  Marina Albiol Guzmán (GUE/NGL), por escrito. ‒ He votado a favor de aprobar la gestión en la ejecución del presupuesto del año 2013 del Instituto de Innovación y Tecnología. No obstante, quiero señalar que es necesario no pasar por alto ciertos aspectos mejorables a mi juicio, que tienen que ver principalmente con la calidad de los certificados emitidos, o con una serie de retrasos en la entrega de documentación demandada por el Parlamento. Deseamos, pues, que en la evaluación de futuros presupuestos, estas pequeñas anomalías sean corregidas.

  Louis Aliot (ENF), par écrit. ‒ J'ai voté contre l'octroi de la décharge sur l'exécution du budget de l'Institut européen d'innovation et de technologie pour l'exercice 2013. Si l'institut a, selon le rapport, fait des progrès en matière de formation des employés, d'amélioration de ses procédures de planification et de suivi de l'exécution budgétaire ainsi qu'au niveau des procédures de marchés publics, la Cour des comptes déclare pour la deuxième année consécutive n'avoir obtenu aucune assurance raisonnable quant à la légalité et la régularité des opérations de subvention. Nous pouvons également noter la faiblesse du taux d'exécution budgétaire liée à la très forte rotation de personnel. En outre, la question des résultats et de la valeur ajoutée de cet institut peut se poser.

  Marie-Christine Arnautu (ENF), par écrit. ‒ Ce vote donne décharge sur l'exécution du budget 2013 de l'Institut européen d'innovation et de technologie, qui est censé soutenir l'innovation technologique dans le domaine de la recherche, de l'enseignement et de l'économie, et donc promouvoir la croissance économique et favoriser la compétitivité. Or, dans ce domaine, comme dans tant d'autres, l'Union européenne a échoué: délocalisations, chômage de masse, désindustrialisation, etc.

D'autres points importants restent également à corriger, notamment la faiblesse du taux d'exécution budgétaire liée à la très forte rotation de personnel. De plus, la Cour des comptes s'interroge sur la légalité et la régularité des opérations de cet institut.

Je me suis donc opposée à l'octroi de la décharge et j'ai voté contre le rapport du Parlement.

Kadangi institutas patobulino auditoriams teikiamas instrukcijas ir 2013 m. birželio mėn. pateikė atnaujintas instrukcijas žinių ir inovacijos bendrijoms, instituto dotacijų gavėjoms bei pagerino savo viešųjų pirkimų procedūras ir parengė viešųjų pirkimų vadovą, pritariu jo biuždeto įvykdymo patvirtinimui.

  Hugues Bayet (S&D), par écrit. ‒ Le Parlement européen avait reporté, le 29 avril, sa décision d’accorder la décharge au directeur de l’entreprise commune Artemis pour l’année financière 2013 et avait appelé à prendre des mesures pour redresser les erreurs recensées notamment en matière de subventions et de marchés publics.

Le rapporteur souligne que l'institut a sensiblement amélioré ses procédures de marchés publics depuis 2013 et qu'aucune erreur n'a été constatée en 2014. Il note que l'EIT a pris des mesures pour diminuer la forte rotation du personnel et que le service d'audit interne de la Commission a noté une série d'améliorations en ce qui concerne la gestion des subventions. J'ai dès lors soutenu l'octroi de la décharge pour l'exercice 2013.

  Dominique Bilde (ENF), par écrit. ‒ Je me suis opposée à l'octroi de la décharge pour l'exercice budgétaire 2013 concernant l'Institut européen d'innovation et de technologie.

Dans le premier rapport ayant pour objet cet institut, lequel est censé soutenir l'innovation technologique dans le domaine de la recherche, de l'enseignement et de l'économie, avait déjà été signalée l'opacité des opérations de subvention menées par cette entreprise.

Si le rapporteur affirme qu'il y a eu des progrès en matière de formation des employés ou encore dans les procédures de planification et de suivi de l'exécution budgétaire, la Cour des comptes reste inquiète, n'ayant en effet reçu aucune assurance ou preuve raisonnable s'agissant de la légalité et de la régularité des opérations de subvention. En effet, il faut savoir que les certificats d'audit sont délivrés à l'heure actuelle par des cabinets engagés par les bénéficiaires directs de ces subventions, ce qui concernerait au moins 87 % des dépenses de subvention.

Ces pratiques inquiétantes empêchaient donc tout vote en faveur de l'octroi de décharge.

  Mara Bizzotto (ENF), per iscritto. ‒ Considerando che per il secondo anno consecutivo la Corte dei conti ritiene compromessa la qualità della certificazione dell'Istituto europeo di innovazione e tecnologia, poiché essa è stata rilasciata da società di audit scelte dagli stessi beneficiari delle sovvenzioni, non ho inteso avallare col mio voto il discarico all'EIT.

  José Blanco López (S&D), por escrito. ‒ Tras no lograr la aprobación de la gestión de sus cuentas en el mes de abril, el Instituto Europeo de Innovación y Tecnología ha logrado el descargo en este Pleno tras la nueva información aportada y la comparecencia de su director ante la Comisión de Control Presupuestario. En esta ocasión, sin embargo, tal y como recoge el informe aprobado en el Parlamento, al que he dado mi apoyo, el Parlamento constata que se han producido mejoras en los sistemas de verificación ex post de auditoría, al igual que en los procedimientos de contratación pública, y que se ha adoptado una actitud proactiva tras la detección de errores por parte del Tribunal de Cuentas. También se destaca la adopción de una metodología para los convenios de subvención igual al del resto de los programas del programa marco Horizonte 2020, motivos, entre otros, por los que se otorga la aprobación.

  Vilija Blinkevičiūtė (S&D), raštu. ‒ Balsavau dėl šio pranešimo, nes juo Parlamentas patvirtina 2013 m. biudžeto įvykdymą Europos inovacijos ir technologijos institutui. Kartu išdėstytose pastabose Parlamentas pažymi, kad patobulintos instrukcijos padėjo pagerinti audito sertifikatų, gautų dėl 2013 m. dotacijų operacijų, dėl kurių mokėjimai buvo atlikti 2014 m., kokybę. Parlamentas, remdamasis Instituto suteikta informacija konstatuoja, kad nuo 2013 m. Institutas patobulino savo viešųjų pirkimų procedūras ir ėmėsi aktyviai reaguoti, kai Audito Rūmai nustatė klaidų.

  Andrea Bocskor (PPE), írásban. ‒ Az Európai Parlament Költségvetési Ellenőrző Bizottsága 2015. szeptember 22-én szavazott azon intézmények második mentesítési jelentéséről, melyek a rendes zárszámadási eljárás során nem kapták meg a mentesítést, a szakbizottság az Európai Innovációs és Technológiai Intézet mentesítésének megadásáról döntött. Az uniós ügynökség ugyanis az első mentesítési jelentésben feltárt problémákat a szakbizottság értékelése szerint érdemben kezelte, közbeszerzési eljárásait felülvizsgálta, a 25 pontos cselekvési tervből 18-at már megvalósított. Ennek köszönhetően a szakbizottság a mentesítés megadásáról, a számlák lezárásáról döntött. Az Európai Parlament plenáris ülésén is az EIT mentesítésének megadását támogattam.

  Franc Bogovič (PPE), pisno. ‒ Podprl sem tudi razrešnico proračuna Evropskega inštituta za inovacije in tehnologijo za l. 2013.

V zvezi s finančnim poslovanjem inštituta je sicer Računsko sodišče EU v preteklosti ugotovilo določena neskladja pri transakcijah z nepovratnimi sredstvi, ki pa so bila kasneje odpravljena. Inštitut je poskrbel za boljšo kakovost revizijskih poročil, ustreznejše metode certificiranja in naknadna preverjanja za transakcije nepovratnih sredstev z namenom zagotavljanja zakonitosti in pravilnosti transakcij.

Poleg tega je inštitut poskrbel tudi za izboljšanje postopkov javnega naročanja in opravil revizijo svojih notranjih postopkov v skladu s pravili o javnih naročilih. Ustrezno skladje s predpisi oz. upoštevanje njenih priporočil je inštitutu podala tudi služba za notranjo revizijo Evropske komisije.

Iz navedenega izhaja, da se je inštitut ustrezno odzival na pripombe nadzornih inštitucij, zato je podelitev razrešnice edina pravilna rešitev.

  Mercedes Bresso (S&D), per iscritto. ‒ Ho votato a favore di questa relazione perché ritengo che l'Istituto europeo di innovazione e tecnologia (EIT) abbia utilizzato i fondi stanziati per il suo funzionamento, per l'anno 2013, in maniera conforme a quanto previsto e nel rispetto delle regole di bilancio.

  Steeve Briois (ENF), par écrit. ‒ L'Institut européen d'innovation et de technologie est censé favoriser la compétitivité des États membres de l'Union en soutenant l'innovation et la recherche. Malgré les sérieuses améliorations dans la formation des salariés et dans le respect des procédures de marchés publics, la Cour des comptes affirme pour la deuxième année consécutive qu'elle n'est pas en mesure de statuer sur la légalité et la régularité des opérations qui concernent 87 % des dépenses de subventions. Or, les certificats d'audit sont délivrés par des cabinets indépendants.

Dans ce contexte, l'intérêt de financer ce projet avec l'argent des contribuables européennes m'apparaît bien mince. J'ai donc voté contre l'octroi de la décharge.

  Daniel Buda (PPE), în scris. ‒ Raportul bugetar privind exercițiul financiar 2013 al Institutului European de Inovare și Tehnologie (EIT) prezintă într-un mod cuprinzător situația financiară a acestuia până în data de 31 decembrie 2013, fiind prezentate atât rezultatele operațiunilor sale, cât și fluxurile de numerar, în conformitate cu dispozițiile normelor sale financiare. În urma raportului Curții de Conturi, au fost obținute asigurări rezonabile cu privire la fiabilitatea conturilor anuale ale Institutului, însă, similar cu situația întreprinderii comune ARTEMIS, nu s-au putut obține suficiente probe de audit cu privire la legalitatea și regularitatea operațiunilor subiacente.

Totuși, Institutul European de Inovare și Tehnologie a furnizat instrucțiuni îmbunătățite auditorilor responsabili de certificare în iunie 2013, comunicând, de asemenea, instrucțiuni comunităților de cunoaștere și inovare, beneficiarii granturilor Institutului. Drept urmare se observă o ameliorare în ceea ce privește nivelul de asigurare obținut.

Conchid prin a sublinia că eforturile Institutului în cursul exercițiului financiar 2013 au generat o rată de execuție bugetară de 96,97 % și că rata de execuție a plăților în raport cu creditele de plată a fost de 96,86 %, motiv pentru care am votat în favoarea raportului referitor la descărcarea de gestiune pentru execuția bugetului Institutului European de Inovare și Tehnologie aferent exercițiului financiar 2013.

  Gianluca Buonanno (ENF), per iscritto. ‒ Voto a sfavore del provvedimento che concede il discarico per l'EIT: la stessa Corte dei conti ritiene compromessa la qualità della certificazione in quanto rilasciata da società di audit indipendenti incaricate dai beneficiari delle sovvenzioni.

  Nicola Caputo (S&D), per iscritto. ‒ Oggi ho votato a favore della relazione sul discarico per l'esecuzione del bilancio dell'Istituto europeo di innovazione e tecnologia per l'esercizio 2013, in quanto la Corte dei conti ha attestato con la sua dichiarazione l'affidabilità, la legittimità e la regolarità delle operazioni di rendicontazione effettuate dall'Istituto.

Infatti, a partire dagli accordi di sovvenzione 2014, l'Istituto utilizza la stessa metodologia di certificazione di audit di tutti gli altri programmi coperti dal programma quadro Orizzonte 2020. Inoltre, l'Ente ha introdotto verifiche ex post complementari per le operazioni di sovvenzione, quale secondo livello di garanzia della legalità e regolarità delle stesse, effettuando audit "sul campo" su circa il 40% delle erogazioni previste dagli accordi 2013.

Sulla base della corretta gestione finanziaria tenuta dall'Istituto europeo di innovazione e tecnologia, ho deciso di votare a favore del discarico per l'esecuzione del suo bilancio.

  Fabio Massimo Castaldo (EFDD), per iscritto. ‒ Ho ritenuto opportuno votare contro la concessione del discarico perché, sebbene l'EIT abbia cercato di migliorare la propria situazione, sono contrario al proliferare di imprese comuni.

  Λευτέρης Χριστοφόρου ( PPE), γραπτώς. ‒ Το Ευρωπαϊκό Κοινοβούλιο, έχοντας υπόψη τους οριστικούς ετήσιους λογαριασμούς του Ευρωπαϊκού Ινστιτούτου Καινοτομίας και Τεχνολογίας για το οικονομικό έτος 2013 και έχοντας υπόψη την έκθεση της Επιτροπής Ελέγχου του Προϋπολογισμού, χορηγεί απαλλαγή στον διευθυντή του ΕΙΤ όσον αφορά την εκτέλεση του προϋπολογισμού του Ινστιτούτου για το οικονομικό έτος 2013.

  Salvatore Cicu (PPE), per iscritto. ‒ Ho espresso il mio voto favorevole alla proposta di decisione con cui il Parlamento approva la chiusura dei conti dell'Istituto europeo di innovazione e tecnologia per l'esercizio 2013 e concede il discarico al direttore dell'Istituto europeo di innovazione e tecnologia per l'esecuzione del bilancio dell'Istituto per l'esercizio 2013. Si rilevano progressi nel sistema di verifiche ex-post, nelle procedure di appalto e nella gestione finanziaria e monetaria; progressi tali da indurre a tralasciare talune carenze evidenziate dalla Corte dei conti nella sua relazione sull'esercizio 2013.

  Alberto Cirio (PPE), per iscritto. ‒ Ho votato a favore della relazione dell'on. Czarnecki sul discarico per l'esecuzione del bilancio dell'Istituto europeo d'innovazione e tecnologia per l'esercizio 2013.

L'Istituto dal 2013 ha migliorato le proprie procedure d'appalto, nel 2010 ha annullato i due contratti quadro; inoltre ha rivisto le procedure, i circuiti e i modelli interni per adeguarsi completamente alle pertinenti norme in materia di appalti pubblici, rivolgendo particolare attenzione a una sana pianificazione e valutazione delle esigenze. In ultima analisi l'Istituto ha assunto un funzionamento supplementare per gli appalti nel 2015 e ha svolto una serie di formazioni in materia per il suo personale.

Questi punti mi portano, in linea con il mio gruppo, a votare a favore del discarico 2013 dell'EIT.

  Lara Comi (PPE), per iscritto. ‒ Dalla relazione della Corte dei conti sui bilanci annuali dell'Istituto europeo di innovazione e tecnologia (EIT) per l'esercizio 2013 emerge l'incapacità di ottenere per il secondo anno consecutivo garanzia ragionevole sulla legittimità e regolarità delle operazioni di sovvenzione.

Tuttavia, i recenti miglioramenti dell'EIT in termini di pianificazione e controllo per l'esecuzione del bilancio mi portano a votare a favore di questa proposta, che prevede la concessione del discarico per l'esecuzione del bilancio dell'Istituto europeo di innovazione e tecnologia per l'esercizio 2013.

  Ignazio Corrao (EFDD), per iscritto. ‒ Il Parlamento europeo ha proposto, in prima istanza, di rinviare la concessione del discarico del bilancio dell'Istituto europeo di innovazione e tecnologia. Ora si tratta quindi di votare per la definitiva concessione o meno del discarico.

Il discarico non era stato concesso perché la Corte dei conti, nella sua relazione sui conti annuali dell'Istituto europeo di innovazione e tecnologia per l'esercizio 2013, aveva rilevato di non aver ottenuto per il secondo anno consecutivo garanzia ragionevole sulla legittimità e regolarità delle operazioni di sovvenzione. Inoltre la Corte riteneva compromessa la qualità della certificazione in quanto questa, relativa a circa l'87% della spesa per sovvenzioni, era stata rilasciata da società di audit indipendenti incaricate dagli stessi beneficiari delle sovvenzioni.

L'Istituto ha introdotto verifiche ex post complementari per le operazioni di sovvenzione, quale secondo livello di garanzia della legalità e regolarità delle operazioni di sovvenzione, e ha effettuato audit "sul campo" a copertura di circa il 40% delle sovvenzioni erogate in base agli accordi di sovvenzione 2013. La relazione invita quindi il Parlamento a votare a favore della concessione del discarico.

Preferisco votare a sfavore per mostrare il mio dissenso al proliferare di agenzie.

  Miriam Dalli (S&D), in writing. ‒ The EIT has a vital importance in terms of delivering the goals of EU’s policies to promote Technology and Innovation. EIT management has shown the clear improvement in their shortcomings including the inclusion of complementary ex-ante verifications for grant expenditure and also improvements in the vacancy management. Considering that the required amendments were made and the identified shortcomings were addressed I voted in favour of the discharge for the European Institute for Innovation and Technology.

  Michel Dantin (PPE), par écrit. ‒ Ce rapport d'initiative propose l'octroi de la décharge au directeur de l'Institut européen d'innovation et de technologie pour l'exercice budgétaire de l'année 2013, à la suite d'un premier refus du Parlement européen lors de la session d'avril 2015. Le Parlement avait en effet pointé un taux d'erreur concernant les dépenses supérieur au seuil acceptable, résultant de problèmes d'audit et d'erreurs significatives affectant des marchés publics. La qualité des vérifications ex ante et ex post était également jugée insuffisante.

L'Institut européen d'innovation et de technologie a présenté, en juin 2015, un nouveau rapport au Parlement sur les progrès réalisés. Après examen, le Parlement considère que les progrès en matières de vérifications ex-ante et ex post, de procédures de passation de marchés publics et d'obtention de certificats d'audits sont satisfaisants.

Soutenant les conclusions de ce rapport, j'ai voté en faveur de l'octroi de la décharge 2013.

Cette décision a notamment été justifiée par l'amélioration des procédures de planification et de suivi de l'exécution budgétaire.

  Mireille D'Ornano (ENF), par écrit. ‒ Ce rapport concernait la décharge sur l'exécution du budget de l'Institut européen d'innovation et de technologie, censé promouvoir la croissance et favoriser la compétitivité.

Cette initiative conjointe qui, pour la deuxième année consécutive, s'est vu refuser la confiance de la Cour des comptes vis-à-vis de la régularité des opérations de subventions, pose la question de la pertinence de ce financement.

Soucieuse d'une utilisation raisonnée des financements publics en général, particulièrement lorsque ceux-ci sont ont été explicitement remis en cause par la Cour des comptes, j'ai voté contre ce rapport.

  Ангел Джамбазки ( ECR), в писмена форма. ‒ Моята принципна позиция, свързана с освобождаването от отговорност на която и да е част от бюджета, се покрива и с тази на моята група ECR, а именно, че такова не би трябвало да бъде дадено, докато бюджетът като цяло не получи положителна оценка от Сметната палата.

В този случай Сметната палата, в своя доклад относно годишните отчети на Европейския институт за иновации и технологии за финансовата 2013 година, откри за втора поредна година недостатъчна увереност относно законосъобразността и редовността на операциите, свързани с безвъзмездни средства.

Az uniós ügynökség ugyanis az első mentesítési jelentésben feltárt problémákat a szakbizottság értékelése szerint érdemben kezelte, közbeszerzési eljárásait felülvizsgálta, a 25 pontos cselekvési tervből 18-at már megvalósított. Ennek köszönhetően a szakbizottság a mentesítés megadásáról, a számlák lezárásáról döntött. Az Európai Parlament plenáris ülésén is az EIT mentesítésének megadását támogattam.

An initial community budget contribution of EUR 308.7 million has helped launch and will continue to support the EIT for the 2008–2013 periods. We cannot support this due to the fact that it is linked with other innovation EU projects that pursue EU political aims and objectives.

  José Manuel Fernandes (PPE), por escrito. ‒ O Tribunal de Contas, no seu relatório sobre as contas anuais do Instituto Europeu de Inovação e Tecnologia relativas ao exercício de 2013, considerou, pelo segundo ano consecutivo, que não dispunha de garantias suficientes quanto à legalidade e à regularidade das operações relativas às subvenções e acrescentou que a qualidade dos certificados, que cobrem cerca de 87 % das despesas com subvenções, ficou comprometida pelo facto de terem sido emitidos por empresas de auditoria independentes contratadas pelos benificiários das subvenções.

No entanto, também é verdade que o Instituto efetuou auditorias no local que abrangem cerca de 40 % das subvenções pagas a título das convenções de subvenção de 2013, sendo que destas auditorias resultou uma recuperação de 263 239 EUR, num montante total auditado de 29 163 272 EUR.

O Instituto melhorou os seus procedimentos de adjudicação de contratos desde 2013 e adotou uma abordagem proativa após a deteção de erros pelo Tribunal.

  João Ferreira (GUE/NGL), por escrito. ‒ O Tribunal de Contas, no seu relatório sobre as contas anuais do Instituto Europeu de Inovação e Tecnologia relativas ao exercício de 2013, considerou, pelo segundo ano consecutivo, que não dispunha de garantias suficientes quanto à legalidade e à regularidade das operações relativas às subvenções.

Segundo o Tribunal, a qualidade dos certificados, que cobrem cerca de 87% das despesas com subvenções, ficou comprometida pelo facto de terem sido emitidos por empresas de auditoria independentes contratadas pelos benificiários das subvenções; recorda, além disso, que, a fim de colmatar as lacunas relacionadas com a qualidade dos certificados de auditoria, o Instituto melhorou as instruções fornecidas aos auditores responsáveis pela certificação e transmitiu as instruções atualizadas às «Comunidades de Conhecimento e Inovação» (CCI), beneficiárias das subvenções do Instituto, em junho de 2013.

Segundo as informações do Instituto, este melhorou os seus procedimentos de adjudicação de contratos desde 2013 e adotou uma abordagem proativa após a deteção de erros pelo Tribunal, nomeadamente rescindindo os dois contratos—quadro celebrados em 2010 e 2012, no âmbito dos quais o recurso ao procedimento por negociação foi considerado irregular, procedendo a uma revisão dos seus procedimentos, circuitos e modelos internos.

I welcome the many improvements of the EIT’S report that make it possible for us to endorse the discharge, such as the newly introduced complementary ex-ante verifications for grant expenditure, which added a second layer of assurance on the legality and regularity of grant transactions; the redesigned procurement procedures since 2013 with a proactive approach towards the detection of errors; the obtainment of the audit certificates on the costs of EIT’s beneficiaries; and the review of the portfolio of beneficiaries’ complementary activities.

  Brian Hayes (PPE), in writing. ‒ I chose to support this report in order to help address the shortcomings related to the quality of audit certificates which were previously compromised as they were issued by independent audit firms contracted by the grant beneficiaries. This report will also help correct previous problems identified by the analysis of staff exit interviews which highlighted a lack of clear career perspective, a difficult working environment and an unattractive salary package which led to a high turnover of staff. This will help strengthen middle management.

  Ivan Jakovčić (ALDE), napisan. ‒ Glasao sam za drugo izvješće o razrješnici za izvršenje proračuna Europskog instituta za inovacije i tehnologiju za financijsku godinu 2013., jer su unaprijeđeni postupci planiranja i nadgledavanja provedbe proračuna. U skladu s tim, poboljšani su postupci javne nabave i nisu ustanovljene nepravilnosti te je provedena temeljna revizija unutarnjih postupaka.

Povećana je, također, kvaliteta dobivenih revizijskih potvrda za one transakcije koje se tiču bespovratnih sredstava u 2013. godini, a za koja su završna plaćanja provedena u 2014. Proračunsko i financijsko upravljanje Instituta je zakonito i pravilno odrađeno, te smatram da će razrješnica omogućiti neometan nastavak rada.

A részletesebb és következetesebb igazolási módszertan használata tovább javította az előzetes ellenőrzések során elért színvonalat. A jelentés elfogadható, tekintettel a Számvevőszéknek a 2013-as pénzügyi évre vonatkozóan az elszámolás megbízhatóságát, valamint az annak alapjául szolgáló ügyletek jogszerűségét és szabályszerűségét igazoló nyilatkozatára.

  Giovanni La Via (PPE), per iscritto. – A seguito della relazione della Corte dei conti, la quale sottolineava di non aver ottenuto, per il secondo anno consecutivo, garanzie ragionevoli sulla legittimità e regolarità delle operazioni di sovvenzione per l' esercizio 2013, l' Istituto europeo di innovazione e tecnologia (EIT) ha dimostrato di aver apportato dei miglioramenti con riferimento alle procedure di pianificazione e controllo connesse all'esecuzione di bilancio. Inoltre è stato rafforzato il collegamento tra attività pianificate e assegnazione delle risorse, connettendo il programma di lavoro annuale con il bilancio annuale. Gli sforzi compiuti dall'Istituto mi portano dunque a sostenere la relazione.

Comme pour l'entreprise commune Artemis, certains points ont connu une amélioration. Cependant, d'autres, comme la faiblesse du taux d'exécution budgétaire liée à la très forte rotation du personnel, persistent. Par ailleurs, les réticences de la Cour des comptes sur la question de la légalité et la régularité de certaines opérations ont motivé mon opposition à ce texte.

  Paloma López Bermejo (GUE/NGL), por escrito. ‒ He votado a favor de aprobar la gestión en la ejecución del presupuesto del año 2013 del Instituto de Innovación y Tecnología. No obstante, quiero señalar que es necesario no pasar por alto ciertos aspectos mejorables a mi juicio, que tienen que ver principalmente con la calidad de los certificados emitidos, o con una serie de retrasos en la entrega de documentación demandada por el Parlamento. Deseamos, pues, que en la evaluación de futuros presupuestos estas pequeñas anomalías sean corregidas.

  Antonio López-Istúriz White (PPE), por escrito. ‒ El presente texto recoge y aprueba la gestión 2013 del Instituto Europeo de Innovación y Tecnología. En él se reconoce una mejora en los certificados de auditoría al emplear una metodología de certificación más detallada y coherente, la cual ha aumentado la fiabilidad de los resultados obtenidos, que ahora se adecúan a la misma metodología que el resto de programas del programa Horizonte 2020.

Se observa una mejoría en la planificación y control relacionados con la ejecución del presupuesto así como de la capacidad de absorción de la primera serie de comunidades de conocimiento e innovación (CCI) para el período 2010-2014. Asimismo, se aprecia un esfuerzo por parte del Instituto para aliviar la elevada rotación de efectivos y se reconoce la visita de investigación realizada por el Servicio de Auditoría Interna (SAI) de la Comisión en diciembre de 2014 para investigar los progresos realizados en la aplicación de las recomendaciones abiertas.

Por todos estos motivos, me declaro a favor de la presente Resolución.

  Ivana Maletić (PPE), napisan. ‒ Europski parlament odobrio je izvršenje proračuna Europskog instituta za inovacije i tehnologiju za financijsku godinu 2013. temeljem izvješća Revizorskog suda.

Europski institut za inovacije i tehnologiju (EIT) podržava tehnološke inovacije u području istraživanja, obrazovanja i poslovanja s ciljem promicanja održivog gospodarskog razvoja i konkurentnosti u Europi.

Iako je Revizorski sud utvrdio nedostatnu kvalitetu revizijskih potvrda podržala, sam izvršenje proračuna EIT-a za financijsku godinu 2013. zbog poboljšavanja procesa od strane Instituta. Između ostaloga, unaprijeđena je javna nabava i unutarnja revizija, uvedene bolje provjere transakcija, provedena revizija portfelja Instituta te se poboljšao postupak planiranja i nadgledanja provedbe proračuna.

  Dominique Martin (ENF), par écrit. ‒ J'ai voté contre. Cet Institut est censé soutenir l'innovation technologique dans le domaine de la recherche, de l'enseignement et de l'économie.

Son objectif est de promouvoir la croissance économique et de favoriser la compétitivité. Sa décharge avait été reportée par le Parlement européen lors du précédent vote et, d'après le rapport, l'Institut aurait fait des progrès en matière de formation des employés, au niveau des procédures de marchés publics et au niveau de ses procédures de planifications et de suivi de l'exécution budgétaire.

Cependant, pour la deuxième année consécutive, la Cour des comptes déclare ne pas avoir obtenu d'assurance raisonnable quant à la légalité et la régularité des opérations de subvention. Dans ces conditions, nous nous opposons à l'octroi de cette décharge.

  Jean-Luc Mélenchon (GUE/NGL), par écrit. ‒ Le pouvoir de décharge budgétaire du Parlement devrait lui permettre de faire respecter par l'ensemble des institutions et agences européennes les engagements budgétaires pris. Or, la Commission comme le Conseil ne tiennent quasiment aucun compte des votes du Parlement, y compris quand il refuse la décharge. C'est un symptôme de l'impuissance démocratique du Parlement dans l'UE.

La décharge sur l'entreprise commune Institut européen d'innovation et de technologie (EIT) avait été ajournée en avril dernier du fait de l'absence d'assurance raisonnable quant à la légalité et la régularité des opérations de subvention de l'Institut. L'entreprise a désormais répondu à ces exigences, mais le budget 2013 ayant encore une fois été exécuté de manière particulièrement chaotique, toute décharge donnée pour cet exercice pose problème. En effet, cette année-là, la Commission et le Conseil ont réussi à mettre en réserve et à reporter 1 milliard d'excédents alors que l'UE avait accumulé 20 milliards d'impayés. Cette application sauvage de l'austérité est inadmissible et absurde. Je vote contre.

Des points importants restent à améliorer, notamment la faiblesse du taux d'exécution budgétaire liée à la très forte rotation de personnel. Concernant la proposition de résolution, le député vote contre, considérant le rapport trop clément.

  Miroslav Mikolášik (PPE), písomne ‒ Európsky parlament udeľuje na základe správy absolutórium riaditeľovi EIT za plnenie rozpočtu inštitútu za rozpočtový rok 2013, pred postúpením rozhodnutia však Parlament uviedol svoje poznámky v uznesení. EIT v roku 2013 druhý rok po sebe neosvedčilo pred Dvorom audítorov správu o zákonnosti a správnosti grantových operácií inštitútu. Teší ma preto, že kvalita audítorských osvedčení inštitútu sa zvýšila po roku 2014 na základe pokynov Dvoru audítorov. EIT zlepšil postupy v súvislosti s plnením rozpočtu a zaviedol doplňujúce kontroly pre grantové operácie na zaistenie vyššieho stupňa istoty o zákonnosti a správnosti. Na základe splnenia podmienok a pokynov vydaných Dvorom audítorov Parlament schválil účtovnú závierku EIT za rozpočtový rok 2013 a absolutórium udelil.

Az Európai Parlament és Tanács által a többéves pénzügyi keretben rögzített prioritásokkal összhangban a Bizottság meghatározott programok, tevékenységek és projektek végrehajtásához nyújt technikai támogatást ezekre szakosodott ügynökségeknek.

A budapesti székhelyű EIT-t az Európai Parlament és Tanács 294/2008 számú rendelkezése hozta létre. Az Intézet célja, hogy a tagállamok és az EU innovációs kapacitásának növelésével hozzájáruljon a fenntartható európai gazdasági növekedéshez és az európai versenyképesség javításához.

Az EIT benyújtotta a 2013-as pénzügyi évre vonatkozó végleges éves beszámolóját. Az Európai Számvevőszék a 2013-as pénzügyi évre vonatkozóan nyilatkozatban igazolta az elszámolás megbízhatóságát, valamint az alapjául szolgáló ügyletek jogszerűségét és szabályszerűségét. A Tanács 2015. február 17-i ajánlásában az intézet számára adandó mentesítés mellett foglalt állást a 2013-as pénzügyi évre szóló költségvetés végrehajtására vonatkozóan. A Parlament Költségvetési Ellenőrzési Bizottsága az EIT 2013-as pénzügyi évre szóló költségvetésének végrehajtására vonatkozó mentesítés megadását ajánlotta a parlamentnek. Az előterjesztést ennek megfelelően támogattam.

  Cláudia Monteiro de Aguiar (PPE), por escrito. ‒ Não obstante o Tribunal de Contas, no seu relatório sobre as contas anuais do Instituto Europeu de Inovação e Tecnologia relativas ao exercício de 2013, ter considerado, pelo segundo ano consecutivo, que não dispunha de garantias suficientes quanto à legalidade e à regularidade das operações relativas às subvenções, o presente relatório elenca as recomendações e os procedimentos acatados pelo Instituto Europeu de Inovação e Tecnologia para cumprir os procedimentos relacionados com a execução orçamental.

Defendo que todas as instituições da União Europeia devem ser transparentes e plenamente responsáveis perante os cidadãos da União relativamente aos fundos que lhes são concedidos enquanto instituições da União.

Pelo exposto no relatório, aprovo o encerramento das contas do exercício de 2013 do Instituto Europeu de Inovação e Tecnologia.

  Nadine Morano (PPE), par écrit. ‒ J'ai voté en faveur de ce rapport qui autorise la décharge budgétaire 2013 pour l'Institut européen d'innovation et de technologie (EIT). En avril dernier, cette décharge avait été ajournée car, pour la deuxième année consécutive, la Cour des comptes n'avait pas obtenu d'assurance raisonnable quant à la légalité et la régularité des opérations de subvention de cet institut. Le rapport soulignait également des irrégularités dans les procédures de passation des marchés. L'EIT a présenté, depuis l'ajournement de la décharge, une nouvelle stratégie et montré une réelle volonté de dialogue avec le Parlement européen.

Le rapport qu'il a remis pour faire état des mesures prises pour une meilleure mise en œuvre de son budget a donné satisfaction aux autorités de décharge. En conséquence, la commission du contrôle budgétaire a recommandé d'accorder la clôture des comptes. La décharge budgétaire, qui peut être accordée, ajournée ou refusée par le Parlement européen, constitue le contrôle final du budget annuel. Ce processus représente le volet politique du contrôle de l'exécution budgétaire. Il prend appui sur les rapports de la Cour des comptes et sur les précisions apportées par les organismes concernés. La décision de décharge peut s'accompagner de recommandations pour améliorer certains aspects de l'exécution budgétaire.

  Andrey Novakov (PPE), in writing. – On the 29 April, the European Parliament decided to postpone his grant for discharge for the European Institute of Innovation and Technology (EIT) for the year 2013 due to numerous shortcomings in the reporting and fulfilment of budget obligations.

Among the most serious shortcomings the rapporteur highlights the combined error rate regarding the audit issues and material procurement errors (between 2% and 3% of total 2013 expenditure, which is above the materiality threshold of 2%), the insufficient quality of ex- ante and ex-post verifications, irregular public procurement procedures etc.

Consequently, the European Parliament required a more detailed report considering the problematic issues. The latter was provided to the Committee on Budgetary control (CONT) on the 29th June. The newly introduced complementary report already included serious progress on the ex-ante verifications for grant expenditure, redesigned procurement procedures since 2013 with a proactive approach towards the detection of errors etc.

The collaboration of the EIT agency and willingness to improve were taken into account by CONT and the second report already supported the grant of discharge. This is a clear sign how work between institutions should be simplified and intensified. Europe should use its budget focusing on results, integrity and producing higher returns.

  Franz Obermayr (ENF), schriftlich. ‒ Bei diesem Bericht und der damit verbundenen Entlastung habe ich mich meiner Stimme enthalten, da das Institut zwar positive Ergebnisse für die europäische Wissenschaftslandschaft hervorbringt. Gleichzeitig wird zu unkritisch mit auch hier vorkommender Verschwendung von Geldmitteln umgegangen.

An initial community budget contribution of EUR 308.7 million has helped launch and will continue to support the EIT for the 2008–2013 periods. We cannot support this due to the fact that it is linked with other innovation EU projects that pursue EU political aims and objectives.

Pozdravljam u tom smislu izvješće Revizorskog suda o upravljanju proračunom i financijama za Europski institut za inovacije i tehnologiju te ocjenjujem pozitivnim napore koje je poduzeo Europski institut za inovacije i tehnologiju kako bi održao kvalitetu u istraživanju i realizirao zadane ciljeve. Također, smatram da Europski institut za inovacije i tehnologiju treba biti lider u inovacijama i novim tehnologijama, kako bi EU mogla biti konkurentna u svim područjima zbog sve većih izazova koji se javljaju i u Europi i u svijetu.

  Tonino Picula (S&D), napisan. ‒ Europski institut za inovacije i tehnologiju jedno je od najvažnijih tijela Europske unije u području ostvarenja ciljeva promoviranja tehnologije i inovacija, stoga je iznimno važno što je primjetan značajan napredak u njihovom poslovanju s obzirom na izvješće Revizorskog suda iz 2013.

Nakon utvrđene nedostatne kvalitete revizijskih potvrda, upute Suda Institutu rezultirale su znatnim porastom kvalitete dobivenih revizijskih potvrda za transakcije povezane s bespovratnim sredstvima u 2013. godini, uvedena je detaljnija i dosljednija metodologija za revizijske potvrde, a u svrhu dodatnog jamstva o zakonitosti i pravilnosti transakcija bespovratnih sredstava, Institut je uveo dodatne ex post provjere tih transakcija.

Institut je uz to proveo podrobnu reviziju svojih unutarnjih postupaka i predložaka te poboljšao postupke planiranja i nadgledanja provedbe proračuna, ublažio veliku fluktuaciju osoblja i uspostavio sustav ocjenjivanja i reklasifikacije. Služba Komisije za unutarnju reviziju potvrdila je dodatna poboljšanja u postupcima javne nabave te u godišnjem postupku dodjele bespovratnih sredstava u Institutu, nakon čega je utvrđeno da je provedeno 18 od 25 mjera iz akcijskog plana.

Provedba preostalih sedam mjera još uvijek traje te će, po svemu sudeći, biti uspješna, zbog čega podržavam izdavanje razrješnice.

  Andrej Plenković (PPE), napisan. ‒ Podržavam odluku Europskog parlamenta o davanju razrješnice za izvršenje proračuna Europskog instituta za inovacije i tehnologiju za financijsku godinu 2013. Budući da je Revizorski sud u svom izvješću o godišnjoj računovodstvenoj dokumentaciji spomenutog Instituta utvrdio nedostatnu kvalitetu revizijskih potvrda za oko 87 % rashoda za bespovratna sredstva, Institut je uveo dodatne ex post provjere transakcija bespovratnih sredstava kako bi se dobilo dodatno jamstvo u pogledu zakonitosti i pravilnosti tih transakcija.

Kako bi riješio nedostatke u pogledu kvalitete revizorskih potvrda, Institut je poboljšao upute revizorima koji izdaju potvrde što je rezultiralo znatnim porastom kvalitete dobivenih revizijskih potvrda za transakcije povezane s bespovratnim sredstvima. Također, Institut je poboljšao svoje postupke javne nabave te usvojio aktivniji pristup. Na temelju tako provedenih postupaka javne nabave, nisu uočene nikakve nepravilnosti u 2014. godini. Istovremeno, poboljšan je i postupak planiranja i nadgledanja provedbe proračuna, kojima se propisuje stroža provjera svih predloženih mjera.

  Miroslav Poche (S&D), písemně. ‒ Podpořil jsem tuto zprávu, pro kterou jsem hlasoval již v rámci Výboru pro rozpočtovou kontrolu. Evropský inovační a technologický institut prošel v minulých letech složitým obdobím a v jeho hospodaření byla nalezena řada závažných chyb, proto Evropský parlament v dubnu letošního roku rozhodl o odložení absolutoria s tím, že se očekávaly návrhy konkrétních zlepšení v identifikovaných oblastech. Tento odklad byl učiněn za vědomí toho, že v průběhu roku 2014 došlo k řadě výrazných zlepšení, především v otázce postupů u veřejných zakázek, k zásadním změnám v metodikách sledování a kontroly hospodaření, tedy aktuální situace v hospodaření byla již v dubnu výrazně lepší, než co ukazovaly analýzy z roku 2013. Evropský parlament se proto, po zvážení doplňujících informací a analýze reálné situace v institutu, rozhodl udělit absolutorium s tím, že jeho součástí je i seznam podmínek a opatření, která vedla ke zlepšení v roce 2014 a v jejichž duchu i nadále pokračuje činnost institutu.

  Salvatore Domenico Pogliese (PPE), per iscritto. ‒ L'Istituto europeo d'innovazione e tecnologia (EIT) ha raggiunto nelle proprie operazioni di bilancio gli obiettivi di legalità, esattezza e solidità, necessari al fine di ricevere il discarico per l'esercizio 2013. La Corte dei conti dell'UE ha presentato, in conformità all'articolo 287 TFUE, una relazione dettagliata sui conti dell'EIT. Tale relazione annuale non riscontra alcuna irregolarità degna di nota. Per questo motivo approvo la concessione del discarico per l'esercizio del bilancio 2013 dell'Istituto europeo di innovazione e tecnologia.

  Franck Proust (PPE), par écrit. ‒ En avril 2015, la Cour des comptes avait émis des doutes concernant la légalité et la régularité des opérations de subvention de l'EIT, notamment par rapport aux procédures de passation des marchés. Cependant, l'EIT a mis en place une nouvelle stratégie prévoyant une application plus régulière et rigoureuse du budget. Dans ce nouveau contexte, le Parlement européen a approuvé la décharge relative à l'exécution du budget pour l'exercice 2013.

Após recomendação do Conselho, os deputados ao Parlamento Europeu são chamados a exercer controlo sobre a gestão das dotações, decidindo sobre a quitação com base nos relatórios do Tribunal de Contas.

Assim, e avaliados os relatórios do Tribunal de Contas e da Comissão Parlamentar do Controlo Orçamental, votei a favor da presente decisão, que dá quitação ao Diretor do Instituto Europeu de Inovação e Tecnologia pela execução do orçamento do Instituto para o exercício de 2013.

  Robert Rochefort (ALDE), par écrit. ‒ Un des pouvoirs fondateurs de notre Parlement est son pouvoir budgétaire. Nous approuvons le budget et nous nous assurons de la bonne utilisation des fonds publics, notamment par l'intermédiaire de la décharge budgétaire.

En avril dernier, nous avions ajourné l'approbation des dépenses de l'Institut européen d'innovation et de technologie (EIT) pour l'année 2013, du fait de certaines interrogations sur la pertinence des audits. L'EIT se devait de démontrer que la vérification de ses paiements et de ses procédures de marchés publics avait été améliorée. Des éléments sur la légalité et la régularité des opérations de subvention ainsi que sur l'amélioration des procédures de planification et de suivi de l'exécution budgétaire nous ont été fournis. C'est pourquoi, j'ai voté en faveur de ce texte qui accorde la décharge budgétaire pour les comptes de l'EIT en 2013.

  Inmaculada Rodríguez-Piñero Fernández (S&D), por escrito. ‒ Tras no lograr la aprobación de la gestión de sus cuentas en el mes de abril, el Instituto Europeo de Innovación y Tecnología ha logrado el descargo en este Pleno tras la nueva información aportada y la comparecencia de su director ante la Comisión de Control Presupuestario. En esta ocasión, sin embargo, tal y como recoge el informe aprobado en el Parlamento, al que he dado mi apoyo, el Parlamento constata que se han producido mejoras en los sistemas de verificación ex post de auditoría, al igual que en los procedimientos de contratación pública, y que se ha adoptado una actitud proactiva tras la detección de errores por parte del Tribunal de Cuentas. También se destaca la adopción de una metodología para los convenios de subvención igual al del resto de los programas del programa marco Horizonte 2020, motivos, entre otros, por los que se otorga la aprobación.

  Claude Rolin (PPE), par écrit. ‒ S'il est vrai que la Cour des comptes a déclaré pour la deuxième année consécutive dans son rapport qu'elle n'avait pas obtenu d'assurance raisonnable quant à la légalité et à la régularité des opérations de subvention, il faut souligner que l'Institut d'innovation et de technologie (EIT) a instauré des vérifications ex post complémentaires des opérations de subvention. De plus, nous avons également reçu de la part de l'EIT des informations qui tendent à prouver que les procédures de passation des marchés publics s'améliorent depuis 2013. Il semble également que l'EIT ait adopté une approche plus proactive des suites de la détection d'erreurs par la Cour. Enfin, force est de constater que les procédures de planification et de suivi de l'exécution budgétaire de l'EIT sont meilleures.

Pour toutes ces raisons, j'ai décidé de voter pour le second rapport Czarnecki, octroyant ainsi la décharge au directeur de l'EIT sur l'exécution du budget pour l'exercice 2013. À noter tout de même que je soutiens les observations faites sur les audits internes.

  Fernando Ruas (PPE), por escrito. ‒ No seguimento da decisão de 29 de abril de 2015 do Parlamento, através da qual foi adiada a decisão de dar quitação ao Instituto Europeu de Inovação e Tecnologia pela execução do exercício de 2013, verificamos que, após esta data, a qualidade e a observância dos princípios legislativos orçamentais e regulamentares melhorou substancialmente neste Instituto.

Para isto muito contribuiu a ação do atual Diretor, bem como o processo de consultoria realizada pelo serviço de auditoria interna, que trouxe uma melhoria de procedimentos que se reflete na aprovação do encerramento das contas deste Instituto (relativas ao exercício de 2013) pelo Parlamento Europeu, que contou com o meu voto favorável.

  Tokia Saïfi (PPE), par écrit. ‒ Le 29 avril dernier, le Parlement européen avait décidé de reporter sa décision d'octroi de la décharge au directeur de l'Institut européen d'innovation et de technologie (EIT) pour l'exercice 2013. Le Parlement avait notamment décelé certaines insuffisances concernant des problèmes liés aux audits et certaines erreurs affectant les marchés publics.

À la suite de ces défaillances, l'EIT a fourni au Parlement le 29 juin un nouveau rapport apportant de nouveaux éléments et certaines explications. Ainsi, de nouvelles vérifications ont eu lieu, les procédures de passation des marchés publics ont été révisées et certaines améliorations dans la gestion des vacances de poste ont notamment été apportées.

Compte tenu de ces nouveaux éléments, j'ai soutenu ce rapport qui accorde la décharge 2013 à l'Institut européen d'innovation et de technologie.

  Massimiliano Salini (PPE), per iscritto. ‒ Ho votato a favore della relazione inerente il discarico 2013 dell'Istituto europeo di innovazione e tecnologia in quanto sostengo la decisione del Parlamento europeo di approvare la chiusura dei conti dell'Istituto e di concedere il discarico al direttore dell'EIT per l'esecuzione del bilancio per l'esercizio 2013.

  Lola Sánchez Caldentey (GUE/NGL), por escrito. ‒ Este informe se ocupa de la aprobación de la gestión del Instituto Europeo de Innovación y Tecnología para el ejercicio 2013. Se apoya la aprobación sin dejar de mencionar algunas observaciones. Estas se refieren a la calidad de los certificados emitidos; a una serie de retrasos en la presentación de informes; también se observó una alta rotación laboral debida a la precariedad laboral, aunque este mal indicador se ha moderado recientemente.

Este procedimiento es una mera formalidad y no se ha detectado ninguna irregularidad significativa en el lado contable, que es lo que se dirime aquí, por lo que no hay razón para votar en contra. Se ha votado a favor.

  Lidia Senra Rodríguez (GUE/NGL), por escrito. ‒ He votado a favor de aprobar la gestión en la ejecución del presupuesto del año 2013 del Instituto de Innovación y Tecnología. No obstante, quiero señalar que es necesario no pasar por alto ciertos aspectos mejorables a mi juicio, que tienen que ver principalmente con la calidad de los certificados emitidos, o con una serie de retrasos en la entrega de documentación demandada por el Parlamento. Deseamos, pues, que en la evaluación de futuros presupuestos estas pequeñas anomalías sean corregidas.

  Branislav Škripek (ECR), písomne. ‒ Hlasoval som v súlade s princípom, že udelenie absolutória pre akúkoľvek časť z rozpočtu EÚ má nasledovať až po tom, čo rozpočet EÚ ako celok získa kladné stanovisko od Európskeho súdu audítorov.

  Davor Škrlec (Verts/ALE), napisan. ‒ Pozitivno sam glasao za ovo izvješće, no ovo obrazloženje glasovanja nastaje kao kritika postojećem sustavu vrednovanja rada zastupnika u Europskom parlamentu isključivo na osnovu statističkog broja parlamentarnih aktivnosti potenciranog u Hrvatskoj, a koji zapravo ne odražava stvarnu kvalitetu i količinu rada, učinkovitost te ponajviše uspjeh zastupničkog djelovanja.

  Monika Smolková (S&D), písomne ‒ dvor audítorov vo svojej správe o overení ročnej účtovnej závierky Európskeho inovačného a technologického inštitútu za rozpočtový rok 2013 nekonštatoval už druhý rok po sebe primeranú istotu o zákonnosti a správnosti grantových operácií inštitútu. Podľa Dvora audítorov je kvalita osvedčených postupov spochybnená, keďže ich vydali nezávislé audítorské spoločnosti, ktoré najali samotní príjemcovia grantov a ktoré pokrývajú približne 87 % výdavkov na granty. Preto je dobré, že inštitút zaviedol doplňujúce kontroly ex post pre grantové operácie ako druhý stupeň istoty o zákonnosti a správnosti grantových operácií. Taktiež inštitút vykonal audity „na mieste“, ktoré sa týkali približne 40 % grantov vyplatených v rámci dohôd o grante z roku 2013. Inštitút od roku 2013 zlepšil svoje postupy obstarávania a zaujal proaktívny prístup po zistení chýb dvorom audítorov. Inštitút zlepšil postupy plánovania a monitorovania v súvislosti s plnením rozpočtu a urobil ďalšie nevyhnutné opatrenia pre celkové zlepšenie svojho hospodárenia. Aj preto som hlasovala za absolutórium za rok 2013 pre uvedený inštitút.

Ovo izvješće u potpunosti podržavam.

  Patricija Šulin (PPE), pisno. ‒ Glasovala sem za razrešnico za leto 2013 za Evropski inštitut za inovacije in tehnologijo (EIT). Kljub nekaterim pripombam o zakonitosti in pravilnosti transakcij s strani Računskega sodišča, v mislih imam predvsem zakonitost in pravilnost transakcij, povezanih z nepovratnimi sredstvi, lahko opazimo, da se je upravljanje proračuna in finančno upravljanje izboljšalo v primerjavi s prejšnjim letom. Kot je namreč ugotovilo Sodišče, je inštitut izboljšal načrtovanje in spremljanje postopkov v zvezi z izvrševanjem proračuna, saj ti postopki zdaj vključujejo natančnejšo oceno vseh predlaganih dejavnosti s proračunskim vplivom.

  Kay Swinburne (ECR), in writing. ‒ I abstained on this discharge and will not vote in favour of the discharges for any part of the EU budget until the budget as a whole receives a positive statement of assurance from the Court of Auditors. However, I fully support the work of the European Institute for Innovation and Technology and consider it to be a hugely beneficial programme for helping scientists get their research into the market place.

  Tibor Szanyi (S&D), írásban. ‒ Támogattam a jelentés elfogadását, illetve a 2013. évi mentesítés megadását, annak reményében, hogy az Európa jövőbeni gazdasági és tudományos fejlődésében fontos szerepet játszó (magyarországi, budapesti székhelyű) Európai Innovációs és Technológiai Intézet a továbbiakban költségvetési-gazdálkodási szempontból is átlátható, hatékony körülmények között, zavartalanul folytathatja működését. Figyelembe vettem, hogy a beszámoló szerint az EIT vezetése ténylegesen orvosolta az Európai Számvevőszék által korábban észrevételezett hiányosságokat, s a korrekciók révén az elmúlt évben javult a gazdálkodás és az adminisztratív ügyvezetés hatékonysága és átláthatósága. A jelentés szerint ezen belül jelentős mértékben javult az Intézet beszerzési politikája, szigorodott a pénzügyi menedzsment, s a céltudatosabb személyügyi és létszámgazdálkodás csökkentette a túlzott személyi fluktuációt. Így, figyelemmel a belső ellenőrzés megerősítésére is, okkal remélhető, hogy az EIT gazdálkodásával szemben fent jelzett elvárások a folyó költségvetési esztendőre áthúzódó hatással is teljesülnek.

  Claudia Tapardel (S&D), in writing. ‒ This report recommends granting discharge to the Director of the European Institute of Innovation and Technology (EIT) for the financial year 2013.

With this text, the Parliament recognises that the EIT has taken the necessary steps requested to redress the shortcomings the Parliament Committee on Budgetary Control (CONT) identified related to the combined error rate on the audit issues and material procurement errors between 2% and 3% of total 2013 expenditure, which is above the materiality threshold of 2%, the insufficient quality of ex ante and ex post verifications as well as irregular public procurement procedures.

However, following the progress report published by the EIT on 29 July, 2015, the Committee decided that improvements have been made, i.e. newly introduced complementary ex-ante verifications for grant expenditure, redesigned procurement procedures since 2013 with a proactive approach towards the detection of errors; improved the planning and monitoring procedures related to the budget implementation which include a more rigorous assessment of activities, increased absorption capacity of the first-wave beneficiaries and introduction of additional second wave beneficiaries.

The EIT management has shown the clear improvement in the shortcomings identified by CONT, therefore I voted in line with CONT's decision to grant discharge to EIT for 2013.

  Pavel Telička (ALDE), in writing. ‒ I voted in favour of two decisions and a resolution regarding the European Institute of Innovation and Technology (EIT) 2013 discharge. The first decision grants the Director of the EIT discharge in respect of the implementation of the Institute’s budget for the financial year 2013. The second approves the closure of EIT’s accounts for the financial year 2013. The resolution provides comments on legality and regularity of EIT’s transactions, on budget and financial management and on internal audit.

  Romana Tomc (PPE), pisno. ‒ Drugo poročilo o razrešnici glede izvrševanja proračuna Evropskega inštituta za inovacije in tehnologijo za proračunsko leto 2013 sem podprla, saj je inštitut po mnenju Računskega sodišča ustrezno prikazoval finančno stanje, delo opravljal v skladu z zakoni in navodili ter je izboljšal načrtovanje in spremljanje postopkov v zvezi z izvrševanjem proračuna.

Este procedimiento es una mera formalidad y no se ha detectado ninguna irregularidad significativa en el lado contable, que es lo que se dirime aquí, por lo que no hay razón para votar en contra. Se ha votado a favor.

  Ivo Vajgl (ALDE), in writing. ‒ I voted in favour of the decision on the discharge in respect of the implementation of the budget of the European Institute of Innovation and Technology for the financial year 2013, and on the decision of the closure of the accounts of the European Institute of Innovation and Technology for the financial year 2013 because the Court of Auditors, in its report on the annual accounts of the European Institute of Innovation and Technology for the financial year 2013, found for the second consecutive year no reasonable assurance on the legality and regularity of the grant transactions and noted that the quality of the certificates was compromised as they were issued by independent audit firms contracted by the grant beneficiaries.

  Ramón Luis Valcárcel Siso (PPE), por escrito. ‒ En abril de 2015, el Parlamento pospuso la decisión de aprobar la gestión del director del Instituto Europeo de Innovación y Tecnología (EIT) para el ejercicio financiero 2013, pidiendo asimismo un informe que clarificara varios puntos sobre este asunto. En junio de 2015, el Parlamento Europeo recibió un informe sobre los progresos realizados por el EIT desde el primer informe. Tras el estudio de este informe, la comisión de Control Presupuestario decidió aprobar por amplia mayoría la gestión. Teniendo en cuenta esta decisión, considero necesario votar a favor de este asunto.

  Marco Valli (EFDD), per iscritto. – Ho votato contro la decisione che chiede di concedere il discarico all'Istituto europeo di innovazione e tecnologia per l'esercizio 2013: in prima istanza il discarico non era stato concesso perché la Corte dei conti, nella sua relazione sui conti annuali dell'EIT, aveva rilevato di non aver ottenuto per il secondo anno consecutivo garanzia ragionevole sulla legittimità e regolarità delle operazioni di sovvenzione. In altre parole la Corte riteneva compromessa la qualità della certificazione in quanto questa, relativa a circa l'87% della spesa per sovvenzioni, era stata rilasciata da società di audit indipendenti incaricate dagli stessi beneficiari delle sovvenzioni. Ci troviamo di fronte a una pratica purtroppo troppo diffusa in seno a quest'Unione: i controllori sono alla diretta dipendenza dei controllati, e nonostante l'EIT stia cercando di porre rimedio alla situazione, ritengo che il mio voto contrario alla concessione del discarico debba essere interpretato come un segnale forte contro tutte le gestioni oscure che costellano gli organi europei.

  Ángela Vallina (GUE/NGL), por escrito. ‒ He votado a favor de aprobar la gestión en la ejecución del presupuesto del año 2013 del Instituto de Innovación y Tecnología. No obstante, quiero señalar que es necesario no pasar por alto ciertos aspectos mejorables a mi juicio, que tienen que ver principalmente con la calidad de los certificados emitidos, o con una serie de retrasos en la entrega de documentación demandada por el Parlamento. Deseamos, pues, que en la evaluación de futuros presupuestos estas pequeñas anomalías sean corregidas.

  Miguel Viegas (GUE/NGL), por escrito. ‒ O financiamento atribuído pelo Instituto às CCI no período de 2010-2014 não ultrapassou o limite máximo de 25 %, tal como estabelecido nos acordos-quadro de parceria entre as CCI e o Instituto, sendo que o Instituto melhorou o planeamento e o acompanhamento dos procedimentos relacionados com a execução orçamental.

Em junho de 2014, o Serviço de Auditoria Interna da Comissão (SAI) publicou um relatório de auditoria de acompanhamento sobre o estado de execução do plano de ação resultante do «Exame restrito à gestão de subvenções – Preparação das convenções de subvenção anuais». O SAI encerrou duas das seis recomendações originais e outra recomendação foi reclassificada, passando de «crítica» a «muito importante».

Em dezembro de 2014, a fim de analisar os progressos efetuados na aplicação das recomendações em aberto, o SAI reconheceu que foram efetuadas novas melhorias no processo de atribuição da subvenção anual e que todas as ações detalhadas apresentadas ao SAI durante a visita, quer concluídas, quer em curso ou planeadas, abordam adequadamente os riscos destacados no exame restrito do SAI.

  Harald Vilimsky (ENF), schriftlich. ‒ Der Bericht schildert die Probleme gut, jedoch geht nicht hervor, welche Entscheidung auf Grundlage dieser Schilderung getroffen werden sollte. Daher habe ich mich meiner Stimme enthalten.

  Daniele Viotti (S&D), per iscritto. ‒ L'Istituto europeo di innovazione tecnologica ha implementato le procedure di supervisione e programmazione del bilancio.

Si valuta positivamente la decisione dell'Istituto di considerare in modo più rigoroso tutte le attività le cui spese superano i 50 000 euro.

L'EIT ha dimostrato la volontà di mettere in atto una seria pianificazione del fabbisogno di risorse umane e finanziarie in modo da programmare in maniera precisa e trasparente tutte le proprie attività.

Altro elemento rilevante è il sempre più stretto collegamento tra attività programmate e assegnazione di risorse nonché una connessione sempre più forte tra programma di lavoro e bilancio.

Visti gli evidenti miglioramenti per quanto riguarda la gestione finanziaria e del bilancio ho espresso il mio voto favorevole.

  Beatrix von Storch (ECR), schriftlich. – Dem Vorschlag für einen Beschluss des Europäischen Parlaments über die Entlastung für die Ausführung des Haushaltsplans des Europäischen Innovations- und Technologieinstituts für das Haushaltsjahr 2013 habe ich nicht zugestimmt.

Solange der Rechnungshof das Budget nicht überprüft hat, stimme ich gegen die Entlastung. Es konnte für das zweite Jahr in Folge keine vernünftige Versicherung von Legalität und Regelmäßigkeit der Unternehmungen gefunden werden.

  Inês Cristina Zuber (GUE/NGL), por escrito. ‒ O Tribunal de Contas, no seu relatório sobre as contas anuais do Instituto Europeu de Inovação e Tecnologia relativas ao exercício de 2013, considerou, pelo segundo ano consecutivo, que não dispunha de garantias suficientes quanto à legalidade e à regularidade das operações relativas às subvenções.

Segundo o Tribunal, a qualidade dos certificados, que cobrem cerca de 87 % das despesas com subvenções, ficou comprometida pelo facto de terem sido emitidos por empresas de auditoria independentes contratadas pelos benificiários das subvenções; recorda, além disso, que, a fim de colmatar as lacunas relacionadas com a qualidade dos certificados de auditoria, o Instituto melhorou as instruções fornecidas aos auditores responsáveis pela certificação.
