  El Presidente. – El punto siguiente en el orden del día es el debate sobre el informe de Gilles Pargneaux, en nombre de la Comisión de Medio Ambiente, Salud Pública y Seguridad Alimentaria, titulado «Hacia un nuevo acuerdo internacional sobre el clima en París» (2015/2112(INI)) (A8-0275/2015).

  Gilles Pargneaux, rapporteur. Monsieur le Président, Monsieur le Président du Conseil, Monsieur le Commissaire, nous le disons et nous devons le répéter: nous sommes face au combat du siècle. Oui, le combat du siècle, pour plusieurs raisons.

La première, si rien ne se passe et si nous n'arrivons pas à limiter la hausse de la température mondiale à un maximum de deux degrés d'ici à la fin du siècle, nous assisterons à la multiplication des sécheresses et des inondations, à la fonte des glaciers, à la diminution des terres agricoles. Puis, il faut le rappeler, le changement climatique sera un facteur aggravant du problème migratoire. Aujourd'hui, bon an mal an, nous dénombrons 24 millions de déplacés et de réfugiés, à cause des guerres, des dictatures, mais aussi à cause du climat et du dérèglement climatique. Là encore, si rien n'est fait, nous aurons une hausse de la température de 4,5 à 6 degrés d'ici à la fin du siècle et nous aurons alors 200 millions de réfugiés climatiques dans le monde.

Nous devons dépasser l'échec du sommet Copenhague, à la fin 2009. Cet échec a été, pour nous tous, un traumatisme. Nous devons donc faire de la conférence de Paris un succès. Je crois que le rapport que je propose à votre examen cet après-midi et sur lequel nous voterons ce soir est un rapport qui permettra ce succès, qui permettra à l'Europe d'être un modèle et un moteur lors de la COP 21, en cette fin d'année 2015.

Nous proposons dans ce rapport un accord universel et contraignant. Nous avons connu Kyoto, où certains, comme les États-Unis et comme la Chine, n'avaient pas voulu être signataires. Nous avons inscrit dans ce rapport des objectifs climatiques ambitieux pour la planète et pour l'Europe. Tout d'abord, l'élimination totale des émissions de gaz à effet de serre dans le monde d'ici à 2050, mais aussi la réduction d'au moins 40 % de ces émissions en Europe d'ici à 2030. Nous visons aussi l'augmentation de la part des énergies renouvelables en Europe à 30 % d'ici à 2030, ainsi que l'augmentation de l'efficacité énergétique de notre continent de 40 %, là encore d'ici à 2030.

Sans de tels objectifs, nous ne déclencherons pas le changement de paradigme dont nous avons tant besoin pour faire face au dérèglement climatique.

Chers collègues, comme l'a indiqué encore récemment Laurent Fabius, ministre des affaires étrangères de la France et président de la COP 21, je pense que la question financière est et sera la pierre angulaire de l'accord de Paris. Il s'agit par conséquent d'un axe majeur de mon rapport. Nous demandons l'élaboration d'une feuille de route claire de la part des États pour savoir comment chacun d'eux compte financer les 100 milliards de dollars annuels du Fonds vert à partir de 2020. Les engagements publics et privés permettent pour l'instant de dégager 62 milliards de dollars par an. Les États doivent désormais être clairs sur la façon dont ils comptent récolter les 38 milliards restants qui manqueront chaque année d'ici cinq ans.

Autre proposition: l'attribution d'un "prix de carbone" à l'échelle mondiale pour faire en sorte que les technologies les moins polluantes soient les plus intéressantes pour les investisseurs. Nous faisons aussi des propositions concernant l'utilisation des crédits ETS pour financer la lutte contre le changement climatique. Le prix des crédits ETS a chuté de façon vertigineuse ces dernières années en Europe, la rendant incapable de financer efficacement la lutte contre le changement climatique. Dans le cadre de la révision en cours de la directive, Monsieur le Commissaire, nous devons faire en sorte d'augmenter le prix de la tonne de CO2 de manière significative.

Soyons bien conscients que nous devons donner des gages aux pays en développement, qui sont les plus touchés par les conséquences du changement climatique.

Dans mon rapport, j'ai aussi souhaité mettre en avant d'autres pistes de succès à Paris, notamment la révision du protocole d'accord tous les cinq ans.

Je souhaite saluer ici l'engagement de la présidence française, mais aussi de toutes les parties, et je souhaite aussi rappeler combien le changement climatique est une chance à saisir pour amorcer une nouvelle croissance économique dans le monde mais aussi en Europe, une croissance verte, et pour mettre en place une nouvelle politique énergétique en faveur non seulement de l'emploi mais aussi du pouvoir d'achat des 500 millions d'Européennes et d'Européens.

Enfin, je remercie le rapporteur fictif pour l'excellent travail que nous avons réalisé ensemble.

  Miguel Arias Cañete, Miembro de la Comisión. Señor Presidente, Señorías, permítanme empezar dando las gracias al ponente, señor Pargneaux, y a todos los diputados implicados en el proyecto de Resolución que hoy debatimos. La Conferencia de París constituye un hito histórico en los esfuerzos de la comunidad internacional para combatir el cambio climático.

En su discurso sobre el Estado de la Unión ante el Parlamento Europeo, el Presidente Juncker hizo hincapié en que la Unión Europea no aceptará cualquier acuerdo. Como responsable de las negociaciones de la Unión Europea en París mi trabajo será garantizar que la Unión Europea lidere las negociaciones y no sea un espectador pasivo.

Y con este nuevo acuerdo global debemos dar inicio a un proceso dinámico que nos permita luchar eficazmente contra los riesgos del cambio climático y acelerar nuestra transición a nivel global hacia una sociedad baja en emisiones y climáticamente responsable.

Señorías, un desafío clave durante este año ha sido asegurar que las Partes de la Conferencia presenten sus contribuciones nacionales en materia de mitigación y adaptación. A día de hoy, ciento cincuenta Partes han presentado sus respectivas contribuciones cubriendo casi el 90 % de las emisiones globales. La Unión Europea fue uno de los primeros en hacerlo con un ambicioso objetivo de reducción de emisiones en un 40 %. Hemos dado ejemplo a nuestros socios y otros nos están siguiendo, pero, además, hemos llevado a cabo una amplia labor de sensibilización a nivel internacional durante todo el año, animando a terceros países a comprometerse en la acción por el clima a nivel global.

En este contexto, estamos presenciando una transición fundamental, pasando de la acción de unos pocos a la acción de una mayoría. Si comparamos las contribuciones hasta hoy presentadas con el segundo periodo de compromiso del Protocolo de Kioto —que se extiende hasta el año 2020 y que tan solo cubre alrededor del 12 % de las emisiones globales—, los progresos de cara a la cumbre de París son notables.

Hoy constatamos que existe una evidente voluntad política global al más alto nivel. Acabo de volver del Foro sobre compromisos de adaptación y mitigación que hemos organizado con la colaboración de Marruecos en Rabat, en el que han participado más de cuarenta países. Me ha complacido especialmente que el señor Pargneaux haya participado en este foro, que ha mostrado a los participantes la importancia que este Parlamento da a la Cumbre de París.

Aunque en este foro hemos constatado que las contribuciones hasta la fecha presentadas no son suficientes para alcanzar el objetivo de limitar el calentamiento global por debajo de los dos grados centígrados, la buena noticia es que estas contribuciones ya constituyen un gran paso hacia adelante y ponen el objetivo a nuestro alcance.

Estas contribuciones son más que la redacción de meros números, son verdaderas estrategias elaboradas al máximo nivel político y, además, si tenemos en cuenta que muchos países diseñan y ponen en marcha estos planes climáticos por primera vez, nos damos cuenta del avance que a nivel global estamos experimentando en materia de acción climática.

Pero la principal cuestión es cómo nos aseguramos de conseguir un acuerdo ambicioso en París y cómo definimos su éxito. En mi opinión, la respuesta a estas preguntas se reduce a tres elementos esenciales.

En primer lugar, establecer un objetivo a largo plazo.

En segundo lugar, garantizar que el acuerdo de París incluya la flexibilidad necesaria para fortalecer su ambición a lo largo del tiempo. Por ello, el nuevo acuerdo tiene que incluir un mecanismo de revisión que nos permita evaluar los avances y reforzar los objetivos de reducción de emisiones de manera regular a la luz de los últimos datos científicos de los que dispongamos.

Y en tercer lugar, el acuerdo tiene que incluir disposiciones para asegurar la transparencia y la rendición de cuentas porque estas reglas serán los cimientos de un régimen internacional creíble.

Marcados los objetivos tenemos un duro trabajo por delante. La próxima semana comienza la última sesión de negociación técnica en Bonn. En esta sesión discutiremos un proyecto de acuerdo que los copresidentes de las negociaciones presentaron el pasado 5 de octubre. La buena noticia es que el nuevo texto es más corto y comprensible. La noticia menos positiva es que el texto no es equilibrado, carece de ambición y especificidad en muchos aspectos —incluyendo la transparencia y rendición de cuentas—, carece de un mecanismo para aumentar dinámicamente la ambición de mitigación en el tiempo, y algunas cuestiones políticas clave siguen abiertas. Por eso, será una sesión de negociación crucial.

Señorías, para ser eficaces en estas negociaciones, la Unión Europea debe permanecer unida y actuar con una sola voz. Por eso me alegra observar que en el proyecto de Resolución, y tras los debates en comisión, existe una base común entre la instituciones y los Estados miembros. En este sentido considero sumamente positivo que el proyecto de Resolución reconozca la necesidad de un acuerdo ambicioso, de validez universal y jurídicamente vinculante.

Comparto con ustedes la convicción de que el acuerdo de París debe promover un sistema de evaluación de objetivos basados en normas comunes y transparentes que incluyan disposiciones para su supervisión, notificación y verificación. Y apoyo firmemente que el proyecto de acuerdo de París sea sostenible y dinámico.

Por último, el Parlamento otorga gran importancia a la financiación en la lucha contra cambio climático para alcanzar el objetivo de los cien mil millones de dólares antes de 2020. La financiación climática será una cuestión fundamental en la que la Unión Europea, además, y los Estados miembros tienen un excelente historial. Importantes recursos del marco financiero plurianual serán destinados a proyectos relacionados con el cambio climático en el exterior. Esperamos que las contribuciones financieras se incrementen en más del doble, alcanzando el montante de los dos mil millones de euros al año.

Y respecto al progreso hacia el objetivo global de cien mil millones de dólares, me complace señalar que las estimaciones más recientes muestran que la financiación climática alcanzó los 62 000 millones de dólares en el año 2014, como se indica en el reciente informe de la OCDE.

Señorías, permítanme terminar subrayando lo importante que es el apoyo del Parlamento Europeo para la posición negociadora de la Unión Europea. El acuerdo, jurídicamente vinculante, deberá ser ratificado por el Parlamento. El resultado de las negociaciones será presentado a esta Cámara para su consideración y, por consiguiente, es esencial que los diputados estén asociados y al tanto del progreso de las negociaciones. En París, informaré todos los días personalmente a la delegación del Parlamento Europeo y daré instrucciones al equipo negociador de la Comisión para que preste al Parlamento toda la asistencia que fuera necesaria. Pero más allá de las negociaciones, la experiencia en los últimos meses demuestra lo importante que es que la Unión Europea siga siendo el líder global en la lucha contra el cambio climático. Y por eso necesitamos políticas climáticas nacionales y europeas creíbles y eficaces. Y el papel del Parlamento, en este sentido, ha sido muy valioso.

Me gustaría agradecerles, una vez más, su apoyo y entusiasmo en la consolidación de la política climática en la Unión Europea y en nuestro liderazgo global en esta materia.

  Dubravka Šuica, izvjestitelj za mišljenje Odbora AFET. Gospodine potpredsjedniče, želim se najprije zahvaliti gospodinu Pargneauxu na izvrsnom izvješću, ali naravno i gospodinu povjereniku Cañeteu. Ja sam u ime Odbora za vanjske poslove bila dužna izraziti mišljenje o ovome, a ujedno sam članica Odbora za zaštitu okoliša.

Obvezali smo se člankom 3. Ugovora o Europskoj uniji na solidarnost i na održivi razvoj planeta Zemlje, a isto tako člankom 191. Ugovora o funkcioniranju Europske unije smo se obvezali promicati mjere za borbu protiv klimatskih promjena. Ovo je trenutak da popravimo ono što smo u Kopenhagenu loše napravili i ja jednostavno želim vjerovati da će se sve ovo što smo danas čuli iz izvješća i što smo čuli iz izlaganja povjerenika uspjeti realizirati. Znači, ciljevi jednostavno moraju biti obvezujući. Ako to postignemo, puno smo postigli.

Ali ono što želim reći u ime Odbora za vanjske poslove je da treba pojačati ulogu klimatske diplomacije. Znači, treba više uključiti Službu za vanjsko djelovanje Europske unije, ali i klimatsku diplomaciju. Kad govorim o tome, mislim na jedinstveno stajalište zemalja Europske unije.

I još samo jednu rečenicu. Bilo bi vrlo važno, i to smo napisali u ovom mišljenju, da se kod pregovaranja o TTIP-u uključi sve ono što se dogovori na konferenciji u Parizu jer mislim da bez toga nećemo uspjeti TTIP ispregovarati.

  Davor Ivo Stier, rapporteur for the opinion of the Committee on Development. Mr President, I would like to use this opportunity to stress the strong link between COP 21 and the new sustainable development goals adopted last September in New York, with Sustainable Development Goal 13 about taking urgent action to combat climate change. When discussing future actions aimed at keeping the rise in global average temperature below 2 degrees above pre-industrial levels, we cannot ignore the fact that the least developed countries are not able to cover the costs of necessary investments in cleaner technologies. This is why it is important to keep in mind that the international community will have to share those costs.

The report is right in saying that without the contribution of developing countries, our global efforts will fail. So the fight against climate change must remain one of the top priorities, both in our environmental policy and overall development cooperation policy.

Por último, señor Presidente, quisiera agradecerle al Comisario Arias la excelente cooperación con la Comisión de Desarrollo en todos los temas en los que tenemos que cooperar, desde el desarrollo sostenible hasta el cambio climático.

  Seán Kelly, rapporteur for the opinion of the Committee on Industry, Research and Energy. Mr President, as rapporteur for the Committee on Industry, Research and Energy (ITRE), I want to thank my colleagues who helped me to get what I think is a very balanced opinion. I would also like to thank Mr Pargneaux and my friend and colleague Karl-Heinz Florenz for taking our opinion on board and incorporating it in the overall draft.

Hopefully we will now get a strong mandate, going forward to Paris, from the entire Parliament, because global warming is something I think we all recognise is happening. We have to deal with climate change and we are going there with form, in the sense that we have given leadership in the past and we intend to do so into the future. But it is absolutely essential that the big emitters in particular come on board. If they do not, then we are actually wasting our time. So it is very important that we go and say that we have commitments and we are going to honour our commitments, but the other major emitters – and indeed all the other states of the world – have to come on board if we are to save the planet for future generations. So that is the target.

  Bas Eickhout, rapporteur for the opinion of the Committee on Transport and Tourism. Mr President, first of all I would like to thank the rapporteur Mr Pargneaux for drafting this own-initiative report, which also pays good attention to the transport sector, which is also still one of the sectors emitting the most CO2 – not only NOx if we are discussing a Volkswagen, but that is another discussion.

I also think that it is very important that in this own-initiative report we are addressing very clearly the aviation and maritime sector, and directly related to that I have a question for the Commissioner, because next week in Bonn there will be negotiations on the new text that has been published. In that text there is no mention at all of the international maritime and aviation sector, which is something that needs to be corrected and I am counting on you, Commissioner, to correct that in the negotiations in Bonn or later on in Paris.

Another thing I like very much in this report is the linking of the revenues to the Green Climate Fund, and that brings another question for the Commissioner. We know that the mandate for climate financing will be determined by the Ecofin Council in November. How can we make sure that Ecofin will deliver predictable and additional financing, because that is key and is also expected by the developing countries? That is something I think this Parliament report gives good suggestions for, so I would recommend that you also let that be picked up by Ecofin in November.

Another very important point is to stress the five-year commitment period, which is also in this Parliament report; but I have not heard the Commission very clearly endorsing that. It would be good to hear that for Europe, too, it is indeed important to move to five-year commitment periods for the longer term because we all know now that we will not achieve the 2 degrees in Paris. You have also said this in interviews. So then it becomes very important that there will be reviews very quickly so that the ambition level can be ratcheted up, and I think a five-year commitment period is important and that Europe, for example, does not restrict itself only to 2030.

These are some of the issues; there are many more in the report and they are very welcome too.

One final point on the long-term target for 2050 – phasing out carbon emissions – mainly to my PPE colleagues. This has been Parliament’s standpoint for two years now. It would be a bad signal if now we were suddenly to change our position just a couple of weeks before Paris.

  Karl-Heinz Florenz, im Namen der PPE-Fraktion. Herr Präsident! Herr Berichterstatter, vielen Dank für die Kooperation. Ich glaube, dass das ein guter Bericht ist, auch wenn er uns an der einen oder anderen Stelle ein bisschen zu weit geht, aber da werden wir die auf den richtigen Pfad bringen.

Ich glaube, wir müssen noch mal daran erinnern, dass Paris nicht so eine ganz normale Klima-Veranstaltung ist, sondern dass wir jetzt die allerletzte Chance haben, einen Nachfolgevertrag von Kyoto zu bekommen. Wenn uns das nicht gelingt, dann wird de facto die Weltgemeinschaft in Fragen der Klimapolitik auseinanderbrechen. Und dann wird gerade Europa darunter sehr leiden, denn dann werden wir möglicherweise wieder zu nationalen Regelungen kommen. Ich glaube also, dass die Verantwortung, Herr Cañete, wie Sie das gerade gesagt haben, außergewöhnlich groß ist für uns, und wir müssen diese wirkliche Chance jetzt wahrnehmen, auch im Sinne der Wettbewerbspolitik. Wenn wir nämlich in Paris keine ordentliche und ambitiöse Regelung bekommen, dann wird carbon leakage in Zukunft weiter Bestand haben. Und das ist doch das, was wir abbauen wollen. Die Wettbewerbsregeln wollen wir angleichen, damit der Standort Europa ein leistungsstarker bleibt, in Verbindung mit dem Wunsch, das Zwei-Grad-Ziel zu erreichen. Ich bin also froh, dass es uns gelungen ist, hier jetzt keinen Wischiwaschi-Text vorzulegen – die Gefahr besteht auch heute noch, aber wenn wir da an der richtigen Ecke ziehen, dann wird das nicht geschehen, und wir werden einen zielorientierten Text vorlegen können. Natürlich brauchen wir verbindliche Ziele. Das wäre ja noch schöner, wenn wir hier in Europa keine verbindlichen Ziele vorschlagen würden, sollen wir aber den Südamerikanern sagen, sie sollen einem verbindlichen Vertrag zustimmen, das ist ja nun wirklich unlogisch. Also das, was wir an verbindlichen Zielen hier reingeschrieben haben, ist richtig. Dass wir 2050 auf null Prozent Emissionen kommen, das glaube ich nicht, das müssen wir ändern, und der ein oder andere Wunsch von meiner Fraktion wird da auch eine Rolle spielen.

Alles in allem, Herr Kommissar: Sie brauchen ein ambitiöses Papier, damit wir einen ambitiösen Vertrag bekommen, damit die Wettbewerbsfähigkeit und das Klima in Europa eine faire Chance haben.

  Matthias Groote, im Namen der S&D-Fraktion. Herr Präsident! Klimawandel ist ein globales Problem, deswegen brauchen wir auch globale Lösungen. Und darum müssen wir jede Chance auch im Vorfeld der COP21 nutzen, dass diese Conference of the Parties am Ende des Tages auch ein Erfolg wird. Dazu müssen aber auch Sektoren einmal genauestens angeschaut werden, die sich bis jetzt noch nicht beteiligen. Karl-Heinz Florenz hat gerade carbon leakage angesprochen. Die Zementhersteller, die Aluminiumhersteller, die stehen alle bei uns auf der Matte und wollen in diesen Bereichen carbon leakage geltend machen.

Wir haben aber Sektoren in der Europäischen Union, die vollkommen ausgenommen sind. Das ist der Flugverkehr, das ist der Schiffsverkehr, und gerade in diesen Sektoren haben wir die größten Zuwächse, was den CO2-Ausstoß angeht, nämlich bis zu 200—300 Prozent im Luftfahrtbereich. Und darum meine herzliche Bitte, Herr Canête: Geben Sie noch einmal alles an der Stelle, dass wir das am Ende des Tages auch in einem Text wiederfinden. Weil sonst wird es uns auch hier in Europa sehr, sehr schwer fallen, dem Stahlbereich zu sagen, den anderen Bereichen zu sagen: Ihr müsst einsparen, aber wir haben Exklusivkompetenzen für einige Wirtschaftsbereiche, die vielleicht global unterwegs sind, das ist richtig – bei der christlichen Seefahrt, aber auch im Luftverkehr –, aber hier brauchen wir eine klare Formulierung im Text. Und sonst wird es sehr, sehr schwer werden für uns, bei nachfolgender Gesetzgebung. Wir haben ja den ETS-Report im nächsten Jahr auf der Agenda, den wir hier durch das Parlament und durch die Institutionen bringen müssen. Darum meine herzliche Bitte: Sorgen Sie dafür, dass diese beiden Bereiche mit in ein Dokument kommen.

  Ian Duncan, on behalf of the ECR Group. Madam President, there is much in this report that will unite us, I believe. The Green Climate Fund is absolutely core and we support that. We recognise that the Intended Nationally Determined Contributions (INDCs) are falling short of the two-degree target and that more climate diplomacy is required to scale them up. We recognise that the Emissions Trading Scheme must be part of a global endeavour, not solely an isolated continental movement.

The report is both original and good. Unfortunately, the original parts are not good and the good parts are not original. I have too many problems with the report, as it presently stands, to give my consent to this particular report. That pains me, because I believe we should speak with one voice in Paris. I believe we are stronger when we can do so, but I cannot do that. Right now we see again commitments put into this report that need not be there, that seek to divide us when we could be united, that indeed seek to put forward an agenda that need not be shared by all of us, and yet there is much that we do share.

So I cannot endorse the report as it was drafted, but nor will I vote against it. I will ask that my group abstain on this. That saddens me, because I think that in reality we could have been stronger and I think we could have done more. This has been an unedifying experience and I would suggest we do not do it again in this manner.

  Gerben-Jan Gerbrandy, on behalf of the ALDE Group. Madam President, I think we all know the immense importance of the climate summit in Paris – even the ECR, Mr Duncan – and it is absolutely crucial that we reach a very ambitious, legally-binding, comprehensive agreement there, an agreement that goes beyond the INDCs that are being collected now – because we all know that, if we add them up, we will never stay below the 2 degrees centigrade, as the Commissioner has already said.

One of the crucial elements, again, will be international climate finance, and it will maybe be the sole case that can make or break the agreement in Paris. Europe could be the broker of such a deal, but unfortunately, in the Council mandate for Paris, the climate commitments after 2020 are missing. Apparently there was no agreement yet, when the climate ministers came together in September, among the Ministers of Finance for this very crucial finance.

In our own Parliament’s resolution, we do mention it. We set aside a number of allowances from the Emissions Trading Scheme (ETS) to create a fund, an EU international climate action reserve that will raise revenues in a fair way and will create a fund independent of national governments. I think that is a crucial element of our resolution.

As mentioned before, in November the ECOFIN Council will come together, and I urge our Ministers of Finance to seriously look into the suggestion made in this Parliament’s resolution. Just like the others, I would like to urge the Commissioner to be present there and to make sure that ECOFIN copies that suggestion.

  Anne-Marie Mineur, namens de GUE/NGL-Fractie. Ik wil graag aandacht vragen voor de grote en schadelijke rol die de lobby van het bedrijfsleven speelt bij de totstandkoming van het klimaatakkoord eind dit jaar. Hoe groot die rol is, werd mij pijnlijk duidelijk toen ik hoorde dat de luchtvaart en scheepvaart uit het laatste ontwerp van het klimaatakkoord zijn geschrapt, terwijl deze sectoren samen verantwoordelijk zijn voor maar liefst 8 procent van de CO2-uitstoot. Bovendien groeit dat aandeel alleen nog maar.

Er zijn meer van dat soort voorbeelden. In datzelfde ontwerp blijkt dat we de subsidies voor fossiele brandstoffen niet langer willen uitfaseren. De fossielebrandstofindustrie is bezig met een grootschalige greenwash-actie die de aandacht moet afleiden van haar grote bijdrage aan de opwarming van de aarde. En dan zijn er de officiële sponsoren van de klimaatconferentie: Renault-Nissan, Coca Cola, GDF Suez, Avril, allemaal grote vervuilers. Het lijkt wel alsof een aantal partijen niet beseft dat het alle hens aan dek is. Dit soort bedrijven is als het orkestje op de Titanic dat blijft doorspelen om nog een extra zakcentje te verdienen voor sluitingstijd. Sterker: ze draaien nog een paar extra slagen aan het roer in de richting van de ijsberg omdat ze denken meer te verdienen als het schip dwars op de ondergaande zon ligt. Het is absurd en volstrekt onverantwoordelijk.

De COP 21-conferentie is open voor iedereen. Het is helaas dus niet mogelijk alle lobbyisten buiten de deur te houden wanneer er wetgeving wordt gemaakt, zoals de Wereldgezondheidsorganisatie doet met de tabaksindustrie. Laten wij er wel heel hard op aandringen dat er gewerkt wordt met volledige transparantie en dat er evenveel aandacht wordt gegeven aan maatschappelijke organisaties en burgers als aan de lobby van het bedrijfsleven.

  Benedek Jávor, on behalf of the Verts/ALE Group. Madam President, today we vote on our report concerning the climate agreement in Paris. At the moment, when the environmental credibility of the European institutions has been shaken by scandals within the car industry, I find it extremely important to send a very strong signal with this report.

The report itself is a strong signal, and I would like to thank Mr Pargneaux, our rapporteur, for that. Still, there are some important considerations to raise. Being ambitious is not merely a question of restoring Europe’s credibility; it is also a scientific necessity if we want to limit climate change to two degrees. Evidence shows us that we need to phase out carbon emissions by 2050 to limit climate change to two degrees, and it is possible, but without this phasing out it becomes an illusion to put us on a track which keeps us below the two-degree target. That is why I am deeply concerned about the amendment tabled by the PPE Group, because I believe that if we water down our commitment to decarbonisation till 2050, we will step on a track which takes us beyond or above the two-degree limit.

Also it is important to mention that the INDCs which we already have are clearly not enough to reach our goal of keeping climate change below the two-degree target. This means that we need mechanisms to raise ambition within the European Union and at global level at the Paris talks.

One last point: to phase out CO2 emissions, the first step for that is to phase out fossil subsidies, and that is something we have to do very soon.

Signora Presidente, onorevoli colleghi, ho partecipato alla stesura di questa relazione e credo che sia una buona relazione in quanto mostra la volontà del Parlamento di procedere nella lotta al cambiamento climatico. Sono parole scritte nero su bianco, ma pur sempre parole. Nella strada verso Parigi ne abbiamo sentite tante e ne sentiremo ancora tante altre.

L'Unione europea si definisce leader nella lotta contro i cambiamenti climatici, ma le politiche dei suoi Stati membri ne contraddicono spesso gli impegni e le dichiarazioni. Abbiamo paura delle conseguenze del riscaldamento globale – ormai sono una storia quotidiana – ma allo stesso tempo ne finanziamo la causa principale. Secondo un rapporto del Fondo monetario internazionale dello scorso maggio, a livello globale i sussidi che vengono erogati alle compagnie petrolifere sono oltre 5.000 miliardi di dollari, 5.300 per l'esattezza, 5.300 miliardi in finanziamenti per carbone, petrolio e gas, soprattutto dai paesi avanzati. Forse non siamo i principali responsabili di questo enorme regalo alle lobby del petrolio, ma di certo partecipa anche l'Unione europea che eroga 330 miliardi di dollari all'anno in sussidi, ma anche in finanziamenti per infrastrutture, gasdotti e depositi mediante la Banca europea per gli investimenti.

Il Fondo monetario internazionale ci dice anche che, se tagliassimo a livello globale questi 5.000 miliardi di sussidi, arriveremo a una riduzione immediata del 20% delle emissioni globali e libereremmo in un volano virtuoso risorse che porterebbero a una crescita del PIL mondiale del 3,5%. La vera domanda dunque è se siamo pronti ad andare contro la lobby delle fonti fossili. Noi parliamo di COP 21, ma intanto continua la corsa al fossile, e anzi l'interesse sembra rinnovato. Risorse anche risibili, come per esempio quelle del Mar Adriatico, attirano e ingolosiscono le compagnie petrolifere, intente a scavare il fondo di un barile sempre più scarso, con la compiacenza dei governi nazionali. Dopo il fallimento di Kyoto e l'inconcludente politica climatica mondiale degli ultimi anni, è necessario che la Conferenza di Parigi porti a un accordo vincolante per la riduzione delle emissioni. Senza l'impegno verso una rivoluzione energetica non sarà comunque abbastanza.

  Mireille D'Ornano, au nom du groupe ENF. Madame la Présidente, la grand-messe de la COP 21 sera vraisemblablement encore un échec. On attend des pays européens qu'ils portent le fardeau du monde en matière d'environnement. Voilà pourtant des années que l'Europe a bel et bien réduit ses émissions de gaz à effet de serre. Oui, nous avons investi, construit et développé des structures innovantes, propres et durables. Tout pour plaire, mais certains ici semblent oublier un point important, il s'agit de la réalité.

Ne vous en déplaise, l'effort fourni a coûté cher aux industries européennes. Nous pourrions consentir à un accord contraignant à la condition qu'un maximum de pays dans le monde y participent, car le cœur du problème est bien de fournir des efforts coordonnés et partagés. Or, depuis des années, les économies émergentes polluent à grande échelle et bon nombre d'entre elles refusent de s'associer à des accords contraignants, sous prétexte de préserver leur développement économique.

Mes chers collègues, plutôt que des incantations sur la réduction de la hausse des températures, cherchons un accord équilibré et large, ne cassons pas nos industries et notre compétitivité. Les réalités ne se décrètent pas, elles s'imposent.

  Zoltán Balczó (NI). Az Európai Uniónak mindenek előtt egy kérdést tisztáznia kellene: utólag majd, visszatekintve a párizsi klímakonferenciára, mikor minősíti azt eredményesnek? Ebből a jelentésből az tűnik ki, hogy egy fő cél van, bizonyítani, amit már nem kellene, hogy az Európai Unió a klímaváltozás elleni küzdelem motorja, élharcosa, és most ambiciózusabbnál ambiciózusabb célokat fogalmazunk meg.

Ebben az szerepel, hogy 2030-ra a 40%-os csökkentés már csak alsó határ, 2050-re pedig a szén-dioxid-kibocsátás teljes megszüntetése. Ezek a célok nem reálisak és nem érik el a kívánt eredményt. Nem reálisak, mert nem veszik figyelembe a gazdasági hatást, a költségeket, az energiaköltségekre gyakorolt hatását, és nem érik el a célt, mert globális problémáról van szó. Az Európai Unió a kibocsátás 9%-áért felel, ezzel szemben az Egyesült Államok és Kína 35%-ért, ezért őket kell rábírni kötelező kibocsátáscsökkentésre, és ebben a 82 pontban egyszer nem szerepel ennek a megnevezése.

A másik szempont, hogy a nukleáris energia sem szerepel, mint a fosszilis energiát kiváltó és a klímaváltozás szempontjából tiszta energia. Ebben a 82 pontban ez is elfogadhatatlan.

  Peter Liese (PPE). Frau Präsidentin, Herr Kommissar, liebe Kolleginnen und Kollegen! Einige – vielleicht viele – Beiträge hier in der Debatte sind mir ein bisschen pessimistisch. Natürlich müssen wir uns anstrengen, natürlich wird das schwierig, und das Ergebnis in Paris wird wahrscheinlich nicht so perfekt sein, wie wir uns das als Europäische Union wünschen. Aber wir haben doch eine historische Chance: Wir haben 140 Staaten, die bereits Ziele verkündet haben und die sich schon auf die Umsetzung vorbereiten, unter anderen auch China und die USA. Wir haben einen sehr vielversprechenden Beschluss der G7. Wir haben Unterstützung zum Beispiel durch die Enzyklika des Papstes. Es ist eine historische Chance, wirklich einen großen Fortschritt zu bekommen. Die EVP unterstützt den Bericht Pargneaux. Wir wollen gerne, dass Sie noch drei Änderungsanträge aufnehmen.

Dann möchte ich auch auf die Grünen reagieren. Es bringt uns nichts, wenn wir hier utopische Forderungen aufstellen. Dekarbonisierung bis 2050 ist nicht realistisch. Was bei G7 beschlossen wurde, was die EVP eingereicht hat, wurde doch allgemein begrüßt, auch von den Umweltverbänden. Warum wollen wir das nicht beschließen?

Ich möchte ganz stark den Punkt unterstreichen, den einige Kollegen zum Flug- und Seeverkehr gemacht haben, und dann noch ein präzises Argument bringen: Wenn wir unsere Klimapolitik implementieren, werden Kalk-, Zement- und Stahlhersteller 40 % reduzieren müssen, teilweise sogar mehr. Sie werden keine CDMs mehr nutzen können – internationale Kredite –, und gleichzeitig spricht man bei der ICAO, beim Flugverkehr, nicht über eine Reduzierung. Das muss sich ändern, und deswegen unterstütze ich alle, die den Kommissar aufgefordert haben, dies in den Prozess in Paris mit einzubringen.

  Kathleen Van Brempt (S&D). Madame la Présidente, je veux d'abord remercier Gilles Pargneaux pour son excellent travail.

Ik dank Gilles Pargneaux voor zijn uitstekende werk en hoop dat dit verslag op een heel brede meerderheid kan rekenen. Misschien moet de ECR toch nog even goed nadenken voor de eindstemming straks. Het is immers erg belangrijk dat we zo verenigd mogelijk optreden als we onze leiderschapsrol willen behouden.

Normaal gezien zouden de argumenten voor de hand moeten liggen. Als de aarde verder opwarmt, dan worden we straks niet alleen geconfronteerd met verschrikkelijke milieurampen maar komt er ook een volksverhuizing waarbij de vluchtelingencrisis van vandaag verbleekt. Studies spreken over 200 miljoen mensen die op de vlucht zullen slaan. Als je ziet hoe moeilijk we het vandaag al hebben, dan is er volgens mij wel een reden om met zijn allen achter een goed verslag van Gilles Pargneaux en straks een klimaatovereenkomst te gaan staan.

Tot slot wil ik nog een belangrijk argument aanhalen. We moeten vooral onze voortrekkersrol blijven behouden. Het is niet voldoende de rest van de wereld de les te spellen. We moeten proberen een akkoord te bereiken, maar ook en vooral onze eigen initiatieven en eigen duidelijke doelstellingen over hernieuwbare energie en energie-efficiëntie waarmaken.

  Jadwiga Wiśniewska (ECR). Pani Przewodnicząca! Nie popieram tego projektu, gdyż jak większość dokumentów wychodzących z komisji ENVI stroni on od pragmatycznego podejścia do tematu, bazując raczej na demonizowaniu węgla i narzucaniu państwom członkowskim odejścia od stosowania tego surowca. Projekty tego rodzaju łamią zasadę neutralności i naruszają kompetencje państw członkowskich do decydowania o strukturze swojego zapotrzebowania w energię. To, że emisje można zmienić pragmatycznie, nie wykluczając żadnego źródła energii, pokazuje przykład Japonii, Chin, Indii, które upowszechniają technologie nadkrytycznego procesu spalania węgla, co prowadzi do obniżenia emisji nawet o 30-40% oraz znacznie poprawia wydajność bloków. Może to mieć kolosalne znaczenie z punktu widzenia państw, dla których redukcja emisji oznacza zagrożenie bezpieczeństwa energetycznego, tak jak w przypadku Polski. Niestety, tekst sprawozdania ENVI nie dopuszcza nawet takiej opcji. Dane te można znaleźć w raporcie Centrum Czystego Węgla czy Międzynarodowej Agencji Energii.

Nie zgadzam się więc na ograniczenie bezpieczeństwa energetycznego Polski, bowiem bezpieczeństwo energetyczne równa się w Polsce bezpieczeństwu narodowemu. Jednym z najczęściej stosowanych słów w Parlamencie jest solidarność. Dlaczego w przypadku polskiej gospodarki opartej na węglu ono nie występuje?

  Nils Torvalds (ALDE). Madam President, when in 1998 we recorded the warmest year in modern history, there was still an easy way out. At that time we could explain that this was just an outlier in statistics and we could go back to normality and not worry about the future.

When we look at the statistics of global warming and the temperature in the world today, we see that during the last 10 years we have had a steadily rising tendency. There is no longer an easy way. But we have one problem, which has already been alluded to by other speakers, namely how to finance it. With an unstable tax base, we see a tendency for Member States to use income from emission rights to substitute a tax base which does not function. We have to fix it.

  Estefanía Torres Martínez (GUE/NGL). Señora Presidenta, veinte años de cumbres, diez años de mercado de emisiones y ninguna solución real que aborde las causas del cambio climático. La compraventa de bonos de emisiones es un mercado especulativo, mal diseñado y que ha generado una enorme burbuja. En ocasiones, además, este mecanismo solo ha beneficiado a las industrias más contaminantes.

Señorías, estamos jugando con la salud del planeta y de la gente. Las consecuencias ya son desastrosas. La pérdida de la biodiversidad, la inundación de los pequeños Estados insulares y la falta de agua y alimentación para millones de personas son una realidad. Por ello exigimos la exclusión de falsas soluciones para la cumbre de París como el precio al CO2, el sistema RED plus, la captura y almacenamiento de carbono o el «fracking».

Señorías, frenar el cambio climático solo se conseguirá desarrollando un nuevo modelo productivo basado en las energías renovables. Estamos ante una ocasión histórica. Hagan ustedes el favor de aprovecharla por el bien del planeta y por el bien de la humanidad.

  Linnéa Engström (Verts/ALE). Fru talman! Som jämställdhetsamordnare i miljöutskottet ENVI så välkomnar jag detta betänkande och de skrivningar som nu finns med om jämställdhet och mänskliga rättigheter. Jag vill tacka föredraganden för att han har tagit med de ändringsförslag jag har lagt fram tillsammans med andra ledamöter som också vill se ett rättvist och jämställt klimatavtal. Att respektera, skydda och främja mänskliga rättigheter och särskilt jämställdhet, kvinnors fulla deltagande enligt COP 18 kommer att vara avgörande om vi ska klara de enorma utmaningar vi står inför.

Teknisk innovation kommer inte att räcka. Enda vägen fram är social och ekonomisk innovation. Ska vi fixa klimatet måste vi ha en hållbar och rättvis utveckling. Vi kan inte få en rättvis utveckling utan jämställdhet. Därför måste vi nu kämpa för att säkerställa avtalets finansieringsmekanismer och på ett rättvist sätt fördela resurser till kvinnors anpassningsbehov i de länder som drabbas värst.

  Julia Reid (EFDD). Madam President, good science is based on observation. One swallow may not a summer make, but the arrival of a Bewick’s swan 25 days earlier than expected at the excellent Slimbridge Wildfowl Trust in my constituency is always seen as a harbinger of a severe winter.

The fact is that lots of people choose to believe theories which are, at best, not proven. After regular rising temperatures, which may also correlate with sunspots, the rise has stalled. It is not happening. Antarctic ice is growing again. Paris is based on crude modelling. The long-term evidence is of oscillations to patterns lasting thousands of years, and the pursuit of this chimera is costing jobs and investment – but only in the UK and the EU, as the climate change theories export them to China and other developing countries. The developing countries will laugh at us, refuse to sign our agreements and profit at our expense. I prefer to believe the Bewick’s swans. They are leaving Russia early because it is too cold.

  Olaf Stuger (ENF). Binnenkort vliegen er weer duizenden mensen businessclass richting Parijs om onder het genot van een glas champagne te praten over het klimaat. Ook mijnheer Eickhout zal er natuurlijk weer bij zijn. Aan het eind zullen we moeten constateren dat dit weer een fiasco wordt, net zoals in Kopenhagen. Dat is niet zo moeilijk te voorspellen want alles waar de EU zich mee bezighoudt, wordt een fiasco. Of we het nu hebben over de Griekse crisis of over de vluchtelingencrisis, het wordt een fiasco. Maar – en dat is goed nieuws voor mijnheer Eickhout – er is ook iets wat de EU wel goed kan, namelijk het verbranden van belastingeuro's in een enorm tempo. Daarom vraag ik u: stop met deze zinloze missie. Stop met deze klimaattop en geef het geld terug aan de rechtmatige eigenaar: de mensen die belasting betalen.

  Λάμπρος Φουντούλης (NI). Κυρία Πρόεδρε, για μια ακόμα φορά συζητάμε σήμερα, όπως και τόσες άλλες φορές, για την υπερθέρμανση του πλανήτη μας. Για μια ακόμη φορά, θα ψηφίσουμε ένα κείμενο με το οποίο, λίγο πολύ, όλοι συμφωνούμε. Όμως, για να υπάρχει πιθανότητα να βελτιωθεί η τρέχουσα κατάσταση χρειαζόμαστε κάτι πολύ πιο δραστικό από μία ακόμα συμφωνία. Ακόμα και αν καταφέρουμε να έχουμε μία συμφωνία στο Παρίσι, η εφαρμογή της θα συναντήσει ανυπέρβλητα εμπόδια. Το πρόσφατο σκάνδαλο της Volkswagen αποδεικνύει ότι ευρωπαϊκές εταιρείες δεν σέβονται τις αποφάσεις και τα συμφωνημένα στην Ευρωπαϊκή Ένωση. Θεωρώ πως η Ένωση πρέπει να αλλάξει στρατηγική και να συμπεριφερθεί πολύ πιο επιθετικά. Οι υποψήφιες προς ένταξη χώρες, αλλά και κάθε άλλη χώρα που επιθυμεί να έχει εμπορικές και άλλες οικονομικές σχέσεις με την Ένωση, πρέπει να συμμορφώνονται με τους ευρωπαϊκούς κανόνες προστασίας του περιβάλλοντος. Χώρες με τεράστια παραγωγή, που μεγάλο μέρος της εξάγεται στην Ευρώπη, όπως η Κίνα και η Ινδία, να υποχρεωθούν να προστατεύσουν το περιβάλλον και η άρνησή τους να σημαίνει και το κλείσιμο της αγοράς μας στα προϊόντα τους. Σε κάθε περίπτωση, η προστασία του πλανήτη αφορά και εμάς, αλλά κυρίως τις επόμενες γενιές. Δεν μπορούμε πλέον να αρκεστούμε στα όμορφα λόγια, απαιτούμε πράξεις και τις απαιτούμε άμεσα.

  Krišjānis Kariņš (PPE). Nav šaubu, ka cilvēka darbības rezultātā mēs negatīvi ietekmējam klimatu, ka mēs veicinām globālo sasilšanu. Manuprāt, ir pilnīgi skaidrs, ka mums ir jārīkojas. Tāpat man liekas pareizi, ka Eiropas Savienība ņem vadošo lomu pasaulē, rādot ar savu priekšzīmi, kā citiem būtu jārīkojas.

Manas bažas ir — ja Eiropa uzņemas vadošo lomu, ir svarīgi, ka mums arī seko. Padomājam par šī ziņojuma nosaukumu – par starptautisko klimata vienošanos Parīzē. Mums ir ļoti svarīgi Parīzē panākt, ka arī pārējā pasaule, īpaši ASV, Ķīna un Indija, mums seko, jo tie ir galvenie vides, dabas piesārņotāji, kuri veicina šos CO2 izmešus un globālo sasilšanu.

Tātad, ja mēs nepanākam, ka mums seko, lai saprastu sekas, var sanākt tā, ka Eiropa, uzliekot savai industrijai nepieciešamību samazināt izmešus, faktiski samazina viņu konkurētspēju. Lai mēs saglabātu savu konkurētspēju, citiem ir mums jāseko.

  Miriam Dalli (S&D). Madam President, today I am hearing the words ‘idealistic’ and ‘realistic’ as though these are two opposing issues at the extreme ends of the same line. Why can we not act by being ambitious and realistic? They are complementary to one another and not contradictory to one another. Climate change is a global problem with grave implications, its worst impact being felt by the most vulnerable and poorer countries, and whilst technological advances will help, each and every one of us has the strength and power to change things.

I am proud that back in 1989 Malta put climate change on the agenda of the UN General Assembly. That is why arguments that we can wait for another century or so to reduce greenhouse gas emissions are totally unacceptable to me. We cannot wait any longer. Time is of the essence. I am convinced that the Commission understands this and can continue to be the key player fighting for a really ambitious and legally-binding global agreement.

  Julie Girling (ECR). Madam President, the Paris meeting will be vital in establishing the way forward for the world’s climate. Yes, Mr Gerbrandy, even the ECR agrees with this. We want to be ambitious. We want to be united. But given that this motion calls on the President to forward it to the UNFCCC with the request that it be circulated in Paris to all non-EU parties, this causes confusion. This is unfortunate. It is one thing to communicate to the Commission whether Parliament takes a different view, but I believe Europe should approach Paris with one voice.

My Group cannot support calls for binding targets on energy efficiency and greenhouse gas reductions beyond those already agreed. I do not think it is helpful to have a position that prescribes the earmarking of ETS revenues, as this report requires, when this is not agreed. I believe we should go forward with one voice, and this report is not helpful in that regard.

  Fredrick Federley (ALDE). Fru talman! Jag tror att det finns en del ödesmättad stämning här inne. En del tror att vi går mot jordens undergång i ganska rask takt. Andra tror att ingenting kommer att hända. Jag kan lugna båda sidor med att ni kommer att bli besvikna.

Det som måste vara målet för vårt syfte med Parisavtalet är att få med så många länder som möjligt. Så att det inte blir som när vi antog Kyotoprotokollet en gång i tiden, som bara omfattade motsvarande 16 procent av världens utsläpp, utan att en så stor del som möjligt omfattas.

Det andra och det kanske absolut viktigaste, som vi också lärde oss från Kyotoprotokollet, är att vi slog de mål vi satte upp där med hästlängder. Vi har gått mycket längre än de uppsatta målen. Jag tror att tekniken kommer att bevisa att vi inte är politiskt mogna att fatta andra beslut än om sådant som vi känner till just i dag. Därför är det viktigt att vi också får möjlighet att återkomma, att senast vart femte år uppgradera avtalet, vilket jag tror är det enda sättet att hålla sig ajour. Det är det som kommer att göra att vi klarar tvågradersmålet. Inte Parismötet i sig.

  Stefan Eck (GUE/NGL). Frau Präsidentin! Vielen Dank auch an den Berichterstatter. Die Lage ist ernst, und deshalb ist es dringend erforderlich, dass alle CO2-Verursacher in die Klimaverhandlungen einbezogen werden. Aber über einen der größten Klimakiller wird viel zu wenig gesprochen: die CO2-äquivalenten Emissionen aus der globalen Massentierhaltung. Ein paar Zahlen hierzu: Auf der Erde leben rund 1,5 Milliarden Rinder. Ein Rind emittiert ca. 400 Liter Methangas täglich; mal 1,5 Milliarden Rinder, ergibt pro Tag 600 Milliarden Liter Methangas. Multipliziere ich das Ergebnis mit 25, weil Methangas eben fünfundzwanzig Mal klimaschädlicher ist als CO2, komme ich auf 15 Billionen Liter CO2 pro Tag.

Also: Die Massentierhaltung bei den Klimaverhandlungen auszuklammern, ist einfach skandalös. Deshalb mein Appell: Die Massentierhaltung muss auf die Agenda, um die Klimaziele zu erreichen. Wird das nicht der Fall sein, dann kann ich nur feststellen, dass uns das Steak wichtiger ist als das Klima, und dann können wir sagen: Mahlzeit!

  Heidi Hautala (Verts/ALE). Madam President, I would like to call on the EU to be very strict in endorsing a human-rights-based approach to climate policies. This is an important aspect of climate policy as we need to make sure that climate mitigation activities, including climate financing, do not cause environmental and social harm to people, including the impact on indigenous peoples and their environment and livelihoods.

Many multilateral development banks do have such safeguards on environmental and social impact, but unfortunately the Clean Development Mechanism (CDM) does not have any. In this respect, close to 100 organisations and several MEPs have written to the CDM Board to make sure that they will put in place such safeguards on human rights in their policies. The UN Special Rapporteur on Human Rights and the Environment endorsed this letter just a couple of days ago.

  Roger Helmer (EFDD). Madam President, well here we go again. Paris. Another UN climate conference: as ever, high hopes disappointed, commitments below expectation, delivery below commitments. We should remember that there is still a great deal of uncertainty about climate theory. It is not clear that the rise in atmospheric CO2 is anthropogenic or that atmospheric CO2 has anything like the effects postulated by the IPCC. Nor is it clear that the climate policies we are pursuing will have any material effect on levels of atmospheric CO2, or indeed on the climate, but it is absolutely clear that we are utterly unable to predict future changes. All the predictions so far have been falsified by the data, and it is clear that our climate policies will do far more economic damage than anything that could be conceived as a result of climate change. It is time to question our hysterical obsession with the new religion of climate alarmism.

Jeżeli nie bardzo wiemy o co chodzi, to prawie zawsze chodzi o pieniądze, i w tym wypadku chodzi o wielkie pieniądze, które są w podtekście niejako tej debaty. Musimy sobie zdawać z tego sprawę, żeby rozumieć zjawisko o którym mówimy. Otóż jest to tak, że ustanowiono limity emisji CO2 –dwutlenek węgla emitowany przez działalność ludzką ma niewielkie znaczenie dla przyrody i na zawartość tego dwutlenku w przyrodzie, natomiast ma wielkie znaczenie biznesowe. Otóż kraje, które rozwinęły się wcześniej, korzystają z tych limitów, które już osiągnęły i w tej chwili chciałyby pobierać opłaty z tytułu kupna tych limitów emisji dwutlenku węgla od krajów, które chcą się dopiero rozwijać. Więc kraje bogate chcą utrzymać swoje bogactwo kosztem haraczu pobieranego od tych krajów, które chcą się dopiero rozwijać – i to jest istota problemu i to musimy rozumieć.

Signora Presidente, onorevoli colleghi, signor Commissario, quando abbiamo deciso di elaborare questa relazione d'iniziativa in sede di commissione per l'ambiente, abbiamo pensato che questa discussione fosse necessaria per dare anche un mandato alla delegazione del Parlamento europeo alla Conferenza di Parigi. Abbiamo discusso in modo approfondito – e ringrazio il collega Pargneaux per il grande lavoro che ha fatto – e abbiamo trovato una mediazione condivisa rispetto a un testo che evidentemente deve essere ambizioso.

Signor Commissario, sappiamo bene come l'Europa ha guidato il processo nella lotta al cambiamento climatico e a Parigi dobbiamo continuare a prospettare delle soluzioni ambiziose. Dobbiamo forzare la mano a quei paesi che sino adesso non hanno creduto e gli obiettivi comunicati per la riduzione delle emissioni da 140 paesi sono sicuramente un primo risultato raggiunto. Dobbiamo continuare su questa strada, consapevoli del fatto che solo se ci saranno impegni forti da parte di tutti i principali soggetti inquinanti, allora potremo continuare su questa strada. Dall'altro lato, a chi si preoccupa della riduzione della capacità competitiva del nostro sistema dico che dovremo vedere cosa fare solo dopo Parigi. In quel momento potremo decidere.

Madam President, December’s climate talks in Paris are an opportunity for us to make a positive impact on the future lives of millions of people in the EU and billions across the world. It is vital that we secure a comprehensive global and binding agreement, based on the IPCC’s two-degree target, providing a clear plan to tackle dangerous climate change.

At the heart of that agreement, we need to ensure that social justice is there in the changes to come and that a just transition is guaranteed to a cleaner future. By creating decent jobs, inspiring people to innovate and transform their own workplaces and communities, whilst ensuring social security in times of change, we guarantee the public trust and support needed to tackle dangerous climate change. This opportunity must not be lost. I support the report and I ask people to support Green Amendment 12.

Frau Präsidentin! 1997 habe ich mit der damaligen Umweltministerin Angela Merkel die Umweltkonferenz in Kyoto besucht, und wir haben uns damals beide für spezifische und nicht für absolute CO2-Ziele eingesetzt. Inzwischen will Frau Merkel das Weltklima retten. Sie ist überhaupt beim Retten: Sie will den Euro retten, sie will Griechenland retten – gleich dreimal, sie will die Banken retten durch die Europäische Bankenunion zu Lasten der deutschen Sparkassen, und jetzt will sie die Weltflüchtlinge retten. Meine Damen und Herren! Immer mehr ausländische Kollegen auch in diesem Gremium zeigen und sagen mir, dass Frau Merkel und die Bundesregierung anscheinend an einem Helfersyndrom leiden. Das muss beendet werden!

Darf ich Ihnen bei dieser Gelegenheit auch nochmal sagen: Am deutschen Wesen soll Europa nicht weiter genesen. Im Übrigen – und das ist mein ceterum censeo – möchte ich darauf aufmerksam machen, dass der Einheitseuro Europa spaltet und abgeschafft werden muss.

  Charles Goerens (ALDE). Madame la Présidente, il va falloir mobiliser 100 milliards de dollars d'ici 2020 en faveur des pays en développement, rien que pour lutter contre le changement climatique. En une seule fois? Non, tous les ans. Les pays développés ont promis à ce stade 62 milliards, auxquels s'ajoutent 15 milliards annoncés par la Banque mondiale, la Banque africaine de développement et la Banque européenne pour la reconstruction et le développement.

Ce que ne révèlent pas ces chiffres, c'est que, premièrement, nous ne serons peut-être pas en mesure de mobiliser les 23 milliards restants. Si ce devait être le cas, il ne resterait plus qu'un mois et demi pour le faire. Deuxièmement, si on peut y arriver, il y aurait fort à parier que des montants substantiels seraient prélevés dans les fonds réservés au développement.

J'aimerais donc inviter aussi bien la Commission que les États membres à agir de façon à ce que l'apport européen vienne s'ajouter à l'aide publique au développement. La Commission peut-elle s'engager solennellement dans ce sens?

  Νεοκλής Συλικιώτης (GUE/NGL). Κυρία Πρόεδρε, στην επόμενη Διάσκεψη του ΟΗΕ για το κλίμα πρέπει να καταλήξουμε σε μια συμφωνία η οποία πρέπει να υλοποιηθεί από όλους. Για να επιτύχουμε όμως αυτό πρέπει να πάψει η εμπορευματοποίηση της γης. Πρέπει να τεθούν ουσιαστικοί στόχοι για την αντιμετώπιση των κλιματικών αλλαγών και για ικανοποίηση των αναγκών της κοινωνίας. Δυστυχώς το σκάνδαλο της Volkswagen απόδειξε αυτό που όλοι γνωρίζαμε, πως οι μεγάλες πολυεθνικές εταιρείες, με τη συνενοχή ορισμένων κυβερνήσεων, προωθούν τα ιδιοτελή τους συμφέροντα σε βάρος της κοινωνίας και της δημόσιας υγείας. Δεν είναι ένα μεμονωμένο γεγονός. Είναι ο λόγος για τον οποίον πρέπει να ληφθούν άμεσα μέτρα αυστηρού ελέγχου αλλά και να θέσουμε τα συμφέροντα των ανθρώπων και του περιβάλλοντος πάνω από τα συμφέροντα των πολυεθνικών εταιρειών. Έπειτα, η Ευρωπαϊκή Ένωση, και ιδιαίτερα τα πλούσια κράτη, πρέπει να πρωτοστατήσουν ώστε να υλοποιηθεί επιτέλους η δέσμευση για δημιουργία ενός πράσινου ταμείου χρηματοδότησης των αναπτυσσόμενων χωρών, επειδή έτσι μόνο θα μπορέσουν οι χώρες αυτές να προσαρμοστούν στις νέες κλιματολογικές αλλαγές. Μονάχα έτσι θα υπάρχει ελπίδα να σωθεί ο πλανήτης.

  Jerzy Buzek (PPE). Pani Przewodnicząca! Nie mamy wątpliwości – trzeba zatrzymać globalne ocieplenie, ale właśnie: to jest problem globalny. Rozwiążemy go tylko wtedy, gdy do naszych starań dołączą kraje, które emitują najwięcej gazów cieplarnianych. Tylko wtedy też Unia Europejska stanie się prawdziwym liderem. Lider to ktoś, za kim podążają inni, a teraz to wygląda tak, jakbyśmy byli samotnym długodystansowcem. Brak skutecznego, wiążącego prawnie globalnego paktu na rzecz klimatu z jednej strony naraża unijną gospodarkę na spadek konkurencyjności, utratę miejsc pracy, zwłaszcza w sektorach energochłonnych, a z drugiej strony podważa także sens naszych starań na rzecz klimatu, na rzecz klimatu w Unii Europejskiej, które Unia podejmuje od dawna.

COP 21 musi się więc zakończyć porozumieniem, w którym reszta świata zobowiąże się do wysiłków na miarę tych unijnych. W przeciwnym razie trzeba się będzie poważnie zastanowić nad naszymi unijnymi celami klimatycznymi i nasi partnerzy globalni, których chcemy przekonać do porozumienia, powinni o tym wiedzieć; powinniśmy o tym poinformować, że nie chcemy samotnie zwalczać zagrożeń klimatycznych.

  Massimo Paolucci (S&D). Signora Presidente, onorevoli colleghi, tutto il mondo guarda con speranza a Parigi. L'ottimo lavoro svolto dal collega Pargneaux ci consegna una relazione forte, chiara negli obiettivi, realistica perché la realtà e i fatti ci dicono che dobbiamo cambiare rotta. Cosa deve ancora succedere per comprendere che decarbonizzare l'economia non è una fissazione di cavernicoli che vogliono bloccare sviluppo e progresso. Ecco perché bisogna insistere per ridurre progressivamente gli incentivi all'estrazione del carbone fossile e spostare queste risorse su fonti rinnovabili, risparmio ed efficienza energetica. Ecco perché continuo a pensare che sviluppo sostenibile non faccia rima con nuove trivellazioni. Realismo significa non mettere la testa sotto la sabbia. Le risorse della Terra non sono illimitate. Per conservare i nostri standard occidentali di benessere dobbiamo cambiare. Non possiamo continuare ad utilizzare in un anno le risorse di un minuto e mezzo. Questa è la sfida dell'economia circolare: produrre il 30% utilizzando al meglio le risorse.

  Angélique Delahaye (PPE). Madame la Présidente, Monsieur le Commissaire, chers collègues, je tiens à remercier le rapporteur, moi aussi. Il est essentiel que nous, députés européens, parlions d'une voix unie sur ce sujet capital pour l'avenir de notre planète.

À Paris, je souhaite que nous obtenions un accord international contraignant pour le plus grand nombre, et en particulier pour les pays les plus émetteurs. Mais cet accord devra être réaliste. En effet, ce n'est pas parce qu'il y aura un accord à Paris que nous aurons trouvé la solution au changement climatique et à son cortège de perturbations (inondations, ouragans, sécheresses) que nous observons de plus en plus fréquemment. Ce sommet ne pourra être considéré comme un succès que si nous obtenons des solutions concrètes et des engagements contraignants.

Le meilleur moyen pour réussir à Paris, c'est d'être ambitieux et pragmatique. L'Union européenne ne doit pas être la seule à agir. Rappelons que nous représentons moins de 11 % des émissions mondiales de CO2. Sans un engagement concret de nos partenaires, nos efforts ne serviront à rien.

J'aimerais aussi mentionner l'importance d'un financement crédible, car, nous le savons tous, l'argent est le nerf de la guerre. C'est pourquoi je plaide pour un soutien aux financements innovants et au renforcement de la participation du secteur privé. Enfin, je souhaiterais rappeler l'importance de ne pas stigmatiser certains secteurs. Je crois plus en l'action positive qu'en l'action punitive. Par contre, il faudra affirmer clairement que tout le monde doit participer. En la matière, l'association des acteurs non étatiques aux côtés des gouvernements est primordiale dans l'action pour le climat.

  Linda McAvan (S&D). Madam President, just two weeks ago in New York, world leaders signed up to 17 global goals for sustainable development to end poverty, combat inequality and tackle climate change. The goals are ambitious and set a strong foundation for a sustainable future. COP 21 in Paris is the first big test of whether governments are serious and will turn those words into action. Without a binding global agreement in Paris and concrete financial commitments, the Sustainable Development Goals have little chance of becoming a reality.

The poorest are already paying the price of climate change in many developing countries and, as Charles Goerens has said, we must help them pay for adaptation. Therefore, I welcome the words in our resolution on climate finance. As President Hollande told us last week in Strasbourg, Paris is make-your-mind-up time. There is no second chance because we do not have a second planet.

  Pilar Ayuso (PPE). Señora Presidenta, señor Comisario, la Unión Europea ha demostrado su compromiso con la protección del planeta y frente al cambio climático. Hemos liderado sucesivas Conferencias de las Partes y hemos adoptado políticas efectivas para reducir las emisiones durante los últimos años. También nos hemos comprometido a cumplir objetivos de reducción de emisiones en los próximos años.

Pero lo que ahora necesitamos es un acuerdo internacional con compromisos asumidos por todas las partes. Por eso es importante llegar a una solución equilibrada, para que todos los grandes países contribuyan según sus responsabilidades y sus capacidades. Los objetivos deben ser obligatorios y ambiciosos, pero también deben ser realistas y alcanzables. No podemos consentir que nuestra industria se tenga que deslocalizar o inducirla a recurrir a otras estrategias como el llamado «caso Volkswagen» para poder cumplir la normativa. En ese sentido, es deseable una mayor integración de las políticas europeas de cambio climático y de calidad del aire.

Esta Resolución tiene un amplio consenso y es un claro apoyo a la labor de la Comisión y un acicate para llegar a un buen acuerdo para el medio ambiente y también procurar condiciones equitativas para la competitividad de las empresas.

Por último, quiero desear buena suerte a los quince diputados que integran la delegación en la cumbre de París y, por supuesto, a usted, señor Comisario. Estoy segura de que harán una importante contribución a la misma en nombre de todos nosotros.

  Jytte Guteland (S&D). Fru talman! Många talar om klimatförändringarna som om det vore någonting som skulle inträffa i framtiden, men faktum är att de slår mot människor redan i dag. Jag träffade Marshallöarnas handelsminister under våren och han kunde berätta hur detta lilla land, som dock är en stor sjönation, redan i maj drabbades av fler stormar än man normalt gör under hela stormsäsongen, dvs. under hösten.

Människor drabbas i dag. Vi riskerar att många människor kommer tvingas på flykt i framtiden om vi inte agerar resolut. Därför vill jag tacka vår föredragande för detta tydliga initiativbetänkande. Det innehåller väldigt tydliga och ambitiösa mål. Jag är extra glad för skrivningarna om att vi måste ha bindande energieffektiviseringar och förnybar energi.

Jag vill lyfta fram, som en uppmaning till kommissionär Arias Cañete som är här i dag, att vi också måste få med sjöfarten och flygindustrin som nu undantas från texten. Arbeta hårt för att dessa inte undantas. Det sänder negativa signaler till alla de som måste arbeta hårt för en...

  Ivo Belet (PPE). Ik wil eerst en vooral collega-rapporteur Gilles Pargneaux feliciteren. Het is zijn verdienste dat we met een breed en sterk gedragen standpunt naar Parijs kunnen. Ik denk dat we het erover eens zijn dat alle sectoren inspanningen moeten leveren: het transport, de bouw, de industrie en energiecentrales. Maar het wordt uiteraard ook rijden en omzien en vooral ervoor zorgen dat de concurrentiekracht van onze Europese energie-intensieve industrie niet in het gedrang komt.

Ik ben er zeker van, commissaris, dat dit ook een van uw zorgen is. Daarom moeten we er onder meer voluit voor gaan om ons unieke Europese emissiehandelssysteem te koppelen aan vergelijkbare modellen op andere continenten. Dat moet een van onze doelen zijn: een wereldwijd emissiehandelssysteem. Dat is een van de beste instrumenten om een koolstofarme productie te realiseren. We moeten uiteraard koploper zijn en blijven en ook duidelijk maken dat dit enorme kansen biedt voor onze industrie. Ik wens de commissaris heel veel succes in Parijs en we rekenen uiteraard op hem.

  Seb Dance (S&D). Madame la Présidente, je tiens à remercier le rapporteur, M. Pargneaux, pour son travail ...

I am glad that the Commissioner has not been consulting the same oracle birds – the swallows, the swans or whatever other mystical bird UKIP has been consulting – when it comes to climate change, and that he intends to follow an ambitious programme here, because that leadership role is absolutely crucial. I believe him when he says the EU must maintain a leadership role. But we do have a risk of undermining that role if we do not take into account the principles that were agreed just a few weeks ago in New York in discussing the Sustainable Development Goals.

That means that the principles of a just transition, which apply of course to those sectors that will be affected most by a transition to a low-carbon economy, apply also to developing countries, and we have to put that principle right at the heart of things. Some good text was removed in the Committee on the Environment, Public Health and Food Safety and I regret that, but there is a chance now to vote to put that text back in. I support the report and I support those amendments which will do just that.

  Annie Schreijer-Pierik (PPE). Hopelijk wordt er in Parijs een klimaatovereenkomst gesloten, maar zover zijn we nog lang niet. Vandaag spreken we hier in het Parlement over onze ambities in verband met dit akkoord. Duurzaamheid is het nieuwe sleutelwoord in de politiek, maar ook in het bedrijfsleven. Het is hot. Precies daarmee zouden we aan de slag moeten gaan als we in Parijs echt resultaat willen boeken. We moeten iedereen aan boord houden. Als politici moeten we eens gaan erkennen dat er geen tegenstelling bestaat tussen een ambitieuze klimaatovereenkomst en een leefbaar klimaat voor onze bedrijven. Het is niet "of of" maar "en en". Ook de paus heeft hiertoe opgeroepen. Laten we als politici nu eens het goede voorbeeld geven. Ons eigen Europese bedrijfsleven vraagt om een akkoord. Onze bedrijven moeten hiermee aan de slag en weten niet waar ze aan toe zijn. Alle sectoren moeten betrokken worden bij het bereiken van de doelen die we hebben gesteld, anders komen we er niet. We mogen de werkgelegenheid en de economie van vandaag en die van onze kinderen niet uit Europa laten verdwijnen. Nu wordt er een mooie kans gegeven om...

  Christine Revault D'Allonnes Bonnefoy (S&D). Madame la Présidente, je tiens à saluer l'excellent travail du rapporteur, Gilles Pargneaux, qui permettra d'envoyer un signal fort et clair: l'Union européenne sera le fer de lance de la lutte contre le changement climatique.

J'ai moi-même été très heureuse de pouvoir contribuer à ce texte en tant que rapporteure fictive du groupe des socialistes et démocrates pour l'avis donné par la commission des transports et du tourisme. Oui, les transports, ce secteur qui représente un quart du total des émissions de CO2 de l'Union européenne et qui est le seul secteur dont les émissions vont continuer de croître, doit et peut prendre sa part à l'objectif de maintenir le réchauffement du climat à moins de 2 degrés. Sans une prise de conscience forte sur le rôle des transports dans un contexte d'urbanisation croissante pour réduire les émissions de CO2, nous ne pourrons pas atteindre les objectifs de la COP 21.

Nous devons appeler la Commission et les États membres à sensibiliser toutes les parties prenantes aux enjeux qui lient les transports et la lutte contre le réchauffement climatique. C'est aussi un formidable défi économique et social que nous devons relever en développant les transports collectifs aux motorisations exemplaires, en favorisant le rapport modal du fret vers le rail et le fluvial et en intensifiant la recherche sur les carburants alternatifs et les nouvelles motorisations.

  Jo Leinen (S&D). Frau Präsidentin! In dem sehr guten Bericht von Gilles Pargneaux haben wir gefordert, dass der Kohlenstoff einen Preis bekommt. Es ist doch eine Katastrophe, dass die Erdatmosphäre als Müllhalde benutzt wird, dass Milliarden Tonnen von Gasen ohne Folgekosten in die Atmosphäre geblasen werden. Es ist höchste Zeit, dass der Kohlenstoff einen Preis bekommt – entweder durch ein Zertifikatssystem, wie wir es in der EU haben, oder auch durch eine CO2—Abgabe oder –Steuer, wie es andere Länder machen.

Herr Kommissar Cañete, ich möchte Sie deshalb fragen: Wird die EU Initiativen ergreifen, damit wir in dem Paris-Protokoll irgendetwas stehen haben über die Preisbildung von Kohlenstoff und einen weltweiten Kohlenstoffmarkt? Wenn wir das hätten, würden auch die Probleme des carbon leakage geringer sein, weil andere – vor allen Dingen die Hauptkonkurrenten – dann ebenfalls den Kohlenstoff besteuern würden.

Paní předsedající, tak si to shrňme, co máme na stole čtyřicet sedm dní do klimatické konference v Paříži: optimistická prohlášení, výbornou zprávu Gilla Pargneaux, dosud dojednané nebo nabídnuté závazky, které jsou tak asi polovinou toho, co bychom potřebovali, chabou náhradu revizní klauzule uhelným kamenem, financování opatření v oblasti klimatu ve výši sto miliard, ale reflexe států, reflexe těch stran jsou velice, velice rozpačité – takže taky nedostatečné.

Máme tady větší světovou podporu fosilních paliv než podporu opatření na zmírňování klimatické změny a to ještě mnozí říkají, že jsme příliš ambiciózní. Díky Gillovi Pargneaux budeme mít dobrou pozici na klimatickou konferenci a řekněme si to jasně, Paříž je poslední šance. Jestli se v Paříži státy nedohodnou na řešení, příští konference už bude v lepším případě jenom o adaptaci nebo o přežití. Jestli někdo potřebuje obraz důsledku klimatické změny, tak ať si současnou migrační krizi vynásobí asi tak stokrát.

Estamos a poucas semanas da Conferência de Paris relativamente à qual se pretende obter um acordo ambicioso e vinculativo a nível global. À medida que nos aproximamos desta, as pressões por parte de alguns sectores para atenuar o nível de ambição de um possível acordo são mais altas do que nunca.

É com preocupação que vemos a recente exclusão no esboço das conclusões da conferência de metas de redução de emissões de CO2 para os sectores dos transportes marítimos e aviação. Se os progressos na ICAU e na IMO têm sido manifestamente insuficientes até agora, a ausência em Paris de uma referência em termos de objetivos para estes sectores seria simplesmente irresponsável e constituiria um aval político para a ausência de um esforço partilhado e equilibrado na redução de emissões de CO2. Os transportes Marítimos e a aviação representam, combinados, cerca de 8% das emissões globais e com tendência crescente. Não é justo exigir um esforço adicional a outros sectores, como o energético ou o industrial, que lutam também pela sua competitividade e cujo contributo para a redução de emissões é já claro. Devemos assegurar que a ambição é mantida no Acordo Climático de Paris.

Madam President, with an estimated 200 million people in the world forced to leave their homes because of natural disasters in the last five years alone, it is highly likely that climate change could soon become the biggest source of population displacement and that it would have a disproportionately higher impact on less-developed states. The costs of inaction are enormous and the preventive measures of today are far less costly than the adaptation costs needed tomorrow.

Succeeding in reaching an agreement at the Paris conference is not the end of the line, but rather the start of a long period of transformation and adaptation. Therefore, in order to ensure that this agreement will have the strongest possible impact in the long term, we have to make sure that the targets are ambitious and binding enough, and that the agreement is underpinned by strong rules on transparency in reporting, monitoring and verification.

  Tibor Szanyi (S&D). Én szintén egy olyan vetülethez szeretnék fordulni, ami a Párizsban az Európai Uniót képviselők számára egy intelem. Eck képviselő úr is már említette, hogy bizony az eddig általunk ismert forrásokhoz képest más szennyezések is előfordulnak. Mi állandóan haragszunk az autókra, fűtésre meg erre, meg arra, de tényleg ne feledkezzünk meg arról, hogy a mezőgazdaság is az egyik legnagyobb szén-dioxid-kibocsátó és nem csak az állattenyésztés révén, hanem sajnos a gazdátlanul hagyott erdők metánkibocsátása miatt is. Tehát hogyha jövőt akarunk építeni, akkor én azt kérem mindenkitől, hogy ne csak az eddig unos-untalan hangoztatott körülményekre legyünk tekintettel, hanem azokra az új jelenségekre is, amikkel eddig nem számoltunk.

  Mark Demesmaeker (ECR). Klimaatverandering vormt samen met biodiversiteitsverlies en grondstoffenschaarste een van de belangrijkste wereldwijde uitdagingen. Niets doen heeft onomkeerbare gevolgen en is nefast voor de planeet, de mens en de economie. Europa speelt al jaren een voortrekkersrol maar kan het probleem niet alleen oplossen. Een nieuw internationaal akkoord bereiken is daarom van fundamenteel belang. Om daarin te slagen heeft Europa bondgenoten nodig. Hoewel er positieve signalen zijn, bijvoorbeeld uit de VS en China, valt het af te wachten of andere landen het Europese ambitieniveau daadwerkelijk willen delen. Regelmatig over de schouder kijken of iedereen nog volgt is dus de boodschap.

De voorliggende resolutie bevat heel wat positieve elementen die ik verwelkom. Maar ik denk wel dat meer realiteitszin op bepaalde punten de positie van het Parlement als een geloofwaardige en invloedrijke gesprekspartner sterker zou maken. Het verzoenen van ambitie met realiteitszin is essentieel om daadwerkelijk concrete stappen vooruit te zetten.

  Izaskun Bilbao Barandica (ALDE). Señora Presidenta, dos ideas para este informe sobre el cambio climático.

En primer lugar, recalcar el papel decisivo que las instituciones locales y regionales desempeñan en esta causa. El 80 % de las medidas para fomentar ahorros de energía, una movilidad sostenible, la reducción y reciclado de residuos, o la implicación ciudadana en este empeño, se toman a nivel local o regional. Pensar en global, sí. Apoyar la actuación desde lo próximo e implicar a los poderes locales y regionales en la toma decisiones, también. Alianzas regionales como Under 2, en la que participan California, Quebec, Baden-Württemberg o el País Vasco, cuya ministra de Medio Ambiente, Ana Oregi, nos acompaña en este debate, son un ejemplo del camino a seguir.

En segundo lugar, propiciemos acuerdos globales para evitar diferenciales de competitividad basados en producciones que ignoran los objetivos mundiales contra el cambio climático. La industria europea necesita que extrememos la vigilancia y tomemos medidas contra la venta de productos que por fabricación o características no acaten las medidas que nuestras empresas sí respetan para luchar contra el cambio climático.

Κυρία Πρόεδρε, η πρόταση ψηφίσματος που συζητούμε μας επισημαίνει ότι η κλιματική αλλαγή συνιστά μία τεράστια απειλή για τις ανθρώπινες κοινωνίες και ότι υπάρχει επείγουσα ανάγκη για ανάληψη δράσης ώστε να οδηγηθούμε σε μια παγκόσμια νομικά δεσμευτική συμφωνία μείωσης των εκπομπών αερίων του θερμοκηπίου. Εύστοχη είναι και η επισήμανση της έκθεσης για την ανάγκη αξιοποίησης των τεχνολογιών καθαρής ενέργειας. Όμως, η πρακτική των οργάνων της Ευρωπαϊκής Ένωσης απέχει πολύ από τις ωραίες αυτές διακηρύξεις, όπως αποδεικνύει το σκάνδαλο με τα παραπλανητικά στοιχεία για τις εκπομπές ρύπων που έδωσαν γερμανικές αυτοκινητοβιομηχανίες. Ήδη από το 2013, όπως προκύπτει από σχετική έκθεση του Κοινού Κέντρου Ερευνών της Ευρωπαϊκής Επιτροπής, ήταν γνωστή η ύπαρξη συστημάτων νόθευσης των στοιχείων. Καθώς όμως η τιμωρία των αδύναμων, όπως για παράδειγμα με τις πολιτικές λιτότητας, και η προστασία των συμφερόντων των ισχυρών τείνει να γίνει πάγια πρακτική, δεν μας εκπλήσσει η άρνηση της έγκαιρης επιβολής κυρώσεων.

  Claude Turmes (Verts/ALE). Madame la Présidente, cher Gilles Pargneaux, félicitations pour ton rapport. C'est un rapport qui est clair et qui a de l'ambition. Oui à un accord contraignant et ambitieux à Paris. Oui à un financement clair. Charles Goerens a dit ce qu'il fallait faire, à savoir que les États membres ne devaient surtout pas leurrer de nouveau les pays du tiers-monde. Et oui surtout aux énergies renouvelables et à l'efficacité énergétique.

À présent, au moment de voter, nous voyons la droite qui dit "oui, peut-être qu'il est possible de faire quelque chose pour le changement climatique", mais qui ne veut pas qu'on soit spécifique sur les instruments.

Moi, je dis que nous devons avancer vers les énergies renouvelables et vers l'efficacité énergétique, pas seulement pour le climat, mais aussi pour que nous soyons moins dépendants de M. Poutine et pour créer de l'emploi en Europe.

Par conséquent, en vue du vote, je dis non aux amendements du groupe PPE et du groupe ECR.

  Miguel Arias Cañete, Member of the Commission. Madam President, I would like to reiterate my thanks to Mr Pargneaux and all those who have collaborated on the delivery of this important report. I just want to make four points.

First of all, there is a lot of work ahead of us in the 50 days we have before Paris. We are not there yet. It is true that there are indices: at the moment, more than 150 countries have presented their indices. There is a high level of ambition but we are not within the two-degrees objective. Under a business-as-usual scenario, according to the IPCC assessment, the increase in world temperature would be in a range of 3.8 to 4.7 degrees. With all the 150 indices on the table, according to the Joint Research Centre estimates, we are at about three degrees.

A lot of work has to be done in Paris, and that means that Paris must produce an ambitious agreement with a dynamic process of review, including transparency and accountability, and with a clear long-term goal allowing us to take stock from time to time and raise the level of our ambition. Tackling and facing up to global warming is not a matter that we will solve at the Paris meeting, but in Paris we have to create the instruments for long-lasting action towards fighting global warming throughout the century. We have to achieve full decarbonisation of our economies before the end of the century, and that requires a lot of effort.

I want briefly to answer some remarks that Members made: Mr Eickhout, Mr Groote, Mr Gerbrandy, Mr Liese and Ms Guteland asked what will happen with maritime and navigation transport. The Commission considers that the international navigation and shipping sectors should also contribute to the global efforts for emissions reductions, because if we want a comprehensive and consistent agreement for below two degrees it must cover all sectors of the economy, including international transport. This should entail a mandate to the International Civil Aviation Organisation (ICAO) and the International Maritime Organisation (IMO) to deliver a concrete message on the reduction of greenhouse gas emissions from international aviation and shipping. Those emissions should also be subject to regular review so that the measures can be enhanced over time, in line with decarbonisation scenarios.

There was also a question to the Commission concerning our position on earmarking EU Emissions Trading System (ETS) allowances for international climate finance. ETS auction revenues are one of the many public revenue sources that Member States may use to mobilise climate finance, and the Commission proposal for the ETS revision actively encourages Member States to use ETS auction revenues to finance climate action.

Lastly, there was a question relating to fossil fuels. The Commission is in favour of phasing out fossil fuel subsidies, and in the G20 framework we supported the United States proposal for a target date of 2025.

Oui, nous sommes dans le combat du siècle, un combat du siècle non seulement pour notre vie quotidienne, mais aussi pour l'avenir de nos enfants et de nos petits-enfants.

Je voudrais dire aux "climato-sceptiques" que c'est une chance que notre rapport soit largement adopté ce soir. C'est une chance que nous ayons un accord à Paris, parce qu'il permettra non seulement de lutter contre le changement climatique, mais aussi de changer de paradigme et de mettre en place une nouvelle économie fondée sur une croissance verte ainsi qu'une nouvelle politique énergétique, pour permettre une hausse du pouvoir d'achat, notamment pour les plus modestes.

Je voudrais aussi confirmer à plusieurs de nos collègues que, oui, ce rapport souhaite l'inclusion du secteur de l'aviation et du secteur maritime dans l'accord de Paris et que oui, nous souhaitons également mettre un terme aux subventions aux combustibles fossiles d'ici à 2020.

Nous avons engagé un rapport de force. Pour que nous, la démocratie parlementaire, gagnions ce rapport de force, il faut que notre rapport soit adopté ce soir avec la plus large majorité possible.

Nous sommes tous très majoritairement d'accord pour affirmer que l'accord de Paris ne devra pas seulement être un dialogue d'essai, mais surtout un dialogue pour décider de notre avenir et de celui de nos enfants.

Dans la perspective de la COP 21 qui se tiendra à Paris début décembre 2015, le Parlement souligne, via cette résolution que j’ai approuvée, l’extrême importance et la gravité des menaces provoquées par le changement climatique et s’inquiète du fait que la communauté internationale s’écarte sensiblement de la voie à suivre en ce qui concerne la limitation du réchauffement climatique mondial à une hausse de 2 °C par rapport aux niveaux préindustriels. Le rapporteur demande notamment à l’Union et à ses États membres de travailler avec tous les acteurs de la société civile pour développer des initiatives dans des secteurs clés pour l’atténuation du réchauffement et invite les entreprises à accepter et exercer activement leurs responsabilités et à promouvoir le soutien à l’accord sur le climat.

  Vilija Blinkevičiūtė (S&D), raštu. Klimato atšilimas – tai viena didžiausių žmonijos problemų, kylanti darniam vystymuisi, sveikatai ir pasaulio ekonomikai. Pakilusi temperatūra, tirpstantys ledynai, padažnėję sausros ir potvynių atvejai yra ženklai, kad klimatas pradėjo šilti. Todėl, reaguojant į klimato atšilimą, reikia skubaus, atsakingo ir visuotinio sprendimo, pagrįsto tarptautinės bendruomenės solidarumu. 2015 m. kovo 6 d. ES valstybių narių aplinkos ministrai oficialiai įsipareigojo mažinti Europos Sąjungoje išmetamą šiltnamio efektą sukeliančių dujų kiekį. Europos Sąjunga ir jos valstybės narės įsipareigojo kartu laikytis privalomo tikslo iki 2030 m. išmetamą šiltnamio efektą sukeliančių dujų kiekį Europos Sąjungoje sumažinti ne mažiau kaip 40 proc., palyginti su 1990 m. 2015 m. kovo mėn. Europos Sąjunga Klimato konvencijos sekretoriatui (UNFCCC) nurodė, koks yra numatomas nacionalinis indėlis. Europos Sąjungos indėlis turi įkvėpti kitas šalis, užtikrinant aiškumą, skaidrumą ir tikslų siekimą. Plataus užmojo Europos Sąjungos įsipareigojimai yra lemiami, siekiant užtikrinti jos patikimumą derybose. ES turi siekti veiksmingos plataus užmojo politikos, kad iki 2050 m. būtų pereita prie kitokios energetikos sistemos, pasitelkdama ne tik klimato ir energetikos politikos priemones, bet ir kitas sritis, kaip antai transporto, mokslinių tyrimų, inovacijų, prekybos ir vystomojo bendradarbiavimo.

  Nicola Caputo (S&D), per iscritto. I cambiamenti climatici sono una minaccia che potrebbe avere effetti irreversibili sulla biosfera e sulla società umana. Ecco perché la Conferenza di Parigi sul clima dovrà portare ad un accordo quanto mai ambizioso, dalla portata universale e giuridicamente vincolante. Solo un accordo con tali caratteristiche potrà fornire soluzioni a lungo termine alla sfida climatica e contribuire a raggiungere l'obiettivo di un aumento delle temperature inferiore ai 2°C.

Gli ultimi anni hanno dimostrato come i cambiamenti climatici abbiano conseguenze dirette e spesso drammatiche sulla vita delle persone. Dal 2008 al 2013, tempeste, alluvioni, terremoti e altri eventi meteorologici estremi hanno costretto 166 milioni di persone ad abbandonare improvvisamente le proprie abitazioni e a spostarsi. Come constatato dal Presidente Juncker durante il suo primo discorso sullo stato dell'Unione, i cambiamenti climatici potrebbero addirittura contribuire a un inasprimento della crisi dei profughi nel Mediterraneo. Il prossimo summit di Parigi dovrà quindi inserire con forza le problematiche legate alle migrazioni ambientali nelle agende politiche internazionali e dovrà creare un terreno fertile per il riconoscimento del fenomeno delle migrazioni dovute ai cambiamenti ambientali e quindi per il riconoscimento dello status di rifugiato ambientale.

  Fabio Massimo Castaldo (EFDD), per iscritto. La conferenza sul clima prevista per la fine dell'anno a Parigi è di enorme importanza, in quanto essa è chiamata ad essere la sede per la sottoscrizione del nuovo accordo internazionale sul clima. Ho accolto con grande favore la relazione presentata in merito, in quanto pone obiettivi chiari e condivisi in merito ad efficienza energetica, utilizzo delle rinnovabili e riduzione delle emissioni, ma, soprattutto, rimarca l'importanza di concludere un accordo ambizioso e vincolante. La questione ambientale e dei cambiamenti climatici costituisce da sempre uno dei punti chiave delle nostre battaglie e sono quindi stato lieto di votare a favore della relazione del collega.

Într-un viitor nu foarte îndepărtat lumea riscă să se confrunte cu noi provocări dacă nu sunt luate măsuri corespunzătoare, iar una dintre probleme va fi o concurență acerbă pentru resurse, generată de schimbările climatice. Această concurență riscă, totodată, să accentueze pericolul strămutării populației, atât în interiorul frontierelor naționale, cât și la nivel transfrontalier.

Potrivit unui raport pe 2014 al UNEP privind decalajele în ceea ce privește adaptarea la schimbările climatice, țările în curs de dezvoltare vor avea nevoie de dublarea sau chiar de triplarea bugetelor alocate acestui capitol față de estimările anterioare de 70-100 de miliarde USD pe an până în 2050.

O atenție deosebită trebuie alocată reducerii defrișărilor și degradării pădurilor care sunt responsabile pentru 20% din emisiile globale de gaze cu efect de seră, dar și respectării angajamentelor asumate de refacere a 350 de milioane de hectare de pădure, lucru care ar permite reducerea emisiilor de CO2 cu 4,5-8,8 miliarde de tone pe an până în 2030.

  Michel Dantin (PPE), par écrit. La COP21 est un rendez-vous incontournable dans la lutte contre réchauffement de la planète. Nous devons nous fixer des objectifs ambitieux de réduction des émissions de CO2. Si le dérèglement climatique provoque déjà des perturbations et des déplacements de population, demain, c'est à dire dans dix, trente ou cent ans, ces phénomènes seront ingérables. J'insiste sur le caractère collectif de l'engagement. L'Europe seule ne représente que 11 % des émissions de CO2 mondiales. Nous ne pouvons pas être les leaders de la transition énergétique et préserver la compétitivité de notre économie sans l'engagement des économies émergentes et des pays en développement. La capacité d'adaptation de ces pays à un modèle économique "bas carbone" jouera donc un rôle majeur. À cette fin, nous devons garantir une enveloppe de 100 milliards d'euros, en utilisant les financements publics comme privés, dans laquelle les pays de l'Union prendront leur juste part. Soutenant ce rapport, je souhaite toutefois rappeler que la clé de l'accord tient dans la faisabilité de ses objectifs, aussi ambitieux soient-ils. Il est donc essentiel de maintenir un dialogue permanent entre les différentes entités des secteurs public et privé, afin de construire une action globale contre le CO2.

Párizs sokkal többet jelent ennél, hiszen a Földünk történelmi jelentőségű lépés előtt áll. A szén-dioxid-kibocsátás csökkentéséről szóló Kiotói Jegyzőkönyv idén lejár. Ezért egy ésszerű és minden szén-dioxid-kibocsátó állam által aláírt és ratifikált kibocsátáscsökkentési megállapodásnak kell létrejönnie ahhoz, hogy megakadályozzuk a visszafordíthatatlan következményekkel járó globális hőmérsékletemelkedést. Az Európai Unió már megtette határozott vállalását, ami egyben megköveteli a fejlett és fejlődő világ többi országától, hogy kövesse ezt a példát. Úgy vélem, hogy az új megállapodásnak dinamikusnak kell lennie, ami a folyamatos ellenőrzést és a csökkentési vállalások felülvizsgálatának lehetőségét is biztosítja. Fontos továbbá, hogy a gazdagabb, szerencsésebb történelmű országok anyagilag és tudással is segítsék a fejlődő gazdaságokat, hogy a hagyományos, fosszilis alapú fejlődési szakaszt kihagyva, az új technológiákat alkalmazva léphessenek a környezettudatos gazdasági fejlődés útjára. Szerencsére Magyarországon felnövőben van egy nemzedék, amelyik a szüleinél fontosabbnak tartja a környezet ügyét, kerüli a vegyszeres, génmanipulált ételeket, kedveli a helyi zöldségeket, az öko-turizmust, a közösségi kerteket – a politikusoknak pedig az a feladatuk, hogy segítsék és támogassák ezt a folyamatot.

Napriek tomu, že opatrenia zamerané na riešenie zmeny klímy a znižovanie emisií skleníkových plynov sú prioritou Európskej únie, tá už nie je hnacou silou rokovaní o klimatických zmenách a globálnom otepľovaní, ako tomu bolo v minulosti. Jedným z dôvodov je, že samotná uhlíková stopa 28 členských krajín únie je relatívne malá v porovnaní s niektorými rozvojovými krajinami. Podľa posledných odhadov všetko nasvedčuje tomu, že dosiahnutie obmedzenia globálneho otepľovania planéty do roku 2050 na + 2 stupne je v nedohľadne a pri súčasnej trajektórii by na konci storočia mohlo dôjsť k otepleniu až o + 4 – 6 stupňov. Podporujem preto kroky Európskej komisie, ktorá prijala oznámenie s názvom Parížsky protokol – koncepcia boja proti celosvetovej zmene klímy po roku 2020, ktoré je súčasťou prípravy Európskej únie na posledné kolo rokovaní pred 21. konferenciou Organizácie Spojených národov o zmene klímy v Paríži. Nesmieme zabúdať nato, že boj proti klimatickým zmenám je spoločný európsky záväzok a že na zmenu klímy doplatia najviac najchudobnejšie časti sveta, ktoré majú najmenšie možnosti ako proti zmene klímy efektívne bojovať.

  Anja Hazekamp (GUE/NGL), in writing. To maintain a liveable earth we have to halt climate change now. As one of the main culprits of climate change, Europe carries a great responsibility in achieving global binding agreements on the reduction of greenhouse gas emissions. Regrettably, the report ‘Towards a new international climate agreement’ only contains one single paragraph on agriculture, whose impact on climate change cannot be overstated enough. Especially, the negative impact of meat production on climate change persists, and prospects for the future are grim. The world population is estimated to reach 9.6 billion by 2050. Diets are predicted to become more affluent, containing more meat and dairy products. This shift towards unsustainable diets will entail a tremendous, if not impossible burden on the planet’s resources. There is a clear link between livestock farming and global warming. Meat and dairy production are responsible for at least 14% of all our greenhouse gas emissions. It would be negligent to not tackle this issue when fighting climate change – especially when we realise that people and animals in the poorer areas of the world will be affected first and the worst, owing to extreme weather conditions due to climate change.

Fontos továbbá, hogy a gazdagabb, szerencsésebb történelmű országok anyagilag és tudással is segítsék a fejlődő gazdaságokat, hogy a hagyományos, fosszilis alapú fejlődési szakaszt kihagyva, az új technológiákat alkalmazva léphessenek a környezettudatos gazdasági fejlődés útjára. Végül engedjék meg, hogy kitérjek a határozat egyik igen nagy jelentőségű hivatkozására: Néppárti kollégáimmal elértük, hogy az idén nyáron megjelent Laudato Si’ kezdetű enciklikára való utalás része legyen az állásfoglalásnak. Ferenc pápa üzenete, azaz személyes felelőségünk hangsúlyozása véleményem szerint ugyanis megkerülhetetlenné vált az éghajlatváltozásról folytatott nemzetközi párbeszédben.

  Ivan Jakovčić (ALDE), napisan. Novi globalni međunarodni dogovor o klimi koji se očekuje u Parizu presudan je za budućnost našeg planeta. Europska unija mora doći na tu konferenciju s jednim glasom i biti predvodnik u zahtjevima za smanjenjem emisija koje izazivaju globalne klimatske promjene.

Zemlje članice i Europska unija moraju nastaviti s ambicioznim programima i rješenjima kako bi bila primjer mnogobrojnim zemljama koje će prisustvovati pariškoj konferenciji. Dosadašnji napori i postavljeni ciljevi moraju dobiti novi impuls kako bi se spriječile radikalne klimatske promijene koje će posebno u nekim područjima planeta izazvati ili već izazivaju teške posljedice.

  Barbara Kappel (ENF), schriftlich. Ein weltweites Klimaschutzabkommen wie COP 21 sollte für alle Vertragspartner bindend und mit einem Vollziehungsmechanismus ausgestattet sein. Ebenso sollte ein solches Abkommen über die nötigen Sanktionsmöglichkeiten verfügen, damit sich alle unterzeichnenden Länder, ungeachtet ihrer Größe und ihres Exposures zum Klimawandel, auch an die verpflichtenden Bedingungen halten. Auf dem Weg zu COP 21 gab es zwar auf den ersten Blick einige erfreuliche Nachrichten, beispielsweise dass über 80 % aller Länder ihre freiwilligen Beiträge eingereicht haben und sich US-Großkonzerne wie Procter&Gamble oder Johnson&Johnson zum freiwilligen Klimaschutz verpflichten. Das ist – obwohl zu wenige nationale Vertragspartner das 2°C-Ziel wirklich erreichen – zwar ein erster Schritt, doch wird eine nachhaltige Emissionsreduktion ohne Verpflichtung und Implementierungs-Assessments nicht möglich sein. Auch haben einige große Verschmutzer Vorschläge gemacht, die sich so dynamisch an das Wirtschaftswachstum ihrer Länder anpassen und deren Reduktionsziele so weit von ihrer Verschmutzungsquote entkoppelt sind, dass sie kaum wirkliche Maßnahmen in Bezug auf den Klimaschutz erfüllen müssen. Für die EU und ihre Mitgliedstaaten bedeutet das, dass sie sich strenge Selbstverpflichtungen auferlegen – ein Faktum, das es in Zukunft sicherlich noch schwieriger gestalten wird, das hohe Niveau an globaler Wettbewerbsfähigkeit aufrechtzuerhalten.

  Νότης Μαριάς ( ECR), γραπτώς. Η κλιματική αλλαγή αποτελεί αδιαμφισβήτητα απειλή για το περιβάλλον και τον άνθρωπο. Ο τρόπος όμως διεξαγωγής της επικείμενης συνδιάσκεψης, COP21 στο Παρίσι δεν αποτελεί απάντηση στο πρόβλημα αλλά μία ευκαιρία για τον Γαλλο-γερμανικό άξονα να προωθήσει με επιθετικότερο ακόμη τρόπο την διπλωματία στον τομέα του κλίματος υπέρ των γαλλογερμανικών συμφερόντων. Μοναδικός στόχος αυτών των εταιριών είναι η αύξηση των εξαγωγών τους προς τις αναπτυσσόμενες χώρες οι οποίες υφίστανται ήδη τις καταστροφικές συνέπειες της κλιματικής αλλαγής. Ενός φαινομένου που προκαλείται κυρίως από τις εκπομπές διοξειδίου του άνθρακα των αναπτυγμένων οικονομιών όπως των ΗΠΑ, της Κίνας και της Γερμανίας. Αντίθετα προς τα παραπάνω συμφέροντα, η κλιματική αλλαγή πρέπει να αντιμετωπιστεί επειγόντως διότι θα έχει ως αποτέλεσμα την δημιουργία εκατομμυρίων κλιματικών προσφύγων. Υπολογίζεται ότι ήδη μεταξύ 2008 και 2013 οι κλιματικοί πρόσφυγες ανέρχονται σε 166 εκατομμύρια. Όταν σήμερα η ΕΕ και ειδικά η πατρίδα μου η Ελλάδα δεν μπορούν να αντιμετωπίσουν τις προσφυγικές ροές λόγω του πολέμου στην Συρία, φανταστείτε πόσο δύσκολο θα είναι στο μέλλον να αντιμετωπίσουμε τις τεράστιες προσφυγικές ροές λόγω της κλιματικής αλλαγής. Πρώτο βήμα θωράκισης για την μελλοντική διαχείριση του ζητήματος αυτού είναι η διεθνής νομική αναγνώριση του καθεστώτος του κλιματικού πρόσφυγα.

  Georg Mayer (ENF), schriftlich. Der Abschluss eines adaptierten rechtsverbindlichen Protokolls, welches tatsächlich von jeder Vertragspartei eingehalten wird, wäre prinzipiell wünschenswert. Leider werden sich die eigentlichen Verantwortlichen (USA, China) weiterhin nicht daran halten. Das einseitige Festhalten der EU an dieser Verpflichtung führt zu einem ungemeinen Wettbewerbsvorteil der USA und Chinas. Im Sinne der Erhaltung der Wettbewerbsfähigkeit der Union kann ich diesem Bericht nicht zustimmen.

  Marijana Petir (PPE), napisan. Klimatske su promjene danas jedan od najvećih izazova čovječanstva. Njihove posljedice osjećamo svi kroz sve češće suše, poplave i ostale prirodne katastrofe. Gotovo je 20 milijuna ljudi, prema izvješću UN-a, bilo prošle godine prisiljeno napustiti svoje domove zbog prirodnih katastrofa diljem svijeta. Šteta koju trpi svjetsko gospodarstvo zbog klimatskih promjena godišnje iznosi i do 300 milijardi eura. Klimatske su promjene neupitno jedna od najvećih prijetnji budućnosti na zemlji.

U prosincu se u Parizu očekuje donošenje novog globalnog klimatskog sporazuma kojim se mora utvrditi dugoročan globalni cilj ublažavanja klimatskih promjena u skladu s ciljem ograničavanja rasta globalne temperature do najviše 2°C. Europska unija zauzela je vodeću ulogu u svijetu vezano za provedbu smanjenja emisija stakleničkih plinova te je svoju cjelokupnu politiku usmjerila prema čistijim tehnologijama, energetskoj učinkovitosti i obnovljivim izvorima energije kako bi doprinijela razvoju niskougljičnog gospodarstva te otvorila nova zelena radna mjesta. Nadam se da će i druge države svijeta slijediti ambiciozne ciljeve i strategije EU-a.

  Laurenţiu Rebega (ENF), în scris. Încurajez idea că statele membre ale Uniunii trebuie să crească investițiile în cercetarea publică din sectorul energetic pentru a contribui la crearea unor generații de tehnologii cu emisii reduse de carbon.

Stimularea inovării poate genera, în același timp, și o creștere economică. De aceea avem nevoie de mai multe semnale politice în acest sens. Toți suntem invitați să ne unim eforturile pentru combaterea schimbărilor climatice.

În ultimii 10 ani, peste 150 de milioane de persoane au fost obligate să-și părăsească reședințele din cauza catastrofelor naturale, creând astfel o nouă categorie de refugiați, aceea de refugiați climatici care, chiar dacă nu sunt recunoscuți din punct de vedere juridic, există.

În contextual actual, care ne pune în fața gestiunii grele a refugiaților de război, este mai mult decât necesară acordarea unei atenții deosebite combaterii schimbărilor climatice, pentru a nu ajunge să fim nevoiți să gestionăm și refugiații climatici.

Schimbările climatice sunt un pericol la adresa stabilității și a securității mondiale din toate punctele de vedere. Doresc să subliniez că lipsa unei acțiuni reale în ceea ce privește schimbările climatice va afecta toate regiunile lumii, în mod diferit, de la pierderi economice, ecologice și sociale, până la pierderea de vieți omenești.

  Algirdas Saudargas (PPE), raštu. Klimato kaita – nebe diskusijų klausimas, o problema, kurią reikia spręsti jau dabar. Teisinga, kad Europos Sąjunga imasi lyderės vaidmens, užsibrėždama ambicingus tikslus, padėsiančius kovoti su klimato kaita. Tačiau neturime pamiršti, kad šioje kovoje svarbiausia yra pritraukti visos tarptautinės bendruomenės solidarumą. Vienos Europos Sąjungos pastangų neužteks, todėl yra būtina pagaliau pasiekti visuotinį, įpareigojantį susitarimą. Šiame globaliame kontekste neturėtume užmiršti mūsų pramonės konkurencingumo bei išspręsti anglies dioksido nutekėjimo problemą. Esu įsitikinęs, kad naujas į energijos efektyvumą ir atsinaujinančius energijos šaltinius orientuotas energetikos modelis, kurį pasirinkome įgyvendinti Europoje, yra tinkamas būdas kovoti su klimato kaita, o pasiekta akivaizdi pažanga ir atsivėrusios naujos galimybės turi būti išnaudotos derybose, siekiant priimti naują tarptautinį klimato kaitos susitarimą Paryžiuje.

Señor Cañete, usted antes de ser Comisario fue Ministro de Agricultura, por eso es conocedor de que nuestro sistema agroalimentario actual es incompatible con la lucha contra el cambio climático. El modo de producción industrial y una comercialización que hace circular nuestros alimentos miles y miles de kilómetros son responsables de un elevadísimo volumen de emisiones. Usted lo sabe, pero seguramente los intereses de unas pocas corporaciones transnacionales impiden que hable de esto a la hora de buscar alternativas para contribuir a la lucha contra el cambio climático. Yo le pregunto, señor Cañete, para cuándo se va a considerar otra política agraria y alimentaria en Europa que contribuya a enfriar el planeta, tal y como están demandando amplios sectores del campesinado y de la sociedad; para cuándo una política agraria y alimentaria común que promueva la agroecología y los circuitos cortos de comercialización frente a la creciente industrialización del modo de producción y a la priorización del mercado internacional. Avanzar en estas propuestas supone contribuir de manera importante a enfriar el planeta, a crear puestos de trabajo y a poner en nuestras mesas alimentos sanos y de calidad.

  Ricardo Serrão Santos (S&D), por escrito. Neste momento, poucos são os assuntos tão prementes como o incremento das alterações climáticas no planeta Terra. Caso não sejamos eficientes na mitigação dos efeitos e na reversão das suas consequências, este será o último problema com que a humanidade terá de lidar. É tão grave quanto isso. Este relatório, ao propor um aumento muito significativo das energias renováveis e ao impor um roteiro para os Estados, dá um contributo efetivo para reduzir as alterações climáticas.

No entanto, nesta declaração quero dar particular importância à proposta de se terminar com os subsídios aos produtos petrolíferos. Esta opção tem um conteúdo mais profundo do que o simples terminar de um apoio. Com esta opção estamos, de facto, a mudar o paradigma, dando prioridade às energias benignas para o ambiente e colocando um fim antecipado na dependência passiva dos combustíveis fósseis. A Europa toma a iniciativa e contribui para um mundo melhor.

  Bart Staes (Verts/ALE), schriftelijk. Dit verslag toont duidelijk meer ambitie dan hetgeen de Europese milieuministers vorige maand hebben afgesproken. De Groenen probeerden de inzet nog aan te scherpen met een voorstel om de klimaatafspraken in Parijs te beschermen tegen schadeclaims van grote bedrijven. Overheden die maatregelen nemen om klimaatverandering tegen te gaan, mogen nooit belemmerd worden door bedrijven die dreigen met ISDS-schadeclaims.

Voor het verloop van de onderhandelingen in Parijs is het cruciaal dat ontwikkelingslanden meer garanties krijgen rond financiële steun voor hun strijd tegen klimaatverandering. Veel rijke landen gebruiken daarvoor geld uit het potje voor ontwikkelingssamenwerking. Dat is niet de bedoeling. Klimaatfinanciering moet bovenop ontwikkelingshulp komen.

Samengevat: het nieuwe klimaatverdrag moet wettelijk bindend zijn; de wereld op een pad brengen dat leidt tot volledige uitfasering van CO2-uitstoot in 2050 of kort daarna; vijfjarige herzieningscycli vastleggen die de ambitie van het klimaatverdrag in lijn moeten houden/brengen met de laatste wetenschappelijke kennis; ernaar streven om in 2020 alle subsidies voor fossiele brandstoffen te stoppen; internationale scheepvaart en luchtvaart verplichten hun uitstoot te gaan verminderen; duidelijke bronnen voor klimaatfinanciering aanwijzen (zoals EU-ETS en opbrengsten uit extra heffingen op brandstoffen); garanderen dat klimaatfinanciering niet ten koste gaat van het budget voor ontwikkelingshulp.

  Marc Tarabella (S&D), par écrit. D’abord, la situation du climat s’est dégradée. Une série de phénomènes climatiques extrêmes se sont amplifiés. L’année 2014 est la plus chaude que nous ayons jamais connue. Et 2015 sera sans doute encore plus chaude. La prise de conscience sur la nécessité d’agir est donc plus forte.

L’adjectif qui définit le mieux cette négociation est celui de «vital». Ce qui se pose, en définitive, à travers ces discussions, c’est la question de la vie dans tous les sens du terme. Notre planète restera-t-elle viable ou non? Enjeu vital également en ce sens que, si nous n’agissons pas contre le dérèglement climatique, les conséquences de ce phénomène seront ravageuses: sécheresse, famines, inondations, migrations massives. À la fin, c’est la guerre ou la paix. Ce ne sont pas des centaines de milliers, mais potentiellement des dizaines de millions de personnes qui seraient concernées par les mouvements migratoires.

Mais ne sombrons pas dans le catastrophisme. Les solutions, financières, technologiques, sont là, à portée de main et elles peuvent, elles doivent, nous conduire à un changement rapide et positif de nos modèles de croissance, en ayant à l’esprit ce que les syndicats appellent une transition juste.

In order to create an effective European energy union we need to diversify our energy supply, increase energy efficiency, and increase the use of indigenous resources, especially the renewable ones. However, some European energy companies are trying to undermine these goals by conspiring with Kremlin-controlled Gazprom to double the capacity of the North Stream pipeline, thereby making Europe even more dependent on Russian gas.

Russia has time after time demonstrated that it does not hesitate to wield energy supply as a political weapon. It would be foolish to make our energy supply even more dependent on such an unreliable partner. Furthermore, this project would allow Gazprom to bypass Ukraine as a transit route, which clearly serves the Kremlin in its attempts at further destabilising and sabotaging Ukraine. This foolish project would most certainly have negative repercussions on Europe’s security of supply and on the energy union as a whole. Ceterum censeo, Germany will certainly regret its decision to make Europe even more dependent on Russian gas, just as France regretted its decision to sell Mistral class warships to Russia.

  Harald Vilimsky (ENF), schriftlich. Wenn wir schon über Klimaschutz reden und für diesen verbindliche Regeln einführen wollen, dann sollten sich auch alle Parteien daran halten. Die Realität sieht aber so aus, dass China und vor allem die USA diesen Verpflichtungen nicht nachkommen, die EU sich hingegen verpflichtet fühlt, den Abschluss eines adaptierten rechtsverbindlichen Protokolls einseitig einzuhalten. Dieses Festhalten der EU führt zu einer Wettbewerbsverzerrung und zu einem eindeutigen Vorteil der Hauptverantwortlichen, nämlich China und den USA. Aus diesem Grund kann ich diesem Bericht nicht zustimmen.

A Cimeira de Paris tem como foco o controlo das alterações climáticas, mas subjacente a esse tema está a necessidade de mudar os princípios sobre o qual se desenvolve o atual processo de globalização económica e social. O relatório do PE define um caminho adequado e uma abordagem holística do problema. Importa que na Cimeira de Paris se defina um acordo global ambicioso e juridicamente ambicioso. Importa ainda que a política europeia para a descarbonização da economia e para a transição técnica e social seja exemplar para o mundo, e que seja possível constituir um fundo de apoio aos Países em Desenvolvimento que terão que de fazer um esforço acrescido para adaptar as suas estratégias de crescimento aos novos objetivos de sustentabilidade do planeta.
