  Günther Oettinger, Member of the Commission, in writing – "Declaration on article 16 of the Proposal for a Decision of the European Parliament and of the European Council to establish a programme on interoperability solutions for European public administrations, businesses and citizens (ISA²) – Interoperability as a means for modernising the public sector" (Report: Carlos Zorrinho (A8-0225/2015))

The Commission regrets the insertion of a provision and of a recital which merely restates the applicable law on data protection in breach of basic principles of legislative quality and against the provision of rule 12 of the Joint Practical Guide for the drafting of Union legislation for the Institutions. The Commission shall not consider the drafting of article 16 as a precedent for any future piece of legislation.
