  Sirpa Pietikäinen, rapporteur. Mr President, I guess that all of us understand that you cannot overconsume your limits all of the time in the economic sector. As we know from the Greek crisis, if you become overly indebted, sooner or later you are going to go bankrupt.

With bankruptcy, it is very hard to get yourself up and running again. However, if you bankrupt nature, then it is not only twenty years of suffering – it may even be the end of the game. This is the background for the whole resource efficacy debate, because we are bankrupting the planet. Each year, we are using up 1.5 planet’s worth of resources, and this figure is growing because there are more people, more needs for resources, more products and shortening life-spans of the products.

It is not a question whether change is going to happen or not – it is a question of how it is going to happen. Is it going to be an extreme crisis – economic, welfare, health and humane – or can we create a true business opportunity out of this change? Indeed, this is a huge paradigm shift and a huge systematic change that we are facing. But while Europe is the most resource-dependent of all regions, we can benefit from resource scarcity or be hit hardest by it. We need to get the things right now.

This enormous, hidden business opportunity can only be created by new business ecosystems and business models, like the lease economy and businesses working together in the zero—waste society, where the ends of some processes are resources for someone else. But to make this happen, legislative, economic, information and cooperative actions are needed. Firstly we need a proper set of sub- and whole indicators and targets. It is like accounting in companies: if you do not have harmonised, agreed and binding methodology, you lose all comparability and there is no point at all to the whole effort.

We need a review of existing legislation, including financial legislation, because our linear history has ensured that our legislation fails to incorporate the value of ecosystem services. There are a lot of points that actually prevent the new business models of the circular economy.

We need a product policy designing out of waste, and so we need an ambitious broadening of the scope and revision of the Ecodesign Directive. We need to make this happen soon, because we need predictability for investors in our economies. We need a renewal of the base directive, and we need a special focus on certain areas, such as sustainable buildings, since buildings represent 40% of our energy consumption. As this is a very slow—moving sector, we need to start by taking the decision now to make our building sector sustainable within 30 years. And, Mr President, we need to support all this through our public procurements possibility for a pull effect, because that is 20% of our GDP.

  Frans Timmermans, FirstVice-President of the Commission. Mr President, I will only take a few minutes of your time to tell you a few things before Vice-President Katainen takes over. First of all, this Commission remains strongly committed to presenting – before this Parliament and before the end of the year – a circular economy package which has a holistic approach on the issue – yes, on waste, but also on the re—use of finite materials and on other proposals that would create the environment for a new economy for Europe.

Why do we need this, and why do we passionately believe in this? Because the future of the European economy is not in competing on low wages; the future of the European economy is not in competing on creating stuff with finite resources. The future of the European economy is in the circular economy – in reusing, in putting things back into the economic cycle, and in thinking in terms of cradle to cradle.

Funnily enough, businesses have got this more – and got it better – than we have as politicians. Businesses are leading on this, and we should be leading, as well, as politicians. Why? Because we know where we are. We also know where we need to be, which is in the circular economy, but we do not know well how to get from where we are to where we need to be. And here is where politics needs to lead; here is where government comes in, and here is where the European Union is an essential link in getting us from where we are to where we need to be. I passionately believe in this transition. I believe this year, by presenting our package, we can make the first important contribution to this transformation (which is inevitable), and the report we discussed today is an important building block for what we are going to do. Indeed, we will look at the Waste Package, as I have said, and we will work on it so that we can present the new Waste Package before the end of the year – and, essentially, we will look at all the other issues we need for the circular economy.

I believe in this because it is a huge business opportunity for European businesses. It is also a huge opportunity for the European economy and for jobs. That is why Vice-President Katainen and I work on this closely with all our colleagues – Commissioner Bieńkowska, Commissioner Vella, and many others – because we take a holistic approach. I would encourage Parliament to look at this, not within silos, but as something we have a common interest in, because a circular economy is not something we do just for the environment. Sustainability, of course, has an environmental angle, but sustainability has, especially, an economic and a social angle. If we do not take the three elements into account – economic, social and environmental sustainability – we will not succeed in creating the right conditions for the circular economy.

I want to stress this. Why are businesses interested in this? Because it is the most interesting business model for the future; because they know it is sustainable; because they know it will lead to growth; because they know this is where Europe can lead worldwide. We should use that opportunity to integrate the three elements of sustainability – economic, social and environmental – and then, I believe, we will be successful.

You can count on the Commission to take this holistic approach; you can count on the Commission to work closely with you. I am sure that we can look at the elements, particularly starting with analysing the situation in Member States and having comparable analyses from them, so that we can take it from the zero situation to the higher levels in the next couple of years. The Commission will certainly be part of that transition.

  Jyrki Katainen, Vice-President of the Commission. Mr President, honourable Members, thank you very much for giving us the chance to discuss this very topical and important issue.

As you heard, the Commission strongly believes in the circular economy. The circular economy will be a megatrend in the world economy similar to globalisation. The current linear model is not sustainable or reasonable from an economic, environmental or societal point of view. For instance, if you look at the car sector, the average car is parked around 90% of the time. If you look at office buildings, office buildings are empty some 50% of the time.

So we have to look at the economy from a different angle than we have done before. As Vice-President Timmermans has just said, we have to look at the circular economy from a wider perspective. It is not only about recycling or waste, but we should focus on this as a complete concept in the market economy.

That is why we need to find the right incentives for the business sector to further develop their business models. We also we have to find the right incentives for consumers to change their consumer behaviour and, by doing so, lead development by their own choices.

At the moment the business sector is leading the circular economy, and this is a very good thing. As a regulator, we have to find the right things to support this development. We need the input of stakeholders in order to define what needs to be regulated – or even deregulated; how we can use the tools we have at EU level to promote better use of our resources and how we can strengthen the circular economy as an integral part of the dynamic market economy. We must also be careful not to overregulate everything. This is often a problem for a regulator, who may, even in good faith, sometimes do so.

The ‘Report on resource efficiency: moving towards a circular economy’, as approved in the Committee on the Environment, Public Health and Food Safety (ENVI) last month, sets the bar high. We appreciate and take note of your ambitious proposals.

I would like to comment on some of the many issues your report raises. Let me start by what we call the other half of the circle. The Commission shares your view that product design is of paramount importance in getting things right from the start. There is the potential for an increased focus on circular aspects in order to design products that are made to last and that can be remanufactured and repaired easily, thus facilitating high-quality recycling. We are looking closely into this matter. We see a strong role for public procurement in creating demand for sustainable products, and we are examining the contribution that can be made by green public procurement in this respect.

On buildings, we thank Parliament for its support for a more holistic approach to resource efficiency throughout the full life-cycle of buildings. To avoid burden shifting, we need to look at overall impacts beyond energy efficiency.

The upcoming revised legislative proposal on waste is expected to focus on stepping up implementation on the ground and to take account of different levels of current performance in individual Member States, while keeping a high and achievable level of vision on recycling. It will be essential to base this work on sound evidence.

Another important viewpoint is that Member States and stakeholders see real added value in cooperating at EU level to tackle food waste. To that end, we will closely examine possibilities for preventing food waste.

To conclude, my mandate is to look at all the work we are doing in the circular economy from the perspective of growth, jobs, competitiveness and investment. I know that, if designed right, we can enable a triple win. First, there are economic gains to be made from using raw materials and resources more efficiently and being less dependent on imports. Secondly, there are environmental gains in moving away from a linear economy where we throw away products that could be repaired or recycled. Thirdly, there are social gains to be made from preventing waste and further improving local waste management, recycling, repair and reuse services.

Signor Presidente, onorevoli colleghi, è opinione diffusa che un sistema economico possa crescere all'infinito: ma qualunque sistema economico si trova sempre all'interno di un sistema ecologico chiuso, il nostro pianeta. Prima lo capiremo e prima capiremo che il prodotto interno lordo e il suo tasso di crescita sono indicatori pensati per riflettere un modello consumistico lineare che ha distrutto la nostra terra. Dobbiamo capire che la prosperità e la crescita sono due cose ben diverse e che non bisogna necessariamente aumentare i consumi per vivere meglio. Questa è la base dell'economia circolare.

Ho avuto il privilegio di essere la relatrice di questo dossier sull'economia circolare nella commissione lavoro dove abbiamo preso una posizione chiara per facilitare la transizione: spostare la tassazione dal lavoro all'utilizzo delle risorse, differenziare l'IVA, diminuendola per i beni riciclati o predisposti al riciclo e preparare i nostri Paesi ai nuovi posti di lavoro che saranno creati dall'economia circolare, posti diffusi sul territorio e nelle piccole e medie imprese.

L'economia circolare è il futuro: dobbiamo ripensare, innovare e prepararci ad accogliere tutte le opportunità che questo futuro saprà portarci.

  Benedek Jávor, rapporteur for the opinion of the Committee on Industry, Research and Energy.Mr President, as rapporteur of the Committee on Industry, Research and Energy (ITRE), I would like to say thank you to Sirpa Pietikäinen, rapporteur for the Committee on the Environment, Public Health and Food Safety (ENVI) report, and I would like to stress that the ITRE opinion, which was accepted with a huge majority, is clearly in line and supports everything which is included in the ENVI position.

I would like just to point out some important elements of our opinion. The first part is that we clearly need an ambitious new package from the Commission as soon as possible, which includes quantitative targets, not just wishes and also which has legislative parts. We need clear targets and legislative proposals to step ahead in the circular economy.

Concerning some specific issues in the ITRE Committee, we would like to emphasise the importance of the following: incentivising both reuse and preparations for reuse through quantitative targets; a fiscal framework in accordance with the ‘polluter pays’ principle; addressing the production side (which was mentioned already by Commissioner Katainen); better production design standards to make products more durable and easier to assemble, and so on; and the fight against planned obsolescence in order to protect consumers.

  Karl-Heinz Florenz, im Namen der PPE-Fraktion. Herr Präsident, verehrte Vizepräsidenten! Ich habe mich heute sehr gefreut, dass Sie ein klares Bekenntnis zur Kreislaufwirtschaft abgegeben haben, Herr Timmermans, das war in den Wirren der Wahl der neuen Kommission nicht ganz so zu erkennen. Umso mehr freut es mich, dass Sie heute beide hier darauf hingewiesen haben, dass es am Ende nicht um eine einfache Müllrichtlinie, sondern dass es hier wirklich um viel mehr geht: um eine Kreislaufwirtschaft. Da kann ich nur allen Kollegen sagen, die da glauben, sie könnten mit dem einen oder anderen Prozentpunkt hier etwas reißen: Da irren Sie sich. Es geht um viel mehr. Es geht eben letztlich darum – das hat die Kollegin Pietikäinen schon erklärt –, dass wir einer der größten Kontinente im Export sind. Aber wir haben – mein Land zum Beispiel – nur ein bisschen Zement und ein bisschen Käse, und dann ist es mit unseren Rohstoffen schon am Ende. Deswegen müssen wir mit diesem Naturkapital – ich persönlich bin Landwirt und weiß ziemlich genau, wovon ich da rede – wesentlich besser und aufmerksamer umgehen. Auf diesem Wege sind wir offensichtlich, denn bis jetzt lagern wir noch 70 % unserer Rohstoffe auf Deponien in Europa ab. Die sind verloren, da kann man Technologien anwenden, wie man will. Ich freue mich also, dass es am Ende irgendwann mal darum geht, von der Erzgrube bis zum Fahrrad hin zu erkennen: Was haben wir da gebraucht, wie sind wir damit umgegangen, wie oft können wir das recyceln – bei Aluminium sicherlich öfter als bei Papier.

Wir wollen hier gar nicht das Kind mit dem Bad ausschütten, aber die wichtige Voraussetzung ist, dass wir erkennen, dass wir daran arbeiten müssen. Und da soll mir die eine oder andere Prozentzahl – im Gegensatz zu dem Kollegen – wurscht sein. Ich glaube auch nicht, dass wir in diesem Papier schon verbindliche Zahlen haben müssen. Aber wir müssen die Menschen an diesen Bewusstseinsprozess heranbringen.

Wenn uns das gelingt, meine Herren Kommissare, dann gratuliere ich Ihnen heute schon. Wir werden Sie bei Ihren ambitionierten Vorgedanken heute unterstützen, und wir werden Sie im Prozess weiter begleiten.

Signor Presidente, onorevoli colleghi, la commissione ambiente ha approvato a larghissima maggioranza, con il contributo positivo di tutti i gruppi parlamentari, un documento coraggioso, credibile, fortemente innovativo, un documento che contiene indicazioni precise per la Commissione europea, che dovrà, dopo l'estate, presentare un pacchetto di proposte legislative.

L'economia circolare non è un sogno, ma un'urgente necessità, una grande opportunità.

È un'urgente necessità, perché le risorse della Terra non sono illimitate, perché peggiora la qualità ambientale del pianeta, perché non si arresta il riscaldamento della Terra e perché è sempre più evidente una drammatica emergenza alimentare.

È una grande opportunità per l'Europa, perché noi che siamo la prima potenza economica mondiale, il primo mercato di consumo mondiale non possiamo dipendere per il 60% da materie prime importate e recuperare solo il 5% di questa materia.

Con una coraggiosa transizione verso un'economia circolare è possibile sviluppare buona occupazione, aumentare la ricchezza europea, divenire leader in settori strategici. Solo miopi e sordi continuano a ignorare che la qualità ambientale diventerà sempre di più fattore essenziale nello sviluppo della nostra economia.

La svolta culturale, negli stili di vita, nelle modalità di progettazione e produzione che vogliamo realizzare, si basa su un principio semplice: le materie prime presenti nei prodotti non devono più essere considerate dei rifiuti da buttare dopo un breve ciclo di vita. "Dalla culla alla culla" diceva il Commissario: esatto. Vogliamo e dobbiamo passare dalla cultura dello spreco, della pratica dell'usa e getta, dal consumismo sfrenato a quello del riuso e del riciclo.

Ecco perché è necessario sostenere innovazione, ricerca, le aziende che innovano.

Ecco perché serve una svolta nella progettazione e produzione di prodotti di largo consumo, nell'edilizia, nell'organizzazione e nel funzionamento delle nostre città, nuove regolamentazioni di appalti pubblici nella produzione e nei consumi alimentari.

E qui pochi obiettivi essenziali: aumentare del 30%, entro il 2030, le nostre risorse; produrre con il 30% in meno di risorse gli stessi prodotti; definire parametri e indicatori, obiettivi vincolanti sulla riduzione dei rifiuti urbani, rigorosa limitazione all'incenerimento dei rifiuti non biodegradabili.

Questi sono gli obiettivi che, come socialisti e democratici, sosteniamo e mi auguro che il Parlamento sia conseguente e coerente con le scelte che abbiamo fatto in commissione ambiente.

  Mark Demesmaeker, namens de ECR-Fractie. Hartelijk dank voor uw heel goede inleiding, mijnheer de vicevoorzitter. Weet u nog, mijnheer Timmermans, "trash is cash" zei u onlangs, heel terecht overigens. Wie gooit er nu in 's hemelsnaam waardevolle dingen weg? Wel, wij produceren vijf ton afval per burger per jaar. We recycleren amper één derde. Wij gooien waardevolle grondstoffen weg. En dan te bedenken dat Europa bijzonder afhankelijk is van derde landen voor de import van zijn grondstoffen.

De omschakeling naar een kringloopeconomie levert milieuvoordelen op, maar is bovenal een economische noodzaak. Heel veel bedrijven, ook bij mij thuis in Vlaanderen, hebben dat al goed begrepen.

Vanuit Europa hebben we slimme maatregelen nodig die hinderpalen wegwerken, innovatie en nieuwe bedrijfsmodellen stimuleren, rechtszekerheid bieden op lange termijn. We hebben instrumenten nodig om het gebruik van grondstoffen effectief te meten en te verminderen, een doordacht productbeleid en slimmer afvalbeheer. Dat zijn voor mij de kernboodschappen van het verslag.

Willen we vooruitgang boeken in de echte wereld hier buiten, en niet alleen op papier, dan moeten we ambitie verzoenen met realiteitszin. In die zin is de tekst op een aantal punten nog voor verbetering vatbaar. Alleen dan zullen we aan u, mijnheer de commissaris, ook een krachtig signaal geven.

  Gerben-Jan Gerbrandy, on behalf of the ALDE Group. Mr President, let me start by thanking our rapporteur Sirpa Pietikäinen, and the two Commissioners for their work and opening statements.

As we are discussing the circular economy here, China is at the same time constructing artificial islands in the South China Sea. For what reason? For one single reason: to secure resources. The single pillar of Chinese foreign policy is to secure resources for its large population.

And what about the EU? What are we doing in our external policy? Not a lot. It is close to nothing, although we are the most vulnerable region in the world where resources are concerned. We provide only 30% of the resources that we use for ourselves, so in external policy, resource efficiency is absolutely absent.

But of course – and this is the main focus of today’s debate – resource efficiency also has a very strong internal dimension: the efficient use of resources in Europe itself. On this matter, I have to go back five years in time to 2010, when then Commissioner Potočnik presented his roadmap for a resource-efficient Europe. I must say it was a brilliant document and a very strong analysis, with a roadmap on what Europe should do to become resource efficient. There was a lot of legislation. It was not only about the environment but was maybe more about the economy. It talked about recycling, about better design, about creating economies of scale for the reuse of materials, the recovery of precious minerals like phosphates, and working on alternatives for our chemical industry through biomass.

All that was in this brilliant document, and my question to the Commission is: what will be the difference with the action plan that will be part of the circular economy package? Is it just a delay of five years, or will it be a real improvement gained after five years?

Finally, let me thank the two Vice-Presidents for being here representing the Commission. I hope that shows the importance of the topic in political terms. Thank you, and I am very much looking forward to your proposal later this year.

  Kateřina Konečná, za skupinu GUE/NGL. Pane předsedající, dovolte i mně poděkovat především paní zpravodajce, která se svého úkolu ujala opravdu zodpovědně, a myslím si, že to s námi jako stínovými zpravodaji neměla vždy jednoduché. Přesto vytvořila dokument a zprávu, která je velmi ambiciózní – a pevně věřím, že ji takto Komise i přijme – a bude reálným základem pro to, co budeme projednávat v následujících letech zde v Evropském parlamentu.

Výbor pro životní prostředí, veřejné zdraví a bezpečnost potravin proto tuto zprávu schválil téměř většinou hlasů a i to ukazuje, že jsme snad našli kompromis, který je možný. Nicméně dovolte mi také pár kritických slov. Problematice odpadového hospodářství se poměrně intenzivně věnuji již od dob svého působení v národním parlamentu a sama vím, jak je toto téma komplexní a zrádné a že speciálně u této legislativy platí stará poučka, že „cesta do pekel je dlážděna dobrými úmysly“.

Ráda bych tedy zde znovu zdůraznila, že je třeba si klást především realistické cíle v reálném čase dosažitelné, tedy jen takové, které jsou určeny na základě patřičných vědeckých podkladů a analýz. Dovolte mi teď vznést jednu námitku. Nejde přece jenom o procenta. Někteří z vás už o tom tady mluvili, ale není nic horšího, než pokud v rámci procent stanovíme hodnoty a cíle, které prostě budou členskými státy obcházeny, protože nejsou schopny je prakticky naplnit bez způsobení rozsáhlých hospodářských problémů. A nejsou je schopny naplnit hlavně v časovém horizontu. Prosím, aby Komise přijala dopadové studie pro všechny členské státy jednotlivě u tohoto velmi závazného dokumentu. Pokud ho chceme realizovat, musíme ho realizovat tak, aby ho členské státy vzaly za své a ne aby to vzaly jako nějaké nařízení od nás z Bruselu.

  Claude Turmes, im Namen der Verts/ALE-Fraktion. Herr Präsident! Vielen Dank für die netten Worte. Das klingt schon viel besser als im Dezember, Januar, und vielleicht ist da ein Wandel vom Saulus zum Paulus. Das hoffen wir doch.

Wir brauchen auf einem Planeten, auf dem wir zehn Milliarden sein werden, Regeln. Das, was mir in Ihren Ausführungen – auch von Herrn Katainen – ein bisschen Sorge macht: Sie sagen „keine Überregulierung“. Aber was heißt das? Wie will ich denn langfristig die Wirtschaft in eine Richtung steuern – das haben Sie zu Recht erkannt, Herr Timmermans –, wenn wir keine harten Ziele haben? Warum kommen wir in der Klimapolitik voran? Weil wir harte Ziele haben.

Deshalb gehe ich davon aus, dass Sie, wenn Sie sagen, wir gehen langfristig, auch für verbindliche harte Ziele sind 2030. Ohne die wird es keine Richtung für die Wirtschaft geben. Das Zweite, was wir brauchen: Wir müssen die gefährlichen Substanzen aus der Wirtschaft herausnehmen. Mit gefährlichen Substanzen kann ich kein sinnvolles Recycling machen. Deshalb muss REACH eher vertieft als abgeschwächt werden. REACH ist keine Überregulierung. Wir brauchen weniger gefährliche Substanzen, um überhaupt Recycling positiv möglich zu machen.

Der dritte Grund, warum wir harte Gesetze machen, ist die unlautere Konkurrenz von außen. Bei Reifen ist es jetzt so, dass neu ummantelte, also sehr umweltfreundliche Reifen in Europa teurer sind als neue chinesische Reifen. Wenn wir keine Gesetze haben, wie wollen Sie denn vor der WTO da irgendwie Bestand haben, um dann quasi ohne Regeln die besseren europäischen Produkte oder bessere Produkte weltweit gegen Dumpingprodukte zu schützen? Vielleicht können Sie in Ihrer Antwort nachher darin ein bisschen klarer sein.

Wir wollen natürlich auch, dass das Abfallrahmengesetz nicht jetzt unter dieser holistischen Rhetorik abgeschwächt wird. Wir brauchen strenge Regeln auch da.

Ein Letztes: Bei Nahrungsmittelabfällen haben wir Rückenwind in Europa, in Italien, in Frankreich. Einmalig: Das englische House of Lords will, dass Europa im Nahrungsmittelbereich etwas macht. Einmalig, dass wir von da endlich einmal Rückenwind für neue Gesetze haben. Ich finde, Sie sollten diesen Ball aufgreifen.

Signor Presidente, onorevoli colleghi, intanto, prima di iniziare volevo ringraziare anch'io la relatrice, la nostra collega che in commissione ambiente ha lavorato moltissimo su questo tema. Noi abbiamo collaborato con lei ma devo dire che ha svolto davvero un grande lavoro.

Noi oggi ci troviamo qui a parlare di economia circolare e fra due giorni votiamo quest'importante relazione d'iniziativa con la quale il Parlamento invita la Commissione a formulare una sua proposta su questo tema che noi riteniamo fondamentale, non soltanto per cominciare a costruire un'Europa nuova, per cominciare a costruire un'Europa dei popoli, un'Europa politica – quello che manca oggi e lo vediamo col caso della Grecia – ma anche per cominciare a costruire un'Europa diversa, una società migliore, una società del futuro, la società che noi ci aspettiamo e nella quale vivranno i nostri figli.

Per questo noi diciamo che si tratta di un'occasione formidabile per uscire da quel dogma ideologico che vede al centro di tutto lo sviluppo e il profitto a tutti i costi e per uscire da quella logica infernale della crescita. Sentiamo sempre di più pronunciare questa parola. Noi ci aspettiamo che la proposta della Commissione sia centrata su qualcosa di diverso dal progresso tecnologico come unica base per il culto dello sviluppo economico, questa specie di religione, dove gli economisti sono dei grandi sacerdoti che ci invitano a l'Occidente a espandersi sempre di più.

Ci aspettiamo che con questa proposta si possa fermare una volta e per sempre questa voracità utilitaristica, che impone una crescita illimitata, pur sapendo che le risorse sono limitate, che impone la concorrenza spietata di tutti quanti gli Stati membri e che ci costringe, quindi, ad aumentare la morsa debitoria, che impone e che fa crescere il disastro dei flussi migratori e che impone a tutti noi di subirne anche la gravità delle conseguenze sociali.

Dobbiamo superare anche, una volta e per sempre, il concetto di sviluppo sostenibile, perché non basta rendere migliore o meno inquinante la mega-macchina.

  Mireille D'Ornano, au nom du groupe ENF. Monsieur le Président, mes chers collègues, l'utilisation des ressources dans notre économie est à la croisée de nombreux problèmes que le rapporteur soulève à juste titre: gaspillage, dépendance vis-à-vis de l'extérieur pour l'importation de matières premières et d'énergie ou encore défaut de l'économie du recyclage.

Alors que l'importance des circuits courts est mise en avant et que le rapport prétend dessiner un nouveau paradigme, ce texte ne propose pas de changements structurels véritables qui donneraient aux États membres les outils nécessaires à une économie circulaire pérenne. En effet, l'intensification du commerce international n'est pas remise en question. C'est pourtant l'un des principaux vecteurs de la surutilisation des ressources et de la pollution.

Par ailleurs, le texte s'attache à renforcer un encadrement réglementaire qui étouffe déjà chaque jour nos producteurs et nos artisans qui sont pourtant les piliers des économies locales et les espoirs d'une économie circulaire enracinée. Oui, l'échelon local est primordial et nous devons le prendre en compte dans nos analyses. Pour cela, les États membres sont légitimes et fonctionnels.

Enfin, dans le domaine de l'importation d'hydrocarbures, je souhaiterais vous rappeler que les errements diplomatiques de l'Union nuisent à ce projet d'économie circulaire. Les liens de nos nations avec les producteurs du golfe Persique sont encore trop forts, alors que les relations continentales avec la Russie s'effritent toujours plus.

Soyons réalistes, mes chers collègues, l'avenir de l'environnement, ce sont nos terroirs et le grand continent européen.

  Λάμπρος Φουντούλης ( NI). Κύριε Πρόεδρε, όλοι μας νομίζω συμφωνούμε πως το ζήτημα της αποδοτικότητας των πόρων και η μετάβαση σε μια κυκλική οικονομία είναι εξαιρετικά σημαντικά θέματα. Όμως η προσέγγιση είναι πάλι οι δείκτες, η αλλαγή αντίληψης, η μέτρηση της προόδου, τα μηδενικά απόβλητα· στόχοι που στην πράξη είναι απίθανο να επιτευχθούν.

Ήθελα να σταθώ όμως σε ένα συγκεκριμένο σημείο της έκθεσης. Αναφέρεται πως πρέπει να τεθούν οι μικρές και μεσαίες επιχειρήσεις στο επίκεντρο της προσπάθειας για την αποδοτική χρήση των πόρων. Αυτές όμως οι επιχειρήσεις είναι που καταστρέφονται από τις πολιτικές της Ένωσης, μιας Ένωσης βαθιά αντιδημοκρατικής που ελέγχεται από μια γραφειοκρατία πρόθυμη να καταστρέψει όχι μόνο τις μικρές και μεσαίες επιχειρήσεις αλλά ολόκληρους λαούς, όταν αυτοί τολμούν να αντισταθούν στις εντολές της. Γίναμε μάρτυρες την προηγούμενη εβδομάδα μιας τέτοιας επίθεσης. Αυτοί που με τις μνημονιακές πολιτικές τους εξαθλίωσαν τους Έλληνες αλλά και ο ίδιος ο Πρόεδρος Schulz παρενέβησαν προσπαθώντας να τρομοκρατήσουν τους Έλληνες, προκειμένου να συμμορφωθούν με τις επιθυμίες των Βρυξελλών. Όμως ο ελληνικός λαός δεν φοβήθηκε και έδωσε χθες ένα πολύ ισχυρό μήνυμα. Ας φροντίσει λοιπόν η Ένωση να αφουγκραστεί τις επιθυμίες των ευρωπαίων πολιτών, διαφορετικά πριν από την εξάντληση των πόρων θα υπάρξει εξάντληση των λαών.

  Pilar Ayuso (PPE). Señor Presidente, señores Comisarios, esta propuesta de la Comisión sobre economía circular se explica por varios motivos. El primero, la creciente demanda de recursos debido al crecimiento económico en terceros países. El segundo, la escasez de materias primas en nuestro continente, principalmente de las más valiosas, ya que solo tenemos yacimientos excepcionales y de acceso difícil. El tercer motivo es nuestra voluntad de hacer que los impactos ambientales sean mínimos en la vertiente de la explotación de recursos naturales y, también, en la gestión de residuos.

El objetivo es reintroducir los residuos en el ciclo productivo, generando así un círculo virtuoso de eficiencia, gestión de residuos, reducción de emisiones y, en general, protección del medio ambiente. Tarea muy loable, pero muy difícil. Por eso, agradezco y felicito a la ponente por el trabajo que ha hecho y que no ha sido nada sencillo.

Debemos ser conscientes de que, en este asunto, una buena parte del esfuerzo lo tienen que hacer y que pagar, por supuesto, las empresas y, en definitiva, los consumidores y el ciudadano. Soy partidaria de que la nueva legislación en la que trabaja la Comisión sea ambiciosa, pero que, al mismo tiempo, sea realista. Tomando como base la jerarquía de residuos, lo importante es que los Estados miembros mejoren de forma continua la calidad de la gestión de residuos.

De esta manera, podremos cumplir nuestro verdadero objetivo, que no es otro que reintroducir la mayor cantidad de residuos en el circuito de la economía y conseguir que los eliminados sin revalorización sean los menos posibles y, a poder ser, ninguno.

  Matthias Groote (S&D). Herr Präsident! Der Bericht von Sirpa Pietikäinen liefert genau das, was Europa zurzeit braucht: Jobs, nachhaltige Entwicklung und am Ende des Tages Zuverlässigkeit, was die Gesetzgebung angeht, wohin die Richtung gehen soll. Ich muss mich auch nochmal wiederholen – die Kollegen haben es gerade gesagt: Die beiden Vizepräsidenten waren heute hier. Anscheinend hat man dann auch in der Kommission begriffen, worum es geht, was anfänglich vielleicht nicht der Fall war, aber jetzt gibt man wirklich volle Kraft voraus, damit wir ein Paket bekommen – am Ende des Jahres, ist gesagt worden. Es kommt darauf an, dass wir erst einmal feste Quoten einrichten, freiwillige Maßnahmen. Ich bin seit zehn Jahren Mitglied in diesem Hause. Ich habe so viele freiwillige Maßnahmen gesehen, die sind alle krachend vor die Wand gefahren, es hat alles nichts geholfen. Es muss eine robuste Gesetzgebung her, darauf kommt es an, und das wird auch am Ende des Tages zu dem Effekt führen, den wir uns alle wünschen, nämlich einer Kreislaufwirtschaft. Wir brauchen einen 360°-Ansatz an der Stelle. Wenn man an diesem Paket herumdoktert, ein Tortenstück hier herausnimmt, hier ein Tortenstück herausnimmt, dann läuft es nicht rund. Dann wird der Kreis nicht funktionieren. Insofern sollten wir uns wirklich Gedanken machen. Auch wenn die Kommission dafür dann noch mehr Zeit braucht bis Dezember, aber dann brauchen wir dieses Paket auch wirklich zu einer nachhaltigen Entwicklung, dass wir Ressourcen schonen, Ressourcen einsparen und im Bereich Recycling wirklich eine Schippe draufgeben, dass nichts mehr deponiert wird. Denn ein Deponierungsverbot ist am Ende des Tages auch Klimaschutz, weil ich nämlich Methan verhindere.

Was mir sehr wichtig ist, ist einmal die Meeresumwelt. Wir sollen dafür Sorge tragen, dass wir hier auch wirklich ernsthaft ansetzen, dass weniger in die Meere gelangt. Und am Ende des Tages – das ist auch schon angesprochen worden – Lebensmittelverschwendung: Das muss aufhören. Es ist ein Riesenskandal, dass wir in Europa so viele Tonnen an Lebensmitteln wegschmeißen. Hier müssen wir besser werden. Hierüber muss auch die Kommission nachdenken, bei jedem Gesetzgebungsverfahren noch mal ein Folgenabschätzungsverfahren durchlaufen lassen, ob das zu Lebensmittelverschwendung oder zu Verringerung von Lebensmittelverschwendung führt.

  Julie Girling (ECR). Mr President, I agree that the circular economy is vital to Europe’s future economic viability, and I also agree that we need to be ambitious. So I have no complaint at all with the thrust of Ms Pietikäinen’s report. But I find myself in some difficulty, as indeed I did in committee, in terms of supporting the report in its entirety as it stands. This is for one reason only: whilst I passionately believe in all of these things, I also believe in evidence-based policy-making, and in setting out a credible legislative framework. So, before we start setting absolute numbers in our targets, we should carefully examine the impact of doing so.

I have seen so often before that an own initiative report like this becomes not just indicative but somehow binding, with Parliament, in examining the legislative report when it comes forward, seeing any variance from these numbers as an unacceptable lessening and loosening of its position. A good example of this is the call for 70% recycling and reuse for municipal waste: very laudable – I support it. But before such targets can be considered, they must be underpinned by indicators to assess and measure improvements. There needs to be an impact assessment – we need to make sure that this is done properly – and I regret that we were unable to get some of these absolute numbers, rather than principles, removed from what is an own initiative report.

  Nils Torvalds (ALDE). Mr President, Madam Pietikäinen has written a very good report, but we still have some doubts. Firstly, by regulating the streams too strictly in a fast-moving technology, we – and not the market – are picking the winners and the losers.

Secondly, technology is easily one or several steps ahead of law-making. The smartest stream today may not be the smartest stream tomorrow, but the laws we will write may prevail, even if they are not the smartest.

Thirdly, the production of and demand for certain waste streams do not always match a hierarchy. The streams are not always exhausted at the most preferable level. Finally, and perhaps more fundamentally, all streams are actually a problem of definition. What are waste residues and end products in essence? We know that the report that Madam Pietikäinen has written is going to be waste by the end of the week, as will this speech.

Arvoisa puhemies, otan todella lämpimästi vastaan kollega Pietikäisen mietinnön kiertotaloudesta, joka ei todellakaan ole mitään downshiftaamista tai kevyttä kierrättämistä, vaan kiertotalouden tulo on todellinen murros, joka muuttaa sekä kuluttamisen että tuottamisen tapaa, parantaa tuottavuutta, vähentää merkittävästi ympäristökuormitusta, säästää resursseja, puhutaan sitten rahasta, ruuasta tai luonnonvaroista. Sovelluskohteita on aivan kaikkialla.

Tänä päivänä erityisesti haluan nostaa esiin nykyiset ruoan tuotanto- ja kulutustapamme, jotka ovat täysin kestämättömällä pohjalla. Länsimaissa jopa 30–50 prosenttia ruoasta ei koskaan päädy lautaselle ja ruokaa heitetään pois kolminkertaisesti se määrä, joka riittäisi poistamaan nälänhädän tästä maailmasta. Todellinen kehityspoliittinen toimi, jos näin halutaan. Vieläpä maksamme siitä, että heitämme ruokaa roskiin. Kiertotalous pyrkii paitsi luonnonvarojen tehokkaaseen käyttöön, niin myös luoviin ratkaisuihin ruokajätteen ja ylijäämäruoan hyödyntämisessä.

Me tarvitsemme nopeita ja kunnianhimoisia toimia. Kansakuntamme, taloutemme ja ympäristömme ei odota.

This might be true, but do you not think that, first of all, we need innovation? Without innovation, this circular economy is not going to function. Kyllä väitän, että tässä maailmassa tuomme palan taivasta niiden ihmisten eteen, jotka katsovat nälissään ruokavuorta, minkä me eurooppalaiset esimerkiksi työnnämme roskikseen tänä päivänä. Siihen ei tarvitse kuin tervettä järkeä, ei hirveästi innovaatioita, vaan riittää, että pystymme laittamaan kuluttamisemme järkeviin mittasuhteisiin.

  Reinhard Bütikofer (Verts/ALE). Herr Präsident, Herr Vizepräsident der Kommission, werte Kolleginnen und Kollegen! Ich freue mich über diesen Bericht Pietikäinen, weil er tatsächlich, indem er ehrgeizige Ziele formuliert, einen guten Maßstab liefert für das, was die Kommission bis Ende des Jahres versprochen hat. Er formuliert solche Ziele nicht nur im Einzelnen, mit Blick auf Müllvermeidung oder Recyclingquoten, sondern er setzt das auch in den Zusammenhang größerer Perspektiven für eine ökologische Zivilisation, indem er zum Beispiel formuliert, dass wir unsere Wirtschaft bis 2050 nachhaltig machen müssen, indem er zum Beispiel formuliert, dass wir bis 2030 unseren Ressourcenverbrauch um 30 % absenken müssen.

Wenn es dann aber konkret wird gegen Ende des Jahres, Herr Vizepräsident Katainen, dann werden wir uns noch mal mit Ihrer Parole der Überregulierung auseinandersetzen müssen. Gegen Überregulierung kann ja nun schlechterdings niemand etwas haben. Die Frage ist nur: Was ist Überregulierung? Ich möchte davor warnen, zu glauben, Überregulierung sei immer dann schon vorhanden, wenn irgendeine Branche oder irgendein Unternehmen meckert. Sie wissen so gut wie ich, dass es Unternehmen und Branchen gibt, die aus dieser Kreislaufwirtschaft Geschäftserfolge machen können und das auch wollen und die das technologisch anführen und für Innovation eintreten, und andere, die auf der Bremse stehen und glauben, eine wettbewerbsfaire Lösung wäre nur gegeben, wenn man auch dann erfolgreich ist, wenn man sich den ökologischen Transformationszielen verweigert. Das müssen wir klären. Letzteres zu dulden, ist nicht, Überregulierung zu bekämpfen, sondern die Ziele zu verlieren.

  Julia Reid (EFDD). Mr President, the rapporteur addresses the need for the European Union to become more competitive, to create jobs, increase productivity and improve its use of resources: all worthy aims. However, to achieve these objectives, she states the European Union should avoid exceeding the earth’s resources, which would also mitigate climate change.

There has been no discernible global warming for the last 18 years, even if you support the IPCC theory. How can anyone still believe that the key to making the European Union competitive is to establish a new legislative framework? For example, the proposal for an eco-design directive will impose EU ecological design requirements on products. How can anyone still believe that a new European policy framework would deliver legal certainty to investors? Who can afford to invest in such an environment?

Nonsensical over-regulation from the European Commission will not help our economy or industries. It is now clear that regulatory uncertainty is one of the biggest threats to investment and production.

New legislation imposed by the unelected in Brussels will not ensure the re-industrialisation of Europe. We need to reinvigorate the declining EU economy with a new competitive approach.

  Jean-François Jalkh (ENF). Monsieur le Président, mes chers collègues, je partage comme vous la conviction que l'utilisation économe de nos ressources relève d'une urgente nécessité. Le concept d'économie circulaire a pour but d'ériger cet impératif en doctrine de développement. Mais est-il possible de tendre vers un tel modèle quand la priorité est donnée au libéralisme le plus anarchique, à la mondialisation obligatoire à tous les étages?

Une véritable économie circulaire consiste à pouvoir vivre, produire et travailler au pays, à donner une priorité à la recherche technologique. Il s'agit aussi de responsabiliser les citoyens plutôt que de leur imposer encore plus de réglementation et de contraintes.

Ce n'est pas en renforçant les prérogatives réglementaires de la Commission européenne, ou en versant une larme sur le gaspillage alimentaire, que nous parviendrons à préserver notre patrimoine environnemental et à limiter la malnutrition dans le monde ainsi que la pauvreté en Europe.

  Andrzej Grzyb (PPE). Panie Przewodniczący! Propozycja dotycząca zrównoważonej gospodarki o obiegu zamkniętym jest chyba jednym z najbardziej dalekosiężnych i najważniejszych projektów podjętych przez Unię. Potencjalnie może i właściwie powinna przebudować całą gospodarkę w oparciu o zasadę efektywności zasobów. Może być szansą dla Unii, dla wszystkich krajów członkowskich, szansą na wzrost gospodarczy i nowe miejsca pracy. Jednak musimy uwzględnić, że cele w niej zawarte muszą zostać dobrane realistycznie, a w szczególności z uwzględnieniem zasady pomocniczości.

Ja tu chcę docenić wysiłki koleżanki Sirpy Petikaïnem, która jest sprawozdawcą ds. tego sprawozdania, jego autorem. Włożyła w to wiele pracy, jednak muszę przyznać, że niektóre z celów, które zostały tu zakreślone w konkretnym kontekście czasowym – bo przecież za chwilę czy za parę miesięcy dostaniemy propozycję Komisji Europejskiej – ono ma niejako wpłynąć na kształt propozycji Komisji Europejskiej, to wydaje mi się, że wprowadzamy cele, które burzą obecne regulacje, chociażby kwestia spalania odpadów; nowe instalacje wybudowane za pieniądze między innymi krajowe i za pieniądze unijne – i one mają mieć zmniejszony strumień odpadów. Musimy to w jakiś racjonalny sposób uporządkować.

Problematyczną kwestią są chociażby wymogi dyrektywy o ekoprojekcie; nie sam ekoprojekt jest trudny, tylko wymagania, które zostaną postawione między innymi małym i średnim przedsiębiorstwom, a przecież nam chodzi o to, żeby one się również rozwijały. Myślę, że to, co jest chyba najważniejsze w tym całym koncepcie, to to, co powiedział pan Karl-Heinz Florenz – powinniśmy przemawiać do świadomości obywateli. Jeżeli obywatele nam nie pomogą, to nie będziemy w stanie tego konceptu ekonomii cyrkulacyjnej wprowadzić w Unii Europejskiej.

  Daciana Octavia Sârbu (S&D). Domnule președinte, în 1900 populația planetei nu depășea 2 miliarde. Până în 2050, ea va depăși 9 miliarde. Ritmul actual al consumului de resurse este nesustenabil. Acest consum generează nu numai un impact negativ asupra mediului, ci și efecte de altă natură, inclusiv tensiuni politice tot mai dificil de gestionat.

Irosim cu ușurință alimente, deși malnutriția și foametea sufocă regiuni întregi ale lumii. Facem compromisuri geopolitice pentru energie scumpă, dar ignorăm oportunitatea de a folosi mai mult energia regenerabilă. Avem acces în magazine la fructe produse la mii de kilometri distanță, dar nu găsim întotdeauna cu ușurință pe aceleași rafturi și fructe produse de agricultori locali.

Toate acestea sunt forme de risipă. Tranziția la un consum mai responsabil este absolut esențială. Principiul unei economii circulare, cu accent mai mare pe refolosire și reciclare, este unul corect. El ar elimina presiunea pe resurse finite și ar genera oportunități și locuri de muncă în industria reciclării.

  Jadwiga Wiśniewska (ECR). Panie Przewodniczący! Zgadzam się z tym, że powinniśmy rozważyć gospodarkę opartą na obiegu zamkniętym, gdzie odpady poddawane są recyklingowi i wykorzystywane ponownie. To wielka szansa nie tylko dla środowiska naturalnego, ale i dla gospodarki. Myślę jednak, że powinniśmy stawiać cele ambitne, ale możliwe do zrealizowania. Uważam na przykład, że zwiększenie poziomu recyklingu odpadów komunalnych do 90% do 2030 roku będzie bardzo trudne do osiągnięcia przez wiele państw członkowskich. Obecny poziom to 27%. Apeluję więc o ostrożność, aby nie dokonywać nadmiernej regulacji: nadmierna regulacja dławi gospodarkę i mam nadzieję, że większość z nas ma tego świadomość. Warto zdecydowanie kształtować również świadomość obywateli, wspierać państwa w tej kwestii. I proszę, abyśmy tworzyli prawo europejskie z rozwagą.

  Anneli Jäätteenmäki (ALDE). Arvoisa puhemies, parlamentin kiertotalousmietintö on askel kohti kestävämpää tapaa tuottaa ja kuluttaa tavaroita. Kiertotalous on siirtymistä kohti resurssien käyttöä, joka on maapallon kantokyvyn rajoissa. Suhtaudun tähän kiertotalousmietintöön myönteisesti, mutta muutamin varauksin. Ne koskevat lähinnä tiukkojen numeeristen tavoitteiden asettamista vaiheessa, jolloin tätä suurta asiakokonaisuutta ajetaan vasta sisään. Olen samaa mieltä asioiden kiireellisyydestä, mutta lukujen taustalla olevia arviointeja on avattava. Lapsi ei saa mennä pesuveden mukana.

Toinen varaukseni koskee biomassojen niin kutsutun kaskadikäytön tiukkaa kirjaamista. Tuotteiden jalostusasteen nosto on olennainen osa kiertotaloutta, mutta yksityiskohtaisessa säätelyssä on haasteensa. Euro on hyvä konsultti, mutta komentotalous ei ole maailmanhistorian saatossa toiminut, eikä se toimi nytkään.

  Eleonora Evi (EFDD). Signor Presidente, onorevoli colleghi, sono in realtà decenni che si parla di economia circolare, sia nella comunità scientifica che nella società civile, che tra i movimenti sociali. Finalmente anche al Parlamento europeo si parla di questo tema, si parla del progresso, sostanzialmente, si parla di quello che sarà il futuro della nostra economia.

La relazione della collega Pietikäinen è una relazione che contiene misure molto condivisibili e che guarda davvero nella direzione di un'economia circolare, ma in cui è presente una lacuna, a mi avviso: non si parla di economia circolare finché si parla di incenerimento. Questa pratica, oltre a essere una fonte d'inquinamento pericolosa per la salute umana ed ambientale, pregiudica anche la possibilità di attuare una politica di riduzione dei rifiuti, ovvero una delle misure più importanti nella gerarchia di gestione dei rifiuti solidi urbani.

Nonostante l'incenerimento sia un'evidente pratica di economia lineare, altri gruppi politici non hanno sostenuto in commissione ambiente l'emendamento in cui il Movimento 5 stelle chiedeva il divieto generale all'incenerimento e alla messa in discarica. In quest'ottica, le misure proposte nella risoluzione rischiano di essere snaturate e ridotte a misure parziali e poco incisive, che non permettono il pieno raggiungimento di un'economia circolare.

  Birgit Collin-Langen (PPE). Herr Präsident, sehr geehrter Herr Kommissionsvizepräsident, liebe Kolleginnen und Kollegen! Wir haben es gehört, und es ist ja auch unübersehbar: Die Kreislaufwirtschaft ist eines der ganz großen Themen, die in der Europäischen Union anstehen. Der Initiativbericht von Sirpa Pietikäinen ist eine gute Möglichkeit, unsere Parlamentsansicht in dieser Hinsicht ganz klar zu definieren. Ich finde – und das haben wir eben durch nahezu alle Wortbeiträge gehört –, dass es hier eine ganz große Mehrheit gibt, die sich für eine effektive Kreislaufwirtschaft und Ressourceneffizienz einsetzt.

Das müssen wir ehrgeizig tun, aber – und da möchte ich einen Tropfen Essig in den schönen Wein gießen – wir müssen es auch so machen, dass es realistisch ist! Die zu treffenden Maßnahmen dürfen nicht zu einer Überstandardisierung und auch nicht zu einer Überreglementierung führen. Herr Kollege Bütikofer, Sie haben eben gefragt: Was ist eine Überregulierung? Für mich zum Beispiel ist eine Überregulierung, wenn wir hier über ambitionierte, verbindliche Ziele im Vergaberecht sprechen, das wir im letzten Jahr erst novelliert haben und wo wir eben gerade diese grünen Gesichtspunkte als eine Möglichkeit eingeführt haben, dass beim Vergaberecht das beachtet werden kann, was vorher in diesem Umfang nicht der Fall war. Ich finde auch, man muss vorsichtig sein, dass man die Aufnahme von Umweltrisiken in Ratings und Eigenkapitalanforderungen aufnimmt. Auch über die Revision der Ökodesign-Richtlinie sollte man vorsichtig nochmal nachdenken.

Deswegen die Bitte an die Kommission: Es ist ein umfassender, guter Bericht. An vielen Stellen stimme ich auch 100 % mit Sirpa überein. Aber doch auch die Bitte an die Kommission, das, was sie vorlegt, mit Augenmaß und mit der Realisierbarkeit für die nächste Zeit vorzulegen.

  Guillaume Balas (S&D). Monsieur le Président, Monsieur le Commissaire, le débat porte visiblement sur la nécessité d'imposer des objectifs contraignants ou de fixer simplement des indicateurs. Or, les indicateurs, ils existent depuis longtemps. La Commission a beaucoup traîné, disons-le, avant de s'attaquer à la question de l'économie circulaire et on s'aperçoit aujourd'hui que, sur la question spécifique des déchets – je parle ici des déchets municipaux –, si nous n'avons pas une ambition ferme, il ne se passera rien.

C'est donc pour cela que nous, le groupe de l'Alliance progressiste des socialistes et démocrates, soutenons aujourd'hui l'idée d'objectifs. Ils doivent être réalistes. Ce ne doit pas être de la surréglementation, mais de la bonne réglementation, et c'est à vous de la mettre en œuvre. Nous vous faisons confiance et nous vous soutiendrons dans cette voie.

Deuxième élément, l'économie circulaire peut être bénéfique pour l'emploi. En effet, à partir du moment où un produit devient compétitif – parce qu'un produit jeté l'est moins –, il crée des emplois et de l'innovation. Nous pensons précisément qu'aujourd'hui les territoires doivent pouvoir pratiquer cette économie circulaire pour lutter contre la mondialisation. Il faut y mettre les moyens. Il y a là un aspect budgétaire et il serait bien que le Fonds européen pour les investissements stratégiques, qui fait partie du plan Juncker, puisse s'y intéresser fortement.

  Marcus Pretzell (ECR). Herr Präsident, meine Damen und Herren! Die Wegwerfgesellschaft wurde jahrzehntelang propagiert, um Konsum zu fördern, zu beschleunigen und um ganze Wirtschaftszweige zur Blüte zu bringen. Auch die Schnelligkeit, mit der der technische Fortschritt durch Updates oder Neuentwicklungen heutzutage Produkte als überholt ausrangiert, hat immens zugenommen und spielt einer Wegwerfgesellschaft in die Hände. In diesem hochsensiblen Spannungsbogen zwischen Fortschritt, wirtschaftlichem Erfolg und Ressourcenschonung auf der anderen Seite besteht Handlungsbedarf. Aber wieviel Eingreifen, wieviel Regulierung ist nötig?

Der Paradigmenwechsel ist längst vollzogen. Die Industrie hat erkannt, dass die Kunden von heute nach nachhaltigen Produkten fragen und sie bevorzugen. Außerdem ist eine effiziente Nutzung aller eingesetzten Rohstoffe für die Industrie ein wichtiger Faktor in der Erzielung ihrer wirtschaftlichen Erfolge. Ist das nicht alles bereits Motivation?

Kreislaufwirtschaft ist unbestritten ein vernünftiger Ansatz für eine effektivere Nutzbarmachung wertvoller Ressourcen. Deshalb verwundert es umso mehr, wenn staatliche Organe hier höchstselbst verhindernd wirken, indem sie zum Beispiel Genehmigungen für industrielle Anlagen verweigern, die für eine möglichst sortenreine Stofftrennung sorgen würden, die wiederum unabdingbare Voraussetzung für ein effektives Recycling teurer natürlicher Rohstoffe darstellt. Wie oft stehen eigentlich staatliche oder EU-Organe, Verordnungen mit ihrem Übermaß an Bürokratie einer effizienten Rohstoffnutzung und einem umweltschonenden Recycling im Wege? Meine Damen und Herren, müssen wir uns da nicht selbst den Spiegel vorhalten? Nein, so sieht Ressourcenschonung nicht aus.

  Angélique Delahaye (PPE). Monsieur le Président, Messieurs les vice-présidents, chers collègues, je suis ravie que le Parlement interpelle à nouveau la Commission concernant la sortie du paquet législatif sur l'économie circulaire.

Néanmoins, nous devons rester prudents. À vouloir montrer l'exemple au reste du monde, nous risquons de nous tirer une balle dans le pied, en tuant la compétitivité de nos PME et de nos entreprises. Nous ne devons pas opposer l'environnement à l'économie. Nous devrions d'ailleurs parler de consommation efficace de nos ressources, plutôt que de la mauvaise utilisation de ces dernières. Ces notions sont présentes dans ce rapport et je le regrette, car elles sont biaisées et non proactives. Nous devons faire en sorte qu'économie et environnement riment. C'est pourquoi il est important de soutenir nos entreprises, et notamment les plus innovantes.

Mais c'est aussi fondamental de soutenir efficacement la recherche, c'est d'ailleurs comme cela que nous montrerons l'exemple. J'espère que les propositions de la Commission iront dans ce sens. Il faut une vision globale pour une législation efficace, une vision européenne de l'économie circulaire. Avant de fixer un objectif au niveau européen en matière de déchets, nous devons absolument avoir des méthodes de calcul harmonisées pour tous les États membres. Sans cela, je ne vois pas l'intérêt de tels objectifs.

Enfin, j'aimerais m'arrêter sur une proposition plus spécifique, dans le cadre de la lutte contre le gaspillage alimentaire. La Commission doit inclure, dans sa proposition, des dispositions pour que soit promue, au niveau des États membres, la mise en place de conventions entre les grandes surfaces et les associations d'aide alimentaire, afin que ces dernières puissent bénéficier des invendus. J'espère que cette proposition sera largement soutenue par mes collègues et que la Commission s'en saisira.

  Simona Bonafè (S&D). Signor Presidente, onorevoli colleghi, l'economia circolare è un'opportunità unica per contribuire al lancio economico e sociale e proiettare l'Europa in una nuova fase di sviluppo sostenibile, una fase in cui i rifiuti sono una risorsa, le aziende il fulcro della rivoluzione sostenibile e i modelli di produzione e di business sono, appunto, circolari perché rimettono in circolo la materia prima e il suo uso efficiente.

Ma sbaglieremmo se confinassimo l'economia circolare solo a una politica ambientale.

Capite bene quindi che l'economia circolare non è solo cosa vogliamo fare dei rifiuti, quindi non è solo quali percentuali di raccolta differenziata vogliamo raggiungere, dove li vogliamo conferire.

L'economia circolare è indubbiamente la revisione della normativa sui rifiuti, che è parte essenziale, ma è molto di più. Dobbiamo considerarla un asse strategico dello sviluppo economico e – fatemelo dire – persino industriale europeo e finanche sociale, perché significa, per esempio, voler progettare e produrre i prodotti in maniera tale da aumentarne la durabilità, la riciclabilità e la riparabilità, sostenendo il mercato delle materie prime secondarie e cambiando, e al contempo riorientando, i modelli di business e d'impresa.

Che fare allora? Sarà importante che le istituzioni europee identifichino i settori dove sono evidenti barriere legislative ed economico-finanziarie che ostacolano la transizione e andare ad agire lì con regole chiare e pragmatiche.

Grazie Presidente, bellissime parole, onorevole, noi condividiamo tutto quello che lei ha detto; però, ecco, può parlarne col Presidente del Consiglio Renzi? Gli può dire che questa cosa che lei ha detto confligge completamente con il decreto "sblocca Italia" che raddoppia le estrazioni petrolifere e che libera l'incenerimento dei rifiuti? Glielo può dire, per favore? Perché così ci sembra che ci prendete per i fondelli e basta.

Però le vorrei anche evidenziare che forse siamo in un consesso che non è propriamente il Parlamento italiano; per cui io cercherei di tenere il dibattito a livello, appunto, di normative europee che sono normative, peraltro, sulle quali stiamo andando anche a delineare un nuovo modello di sviluppo.

Per cui mi atterrei in questa sede a quello che vogliamo fare per il futuro del nostro continente.

  Pirkko Ruohonen-Lerner (ECR). Arvoisa puhemies, maapallon resurssien ylikulutus on meidän kaikkien yhteinen ongelma, jota pyritään ratkaisemaan myös kiertotaloudella. Meidän on syytä lisätä kaikkien ihmisten tietoisuutta. Kierrätys, laitteiden huolto, korjaus ja uudelleenkäyttö säästävät raaka-aineita ja rahaa niin teollisuudessa kuin kotitalouksissakin.

Yhtenä esimerkkinä haluan korostaa myös teollisuusyritysten vastuuta ja velvollisuutta valmistaa korkeatasoisia ja kestäviä kodinkoneita ja muita laitteita. Vuosikymmenten varrella olen itse havainnut, että monet uudet ja modernit laitteet eivät kestä kuten vastaavat laitteet vielä 20–30 vuotta sitten. Olenkin pohtinut syitä, mistä tämä voisi johtua. Saavatko teollisuuslaitokset varaosien myynnistä paljon voittoja, joten siksi ne käyttävät tuotteisiin tiettyjä heikkoja osia, joita pitää vaihtaa jo muutaman vuoden kuluttua laitteen käyttöönotosta.

Uskoisin, että nykyteknologialla osattaisiin valmistaa jopa parempia kodinkoneita kuin kymmeniä vuosia sitten. Mielestäni pitäisi pohtia, voitaisiinko esimerkiksi kodinkoneiden takuuaikoja pidentää muutamilla vuosilla, jotta niiden laatua saataisiin parannettua ja käyttöikää pidennettyä.

Signor Presidente, onorevoli colleghi, ringrazio ovviamente anche il vicepresidente per essere qui per questo interessante dibattito e un sincero ringraziamento alla collega Pietikäinen, che ha duramente lavorato per mettere insieme una serie di proposte e istanze provenienti da tutti i gruppi politici, che mercoledì voteremo per dare una direzione di marcia alla Commissione europea per metterci davanti, entro la fine dell'anno, come ha detto il Vicepresidente Timmermans, una proposta più ambiziosa sull'economia circolare.

Ma, mi permetta, vicepresidente, di sottolineare un paio di punti che sono essenziali. Noi vogliamo un'economia circolare e non più un'economia lineare perché vogliamo anche un sistema imprenditoriale più competitivo. Siamo convinti che, per avere una maggiore sostenibilità, nel lungo periodo, del sistema industriale, ci sia la necessità di riutilizzare tutto ciò che può essere reimpiegato nel processo produttivo. Non possiamo pensare di buttare ciò che invece ancora può avere un valore nel sistema delle imprese per una nuova produzione.

Per questo chiediamo con forza alla Commissione – e abbiamo chiesto prima di non ritirare la proposta sui rifiuti – che presenti una proposta più ambiziosa, una proposta che ci possa far guardare ancora più lontano, da un lato, per rendere competitivo il sistema economico e, dall'altro lato, per avere un sistema sostenibile, cioè un sistema che possa nel lungo periodo essere mantenuto tale.

Questo chiediamo alla Commissione nella sua proposta con la nostra relazione.

  Paul Brannen (S&D). Mr President, resource efficiency and the circular economy are exciting opportunities to deliver benefits for the environment, promote new ways to tackle climate change and create jobs. To focus on one element of the report we will, hopefully, adopt on Wednesday, the 2050 horizon for sustainable use of resources in the EU contains a provision to implement the principle of cascading use of resources, notably in the use of biomass. ‘Cascading use’ means prioritising the most advanced applications of resources before burning them for fuel. This is particularly true of wood, which can be used in construction, manufacturing, textiles, the automotive industry and even food production, all of which have the potential to create jobs.

In regions such as my own in the north-east of England, this report will help companies such as Robertson’s, which specialises in wooden frames for houses, reopen their factory in County Durham, providing a vital boost for the local economy. Put simply, resource efficiency means more jobs.

  Annie Schreijer-Pierik (PPE). We spreken vandaag over een belangrijk onderwerp. Uiteindelijk gaat het over de herbenutting van onze grondstoffen, die schaars zullen worden. We moeten nadenken hoe we verder omgaan met onze grondstoffen en ons afval, want hier liggen zeker de komende jaren grote kansen en uitdagingen.

We zijn al een heel eind op weg met het goede hergebruik van ons afval. De afvalverbrandingsinstallaties recyclen ook al heel veel, zeker in Nederland. Bij verbranding komen reststoffen vrij, óók waardevolle grondstoffen. De suggestie wordt gedaan dat met name verbranding heel ongezond is. Maar de technologie die wordt gebruikt, is tegenwoordig anders en kan bijvoorbeeld juist ook een bijdrage leveren aan de circulaire economie.

Het verdienmodel van hergebruik en verwerking maakt verbranding in een goede mix van groot belang. Te snel uitfaseren heeft geen zin als in de rest van Europa ook nog het stortverbod niet correct wordt gehandhaafd. Iedereen moet mee kunnen komen. Vuilnis wordt in Nederland in ieder geval niet zomaar op één hoop gegooid. Afval wordt gescheiden vóór het wordt verbrand of gerecycled. Een weloverwogen besluit. Er zijn al miljarden geïnvesteerd in de afvalverwerking. Als we de kaders veranderen, komen bedrijven mogelijk in de knel. En gaat waardevolle innovatie verloren, dan hollen we achteruit.

Tot slot een ander punt. Ook voor de agrarische sector is het benutten van de kringloopeconomie tussen boeren onderling van essentieel belang. Terugwinning van schaars fosfaat en andere waardevolle grondstoffen uit mest moet mogelijk worden gemaakt in Europa. Sta dus eindelijk het gebruik van mineralenconcentraat toe, neem het op in een meststoffenverordering en haal het weg uit de afvalstoffenwet. Alleen zó kan Europa een geloofwaardig beeld neerzetten voor een echte circulaire economie voor onze boeren en onze burgers.

  Karin Kadenbach (S&D). Sehr geehrter Herr Präsident, Herr Kommissar! Ressourceneffizienz hin zu einer Kreislaufwirtschaft: Ich glaube, dieses Thema können wir nicht diskutieren, ohne auch auf den Bereich der Lebensmittelproduktion, auf den Bereich der Landwirtschaft einzugehen. Wir haben heute schon gehört, dass nicht unbeträchtliche Teile unserer Lebensmittel wieder im Abfall landen. Das heißt, wir müssen gesamtpolitisch auch die Landwirtschaft, die landwirtschaftliche Produktion, die Lebensmittelproduktion in die Gedankengänge für diese Kreislaufwirtschaft mit einbeziehen, da sie sehr große Wirkungen nicht nur auf die Umwelt, auf die Menschen und auf die Volksgesundheit, sondern auch auf den Tierschutz und die Tierhaltung hat.

Das heißt: Ich ersuche, auch die Erwägung R, die in diesen wirklich sehr guten Bericht von meiner Kollegin eingebaut worden ist, bei der Entwicklung des Vorschlags zu berücksichtigen.

Heute diskutieren wir einen Initiativbericht. Ich hatte vor wenigen Tagen die Möglichkeit, in einer Schule darüber zu berichten, dass wir in Richtung Kreislaufwirtschaft gehen wollen. Die Frage der Schüler war – mit großen Augen: Warum haben wir die noch nicht?

Herr Kommissar, liebes Kollegium, ich ersuche Sie, so schnell wie möglich auch diesen Schülern eine Antwort zu geben, warum wir sie nicht haben. Ich will die Antwort haben. Wir haben einen Vorschlag, über den wir hier wieder diskutieren können.

  Carlos Zorrinho (S&D). Senhor Presidente, Senhor Comissário, o conceito de crescimento sustentável é chave para uma globalização regulada, amiga do ambiente e centrada nas pessoas. Sem crescimento não conseguimos dar resposta às expetativas de milhões de pessoas – expetativas de acesso a bens essenciais, a emprego, à realização individual e em comunidade.

Na globalização desregulada em que vivemos, hoje, temos verificado duas tendências muito preocupantes. Por um lado, têm aumentado as desigualdades e a gravidade dos focos de pobreza. Por outro lado, as alterações climáticas têm vindo a gerar catástrofes, fome, desolação, e exigem respostas claras, fortes e com resultados concretos.

Neste contexto, a aposta numa economia circular que permita criar riqueza, incorporando na cadeia de valor a gestão dos resíduos, é uma aposta inteligente e urgente. O caminho é claro, e também em certa medida circular. Devemos dar na Europa o exemplo, através dos acordos internacionais, comerciais e outros, e tornar esta visão extensiva à economia global, para que, quando dizemos que queremos um crescimento sustentável, isso não seja apenas retórica, seja uma estratégia de futuro, boa para as pessoas e boa para o planeta.

  Csaba Molnár (S&D). Elnök Úr, az erőforrás- és energiahatékonyság nem csupán „zöld” ügy. Az európai gazdaság és ipar versenyképessége ma elsősorban attól függ ugyanis, hogy milyen haladást tudunk elérni az energia-, illetve az erőforráshatékonyság területén.

Az erőforrások egyre növekvő és pazarló felhasználása, Európa egyre inkább növekvő drámai energiafelhasználása gazdasági zsákutcába taszíthat minket. Már most is ott tartunk, hogy Európa a világ első számú energiaimportőre, teljes energiaigényünknek több mint felét már importból szerezzük be. Ez a fajta energiaforrás-függőség csak a tagállamok közötti összefogással, szövetségben Európával csökkenthető.

Különösen igaz ez az energiaszegénység területére, ami egyre nagyobb gondot okoz különösen Közép- és Kelet-Európában. Meggyőződésem tehát, hogy az energiahatékonyság javítása, a közös európai energiaunió létrehozása vezethet a tartósan alacsony és fenntartható energiaszámlákhoz, nem pedig az egyes tagállamok által belpolitikai fogyasztásra szánt hatósági árszabályozás, ezért kell támogatnunk a Bizottság javaslatát arra nézve, hogy az energiahatékonyságra is uniós mérőszámot dolgozzanak ki.

  Franc Bogovič (PPE). Pozdravljam poročilo kolegice Sirpe Pietikäinen o krožnem gospodarstvu, kakor tudi to, da imamo danes tu v dvorani dva podpredsednika Evropske komisije, in njuno stališče glede ambicioznega načrta Evropske komisije o krožnem gospodarstvu, ki ga bi naj dobili konec leta.

Evropa je celina, ki najbolj ambiciozno gleda na okoljske cilje. In zato je prav, da je krožno gospodarstvo ena od naših velikih prioritet. Gre za varčevanje z viri, reciklažo, ponovno uporabo virov. Pri sprejemanju tega načina upravljanja z viri je zelo pomembno, da vključimo v ta proces lokalne oblasti in regionalne oblasti.

Brez njihove aktivne vloge ne bo rezultatov. Realno življenje se odvija med ljudmi. Pomembno pa je tudi, da v ta proces vključimo mlade in preko izobraževalnega sistema širimo zavedanje, kako pomembno je varčevanje z viri. Veliko uspeha želim Komisiji in čim bolj ambiciozno poročilo konec leta želim.

Domnule președinte, Europa face eforturi pentru a integra riscurile ecologice și sociale în legislația financiară, pentru o orientare cât mai corespunzătoare a capitalului către servicii adecvate în domeniile ecosistemelor și biodiversității. Consider că degradarea mediului, utilizarea excesivă a resurselor și lipsa de măsuri adecvate pot determina efecte nedorite pe termen lung.

Pe de altă parte, este necesar să se acorde o atenție sporită utilizării eficiente a resurselor în cadrul construcțiilor și al clădirilor, având în vedere faptul că, la nivel european, clădirilor le revine 40 % din consumul total de energie al Uniunii Europene, ceea ce generează 36 % din totalul emisiilor de dioxid de carbon. Europa are nevoie de clădiri durabile, dar, pentru aceasta, este necesar să avem o planificare inteligentă și durabilă a destinației terenurilor, completată de o amenajare teritorială și de soluții de transport adecvate.

  Νότης Μαριάς ( ECR). Κύριε Πρόεδρε, η αποδοτική χρήση των πόρων είναι πλέον επείγουσα για περιβαλλοντικούς λόγους. Η μετάβαση προς μια βιώσιμη και κυκλική οικονομία πρέπει να συνδυάζεται πρώτον με προώθηση της αξιοπρεπούς εργασίας, δεύτερον με την προστασία του περιβάλλοντος, τρίτον με ισχυρές κοινωνικές παραμέτρους και τέταρτο με διασφάλιση ασφαλών συνθηκών εργασίας. Πρέπει επίσης να ενταθεί η υιοθέτηση νέων στόχων για τα απόβλητα, καθώς έτσι θα μπορούσαν να δημιουργηθούν εκατόν ογδόντα χιλιάδες θέσεις εργασίας και να μειωθεί η ζήτηση δαπανηρών πόρων, προκειμένου να γίνει ανταγωνιστική η Ευρώπη.

Ενώ όμως εμείς συζητούμε για την κυκλική οικονομία, στην Ελλάδα η οικονομία έχει διαλυθεί. Χιλιάδες μικρομεσαίες επιχειρήσεις έβαλαν λουκέτο. Οι τράπεζες έχουν κλείσει. Η Τρόικα στις διαπραγματεύσεις με την Ελλάδα συνεχίζει την αποτυχημένη πολιτική της, που γέμισε την πατρίδα μου με στρατιές ανέργων. Όμως o ελληνικός λαός στο χθεσινό δημοψήφισμα είπε ένα εκκωφαντικό όχι στην ανεργία, όχι στον διεθνή οικονομικό έλεγχο, όχι στα τελεσίγραφα της Τρόικας. Αυτό θα πρέπει να το λάβουν σοβαρά υπόψη οι ηγέτες της ευρωζώνης στην αυριανή τους διάσκεψη κορυφής.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, želim odmah na početku izraziti snažnu podršku Komisiji na ovome dokumentu i prijedlozima koje očekujemo i naravno izvjestiteljici koja nas je na već početku upozorila na niz vrlo kvalitetnih detalja.

Međutim, i ja isto tako želim iznijeti nekoliko detalja te spomenuti da prije svega, mislim da trebamo dobro uočiti probleme prekogranične suradnje, ili bolje rečeno, prekograničnog korištenja otpada i resursa. To je problem s kojim se suočavamo u Europskoj uniji, jer nemamo isto stanje u državama članicama, nemamo sličnu politiku i molim da se ozbiljno uključi prekogranična suradnja u ovo izvješće i razmišljanja Komisije.

Također, očekujem da se uključe i mogućnosti zemalja kandidatkinja i potencijalnih kandidata jer imamo veliko onečišćenje, između ostaloga, i zbog neuključenosti tih zemalja u procese Europske unije i, naravno, da se uključe lokalne i regionalne vlasti.

  Josu Juaristi Abaunz (GUE/NGL). Señor Presidente, es este un informe con buenos criterios y objetivos, como eficiencia energética, ciclo de vida sostenible del producto y residuos cero. En mi opinión, reclama con acierto objetivos vinculantes allí donde hacen falta, como de reducción de la generación de residuos, y con quien hace falta, implicando a las autoridades locales y regionales en el desarrollo del paquete de economía circular. Apuesta totalmente el informe por la recogida selectiva y pide objetivos obligatorios, y propone limitar la incineración estrictamente a residuos no reciclables y no biodegradables.

En buena parte de Gipuzkoa, un territorio de Euskal Herria, llevamos recorriendo ese camino desde hace varios años, y hemos cumplido, en 2015, objetivos que aquí se plantean para 2020. Gipuzkoa demuestra que es factible doblar las tasas de reciclaje en cuatro años y hacer la transición a ese 70 % en diez años, es decir, que los objetivos vinculantes que necesita el enfoque que defiende este informe son perfectamente posibles.

  Igor Šoltes (Verts/ALE). Gre za ambiciozen dokument, ki seveda je podlaga za to, da šele pride na vrsto dokument, ki bo bolj konkreten – predlog Komisije. Vsekakor gre za stvari, ki jih je treba podpreti. Krožno gospodarstvo je priložnost za vse – za ekonomijo, nova delovna mesta, predvsem pa za okolje in bolj zdrav pristop k razumevanju gospodarstva.

Mislim pa, da v tem dokumentu, ki ga pripravlja Komisija, mora biti bolj jasno zapisano, kaj so njeni cilji. In ti cilji seveda morajo biti zavezujoči. Ker če ne bo zavezujočih ciljev, se v resnici ne bo moglo vzpostaviti sistema krožnega gospodarstva, ker smo še daleč od načela "povzročitelj plača".

Preveč imamo še teh divjih odlagališč, preveč odpadkov se odlaga, ne reciklira, in mislim, da je treba več vložiti tudi v raziskave za upravljanje s podatki oziroma z odpadki. In seveda te cilje je treba spremljati in pa ustrezno ukrepati. In ne pozabimo seveda tudi na odgovornost onesnaževalcev.

  Rosa D'Amato (EFDD). Signor Presidente, onorevoli colleghi, cambiare modello di sviluppo vuol dire abbandonare la crescita esponenziale dei consumi delle merci, dei consumi energetici e quindi del consumo delle risorse naturali. Vuol dire essere consapevoli ed essere coerenti e agire per chiudere inceneritori e discariche; chiudere la produzione di acciaio con ciclo integrale, perché consuma materie prime, e favorire il recupero di acciaio perché materia riciclabile. Vuol dire chiudere impianti impattanti sulla salute e sull'ambiente e spesso letali. Un esempio su tutti, lo stabilimento siderurgico dell'Ilva di Taranto, un impianto vetusto e antieconomico.

Chiedo a questo Parlamento, e ai colleghi italiani in particolare, di essere coerenti, di non riempirsi qui la bocca con l'ecologia industriale, con l'eco-design, con l'economia condivisa per poi non agire contro le eco-mafie e gli eco-furbi ma, anzi, sostenere i governi che emettono atti per salvare il profitto di grandi aziende assassine. Mi riferisco all'ottavo decreto salva Ilva, che ha dato ancora una volta licenza di uccidere ad un impianto già indagato per diverse infrazioni europee.

Invito il Parlamento e la Commissione ad essere coerenti ed agire subito nei confronti del governo italiano, procedendo al più presto con la conclusione delle procedure di infrazione e imponendo il rispetto delle direttive europee, nonché della Carta dei diritti fondamentali dell'Unione europea.

  Barbara Kappel (ENF). Herr Präsident! Herr Vizepräsident der Kommission Katainen! Ihr Kollege, Herr Timmermans, hat uns heute gesagt, dass die Kommission bis zum Jahresende ein ambitioniertes Paket zur Kreislaufwirtschaft vorlegen wird. Das ist sehr zu begrüßen. Er hat auch gesagt, dass er besonders auf das Input der Abfallwirtschaft Rücksicht nimmt, nämlich der Industrie in der Abfallwirtschaft, und auch Augenmaß nimmt in Bezug auf Überregulierung. Das ist positiv. Ich möchte Ihnen jedoch sagen: Vergessen Sie nicht, die Folgenabschätzung zu berücksichtigen, und bitte,, vergessen Sie auch nicht, für das Paket eine Quantifizierung der Ziele vorzunehmen. Es wurde heute auch schon gesagt. Besonders für den Industrieausschuss ist das von besonderer Bedeutung.

Europa könnte also ein globales Best Practice werden für die Kreislaufwirtschaft. Das schafft Arbeitsplätze, das schafft Wettbewerbsfähigkeit international. Und am Ende geht es darum, gegen einen Trend zu steuern, den wir auch international sehen. Nämlich die Ressourcenverschwendung, der Ressourcenverbrauch nimmt zu. Bis zum Jahr 2050 wird er sich verdreifachen, allein die G7-Länder brauchen 40 % der gesamten Ressourcen. Gut wäre es, ein Signal zu setzen und ressourceneffiziente Produkte und Industriezweige zu fördern nach dem Prinzip der Sharing Economy-Unternehmen wie BlaBlaCar, Uber oder Airbnb.

  Jyrki Katainen, Vice-President of the Commission. Mr President, thank you very much for this very good discussion. I would like to thank the rapporteur, Sirpa Pietikäinen, for a very good and interesting paper. As both First Vice-President Timmermans and I have said, the Commission takes this exercise very seriously, we are passionate about this issue, and we also recognise the big challenge ahead of us, because the circular economy is not a simple issue at all. We want to be very humble with this large entity in order to choose the right things which need European-wide regulation. We also have to recognise where we do not need European-wide regulation.

Many colleagues here asked what I meant when I said that we have to avoid over—regulation. What I meant is that there are very good examples in Europe even now, especially in the industrial sector, of business models which represent the circular economy. If we over-regulate something, it means that those good examples will be killed, and we have to avoid this. Our aim is to set a target, and we want to be flexible on how to get there because the target itself is the main issue. For us, the circular economy is a matter of competitiveness; it is a matter of innovation; it is a matter of job creation, investment and growth.

As Europeans, we need to find a way to create a better environment for the circular economy. In the United States they do not necessarily have that need, because they have some points they can rely on, and on which to build their competitiveness, but when looking at Europe, we have an economic necessity, an imperative, to be successful in this. When looking at Asia, especially China, they have an environmental necessity, similarly to us. So this is a competition situation – whether Europe is ahead of, for instance, the Chinese, when creating incentives to business and consumers to boost the circular model of our economy.

So let us continue on this file. This is also very important from the internal market viewpoint. If we manage to create an internal market for used raw materials or a secondary market for raw materials, then we can again build incentives for healthier, more environmentally, socially and economically sustainable development on this issue.

The public consultations will last until 20 August. I hope you will all pass a message to stakeholders to be active, because we need good examples, we need assistance and advice from the private sector – but also from the NGO sector – on what is the best way to boost the circular economy on our continent.

  Sirpa Pietikäinen, rapporteur. Mr President, first of all I would like to thank my shadow rapporteurs and other colleagues for the very good and constructive cooperation and work, without which this result would not have been possible.

Secondly, a couple of comments on this discussion. To those of my colleagues who have fears over a regulation and think that voluntary actions alone would work, here are just a few reminders: why do we have regulations on ownership and paying taxes? Why do we not just say, OK, taxes are a useful thing, so let us leave things on a voluntary basis so that everybody pays their right share, right? Or why cannot civilised people just agree among themselves whether they drive on the right or left, or whether they own something or they do not? Why do we need regulations on that? Because regulations give legal certainty. We do not have that legal certainty at this point about our circular economy, like we do not have it about the digital agenda or data security, because these phenomena did not exist about 20 years ago. But we have a lot of wrong kinds of incentives and regulations, and if we do not tackle this, nothing will happen.

Thirty years ago we did not live in caves. We did already have the first indicators of resource efficiency. The Interface carpet company started leasing carpets, and we had a whole concept about resource efficiency and inefficiency, and the need to make the economy circular. Look what we have achieved in 30 years – very little. Alongside the good examples and knowledge, the use of resources has only been increasing. 30 years from now we will be living in 2050, and either we will need four planets or we decrease the use of resources from those of one and a half planets to within the limits of one planet. The choice is for now, and it is our choice. We have the information and we need legal certainty and regulation to make it happen.

  Nicola Caputo (S&D), per iscritto. Con la relazione che ci apprestiamo a votare, il Parlamento europeo può dare una spinta forte nel modificare profondamente l'impostazione del modello economico a cui ci siamo abituati, ovvero quello basato sul "prendi, produci e getta". Cambiare si può e la richiesta alla Commissione di fissare entro quest'anno obiettivi vincolanti per aumentare del 30% l'efficienza delle risorse entro il 2030 rispetto alla situazione del 2014 dimostra che il Parlamento nutre grandi aspettative rispetto all'azione dell'esecutivo europeo.

Considero inoltre fondamentale il riferimento alla proposta annunciata dalla Commissione sulla revisione della legislazione relativa ai rifiuti: la Commissione deve sentirsi obbligata a presentarla entro il 2015, includendo definizioni chiare e inequivocabili, l'elaborazione di misure di prevenzione dei rifiuti, l'applicazione del principio "paga quanto butti" e la rigorosa limitazione degli inceneritori.

Mi auguro che la Commissione sappia cogliere questi input e sia in grado di spingere gli Stati membri verso un cambiamento di paradigma che porti ad un sistema economico in cui i materiali e l'energia utilizzati per fabbricare i prodotti mantengano il loro valore il più a lungo possibile, riducendo così i rifiuti e l'uso delle risorse e creando allo stesso tempo opportunità economiche e vantaggi competitivi su base sostenibile.

  Fabio Massimo Castaldo (EFDD), per iscritto. La logica dell'economia circolare è assolutamente centrale per il nostro pianeta e molto cara al Movimento 5 Stelle. È infatti importantissimo che le risorse vengano sfruttate nel modo giusto, attraverso un utilizzo consapevole e sostenibile. La mancanza di questa prospettiva è all'origine di danni ambientali immani, dagli effetti spesso non reversibili, che stanno mettendo seriamente a repentaglio la sopravvivenza del nostro pianeta per come lo conosciamo oggi.

Ai danni ambientali si aggiungono poi quelli economici; basti pensare -per fare un riferimento vicino alla noi- alle alluvioni verificatesi in Italia, Romania e Bulgaria. Alcuni aspetti dell'economia circolare possono inoltre costituire fonte di occupazione, assommando quindi ulteriori vantaggi. È in conclusione assolutamente necessario un cambio di paradigma che coinvolga tutti e spero proprio che il Parlamento potrà dare il giusto impulso.

  Jørn Dohrmann (ECR), skriftlig. Der er ingen tvivl om, at håndtering af affald og ressourcespild er en stor udfordring, som alle medlemsstater kæmper med på den ene eller anden måde. Derfor er det også velkomment, at der er fokus på at udnytte vores ressourcer bedst muligt. Betænkningen indeholder nogle gode elementer - blandt andet at nye produkter skal være mere langtidsholdbare. På den måde kan man styrke både miljø og forbrugersikkerhed. Ligeledes er opfordringen til harmonisering af målemetoder og definitioner i hele Unionen et sundt element og et tiltrængt redskab til at få overblik over evnen til at håndtere affald - både på unions- og nationalstatsniveau. Dog er jeg bekymret for, om kravene fra EU vil blive for omfangsrige. I Danmark er forbrænding af affald stadig udbredt i kraftvarmeproduktionen, og derfor bliver betænkningen også et opgør med måden, hvorpå vi håndterer vores affald derhjemme. I Danmark er vi allerede i gang med at implementere en affaldsstrategi, der skal sørge for, at mindre affald bliver brændt af til fordel for mere genbrug. Jeg er bekymret for, om de nye EU regler bliver så omfattende, at de vil gøre mere skade end den gavn, for initiativer, som allerede er på vej gennem national lovgivning.

  João Ferreira (GUE/NGL), por escrito. O nosso planeta é generoso em recursos mas é finito. E os limites físicos deste planeta estão permanentemente a ser confrontados pelo sistema económico e social largamente dominante à escala mundial – o capitalismo. Um sistema que, sabemo-lo desde que Marx desvendou as leis do seu desenvolvimento, ou cresce e acumula ou morre. Alguns podem tentar pintá-lo de verde, mas o que não podem é mudar a sua natureza predadora.

Superar o capitalismo não é, por si só, uma garantia de que passaremos a ter uma relação harmoniosa e sustentável entre o Homem e a Natureza, mas é, sem dúvida nenhuma, uma condição necessária. (Talvez alguns confundam a economia circular com algo mais próximo de uma economia em espiral...).

Quanto aos resíduos, à sua redução e reutilização, à sua boa gestão, o que se impõe é uma presença e um papel fortes dos Estados neste domínio, assegurando a prevalência do interesse público e dos serviços públicos sobre o negócio privado. Isto é o contrário do que está a ser feito em vários países, como em Portugal, onde, contra a posição das populações e das autarquias, se avançou para a privatização do setor dos resíduos.

Nepochybne je načase, aby si spoločnosť uvedomila, že čoraz viac prekračujeme medze planéty a že ak v tom budeme pokračovať, nevyhneme sa negatívnym ekologickým zmenám v budúcnosti. Ak chceme pre budúce generácie zachovať zdravú a životaschopnú planétu, musíme nájsť spôsob, ako znížiť spotrebu nerastov, fosílnych palív a biomasy, ktoré neustále rastú v dôsledku rastu počtu obyvateľov, rozšírenia rozmanitosti výrobkov v porovnaní s minulosťou a skrátenia ich životnosti. Ak totižto svetové hospodárstvo bude pokračovať vo svojom aktuálnom nastavení, dostaneme sa okolo roku 2050 do slepej uličky. Je potrebné v Európe vytvoriť trh s druhotnými surovinami, pretože cenné suroviny a materiály, ktoré získavame za vysokú environmentálnu a sociálnu cenu, končia v spaľovniach a na skládkach. Musíme sa zamerať na podporu inovácií a zefektívniť využívanie zdrojov a zamerať pozornosť spotrebiteľov na takéto výrobky chrániace životné prostredie. Efektívne hospodárenie so zdrojmi si vyžaduje súhru mnohých faktorov. Európska únia musí vypracovať záväzný ukazovateľ efektívneho využívania zdrojov. Musíme si stanoviť zrozumiteľné, jasné a ambiciózne ciele v oblasti efektívneho využívania zdrojov a vytvoriť prostredie právnej istoty, ktoré zabezpečí široké možnosti pre inovatívne obchodné modely a politiky.

  Elisabeth Köstinger (PPE), schriftlich. Unsere Rohstoffe werden knapper, Krisen erschweren den Handel mit Ressourcen, gleichzeitig wächst unsere Wegwerfgesellschaft. Die Zeichen der Zeit stehen daher ganz klar auf Kreislaufwirtschaft, Nachhaltigkeit, Ressourceneffizienz. Das sind Prinzipien der ökosozialen Marktwirtschaft, für die ich mich einsetze: Sie hat zum Ziel, die ökologische Nachhaltigkeit mit Wirtschaft zu vereinen, unseren Ressourcenverbrauch vom Wachstum zu entkoppeln und eine Bioökonomie zu etablieren. Auch wenn wir unser Wirtschaftsmodell nicht von heute auf morgen umkrempeln werden können: Unser Ziel muss sein, endlich ein Gleichgewicht zwischen Rohstoffkonsum und dem Einsatz erneuerbarer Ressourcen herzustellen. Ich hoffe daher, dass Vizepräsident Timmermans sein Versprechen hält und bis Ende 2015 den Entwurf zur Kreislaufwirtschaft vorlegt. Welche Schritte wir in dieser zukünftigen Strategie setzen, muss aber wohlüberlegt sein. Bevormundung ist hier nicht der richtige Ansatz. Es bringt nichts, den Mitgliedstaaten strenge, verbindliche Vorgaben aufzuerlegen, die sie dann nicht erreichen können. Vielmehr sollten wir subsidiäre Lösungen anstreben – indem wir Ziele definieren und Anreize setzen, aber den Mitgliedstaaten bei deren Erreichung Flexibilität zugestehen. Am Ende muss eine ausgewogene Zusammenarbeit zwischen den verschiedenen Sektoren auf allen Ebenen stehen, damit sich Ressourceneinsatz, Abfallbewirtschaftung, Nachhaltigkeit und Effizienz nahtlos ineinanderfügen und die Kreislaufwirtschaft nicht nur ein hehres Ziel bleibt, sondern sich zu einem realen Prinzip entwickelt!

  Emilian Pavel (S&D), în scris. În primul rând, aș dori să felicit raportorul pentru munca excelentă depusă la acest dosar. Acest pachet legislativ poate transforma economia Europei spre un sistem sustenabil și poate crea, de asemenea, noi locuri de muncă, mai ales în rândul tinerilor.

Pe lângă beneficiile economiei circulare, consider că o atenție sporită trebuie acordată regiunilor și forței de muncă afectate negativ de această tranziție, cum ar fi cele aproximativ 350 000 de posturi din industria minieră din Europa. Astfel, cer Comisiei Europene să lucreze cu partenerii sociali pentru a crea mecanisme de solidaritate, cum ar fi compensații financiare, recalificarea și reconversia profesională. Cred, totodată, că o tranziție eficientă și generatoare de locuri de muncă trebuie susținută în mod obligatoriu de programe și strategii educaționale și vocaționale pentru dezvoltarea de abilități și cunoștințe specifice.

Consider că este foarte important să ne asigurăm că această tranziție include, totodată, și asigurarea de condiții de muncă sănătoase și de siguranță pentru angajați. Sper ca toți colegii din Parlamentul European să se unească și, bazându-se pe studiile și opiniile experților, să se lupte împreună pentru o economie circulară europeană.

  Theodor Dumitru Stolojan (PPE), în scris. Economia circulară este benefică atât pentru economie, cât și pentru mediul înconjurător. De aceea este binevenită inițiativa ca, în Parlamentul European, să fie afirmată poziția acestuia față de conținutul unui viitor proiect de legislație europeană, pe care îl va pregăti Comisia Europeană.

Există mari diferențe între statele membre ale Uniunii în ceea ce privește stadiul în care se află în realizarea unei economii circulare, în special în recuperarea și refolosirea resturilor rezultate din procesele tehnologice și reziduurilor menajere. De aceea, susțin că viitoarea reglementare europeană ar trebui să conțină standarde și ținte clare pentru fiecare stat membru.
