  Presidente. – L'ordine del giorno reca la discussione sulla raccomandazione per la seconda lettura della commissione per l'industria, la ricerca e l'energia relativa alla posizione del Consiglio in prima lettura in vista dell'adozione del regolamento del Parlamento europeo e del Consiglio che stabilisce misure riguardanti l'accesso a un'internet aperta e che modifica la direttiva 2002/22/CE relativa al servizio universale e ai diritti degli utenti in materia di reti e di servizi di comunicazione elettronica e il regolamento (UE) n. 531/2012 relativo al roaming sulle reti pubbliche di comunicazioni mobili all'interno dell'Unione (10788/2/2015 - C8-0294/2015 - 2013/0309(COD)) (Relatore: Pilar del Castillo Vera) (A8-0300/2015).

  Pilar del Castillo Vera, ponente. Señor Presidente, Vicepresidente Ansip, Señorías, el procedimiento sobre el Reglamento del mercado único de las telecomunicaciones llega a su fin. Después de un intenso período de negociación con el Consejo, en el que hay que decir que el Parlamento ha mostrado una gran determinación, hemos conseguido los objetivos que nos habíamos trazado desde el comienzo.

Primero, la abolición de los sobrecostes a los que se enfrentan los consumidores al acceder a internet o tratar de comunicarse por teléfono cuando se encuentran fuera de su país. Segundo, hemos logrado establecer las garantías necesarias para que todo —insisto: todo— el tráfico en internet sea tratado igualmente y que el acceso a un internet abierto se haga en condiciones de igualdad, garantizando así un comportamiento neutral de la red.

Estos dos objetivos están plenamente recogidos en el acuerdo con el Consejo del pasado 30 de junio y que suscribieron la mayoría de los grupos políticos que participaron en las negociaciones. Por lo que se refiere a los costes del roaming, quedarán abolidos desde junio de 2017 y, además, a partir de abril de 2016 habrá una muy significativa reducción de los costes, tanto en datos como en voz.

Hay que decir que la desaparición de los costes de roaming es una medida largamente esperada. Esperada por todos: por particulares, por pequeñas y medianas empresas, start-ups y organizaciones de toda naturaleza, que hoy pueden ver de manera tangible que la Unión Europea, el proyecto europeo, tiene un claro valor añadido. Hemos dado, sin duda, un paso más en la eliminación de las barreras internas, en la libre circulación, además, de las personas, hacia un mercado digital único.

En cuanto a la igualdad en el acceso a internet tengo que decir que, con este acuerdo, Europa será la única región del mundo que garantice, mediante ley, un internet abierto y la neutralidad de la red. El principio de neutralidad de la red será aplicado directamente en los 28 Estados miembros y garantizará que todo el tráfico sea tratado por igual, sin discriminación, sin restricciones o interferencias.

El acuerdo alcanzado asegura además que no habrá un internet de doble vía, prohibiendo que se priorice mediante el pago una vía u otra. Esto es, también, a mi modo de ver, extraordinariamente importante. Por esa razón, cuando sea necesario intervenir en la gestión del tráfico, esta intervención solo se podrá producir cuando esté vinculada a la solución de problemas temporales o excepcionales de congestión, a proteger a los usuarios frente a los ciberataques o en los casos en que exista una obligación, una resolución que así lo demande; y, además, cuando se produzca esa gestión —cuando sea necesaria—, tendrá que ser transparente, no discriminatoria y proporcionada.

No quiero dejar de mencionar las diferentes medidas que se han llevado a cabo también en relación con la protección de los consumidores respecto de todas estas disposiciones a las que hecho mención. Finalmente, quiero expresar mi reconocimiento a la presidencia de Letonia, durante la cual se negoció y cerró el acuerdo, y a la actual presidencia de Luxemburgo, que es quien lo está gestionando ahora; a la Comisión, que, por su parte, ha desplegado desde hace mucho tiempo grandes esfuerzos en pro de los objetivos ahora alcanzados. Permítanme hacer una mención especial a la comisaria Reding, a la comisaria Kroes, al comisario Oettinger y al vicepresidente Ansip, quienes en tiempos diferentes, han contribuido a que este momento sea una realidad.

Concluyo dando las gracias a todos los ponentes alternativos, y no me olvido de los ponentes que hoy no están aquí, pero que tuvieron esas responsabilidades en la legislatura pasada. El esfuerzo de todos ha hecho posible que hoy podamos garantizar un internet abierto, sin discriminación, y que demos un paso hacia una Europa conectada y un mercado único sin aduanas digitales.

  Andrus Ansip, Vice-President of the Commission. Mr President, I would like to thank everyone, and particularly rapporteur Pilar del Castillo Vera, for their hard work on this file.

We have come a long way since the Commission proposed this legislation just over two years ago. It has been a bumpy road. I would like to thank this House, as it has only been possible to hold today’s landmark vote because of the European Parliament. In April 2014, Parliament showed that it can act decisively and quickly when the interests of the people, the open internet and the single market are at stake.

Today, I invite Parliament to adopt this text on two key pillars in plenary so that consumers and businesses can benefit as soon as possible from common net neutrality rules and the abolition of roaming surcharges. They have been waiting a long time for this.

Adopting the Telecommunications Single Market (TSM) Regulation will be a major achievement for the Digital Single Market. It will show Europeans that the Union can deliver tangible results. Failure, of course, would have an opposite and demoralising effect.

Roaming surcharges will be significantly reduced from April next year and finally banned from 15 June 2017, subject to a fair use policy. This is a historic achievement, and we could not have done it without the leading role of Parliament. Many governments were initially reluctant until they heard the voice of their people and of the people’s representatives here. The package is faithful to Parliament’s first reading position: there is a clear end—date for roaming surcharges and clear steps to be taken beforehand.

There is still a lot to do for the abolition of surcharges to be sustainable throughout the European Union. The wholesale roaming market has to be reviewed. The fair—use policies and sustainability mechanisms need to be defined. The Commission has started to work on this. We are committed to making the abolition of roaming surcharges a reality. There is no justification for any further delay.

Adopting the TSM Regulation will enshrine binding net neutrality rules into EU law for the first time ever. The regulation will create the individual and enforceable right for end users to access and distribute internet content and services of their choice. The net neutrality provisions also lay down rules on non-discriminatory traffic management and on end—users’ free choice of content, applications and services. These provisions cannot be circumvented through commercial agreements and practices.

Common rules on net neutrality mean that internet access providers cannot pick winners or losers on the internet or decide which content and services are available. They mean that the freedom of Europeans to access or distribute internet content will not depend on the country where they are resident. This will increase consumer choice and competition, and will strengthen the Digital Single Market.

National authorities will be required to monitor market developments. They will have the powers and the obligation to assess traffic management and commercial practices and agreements, including pricing practices like zero rating. Since this is a regulation, the rules are directly enforceable before national courts. The rules also give the necessary certainty for internet access providers and providers of content and applications to offer specialised services with quality requirements. Adopting the TSM Regulation will help to sustain continued network and service innovation. That will benefit both European businesses and consumers.

Let me turn now to radio spectrum. I welcomed Parliament’s efforts to include the spectrum provisions in our original TSM proposal. These could not be retained because of the lack of Council support at that stage. But the need to solve these issues remains, and I rely on Parliament’s continuous support in the future. We have already started working on our telecoms review and look forward to close cooperation with this House. We plan to present an ambitious proposal by the middle of next year. I therefore welcome the call for priority to be given to a coordinated framework for spectrum assignment to boost long-term infrastructure investments.

Parliament now has the deal in its hands. It is a good deal, for Europe and Europeans. I urge Members to vote for it.

  Krišjānis Kariņš, PPE grupas vārdā. Godājamais priekšsēdētāja kungs, komisāra kungs! Kas ir Eiropas Savienība? Nu, mēs visi saprotam, ka tas ir domāts, ka gan cilvēki, gan preces, gan pakalpojumi, gan nauda var brīvi kustēties pāri Eiropas Savienības robežām. Kāda ir īstenība līdz šim? Ne vienmēr šie principi darbojās, bet īpaši tad, kad mēs ceļojam ārzemēs, izmantojot savus telefonus, mēs zinām, ka mēs maksājam dārgi tā saucamo viesabonēšanu. Šis nams, Eiropas Parlaments, ir gadiem argumentējis to, ka mums ir jālikvidē viesabonēšanas maksas.

Industrija tam bieži stāvējusi pretī. Tas, ko mēs esam panākuši tagad, ir burvīga lieta, proti, beidzot ir panākta vienošanās starp Parlamentu un Eiropas Padomes dalībvalstīm, ka mēs šīs viesabonēšanas maksas ar 2017. gada jūniju faktiski likvidēsim. Patērētāji iegūs. Bet, svarīgi, ka nav tā, ka patērētāji iegūst un uzņēmēji zaudē. Uzņēmēji arī iegūst. Bet svarīgi — ne tikai patērētāji iegūs, bet arī uzņēmumi iegūs. Uzņēmumi iegūs, pirmkārt, tādējādi, ka mēs skaidri paredzam, kas ir tīklu neitralitātes princips. Tas nozīmē drošu vidi pakalpojumu sniedzējiem investēt nākotnē. Otrkārt, un tas ir ļoti svarīgi, ka līdz 2017. gada jūnijam tiks arī regulētas vairumtirdzniecības cenas tā, lai uzņēmumi, sniedzot šo pakalpojumu viesabonentiem, neciestu nevienā valstī zaudējumus, un nebūtu jāceļ vietējos tarifus, lai segtu iebraukušos tūristus.   Patrizia Toia, a nome del gruppo S&D. Signor Presidente, onorevoli colleghi, devo dire che come rappresentante del gruppo dei Socialisti e democratici ho lottato molto duramente, ho negoziato molto duramente, con l'appoggio del mio gruppo, per ottenere risultati ambiziosi. Questo è stato il nostro obiettivo, come ambiziosa era stata la prima lettura, e ricordo la nostra relatrice ombra, Catherine Trautmann, che fece un ottimo lavoro.

Io credo che il risultato che abbiamo raggiunto sia molto buono. Penso che abbiamo costruito un passo avanti nell'integrazione dei mercati delle telecomunicazioni verso un unico mercato avendo due punti di riferimento: gli interessi del cittadino e la capacità di poter innovare le industrie, le imprese, la loro innovazione e la competitività del sistema europeo in questo settore strategico.

Per quanto riguarda il cittadino dico solo un risultato, che peraltro il nostro gruppo persegue da anni e anni: quello dell'abbattimento dei costi di roaming. Signor Commissario, Vicepresidente, mi rivolgo proprio a lei: noi raggiungeremo l'obiettivo di far entrare in vigore nel 2017 la caduta del roaming se però la Commissione da subito si metterà all'opera per fare la revisione del mercato all'ingrosso. Noi non accetteremo alibi da questo punto di vista. Non ci si dica alle soglie del 2017 che non è conclusa la revisione del mercato, perché questo non è possibile. Lo sappiamo da ora che è una precondizione, lavoriamo per superarla.

Seconda cosa: la net neutrality. Ebbene, qui abbiamo conciliato gli interessi dei cittadini e la necessità di far crescere il sistema. Voglio dire chiaramente – ed è già stato detto – che non c'è in Europa un sistema legislativo che affermi questi principi. Molti ci parlano degli Stati Uniti, dove c'è un indirizzo più avanzato. Voglio ricordare ai colleghi che ci citano sempre gli Stati Uniti che là c'è una decisione di una commissione federale, non di un organo legislativo, dunque una decisione che può sempre cambiare. Invece in Europa abbiamo due soli Stati, i Paesi Bassi e la Slovenia, che hanno una legislazione avanzata, gli altri 26 no.

Ci sono principi legislativi importanti che affermano la net neutrality. Non è una definizione, ma tutti gli elementi ci sono: no alla discriminazione, ecc. Sono chiarissimi. Ma anche qui le nostre leggi sono buone e devono essere attuate. Le chiedo di vigilare perché le autorità nazionali si attrezzino per monitorare, per controllare questo sistema, perché gli Stati abbiano delle sanzioni, altrimenti i nostri buoni principi non saranno attuati.

C'è un punto per noi che andrà ripreso, che è quello dello zero rating, su cui già incalzeremo la Commissione. Per il resto – spettro e altri elementi che lei ha citato – noi saremo al suo fianco, perché sono obiettivi che perseguiamo da tempo.

Per questo credo anch'io, come lei ha detto, che questa sia un'occasione da non perdere. Questo regolamento va votato senza emendamenti e tutto un sistema nuovo deve entrare immediatamente in vigore.

  Vicky Ford, on behalf of the ECR Group. Mr President, in recent years people have travelled across Europe for their holidays, only to come home to a nasty shock when their phone bill arrives. Ending mobile roaming fees will be welcomed by millions of people.

Safeguards have been put in place to prevent excessive usage and to make sure that telecom operators are not forced to offer services at a loss. This is to make sure domestic customers will not subsidise customers who travel. To put it another way, when you travel across Europe, you can use your phone as though you were at home, but those who stay at home will not pick up an extra bill.

The deal also covers the common issue of internet packages not living up to the user’s expectation. Fixed-line customers will be entitled to clear information on the quality of services offered. They will be entitled to take action against their internet provider if the service does not match that which was advertised, for example if speeds are much slower than they expected. Telecoms regulators from across Europe’s 28 countries will agree a new set of guidelines on how broadband performance can be measured, compared and described.

The new rules do guarantee net neutrality. Users will be free to access content of their choice. It will not be blocked or slowed down. Access to start-up services will not be throttled or held back by a bigger company. There will be no two-speed Europe. Importantly, parental controls, where permitted in a Member State, will be able to continue. This is to make our internet safe, accessible and affordable across Europe.

  Jens Rohde, for ALDE-Gruppen. Hr. formand! Da ALDE-Gruppen i april 2013 præsenterede en beslutning, som sagde, at vi skulle afskaffe roamingafgifterne i Europa, blev vi mødt med meget stor skepsis her i Parlamentet, og vi blev mødt med meget stor opstandelse i branchen samt en del opstandelse hos nogle af medlemslandenes regeringer. Vi blev beskyldt for at ville nedbryde den nuværende telepakke, at vi foretog et alt for voldsomt indgreb i markedet, og at det i det hele taget var uliberalt – og hvordan kunne en liberal gruppe dog komme med sådan et forslag? Samtidig fik vi så også at vide, at nu handlede det indre marked ikke kun om roamingafgifter.

Til det første er der selvfølgelig at sige, at hvis man vil have et indre marked, så er man nødt til at lave noget regulering, så vi får en fælles spilleplade. Og det, der er absurd, det er, at vi har et indre marked på en lang række områder i Europa, men det største vækstpotentiale har vi ikke et reelt indre marked for i dag. Og derfor er formålet med dette jo at skabe et indre marked for digitale ydelser, fordi det overordnede formål er at skabe vækst og beskæftigelse i Europa. Det gør vi kun ved at nedbringe omkostningerne for den fri bevægelighed og ved at sikre, at vi har en fælles spilleplade i Europa.

Jeg er stolt og glad for, at vi nu har fået vedtaget, at vi har en fælles spilleplade, når det gælder roaming, at vi får afskaffet roamingafgifterne. Jeg er også glad for, at vi får de første safeguards for et åbent internet. Man skal huske på, at hvis denne aftale falder, så er der ingenting i Europa. Vi kunne godt have ønsket os, at vi kunne komme videre og ville have noget mere, men dette er det første skridt på vejen for at skabe et indre marked, som sikrer forbrugerrettighederne, og som også sikrer en høj grad af forbrugerbeskyttelse. Det er et kæmpe skridt frem for Europa, både for borgerne og for virksomhederne, og ikke mindst for grundlaget for at øge vækst og beskæftigelse på et af de største potentielle vækstområder, vi overhovedet har i de kommende år, nemlig det digitale indre marked.

Senhor Presidente, eu não quero, de maneira nenhuma, menorizar os esforços que foram feitos pela relatora nesta negociação, mas não, não é verdade, nós não conseguimos os objetivos que pretendemos desde que iniciámos este processo. Esta versão não é a mesma que foi votada antes, não é a mesma que foi anunciada aos cidadãos europeus aquando das eleições europeias, em que se anunciou o fim do roaming por um lado e, por outro lado, a neutralidade da Internet. Anunciou—se o fim do roaming e agora temos uma promessa para 2017. Espero que essa promessa não seja tão falhada como aquela que foi feit em 2014, em campanha eleitoral. Anunciou-se a neutralidade da Internet, mas o que conseguimos é um acordo ambíguo e não há direitos garantidos com ambiguidades.

Nós recebemos, todos e todas, emails de muitos cidadãos da Europa, preocupados com a garantia da neutralidade da Internet. A Internet, apesar de ser recente em termos históricos é já um património da Humanidade. Mesmo antes de a UNESCO o ter declarado, que o irá fazer sem nenhuma dúvida, mais cedo ou mais tarde. Por isso, podemos dizer que os ataques à Internet livre, universal e neutral são ataques ao património comum da Humanidade. São, mais ou menos, como os ataques a Palmira, mas numa versão moderna, e é por isso que se tornam tão parecidos todos os fundamentalismos. É que os fanáticos do mercado e da privatização dos bens comuns são também os destruidores da economia e das sociedades desenvolvidas.

Neste sentido, nós apresentamos alterações a este plenário para clarificar o regulamento e garantir que a neutralidade da Internet é mesmo uma garantia para toda a União Europeia. O tráfico tem que ser tratado de forma igual, sem discriminação, sem restrição, com interferência. Devemos voltar à proposta de 2011. É o mais básico dos básicos princípios e compromissos com os cidadãos. Não deveria haver nesta casa qualquer outro compromisso que não seja o compromisso com os cidadãos.

  Michel Reimon, im Namen der Verts/ALE-Fraktion. Herr Präsident! Demokratie ist Kommunikation.

Demokratie lebt davon, dass wir miteinander reden können. Deswegen haben wir Pressefreiheit, deswegen haben wir Meinungsfreiheit geschaffen. Das Internet – ein neutrales Internet – ist die wichtigste Infrastruktur der Demokratie für die Zukunft. Wenn wir die Netzneutralität aushebeln, dann schädigen wir auch unsere Demokratie. Netzneutralität ist keine Frage, die man graduell betrachten kann. Das Netz ist neutral und für alle gleich oder es ist es nicht.

Was wir heute beschließen – mit der Mehrheit der Konservativen, vieler Sozialdemokraten und liberaler Rechtskonservativer – ist ein Ende der Netzneutralität und damit ein Schaden für die Demokratie. Es ist auch kein Vorteil für die Wirtschaft, wie hier immer argumentiert wird. Denn in einem neutralen Netz können kleine Unternehmen die großen Konzerne herausfordern. Wenn die Neutralität aufgehoben ist, betonieren wir die Großen, die Mächtigen, für alle Zeiten ein.

Das ist das, was hier passiert. In Europa profitieren nur einige wenige Großkonzerne davon, das sind Telekom-Industrien. Das ist das einzige, was Sie heute hier schaffen für die Bevölkerung: Sie helfen einigen wenigen Großkonzernen.

Dass sich der Herr Vizepräsident Ansip hier stellt, ist lobenswert, aber eigentlich sollte Kommissar Oettinger da vorne sitzen, denn Kommissar Oettinger ist der Verantwortliche und der Schuldige für diese schlechten Beschluss auf Kommissionsebene. Er sollte sich hier stellen und mit uns auseinandersetzen. Aber er twittert ja eifrig mit, beziehungsweise sein Team, habe ich gesehen. Demokratie ist Kommunikation, so soll das sein, er sollte aber nicht nur senden, er sollte auch lesen, er sollte in sein Handy schauen, was die Bevölkerung zu diesem Beschluss hier sagt und schreibt. Ich sehe keine Zustimmung, ich sehe keine Unterstützung für diese Beschlüsse. Ich sehe nur Widerstand, ich lese nur Protest gegen diesen Beschluss. Werte Kolleginnen und Kollegen, wir sollten darauf hören, wir sollten dagegen stimmen und das nicht annehmen.

  Dario Tamburrano, a nome del gruppo EFDD. Signor Presidente, onorevoli colleghi, oggi poteva essere un grande giorno, il giorno in cui avremmo potuto abolire completamente e realmente i costi del roaming, rendendo l'Europa un continente davvero connesso, davvero proiettato verso il XXI secolo.

Abbiamo invece ceduto nelle negoziazioni non solo ad un'abolizione del roaming ritardata e condizionata, ma anche al fatto che le telecom potranno scaricare i mancati profitti sulla maggioranza degli europei, anche su chi il roaming non sa neanche cosa sia, su coloro che non possono usarlo perché impossibilitati a viaggiare all'estero, i quali sono sempre più numerosi in un continente che soffre la crisi.

Sì, colleghi, poteva essere un grande giorno! Invece abbiamo barattato una farlocca abolizione del roaming con la mancata definizione certa e incontrovertibile di neutralità della rete, con ripercussioni insidiose su chi magari non usa il roaming, ma usa internet nel proprio paese e la usa spesso tutti giorni. Questi sono una parte crescente di noi cittadini europei.

Eppure, colleghi, nonostante tutto, non tutto è perduto. Siamo ancora in tempo per ricordare questo voto come un voto storico, siamo ancora in tempo per sancire la net neutrality in Europa e rendere questo un giorno di festa.

Ascoltiamo l'appello di Tim Berners-Lee, l'inventore del World Wide Web! Oggi possiamo ancora salvaguardare questo straordinario spazio pubblico globale, bene comune immateriale, motore straordinario di innovazione, conoscenza, uguaglianza ed opportunità per una crescente parte dell'umanità.

Il mondo della rete ci osserva e ci giudica e l'Europa non può rimanere indietro nel mondo. Non permettiamo che inaridisca, non perdiamo questa occasione unica per dire no a nuove iniquità, nuove diseguaglianze, corsie privilegiate anche nel mondo virtuale.

Colleghi, nessuno deve rimanere mai più indietro! Premiamo con coscienza quel bottone! Votiamo per la net neutrality!

   Barbara Kappel, im Namen der ENF-Fraktion. Herr Präsident, Herr Kommissar Ansip! Seit fast zwei Jahren beschäftigt sich dieses Haus nun mit dem Telekom-Paket, und es ist wirklich wichtig, dass das heute zu einem Abschluss kommt, weil es Rechtssicherheit geben muss, und weil es wichtig ist, dass dieses Paket, das im Rahmen der digitalen Agenda einen so wichtigen und wesentlichen Punkt darstellt, zur Umsetzung kommt.

Es ist jetzt reduziert worden, und wir alle haben so viele Internetzuschriften bekommen. Es ist reduziert worden nicht nur auf den Schutz der Nutzerrechte, sondern auf die Abschaffung der Roaminggebühren, das wurde heute mehrfach gesagt. Es gibt eine Deckelung ab dem nächsten Jahr und die Abschaffung 2017. Aber im Wesentlichen ging es um die Netzneutralität. Die Netzneutralität muss erhalten werden, es darf kein Internet der zwei Geschwindigkeiten geben. Netzbetreiber sollen alle Datenpakete gleichberechtigt durch ihre Leitungen schicken, egal, welchen Inhalt sie haben und woher sie kommen.

Doch, wenn wir uns den Datenverkehr anschauen, müssen wir doch feststellen, dass der Datenverkehr in wenigen Jahren völlig neu strukturiert sein wird. Es wird in den nächsten vier Jahren 3,2 Milliarden internetfähige Maschinen geben im Rahmen des Internet of things, die in Europa 50 % des Datenverkehrs belegen und auf sich ziehen werden, weltweit ein Drittel des Datenverkehrs. Dazu kommt, dass viele Haushalte noch nicht an das Internet angeschlossen sind. Ein Breitbandausbau ist unbedingt notwendig: 34 Milliarden Euro für schnelles Breitband, 90 Milliarden zusätzlich für die last mile. Die last mile wird notwendig sein, damit die Übertragungskapazität pro Haushalt festgeschrieben wird.

Das, meine Damen und Herren, ist Netzneutralität und freier Zugang zum Internet. Jeder Bürger soll es haben. Jeder Bürger soll das Recht haben, ins Internet gehen zu können. Geben wir ihm die Chance, dass er es nutzen kann!

  Henna Virkkunen (PPE). Arvoisa puhemies, ihmisten, tavaroiden ja palveluiden vapaa liikkuvuus on tärkeä eurooppalainen perusarvo, mutta tiedämme, että digitaalisten palveluiden osalta se ei vielä toteudu. Liian usein digitaalinen palvelu pysähtyy rajoille.

Tämä nyt neuvoteltu sopimus on merkittävä askel kohti verkkovierailumaksujen lopettamista, roaming-maksuista luopumista. Se tulee koskemaan kymmeniä miljoonia EU-kansalaisia ja hyödyttämään heidän jokapäiväistä elämäänsä ja samoin meidän digitaalista yhtenäismarkkinaamme. Vuonna 2017 roaming-maksuista luovutaan Euroopan unionissa kokonaan.

Parlamentti olisi halunnut nopeampaakin aikataulua, mutta on aivan oikein, että tässä otettiin aikalisä siltä osin, että tuo tukkuhintasäätely yhdistettiin tähän ratkaisuun. Se on tärkeää, jotta pystymme kestävällä tavalla siirtymään tähän uuteen tilanteeseen. On tärkeää, että tukkuhinnat säännellään samassa yhteydessä kuin roaming-maksuista luovutaan. Haluan vielä kerran kiittää parlamentin neuvottelijaa Pilar del Castillo Veraa erinomaisesta työstä ja kaikkia neuvotteluihin osallistuneita, koska tiedämme, että tämä työ oli erittäin vaativaa ja vaati lukuisia neuvotteluita.

Toinen merkittävä elementti tässä paketissa on tuo verkkoneutraalisuus, joka tulee nyt toteutumaan siten, etteivät operaattorit voi rajoittaa tai hidastaa liikennettä enää kaupallisin perustein vaan tuo rajoittaminen hyväksytään ainoastaan teknisin perustein, ja se on tärkeä periaate.   Petra Kammerevert (S&D). Herr Präsident! Für mich führt kein Weg vorbei an einer zukunftsfesten und umfassenden gesetzlichen Absicherung der Netzneutralität.

Leider bietet der Verordnungstext eben genau das nicht. Es findet sich weder das Wort Netzneutralität noch rechtstechnisch eine Definition. Es gibt lediglich die grundsätzliche Verpflichtung, Datenverkehre gleich zu behandeln. Die möglichen Ausnahmen sind so weitherzig, dass Netzneutralität gefährlich verwässert wird. Schon im offenen Netz sind Diensteklassen zulässig. Verkehrsmanagement, inklusive Blockieren und Priorisieren, ist schon bei drohender Netzüberlastung möglich, und Spezialdienste sind nicht hinreichend eingegrenzt.

Für die Abschaffung des Roamings zahlen wir aus meiner Sicht einen zu hohen Preis: die völlige Aufweichung der Netzneutralität. Durch seinen offenen und diskriminierungsfreien Charakter hat sich das Internet als Innovationsmotor für gesellschaftliche und wirtschaftliche Entwicklung erwiesen. Das erklärte Ziel des Europäischen Parlaments war die sichere und gesetzliche Absicherung der Netzneutralität als wesentlicher Garant von kommunikativer Chancengleichheit und Informationsfreiheit sowie Vielfaltsicherung. Wahre ich diese Perspektive, kann ich diese Verordnung nur ablehnen.

  Evžen Tošenovský (ECR). Pane předsedající, pane místopředsedo, z jakékoliv cenové regulace bychom principiálně neměli mít radost. V tomto případě jsem ale rád, že se blížíme ke konci roamingu. Z tohoto faktu mohou profitovat občané a podnikatelé cestující do zahraničí, kteří budou více využívat datové služby. Ale i operátoři konečně budou mít jasno ohledně pravidel účtování roamingových služeb.

Stručně ohledně síťové neutrality: jsem přesvědčen, že nová pravidla jsou vyvážená, a plně podporuji kompromis dojednaný s Radou. Dnes uzavíráme jednu kapitolu, ale nadále probíhají konzultace ze strany Komise. Od telekomunikačního sektoru očekáváme velké investice, ale ty potřebují regulatorní stabilitu. Doufám proto, že budeme jakoukoli novou regulaci pečlivě vážit a že půjde o regulaci orientovanou na budoucnost a ku prospěchu věci.

  Kaja Kallas (ALDE). Mr President, we definitely seem to have problems with communication in this House as well. I often say that there are disparities between the communication that knows no borders and the barriers to communication that countries actually create. Roaming surcharges are a good example of this. I am happy that they are coming to an end in 2017, although Parliament wanted a much earlier end date.

But net neutrality goes beyond that date. How net neutrality is defined and how it is enforced will shape the future of the internet. We must remember that the internet was created to be an open platform for innovation and communication. It did not seem to matter until recently when we saw all the innovation coming from the internet. So we just cannot allow fast lanes to be created for those who pay. I am not only thinking about the start-ups that are not able to innovate on the internet, but we should also think about citizens who cannot receive their e—mails because somebody else is paying for the fast lane.

So I would in particular call for Commission Vice-President Ansip to clarify the remaining issues in order to ensure that the principles are applied in the same way across Europe, and in this respect also to think seriously about the role of BEREC in order to look at the big picture.

  Paloma López Bermejo (GUE/NGL). Señor Presidente, valoramos las posturas del Parlamento en defensa de la neutralidad de la red y el fin del roaming. No se nos escapan, sin embargo, las concesiones hechas al Consejo y que demuestran que algunos partidos han negociado de manera muy distinta desde el Parlamento y desde el Gobierno. Esperamos que estas ambigüedades se resuelvan en la votación y con la aplicación del Reglamento.

En lo que respecta al roaming, es evidente que no podemos tolerar que los grandes grupos de telecomunicaciones exijan el cobro doble por un mismo servicio. Hoy podemos corregir esta situación. No perdamos la oportunidad de hacerlo. En cuanto a la neutralidad de la red, esta es una exigencia básica y fundamental, no solo por el respeto de las libertades, sino también para la innovación productiva y el acceso igualitario en un mundo crecientemente digitalizado, tanto en el ocio como en el trabajo.

Más allá del debate de hoy, la estrategia digital de la Unión deberá considerar el futuro no solo de los derechos de los consumidores sino, precisamente también, el lugar y los derechos del productor y trabajador en este mundo digital. Espero que en este debate seamos capaces de mantener el mismo consenso que pretendemos alcanzar hoy.

  Julia Reda (Verts/ALE). Mr President, net neutrality means that traffic is treated equally without discrimination, restriction or interference, independent of the sender—receiver type, content, device, service or application. The Council is trying to make us believe that this is what we are getting with this regulation, but I wonder why the Council refused to include this definition, or even the word net neutrality, in the agreement.

I wonder why the founder of the World Wide Web, Tim Berners-Lee, is urging us not to undermine net neutrality and to adopt amendments. Tim Berners-Lee is joined in his call for amendments by leading EU start-ups and investors, by the German Stanford Professor, Barbara van Schewick, who is the world’s leading expert on net neutrality issues, and by US presidential candidate Lawrence Lessig.

The fact is that this regulation allows business practices that rely on keeping the internet slow and expensive, such as zero-rating; it allows the slow-down of encrypted traffic; it gives incentives to companies not to protect our privacy and not to invest in broadband roll—out. That is exactly the opposite of a net neutrality regulation. So please adopt amendments to make sure that Parliament delivers on its promise to keep the internet open.

Și eu îl susțin. Întrebarea pe care vreau să v-o pun: credeți că este nevoie să avem o garanție din partea comisarului aici prezent că nu se decalează termenul de 2017? Pentru că și Patrizia și alții au întrebat acest lucru. My statement criticising the net neutrality regulation in this package was precisely on the net neutrality part – I believe your question relates to the roaming part of the package. I do not believe that the regulation as such really sets an end date for roaming. I think it is our job as legislators to do that: to put an end to roaming and to clearly define net neutrality in the regulation. I think what we are doing here as a Parliament is that we are giving responsibility to the Council, to BEREC and to the Commission to actually do the job that we, as legislators, should be doing, and that is to pass clear rules on roaming and on net neutrality.

  Roger Helmer (EFDD). Mr President, my party supports net neutrality but we do not agree that heavy-handed top-down European regulation is the best way to deliver it, and I note that more than one Member State agrees with us. Then we come to the question of roaming, which has been presented as a wonderful benefit for consumers. Of course, it is no such thing; it is profoundly regressive. It will benefit well-heeled jet-setters and business executives and it will result in higher costs for domestic users.

We have had Members of this House, including Vicky Ford, who have told us that there will be no rebound effect on domestic costs. I have to say that if you take that view, you simply do not understand how markets work: the operators will have lost a major revenue stream, they will seek to recover it, and the only place to recover it is from domestic prices. We MEPs will get lower prices, but Mrs Lumsden in Coronation Street will pay more. Yet again we see European regulation delivering unintended consequences and perverse incentives.

I do not want to push up their domestic prices, but I do want to them to be able to use their phones affordably when they travel across Europe. This is why, in the two years of negotiations, we have put in place a safeguard through the review of wholesale caps so that domestic prices will not be put up. Here is my question to you: why in two years have you never bothered to turn up to a negotiation? Have you even read the text?

But you tell me that you do not want to push up domestic prices, so I have to ask you: why are you supporting a measure which will clearly have that effect? If you are relying on a couple of clauses buried in the small print to protect consumers at home, I suggest that you should think again, because those assurances are not worth the paper they are written on.

  Jean-Luc Schaffhauser (ENF). Monsieur le Président, chers collègues, la manière de procéder de la Commission est toujours la même.

Premièrement, on fait miroiter les vertus d'un marché unique et de la concurrence: 110 milliards d'économies pour le marché unique des télécommunications et une hausse du PIB de 5 % jusqu'à 2020.

Deuxièmement, au nom de la vertu du marché unique et de la concurrence, on casse les leaders étatiques nationaux et leurs fournisseurs, ou du moins on les affaiblit fortement, ainsi que leurs équipementiers. La France était – vous m'entendez bien – numéro un mondial avec Alcatel, depuis plus rien.

Troisièmement, au nom de la compétitivité mondiale, on détruit les nouveaux et anciens acteurs pour obtenir une nouvelle concentration par une concurrence déloyale.

Quatrièmement, on laisse entrer les puissances extérieures, car la Commission ne travaille pas pour l'Europe – pensons à l'affaire Schneider – pour qu'elles absorbent les leaders qui ont survécu et, si elles n'y arrivent pas, on met en place le traité transatlantique. Oui, il faut mettre fin au coût excessif de l'itinérance, mais il n'y a pas de miracle: s'il y a moins de bénéfices, il y a moins d'investissement dans la recherche et l'innovation.

La neutralité du net est une illusion si celui-ci est dans les mains des États-Unis et que ceux-ci restent maîtres du réseau. Ce sont les États qui doivent rester garants de la législation et du service; il faut un intranet européen s'appuyant sur des intranets nationaux pour l'indépendance et la résilience. Demain, il faudra reprendre cette souveraineté démocratique, sortir de cette Europe, justement, Mesdames et Messieurs, pour les citoyens que vous prétendez défendre en les asservissant un peu plus.

  Paul Rübig (PPE). Herr Präsident! Ich möchte mich bei der Berichterstatterin Pilar del Castillo Vera sehr herzlich bedanken, weil sie fortgesetzt hat, was die Bürgerinnen und Bürger in Europa gefordert haben.

An mich ist einmal eine Studentin herangetreten und hat sich über die exorbitanten Kosten beschwert, die entstehen, wenn man in ein anderes Land in Europa fährt. Ich habe mich damals mit der Kommissarin Reding zusammengesetzt und die hat das bestätigt. Die Europäische Kommission hat für Roaming I einen Vorschlag gemacht hat, der wegweisend war. Ich bedanke mich heute noch bei der Europäischen Kommission, dass sie diesen Weg nicht verlassen hat, sondern den Weg konsequent fortgesetzt hat.

Ich glaube, dass es auch heute wichtig ist zu sehen, dass wir tatsächlich die Roaming-Gebühren bis zum 14. Juni 2017 eliminieren können. Bis zum 30. April 2016 senken sich die Kosten auf 5 Cent pro Minute, bei SMS auf 2 Cent und bei den Daten insgesamt auf 5 Cent. Ich glaube, dass es ein Riesenfortschritt ist, auch den digitalen Binnenmarkt tatsächlich bis 2018 zu realisieren. Ich glaube, auch bei der Netzneutralität muss man sagen, dass eine drohende Netzüberlastung durch Gleichbehandlung verhindert werden muss. Das stellt die derzeitige Definition klar und verhindert, dass große, mächtige Konzerne gratis unsere Infrastruktur in Europa benützen.

Ich glaube, das ist wegweisend. So weit ist man nicht einmal in Amerika gekommen. Ich glaube, dass die europäische Regelung ein Vorbild für die globale Entwicklung ist und damit dem Internet eine neue Sicherheit gibt.

Il-Kumitat IMCO rnexxielu jinkludi numru ta’ proviżjonijiet important dwar it-tisħiħ tal-informazzjoni kuntrattwali u t-transparenza, monitoraġġ tal-konsum u miżuri għall-immaniġġjar tat-traffiku. Dan jipprovdi għodda ta’ tqabbil bejn is-servizzi, aktar informazzjoni għar-rimedji u proċedura biex jiġu indirizzati l-ilmenti tal-konsumaturi.

Mr President, I will be voting in favour of this report later today because I believe it strikes the right balance between protecting consumer rights, encouraging competition and fostering innovation. The prospect of ending roaming charges in the EU is a significant bonus for consumers, and I am pleased that my constituents will be able to use their phones across Europe without the fear of incurring huge bills.

With regard to the open internet, this report takes a sensible approach. It will ensure that all internet traffic is treated equally, with some reasonable exceptions to overcome congestion. It will also allow for new and innovative technologies that have specific speed requirements, such as in the area of e-health.

The report also allows countries like the United Kingdom to maintain our system of parental filtering. This is an important issue for my constituents and I am pleased to see that this is been safeguarded.

  István Ujhelyi (S&D), Kékkártyás kérdés. Énnekem megnyugvás volt képviselőúrtól hallani, hogy támogatja a most benyújtott javaslatot. Ugyanakkor tudjuk azt, hogy miközben az Európai Bizottság sokkal korábbi időpontot határozott meg a roamingdíj kivezetésére, és mi itt az Európai Parlamentben – illetve az előző ciklus képviselő is – sokkal korábban szerették volna a roamingdíjat eltörölni. Mi lehet annak az oka, hogy megint az európai kormányfők, ott a Tanácsban próbálták ezt tolni, halasztani? Nemzetállami gőg, csak azért, hogy betegyenek a Bizottságnak és a Parlamentnek, hogy mást javasoljanak, vagy pedig esetleg egyes multi cégeknek a lobbija, amelyben a kormányokat meg tudták győzni, és minket, Európai Parlamentet pedig nem.

  Ashley Fox (ECR), blue-card answer. I do not know the reasons for different members of the Council voting as they might have done, but what I would say to the honourable Member is this: we are engaging in some degree of price fixing.

Now, I would say that I am instinctively against that, but I would say that in this area the free market has failed to deliver lower prices on roaming charges. So I think that where the Commission is intervening in the market, it is reasonable and fair to give phone companies a period – and we are giving them just over 18 months – to get used to those price caps. I think the benefit for consumers will be significant and an 18-month delay really is not a problem.

  Juan Carlos Girauta Vidal (ALDE). Mr President, I would like to thank Pilar del Castillo Vera, as well as the shadow rapporteurs, for achieving this deal with the Council.

This new regulation is an example of how the European Union can bring concrete benefits to its citizens. Parliament had called for the abolition of roaming surcharges and we will have this. As of June 2017, European Union citizens will be able to travel across the EU without paying extra communication surcharges. This will also bring significant benefits to European companies.

I regret that the Council refused to accept the definition of net neutrality called for by Parliament. Nevertheless, we managed to include in the regulation minimum provisions to ensure non—discrimination and equal treatment on the internet. I deplore, however, that the Council rejected negotiation on spectrum and end-user rights as this would have been a concrete step towards full realisation of the Digital Single Market.

  João Ferreira (GUE/NGL). Senhor Presidente, já vimos antes inflamadas profissões de fé na liberalização de vários setores de atividade económica. A verdade, porém, é que o mercado único das comunicações eletrónicas, como a vida e a prática o vieram a comprovar noutros setores de atividade, está feita à medida das grandes potências e dos seus monopólios. Perdem os trabalhadores, perdem os consumidores, que nunca veem concretizadas as miríficas promessas. Avança a concentração monopolista, avança a apropriação privada de bens públicos, como um espetro ou a Internet, cuja neutralidade é posta em risco para satisfazer a perspetiva de negócio de alguns colossos do setor. Mesmo aquele que é agitado como o grande benefício deste regulamento, o fim das taxas de roaming, no reino do domínio das multinacionais, não é isento de potenciais efeitos perniciosos. Ainda há poucas semanas, a presidente do organismo que reúne as 28 entidades nacionais reguladoras do setor das telecomunicações afirmava que, em face dos fluxos turísticos dominantes na Europa, os países do sul sairão prejudicados. Serão as populações que não viajam destes países a ter de suportar os custos associados à eliminação das tarifas de roaming através de um aumento das suas próprias tarifas. Ainda não temos resposta convincente para estes alertas.

  Marco Zullo (EFDD). Signor Presidente, onorevoli colleghi, nell'accordo che abbiamo trovato come Parlamento europeo con il Consiglio sul mercato unico delle telecomunicazioni, dal mio punto di vista ci siamo accontentati del "poco è meglio di niente". È un approccio completamente sbagliato.

Noi stiamo giocando con le parole: da una parte garantiamo sicurezza e certezza, dall'altra in quel regolamento abbiamo praticamente offerto dei meccanismi per contraddire questi impegni. Se parliamo del roaming, che è già stato posticipato a una data troppo avanti, di fatto consentiamo poi agli operatori di spalmare sugli utenti inconsapevoli queste spese in più. Riguardo alla neutralità della rete, abbiamo addirittura ceduto sulla sua definizione e quindi lasciamo nuovamente agli operatori la possibilità di controllare il flusso dell'informazione.

Facciamo in modo oggi, con il voto, di non perdere l'ennesima occasione per avere un'internet gratuita, accessibile e neutrale.

  Gilles Lebreton (ENF). Monsieur le Président, aujourd'hui 27 octobre 2015, le Parlement européen va consacrer une nouvelle liberté, la neutralité du net. L'enjeu est considérable. Il s'agit de permettre à chaque utilisateur d'internet, qu'il soit pauvre ou riche, d'accéder sans discrimination au site de son choix, du plus petit blog personnel aux plus grands sites d'entreprises multinationales.

Cette égalité d'accès à internet est nécessaire. Il est regrettable que le texte qui nous est présenté soit flou. Si on le votait en l'état, il pourrait mener à un scandaleux filtrage des contenus sur internet qui compromettrait la capacité des citoyens à s'informer. C'est pourquoi je soutiendrai les amendements qui visent à conjurer ce risque. La Commission fédérale américaine des télécommunications a garanti, le 26 février 2015, la neutralité du net aux États-Unis. Le Parlement européen doit prouver aujourd'hui qu'il est capable d'en faire autant pour l'Europe.

  Róża Gräfin von Thun und Hohenstein (PPE). To rzeczywiście dla obywateli Unii jest największe i najbardziej oczekiwane rozporządzenie, którym dzisiaj się zajmujemy – już od dawna najbardziej oczekiwane, bo nareszcie ustalamy datę ostatecznego zniesienia opłat za roaming. To jest krok, na który czekaliśmy wszyscy niecierpliwie. Od dnia 15 czerwca 2017 r. operatorzy nie będą mogli nakładać na konsumentów dodatkowych opłat za korzystanie z telefonów, ani za przesył danych w Unii Europejskiej. W końcu udało nam się przełamać opór Rady w tej sprawie i bardzo gratuluję mojej koleżance del Castillo determinacji w tej kwestii. I również bardzo cenię zaangażowanie komisarza Ansipa. Jestem przekonana, że z nim Komisja Europejska szybko zaproponuje odpowiednie przepisy dotyczące cen hurtowych, dzięki czemu koszty świadczenia usług roamingowych dla operatorów rzeczywiście i odczuwalnie spadną. Chciałam, żeby to się stało wcześniej, ale od 30 kwietnia przyszłego roku odczujemy ich spadek, bo operatorzy będą mogli do naszych rachunków doliczać tylko tyle, ile faktycznie operatorom za granicą zapłacą. Ale to, co się nam udało również osiągnąć, to kompromis w sprawie neutralności w sieci i z tego bardzo się cieszę. Zacytuję króciutko: „dostawcy usług dostępu do internetu w czasie świadczenia usług traktują wszystkie transmisje danych równo, bez dyskryminacji, ograniczenia czy ingerencji”. Ale bądźmy gotowi, żeby to prawo poprawiać, jeśli zajdzie taka potrzeba. Niektórzy z was narzekają na rozwodnienie. Jednak pamiętajmy, że środowisko cyfrowe bardzo szybko i dynamicznie się zmienia oraz rozwija i nasze regulacje muszą być na to nastawione.

Domnule președinte, vreau în primul rând să îi felicit pe toți cei care au negociat, în numele Parlamentului, acest acord cu statele membre și au reușit ca, pe de o parte, să avem o eliminare a suprataxării roamingului și, pe de altă parte, să se introducă garanții pentru neutralitatea rețelelor în legislația Uniunii Europene.

Suprataxarea apelurilor, a SMS-urilor, și a datelor în roaming în interiorul Uniunii Europene va fi eliminată până la 15 iunie 2017, după o perioadă de tranziție, iar scăderea prețurilor poate reprezenta până la de 4 ori mai puțin decât plătesc astăzi unii consumatori.

Privind neutralitatea rețelei, vreau să subliniez că până în prezent nu au existat niciun fel de reguli paneuropene obligatorii cu privire la neutralitatea rețelei. Pentru prima dată, principiul neutralității va fi consacrat în 28 de sisteme juridice naționale. Furnizorii de servicii de internet din întreaga Europă vor trebui să trateze în mod egal tot traficul de internet, fără discriminare, restricție sau interferențe și indiferent de cel care este expeditor sau receptor, de conținut, aplicații sau servicii utilizate. Felicitări încă o dată negociatorilor Parlamentului European!

  Hans-Olaf Henkel (ECR). Herr Präsident! Meine Damen und Herren, wir müssen aufpassen, dass der Begriff „Netzneutralität“ hier in diesem Haus nicht zu einem ideologischen Kampfbegriff wird. Das Beste, was die EU und früher die Europäische Wirtschaftsgemeinschaft uns geboten hat, ist eindeutig der Europäische Binnenmarkt. Er ist die Basis für Wohlstand, für Arbeitsplätze und letzten Endes auch die Grundlage für die moralischen Positionen, die das Europäische Parlament überall in der Welt zu verbreiten versucht.

Das alles ist gefährdet durch zwei Dinge: Erstens, im Bereich der Digitalen Wirtschaft fallen wir weiter hinter dem Rest der Welt zurück. Und zweitens, wir müssen unbedingt dafür sorgen, dass der Europäische Binnenmarkt auch an das Ausland angeschlossen wird. Meine Damen und Herren, beides muss zur gleichen Zeit passieren, und deshalb unterstütze ich auch den Vorschlag der Kommission.

Im Übrigen – und hier kommt mein ceterum censeo – bin ich der Meinung, dass die Einheitswährung in Europa nur zu Zwist und Zwietracht führt und deshalb abgeschafft werden muss.

  Sabine Verheyen (PPE). Herr Präsident, liebe Kolleginnen und Kollegen! Das Telekom-Paket ist ein ausgesprochen komplexes Gesetzgebungspaket mit einer unwahrscheinlich großen Relevanz für alle Bürgerinnen und Bürger hier in Europa, und das gleich in mehrfacher Hinsicht. Zum Einen sprechen wir über den Wegfall des Roamings, das, wie ich hier habe lernen müssen, leider nicht von allen Seiten, aber von den meisten hier im Parlament doch sehr begrüßt wird. Zum Zweiten aber sprechen wir auch über das Thema Netzneutralität. Das ist wohl anscheinend ein Begriff, den der Rat scheut wie der Teufel das Weihwasser. Denn das war das erste Ziel: Dieser Begriff musste raus aus der Richtlinie.

Ich bedauere eigentlich zutiefst, dass vom Rat heute kein Vertreter hier sitzt, der uns gegenüber begründen kann, warum man bei der Netzneutralität so stark gegengehalten hat. Das Parlament hat zum Thema Netzneutralität vor nahezu anderthalb Jahren einen guten Entwurf verabschiedet, der leider in den Verhandlungen mit dem Rat deutlich aufgeweicht wurde. Die Frage, die man sich allerdings stellen muss, eben weil wir ein komplexes Paket haben, ist: Wie wirken die einzelnen Aspekte und die einzelnen Punkte, die im Paket erreicht werden konnten, zusammen? Hier, muss man sagen, erreichen wir unter dem Strich mehr, als wir bisher haben. Bisher gibt es keine Definition von Netzneutralität, bisher gibt es allerdings auch keine Sicherung von Gleichbehandlung, Nichtdiskriminierung und freier Durchlässigkeit, unabhängig von Sender und Empfänger. Das heißt, im Moment haben Telekommunikationsunternehmen relativ freie Hand, wie wir das auch in der Vergangenheit hatten, und man kann nur über das Wettbewerbsrecht Eingriff nehmen. Das heißt, wenn wir hier zu einer Regelung kommen, werden wir deutlich weitere Schritte einleiten können als bisher. Ich bin nicht zufrieden mit dem Ergebnis zum Thema Netzneutralität, ich bin aber zufrieden, weil mit dem Gesamtpaket ein richtiger Schritt in die richtige Richtung getan wird.

  Evelyne Gebhardt (S&D). Herr Präsident! Mit diesem Telekommunikationspaket machen wir einen ersten ganz wichtigen Schritt, um die Rechte der Bürger und Bürgerinnen, die der Verbraucher und Verbraucherinnen voranzubringen, und das ist ganz wichtig. Und unser harter Kampf, den wir immer wieder geführt haben, damit endlich die Roaming-Gebühren abgeschafft werden, zeitigt nur sehr langsam Ergebnisse, aber die Ergebnisse stellen sich ein, und dies ist deswegen eine ganz wichtige Frage.

Eine weitere wichtige Frage ist natürlich auch diese Frage der Netzneutralität, an der wir auch gearbeitet haben. Und natürlich wäre mir viel lieber gewesen, wenn sich der Text des Parlaments bei den Verhandlungen, die wir gehabt haben, durchgesetzt hätte. Die Frage ist, wie gehen wir jetzt damit um? Ich denke, mit diesem Text haben wir einen ersten richtigen Schritt getan, einen wichtigen Schritt, weil in 26 Staaten keinerlei Regeln existieren. Das müssen wir auch nochmal sehen.

Aber das bedeutet, Herr Kommissar, und da bitte ich Sie, mir wirklich zuzuhören, dass wir uns jetzt nicht hinsetzen können und Däumchen drehen, sondern wir müssen ganz hart daran arbeiten, dass solche Dinge wie zum Beispiel das zero-rating auch ganz klar die Definition „abzulehnen“ erhalten. Und wir müssen auch in dem Bereich der Netzneutralität weiterarbeiten, damit auch wirklich Klarheit geschaffen wird, dass alle Bürger und Bürgerinnen freien Zugang dazu haben.

  Bendt Bendtsen (PPE). Hr. formand! Jeg vil gerne starte med at sige tak til ordføreren Pilar del Castillo Vera og også tak til skyggeordførerne for et rigtigt godt forhandlingsresultat.

Europa har brug for mere vækst og beskæftigelse, og derfor har vi også behov for et fælles indre marked for teleydelser. Det har vi ikke haft, det er vi på vej til at få. Ingen havde troet, at vi kunne skubbe til klubben, som har brugt roamingtaksterne som en malkemaskine på forbrugerne i Europa. Der er også grund til at sige tak på vegne af de små og mellemstore virksomheder. Vi lever i en global digital tidsalder, og det gavner det indre marked for de små og mellemstore virksomheder.

Jeg kan så høre, at det ikke er alle, der er lige tilfredse med det, der er sket omkring netneutralitet. Jeg synes, vi skal lytte lidt efter det, kommissæren har sagt i dag. Og så er det trods alt første gang, vi har fået en safeguard ind i vores lovgivning.

   Edouard Martin (S&D). Monsieur le Président, nous nous apprêtons tout à l'heure à adopter un règlement fondamental à double titre: tout d'abord, la fin de l'itinérance. En juin 2017, après des années de plafonnement progressif, ce sera la fin des surcharges tarifaires pour ceux de nos concitoyens qui traversent les frontières, et je ne pense pas seulement à ceux qui ont la chance de voyager, mais aussi à ceux qui se déplacent par-delà les frontières pour raisons professionnelles. Je pense tout particulièrement aux travailleurs frontaliers, il s'agit là d'un aboutissement remarquable.

Deuxième élément fondamental, l'inscription des principes de neutralité du net dans notre corpus juridique européen. C'est pour moi une avancée considérable, et je voudrais ici répondre aux inquiétudes et aux critiques qui ont pu s'exprimer sur le résultat de la négociation entre le Parlement et le Conseil. Est-ce que ce texte consacre clairement un principe de traitement neutre et non discriminatoire du trafic internet? Oui, c'est le cas. Est-ce que ce texte ouvre des brèches évidentes qui permettraient de contrevenir au principe de neutralité de l'accès à internet? Je ne le pense pas, même si nous pouvons toujours pouvoir estimer écrire ex abstracto un texte plus clair. Mais est-ce que ce gain éventuel de clarté mérite que l'on prenne le risque de mettre à bas l'ensemble de nos acquis?

C'est sur cette question, et seulement sur cette question, que nos divergences s'exprimeront tout à l'heure. Pour ma part, je ne prendrai pas ce risque – car on ne rouvre pas une négociation achevée – tout en prévenant la Commission et les États membres que nous resterons vigilants à la fois sur la mise en œuvre de ce règlement et sur les prochains textes d'ores et déjà inscrits à l'ordre du jour.

  Gunnar Hökmark (PPE). Mr President, I would like to convey my thanks to the rapporteur and say to Mr Helmer and all the others behind their borders: ‘welcome to the 20th Century’. When you have arrived there, you will get the information that the rest of us are in the 21st Century, where there are no borders for mobile telephones or the internet. That is why it is important and a step forward with this package, because now we are clarifying that we need a European telecom market. We are taking away some of the hindrances, but we need to do more.

One of the things we need to do more is more spectrum, and I think it is important to go ahead and open up the 700 megahertz band, because that will be a precondition for Europe to have the best capacities and higher speeds. To those who are advocating some sort of doctrinaire net neutrality, I would say that in reality you are hindering and blocking the emergence of new services, because you say that different services are not to be allowed to have different preconditions. We shall not discriminate and block, but we shall open up. What you are saying is not net neutrality, it is anti-net; it is not internet, because a growing and potential internet is open for suppliers and for users: that is the future. We need to go further ahead, but this is an important step forward.

Signor Presidente, Signor Vicepresidente, onorevoli colleghi, come sempre, quando approviamo un testo legislativo in via definitiva, ci domandiamo se per l'Europa sia un passo avanti. Come sempre, il compromesso raggiunto nell'eterno contendere con il Consiglio può non soddisfare. In questo caso non ci sono dubbi. Il testo che spero con convinzione approveremo rafforza i diritti dei consumatori europei, crea le condizioni per rendere questo nostro continente uno spazio più libero e inclusivo. Ciò è ancora più importante perché si tratta di un settore strategico, quello delle telecomunicazioni, che può rappresentare oggi per l'Europa quello che sono stati il carbone e l'acciaio all'inizio del processo d'integrazione.

L'affermazione del principio di neutralità della rete e l'abolizione definitiva delle tariffe di roaming sono due risultati importanti. Per un'Europa che deve rilanciare il mercato unico quale motore di sviluppo e della propria crescita e definire un nuovo modello di sviluppo basato su conoscenze e innovazione, la realizzazione di uno spazio europeo delle comunicazioni e del digitale appare una condizione necessaria per conquistare il proprio futuro.

  Theresa Griffin (S&D). Mr President, Parliament is voting today to bring an end to data text and mobile phone roaming surcharges throughout Europe by June 2017. I urge all of my colleagues in Parliament to vote for this so that we can see an end to outrageous phone bills for people when they return from their holiday or if they travel within the EU to work. This vote will mean that people no longer need to be afraid of facing huge bills just for keeping in touch with their family and their friends.

Roaming charges have been an unjustified burden on holiday-makers and business travellers for far too long, and the end of roaming charges will be of direct benefit to consumers all across Europe and in the UK, not forgetting that this is yet another reason why the EU benefits us in Britain and why the UK is stronger in the European Union.

  Λευτέρης Χριστοφόρου ( PPE). Κύριε Πρόεδρε, συγχαίρω την εισηγήτρια και στηρίζω με όλες μου τις δυνάμεις αυτό το σημαντικό βήμα της Ευρωπαϊκής Ένωσης όσον αφορά την κατάργηση των τελών περιαγωγής. Είναι πολύ σημαντικό επίτευγμα τόσο για την Ευρωπαϊκή Ένωση όσο και για τους ευρωπαίους πολίτες, αλλά πολύ περισσότερο για την κοινωνία, γιατί εδώ υπήρχε πραγματικά μια μεγάλη στρέβλωση και με αυτόν τον τρόπο ουσιαστικά αποκαθιστούμε μια αδικία που υπήρχε για τόσα χρόνια.

Όμως ένα άλλο σημαντικό κεφάλαιο που πρέπει να απασχολήσει την Ευρωπαϊκή Ένωση –και δράττομαι της ευκαιρίας που δίνει η παρουσία του Επιτρόπου να το αναφέρω– είναι το θέμα του Διαδικτύου. Υπάρχουν χώρες στην Ευρωπαϊκή Ένωση που είναι απομονωμένες και νησιώτικες, όπως είναι η Κύπρος, η Μάλτα και πιθανώς και άλλες περιοχές της Ευρωπαϊκής Ένωσης που καταβάλλουν υψηλό κόστος Διαδικτύου. Γίνεται ουσιαστικά εκμετάλλευση από τις τηλεπικοινωνιακές εταιρείες, και πιστεύω και με την παρέμβασή μου να ληφθεί σοβαρά υπόψη και να υπάρξει ρύθμιση, ούτως ώστε να μπορέσει να υπάρξει ανεκτό κόστος για τη χρήση του Διαδικτύου. Η δική μου πρόταση είναι στις μικρές χώρες όπως η Κύπρος, η Μάλτα και σε άλλες νησιώτικες περιοχές να υπάρχει "free wifi zone", ελεύθερη χρήση του Διαδικτύου. Kαι είναι μια μεγάλη πρόκληση να αρχίσει από τις μικρές χώρες η Ευρωπαϊκή Ένωση, με τη στήριξή της, να εφαρμόζει τη δωρεάν ελεύθερη χρήση του Διαδικτύου. Το Διαδίκτυο είναι ανθρώπινο δικαίωμα, και η Ευρωπαϊκή Ένωση οφείλει να το παράσχει σε όλες τις χώρες μέλη και σε όλους τους ευρωπαίους πολίτες.

  Marc Tarabella (S&D). Monsieur le Président, nous allons voter un texte important tout à l'heure qui comporte deux volets. Le premier, la suppression des tarifs d'itinérance: nous le voulions même plus tôt, pour le 15 décembre 2015, ce sera le 15 juin 2017. Mais nous ne pouvons que nous en réjouir, dans l'intérêt de tous les consommateurs européens et dans l'optique d'un seul marché, vraiment unique de ce point de vue.

L'autre volet, c'est la neutralité du net, bien évidemment, avec la gestion du flux de données, qui pourrait également poser certains problèmes par rapport à la notion de menace d'urgence, laquelle risque naturellement de rouvrir la possibilité d'un internet à deux vitesses. Les pratiques assimilables au taux zéro doivent être bannies. Et à cette fin, je vous propose, pour être clairs et pour éviter qu'un manque de précision ne puisse affaiblir la neutralité du net, de soutenir une série d'amendements: les amendements 2, de 4 à 9 et de 11 à 23, qui pourraient clarifier en tout cas les zones d'ombre et garantir aux citoyens européens la meilleure protection, ce qui est quand même le but de ce texte in globo. Je suppose que nous pourrons y parvenir et voter le texte tout à l'heure.

  Νότης Μαριάς ( ECR). Κύριε Πρόεδρε, ζούμε στην εποχή της πληροφορίας και των επικοινωνιών, σε μια φάση που οι ανθρώπινες ανάγκες εξυπηρετούνται σε μεγάλο βαθμό ηλεκτρονικά. Ταυτόχρονα, η ψηφιακή εποχή δίνει νέες ευκαιρίες στις οικονομίες του κόσμου, αλλά και στις επιχειρήσεις, να αναπτυχθούν και να καταστούν πιο ανταγωνιστικές. Η αύξηση της παραγωγικότητας εξαρτάται πλέον, στον μέγιστο βαθμό, από τις επενδύσεις στις νέες τεχνολογίες. Στο πλαίσιο αυτό, η ενιαία ευρωπαϊκή αγορά ηλεκτρονικών επικοινωνιών διαδραματίζει καθοριστικό ρόλο στο πέρασμα της Ευρώπης στη νέα ψηφιακή εποχή. Όμως για να γίνει αυτό απαιτείται, πρώτον, ουδετερότητα του δικτύου, που διασφαλίζει την ισότιμη ελεύθερη πρόσβαση για τους καταναλωτές και τις επιχειρήσεις, και, δεύτερον, κατάργηση των τελών περιαγωγής, του roaming, που θα συμβάλει στην ελεύθερη κυκλοφορία προσώπων και υπηρεσιών και στην ενίσχυση της ανταγωνιστικότητας των μικρομεσαίων επιχειρήσεων.

Για τους λόγους αυτούς, το roaming πρέπει να καταργηθεί άμεσα, εντός του 2015, όπως ήταν ο αρχικός στόχος, και όχι το 2017, γιατί έτσι διατηρούνται τα ηλεκτρονικά τελωνεία. Εδώ λοιπόν και τώρα άμεση κατάργηση του roaming χωρίς όρους και προϋποθέσεις.

  Ivan Jakovčić (ALDE). Gospodine predsjedniče, naša će zadaća biti u cijelosti ispunjena kao Europski parlament u onom trenutku kada će internet postati peta europska sloboda. To je način na koji onda građani i svi oni koji su zainteresirani, koji potrebuju internet, mogu biti do kraja zadovoljni.

Međutim, ovo je ipak korak u dobrom pravcu. Zato što ćemo 2016. imati slične troškove komunikacije na digitalnom tržištu i zato što ćemo 2017. praktički ukinuti roaming. Možda smo mogli postići više, međutim u ovim odnosima koje imamo s Vijećem i sa zemljama članicama očito nije bilo moguće.

Zato ja na kraju ipak snažno pozdravljam ono što ćemo svi zajedno izglasati već danas i vjerujem da ćemo na kraju pokazati da ova Europa ima snage biti jedinstvenija, biti čvršća zajedno, jer sve ono što s druge strane doživljavamo ide ka razvodnjavanju našeg zajedništva, a mislim da zajedničko digitalno tržište pokazuje i našu zajedničku snagu.

  Igor Šoltes (Verts/ALE). Načela nevtralnosti v odprtem internetu pomeni, da je treba promet obravnavati enako, brez diskriminacije, omejitev ali vmešavanja, neodvisno od pošiljatelja, prejemnika, vrsto, vsebino, napravo, storitev ali aplikacijo.

Vsi, kot slišim danes, smo za nevtralnost interneta, ampak očitno so razlike v razumevanju, ali ta uredba to res zagotavlja, ali bomo s to uredbo res dosegli te cilje.

Ko namreč primerjamo besedilo iz prvega branja, je mogoče ugotoviti, da manjkajo praktično vse določbe, ki se nanašajo na pojem, definicijo in zagotavljanje neodvisnosti in nevtralnosti interneta. In ravno ta ohlapnost jezika, opozarjajo tudi strokovnjaki v Sloveniji, je lahko v Evropi velik problem.

In moram reči, da dober primer prakse zakonodaje, kako je to treba urediti, je primer Slovenije.

Ser nieħdu l-aħħar pass f'proċess leġiżlattiv, li frankament diġà kien twil wisq u li ma kellux jitwal daqshekk. It-tneħħija tat-tariffi tar-roaming huma eżempju ieħor konkret tal-benefiċċji ta' unjoni ekonomika b'rabtiet aktar b'saħħithom.

Bid-deċiżjoni tagħna llum, ser ineħħu prattiċi antikwati tan-negozju, u ċ-ċittadini tagħna ser jaraw il-benefiċċji reali ta' suq Ewropew diġitali u dan bi prezzijiet orħos. Is-servizzi diġitali ma jistgħux jieqfu mal-fruntieri.

Il-kunċett tal-Ewropa huwa dwar it-tneħħija tal-barrieri u jiena kburija ħafna li llum ser titneħħa barriera oħra. Dan mhuwiex biss dwar ir-roaming imma dwar il-bżonn li jiġu ggarantiti aċċessibilità sħiħa tal-internet u s-servizz diġitali. Signor Presidente, onorevoli colleghi, a differenza della collega Kammerevert, che prima ha parlato a titolo personale, vorrei annunciare il voto favorevole a questo regolamento anche insieme ad altri colleghi S&D della commissione Cultura perché è frutto di un difficile negoziato durato tre mesi e perché, anche se avremmo voluto avere più certezze, per la prima volta dobbiamo dire che in Europa saranno stabilite norme vincolanti in materia di neutralità della rete, che saranno sancite nei 28 ordinamenti giuridici nazionali e obbligheranno i fornitori di servizi Internet nell'Unione europea a un trattamento equo del traffico in rete, senza discriminazioni, interferenze o limiti.

Le autorità regolatorie nazionali dovranno altresì dare piena attuazione alla proposta con poteri aggiuntivi e monitoreranno anche le pratiche discriminatorie, come lo zero rating. Saranno inoltre comminate sanzioni, e questo ci sembra un passo avanti molto significativo, insieme naturalmente alla fine delle tariffe aggiuntive per il roaming nel giugno 2017. Quindi credo che sia da salutare come un passo in avanti importante.

  Pascal Arimont (PPE). Herr Präsident, sehr geehrte Kolleginnen und Kollegen! Der Exit für die Roaming-Gebühren in der EU war längst überfällig und kommt rund zwei Jahre später als vom Parlament und der Kommission gefordert.

Dennoch begrüße ich, dass im Sinne der Verbraucher nun endlich ein definitives Datum für die Abschaffung der Roaming-Gebühren festgelegt wurde. Wir haben in Europa einen freien Personen-, Waren- und Dienstleistungsverkehr. Bei der Telekommunikation allerdings bestehen weiterhin künstliche Grenzen, das darf ganz einfach nicht sein.

Kritisch sehe ich neben der verspäteten Abschaffung der Roaming-Gebühren jedoch, dass Telekommunikationsanbieter auch nach 2017 immer noch die Möglichkeit haben, Sonderregeln vorzusehen, wenn Nutzer häufiger im EU-Ausland mobil telefonieren als bei gelegentlichen Reisen. Hier müssen wir in Zukunft ganz genau darauf achten, das ist ein Aufruf an die Kommission, dass für die Bevölkerung in einer Grenzregion keine Nachteile entstehen, dass grenzüberschreitende Arbeit dadurch nicht zusätzlich belastet wird.

In Grenzregionen überschreitet man nämlich nicht nur zu Reisezeiten die Grenzen, dort lebt man Europa ganz natürlich jeden Tag. Dafür sollte die Grenzbevölkerung nicht zahlen müssen.

  Andrus Ansip, Vice-President of the Commission. Mr President, first of all I would like to thank the Members for this very fruitful debate this morning.

Parliament has negotiated well and played a leading role for us to get this far. Today we are taking bold steps on both roaming and net neutrality. I must stress that the political understanding should not be reopened with last-minute amendments. Any change now would create a real risk of delays that might not be only months but years. We are not asking any Member State to change existing national rules if these can be interpreted by regulators and courts consistently with the regulation. Our regulators and the Body of European Regulators for Electronic Communications (BEREC) have a long track record in safeguarding open, competitive markets, and I am sure they are up to the task.

Our people have been waiting a long time for common principles of net neutrality and the end of roaming surcharges. If you do not approve of the deal today, there is no date at all. This would be worse. I am sorry to say that we already have in the European Union a generation of people who know how dangerous it is to use your mobile devices in some other countries. If service providers have to tell their customers not to use their services if travelling in some other countries, then we have to say that this is not a sustainable business model. If customers do not care about this advice and they continue use their mobile devices, they could easily start to hate those service providers because of those high bills they have to pay. Now it is up to Members to change this system.

I am also really happy that we were able to find consensus in the common principles of net neutrality: no blocking, no throttling, no pre-paid prioritisation. All traffic has to be treated equally on the internet. This is really important for all of us, not only for Europe, but for the whole world.

Parliament now has the deal, with its very tangible effects for people, in its hands. It is a good deal for Europe and for Europeans. I urge Members again to vote for it.

  Pilar del Castillo Vera, ponente. Señor Presidente, Vicepresidente, Señorías, hoy se van a tomar decisiones trascendentales sobre dos aspectos que me parecen de la máxima relevancia para el futuro digital de la Unión Europea, para el futuro de la economía digital, para el futuro de la sociedad digital; un camino que está en marcha, que es como un tren de alta velocidad sin paradas, y en el que Europa tiene que estar en la locomotora.

En primer lugar, van a desaparecer los costes de itinerancia, los costes de roaming, que afectan a millones y millones de ciudadanos en toda la Unión Europea. Los costes de roaming, en términos de la libre circulación de personas —un pilar fundamental de la Unión Europea—, suponen una tasa a esa libre circulación. Pues bien, esa aduana digital, esa tasa que hemos estado conociendo, viviendo, a la libre circulación de personas, y también de empresas que generan servicios e intercambian bienes, va a desaparecer, y esto me parece que tiene un enorme valor.

Y, en segundo lugar, internet. Internet es un bien precioso. Internet es un territorio extraordinario que nos ha deparado la tecnología, que hay que cuidar —y yo creo que incluso mimar—, y con este Reglamento se establecen unas condiciones para el acceso a internet con garantías, para que el tráfico sea tratado de manera igual, pero para que, a la vez, los servicios innovadores puedan florecer en el marco de la Unión Europea, para que no se ahogue todo el talento, toda la creatividad.

Es un enorme paso adelante. Es la primera vez que hay un marco regulador de esta naturaleza en el mundo, y es equilibrado. Es una tierra de oportunidades para todos y nadie la debe ahogar. Eso es lo que supone este marco regulador sobre internet que hoy tenemos por delante.

Since our economy is more and more interlinked with a digital dimension, I believe that a genuine single market for electronic communications is an essential part in order to pave the path for sustainable growth in Europe by improving conditions for the existing international businesses and digital industries. In addition, the telecoms single market would vastly benefit consumers who would enjoy fair and competitive prices for the digital devices and services.

  Dita Charanzová (ALDE), písemně. Podporuji předložený návrh, jelikož věřím, že roaming v současné EU nemá své místo a musí být zrušen. Na druhou stranu si umím představit, že by konečný návrh mohl být ještě lepší. Táhnoucí se jednání o zrušení poplatků za roaming je podle mne dobrý příklad špatné praxe, tedy lobbistických schopností telekomunikačních společností. Roaming mohl a měl být zrušen již dříve, volat levněji jsme mohli už z letošní dovolené. I přes tyto průtahy jsem ráda, že jsme se dokázali shodnout na postupných krocích, tedy zastropování cen roamingu a jeho následné zrušení od června 2017. Je to určitě důležitý krok na cestě k jednotnému digitálnímu trhu EU. Na druhou stranu mne mrzí, že se Rada jednoznačně nepostavila za to, že je nutné respektovat síťovou neutralitu. Internet je svého druhu veřejná infrastruktura a není žádoucí, aby si některé subjekty mohly zaplatit za lepší přístup a pohyb v této infrastruktuře na úkor druhých. Jsem proti tolerování jakýchkoliv praktik, které by zabránily tomu, že všechny subjekty využívající internet mají stejná práva a možnosti. Takovou situaci bych považovala za nerovnou konkurenci. Jsem však přesvědčena, že předložený návrh je lepší než žádný návrh. Přesto, že v principu souhlasím s obsahem předložených pozměňovacích návrhů, rozhodla jsem se zdržet se hlasování.

  András Gyürk (PPE), írásban. 2017. június 15-e emblematikus nap lesz Európa számára. Úgy vélem – és nem hiszem, hogy túlzok – hogy a határok átjárhatóvá tétele után ez ismét egy olyan EU-s vívmány, amely minden állampolgárra hatással lesz: végre lehetővé válik az, hogy legkésőbb 2017. június 15-től hazai tarifákon beszélgethessenek az Európai Unió állampolgárai egymással. Az Európai Parlament 2007 óta árplafonok bevezetésével segítette az állampolgárokat és a határon átnyúló üzleti tevékenységet végző vállalkozásokat: az elmúlt évek során fokozatosan csökkent a külföldi telefonhasználat díja. Hangsúlyozom, hogy a Parlament mindent megtett annak érdekében, hogy az extraprofitnak is tekinthető barangolási díjak minél hamarabb eltörlésre kerüljenek.

A dokumentumban a hálózatsemlegesség kérdése is szabályozásra kerül. Ennek keretében a szolgáltatók kötelesek egyenlően kezelni az összes forgalmat, és tilos lesz számukra blokkolni vagy lassítani különböző szolgáltatások átviteli sebességét. Ezenkívül lehetővé válik olyan különleges szolgáltatások értékesítése, melyek garantálják a magas minőségű internet-hozzáférést, de nem az alap internetszolgáltatás rovására. Gratulálok Del Castillo Vera képviselőtársamnak a tárgyalások során tanúsított állhatatos munkájáért, köszönjük ezt a remek teljesítményt.

  Csaba Molnár (S&D), írásban. Tisztelt Elnök Úr! Elfogadhatatlan számomra az, hogy a tagállami kormányokat tömörítő Tanács két évvel késlelteti a roaming-díjak kivezetését Európában, illetve veszélyezteti az internet szabadságát, annak demokratikus, közösségi jellegét. A Demokratikus Koalíciónak meggyőződése, hogy a határok nélküli Európában mára nincs létjogosultsága a külföldi telefonálást és internetezést megdrágító barangolási díjaknak. A roaming-díjakat nem 2017 nyarán fokozatosan, hanem azonnal kell kivezetni. Ennek a döntésnek nincsen alternatívája, a mobilszolgáltatók ne számolhassanak fel többet a külföldi telefonálásért, mint a belföldi hívásokért!

Ugyanakkor olyan javaslatot sem tudok támogatni, amely veszélyezteti az európai internet semlegességet, bármilyen szinten korlátozhatja az európai és magyar emberek szabad internethasználatát. A tagállami kormányok olyan szabályozást akarnak, amely kétsebességes internetet eredményez: gyorsabb sáv a gazdagabbaknak, lassabb, rosszabb minőség a szegényebbeknek. A mostani javaslat lehetővé teszi továbbá az egyes internetes szolgáltatások önkényes korlátozását, és azt, hogy egyes, a szolgáltató által meghatározott tartalmak ne számítsanak bele a fogyasztó havi limitjébe. A javaslat kockára teszi az internet szabadságát és káros az innovációra, megfojthatja a magyarországi kezdő vállalkozásokat is. A közelmúltban láttunk már olyan kísérletet, amikor a magyar kormány próbálta megadóztatni, korlátozni az internethasználatot. A DK ezt akkor is elutasította, most európai szinten sem fogjuk támogatni az internet semlegessége elleni törekvéseket.

  Claude Rolin (PPE), par écrit. Enfin la volonté de voir supprimés les frais d’itinérance pour téléphoner, envoyer des sms ou naviguer sur le net depuis un autre pays de l’Union européenne! À la Commission européenne, à présent, de permettre que cette suppression soit effective en réformant le «marché de gros de l’itinérance» d’ici juin 2017. Si l’on est convaincu par le projet européen, comme je le suis et si l’on souhaite défendre la mobilité des Européens, il faut éviter qu’il y ait un prix supplémentaire à payer pour pouvoir communiquer depuis l’étranger.

  Adam Szejnfeld (PPE), na piśmie. Zniesienie opłat roamingowych na terenie całej Unii Europejskiej to niewątpliwie ogromny sukces. Jestem przekonany, że ta decyzja wpłynie nie tylko na ułatwienie codziennego życia milionów Europejczyków, ale przede wszystkim da impuls wielu przedsiębiorcom do pełnego korzystania z rewolucji cyfrowej. Ubolewam jednak, iż pełne zniesienie opłat roamingowych nastąpi dopiero 15 czerwca 2017 roku. W tym kontekście cieszy fakt, że od kwietnia 2016 roku zostaną jednak znacząco obniżone obecne limity na opłaty za połączenia zagraniczne. Należy również zauważyć, iż zniesienie roamingu nie jest bezwzględne, gdyż ogranicza je klauzula uczciwego wykorzystania, pozwalająca na doliczanie opłat hurtowych w przypadku nadużycia lub korzystania z telefonu wyłącznie za granicą. Według mnie jednak jak wspólny rynek, to wspólny rynek, dlatego jestem przeciwny temu rozwiązaniu. Inną niezwykle istotną kwestią dla prawidłowego funkcjonowania jednolitego rynku łączności elektronicznej jest neutralność sieci. Mam nadzieję, że przyjęte w rozporządzeniu rozwiązania będą gwarantować, iż każdy użytkownik będzie miał równy dostęp do wszystkich usług w Internecie, a cały ruch w sieci będzie traktowany w jednakowy sposób. Gdyby w praktyce okazało się jednak, że obecne rozstrzygnięcia nie nadążają za dynamicznym rozwojem świata cyfrowego, konieczna będzie ich korekta.

  Romana Tomc (PPE), pisno. Pozdravljam predlog Sveta o ukinitvi plačevanja gostovanja v mobilnih omrežjih, a ne za ceno veliko nižjih standardov na področju nevtralnosti interneta, kot je to predlagal kompromisni tekst Sveta.

Leta 2012 je bila v Sloveniji kljub nasprotovanju levice v Državnem zboru - SD je celo vložila amandmaje, ki so nevtralnost interneta črtali - uzakonjena nevtralnost interneta. Internetna nevtralnost koristi končnim uporabnikom, evropskim državljanom, in je nujna za zagotavljanje poštene konkurence na trgu. Namesto, da dopustimo nastanek "interneta dveh hitrosti", je potrebno zagotoviti, da bo dostop brez diskriminacije enak za vsakogar ter da ne bo prihajalo do nastajanja monopolov in omejevanja zdrave konkurence.

To je pomembno tako z vidika običajnega uporabnika interneta, kot z vidika izobraževanja ter konkurenčnosti predvsem malih in srednjih podjetij, ki predstavljajo več kot 98 % vseh evropskih podjetij.

  Carlos Zorrinho (S&D), por escrito. O regulamento sobre o mercado único digital para as comunicações eletrónicas é um pilar essencial para a concretização da União Digital. O regulamento votado resulta de um compromisso entre o Parlamento Europeu e o Conselho. É verdade que se poderia ter ido mais longe nalguns pontos, em particular na consolidação do conceito de neutralidade da Internet, mas o acordo conseguido é uma síntese que permite a continuação futura do trabalho no sentido adequado.

Relevo que este acordo vai permitir reduzir as tarifas de roaming a partir de 30 de abril de 2016 e abolir estas tarifas em 15 de junho de 2017. O acordo garante também o acesso aberto à Internet e proíbe as práticas de acesso prioritário à rede mediante pagamento. É igualmente reforçado o papel dos reguladores nacionais para garantir a aplicação do regulamento.

Por estas razões, é um regulamento positivo, mas que tem de ser acompanhado em permanência, quer para garantir a sua efetiva aplicação, quer para introduzir melhorias e correções decorrentes da experiência da sua aplicação.
