  La Présidente. – L'ordre du jour appelle le rapport de Nuno Melo, au nom de la commission de l'agriculture et du développement rural, sur le secteur des fruits et légumes depuis la réforme de 2007 (2014/2147(INI)) (A8-0170/2015).

  Nuno Melo, relator. Senhora Presidente, Senhor Comissário, com a brevidade que a hora tardia já justifica, eu queria dizer da importância deste relatório, tendo em conta que há cerca de 1 600 organizações de produtores reconhecidas em 23 Estados-Membros. Há grandes diferenças da taxa de organização entre os Estados-Membros, mas que refletem pontos de partida diferentes, e que, por conseguinte, não podem ter na justificação o fracasso das políticas. O aumento da taxa de organização deve continuar a ser uma prioridade para o regime relativo às frutas e aos produtos hortícolas.

O relatório da Comissão e um estudo da Universidade de Wageningen chamam a atenção para a ausência de segurança jurídica, que constitui um obstáculo significativo ao desenvolvimento das OP, e eu acolhi com muito agrado o compromisso do Sr. Comissário Hogan para simplificar o regime relativo às frutas e legumes.

Chamamos a atenção também para a necessidade da existência de fundos que permitam tratar o aspeto da gestão das organizações de produtores. No contacto direto com muitos dos seus representantes, percebemos que há uma falta de gestores qualificados, e o facto de se ser um produtor capaz não significa que se seja um bom gestor. E, portanto, dotar as organizações de produtores de fundos que permitam contratar gestores capazes é uma novidade que eu traria para este relatório.

Parece também existir um consenso de que os instrumentos de prevenção e gestão de crises não estão a ser utilizados suficientemente, e é bom de ver que as crises podem surgir não só devido às condições do mercado, mas também, com menos frequência, por problemas do domínio sanitário ou até por razões políticas como no caso recente do embargo russo. Sabemos que os agricultores não estão na origem da crise política com a Rússia, e por essa razão a União Europeia deve continuar a apoiar todos os setores que sofrem as consequências do embargo.

No relatório também solicito que a Comissão intensifique os seus esforços para proteger os agricultores relativamente às práticas comerciais desleais dos grandes retalhistas, das grandes superfícies, que esmagam e impõem preços que fazem com que muitas vezes não seja atrativa a atividade e, consequentemente, a associação dos produtores. E um dos problemas para os quais eu tenho procurado chamar muito a atenção no Parlamento Europeu tem que ver com a necessidade de renovar geracionalmente a agricultura, assegurar que os mais novos veem na agricultura uma atividade que é apelativa. E por isso neste relatório se dá atenção para o facto de apenas 7,5 % dos agricultores da União Europeia terem menos de 35 anos de idade. Se as organizações de produtores forem mais eficazes e mais atrativas, mais jovens encontrarão também aí, certamente, uma alternativa para a sua vida.

Seria muito, Sra. Presidente, que eu teria a dizer sobre este relatório, mas, como dizia, a noite vai longa, a audiência também já não é assim avassaladora, e certamente que, mais que não seja, amanhã na votação trataremos de fazer valer os nossos pontos de vista.

  Marijana Petir (PPE). Gospođo predsjednice, prije svega čestitam zastupniku Nunu Melu na odličnom izvješću i smatram kao i on da je nužno pojednostaviti europske, ali i nacionalne procedure za osnivanje proizvođačkih organizacija te također smanjiti administrativni teret koji im se nameće.

Važno je povećati i sveukupnu razinu potpore proizvođačkim organizacijama i dati veći poticaj za njihovo osnivanje jer smisao udruživanja jest veća konkurencija i veća zarada poljoprivrednika, a koliko vidimo realizacija tog cilja zasad izostaje.

Stopa organiziranosti i dalje je niska i proizvođačke su organizacije male te je samo ograničeni broj proizvođača voća i povrća član organizacije proizvođača. Stoga je većina proizvođača isključena iz izravnih koristi koje im pruža režim Europske unije, a s druge strane uvoz voća i povrća raste, domaći proizvođači voća i povrća izloženi su nelojalnoj konkurenciji i nepoštenoj trgovačkoj praksi.

Procedura je prekomplicirana, ista situacija je u Hrvatskoj, stoga pozivam Ministarstvo poljoprivrede da donese nacionalni program i omogući hrvatskim poljoprivrednicima bolji režim.

  Doru-Claudian Frunzulică (S&D). Madam President, to strengthen the position of producer organisations (POs) in the supply chain by creating incentives for mergers, associations and transnational cooperation is a very important action that we must support. Producer organisations have become essential for European cultural policy and should be encouraged to develop at all levels, especially in Member States where the number of organisations is still low. I believe that POs could be effective tools to combat unfair trading practices in the food chain, ensuring better remuneration for growers.

The fruit and vegetable sector has been severely hit by the Russian ban on EU exports, and this will continue next year, as Russia will extend the ban to 2016. I believe that the EU should continue all the support measures for this sector until the normal market situation is fully re-established, but the European Union should also continue to impose sanctions against Russia.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, οι έλληνες παραγωγοί οπωροκηπευτικών προϊόντων, παρότι έχουν υποστεί τεράστια ζημιά από το ρωσικό εμπάργκο, εν τούτοις πήραν ψίχουλα ως αποζημίωση. Επίσης οι φτωχοποιημένοι από το μνημόνιο έλληνες παραγωγοί οπωροκηπευτικών, έχουν υποστεί φέτος τεράστια ζημιά στην παραγωγή τους και λόγω των θεομηνιών που έπληξαν την πατρίδα μου. Ταυτόχρονα συνεχίζουν να αποτελούν αντικείμενο εκμετάλλευσης των μεγαλεμπόρων. Η τρόικα με τις προτάσεις της διαλύει τον πρωτογενή τομέα στην Ελλάδα και ζητά την κατάργηση, πρώτον, των ειδικών καθεστώτων για τους αγρότες και, δεύτερον, των επιστροφών στο πετρέλαιο κίνησης, ενώ προωθεί την αύξηση των συντελεστών φορολόγησης των κερδών των αγροτών, κι όλα αυτά παρότι το εισόδημα των Ελλήνων αγροτών μειώθηκε κατά ενάμισι δισεκατομμύριο ευρώ και οι φόροι που κατέβαλαν αυξήθηκαν κατά 150%. Θα πρέπει λοιπόν να δοθεί ιδιαίτερη στήριξη στον τομέα των οπωροκηπευτικών στην Ελλάδα, καθώς χωρίς την ενίσχυση αυτή είναι εξαιρετικά δύσκολο να στηριχθούν και να προχωρήσουν οι νέοι παραγωγοί οπωροκηπευτικών προϊόντων.

  Ivan Jakovčić (ALDE). Gospođo predsjednice, poštovani gospodine izvjestitelju, htio bih vam na neki način skrenuti pažnju na dva elementa koja ste iznijeli u vašem izvještaju, a koji su mi posebno bliski. Naime, vaša ambicija da Europa mora igrati na kartu standarda kvalitete i kvalitete proizvoda od voća i povrća, prerađevine od voća i povrća i svega onoga što čini taj sektor, mislim da je nešto što je ključno.

Htio bih da tu uključite, u svakom slučaju, i autentičnost, odnosno autohtonost, odnosno zaštićene europske proizvode na području voća i povrća, odnosno njihovu izvornost. Mislim da je to nešto na čemu Europa snažno može igrati kao na kartu koja pobjeđuje.

I druga tema su mladi. Sjajna je vaša želja da mlade uključite u sektor poljoprivrede. Mislim da je to naša velika potreba da bi naša poljoprivreda zaista imala dobru budućnost, kao što je imala i do sada.

  Miguel Viegas (GUE/NGL). Senhora Presidente, a situação é paradoxal. Temos um declínio das áreas agrícolas para a produção de frutas e produtos hortícolas, mas temos um consumo que continua a baixar e que está abaixo das recomendações da OMS em alguns países. Temos, no fundo, um modelo onde as grandes multinacionais do setor alimentar continuam a determinar hoje o regime alimentar dos nossos jovens.

As organizações de produtores são fundamentais. Continuamos a defender uma maior flexibilização para o seu reconhecimento, em função da realidade específica de cada região. Por outro lado, são necessários mais apoios, assim como o alargamento das despesas elegíveis, por forma a criar condições para a sua sustentabilidade.

Contudo, é bom referir que não podemos alimentar a ilusão que será possível com maiores OP poder fazer face aos graves problemas do setor, como, por exemplo, o domínio da grande distribuição. Neste sentido, continuamos a manter grandes reservas face à tendência, a esta tendência de completa liberalização da PAC, que continua a apostar em soluções de mercado que não irão trazer nada de bom aos nossos agricultores.

  Jordi Sebastià (Verts/ALE). Señora Presidenta, quisiera, ante todo, felicitar al ponente, el señor Melo, por su excelente trabajo. Este informe, que para nosotros es muy importante, deja muy claro cuáles son los dos principales problemas del sector de la fruta y la verdura. Por un lado, la competencia desleal de los terceros países que producen con condiciones ambientales y sociales que en Europa no están permitidas, y a cuyos productos permitimos la entrada. Y, por otro, la presión de las grandes cadenas de distribución, que asfixian al productor y le pagan unos precios de miseria.

El sector se ubica sobre todo en el sur de Europa y está muy amenazado, a pesar de que somos deficitarios en la producción de fruta y verdura. Este informe deja muy claro que hay que tomar medidas urgentes, porque, si no, se seguirán abandonando tierras y la juventud continuará huyendo del campo. Los agricultores del sur se sienten abandonados por Europa, y con razón. Señor Hogan, señor Comisario, estuvo usted hasta hace poco en mi país, estuvo en Valencia; vio el excelente trabajo que hacen los productores y las cooperativas que han constituido. Ese trabajo se irá a pique si esos dos problemas no se solucionan de forma urgente.

  Jonathan Arnott (EFDD). Madam President, I will not dwell on the common agricultural policy in general, beyond the simple point that, as a UKIP MEP, naturally I believe these matters could be dealt with better by the Member States themselves. I will, however, mention three points specifically from the report.

Firstly, I commend the rapporteur for saying that simpler is best. The simpler a system is, the easier it is for farmers. Secondly, I agree with the rapporteur that there is a crisis in farming. I have seen this personally over the last couple of weeks, speaking to young people and seeing the attitudes towards farming and the number of people who are not getting involved in farming. It is a massive problem.

Thirdly, the report mentions children not eating enough fruit and vegetables. I would suggest that governments should be doing more in that respect. There is, though, a danger of too much of a top-down approach. We have seen that where schools start policing what is put in children’s lunchboxes, this can cause hostility and become counterproductive. So, in keeping with the theme of this debate, I would suggest that the approach we need is carrot, not stick.

  Phil Hogan, Member of the Commission. Madam President, I wish to thank Mr Melo for his report. It certainly offers me an opportunity to briefly address some of the issues that have been raised in relation to fruit and vegetables here.

The Russian import ban has been mentioned by a number of speakers in respect of European fruit and vegetables. It once again highlights the vulnerability of the sector, where surpluses of perishable products can cause large market disturbances and falling producer prices. I am examining this issue at the moment to see what can be done to assist producers.

It also shows the importance of strong producer organisations to collectively deal with such unexpected and adverse situations. The current CMO regulation offers the tools for strengthening their bargaining position vis-à-vis major retailers, as well as through production planning, innovation, and crisis prevention and management measures.

Therefore I welcome Mr Melo’s report as a contribution to the debate on how producer organisations can be strengthened even further to become even more efficient and also more attractive to both current and future members.

The EU fruit and vegetable regime is certainly on the Commission’s political agenda. President Juncker has asked me to focus on reviewing this potential for further simplification within the first 12 months of our mandate. This meets one of the main requests of this report, which is to increase the attractiveness of producer organisations by increasing legal certainty and reducing the administrative burden.

Throughout this year the Commission will carry out a simplification exercise regarding the fruit and vegetable rules that are contained in the Commission-level legislation. This will improve the functioning of the scheme and provide a clearer legal framework. However, we foresee no changes to the basic act this year. Producer organisations and their operational programmes thus remain a cornerstone of the regime. The issue of an increase in the overall level of support to producer organisations and to APOs, which requires a change in the basic act, will not be addressed as part of this simplification exercise, where we are concentrating on secondary legislation.

Unfair trading practices in the food supply chain are also on our agenda, as you know. For abuses of relative bargaining power, or unfair trading practices as they are known, there is currently no regulatory framework at EU level, but a large number of Member States have now begun to regulate the issue at national level, particularly in the United Kingdom and Spain. I will continue to work with Ms Bieńkowska, who is the Commissioner for the Internal Market, Industry, Entrepreneurship and SMEs and the lead Commissioner on this issue, in order to address issues that have been brought to the attention of this House tonight, and on other occasions, relating to unfair trading practices.

The Commission has asked the food chain to agree on a self-regulatory mechanism at EU level for the moment. All food chain representatives agreed on a list of principles of good practice in contractual relations as far back as 2011. Furthermore, key stakeholders have been implementing an EU-wide voluntary scheme, the Supply Chain Initiative, since the end of 2013, but regrettably not all actors in the food chain are participating at the moment.

The Commission will make an assessment of existing national and EU work streams and unfair practices at the end of this year and come to conclusions about where to go from there. Let me welcome again the European Parliament’s initiative and Mr Melo’s report, which will of course further enrich the ongoing debate regarding the reform that is required in the fruit and vegetables regime.

Celem reformy w 2007 r. było dostarczenie organizacjom producentów warzyw i owoców narzędzi pozwalających na skuteczne przeciwdziałanie potencjalnym kryzysom rynkowym oraz podnoszenie jakości i konkurencyjności przy jednoczesnej dbałości o środowisko naturalne. Stworzone warunki zachęcają producentów do zrzeszania się i nawiązywania międzynarodowej współpracy. Nie bez znaczenia pozostaje, że organizacje mogą ustanowić fundusz operacyjny pochodzący z wkładów swoich członków oraz z pomocy finansowej UE.

Szereg wskaźników dowodzi, że polityka w odniesieniu do sektora warzyw i owoców miała uzasadnienie. Jednakże efekty te nie dotyczą wszystkich państw członkowskich. W regionach słabiej zmodernizowanych wskaźnik zorganizowania pozostaje niski, a organizacje producentów są małe zarówno pod względem liczby członków będących producentami, jak i całkowitej wartości produkcji rynkowej.

Aby więc zachęcać producentów do tworzenia organizacji, trzeba uprościć procedury administracyjne, zmniejszyć obciążenia biurokratyczne, wesprzeć je organizacyjnie oraz wprowadzić jasne zasady kontroli. Różnice poziomów zmodernizowania oraz uciążliwości natury biurokratycznej są bowiem z pewnością jedną z poważniejszych przyczyn, dla których największe organizacje producentów (około 18% wszystkich organizacji producentów z obrotem przekraczającym 20 mln EUR) otrzymują około 70% pomocy finansowej ze środków na ich wsparcie.

Susțin cu forță raportul referitor la cererea adresată Comisiei pentru un mai mare sprijin în vederea organizării în organizații de producători a sectorului de fructe și legume. Suntem cu toții conștienți că, în unele țări, în special din Estul Europei, media gradului de organizare în rândul producătorilor este sub media europeană, ceea ce provoacă dezechilibre regionale semnificative. Dacă Comisia nu ia măsuri potrivite și nu ține cont de normele care uneori sunt prea complexe pentru unele țări care sunt abia la începutul fazei de organizare în OP, această situație de dezechilibru ar putea afecta negativ toți producătorii europeni care deja se confruntă cu probleme din cauza embargoului rus. De aceea, Comisia trebuie să încurajeze și să sprijine mai mult asocierea producătorilor în țările din estul Europei printr-o simplificare majoră a normelor prevăzute pentru a crea OP.
