  Johannes Hahn, Member of the Commission, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. Mr President, since the beginning of her mandate, improving relations with the Latin American continent has been a priority for the Vice-President/High Representative. The EU-CELAC Summit has underscored once again the strategic nature of our partnership based on shared values and aiming to promote joint solutions to global challenges.

Enhancing ties with Cuba has been a fundamental chapter of this broader strategy. Some of the fault lines that have shaped global politics for decades are shifting with impressive speed. Sometimes we are so focused on the threats we face that we overlook the positive changes that are also taking place. We should not miss the many opportunities that are arising. Furthermore, Europe cannot take a back seat whilst someone else makes history. We should be driving the change forward, to make sure too that the outcomes reflect our values and our priorities, from trade to human rights.

During these past months, the Vice-President/High Representative has engaged personally with the Cuban side. A first meeting was held with Cuban Foreign Minister Rodríguez during the CELAC Summit in January 2015 in Costa Rica. In March, she travelled to Havana and had a series of meetings, including with President Castro as well as with the Ministers for Foreign Affairs, the Economy, Foreign Trade and Investment. In April, Foreign Minister Rodríguez came to Brussels to relaunch the formal political dialogue. Finally a bilateral meeting was held with Vice-President Díaz-Canel on the margins of the EU-CELAC Summit.

In February 2014 the EU approved the negotiating directives for a political dialogue and cooperation agreement – the so-called PDCA – with Cuba. This will provide an enabling platform for constructive dialogue and improve cooperation between Cuba and the European Union.

The decision followed a lengthy reflection process in the Council. It took into account the incipient domestic reform process under President Castro. In parallel, Member States also increased their bilateral engagement with Cuba. Updating our approach in order to promote EU objectives in relation to Cuba more effectively was considered: encouraging political and economic reforms, promoting human rights and improving the lives of Cuban citizens. The agreement will include chapters on political dialogue and cooperation as well as on trade.

Negotiations were launched in April 2014 and subsequent rounds took place in August and in March 2015. Ms Mogherini’s contacts with the Cuban side in recent months also served to provide additional impetus to the process.

On 15 and 16 June last, negotiators met for a fourth round of talks in Brussels. The discussions took place in a good – and may I say constructive – atmosphere. Together we managed to achieve substantial progress, mainly on the cooperation and policy dialogue and the trade chapters. These chapters are now at very advanced stages and can hopefully be closed in the next round of talks. There was also progress on the political dialogue chapter, and the negotiators engaged in a productive exchange of views, during which positions were further developed and clarified.

This discussion will enable a more in-depth preparation of negotiations on the proposed text in the next round, which means in early September. Members will be aware that it was agreed with Foreign Minister Bruno Rodríguez to seek to accelerate negotiations and conclude them soon, as both sides agreed that this would be to our mutual benefit. The progress accomplished in this round demonstrates the strong commitment of both sides to enhancing the relationship.

Progress has also been achieved in an area which is, and will remain, at the core of EU relations with Cuba: human rights and fundamental freedoms. In March it was proposed to Foreign Minister Rodríguez that a dedicated and structured dialogue on human rights be set up. During the political dialogue meeting in Brussels, an understanding was reached to start consultations on the establishment of a human rights dialogue.

A first session led by the EU’s Special Representative for Human Rights, Stavros Lambrinidis, was held in Brussels on 25 June, in between a preparatory and a constituting meeting. The purpose was to discuss and agree on the format and objectives of such a dialogue before the PDCA negotiations are concluded, to give us a head start. Thus the human rights dialogue parameters will be designed in line with the overall terms of the agreement, from where they will derive continuity and formal blessing.

The dialogue gives us an opportunity to improve mutual understanding on human rights and exchange experiences and best practices, as well as seek to identify potential areas of cooperation between the EU and Cuba. It also provides a platform to address recent developments and, where necessary and appropriate, to address concerns over individual cases. This dedicated dialogue will provide feedback and bolster the formal political dialogue at the political level.

In the light of this positive engagement, it was all the more disappointing to learn of the incidents which took place in Havana last weekend, including undue violence and a large number of detentions. There is no reason to limit the peaceful expression of opinion, and the use of excessive violence against peaceful protestors is unacceptable. Those who overstepped the mark of the legitimate exercise of authority should be disciplined. We expect the Cuban authorities to take all necessary measures to remedy this situation, and we call on them to permit all peaceful forms of expression.

During the meetings with the Cuban authorities, the Vice-President/High Representative also explored the prospects for cooperation and joint work on a number of foreign policy issues. These include Columbia, where Cuba plays a positive role in hosting negotiations between the government and FARC in the mediation process. Other such cases include global cooperation on health issues, in which Cuba has a strong role, as we witnessed during the Ebola crisis, or, potentially, cooperation on climate change in the run-up to the COP21 Conference in Paris.

Obviously, the recent rapprochement between Cuba and the United States has also been addressed in these talks. Last week, Cuba and the US announced the reopening of their embassies in Washington and Havana. This decision, as agreed between Presidents Obama and Castro, ends a prolonged stalemate and will create new opportunities for Cuba, the region and beyond.

The isolation of Cuba would make no sense at all in today’s world. It is a cold-war relic we should all be happy to dismiss. This is even more true for us Europeans, who suffered for decades from the artificial divisions imposed by a conflictual world order. A further normalisation is necessary and should include the end of the US embargo, which is outdated and inconsistent with the context. The EU has always spoken up against this unilateral measure, including its humanitarian impact on many Cubans and its territorial effects on EU-Cuban economic relations.

  Luis de Grandes Pascual, en nombre del Grupo PPE. Señor Presidente, señor Comisario, gracias por su información cumplida, extensa y, desde luego, esperanzadora. Está claro que los diálogos comerciales avanzan y está también claro, por sus propias expresiones diplomáticas, que, en los diálogos políticos, cada uno se expresa en los términos de siempre.

Yo creo, señor Presidente y señor Comisario, que el inicio de las negociaciones de un acuerdo de diálogo político y de cooperación con la Unión Europea, por un lado, y la descongelación de las relaciones con los Estados Unidos, por otro, son dos acontecimientos que han marcado un punto de inflexión muy importante en la actualización de las relaciones de Cuba con el mundo. Es evidente, señor Presidente, que, en torno a Cuba, se están produciendo cambios. Cambios que me gustaría que fueran más rápidos, porque, a fin de cuentas, señalan una nueva dirección, que hay que seguir de cerca. Consecuentemente, me gustaría, también, que la Unión Europea estuviera muy presente en este proceso, como ha dicho el señor Comisario que lo está haciendo.

Con la mayoría de los países de América Latina nos une una densa y estrecha red de acuerdos políticos, económicos y de cooperación. Cuba, por cuestiones de sobra conocidas, es de las poquísimas excepciones que quedan en el continente. Esperemos que, en los próximos meses, se den las condiciones propicias para poder alcanzar ese acuerdo de diálogo político y poder así avanzar en la intensificación de nuestras relaciones.

Un capítulo muy importante, señor Presidente, de crucial importancia en el marco de esta negociación, es el relativo a los derechos humanos, y me alegro de que lo haya resaltado en su intervención, señor Comisario. Celebro que haya tenido lugar, hace días, el primer diálogo de alto nivel entre las autoridades cubanas y las europeas. Señor Presidente, los derechos humanos y las libertades fundamentales no son asuntos de orden interno. Sí son, en cambio, los pilares de esa comunidad de valores que es la Unión Europea y de esa comunidad más amplia, que une a las dos orillas del Atlántico, en la que los amigos de Cuba —y los españoles lo somos— queremos verla plenamente integrada.

Como apuntaba al comienzo de mi intervención, hemos de celebrar los tímidos pasos que Cuba está dando para abrirse al mundo. Ahora, confiemos en que Cuba se abra también a los cubanos. Queremos una Cuba plenamente integrada en el concierto internacional, una Cuba que gane en prosperidad, pero también, cómo no, una Cuba que gane en libertad. Un acuerdo político de cooperación implica que todas las partes se comprometan a llevarlo a cabo.

Pero, y Cuba, ¿que está haciendo? Está haciéndolo tímidamente mientras los demás actúan. Es necesario para continuar negociando y, sobre todo, es necesario para el pueblo cubano lo que pide desde hace mucho tiempo: democracia. Eso, señor Presidente, sí que será un asunto revolucionario.

  Carlos Zorrinho, em nome do Grupo S&D. Senhor Presidente, Senhor Comissário, a União Europeia e Cuba devem desenvolver uma forte parceria estratégica, uma parceria baseada na cooperação para o desenvolvimento, nas relações económicas e comerciais e no diálogo político.

Alguns perguntam: o que tem a UE, o que tem a União Europeia para oferecer que possa impulsionar esta abertura de Cuba aos valores democráticos?

Temos, eu diria nos tempos difíceis que correm, ainda temos e queremos continuar a ter um modelo de desenvolvimento humanista e centrado nas pessoas, um modelo que soma as preocupações sociais e de serviço público, algo que Cuba preza, com a liberdade de expressão da sociedade civil, dos indivíduos e das instituições.

Temos a possibilidade de incluir Cuba no sistema europeu de preferências comerciais, de forma a incentivar o pleno respeito pelo direito dos trabalhadores e o diálogo no domínio dos direitos humanos, mas, Sr. Comissário, precisamos de agir depressa.

É urgente derrogar a posição comum europeia sobre Cuba, uma posição velha, desatualizada, que nos limita as portas abertas para um diálogo construtivo, que tenha impacto não apenas nas relações com Cuba, mas também no diálogo com a América Latina e com a América Central, um diálogo tão importante para o desenvolvimento sustentável da globalização e do planeta.

É urgente promover um diálogo profundo com a sociedade civil cubana e com as suas instituições, sem ceder nos valores mas também sem preconceitos nem atavismos na atitude.

Expresso, em nome dos socialistas e democratas, o nosso apoio e o nosso incentivo aos esforços da Sra. Alta Representante neste sentido.

Devemos ser parceiros ativos na caminhada de Cuba para uma democracia inclusiva, aberta e criadora do ambiente natural para o debate livre e para a garantia das liberdades fundamentais. Tudo isto somado ao desenvolvimento sustentável e ao nível da prestação de serviços de acesso universal de que Cuba é um dos exemplos que melhor se compara ao modelo social europeu.

Devemos fazer pontes para um mundo melhor. Nos tempos conturbados que vivemos, este é um desafio extraordinário e é um desafio que temos a obrigação de vencer.

  Bas Belder, namens de ECR-Fractie. Vanuit mijn land, Nederland, worden er al decennialang nauwe contacten onderhouden met Cuba, vooral ook op kerkelijk gebied. Er is dus grote belangstelling voor de toekomstige betrekkingen tussen de EU en Cuba.

Uit die kringen, die erg goed op de hoogte zijn van de situatie in Cuba, hoor ik de volgende reactie: officiële contacten vanuit de EU met de autoriteiten op Cuba zijn prachtig, maar daarnaast is er ook behoefte aan contacten met de oppositie, de democratische beweging en de verdedigers van de mensenrechten.

Economische ontplooiing is hard nodig op Cuba. Daar zijn openingen voor. Laat de EU particuliere initiatieven op Cuba van harte ondersteunen. Maar heb tegelijkertijd oog – zoals de heer Hahn al zei – voor de (zelfs flagrante) schending van de mensenrechten. Op dit moment kent Cuba minstens 71 politieke gevangenen. Het is toch ten hemel schreiend dat er velen gevangen zitten vanwege nog niet begane delicten, vanwege het gevaar dat ze die delicten zouden kunnen begaan. Daar is zelfs een officiële naam en officiële wetgeving voor.

Ik hoop dat de EU dat echt aanklaagt, want dit kan niet voor normale betrekkingen tussen de EU en Cuba.

  Fernando Maura Barandiarán, en nombre del Grupo ALDE. Señor Presidente, tras meses de insistencia y de pedir este debate sobre Cuba, y tras los numerosos retrasos del mismo debido a la intervención de dos grandes Grupos de esta Cámara, que consideraban fundamental que la Alta Representante, Federica Mogherini, estuviera presente aquí, aquí estamos sin la señora Mogherini, aunque esté presente el señor Hahn.

Resulta realmente deplorable, además, observar cómo el solo anuncio de la apertura de relaciones diplomáticas entre los Estados Unidos y Cuba ha supuesto una alocada carrera por parte de los Gobiernos de los Estados miembros para congratularse de esa normalización y también para llegar a tiempo a la isla para repartirse lo que quede del pastel. Todo ello sin establecer condiciones sobre derechos humanos y democracia; sin discutir e integrar en las conversaciones a la sociedad civil cubana; olvidándose de los cientos de opositores cubanos que llevan luchando décadas por la democratización y la defensa de los derechos fundamentales de sus conciudadanos, desde dentro y fuera de la isla, que ven cómo se quedan desamparados ante la voracidad por conseguir mejores acuerdos económicos de las democracias extranjeras.

No puedo más que insistir de nuevo en que las negociaciones del tratado bilateral entre la Unión Europea y Cuba deben ir acompañadas por un nuevo acuerdo incondicional sobre la liberación de los presos políticos y por el desarrollo de las libertades en la isla. De lo contrario, seguiremos insistiendo: los valores europeos deben ir por delante siempre.

Κύριε Πρόεδρε, κύριοι συνάδελφοι, στις σημερινές κρίσιμες συνθήκες, όπου οι ψυχροπολεμικές φωνές εντείνονται, η προσπάθεια για παραπέρα ανάπτυξη σχέσεων με την Κούβα αποτελεί απάντηση σε όσους συνεχίζουν να προτείνουν αδιέξοδες πολιτικές επεμβάσεων, αποκλεισμών και εμπάργκο, και είναι ιδιαίτερα σημαντικό το γεγονός ότι μια μικρή χώρα που για πάνω από εξήντα χρόνια βιώνει την πίεση ενός δολοφονικού εμπάργκο προσέρχεται σε αυτή τη συζήτηση ισότιμα. Στην πρωινή εκτενή συζήτηση για την Ελλάδα αναδείχθηκε ξεκάθαρα το ουσιαστικό πρόβλημα που βιώνουν οι λαοί της Ευρώπης: την υποστολή και συνεχή απόσυρση του κοινωνικού κράτους και την απαξίωση θεμελιωδών κεκτημένων κάτω από τη ληστρική επίθεση του χρηματοπιστωτικού συστήματος.

Απέναντι σε αυτή την πολιτική επιλογή αποτελεί ανάγκη να σκύψουμε με προσοχή στα όσα έχει πετύχει αυτός ο περήφανος λαός, υπερασπιζόμενος την ανθρώπινη αξιοπρέπεια, χωρίς να διαπραγματεύεται τις αξίες του παρά την ανηλεή επίθεση που δέχεται αυτά τα εξήντα χρόνια. Μια χώρα που δαπανά το 13% του ΑΕΠ της παρέχοντας καθολική δημόσια δωρεάν παιδεία με εντυπωσιακά επιστημονικά αποτελέσματα για τη διεθνή κοινότητα. Μια χώρα με τους καλύτερους δείκτες σε όλες τις βαθμίδες υγειονομικής περίθαλψης, με δωρεάν καθολική πρόσβαση αλλά και πρωτοπόρα τόσο στον τομέα της πρόληψης όσο και στον τομέα της διαρκούς έρευνας στο φαρμακευτικό και ιατρικό πεδίο. Στηρίζω με όλες μου τις δυνάμεις την παραπέρα ανάπτυξη των σχέσεων με την Κούβα με απόλυτο σεβασμό σε έναν λαό που ακόμα και κάτω από τις πιο δύσκολες συνθήκες δεν εγκατέλειψε ούτε μια στιγμή την αξιοπρέπεια και το δικαίωμά του να αποφασίζει αυτός για τη ζωή του και για τη χώρα του.

   Hans-Olaf Henkel (ECR), Frage nach dem Verfahren der „blauen Karte“. Frau Sakorafa, glauben Sie wirklich, dass die Misere in Kuba eine Folge oder eine ausschließliche Folge des US-Embargos ist? Alle anderen Länder der Welt dürfen Handel mit Kuba treiben. Sie sollten von den schädlichen Wirkungen des Sozialismus in diesem Land nicht durch Hinweise auf das US-Embargo ablenken. Sind Sie nicht auch der Meinung?

  Σοφία Σακοράφα ( GUE/NGL), απάντηση "γαλάζια κάρτα". Κύριε Henkel, δεν είναι δική μου διαπίστωση αυτή. Νομίζω ότι ολόκληρη η υφήλιος αναγνωρίζει ότι επί εξήντα συναπτά χρόνια η Κούβα στραγγαλίζεται, όπως –σας θυμίζω– στραγγαλίζεται οικονομικά, ηθικά, κοινωνικά και μια άλλη χώρα, και μια άλλη μικρή πατρίδα, η Γάζα στην Παλαιστίνη. Ακριβώς το ίδιο πράγμα γίνεται αυτή τη στιγμή. Νομίζω ότι είναι πολύ θετικό το γεγονός ότι αναγνωρίστηκαν όλα αυτά, ότι ξεπερνιούνται όλα αυτά και ότι αυτή τη στιγμή υπάρχει ένας άλλος δρόμος και για την Κούβα, ένας τέτοιος δρόμος που θα την οδηγήσει ξανά στην ανάπτυξη. Θα μου επιτρέψετε να πω ότι αυτό που έγινε ήταν το μεγαλύτερο έγκλημα που θα μπορούσε να έχει γίνει ποτέ στην ανθρωπότητα απέναντι σε μια χώρα όπως είναι η Κούβα.

  Ernest Urtasun, en nombre del Grupo Verts/ALE. Gracias, Dimitrios. Siempre es un placer hablar cuando presides. Tengo que decir que estamos, en estos momentos, corrigiendo una anomalía histórica. Yo quiero apoyar, en nombre de mi Grupo, los avances que se puedan hacer en la negociación de este acuerdo con Cuba. Estamos corrigiendo una anomalía histórica: el hecho de que Cuba sea el único país con el que no tenemos un acuerdo. Un país al cual, evidentemente, hemos maltratado con la adopción, en 1996, de esa Posición Común, que creo que, además, hoy supone un auténtico freno a la normalización de las relaciones, por lo que quiero pedir, una vez más, que sea derogada. Tanto mi Grupo como yo esperamos que esto salga adelante.

Nos gustaría, además, que el papel que tenga que jugar la Unión Europea en relación con Cuba no se ciña exclusivamente a supuestas oportunidades de multinacionales y empresas ante el nuevo escenario que se pueda abrir, sino que seamos capaces de construir una asociación equilibrada, de igual a igual, en la que podamos normalizar una situación con un pueblo que es hermano. Y espero también, por otra parte, que la Unión Europea pueda jugar un papel muy positivo para que, de una vez por todas, cese ese embargo por parte de los estadounidenses, que ha ahogado de una manera muy, muy importante a la economía cubana y que le ha impedido desarrollarse.

Así que, en nombre de mi Grupo, simplemente decir que es muy importante que estas negociaciones salgan adelante, y así lo esperamos.

  Fabio Massimo Castaldo, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, siamo di fronte a un'occasione storica. Finalmente, dopo decenni, vi è la possibilità di far venir meno l'embargo nei confronti di Cuba, un embargo che ha costretto negli anni il popolo cubano a industriarsi: ad esempio, nel settore medicinale, sviluppando un settore fitoterapico molto forte e florido. Cuba è un paese in cui, nonostante la carestia, la mortalità infantile è contenuta, tutto sommato, a livelli continentali.

Non dobbiamo però commettere un grande errore: pensare che Cuba diventi la terra di conquista nostra o degli americani. Dobbiamo assolutamente evitare che il passaggio graduale all'economia capitalista sia invece un passaggio shock, un passaggio a un capitalismo selvaggio che oggi, in assenza di una classe imprenditoriale o di persone in grado di gestirla, sfoci in ancora maggiori disuguaglianze e in una maggiore povertà rispetto alla crisi già in atto.

Il nostro dovere quindi è quello di assistere gli amici del popolo cubano e non ripetere l'errore che venne compiuto nei confronti della Russia: l'accordo deve essere non solo commerciale ma anche politico e orientato sui diritti umani, soprattutto a beneficio del popolo cubano e non volto a sfruttarne le risorse, né tantomeno i famosi idrocarburi di cui tanto si parla nel Golfo.

  Marie-Christine Arnautu, au nom du groupe ENF. Monsieur le Président, mes chers collègues, je ne peux que me réjouir du rapprochement diplomatique récent entre l'Union européenne et Cuba.

Les politiques d'embargo et d'isolement des pays considérés comme des adversaires ou des ennemis ont toujours montré leur inefficacité, voire leur nocivité. Cependant, je déplore qu'il ait fallu attendre que les États-Unis entament un changement d'attitude envers Cuba, après des décennies d'un embargo sévère aux conséquences dramatiques pour l'économie et la population cubaines, pour que l'Union européenne se décide à faire de même. Comment ensuite prétendre que l'Union a une politique extérieure indépendante, alors qu'elle ne se comporte, encore une fois, que comme le vassal des États-Unis? Enfin, je souhaite que ce réchauffement diplomatique ne se fasse pas au détriment de l'honnêteté et de la vérité.

Depuis son arrivée au pouvoir, en 2008, Raul Castro a légèrement assoupli le joug du régime communiste sur la population. Mais cela ne doit pas faire oublier la terrible répression politique subie par les Cubains depuis plus de 50 ans, ni les dizaines de millions de morts, près de 100 millions causés dans le monde par le communisme.

Ce monde meilleur, dont parlait tout à l'heure un de mes collègues du PPE, je crois, nous l'espérons tous. Pour autant, cet espoir ne doit pas obérer le devoir de mémoire obligatoire envers des générations entières qui ont été sacrifiées sur l'autel de cette idéologie mortifère et dictatoriale qu'a été le communisme.

  Cristian Dan Preda (PPE). Monsieur le Président, je souhaiterais tout d'abord saluer la volonté d'ouverture dont fait preuve l'Union européenne dans ses relations avec Cuba et sa tentative de mettre en œuvre une nouvelle approche dans le but d'amorcer un changement politique.

Ce qu'il ne faut pas oublier, c'est qu'il s'agit ici, tout de même, d'un régime totalitaire et il faut donc que nous fassions preuve d'une grande prudence lorsque nous envisageons la normalisation des relations avec Cuba.

Pour le régime de Raul Castro, le dégel ne semble pas être synonyme de la moindre réforme politique.

La caste des Castro n'a aucune intention de relâcher la pression sur les opposants politiques ou les défenseurs des droits de l'homme. Le gouvernement cubain continue de violemment réprimer la dissidence et de décourager toute forme de critique. Les manifestations pacifiques font paniquer le régime, qui n'a pas hésité récemment à interpeller les épouses des prisonniers politiques. Car, oui, il y a encore des dizaines de prisonniers politiques à Cuba et des milliers d'innocents sont encore détenus arbitrairement et condamnés, car ils sont considérés comme une menace pour le système. Il n'y a aucune amélioration concernant la liberté d'expression. Je vous rappelle que Guillermo Fariñas a dû attendre trois ans avant de recevoir son prix Sakharov, ici même, car les autorités cubaines ne lui avaient pas permis de se déplacer.

Cuba se trouve dans une situation identique aujourd'hui: quiconque se permet de critiquer le gouvernement ou de mettre à jour les flagrantes violations des droits est sévèrement puni. Il est encore formellement interdit de s'éloigner de la ligne officielle du gouvernement, car tel est le mode de fonctionnement d'un projet totalitaire avec une idéologie unique et obligatoire.

Miser sur l'idée que les changements économiques entraîneront des évolutions politiques me semble être un pari risqué. Nous devons être très attentifs à l'évolution de la situation cubaine, afin que le castrisme ne se perpétue pas sous une nouvelle forme d'autoritarisme, à l'instar de certains pays communistes.

Señor Presidente, yo quería empezar por trasladar al señor Comisario y al equipo de la señora Mogherini mi felicitación, porque creo que es importante que esta Cámara dedique una felicitación a una decisión política importante de la Alta Representante, que fue ir a Cuba.

La Unión Europea empezó varios meses antes que los Estados Unidos un marco de relaciones con Cuba, y esto ya es importante. ¿Por qué? Porque Cuba es importante. Porque Cuba es un país con una enorme influencia geopolítica en la región. Basta mirar el proceso de paz en Colombia para descubrir lo importante que es Cuba. Basta mirar la influencia ideológica que ejerce Cuba en toda América Latina para descubrir que Cuba es importante.

No por casualidad los Estados Unidos han decidido retomar estas relaciones, porque quieren resituarse en América Latina. Está bien lo que se ha hecho y yo les felicito. Segunda cosa: es muy importante que no mantengamos posiciones antiguas sobre Cuba. Antiguo es el embargo, antigua es la Posición Común. Hay que adaptar la posición europea a estos nuevos tiempos, que van muy acelerados, que corren a gran velocidad.

Y tampoco es bueno que el Parlamento Europeo mire a Cuba de manera simplificada: unos, pro Cuba; otros, anti Cuba. Así no acabaremos de resolver un problema importante para Europa, que es resituarse en América Latina y recuperar un espacio geopolítico fundamental allí. Hay que superar el simplismo y hay que ayudar a Cuba a que pueda encontrar una transición democrática, sí, democrática. Pero no será a base de exigirle una serie de principios que no va a aceptar. Tenemos que ser inteligentes. El cambio va a llegar a Cuba, va a llegar con los intercambios comerciales, con los intercambios personales, con la apertura electrónica.

Lo que hace falta es que Europa ayude a una transición que, ciertamente, tiene que ir en esa dirección.

Da bin ich vom Grundsatz her nicht dagegen. Aber haben Sie nicht den Eindruck, dass die gegenwärtigen Machthaber die Liberalisierung im Handelsbereich in erster Linie dafür benutzen, sich selber in die Pole-Position zu bringen, damit sie dann anschließend nach einer Demokratisierung dann auch wirtschaftlich wieder ganz oben sitzen? Müssen wir da nicht erst auch eine politische Agenda einfordern?

Ya se ha doblado el número de estadounidenses que han llegado a la isla en los últimos seis meses. Se ha doblado. ¿Usted cree que, con el intercambio humano, con la apertura electrónica a Internet y a los medios de comunicación no va a llegar a la libertad? Llegará. Por eso, es inteligente trabajar en esta dirección, Señoría. Aunque ellos se aprovechen del intercambio comercial, ese camino es el bueno.

  Hans-Olaf Henkel (ECR). Herr Präsident! Als Vertreter der deutschen Industrie und als langjähriges Mitglied von Amnesty International habe ich mich viermal mit Fidel Castro getroffen und stundenlang mit ihm über die Menschenrechte, insbesondere damals über die Abschaffung der Todesstrafe, gesprochen.

Die ist seit 2003 – wie man weiß – ausgesetzt, leider nicht abgeschafft. Aber ich habe mich auch mit ihm über die katastrophale Wirtschaftssituation gestritten, über die schlechte Versorgung der Bevölkerung und über die verfallenen Häuser in Havanna. Jedes Mal hatte er als Ausrede: Das liegt am amerikanischen Embargo. Nun habe ich ja schon darauf hingewiesen, dass andere Länder mit Kuba Handel treiben konnten und es daran nicht liegen konnte. Aber das amerikanische Embargo war seine Standardausrede, um sich an der Macht zu halten.

Wäre das Embargo damals nicht ausgesprochen worden, wären die Castro-Brüder schon längst weg vom Fenster, und wir hätten keine politischen Häftlinge in den Gefängnissen. Deshalb sollte die Europäische Union auf Amerika Druck machen, um dieses Embargo endgültig aufheben zu lassen.

  Pavel Telička (ALDE). Mr President, I would probably be the last person to defend the policy towards Cuba of the last decades, and I would be the last person to say that it has been successful. But I would be the first person to say that racing with the Americans – who will go more in the direction of being forthcoming, and who will be more rapid, more intensive and more forthcoming at a time when there are very few changes in Cuba – is not an equally sizable mistake.

I am looking at a paper which has been signed by thousands of Cubans, called the Agreement for Democracy in Cuba. If you read from point 1 to point 9, and further to point 10, not one of these points has been implemented. This is what the Cubans think is absolutely necessary to be done. I am in favour of a rapprochement, and I am sure that there is a certain benefit that we – and the Cubans too – can get from it, but there has to be conditionality. This means that if the Cuban regime will do A, we will adjust and we will do 1. If the Cuban regime does B, then we will react. It cannot go in the direction of the Cubans expecting concessions while basically refusing to discuss human rights.

So firstly, there certainly needs to be conditionality. Secondly, we need to see the unconditional release of political prisoners; democratic reforms and, indeed, changes to the legal order. Do not expect any significant changes with Cuba if the legal order is not changed. We still have political prisoners. This has to change, and then I am sure that we will be on the right path. So I am sure that the Commission and the High Representative will take care of the conditionality. We will want to see results.

  Javier Couso Permuy (GUE/NGL). Señor Presidente, celebramos la cuarta ronda y sobre todo los avances en cualquier materia. Hay avances cuando se habla de igual a igual, cuando se respeta la libre determinación de los pueblos, el Derecho internacional y la Carta de las Naciones Unidas. Lo malo es que, de cara a la quinta ronda que se celebrará en septiembre, entendemos que, para que siga siendo así, debe revocarse inmediatamente la Posición Común de 1996. Es única en la Unión Europea y es un obstáculo total a la normalización, porque viola el principio de no injerencia en los asuntos internos de los Estados y además es irrelevante cuando los Estados ya tienen relaciones bilaterales.

Quiero pedir a la Alta Representante que utilice sus buenos oficios para que los Estados Unidos acaben de levantar el bloqueo extraterritorial y devuelvan la base ilegal de Guantánamo, y proponer una reflexión a esta Cámara sobre la inutilidad de tantos años de injerencia y desestabilización. Pensemos si tenemos que seguir así con otros países de América Latina.

Signor Presidente, onorevoli colleghi, a me sembra che quando si parla delle relazioni con Cuba, vedo un gran fervore nel cercare velocemente un accordo con quest'isola, che l'unica con cui non abbiamo un accordo, come se tutti i paesi con cui abbiamo accordi fossero dei paesi in cui si vive benissimo e abbiamo creato delle condizioni delle condizioni di crescita e di benessere fantastiche.

Io nutro molti dubbi su ciò e sono molto preoccupato per il fatto che l'apertura da parte degli americani possa significare, in realtà, una grande aggressione dal punto di vista capitalista di quello che è stato un posto che si è distinto sicuramente per un sistema sanitario eccellente, per un sistema d'istruzione eccellente e, se è vero che ci sono state delle violazioni dei diritti umani, è anche vero che le più grosse violazioni dei diritti umani sull'isola di Cuba sono state commesse dagli americani nella base Guantánamo, anche se questo non sembra preoccuparci più di tanto.

Quindi io mi rallegro dei progressi in corso nelle relazioni con Cuba, però occorre prestare molta attenzione a stabilire delle priorità in queste relazioni.

  Franz Obermayr (ENF). Herr Präsident! Die EU ist aktuell der bedeutendste Handelspartner Kubas mit einem Handelsvolumen von rund zwei Milliarden Euro im vergangenen Jahr. Nun wittern auch die Vereinigten Staaten ihre Chance und nehmen wieder diplomatische Beziehungen mit Kuba auf. Wenn es um den Eintritt in neue Märkte geht, legen die USA dabei nicht unsere europäische Behäbigkeit an den Tag, sondern gehen sehr rasch und unbürokratisch vor.

Es ist gut, wenn Kuba weiter geöffnet wird. Allerdings hat die Union sechs Jahre gebraucht, bis vom Verhandlungsbeginn 2008 überhaupt – erst 2014 – ein Mandat erteilt wurde.

Doch haben wir Europäer eine ganz wichtige Aufgabe, darauf zu schauen, dass neben der Achtung der Menschenrechte in Kuba auch die positiven Errungenschaften Kubas wie Schulbildung und Gesundheitssystem angesichts einer bevorstehenden Marktöffnung in Richtung Vereinigter Staaten auch Bestand haben werden. Daher braucht Kuba eine starke europäische Komponente, eine starke europäische Unterstützung beim Aufbau einer freiheitlichen Gesellschaft mit einer sozialen Marktwirtschaft. Ich hoffe auf ein freies, demokratisches Kuba, verbunden mit europäischen Werten.

Confío en Cuba y en los cubanos, en un país libre y social, que comparte los valores democráticos de Europa.

  Jarosław Wałęsa (PPE). Mr President, we have opened a new chapter in our relations with Cuba, and the Americans have done the same. However, human rights violations remain a constant. In 2015, short-term and arbitrary detentions are on the rise. The Ladies in White are still being detained in large numbers. Detainees are held in isolation for days and are beaten. Detentions are abundant. The state controls most of the media outlets and restricts access to the internet. The Cuban authorities still refuse to recognise human rights monitoring as a legitimate activity while assaulting human rights defenders locally.

On the other hand, on 25 June 2015, the EU held its first high-level dialogue on human rights in Cuba. The topics discussed at this meeting offer hope that a constructive dialogue can be established. As we look to the future, we cannot afford for our stance on human rights to be violated. We must uphold a common position towards Cuba, stipulating full economic and political cooperation in the continuous process towards a pluralist and free democracy.

  Neena Gill (S&D). Mr President, as Cuba is opening up to the world, it is crucial that we take a strategic approach to relations that encompass all EU interests. So I welcome Mrs Mogherini’s visit to Cuba in March to spur on negotiations on the FTA. I hope that she and the Commission have the support of all Member States to push through a deal.

Commissioner, I was pleased to hear from you about the human rights dialogue. It is quite clear that embargoes did not really work to improve the human rights situation. I believe that perhaps the dialogue and the FDA could be a tool for incremental change, given that it can be an incentive to encourage change and will require Cuba to gradually liberalise fields like communications.

I believe we also need to look at geopolitics, and I am sure that our strategy takes into account Cuba’s relations with major players like Russia and China. Cuba signed an agreement with Moscow last year, allowing it to re—open intelligence facilities on its territory, while Beijing is one of its major trade and investment partners. Given that many EU interests in this context overlap with those of the USA, is the High Representative or the Commissioner exploring where there is scope for collaboration with the US?

  Inês Cristina Zuber (GUE/NGL). Senhor Presidente, são de facto positivas as negociações entre a União Europeia e Cuba para a celebração de um acordo de diálogo.

No entanto, consideramos que esse acordo só pode ser bem sucedido se houver, de facto, o fim da política europeia de ingerência nos assuntos internos de Cuba. Não vemos, por exemplo, neste acordo de diálogo o Governo cubano a exigir à União Europeia que todas as pessoas tenham direito ao emprego, à saúde e à educação de qualidade e gratuita para todos, como, por exemplo, acontece em Cuba e não na União Europeia. Assim, esperamos que o diálogo se desenrole numa base de reciprocidade e de cooperação e patenteie um carácter não discriminatório. Esta devia ser, de facto, a posição da União Europeia: o respeito pela autodeterminação dos povos e pela Carta das Nações Unidas.

Em relação à posição comum da União Europeia sobre Cuba, que tem estado a pairar sobre as negociações, quero perguntar à Comissão Europeia se não considera que uma política baseada na igualdade não pressupõe, de facto, no processo negocial, a revogação imediata desta posição comum sobre Cuba.

  Davor Ivo Stier (PPE). Gospodine predsjedniče, današnja debata se odvija u kontekstu procesa normalizacije odnosa između Kube i SAD-a koji ima šire regionalne implikacije. I ako se dobro usmjeri proces približavanja Havane i Washingtona možda može suziti prostor populistima diljem zapadne hemisfere, a posebno autoritarnoj ljevici poput one koju Nicolás Maduro promiče u Venezueli.

Naime, Madurove antikapitalističke i antiameričke tirade bile su uvijek besmislene, ali one zvuče još apsurdnije u trenutku kada se njegovi ideološki idoli s Kube sastaju s američkim predsjednikom i obnavljaju odnose s SAD-om.

Sada, važno je da mi također u Europskoj uniji shvatimo prirodu ovog procesa normalizacije odnosa između Kube i SAD-a, ali kao i poticaj za demokratizaciju i poštivanje ljudskih prava u Kubi i cijeloj regiji. I u tom kontekstu se protivim tvrdnjama iz europske ljevice da EU mora ući u neku vrstu utrke s SAD-om oko politike prema Kubi.

Europska unija je davno uspostavila diplomatske odnose s Kubom, mi smo već davno prošli točku do koje tek sada dolaze američko-kubanski odnosi. Dakle, umjesto utrke s SAD-om zbog nekog straha oko gubitka pozicije u odnosu na Kubu, treba nam strateška suradnja s demokratskim partnerima u Sjevernoj i Latinskoj Americi oko promicanja zajedničkih vrijednosti.

I u tom pogledu smatram da moramo biti ambiciozni u pregovorima o mogućem sporazumu o političkom dijalogu koji mora otvoriti perspektivu demokratizacije Kube. Mora otvoriti perspektivu nove Kube u kojoj više neće biti političkih zatvorenika, gdje će se omogućiti sloboda govora, sloboda vjeroispovijesti i, naravno, sloboda i pravo građana Kube da izaberu vlast na slobodnim i višestranačkim izborima.

To se neće dogoditi preko noći, ali Europa ne smije nikada odustati od tih demokratskih ciljeva. Inače bi izdali kubanski narod i one Kubance koje smo u ovom Parlamentu nagradili Saharovom nagradom, upravo zbog njihove borbe za slobodu.

  Elena Valenciano (S&D). Señor Presidente, la verdad es que, escuchando algunos discursos en esta Cámara, parece que no ha sucedido nada en los últimos quince o veinte años. Hay personas que mantienen exactamente las mismas posiciones, aunque la evolución, en este caso de Cuba, es más que evidente. Han cambiado las cosas y, como han cambiado las cosas, nosotros tenemos la obligación también de ponernos al día. Ojalá no estuviéramos tan retrasados como estamos en nuestra situación con respecto a las relaciones con Cuba.

Hay que acabar ya con la Posición Común. Lo hemos reclamado en esta Cámara cientos de veces. Y hay que acabar con el embargo. Y hay que, desde luego, arrancar con un diálogo de derechos humanos, cosa que ya se ha hecho: el señor Lambrinidis ha iniciado un diálogo sobre los derechos humanos con Cuba. Pero, si en algún asunto se ve el doble rasero de la Unión Europea, es precisamente en las relaciones con Cuba. Es, efectivamente, como ha dicho algún diputado, una anomalía, una anomalía histórica, una anomalía política, y empieza a ser una patología de esta Cámara.

Hay que ponerse al día, hay que ser inteligentes, hay que tener altura de miras, hay que firmar un acuerdo con Cuba y hay que exigir a los cubanos, como a todos los pueblos del mundo, el respeto de los derechos humanos.

  David McAllister (PPE). Mr President, the United States and Cuba have decided that it is time for a change. I believe we Europeans should not only watch this process unfolding, but engage. Despite some criticism, this new diplomatic approach has the support of the American people and will be carried out by many people other than President Obama and his administration.

The renewal of diplomatic relations is the result of collective leadership, as well as of widespread bipartisan efforts in the US Congress, the Cuban-American community, civil society, faith-based organisations and the private sector. In addition, there has been a determined willingness to change a policy described by those on both sides of the aisle – including Republican Senator Bob Corker from Tennessee – as being associated with five decades of failure.

I am of the opinion that the European Union should welcome this decision and, through diplomatic channels, encourage this transition that is beneficial to the global and regional order and, most importantly, to the Cuban people. Our support should be directed to encourage democracy in Cuba and not in any way to legitimise the authoritarian regime currently in power. The transition in Cuba is about – to quote US Secretary of State John Kerry – ‘unleashing the potential of an Americas where countries combine their strengths to advance common interests and values’. I believe Europe should not and cannot be indifferent to this.

  Francisco José Millán Mon (PPE). Señor Presidente, señor Comisario, gracias por la información facilitada sobre las negociaciones del acuerdo con Cuba. Compruebo que van avanzando y espero que la Unión Europea y sus Estados miembros puedan conseguir, por medio del acuerdo, una presencia más importante, más influyente en la isla, en la etapa crucial que atraviesa.

No sé si va a ser fácil la negociación pendiente. Falta la parte más política del acuerdo y es posible que las autoridades cubanas ahora se sientan menos necesitadas de concluir rápidamente un acuerdo con la Unión Europea tras normalizar sus relaciones diplomáticas con los Estados Unidos, después de cincuenta años de ruptura. Por otra parte, no olvidemos que, pese a algunas modestas reformas y aperturas, la naturaleza de fondo del régimen cubano no ha cambiado.

Celebro que el 25 de junio haya tenido lugar un primer encuentro sobre derechos humanos entre el señor Lambrinidis, el Representante Especial de la Unión Europea, y los responsables cubanos. Hemos de seguir insistiendo en estos temas, trasladar a Cuba nuestro deseo de cambio, por ejemplo, en su legislación penal, y pedirle que ratifique las convenciones de las Naciones Unidas en materia de derechos civiles y políticos, y también de derechos sociales, que solamente ha firmado. Como es sabido, desgraciadamente, continúan las detenciones arbitrarias y los actos de acoso e intimidación a representantes de la oposición política y defensores de los derechos humanos. En este punto, me remito al informe aprobado recientemente por el Consejo —el informe anual— y también a las palabras que hoy nos dirigía el Comisario Hahn, informándonos de lo sucedido este fin de semana.

En fin, Señorías, yo creo que la Unión Europea y América Latina están unidas por muchos principios y valores, entre ellos, la dignidad del ser humano, el Estado de Derecho y la democracia. Cuba no debiera ser una excepción y yo, por todo ello, espero que prosigan los encuentros iniciados el pasado día 25 y que los derechos humanos ocupen un lugar relevante en las negociaciones del acuerdo.

  Michael Gahler (PPE). Herr Präsident! Auch ich bin der Auffassung, dass wir Europäer eine konstruktive Politik gegenüber Kuba betreiben müssen.

Wir sollten dabei das Interesse der Menschen in Kuba in den Fokus nehmen. Wir haben viel Erfahrung bei der Transition von kommunistischen Diktaturen zu demokratischen Gesellschaften. Ich denke, die Kubaner wollen eine Demokratisierung. Es geht nicht einerseits um die Fortsetzung der kommunistischen Diktatur und die andere Alternative einer Reconquista aus Miami.

Dazwischen liegt der Ansatz, den die Menschen wollen. Dabei können wir sehr behilflich sein: bei der Entwicklung einer demokratischen Gesellschaft, die genuin kubanisch ist, die ihre Kultur und ihre Traditionen berücksichtigt. Kuba hat nicht eine kommunistische Ein-Parteien-Tradition, die man fortsetzen sollte, und auch nicht das Batista-Regime, das wieder aufleben sollte – eine Demokratie, wie sie in Europa auch in vielen Transitionsgesellschaften vergleichbar entstanden ist.

Da bin ich auch der Auffassung wie der Kollege Henkel: Hätten die USA schon vor Jahrzehnten – etwa mit dem Fall der Mauer – ihre Sanktionen aufgehoben, dann wäre das Regime sicherlich nicht mehr dort, wo es heute ist, und das Land hätte sich früher demokratisiert.

Ich hoffe also, dass wir mit den Angeboten, die wir machen, auch eine Agenda, einen Zeitplan zu einem runden Tisch mit einem unmittelbaren Ziel konditionieren, was da heißt, dass die demokratische Opposition in Kuba eine Perspektive bekommt, mit dem Regime auszuhandeln, wann die ersten demokratischen Wahlen in Kuba – wie in vielen anderen Teilen der Welt – dann auch stattfinden werden.

  Stanislav Polčák (PPE). Pane předsedající, já bych chtěl nejprve říct, že samozřejmě to, čím prošla Kuba v uplynulých desetiletích, to je těžké břemeno, které uvolnit by bylo velmi vhodné. Nicméně ten dialog, který chce navázat Evropská unie a která má otevřené diplomatické vztahy s Kubou, tak si myslím, že nelze otevírat bez jakýchkoliv podmínek. Myslím si, že ty limity by měly být jasné a měly by spočívat v obraně alespoň základních principů lidských práv.

Já se zde chci přihlásit k ochraně lidských práv a k určité doktríně, kterou formuloval v České republice i náš bývalý prezident Václav Havel, kdy lidská práva považujeme za skutečně zásadní hodnotu, za kterou které nelze vyměňovat nerealizovatelné nebo možná i bezcenné závazky Kuby. Měli bychom podpořit ta vydjednávání v zájmu občanů Kuby, to je nepochybné. Ale myslím si, že i tato vyjednávání musí mít limity, které Evropská unie chce sdílet a za které už nemůže jít.

  Doru-Claudian Frunzulică (S&D). Mr President, it is about time we ushered in a new period in EU-Cuba relations, based on the necessity of advancement of democracy in this country and the encouragement of economic exchange.

We should accompany Cuba in the ongoing process of change and modernisation and strongly promote bilateral cooperation and political dialogue on important matters such as the promotion of human and citizens’ rights and freedom of expression in this important process of transition. Cuba has the potential to become a member of the ACP, and we should keep pushing and developing relations with this country by supporting this request, as it represents an important step towards a strengthened relationship between the European Union and Cuba by showing mutual respect through a proper committed relationship. Looking at advancements that Cuba could achieve in the future, I believe that the EU and Cuba have a great deal to gain in the future.

Κύριε Πρόεδρε, η εμβάθυνση των σχέσεων της Ευρωπαϊκής Ένωσης με τη Λατινική Αμερική πρέπει να αποτελέσει στρατηγική επιλογή για την Ένωση στο σύγχρονο πολυπολικό κόσμο που ζούμε. Στο πλαίσιο αυτό η αποκατάσταση των σχέσεων Ευρωπαϊκής Ένωσης-Κούβας αποτελεί σημαντική εξέλιξη, καθώς η Ένωση μέσω της εξωτερικής της πολιτικής θα μπορούσε να αποκτήσει μια ανεξάρτητη θέση έναντι αυτής των Ηνωμένων Πολιτειών της Αμερικής. Βεβαίως η αποκατάσταση των σχέσεων ΗΠΑ-Κούβας οπωσδήποτε θα συμβάλει στην ενίσχυση των σχέσεων της Κούβας με τον δυτικό κόσμο.

Θεωρούμε σημαντικό τον διάλογο Ευρωπαϊκής Ένωσης-Κούβας στο πεδίο των ανθρωπίνων δικαιωμάτων, όμως αυτό δεν θα πρέπει να αποτελέσει πρόσχημα για έμμεση επέμβαση της Ευρωπαϊκής Ένωσης στα εσωτερικά της Κούβας. Θεωρούμε σημαντική τη βελτίωση των οικονομικών σχέσεων Ευρωπαϊκής Ένωσης-Κούβας, προσέγγιση όμως που θα πρέπει να γίνει στη βάση της αρχής του αμοιβαίου οφέλους και του σεβασμού της κυριαρχίας των κρατών. Τέλος, η Ευρωπαϊκή Ένωση θα πρέπει να πάψει να εποφθαλμιά την εκμετάλλευση των πλουτοπαραγωγικών πηγών της Κούβας αντί πινακίου φακής.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, imao sam priliku prije više godina razgovarati s ljudima koji su bili u kubanskim zatvorima, bili lažno procesuirani, imali montirane lažne procese. Imao sam priliku razgovarati s ljudima u Barceloni i ono što sam osjetio bila je velika nada, veliko očekivanje upravo od Europske unije i europskih zemalja.

Zato te ljude i sve druge ljude koji su patili u Kubi i koji žele demokraciju u Kubi trebamo podržati. Ja, naravno, podržavam i jako pozdravljam normalizaciju odnosa i sa sadašnjim režimom. I jako je dobro što vidimo korake prema naprijed, k demokratizaciji stanja u Kubi. Naravno da gospodarski odnosi na jedan način mogu pomoći i u tom smislu. Ali siguran sam da nikada ne smijemo zaboraviti patnju kubanskog naroda i činjenicu da trebamo poštivati sva moguća ljudska i druga prava na tom predivnom otoku.

Pane předsedající, děkuji zástupcům Komise i za tu debatu, kterou tady dneska vedeme, protože jsem moc ráda, že většina z vás zcela oprávněně konstatovala, že blokáda nikdy nic neulehčila. Mlčení, ani nesmyslné dohody jako ta, kterou jsme podepsali v roce 1996, také nikomu nepomohly. Tohle je prostě přežitek a měli bychom si všichni uvědomit, že jestliže chceme nastavovat naše vztahy jako partnerské vztahy, tak všechny tyto věci, které jsme dříve ve své zahraniční politice dělali, byly chybné. Přiznejme si to a začněme realizovat ty kroky správně.

Často mluvíte o lidských právech. Právo na důstojný život, na práci, na bydlení, na bezplatné vzdělání, bezplatné školství, to jsou lidská práva, která jsou na Kubě zcela normální. Zeptejme se sami, jestli jsou zcela normální i v celé Evropské unii. Než začneme někoho školit, prosím, uvědomme si, v jakých podmínkách žili a žijí lidé na Kubě a v jakých podmínkách žili a žijí, bohužel, občané Evropské unie, kterým nejsme tyto práva schopni zajistit. Jsem moc vděčná paní komisařce za její kroky a prosím, poslední věta: Evropská unie je schopná nezávislé zahraniční politiky, proto ji dělejme a nebojme se toho.

  Igor Šoltes (Verts/ALE). Kuba je bila vrsto let tabu tema v mnogih pogledih, bila je vrsto let država, izolirana od gospodarskega sodelovanja tako z Evropo kot z Združenimi državami Amerike in vse to je seveda pustilo posledice na eni in na drugi strani.

Zato seveda pozdravljam te napredke oziroma prizadevanja za odnose in sklenitve sporazuma s Kubo, pri čemer pa seveda moramo biti zelo previdni. Gre za državo, ki si seveda ne bo pustila vsiljevanja, ne bo pustila tako imenovane vsiljene demokracije. In mislim, da tudi Evropska unija mora spoštovati različnost, drugačnost in pravzaprav dati kubanskemu narodu možnost, da se sam odloči o svoji prihodnosti.

In ko govorimo o kršenju človekovih pravic, si seveda lahko preberemo mnoge odločitve Sodišča za človekove pravice tu, v Strasbourgu, in boste videli, da tudi v drugih državah kršijo človekove pravice.

  Johannes Hahn, Member of the Commission, on behalf of the Vice-President of the Commission/High Representative of the Union for Foreign Affairs and Security Policy. – Mr President, let me start by thanking you again for this debate and for this very frank exchange of views that we have had on EU-Cuba relations. But may I also say in that context that I take note that, for instance, Mr Maura Barandiarán regretted the absence of Mrs Mogherini today. May I remind you all of the reason for her absence: it is simply that she is taking part in the Viennese Iran talks. I hope this is more than a justification and hopefully they can strike a deal as soon as possible.

Coming back to our debate, I think that, as is usual in this case and for such a subject, the discussions have reflected a very broad range of positions which are not always easy to reconcile. Having listened to all the speeches very carefully, I feel that the European Union is on the right track with the course adopted in 2014: more and closer engagement with Cuba in order to develop our relationship and find peaceful ways of fostering basic EU interests.

The conclusion of the political dialogue and cooperation agreement would be a significant step towards this. It would provide an enabling platform for constructive dialogue and for enhancing cooperation. Consolidation of our engagement and the relationship of mutual trust are essential to ensure that our relationship evolves in line with our values and interests. The EUʼs experience could be greatly relevant for the country in its quest for economic and social modernisation. The EU can demonstrate how to combine a regulated market-based economy with the demands, social protection and participation of citizens.

Many of you have expressed concerns regarding human rights. We are particularly attentive to this matter and fully share those concerns, as I have already expressed in my introduction. This is why the matter has been raised consistently with our Cuban partners, and we have agreed to start discussions on human rights even before the conclusion of the political dialogue and cooperation agreement, to ensure that we have an operational platform for constructive and result-oriented discussions as soon as possible.

If Europe wants to be part of the historic process that is taking place in Cuba, and if we aim at driving this process – if we want to encourage reforms, if we want to have a say on human rights – there is only one thing to do: engage with Cuba. That is what we are doing and what we will keep doing in the months and years to come.

La implicación directa de la Alta Representante ha aumentado el ritmo de negociación y evitado que la UE quede relegada tras la reanudación de las relaciones diplomáticas entre la isla y EE. UU. en diciembre de 2014. El Grupo S&D apoya el desarrollo de estos diálogos y apuesta por la superación de la Posición Común, que guía formalmente las relaciones de la UE con Cuba desde 1996. Se trata de una posición anacrónica y equivocada que, en el nuevo marco geoestratégico, entorpece las relaciones de la UE con Cuba.   Tomáš Zdechovský (PPE), písemně. Kubánci byli dlouho izolováni a v několika posledních desetiletích stáli spíše na okraji světového dění. Kubánská společnost trpěla touto izolovaností, ale EU má nyní příležitost učinit proaktivní kroky ke zlepšení vztahů a může ukázat, že jsme na Kubánce, kteří dlouhá léta strádali pod autoritativním režimem, nezapomněli, ale naopak že jsme připraveni podat jim pomocnou ruku při transformaci tohoto režimu. Izolovanost Kuby je, jak správně poukázala vysoká představitelka Mogheriniová, reliktem studené války, který nemá v jednadvacátém století místo. Mnoho členských států EU, jako například Česká republika, má podobnou historickou zkušenost jako Kuba a právě tyto státy mohou kvalitně napomoci úspěšné demokratizaci kubánské společnosti. Kubánský lid nám projevil svou naději na zlepšení životních podmínek a je tedy třeba, aby Evropská unie úspěšně dokončila započatá jednání a aktivně se zapojila do sociální, ekonomické a politické transformace na Kubě a podpořila otázku zlepšení ochrany lidských práv.
