

Senast igår fick vi nya uppgifter om försök att stoppa kritiska medieröster från att använda statlig infrastruktur för kommunikation. Det är självklart inte acceptabelt och ännu ett i raden av inskränkningar i yttrande- och mediefriheten.

Det är snart val i Turkiet. Förhoppningen hos oss, och inte minst hos befolkningen i Turkiet, är att valen ska vara fria, transparenta och rättvisa, men det ser tyvärr inte ut att bli så, vilket vi måste kunna kritisera.

En annan fråga som jag vill passa på att lyfta är fred med kurderna – att det är dags. Det är också viktigt att hjälpsändningar till kurdiska delen av Syrien, till Rojava, kommer fram. Vi får fortsatt information om att hjälpsändningar skickas tillbaka, och det kan vi inte heller acceptera.

I det läge där vi idag står, där Mellanöstern är i lågor, också vid Turkiets gräns, har vare sig Turkiet eller kurderna något att vinna på en fortsatt konflikt dem emellan. En lösning på den kurdiska frågan är avgörande för en fredlig utveckling i hela regionen. Där har Turkiet en nyckelroll att spela.

Jag vill också passa på att be om stöd för vårt ändringsförslag 9 som handlar om den stora byggboom som Turkiet är inne i. Den har skett till stora delar på bekostnad av miljö- och naturintressen. Vi skulle vilja ha parlamentets stöd att uppmana Turkiet att i framtida projekt göra konsekvensbedömningar på samma sätt som vi gör för projekt här i Europeiska unionen.

Signora Presidente, onorevoli colleghi, sappiamo che la Turchia è un partner strategico per l'Unione europea in termini economici, di geopolitica e di sicurezza energetica, ma sappiamo anche che Ankara non sta adottando le riforme necessarie e manca di un quadro giuridico adeguato, basato sulla democrazia e sullo Stato di diritto.

Come dobbiamo considerare un governo che continua a non voler riconoscere i pieni diritti sociali e politici ai cittadini di origine curda? Come dobbiamo interpretare la mancata attuazione per il nono anno consecutivo delle disposizioni contenute nell'Accordo di associazione CE-Turchia? Come possiamo accettare in Europa uno Stato che non è in linea con i valori fondamentali su cui è basata l'Unione europea, senza un sistema giudiziario indipendente, in cui i diritti più basilari della giustizia, della libertà e della sicurezza sono ancora negati, uno Stato in cui i lavoratori non hanno il diritto di protestare o di scioperare?

Alla luce di tutto questo ci chiediamo se la Turchia abbia realmente intenzione di fare tutto il possibile per soddisfare i criteri richiesti per l'adesione o se non sia necessario, invece, iniziare un momento di riflessione sul processo stesso di adesione.

  Γεώργιος Επιτήδειος ( NI). Κυρία Πρόεδρε, όπως όλοι γνωρίζουμε, από το 2000 και μετέπειτα, οπότε και άρχισαν οι συζητήσεις για την ένταξη της Τουρκίας στην Ευρωπαϊκή Ένωση, μικρή έως ελάχιστη πρόοδος έχει σημειωθεί. Η εκάστοτε τουρκική κυβέρνηση γνωρίζει πολύ καλά ότι η χώρα δεν πληροί τα κριτήρια της Κοπεγχάγης ώστε να γίνει πλήρες μέλος της Ευρωπαϊκής Ένωσης. Παρόλα αυτά, αντί να προσπαθήσει να σημειώσει κάποια πρόοδο, κατηγορεί την Ευρωπαϊκή Ένωση ότι είναι υπεύθυνη για τις καθυστερήσεις που σημειώνονται στις διαδικασίες εντάξεως τις οποίες και ζητεί να επιταχυνθούν.

Και η μεν Τουρκία πολύ καλά κάνει και ακολουθεί αυτή την πολιτική η οποία εξυπηρετεί τα συμφέροντά της. Η απορία μου είναι, γιατί στο Ευρωκοινοβούλιο, αλλά και στα άλλα Όργανα της Ευρωπαϊκής Ενώσεως, υπάρχουν επίσημοι οι οποίοι, αντί να απαιτήσουν από την Τουρκία να φανεί συνεπής ως προς τις υποχρεώσεις της, πιέζουν αυτούς που ζητούν το αυτονόητο να δεχθούν τη συμπεριφορά της Τουρκίας και να συναινέσουν στο άνοιγμα και άλλων κεφαλαίων, όπως το κεφάλαιο 15 που αφορά την ενέργεια, για να κάνει δήθεν η Τουρκία τις απαιτούμενες μεταρρυθμίσεις.

Αυτή η πολιτική είναι και ουτοπική και ενισχύει την προκλητικότητα της Τουρκίας. Όσο η Τουρκία απειλεί την Ελλάδα με πόλεμο, και όσο αρνείται την οντότητα της Κύπρου, της οποίας κατέχει παρανόμως ένα τμήμα, οι Έλληνες εθνικιστές θα είμαστε φρουροί στην Κερκόπορτα της Ευρωπαϊκής Ενώσεως για να μην επιτρέψουμε στην Τουρκία να αλώσει και αυτόν τον διεθνή οργανισμό.

Doamnă Președinte, aș vrea în primul rând să vă spun că nu mă exprim astăzi în calitate de coordonator al PPE pentru politică externă fiindcă grupul nostru este foarte divizat în chestiunea Turciei. Vreau doar să evoc ceea ce am spus atunci când, în luna februarie, împreună cu alți colegi din Comisia pentru afaceri externe am fost în Turcia și am avut întâlniri cu cele mai înalte oficialități ale țării: cu președintele, cu primul ministru, cu ministrul pentru Afaceri Europene. Le-am spus, de pildă, interlocutorilor noștri că suntem pe cale să discutăm, să dezbatem și să votăm o rezoluție despre genocidul la adresa armenilor și, așa cum știți, am făcut acest lucru. Le-am spus, de asemenea, interlocutorilor noștri că vom discuta raportul doamnei Kati Piri , care era cu noi acolo, și că unii dintre noi, cel puțin, suntem favorabili deschiderii unor noi capitole de negociere cu Turcia. Și cred că trebuie să ne ținem cuvântul. Acesta este motivul pentru care mâine voi vota în favoarea tuturor acelor amendamente care cer deschiderea unor noi capitole: că este vorba despre justiție și stat de drept, că este vorba despre energie. Cred că este că important pentru noi să aprofundăm dialogul cu Turcia; pe de altă parte, sigur că nu putem uita evoluțiile politice interne și așteptăm cu mare interes alegerile din Turcia de peste câteva săptămâni. Este o chestiune foarte sensibilă legată, de altfel, de Partidul Popular Democrat, formațiunea pro-kurdă.

  Cristian Dan Preda (PPE), Răspuns la trei întrebări adresate în conformitate cu procedura „cartonașului albastru” Doamna Președintă, chestiunea energiei, sigur, știm cu toții că este o problemă foarte sensibilă în relațiile noastre, nu doar cu Turcia, ci și cu alți parteneri și Grupul PPE tocmai se pregătește să definească o poziție foarte clară, inclusiv despre dimensiunea externă a securității energetice. Turcia, la rândul ei, trebuie să aleagă: nu cred că poate avea drept partener și Uniunea și adversarii strategici ai Uniunii. În privința divizării PPE, o să-l dezamăgesc pe colegul meu, dar mă rezum să spun acest lucru: avem un raportor din umbră care s-a pronunțat și vom vedea mâine - nu este locul aici pentru un seminar pe această temă, dar cred că este corect să asumăm faptul că nu suntem în consens în această privință. În fine, în privința ultimei chestiuni legate de deschiderea capitolelor, părerea mea este aceea că, blocând deschiderea unor noi capitole cu Turcia, am împins-o să se îndepărteze de pozițiile noastre în chestiuni care sunt esențiale, și priviți situația în domeniul politicii externe. Din păcate, dacă acum câțiva ani era o cvasi-similaritate în privința poziției de politică externă, astăzi ele se suprapun în prea mică măsură, de aceea, cred că trebuie să ajutăm în mod inteligent Turcia și să renunțăm la opozițiile care vin uneori din pasiuni naționaliste și populiste, aș adăuga.

  Richard Howitt (S&D). Madam President, firstly I warmly congratulate my colleague Kati Piri on this first report and recognize the very broad support she has in our Group, even if other Groups are not able to say the same in theirs.

As for myself, let me be clear that I am someone who has argued over a long period for constitutional reform in Turkey, as reflected in paragraph 6 of the report. That does not mean a super-presidency, as proposed by some. Three weeks ahead of the parliamentary elections it highlights the danger of any one party obtaining a majority, which could threaten the need to win a cross-party consensus for any constitutional change. I note the recent survey showed 60% of the Turkish public is against adoption of the presidential system.

Next, the Kurdish issue. The message for the European Parliament today for all parties is that the peace talks with the PKK must continue in good faith. Any question against this would be deeply ironic, given the importance of the Kurdish population in bringing security to the region.

To those on the opposite side of this House who have argued against the opening of Chapters, let us address the unrest in the region, because surely this supports the case in the resolution for opening Chapter 31 on foreign policy. There is no strategy for promoting conflict resolution, counter terrorism, non-sectarianism and non-proliferation across the whole of the Middle East and North Africa that does not seriously include Turkey within its process.

To those who are concerned about the new Gazprom deal announced between Russia and Turkey, which is by no means their first energy deal, I would say that this is an argument for opening the energy Chapter to secure Europe’s interest, and not to fight shy of it.

Above all, any Member who is genuine in expressing concern about human rights and democracy in the country should join with us in calling for the opening of Chapters 23 and 24 on fundamental rights. If Europe really is open to Turkish accession it is these Chapters which should be open most.

Te stosunki sprawdziły się w czasach dla nas najtrudniejszych, kiedy Polska rozszarpana przez swoich sąsiadów nie istniała na mapach świata.

W dobie wielkich wyzwań geopolitycznych, zagrożenia terroryzmem, wojną hybrydową, o której nie wiadomo, kiedy się zaczyna, jak przebiega i kiedy się kończy, powinniśmy pamiętać, że Turcja jest naszym sojusznikiem.

Madam President, I would like to congratulate the rapporteur for her huge efforts on the preparation of the draft motion for a resolution and the intention to provide a suitable framework for EU-Turkey relations. Unfortunately, the last version has been modified and the whole philosophy of the motion has been changed.

There is a disproportionate emphasis on the negative elements, without referring to the positive steps undertaken by the Turkish Government. Such an approach could increase the Euroscepticism within Turkish society and threaten the positive trend of public approval for EU membership. Instead of tolerating positive attitudes towards the EU within society, we could achieve a negative effect.

Analysis of the official visit of the delegation of the Committee on Foreign Affairs (AFET) to Ankara has not been taken into consideration. There is no clearly stated position on opening chapters, especially chapters 23 and 24, which could provide the Turkish Government with impetus for implementation of reforms.

Noting that Turkey plays a key role in the region, in regard to the refugees from the Middle East it should be stressed that sustainment of almost two million Syrian refugees costs nearly USD 6 billion, while financial and political support from the international community is very limited.

Turkey has a strategic role as a partner of the EU and a member of NATO and its geopolitical importance in addressing security and stability in the region is crucial. The cooperation between the EU and Turkey is of mutual interest, so we need each other in order to overcome the security challenges more than ever.

Μια κυβέρνηση, όπως η τουρκική, που απαντάει στις κατηγορίες για διαφθορά στελεχών της απολύοντας τους αρμόδιους δικαστές και εισαγγελείς και απαγορεύοντας προσωρινά το YouTube και το Twitter, προφανώς δεν σέβεται ούτε το κράτος δικαίου ούτε την ελευθερία της έκφρασης.

Μια κοινωνία, όπως η τουρκική, όπου ανήλικα κορίτσια υποχρεώνονται από τους συγγενείς τους σε γάμο παρά τη θέλησή τους, προφανώς δεν σέβεται την ισότητα των φύλων.

Μια χώρα, όπως η Τουρκία, που κατέχει στρατιωτικά μέρος της επικράτειας άλλου κράτους, δηλαδή της Κύπρου, και διεξάγει παράνομες έρευνες στην υφαλοκρηπίδα του και, ακόμη, αμφισβητεί τις υφιστάμενες διεθνείς συνθήκες και την ελληνική κυριαρχία σε αριθμό νησιών του Αιγαίου, προφανώς δεν σέβεται το διεθνές δίκαιο.

Η τουρκική υποψηφιότητα για ένταξη στην Ένωση είναι μια φάρσα.

  Ska Keller (Verts/ALE). Frau Präsidentin! In der Türkei läuft vieles falsch. Die Probleme wurden bereits genannt: Minderheitenrechte, Frauenrechte, die Freiheit, sich auszudrücken, sei es online oder offline, Medienfreiheit, Pressefreiheit. Es gibt viele Probleme. Auch das neue Gesetz, das DemonstrantInnen und AktivistInnen kriminalisiert, wurde bereits genannt.

Genau wegen all dieser Probleme sollten wir doch gerade jetzt erst recht den Beitrittsprozess ernster nehmen, denn ein Beitrittsprozess ist unsere beste Möglichkeit, die Akteurinnen und Akteure für einen Wandel in der Türkei zu unterstützen. Wenn wir die Brücken abreißen, hilft das niemandem. Grundrechte und Justiz sollten immer am Anfang und in der Mitte, im Kern, eines Beitrittsprozesses stehen. Diese Kapitel müssen endlich geöffnet werden. Sie hätten von Anfang an geöffnet werden sollen.

Es ist sehr, sehr spät. Wir sollten es besser jetzt, als später angehen. Das sind unsere Kernwerte, denn Europa ist mehr als ein Binnenmarkt. Es reicht nicht, auf die Marktmöglichkeiten zu gucken. Wir müssen den Rechtsstaat stärken, die Demokratie und die Rechte der Menschen vor Ort. Darum geht es, aber genau das können wir mit einem ernsthaften und glaubhaften Beitrittsprozess erreichen.

  William (The Earl of) Dartmouth (EFDD). Mr President, this afternoon part of the town of Palmyra in Syria fell to Islamic State. Palmyra is around the same distance from the border of Turkey as Strasbourg is from Frankfurt.

Should Turkey become a Member State, all the EU Member States – and especially the UK, which I represent – would all have borders with Iran, Iraq, and Syria. Let us be clear. The British Liberal Democrats, the British Labour Party, and especially the British Conservatives, who should all be ashamed of themselves, are all cheerleaders for Turkey to become a Member State of the European Union.

I urge these parties, and people over there, in their own national interest, and in the interest of all Member States, to consider that, whatever their rationalisation may have been to have this pro-Turkish policy when it was formulated, the facts on the ground have changed.

Turkey is no longer a credible candidate to be a Member State of the European Union. Further – and this is a separate point, because our security would be at risk – Turkey is a persistent and systematic violator of the human rights of its own people. If the European Convention on human rights means anything, and I have to say I think it does not, there is no way that Turkey can be a Member State. I urge Members, therefore, to support my amendment tomorrow.

Εάν πραγματικά το επιθυμεί, δεν θα ήταν καλύτερα να ανοίξει "λεωφόρος" για την Τουρκία, να ζητηθεί από τον Ερντογάν να αποσύρει τα τουρκικά στρατεύματα κατοχής από το ευρωπαϊκό έδαφος της Κυπριακής Δημοκρατίας, να στηρίξει μια λύση στη βάση των αρχών και αξιών του κοινοτικού κεκτημένου.

Γι’ αυτό είμαστε εμείς στην Ευρωπαϊκή Ένωση. Αυτό θα δείξει ότι έχουμε πολιτικές διαφορές αλλά ότι, πάνω από όλους μας, είναι οι κανόνες δικαίου της Ευρωπαϊκής Ένωσης. Ποια είναι η άποψή σας γι’ αυτό;

  Ska Keller (Verts/ALE), blue-card answer. If I understood correctly, you are asking about the Cyprus question. As the Commissioner mentioned, I think we now have a unique window of opportunity that we need to use. I think the European Union should do its utmost to support the resolution process in Cyprus. It is absolutely right that we have a big problem there and that the Turkish army should not be in Cyprus. But let us use that opportunity. In the past, opportunities have unfortunately not been used, but we should go ahead now because we really should not have this unresolved problem and crisis in the middle of the European Union. I also think that the accession process in Turkey could be a vital tool to, let us say, give a little push towards a solution.

Depuis dix ans, au Parlement européen, vous voulez nous imposer à marche forcée l'entrée de la Turquie en Europe! Je dis non, non et non! Je m'opposerai à l'entrée de la Turquie en Europe parce qu'elle ne représente pas les règles fondamentales de l'Union européenne! Elle occupe illégalement un territoire à Chypre et elle n'a pas dénoncé le génocide des Arméniens! Et vous vous obstinez aujourd'hui à nous faire croire que la Turquie est aujourd'hui un pays démocratique! Allez voir ce qui se passe au parc Gezi, allez voir ce qui se passe dans les minorités chrétiennes! Ce que vous voulez, en fait, c'est une Europe turque! Moi, je dénonce justement le fait que la Turquie impose à l'Europe ses choix de civilisation. Il faut défendre ici, aujourd'hui, l'acquis civilisationnel d'une Europe chrétienne.

  Francisco José Millán Mon (PPE). Señora Presidenta, las relaciones de la Unión Europea con Turquía son muy importantes. La Unión Europea tiene con Turquía antiguos y numerosos vínculos, incluida una unión aduanera. Y, además, es un país candidato a la adhesión con el que, como todos sabemos, se están llevando a cabo las negociaciones correspondientes. La adhesión requiere importantes reformas en Turquía. Los estándares europeos en materia de Estado de Derecho, independencia del poder judicial y respeto de los derechos humanos son los que deben orientar esas reformas, que tienen que avanzar.

Pero, por otra parte, Turquía está viviendo una situación difícil por su vecindad con Siria e Irak y la consiguiente ola de refugiados. Debemos seguir prestándoles ayuda humanitaria. Y además, Turquía y varios Estados miembros de la Unión Europea tienen como vecinos países del Mediterráneo sur que afrontan graves retos de seguridad y estabilidad. Por todo ello, es necesaria la cooperación entre la Unión Europea y Turquía en materia de seguridad y de lucha contra el terrorismo, como también es imprescindible la cooperación en materia migratoria. Y, por ello, celebro la entrada en vigor reciente del Acuerdo en materia de readmisión.

También debemos cooperar en materia energética. Turquía es muy necesaria para diversificar las vías de aprovisionamiento energético de Europa. Y conviene, también, tener informada a Turquía de las negociaciones que estamos llevando a cabo con los Estados Unidos sobre el acuerdo de comercio e inversión.

Turquía es un importante actor regional y posee una ubicación estratégica. El diálogo y la cooperación con Turquía en materia de política exterior y de seguridad se hace cada vez más necesario en un contexto regional muy difícil.

  Victor Boştinaru (S&D). Doamnă Președinte, încep prin a reitera susținerea Grupului Socialiștilor și Democraților pentru integrarea Turciei în Uniunea Europeană. Felicit raportoarea pentru excelentul raport, pentru munca extraordinară pe care a făcut-o pentru a realiza compromisurile care vor permite adoptarea acestui raport. Avem de ales între izolarea Turciei, pe care o sugerează unii, și angajarea dialogului cu aceasta, oricât ar fi de dificil. Știm că doar așa putem influența evoluțiile din Turcia. Avem de ales între a împinge Turcia în brațele Rusiei sau a menține Turcia în cooperare instituționalizată cu lumea euroatlantică. Din această perspectivă, sugerez trei direcții importante: 1) cooperarea în domeniul umanitar, unde Turcia deja contribuie semnificativ la preluarea celui mai mare număr de refugiați din Siria; 2) cooperarea în domeniul politicii externe în lupta împotriva terorismului, în stoparea finanțării pentru grupările teroriste ca și în stoparea traficului de arme, identificarea și izolarea combatanților străini; 3) închei prin a susține importanța deschiderii capitolului XV în domeniul energiei, singurul care ne va permite să reducem dependența de importurile de gaze de la un singur furnizor, și anume Rusia.

  Mark Demesmaeker (ECR). Haast als een ritueel evalueert de Europese Unie de vooruitgang in de betrekkingen met Turkije. Bij elke stap vooruit zet het land er twee terug.  Ook dit jaar hebben we een vergrootglas nodig om structurele vooruitgang te zien.

Want na tien jaar toetredingsonderhandelingen heeft Turkije nog steeds grote moeilijkheden met de fundamentele vrijheden, zoals de persvrijheid, de vrijheid van meningsuiting en de vrijheid van godsdienst.

De manier waarop Ankara een groot corruptieschandaal in de doofpot stopte, wordt door de Commissie hevig veroordeeld. Hiervoor mogen we de ogen niet sluiten. Jaar na jaar neemt het leiderschap van de republiek meer autoritaire trekjes aan, een tendens die samenvalt met de opkomst van Erdoğan, eerst als premier en sinds vorig jaar ook als president. Ik houd mijn hart vast voor de gevolgen van de parlementsverkiezingen in juni.  Met nog meer macht voor Erdoğan zou Turkije wel eens voorgoed kunnen afglijden naar een autoritaire staat.

Twee bedenkingen bij dit verslag. Eén: waar wil de EU naartoe met een land dat zich steeds meer afkeert van Europese normen en waarden? En twee: wegen de bejubelde Turkse inspanningen op het vlak van visaliberalisering en als handelspartner nog langer op tegen de steeds verdergaande afbraak van de rechtsstaat?

  Marietje Schaake (ALDE). Madam President, the annual progress report has sadly become a regress report. The concerns we have on the rule of law, separation of powers, human rights and fundamental freedoms are now even more substantial than in previous years as a result of the passing of security laws, restrictions on press and internet freedom, and an acknowledgment that evidence in a mass trial was actually doctored. That leads to key questions about fair trial and due process.

I have always fought for the accession process as I believed it would lead to a win-win situation for the people in the EU and Turkey alike, and I am sad to share how sombre I am about where things stand.

Now, are we only highlighting concerns? No. We also clearly stressed the importance of updating the customs union and of a common coordinated approach to foreign policy and humanitarian matters, but it must be crystal clear that an effective and credible EU—Turkey partnership can only be based on solidly shared values and a common understanding of democratic principles, such as are laid down in the Copenhagen criteria.

  Νεοκλής Συλικιώτης ( GUE/NGL). Αγαπητοί συνάδελφοι, αυτό το Σώμα πριν από λίγους μήνες καταδίκασε τις παραβιάσεις της κυπριακής ΑΟΖ από την Τουρκία. Πώς αιτιολογείται σήμερα το αίτημα της εισηγήτριας για άνοιγμα του κεφαλαίου της ενέργειας; Για να ανοίξει το κεφάλαιο, πρέπει η Τουρκία πρώτα να υπογράψει και να κυρώσει τη Σύμβαση για το Δίκαιο της Θάλασσας, να αναγνωρίσει την Κυπριακή Δημοκρατία και να σεβαστεί τα κυριαρχικά της δικαιώματα.

Το ψήφισμα αναφέρει κριτικά τις εξελίξεις στην Τουρκία, αλλά η Ευρωπαϊκή Ένωση πρέπει να εμμείνει στην ανάγκη υλοποίησης όλων των κριτηρίων της Κοπεγχάγης και των συμβατικών υποχρεώσεων της Τουρκίας, πρώτα και κύρια, προς όφελος του ίδιου του τουρκικού λαού. Χαιρετίζουμε τις εκκλήσεις προς την Τουρκία να ξεκινήσει την απόσυρση του κατοχικού στρατού από την Κύπρο, να στηρίξει το έργο της ΔΕΑ, να εφαρμόσει την απόφαση 550 του Συμβουλίου Ασφαλείας του ΟΗΕ για την Αμμόχωστο και το συμπληρωματικό Πρωτόκολλο και, ιδιαίτερα, να συμβάλει εποικοδομητικά στη λύση του Κυπριακού, στη βάση της διζωνικής δικοινοτικής ομοσπονδίας με μία κυριαρχία μία ιθαγένεια και μία διεθνή προσωπικότητα.

Επιμένουμε όμως και στην ανάγκη να τερματιστεί άμεσα ο εποικισμός και να αποστρατιωτικοποιηθεί η Κύπρος.

  Ernest Maragall (Verts/ALE). Señora Presidenta, gracias, señora Piri, por su capacidad para conseguir acuerdos y, aún más, por su paciencia frente a las diversas intransigencias.

El informe contiene, en primer lugar, una crítica tan dura como necesaria a la actuación del Gobierno turco en el ámbito de la calidad democrática y el respeto de los derechos básicos de sus ciudadanos. En segundo lugar, un reconocimiento explícito de la falta de liderazgo de la Unión Europea en el último período y una valoración positiva del papel estratégico de Turquía en el ámbito económico y geopolítico. En tercer lugar, la necesidad de dar nuevo impulso a las conversaciones sobre todos los capítulos pendientes —especialmente, claro, los capítulos 23 y 24, pero también el 15—. Lo contrario, por cierto, sería precisamente dar justificación a las actitudes de nacionalismo victimista que el partido mayoritario quiere convertir en argumento electoral. En cuarto lugar, la esperanza recuperada en un eventual acuerdo con Chipre, respecto del cual Europa debe mostrar serenidad sin interferencias y hacer toda su aportación, de manera discreta pero positiva, al éxito de las conversaciones. Y, por último, una cierta expectativa de que los kurdos puedan ejercer en el próximo período un rol central en el sistema democrático turco.

Por eso, si no se altera el equilibrio conseguido, vamos a dar apoyo a esta Resolución. Trabajemos para que la Turquía del día siguiente a las elecciones vuelva a ser el amigo interlocutor positivo, coherente con los criterios de Copenhague, que Europa quería tener cuando, hace diez años, iniciamos las conversaciones.

  Fabio Massimo Castaldo (EFDD). Signora Presidente, onorevoli colleghi, approfitto anche per ringraziare di vero cuore i colleghi che hanno sostenuto oggi la mia candidatura e il principio del pluralismo in questa casa.

Ringrazio la collega Piri per il suo lavoro su questa relazione. Lei, giustamente, sottolineava che l'adesione può essere potenzialmente una preziosa occasione per la democratizzazione turca. La vera domanda che dobbiamo porci però è: la Turchia intende sfruttare veramente questa occasione?

Non mi sembra che abbia imboccato finora la strada nel giusto senso di marcia. Ovviamente conosciamo bene le persistenti lacune nel rispetto dei valori UE e dei principi della libertà di espressione, conosciamo anche molto bene le riforme, o meglio le controriforme, che ci sono state dal punto di vista costituzionale per quanto riguarda i diritti delle opposizioni politiche, ed è forse superfluo ricordare che 48 000 siti tra il 2007 e il 2014 sono stati bloccati dalle autorità turche, purtroppo seguendo alcune tendenze antidemocratiche di chiusura alle forze di opposizione.

Finché non ci sarà una giusta soluzione della questione cipriota, il riconoscimento del genocidio armeno e un'equità anche nei confronti del popolo curdo, io credo che questa volontà non ci sarà da parte della Turchia e spero che il popolo turco, invece, nelle elezioni di giugno segni un punto di rottura da questo punto di vista.

Κυρία Πρόεδρε, η «έκθεση προόδου» για την Τουρκία αποτελεί κρίκο στην ενταξιακή διαδικασία στην Ευρωπαϊκή Ένωση που συνιστά επώδυνη επιλογή για τον τουρκικό λαό, που θα σημάνει νέα κέρδη για τα ευρωενωσιακά και τα τουρκικά μονοπώλια. Η έκθεση ανοίγει δρόμο για νέα κεφάλαια διαπραγματεύσεων που αποτελούν κυριολεκτικά επιβράβευση για τη συνεχιζόμενη κατοχή της Κύπρου, την αυξημένη επιθετικότητα και τις παραβιάσεις της Τουρκίας, τόσο στην κυπριακή ΑΟΖ όσο και στον ελληνικό εναέριο και θαλάσσιο χώρο.

Για αυτό και τα πρόσφατα εύσημα της Ευρωπαϊκής Επιτροπής στην Τουρκία, επικαλούμενη τα κριτήρια της ΚΕΠΠΑ, αποκαλύπτουν πόσο επικίνδυνη για τους λαούς είναι η πολιτική της Ευρωπαϊκής Ένωσης και η ΚΕΠΠΑ· οι δε συστάσεις και τα ευχολόγια της έκθεσης που επαναλαμβάνονται κάθε χρόνο, όπως για το casus belli για την Κύπρο, δεν μπορούν να κρύψουν τις επιδιώξεις των μεγάλων ιμπεριαλιστικών συμφερόντων για την ενέργεια στην Νοτιοανατολική Μεσόγειο.

Οι λαοί όμως έχουν άλλα κριτήρια και συμφέροντα, και με την πάλη τους ενάντια στην Ευρωπαϊκή Ένωση, τα μονοπώλια και τα σχέδιά τους και τους ανταγωνισμούς τους, μπορούν να επιβάλουν τα δικά τους συμφέροντα.

  Μανώλης Κεφαλογιάννης ( PPE). Κυρία Πρόεδρε, στην Επιτροπή Εξωτερικών Υποθέσεων ψήφισα την έκθεση για την Τουρκία. Όμως τώρα κάνω δεύτερες σκέψεις, και αυτό λόγω της προσπάθειας ανοίγματος συγκεκριμένων κεφαλαίων.

Αναρωτιέμαι γιατί πρέπει να ανοίξει το κεφάλαιο 23 και 24 για τη δικαιοσύνη και τα ατομικά δικαιώματα όταν έχουμε τα γεγονότα στο πάρκο Γκεζί και τις αθρόες συλλήψεις δημοσιογράφων και την παραβίαση των ατομικών δικαιωμάτων; Για ποιον λόγο πρέπει να ανοίξει το κεφάλαιο 15 για την ενέργεια από μια χώρα που δεν σέβεται και δεν επικυρώνει το δίκαιο της θάλασσας, τη Συνθήκη UNCLOS και παράνομα εκδίδει οδηγίες Navtex για την ΑΟΖγειτονικών κρατών μελών της Ευρωπαϊκής Ένωσης;

Για ποιον λόγο πρέπει να ανοίξει το κεφάλαιο 31 που αφορά την εξωτερική πολιτική και την πολιτική άμυνας και ασφάλειας, όταν η Τουρκία διατηρεί ακόμη το casusbelli, δηλαδή την απειλή πολέμου σε κράτος μέλος της Ευρωπαϊκής Ένωσης, και μάλιστα σε ισχύ;

Νομίζω ότι, τρεις εβδομάδες πριν από τις εκλογές, κάνουμε ένα πολύ μεγάλο δώρο στη σημερινή κυβέρνηση της Τουρκίας. Πρέπει μάλλον να ανοίξουμε τους δείκτες αναφοράς του Συμβουλίου, τα λεγόμενα «Benchmarks», και όχι να ανοίξουμε νέα κεφάλαια.

  Javi López (S&D). Señora Presidenta, en primer lugar, quiero agradecer a la ponente, Kati Piri, la labor que ha llevado a cabo: un gran trabajo, duro, arduo y con negociaciones muy complejas para llegar a un acuerdo y tener el informe que hoy tenemos.

El informe hace dos cosas. Formula una crítica adecuada y necesaria del deterioro del Estado de Derecho, de la calidad democrática, del derecho a la libertad de expresión y de la justicia independiente que se ha producido durante los últimos años en Turquía, unas preocupaciones hondas que también se han expresado en diferentes ocasiones en este Parlamento. Asimismo plasma el reconocimiento, también necesario, de la solidaridad de Turquía con los refugiados, del papel que ejerce en la zona en términos estratégicos o, también, por lo que respecta a la relaciones con Europa en el ámbito energético.

Pero lo que tenemos que tener claro es que el proceso de adhesión de Turquía debe ser la palanca necesaria —y la regulación tiene que ir en este sentido— para que se produzcan avances en materia de reformas democráticas, teniendo en cuenta los criterios de Copenhague y los valores que han sustentado a la Unión Europea para su construcción.

  Bas Belder (ECR). Ik wilde eigenlijk één zaak bij de Europese Commissie aankaarten. Een heel ernstige zaak. Op 18 april 2007 vond in het Turkse Malatya een drievoudige moord op christenen plaats, een gruwelijke moord. Een martelmoord die door de verdachten respectievelijk de daders zelfs met hun telefoons is gefilmd. Ze zijn ook ter plaatse gearresteerd.

Nu zijn we acht jaar verder en wat blijkt? Deze verdachten bevinden zich op vrije voeten, tot schrik en ontsteltenis van de nabestaanden die zij tijdens de zittingen zelfs bedreigden. Ook tot schrik en ontsteltenis van de leden van de kleine Turkse protestantse gemeenschap, want die voelen zich onveilig gezien de intimidatie door de daders tijdens de rechtszitting. Zij vragen zich af: wat is nog het recht voor christenen in Turkije? Ik heb vanmiddag nog eens met hen gebeld om te vragen of er al enig schot zit in deze zaak. Er zijn al 101 zittingen geweest.

Mijn dringende vraag is aan de Commissie om bij de Turkse justitiële autoriteiten navraag te doen: hoe gaat het verder met deze moordzaak? De daders bevinden zich immers op vrije voeten onder zogenaamd huisarrest.

  Σοφία Σακοράφα ( GUE/NGL). ... Έχουν περάσει δέκα χρόνια από την ημέρα που ξεκίνησαν οι διαπραγματεύσεις για την ένταξη της Τουρκίας στην Ευρωπαϊκή Ένωση. Δέκα χρόνια κατά τα οποία η Τουρκία συνεχίζει να κατέχει με στρατό ευρωπαϊκό έδαφος - τη μισή Κύπρο - και να παραβιάζει συστηματικά τα κυριαρχικά δικαιώματα των γειτόνων της, να περιφρονεί τις διεθνείς συνθήκες και αποφάσεις, όπως στην περίπτωση της κυπριακής ΑΟΖ και των ερευνών, και να παραβιάζει επίσης τον ευρωπαϊκό εναέριο χώρο. Μόνο το τελευταίο δεκαοχτάμηνο έγιναν περίπου δύο χιλιάδες εφτακόσιες παραβιάσεις. Κύριοι συνάδελφοι, αν δεν αποσυρθεί o κατοχικός στρατός από την Κύπρο, αν δεν εφαρμοστεί το πρόσθετο πρωτόκολλο και δεν αναγνωριστεί η Κυπριακή Δημοκρατία, αν δεν αρθεί το casus belli απέναντι στην Ελλάδα, μέλος Ευρωπαϊκής Ένωσης, και δεν σταματήσουν οι παραβιάσεις ευρωπαϊκών εναέριων και υδάτινων συνόρων, καμία διεύρυνση δεν μπορεί να συμβεί, κανένα κεφάλαιο δεν μπορεί να ανοίξει, και καμία εμβάθυνση δεν μπορεί να αποφασιστεί στην τελωνειακή ένωση. Κύριοι συνάδελφοι, αν πραγματικά θέλουμε να εξελίξουμε τις σχέσεις μας με την Τουρκία, οφείλουμε να παραμείνουμε ανυποχώρητοι σε αυτές τις προϋποθέσεις.

  Marcel de Graaff (NI). Turkije heeft alle vooruitgang sinds Atatürk afgebroken. Christenen, Koerden politieke oppositie, journalisten, rechters, vrouwen worden systematisch met geweld onderdrukt. Het beest van Ankara heeft IS vrij spel gegeven in de strijd om Kobanî en daarmee zijn ware agenda onthuld.

Turkije is op weg naar een islamofascistische dictatuur onder leiding van de gevaarlijke islamist Erdoğan. En wat doet de EU? Het beloont dit wangedrag. Het voedt het beest dat ons straks de keel afbijt. Het geeft niet minder, maar meer geld aan dictator Erdoğan, die zojuist 300 miljoen heeft uitgegeven aan een megalomaan paleis, vijftig keer groter dan het Witte Huis, waarin hij de sultan uithangt.

Voorzitter, dit land mag nooit lid worden van de EU. Ik eis van deze Commissie directe beëindiging van alle financiering van deze islamitische dictatuur, gedetailleerde verantwoording over de besteding van de miljarden die het door en door corrupte Turkije heeft ontvangen en onmiddellijke stopzetting van het onderhandelingsproces.

  Андрей Ковачев (PPE). Г-жо Председател, дълбоко съм убеден, че Европейският съюз трябва да продължи активно да подкрепя всеки в Турция, който желае демокрация и проевропейската интеграция на страната.

За нас е стратегически важно да имаме надежден съюзник, съсед и партньор в лицето на Република Турция. Регионалните и глобални предизвикателства подчертават ясната необходимост от засилване на сътрудничеството по приоритетни теми като енергийната сигурност и диверсификацията на доставките, стабилността в Близкия Изток и противодействието на нерегламентираната миграция, което е особено актуално в контекста на обсъждането на нова солидарна миграционна политика на ЕС.

Процесът на преговори за присъединяване на Турция към ЕС е от самото начало с отворен край, но той представлява силен стимул за провеждането на реформи и демократични процеси в страната и възможност да бъде реализиран пълният потенциал на стратегическото ни партньорство.

Приветствам възобновяването на активния диалог през последните месеци, който е жизнено важен за укрепването на взаимното доверие и се надявам да даде нов тласък на реформите в страната.

Преодоляване на критичните моменти в ключови области като зачитането на основните права, върховенството на закона, решенията на проблемите със съседите, които представляват ценностният фундамент на Европейския съюз, са условия, без които не може да продължи процесът на евроинтеграция.

Ратификацията и влизането в сила на Споразумението за реадмисия е стъпка в правилната посока, но е важно да се гарантира неговото пълно и ефективно приложение.

България и Турция имат обща сухопътна граница, която същевременно е и външна граница на Европейския съюз. Ние отдаваме особена важност на пълноценното сътрудничество с турските власти в посока засилване на сигурността на границата, борба с трафика на хора и стоки, енергийната инфраструктура и икономиката.

  Андрей Ковачев (PPE), отговор на въпрос, зададен чрез вдигане на синя карта. Аз затова в началото казах, че в наш интерес е активно да подкрепяме тези среди в Турция, които желаят проевропейска интеграция и желаят демокрация.

Това, което виждаме, за съжаление, е недемократично развитие на страната и разбира се отдалечаване на страната от, така да кажем, европейския коридор, защото нека да не говорим за пълноправно членство в Европейския съюз.

Самите преговори се водят с отворен край още от самото начало на преговорния процес, когато беше решено в Люксембург да се стартират преговори с Република Турция, те са с отворен край. Накрая на този преговорен процес, ако се стигне до там, то тогава ще се решава въобще за какво става въпрос – за пълноправно членство, за някакъв вид партньорство или за това, което е сегашното statusquo с митническия съюз.

Така че наше желание, според мен, и мое желание е да мотивираме тези сили в Турция, които искат демокрация, искат спазване на правата на човека, на всички малцинства, религиозни, етнически и т.н. и това е в интерес на Европейския съюз.

Κυρία Πρόεδρε, οι σχέσεις Ευρωπαϊκής Ένωσης-Τουρκίας βρίσκονται σε ένα κομβικό σημείο όπου πρέπει να διαφανεί πραγματικά εάν θέλει η κυβέρνηση της Τουρκίας να αποτελέσει χώρα μέλος της ευρωπαϊκής οικογένειας. Τα ψέματα, οι τακτικές και οι σκοπιμότητες πρέπει να τελειώσουν και το μήνυμα από την Ευρωπαϊκή Ένωση πρέπει να είναι ξεκάθαρο.

Η Τουρκία οφείλει να αποδείξει έμπρακτα ότι σέβεται τα ανθρώπινα δικαιώματα, την κυριαρχία των γειτονικών κρατών και το διεθνές δίκαιο. Η αποχώρηση των τουρκικών κατοχικών στρατευμάτων από την Κύπρο, η αναγνώριση της Κυπριακής Δημοκρατίας, ο σεβασμός των ελευθεριών και δικαιωμάτων των ίδιων των πολιτών της Τουρκίας, η επίλυση του Κουρδικού προβλήματος, η εναρμόνιση με τις αρχές και τις αξίες της Ευρωπαϊκής Ένωσης πρέπει να είναι μονόδρομος για την Τουρκία.

Θέλουμε την Τουρκία στην Ευρωπαϊκή Ένωση ως δύναμη ειρήνης και σταθερότητας και όχι ως παράγοντα αστάθειας και ανωμαλίας που δημιουργεί προβλήματα στην περιοχή.

  Amjad Bashir (ECR). Madam President, let me start by thanking the rapporteur for her hard work and balanced approach in dealing with this delicate matter. Regardless of the opinions held across this House, I think that we can all agree that it is in everyone’s interest for Turkey to be a safe, democratic and prosperous country. While I take on board some of the concerns expressed by colleagues, I am afraid that the default negative position adopted by some keeps pushing Turkey further away instead of drawing it into the fold. Though this may be exactly what some want, we should not be surprised to see that constantly boxing Turkey out has frustrated Turkish moderates and fostered the isolationist sentiment the many in this House are so quick to condemn. Let us adopt a more cohesive approach that rewards positive developments. It is the only way that we will be able to genuinely evaluate whether or not the EU can take its relationship with Turkey to the next level.

Signora Presidente, onorevoli colleghi, diciamo le cose come stanno: la Turchia è una grande potenza regionale che non ha alcuna intenzione, e forse neanche alcun interesse, di contenere le sue enormi aspirazioni militari, geopolitiche, espansioniste: il caso di Cipro lo dimostra. C'è anche Cipro fra i membri dell'Unione europea, ma non è difesa.

Ricordo non solo le denunce dell'opposizione, che sono molteplici e circostanziate, circa le connivenze (si è parlato di ambiguità della Turchia sulla questione del terrorismo, di 50 000 terroristi accolti, secondo un portavoce dell'opposizione), ma anche le denunce di organismi internazionali i quali segnalano già nel 2014 il rinvenimento di armi di produzione turca datate di quell'anno nelle zone di conflitto. Quindi ci sono prove provate. La questione è stata oggetto di una mia interrogazione e la signora Mogherini dice che ci sarà un'azione di sollecitazione perché la Turchia faccia il rintracciamento di queste armi. Ma quando ci daranno una risposta?

La realtà è che la Turchia di Erdoğan ci prende in giro. La realtà è che è guidata da un leader che risponde in maniera minacciosa e mafiosa alle parole moderate di pace del Papa, colpevole solo di avere usato il termine "genocidio", perché il genocidio fa paura a questa Turchia. Ricordare il genocidio è nostro dovere – il genocidio degli armeni! – e voi, l'Europa vile, non avete il coraggio di interrompere questi ...

Η έκθεση για την Τουρκία είναι απαράδεκτη διότι θέτει στο περιθώριο την Κυπριακή Δημοκρατία και την εκθέτει σε σοβαρούς κινδύνους, αποσυνδέει το κυπριακό από την ενταξιακή διαδικασία, προωθεί το άνοιγμα κεφαλαίων χωρίς η Τουρκία να έχει εκπληρώσει τις υποχρεώσεις της προς την Κυπριακή Δημοκρατία και προς την Ένωση, προάγει την εμβάθυνση της τελωνειακής ένωσης χωρίς η Τουρκία να έχει εφαρμόσει το πρόσθετο πρωτόκολλο και αρνείται να περιλάβει στην παράγραφο για το Κυπριακό την αντιδήλωση της 21ης Σεπτεμβρίου η οποία είναι αναπόσπαστο τμήμα του κοινοτικού κεκτημένου και η οποία καθορίζει ρητώς ότι η Ευρωπαϊκή Ένωση αναγνωρίζει στο νησί ένα κράτος, την Κυπριακή Δημοκρατία, η οποία εντάχθηκε στην Ένωση ως ενιαίο κράτος με βάση το Πρωτόκολλο 10.

Επιπλέον επιτρέπει στην Τουρκία να συμμετέχει στα Συμβούλια Εξωτερικών και Άμυνας και προωθεί το άνοιγμα του κεφαλαίου για την ασφάλεια ενώ ο τουρκικός στρατός εξακολουθεί να κατέχει την Κύπρο και ο τουρκικός στόλος να παραβιάζει καθημερινά τις θάλασσές μας.

Εάν το Ευρωπαϊκό Κοινοβούλιο ψηφίσει την έκθεση, εκθέτει την Κυπριακή Δημοκρατία σε άμεσο κίνδυνο διάλυσης και μετατροπής της σε προτεκτοράτο της Τουρκίας και καθιστά αυτό το προτεκτοράτο Δούρειο Ίππο για να κατακλυστεί η Ευρωπαϊκή Ένωση από φανατικούς ισλαμιστές.

Το Ευρωπαϊκό Κοινοβούλιο δεν έχει αρμοδιότητα να καθορίσει την πολιτειακή μορφή της λύσης του κυπριακού προβλήματος και, συνεπώς, η προώθηση συγκεκριμένης λύσης, η οποία νομιμοποιεί το συνεχιζόμενο έγκλημα πολέμου που διεξάγει η Τουρκία σε βάρος της Κύπρου, εκθέτει και την Ευρωπαϊκή Ένωση σε σοβαρούς κινδύνους. Το Ευρωπαϊκό Κοινοβούλιο έχει ηθική υποχρέωση να διασφαλίσει ότι η λύση θα διέπεται από τις αρχές και τις αξίες της Ευρωπαϊκής Ένωσης και θα κατοχυρώνει τα ανθρώπινα δικαιώματα του κυπριακού λαού.

Όσον αφορά τους πρόσφυγες που προστατεύει η Τουρκία, ας αναλογιστούμε για πόσα εκατομμύρια πρόσφυγες είναι υπεύθυνος ο τουρκικός στρατός και το ίδιο το τουρκικό κράτος.

Ms Theocharous, do you not think that issues with Turkey could be settled more easily within the process of Turkey’s accession to the European Union? If Turkey is kept outside the European Union, things will become more difficult. This situation has to be used by all of us.

  Ελένη Θεοχάρους ( PPE), απάντηση “γαλάζια κάρτα”. Έχω πει πάρα πολλές φορές ότι θα θέλαμε έναν δημοκρατικό γείτονα, προοδευτικό και σύγχρονο, που να προστατεύει – εφόσον έχει τόσο μεγάλη δύναμη όση έχει η Τουρκία – και όλους τους μικρούς λαούς τριγύρω.

Δυστυχώς όμως, η Τουρκία θέλει να ενταχθεί στην Ευρωπαϊκή Ένωση με τους δικούς της όρους και να κηδεμονεύει την ίδια την Ευρωπαϊκή Ένωση. Γι’ αυτό, δεν προχωρεί σε δημοκρατικές διαδικασίες και αλλαγές που να μας επιτρέπουν και εμάς να νοιώθουμε ασφάλεια.

Αν εσείς νοιώθετε ασφάλεια με αυτή την Τουρκία η οποία δεν σέβεται ούτε καν τον ίδιο της τον λαό και παραβιάζει βασικά ανθρώπινα δικαιώματα, τότε τι να πω εγώ; Δεν έχω να πω τίποτα περισσότερο.

Ναι! θα θέλαμε μια δημοκρατική Τουρκία στην Ευρωπαϊκή Ένωση για να νοιώθουμε και εμείς καλύτερα και πιο ασφαλείς.

Wenn es einen schwierigen Bericht gibt, dann trifft das sicher auf den Fortschrittsbericht mit der Türkei zu – gerade deshalb möchte ich Kati Piri danken, dass sie diese Aufgabe so großartig wahrgenommen hat. Es ist kein Geheimnis, dass hier viele Interessen aufeinanderstoßen: das Interesse jener, die die Türkei niemals in der EU sehen wollen, der endlose Konflikt mit Zypern und mit Griechenland, das – ich sage das unter Anführungszeichen- –, „westliche“ NATO-Mitglied einerseits, andererseits eine Türkei, die sich immer mehr von genau diesen westlichen Grundwerten entfernt. Ich erwähne in diesem Zusammenhang nur den beschämenden Umgang mit Journalisten, oder wie das Internet für politische Zwecke missbraucht wird.

Und dann ist da noch die Türkei, die eine wichtige Rolle im Nahostkonflikt spielt und die knapp vier Mal so viele Flüchtlinge aufgenommen hat wie ganz Europa zusammen. Also Gegensätze wohin man blickt. Ich hoffe im Interesse Europas und der Türkei, dass im nächsten Bericht die Zahl der Gegensätze abgenommen hat.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, η Τουρκία συνεχίζει την προκλητική της στάση απέναντι στην Κύπρο και την Ελλάδα. Πριν λίγες ώρες, τουρκικά μαχητικά αεροπλάνα παραβίασαν για άλλη μια φορά τον ελληνικό εναέριο χώρο μεταξύ της Χίου και της Σάμου.

Και ενώ η Τουρκία συνεχίζει να κατέχει παράνομα το 37% του εδάφους της Κύπρου – ενός κράτους μέλους της Ευρωπαϊκής Ένωσης – η ίδια η Ευρωπαϊκή Ένωση συνεχίζει να θωπεύει την Άγκυρα. Και μάλιστα, η έκθεση που συζητούμε προτείνει να ανοίξουν και νέα κεφάλαια του προενταξιακού διαλόγου Ευρωπαϊκής Ένωσης-Τουρκίας.

Την ώρα που η Τουρκία δεν αναγνωρίζει καν την Κύπρο, την ώρα που η Τουρκία διατηρεί το casusbelli κατά της Ελλάδας σε περίπτωση που η πατρίδα μου επεκτείνει τα χωρικά της ύδατα στα δώδεκα μίλια, την ώρα που η Τουρκία αμφισβητεί τα κυριαρχικά δικαιώματα της Ελλάδας και της Κύπρου, η έκθεση επιχειρεί να αναβαθμίσει τη θέση της Τουρκίας στον πολιτικό διάλογο με την Ένωση. Είναι λοιπόν απαράδεκτη η έκθεση που συζητούμε.

Επισημαίνω, τέλος, για άλλη μια φορά, ότι είμαι αντίθετος με την οποιαδήποτε μελλοντική ένταξη της Τουρκίας στην Ευρωπαϊκή Ένωση.

  Franz Obermayr (NI). Frau Präsidentin! Es ist wirklich bedauerlich, dass heute bei dieser wichtigen Diskussion so wenige Kollegen im Saal sind. Umso erfreulicher ist es für mich, dass die Galerie voll besetzt ist mit jungen Zuhörern. Ich begrüße herzlich meine Landsleute, die Korpsstudenten der Montanuniversität Leoben aus Österreich.

Wenn wir heute über den Fortschrittsbericht der Türkei reden, wäre es doch angebracht, über einen Rückschrittsbericht zu sprechen. Wie mir erst diese Woche die Kommission bestätigte, wird derzeit geprüft, ob die Heranführungshilfe, nämlich circa 700 bis 750 Millionen im Jahr, nicht auszusetzen ist, was ich eigentlich schon öfter gefordert habe. Interessant, dass man offensichtlich nach Jahren auch daran denkt, es tatsächlich zu tun. Ein überfälliger Schritt angesichts der schwerwiegenden anhaltenden Verstöße der Türkei gegen Meinungsfreiheit, Demokratie und Rechtsstaatlichkeit. Die Lage in Zypern bleibt weiter angespannt.

Das Land unter Sultan Erdoğan hat sich ja längst von seinem laizistischen Erbe losgesagt, das öffentliche Leben wird zunehmend unter das Diktat des Islams gestellt.

Das wirft natürlich die Frage auf: Wer ist überhaupt noch für einen Beitritt der Türkei? 72 % meiner österreichischen Landsleute sprechen sich eindeutig dagegen aus. Es wäre ehrlicher, die Verhandlungen abzubrechen und andere Lösungen anzudenken.

  László Tőkés (PPE). Elnök Asszony, Törökországnak feltett szándéka az Unióhoz való csatlakozás, és hajlandóságot mutat hatékony reformok bevezetésére, jó szomszédsági viszonyok kialakítására és a szükséges nemzetközi normák elfogadására. Mindazonáltal, az országban még mindig elmulasztják a szólás- és a sajtószabadság biztosítását, hiányoznak a korrupció elleni küzdelem törvényes keretei, a hatalmi ágak szétválasztása és az igazságszolgáltatás függetlensége komoly kívánnivalókat hagy maga után, a török szomszédsági kapcsolatok pedig igen feszültek. Törökországnak stratégiai fontosságú szerepe van a keleti és a déli európai szomszédságpolitika viszonylatában, kiváltképpen is a szíriai és az iraki terrorizmus elleni harcban. Hasonlóképpen fontos szerepet tölt be az európai energiabiztonság vonatkozásában. Ezeket szem előtt tartva, a vele fenntartott együttműködést folytatni kell.

Mindazonáltal az európai-török párbeszédnek az értékek alapján kell megmaradnia. Joggal várhatjuk el, hogy Törökország teljesítse saját vállalásait az alapvető emberi jogok biztosítása tekintetében, tartózkodjon minden olyan cselekménytől, mely káros kihatással van a szomszédsági kapcsolatokra, rendezze Görögországhoz és Ciprushoz fűződő viszonyát, és Örményországgal való kapcsolatát normalizálja. Egy évszázaddal az örmény genocídium után ez a lépés immár nem tűr további halasztást.

  Νίκος Ανδρουλάκης ( S&D). Όλοι κατανοούμε ότι η Τουρκία είναι ένας σημαντικός εταίρος της Ευρωπαϊκής Ένωσης. Η πρόοδος όμως και η ομαλή συνέχιση των ενταξιακών διαπραγματεύσεων εξαρτώνται πλέον αποκλειστικά από εκείνην.

Όπως σημειώνεται και στο ψήφισμα του Ευρωπαϊκού Κοινοβουλίου, πρέπει να προχωρήσει στις απαραίτητες μεταρρυθμίσεις και να συμμορφωθεί πλήρως με τα κριτήρια της Κοπεγχάγης.

Η διασφάλιση του κράτους δικαίου, της ανεξαρτησίας της δικαιοσύνης και η ελευθερία του Τύπου ανήκουν στον πυρήνα των ευρωπαϊκών αξιών και αρχών που οφείλει να σέβεται. Συγχρόνως, η Τουρκία πρέπει να εξομαλύνει τις διμερείς τις σχέσεις. Πρακτικές, όπως συνεχείς παραβιάσεις του ελληνικού εναέριου χώρου, οι παράνομες υποθαλάσσιες έρευνες στο Αιγαίο και στην Ανατολική Μεσόγειο, καθώς και η άρνησή της να άρει το casusbelli κατά της Ελλάδας και να αναγνωρίσει την Κυπριακή Δημοκρατία, πρέπει να τερματιστούν.

Θέλουμε μία Τουρκία η οποία θα αποτελεί πηγή σταθερότητας για την περιοχή και θα σέβεται τις ευρωπαϊκές αξίες και το κοινωνικό κεκτημένο.

  Илхан Кючюк (ALDE), въпрос, зададен чрез вдигане на синя карта. Г-н Андрулакис, аз идвам от Балканите и единственият начин да не бъдат провокирани стари наслоения, останали от историята на Балканите, е страните да получат своята европейска перспектива.

  Νίκος Ανδρουλάκης ( S&D), απάντηση “γαλάζια κάρτα”. Είναι προφανές ότι τα Βαλκάνια είναι μία περιοχή η οποία έχει βιώσει τις τελευταίες δεκαετίες πολύ δύσκολες στιγμές. Όμως, το συμπέρασμα όλων των διεργασιών στην περιοχή μας είναι ο σεβασμός στους ευρωπαϊκούς κανόνες. Όσο λοιπόν η Τουρκία δεν προχωρεί σε μια τέτοια πάγια τακτική, είναι προφανές ότι δεν θα υπάρχει καμία ομαλοποίηση στις σχέσεις και η προσπάθεια να προχωρήσει η ενταξιακή διαδικασία θα υπονομεύεται συνεχώς από την ακραία της στρατηγική.

  Anders Primdahl Vistisen (ECR). Fru formand! Som tiden går, står det mere og mere klart, at det var en fejl at indlede optagelsesforhandlinger med Tyrkiet. Tyrkiet er en utrolig vigtig spiller i regionen, landet er medlem af NATO, og det bør være et demokratisk samfund, som vi kan have et naturligt samarbejde med i EU.

Men medlemsskab af EU har vist sig at være den forkerte vej for Tyrkiet. Vi ser i dag, at fundamentale rettigheder såsom ytringsfrihed, pressefrihed og frihed til at samles og demonstrere bliver trådt under fode af det, der indtil for få år siden var et Tyrkiet, der var på vej i en vestlig retning, et Tyrkiet, der var på vej mod et egentligt demokrati i den forståelse, vi har af begrebet i den vestlige verden.

Derfor synes jeg, det er helt klart, at EU-medlemsskabet, man har stillet dem i udsigt, har haft den modsatte effekt af, hvad man havde håbet. Man er gået væk fra Atatürk og mod islamismen, og hvis den udvikling fortsætter, så håber jeg, vi får stoppet optagelsesforhandlingerne, hellere i dag end i morgen.

  Eduard Kukan (PPE). Madam President, first of all, I would like to thank the rapporteur for the good work on this progress report. I think we should see the EU integration process as a vehicle to enhance reforms in the country. We need to stay focused on the reformsʼ processes such as strengthening the rule of law, independence of the judiciary and unconditional respect for fundamental freedoms, including freedom of association, expression and freedom of the media. Turkey should be encouraged to intensify its dialogue with the EU and the Venice Commission in order to converge to the EU aquis.

I would also like to stress the importance of Turkey as a major regional and international player. In the security context, Turkey remains a key NATO ally which can play an increasingly positive and constructive role in all regional constellations. This includes relations with the EU Member States, EU candidate countries in the western Balkans and Turkeyʼs troubled neighbourhood in the south-east. We need to see an increased complementarity in the EU’s and Turkey’s foreign and security policy issues. In the current security environment a closer relation between Turkey and the European Union is to the benefit of both.

Κύριε Kukan, ήθελα να σας ρωτήσω το εξής: λαμβάνοντας υπόψη τη μέχρι τώρα συμπεριφορά που επιδεικνύει η Τουρκία, τι σας κάνει να πιστεύετε ότι η χώρα αυτή, πραγματικά, ενδιαφέρεται να ενταχθεί στην Ευρωπαϊκή Ένωση, ενδιαφέρεται να προχωρήσει στις μεταρρυθμίσεις αυτές που πρέπει να γίνουν, και τις οποίες πολύ σωστά αναφέρατε, και τι σας κάνει πάλι να πιστεύετε ότι, αν αυτή η χώρα ενταχθεί στην Ευρωπαϊκή Ένωση με τους όρους που θέλει και όχι με τους όρους που πρέπει, θα αποτελέσει - όπως είπατε και εσείς - ένα καλό στήριγμα για την ασφάλεια και όλα αυτά τα ωραία και ευχάριστα που προσπαθούμε να πούμε και να δεχθούμε ότι θα συμβούν αν η Τουρκία γίνει μέλος της Ευρωπαϊκής Ένωσης.

  Eduard Kukan (PPE), blue-card answer. First of all I do not believe that Turkey will become an EU member on its own terms. You are underestimating the European Union if you say that. And I did not say that I believe that; I said that Turkey – whether you like it or not – is a candidate country which is going through the accession negotiations.

Whatever you say, this is the truth, and I repeat that the European Commission is the body which defines with whom we are going to start accession negotiations. It is a process – nobody wants to accept Turkey now. It is a matter of years. I do not know how this process is going to end.

  Jan Zahradil (ECR). Paní předsedající, Turecko se za posledních dvanáct let změnilo způsobem, jakým se nezměnilo za celé dekády předtím. Já se obávám, že jsme nedokázali tyto změny dostatečně reflektovat. Samozřejmě, že se nám některé tyto změny nelíbí, ale myslím, že bychom je měli vzít na vědomí a respektovat.

Turecko změnilo své paradigma ve vnímání Evropské unie, změnilo svoji vnitřní politiku, změnilo svoji zahraniční politiku, která je daleko asertivnější. V každém případě Turecko zůstává důležitým hráčem v regionu, zůstává klíčovým geopolitickým hráčem, pokud jde o zajištění bezpečnosti a také energetické bezpečnosti Evropské unie. Turecko si zaslouží také vysoký kredit za svůj přístup k uprchlíkům, protože kdyby nezachytávalo uprchlíky ze Sýrie a z Iráku, pak by už dávno byli v Evropě.

Bez ohledu na jeho vstup do Evropské unie jsme odsouzeni ke spolupráci s Tureckem. Myslím, že bychom ho neměli zahánět do kouta a rozhodně, pokud by byla přerušena předvstupní pomoc teď, v klíčovém období před volbami, považoval bych to za velmi špatný signál.

Would you envisage any new instruments for Turkey? And, especially, what should the Commission provide in order to speed up these reforms and make them irreversible?

  Jan Zahradil (ECR), blue-card answer. I do not see the necessity of introducing any new measures or any new instruments. I think, and I can only repeat what my predecessor Mr Kukan has said, that we are in the course of a negotiation process. I think that the trustworthiness of any international organisation, and the European Union first and foremost, should be measured also according to whether it is able to fulfil its promises. Once we have started the negotiation process we have to go on with that and we have to make a final evaluation at the end of this process, not stop it in the meantime or change the conditions in the meantime.

  Anna Maria Corazza Bildt (PPE). Madam President, the European Parliament is sending mixed messages to Turkey. We call for the acceleration of reforms but we slow down on the prospects for membership. Why should we have a say in Turkey’s internal policies if we then tell them that Europe will never be their home?

Accession negotiation is the highway to change. I share concerns regarding censorship, freedom of expression and the independence of the judiciary, but I think that opening the chapters on justice and fundamental freedom is the best way to promote democratic reforms. We should also move forward on visa liberalisation.

This is not about rewarding the current government: it is about engaging long-term to build trust with the people of Turkey. We must look beyond the rhetoric and actions coming from Ankara now. Yes, more needs to be done, but we do see some progress in the peace process with the Kurdish community, dialogue with Cyprus, the readmission agreement and the Istanbul Convention on Violence against Women.

Being punitive does not lead anywhere. Let us be pragmatic. Turkey is strategic for the EU. We share major challenges: migration, human trafficking, terrorism and jihadism, energy and trade. Let us be clear, Turkey is not ready to become a member yet, but let us give them the same chance as other candidate countries, without double standards. Our uncertainty has a price, which is the undermining of pro-European consensus and policies in Turkey. Is it really the case that Turkey is turning its back on Europe? Or are we turning our backs on the people of Turkey?

Κυρία Bildt, πώς κρίνετε τη στάση της Τουρκίας να εφαρμόζει τη συμφωνία επανεισδοχής με τα 27 κράτη μέλη αλλά όχι με την Κυπριακή Δημοκρατία την οποία χαρακτηρίζει με τον προσβλητικό όρο, τον οποίο προτιμώ να μην σας μεταφράσω από τα Τουρκικά, και πώς κρίνετε το γεγονός ότι, για τους Κύπριους πολίτες δεν επιτρέπεται η έκδοση βίζας παρά μόνο εάν παραδεχτούν ότι προέρχονται από αυτή την «ελληνοκυπριακή διοίκηση του Νότου» – όπως χαρακτηρίζεται η Κυπριακή Δημοκρατία; Και ξέρετε ότι η Ευρωπαϊκή Ένωση αναγνωρίζει την Κυπριακή Δημοκρατία.

I would like to say that there has been, just in the past week, progress in confidence-building measures on resolving the conflict in Cyprus. I do not think that using the fact that you are a Member of the European Parliament constantly just to harass and attack Turkey is constructive for a long-term, fair, win-win solution for all the people of Cyprus.

  Charles Tannock (ECR). Madam President, despite the Turkish Government’s declaration that its priority is EU membership, today’s progress report shows this wanting. Humanist civil rights, particularly for journalists, continue to be undermined and corruption is widespread.

The opportunity for reopening talks in Cyprus following the welcome election of Mustafa Akıncı in occupied northern Cyprus has been undermined by Ankara’s attitude to Cyprus’s oil exploration rights. Meanwhile, Turkey, in spite of its NATO membership, remains at best ambivalent towards ISIS terrorism and hostile to Israel. It is also regrettable, on the centenary of the Armenian genocide, that Turkey refuses to open the border with Armenia or recognise this historic crime. Meanwhile, President Erdoğan continues to aggrandise his office into that reminiscent of an Ottoman sultan whilst boosting his ties with Putin’s Russia. Turkey has great geopolitical potential, as has been said by many, as a strategic country with huge economic and energy security roles and a vibrant and rich culture. Let us hope that the muted tone of the period report will be the beginning of a rapprochement rather than a harbinger of a deteriorating relationship between Turkey and the European Union.

  Dubravka Šuica (PPE). Gospođo predsjednice, prošlo je deset otkad je Turska otvorila pregovore zajedno s mojom, ili našom, domovinom Hrvatskom. Evo mi smo već dvije godine punopravna članica, a kad je Turska u pitanju stanje nije baš tako dobro.

Svi priznajemo da nam je Turska važna iz strateških razloga i ta činjenica je nepobitna, i važno je unaprijediti dijalog i razgovore između Europske unije i Turske. Ali istovremeno, moramo priznati i biti svjesni da stanje ljudskih prava u Turskoj nije na zavidnoj razini. Isto tako, moramo biti svjesni da se izvršna vlast miješa u sudbenu vlast. Isto tako znamo da stanje medija i slobode govora nije na zavidnoj razini. Isto tako znamo da se jednakost spolova ne uvaža u Turskoj. Isto tako znam da se kopenhaški kriteriji također ne poštuju. Sve su to činjenice koje ne govore u prilog zagovarateljima što ranijeg pristupa Turske.

Ciparsko pitanje nije riješeno. S ovog mjesta pozivam predstavnika Ujedinjenih naroda da nastavi taj proces mogućeg pomirenja, približavanja dviju strana.

U svakom slučaju, nisam za to da se otvaraju nova poglavlja zbog predizborne retorike ili predizborne kampanje. Dakle, potrebno je smireno pogledati uvažavajući važnost Turske za Europsku uniju, ali istovremeno vodeći računa da se prihvate europske vrijednosti.

  Ангел Джамбазки (ECR). Г-жо Председател, категорично не споделям ентусиазма в част от представителите в тази зала по отношение на т.нар. напредък на Турция.

Днешната турска власт може да бъде характеризирана като авторитарна, тоталитарна и недемократична и всичко това е твърде далеч от т.нар. европейски ценности, за които много се говори в залата.

Във външнополитически план тази недемократичност се изразява в продължаващата подкрепа за Ислямска държава – финансова, военна и логистична; продължаващата окупация на Кипър; продължаващите провокации към държавата Израел; в продължаващия трафик на мигранти срещу Гърция и България, с които се застрашава тяхната икономика и национална сигурност.

Продължава също така недопустимата намеса на правителството на Турция във вътрешните работи на суверенна държава член на Европейския съюз, каквато е България.

Във вътрешен план имаме все по-голяма липса на свобода на словото, потъпкване на правата на журналистите, липса на правосъдие и на съдебна система; имаме също така и фрапантно погазване на религиозните свободи. Само да напомня на всички в залата, които иначе са демократични и толерантни, че в Турция не може да бие камбана.

Тази Турция, днешна Турция не е Европейска държава и който не е разбрал това ще плати за това по-късно.

  Esther de Lange (PPE). Er is al heel veel gezegd in dit debat. Aan de ene kant uit de rapporteur, die voor dit verslag veel werk heeft verzet, kritiek. Dat is terecht, want er is de afgelopen jaren en maanden in Turkije het nodige gebeurd wat niet strookt met Europese waarden. De voorbeelden zijn al genoemd.

Maar aan de andere kant stel ik ook vast dat deze rapporteur en dat dit verslag meer dan ooit nieuwe hoofdstukken wil openen in de onderhandelingen met Turkije. Laten we er niet omheen draaien, beste collega's, dat zal in Ankara gezien worden als een beloning en een aanmoediging, terwijl er wat mij betreft geen reden is tot vreugde en dit ook niet het signaal is dat wij willen afgeven. Sla ik daarmee dan de deur dicht richting Turkije? Neen, zeker niet. We moeten in gesprek blijven met deze belangrijke buurman. We moeten voortgang op kernbenchmarks blijven volgen en natuurlijk de ontwikkeling van de rechtsstaat van onderop blijven ondersteunen.

Maar we moeten elkaar misschien in dit Parlement en richting de Europese Commissie ook eens diep in de ogen durven kijken. Want we zijn met z'n allen een proces ingegaan, dat gericht is - als hadden we oogkleppen op - op lidmaatschap en lidmaatschap alleen. Wellicht kunnen we ook tot de conclusie komen van beide kanten dat het beter is om te investeren - vanuit een kritische spirit - in een alternatief partnerschap. Het vergt politieke moed om soms af te wijken van de gebaande paden en het vooraf vastgelegde standaardparcours. De EVP is in elk geval bereid om ook vanuit die constructieve spirit naar die alternatieven te kijken en ik hoop dat dat realisme ook bij andere collega's zal doordringen.

  Jarosław Wałęsa (PPE). Pani Przewodnicząca! Jak co roku spotykamy się tutaj, aby ocenić, czy i jakie zmiany na lepsze miały miejsce na drodze Turcji do przystąpienia do Unii Europejskiej. Dzisiaj – jak zawsze – chciałbym skupić się na jednym bardzo ważnym aspekcie, który również został poruszony w tym sprawozdaniu. Chodzi mi o wolność prasy i procesy sądowe dziennikarzy, którzy są aresztowani pod różnymi pretekstami za rzekome rozpowszechnianie poglądów i propagandę organizacji terrorystycznych z powodu poruszania w swojej pracy niewygodnych dla władz w Ankarze tematów. W 2014 roku organizacja Reporterzy bez Granic zakwalifikowała Turcję jako jeden z krajów, w którym dziennikarze byli przedmiotem największej liczby aresztowań, gróźb, procesów i ataków fizycznych. Aresztowania są faktem i musimy jako Parlament Europejski nalegać, aby toczące się procesy sądowe przeciwko dziennikarzom prowadzone były w sposób przejrzysty, z poszanowaniem prawa i w odpowiednich warunkach.

  Bendt Bendtsen (PPE). Fru formand! Tyrkiet er en vigtig strategisk partner for EU. Det gælder politisk, det gælder økonomisk, og det er måske årsagen til, at Europa—Parlamentet går på kompromis med Københavnskriterierne fra 1993.

Københavnskriterierne har både et økonomisk og et politisk aspekt. Det økonomiske kriterium om en fungerende markedsøkonomi vil nok ikke give problemer. Men hvad med de politiske kriterier, som kræver, at landet skal have stabile institutioner, der sikrer demokrati, retsstatsforhold, respekt for menneskerettigheder og beskyttelse af mindretal? Man var i 1993 enige om, at når optagelsesforhandlinger påbegyndes, er det en forudsætning, at kandidatlandet opfylder det politiske kriterium.

Tyrkiet mangler europæiske værdier. Ytringsfriheden lider, journalister og fagforeningsledere forfølges, og religiøse mindretal knægtes. Altså, de grundlæggende forudsætninger er overhovedet ikke i orden. Nu taler kollegaer i salen om åbningen af nye kapitler. Havde Tyrkiet været et lille land, havde døren været lukket. Jeg er meget enig i, at man er nødt til at se på et alternativt partnerskab i stedet.

Αγαπητοί συνάδελφοι, αν πραγματικά θέλαμε σήμερα να είμαστε ειλικρινείς, αντικειμενικοί και αξιόπιστοι, θα λέγαμε όλοι με μία φωνή ότι η Τουρκία παίρνει «απροβίβαστο» και δεν περνά τις εξετάσεις όσον αφορά την αξιολόγησή της για την Ευρωπαϊκή Ένωση. Γιατί πιστεύω ότι εδώ μέσα δεν υπάρχει πρόοδος, και καλώ οποιονδήποτε να μου επισημάνει έστω και ένα μικρό βήμα που έγινε στα κεφαλαιώδη ζητήματα.

Η Τουρκία συνεχίζει να μην σέβεται και να μην εφαρμόζει το Πρωτόκολλο της Αγκύρας, που αυτό είναι ευθεία προσβολή και πρόκληση προς όλα τα κράτη μέλη της Ευρωπαϊκής Ένωσης. Η Τουρκία συνεχίζει να μη σέβεται το διεθνές δίκαιο και το δίκαιο της θαλάσσης· συνεχίζει να παραβιάζει δικαιώματα τόσο μέσα στην Τουρκία όσο και εκτός Τουρκίας· συνεχίζει να κατέχει ευρωπαϊκό έδαφος και να δημιουργεί 200.000 ευρωπαίους προσφυγές πολίτες στην Κύπρο.

Πιστεύω ότι η πιθανότητα να ανοίξουν κεφάλαια για την Τουρκία αποτελεί πρόκληση αλλά, ταυτόχρονα, είναι και επιβράβευση για την Τουρκία και θα χαθεί και το οποιοδήποτε κίνητρο για να υπάρξει σήμερα βελτίωση στην χώρα αυτή.

Οφείλω όμως να επισημάνω ότι αυτή τη στιγμή γίνεται ένας πραγματικά ουσιαστικός διάλογος για επίλυση του κυπριακού προβλήματος και καλώ την Ευρωπαϊκή Ένωση, το Ευρωπαϊκό Κοινοβούλιο και όλους να συμβάλουν ούτως ώστε πραγματικά να εξευρεθεί μια δίκαιη και βιώσιμη λύση για το κυπριακό πρόβλημα, όπως αυτό καθορίζεται και μέσα από το θετικό στοιχείο της έκθεσης για επανένωση της Κύπρου, άμεση επιστροφή της πόλης της Αμμοχώστου, εφαρμογή των ανθρωπίνων δικαιωμάτων, εφαρμογή των αρχών και αξιών της Ευρωπαϊκής Ένωσης τις οποίες δεν υιοθέτησε και δεν σεβάστηκε μέχρι σήμερα η Τουρκία όπως θα έπρεπε να σεβαστεί.

Elnök Asszony, üdvözlöm, hogy a Külügyi Bizottság által benyújtott indítvány külön kitér a kurd közösséggel történő megbékélés fontosságára, egyben szorgalmazza, hogy a török kormány erősítse a kurdok kulturális és politikai jogait, valamint az őket megillető egyenlő bánásmódot. A Külügyi Bizottság meglátásához csatlakozva én is fontosnak vélem, hogy az Európai Bizottság különítsen el forrásokat az Előcsatlakozási Támogatási Eszköz keretében a Törökország délkeleti részén élők társadalmi-gazdasági reintegrációját elősegítő programokra a kurd letelepedési folyamat megerősítése érdekében. Törökországnak nagyon sok területen kell előrehaladást elérnie a csatlakozási folyamat során, az egyik kulcsfontosságú dolog pedig a nemzeti kisebbségek jogainak érvényesülése, köztük kiemelten a kurd közösség helyzetének a javítása. Remélem, hogy ez a terület a csatlakozási folyamat során megkapja a kellő hangsúlyt.

  Nicola Caputo (S&D). Signora Presidente, onorevoli colleghi, la Turchia è un partner strategico per l'Unione europea. Da quando nel 2005 sono stati avviati i negoziati di adesione molti progressi sono stati compiuti, ma molte questioni rimangono ancora sul tappeto.

Penso agli episodi che in diverse occasioni hanno sollevato dubbi circa l'indipendenza, l'imparzialità e l'efficienza del sistema giudiziario, la separazione dei poteri e il rispetto del principio dello Stato di diritto, che costituiscono il fulcro dei criteri politici di Copenaghen. Penso al problema rappresentato dalla corruzione, registrata anche nel rapporto Transparency international che colloca la Turchia al 64° posto. Ma criticità si registrano anche nel rapporto con la stampa e i media: "Reporter senza frontiere" ha classificato nel 2014 la Turchia come uno dei paesi in cui i giornalisti sono stati maggiormente esposti a minacce e aggressioni fisiche.

La Turchia è insomma chiamata a impegnarsi molto di più per soddisfare i criteri di Copenaghen. È arrivato il momento di procedere a un allineamento ai parametri dell'Unione europea che passa necessariamente attraverso l'attuazione di riforme adeguate ed efficaci. La Turchia dovrà compiere questi sforzi per giungere a un rafforzamento delle sue istituzioni e del processo di democratizzazione, elementi indispensabili per essere considerata un paese avanzato e maturo.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, u ovome Parlamentu vrlo često govorimo, svaki put, na svakoj sjednici o problemima migracije, izbjeglica, energetskim problemima Europske unije.

Turska nam je u tome saveznik. Turska nam je saveznik kad govorimo o 2 milijuna izbjeglica i kad govorimo o onome što znači mogućnost drugačijeg snabdijevanja energijom. I zato što nam je saveznik, imamo pravo govoriti o problemima koji postoje da bi Turska napredovala prema Europskoj uniji i ulasku u Europsku uniju. Zato što ti problemi postoje, zato što smo saveznici, moramo jasno reći da dok ne dođe do odgovarajućih demokratskih promjena i reformi u Turskoj, ona ne može postati dio Europske unije. Ali zato mislim da je upravo proces pregovaranja i otvorenost prema partnerima u Turskoj, uzimajući sve u obzir, vrlo važan moment kako bismo stvorili regionalni mir u tom dijelu Europe, odnosno svijeta.

Το βασικό θέμα που νομίζω πρέπει να μας απασχολήσει όλους είναι ένα: υπάρχει απόφαση του Οργανισμού Ηνωμένων Εθνών και του Συμβουλίου Ασφαλείας που καλεί την Τουρκία να αποσύρει τα στρατεύματα εισβολής και κατοχής της Κύπρου. Από εκεί πρέπει να ξεκινάμε! Γιατί δεν εφαρμόζει η Τουρκία τις αποφάσεις του Οργανισμού Ηνωμένων Εθνών;

Και όχι μόνο αυτό: έχει προβεί σε εθνοκάθαρση του τμήματος που κατέκτησε στη Βόρεια Κύπρο. 200.000 Τουρκοκύπριοι αναγκάστηκαν να φύγουν γιατί έχει προβεί σε εθνοκάθαρση. Ποιος έχει μιλήσει ως τώρα γι αυτό το θέμα; Όλοι μιλάνε και λένε ότι είναι ο μεγάλος στρατηγικός εταίρος. Προκαλώ όλους αυτούς που το ισχυρίζονται να το αναιρέσουν διότι τους καταγγέλλω, επίτηδες, ότι είναι πληρωμένοι πράκτορες της Τουρκίας και το λέω για να μου κάνουν μήνυση ώστε να φτάσει το θέμα στα δικαστήρια για να κινηθεί μία έρευνα παντού γύρω από το θέμα.

  Birgit Collin-Langen (PPE). Frau Präsidentin! Seit 15 Jahren ist die Türkei Beitrittskandidat, vor zehn Jahren wurden die Beitrittsverhandlungen eröffnet. Seitdem gab es leider nicht nur keinen Fortschritt, sondern nein: es gab Rückschritte. Die Türkei hat sich immer weiter von den Werten der EU entfernt: Religionsfreiheit, Meinungsfreiheit, Pressefreiheit, Versammlungsfreiheit, etc. Das muss man artikulieren, darauf muss man hinweisen. Das heißt aber nicht, dass die Türkei nicht ein in vielerlei Hinsicht wichtiger Partner der EU ist. Deshalb müssen wir einen Moment innehalten, das Verhältnis der EU zur Türkei und der Türkei zur EU neu bewerten und auf eine neue Grundlage stellen.

Κύρια Πρόεδρε, καταρχήν θα ήθελα να εκφράσω τις ευχαριστίες μου προς τη συνάδελφό μου, την κυρία Kati Piri, για την εργασία που έχει κάνει η οποία ήταν κάθε άλλο παρά εύκολη. Ωστόσο, θα συνοψίσω, επειδή μάλλον είμαι από τους τελευταίους ομιλητές, την κοινή διαπίστωση σχεδόν όλων, ξεκινώντας από τα δεξιά μου μέχρι και το άλλο σημείο του ημικυκλίου.

Η διαπίστωση είναι μία: ότι σε αυτή την έκθεση προόδου της Τουρκίας, ουσιαστικά δεν υπάρχει πρόοδος! Και το ερώτημα, αγαπητοί συνάδελφοι στο οποίο όλοι πρέπει να απαντήσουμε, είναι το εξής: αυτή η διαδικασία που μας έφερε εδώ, και απευθύνομαι και στον αγαπητό μου συνάδελφο, τον κύριο Van Orden, είναι η διαδικασία που ξεκίνησε πριν δέκα χρόνια, όταν η Κυπριακή Δημοκρατία έκανε κάτι που πολλοί δεν θα έκαναν ποτέ: με το ένα τρίτο του εδάφους της, κατεχόμενο από την Τουρκία, αποφάσισε να δώσει ημερομηνία έναρξης ενταξιακών διαπραγματεύσεων στην Τουρκία, συμφωνώντας με όλα τα κράτη μέλη στην οικογένειά μας στην Ευρωπαϊκή Ένωση. Και φτάσαμε σε αυτό το σημείο σήμερα.

Διερωτώμαι λοιπόν, δεν υπάρχει άλλη μέθοδος εκτός από το συνεχές άνοιγμα των κεφαλαίων για να πιέσουμε την Τουρκία προς τη σωστή κατεύθυνση; Αυτό είναι το ερώτημα κύριε Van Orden και σας παρακαλώ μην ξανα-αποκαλέσετε το κατεχόμενο ...

  Doru-Claudian Frunzulică (S&D). Madam President, yes, Turkey still faces issues in relation to freedom of the press, freedom of justice, internet freedom, the construction of the Ilısu dam and the Akkuyu nuclear plant. But, at the same time, Turkey is a strategic partner of the European Union on security and defence issues, on energy security, on economic issues and on foreign policy as well. It is of outstanding strategic importance to the EU in addressing challenges and threats in Europe’s eastern and southern neighbourhood.

Turkey is a bridge between Europe, the Middle East and Asia: a country strong both economically and militarily, and the sole NATO member close to the Middle East, Central Asia and the Caucasus. The European Union needs Turkey and Turkey needs the European Union. All the issues with Turkey can be settled in the process of negotiating Turkey’s accession to the European Union.

  Josu Juaristi Abaunz (GUE/NGL). Señora Presidenta, me gustaría incidir en tres puntos en los cuales este Parlamento podría —y, en mi opinión, debería— ser mucho más rotundo y eficaz. En primer lugar, sacar al PKK de la lista de organizaciones terroristas de la Unión Europea y exigir la puesta en libertad inmediata de Abdulá Ocalan, algo evidente para muchos de nosotros y de nosotras y, por supuesto, para el pueblo kurdo, pero que, además, es el único camino a seguir para negociar una paz justa y duradera.

En segundo lugar, debemos urgir a Turquía a que abra la frontera en Kobane para la ayuda humanitaria y de reconstrucción. Por último, en estos días previos a las cruciales elecciones del 7 de junio, se han producido decenas de ataques contra militantes y sedes del partído político HDP. Debemos exigir a Ankara que deje de instigar o tolerar esos ataques y se implique de lleno en el proceso de paz.

  Christos Stylianides, Member of the Commission. Madam President, I would like to thank all Members of this House who expressed their support for the Commission’s comprehensive agenda on Turkey. This includes work in crucial areas such as energy, migration, the economy and modernisation of the customs union. This recognises the importance of the shared challenges in EU-Turkey relations. The Commission is committed to developing these relations further.

I also share many of your concerns, of course. The rule of law and fundamental freedoms – such as freedom of assembly, freedom of expression, freedom of the media – and the independence of the judiciary are all core principles of democratic societies. It is up to Turkey to ensure that both the legal framework and its implementation in these areas are in line with European standards. The Commission is prepared to work with the new Turkish Parliament and Government on these issues.

Regarding the issue of Cyprus, I would like to echo the comments made here today that there is now a window of opportunity to find a lasting solution to this very crucial issue. The Commission would like to encourage all involved to make decisive progress in the settlement talks with the support of the UN. Such progress could also add new momentum to Turkey’s accession process.

To conclude, the Commission underlines that we must be prepared to step up our efforts in further engaging with Turkey after the upcoming elections. The enlargement process provides the most suitable framework for cooperation and performance.

  Zanda Kalniņa-Lukaševica, President-in-Office of the Council. Madam President, the debate today clearly shows that we need to continue to encourage political and economic reforms in Turkey. This is the best way forward and we should continue down this road. Answering the question by Mr Lambsdorff on whether the EU is the anchor of reforms in Turkey, the Council’s answer is clear: both sides, including Turkey, have much to gain from the process of political and economic reforms.

During the debate, many of you also mentioned energy issues. Let me assure you that the Council fully supports the strengthening of EU-Turkey energy cooperation with the aim of facilitating and integrating energy markets. Here, I would like to refer also to the proposal by the Commission on energy union, which points to Turkey as an important strategic energy partner. The EU is committed to developing energy and climate diplomacy where it can use all its foreign policy instruments.

In this debate we also heard several Members calling for the opening of further negotiation chapters, for example Chapters 23 and 24. Let me remind you that negotiating chapters may only be opened in compliance with the rules of the Intergovernmental Conference, according to the established procedures and in line with the negotiation framework. Unanimity in Council is required for this process. As a Presidency, we are committed to continuing the process. Together with the Member States and the Commission we are doing what we can to move things forward.

I shall not take more time and will conclude by recalling that, ultimately, it is Turkey’s own ability and willingness to move forward which will determine the pace of the negotiations. Turkey’s own progress in addressing benchmarks, as well as the requirements of the negotiating framework and accession partnership, continue to be the primary determining factors. Advancing the negotiations will not only require further general reform efforts, but also a great deal of political courage from Turkey. We join the Commission in expressing hope that the EU agenda will be re-energised in Turkey after the elections. I thank you very much for this debate and thank you once again for your attention.

  Dominique Bilde (NI), par écrit. Cette proposition concerne le rapport de suivi 2014 sur la Turquie et détaille les multiples évolutions de ce pays au regard de son statut de pays candidat à l'adhésion à l'Union européenne.

Même si ce rapport comporte des critiques à l'égard de la Turquie et de l'administration Erdoğan, notamment sur le respect des droits fondamentaux, la liberté d'expression, les droits de l'homme ou la justice, nous ne pouvons nier que l'UE et le rapport restent favorables à l'élargissement et l'arrivée de la Turquie au sein de l'Union. À cet effet, j'ai déjà déposé une proposition de résolution contre l'entrée de la Turquie dans l'UE et l'arrêt des négociations d'autant plus que celle-ci refuse toujours de reconnaître l'État Chypriote. La Turquie, par son histoire, par sa culture ou par son régime ne peut pas fondamentalement adhérer à l'UE.

Enfin, les financements, déjà importants pour sa pré-adhésion, risquent de devenir insoutenables si nous devons répartir une part effective du budget à la Turquie si elle venait à adhérer à l'UE.

  Sophie Montel (NI), par écrit. Le commissaire chargé de la politique européenne de voisinage et des négociations d'élargissement a reconnu vouloir placer la Turquie parmi les pays prioritaires durant cette législature et ce sont ainsi 14 chapitres sur 35 qui ont déjà été ouverts dans le cadre du processus d'adhésion.

Le 29 mai 2005, lors du référendum sur le projet de Constitution européenne, les Français ont pourtant majoritairement voté contre, et ce au motif notamment qu'ils ne voulaient pas voir entrer la Turquie dans l'Union européenne. Dix ans plus tard, sous la pression américaine, les dirigeants de l'UE sont, eux, toujours prêts à tout accepter et à fermer les yeux sur bien des zones d'ombre: situation des minorités, liberté d'expression, respect des droits fondamentaux, reconnaissance officielle de l'existence légale de la République chypriote, capacités financières de la Turquie…

En outre, à force de prôner sans cesse l'élargissement, l'Union européenne ne fonctionne plus, c'est là une réalité. Si nouvel élargissement il devait y avoir, alors les peuples européens devraient être consultés. C'est le fondement même de la démocratie.
