13. Διάταξη των εργασιών

  President. – The final draft agenda as drawn up pursuant to Rule 149 by the Conference of Presidents at its meeting of 29 October 2015 has been distributed.

  Ashley Fox (ECR). – Madam President, pursuant to Rule 152 of the Rules of Procedure, I would like to move that we postpone the debate on zero-rating practice to the November II part session in Strasbourg and replace it with Council and Commission statements on the outcome of the 9 November Competitiveness Council in relation to the steel sector.

As many colleagues are aware, the steel industry across Europe has been facing unprecedented pressures in recent years. We cannot ignore the fact that the industry is facing unfair competition and anti-competitive market behaviour. Chinese steel exports have risen by 28% in the first six months of the year, flooding the market with steel that is sold at a loss. This is dramatically destabilising the global steel market and the flow of trade, risking European steel manufacturing as a whole and in my country in particular.

This matter is urgent and no harm will be caused by postponing the debate on zero-rating by two weeks. Can I therefore ask colleagues to show support for the steel industry in Europe and vote in favour of adding this urgent debate to our session agenda? On behalf of my group, I request a roll-call vote on that matter.

  Νότης Μαριάς ( ECR). – Κυρία Πρόεδρε, είναι γνωστό ότι οι χαλυβουργίες σε όλη την Ευρώπη αντιμετωπίζουν τεράστια προβλήματα. Ιδίως μετά την οικονομική κρίση του 2008 έχουμε πλέον μία κρίση ανταγωνιστικότητας, έχουμε πάρα πολλές απολύσεις, έχουμε απώλεια θέσεων εργασίας. Το ίδιο χρονικό διάστημα παρατηρούμε έναν αθέμιτο ανταγωνισμό από εξωτερικούς ανταγωνιστές της Ευρωπαϊκής Ένωσης, κυρίως από την Κίνα. Σε μια φάση λοιπόν που είναι απαραίτητη η στήριξη της απασχόλησης, σε μια φάση που χρειαζόμαστε νέες θέσεις εργασίας είναι απαραίτητο να στηριχθούν οι ευρωπαϊκές χαλυβουργίες και τα συμπεράσματά του Συμβουλίου Ανταγωνιστικότητας δείχνουν ότι έχουμε αθέμιτο παράνομο ανταγωνισμό. Πρέπει, λοιπόν, το θέμα αυτό να συζητηθεί και υποστηρίζουμε την πρόταση του συναδέλφου Fox και του ECR.

  Enrique Guerrero Salom (S&D). – Señora Presidenta, creo que, como han señalado los señores Fox y Marias, se trata de un tema significativo, importante, no solo por su dimensión económica, sino especialmente también por su impacto social y medioambiental.

Y precisamente porque se trata de un asunto importante, queremos tener la oportunidad de prepararlo adecuadamente, por lo que yo propongo que este asunto lo debatamos en el periodo parcial de sesiones de noviembre II, es decir, en apenas diez días a partir de hoy. Esto daría a los grupos la posibilidad de acordar su posición y de poder prepararse adecuadamente para tener un debate consistente.
