  La Présidente. – L'ordre du jour appelle le rapport de Dieter-Lebrecht Koch, au nom de la commission des transports et du tourisme, sur la création d'un système de billetterie multimodale intégrée en Europe (2014/2244(INI)) (A8-0183/2015).

  Dieter-Lebrecht Koch, Berichterstatter. Frau Präsidentin, Frau Kommissarin! Wie komme ich am besten von Weimar nach Lissabon? Trotz Internet auch heutzutage keine einfach zu beantwortende Frage. Die Bedürfnisse von Reisenden sind ganz unterschiedlich. Einige wollen schnellstmöglich zum Ziel kommen, andere wollen auf möglichst nachhaltige Weise reisen, und wieder andere sind als Touristen daran interessiert, eine sehenswürdige Reiseroute auszusuchen. Die bestehenden Online-Reiseplanungsdienste bieten meist nur eine sehr beschränkte Auswahl an Reisemöglichkeiten, die sich nur auf wenige Verkehrsträger und oftmals auch nur auf Reisen innerhalb eines Mitgliedstaates beziehen. Leider kommen deshalb die Bürgerinnen und Bürger immer wieder auf ihr eigenes Auto als Reisealternative zurück. Unser Ziel sollte die Förderung von multimodalen Reisen und die Realisierung einer nahtlosen Tür-zu-Tür-Beförderung mit nur einem einzigen Ticket sein, und das nicht nur innerhalb einer Region, sondern grenzüberschreitend.

Innerhalb meines Berichtes stellen wir konkrete Forderungen zur Überwindung der bestehenden Hindernisse und Schwierigkeiten auf dem Weg zu EU-weiten multimodalen Reiseinformations-, Reiseplanungs- und Fahrscheinausstellungsdiensten. Den Reisenden müssen umfangreiche Informationen bereitgestellt werden, die ihnen eine echte Wahl zwischen den verschiedenen Verbindungen ermöglichen. Der faire und gleiche Zugang zu Echtzeit-Reiseinformationen ist ein erster wichtiger Schritt. Dabei gilt es, die besonderen Bedürfnisse von in ihrer Mobilität eingeschränkten Personen und von älteren Menschen besonders zu berücksichtigen. Lokale und regionale Behörden müssen sich ihrer wichtigen Rolle für den ersten Abschnitt einer Reise – also den Weg ab der Haustür – und den letzten Abschnitt bis zur Zieladresse bewusst werden. Ohne Vernetzung von Nah- und Fernverkehr geht hier gar nichts. Und nationale Fahrplaninformationssysteme gilt es, grenzüberschreitend miteinander zu vernetzen.

Auch sollten klare und transparente Fahrgastrechte für multimodale Reisen definiert werden. Diese existieren heutzutage noch gar nicht. Aufgrund dieser Rechtsunsicherheit ist eine Reise mit verschiedenen Verkehrsträgern immer noch wenig attraktiv. Wir müssen also die Attraktivität multimodaler Reisen deutlich erhöhen, denn sie bieten nicht nur eine effiziente Lösung für bestehende Verkehrsüberlastungen, sondern fördern zudem auch die Nachhaltigkeit, Wirtschaftlichkeit, Energieeffizienz und den Tourismus Europas. Deshalb erwarten wir von der Kommission entsprechende Rahmenbedingungen, die zumindest schon einmal den ersten Schritt, also den Zugang zu Reiseinformationen, betreffen. Was die Fahrscheinausstellungsdienste betrifft, soll es die Kommission dem Sektor selbst überlassen, entsprechende Lösungen zu finden. Sofern jedoch bis 2020 keine bedeutenden Fortschritte erkennbar sind, muss sie legislativ tätig werden.

Sowohl vor Fahrtantritt als auch während der Reise sollte den Reisenden Zugang zu Echtzeitinformationen über eventuelle Störungen, aber auch über alternative Reisemöglichkeiten gegeben werden. Bei allen Prozessen ist natürlich ein hoher Datenschutz zu gewährleisten.

Abschließend möchte ich mich ganz herzlich bei den Schattenberichterstattern bedanken. Sie ermöglichten eine fraktionsübergreifend breite Unterstützung für die Vorschläge im Verkehrsausschuss. Diese Vorschläge können wir nunmehr den Akteuren der Industrie und der EU-Kommission mit auf den Weg geben. Ich hoffe nun sehr auf Unterstützung im Plenum und bedanke mich vorab bei allen Kollegen sowie bei meiner Assistentin, Frau Cezara Petruc. Vielen Dank!

  Doru-Claudian Frunzulică (S&D). Madam President, it is very important that we call on Member States to share timetables and fare information and develop intermodal ticketing services. Service providers should build on existing synergies and cooperate more closely on providing multimodal, cross-border journey planners. The Commission should support and facilitate the efforts being made to develop international ticketing, and if no significant progress is made to develop intermodal ticketing by 2020, we will call for legislative action. Updated national timetable and fare information systems should be based on open interfaces linking regional and local urban public transport data, linked by 2024 on a cross-border basis and made accessible to operators, providers of journey planners and consumers.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, η αναβάθμιση των ευρωπαϊκών μεταφορών θα πρέπει να γίνει με γνώμονα τον επιβάτη και, όπως καταδεικνύει και η έκθεση, η σωστή παροχή έγκυρων πληροφοριών αποτελούν το πρώτο βήμα προς την πορεία αυτή. Για να καταφέρουν όμως θα αναπτυχθούν οι πολυτροπικές μετακινήσεις, τόσο στον τομέα των μεταφορών όσο και του τουρισμού, θα πρέπει να τις καταστήσουμε πιο ανταγωνιστικές. Όσον αφορά τον τομέα των μεταφορών, το σύστημα κρατήσεων και αγορών στο διαδίκτυο θα πρέπει να είναι πιο απλό και διαχειρίσιμο από όλες τις ηλικίες και ιδίως από τους ηλικιωμένους. Επίσης, θα πρέπει να προβλέπονται μειωμένες τιμές για τα άτομα με αναπηρία και τους ηλικιωμένους και να δίνεται μεγαλύτερη προσοχή στις ειδικές τους απαιτήσεις. Όσον αφορά τον τομέα του τουρισμού, το σύστημα κρατήσεων θα πρέπει να είναι διαθέσιμο σε όλες τις επίσημες γλώσσες της Ευρωπαϊκής Ένωσης και να προβλέπονται μειωμένες τιμές για φοιτητές, ανέργους και πολύτεκνες οικογένειες. Τέλος, το εισιτήριο πολυτροπικών μετακινήσεων θα μπορούσε να ενταχθεί στα τουριστικά πακέτα διακοπών με στόχο την ακόμη μεγαλύτερη προσέλκυση τουριστών.

  Davor Škrlec (Verts/ALE). Gospođo predsjednice, poštovana povjerenice Bulc, poštovani kolege, najprije bi se zahvaio g. Kochu na izvrsnoj suradnji u izradi ovog dokumenta.

Tri su razloga zbog kojih je za provedbu multimodalnih integriranih sustava potrebno uložiti dodatne napore, kako od strane Komisije, tako i od država članica. Prvi je upotrijebiti modernu informatičku tehnologiju koja nam je na raspolaganju te omogućiti brzu i jednostavnu rezervaciju i kupovinu karata za razne vrste prijevoza koji se umjesto nepravedne konkurencije trebaju međusobno nadopunjavati. Na taj ćemo način, preko informatičke ekoinovacije, stvoriti nova radna mjesta.

Drugi razlog je direktna ušteda u potrošnji energije čime sektor transporta na održivi način i uz prihvatljive troškove vrlo brzo može doprinijeti klimatsko-energetskim ciljevima Europske unije.

Treći razlog je zaštita prava građana Europske unije izdavanjem jedne putne karte i ostvarivanjem mobilnosti kao preduvjeta za ostvarivanje njihovih temeljnih sloboda.

  Jonathan Arnott (EFDD). Madam President, the rapporteur mentions in the report the individual choice to travel by car. I would just mention that for a lot of people it is more a necessity than a choice. I could mention myself. To travel from my flat to my office is a 35— or 40-minute drive, but it would take four or five hours on public transport, so by the time I got there it would almost be time to come home again. For many people that is an issue, and we should focus as well on trying to make cars more efficient, with a carrot – and not a stick – approach.

In terms of cross-border cooperation, this is great for countries which share a land border. It is great for countries where people are moving from one country to the other on a day-to-day basis. It will help them a lot, but I would just ask you to remember that the UK is pretty much an island, and so for the UK the cost of administering such a scheme and the harmonisation costs are very likely to exceed the benefits.

  Ivan Jakovčić (ALDE). Gospođo predsjednice, poštovana gospođo povjerenice, znam da vam posao nije lak i hvala vam što ste nam se priključili u ovako kasno doba. Važno nam je da ste ovdje jer to znači jednu vrstu garancije da će Komisija zaista do kraja pokušati uspostaviti ovaj sustav multimodalnog integriranog sustava izdavanja karata i zrakoplovnih karata. Ono na što želim upozoriti poštovanu gospođu Bulc je turizam, kao sektor koji je od iznimne važnosti za mnoge zemlje Europske unije, pogotovo one na jugu Europske unije, i upravo u tom dijelu, uspijemo li napraviti dobar posao, mislim da će turizam zaista postati još konkurentniji. Zato mislim da je vrlo važno da imamo fer i pošten pristup cijenama karata. Danas preko interneta je to puno lakše postići. Važno je uključiti javni prijevoz u ovu priču, i s druge strane, želim vas pozvati da razmijenite dobre prakse unutar Europske unije.

  Violeta Bulc, Member of the Commission. Madam President, the Commission would like to thank Mr Koch and the members of the Committee on Transport and Tourism for the really excellent work on this report, particularly as it highlights just how important multimodal travel information and services are for all of our citizens across the European Union.

We also fully share the report’s emphasis on the end user and expected societal benefits. This is very much in line with the spirit and objective of the digital single market agenda promoted by the Commission. We need all the information we can get to deliver on key European transport policy goals, for instance in terms of reducing the environmental impact and increasing safety and security as well as enhancing the competitiveness of the European transport sector for the benefit of jobs and growth. Achieving all these goals has to be made compatible with the evolving mobility needs of society, notably urban mobility.

The expected social benefits of more comprehensive multimodal travel information services are manifold and include better modal integration and more flexibility in case of disruptions. Ultimately, this information service contributes to efficiency gains in overall transport system management and in transport operations for both passengers and freight. For these services, the quality of the underlying data layer is a key aspect because it allows the provision of accurate and complete information to the end user. With the objective of setting a framework facilitating market—driven developments, notably in the field of ticketing, the Commission has already taken a number of these initiatives. The market shaped by people for people should offer travellers complete and reliable information on various travel options which is displayed in a neutral way, not biased by any communication or commercial interest or restricted according to the traveller’s geographical location. Particular attention should be given to symptoms of unfairness and disloyal competition.

In the case of data related to road traffic and road infrastructure, mechanisms for sharing that data amongst public and private shareholders are being implemented in the Member States. However, the same cannot be said for travel information, as has already been pointed out. Accessible and available good—quality multimodal travel data that this interoperable and high quality is lacking so far. Timetables across the modes, as identified by Parliament, are one of the key data elements. In this context, the implementation of the ITS Directive provides the opportunity for the Commission to promote fair and equal access to data, an aim which also underpins different existing initiatives. By definition this is a cornerstone for creating a sound framework for better services and an essential element for a level playing field among service providers.

The Commission welcomes action by the Member States targeted at improving the interoperability of ticketing systems, including across borders, as well as public sector initiatives enabling stakeholders to share market opportunities and improve service management, like the smart ticketing alliance for public transport and the full service model in the rail sector. Let me stress that the Commission fully agrees with Parliament’s assessment that the provision of information should be tailored to the needs of all travellers, including persons with reduced mobility.

Another important point concerns transparent market conditions and fair and non-discriminatory access to the market, as well as a clear definition of the rights of the end users: consumer protection, data protection and privacy. This would greatly benefit the provision of more and better services.

Finally, on passengers’ rights in the multimodal context, let me inform you that the Commission is currently addressing this issue, preparing an impact assessment of the various options to ensure that all passengers can fully and equally benefit from their rights.

  Olga Sehnalová (S&D), písemně. Vážený pane předsedající, vážená paní komisařko, nejprve bych ráda poděkovala zpravodaji za velmi dobrou práci. Vítám pokračující úsilí o zvýšení atraktivity veřejné dopravy. Lidé využívající veřejnou dopravu plánují cestu od dveří ke dveřím. Bohužel v současné době neexistuje systém, který by umožnil nákup jedné jízdenky pro celou zamyšlenou trasu. Často je nutné velmi složitě vyhledávat informace o spojích, přípojích a ceně. Proto je potřeba vytvořit jasný rámec, který podpoří snahy všech zúčastněných stran a příslušných orgánů, aby bylo dosaženo zásadního pokroku v této oblasti. Hlavním přínosem sjednocení odbavovacích systémů by mělo být snadné poskytování informací všem skupinám obyvatel, včetně lidí s omezenou schopností orientace a pohybu, vyhledávání multimodálních tras v reálném čase a nákup jedné jízdenky pro celou zamýšlenou trasu. Z toho důvodu podpořím tuto zprávu.

  Claudia Tapardel (S&D), în scris. Politica de transport europeană se confruntă cu o sumă de provocări, care ne invită să reflectăm asupra modului în care asigurăm mobilitatea cetățenilor europeni.

Progresul înregistrat în atingerea obiectivelor pe care ni le-am fixat în 2011 în Cartea Albă privind Transporturile este extrem de lent. Proiectul de raport privind emiterea integrată a biletelor multimodale ne aduce mai aproape de atingerea unui obiectiv al Cărții Albe, și anume facilitarea călătoriilor multimodale neîntrerupte, „din poartă în poartă”.

Prin punerea la dispoziție a unui serviciu de planificare a călătoriilor multimodale și de emitere a biletelor aferente, răspundem într-o măsură adecvată provocărilor ce țin de decarbonizarea transporturilor, de digitalizare și de împuternicirea acelor industrii care depind de un sistem de transport eficient, cum este turismul.

Integrarea modurilor de transport într-o platformă digitală, care poate oferi informații în timp real utilizatorilor, va facilita transferul traficului către transportul public și utilizarea în comun a vehiculelor. Serviciile multimodale vor aduce beneficii, de asemenea, zonelor de graniță ale Europei și zonelor greu accesibile, contribuind fără îndoială la dezvoltarea turismului.

Sistemul de transport european orientat către viitor este cel care îi asigură pasagerului o experiență și un serviciu integrat de mobilitate fără bariere fizice sau digitale.
