Mr President, many apologies, and I know it was a difficult decision, but I did want to make the point that the decision to decide to delay the vote is, to our delegation anyway, a big problem in terms of how it is perceived by the citizens of Europe, who are very concerned about this. So I wanted to stand up and make that point.

  Lucy Anderson (S&D). Mr President, I have another point about Amendment 27, and the ordering of Amendment 27 on the agenda, because again, this is designed to confuse citizens. It should have been taken as a whole, and then the other parts should have been falling.

I agree that this is a procedural point, but there was a lot of support for Amendment 27, and I urge the President to think again about that issue in future.

  Presidente. – Onorevole Anderson, ascolti un attimo la comunicazione della presidenza, poi potrà dire la sua.

Alcuni capigruppo, che rappresentano la maggioranza in seno alla Conferenza dei presidenti, hanno informato il Presidente del Parlamento che desiderano rinviare la relazione dell'onorevole Lange sui negoziati riguardanti il partenariato transatlantico su commercio e investimenti. A questo punto la modifica può essere fatto solamente su proposta del Presidente di modificare l'ordine del giorno in conformità all'articolo 152. Per consentire al Parlamento di votare sulla proposta di modifica, il Presidente ha accettato di presentare questa proposta.

Pongo pertanto in votazione la proposta di rinvio della relazione Lange per appello nominale. Se c'è un rappresentante che vuole parlare a favore del rinvio e un rappresentante contro il rinvio. Chi vuole parlare a favore del rinvio visto che è stata presentata la proposta.

Io credo che si debba rispettare la volontà del Parlamento, siccome voterà il Parlamento, sarà l'Aula sovrana a decidere cosa fare, sarà l'Aula a decidere cosa si deve fare.

  Daniel Caspary, im Namen der PPE-Fraktion. – Herr Präsident, geschätzte Kolleginnen und Kollegen! Wir haben uns alle wochenlang auf die heutige Plenardebatte und die geplante Abstimmung vorbereitet, und wir haben gestern von der Entscheidung des Parlamentspräsidenten erfahren, dass wir heute nicht abstimmen können. Weil es da verschiedene Gerüchte gab, möchte ich klarstellen: Unsere Fraktion wäre bereit gewesen, heute abzustimmen.

Aber nachdem die Abstimmung heute nicht stattfindet und der Ausschuss jetzt über die Änderungsanträge noch mal abstimmen muss, macht es doch Sinn, dass die Abstimmung und die Debatte auch gemeinsam stattfinden und wir dann über TTIP und den Bericht debattieren, wenn wir wissen, was dann auch wirklich zur Abstimmung steht. Deswegen bitte ich darum, dass wir die Abstimmung gemeinsam mit der Plenardebatte dann durchführen, wenn der Ausschuss noch mal getagt hat, und wir deshalb auch die Debatte nicht heute durchführen, sondern auf den richtigen Zeitpunkt verschieben.

  Gabriele Zimmer, im Namen der GUE/NGL-Fraktion. Herr Präsident, sehr verehrte Kolleginnen und Kollegen! Es wurde eben in der Begründung gesagt, dass sich die Fraktionsvorsitzenden, die über die Mehrzahl der Stimmen in der Fraktionsvorsitzendenrunde verfügen, an den Präsidenten gewandt haben, um die Debatte heute abzusetzen. Ich möchte erklären, dass ich dieses Vorgehen für sehr problematisch halte, denn Sie setzen damit auch Institutionen innerhalb dieses Parlaments außer Kraft. Sie machen das alles, ohne dass wenigstens die Vertreter der einzelnen Fraktionen hier gefragt werden, ohne dass sie konsultiert werden. Das ist ein Unding!

Man kann sich immer hinter Paragrafen verstecken. Man kann immer ein Recht in Anspruch nehmen – wie beispielsweise, dass zu viele Änderungsanträge eingereicht worden sind. Was ich aber für notwendig halte, ist, dass es vorher und miteinander die entsprechende Konsultation gibt. Das ist nicht hinnehmbar! Und wir protestieren als Fraktion gegen diese Art und Weise, dass sich das Parlament selber ausbremst, dass wir selber unsere eigenen Rechte beiseite schieben.

Millionen von Menschen warten darauf, was wir heute machen. Und Sie schieben es einfach beiseite. Wenn wir hier die Menschen vertreten wollen, von denen wir gewählt worden sind, dann haben sie zumindest das Recht, dass sie die Stimme des Parlaments hören, und zwar ob es Ihnen von der Mehrheitsseite passt oder nicht. Wir sind nicht dafür verantwortlich, dass die große Koalition ...

... hier im Parlament sich nicht einigen kann. Das ist ein Geschiebe, ein unwürdiges Geschiebe, bei dem wir nicht mehr mitmachen werden!

  Presidente. – Una informazione di servizio, perché si sappia che per il voto in plenaria sulla relazione Lange erano stati presentati 116 emendamenti, 87 richieste di votazione per appello nominale e 10 richieste di votazione per parti separate. Conformemente all'articolo 175 del regolamento, il Presidente Schultz, dopo aver consultato il presidente della commissione per il commercio internazionale, ha chiesto a questa commissione di riunirsi per esaminare detti emendamenti e richieste. Quindi il voto è stato rinviato. Ora stiamo discutendo sul dibattito, se svolgere o meno il dibattito, non il voto, perché il voto è stato rinviato in base all'articolo 175 del regolamento su decisione del Presidente.

  Gianni Pittella (S&D). Signor Presidente, lei mi ha anticipato, poiché nella prima fase di questa discussione non era chiaro se si dovesse rinviare il voto o la discussione. Lei ha giustamente chiarito che non è in discussione il voto. Il voto è stato sospeso con una decisione del Presidente del Parlamento che ha rinviato, a causa della numerosità degli emendamenti, la risoluzione in commissione.

Noi abbiamo apprezzato la saggezza del Presidente Schulz, perché il problema del Parlamento non è quello – chiedo scusa – di fare mostra di sé, ma è quello di deliberare. Noi tradiremmo la fiducia dei cittadini se non deliberiamo e davanti al rischio reale di non avere una risoluzione ha fatto bene il Presidente Schulz e non è la prima volta nella storia di questo Parlamento. Punto!

Seconda questione: sulla discussione noi non siamo favorevoli o contrari. Per noi la discussione ci può essere o si può fare anche insieme al voto quando ci sarà il voto. Per noi questa non è una questione dirimente, la questione invece centrale è che di fronte al mancato accordo di gruppi, non solo dei gruppi di maggioranza, di gruppi sulla risoluzione, il Presidente Schulz ha deciso saggiamente di rinviare il voto alla commissione competente.

Monsieur le Président, chers collègues, quel est ce Parlement européen où le Président décide de manipuler le règlement parce qu'il a peur de ne pas avoir une majorité pour le partenariat transatlantique de commerce et d'investissement et parce qu'il a peur de ne pas avoir une majorité pour le système ISDS? Quel est ce Parlement où la droite libérale considère qu'il faut spolier le débat sur un sujet qui intéresse les citoyens? Quel est ce Parlement européen qui a peur du vote, qui a peur du débat et qui a peur des citoyens européens?

Franchement, débattons et votons!

  Manfred Weber (PPE). Herr Präsident, liebe Kolleginnen und Kollegen! Dafür, dass es erst 8 Uhr morgens ist, haben wir schon eine relativ spannende Debatte im Europäischen Parlament. Ich möchte zunächst nochmal klarstellen: Über die Frage, ob wir heute diskutieren oder nicht diskutieren, entscheidet das Plenum des Parlaments. Deswegen: Es wird nicht hinter verschlossenen Türen entschieden, sondern wir Abgeordnete entscheiden, ob wir diskutieren oder nicht. Das ist ein absolut faires Verfahren, und das ist auch richtig so.

Das Zweite: Martin Schulz hat auf Grundlage der Geschäftsordnung entschieden. Die Regeln in der Geschäftsordnung sind klar: Wenn zu viele Anträge gestellt worden sind und das Plenum damit überlastet ist, hat er das Recht auf Rücküberweisung. Er hat dafür auch unsere Unterstützung verdient, um die Arbeiten im Parlament ordentlich zu diskutieren.

Zum Dritten: Ehrlich gesagt, parteipolitisch darf ich als Fraktionsvorsitzender sagen: Mir macht es Angst, wenn ich sehe, wie hier die beiden Extremen im Haus, nämlich die Linksradikalen und die Rechtsradikalen, sich gegenseitig in Rage reden und andererseits die Grünen an der Seite dieser Leute stehen. Mir macht das große Sorge.

  Rebecca Harms (Verts/ALE). Herr Präsident! Herr Kollege Weber, ich finde, über diese letzte Anschuldigung sollten Sie wirklich nochmal nachdenken. Wenn jetzt jeder, der kritisch gegen private Schiedsgerichte im Rahmen von TTIP ist, an den Pranger gestellt wird als links- oder rechtsradikal, dann frage ich mich, was für eine Zusammenarbeitsbasis wir in diesem Haus haben.

(Beifall)

Hier sitzen viele Kollegen, insbesondere auf dieser Seite, aber auch auf jener Seite, die im Wahlkampf ihren Wählern versprochen haben, dass es diese privaten Schiedsgerichte nicht geben wird! Ich kann diese Versprechen überall nachlesen. Diese Abstimmung und die Debatte werden heute verschoben. Martin Schulz macht das, basierend auf der Geschäftsordnung. Martin Schulz tritt ein für die Verschiebung dieser Abstimmung, weil nicht mehr klar ist, wie seine Fraktion, die Sozialdemokratische Fraktion, zu ihrem Versprechen im Wahlkampf steht.

Lieber Kollege Pittella, wir haben schon Abstimmungen gehandhabt mit sehr viel mehr als 200 Änderungsanträgen. Dass das jetzt nicht geht, liegt daran, dass der Vorschlag von Frau Malmström eben …

  Syed Kamall (ECR). Mr President, let us be quite clear about this: we were willing to vote. It is because of the dishonourable behaviour of the Left in this House that we are not voting today. Is that right?

(Applause)

We thought we had an agreement, but that agreement was turned upon. So what we are now discussing is whether (we are not having the vote) we have the debate. Now let us be quite clear: you are absolutely right, the citizens out there – those who care – do want to hear us discuss this issue. But it is absolutely right that we have the debate at the same time as the vote.

You can get as excited as you like and have your debate now, but let us have the debate so that it is fresh in our minds when we have the vote. And when I see the Greens and the Socialists talk to each other in that friendly way, can I suggest that not only do we need a dispute mechanism at international level, but probably here in Parliament for the Left.

  Jonathan Arnott (EFDD). Mr President, this is what the citizens expect. The citizens of Europe expect us to hold this debate now. We have had over 2 million citizens petitioning us to deal with this Transatlantic Trade and Investment Partnership issue. We have had phone calls, we have had emails to every single one of us in this House. We have been deluged. People care about this issue.

What are we doing this morning exactly? This morning is scheduled for us to debate TTIP. It is on the agenda for today So what do we do? Do we go back to our offices? Or do we actually do what people expect us to do, and hold a debate? The choice here is a choice between democracy – listening to the people – or going back and doing things behind closed doors in the European Union way. We have to hold this debate today, because that is what is expected of us by the people of the United Kingdom, of Italy, of the whole of Europe.

  Tiziana Beghin (EFDD). Signor Presidente, onorevoli colleghi, io mi associo all'indignazione di chi, in questa mattinata, ha espresso esattamente quello che i cittadini pensano. Noi siamo un Parlamento di burocrati quando fa comodo e un Parlamento di bla bla quando non fa comodo alla maggioranza. Siamo veramente vergognosi. Le regole vengono usate solo quando fa comodo e io vorrei ricordare alle persone che stanno in centro che sono ancorate a un'idea vecchia. Voi siete dentro un'idea vecchia ideologica di destra e di sinistra, il bene dei cittadini e le decisioni di buon senso non sono né di destra e né di sinistra e mi dispiace veramente dirlo a lei, signor Weber. Oggi il buon senso lo dimostrano i partiti alle sponde opposte di questo Parlamento. Non certo voi lì al centro.
