Mr President, paragraph 12 should read, ‘Renews its call for the development of strengthened analytical and monitoring capabilities of Russian propaganda, especially in the Russian language in order to be able to identify, and respond swiftly and appropriately to, deliberately biased information spread in various EU languages; calls on the Commission to earmark without delay adequate funding for concrete projects aimed at countering Russian propaganda and misinformation within the EU and abroadʼ – and here comes the insertion – ʽwith professional reporting in line with journalistic ethics, standards and good practice’. The only aim is that we do not make counter-propaganda but just counter Russian propaganda.

  Victor Boştinaru (S&D). Mr President, knowing that the Front National got a loan of EUR 49 million from a Russian bank, I consider there is a clear conflict of interest here, and the Members in question should be prevented from voting.

  Marine Le Pen (NI). Monsieur le Président, je pense que vous usez probablement de votre impunité au sein de cette instance pour diffamer vos collègues. Ceci est absolument scandaleux, Monsieur. Vous savez pertinemment que le Front national a emprunté à une banque russe. Nous ne l'avons jamais caché à personne. Mais nous, à la différence de vous, on ne peut pas nous acheter. Alors peut-être s'agit-il d'une accusation en miroir?

  Heidi Hautala (Verts/ALE). Mr President, I propose to add a new short paragraph after paragraph 19, as follows: ‘Stresses, in this respect, that the recently-adopted bill on undesirable foreign organisations that allows authorities to bar international NGOs seen as threatening Russia’s defence capabilities or constitutional foundations is a further worrying sign of the ongoing crackdown on civil society.’

  Heidi Hautala (Verts/ALE). Mr President, it is even more worrying if colleagues from the extreme right are against this one. I propose that in paragraph 21 certain modifications be added: ‘The European Parliament calls on the Commission to propose legislation ensuring the full transparency of political funding and financing of political parties in the European Union, in line with the recommendation of the Council of Europe with regard in particular to political or economic stakeholders outside the EU. We call for transparency.’

Monsieur le Président, je voulais simplement demander à Mme Hautala si son amendement visait aussi les financements des banques américaines, qataries, saoudiennes, du Moyen-Orient ou du Proche-Orient et de quelques autres endroits. Auquel cas, nous y adhérons bien volontiers.
