11.14. Stratégia EÚ pre región Jadranského a Iónskeho mora (A8-0279/2015 - Ivan Jakovčić)

Wyjaśnienia dotyczące głosowania

  Nicola Caputo (S&D). – Signor Presidente, onorevoli colleghi, io ho votato a favore di questa relazione perché ritengo che le strategie regionali possano offrire vantaggi tangibili alle regioni interessate, ed il futuro della regione adriatica e ionica è fondamentale per l'Unione europea. La strategia dell'Unione europea in questa regione deve essere dunque un grande passo in avanti per lo sviluppo di questi territori, e deve essere capace di conferire un valore aggiunto agli interventi delle autorità comunitarie, nazionali e regionali, così come a quelli del settore privato, in quest'area.

Non possiamo inoltre nascondere una questione: la strategia ha prospettive particolarmente interessanti per i paesi candidati e potenziali candidati. Sebbene la Commissione abbia ripetutamente affermato che non vi sarà alcun nuovo allargamento nel prossimo futuro, la strategia consentirà infatti a questi paesi di avvicinarsi all'Unione, allineando le rispettive politiche e lavorando a stretto contatto con gli Stati membri. Come ci hanno dimostrato le vicende degli ultimi mesi, ed in particolare la crisi dei rifugiati, per l'Europa la zona dei Balcani è di interesse prioritario. Bene, questa strategia deve dotare questa regione degli strumenti necessari a diventare maggiormente stabile.

  Andrejs Mamikins (S&D). – Priekšsēdētāja kungs! Adrijas un Jonijas jūras kā daļa no Vidusjūras baseina pašas par sevi turpina būt viens no vissvarīgākajiem Eiropas un tās kaimiņu reģioniem tirdzniecībā, politikā, kultūras dzīvē un vairākās citās jomās jau dažus gadus – no feniķiešiem, grieķiem, ivriešiem, romiešiem un daudzām citām tautām un to priekštečiem līdz pat mūsdienām. Es sirsnīgi apsveicu un atbalstu jau trešās Eiropas Savienības ietvaros iniciētās makroreģionālās stratēģijas izveidi. Tas ir labi. Ņemot vērā, ka pie Adrijas un Jonijas jūrām atrodas arī Rietumbalkāni – reģions, kurš pēdējo desmit gadu laikā pārdzīvojis gan valstisku sabrukumu, gan celšanu, gan pilsoņu karu, gan masu emigrāciju, gan ekonomiskus postījumus un citas bēdas, – Eiropas Savienības stratēģija noteikti varētu sekmēt spēcīga pozitīva impulsa izveidošanu šajā reģionā. Bet ir pilnīgi saprotams, ka brūces nav tik viegli sadziedēt un it īpaši - pārvarēt. Taču vēl ir viens instruments, kurš varētu palīdzēt šajā grūtajā ceļā, un tas būtu ļoti lietderīgs.

  Danuta Jazłowiecka (PPE). – Panie Przewodniczący! Chciałabym zaprotestować przeciwko decyzji, którą Pan przed chwileczką podjął, rozumiejąc, że jest czas, by zakończyć sesję październikową. Niemniej jednak chciałabym, by Pan przekazał moją uwagę, że wiceprzewodniczący powinni podejmować bardzo odpowiedzialne decyzje. Jeżeli decydują się, że rezygnują we wtorek i w środę z wyjaśnień głosowań, to zamykają możliwość korzystania z tej procedury wszystkim tym, którzy będą chcieli z niej skorzystać, bo to jest oczywiste, że jeżeli z tych dwóch czy trzech dni będziemy kumulować ten proceder, to nie będziemy w stanie obsłużyć wszystkich posłów. Jest to bardzo niesprawiedliwe w stosunku do tych wszystkich, którzy po dzisiejszym głosowaniu chcieli wyjaśnić swoją decyzję, dlaczego w ten sposób głosowali. Tym bardziej, że zostali przyjęci wszyscy posłowie z wtorku i środy, a z czwartku niestety nie.

  President. – You are absolutely right. Thank you for your remark.

  Seán Kelly (PPE). – Mr President, I want to agree with my colleague. Particularly in an exceptional week like this, where we had no explanations of vote yesterday and we had to cram three days’ explanation of votes into less than an hour, it is not good enough. It is not your fault, Mr President. It is a decision taken by the Bureau, but it has to be reflected on.

When MEPs are willing to stay here they should be given the opportunity to do so, especially as, normally, we would be here until 17.00 on a Thursday and it was decided we should finish at 13.30, even though MEPs wanted to stay and give their explanation of the votes. I know one can do it in writing, but if we were all going to do it in writing we could go home when the votes are over.

It is not satisfactory, it is not democratic and it is certainly not fair to MEPs that this is the decision which has been taken. It has nothing to do with you, Mr President – you are only implementing what has been decided – but we would appreciate it if you would take this back to the Bureau. Certainly, in exceptional circumstances, it should be changed. We have a position today where we had votes on seven or eight issues and there is not even an opportunity for one person to give an explanation on today’s votes.

  President. – I entirely agree with you and I will inform the Bureau and personally inform President Schulz of your suggestion.
