Următorul punct de pe ordinea de zi este dezbaterea comună privind Finanțarea pentru dezvoltare. Declarația Comisiei și a Consiliului privind Conferința internațională a ONU privind finanțarea pentru dezvoltare. Raportul lui Elly Schlein, în numele Comisiei pentru dezvoltare, referitor la impactul evaziunii fiscale și al fraudei fiscale asupra guvernanței, protecției sociale și dezvoltării în țările în curs de dezvoltare (2015/2058(INI)) (A8–0184/2015).

  Elly Schlein, relatrice. Signor Presidente, onorevoli colleghi, oggi finalmente la lotta senza quartiere a elusione ed evasione fiscali sono al centro del dibattito europeo e stanno diventando una priorità. Ma nei tempi in cui enormi flussi di capitali si spostano facilmente da una parte all'altra del mondo con un clic, è evidente che queste sono sfide globali e per vincerle occorrono strumenti di contrasto e soluzioni globali, per ristabilire un principio semplicissimo: le tasse vanno pagate dove sono generati i profitti.

In quest'Anno europeo dello sviluppo prenderemo decisioni che disegnano quale mondo lasceremo alle future generazioni: i nuovi obiettivi per lo sviluppo sostenibile, la conferenza sul clima e, tra pochi giorni ad Addis Abeba, la terza Conferenza internazionale sul finanziamento allo sviluppo. Questi obiettivi ambiziosi saranno raggiungibili soltanto se assicuriamo un finanziamento adeguato con l'aiuto pubblico allo sviluppo ma anche con una più efficace mobilitazione delle risorse nazionali. Ed è qui che tassazione e lotta contro l'evasione e l'elusione fiscali diventano fondamentali.

Le stime vanno prese con cautela ma si calcola che i flussi finanziari illeciti in uscita dai paesi in via di sviluppo arrivino a mille miliardi di dollari ogni anno. Un dato impressionante: quasi dieci volte il totale degli aiuti allo sviluppo; risorse sottratte ai servizi ai cittadini. Gli ostacoli che incontrano i paesi in via di sviluppo nella lotta all'evasione e all'elusione sono numerosi. Senza contare che loro stessi tendono a concedere incentivi ed esenzioni in una concorrenza fiscale spietata che per loro si rivela dannosa.

Con questa relazione chiediamo alla Commissione un vero e proprio piano d'azione per sostenere i paesi in via di sviluppo nel creare sistemi fiscali più solidi ed equi. Quindi chiediamo di rafforzare il sostegno ai paesi in via di sviluppo, fornendo assistenza finanziaria e tecnica, ancora insufficiente. Chiediamo la trasformazione del Comitato fiscale dell'ONU in un vero organismo intergovernativo con risorse addizionali per garantire finalmente che i paesi in via di sviluppo partecipino in condizioni di parità alla riforma del sistema fiscale globale. Chiediamo di sostenere le iniziative internazionali per la riforma del sistema fiscale globale, come il processo BEPS promosso dall'OCSE; ma bisogna tenere maggiormente in considerazione le esigenze dei paesi in via di sviluppo.

Di particolare importanza due strumenti: chiediamo l'adozione dello standard del country by country reporting per le società multinazionali di tutti i settori, compreso il settore estrattivo, e che le informazioni complete siano accessibili a tutti i paesi e rese pubbliche. È ora che la Commissione presenti una proposta in questo senso. Mi sorprenderebbe se domani qualcuno votasse contro ciò che abbiamo già approvato all'unanimità in commissione.

Inoltre, quando si applica lo scambio automatico di informazioni, bisogna prevedere un periodo di transizione per i paesi che non hanno ancora pienamente sviluppato le capacità necessarie per raccogliere e condividere tutte le informazioni richieste. Chiediamo poi trasparenza sulla titolarità effettiva di società, trust e altri istituzioni simili.

Vi è l'annoso problema dei trattati fiscali tra paesi sviluppati e paesi in via di sviluppo, che non garantiscono la distribuzione equa dei diritti d'imposizione tra residence country e source country. In questo, il modello elaborato sotto gli auspici dell'ONU garantisce un approccio più equilibrato.

Chiediamo, infine, di effettuare delle valutazioni d'impatto delle politiche fiscali europee sui paesi in via di sviluppo, per rafforzare la policy coherence for development e chiediamo di giungere a una definizione di paradisi fiscali a livello internazionale entro il 2015 con una black list e con delle sanzioni. Mi ha sorpreso che qualcuno chiedesse un voto separato, pensavo che qui dentro fossimo tutti d'accordo sulla serietà con cui va affrontato questo problema.

E da ultimo, ma non per importanza, prestiamo particolare attenzione alle questioni di genere: evasione ed elusione colpiscono maggiormente la parte più vulnerabile della società in cui spesso e purtroppo le donne sono sovrarappresentate.

Ringrazio tutti i relatori ombra per lo spirito collaborativo e anche la segreteria e il mio ufficio per il sostegno. Spero che domani la relazione passerà con la più ampia maggioranza per fa sentire forte la voce di questo Parlamento prima di Addis Abeba e dimostrare che siamo in prima linea nella lotta all'evasione ed all'elusione globali, per avere un'agenda dello sviluppo davvero ambiziosa e in grado di colpire alla radice il dramma della povertà e delle disuguaglianze.

  Nicolas Schmit, président en exercice du Conseil. Madame la Présidente, Mesdames et Messieurs les Députés, cela fait près de deux ans maintenant que nous sommes engagés dans un processus complexe de négociations dont le but n'est rien de moins que de mettre en place un nouveau partenariat mondial pour répondre au défi indissociable de l'éradication de la pauvreté et du développement durable.

Ce partenariat guidera la communauté internationale pour les années à venir. L'Union européenne et ses États membres ne sauraient manquer ce rendez-vous historique. Ce partenariat doit être fondé sur les principes d'universalité et de responsabilités partagées et mutuelles. Nous devrons prendre en compte les capacités de chacun et associer de multiples acteurs.

Ce nouveau partenariat mondial devra également promouvoir les droits de l'homme, l'égalité, la non-discrimination, les institutions démocratiques, la bonne gouvernance et l'état de droit. Il devra permettre à tous de participer activement et assurer la viabilité environnementale et le respect des limites de notre planète.

Les droits de la femme, l'égalité des sexes, l'émancipation des femmes et des filles, qui sont déjà une finalité en soi, constituent des moyens de mise en œuvre essentiels et devront être encouragés à tous les niveaux. Je pense tout particulièrement à l'éducation des filles qui est un facteur extrêmement important pour le développement.

Après Monterrey et Doha, qui ont posé la base de ce partenariat, nous devons continuer à élaborer une vision d'ensemble adaptée au changement dans l'ordre mondial.

La conférence d'Addis-Abeba qui s'ouvre lundi prochain ne devra pas se limiter à évaluer les progrès accomplis dans la mise en œuvre du consensus de Monterrey et de la déclaration de Doha. Elle doit être tournée vers l'avenir, permettre d'aborder de manière intégrée tous les moyens de mise en œuvre et porter sur la mobilisation et l'utilisation efficace de toutes les ressources financières et autres.

L'Union européenne et ses États membres doivent continuer d'affirmer ce principe essentiel acquis depuis Monterrey. Les fonds publics nationaux constituent la plus grande source de financement stable et directement disponible pour la plupart des gouvernements et sont donc au cœur du financement du développement durable. Les gouvernements nationaux ont la responsabilité première de mobiliser et d'utiliser au mieux ces ressources publiques.

Cette conférence doit déboucher sur une approche intégrée de la mise en œuvre et du financement du nouveau partenariat. Il s'agira de trouver un équilibre fort entre les trois dimensions du développement durable: économique, sociale et environnementale. Il s'agit d'encourager la cohérence des politiques et surtout de définir clairement nos engagements et les résultats que devront atteindre tous les acteurs.

Nous estimons que le document final de la conférence doit constituer le volet "moyens de mise en œuvre" du programme pour l'après-2015 qui sera adopté en septembre prochain à New York. Les résultats du sommet constitueront ainsi une base solide en vue de la conférence des parties, COP 21, à la convention-cadre des Nations unies sur les changements climatiques qui se tiendra à Paris en décembre.

Si les moyens financiers demeurent importants, voire essentiels – fonds publics nationaux, fonds privés, financements innovants, aides internationales –, nous devons aussi placer au centre du jeu les moyens non financiers de mise en œuvre. Il est en effet indispensable de créer un environnement favorable au développement, de renforcer les capacités institutionnelles, de stimuler le commerce et les investissements, d'investir dans l'éducation et d'encourager les sciences, la technologie et l'innovation.

En outre, ce nouveau partenariat nécessite un cadre solide de suivi, de responsabilité et d'évaluation qui doit faire partie intégrante du programme pour l'après-2015. Il faudra englober les niveaux national, régional et mondial et associer tous les acteurs gouvernementaux et non gouvernementaux à sa mise en œuvre.

Mesdames et Messieurs les Députés, l'Union européenne et ses États membres sont déterminés à jouer un rôle actif et constructif dans tous les processus en cours et à veiller à leur convergence. À cette fin, le Conseil "Développement" du 26 mai dernier a adopté une position sur l'aide publique au développement, qui réaffirme l'engagement collectif de l'Union et des États membres à atteindre l'objectif de 0,7 % du revenu national brut consacré à l'aide publique au développement dans le délai fixé par le programme pour l'après-2015, ainsi que leur engagement prioritaire en faveur des pays les moins avancés. Elle devrait faciliter la participation active de l'Union européenne et de ses États membres aux négociations internationales en cours et contribuer à leur succès.

La réussite de ce partenariat mondial dépend en effet de notre contribution à tous. Nous sommes déterminés à jouer pleinement notre rôle et à coopérer de manière constructive avec tous les interlocuteurs et, en particulier, le Parlement européen afin de pouvoir établir et mettre en œuvre un programme pour l'après-2015 qui soit ambitieux et porteur des transformations et de l'inclusion dont nous avons besoin.

  Neven Mimica, Member of the Commission. Mr President, there is only one week to go before the UN Financing for Development Conference in Addis Ababa. Thank you for today’s opportunity to exchange views on this, and also on the related Parliament report on tax avoidance and tax evasion. The Addis conference is a priority for the European Union. We remain fully committed to ensuring its success, as it will be crucial for the outcome of the Post-2015 Summit in New York and the Climate Conference in Paris later this year.

I am particularly grateful for the active engagement of Parliament throughout the preparatory process, and for your resolution on financing for development, as well as on the global post-2015 development agenda. And I am delighted that six of you will be joining the European Union delegation attending the conference.

President Juncker has mandated High Representative/Vice-President Mogherini and me to represent the European Union in Addis Ababa. Together with the representatives from national governments, we will make sure that the European Union and its Member States continue to speak with one voice in these last crucial stages.

Let me outline the overall principles and expectations that will guide the EU approach. First, Addis must be transformational. We need an ambitious and coherent engagement and agreement, covering all means of implementation: aid, investment and domestic resources, as well as an enabling policy environment. We need a more strategic, more catalytic role for official development assistance to help leverage other means of implementation and maximise their impact.

Second, Addis must promote universality. The old days of North and South, donors and beneficiaries, are over. We need a true global partnership to achieve such a broad agenda. All countries need to act and contribute their fair share – and so does the private sector and civil society. The European Union stands ready to play its full part in implementing the sustainable development goals at home and through our external actions.

Third, Addis must embed strong mutual accountability. We need an integrated, transparent and reliable framework to keep track not only of our financial commitments, but also of overall progress towards achieving the sustainable development goals.

We all have been working hard for an ambitious Addis outcome document, one that reflects EU aspirations and objectives, and respects the Council conclusions of 26 May. The European Union negotiations have been challenging. The latest draft text is a good outcome for the European Union, but the document is not yet agreed. Differences remain on a couple of issues, including on the exact relationship between the Addis conference and the Post-2015 Summit. Negotiations are still ongoing in New York as we speak, and they may continue in Addis.

The European Union has been well prepared and ready to play its constructive and leading role throughout the negotiations and beyond, including through some concrete figures, for instance, EUR 58 billion for official development assistance. This makes the European Union collectively the world’s largest donor. We have recommitted to achieving the official development assistance target of 0.7% of gross national income within the timeframe of the post-2015 agenda, including an even more ambitious effort for least-developed countries. Regrettably, this commitment has not been followed by other developed and emerging donors. EUR 100 billion is the amount we estimate the European Union can mobilise to finance notably infrastructure investments in partner countries through blending by 2020, leveraged through an EU grant component of up to EUR 8 billion.

More than EUR 16 billion will be dedicated to addressing environment and climate change objectives. And EUR 35 billion is a conservative estimate of the annual value of the exports of the least-developed countries to the European Union, which grants them duty-free and quota-free market access.

Let me now come to Parliament’s report on tax evasion and tax avoidance. The Commission concurs with the general analysis of this very comprehensive report. Having exchanged views with rapporteur Schlein on several occasions, I am well aware of the importance Parliament attaches to these issues. I take careful note of your proposed action plan to support developing countries in mobilising more domestic resources. Improved domestic resource mobilisation can indeed significantly contribute to a more sustainable and reliable sourcing of revenue. Adequate administrative capacity of our partner countries’ tax administrations, and their political will to reform, are key in this respect.

Domestic revenue mobilisation and the fight against illicit financial flows, tax evasion and tax avoidance will have an important role in the Addis and New York conferences. The negotiations on the Addis outcome document have been complex on this point. The latest proposal tabled could in our view be considered as a good compromise and reflects most of the issues and actions contained in Parliament’s report.

There are still difficulties around the UN committee on tax, and its upgrading to an intergovernmental body. We clearly support giving developing countries a stronger voice and participation in the definition of the global tax governance agenda – without necessarily creating yet another intergovernmental body. We should focus on the substance, not on taking decisions on the format at this stage of the process.

The Commission is committed to ensuring that the developing countries which have the ambition for reform are supported in this difficult path. As part of a global partnership initiative, we will be organising a side-event on the margins of the Addis conference and are developing a document as a first basis for discussion under the title ‘Collect More – Spend Better’.

Honourable Members, we are close to achieving a very important result, but we cannot yet take it for granted. In Addis and New York we have a unique opportunity to redefine global development cooperation for the years to come. Let us make it count.

  Hugues Bayet, rapporteur pour avis de la commission des affaires économiques et monétaires. Madame la Présidente, je voudrais tout d'abord remercier notre collègue Elly Schlein pour le travail accompli et pour avoir pris en compte les priorités de la commission des affaires économiques et monétaires.

Nous le savons tous, l'évasion fiscale est un véritable fléau. Elle provoque un net manque à gagner pour les budgets des États, autant d'argent qui pourrait être consacré à des besoins vitaux de l'ensemble des populations, à savoir la sécurité sociale, les soins de santé, l'emploi, l'éducation, l'économie ou encore les infrastructures. C'est pourquoi la commission des affaires économiques et monétaires s'est concentrée sur trois priorités.

Premièrement, nous pensons que nous devons soutenir fortement le développement des administrations fiscales dans les pays concernés afin d'y prélever efficacement des impôts justes et équitables.

Deuxièmement, nous devrions nous concentrer sur l'augmentation de l'assiette fiscale dans les pays en voie développement, en passant notamment par des initiatives comme le CBCR, le projet BEPS ou, encore, en révisant les conventions de double imposition.

Enfin, troisièmement, nous pourrions lier l'aide de l'Union européenne au respect des principes de bonne gouvernance en matière fiscale.

Je souhaiterais conclure en soulignant que, pour atteindre ces objectifs, la première étape doit être de montrer l'exemple au niveau européen. Je pense que les institutions européennes, telles que la BERD ou la BCE, pourraient éviter de travailler avec des intermédiaires financiers logés dans des paradis fiscaux ou peu enclins à lutter contre l'évasion fiscale. Cela nous permettrait de créer un cercle vertueux efficace pour combattre ce phénomène.

  Paul Rübig, im Namen der PPE-Fraktion. Frau Präsidentin! Ich möchte mich bei der Kollegin Schlein auch recht herzlich bedanken für das gute Verhältnis und auch für die gute Zusammenarbeit. Ich glaube, es ist ganz einfach wichtig, zu zeigen, dass wir uns seit vielen Jahren sehr bemühen, gerade in der Entwicklungspolitik neue Standards zu setzen. Aber das Versagen von vielen Regierungen auf dieser Welt macht es für uns wichtig, darüber nachzudenken, wo überhaupt die Ursachen liegen. Wir haben derzeit Migration, wir haben Flüchtlinge, und letztlich ist es so, dass nicht analysiert wird, wo die Ursache dieser ganzen Probleme ist, und dass auch die Armut nicht analysiert wird, warum die Menschen arm sind und warum sie in Probleme kommen.

Wir stellen ganz im Gegenteil fest, dass Arbeitslosigkeit zu uns nach Europa exportiert wird und in Gegenleistung dafür das Geld, das die Migranten teilweise bei uns verdienen, und unser Steuergeld in diese Länder zurückwandern. Das hat damit zu tun, dass wir uns natürlich klar sein müssen, dass wir mit der WTO-Regulierung „Everything but arms“ den Handel ermöglichen sollen. Wir sollen schauen, dass Familienbetriebe gegründet werden. Und es ist wichtig, dass man auch die duale Ausbildung vorantreibt.

Ich glaube, das Entscheidende ist, dass man nicht Geld sendet, sondern dass man den Begriff der Zusammenarbeit stärkt, dass man die Bildung stärkt, dass man Energie vor Ort ermöglicht – viele Dinge, die uns in Zukunft helfen werden.

  Linda McAvan, on behalf of the S&D Group. Madam President, I would like to thank the Commissioner and the Minister for what they have said tonight. It is vital we get a deal next week in Addis, and I hope the talks tonight in New York are fruitful, because they are going to set the agenda for New York and for Paris. If we do not get a deal there it will be harder in those subsequent conferences.

Now we have already made our position clear on ODA in the Pereira report – Ms Pereira is going to speak in a few moments – but I want to focus on tax tonight. The OECD has estimated that, if we could increase tax revenue by 1% in developing countries, it would be like doubling ODA. So tax is crucial, and that is why we need concrete measures to tackle tax problems. We need companies and individuals to pay their fair share of tax, and some of these concrete measures are in the Schlein report. We need to stamp out illegal practices like trade mis—invoicing, where companies manipulate tax invoices so they do not pay their fair share.

Save the Children has published a report with some shocking figures. In Sub-Saharan Africa, EUR 15 billion a year are lost through these unpaid taxes. That is money that would pay for decent healthcare, and it would pay to tackle childhood malnutrition. I think those who are dodging those taxes need to know that they are literally taking money out of the mouths of babes. To tackle these problems, we need concrete proposals and we have heard some tonight. We need new accountancy rules; we need country-by-country reporting, and it has to be public. Companies must be made to report publicly on what they are doing so that we can track down those who are not paying their fair dues. I hope we will push for that in Addis and in the subsequent talks.

  Arne Gericke, im Namen der ECR-Fraktion. Frau Präsidentin, sehr geehrter Herr Kommissar Mimica! Sie haben schon erwähnt: Europa ist weltweit der größte Geldgeber in der Entwicklungspolitik. Trotzdem müssen wir uns fragen: Erreichen wir mit unseren Maßnahmen Ziele ausreichend im Verhältnis zu unseren Investitionen? Nein! Als Koordinator der ECR-Fraktion für die AKP-Delegation war ich bei der Parlamentarischen Versammlung AKP-EU. Ich habe mit Kollegen aus den Schwellenländern gesprochen. Sie sagen: Europa ist ein schwieriger Partner. Wir fordern Dinge, die unrealistisch sind. Bestes Beispiel ist die Pflicht zum Gender-Beauftragten, wenn ein Entwicklungsland Gelder will.

Umso mehr freut es mich, dass wir heute über den Schwerpunkt Steuerumgehung und Steuerhinterziehung diskutieren. Das ist wichtig. Als Berichterstatter zu Familienunternehmen in Schwellenländern habe ich viel mit Mittelständlern vor Ort gesprochen. Die sind sauer. Sie zahlen ihre Steuern, Konzerne aber oder Millionäre zahlen nichts. Eine Billion Dollar geht den Schwellenländern jährlich verloren, das ist ein Fünfzehntel des BIP der EU. Damit kann man viel verändern.

In meinem Bericht fordere ich ein spezielles Programm „Devetax 2020“ mit dem Ziel, bis 2020 mehr als 2020 neue Finanzämter und funktionierende Strukturen in den AKP-Staaten zu schaffen. Ich hoffe hier auf Ihre Unterstützung.

  Beatriz Becerra Basterrechea, en nombre del Grupo ALDE. Señora Presidenta, señor Ministro, señor Comisario, en septiembre de 2012 el Presidente del Banco Central Europeo, Mario Draghi, espantó a los inversores que apostaban contra las deudas de los países europeos con aquella famosa frase de «whatever it takes» —haré todo lo necesario—. Eso desató muchas polémicas, sobre todo en Alemania, donde se argumentó que una medida como la anunciada incumplía los Tratados.

El pasado mes de junio de este año, el Tribunal de Justicia de la Unión Europea dio la razón al señor Draghi, alegando que los Tratados autorizan al Banco Central Europeo a adoptar el programa de compra de bonos. Fue un gran paso en la construcción europea.

¿Y por qué hablo ahora de esto? Porque la semana que viene, cuando hablemos en Adís Abeba de nuevos métodos de financiación; cuando, como bien ha indicado el Comisario, aprovechemos la oportunidad de redefinir la cooperación al desarrollo; cuando hablemos de la necesidad de incluir al sector privado en las políticas de desarrollo, de la importancia de las pymes, que generan el 90 % de los puestos de trabajo; cuando hablemos de los beneficios que las asociaciones público-privadas pueden traer a los países menos desarrollados, como la innovación o una mayor eficiencia en el uso de los recursos, o la movilización de la financiación a largo plazo; cuando hablemos, en definitiva, de cómo vamos a pagar la ambiciosa agenda que tenemos para los próximos quince años, no debemos olvidar el Tratado de Funcionamiento de la Unión Europea, en especial su artículo 208, en el que se especifica que la política de la Unión en el ámbito de la cooperación para el desarrollo se llevará a cabo en el marco de los principios y objetivos de la acción exterior de la Unión, es decir, fomentando en el resto del mundo la democracia, el Estado de Derecho, y la universalidad e indivisibilidad de los derechos humanos y de las libertades fundamentales.

Por eso me gustaría hacer un llamamiento a la Unión Europea para que apoye el proceso actual de elaboración de un instrumento internacional, jurídicamente vinculante, de las Naciones Unidas para las empresas en materia de derechos humanos, que prevea el establecimiento de soluciones eficaces para las víctimas en aquellos casos en los que es evidente que la jurisdicción nacional es incapaz de sancionar a esas empresas de forma eficaz. En definitiva, no dejemos de innovar en la búsqueda de nuevas soluciones a los retos a los que nos enfrentamos, pero hagámoslo siempre respetando el camino ya recorrido.

  Lola Sánchez Caldentey, en nombre del Grupo GUE/NGL. Señora Presidenta, señor Comisario, señora Schlein, estoy de acuerdo con la señora McAvan y con otros diputados en cuanto a que la recaudación y los impuestos son la clave de todo esto. Por ejemplo, por cada euro que reciben los países en desarrollo a través de remesas de inmigrantes, de ayuda oficial al desarrollo o de inversión extranjera directa, pierden dos a través de flujos financieros ilícitos de evasión fiscal, a través de complejas estructuras de ingeniería fiscal y paraísos fiscales o del pago de intereses de la deuda externa. De nada sirven las buenas palabras, ni que hayamos proclamado este año el Año Europeo del Desarrollo, si somos sistemáticamente incoherentes.

Debemos garantizar una justicia fiscal progresiva y redistributiva tanto a nivel europeo como a nivel internacional y no podemos seguir hipotecando la dignidad de la gente con el pago de intereses de deudas insostenibles odiosas o ilegítimas. Es necesario hablar de reestructuración y de quita de deuda soberana, y el momento internacional y europeo nos brinda una oportunidad para la coherencia, pero es cuestión de querer, de voluntad política.

  Judith Sargentini, namens de Verts/ALE-Fractie. Een onderzoek dat ook wordt aangehaald in het verslag van mevrouw Schlein, laat zien dat belastingregels in Nederland – het land waar ik vandaan kom – ontwikkelingslanden tussen de 150 miljoen en 550 miljoen euro per jaar kosten. We mogen er trots op zijn dat we een grote speler zijn op het gebied van ontwikkelingshulp in deze wereld, maar iedere cent die Afrika verlaat doordat belastingen niet daar betaald worden waar het werk gedaan wordt, is eigenlijk zonde en kunnen wij niet goedmaken met het geven van ontwikkelingshulp.

Ik was rapporteur voor het verslag tegen het witwassen van misdaadgeld, nieuwe Europese wetgeving. Wij hebben daarin ervoor gepleit en geregeld dat er een openbaar register komt waarin wij kunnen zien wie de eigenlijke eigenaar van een bedrijf is, opdat wij multinationals erop kunnen vastpinnen dat zij geen belasting ontwijken of ontduiken. Want de samenleving zal daar een eind aan moeten maken. We kunnen lang praten in Addis Abeba, maar als wij blijven toestaan dat multinationals 'shoppen' om te zoeken naar de plaats waar ze de minste belasting betalen, dan kunnen wij met ons ontwikkelingsgeld de gezondheidszorg, de infrastructuur en het onderwijs in Afrika ten zuiden van de Sahara nooit op niveau krijgen.

Ik vraag de commissaris dus: vecht daar voor goede belastingwetgeving.

  Ignazio Corrao, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, volevo iniziare complimentandosi con la collega Schlein per l'ottimo lavoro svolto su questa importante relazione. È verissimo ciò che ha detto la Presidente McAvan: quando si parla di tanti soldi, di tanti miliardi che spariscono e che sarebbero sufficienti, con un buon sistema di lotta all'evasione e all'elusione fiscale, per realizzare tutti i progetti di cui discutiamo in questa sede, anche in merito, appunto, a dove trovare le risorse economiche per poter sostenere lo sviluppo.

Ecco, se ci fosse un buon livello di lotta all'evasione e all'elusione, avremmo tutte quelle risorse. La relazione è ben fatta, ambiziosa per certi versi, in cui si chiedono standard fattibili e altri elementi importanti, quali il sistema country by country, l'assistenza tecnica ai paesi, come pure la creazione di un organismo intergovernativo.

Mi associo a quanto detto dalla relatrice, sperando che il voto in commissione sviluppo sia seguito da un voto in Aula altrettanto unanime.

  Davor Ivo Stier (PPE). Gospođo predsjednice, tjedan dana nas dijeli od treće međunarodne konferencije o financiranju razvoja u Addisu i naravno, uspjeh u Addisu je ključan za uspjeh kasnije u New Yorku u rujnu i Parizu u prosincu. Zato danas moramo ponoviti poruku koju smo poslali usvajanjem rezolucije zastupnika Pereire u travnju, a to je da EU treba očuvati svoju ulogu lidera i najvećeg donatora razvojne pomoći, ali treba i istodobno poticati zajedničku odgovornost te inzistirati na tome da i ostale zemlje s visokim dohotkom, ali i gospodarstva u usponu preuzmu svoje obaveze u financiranju razvoja.

Naime, dosad se samo EU obvezala na doprinos od 0,7 % BDP-a za službenu razvojnu pomoć. Osim toga, treba nam i novi pristup financiranju razvoja, jer ograničena i nedostatna sredstva treba prvenstveno početi ulagati u produktivna područja, motore razvoja, dodatno mobiliziranje svih vrsta financijskih sredstava, javnih i privatnih, domaćih i međunarodnih.

Jedna od najvećih neiskorištenih prilika leži u mobiliziranju domaćih resursa zemalja u razvoju i to kroz efikasnije porezne sustave. Zato izrazito pozdravljam izvješće izvjestiteljice Schlein koja se upravo bavi tom tematikom – borbom protiv izbjegavanja plaćanja i utaje poreza u zemljama u razvoju.

Na to se mora fokusirati i nova razvojna strategija, na jačanje poreznih administrativnih kapaciteta i na borbu protiv korupcije. Službena razvojna pomoć ostaje važna komponenta, ali je nedovoljna za iskorjenjivanje ekstremnog siromaštva i zato nam je potreban novi model financiranja i, naravno, uspjeh u Addisu.

  Pedro Silva Pereira (S&D). Senhora Presidente, o que está em causa na conferência de Adis Abeba sobre financiamento do desenvolvimento, que começa já daqui a poucos dias, é muito importante. E é isto: garantir a mobilização dos recursos suficientes para implementar a agenda global de desenvolvimento de 2015 a 2030. É por isso indispensável que a comunidade internacional chegue a um acordo ambicioso em Adis Abeba. O Parlamento Europeu já definiu com clareza a sua posição, incluindo quanto à defesa de uma meta de 0,7 % do Rendimento Nacional Bruto afeto à ajuda ao desenvolvimento, e também em defesa de um calendário. E todos sabemos como, infelizmente, a posição do Conselho ficou aquém do pretendido por esta Casa. Mas os trabalhos preparatórios da Conferência de Adis mostram um cenário ainda mais preocupante, com outros parceiros e doadores a revelarem ainda menor disponibilidade para compromissos financeiros concretos.

O tempo, portanto, é de dirigir um forte apelo aos demais países desenvolvidos e às economias emergentes para que assumam as suas responsabilidades. E, neste caso, isso significa assumir compromissos financeiros concretos.

É por isso que precisamos que a conferência de Adis seja a conferência da responsabilidade quanto à ajuda pública, mas também quanto à cooperação fiscal. E por isso é preciso apoiarmos o relatório da nossa colega Elly Schlein sobre cooperação fiscal internacional.

  Heidi Hautala (Verts/ALE). Arvoisa puhemies, yhä useammat varsinkin alemman keskitulon kehitysmaat aktiivisesti ilmoittavat, että ne haluavat päästä irti apuriippuvuudesta. Voidaankin sanoa, että näin on myös tapahtunut, sillä esimerkiksi Sambiassa kehitysavun osuus budjetista on enää vain 2,6 prosenttia. Mutta on kuitenkin niin, että apua tarvitaan myös siinä, että kehitysmaat pystyvät keräämään omia varoja. Tarvitsemme virallista kehitysapua, jotta voimme esimerkiksi auttaa kehitysmaita parantamaan veronkeruutaan. Toivon, että Addis Abebassa saadaan tässä läpimurto ja että syntyy konkreettinen ohjelma siitä, miten tässä päästään aimo askel eteenpäin.

Nyt kun meillä on Luxemburg puheenjohtajavaltiona, joka on täyttänyt omat velvoitteensa tämän virallisen kehitysavun määrässä, siis todellakin te olette esikuva useimmille muille EU-maille, uskon, että te haluatte entistä painokkaammin toimia sen puolesta, että myös muut EU-maat täyttävät tämän velvoitteen. Valitettavasti minun on sanottava, että pohjoismaista puhaltaa kylmä tuuli: Suomi on nyt päättänyt yhtäkkiä vähentää 43 prosentilla kehitysapuaan ja Tanskan hallitus kaavailee myös suuria leikkauksia. Tämä ei lupaa hyvää EU:n yhteisille tavoitteille.

  Nathan Gill (EFDD). Madam President, this report seems to me to be barking up the wrong tree, attempting to solve a peripheral symptom of the real problem in developing nations, that of corruption.

Nigeria is a prime example of how governmental corruption has nurtured an environment of low investor confidence, which has allowed corporations to abuse the free market by investing in the countries with the most disjointed tax evasion laws and ethos. This report states that transparency is the key in holding tax evaders accountable. But is this realistic? These countries are not blessed with the scale of technological advancements we enjoy. So one could argue that this claim is not just far-reaching but also, frankly, counterproductive. Before the issue of tax avoidance can be addressed properly, corruption must be dealt with in developing nations. If you are going to legislate hard on something, it might as well be the root of the evil, rather than the by-product of that evil.

  Bogdan Brunon Wenta (PPE). Pani Przewodnicząca! Rok 2015 jest kluczowy dla finansowania polityki rozwojowej: w lipcu odbędzie się konferencja w Addis Abebie poświęcona finansowaniu rozwoju, we wrześniu członkowie ONZ spotkają się w celu określenia celów zrównoważonego rozwoju, które zastąpią milenijne cele rozwoju po roku 2015. Od kilku lat jednak obserwujemy „efekt nożyczek” wynikający z faktu, że potrzeby uboższych mieszkańców rosną, a oficjalna pomoc rozwojowa ulega zmniejszeniu z powodu kryzysu gospodarczego w krajach darczyńców.

Podczas debaty wielu posłów mówiło o oficjalnej pomocy rozwojowej i problemach związanych z opodatkowaniem, ale chciałbym również podkreślić, że innowacyjne źródła finansowania rozwoju stanowią skuteczną metodę do osiągnięcia celów zrównoważonego rozwoju po roku 2015. Działalność UNITAID – międzynarodowej organizacji wspieranej przez ONZ – wskazuje na użyteczność tego modelu. Dzięki mikroskładce solidarności pobieranej od ceny biletów lotniczych w ciągu dziewięciu ostatnich lat UNITAID było w stanie sfinansować leczenie 80% ze wszystkich dzieci zakażonych HIV i chorych na AIDS, 350 milionów pacjentów chorujących na malarię i 2 milionów osób cierpiących na gruźlicę. Komisja i Rada powinny promować innowacyjne metody finansowania rozwojowego. Wpływy z podatku od transakcji finansowych zaproponowanego przez Unię Europejską są jednym z takich mechanizmów, gdyż mogą poprawić sytuację w krajach rozwijających się.

  Norbert Neuser (S&D). Frau Präsidentin, lieber Herr Kommissar Neven Mimica, verehrte Ratspräsidentschaft! Was haben Schweden, Dänemark, Luxemburg und das Vereinigte Königreich gemeinsam? Es sind die einzigen vier Länder der 28, die bisher das Versprechen eingehalten haben, die 0,7 % zu erreichen. Und ich freue mich, dass die Ratspräsidentschaft hier aktiv mit im Plenum ist, weil nicht alle Ratspräsidentschaften, die wir in der Vergangenheit hatten, dieses Interesse an Entwicklungspolitik gezeigt haben.

Ich glaube, ein entscheidender Schlüssel zur Finanzierung von Entwicklungszusammenarbeit liegt bei den Mitgliedstaaten. Ich komme aus einem Land, aus Deutschland, das nicht gerade das ärmste ist. Aber Deutschland hat sich in der ODA-Quote in 15 Jahren von 0,36 auf 0,4, also quasi überhaupt nicht nach vorne entwickelt. Ich denke, Luxemburg sollte in der Ratspräsidentschaft gerade im Europäischen Jahr der Entwicklung die Chance nutzen, mit gutem Beispiel, das Luxemburg ja zeigt, voranzugehen und intensiv auf die Nationalstaaten einzuwirken, damit wir dort mehr Glaubwürdigkeit erzielen. Wie wollen wir bei Verhandlungen wie in Paris glaubwürdig auftreten, wenn wir beispielsweise die ODA-Quote über 15 Jahre nicht erreicht haben?

  Joachim Zeller (PPE). Frau Präsidentin, Herr Kommissar, Ratspräsidentschaft, liebe Kolleginnen und Kollegen! In wenigen Tagen wird in Addis Abeba über einen der Meilensteine auf dem Weg zu neuen nachhaltigen Entwicklungszielen zu beschließen sein, über die Finanzierung nämlich zur Erreichung dieser Ziele. Neben zahlreichen finanziellen Maßnahmen, zu denen sich die Industriestaaten bekennen sollen und müssen, gehört aber auch dazu, dass Entwicklungs- und Schwellenländer eigene finanzielle Ressourcen erschließen und nutzen sollen, um Armut und Hunger zu beenden und ihren Bürgerinnen und Bürgern ein gesundes und sicheres Leben in ihren Heimatländern zu ermöglichen.

Die sich entwickelnden Staaten sind aufgerufen, Anstrengungen zu unternehmen, um eigene Steuern und Abgaben zu erheben. Denn oftmals sind diese Länder reich: reich an Rohstoffen, reich an jungen, kreativen Menschen und reich an beträchtlichen Potenzialen für nachhaltige wirtschaftliche Entwicklung. Nur dürfen die Einnahmen dieser Länder nicht in den Taschen einiger weniger landen und die Reichtümer ausländischen Unternehmen gehören, die die Gewinne dann außer Landes bringen. Transparenz und Gerechtigkeit in den nationalen und internationalen Steuersystemen muss endlich geschaffen werden! Die öffentlichen Einnahmen in den Entwicklungsstaaten sind langfristig zu entwickeln, um soziale Probleme auch vor Ort zu lösen. Dazu sollten auch subnationale Steuern und Abgaben dienen.

Die internationale Zusammenarbeit in Steuerfragen muss vorangebracht werden. Unser Bericht liefert dazu wesentliche Anstöße. Sie sollten dann aber auch in die Praxis umgesetzt werden.

  Arne Lietz (S&D). Frau Präsidentin! Unter den G77-Staaten gibt es eine Woche vor der Konferenz in Addis Abeba noch keine Einigung. Damit ist die Wahrscheinlichkeit einer erfolgreichen Konferenz gesunken. Deswegen appellieren wir Sozialdemokraten im Europäischen Parlament an alle Beteiligten, ihre Haltung zu überdenken und mit besseren Angeboten in die Konferenz zu gehen.

Das betrifft auch die Verpflichtung aller Industrienationen, 0,7 % ihres Bruttonationaleinkommens für die Entwicklungshilfe auszugeben. Mit der Einhaltung der Verpflichtung können wir nicht bis 2030 warten. Wie ich heute in meiner Rede als Berichterstatter für die Stellungnahme des Entwicklungsausschusses zu dem EU-Haushalt 2016 sagte, spielt die EU bei der Finanzierung ebenfalls eine entscheidende Rolle. Bei der anstehenden Konferenz zur Entwicklungsfinanzierung in Addis Abeba müssen wir alles dafür tun, dass die Ergebnisse zu Meilensteinen in der Entwicklungspolitik werden.

Ich wünsche allen, die für das Europäische Parlament, für die Kommission, aber auch für die Ratspräsidentschaft hieran beteiligt sind, viel Erfolg und gutes Gelingen!

  Jiří Pospíšil (PPE). Paní předsedající, já jsem velmi pozorně poslouchal celou tu debatu a dovolte mi konkrétní podnět. Já osobně se domnívám, že bychom měli rozvojovým zemím nabídnout jasné, konkrétní programy a učit je, jak daně vybírat. Myslím si, že vedle finanční pomoci je poskytnutí know-how – jak má vypadat daňová správa v dané zemi, jak se má bojovat proti daňovým únikům – mimořádně důležitou věcí. Ostatně podobné programy připravujeme a máme jako Evropská unie pro země, které mají partnerské smlouvy s Evropskou unií, které chtějí vstoupit do Evropské unie, a pomáháme a radíme jim, jak má fungovat justice, jak má fungovat stát. Měli bychom v této věci tedy být mnohem konkrétnější a přijít a dát na stůl konkrétní programy, jak těmto zemím chceme pomoci v tom, aby uměly bojovat proti daňovým únikům.

A ještě jednu poznámku mi dovolte, boj proti daňovým únikům neznamená boj proti nízkým daním. Země třetího světa by měly mít právo mít nižší daně a toto právo bychom jim neměli upírat.

  Anna Záborská (PPE). Gratulujem kolegyni Schlein k jej správe. V posledných rokoch sme videli, že nadmerné zadlžovanie nie je len problémom rozvojových krajín. Kombinácia domáceho populizmu a nezodpovedného požičiavania priviedla na pokraj priepasti aj niektoré európske ekonomiky. Rozdiely v číslach sú obrovské, no problém je stále rovnaký: neprimerane veľké splátky dlhu vysávajú život z ekonomiky a tá už nemá silu na potrebné reformy. Odpustenie dlhu, ktoré nie je podmienené záväzkom prijať systémové reformy, vedie k ďalšiemu zadlžovaniu.

Jedinou cestou k riešeniu je dialóg medzi veriteľmi a dlžníkmi s cieľom nájsť rovnováhu, ktorá je podmienkou udržateľného rozvoja. Tento princíp musí platiť rovnako pre Etiópiu, ale aj pre Grécko. Kľúčovým predpokladom je však priznanie si zodpovednosti dlžníkov aj veriteľov, nie referendá, ktoré ju odmietajú.

  Νότης Μαριάς ( ECR). Κυρία Πρόεδρε, η τεράστια φοροδιαφυγή και φοροαποφυγή αποτελούν σημαντικές προκλήσεις για τη διακυβέρνηση στις αναπτυσσόμενες χώρες. Ο μέσος λόγος των φόρων προς το ακαθάριστο εγχώριο προϊόν είναι ιδιαίτερα χαμηλός και κινείται μεταξύ 10% και 20%. Έτσι οι αναπτυσσόμενες χώρες αδυνατούν να φορολογήσουν τα κέρδη των πολυεθνικών που αναπτύσσουν κερδοφόρες δραστηριότητες στο έδαφός τους. Αυτό σημαίνει απώλεια τεράστιων φορολογικών εσόδων, που θα μπορούσαν να αξιοποιηθούν για τη χρηματοδότηση κοινωνικών δράσεων του κράτους. Για τον λόγο αυτό οι φόροι πρέπει να καταβάλλονται εκεί όπου πραγματοποιούνται τα κέρδη. Όμως οι αναπτυσσόμενες χώρες δεν πρόκειται να μπουν στον δρόμο της ανάπτυξης όσο βαρύνονται με το άχθος του τεράστιου δημοσίου χρέους τους. Για τον λόγο αυτό πρέπει να τεθεί άμεσα σε εφαρμογή το ψήφισμα του ΟΗΕ, του Σεπτεμβρίου του 2014, για τη διαγραφή του κρατικού χρέους των αναπτυσσόμενων χωρών.

Paní předsedající, já jsem si se zájmem vyslechl zejména vystoupení pana komisaře, který zde hovořil o koherentních závazcích, o pákovém efektu a politickém prostředí, ale také rovněž o univerzalitě postupu v rámci rozvojové pomoci s tím, že 0,7 % podílu této rozvojové pomoci na HDP není zatím závazkem všech zemí.

Zároveň si ovšem myslím, že nemůžeme přehlédnout jednu otázku, a to je otázka porušování lidských práv, protože my se zde v debatách, které se týkají urgentních debat o porušování lidských práv, zabýváme mnohdy právě zeměmi, které lidská práva porušují. Porušují naše cíle, naše hodnoty, které sdílíme jako Evropská unie. Já se domnívám, že bychom rovněž měli naši rozvojovou pomoc podmínit tím, že budou dodržovány ty principy, na nichž je univerzální shoda, to znamená univerzální dohoda, všeobecná deklarace lidských práv OSN, minimálně jako standard.

  Ivan Jakovčić (ALDE). Gospođo predsjednice, gospodine povjereniče, dozvolite mi da vam odmah na početku čestitam na vašim ambicioznim planovima i kao što ste rekli, želite otići u Addis Abebu s ambicioznim planovima i koherentnim programom.

Nema nikakve dvojbe da Europa mora ostati lider u pružanju pomoći zemljama u razvoju jer je to način na koji sada, u ovom trenutku, možemo djelovati. Ali svi smo svjesni da na taj način nećemo iskorijeniti siromaštvo.

Prema tome, ako zaista želimo iskorijeniti siromaštvo, moramo potražiti inovativne i nove načine i pristupe. Europa prije svega mora postati lider u smislu da globalno svi zajedno, svi glavni partneri EU-a i, naravno, sve one zemlje koje mogu pomoći, sudjeluju u tom projektu koji EU treba voditi. A naravno, s druge strane imamo i ono što gđa Schlein govori: kombinacija poreznih oaza i utaje poreza mora biti također uvrštena u funkciju razvoja svih tih zemalja.

Madam President, thank you for your great interest in the financing for development agenda ahead of the Addis conference, and for your valuable ideas, proposals and opinions. I agree that the European Union must keep up its level of ambition and commitments on ODA, including through the implementation of the development effectiveness principles. I also welcome your comments on issues that go beyond ODA. For me, this is exactly where real progress can be made through the post-2015 framework.

On the question of monitoring and follow-up, we must remain ambitious. The European Union already has a comprehensive annual accountability exercise in place to monitor progress. Indeed, the 2015 edition of the report was published last month. But we should also reflect on how we can strengthen that process, within the context of a wider post-2015 monitoring and accountability framework.

At this stage, we must also reflect on what the European Union will do to support the implementation of the financing for development outcome and the post-2015 agenda. We are carefully considering how the European Union’s policies might need to be reviewed to help promote the new agenda. The principle of policy coherence for development becomes more relevant than ever.

The European Union must be ready to deliver on a solid set of actions to implement the post-2015 agenda. This includes a comprehensive approach to supporting domestic resource mobilisation in developing countries and tackling tax avoidance and tax evasion. We will take the actions proposed in Parliament’s report into careful consideration, and we welcome your continued engagement in this regard.

  Nicolas Schmit, président en exercice du Conseil. Madame la Présidente, je voudrais d'abord remercier la rapporteure pour ce rapport qui nous a permis d'avoir effectivement un bon débat, qui est une contribution importante aux préparatifs des réunions d'Addis-Abeba et de New York.

Je voudrais aussi souligner le travail de M. le commissaire et l'importance de la lutte contre l'évasion fiscale. Les solutions doivent, à cet égard, absolument être internationales.

Comme vos interventions l'ont bien montré et confirmé, la position de l'Union européenne et de ses États membres quant à l'objectif de cette conférence est claire. Addis-Abeba ne doit pas être une conférence consacrée à la seule problématique de l'aide publique au développement. Il faut insister sur la nécessité d'une approche intégrée de tous les moyens de mise en œuvre, financiers et autres.

Il est évident que l'aide publique au développement doit rester une source de financement importante, en particulier, pour les pays les moins avancés et les États fragiles, à condition, et cela a été dit, qu'elle soit efficace et bien orientée, bien utilisée. Je pense qu'il faut élargir le champ et réfléchir à ce qui a été dit sur la création du développement. L'éducation est, bien sûr, un pilier de la politique du développement, mais aussi la création d'emplois et d'entreprises – et je pense surtout aussi au secteur social, aux entreprises sociales. En dehors de l'aide publique au développement, il faut aussi soutenir aussi le financement alternatif, comme la microfinance.

Dans cet esprit, la présidence, forte de ces résultats qui ont été rappelés, s'engage pleinement pour que ces négociations internationales soient couronnées de succès et pour que nous soyons capables de générer un vrai partenariat international.

Signor Presidente, onorevoli colleghi, volevo ringraziare il Commissario per la disponibilità dimostrata in questi mesi di lavoro a discutere della relazione e per essersi impegnato a prendere in considerazione le nostre proposte. Volevo dirgli – lo sa perché ci siamo a lungo confrontati su questo – che rimaniamo convinti che la creazione di un organismo realmente intergovernativo sia l'unico modo per garantire piena rappresentatività ai paesi in via di sviluppo.

Oggi il Comitato fiscale dell'ONU conta solo 25 membri: sarebbe importante sapere che chi vi siede è titolato a parlare a nome del proprio governo. Questo sarebbe un salto di qualità per il processo di riforma del sistema globale e a volte, se me lo permette, la forma è sostanza. Quindi, spero che il voto di domani aiuti a sbloccare la discussione per arrivare su tale tema a un documento ambizioso ad Addis Abeba.

Ringrazio ovviamente anche il Consiglio, come pure la Presidente McAvan per aver ricordato che il country by country reporting è uno strumento indispensabile per un contrasto serio all'evasione e all'elusione fiscale. Per questo è un punto centrale del nostro piano d'azione e spero davvero che domani tutti i gruppi lo sostengano come hanno fatto in commissione per dare un segnale forte.

Ringrazio anche tutti i colleghi che hanno contribuito alla discussione, senza dimenticare tutti gli aspetti che, seppur non citati, figurano ovviamente nel testo della relazione. Non si tratta soltanto di migliorare la mobilitazione delle risorse interne: questo porta anche a rafforzare la governance, la trasparenza, l'accountability nei confronti dei cittadini e in questo sicuramente anche la lotta alla corruzione, che è più volte citata nel testo, e quindi, in sostanza, anche ad assicurarne, nel lungo termine, una maggiore indipendenza rispetto agli aiuti esteri.

Vi ringrazio davvero di nuovo tutti per il contributo dato e mi auguro che la relazione ottenga domani la maggioranza più alta possibile durante la votazione.

  Krzysztof Hetman (PPE), na piśmie. Szanowni Państwo! Zbliżająca się konferencja na temat finansowania rozwoju będzie niewątpliwie jednym z najbardziej kluczowych wydarzeń ostatnich lat w dziedzinie polityki rozwoju. Dla Unii Europejskiej będzie to poniekąd pokerowe „sprawdzam” jej zobowiązania do zapewnienia wysokiej jakości finansowania rozwoju. Ustalone w Addis Abebie porozumienie będzie stanowiło podstawę do wrześniowych rozmów na temat nowych Celów Zrównoważonego Rozwoju, których osiągnięcie nie jest możliwe bez zapewnienia odpowiedniego i stabilnego finansowania.

Z uwagi na konieczność zapewnienia właśnie stabilnego finansowania jestem zdania, że zobowiązanie, które podejmiemy w Addis Abebie musi być przede wszystkim realne. Należy zatem wziąć pod uwagę również fakt, że obecnie bardzo niewiele państw członkowskich jest w stanie sprostać zobowiązaniu do przeznaczania 0,7% dochodu narodowego brutto na oficjalną pomoc rozwojową. Sądzę, że słusznym jest, aby cel przeznaczania 0,7% DNB na politykę rozwojową traktować w ujęciu globalnym, czyli wobec całej Unii Europejskiej, co pozwoli na wzięcie pod uwagę różnej sytuacji gospodarczej poszczególnych państw, jak również różnych tradycji w zakresie polityki rozwoju.

Уважаеми колеги, помощта за развитие има за цел както да намали бедността, така и да насърчи правата на човека, укрепването на демокрацията, доброто управление и върховенството на закона. Съюзът допринася с почти 60% от световната официална помощ, но намаляването на бедността и неравенството може да се постигне чрез мобилизирането на допълнителни средства. За постигането на тези приоритети, не трябва да забравяме за частния сектор като основен актьор и потенциала му да допринесе за ефективнo и дългосрочно развитие. В тази връзка, подкрепям заключението на Съвета от 12 декември 2014г. за необходимостта от засилване на ролята на частния сектор в изпълнението на бъдещите цели за устойчивото развитие. В заключение - политиката за развитие не може да постигне своите цели самостоятелно, а трябва да бъде интегрирана в по-широка рамка, която съчетава както външната и търговската политика, така и други инструменти на политиката за външна дейност. Само тогава финансирането за развитие ще даде дългосрочен и устойчив резултат.
